各區(qu)(新區(qu))教育行政部門,市(shi)局直屬各學(xue)校:

  為深(shen)(shen)入貫徹落實習近平新時代中(zhong)(zhong)(zhong)國特色(se)社會主義(yi)思想和(he)黨的(de)十九大精神,努力讓(rang)每(mei)個孩子都能享有公(gong)平而有質量(liang)的(de)教育(yu),根據《中(zhong)(zhong)(zhong)華人民共和(he)國義(yi)務(wu)教育(yu)法》和(he)《教育(yu)部(bu)辦公(gong)廳(ting)關于做(zuo)(zuo)好2018年普(pu)通(tong)(tong)中(zhong)(zhong)(zhong)小(xiao)學招(zhao)生入學工(gong)(gong)作的(de)通(tong)(tong)知》(教基廳(ting)〔2018〕5號(hao))、《廣東(dong)省教育(yu)廳(ting)轉發關于做(zuo)(zuo)好2018年普(pu)通(tong)(tong)中(zhong)(zhong)(zhong)小(xiao)學招(zhao)生入學工(gong)(gong)作的(de)通(tong)(tong)知》(粵(yue)教基函〔2018〕34號(hao))及《深(shen)(shen)圳(zhen)市(shi)非(fei)深(shen)(shen)戶(hu)籍人員子女接受義(yi)務(wu)教育(yu)管理(li)辦法》(深(shen)(shen)府(fu)規(gui)〔2018〕3號(hao))要求(qiu),現(xian)就做(zuo)(zuo)好我市(shi)2018年度(du)普(pu)通(tong)(tong)中(zhong)(zhong)(zhong)小(xiao)學招(zhao)生入學工(gong)(gong)作通(tong)(tong)知如下:

  一、統籌制定義務教育招生工作方案

  各區(含新(xin)區,下同(tong))要(yao)認(ren)真貫(guan)徹教(jiao)(jiao)(jiao)育(yu)(yu)部(bu)、省教(jiao)(jiao)(jiao)育(yu)(yu)廳(ting)印發的(de)關(guan)于做好2018年普通(tong)中(zhong)小(xiao)學(xue)(xue)招(zhao)生入學(xue)(xue)工作(zuo)的(de)通(tong)知要(yao)求,領會(hui)新(xin)時代對教(jiao)(jiao)(jiao)育(yu)(yu)工作(zuo)的(de)新(xin)理(li)念、新(xin)要(yao)求,結(jie)合本(ben)地(di)實際(ji),制定義務教(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)生工作(zuo)方案,將義務教(jiao)(jiao)(jiao)育(yu)(yu)階段民辦學(xue)(xue)校招(zhao)生入學(xue)(xue)工作(zuo)納(na)入各區教(jiao)(jiao)(jiao)育(yu)(yu)行政部(bu)門統一管(guan)理(li),統籌做好義務教(jiao)(jiao)(jiao)育(yu)(yu)階段公(gong)辦和民辦學(xue)(xue)校、戶(hu)籍學(xue)(xue)齡人(ren)口(kou)和隨遷子(zi)女的(de)招(zhao)生入學(xue)(xue)工作(zuo),破(po)解(jie)存在的(de)熱點(dian)(dian)難點(dian)(dian)問題,確保招(zhao)生入學(xue)(xue)平穩有(you)序,促進教(jiao)(jiao)(jiao)育(yu)(yu)公(gong)平,不斷提升教(jiao)(jiao)(jiao)育(yu)(yu)治理(li)水平。

  二、嚴格執行義務教育免試就近入學要求

  (一)堅持(chi)免試就近(jin)(jin)入學(xue)。各(ge)義務(wu)教育(yu)階段公辦學(xue)校(xiao)(xiao)要(yao)嚴格實行免試就近(jin)(jin)入學(xue)制度。各(ge)區(qu)要(yao)合理確定(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)片(pian)區(qu),根據適(shi)齡兒童(tong)人數、學(xue)校(xiao)(xiao)分布(bu)、所在(zai)社區(qu)、學(xue)校(xiao)(xiao)規模、交通(tong)狀(zhuang)況等因素,按照就近(jin)(jin)入學(xue)的原(yuan)則,為每所義務(wu)教育(yu)學(xue)校(xiao)(xiao)劃定(ding)片(pian)區(qu)范圍。義務(wu)教育(yu)階段學(xue)校(xiao)(xiao)應當公示招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)政策、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)片(pian)區(qu)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)程序、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)結果(guo)、新生(sheng)(sheng)(sheng)名單、咨詢(xun)投訴電話,不(bu)得擅自跨片(pian)區(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),不(bu)得擅自接收學(xue)生(sheng)(sheng)(sheng)跨片(pian)區(qu)擇校(xiao)(xiao)就讀。

  (二)堅持(chi)教(jiao)育(yu)公(gong)平,完善積(ji)(ji)(ji)分(fen)入學(xue)政(zheng)策。堅持(chi)教(jiao)育(yu)公(gong)平,堅持(chi)城市治理要求,以居住(zhu)證作(zuo)為主要入學(xue)依據(ju)(ju),各(ge)區要在總結以往經驗(yan)和(he)做法的(de)基礎上(shang),結合(he)本區實(shi)(shi)際,進一步優化和(he)完善積(ji)(ji)(ji)分(fen)入學(xue)實(shi)(shi)施細則,合(he)理設置(zhi)積(ji)(ji)(ji)分(fen)類別(bie)、項目(mu)、標(biao)準和(he)分(fen)值,并根(gen)據(ju)(ju)積(ji)(ji)(ji)分(fen)情況(kuang)和(he)招生計劃安排(pai)學(xue)位,實(shi)(shi)施過(guo)程中要做到積(ji)(ji)(ji)分(fen)標(biao)準、積(ji)(ji)(ji)分(fen)結果、學(xue)位安排(pai)“三(san)公(gong)開(kai)”。各(ge)區教(jiao)育(yu)行政(zheng)部門制定的(de)積(ji)(ji)(ji)分(fen)入學(xue)細則要在招生工作(zuo)實(shi)(shi)施前報市教(jiao)育(yu)局備案。

  (三)堅持“屬(shu)地管理,以區(qu)為(wei)(wei)主(zhu)(zhu)(zhu)”的(de)(de)原則(ze)。根據(ju)《義務(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)法》的(de)(de)規(gui)(gui)定(ding)(ding),義務(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)實(shi)行縣(區(qu))政(zheng)府(fu)為(wei)(wei)主(zhu)(zhu)(zhu)的(de)(de)管理體制(zhi),各區(qu)政(zheng)府(fu)作(zuo)(zuo)(zuo)為(wei)(wei)發展(zhan)和(he)(he)(he)(he)(he)管理義務(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)責任主(zhu)(zhu)(zhu)體和(he)(he)(he)(he)(he)行為(wei)(wei)主(zhu)(zhu)(zhu)體,要(yao)(yao)按(an)照國務(wu)(wu)(wu)(wu)院(yuan)關(guan)于義務(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)以流入地政(zheng)府(fu)為(wei)(wei)主(zhu)(zhu)(zhu)、以公(gong)辦學(xue)(xue)(xue)(xue)(xue)校(xiao)為(wei)(wei)主(zhu)(zhu)(zhu)的(de)(de)要(yao)(yao)求,進一步保障(zhang)學(xue)(xue)(xue)(xue)(xue)位(wei)供(gong)(gong)給(gei)、完(wan)善招生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制(zhi)。各區(qu)要(yao)(yao)加強組(zu)織領導(dao)和(he)(he)(he)(he)(he)統籌協(xie)調(diao),成立義務(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)招生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)領導(dao)小組(zu),主(zhu)(zhu)(zhu)管區(qu)領導(dao)為(wei)(wei)組(zu)長,及時(shi)(shi)(shi)妥善處理本(ben)區(qu)義務(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)招生(sheng)(sheng)(sheng)中(zhong)的(de)(de)熱(re)點難(nan)點問(wen)(wen)題(ti),定(ding)(ding)期召開招生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)聯(lian)席會議,建(jian)立長效(xiao)協(xie)調(diao)工(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制(zhi)。各區(qu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)行政(zheng)部(bu)(bu)門(men)要(yao)(yao)切實(shi)加強對義務(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)招生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)組(zu)織和(he)(he)(he)(he)(he)管理,做好學(xue)(xue)(xue)(xue)(xue)位(wei)預(yu)測,及時(shi)(shi)(shi)公(gong)布學(xue)(xue)(xue)(xue)(xue)位(wei)供(gong)(gong)需情況,制(zhi)定(ding)(ding)和(he)(he)(he)(he)(he)落實(shi)招生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)方(fang)案和(he)(he)(he)(he)(he)應急(ji)預(yu)案,做好網上招生(sheng)(sheng)(sheng)報名的(de)(de)組(zu)織工(gong)(gong)作(zuo)(zuo)(zuo),指導(dao)所(suo)屬(shu)學(xue)(xue)(xue)(xue)(xue)校(xiao)及時(shi)(shi)(shi)、妥善處理招生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)中(zhong)出(chu)現的(de)(de)信訪維(wei)穩問(wen)(wen)題(ti);要(yao)(yao)加強與(yu)相關(guan)部(bu)(bu)門(men)的(de)(de)溝通和(he)(he)(he)(he)(he)聯(lian)系,充分利用現代(dai)信息技術手段(duan)(duan)實(shi)施多部(bu)(bu)門(men)聯(lian)網審(shen)核驗證,共同做好適齡兒(er)童(tong)、少(shao)年的(de)(de)就讀(du)與(yu)免費(fei)資格驗核工(gong)(gong)作(zuo)(zuo)(zuo);各區(qu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)行政(zheng)部(bu)(bu)門(men)和(he)(he)(he)(he)(he)中(zhong)小學(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)(yao)建(jian)立招生(sheng)(sheng)(sheng)監察機(ji)構并公(gong)布咨詢、監督電話(hua)。各義務(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)階段(duan)(duan)學(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)(yao)規(gui)(gui)范招生(sheng)(sheng)(sheng)程序,指導(dao)適齡兒(er)童(tong)、少(shao)年的(de)(de)家長按(an)時(shi)(shi)(shi)申請學(xue)(xue)(xue)(xue)(xue)位(wei),按(an)要(yao)(yao)求及時(shi)(shi)(shi)、準確(que)提供(gong)(gong)就讀(du)信息材料,嚴(yan)把新生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)關(guan)。

  在就近入(ru)學(xue)(xue)、免試入(ru)學(xue)(xue)、積分入(ru)學(xue)(xue)政策前提(ti)下(xia),鼓(gu)勵各區積極(ji)探索(suo)學(xue)(xue)區制招(zhao)生(sheng)辦法(fa)。要(yao)積極(ji)推(tui)進(jin)融合教育,依(yi)法(fa)保障能(neng)夠接受普通教育的(de)適齡殘疾兒(er)童、少(shao)年就近就便隨(sui)班(ban)(ban)(ban)就讀。努力推(tui)進(jin)義務教育優質均衡發展,嚴格(ge)(ge)按(an)照國家規定的(de)班(ban)(ban)(ban)額標準招(zhao)生(sheng),嚴格(ge)(ge)控制存(cun)在大班(ban)(ban)(ban)額、大校額學(xue)(xue)校的(de)招(zhao)生(sheng)計(ji)劃。積極(ji)采(cai)取措施消除(chu)大班(ban)(ban)(ban)額,對現存(cun)大班(ban)(ban)(ban)額、大校額學(xue)(xue)校要(yao)嚴控轉學(xue)(xue)插班(ban)(ban)(ban),逐步(bu)消化存(cun)量(liang),嚴格(ge)(ge)控制增量(liang)。

  堅(jian)持(chi)“屬(shu)地管理(li),以區(qu)為主”的(de)(de)原則(ze),市(shi)局直屬(shu)學校(xiao)義務教(jiao)育階段新生(sheng)招(zhao)生(sheng)工作(zuo)納入所在(zai)區(qu)教(jiao)育行政部門統一管理(li)。逐步壓縮特長(chang)(chang)生(sheng)招(zhao)生(sheng)規(gui)模,直至2020年(nian)前取消各類特長(chang)(chang)生(sheng)招(zhao)生(sheng)。2018年(nian),經(jing)批(pi)準招(zhao)收特長(chang)(chang)生(sheng)的(de)(de)直屬(shu)學校(xiao),就近在(zai)所在(zai)區(qu)域內的(de)(de)小學應(ying)屆畢(bi)業(ye)生(sheng)中選拔(ba)。

  三、規范義務教育階段民辦學校招生行為

  (一)加強(qiang)對義(yi)務教(jiao)育階(jie)段民辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)指導和管理。各區(qu)教(jiao)育行政(zheng)部(bu)門(men)要根據學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)實際(ji)情況(kuang)(kuang)核(he)準招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)和招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍。民辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應在核(he)定的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)和范(fan)圍內招(zhao)(zhao)生(sheng)(sheng)(sheng),有寄宿條件的(de)民辦(ban)初中學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)可跨區(qu)招(zhao)(zhao)生(sheng)(sheng)(sheng)。義(yi)務教(jiao)育階(jie)段民辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)與公辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)統一招(zhao)(zhao)生(sheng)(sheng)(sheng)平臺(tai),同步招(zhao)(zhao)生(sheng)(sheng)(sheng)。民辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)制定的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)方案,報(bao)所屬區(qu)教(jiao)育行政(zheng)部(bu)門(men)審核(he)后實施(shi)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)依法自主(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)簡(jian)章及公告,通過學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)網站向社(she)會公布,同時向所在區(qu)教(jiao)育行政(zheng)部(bu)門(men)備案。民辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)簡(jian)章公開(kai)內容應包括學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)情況(kuang)(kuang)、招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)、招(zhao)(zhao)生(sheng)(sheng)(sheng)程序、面談(tan)范(fan)圍、收(shou)費標準、“三個承(cheng)諾”(不提前開(kai)展報(bao)名和面談(tan)等工作、不收(shou)取各種特制的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)個人簡(jian)歷(li)及各類獲獎證(zheng)書、招(zhao)(zhao)生(sheng)(sheng)(sheng)錄(lu)取不與任何社(she)會培訓機構掛鉤(gou))等。民辦(ban)中小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)不得提前組(zu)織面向幼兒園大班幼兒、小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)畢業生(sheng)(sheng)(sheng)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)宣講(jiang)或變相遴選學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)。

  (二)規范義務教(jiao)(jiao)育階段民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)招生(sheng)(sheng)程(cheng)序(xu)。義務教(jiao)(jiao)育階段民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)招生(sheng)(sheng)一律禁(jin)(jin)止筆試(shi)。各區(qu)(qu)教(jiao)(jiao)育行(xing)政部(bu)門要規范民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)招生(sheng)(sheng)面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)程(cheng)序(xu)。民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)要將面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)方(fang)(fang)案(包(bao)(bao)括面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)方(fang)(fang)式、面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)題目等(deng)(deng)(deng))密封并(bing)加蓋密封章封存后,報所(suo)在教(jiao)(jiao)育行(xing)政部(bu)門備查。民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)僅可組織(zhi)一輪面(mian)(mian)(mian)談(tan)(tan)(tan)(tan),嚴禁(jin)(jin)組織(zhi)兩(liang)(liang)輪及(ji)(ji)以(yi)上的(de)(de)面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)。要規范面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)程(cheng)序(xu)和(he)方(fang)(fang)法,面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)應(ying)(ying)結合(he)本(ben)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)理念(nian)與辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)特點,通過活動考察(cha)(cha)、面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)交(jiao)流等(deng)(deng)(deng)方(fang)(fang)式,從行(xing)為(wei)習(xi)(xi)慣、學(xue)(xue)習(xi)(xi)習(xi)(xi)慣、團隊合(he)作(zuo)、實踐(jian)能力(li)、身心素質(zhi)、興趣愛好、家庭(ting)教(jiao)(jiao)育等(deng)(deng)(deng)方(fang)(fang)面(mian)(mian)(mian),選擇符合(he)條(tiao)件的(de)(de)學(xue)(xue)生(sheng)(sheng)。民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)應(ying)(ying)安(an)排面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)全(quan)程(cheng)錄音錄像,作(zuo)為(wei)履行(xing)規范招生(sheng)(sheng)的(de)(de)證據。嚴禁(jin)(jin)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)利用面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)進行(xing)任何形式的(de)(de)學(xue)(xue)科知(zhi)識考試(shi)或(huo)(huo)測試(shi)。嚴禁(jin)(jin)對報讀民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)的(de)(de)學(xue)(xue)生(sheng)(sheng)家長(chang)組織(zhi)任何形式的(de)(de)測評(ping)、調(diao)研(yan)等(deng)(deng)(deng)活動。民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)的(de)(de)面(mian)(mian)(mian)談(tan)(tan)(tan)(tan)過程(cheng)應(ying)(ying)向市和(he)區(qu)(qu)兩(liang)(liang)級教(jiao)(jiao)育行(xing)政、督導、監(jian)察(cha)(cha)部(bu)門以(yi)及(ji)(ji)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)家委會(hui)代表等(deng)(deng)(deng)公開,自覺(jue)接受社會(hui)監(jian)督。民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)舉辦(ban)(ban)(ban)(ban)(ban)的(de)(de)“校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)園開放日”向社區(qu)(qu)學(xue)(xue)生(sheng)(sheng)及(ji)(ji)其(qi)家長(chang)展(zhan)示學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)理念(nian)、課程(cheng)設置(zhi)、師資水平、辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)特色(se)時,不(bu)得(de)(de)同時組織(zhi)學(xue)(xue)生(sheng)(sheng)報名,不(bu)得(de)(de)組織(zhi)測試(shi)或(huo)(huo)面(mian)(mian)(mian)談(tan)(tan)(tan)(tan),不(bu)得(de)(de)收取學(xue)(xue)生(sheng)(sheng)任何形式的(de)(de)簡歷(包(bao)(bao)含各類證書)等(deng)(deng)(deng)材(cai)料,也不(bu)得(de)(de)留下(xia)家長(chang)的(de)(de)聯系方(fang)(fang)式。

  四、加強普通高中招生教育管理

  積極探索基于(yu)初中學(xue)(xue)(xue)業(ye)水(shui)平考(kao)試成績(ji)、結合(he)(he)(he)綜合(he)(he)(he)表(biao)現評價的(de)高(gao)中階段學(xue)(xue)(xue)校(xiao)(xiao)(xiao)考(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模(mo)式。根(gen)據國家有(you)關規定嚴(yan)格控制加分項目和(he)分值,健(jian)全考(kao)生(sheng)(sheng)(sheng)加分資(zi)格審核公(gong)示制度,體育(yu)、藝術和(he)科(ke)技類等(deng)相關特長和(he)表(biao)現記入(ru)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)綜合(he)(he)(he)表(biao)現評價檔(dang)案。繼續推進優質(zhi)高(gao)中指標到(dao)(dao)校(xiao)(xiao)(xiao)改革,完(wan)善(shan)優質(zhi)高(gao)中招(zhao)(zhao)生(sheng)(sheng)(sheng)名(ming)額合(he)(he)(he)理分配到(dao)(dao)初中學(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)辦(ban)法,2018年,優質(zhi)高(gao)中指標到(dao)(dao)校(xiao)(xiao)(xiao)比例為50%。依法規范(fan)民辦(ban)普通高(gao)中招(zhao)(zhao)生(sheng)(sheng)(sheng)行為,根(gen)據核定的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃和(he)確定的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍(wei)加強監管,并與公(gong)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)同(tong)步招(zhao)(zhao)生(sheng)(sheng)(sheng)。嚴(yan)禁擅(shan)自提(ti)前招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁違(wei)規跨市招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)生(sheng)(sheng)(sheng)亂收費和(he)有(you)償招(zhao)(zhao)生(sheng)(sheng)(sheng),維(wei)護正常的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)秩序。做好進城務工(gong)人員隨遷子女(nv)(nv)接受(shou)(shou)義務教育(yu)后(hou)在我(wo)市參加升學(xue)(xue)(xue)考(kao)試工(gong)作,完(wan)善(shan)學(xue)(xue)(xue)位建(jian)設機(ji)制,合(he)(he)(he)理配置教育(yu)資(zi)源,通過信息技術手段方便隨遷子女(nv)(nv)報考(kao),保(bao)障隨遷子女(nv)(nv)公(gong)平享受(shou)(shou)教育(yu)權(quan)利和(he)升學(xue)(xue)(xue)機(ji)會

  五、加強宣傳引導

  堅持(chi)陽光(guang)招(zhao)生(sheng),加強(qiang)宣(xuan)(xuan)傳(chuan)(chuan)引導。市、區(qu)教育(yu)部門(men)要(yao)(yao)編印(yin)宣(xuan)(xuan)傳(chuan)(chuan)手冊和宣(xuan)(xuan)傳(chuan)(chuan)畫報等資(zi)料,多渠道多形式開展招(zhao)生(sheng)宣(xuan)(xuan)傳(chuan)(chuan)工(gong)作(zuo)。各區(qu)要(yao)(yao)召開新聞通氣(qi)會,解(jie)讀本區(qu)義務教育(yu)招(zhao)生(sheng)積分入(ru)學細則,要(yao)(yao)在門(men)戶網站、官方微(wei)(wei)博、官方微(wei)(wei)信(xin)等媒(mei)介宣(xuan)(xuan)傳(chuan)(chuan)。要(yao)(yao)組織召開幼兒園、小學家長會議,積極主動宣(xuan)(xuan)傳(chuan)(chuan),要(yao)(yao)聯系社區(qu)工(gong)作(zuo)站協助宣(xuan)(xuan)傳(chuan)(chuan),切實做好(hao)招(zhao)生(sheng)宣(xuan)(xuan)傳(chuan)(chuan)工(gong)作(zuo)。對群眾關(guan)注的(de)教育(yu)熱點(dian)難點(dian)重點(dian)問(wen)題,各區(qu)教育(yu)行政(zheng)部門(men)要(yao)(yao)摸清摸準,及時(shi)做好(hao)針對性的(de)宣(xuan)(xuan)傳(chuan)(chuan)解(jie)釋工(gong)作(zuo)。

  六、加強監督檢查

  (一(yi))嚴(yan)(yan)格落實教(jiao)(jiao)育(yu)部“十項嚴(yan)(yan)禁(jin)(jin)(jin)”紀律要求。嚴(yan)(yan)禁(jin)(jin)(jin)無計劃、超計劃組(zu)織(zhi)招(zhao)生(sheng)(sheng),招(zhao)生(sheng)(sheng)結束后,學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)不得(de)擅自招(zhao)收(shou)已被其他(ta)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)錄取(qu)(qu)的(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng);嚴(yan)(yan)禁(jin)(jin)(jin)自行(xing)(xing)組(zu)織(zhi)或與(yu)社會培(pei)訓(xun)機(ji)構(gou)聯(lian)合(he)組(zu)織(zhi)以選拔生(sheng)(sheng)源(yuan)為(wei)目的(de)(de)的(de)(de)各(ge)類(lei)考(kao)(kao)(kao)(kao)試,或采用社會培(pei)訓(xun)機(ji)構(gou)自行(xing)(xing)組(zu)織(zhi)的(de)(de)各(ge)類(lei)考(kao)(kao)(kao)(kao)試結果;嚴(yan)(yan)禁(jin)(jin)(jin)提前組(zu)織(zhi)招(zhao)生(sheng)(sheng),變(bian)相“掐尖(jian)”選生(sheng)(sheng)源(yuan);嚴(yan)(yan)禁(jin)(jin)(jin)公辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)與(yu)民辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)混合(he)招(zhao)生(sheng)(sheng)、混合(he)編班;嚴(yan)(yan)禁(jin)(jin)(jin)以高(gao)(gao)(gao)額物質獎(jiang)勵、虛假宣傳等(deng)不正當手段(duan)招(zhao)攬生(sheng)(sheng)源(yuan);嚴(yan)(yan)禁(jin)(jin)(jin)任(ren)何學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)取(qu)(qu)或變(bian)相收(shou)取(qu)(qu)與(yu)入(ru)學(xue)(xue)(xue)(xue)(xue)掛(gua)鉤的(de)(de)“捐資助學(xue)(xue)(xue)(xue)(xue)款”;嚴(yan)(yan)禁(jin)(jin)(jin)義務(wu)教(jiao)(jiao)育(yu)階段(duan)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)以各(ge)類(lei)競(jing)賽證(zheng)書(shu)、學(xue)(xue)(xue)(xue)(xue)科競(jing)賽成(cheng)績(ji)或考(kao)(kao)(kao)(kao)級證(zheng)明等(deng)作為(wei)招(zhao)生(sheng)(sheng)依據;嚴(yan)(yan)禁(jin)(jin)(jin)義務(wu)教(jiao)(jiao)育(yu)階段(duan)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)設立任(ren)何名義的(de)(de)重點班、快(kuai)慢班;嚴(yan)(yan)禁(jin)(jin)(jin)初高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)對學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)進行(xing)(xing)中(zhong)(zhong)高(gao)(gao)(gao)考(kao)(kao)(kao)(kao)成(cheng)績(ji)排名、宣傳中(zhong)(zhong)高(gao)(gao)(gao)考(kao)(kao)(kao)(kao)狀元和(he)升學(xue)(xue)(xue)(xue)(xue)率,教(jiao)(jiao)育(yu)行(xing)(xing)政部門也不得(de)對學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)中(zhong)(zhong)高(gao)(gao)(gao)考(kao)(kao)(kao)(kao)情況進行(xing)(xing)排名,以及(ji)向學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)提供非本校(xiao)(xiao)(xiao)(xiao)的(de)(de)中(zhong)(zhong)高(gao)(gao)(gao)考(kao)(kao)(kao)(kao)成(cheng)績(ji)數(shu)據;嚴(yan)(yan)禁(jin)(jin)(jin)出現人(ren)籍(ji)(ji)分離、空(kong)掛(gua)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)、學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)造假等(deng)現象,不得(de)為(wei)違規跨區域招(zhao)收(shou)的(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)和(he)違規轉(zhuan)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)辦(ban)理學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)轉(zhuan)接。

  (二)全面強化監(jian)督問責。各區要完善違紀(ji)舉(ju)報和申訴受理機(ji)制,嚴肅查處(chu)違規違紀(ji)行為(wei)。對于造成不良(liang)影(ying)響或嚴重后(hou)果的學校(xiao),視情(qing)節(jie)輕重給(gei)予(yu)約談、通報批評、追究(jiu)相關(guan)人員責任等處(chu)罰。對于民辦(ban)學校(xiao),還(huan)可(ke)依照(zhao)有關(guan)規定給(gei)予(yu)減少下(xia)一年(nian)度招(zhao)生計劃、停止當年(nian)招(zhao)生直至(zhi)吊銷辦(ban)學許可(ke)證的處(chu)罰。市教(jiao)育(yu)部門將于2018年(nian)秋(qiu)季開(kai)學后(hou)兩(liang)周(zhou)內,開(kai)展(zhan)義(yi)務教(jiao)育(yu)招(zhao)生工作專項檢查,對存在嚴重違規招(zhao)生行為(wei)的學校(xiao)要予(yu)以通報。
