  為深(shen)入貫徹落實習近平新時(shi)代中(zhong)(zhong)國特色社會主義思想和(he)黨的(de)十九大(da)精神,努力讓每個(ge)孩子都能(neng)享有(you)公平而有(you)質(zhi)量的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu),根據《中(zhong)(zhong)華人民(min)共和(he)國義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)法》和(he)《教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)部辦公廳(ting)(ting)關于做好2018年(nian)(nian)普通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)招(zhao)生入學(xue)工(gong)作(zuo)的(de)通(tong)(tong)知(zhi)》(教(jiao)(jiao)(jiao)(jiao)(jiao)基廳(ting)(ting)〔2018〕5號(hao))、《廣(guang)東省(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)廳(ting)(ting)轉發關于做好2018年(nian)(nian)普通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)招(zhao)生入學(xue)工(gong)作(zuo)的(de)通(tong)(tong)知(zhi)》(粵教(jiao)(jiao)(jiao)(jiao)(jiao)基函(han)〔2018〕34號(hao))及《深(shen)圳市非深(shen)戶籍人員子女接(jie)受義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)管理辦法》(深(shen)府規〔2018〕3號(hao))要求,現就做好我(wo)市2018年(nian)(nian)度(du)普通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)招(zhao)生入學(xue)工(gong)作(zuo)通(tong)(tong)知(zhi)如下:

  一、統籌制定義務教育招生工作方案

  各區(含新區,下同(tong))要認真貫徹教(jiao)(jiao)(jiao)育(yu)部(bu)、省教(jiao)(jiao)(jiao)育(yu)廳印發的關(guan)于做好(hao)(hao)2018年普通中(zhong)小學(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)工(gong)(gong)作的通知要求(qiu),領會新時代對教(jiao)(jiao)(jiao)育(yu)工(gong)(gong)作的新理(li)(li)念(nian)、新要求(qiu),結合本地實(shi)際,制定義務教(jiao)(jiao)(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作方(fang)案,將義務教(jiao)(jiao)(jiao)育(yu)階段(duan)民(min)辦學(xue)(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)工(gong)(gong)作納(na)入(ru)各區教(jiao)(jiao)(jiao)育(yu)行(xing)政部(bu)門統(tong)一(yi)管理(li)(li),統(tong)籌做好(hao)(hao)義務教(jiao)(jiao)(jiao)育(yu)階段(duan)公辦和(he)民(min)辦學(xue)(xue)(xue)校、戶籍學(xue)(xue)(xue)齡(ling)人口和(he)隨遷子(zi)女的招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)工(gong)(gong)作,破解存在的熱點難(nan)點問題(ti),確(que)保(bao)招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)平穩有序,促進教(jiao)(jiao)(jiao)育(yu)公平,不斷提升(sheng)教(jiao)(jiao)(jiao)育(yu)治(zhi)理(li)(li)水平。

  二、嚴格執行義務教育免試就近入學要求

  (一)堅持免試就近入(ru)學(xue)。各(ge)義務教育階段(duan)公辦學(xue)校(xiao)(xiao)要(yao)(yao)嚴格實行(xing)免試就近入(ru)學(xue)制度。各(ge)區(qu)要(yao)(yao)合理確(que)定招生(sheng)片(pian)(pian)區(qu),根據適齡(ling)兒童人數、學(xue)校(xiao)(xiao)分布、所在社區(qu)、學(xue)校(xiao)(xiao)規模、交(jiao)通(tong)狀況等(deng)因素,按照就近入(ru)學(xue)的(de)原(yuan)則,為每所義務教育學(xue)校(xiao)(xiao)劃定片(pian)(pian)區(qu)范圍。義務教育階段(duan)學(xue)校(xiao)(xiao)應當(dang)公示招生(sheng)政策、招生(sheng)計劃、招生(sheng)片(pian)(pian)區(qu)、招生(sheng)程(cheng)序、招生(sheng)結果、新生(sheng)名單(dan)、咨詢投訴電話,不得擅自(zi)跨(kua)片(pian)(pian)區(qu)招生(sheng),不得擅自(zi)接收學(xue)生(sheng)跨(kua)片(pian)(pian)區(qu)擇(ze)校(xiao)(xiao)就讀。

  (二)堅(jian)持教育公平(ping)(ping),完善積(ji)分(fen)入(ru)(ru)學政策(ce)。堅(jian)持教育公平(ping)(ping),堅(jian)持城(cheng)市治(zhi)理(li)要(yao)求,以(yi)居住證作為主要(yao)入(ru)(ru)學依據,各(ge)區(qu)要(yao)在總結以(yi)往(wang)經驗和做法(fa)的(de)基礎(chu)上,結合本區(qu)實際,進(jin)一步優化和完善積(ji)分(fen)入(ru)(ru)學實施細則,合理(li)設(she)置積(ji)分(fen)類別、項目、標(biao)準(zhun)(zhun)和分(fen)值,并根據積(ji)分(fen)情況和招生計劃安排學位,實施過程中要(yao)做到積(ji)分(fen)標(biao)準(zhun)(zhun)、積(ji)分(fen)結果(guo)、學位安排“三(san)公開”。各(ge)區(qu)教育行政部門制定的(de)積(ji)分(fen)入(ru)(ru)學細則要(yao)在招生工作實施前報市教育局備(bei)案。

  (三)堅持“屬(shu)地(di)管(guan)理(li)(li)(li),以區(qu)(qu)為(wei)(wei)(wei)主(zhu)”的(de)(de)原則。根據(ju)《義(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)法》的(de)(de)規定(ding)(ding),義(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)實行(xing)縣(xian)(區(qu)(qu))政(zheng)(zheng)府(fu)為(wei)(wei)(wei)主(zhu)的(de)(de)管(guan)理(li)(li)(li)體(ti)制,各(ge)區(qu)(qu)政(zheng)(zheng)府(fu)作為(wei)(wei)(wei)發展(zhan)和(he)管(guan)理(li)(li)(li)義(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)責任主(zhu)體(ti)和(he)行(xing)為(wei)(wei)(wei)主(zhu)體(ti),要(yao)按照國務(wu)(wu)(wu)(wu)(wu)院關(guan)于義(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)以流入地(di)政(zheng)(zheng)府(fu)為(wei)(wei)(wei)主(zhu)、以公辦(ban)學校為(wei)(wei)(wei)主(zhu)的(de)(de)要(yao)求(qiu),進(jin)一(yi)步(bu)保障學位(wei)(wei)供給、完善招生(sheng)(sheng)工(gong)(gong)作機(ji)制。各(ge)區(qu)(qu)要(yao)加強(qiang)組(zu)(zu)(zu)織領導和(he)統(tong)籌協(xie)調(diao),成立義(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)招生(sheng)(sheng)工(gong)(gong)作領導小組(zu)(zu)(zu),主(zhu)管(guan)區(qu)(qu)領導為(wei)(wei)(wei)組(zu)(zu)(zu)長,及(ji)時妥善處理(li)(li)(li)本區(qu)(qu)義(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)招生(sheng)(sheng)中(zhong)的(de)(de)熱(re)點難點問(wen)題,定(ding)(ding)期召開招生(sheng)(sheng)工(gong)(gong)作聯(lian)席(xi)會(hui)議,建立長效協(xie)調(diao)工(gong)(gong)作機(ji)制。各(ge)區(qu)(qu)教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)部門要(yao)切實加強(qiang)對義(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)招生(sheng)(sheng)工(gong)(gong)作的(de)(de)組(zu)(zu)(zu)織和(he)管(guan)理(li)(li)(li),做(zuo)好學位(wei)(wei)預測,及(ji)時公布(bu)學位(wei)(wei)供需情況,制定(ding)(ding)和(he)落實招生(sheng)(sheng)工(gong)(gong)作方案(an)和(he)應急預案(an),做(zuo)好網上招生(sheng)(sheng)報名的(de)(de)組(zu)(zu)(zu)織工(gong)(gong)作,指導所屬(shu)學校及(ji)時、妥善處理(li)(li)(li)招生(sheng)(sheng)工(gong)(gong)作中(zhong)出現的(de)(de)信訪維穩問(wen)題;要(yao)加強(qiang)與相關(guan)部門的(de)(de)溝通和(he)聯(lian)系(xi),充分利用現代信息技(ji)術手(shou)段實施多部門聯(lian)網審核驗證,共同做(zuo)好適齡兒(er)童、少年(nian)的(de)(de)就讀與免費資格驗核工(gong)(gong)作;各(ge)區(qu)(qu)教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)部門和(he)中(zhong)小學校要(yao)建立招生(sheng)(sheng)監察機(ji)構并公布(bu)咨(zi)詢、監督電話。各(ge)義(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)階段學校要(yao)規范招生(sheng)(sheng)程序,指導適齡兒(er)童、少年(nian)的(de)(de)家長按時申請學位(wei)(wei),按要(yao)求(qiu)及(ji)時、準確提(ti)供就讀信息材料,嚴把新生(sheng)(sheng)入學關(guan)。

  在就(jiu)近入(ru)(ru)學、免試入(ru)(ru)學、積(ji)分入(ru)(ru)學政策前提下,鼓勵各(ge)區(qu)積(ji)極(ji)(ji)探索學區(qu)制招生(sheng)辦法(fa)。要積(ji)極(ji)(ji)推(tui)進融合教育,依法(fa)保障能夠接(jie)受普通教育的適齡殘(can)疾兒童、少年就(jiu)近就(jiu)便(bian)隨(sui)班(ban)(ban)就(jiu)讀(du)。努力推(tui)進義務教育優(you)質均衡發展,嚴(yan)格(ge)按(an)照國家規(gui)定的班(ban)(ban)額標準招生(sheng),嚴(yan)格(ge)控(kong)制存(cun)在大(da)班(ban)(ban)額、大(da)校額學校的招生(sheng)計劃(hua)。積(ji)極(ji)(ji)采(cai)取措施消(xiao)除大(da)班(ban)(ban)額,對(dui)現存(cun)大(da)班(ban)(ban)額、大(da)校額學校要嚴(yan)控(kong)轉學插班(ban)(ban),逐步消(xiao)化存(cun)量,嚴(yan)格(ge)控(kong)制增(zeng)量。

  堅(jian)持“屬(shu)地管理(li),以區(qu)(qu)為主”的(de)(de)原則(ze),市局直屬(shu)學(xue)(xue)校(xiao)義務教育(yu)階(jie)段新生(sheng)(sheng)招生(sheng)(sheng)工作納入所在(zai)區(qu)(qu)教育(yu)行政部門統一管理(li)。逐步(bu)壓縮特(te)長(chang)生(sheng)(sheng)招生(sheng)(sheng)規模,直至2020年(nian)前取消各類特(te)長(chang)生(sheng)(sheng)招生(sheng)(sheng)。2018年(nian),經批準(zhun)招收特(te)長(chang)生(sheng)(sheng)的(de)(de)直屬(shu)學(xue)(xue)校(xiao),就(jiu)近(jin)在(zai)所在(zai)區(qu)(qu)域內的(de)(de)小(xiao)學(xue)(xue)應屆(jie)畢業(ye)生(sheng)(sheng)中選拔。

  三、規范義務教育階段民辦學校招生行為

  (一)加強對義(yi)務(wu)教育(yu)(yu)階(jie)段民辦學(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)指導(dao)和管理。各區(qu)教育(yu)(yu)行政部(bu)(bu)門要(yao)根據學(xue)校(xiao)的(de)(de)實(shi)際情況核(he)準(zhun)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃和招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范圍。民辦學(xue)校(xiao)應在核(he)定(ding)的(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃和范圍內招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),有(you)寄(ji)宿(su)條件的(de)(de)民辦初中學(xue)校(xiao)可跨區(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。義(yi)務(wu)教育(yu)(yu)階(jie)段民辦學(xue)校(xiao)與(yu)公辦學(xue)校(xiao)統(tong)一招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)平臺,同步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。民辦學(xue)校(xiao)制定(ding)的(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方案(an),報所屬區(qu)教育(yu)(yu)行政部(bu)(bu)門審核(he)后實(shi)施(shi)。學(xue)校(xiao)依(yi)法(fa)自主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)簡章及公告(gao),通過(guo)學(xue)校(xiao)網站向社會公布,同時向所在區(qu)教育(yu)(yu)行政部(bu)(bu)門備案(an)。民辦學(xue)校(xiao)的(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)簡章公開內容應包括學(xue)校(xiao)辦學(xue)情況、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)程序、面談范圍、收費(fei)標準(zhun)、“三個(ge)承諾(nuo)”(不(bu)提(ti)前開展報名和面談等工作、不(bu)收取各種特制的(de)(de)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)個(ge)人簡歷及各類獲獎證書、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取不(bu)與(yu)任何社會培訓(xun)機構(gou)掛鉤)等。民辦中小(xiao)學(xue)不(bu)得提(ti)前組織面向幼(you)兒(er)園大班幼(you)兒(er)、小(xiao)學(xue)畢業生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)宣講或變相遴選(xuan)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)。

  (二)規范(fan)義務教(jiao)育(yu)(yu)(yu)(yu)階段(duan)民辦(ban)(ban)學(xue)(xue)(xue)(xue)校招生(sheng)(sheng)程(cheng)序。義務教(jiao)育(yu)(yu)(yu)(yu)階段(duan)民辦(ban)(ban)中小學(xue)(xue)(xue)(xue)招生(sheng)(sheng)一律(lv)禁(jin)止筆試(shi)。各區教(jiao)育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)門要規范(fan)民辦(ban)(ban)中小學(xue)(xue)(xue)(xue)招生(sheng)(sheng)面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)程(cheng)序。民辦(ban)(ban)中小學(xue)(xue)(xue)(xue)要將面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)方(fang)案(包括面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)方(fang)式(shi)(shi)(shi)(shi)、面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)題目等(deng)(deng)(deng))密封(feng)并加蓋(gai)密封(feng)章封(feng)存(cun)后,報(bao)所(suo)在(zai)教(jiao)育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)門備查。民辦(ban)(ban)學(xue)(xue)(xue)(xue)校僅可組(zu)(zu)(zu)織一輪面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan),嚴禁(jin)組(zu)(zu)(zu)織兩(liang)輪及以上的(de)面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)。要規范(fan)面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)程(cheng)序和(he)方(fang)法(fa),面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)應結合(he)本校辦(ban)(ban)學(xue)(xue)(xue)(xue)理念(nian)與辦(ban)(ban)學(xue)(xue)(xue)(xue)特(te)(te)點,通(tong)過活(huo)動考(kao)(kao)察(cha)、面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)交流等(deng)(deng)(deng)方(fang)式(shi)(shi)(shi)(shi),從(cong)行(xing)(xing)為(wei)習(xi)慣(guan)、學(xue)(xue)(xue)(xue)習(xi)習(xi)慣(guan)、團隊合(he)作(zuo)、實踐能(neng)力、身心(xin)素質、興趣愛好、家(jia)庭教(jiao)育(yu)(yu)(yu)(yu)等(deng)(deng)(deng)方(fang)面(mian)(mian)(mian)(mian),選擇符合(he)條件(jian)的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)。民辦(ban)(ban)學(xue)(xue)(xue)(xue)校應安排面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)全程(cheng)錄音錄像,作(zuo)為(wei)履行(xing)(xing)規范(fan)招生(sheng)(sheng)的(de)證據。嚴禁(jin)學(xue)(xue)(xue)(xue)校利用(yong)面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)進行(xing)(xing)任(ren)(ren)何形(xing)式(shi)(shi)(shi)(shi)的(de)學(xue)(xue)(xue)(xue)科知(zhi)識考(kao)(kao)試(shi)或測(ce)試(shi)。嚴禁(jin)對報(bao)讀(du)民辦(ban)(ban)學(xue)(xue)(xue)(xue)校的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)家(jia)長組(zu)(zu)(zu)織任(ren)(ren)何形(xing)式(shi)(shi)(shi)(shi)的(de)測(ce)評、調(diao)研等(deng)(deng)(deng)活(huo)動。民辦(ban)(ban)學(xue)(xue)(xue)(xue)校的(de)面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan)過程(cheng)應向市和(he)區兩(liang)級教(jiao)育(yu)(yu)(yu)(yu)行(xing)(xing)政、督導、監(jian)(jian)察(cha)部(bu)門以及學(xue)(xue)(xue)(xue)校家(jia)委(wei)會(hui)代表等(deng)(deng)(deng)公(gong)開,自覺(jue)接受(shou)社(she)會(hui)監(jian)(jian)督。民辦(ban)(ban)中小學(xue)(xue)(xue)(xue)舉辦(ban)(ban)的(de)“校園開放日”向社(she)區學(xue)(xue)(xue)(xue)生(sheng)(sheng)及其家(jia)長展(zhan)示(shi)學(xue)(xue)(xue)(xue)校辦(ban)(ban)學(xue)(xue)(xue)(xue)理念(nian)、課程(cheng)設置、師資(zi)水平、辦(ban)(ban)學(xue)(xue)(xue)(xue)特(te)(te)色(se)時(shi),不(bu)(bu)得同時(shi)組(zu)(zu)(zu)織學(xue)(xue)(xue)(xue)生(sheng)(sheng)報(bao)名(ming),不(bu)(bu)得組(zu)(zu)(zu)織測(ce)試(shi)或面(mian)(mian)(mian)(mian)談(tan)(tan)(tan)(tan)(tan),不(bu)(bu)得收取學(xue)(xue)(xue)(xue)生(sheng)(sheng)任(ren)(ren)何形(xing)式(shi)(shi)(shi)(shi)的(de)簡歷(包含各類證書)等(deng)(deng)(deng)材料,也(ye)不(bu)(bu)得留(liu)下家(jia)長的(de)聯系方(fang)式(shi)(shi)(shi)(shi)。

  四、加強普通高中招生教育管理

  積極探索基于初中(zhong)學(xue)業(ye)水平(ping)考(kao)試成績、結合(he)(he)綜合(he)(he)表現(xian)評價的(de)高中(zhong)階(jie)段學(xue)校考(kao)試招(zhao)生(sheng)(sheng)錄取模式(shi)。根據國家有(you)關規定嚴格(ge)控(kong)制(zhi)(zhi)加(jia)分(fen)項(xiang)目和分(fen)值,健(jian)全考(kao)生(sheng)(sheng)加(jia)分(fen)資格(ge)審核(he)公(gong)示(shi)制(zhi)(zhi)度,體育、藝(yi)術和科技類等相關特長和表現(xian)記入(ru)學(xue)生(sheng)(sheng)綜合(he)(he)表現(xian)評價檔案(an)。繼續推(tui)進(jin)優質(zhi)高中(zhong)指(zhi)標(biao)到校改革,完(wan)善優質(zhi)高中(zhong)招(zhao)生(sheng)(sheng)名(ming)額合(he)(he)理分(fen)配(pei)(pei)到初中(zhong)學(xue)校的(de)招(zhao)生(sheng)(sheng)辦法,2018年,優質(zhi)高中(zhong)指(zhi)標(biao)到校比例為(wei)50%。依法規范民辦普通(tong)高中(zhong)招(zhao)生(sheng)(sheng)行為(wei),根據核(he)定的(de)招(zhao)生(sheng)(sheng)計劃和確(que)定的(de)招(zhao)生(sheng)(sheng)范圍加(jia)強(qiang)監管,并與公(gong)辦學(xue)校同步(bu)招(zhao)生(sheng)(sheng)。嚴禁(jin)擅自提前招(zhao)生(sheng)(sheng),嚴禁(jin)違規跨市招(zhao)生(sheng)(sheng),嚴禁(jin)招(zhao)生(sheng)(sheng)亂收費(fei)和有(you)償招(zhao)生(sheng)(sheng),維護正常的(de)招(zhao)生(sheng)(sheng)秩序(xu)。做(zuo)好進(jin)城務(wu)工人(ren)員隨(sui)遷子女接受(shou)義務(wu)教(jiao)育后在我市參加(jia)升學(xue)考(kao)試工作,完(wan)善學(xue)位建設機制(zhi)(zhi),合(he)(he)理配(pei)(pei)置教(jiao)育資源(yuan),通(tong)過信(xin)息技術手段方(fang)便隨(sui)遷子女報考(kao),保障隨(sui)遷子女公(gong)平(ping)享(xiang)受(shou)教(jiao)育權利和升學(xue)機會

  五、加強宣傳引導

  堅持陽光(guang)招生,加強(qiang)宣(xuan)傳(chuan)引(yin)導(dao)。市、區教育部門要(yao)編印宣(xuan)傳(chuan)手冊和宣(xuan)傳(chuan)畫報等資料,多(duo)渠道多(duo)形式開(kai)展招生宣(xuan)傳(chuan)工作。各區要(yao)召開(kai)新聞通(tong)氣會(hui),解讀本區義務教育招生積(ji)分入學(xue)細則,要(yao)在(zai)門戶網站(zhan)、官方(fang)微博、官方(fang)微信(xin)等媒(mei)介宣(xuan)傳(chuan)。要(yao)組織召開(kai)幼兒園、小學(xue)家長會(hui)議,積(ji)極主動宣(xuan)傳(chuan),要(yao)聯系(xi)社區工作站(zhan)協(xie)助宣(xuan)傳(chuan),切實做好(hao)招生宣(xuan)傳(chuan)工作。對(dui)群眾關(guan)注的教育熱(re)點難點重點問題,各區教育行政部門要(yao)摸清摸準,及時做好(hao)針對(dui)性的宣(xuan)傳(chuan)解釋工作。

  六、加強監督檢查

  (一)嚴(yan)(yan)(yan)格落(luo)實教育(yu)(yu)部“十(shi)項嚴(yan)(yan)(yan)禁(jin)(jin)(jin)”紀律要求。嚴(yan)(yan)(yan)禁(jin)(jin)(jin)無計劃、超(chao)計劃組(zu)(zu)織招(zhao)(zhao)(zhao)生(sheng),招(zhao)(zhao)(zhao)生(sheng)結束后,學(xue)(xue)校(xiao)(xiao)不(bu)得(de)擅(shan)自(zi)(zi)招(zhao)(zhao)(zhao)收已(yi)被其(qi)他學(xue)(xue)校(xiao)(xiao)錄取(qu)的(de)(de)學(xue)(xue)生(sheng);嚴(yan)(yan)(yan)禁(jin)(jin)(jin)自(zi)(zi)行(xing)組(zu)(zu)織或與(yu)社會培訓機構(gou)聯合(he)組(zu)(zu)織以選拔生(sheng)源為目的(de)(de)的(de)(de)各類(lei)考(kao)(kao)試,或采用社會培訓機構(gou)自(zi)(zi)行(xing)組(zu)(zu)織的(de)(de)各類(lei)考(kao)(kao)試結果;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)提(ti)前(qian)組(zu)(zu)織招(zhao)(zhao)(zhao)生(sheng),變(bian)相“掐尖(jian)”選生(sheng)源;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)公(gong)辦學(xue)(xue)校(xiao)(xiao)與(yu)民辦學(xue)(xue)校(xiao)(xiao)混合(he)招(zhao)(zhao)(zhao)生(sheng)、混合(he)編班(ban);嚴(yan)(yan)(yan)禁(jin)(jin)(jin)以高(gao)(gao)(gao)額物質(zhi)獎勵、虛假(jia)宣(xuan)傳(chuan)等不(bu)正當手(shou)段招(zhao)(zhao)(zhao)攬生(sheng)源;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)任(ren)何學(xue)(xue)校(xiao)(xiao)收取(qu)或變(bian)相收取(qu)與(yu)入學(xue)(xue)掛鉤的(de)(de)“捐資助學(xue)(xue)款”;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)義務(wu)教育(yu)(yu)階(jie)段學(xue)(xue)校(xiao)(xiao)以各類(lei)競(jing)賽證書、學(xue)(xue)科競(jing)賽成(cheng)績或考(kao)(kao)級證明(ming)等作為招(zhao)(zhao)(zhao)生(sheng)依據;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)義務(wu)教育(yu)(yu)階(jie)段學(xue)(xue)校(xiao)(xiao)設立任(ren)何名(ming)義的(de)(de)重點班(ban)、快慢(man)班(ban);嚴(yan)(yan)(yan)禁(jin)(jin)(jin)初高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)對學(xue)(xue)生(sheng)進行(xing)中(zhong)(zhong)高(gao)(gao)(gao)考(kao)(kao)成(cheng)績排名(ming)、宣(xuan)傳(chuan)中(zhong)(zhong)高(gao)(gao)(gao)考(kao)(kao)狀元和升學(xue)(xue)率(lv),教育(yu)(yu)行(xing)政部門也不(bu)得(de)對學(xue)(xue)校(xiao)(xiao)中(zhong)(zhong)高(gao)(gao)(gao)考(kao)(kao)情(qing)況進行(xing)排名(ming),以及向學(xue)(xue)校(xiao)(xiao)提(ti)供非本校(xiao)(xiao)的(de)(de)中(zhong)(zhong)高(gao)(gao)(gao)考(kao)(kao)成(cheng)績數據;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)出現(xian)人(ren)籍(ji)分離、空掛學(xue)(xue)籍(ji)、學(xue)(xue)籍(ji)造假(jia)等現(xian)象,不(bu)得(de)為違(wei)規(gui)跨(kua)區(qu)域(yu)招(zhao)(zhao)(zhao)收的(de)(de)學(xue)(xue)生(sheng)和違(wei)規(gui)轉(zhuan)學(xue)(xue)學(xue)(xue)生(sheng)辦理學(xue)(xue)籍(ji)轉(zhuan)接。

  (二)全(quan)面(mian)強化監督問責(ze)。各(ge)區要完善(shan)違(wei)(wei)(wei)紀舉報和申(shen)訴(su)受理機制,嚴(yan)肅查處(chu)違(wei)(wei)(wei)規(gui)違(wei)(wei)(wei)紀行為。對于(yu)(yu)造(zao)成不良(liang)影(ying)響或嚴(yan)重(zhong)后果的(de)學校,視情(qing)節(jie)輕重(zhong)給予(yu)約談(tan)、通報批評、追究相關(guan)人員(yuan)責(ze)任等處(chu)罰(fa)。對于(yu)(yu)民辦學校,還可依照有(you)關(guan)規(gui)定給予(yu)減(jian)少下一年(nian)度(du)招(zhao)生計劃(hua)、停止當年(nian)招(zhao)生直至(zhi)吊銷辦學許可證的(de)處(chu)罰(fa)。市教育部門將于(yu)(yu)2018年(nian)秋(qiu)季開(kai)學后兩周內,開(kai)展(zhan)義務(wu)教育招(zhao)生工(gong)作(zuo)專(zhuan)項檢查,對存在嚴(yan)重(zhong)違(wei)(wei)(wei)規(gui)招(zhao)生行為的(de)學校要予(yu)以通報。
