各區(新區)、深汕特別(bie)合作區教育(yu)行(xing)政部門(men),市局直屬各學(xue)校:
為深(shen)(shen)入(ru)(ru)(ru)貫徹(che)黨(dang)的十九大精神,努力讓(rang)每個(ge)孩子都能享有公平(ping)而有質量(liang)的教育,根(gen)據《中華人民共和國義務教育法》和《教育部(bu)辦公廳(ting)關于做好2019年(nian)普通中小學(xue)招生入(ru)(ru)(ru)學(xue)工作的通知》(教基(ji)廳(ting)〔2019〕1號(hao)(hao))、《廣東省教育廳(ting)轉發關于做好2019年(nian)普通中小學(xue)招生入(ru)(ru)(ru)學(xue)工作的通知》(粵教基(ji)函(han)〔2019〕70號(hao)(hao))及《深(shen)(shen)圳市非深(shen)(shen)戶(hu)籍人員子女接受(shou)義務教育管理辦法》(深(shen)(shen)府規〔2018〕3號(hao)(hao))要求,現就(jiu)做好我市2019年(nian)度普通中小學(xue)招生入(ru)(ru)(ru)學(xue)工作通知如下:
一、嚴格落實義務教育學校招生入學規定
(一)落實(shi)(shi)區(qu)政府職責(ze),實(shi)(shi)現(xian)“兩為主(zhu)(zhu)”。各區(qu)(含新(xin)區(qu)、深汕合作(zuo)區(qu),下同)政府作(zuo)為發展(zhan)和(he)(he)管(guan)(guan)理義(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)的(de)責(ze)任(ren)主(zhu)(zhu)體(ti)和(he)(he)行(xing)(xing)為主(zhu)(zhu)體(ti),要堅(jian)持按(an)(an)照“以(yi)(yi)流入地政府為主(zhu)(zhu)、以(yi)(yi)公辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)為主(zhu)(zhu)”的(de)要求,增加公辦(ban)學(xue)(xue)(xue)(xue)(xue)位(wei)(wei)供給,統(tong)籌公民辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),切(qie)實(shi)(shi)保障符合條件的(de)適齡(ling)兒童(tong)、少(shao)年接受義(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)的(de)權(quan)利(li)。堅(jian)決防(fang)止將政府舉辦(ban)義(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)的(de)責(ze)任(ren)推向(xiang)市場(chang)。各區(qu)要加強(qiang)組織領(ling)導(dao)(dao)和(he)(he)統(tong)籌協調(diao),成(cheng)立(li)義(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)領(ling)導(dao)(dao)小組,主(zhu)(zhu)管(guan)(guan)區(qu)領(ling)導(dao)(dao)為組長(chang),及時妥善處(chu)理本區(qu)義(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)中的(de)熱(re)點難點問題,定期召開招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)聯(lian)席會議,建立(li)長(chang)效協調(diao)工(gong)作(zuo)機(ji)制。各區(qu)教育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)門要切(qie)實(shi)(shi)加強(qiang)對義(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)的(de)組織和(he)(he)管(guan)(guan)理,做(zuo)(zuo)好(hao)學(xue)(xue)(xue)(xue)(xue)位(wei)(wei)預測(ce),及時公布(bu)學(xue)(xue)(xue)(xue)(xue)位(wei)(wei)供需(xu)情況,制定和(he)(he)落實(shi)(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)方案(an)和(he)(he)應急預案(an),做(zuo)(zuo)好(hao)網上(shang)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報名的(de)組織工(gong)作(zuo),指導(dao)(dao)所屬(shu)學(xue)(xue)(xue)(xue)(xue)校(xiao)及時、妥善處(chu)理招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)中出現(xian)的(de)信(xin)訪問題;要加強(qiang)與相(xiang)關(guan)部(bu)門的(de)溝(gou)通和(he)(he)聯(lian)系,充分利(li)用現(xian)代信(xin)息技(ji)術手(shou)段(duan)實(shi)(shi)施多(duo)部(bu)門聯(lian)網審核(he)驗證,共同做(zuo)(zuo)好(hao)適齡(ling)兒童(tong)、少(shao)年的(de)就讀(du)與免(mian)費資格驗核(he)工(gong)作(zuo);教育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)門和(he)(he)中小學(xue)(xue)(xue)(xue)(xue)校(xiao)要建立(li)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)監(jian)察機(ji)構并(bing)公布(bu)咨詢(xun)、監(jian)督電話。各義(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)階段(duan)學(xue)(xue)(xue)(xue)(xue)校(xiao)要規(gui)范(fan)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)程序,指導(dao)(dao)適齡(ling)兒童(tong)、少(shao)年的(de)家(jia)長(chang)按(an)(an)時申請學(xue)(xue)(xue)(xue)(xue)位(wei)(wei),按(an)(an)要求及時、準確提(ti)供就讀(du)信(xin)息。市局(ju)直屬(shu)學(xue)(xue)(xue)(xue)(xue)校(xiao)義(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)階段(duan)新(xin)生(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)納入所在區(qu)教育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)門統(tong)一管(guan)(guan)理。
(二)落實(shi)控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)法(fa)定職責。各區要切實(shi)履(lv)行(xing)(xing)義(yi)務(wu)教(jiao)育(yu)(yu)控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)法(fa)定職責,做好失學(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)適(shi)(shi)齡(ling)兒(er)童情況排(pai)查,建立失學(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)適(shi)(shi)齡(ling)兒(er)童、少年(nian)(nian)工作臺帳,加強學(xue)(xue)(xue)(xue)籍管(guan)理,按照“人籍一致”原則及時做好學(xue)(xue)(xue)(xue)籍建檔工作,市教(jiao)育(yu)(yu)局將(jiang)全面監(jian)控(kong)中(zhong)(zhong)考報(bao)名人數與上一學(xue)(xue)(xue)(xue)年(nian)(nian)初二學(xue)(xue)(xue)(xue)業水平考試人數的(de)(de)變化,重點查處差額較(jiao)大的(de)(de)區和學(xue)(xue)(xue)(xue)校(xiao),杜絕以“強行(xing)(xing)分流”的(de)(de)做法(fa),剝奪符合條件的(de)(de)學(xue)(xue)(xue)(xue)生參(can)加中(zhong)(zhong)考的(de)(de)權(quan)利(li),切實(shi)做好控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)工作。適(shi)(shi)齡(ling)兒(er)童、少年(nian)(nian)因身(shen)體狀況需(xu)要延(yan)緩入學(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)的(de)(de),其(qi)父(fu)母(mu)或者其(qi)他(ta)法(fa)定監(jian)護人應當提(ti)出申請(qing),報(bao)區教(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部門備(bei)案。各區要認真(zhen)排(pai)查并嚴厲(li)查處社會培訓機構以“國(guo)學(xue)(xue)(xue)(xue)班(ban)”“讀(du)經班(ban)”“私塾(shu)”等形式替(ti)代義(yi)務(wu)教(jiao)育(yu)(yu)的(de)(de)非(fei)法(fa)辦(ban)學(xue)(xue)(xue)(xue)行(xing)(xing)為。父(fu)母(mu)或者其(qi)他(ta)法(fa)定監(jian)護人無正當理由未送(song)適(shi)(shi)齡(ling)兒(er)童、少年(nian)(nian)入學(xue)(xue)(xue)(xue)接受義(yi)務(wu)教(jiao)育(yu)(yu)或造成輟(chuo)學(xue)(xue)(xue)(xue),情節嚴重或構成犯罪的(de)(de),依法(fa)追(zhui)究(jiu)法(fa)律責任。加強外籍人員子女學(xue)(xue)(xue)(xue)校(xiao)招生管(guan)理,不得招收中(zhong)(zhong)國(guo)籍學(xue)(xue)(xue)(xue)生。
(三)落實(shi)特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)發(fa)展(zhan)(zhan)職(zhi)(zhi)責(ze)。保障適(shi)齡殘(can)疾(ji)兒(er)童(tong)、少(shao)年接(jie)(jie)(jie)受(shou)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)權利,是(shi)各(ge)區(qu)政府的(de)(de)(de)職(zhi)(zhi)責(ze)。原則上(shang)全市(shi)各(ge)區(qu)(新(xin)區(qu))各(ge)建(jian)設至少(shao)1所獨(du)立設置(zhi)(zhi)(zhi)的(de)(de)(de)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)階段(duan)綜合(he)性特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校。應根據區(qu)內特(te)(te)殊(shu)學(xue)(xue)生(sheng)數量,因地(di)制宜,實(shi)事求是(shi),合(he)理(li)設置(zhi)(zhi)(zhi)學(xue)(xue)校規模。可采取(qu)借址辦(ban)學(xue)(xue)等(deng)多(duo)種方(fang)式(shi)(shi)先把學(xue)(xue)校辦(ban)起來,確保2019年9月開(kai)學(xue)(xue)。按照“全覆蓋、零拒(ju)絕(jue)”的(de)(de)(de)要(yao)求,根據適(shi)齡殘(can)疾(ji)兒(er)童(tong)、少(shao)年的(de)(de)(de)實(shi)際制訂教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)安置(zhi)(zhi)(zhi)方(fang)案(an),通(tong)過(guo)普通(tong)學(xue)(xue)校就(jiu)(jiu)讀(du)、特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校就(jiu)(jiu)讀(du)、送教(jiao)(jiao)(jiao)(jiao)上(shang)門等(deng)多(duo)種方(fang)式(shi)(shi),逐一做好入學(xue)(xue)安置(zhi)(zhi)(zhi)工作。以(yi)(yi)融合(he)發(fa)展(zhan)(zhan)為(wei)導向(xiang),以(yi)(yi)普通(tong)學(xue)(xue)校為(wei)特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)發(fa)展(zhan)(zhan)主陣地(di),優(you)先采用(yong)普通(tong)學(xue)(xue)校就(jiu)(jiu)讀(du)的(de)(de)(de)方(fang)式(shi)(shi),就(jiu)(jiu)近(jin)安排能接(jie)(jie)(jie)受(shou)普通(tong)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)適(shi)齡殘(can)疾(ji)兒(er)童(tong)、少(shao)年就(jiu)(jiu)讀(du)。招(zhao)收殘(can)疾(ji)兒(er)童(tong)、少(shao)年5人以(yi)(yi)上(shang)的(de)(de)(de)普通(tong)學(xue)(xue)校要(yao)按規定(ding)建(jian)設特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源(yuan)教(jiao)(jiao)(jiao)(jiao)室(shi),按標準配備專職(zhi)(zhi)資源(yuan)教(jiao)(jiao)(jiao)(jiao)師。努力實(shi)現到2020年,殘(can)疾(ji)兒(er)童(tong)、少(shao)年義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)入學(xue)(xue)率達到95%以(yi)(yi)上(shang)的(de)(de)(de)目標任務(wu)。市(shi)、區(qu)特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校科學(xue)(xue)設置(zhi)(zhi)(zhi)招(zhao)生(sheng)類別(bie)、學(xue)(xue)段(duan),錯位發(fa)展(zhan)(zhan),協(xie)調發(fa)展(zhan)(zhan),形(xing)成(cheng)視障教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)、聽障教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)以(yi)(yi)市(shi)為(wei)主,智(zhi)障等(deng)其他類型的(de)(de)(de)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)以(yi)(yi)區(qu)為(wei)主的(de)(de)(de)格局。市(shi)屬特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校要(yao)擴大(da)高中階段(duan)招(zhao)生(sheng)規模,讓(rang)完成(cheng)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)且有意愿的(de)(de)(de)殘(can)疾(ji)學(xue)(xue)生(sheng)都能接(jie)(jie)(jie)受(shou)適(shi)宜的(de)(de)(de)高中階段(duan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)。
(四(si))落(luo)實(shi)隨遷子(zi)女入(ru)(ru)學政策,嚴把(ba)招(zhao)生入(ru)(ru)學關(guan)。所有義(yi)務(wu)教(jiao)育階段公辦學校(xiao)和(he)民辦學校(xiao)不得招(zhao)收不符合(he)就讀條件的學生入(ru)(ru)學,要嚴格執行《深圳(zhen)市非(fei)深戶籍人員子(zi)女接受義(yi)務(wu)教(jiao)育管理辦法(fa)》(深府(fu)規(gui)〔2018〕3號),以居住(zhu)證作(zuo)為主要入(ru)(ru)學依據,按照(zhao)“兩個滿1年(nian)”條件嚴把(ba)招(zhao)生入(ru)(ru)學關(guan),即父(fu)母雙方(fang)或一方(fang)持有具有使用功能(neng)的深圳(zhen)經(jing)濟特(te)區居住(zhu)證,且(qie)在深圳(zhen)居住(zhu)滿1年(nian)、連(lian)續參加社(she)會保險(xian)(養老保險(xian)和(he)醫療保險(xian))滿1年(nian)。符合(he)就讀條件在民辦學校(xiao)就讀的學生可享(xiang)受義(yi)務(wu)教(jiao)育學位補(bu)貼。

(六)落(luo)實(shi)陽光招生,完(wan)善積(ji)分(fen)(fen)入(ru)學(xue)(xue)(xue)(xue)政(zheng)(zheng)策(ce)。按照“合法穩定住所,合法穩定職業(ye)”的(de)政(zheng)(zheng)策(ce)要求,各(ge)(ge)區要不斷優化和完(wan)善積(ji)分(fen)(fen)入(ru)學(xue)(xue)(xue)(xue)實(shi)施細(xi)則,充分(fen)(fen)體現教育(yu)(yu)公(gong)平,合理(li)設置(zhi)積(ji)分(fen)(fen)類別、項目、標(biao)準和分(fen)(fen)值,根據積(ji)分(fen)(fen)情況和招生計(ji)劃(hua)安(an)排學(xue)(xue)(xue)(xue)位(wei),實(shi)施過程中要做(zuo)到(dao)積(ji)分(fen)(fen)標(biao)準、積(ji)分(fen)(fen)結果(guo)、學(xue)(xue)(xue)(xue)位(wei)安(an)排“三公(gong)開”。各(ge)(ge)區教育(yu)(yu)行政(zheng)(zheng)部門制(zhi)定的(de)積(ji)分(fen)(fen)入(ru)學(xue)(xue)(xue)(xue)細(xi)則要在招生工(gong)作(zuo)實(shi)施前報市教育(yu)(yu)局備案。繼(ji)續(xu)壓縮義務(wu)教育(yu)(yu)階(jie)段學(xue)(xue)(xue)(xue)校(xiao)各(ge)(ge)類特(te)(te)長(chang)生招生規模,縮減(jian)特(te)(te)長(chang)生招生計(ji)劃(hua),至2020年(nian)全面取消各(ge)(ge)類特(te)(te)長(chang)生招生。2019年(nian)批準招收特(te)(te)長(chang)生的(de)市局直屬學(xue)(xue)(xue)(xue)校(xiao),就近(jin)在所在行政(zheng)(zheng)區域內的(de)小學(xue)(xue)(xue)(xue)應(ying)屆畢業(ye)生中選拔特(te)(te)長(chang)生,錄取結果(guo)需通過學(xue)(xue)(xue)(xue)校(xiao)網(wang)站向社會(hui)(hui)公(gong)示。對烈士子女(nv)(nv)(nv)、現役(yi)軍人子女(nv)(nv)(nv)、消防救援隊伍(wu)人員(yuan)子女(nv)(nv)(nv)、公(gong)安(an)英模和因公(gong)犧牲傷殘警察(cha)子女(nv)(nv)(nv)落(luo)實(shi)教育(yu)(yu)優待(dai)政(zheng)(zheng)策(ce),對高層次人才子女(nv)(nv)(nv)落(luo)實(shi)教育(yu)(yu)優惠政(zheng)(zheng)策(ce),并(bing)向社會(hui)(hui)公(gong)示。
(七)落實教(jiao)育優質(zhi)均衡發展要求,消(xiao)除(chu)(chu)大班(ban)額(e)(e)(e)。各區要合(he)理配置教(jiao)育資(zi)源,增加學(xue)(xue)位供給,切實采取(qu)措施消(xiao)除(chu)(chu)大班(ban)額(e)(e)(e),確保中(zhong)小(xiao)(xiao)學(xue)(xue)校起始年級嚴格按(an)照(zhao)國家(jia)規定(ding)標準班(ban)額(e)(e)(e)(小(xiao)(xiao)學(xue)(xue)45人(ren)(ren),初中(zhong)50人(ren)(ren))招生,堅(jian)決防止產生新的(de)大班(ban)額(e)(e)(e)。到(dao)2020年基本(ben)消(xiao)除(chu)(chu)小(xiao)(xiao)學(xue)(xue)45人(ren)(ren)以上(shang)、初中(zhong)50人(ren)(ren)以上(shang)大班(ban)額(e)(e)(e)(進城務工人(ren)(ren)員隨(sui)遷子女占30%以上(shang)的(de)學(xue)(xue)校,小(xiao)(xiao)學(xue)(xue)不超過(guo)50人(ren)(ren),初中(zhong)不超過(guo)55人(ren)(ren))。
二、嚴格規范普通高中招生行為
(八)規(gui)(gui)范(fan)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)管(guan)理。科學(xue)編(bian)制高(gao)(gao)(gao)中(zhong)階(jie)(jie)段(duan)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua),合理配置普通高(gao)(gao)(gao)中(zhong)和(he)(he)中(zhong)職教育(yu)學(xue)位(wei)資源。公辦普通高(gao)(gao)(gao)中(zhong)要嚴(yan)(yan)格按照法定(ding)建設規(gui)(gui)模(mo)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),民(min)辦普通高(gao)(gao)(gao)中(zhong)要嚴(yan)(yan)格按照核(he)定(ding)規(gui)(gui)模(mo)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。積極探索基于初中(zhong)學(xue)業水平考試成績、結(jie)合綜合表現評價的(de)高(gao)(gao)(gao)中(zhong)階(jie)(jie)段(duan)學(xue)校(xiao)考試招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄(lu)取模(mo)式。所有高(gao)(gao)(gao)中(zhong)學(xue)校(xiao)(包(bao)括民(min)辦普通高(gao)(gao)(gao)中(zhong))須嚴(yan)(yan)格按照規(gui)(gui)定(ding)的(de)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式進行統一(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)(yan)禁(jin)違規(gui)(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖(jian)”招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨區域(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計(ji)劃(hua)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和(he)(he)提前招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)(yan)禁(jin)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收“掛(gua)讀(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”“擇校(xiao)生(sheng)(sheng)(sheng)(sheng)(sheng)”和(he)(he)變相招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收“借讀(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”。嚴(yan)(yan)格控制加分(fen)項目及分(fen)值,規(gui)(gui)范(fan)資格審查制度。
(九)規范指標生管理(li)(li)。完善優(you)質(zhi)高中招(zhao)生名額(e)合理(li)(li)分(fen)配(pei)到(dao)初中學(xue)(xue)校(xiao)的招(zhao)生辦法,2019年優(you)質(zhi)高中指標到(dao)校(xiao)比(bi)例為50%,按初中學(xue)(xue)校(xiao)在校(xiao)生數(shu),直接分(fen)配(pei)到(dao)區(qu)域內各初中學(xue)(xue)校(xiao)(含民辦)。
(十)規范自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、直升(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理(li)。進一步完善(shan)和規范自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),公(gong)辦(ban)(ban)普(pu)(pu)(pu)(pu)通(tong)高(gao)中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比例(li)不得超過(guo)學(xue)(xue)(xue)校(xiao)年度招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)的(de)(de)10%。未完成招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)的(de)(de)民(min)辦(ban)(ban)普(pu)(pu)(pu)(pu)通(tong)高(gao)中(zhong)(zhong),可申請自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。經(jing)審批可以(yi)開(kai)(kai)展自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)高(gao)中(zhong)(zhong)學(xue)(xue)(xue)校(xiao)須提前主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)公(gong)開(kai)(kai)經(jing)市(shi)(shi)教(jiao)育局(ju)備案的(de)(de)自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方案(含招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范圍、計(ji)(ji)(ji)劃(hua)、標準、辦(ban)(ban)法(fa)和程序等);公(gong)辦(ban)(ban)普(pu)(pu)(pu)(pu)通(tong)高(gao)中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)校(xiao)須在中(zhong)(zhong)考結束后(hou)(hou)、中(zhong)(zhong)考成績放榜前,嚴格(ge)按(an)照自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)(ban)法(fa)和程序組織自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),并(bing)主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)公(gong)開(kai)(kai)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)各(ge)環(huan)節和錄(lu)取(qu)(qu)結果。民(min)辦(ban)(ban)普(pu)(pu)(pu)(pu)通(tong)高(gao)中(zhong)(zhong)應在完成劃(hua)線(xian)錄(lu)取(qu)(qu)結束后(hou)(hou)一周內安排學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)報(bao)到注冊,逾期未報(bao)到的(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)視為(wei)主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)放棄錄(lu)取(qu)(qu)資格(ge),相(xiang)關計(ji)(ji)(ji)劃(hua)可轉為(wei)自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)。民(min)辦(ban)(ban)普(pu)(pu)(pu)(pu)通(tong)高(gao)中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)不得招(zhao)(zhao)(zhao)收被(bei)其它學(xue)(xue)(xue)校(xiao)錄(lu)取(qu)(qu)的(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不得錄(lu)取(qu)(qu)未在我市(shi)(shi)參加中(zhong)(zhong)考的(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。2019年經(jing)批準自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)高(gao)中(zhong)(zhong)學(xue)(xue)(xue)校(xiao),錄(lu)取(qu)(qu)結果需通(tong)過(guo)學(xue)(xue)(xue)校(xiao)網站向社(she)會公(gong)示。建立(li)自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養跟蹤機制,須每年3月份向市(shi)(shi)教(jiao)育局(ju)報(bao)送上一年自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)評估報(bao)告(gao)。對自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養工作(zuo)成效差,出現(xian)弄虛作(zuo)假行為(wei)的(de)(de)學(xue)(xue)(xue)校(xiao),市(shi)(shi)教(jiao)育局(ju)將取(qu)(qu)消(xiao)其自(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)資格(ge)并(bing)通(tong)報(bao)批評。2019年直升(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比例(li)不超過(guo)5%,2020年全面取(qu)(qu)消(xiao)直升(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。直升(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)必須體現(xian)公(gong)平、公(gong)正、公(gong)開(kai)(kai)的(de)(de)原則。
(十一)規范特長生(sheng)招(zhao)(zhao)生(sheng)管理。為全面落實國家、省、市(shi)有關高中(zhong)(zhong)教育(yu)(yu)(yu)(yu)發展(zhan)的(de)(de)相關意見和(he)要求,我市(shi)堅持“規模嚴控(kong)、質量至上”的(de)(de)原則(ze),緊緊圍繞特色團隊建設(she)主線,鼓勵高中(zhong)(zhong)教育(yu)(yu)(yu)(yu)多樣化、特色化發展(zhan)。我市(shi)將繼續實行高中(zhong)(zhong)特長生(sheng)招(zhao)(zhao)生(sheng)政策(ce),具備招(zhao)(zhao)收特長生(sheng)條件的(de)(de)高中(zhong)(zhong)學(xue)校(xiao)(xiao)應在資源配置(zhi)、招(zhao)(zhao)生(sheng)項目、課程建設(she)、績效評價、風(feng)險管控(kong)等方面做(zuo)好工作方案(具體(ti)(ti)招(zhao)(zhao)生(sheng)方案由(you)市(shi)教育(yu)(yu)(yu)(yu)局德育(yu)(yu)(yu)(yu)與體(ti)(ti)育(yu)(yu)(yu)(yu)衛生(sheng)藝術教育(yu)(yu)(yu)(yu)處制定(ding)并下達),確保特長生(sheng)招(zhao)(zhao)生(sheng)工作有序、規范、公平、陽光、有效,杜(du)絕對學(xue)校(xiao)(xiao)特色發展(zhan)作用不大的(de)(de)做(zuo)法出現,避免“求大求全”。
(十二)規(gui)范實驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban)管(guan)理。普(pu)通高(gao)中(zhong)(zhong)(zhong)舉(ju)辦的各(ge)(ge)(ge)類實驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban),要(yao)報省級教(jiao)育(yu)行政部(bu)(bu)門登記備案,要(yao)嚴格控制規(gui)模,健全(quan)科學(xue)公(gong)開公(gong)正的選(xuan)拔機制,加(jia)強跟蹤研究和階段性評估(gu)。各(ge)(ge)(ge)區(qu)教(jiao)育(yu)行政部(bu)(bu)門和市局(ju)直屬(shu)高(gao)中(zhong)(zhong)(zhong)要(yao)認真開展公(gong)、民辦普(pu)通高(gao)中(zhong)(zhong)(zhong)舉(ju)辦各(ge)(ge)(ge)類實驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban)登記造冊工作,填寫好《XX區(qu)(市局(ju)直屬(shu)學(xue)校)普(pu)通高(gao)中(zhong)(zhong)(zhong)實驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban)統計表(biao)(biao)》(見附(fu)件5),于4月30日前(qian)由(you)各(ge)(ge)(ge)區(qu)教(jiao)育(yu)行政部(bu)(bu)門負(fu)責分公(gong)、民辦普(pu)通高(gao)中(zhong)(zhong)(zhong)兩類,將(jiang)加(jia)蓋公(gong)章(zhang)的“XX區(qu)(市局(ju)直屬(shu)學(xue)校)普(pu)通高(gao)中(zhong)(zhong)(zhong)實驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban)統計表(biao)(biao)”(掃(sao)描版)通過電子郵(you)件方式分別報市教(jiao)育(yu)局(ju)基礎教(jiao)育(yu)處和社會力(li)量(liang)辦學(xue)管(guan)理處備案(相關聯(lian)系人(ren)和郵(you)箱地址詳見附(fu)件5)。
(十(shi)三)規范中(zhong)(zhong)考(kao)(kao)(kao)組(zu)(zu)織(zhi)管理(li)。中(zhong)(zhong)考(kao)(kao)(kao)組(zu)(zu)織(zhi)管理(li)工(gong)作(zuo)實(shi)(shi)行各(ge)區(qu)(qu)(qu)(qu)(市(shi)屬(shu)(shu)學校(xiao)按屬(shu)(shu)地劃到區(qu)(qu)(qu)(qu))負責制,中(zhong)(zhong)考(kao)(kao)(kao)考(kao)(kao)(kao)點(dian)實(shi)(shi)行分級(ji)管理(li)和(he)主考(kao)(kao)(kao)負責制。各(ge)區(qu)(qu)(qu)(qu)教(jiao)育行政(zheng)部(bu)門、各(ge)考(kao)(kao)(kao)點(dian)要(yao)成立(li)中(zhong)(zhong)考(kao)(kao)(kao)工(gong)作(zuo)領導(dao)小組(zu)(zu),建(jian)立(li)責任追究制,落實(shi)(shi)“誰(shui)主管、誰(shui)負責”制度(du),簽(qian)訂工(gong)作(zuo)責任書,確(que)保(bao)責任落實(shi)(shi)到崗到人(ren)。各(ge)考(kao)(kao)(kao)點(dian)要(yao)對照《廣東省(sheng)國家教(jiao)育考(kao)(kao)(kao)試(shi)標(biao)準(zhun)化考(kao)(kao)(kao)點(dian)管理(li)辦法(試(shi)行)》,切(qie)實(shi)(shi)加(jia)強(qiang)(qiang)(qiang)考(kao)(kao)(kao)點(dian)硬件軟件建(jian)設(she),實(shi)(shi)現電子監控和(he)“網(wang)上巡考(kao)(kao)(kao)”。各(ge)區(qu)(qu)(qu)(qu)要(yao)按全市(shi)統一要(yao)求和(he)布置(zhi),加(jia)強(qiang)(qiang)(qiang)對本(ben)區(qu)(qu)(qu)(qu)中(zhong)(zhong)考(kao)(kao)(kao)保(bao)密、考(kao)(kao)(kao)試(shi)工(gong)作(zuo)人(ren)員隊(dui)伍(wu)的(de)培訓,加(jia)強(qiang)(qiang)(qiang)對本(ben)區(qu)(qu)(qu)(qu)中(zhong)(zhong)考(kao)(kao)(kao)保(bao)密、考(kao)(kao)(kao)務、考(kao)(kao)(kao)點(dian)的(de)管理(li)和(he)監督,2019年(nian)5月(yue)底前對本(ben)區(qu)(qu)(qu)(qu)考(kao)(kao)(kao)點(dian)軟硬件設(she)施(尤其(qi)是(shi)英(ying)語聽說設(she)備(bei))和(he)考(kao)(kao)(kao)務工(gong)作(zuo)準(zhun)備(bei)情況進行檢查驗收,切(qie)實(shi)(shi)排除各(ge)類風(feng)險隱(yin)患(huan),確(que)保(bao)考(kao)(kao)(kao)務組(zu)(zu)織(zhi)管理(li)工(gong)作(zuo)安全有序(xu)。
三、嚴格執行“十項嚴禁”紀律要求
嚴(yan)(yan)(yan)禁(jin)(jin)(jin)無計(ji)劃(hua)、超計(ji)劃(hua)組(zu)織招(zhao)生(sheng)(sheng)(sheng),招(zhao)生(sheng)(sheng)(sheng)結束(shu)后,學(xue)(xue)(xue)校(xiao)(xiao)不(bu)(bu)得擅(shan)自(zi)(zi)招(zhao)收(shou)已被(bei)其(qi)他學(xue)(xue)(xue)校(xiao)(xiao)錄取的(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng);嚴(yan)(yan)(yan)禁(jin)(jin)(jin)自(zi)(zi)行(xing)(xing)組(zu)織或(huo)(huo)與社會培訓(xun)機構聯合組(zu)織以(yi)選(xuan)拔生(sheng)(sheng)(sheng)源(yuan)為目的(de)(de)的(de)(de)各類(lei)考(kao)(kao)試(shi),或(huo)(huo)采用社會培訓(xun)機構自(zi)(zi)行(xing)(xing)組(zu)織的(de)(de)各類(lei)考(kao)(kao)試(shi)結果; 嚴(yan)(yan)(yan)禁(jin)(jin)(jin)提前組(zu)織招(zhao)生(sheng)(sheng)(sheng),變相“掐尖”選(xuan)生(sheng)(sheng)(sheng)源(yuan);嚴(yan)(yan)(yan)禁(jin)(jin)(jin)公辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)與民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)混合招(zhao)生(sheng)(sheng)(sheng)、混合編班(ban);嚴(yan)(yan)(yan)禁(jin)(jin)(jin)以(yi)高(gao)額物(wu)質獎勵、虛假宣傳等不(bu)(bu)正當手(shou)段招(zhao)攬生(sheng)(sheng)(sheng)源(yuan);嚴(yan)(yan)(yan)禁(jin)(jin)(jin)任(ren)(ren)何學(xue)(xue)(xue)校(xiao)(xiao)收(shou)取或(huo)(huo)變相收(shou)取與入學(xue)(xue)(xue)掛鉤的(de)(de)“捐資助學(xue)(xue)(xue)款”;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)義務教育階(jie)段學(xue)(xue)(xue)校(xiao)(xiao)以(yi)各類(lei)競(jing)賽(sai)(sai)證書、學(xue)(xue)(xue)科競(jing)賽(sai)(sai)成績(ji)或(huo)(huo)考(kao)(kao)級證明等作為招(zhao)生(sheng)(sheng)(sheng)依據;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)義務教育階(jie)段學(xue)(xue)(xue)校(xiao)(xiao)設立任(ren)(ren)何名義的(de)(de)重(zhong)點班(ban)、快慢班(ban);嚴(yan)(yan)(yan)禁(jin)(jin)(jin)初高(gao)中(zhong)學(xue)(xue)(xue)校(xiao)(xiao)對(dui)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)進行(xing)(xing)中(zhong)高(gao)考(kao)(kao)成績(ji)排名、宣傳中(zhong)高(gao)考(kao)(kao)狀元和升(sheng)學(xue)(xue)(xue)率,教育行(xing)(xing)政部門(men)也不(bu)(bu)得對(dui)學(xue)(xue)(xue)校(xiao)(xiao)中(zhong)高(gao)考(kao)(kao)情況進行(xing)(xing)排名,以(yi)及向學(xue)(xue)(xue)校(xiao)(xiao)提供(gong)非本校(xiao)(xiao)的(de)(de)中(zhong)高(gao)考(kao)(kao)成績(ji)數據;嚴(yan)(yan)(yan)禁(jin)(jin)(jin)出(chu)現(xian)人籍(ji)(ji)分離、空掛學(xue)(xue)(xue)籍(ji)(ji)、學(xue)(xue)(xue)籍(ji)(ji)造(zao)假等現(xian)象,不(bu)(bu)得為違規(gui)跨區域招(zhao)收(shou)的(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)和違規(gui)轉學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)辦(ban)理學(xue)(xue)(xue)籍(ji)(ji)轉接。
四、嚴格執紀問責,營造良好氛圍
各(ge)級教育(yu)行(xing)(xing)政(zheng)部(bu)門(men)要(yao)健全違(wei)規(gui)(gui)(gui)(gui)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)查(cha)處(chu)(chu)和(he)(he)責(ze)任追(zhui)究機制,暢通(tong)舉報和(he)(he)申訴受理(li)渠(qu)道,主(zhu)動接受社(she)會監(jian)督。招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)結束后,按照隸(li)屬(shu)關系,教育(yu)行(xing)(xing)政(zheng)部(bu)門(men)要(yao)組織開(kai)展(zhan)逐校(xiao)排查(cha)工作(zuo)(zuo)(zuo),重(zhong)(zhong)點排查(cha)曾經發(fa)生(sheng)(sheng)(sheng)違(wei)規(gui)(gui)(gui)(gui)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)(de)學(xue)(xue)(xue)(xue)校(xiao),及時糾正和(he)(he)嚴肅(su)(su)查(cha)處(chu)(chu)各(ge)種(zhong)違(wei)規(gui)(gui)(gui)(gui)違(wei)紀招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)(xing)為(wei)。對(dui)于造(zao)成(cheng)不良(liang)影(ying)響(xiang)或(huo)嚴重(zhong)(zhong)后果的(de)(de)學(xue)(xue)(xue)(xue)校(xiao),視情節輕重(zhong)(zhong)給予約談(tan)、通(tong)報批(pi)評(ping)、追(zhui)究相關人員責(ze)任、依照有關規(gui)(gui)(gui)(gui)定給予減少下一年度招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、停(ting)止當年招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)直至(zhi)吊銷辦學(xue)(xue)(xue)(xue)許可證(zheng)等處(chu)(chu)罰。市、區教育(yu)督導(dao)部(bu)門(men)要(yao)將中小學(xue)(xue)(xue)(xue)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)工作(zuo)(zuo)(zuo)納入(ru)(ru)(ru)責(ze)任督學(xue)(xue)(xue)(xue)日常督導(dao)范圍(wei)。對(dui)于造(zao)成(cheng)惡劣(lie)社(she)會影(ying)響(xiang)的(de)(de)違(wei)規(gui)(gui)(gui)(gui)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)(xing)為(wei),相關部(bu)門(men)將依照有關規(gui)(gui)(gui)(gui)定嚴肅(su)(su)查(cha)處(chu)(chu)追(zhui)責(ze)。各(ge)區教育(yu)行(xing)(xing)政(zheng)部(bu)門(men)要(yao)與(yu)新聞宣傳(chuan)部(bu)門(men)和(he)(he)有關單位通(tong)力合作(zuo)(zuo)(zuo),充(chong)分(fen)、深入(ru)(ru)(ru)、細致解讀(du)積(ji)分(fen)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)政(zheng)策,多渠(qu)道多形式開(kai)展(zhan)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)宣傳(chuan)工作(zuo)(zuo)(zuo)。要(yao)組織召開(kai)幼兒園(yuan)、小學(xue)(xue)(xue)(xue)家(jia)長(chang)(chang)會議,積(ji)極主(zhu)動宣傳(chuan),要(yao)聯系社(she)區工作(zuo)(zuo)(zuo)站協助宣傳(chuan)。加強輿論宣傳(chuan)引導(dao),及時回應群眾關注(zhu)的(de)(de)教育(yu)熱(re)點難點重(zhong)(zhong)點問題。引導(dao)廣大家(jia)長(chang)(chang)充(chong)分(fen)認識就(jiu)近入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)對(dui)于學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)健康成(cheng)長(chang)(chang)的(de)(de)價值和(he)(he)意義,樹立科學(xue)(xue)(xue)(xue)教育(yu)觀念,把培養孩(hai)子(zi)的(de)(de)好思想、好品行(xing)(xing)、好習慣作(zuo)(zuo)(zuo)為(wei)家(jia)庭(ting)教育(yu)的(de)(de)首要(yao)任務,理(li)性幫助孩(hai)子(zi)確定成(cheng)長(chang)(chang)目標,克服唯分(fen)數(shu)、唯升學(xue)(xue)(xue)(xue)的(de)(de)功利化(hua)傾向(xiang),避免盲目跟風擇校(xiao)。
各區教(jiao)育行(xing)政部門須(xu)于(yu)4月30日前將本區的(de)義務教(jiao)育招(zhao)生入(ru)學(xue)工(gong)(gong)作(zuo)(zuo)指導(dao)意(yi)見報市(shi)教(jiao)育局備案。招(zhao)生工(gong)(gong)作(zuo)(zuo)結束后(hou),各區要(yao)及時對中(zhong)小學(xue)招(zhao)生入(ru)學(xue)工(gong)(gong)作(zuo)(zuo)情況進行(xing)總結,形成書面總結材料于(yu)9月2日前報市(shi)教(jiao)育局基礎教(jiao)育處。
