為(wei)深(shen)(shen)(shen)入貫(guan)徹習近平(ping)新時(shi)代(dai)中(zhong)(zhong)國(guo)(guo)特色(se)社會(hui)主義思想和(he)黨的十(shi)九大精(jing)神,全面貫(guan)徹黨的教(jiao)(jiao)(jiao)育(yu)(yu)方(fang)針,落(luo)實立德(de)樹人(ren)根(gen)本任務,進一步(bu)規范(fan)普(pu)(pu)通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)秩序,切實維護(hu)教(jiao)(jiao)(jiao)育(yu)(yu)公(gong)(gong)平(ping),努力讓每個孩子(zi)都能享(xiang)有公(gong)(gong)平(ping)而有質(zhi)量的教(jiao)(jiao)(jiao)育(yu)(yu),根(gen)據(ju)《中(zhong)(zhong)華人(ren)民(min)(min)(min)共和(he)國(guo)(guo)義務教(jiao)(jiao)(jiao)育(yu)(yu)法(fa)》《中(zhong)(zhong)華人(ren)民(min)(min)(min)共和(he)國(guo)(guo)民(min)(min)(min)辦教(jiao)(jiao)(jiao)育(yu)(yu)促進法(fa)》和(he)《中(zhong)(zhong)共中(zhong)(zhong)央 國(guo)(guo)務院關(guan)于(yu)(yu)(yu)(yu)深(shen)(shen)(shen)化教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)改(gai)革(ge)全面提高義務教(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量的意(yi)見》《國(guo)(guo)務院辦公(gong)(gong)廳關(guan)于(yu)(yu)(yu)(yu)新時(shi)代(dai)推進普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)育(yu)(yu)人(ren)方(fang)式改(gai)革(ge)的指(zhi)導(dao)意(yi)見》《廣(guang)東省(sheng)教(jiao)(jiao)(jiao)育(yu)(yu)廳關(guan)于(yu)(yu)(yu)(yu)進一步(bu)規范(fan)普(pu)(pu)通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)工作(zuo)的指(zhi)導(dao)意(yi)見》,以及《深(shen)(shen)(shen)圳(zhen)市(shi)(shi)非(fei)深(shen)(shen)(shen)戶(hu)籍人(ren)員子(zi)女接受(shou)義務教(jiao)(jiao)(jiao)育(yu)(yu)管(guan)理辦法(fa)》《中(zhong)(zhong)共深(shen)(shen)(shen)圳(zhen)市(shi)(shi)委 深(shen)(shen)(shen)圳(zhen)市(shi)(shi)人(ren)民(min)(min)(min)政府印發〈關(guan)于(yu)(yu)(yu)(yu)推進教(jiao)(jiao)(jiao)育(yu)(yu)高質(zhi)量發展的意(yi)見〉的通(tong)(tong)知(zhi)》等(deng)法(fa)律法(fa)規、文件精(jing)神,現就做好我市(shi)(shi)2020年普(pu)(pu)通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)工作(zuo)通(tong)(tong)知(zhi)如下(xia):
一、規范義務教育招生行為
(一)強化屬地責任,落(luo)實 “兩為(wei)主”
1.落(luo)實“兩為主(zhu)”職(zhi)責。各(ge)區(qu)(qu)(含(han)新區(qu)(qu)、深(shen)汕特別(bie)合作區(qu)(qu),下(xia)同)政府(fu)作為發展和管理義(yi)(yi)務教育(yu)的(de)(de)責任(ren)主(zhu)體(ti)和行(xing)為主(zhu)體(ti),要強(qiang)化(hua)責任(ren)意識,認(ren)真(zhen)落(luo)實國家“兩為主(zhu)”要求,進(jin)一步提(ti)高進(jin)城務工(gong)人員(yuan)隨(sui)遷子女在公(gong)辦義(yi)(yi)務教育(yu)學校(xiao)就讀的(de)(de)比例,增(zeng)加公(gong)辦學位供給,統籌公(gong)辦民辦學校(xiao)招(zhao)(zhao)生(sheng),切實保障(zhang)符合條件的(de)(de)適齡兒童、少年(nian)接(jie)受(shou)義(yi)(yi)務教育(yu)的(de)(de)權利。堅(jian)決防(fang)止將(jiang)政府(fu)舉(ju)辦義(yi)(yi)務教育(yu)的(de)(de)責任(ren)推向市場。各(ge)區(qu)(qu)要加強(qiang)組織領(ling)(ling)導(dao),成立義(yi)(yi)務教育(yu)招(zhao)(zhao)生(sheng)工(gong)作領(ling)(ling)導(dao)小組,主(zhu)管區(qu)(qu)領(ling)(ling)導(dao)為組長,及時妥善處理本區(qu)(qu)義(yi)(yi)務教育(yu)招(zhao)(zhao)生(sheng)中的(de)(de)熱點(dian)難點(dian)問題,定期召開招(zhao)(zhao)生(sheng)工(gong)作聯席會議,完善統籌協調(diao)工(gong)作機制。
2.落實(shi)義務(wu)教(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理(li)(li)(li)職(zhi)責。各(ge)(ge)區教(jiao)育(yu)(yu)行政部(bu)門要(yao)(yao)切(qie)實(shi)加(jia)強(qiang)(qiang)對義務(wu)教(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)的組(zu)織(zhi)和管(guan)理(li)(li)(li),做好學(xue)(xue)位(wei)預(yu)(yu)(yu)測,及(ji)(ji)時公布學(xue)(xue)位(wei)供(gong)需情況(kuang)(kuang),建立(li)(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)預(yu)(yu)(yu)警機制,合理(li)(li)(li)引(yin)導(dao)(dao)家長預(yu)(yu)(yu)期。要(yao)(yao)積極探索研制招(zhao)(zhao)生(sheng)(sheng)(sheng)電子地圖,便于實(shi)時分(fen)(fen)析研判各(ge)(ge)學(xue)(xue)區學(xue)(xue)位(wei)供(gong)給(gei)動態變化(hua)情況(kuang)(kuang),方便學(xue)(xue)生(sheng)(sheng)(sheng)家長便捷查詢各(ge)(ge)學(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍及(ji)(ji)學(xue)(xue)位(wei)供(gong)給(gei)信(xin)息。要(yao)(yao)科學(xue)(xue)制定(ding)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)方案(an)(an),做好網上招(zhao)(zhao)生(sheng)(sheng)(sheng)報名的組(zu)織(zhi)工(gong)作(zuo)(zuo)(zuo),指導(dao)(dao)所屬學(xue)(xue)校(xiao)及(ji)(ji)時、妥善處理(li)(li)(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)中出(chu)現(xian)(xian)的信(xin)訪問(wen)題。要(yao)(yao)簡化(hua)入(ru)(ru)(ru)學(xue)(xue)手續,加(jia)強(qiang)(qiang)部(bu)門聯(lian)動,充分(fen)(fen)利用(yong)現(xian)(xian)代(dai)信(xin)息技術(shu)手段實(shi)施多部(bu)門聯(lian)網審核(he)驗證,共(gong)同做好適齡(ling)兒童、少年(nian)的就讀(du)資格驗核(he)工(gong)作(zuo)(zuo)(zuo)。要(yao)(yao)加(jia)強(qiang)(qiang)風險預(yu)(yu)(yu)判,制定(ding)完善應(ying)急預(yu)(yu)(yu)案(an)(an),健全應(ying)急機制,及(ji)(ji)時發現(xian)(xian)并妥善處置苗頭性(xing)、傾向性(xing)問(wen)題,快速穩妥處理(li)(li)(li)突發事件,確保招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)(ru)學(xue)(xue)工(gong)作(zuo)(zuo)(zuo)平(ping)穩有序(xu)。要(yao)(yao)加(jia)強(qiang)(qiang)對招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)(ru)學(xue)(xue)工(gong)作(zuo)(zuo)(zuo)的監督檢查,建立(li)(li)完善招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)(ru)學(xue)(xue)監督工(gong)作(zuo)(zuo)(zuo)機制。
3.落實(shi)義務教育階段學(xue)校招(zhao)生(sheng)(sheng)職責。各(ge)義務教育階段學(xue)校要規范招(zhao)生(sheng)(sheng)行為,應當公示招(zhao)生(sheng)(sheng)政策、招(zhao)生(sheng)(sheng)計劃(hua)、招(zhao)生(sheng)(sheng)片(pian)區(qu)、招(zhao)生(sheng)(sheng)程序、招(zhao)生(sheng)(sheng)結(jie)果(guo)、咨(zi)詢(xun)投訴電(dian)話,不(bu)得擅自跨片(pian)區(qu)招(zhao)生(sheng)(sheng),不(bu)得擅自接收學(xue)生(sheng)(sheng)跨片(pian)區(qu)擇校就讀。要指導適(shi)齡兒(er)童(tong)、少(shao)年的(de)家長按(an)時申請學(xue)位,按(an)要求及時、準確提供就讀信息。
(二)堅(jian)持免試(shi)就近入學,合(he)理確(que)定招(zhao)生范圍
1.堅持免試(shi)就近入學。所有公辦民(min)辦學校(xiao)(xiao)都要(yao)嚴格遵守并(bing)全面(mian)(mian)落實義(yi)務教育(yu)免試(shi)入學規(gui)(gui)定。堅決整治公辦民(min)辦學校(xiao)(xiao)通(tong)過(guo)面(mian)(mian)試(shi)、面(mian)(mian)談(tan)、人機對話、體(ti)驗活動、簡歷材料等方式為依據的(de)“掐尖(jian)”招(zhao)生(sheng)(sheng)、提前招(zhao)生(sheng)(sheng)、違規(gui)(gui)爭搶生(sheng)(sheng)源(yuan)的(de)行為。市局直屬學校(xiao)(xiao)義(yi)務教育(yu)招(zhao)生(sheng)(sheng)工作納入所在區教育(yu)行政(zheng)部門統(tong)一管理。
2.合(he)理確(que)定(ding)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍(wei)(wei)(wei)。各(ge)區(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行(xing)政部門要(yao)嚴格按(an)照“學(xue)校(xiao)(xiao)(xiao)(xiao)劃(hua)片(pian)(pian)(pian)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就近入學(xue)”的目(mu)標要(yao)求,綜合(he)考慮適(shi)齡兒童、少(shao)年人數、學(xue)校(xiao)(xiao)(xiao)(xiao)分布、學(xue)校(xiao)(xiao)(xiao)(xiao)規模、交通狀況(kuang)等因素,采取單校(xiao)(xiao)(xiao)(xiao)劃(hua)片(pian)(pian)(pian)或多校(xiao)(xiao)(xiao)(xiao)劃(hua)片(pian)(pian)(pian)等方式,為每所公辦(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)劃(hua)定(ding)服務(wu)(wu)(wu)片(pian)(pian)(pian)區(qu)(qu)范(fan)圍(wei)(wei)(wei),確(que)保(bao)各(ge)片(pian)(pian)(pian)區(qu)(qu)之間教(jiao)育(yu)(yu)(yu)(yu)資(zi)源(yuan)大(da)致均衡。在對(dui)學(xue)校(xiao)(xiao)(xiao)(xiao)原招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍(wei)(wei)(wei)進行(xing)較大(da)調整時(shi)(shi),要(yao)充分聽取群眾意見,審慎論證,提前(qian)公告(gao)。片(pian)(pian)(pian)區(qu)(qu)確(que)定(ding)后(hou),應在一(yi)段時(shi)(shi)期內(nei)(nei)保(bao)持相(xiang)對(dui)穩(wen)定(ding)。民辦(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)原則上面向本區(qu)(qu)范(fan)圍(wei)(wei)(wei)內(nei)(nei)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),在滿足(zu)本區(qu)(qu)符合(he)條件的適(shi)齡兒童、少(shao)年入學(xue)需求后(hou),仍有剩(sheng)余(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)且有住(zhu)宿條件的,經(jing)學(xue)校(xiao)(xiao)(xiao)(xiao)申請,區(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行(xing)政部門審核,報(bao)市教(jiao)育(yu)(yu)(yu)(yu)局同(tong)意,可跨區(qu)(qu)招(zhao)(zhao)(zhao)(zhao)收(shou)少(shao)量學(xue)生(sheng)(sheng)。民辦(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)應在教(jiao)育(yu)(yu)(yu)(yu)行(xing)政部門核定(ding)的招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍(wei)(wei)(wei)內(nei)(nei)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。
(三)剛性實(shi)施(shi)入(ru)(ru)學(xue)(xue)政策,完善積(ji)分(fen)(fen)(fen)(fen)入(ru)(ru)學(xue)(xue)細(xi)則(ze)。所有公(gong)辦(ban)民辦(ban)學(xue)(xue)校要(yao)嚴格(ge)按照(zhao)《深圳市(shi)(shi)非深戶籍人(ren)(ren)(ren)員(yuan)子(zi)女接受(shou)義務教育(yu)管理辦(ban)法》規定的(de)入(ru)(ru)學(xue)(xue)條件招生(sheng)。各區教育(yu)行政部門要(yao)不斷優(you)化和完善積(ji)分(fen)(fen)(fen)(fen)入(ru)(ru)學(xue)(xue)實(shi)施(shi)細(xi)則(ze),充(chong)分(fen)(fen)(fen)(fen)體現(xian)(xian)教育(yu)公(gong)平,合理設(she)置積(ji)分(fen)(fen)(fen)(fen)類別(bie)、項(xiang)目(mu)、標準和分(fen)(fen)(fen)(fen)值,根據積(ji)分(fen)(fen)(fen)(fen)情況(kuang)和招生(sheng)計劃安(an)(an)排學(xue)(xue)位,實(shi)施(shi)過程(cheng)中要(yao)做到(dao)積(ji)分(fen)(fen)(fen)(fen)標準、積(ji)分(fen)(fen)(fen)(fen)結果、學(xue)(xue)位安(an)(an)排“三公(gong)開(kai)”。積(ji)分(fen)(fen)(fen)(fen)入(ru)(ru)學(xue)(xue)細(xi)則(ze)要(yao)充(chong)分(fen)(fen)(fen)(fen)征求轄區居民意見,在招生(sheng)工作(zuo)實(shi)施(shi)前報市(shi)(shi)教育(yu)局備案。2020年全面(mian)取消各類特長生(sheng)招生(sheng)。對(dui)烈(lie)士子(zi)女、符合條件的(de)現(xian)(xian)役軍(jun)人(ren)(ren)(ren)子(zi)女及復退軍(jun)人(ren)(ren)(ren)子(zi)女、消防救援隊(dui)伍人(ren)(ren)(ren)員(yuan)子(zi)女、公(gong)安(an)(an)英模和因公(gong)犧牲傷殘警察子(zi)女、高層(ceng)次人(ren)(ren)(ren)才子(zi)女等享受(shou)優(you)惠(hui)政策人(ren)(ren)(ren)員(yuan)子(zi)女實(shi)施(shi)教育(yu)優(you)待政策,并向社會公(gong)示。
(四)完善(shan)民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)招生(sheng)管(guan)(guan)(guan)理(li)。各區(qu)(qu)教(jiao)育行(xing)(xing)(xing)政(zheng)部門要(yao)將民辦(ban)(ban)(ban)義務教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)招生(sheng)納入(ru)統一(yi)管(guan)(guan)(guan)理(li),與公(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)同(tong)步招生(sheng)。民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)的(de)學(xue)(xue)(xue)(xue)位由政(zheng)府(fu)統籌(chou)安排或(huo)(huo)者政(zheng)府(fu)直接向民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)購買學(xue)(xue)(xue)(xue)位的(de),具體辦(ban)(ban)(ban)法由區(qu)(qu)教(jiao)育行(xing)(xing)(xing)政(zheng)部門確定。要(yao)進(jin)一(yi)步加強(qiang)對民辦(ban)(ban)(ban)義務教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)招生(sheng)工作指導和管(guan)(guan)(guan)理(li),統一(yi)規范學(xue)(xue)(xue)(xue)生(sheng)報(bao)讀(du)民辦(ban)(ban)(ban)義務教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)的(de)方法和途(tu)徑。民辦(ban)(ban)(ban)義務教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)的(de)招生(sheng)計劃和招生(sheng)方案,要(yao)報(bao)主(zhu)管(guan)(guan)(guan)教(jiao)育行(xing)(xing)(xing)政(zheng)部門審核(he)后實施。2020年對面向全區(qu)(qu)招生(sheng)且報(bao)名人數超過招生(sheng)計劃數的(de)民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao),全部實行(xing)(xing)(xing)電(dian)腦隨機(ji)搖(yao)號(hao)(hao)錄(lu)(lu)取(qu)(qu)。辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)層次(ci)同(tong)時包括小學(xue)(xue)(xue)(xue)和初中(zhong)的(de)民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao),應首先通過直升或(huo)(huo)電(dian)腦隨機(ji)搖(yao)號(hao)(hao)方式(shi)招收本(ben)校(xiao)自愿(yuan)報(bao)讀(du)初中(zhong)的(de)小學(xue)(xue)(xue)(xue)畢業(ye)生(sheng),剩余(yu)的(de)招生(sheng)計劃應公(gong)開報(bao)名,實行(xing)(xing)(xing)電(dian)腦隨機(ji)搖(yao)號(hao)(hao)錄(lu)(lu)取(qu)(qu)。民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)電(dian)腦隨機(ji)搖(yao)號(hao)(hao)錄(lu)(lu)取(qu)(qu)的(de)實施辦(ban)(ban)(ban)法由市教(jiao)育局統一(yi)制定,各區(qu)(qu)教(jiao)育行(xing)(xing)(xing)政(zheng)部門制定操作細則并組織實施。電(dian)腦隨機(ji)錄(lu)(lu)取(qu)(qu)工作要(yao)做到全程(cheng)錄(lu)(lu)像,并邀請(qing)公(gong)證機(ji)構(gou)人員、紀檢人員、人大代(dai)(dai)表(biao)(biao)、政(zheng)協委員、新聞媒體代(dai)(dai)表(biao)(biao)和學(xue)(xue)(xue)(xue)生(sheng)家長代(dai)(dai)表(biao)(biao)全程(cheng)監督。
(五)提高(gao)殘(can)疾(ji)兒童少(shao)年入(ru)學(xue)(xue)率,提升特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)質量。各(ge)區要(yao)(yao)(yao)按(an)國家要(yao)(yao)(yao)求,確保2020年殘(can)疾(ji)兒童、少(shao)年義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)入(ru)學(xue)(xue)率達(da)到95%以(yi)(yi)(yi)上。按(an)照“全覆蓋、零拒絕(jue)”的(de)(de)要(yao)(yao)(yao)求,根(gen)據適齡(ling)殘(can)疾(ji)兒童、少(shao)年的(de)(de)實(shi)際情況,制訂教(jiao)(jiao)(jiao)育(yu)(yu)(yu)安置(zhi)方案,落實(shi)“一人(ren)一案”,通(tong)(tong)過普通(tong)(tong)學(xue)(xue)校(xiao)就讀(du)、特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)就讀(du)、送教(jiao)(jiao)(jiao)上門等多種(zhong)方式,逐(zhu)一做(zuo)好入(ru)學(xue)(xue)安置(zhi)工(gong)作。原則上各(ge)區要(yao)(yao)(yao)建(jian)設至(zhi)少(shao)1所獨(du)立設置(zhi)的(de)(de)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)階段綜合性特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)。招(zhao)(zhao)收殘(can)疾(ji)學(xue)(xue)生(sheng)5人(ren)以(yi)(yi)(yi)上的(de)(de)普通(tong)(tong)學(xue)(xue)校(xiao)要(yao)(yao)(yao)按(an)規定(ding)建(jian)設特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)資(zi)源(yuan)教(jiao)(jiao)(jiao)室,按(an)標準(zhun)配備(bei)專職資(zi)源(yuan)教(jiao)(jiao)(jiao)師。市、區特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)科學(xue)(xue)設置(zhi)招(zhao)(zhao)生(sheng)類(lei)別(bie)、學(xue)(xue)段,錯位(wei)發展,協調發展。視障教(jiao)(jiao)(jiao)育(yu)(yu)(yu)、聽障教(jiao)(jiao)(jiao)育(yu)(yu)(yu)以(yi)(yi)(yi)市為(wei)主(zhu),智(zhi)力障礙等其他類(lei)型(xing)的(de)(de)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)以(yi)(yi)(yi)區為(wei)主(zhu)。市屬特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)要(yao)(yao)(yao)擴大高(gao)中(zhong)階段招(zhao)(zhao)生(sheng)規模(mo),讓完成義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)殘(can)疾(ji)學(xue)(xue)生(sheng)都能(neng)接受(shou)適宜的(de)(de)高(gao)中(zhong)階段教(jiao)(jiao)(jiao)育(yu)(yu)(yu)。
(六)加強招(zhao)生(sheng)計(ji)劃管理,消(xiao)除大班(ban)額(e)。各區教育行政部門要結(jie)合(he)學(xue)校辦(ban)學(xue)規(gui)模、辦(ban)學(xue)條件(jian),科學(xue)核(he)定公(gong)辦(ban)民辦(ban)學(xue)校招(zhao)生(sheng)計(ji)劃,于招(zhao)生(sheng)工(gong)作啟(qi)動前1周向社會公(gong)布。嚴(yan)格(ge)(ge)控制存(cun)在大班(ban)額(e)和大校額(e)學(xue)校的招(zhao)生(sheng)計(ji)劃。嚴(yan)禁超計(ji)劃招(zhao)生(sheng),各義(yi)務(wu)教育學(xue)校起始(shi)年級嚴(yan)格(ge)(ge)按照標(biao)準班(ban)額(e)招(zhao)生(sheng),堅決(jue)防止產生(sheng)新的大班(ban)額(e),確保(bao)2020年基(ji)本消(xiao)除大班(ban)額(e)。
(七)落實控輟保學法定職責。各區教育行政部門和學校要嚴格落實《中華人民共和(he)國義務教育法》《中華(hua)人(ren)民共和(he)國未成年人(ren)保(bao)(bao)護法(fa)》等法(fa)律規定(ding),依(yi)(yi)法(fa)保(bao)(bao)障適齡兒(er)童(tong)、少年接(jie)受義務(wu)教(jiao)(jiao)育(yu)(yu)的權利,要嚴(yan)格履行控(kong)輟保(bao)(bao)學(xue)(xue)(xue)(xue)法(fa)定(ding)職(zhi)責(ze),完(wan)善(shan)聯(lian)控(kong)聯(lian)保(bao)(bao)工作(zuo)機(ji)制,落實失學(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)勸返(fan)復學(xue)(xue)(xue)(xue)、登記和書面報告(gao)責(ze)任制度,建立完(wan)善(shan)控(kong)輟保(bao)(bao)學(xue)(xue)(xue)(xue)工作(zuo)臺賬,共(gong)同做(zuo)好(hao)控(kong)輟保(bao)(bao)學(xue)(xue)(xue)(xue)工作(zuo)。適齡兒(er)童(tong)、少年因(yin)身體狀(zhuang)況確(que)需延緩入(ru)學(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)的,其(qi)父母(mu)或者其(qi)他法(fa)定(ding)監(jian)護人(ren)應當提出申(shen)請,由所在區教(jiao)(jiao)育(yu)(yu)行政部門批準。依(yi)(yi)法(fa)查(cha)處以在家學(xue)(xue)(xue)(xue)習、接(jie)受“私塾(shu)”“讀經班”等培訓(xun)替(ti)代國家統(tong)一(yi)實施的義務(wu)教(jiao)(jiao)育(yu)(yu)的行為。嚴(yan)格外籍人(ren)員子女學(xue)(xue)(xue)(xue)校招生(sheng)管(guan)理,不得招收中國籍學(xue)(xue)(xue)(xue)生(sheng)。
二、加強普通高中招生管理
(一)剛性執(zhi)行高(gao)中(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)。各(ge)區教(jiao)育(yu)行政(zheng)部門(men)和高(gao)中(zhong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)(yao)提高(gao)政(zheng)治站位,響應(ying)市民對于我市高(gao)中(zhong)學(xue)(xue)(xue)位供需(xu)矛盾關切,嚴格按(an)照教(jiao)育(yu)部門(men)下(xia)發的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)文件執(zhi)行招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)和招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍,不得隨意變更(geng)招(zhao)(zhao)生(sheng)(sheng)(sheng)規模。招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)一經下(xia)達,原則上不再受理調整(zheng)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的(de)(de)(de)申請(qing),確保招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的(de)(de)(de)嚴肅性。各(ge)級教(jiao)育(yu)行政(zheng)部門(men)、各(ge)高(gao)中(zhong)階段學(xue)(xue)(xue)校(xiao)(xiao)(xiao)根(gen)據(ju)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的(de)(de)(de)要(yao)(yao)求(qiu),認真做(zuo)好招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)(de)(de)各(ge)項準備工作,確保學(xue)(xue)(xue)校(xiao)(xiao)(xiao)正常開學(xue)(xue)(xue)。民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)納入統一管理,并與公辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)同步招(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的(de)(de)(de)執(zhi)行情況,將(jiang)作為學(xue)(xue)(xue)校(xiao)(xiao)(xiao)自主招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)安排、規范(fan)辦(ban)學(xue)(xue)(xue)、辦(ban)學(xue)(xue)(xue)水平、辦(ban)學(xue)(xue)(xue)效益評估以(yi)及(ji)評先(xian)、評優等的(de)(de)(de)主要(yao)(yao)指標。全市公辦(ban)高(gao)中(zhong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)應(ying)堅持滿規模招(zhao)(zhao)生(sheng)(sheng)(sheng)。2020年全面取消直(zhi)升生(sheng)(sheng)(sheng)。
(二(er))落實(shi)指(zhi)標(biao)到(dao)校(xiao)政(zheng)策。認真落實(shi)指(zhi)標(biao)到(dao)校(xiao)政(zheng)策要求,每(mei)所優質普通(tong)高中(zhong)(zhong)學校(xiao)要安排不低于(yu)50%的招生名額,主要按初中(zhong)(zhong)學校(xiao)在校(xiao)生數(shu),直(zhi)接分(fen)配到(dao)全(quan)市各初中(zhong)(zhong)學校(xiao)(含民辦(ban)),促進義務(wu)教(jiao)育均衡發展(zhan)和初中(zhong)(zhong)教(jiao)育質量(liang)全(quan)面提高。
(三)統(tong)籌規(gui)范全(quan)(quan)市高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)(gong)作。根據廣東省(sheng)教育廳關(guan)(guan)于進一步完善和(he)規(gui)范自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)的(de)相關(guan)(guan)要求,市教育局(ju)(ju)全(quan)(quan)面統(tong)籌高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)(gong)作,規(gui)范普通高(gao)(gao)中(zhong)學校(xiao)開展自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)改革試點,自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)比(bi)例原則上不超過(guo)學校(xiao)年度招(zhao)(zhao)生(sheng)計劃(hua)的(de)10%。自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)對象主(zhu)(zhu)要為具有創(chuang)新潛質和(he)學科特(te)長(chang)的(de)學生(sheng)。2020年全(quan)(quan)市普通高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)按照市教育局(ju)(ju)出臺制(zhi)定的(de)《深圳(zhen)市教育局(ju)(ju)關(guan)(guan)于做(zuo)好2020年普通高(gao)(gao)中(zhong)學校(xiao)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)(gong)作的(de)通知》實施。
(四)規范(fan)學(xue)校招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)行為。積極探索基于初中(zhong)(zhong)學(xue)業水(shui)平考(kao)試成績、結(jie)合綜合素(su)質表現評價的(de)高中(zhong)(zhong)階段學(xue)校考(kao)試招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)錄取(qu)模(mo)式(shi)。所(suo)有高中(zhong)(zhong)學(xue)校(含(han)民辦普通高中(zhong)(zhong))需嚴(yan)格(ge)按照(zhao)規定(ding)的(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)時(shi)間、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)方式(shi)進行統一招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)禁違規爭搶生(sheng)(sheng)源、“掐尖(jian)”招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、跨市招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)和(he)提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)”、“擇校生(sheng)(sheng)”和(he)變(bian)相招(zhao)(zhao)(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)”。嚴(yan)格(ge)控制加分(fen)項目(mu)及分(fen)值,規范(fan)資(zi)格(ge)審查(cha)制度。
三、加強新生入學管理
(一)加強(qiang)學(xue)生(sheng)分班管理。各義務教(jiao)育階段(duan)學(xue)校(xiao)要(yao)實行均(jun)(jun)衡(heng)編(bian)班,嚴禁舉辦(ban)重點(dian)班,包括以特(te)長班、特(te)色班、快慢班、尖子班、興(xing)趣班和(he)“奧賽”班、實驗(yan)班、國(guo)際班等名義的變相重點(dian)班。普通高中學(xue)校(xiao)要(yao)根據普通高中課(ke)程(cheng)方案和(he)學(xue)生(sheng)選課(ke)情況,合理排課(ke)編(bian)班,科學(xue)制(zhi)訂選課(ke)走班指南和(he)課(ke)程(cheng)實施方案,確(que)保課(ke)程(cheng)之間、年(nian)級之間的均(jun)(jun)衡(heng)性和(he)學(xue)科學(xue)習(xi)的連貫性。
(二)嚴格規(gui)范學(xue)(xue)(xue)籍(ji)管理。學(xue)(xue)(xue)校(xiao)應當從學(xue)(xue)(xue)生入(ru)學(xue)(xue)(xue)之日起(qi)1個月內為學(xue)(xue)(xue)生建(jian)立學(xue)(xue)(xue)籍(ji)檔(dang)案,其中(zhong),殘疾程度較重、無法(fa)進入(ru)學(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)習(xi)的(de)學(xue)(xue)(xue)生,由承擔送教(jiao)上(shang)門的(de)學(xue)(xue)(xue)校(xiao)建(jian)立學(xue)(xue)(xue)籍(ji)。學(xue)(xue)(xue)校(xiao)要(yao)嚴格落實學(xue)(xue)(xue)籍(ji)管理“一人一籍(ji),籍(ji)隨人走”的(de)要(yao)求,不(bu)(bu)得(de)以虛假信(xin)息建(jian)立學(xue)(xue)(xue)生學(xue)(xue)(xue)籍(ji),不(bu)(bu)得(de)重復建(jian)立學(xue)(xue)(xue)生學(xue)(xue)(xue)籍(ji),不(bu)(bu)得(de)擅自刪除學(xue)(xue)(xue)生電子學(xue)(xue)(xue)籍(ji)信(xin)息。未(wei)經(jing)義(yi)務教(jiao)育招生平(ping)臺報名錄(lu)取(qu)的(de)學(xue)(xue)(xue)生不(bu)(bu)予建(jian)立學(xue)(xue)(xue)籍(ji)。對于未(wei)經(jing)學(xue)(xue)(xue)校(xiao)批準,不(bu)(bu)按學(xue)(xue)(xue)校(xiao)規(gui)定期(qi)限(xian)到校(xiao)辦(ban)理注冊者,不(bu)(bu)予以建(jian)立學(xue)(xue)(xue)籍(ji)。各(ge)區教(jiao)育行政主(zhu)管部門要(yao)加(jia)強對學(xue)(xue)(xue)籍(ji)工作的(de)核(he)查,及時查處和糾正學(xue)(xue)(xue)籍(ji)建(jian)檔(dang)過程中(zhong)的(de)不(bu)(bu)規(gui)范行為,嚴禁“人籍(ji)分離”、“雙重學(xue)(xue)(xue)籍(ji)”等情況出現。
(三(san))加(jia)強課(ke)(ke)程教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)管理(li)。各區(qu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行政(zheng)部門要(yao)加(jia)強對(dui)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)使(shi)用(yong)(yong)情況的檢查,嚴格遵照《中共中央(yang) 國務(wu)院關于深化教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學改革全面(mian)提高(gao)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質量的意見》和(he)《中小學教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)管理(li)辦法》要(yao)求(qiu),不得以地方(fang)課(ke)(ke)程教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)、校本課(ke)(ke)程教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)等替代國家(jia)課(ke)(ke)程教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)。義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學校不得引進境(jing)(jing)外課(ke)(ke)程、使(shi)用(yong)(yong)境(jing)(jing)外教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)、使(shi)用(yong)(yong)未(wei)經審定(ding)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)。普(pu)通高(gao)中選用(yong)(yong)境(jing)(jing)外教(jiao)(jiao)(jiao)(jiao)材(cai)(cai),按照國家(jia)有關政(zheng)策執行。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區教(jiao)育(yu)督(du)導部門要(yao)將中(zhong)(zhong)小學(xue)(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)工(gong)作(zuo)納入(ru)責(ze)(ze)任(ren)督(du)學(xue)(xue)(xue)(xue)日常(chang)督(du)導范圍(wei),嚴肅查(cha)處違反教(jiao)育(yu)部“十項嚴禁”紀(ji)律要(yao)求和(he)(he)(he)省教(jiao)育(yu)廳“六項規定”等(deng)違反招(zhao)(zhao)(zhao)生(sheng)(sheng)政(zheng)策和(he)(he)(he)紀(ji)律以及擾亂中(zhong)(zhong)小學(xue)(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)秩序的(de)(de)(de)行為。對(dui)違規操(cao)作(zuo),查(cha)有實(shi)據,造成重大輿情,引發社會不(bu)穩定,造成不(bu)良影響的(de)(de)(de)單位和(he)(he)(he)個人實(shi)行問責(ze)(ze)。對(dui)于(yu)未落(luo)實(shi)《中(zhong)(zhong)共中(zhong)(zhong)央 國務(wu)院(yuan)關于(yu)深化教(jiao)育(yu)教(jiao)學(xue)(xue)(xue)(xue)改(gai)革(ge)全面提高義(yi)務(wu)教(jiao)育(yu)質量的(de)(de)(de)意見》中(zhong)(zhong)義(yi)務(wu)教(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)規定要(yao)求,或者出(chu)現(xian)轄區內義(yi)務(wu)教(jiao)育(yu)階段學(xue)(xue)(xue)(xue)校違規考試招(zhao)(zhao)(zhao)生(sheng)(sheng)行為的(de)(de)(de),視同為落(luo)實(shi)中(zhong)(zhong)央和(he)(he)(he)國家重大政(zheng)策不(bu)力,納入(ru)政(zheng)府履行教(jiao)育(yu)職(zhi)責(ze)(ze)評價(jia)。
