一、規范義務教育招生行為
(一(yi))強化屬地責任,落實(shi) “兩(liang)為主”
1.落(luo)(luo)實(shi)“兩為(wei)主(zhu)”職責(ze)(ze)。各(ge)區(含(han)新區、深汕特別合(he)作區,下同)政府作為(wei)發展和管理義(yi)(yi)務(wu)(wu)教(jiao)育的(de)(de)責(ze)(ze)任(ren)主(zhu)體和行為(wei)主(zhu)體,要(yao)強(qiang)(qiang)化(hua)責(ze)(ze)任(ren)意識,認(ren)真落(luo)(luo)實(shi)國家“兩為(wei)主(zhu)”要(yao)求(qiu),進一步提高進城務(wu)(wu)工(gong)人員隨遷子女在公辦(ban)義(yi)(yi)務(wu)(wu)教(jiao)育學校就讀的(de)(de)比例(li),增(zeng)加公辦(ban)學位供給,統籌(chou)公辦(ban)民(min)辦(ban)學校招(zhao)生,切實(shi)保障符合(he)條件的(de)(de)適齡兒童、少年(nian)接(jie)受義(yi)(yi)務(wu)(wu)教(jiao)育的(de)(de)權利。堅決防止將政府舉辦(ban)義(yi)(yi)務(wu)(wu)教(jiao)育的(de)(de)責(ze)(ze)任(ren)推向市場。各(ge)區要(yao)加強(qiang)(qiang)組織領導(dao),成立義(yi)(yi)務(wu)(wu)教(jiao)育招(zhao)生工(gong)作領導(dao)小組,主(zhu)管區領導(dao)為(wei)組長,及(ji)時妥善處(chu)理本區義(yi)(yi)務(wu)(wu)教(jiao)育招(zhao)生中的(de)(de)熱(re)點難點問(wen)題,定(ding)期召開招(zhao)生工(gong)作聯(lian)席會議,完善統籌(chou)協調(diao)工(gong)作機制。
2.落實義務教(jiao)(jiao)(jiao)育招(zhao)(zhao)(zhao)生(sheng)(sheng)管(guan)理(li)職責。各區教(jiao)(jiao)(jiao)育行政部(bu)門(men)(men)要切實加強(qiang)對(dui)義務教(jiao)(jiao)(jiao)育招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)(zuo)的(de)組(zu)織和(he)管(guan)理(li),做(zuo)好學(xue)(xue)位(wei)(wei)預(yu)測,及時(shi)公(gong)布學(xue)(xue)位(wei)(wei)供需情況,建(jian)立(li)招(zhao)(zhao)(zhao)生(sheng)(sheng)預(yu)警機制(zhi)(zhi),合理(li)引導家(jia)長(chang)預(yu)期。要積極探(tan)索研制(zhi)(zhi)招(zhao)(zhao)(zhao)生(sheng)(sheng)電子地(di)圖,便于實時(shi)分(fen)(fen)析研判各學(xue)(xue)區學(xue)(xue)位(wei)(wei)供給(gei)動(dong)態(tai)變(bian)化情況,方(fang)便學(xue)(xue)生(sheng)(sheng)家(jia)長(chang)便捷(jie)查詢各學(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍及學(xue)(xue)位(wei)(wei)供給(gei)信息(xi)。要科學(xue)(xue)制(zhi)(zhi)定(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)(zuo)方(fang)案(an),做(zuo)好網上招(zhao)(zhao)(zhao)生(sheng)(sheng)報名的(de)組(zu)織工(gong)作(zuo)(zuo),指導所屬學(xue)(xue)校及時(shi)、妥善處(chu)理(li)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)(zuo)中(zhong)出現(xian)的(de)信訪問題。要簡化入學(xue)(xue)手續(xu),加強(qiang)部(bu)門(men)(men)聯動(dong),充分(fen)(fen)利(li)用現(xian)代信息(xi)技術(shu)手段實施多部(bu)門(men)(men)聯網審(shen)核驗證,共同做(zuo)好適齡兒童(tong)、少年的(de)就讀資格驗核工(gong)作(zuo)(zuo)。要加強(qiang)風險預(yu)判,制(zhi)(zhi)定(ding)完善應急預(yu)案(an),健全(quan)應急機制(zhi)(zhi),及時(shi)發現(xian)并妥善處(chu)置苗頭性(xing)、傾向性(xing)問題,快(kuai)速穩(wen)妥處(chu)理(li)突發事件,確保招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)工(gong)作(zuo)(zuo)平穩(wen)有序。要加強(qiang)對(dui)招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)工(gong)作(zuo)(zuo)的(de)監督檢查,建(jian)立(li)完善招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)監督工(gong)作(zuo)(zuo)機制(zhi)(zhi)。
3.落實義(yi)務(wu)教育階段學(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)職責。各義(yi)務(wu)教育階段學(xue)校(xiao)要(yao)規范招(zhao)(zhao)(zhao)生(sheng)(sheng)行為,應當公示(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)政策(ce)、招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)片區、招(zhao)(zhao)(zhao)生(sheng)(sheng)程序、招(zhao)(zhao)(zhao)生(sheng)(sheng)結果、咨(zi)詢投訴電話,不(bu)得(de)擅(shan)自跨(kua)(kua)片區招(zhao)(zhao)(zhao)生(sheng)(sheng),不(bu)得(de)擅(shan)自接(jie)收學(xue)生(sheng)(sheng)跨(kua)(kua)片區擇校(xiao)就讀。要(yao)指導(dao)適齡(ling)兒童、少年的(de)家長按(an)時申請學(xue)位(wei),按(an)要(yao)求及時、準確提供就讀信息。
(二)堅(jian)持免試就(jiu)近入學,合理確定招生范圍
1.堅(jian)持(chi)免試(shi)就近入(ru)學(xue)。所有公辦民辦學(xue)校都要(yao)嚴格(ge)遵守并全面落實(shi)義務教育免試(shi)入(ru)學(xue)規定。堅(jian)決整治(zhi)公辦民辦學(xue)校通過面試(shi)、面談、人機對話、體驗活動(dong)、簡歷(li)材料等方式(shi)為依據的“掐尖”招生(sheng)、提前招生(sheng)、違規爭搶(qiang)生(sheng)源的行為。市局直(zhi)屬學(xue)校義務教育招生(sheng)工作納入(ru)所在區(qu)教育行政部門(men)統(tong)一管(guan)理。
2.合(he)理確(que)定招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)(wei)。各區(qu)教(jiao)(jiao)育行政部(bu)門(men)(men)要(yao)嚴格按照(zhao)“學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)劃(hua)(hua)(hua)片(pian)招(zhao)(zhao)生(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)源就近入學(xue)”的目標要(yao)求,綜合(he)考慮適齡(ling)兒(er)童、少年人數、學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)分(fen)布、學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)規模、交通狀況等因(yin)素,采(cai)取(qu)單校(xiao)(xiao)(xiao)(xiao)(xiao)劃(hua)(hua)(hua)片(pian)或多校(xiao)(xiao)(xiao)(xiao)(xiao)劃(hua)(hua)(hua)片(pian)等方式(shi),為每所公辦義(yi)務教(jiao)(jiao)育學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)劃(hua)(hua)(hua)定服務片(pian)區(qu)范圍(wei)(wei),確(que)保(bao)各片(pian)區(qu)之間教(jiao)(jiao)育資源大(da)致均衡。在(zai)對學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)原招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)(wei)進行較大(da)調整時,要(yao)充分(fen)聽取(qu)群眾(zhong)意(yi)見,審慎(shen)論證,提(ti)前公告。片(pian)區(qu)確(que)定后,應(ying)在(zai)一段時期內(nei)保(bao)持相對穩(wen)定。民辦義(yi)務教(jiao)(jiao)育學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)原則(ze)上面向本區(qu)范圍(wei)(wei)內(nei)招(zhao)(zhao)生(sheng)(sheng)(sheng),在(zai)滿(man)足本區(qu)符合(he)條件的適齡(ling)兒(er)童、少年入學(xue)需(xu)求后,仍有(you)剩(sheng)余招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃(hua)(hua)(hua)且有(you)住宿條件的,經學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)申請,區(qu)教(jiao)(jiao)育行政部(bu)門(men)(men)審核(he),報市教(jiao)(jiao)育局同意(yi),可跨區(qu)招(zhao)(zhao)收(shou)少量(liang)學(xue)生(sheng)(sheng)(sheng)。民辦義(yi)務教(jiao)(jiao)育學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)應(ying)在(zai)教(jiao)(jiao)育行政部(bu)門(men)(men)核(he)定的招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)(wei)內(nei)招(zhao)(zhao)生(sheng)(sheng)(sheng)。
(三(san))剛性實(shi)施(shi)入學(xue)政(zheng)策,完善(shan)積(ji)(ji)(ji)分(fen)(fen)(fen)入學(xue)細(xi)則。所(suo)有(you)公(gong)(gong)辦民辦學(xue)校要嚴格按照《深圳市(shi)非深戶籍(ji)人(ren)員(yuan)子(zi)(zi)女(nv)接受(shou)(shou)義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)管理辦法》規定(ding)的(de)入學(xue)條件招生(sheng)(sheng)。各區教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)部門要不(bu)斷優(you)(you)化和完善(shan)積(ji)(ji)(ji)分(fen)(fen)(fen)入學(xue)實(shi)施(shi)細(xi)則,充(chong)分(fen)(fen)(fen)體現(xian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)公(gong)(gong)平,合理設置積(ji)(ji)(ji)分(fen)(fen)(fen)類(lei)(lei)別、項目(mu)、標準和分(fen)(fen)(fen)值(zhi),根據積(ji)(ji)(ji)分(fen)(fen)(fen)情況和招生(sheng)(sheng)計劃安排(pai)(pai)學(xue)位,實(shi)施(shi)過程(cheng)中要做(zuo)到積(ji)(ji)(ji)分(fen)(fen)(fen)標準、積(ji)(ji)(ji)分(fen)(fen)(fen)結(jie)果、學(xue)位安排(pai)(pai)“三(san)公(gong)(gong)開(kai)”。積(ji)(ji)(ji)分(fen)(fen)(fen)入學(xue)細(xi)則要充(chong)分(fen)(fen)(fen)征求轄區居民意見(jian),在招生(sheng)(sheng)工作實(shi)施(shi)前報(bao)市(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)局備案。2020年全面取消(xiao)各類(lei)(lei)特長生(sheng)(sheng)招生(sheng)(sheng)。對(dui)烈士子(zi)(zi)女(nv)、符合條件的(de)現(xian)役軍人(ren)子(zi)(zi)女(nv)及復退(tui)軍人(ren)子(zi)(zi)女(nv)、消(xiao)防救援隊伍人(ren)員(yuan)子(zi)(zi)女(nv)、公(gong)(gong)安英模和因公(gong)(gong)犧(xi)牲傷(shang)殘(can)警(jing)察子(zi)(zi)女(nv)、高層次人(ren)才(cai)子(zi)(zi)女(nv)等享受(shou)(shou)優(you)(you)惠政(zheng)策人(ren)員(yuan)子(zi)(zi)女(nv)實(shi)施(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)優(you)(you)待政(zheng)策,并向社會公(gong)(gong)示。
(四)完善民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)管理(li)。各區教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)部(bu)門要(yao)將民(min)(min)辦(ban)(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)納(na)入統(tong)一(yi)管理(li),與(yu)公(gong)(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)同(tong)步招(zhao)(zhao)(zhao)生(sheng)。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)位由政(zheng)(zheng)(zheng)(zheng)府統(tong)籌(chou)安(an)排或(huo)者政(zheng)(zheng)(zheng)(zheng)府直接向民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)購買學(xue)(xue)(xue)(xue)(xue)位的(de)(de)(de)(de),具(ju)體辦(ban)(ban)(ban)法由區教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)部(bu)門確(que)定(ding)。要(yao)進一(yi)步加強對民(min)(min)辦(ban)(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)指導和管理(li),統(tong)一(yi)規(gui)范(fan)學(xue)(xue)(xue)(xue)(xue)生(sheng)報(bao)(bao)讀(du)民(min)(min)辦(ban)(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)方(fang)(fang)法和途徑。民(min)(min)辦(ban)(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)計劃(hua)和招(zhao)(zhao)(zhao)生(sheng)方(fang)(fang)案,要(yao)報(bao)(bao)主管教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)部(bu)門審(shen)核后實(shi)施。2020年對面向全(quan)區招(zhao)(zhao)(zhao)生(sheng)且報(bao)(bao)名(ming)人(ren)(ren)數超過招(zhao)(zhao)(zhao)生(sheng)計劃(hua)數的(de)(de)(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao),全(quan)部(bu)實(shi)行(xing)(xing)電(dian)(dian)腦(nao)(nao)隨(sui)機(ji)搖號(hao)錄(lu)(lu)取(qu)(qu)。辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)層(ceng)次同(tong)時包括小學(xue)(xue)(xue)(xue)(xue)和初中(zhong)的(de)(de)(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao),應首先通過直升或(huo)電(dian)(dian)腦(nao)(nao)隨(sui)機(ji)搖號(hao)方(fang)(fang)式(shi)招(zhao)(zhao)(zhao)收本校(xiao)(xiao)自愿報(bao)(bao)讀(du)初中(zhong)的(de)(de)(de)(de)小學(xue)(xue)(xue)(xue)(xue)畢業生(sheng),剩(sheng)余的(de)(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)計劃(hua)應公(gong)(gong)開報(bao)(bao)名(ming),實(shi)行(xing)(xing)電(dian)(dian)腦(nao)(nao)隨(sui)機(ji)搖號(hao)錄(lu)(lu)取(qu)(qu)。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)電(dian)(dian)腦(nao)(nao)隨(sui)機(ji)搖號(hao)錄(lu)(lu)取(qu)(qu)的(de)(de)(de)(de)實(shi)施辦(ban)(ban)(ban)法由市(shi)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)局統(tong)一(yi)制(zhi)(zhi)定(ding),各區教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)部(bu)門制(zhi)(zhi)定(ding)操作(zuo)細則(ze)并組織實(shi)施。電(dian)(dian)腦(nao)(nao)隨(sui)機(ji)錄(lu)(lu)取(qu)(qu)工(gong)(gong)作(zuo)要(yao)做到全(quan)程錄(lu)(lu)像,并邀請公(gong)(gong)證機(ji)構(gou)人(ren)(ren)員、紀檢人(ren)(ren)員、人(ren)(ren)大(da)代表、政(zheng)(zheng)(zheng)(zheng)協委員、新聞媒體代表和學(xue)(xue)(xue)(xue)(xue)生(sheng)家長代表全(quan)程監督。
(五)提(ti)高(gao)殘疾兒童少(shao)年入(ru)學(xue)(xue)率,提(ti)升特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)質量(liang)。各區要(yao)按(an)國家要(yao)求,確保(bao)2020年殘疾兒童、少(shao)年義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)入(ru)學(xue)(xue)率達到(dao)95%以上(shang)。按(an)照(zhao)“全覆(fu)蓋、零(ling)拒(ju)絕(jue)”的要(yao)求,根據適(shi)齡殘疾兒童、少(shao)年的實(shi)際情況,制(zhi)訂(ding)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)安置方案,落(luo)實(shi)“一人(ren)一案”,通(tong)過普通(tong)學(xue)(xue)校就讀(du)、特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校就讀(du)、送教(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)門(men)等(deng)多種方式,逐(zhu)一做好入(ru)學(xue)(xue)安置工作。原則(ze)上(shang)各區要(yao)建(jian)設(she)(she)至少(shao)1所獨立設(she)(she)置的義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)階段綜合性(xing)特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校。招收(shou)殘疾學(xue)(xue)生(sheng)5人(ren)以上(shang)的普通(tong)學(xue)(xue)校要(yao)按(an)規定建(jian)設(she)(she)特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)資源(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)室,按(an)標準(zhun)配備專(zhuan)職資源(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)師。市(shi)(shi)、區特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校科學(xue)(xue)設(she)(she)置招生(sheng)類(lei)別(bie)、學(xue)(xue)段,錯位(wei)發(fa)展,協調發(fa)展。視障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)、聽障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)以市(shi)(shi)為主,智力障(zhang)礙等(deng)其(qi)他類(lei)型的義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)以區為主。市(shi)(shi)屬特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校要(yao)擴大高(gao)中階段招生(sheng)規模(mo),讓完成義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)的殘疾學(xue)(xue)生(sheng)都能(neng)接受(shou)適(shi)宜的高(gao)中階段教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)。
(六(liu))加強招生(sheng)(sheng)(sheng)計劃(hua)管理,消除(chu)大(da)班額(e)。各區教(jiao)育(yu)行(xing)政部門要結(jie)合學(xue)(xue)校辦(ban)(ban)(ban)學(xue)(xue)規模、辦(ban)(ban)(ban)學(xue)(xue)條件,科學(xue)(xue)核定公辦(ban)(ban)(ban)民辦(ban)(ban)(ban)學(xue)(xue)校招生(sheng)(sheng)(sheng)計劃(hua),于招生(sheng)(sheng)(sheng)工作啟動前1周向社會公布。嚴格控制(zhi)存在大(da)班額(e)和(he)大(da)校額(e)學(xue)(xue)校的招生(sheng)(sheng)(sheng)計劃(hua)。嚴禁(jin)超計劃(hua)招生(sheng)(sheng)(sheng),各義務教(jiao)育(yu)學(xue)(xue)校起始年級(ji)嚴格按照標(biao)準班額(e)招生(sheng)(sheng)(sheng),堅(jian)決防止產生(sheng)(sheng)(sheng)新的大(da)班額(e),確(que)保2020年基本消除(chu)大(da)班額(e)。
(七)落實控輟保學法定職責。各區教育行政部門和學校要嚴格落實《中華人民共和國義務教育法》《中(zhong)華人民共和國未(wei)成年人(ren)保(bao)(bao)(bao)護(hu)法(fa)》等法(fa)律(lv)規定(ding),依法(fa)保(bao)(bao)(bao)障適齡兒(er)童(tong)、少年接受義(yi)務教(jiao)(jiao)育(yu)的權利,要嚴(yan)格履行(xing)控(kong)輟(chuo)(chuo)(chuo)保(bao)(bao)(bao)學(xue)(xue)(xue)(xue)法(fa)定(ding)職責,完善聯控(kong)聯保(bao)(bao)(bao)工(gong)作機(ji)制,落(luo)實失學(xue)(xue)(xue)(xue)輟(chuo)(chuo)(chuo)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)勸返(fan)復學(xue)(xue)(xue)(xue)、登記和書(shu)面報告責任制度,建立(li)完善控(kong)輟(chuo)(chuo)(chuo)保(bao)(bao)(bao)學(xue)(xue)(xue)(xue)工(gong)作臺賬,共同做好控(kong)輟(chuo)(chuo)(chuo)保(bao)(bao)(bao)學(xue)(xue)(xue)(xue)工(gong)作。適齡兒(er)童(tong)、少年因(yin)身體狀況確需(xu)延緩入學(xue)(xue)(xue)(xue)或者(zhe)休學(xue)(xue)(xue)(xue)的,其(qi)父母(mu)或者(zhe)其(qi)他(ta)法(fa)定(ding)監護(hu)人(ren)應當(dang)提出(chu)申請,由所在區教(jiao)(jiao)育(yu)行(xing)政部(bu)門批準(zhun)。依法(fa)查處以在家學(xue)(xue)(xue)(xue)習、接受“私塾”“讀經班”等培訓(xun)替(ti)代國(guo)家統一實施的義(yi)務教(jiao)(jiao)育(yu)的行(xing)為(wei)。嚴(yan)格外籍人(ren)員子女學(xue)(xue)(xue)(xue)校招(zhao)生(sheng)管(guan)理(li),不(bu)得招(zhao)收中國(guo)籍學(xue)(xue)(xue)(xue)生(sheng)。
二、加強普通高中招生管理
(一(yi)(yi))剛性執行高(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)。各(ge)(ge)區教(jiao)育(yu)行政部門(men)和(he)高(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)要(yao)提高(gao)政治(zhi)站(zhan)位,響應(ying)市(shi)(shi)民對(dui)于我市(shi)(shi)高(gao)中(zhong)(zhong)學(xue)(xue)位供需矛盾關切,嚴格(ge)按照(zhao)教(jiao)育(yu)部門(men)下(xia)發的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)文件執行招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)和(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍,不得(de)隨(sui)意變更招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規(gui)模。招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)一(yi)(yi)經下(xia)達,原則上不再受(shou)理(li)調(diao)整招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)的(de)申(shen)請,確保招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)的(de)嚴肅性。各(ge)(ge)級教(jiao)育(yu)行政部門(men)、各(ge)(ge)高(gao)中(zhong)(zhong)階段學(xue)(xue)校(xiao)根據(ju)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)的(de)要(yao)求,認真做好(hao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)各(ge)(ge)項(xiang)準(zhun)備(bei)工作,確保學(xue)(xue)校(xiao)正(zheng)常(chang)開(kai)學(xue)(xue)。民辦學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入統(tong)一(yi)(yi)管理(li),并與公辦學(xue)(xue)校(xiao)同(tong)步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)(ge)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)的(de)執行情況(kuang),將作為學(xue)(xue)校(xiao)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)安(an)排、規(gui)范辦學(xue)(xue)、辦學(xue)(xue)水(shui)平、辦學(xue)(xue)效益評估(gu)以及評先、評優等(deng)的(de)主要(yao)指標。全(quan)市(shi)(shi)公辦高(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)應(ying)堅持(chi)滿(man)規(gui)模招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。2020年(nian)全(quan)面取消直升生(sheng)(sheng)(sheng)。
(二)落(luo)實指(zhi)標到校(xiao)政(zheng)策(ce)(ce)。認真(zhen)落(luo)實指(zhi)標到校(xiao)政(zheng)策(ce)(ce)要(yao)求,每所優(you)質(zhi)普通高中學校(xiao)要(yao)安排不(bu)低于(yu)50%的招生(sheng)名額,主(zhu)要(yao)按初(chu)(chu)中學校(xiao)在校(xiao)生(sheng)數,直接分配到全(quan)市各初(chu)(chu)中學校(xiao)(含(han)民辦),促進義務(wu)教育均(jun)衡發展和初(chu)(chu)中教育質(zhi)量全(quan)面提高。
(三)統籌規范全市高(gao)(gao)中(zhong)自主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工(gong)作。根據(ju)廣東省(sheng)教(jiao)育(yu)廳關于進一步完善和(he)規范自主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)的相關要(yao)求,市教(jiao)育(yu)局(ju)(ju)全面統籌高(gao)(gao)中(zhong)自主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工(gong)作,規范普(pu)通(tong)高(gao)(gao)中(zhong)學校(xiao)開(kai)展自主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)改革(ge)試點,自主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)比例原則上不超過學校(xiao)年(nian)度招(zhao)(zhao)生(sheng)(sheng)計劃的10%。自主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)對象主(zhu)(zhu)(zhu)要(yao)為具有創新潛質和(he)學科特長的學生(sheng)(sheng)。2020年(nian)全市普(pu)通(tong)高(gao)(gao)中(zhong)自主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)按照市教(jiao)育(yu)局(ju)(ju)出臺制定的《深圳市教(jiao)育(yu)局(ju)(ju)關于做好2020年(nian)普(pu)通(tong)高(gao)(gao)中(zhong)學校(xiao)自主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工(gong)作的通(tong)知》實施(shi)。
(四)規(gui)范學校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)行為。積極探索基于初中學業水(shui)平考試(shi)(shi)成(cheng)績(ji)、結(jie)合(he)綜合(he)素質(zhi)表現評(ping)價(jia)的高(gao)(gao)中階段學校(xiao)考試(shi)(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)錄取模式(shi)。所有(you)高(gao)(gao)中學校(xiao)(含民辦普通高(gao)(gao)中)需嚴格按照(zhao)規(gui)定的招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)(sheng)方式(shi)進行統一招(zhao)(zhao)(zhao)生(sheng)(sheng),嚴禁(jin)違規(gui)爭搶生(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)生(sheng)(sheng)、跨市招(zhao)(zhao)(zhao)生(sheng)(sheng)、超計(ji)劃招(zhao)(zhao)(zhao)生(sheng)(sheng)和(he)提前招(zhao)(zhao)(zhao)生(sheng)(sheng),嚴禁(jin)招(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)”、“擇校(xiao)生(sheng)(sheng)”和(he)變(bian)相(xiang)招(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)”。嚴格控制加分項目及分值,規(gui)范資格審查制度。
三、加強新生入學管理
(一)加強(qiang)學(xue)生分班(ban)(ban)(ban)(ban)管理。各義務(wu)教(jiao)育階段學(xue)校要實(shi)行均(jun)衡編(bian)班(ban)(ban)(ban)(ban),嚴禁舉辦重點班(ban)(ban)(ban)(ban),包括以特(te)長班(ban)(ban)(ban)(ban)、特(te)色(se)班(ban)(ban)(ban)(ban)、快(kuai)慢(man)班(ban)(ban)(ban)(ban)、尖子班(ban)(ban)(ban)(ban)、興趣班(ban)(ban)(ban)(ban)和(he)“奧賽(sai)”班(ban)(ban)(ban)(ban)、實(shi)驗班(ban)(ban)(ban)(ban)、國際(ji)班(ban)(ban)(ban)(ban)等名(ming)義的變相重點班(ban)(ban)(ban)(ban)。普通(tong)高中學(xue)校要根(gen)據普通(tong)高中課(ke)程(cheng)(cheng)方(fang)案和(he)學(xue)生選(xuan)課(ke)情況(kuang),合理排課(ke)編(bian)班(ban)(ban)(ban)(ban),科(ke)學(xue)制訂選(xuan)課(ke)走(zou)班(ban)(ban)(ban)(ban)指南和(he)課(ke)程(cheng)(cheng)實(shi)施方(fang)案,確保課(ke)程(cheng)(cheng)之間(jian)、年級之間(jian)的均(jun)衡性(xing)和(he)學(xue)科(ke)學(xue)習(xi)的連(lian)貫性(xing)。
(二(er))嚴(yan)(yan)格規(gui)范(fan)學(xue)(xue)(xue)(xue)籍(ji)管理(li)(li)。學(xue)(xue)(xue)(xue)校應當從學(xue)(xue)(xue)(xue)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)之(zhi)日(ri)起1個月(yue)內(nei)為學(xue)(xue)(xue)(xue)生(sheng)(sheng)建(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)檔案,其(qi)中(zhong),殘疾程度較重、無法進入(ru)(ru)學(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng),由承擔送教(jiao)(jiao)上門的(de)學(xue)(xue)(xue)(xue)校建(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)。學(xue)(xue)(xue)(xue)校要嚴(yan)(yan)格落實學(xue)(xue)(xue)(xue)籍(ji)管理(li)(li)“一人(ren)一籍(ji),籍(ji)隨人(ren)走”的(de)要求(qiu),不(bu)得以(yi)(yi)虛假(jia)信息建(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji),不(bu)得重復建(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji),不(bu)得擅自刪除學(xue)(xue)(xue)(xue)生(sheng)(sheng)電子學(xue)(xue)(xue)(xue)籍(ji)信息。未經義務教(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)平臺報名錄取的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)。對于未經學(xue)(xue)(xue)(xue)校批準,不(bu)按(an)學(xue)(xue)(xue)(xue)校規(gui)定(ding)期限到(dao)校辦理(li)(li)注(zhu)冊(ce)者,不(bu)予以(yi)(yi)建(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)。各區教(jiao)(jiao)育(yu)行(xing)政主(zhu)管部門要加(jia)強對學(xue)(xue)(xue)(xue)籍(ji)工作的(de)核(he)查,及(ji)時(shi)查處(chu)和糾正學(xue)(xue)(xue)(xue)籍(ji)建(jian)檔過程中(zhong)的(de)不(bu)規(gui)范(fan)行(xing)為,嚴(yan)(yan)禁(jin)“人(ren)籍(ji)分(fen)離”、“雙(shuang)重學(xue)(xue)(xue)(xue)籍(ji)”等情況出現。
(三)加(jia)強課(ke)(ke)程(cheng)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)管理(li)。各區教(jiao)(jiao)(jiao)(jiao)育(yu)行政(zheng)(zheng)部門要(yao)加(jia)強對(dui)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)使(shi)用情況(kuang)的(de)檢查,嚴(yan)格遵照《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國務(wu)院關于深化教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學改(gai)革全面提(ti)高義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)質量(liang)的(de)意見》和《中(zhong)(zhong)小(xiao)學教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)管理(li)辦法》要(yao)求,不得(de)(de)以地方課(ke)(ke)程(cheng)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)、校本課(ke)(ke)程(cheng)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)等替代(dai)國家課(ke)(ke)程(cheng)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)。義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)學校不得(de)(de)引進(jin)境外課(ke)(ke)程(cheng)、使(shi)用境外教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)、使(shi)用未經審定教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)。普通高中(zhong)(zhong)選(xuan)用境外教(jiao)(jiao)(jiao)(jiao)材(cai)(cai),按照國家有(you)關政(zheng)(zheng)策執行。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區教(jiao)(jiao)(jiao)(jiao)育督(du)導(dao)部門要將(jiang)中小學(xue)(xue)(xue)招(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)工作納入(ru)責任督(du)學(xue)(xue)(xue)日常(chang)督(du)導(dao)范圍,嚴肅(su)查處違反教(jiao)(jiao)(jiao)(jiao)育部“十(shi)項嚴禁”紀律要求和(he)省教(jiao)(jiao)(jiao)(jiao)育廳(ting)“六項規(gui)(gui)定”等(deng)違反招(zhao)生(sheng)(sheng)政策和(he)紀律以及擾亂中小學(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)招(zhao)生(sheng)(sheng)秩(zhi)序的(de)行(xing)為。對(dui)違規(gui)(gui)操作,查有實據,造成(cheng)重大(da)輿情(qing),引發社(she)會不(bu)穩(wen)定,造成(cheng)不(bu)良影響的(de)單位和(he)個人實行(xing)問責。對(dui)于未落(luo)實《中共中央 國務(wu)(wu)院關于深化教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)改革全面提高義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育質量的(de)意見》中義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育招(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)規(gui)(gui)定要求,或者出(chu)現轄(xia)區內義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育階段學(xue)(xue)(xue)校違規(gui)(gui)考試(shi)招(zhao)生(sheng)(sheng)行(xing)為的(de),視同(tong)為落(luo)實中央和(he)國家(jia)重大(da)政策不(bu)力,納入(ru)政府履行(xing)教(jiao)(jiao)(jiao)(jiao)育職責評價。
