  根據《中(zhong)共中(zhong)央(yang) 國務院(yuan)關于支(zhi)持(chi)深圳建設中(zhong)國特(te)色社會主義(yi)先行(xing)示范(fan)區的意(yi)見》《中(zhong)共中(zhong)央(yang) 國務院(yuan)關于全面加(jia)強新時代大(da)(da)中(zhong)小學勞(lao)動(dong)教(jiao)(jiao)育(yu)的意(yi)見》和教(jiao)(jiao)育(yu)部《大(da)(da)中(zhong)小學勞(lao)動(dong)教(jiao)(jiao)育(yu)指導(dao)綱(gang)要(試(shi)行(xing))》等文(wen)件要求,為進一(yi)步(bu)加(jia)強我市(shi)大(da)(da)中(zhong)小學勞(lao)動(dong)教(jiao)(jiao)育(yu),促進五育(yu)并舉,加(jia)快推進深圳教(jiao)(jiao)育(yu)先行(xing)示范(fan),我局(ju)(ju)制定了《深圳市(shi)教(jiao)(jiao)育(yu)局(ju)(ju)關于進一(yi)步(bu)加(jia)強大(da)(da)中(zhong)小學勞(lao)動(dong)教(jiao)(jiao)育(yu)的實(shi)施意(yi)見》。現予以印發,請遵照執行(xing)。

《深圳市教育局關于進一步加強大中小學勞動教育的實施意見》

  為深(shen)入貫(guan)徹(che)落實(shi)《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央(yang) 國務院(yuan)關于(yu)支持深(shen)圳建設中(zhong)(zhong)(zhong)國特色社會主義先行(xing)示范區的(de)意見》《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央(yang) 國務院(yuan)關于(yu)全面(mian)加(jia)強(qiang)新時代大中(zhong)(zhong)(zhong)小學(xue)勞(lao)動教育(yu)(yu)的(de)意見》和教育(yu)(yu)部《大中(zhong)(zhong)(zhong)小學(xue)勞(lao)動教育(yu)(yu)指(zhi)導綱要(試行(xing))》等文件要求,加(jia)快(kuai)構建德智體美勞(lao)全面(mian)培養的(de)教育(yu)(yu)體系,加(jia)快(kuai)推進(jin)(jin)深(shen)圳教育(yu)(yu)先行(xing)示范,現(xian)就進(jin)(jin)一步加(jia)強(qiang)我市大中(zhong)(zhong)(zhong)小學(xue)勞(lao)動教育(yu)(yu)提出如下實(shi)施意見。

  一、指導思想

  以習近平新時代中國特(te)色社(she)(she)會(hui)主義思想為指導,全(quan)面貫(guan)徹黨的(de)教(jiao)育(yu)(yu)(yu)(yu)方針和(he)(he)全(quan)國教(jiao)育(yu)(yu)(yu)(yu)大會(hui)精(jing)神(shen),全(quan)面落實(shi)立德樹人(ren)根本任(ren)務,積(ji)極培(pei)育(yu)(yu)(yu)(yu)和(he)(he)踐行社(she)(she)會(hui)主義核(he)心(xin)價值(zhi)觀。將勞(lao)動觀念和(he)(he)勞(lao)動精(jing)神(shen)教(jiao)育(yu)(yu)(yu)(yu)貫(guan)穿(chuan)人(ren)才培(pei)養全(quan)過(guo)程,貫(guan)穿(chuan)家庭、學(xue)校、社(she)(she)會(hui)各方面,將勞(lao)動教(jiao)育(yu)(yu)(yu)(yu)與德育(yu)(yu)(yu)(yu)、智育(yu)(yu)(yu)(yu)、體育(yu)(yu)(yu)(yu)、美育(yu)(yu)(yu)(yu)相融合(he)(he),緊密結(jie)合(he)(he)經濟(ji)社(she)(she)會(hui)發展變化和(he)(he)學(xue)生學(xue)習生活(huo)實(shi)際,積(ji)極探(tan)索(suo)具(ju)有深圳特(te)色的(de)勞(lao)動教(jiao)育(yu)(yu)(yu)(yu)模式,創新體制(zhi)機制(zhi),注重教(jiao)育(yu)(yu)(yu)(yu)實(shi)效,實(shi)現知行合(he)(he)一(yi),培(pei)養學(xue)生正確的(de)世界觀、人(ren)生觀、價值(zhi)觀。

  二、總體要求

  (一)實施目標

  1.育(yu)(yu)(yu)人目標。整合家庭、學(xue)校、社會(hui)勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)教育(yu)(yu)(yu)資(zi)源,為(wei)每個學(xue)生提供高質量、可選擇的(de)(de)勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)教育(yu)(yu)(yu)機(ji)會(hui),讓學(xue)生獲得豐富勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)體驗,掌握必備勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)技(ji)能(neng),樹立正確勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)觀念,養成良(liang)好勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)習慣(guan),培(pei)育(yu)(yu)(yu)積極的(de)(de)勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)精神和(he)創造(zao)性的(de)(de)勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)思維,形成尊重勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)、熱愛勞(lao)(lao)(lao)(lao)動(dong)(dong)(dong)(dong)(dong)、解決問題、勤于(yu)創造(zao)、善(shan)于(yu)合作的(de)(de)氛(fen)圍,繼承和(he)弘揚中華(hua)民族勤勞(lao)(lao)(lao)(lao)奮斗、樂于(yu)奉獻的(de)(de)優良(liang)傳統(tong)。

  2.工(gong)作目(mu)標。統籌(chou)勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)資源,建(jian)(jian)立(li)家庭勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)、學校(xiao)(xiao)勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)和社會(hui)勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)“三位一體(ti)”協(xie)同(tong)實(shi)施(shi)機制(zhi)。到2025年,建(jian)(jian)設100個(ge)校(xiao)(xiao)外(wai)勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)基地,創建(jian)(jian)100所勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)示(shi)(shi)范學校(xiao)(xiao),培養100名勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)名師,開發系列(lie)勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)課(ke)程,建(jian)(jian)立(li)具有深圳特色的校(xiao)(xiao)內校(xiao)(xiao)外(wai)結(jie)合、課(ke)程體(ti)系完善、資源豐富多樣、體(ti)制(zhi)機制(zhi)健全的勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)體(ti)系,形成家庭勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)日(ri)常(chang)化、學校(xiao)(xiao)勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)常(chang)態化、社會(hui)勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)多樣化的協(xie)同(tong)育(yu)(yu)(yu)(yu)人格局(ju),實(shi)現勞(lao)動(dong)(dong)(dong)(dong)(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)先行示(shi)(shi)范。

  (二)實施原則

  1.思想引領原則(ze)。勞(lao)動(dong)教育要培(pei)養學生(sheng)健全(quan)人格和良好(hao)的思想道德品質,引導學生(sheng)牢固樹立“幸福生(sheng)活是奮斗出來的”正確(que)觀念,幫助學生(sheng)養成(cheng)尊重(zhong)勞(lao)動(dong)、熱(re)愛勞(lao)動(dong)的良好(hao)思想品質。

  2.有機融入(ru)(ru)原則。勞動教育(yu)(yu)要與德(de)育(yu)(yu)、智育(yu)(yu)、體育(yu)(yu)、美育(yu)(yu)相結合,充分融入(ru)(ru)學校(xiao)教育(yu)(yu)教學各(ge)環節(jie),融入(ru)(ru)人才培(pei)養全過程,融入(ru)(ru)家庭(ting)教育(yu)(yu)、學校(xiao)教育(yu)(yu)、社(she)會教育(yu)(yu)各(ge)方面(mian)。

  3.實踐體驗原則。以(yi)體力勞(lao)動(dong)為主,創設勞(lao)動(dong)情境,讓學生(sheng)親身經(jing)歷勞(lao)動(dong)實踐過程,獲得(de)勞(lao)動(dong)感(gan)受,分享勞(lao)動(dong)成(cheng)果,養成(cheng)勞(lao)動(dong)習慣,提高(gao)動(dong)手實踐能力和發現(xian)問題、解(jie)決問題的能力。

  4.合理適(shi)度原則。開展勞動(dong)教育,要(yao)結合學生年齡特征、性(xing)別差異、身心(xin)狀況(kuang)等特點,選擇合適(shi)的勞動(dong)項目和(he)內(nei)容,安(an)(an)排適(shi)當的勞動(dong)時間和(he)強度,做好勞動(dong)保護,確保學生人(ren)身安(an)(an)全。

  三、實施內容

  勞動(dong)(dong)教育主(zhu)要包(bao)括(kuo)日常(chang)生活(huo)勞動(dong)(dong)、生產勞動(dong)(dong)和服務性勞動(dong)(dong)中(zhong)的(de)知識、技能(neng)與價(jia)值觀。

  小學(xue)低年級以個(ge)人生活起居為主要(yao)內容,注(zhu)重(zhong)培養(yang)勞(lao)動(dong)意識和(he)勞(lao)動(dong)安全意識。要(yao)指(zhi)導學(xue)生掌(zhang)握(wo)基本(ben)生活自理能力,完(wan)成個(ge)人物品(pin)整理、清潔,掌(zhang)握(wo)簡單家(jia)庭清掃(sao)和(he)垃圾(ji)分(fen)類等家(jia)務勞(lao)動(dong),參與班級集體勞(lao)動(dong)、手(shou)工(gong)制作,通過綜合實踐活動(dong)體驗植(zhi)物種植(zhi)、社區服務,了解中華優秀傳統民(min)風民(min)俗。

  小(xiao)學中高年級以校(xiao)園(yuan)勞(lao)動和家(jia)庭勞(lao)動為主要內容,初步(bu)養(yang)成熱(re)愛(ai)勞(lao)動、熱(re)愛(ai)生(sheng)活的(de)態度。要指導(dao)學生(sheng)參與簡單烹飪、家(jia)居清(qing)潔、收納整(zheng)理、編織縫紉、校(xiao)園(yuan)公(gong)益、種植(zhi)養(yang)殖等勞(lao)動,通過綜合實踐活動初步(bu)了解不同職業(ye)。

  初中以家(jia)政(zheng)學習、校內(nei)外生產勞動(dong)(dong)(dong)(dong)(dong)(dong)、服務性勞動(dong)(dong)(dong)(dong)(dong)(dong)和(he)(he)職業(ye)啟蒙教育為(wei)主要內(nei)容,養成認真負責、吃苦耐勞的(de)勞動(dong)(dong)(dong)(dong)(dong)(dong)品質(zhi)和(he)(he)安(an)全(quan)意(yi)識,增強公共服務意(yi)識和(he)(he)擔(dan)當精神。要指導(dao)學生承擔(dan)一(yi)定(ding)的(de)家(jia)庭日常清潔、烹飪、家(jia)居美(mei)(mei)化等(deng)(deng)勞動(dong)(dong)(dong)(dong)(dong)(dong),開展(zhan)校園保潔和(he)(he)美(mei)(mei)化,參與助殘、敬老、扶弱(ruo)等(deng)(deng)服務型勞動(dong)(dong)(dong)(dong)(dong)(dong),適當體驗金(jin)木(mu)電工、陶藝(yi)布藝(yi)、工藝(yi)設(she)計等(deng)(deng)勞動(dong)(dong)(dong)(dong)(dong)(dong),嘗試(shi)簡(jian)單(dan)家(jia)電和(he)(he)家(jia)具維修、科技(ji)創造,通過綜(zong)合實踐(jian)活動(dong)(dong)(dong)(dong)(dong)(dong)參與志愿服務等(deng)(deng)實踐(jian)活動(dong)(dong)(dong)(dong)(dong)(dong)。

  普通(tong)高中以豐(feng)富職業(ye)體驗、開展服(fu)務(wu)(wu)性勞動和(he)生產(chan)勞動為(wei)主要內(nei)容,理解勞動創造(zao)價值,接受鍛煉(lian)、磨煉(lian)意(yi)(yi)志,養成勞動自立(li)意(yi)(yi)識和(he)主動服(fu)務(wu)(wu)他人(ren)、服(fu)務(wu)(wu)社會(hui)的(de)(de)(de)情懷(huai)。要指導學生持續開展日常生活(huo)勞動,增強生活(huo)自理能力(li)(li);經歷真實的(de)(de)(de)崗(gang)位工作過(guo)程,獲得真切的(de)(de)(de)職業(ye)體驗,培養職業(ye)興(xing)趣;積極參加公益(yi)活(huo)動、志愿服(fu)務(wu)(wu),強化(hua)社會(hui)責(ze)任意(yi)(yi)識和(he)奉獻精神(shen);從通(tong)用(yong)技術、工業(ye)、農業(ye)、現代(dai)服(fu)務(wu)(wu)業(ye)及中華優秀傳統文化(hua)特色項目中,自主選擇(ze)生產(chan)勞動,經歷完整的(de)(de)(de)實踐過(guo)程,提高創意(yi)(yi)物化(hua)能力(li)(li),養成吃苦耐勞、精益(yi)求精的(de)(de)(de)品質,增強生涯(ya)規劃(hua)的(de)(de)(de)意(yi)(yi)識和(he)能力(li)(li)。

  職業(ye)院校(xiao)重點(dian)(dian)結(jie)合專(zhuan)(zhuan)業(ye)特(te)點(dian)(dian),增(zeng)強(qiang)職業(ye)榮譽感(gan)(gan)和責任感(gan)(gan),提(ti)高職業(ye)勞(lao)(lao)動(dong)技(ji)(ji)能(neng)水平。要組(zu)織學(xue)生(sheng)開展日常生(sheng)活勞(lao)(lao)動(dong),自我管理生(sheng)活,提(ti)高勞(lao)(lao)動(dong)自立自強(qiang)的意識和能(neng)力;定(ding)期開展校(xiao)內外公(gong)益服務性(xing)勞(lao)(lao)動(dong),運用專(zhuan)(zhuan)業(ye)技(ji)(ji)能(neng)為(wei)社會、為(wei)他人提(ti)供相關公(gong)益服務,培育社會公(gong)德,厚植愛(ai)(ai)國愛(ai)(ai)民的情懷;開展職業(ye)技(ji)(ji)能(neng)比賽,依托實(shi)(shi)習(xi)實(shi)(shi)訓參與真實(shi)(shi)的生(sheng)產勞(lao)(lao)動(dong)和服務性(xing)勞(lao)(lao)動(dong),增(zeng)強(qiang)職業(ye)認(ren)同感(gan)(gan)和勞(lao)(lao)動(dong)自豪(hao)感(gan)(gan),培育不斷(duan)探索、精(jing)益求精(jing)、追(zhui)求卓(zhuo)越的工匠(jiang)精(jing)神(shen)和愛(ai)(ai)崗敬業(ye)的勞(lao)(lao)動(dong)態度。

  普通高等(deng)學(xue)(xue)(xue)校應強(qiang)化馬克思主義勞(lao)動(dong)(dong)(dong)(dong)(dong)觀教育(yu),注重圍繞創(chuang)(chuang)新(xin)創(chuang)(chuang)業(ye)(ye),結合學(xue)(xue)(xue)科專(zhuan)業(ye)(ye)開展(zhan)生(sheng)(sheng)(sheng)產勞(lao)動(dong)(dong)(dong)(dong)(dong)和(he)(he)服務(wu)性(xing)勞(lao)動(dong)(dong)(dong)(dong)(dong),培(pei)育(yu)創(chuang)(chuang)造性(xing)勞(lao)動(dong)(dong)(dong)(dong)(dong)能力(li)和(he)(he)誠實(shi)守信的(de)合法勞(lao)動(dong)(dong)(dong)(dong)(dong)意識(shi)。要讓(rang)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)掌握通用勞(lao)動(dong)(dong)(dong)(dong)(dong)科學(xue)(xue)(xue)知識(shi),樹立正確(que)的(de)擇(ze)業(ye)(ye)就業(ye)(ye)創(chuang)(chuang)業(ye)(ye)觀;鞏固良好(hao)日常(chang)生(sheng)(sheng)(sheng)活(huo)勞(lao)動(dong)(dong)(dong)(dong)(dong)習(xi)慣,自(zi)(zi)覺做好(hao)宿舍衛生(sheng)(sheng)(sheng)保(bao)潔,獨立處理個(ge)人生(sheng)(sheng)(sheng)活(huo)事務(wu),積極參加勤工助(zhu)學(xue)(xue)(xue)活(huo)動(dong)(dong)(dong)(dong)(dong),提高勞(lao)動(dong)(dong)(dong)(dong)(dong)自(zi)(zi)立自(zi)(zi)強(qiang)能力(li);結合“三支(zhi)一扶”、大學(xue)(xue)(xue)生(sheng)(sheng)(sheng)志(zhi)愿(yuan)服務(wu)西部計劃、“青年紅色(se)筑夢之旅(lv)”“三下鄉(xiang)”等(deng)社會(hui)實(shi)踐活(huo)動(dong)(dong)(dong)(dong)(dong),積極開展(zhan)服務(wu)性(xing)勞(lao)動(dong)(dong)(dong)(dong)(dong);積極參加實(shi)習(xi)實(shi)訓、專(zhuan)業(ye)(ye)服務(wu)和(he)(he)創(chuang)(chuang)新(xin)創(chuang)(chuang)業(ye)(ye)活(huo)動(dong)(dong)(dong)(dong)(dong),提高在生(sheng)(sheng)(sheng)產實(shi)踐中發現問(wen)題和(he)(he)創(chuang)(chuang)造性(xing)解決問(wen)題的(de)能力(li),在動(dong)(dong)(dong)(dong)(dong)手實(shi)踐的(de)過程中創(chuang)(chuang)造有價(jia)值(zhi)的(de)物化勞(lao)動(dong)(dong)(dong)(dong)(dong)成(cheng)果。

  四、實施途徑

  (一)開設必修課,扎實開展勞動教育。中小學(xue)(xue)(xue)(xue)獨立開設(she)勞(lao)動(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)必(bi)修課(ke),平均每周不(bu)少于1課(ke)時。職(zhi)(zhi)業(ye)院(yuan)校開設(she)勞(lao)動(dong)專題教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)必(bi)修課(ke),每學(xue)(xue)(xue)(xue)年(nian)不(bu)少于16學(xue)(xue)(xue)(xue)時。普通高等學(xue)(xue)(xue)(xue)校要明確勞(lao)動(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)主要依托(tuo)課(ke)程(cheng),其中本科階段(duan)不(bu)少于32學(xue)(xue)(xue)(xue)時。探索(suo)將學(xue)(xue)(xue)(xue)校保潔、綠(lv)化、餐(can)廚等部分后勤服務內容(rong)設(she)置為勞(lao)動(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)課(ke)程(cheng),并建(jian)立激勵機制(zhi)。加(jia)強專兼(jian)職(zhi)(zhi)勞(lao)動(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊(dui)伍(wu)建(jian)設(she),吸(xi)引(yin)技術能(neng)手、能(neng)工巧(qiao)匠、勞(lao)動(dong)模范任(ren)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)。勞(lao)動(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)在績(ji)效(xiao)考(kao)核、職(zhi)(zhi)稱評聘、評優評先(xian)、骨干教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)培養等方面和其他科任(ren)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)享有同等待遇。

  (二)融入學科教學,有機滲透勞動教育。中小學(xue)要在(zai)語文、數學(xue)、道(dao)德與法(fa)治等學(xue)科(ke)教(jiao)(jiao)(jiao)學(xue)中,有(you)重(zhong)點地融入(ru)勞(lao)動(dong)(dong)教(jiao)(jiao)(jiao)育(yu);通過多學(xue)科(ke)深度融合(he)(he),培養(yang)學(xue)生(sheng)勞(lao)動(dong)(dong)的(de)科(ke)學(xue)態(tai)度和創(chuang)(chuang)新(xin)精(jing)神;開(kai)(kai)發多樣化(hua)的(de)綜合(he)(he)實(shi)踐主題活動(dong)(dong)、校本(ben)課(ke)程和特色項(xiang)目課(ke)程,加(jia)強(qiang)實(shi)踐類社團建設(she)。職(zhi)業(ye)院校要將(jiang)勞(lao)動(dong)(dong)教(jiao)(jiao)(jiao)育(yu)全面(mian)融入(ru)公共基(ji)礎(chu)課(ke),普通高等學(xue)校要將(jiang)勞(lao)動(dong)(dong)教(jiao)(jiao)(jiao)育(yu)有(you)機納入(ru)專業(ye)教(jiao)(jiao)(jiao)育(yu)、創(chuang)(chuang)新(xin)創(chuang)(chuang)業(ye)教(jiao)(jiao)(jiao)育(yu),不斷強(qiang)化(hua)馬克思(si)主義勞(lao)動(dong)(dong)觀,深化(hua)產教(jiao)(jiao)(jiao)融合(he)(he)。開(kai)(kai)放大(da)學(xue)(成人高校)要將(jiang)勞(lao)動(dong)(dong)教(jiao)(jiao)(jiao)育(yu)納入(ru)綜合(he)(he)實(shi)踐課(ke)程。

  (三)豐富實踐活動,系統推進勞動教育。大中小學(xue)每學(xue)年設立勞(lao)動(dong)(dong)教(jiao)育周(zhou)。充分(fen)利(li)用班(ban)團隊活動(dong)(dong)、志愿者服務(wu)、文明校(xiao)園創建等開展豐富(fu)多彩的實踐活動(dong)(dong),引導學(xue)生積極參與公益(yi)性、服務(wu)性勞(lao)動(dong)(dong),樹立良好的勞(lao)動(dong)(dong)服務(wu)意(yi)識。學(xue)校(xiao)在組(zu)織社(she)(she)會實踐和研(yan)學(xue)活動(dong)(dong)時,可(ke)根據不(bu)同(tong)的活動(dong)(dong)類型和主題,嵌入相(xiang)應的勞(lao)動(dong)(dong)教(jiao)育內容,為學(xue)生創設不(bu)同(tong)的勞(lao)動(dong)(dong)情(qing)境(jing)和體驗勞(lao)動(dong)(dong)的機會,提升社(she)(she)會實踐和研(yan)學(xue)活動(dong)(dong)的勞(lao)動(dong)(dong)教(jiao)育實效。

  (四)依托實踐基地,創新實施勞動教育。加(jia)強大中小學勞(lao)動(dong)(dong)教(jiao)(jiao)育基(ji)地(di)(di)建(jian)設(she)力度,組建(jian)大中小學勞(lao)動(dong)(dong)教(jiao)(jiao)育聯盟,創建(jian)一批勞(lao)動(dong)(dong)教(jiao)(jiao)育基(ji)地(di)(di)。鼓勵各(ge)(ge)(ge)級(ji)各(ge)(ge)(ge)類(lei)學校(xiao)(xiao)(xiao)(xiao)每(mei)年(nian)有計(ji)劃地(di)(di)組織學生到勞(lao)動(dong)(dong)教(jiao)(jiao)育基(ji)地(di)(di)、勞(lao)動(dong)(dong)技術學校(xiao)(xiao)(xiao)(xiao)、綜(zong)合實(shi)(shi)(shi)踐基(ji)地(di)(di)開展勞(lao)動(dong)(dong)教(jiao)(jiao)育。支持(chi)學校(xiao)(xiao)(xiao)(xiao)利用(yong)(yong)屋頂等(deng)空閑場地(di)(di)設(she)置勞(lao)動(dong)(dong)教(jiao)(jiao)育場所。充(chong)分利用(yong)(yong)職(zhi)業院校(xiao)(xiao)(xiao)(xiao)實(shi)(shi)(shi)訓(xun)實(shi)(shi)(shi)習(xi)場所、設(she)施設(she)備,以及社(she)會各(ge)(ge)(ge)類(lei)學生實(shi)(shi)(shi)踐或實(shi)(shi)(shi)習(xi)基(ji)地(di)(di)等(deng)開展勞(lao)動(dong)(dong)教(jiao)(jiao)育。

  (五)弘揚優良家風,強化家庭勞動教育。家(jia)庭要(yao)弘揚崇尚(shang)勞(lao)(lao)動(dong)(dong)的優良家(jia)風。家(jia)長(chang)要(yao)在日常生產生活(huo)實(shi)踐中言(yan)傳身教,鼓勵孩(hai)子(zi)主動(dong)(dong)擔當、積極參與(yu)、自己動(dong)(dong)手。為孩(hai)子(zi)提供勞(lao)(lao)動(dong)(dong)實(shi)踐機會,引導孩(hai)子(zi)參與(yu)簡單(dan)烹飪、家(jia)庭清(qing)掃、垃圾(ji)分類等必要(yao)的家(jia)務勞(lao)(lao)動(dong)(dong),幫助孩(hai)子(zi)每(mei)年有針對性地掌握1-2項生活(huo)技能。利用節假日,積極參加與(yu)年齡特征(zheng)相適應的勞(lao)(lao)動(dong)(dong)實(shi)踐活(huo)動(dong)(dong),尤其(qi)是力(li)所能及(ji)的家(jia)務勞(lao)(lao)動(dong)(dong),樹立(li)勞(lao)(lao)動(dong)(dong)意(yi)識,養成勞(lao)(lao)動(dong)(dong)習慣,掌握勞(lao)(lao)動(dong)(dong)技能,以勞(lao)(lao)樹德,以勞(lao)(lao)啟(qi)智,以勞(lao)(lao)健體,以勞(lao)(lao)育美(mei)。

  (六)設立主題活動月,廣泛宣傳勞動教育。每年5月(yue)為全市勞(lao)動(dong)教(jiao)育(yu)(yu)(yu)主題(ti)活動(dong)月(yue),各高(gao)校(xiao)、各區和(he)中小學校(xiao)應結合實際情(qing)況開(kai)展(zhan)系列(lie)主題(ti)教(jiao)育(yu)(yu)(yu)活動(dong),包括宣(xuan)傳(chuan)勞(lao)動(dong)模(mo)范人物先(xian)進事(shi)跡,組(zu)織開(kai)展(zhan)學生勞(lao)動(dong)教(jiao)育(yu)(yu)(yu)成果展(zhan)示(shi)交流活動(dong),評選勞(lao)動(dong)教(jiao)育(yu)(yu)(yu)示(shi)范學校(xiao)、先(xian)進個(ge)人和(he)優秀成果。加大宣(xuan)傳(chuan)力度,引導社會形成正確的(de)勞(lao)動(dong)觀(guan)念,重視勞(lao)動(dong)教(jiao)育(yu)(yu)(yu),充分發揮勞(lao)動(dong)教(jiao)育(yu)(yu)(yu)“立德樹人”的(de)作用。

  (七)優化管理評價,提升學生勞動素養。教(jiao)(jiao)(jiao)育行(xing)政(zheng)部門(men)要將(jiang)中小(xiao)學(xue)(xue)(xue)(xue)(xue)勞(lao)動教(jiao)(jiao)(jiao)育成(cheng)果(guo)(guo)納(na)入基礎(chu)教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)成(cheng)果(guo)(guo)評(ping)選范圍,定期檢查學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)勞(lao)動教(jiao)(jiao)(jiao)育開展情況。教(jiao)(jiao)(jiao)育督導(dao)(dao)部門(men)要將(jiang)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)勞(lao)動教(jiao)(jiao)(jiao)育實(shi)施情況納(na)入中小(xiao)學(xue)(xue)(xue)(xue)(xue)督導(dao)(dao)內容,作為對被督導(dao)(dao)部門(men)和學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)及其主(zhu)要負責(ze)人考核(he)(he)獎懲的(de)(de)依據。建立學(xue)(xue)(xue)(xue)(xue)生(sheng)家庭勞(lao)動、學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)勞(lao)動、社會勞(lao)動過(guo)程和結(jie)果(guo)(guo)記(ji)錄機(ji)制(zhi),將(jiang)勞(lao)動素養納(na)入學(xue)(xue)(xue)(xue)(xue)生(sheng)綜(zong)合素質評(ping)價體系,將(jiang)考核(he)(he)結(jie)果(guo)(guo)作為畢業的(de)(de)依據之一,并(bing)將(jiang)評(ping)價結(jie)果(guo)(guo)作為升學(xue)(xue)(xue)(xue)(xue)、評(ping)優的(de)(de)重要參考。做好三年(nian)一個監測周期的(de)(de)勞(lao)動學(xue)(xue)(xue)(xue)(xue)科教(jiao)(jiao)(jiao)育質量監測。

  五、保障機制

  (一)加強組織領導。各(ge)高校和各(ge)區教(jiao)(jiao)育(yu)部門(men)要認真貫徹國家和教(jiao)(jiao)育(yu)部文件(jian)要求(qiu),出臺具體工(gong)作(zuo)方案,系統設(she)計(ji)、常態(tai)化實施勞(lao)動(dong)教(jiao)(jiao)育(yu)。學(xue)校要建立健全(quan)勞(lao)動(dong)教(jiao)(jiao)育(yu)組織實施工(gong)作(zuo)機(ji)制(zhi),明(ming)(ming)確主管(guan)校領(ling)導,設(she)置專門(men)機(ji)構或明(ming)(ming)確相關部門(men)負責勞(lao)動(dong)教(jiao)(jiao)育(yu)的規劃設(she)計(ji)、組織協調(diao)、資源整(zheng)合、師資培(pei)訓(xun)、過(guo)程管(guan)理、總(zong)結評價等。

  (二)強化安全管理。各高校、各區教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行政部門(men)要(yao)與有(you)關(guan)行業主管(guan)部門(men)統籌(chou)協調,建立(li)安(an)全(quan)(quan)管(guan)控機制,分級落實安(an)全(quan)(quan)責任。學(xue)校要(yao)充分了解勞動教(jiao)(jiao)(jiao)育(yu)(yu)(yu)過程(cheng)中存在的安(an)全(quan)(quan)風險(xian),積極開(kai)展安(an)全(quan)(quan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu),制定開(kai)展勞動教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的相(xiang)關(guan)安(an)全(quan)(quan)管(guan)理制度,難度較大或有(you)一定危(wei)險(xian)性的勞動項(xiang)目(mu)必須在指導教(jiao)(jiao)(jiao)師的指導下開(kai)展。集體外出勞動教(jiao)(jiao)(jiao)育(yu)(yu)(yu)要(yao)遵守國(guo)家及有(you)關(guan)部門(men)有(you)關(guan)學(xue)生(sheng)安(an)全(quan)(quan)管(guan)理的法律法規,做好(hao)安(an)全(quan)(quan)預案。

  (三)優化社會協同。中(zhong)(zhong)小(xiao)學校(xiao)可統(tong)籌安排公(gong)用經(jing)費、課(ke)后延時(shi)服(fu)務經(jing)費等(deng)資金,采取政府購買服(fu)務等(deng)方式(shi),吸(xi)引社(she)會(hui)力量(liang)提供勞動(dong)(dong)(dong)(dong)教(jiao)育(yu)資源和服(fu)務。各(ge)高校(xiao)、各(ge)區(qu)教(jiao)育(yu)部門要加大(da)對勞動(dong)(dong)(dong)(dong)教(jiao)育(yu)的(de)宣傳(chuan)力度,引導廣大(da)師生和家長樹立正確的(de)勞動(dong)(dong)(dong)(dong)教(jiao)育(yu)觀念,提升對勞動(dong)(dong)(dong)(dong)教(jiao)育(yu)的(de)重視(shi)程度和認識水平,營(ying)造全社(she)會(hui)關心支持大(da)中(zhong)(zhong)小(xiao)學勞動(dong)(dong)(dong)(dong)教(jiao)育(yu)的(de)良(liang)好氛圍。

  本意見自2022年03月01日起實施(shi),有效期5年。
