各區(qu)(新區(qu))、深汕特(te)別合作區(qu)教(jiao)育行政部門,市局直(zhi)屬各學校:
為深入貫徹黨(dang)的(de)(de)十九大精神,努力讓(rang)每個孩子(zi)都(dou)能(neng)享(xiang)有(you)(you)公平(ping)而有(you)(you)質量的(de)(de)教(jiao)育,根據《中(zhong)華人民共和國義務教(jiao)育法》和《教(jiao)育部辦(ban)公廳(ting)(ting)關(guan)于(yu)做(zuo)好2019年(nian)普(pu)通(tong)(tong)中(zhong)小(xiao)學(xue)(xue)(xue)招生入學(xue)(xue)(xue)工作的(de)(de)通(tong)(tong)知(zhi)(zhi)》(教(jiao)基廳(ting)(ting)〔2019〕1號(hao))、《廣東省教(jiao)育廳(ting)(ting)轉發關(guan)于(yu)做(zuo)好2019年(nian)普(pu)通(tong)(tong)中(zhong)小(xiao)學(xue)(xue)(xue)招生入學(xue)(xue)(xue)工作的(de)(de)通(tong)(tong)知(zhi)(zhi)》(粵(yue)教(jiao)基函〔2019〕70號(hao))及(ji)《深圳市非深戶籍人員子(zi)女接受義務教(jiao)育管理辦(ban)法》(深府規〔2018〕3號(hao))要求,現就做(zuo)好我(wo)市2019年(nian)度(du)普(pu)通(tong)(tong)中(zhong)小(xiao)學(xue)(xue)(xue)招生入學(xue)(xue)(xue)工作通(tong)(tong)知(zhi)(zhi)如下:
一、嚴格落實義務教育學校招生入學規定
(一)落(luo)實區(qu)政(zheng)府(fu)(fu)職責,實現“兩為(wei)主(zhu)(zhu)(zhu)”。各區(qu)(含新區(qu)、深汕合(he)作(zuo)(zuo)(zuo)區(qu),下同(tong))政(zheng)府(fu)(fu)作(zuo)(zuo)(zuo)為(wei)發展和(he)管(guan)(guan)理義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育的(de)(de)責任主(zhu)(zhu)(zhu)體(ti)和(he)行為(wei)主(zhu)(zhu)(zhu)體(ti),要(yao)(yao)堅持按(an)(an)照“以流(liu)入地政(zheng)府(fu)(fu)為(wei)主(zhu)(zhu)(zhu)、以公辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)為(wei)主(zhu)(zhu)(zhu)”的(de)(de)要(yao)(yao)求,增加(jia)(jia)公辦(ban)(ban)學(xue)(xue)(xue)(xue)位供給(gei),統(tong)(tong)籌公民(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),切(qie)實保障符合(he)條件的(de)(de)適齡兒童(tong)、少年接受義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育的(de)(de)權利(li)。堅決防止(zhi)將政(zheng)府(fu)(fu)舉辦(ban)(ban)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育的(de)(de)責任推向市(shi)場。各區(qu)要(yao)(yao)加(jia)(jia)強組(zu)織領(ling)(ling)導(dao)(dao)和(he)統(tong)(tong)籌協(xie)調(diao)(diao),成立義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)領(ling)(ling)導(dao)(dao)小組(zu),主(zhu)(zhu)(zhu)管(guan)(guan)區(qu)領(ling)(ling)導(dao)(dao)為(wei)組(zu)長,及(ji)(ji)時(shi)妥善(shan)處理本區(qu)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)中的(de)(de)熱點難點問(wen)題(ti),定(ding)期召開招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)聯席(xi)會議,建(jian)(jian)立長效協(xie)調(diao)(diao)工(gong)作(zuo)(zuo)(zuo)機制(zhi)。各區(qu)教(jiao)(jiao)(jiao)(jiao)育行政(zheng)部(bu)門要(yao)(yao)切(qie)實加(jia)(jia)強對(dui)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)的(de)(de)組(zu)織和(he)管(guan)(guan)理,做好學(xue)(xue)(xue)(xue)位預測,及(ji)(ji)時(shi)公布學(xue)(xue)(xue)(xue)位供需(xu)情況,制(zhi)定(ding)和(he)落(luo)實招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)方案(an)(an)和(he)應(ying)急預案(an)(an),做好網(wang)上招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報(bao)名的(de)(de)組(zu)織工(gong)作(zuo)(zuo)(zuo),指導(dao)(dao)所屬(shu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)及(ji)(ji)時(shi)、妥善(shan)處理招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)中出現的(de)(de)信訪問(wen)題(ti);要(yao)(yao)加(jia)(jia)強與相關部(bu)門的(de)(de)溝通和(he)聯系(xi),充分(fen)利(li)用現代信息(xi)(xi)技(ji)術(shu)手段實施多(duo)部(bu)門聯網(wang)審核驗(yan)證,共同(tong)做好適齡兒童(tong)、少年的(de)(de)就(jiu)(jiu)讀與免費資格驗(yan)核工(gong)作(zuo)(zuo)(zuo);教(jiao)(jiao)(jiao)(jiao)育行政(zheng)部(bu)門和(he)中小學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)(yao)建(jian)(jian)立招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)監(jian)察機構并公布咨詢、監(jian)督電話。各義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)(yao)規范招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)程序,指導(dao)(dao)適齡兒童(tong)、少年的(de)(de)家(jia)長按(an)(an)時(shi)申請(qing)學(xue)(xue)(xue)(xue)位,按(an)(an)要(yao)(yao)求及(ji)(ji)時(shi)、準確提(ti)供就(jiu)(jiu)讀信息(xi)(xi)。市(shi)局(ju)直屬(shu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育階段新生(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)納入所在(zai)區(qu)教(jiao)(jiao)(jiao)(jiao)育行政(zheng)部(bu)門統(tong)(tong)一管(guan)(guan)理。
(二)落(luo)實控(kong)(kong)輟保(bao)學(xue)(xue)法(fa)定(ding)(ding)職責。各區要切(qie)實履行義務教(jiao)(jiao)(jiao)育控(kong)(kong)輟保(bao)學(xue)(xue)法(fa)定(ding)(ding)職責,做(zuo)好(hao)失(shi)學(xue)(xue)輟學(xue)(xue)適(shi)齡兒(er)童情(qing)(qing)況排查,建(jian)立失(shi)學(xue)(xue)輟學(xue)(xue)適(shi)齡兒(er)童、少年(nian)工(gong)作臺帳,加強學(xue)(xue)籍(ji)(ji)管理,按照“人(ren)籍(ji)(ji)一(yi)致”原(yuan)則及時做(zuo)好(hao)學(xue)(xue)籍(ji)(ji)建(jian)檔工(gong)作,市教(jiao)(jiao)(jiao)育局將全面(mian)監控(kong)(kong)中(zhong)考報(bao)名(ming)人(ren)數與上一(yi)學(xue)(xue)年(nian)初二學(xue)(xue)業水平考試人(ren)數的(de)變化,重點(dian)查處差額較(jiao)大的(de)區和學(xue)(xue)校,杜絕以“強行分(fen)流(liu)”的(de)做(zuo)法(fa),剝奪符合(he)條件(jian)的(de)學(xue)(xue)生參加中(zhong)考的(de)權利(li),切(qie)實做(zuo)好(hao)控(kong)(kong)輟保(bao)學(xue)(xue)工(gong)作。適(shi)齡兒(er)童、少年(nian)因身體狀況需要延緩(huan)入(ru)學(xue)(xue)或者休學(xue)(xue)的(de),其父(fu)母或者其他(ta)(ta)法(fa)定(ding)(ding)監護(hu)人(ren)應當提出申(shen)請,報(bao)區教(jiao)(jiao)(jiao)育行政部門(men)備案。各區要認(ren)真排查并嚴厲查處社會培訓機(ji)構(gou)以“國(guo)學(xue)(xue)班(ban)”“讀經班(ban)”“私塾(shu)”等形式替代義務教(jiao)(jiao)(jiao)育的(de)非法(fa)辦學(xue)(xue)行為。父(fu)母或者其他(ta)(ta)法(fa)定(ding)(ding)監護(hu)人(ren)無正當理由未送適(shi)齡兒(er)童、少年(nian)入(ru)學(xue)(xue)接受義務教(jiao)(jiao)(jiao)育或造成(cheng)輟學(xue)(xue),情(qing)(qing)節嚴重或構(gou)成(cheng)犯罪(zui)的(de),依(yi)法(fa)追究(jiu)法(fa)律(lv)責任。加強外籍(ji)(ji)人(ren)員子女學(xue)(xue)校招生管理,不得招收中(zhong)國(guo)籍(ji)(ji)學(xue)(xue)生。
(三)落實特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)發展(zhan)職責(ze)(ze)。保(bao)障(zhang)適齡殘(can)(can)疾(ji)(ji)兒(er)童(tong)(tong)、少(shao)(shao)年接(jie)受(shou)(shou)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)的(de)權利,是(shi)各(ge)區(qu)政(zheng)府的(de)職責(ze)(ze)。原則(ze)上全市各(ge)區(qu)(新區(qu))各(ge)建設(she)(she)至少(shao)(shao)1所獨立設(she)(she)置(zhi)(zhi)(zhi)的(de)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)階(jie)段(duan)(duan)綜(zong)合性特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)。應根據區(qu)內(nei)特(te)殊(shu)學(xue)生數量,因地制(zhi)宜,實事求是(shi),合理設(she)(she)置(zhi)(zhi)(zhi)學(xue)校(xiao)(xiao)規模(mo)。可(ke)采取借址辦(ban)學(xue)等多種(zhong)方(fang)(fang)式(shi)先把學(xue)校(xiao)(xiao)辦(ban)起(qi)來,確保(bao)2019年9月(yue)開(kai)學(xue)。按照“全覆蓋、零拒絕”的(de)要(yao)(yao)求,根據適齡殘(can)(can)疾(ji)(ji)兒(er)童(tong)(tong)、少(shao)(shao)年的(de)實際制(zhi)訂教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)安(an)(an)置(zhi)(zhi)(zhi)方(fang)(fang)案,通過普(pu)通學(xue)校(xiao)(xiao)就(jiu)讀、特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)就(jiu)讀、送(song)教(jiao)(jiao)(jiao)(jiao)上門等多種(zhong)方(fang)(fang)式(shi),逐一做好入(ru)(ru)學(xue)安(an)(an)置(zhi)(zhi)(zhi)工作。以(yi)(yi)融(rong)合發展(zhan)為導向,以(yi)(yi)普(pu)通學(xue)校(xiao)(xiao)為特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)發展(zhan)主(zhu)陣地,優先采用普(pu)通學(xue)校(xiao)(xiao)就(jiu)讀的(de)方(fang)(fang)式(shi),就(jiu)近安(an)(an)排能接(jie)受(shou)(shou)普(pu)通教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)的(de)適齡殘(can)(can)疾(ji)(ji)兒(er)童(tong)(tong)、少(shao)(shao)年就(jiu)讀。招收殘(can)(can)疾(ji)(ji)兒(er)童(tong)(tong)、少(shao)(shao)年5人以(yi)(yi)上的(de)普(pu)通學(xue)校(xiao)(xiao)要(yao)(yao)按規定建設(she)(she)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)資(zi)源教(jiao)(jiao)(jiao)(jiao)室,按標(biao)準配(pei)備專(zhuan)職資(zi)源教(jiao)(jiao)(jiao)(jiao)師。努力實現到2020年,殘(can)(can)疾(ji)(ji)兒(er)童(tong)(tong)、少(shao)(shao)年義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)入(ru)(ru)學(xue)率達到95%以(yi)(yi)上的(de)目標(biao)任務(wu)(wu)。市、區(qu)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)科學(xue)設(she)(she)置(zhi)(zhi)(zhi)招生類別、學(xue)段(duan)(duan),錯位發展(zhan),協調發展(zhan),形成視(shi)障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)、聽障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)以(yi)(yi)市為主(zhu),智障(zhang)等其他類型的(de)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)以(yi)(yi)區(qu)為主(zhu)的(de)格(ge)局(ju)。市屬特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)要(yao)(yao)擴大高(gao)中(zhong)階(jie)段(duan)(duan)招生規模(mo),讓完(wan)成義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)且(qie)有意愿(yuan)的(de)殘(can)(can)疾(ji)(ji)學(xue)生都(dou)能接(jie)受(shou)(shou)適宜的(de)高(gao)中(zhong)階(jie)段(duan)(duan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)。
(四)落實隨遷子(zi)女(nv)入學(xue)(xue)(xue)政(zheng)策,嚴(yan)把(ba)招(zhao)生(sheng)入學(xue)(xue)(xue)關(guan)。所有(you)義(yi)務教(jiao)育階段公(gong)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)和民辦(ban)(ban)學(xue)(xue)(xue)校(xiao)不得(de)招(zhao)收不符(fu)(fu)合就讀條件(jian)的(de)學(xue)(xue)(xue)生(sheng)入學(xue)(xue)(xue),要嚴(yan)格(ge)執行《深(shen)(shen)圳(zhen)市非深(shen)(shen)戶籍(ji)人(ren)員子(zi)女(nv)接(jie)受(shou)義(yi)務教(jiao)育管(guan)理辦(ban)(ban)法》(深(shen)(shen)府規〔2018〕3號(hao)),以居住(zhu)證(zheng)作為主要入學(xue)(xue)(xue)依據,按(an)照“兩個(ge)滿(man)1年(nian)”條件(jian)嚴(yan)把(ba)招(zhao)生(sheng)入學(xue)(xue)(xue)關(guan),即(ji)父母雙方或(huo)一方持(chi)有(you)具(ju)有(you)使用功能的(de)深(shen)(shen)圳(zhen)經(jing)濟(ji)特區(qu)居住(zhu)證(zheng),且在深(shen)(shen)圳(zhen)居住(zhu)滿(man)1年(nian)、連續參加社(she)會保(bao)險(xian)(養老保(bao)險(xian)和醫療(liao)保(bao)險(xian))滿(man)1年(nian)。符(fu)(fu)合就讀條件(jian)在民辦(ban)(ban)學(xue)(xue)(xue)校(xiao)就讀的(de)學(xue)(xue)(xue)生(sheng)可享受(shou)義(yi)務教(jiao)育學(xue)(xue)(xue)位補貼。

(六)落(luo)實(shi)(shi)(shi)陽(yang)光招(zhao)生(sheng)(sheng)(sheng),完善積(ji)分入學(xue)(xue)政策(ce)。按照“合(he)法(fa)穩(wen)定(ding)住所,合(he)法(fa)穩(wen)定(ding)職業(ye)(ye)”的政策(ce)要求,各(ge)區要不斷優(you)(you)化和(he)完善積(ji)分入學(xue)(xue)實(shi)(shi)(shi)施細(xi)則,充分體(ti)現(xian)教(jiao)(jiao)育(yu)公(gong)平,合(he)理(li)設置積(ji)分類(lei)別、項目、標(biao)準和(he)分值,根據積(ji)分情(qing)況和(he)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃安(an)排(pai)學(xue)(xue)位(wei)(wei),實(shi)(shi)(shi)施過(guo)(guo)程中(zhong)要做到(dao)積(ji)分標(biao)準、積(ji)分結果、學(xue)(xue)位(wei)(wei)安(an)排(pai)“三公(gong)開”。各(ge)區教(jiao)(jiao)育(yu)行(xing)政部門制定(ding)的積(ji)分入學(xue)(xue)細(xi)則要在招(zhao)生(sheng)(sheng)(sheng)工作(zuo)實(shi)(shi)(shi)施前報市教(jiao)(jiao)育(yu)局(ju)備案。繼(ji)續壓縮義務教(jiao)(jiao)育(yu)階段學(xue)(xue)校各(ge)類(lei)特(te)長(chang)生(sheng)(sheng)(sheng)招(zhao)生(sheng)(sheng)(sheng)規模,縮減特(te)長(chang)生(sheng)(sheng)(sheng)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃,至2020年全(quan)面(mian)取消(xiao)各(ge)類(lei)特(te)長(chang)生(sheng)(sheng)(sheng)招(zhao)生(sheng)(sheng)(sheng)。2019年批準招(zhao)收(shou)特(te)長(chang)生(sheng)(sheng)(sheng)的市局(ju)直(zhi)屬學(xue)(xue)校,就近在所在行(xing)政區域內的小學(xue)(xue)應屆畢業(ye)(ye)生(sheng)(sheng)(sheng)中(zhong)選拔(ba)特(te)長(chang)生(sheng)(sheng)(sheng),錄取結果需通過(guo)(guo)學(xue)(xue)校網站向(xiang)社(she)會(hui)公(gong)示。對烈(lie)士(shi)子女(nv)、現(xian)役軍人子女(nv)、消(xiao)防救(jiu)援隊伍人員(yuan)子女(nv)、公(gong)安(an)英模和(he)因公(gong)犧牲傷(shang)殘(can)警察子女(nv)落(luo)實(shi)(shi)(shi)教(jiao)(jiao)育(yu)優(you)(you)待政策(ce),對高層(ceng)次人才子女(nv)落(luo)實(shi)(shi)(shi)教(jiao)(jiao)育(yu)優(you)(you)惠(hui)政策(ce),并向(xiang)社(she)會(hui)公(gong)示。
(七)落實(shi)教育優質均衡發展要(yao)求(qiu),消除(chu)大班額(e)(e)。各區要(yao)合(he)理配置教育資源(yuan),增加學(xue)(xue)位供給,切實(shi)采取措施消除(chu)大班額(e)(e),確保中(zhong)小(xiao)(xiao)學(xue)(xue)校(xiao)起始(shi)年(nian)級嚴格按(an)照國(guo)家規定標(biao)準班額(e)(e)(小(xiao)(xiao)學(xue)(xue)45人(ren),初中(zhong)50人(ren))招(zhao)生(sheng),堅決防(fang)止產(chan)生(sheng)新的(de)大班額(e)(e)。到2020年(nian)基本消除(chu)小(xiao)(xiao)學(xue)(xue)45人(ren)以上、初中(zhong)50人(ren)以上大班額(e)(e)(進城(cheng)務(wu)工人(ren)員(yuan)隨遷子女(nv)占30%以上的(de)學(xue)(xue)校(xiao),小(xiao)(xiao)學(xue)(xue)不超過(guo)50人(ren),初中(zhong)不超過(guo)55人(ren))。
二、嚴格規范普通高中招生行為

(九)規范指標生(sheng)(sheng)管理。完(wan)善優質高(gao)中(zhong)(zhong)(zhong)招(zhao)生(sheng)(sheng)名額合(he)理分配(pei)到初中(zhong)(zhong)(zhong)學校的(de)招(zhao)生(sheng)(sheng)辦法,2019年優質高(gao)中(zhong)(zhong)(zhong)指標到校比(bi)例為50%,按初中(zhong)(zhong)(zhong)學校在校生(sheng)(sheng)數,直接(jie)分配(pei)到區域內各初中(zhong)(zhong)(zhong)學校(含(han)民辦)。
(十)規(gui)范(fan)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、直升(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)管理。進一步完善(shan)和規(gui)范(fan)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),公(gong)(gong)(gong)辦(ban)普(pu)通(tong)高(gao)(gao)(gao)(gao)中(zhong)(zhong)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)比例(li)不得(de)超(chao)過學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)年(nian)(nian)度招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)(hua)的(de)(de)10%。未完成(cheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)(hua)的(de)(de)民辦(ban)普(pu)通(tong)高(gao)(gao)(gao)(gao)中(zhong)(zhong),可申請自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。經審批(pi)(pi)可以開展自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)高(gao)(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)須(xu)(xu)提前主(zhu)動(dong)公(gong)(gong)(gong)開經市教(jiao)育(yu)局備(bei)案的(de)(de)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方案(含招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍、計劃(hua)(hua)(hua)、標(biao)準(zhun)、辦(ban)法和程(cheng)序(xu)等);公(gong)(gong)(gong)辦(ban)普(pu)通(tong)高(gao)(gao)(gao)(gao)中(zhong)(zhong)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)須(xu)(xu)在中(zhong)(zhong)考(kao)結束后(hou)、中(zhong)(zhong)考(kao)成(cheng)績放榜前,嚴格(ge)按照自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)法和程(cheng)序(xu)組織自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),并(bing)主(zhu)動(dong)公(gong)(gong)(gong)開招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)各(ge)環節和錄(lu)取(qu)結果(guo)。民辦(ban)普(pu)通(tong)高(gao)(gao)(gao)(gao)中(zhong)(zhong)應在完成(cheng)劃(hua)(hua)(hua)線錄(lu)取(qu)結束后(hou)一周內(nei)安排(pai)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)報(bao)(bao)到(dao)(dao)注(zhu)冊,逾期未報(bao)(bao)到(dao)(dao)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)視為主(zhu)動(dong)放棄錄(lu)取(qu)資格(ge),相關計劃(hua)(hua)(hua)可轉為自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)(hua)。民辦(ban)普(pu)通(tong)高(gao)(gao)(gao)(gao)中(zhong)(zhong)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)不得(de)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收被(bei)其(qi)它學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)錄(lu)取(qu)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng),不得(de)錄(lu)取(qu)未在我市參(can)加中(zhong)(zhong)考(kao)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)。2019年(nian)(nian)經批(pi)(pi)準(zhun)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)高(gao)(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao),錄(lu)取(qu)結果(guo)需(xu)通(tong)過學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)網站(zhan)向社會公(gong)(gong)(gong)示。建立(li)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)培養跟(gen)蹤機制,須(xu)(xu)每年(nian)(nian)3月份(fen)向市教(jiao)育(yu)局報(bao)(bao)送上一年(nian)(nian)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)評(ping)估報(bao)(bao)告。對(dui)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)培養工作成(cheng)效差(cha),出現(xian)弄虛作假行為的(de)(de)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao),市教(jiao)育(yu)局將取(qu)消其(qi)自(zi)(zi)(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)資格(ge)并(bing)通(tong)報(bao)(bao)批(pi)(pi)評(ping)。2019年(nian)(nian)直升(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)比例(li)不超(chao)過5%,2020年(nian)(nian)全面取(qu)消直升(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)。直升(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)必須(xu)(xu)體現(xian)公(gong)(gong)(gong)平、公(gong)(gong)(gong)正、公(gong)(gong)(gong)開的(de)(de)原則。
(十一)規范特(te)(te)長生(sheng)招(zhao)(zhao)(zhao)生(sheng)管(guan)理(li)。為全面(mian)落(luo)實國家(jia)、省、市(shi)有(you)關(guan)高(gao)中教育發展的(de)相關(guan)意見和要求(qiu),我市(shi)堅持“規模(mo)嚴控(kong)(kong)、質量至(zhi)上”的(de)原則,緊緊圍繞特(te)(te)色團隊建設主線,鼓勵高(gao)中教育多樣化、特(te)(te)色化發展。我市(shi)將繼續實行高(gao)中特(te)(te)長生(sheng)招(zhao)(zhao)(zhao)生(sheng)政(zheng)策,具備招(zhao)(zhao)(zhao)收特(te)(te)長生(sheng)條件的(de)高(gao)中學(xue)校(xiao)應在資(zi)源配(pei)置、招(zhao)(zhao)(zhao)生(sheng)項目、課程建設、績效(xiao)評價、風險管(guan)控(kong)(kong)等方面(mian)做(zuo)好工作方案(an)(具體招(zhao)(zhao)(zhao)生(sheng)方案(an)由(you)市(shi)教育局德(de)育與(yu)體育衛生(sheng)藝術(shu)教育處制定并下達),確保特(te)(te)長生(sheng)招(zhao)(zhao)(zhao)生(sheng)工作有(you)序、規范、公(gong)平、陽光、有(you)效(xiao),杜絕對學(xue)校(xiao)特(te)(te)色發展作用不(bu)大(da)(da)的(de)做(zuo)法出現(xian),避免“求(qiu)大(da)(da)求(qiu)全”。
(十(shi)二)規范實(shi)(shi)驗(yan)班(ban)(ban)(ban)(ban)、試點(dian)班(ban)(ban)(ban)(ban)管(guan)理(li)。普(pu)(pu)通高(gao)(gao)中(zhong)舉(ju)(ju)辦的(de)各(ge)(ge)類實(shi)(shi)驗(yan)班(ban)(ban)(ban)(ban)、試點(dian)班(ban)(ban)(ban)(ban),要報省(sheng)級教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)(bu)門登記備案(an),要嚴格控制規模,健全科學公(gong)(gong)(gong)開公(gong)(gong)(gong)正的(de)選拔機制,加強跟蹤研究和(he)(he)階段(duan)性評估。各(ge)(ge)區(qu)教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)(bu)門和(he)(he)市(shi)局(ju)直屬(shu)高(gao)(gao)中(zhong)要認真開展(zhan)公(gong)(gong)(gong)、民(min)辦普(pu)(pu)通高(gao)(gao)中(zhong)舉(ju)(ju)辦各(ge)(ge)類實(shi)(shi)驗(yan)班(ban)(ban)(ban)(ban)、試點(dian)班(ban)(ban)(ban)(ban)登記造冊工(gong)作,填寫好《XX區(qu)(市(shi)局(ju)直屬(shu)學校(xiao)(xiao))普(pu)(pu)通高(gao)(gao)中(zhong)實(shi)(shi)驗(yan)班(ban)(ban)(ban)(ban)、試點(dian)班(ban)(ban)(ban)(ban)統(tong)計表(biao)》(見附件5),于4月(yue)30日前由各(ge)(ge)區(qu)教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)(bu)門負責分公(gong)(gong)(gong)、民(min)辦普(pu)(pu)通高(gao)(gao)中(zhong)兩類,將加蓋公(gong)(gong)(gong)章的(de)“XX區(qu)(市(shi)局(ju)直屬(shu)學校(xiao)(xiao))普(pu)(pu)通高(gao)(gao)中(zhong)實(shi)(shi)驗(yan)班(ban)(ban)(ban)(ban)、試點(dian)班(ban)(ban)(ban)(ban)統(tong)計表(biao)”(掃(sao)描版)通過電(dian)子(zi)郵(you)件方式分別報市(shi)教(jiao)(jiao)育(yu)(yu)局(ju)基礎教(jiao)(jiao)育(yu)(yu)處和(he)(he)社會力量辦學管(guan)理(li)處備案(an)(相(xiang)關聯(lian)系人和(he)(he)郵(you)箱地址詳見附件5)。
(十(shi)三(san))規范(fan)中考(kao)(kao)(kao)(kao)(kao)組織(zhi)管(guan)(guan)(guan)理(li)(li)。中考(kao)(kao)(kao)(kao)(kao)組織(zhi)管(guan)(guan)(guan)理(li)(li)工(gong)(gong)作實(shi)行(xing)各(ge)(ge)區(qu)(qu)(qu)(qu)(市屬(shu)(shu)學(xue)校按(an)屬(shu)(shu)地劃到區(qu)(qu)(qu)(qu))負(fu)責(ze)制,中考(kao)(kao)(kao)(kao)(kao)考(kao)(kao)(kao)(kao)(kao)點(dian)實(shi)行(xing)分級管(guan)(guan)(guan)理(li)(li)和(he)主(zhu)考(kao)(kao)(kao)(kao)(kao)負(fu)責(ze)制。各(ge)(ge)區(qu)(qu)(qu)(qu)教育行(xing)政(zheng)部門(men)、各(ge)(ge)考(kao)(kao)(kao)(kao)(kao)點(dian)要(yao)(yao)成立中考(kao)(kao)(kao)(kao)(kao)工(gong)(gong)作領導小組,建立責(ze)任追究(jiu)制,落(luo)實(shi)“誰主(zhu)管(guan)(guan)(guan)、誰負(fu)責(ze)”制度,簽訂工(gong)(gong)作責(ze)任書(shu),確(que)保(bao)(bao)責(ze)任落(luo)實(shi)到崗到人(ren)(ren)。各(ge)(ge)考(kao)(kao)(kao)(kao)(kao)點(dian)要(yao)(yao)對照《廣東省國家教育考(kao)(kao)(kao)(kao)(kao)試(shi)(shi)標準化考(kao)(kao)(kao)(kao)(kao)點(dian)管(guan)(guan)(guan)理(li)(li)辦法(試(shi)(shi)行(xing))》,切實(shi)加(jia)強(qiang)考(kao)(kao)(kao)(kao)(kao)點(dian)硬件軟(ruan)件建設,實(shi)現(xian)電(dian)子監控和(he)“網上巡考(kao)(kao)(kao)(kao)(kao)”。各(ge)(ge)區(qu)(qu)(qu)(qu)要(yao)(yao)按(an)全(quan)(quan)市統一(yi)要(yao)(yao)求和(he)布置,加(jia)強(qiang)對本區(qu)(qu)(qu)(qu)中考(kao)(kao)(kao)(kao)(kao)保(bao)(bao)密、考(kao)(kao)(kao)(kao)(kao)試(shi)(shi)工(gong)(gong)作人(ren)(ren)員隊伍的培訓,加(jia)強(qiang)對本區(qu)(qu)(qu)(qu)中考(kao)(kao)(kao)(kao)(kao)保(bao)(bao)密、考(kao)(kao)(kao)(kao)(kao)務、考(kao)(kao)(kao)(kao)(kao)點(dian)的管(guan)(guan)(guan)理(li)(li)和(he)監督,2019年5月底前對本區(qu)(qu)(qu)(qu)考(kao)(kao)(kao)(kao)(kao)點(dian)軟(ruan)硬件設施(尤其是英語聽說設備(bei))和(he)考(kao)(kao)(kao)(kao)(kao)務工(gong)(gong)作準備(bei)情況進行(xing)檢查驗收(shou),切實(shi)排除各(ge)(ge)類風(feng)險隱患(huan),確(que)保(bao)(bao)考(kao)(kao)(kao)(kao)(kao)務組織(zhi)管(guan)(guan)(guan)理(li)(li)工(gong)(gong)作安全(quan)(quan)有序。
三、嚴格執行“十項嚴禁”紀律要求
嚴(yan)(yan)禁(jin)(jin)無計劃、超計劃組(zu)(zu)織招(zhao)生(sheng)(sheng)(sheng)(sheng),招(zhao)生(sheng)(sheng)(sheng)(sheng)結束后,學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)不(bu)(bu)得(de)擅自(zi)(zi)招(zhao)收已被其他學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)錄取(qu)的學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng);嚴(yan)(yan)禁(jin)(jin)自(zi)(zi)行(xing)(xing)組(zu)(zu)織或(huo)與(yu)社會培(pei)訓機(ji)構聯(lian)合組(zu)(zu)織以選拔(ba)生(sheng)(sheng)(sheng)(sheng)源為目的的各類考(kao)(kao)(kao)試(shi),或(huo)采用社會培(pei)訓機(ji)構自(zi)(zi)行(xing)(xing)組(zu)(zu)織的各類考(kao)(kao)(kao)試(shi)結果; 嚴(yan)(yan)禁(jin)(jin)提前(qian)組(zu)(zu)織招(zhao)生(sheng)(sheng)(sheng)(sheng),變(bian)相“掐尖”選生(sheng)(sheng)(sheng)(sheng)源;嚴(yan)(yan)禁(jin)(jin)公辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)與(yu)民辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)混(hun)合招(zhao)生(sheng)(sheng)(sheng)(sheng)、混(hun)合編班;嚴(yan)(yan)禁(jin)(jin)以高(gao)額物質獎勵、虛假(jia)宣(xuan)傳(chuan)等(deng)不(bu)(bu)正當手段(duan)招(zhao)攬生(sheng)(sheng)(sheng)(sheng)源;嚴(yan)(yan)禁(jin)(jin)任(ren)何(he)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收取(qu)或(huo)變(bian)相收取(qu)與(yu)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)掛鉤的“捐資助學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)款”;嚴(yan)(yan)禁(jin)(jin)義(yi)務(wu)教育階段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)以各類競賽(sai)證(zheng)書、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)科競賽(sai)成績(ji)(ji)或(huo)考(kao)(kao)(kao)級證(zheng)明(ming)等(deng)作(zuo)為招(zhao)生(sheng)(sheng)(sheng)(sheng)依(yi)據;嚴(yan)(yan)禁(jin)(jin)義(yi)務(wu)教育階段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)設立任(ren)何(he)名義(yi)的重(zhong)點(dian)班、快慢班;嚴(yan)(yan)禁(jin)(jin)初高(gao)中(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)進行(xing)(xing)中(zhong)高(gao)考(kao)(kao)(kao)成績(ji)(ji)排名、宣(xuan)傳(chuan)中(zhong)高(gao)考(kao)(kao)(kao)狀(zhuang)元和(he)升學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)率,教育行(xing)(xing)政部門也不(bu)(bu)得(de)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)中(zhong)高(gao)考(kao)(kao)(kao)情況進行(xing)(xing)排名,以及向學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)提供非本校(xiao)(xiao)(xiao)(xiao)的中(zhong)高(gao)考(kao)(kao)(kao)成績(ji)(ji)數據;嚴(yan)(yan)禁(jin)(jin)出(chu)現(xian)人籍分離、空掛學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍造(zao)假(jia)等(deng)現(xian)象,不(bu)(bu)得(de)為違(wei)規跨區域(yu)招(zhao)收的學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)和(he)違(wei)規轉(zhuan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)辦(ban)理學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍轉(zhuan)接。
四、嚴格執紀問責,營造良好氛圍
各(ge)級教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門(men)要(yao)(yao)健(jian)全違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)查(cha)(cha)處(chu)和(he)(he)責(ze)任追(zhui)究機制(zhi),暢(chang)通(tong)舉(ju)報和(he)(he)申(shen)訴受(shou)理(li)(li)渠道(dao)(dao),主動接受(shou)社(she)會監督。招(zhao)(zhao)生(sheng)(sheng)(sheng)結束(shu)后,按照(zhao)隸屬關系,教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門(men)要(yao)(yao)組織開展逐校(xiao)排查(cha)(cha)工(gong)(gong)作(zuo)(zuo),重(zhong)點(dian)排查(cha)(cha)曾經(jing)發生(sheng)(sheng)(sheng)違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)(de)(de)學(xue)(xue)校(xiao),及時糾正(zheng)和(he)(he)嚴肅查(cha)(cha)處(chu)各(ge)種違(wei)規(gui)違(wei)紀招(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)為(wei)。對(dui)于(yu)造成不良影(ying)響或嚴重(zhong)后果(guo)的(de)(de)(de)學(xue)(xue)校(xiao),視情節(jie)輕重(zhong)給予約(yue)談、通(tong)報批(pi)評、追(zhui)究相(xiang)關人員責(ze)任、依照(zhao)有(you)(you)關規(gui)定給予減少下一年度招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、停(ting)止當年招(zhao)(zhao)生(sheng)(sheng)(sheng)直至吊銷(xiao)辦學(xue)(xue)許可證等(deng)處(chu)罰(fa)。市、區(qu)教(jiao)(jiao)育(yu)(yu)督導部(bu)門(men)要(yao)(yao)將中小學(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)工(gong)(gong)作(zuo)(zuo)納入(ru)(ru)責(ze)任督學(xue)(xue)日常督導范圍。對(dui)于(yu)造成惡(e)劣社(she)會影(ying)響的(de)(de)(de)違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)為(wei),相(xiang)關部(bu)門(men)將依照(zhao)有(you)(you)關規(gui)定嚴肅查(cha)(cha)處(chu)追(zhui)責(ze)。各(ge)區(qu)教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門(men)要(yao)(yao)與(yu)新聞宣(xuan)傳(chuan)部(bu)門(men)和(he)(he)有(you)(you)關單位通(tong)力合作(zuo)(zuo),充分(fen)、深入(ru)(ru)、細致解讀積(ji)分(fen)入(ru)(ru)學(xue)(xue)政(zheng)策,多渠道(dao)(dao)多形式開展招(zhao)(zhao)生(sheng)(sheng)(sheng)宣(xuan)傳(chuan)工(gong)(gong)作(zuo)(zuo)。要(yao)(yao)組織召開幼兒(er)園、小學(xue)(xue)家(jia)長(chang)會議,積(ji)極主動宣(xuan)傳(chuan),要(yao)(yao)聯系社(she)區(qu)工(gong)(gong)作(zuo)(zuo)站協(xie)助(zhu)宣(xuan)傳(chuan)。加強輿論宣(xuan)傳(chuan)引導,及時回應(ying)群眾(zhong)關注的(de)(de)(de)教(jiao)(jiao)育(yu)(yu)熱點(dian)難點(dian)重(zhong)點(dian)問題。引導廣大家(jia)長(chang)充分(fen)認識就近入(ru)(ru)學(xue)(xue)對(dui)于(yu)學(xue)(xue)生(sheng)(sheng)(sheng)健(jian)康成長(chang)的(de)(de)(de)價值和(he)(he)意(yi)義(yi),樹立科學(xue)(xue)教(jiao)(jiao)育(yu)(yu)觀念,把培(pei)養(yang)孩子的(de)(de)(de)好思想、好品行(xing)、好習慣作(zuo)(zuo)為(wei)家(jia)庭教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)首要(yao)(yao)任務,理(li)(li)性幫(bang)助(zhu)孩子確定成長(chang)目標,克服(fu)唯分(fen)數、唯升學(xue)(xue)的(de)(de)(de)功利(li)化傾向,避(bi)免盲目跟風擇校(xiao)。
各(ge)區教育行政部門須于4月30日(ri)前將本(ben)區的義務教育招生入學(xue)工(gong)作指導意見報(bao)市教育局備案(an)。招生工(gong)作結(jie)束后,各(ge)區要及時對中小(xiao)學(xue)招生入學(xue)工(gong)作情況進行總結(jie),形成書面總結(jie)材料(liao)于9月2日(ri)前報(bao)市教育局基礎教育處(chu)。
