中共中央 國務院關于深化教育教學改革全面提高義務教育質量的意見 政策咨詢

  義務教(jiao)育(yu)(yu)(yu)質量事關(guan)(guan)億(yi)萬少年兒童(tong)健康成長,事關(guan)(guan)國(guo)家發展,事關(guan)(guan)民族未來。為深入貫徹黨的十九大精神和全國(guo)教(jiao)育(yu)(yu)(yu)大會部署,加快推(tui)進教(jiao)育(yu)(yu)(yu)現代化(hua),建設教(jiao)育(yu)(yu)(yu)強國(guo),辦好人民滿意(yi)的教(jiao)育(yu)(yu)(yu),現就深化(hua)教(jiao)育(yu)(yu)(yu)教(jiao)學改(gai)革、全面提高義務教(jiao)育(yu)(yu)(yu)質量提出如下意(yi)見。

  一、堅持立德樹人,著力培養擔當民族復興大任的時代新人

  1.指(zhi)導(dao)思想(xiang)。堅持以(yi)習近(jin)平新時代中(zhong)國特色社(she)會主義思想(xiang)為(wei)指(zhi)導(dao),全(quan)(quan)面(mian)貫(guan)徹(che)黨的教(jiao)育方針(zhen),落實(shi)立德樹人(ren)(ren)根本任務,遵循教(jiao)育規律,強化教(jiao)師隊伍基(ji)礎作(zuo)用,圍繞(rao)凝聚人(ren)(ren)心、完善人(ren)(ren)格、開(kai)發(fa)(fa)人(ren)(ren)力(li)、培育人(ren)(ren)才(cai)、造福人(ren)(ren)民的工作(zuo)目(mu)標,發(fa)(fa)展(zhan)素質(zhi)教(jiao)育,培養德智(zhi)體(ti)美勞(lao)全(quan)(quan)面(mian)發(fa)(fa)展(zhan)的社(she)會主義建設者和接班人(ren)(ren)。

  2.基本要求。樹(shu)立科學(xue)(xue)的(de)教(jiao)育(yu)(yu)質量觀,深化(hua)改革,構建(jian)德(de)智(zhi)體(ti)美(mei)勞全面培(pei)養(yang)(yang)的(de)教(jiao)育(yu)(yu)體(ti)系,健全立德(de)樹(shu)人(ren)落(luo)實機制,著力在堅(jian)(jian)定理想信念(nian)、厚植愛國主(zhu)義情(qing)懷、加強(qiang)品德(de)修(xiu)養(yang)(yang)、增長知識見(jian)識、培(pei)養(yang)(yang)奮斗精神、增強(qiang)綜(zong)合素質上下(xia)功夫。堅(jian)(jian)持德(de)育(yu)(yu)為(wei)先,教(jiao)育(yu)(yu)引(yin)導學(xue)(xue)生(sheng)(sheng)愛黨愛國愛人(ren)民(min)愛社會主(zhu)義;堅(jian)(jian)持全面發(fa)展,為(wei)學(xue)(xue)生(sheng)(sheng)終(zhong)身發(fa)展奠基;堅(jian)(jian)持面向全體(ti),辦好每(mei)所學(xue)(xue)校、教(jiao)好每(mei)名學(xue)(xue)生(sheng)(sheng);堅(jian)(jian)持知行合一(yi),讓學(xue)(xue)生(sheng)(sheng)成為(wei)生(sheng)(sheng)活和學(xue)(xue)習的(de)主(zhu)人(ren)。

  二、堅持“五育”并舉,全面發展素質教育

  3.突(tu)出(chu)德育(yu)(yu)實(shi)效。完善德育(yu)(yu)工(gong)作(zuo)(zuo)(zuo)體系(xi),認真制(zhi)定德育(yu)(yu)工(gong)作(zuo)(zuo)(zuo)實(shi)施方案,深化(hua)(hua)課程(cheng)育(yu)(yu)人(ren)(ren)、文(wen)(wen)化(hua)(hua)育(yu)(yu)人(ren)(ren)、活動(dong)育(yu)(yu)人(ren)(ren)、實(shi)踐育(yu)(yu)人(ren)(ren)、管(guan)理育(yu)(yu)人(ren)(ren)、協同育(yu)(yu)人(ren)(ren)。大力開(kai)展理想(xiang)信(xin)念、社(she)(she)會主(zhu)義(yi)核(he)心價值觀(guan)、中華優秀傳(chuan)(chuan)統文(wen)(wen)化(hua)(hua)、生(sheng)態(tai)文(wen)(wen)明和心理健(jian)康教(jiao)育(yu)(yu)。加(jia)強(qiang)(qiang)愛國主(zhu)義(yi)、集(ji)體主(zhu)義(yi)、社(she)(she)會主(zhu)義(yi)教(jiao)育(yu)(yu),引導(dao)少年兒童聽黨(dang)話、跟黨(dang)走。加(jia)強(qiang)(qiang)品德修養教(jiao)育(yu)(yu),強(qiang)(qiang)化(hua)(hua)學(xue)生(sheng)良(liang)好(hao)行為習(xi)慣和法治意識(shi)養成。打造中小學(xue)生(sheng)社(she)(she)會實(shi)踐大課堂,充(chong)分發揮愛國主(zhu)義(yi)、優秀傳(chuan)(chuan)統文(wen)(wen)化(hua)(hua)等教(jiao)育(yu)(yu)基地(di)和各(ge)類(lei)公共(gong)文(wen)(wen)化(hua)(hua)設施與自然資源的重要育(yu)(yu)人(ren)(ren)作(zuo)(zuo)(zuo)用,向(xiang)學(xue)生(sheng)免費或(huo)優惠(hui)開(kai)放。廣泛開(kai)展先(xian)進典(dian)型、英雄(xiong)模(mo)范學(xue)習(xi)宣(xuan)傳(chuan)(chuan)活動(dong),積(ji)極(ji)創建文(wen)(wen)明校園(yuan)。健(jian)全創作(zuo)(zuo)(zuo)激勵與宣(xuan)傳(chuan)(chuan)推介機制(zhi),提供寓教(jiao)于樂(le)的優秀兒童文(wen)(wen)化(hua)(hua)精(jing)品;強(qiang)(qiang)化(hua)(hua)對網(wang)絡(luo)游戲、微視頻等的價值引領與管(guan)控,創造綠色健(jian)康網(wang)上空(kong)間。突(tu)出(chu)政治啟蒙和價值觀(guan)塑造,充(chong)分發揮共(gong)青團(tuan)、少先(xian)隊組織育(yu)(yu)人(ren)(ren)作(zuo)(zuo)(zuo)用。

  4.提(ti)升(sheng)智育水平。著力(li)培養認(ren)知(zhi)(zhi)能力(li),促進思(si)維(wei)發(fa)展,激發(fa)創(chuang)新意識。嚴格按(an)照(zhao)國(guo)家課(ke)程方案和(he)課(ke)程標(biao)準(zhun)實(shi)施教(jiao)(jiao)(jiao)學(xue)(xue),確保(bao)學(xue)(xue)生(sheng)達到國(guo)家規定學(xue)(xue)業質(zhi)量標(biao)準(zhun)。充分發(fa)揮教(jiao)(jiao)(jiao)師主導(dao)作用,引導(dao)教(jiao)(jiao)(jiao)師深入(ru)理解學(xue)(xue)科特點、知(zhi)(zhi)識結構、思(si)想(xiang)方法,科學(xue)(xue)把握(wo)學(xue)(xue)生(sheng)認(ren)知(zhi)(zhi)規律,上(shang)好每一(yi)堂課(ke)。突出學(xue)(xue)生(sheng)主體(ti)地(di)位,注重(zhong)保(bao)護學(xue)(xue)生(sheng)好奇心(xin)、想(xiang)象力(li)、求知(zhi)(zhi)欲,激發(fa)學(xue)(xue)習(xi)興(xing)趣,提(ti)高學(xue)(xue)習(xi)能力(li)。加強科學(xue)(xue)教(jiao)(jiao)(jiao)育和(he)實(shi)驗教(jiao)(jiao)(jiao)學(xue)(xue),廣泛開展多種(zhong)形式的(de)讀書活動(dong)。各地(di)要加強監測(ce)和(he)督導(dao),堅決防止學(xue)(xue)生(sheng)學(xue)(xue)業負擔過重(zhong)。

  5.強化體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)鍛煉。堅(jian)持健(jian)康(kang)第一(yi),實(shi)施(shi)學(xue)(xue)校(xiao)體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)固本行(xing)動(dong)。嚴格執行(xing)學(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)(ti)質健(jian)康(kang)合格標準(zhun)(zhun),健(jian)全國家(jia)監測(ce)制度。除體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)免(mian)修學(xue)(xue)生(sheng)外,未(wei)達體(ti)(ti)(ti)(ti)(ti)質健(jian)康(kang)合格標準(zhun)(zhun)的,不得發放畢業證書。開(kai)齊開(kai)足體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)課,將體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)科目(mu)(mu)納入高(gao)(gao)中階段學(xue)(xue)校(xiao)考試招生(sheng)錄取計分科目(mu)(mu)。科學(xue)(xue)安排體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)課運(yun)動(dong)負荷,開(kai)展好學(xue)(xue)校(xiao)特(te)色體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)項(xiang)目(mu)(mu),大力(li)發展校(xiao)園(yuan)足球,讓每(mei)位學(xue)(xue)生(sheng)掌握1至(zhi)2項(xiang)運(yun)動(dong)技能。廣泛(fan)開(kai)展校(xiao)園(yuan)普及性體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)運(yun)動(dong),定期舉辦學(xue)(xue)生(sheng)運(yun)動(dong)會(hui)(hui)或(huo)體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)節。鼓勵地(di)方向學(xue)(xue)生(sheng)免(mian)費(fei)或(huo)優(you)惠開(kai)放公共運(yun)動(dong)場所。通(tong)過(guo)購買服務(wu)等(deng)方式,鼓勵體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)社會(hui)(hui)組織為學(xue)(xue)生(sheng)提供高(gao)(gao)質量體(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)服務(wu)。精準(zhun)(zhun)實(shi)施(shi)農村義務(wu)教育(yu)(yu)(yu)學(xue)(xue)生(sheng)營(ying)養改善(shan)計劃。健(jian)全學(xue)(xue)生(sheng)視(shi)力(li)健(jian)康(kang)綜合干預體(ti)(ti)(ti)(ti)(ti)系,保(bao)障學(xue)(xue)生(sheng)充足睡(shui)眠(mian)時間(jian)。

  6.增強(qiang)美育熏陶。實施學校美育提升行動,嚴格落實音(yin)樂、美術(shu)、書法等(deng)課(ke)程,結(jie)合(he)地方文(wen)(wen)化(hua)設立藝術(shu)特色課(ke)程。廣泛(fan)開展校園藝術(shu)活動,幫助(zhu)每(mei)位學生(sheng)學會(hui)1至2項藝術(shu)技(ji)能、會(hui)唱主旋律歌曲。引導學生(sheng)了解(jie)世界優(you)秀藝術(shu),增強(qiang)文(wen)(wen)化(hua)理解(jie)。鼓(gu)勵學校組建(jian)(jian)特色藝術(shu)團(tuan)隊,辦好中(zhong)(zhong)小學生(sheng)藝術(shu)展演,推進中(zhong)(zhong)華優(you)秀傳(chuan)統文(wen)(wen)化(hua)藝術(shu)傳(chuan)承學校建(jian)(jian)設。通過購(gou)買服務等(deng)方式,鼓(gu)勵專業(ye)藝術(shu)人才(cai)到(dao)中(zhong)(zhong)小學兼(jian)職任(ren)教。支持(chi)藝術(shu)院校在中(zhong)(zhong)小學建(jian)(jian)立對口支援(yuan)基地。

  7.加強(qiang)勞(lao)動(dong)(dong)教(jiao)(jiao)育。充分發揮勞(lao)動(dong)(dong)綜合育人功能,制(zhi)定勞(lao)動(dong)(dong)教(jiao)(jiao)育指導綱要(yao),加強(qiang)學(xue)(xue)生生活(huo)實(shi)踐、勞(lao)動(dong)(dong)技術和(he)職業(ye)體驗教(jiao)(jiao)育。優化綜合實(shi)踐活(huo)動(dong)(dong)課(ke)程結(jie)構,確保(bao)勞(lao)動(dong)(dong)教(jiao)(jiao)育課(ke)時不少于一(yi)(yi)半。家長要(yao)給(gei)孩子安(an)排(pai)力(li)所能及(ji)的家務(wu)勞(lao)動(dong)(dong),學(xue)(xue)校要(yao)堅持學(xue)(xue)生值日(ri)制(zhi)度,組織學(xue)(xue)生參(can)加校園(yuan)勞(lao)動(dong)(dong),積極開(kai)展校外(wai)勞(lao)動(dong)(dong)實(shi)踐和(he)社(she)區(qu)志愿服務(wu)。創建一(yi)(yi)批勞(lao)動(dong)(dong)教(jiao)(jiao)育實(shi)驗區(qu),農(nong)(nong)村地(di)區(qu)要(yao)安(an)排(pai)相應田地(di)、山林、草(cao)場等(deng)作為學(xue)(xue)農(nong)(nong)實(shi)踐基(ji)地(di),城鎮地(di)區(qu)要(yao)為學(xue)(xue)生參(can)加農(nong)(nong)業(ye)生產、工(gong)業(ye)體驗、商業(ye)和(he)服務(wu)業(ye)實(shi)踐等(deng)提供保(bao)障(zhang)。

  三、強化課堂主陣地作用,切實提高課堂教學質量

  8.優化(hua)教(jiao)(jiao)(jiao)學(xue)(xue)方式(shi)(shi)。堅持(chi)教(jiao)(jiao)(jiao)學(xue)(xue)相長(chang),注(zhu)重(zhong)啟(qi)發式(shi)(shi)、互動式(shi)(shi)、探(tan)(tan)(tan)究式(shi)(shi)教(jiao)(jiao)(jiao)學(xue)(xue),教(jiao)(jiao)(jiao)師課前(qian)要指導(dao)(dao)(dao)學(xue)(xue)生做好預習(xi),課上要講(jiang)清重(zhong)點難點、知識體(ti)系,引導(dao)(dao)(dao)學(xue)(xue)生主動思考、積極提問、自主探(tan)(tan)(tan)究。融合運用傳(chuan)統與現(xian)代技術手段,重(zhong)視(shi)情境(jing)教(jiao)(jiao)(jiao)學(xue)(xue);探(tan)(tan)(tan)索基于學(xue)(xue)科的課程綜合化(hua)教(jiao)(jiao)(jiao)學(xue)(xue),開展研(yan)究型、項目(mu)化(hua)、合作式(shi)(shi)學(xue)(xue)習(xi)。精(jing)準分析(xi)學(xue)(xue)情,重(zhong)視(shi)差(cha)異化(hua)教(jiao)(jiao)(jiao)學(xue)(xue)和個別化(hua)指導(dao)(dao)(dao)。各地(di)要定期開展聚焦課堂教(jiao)(jiao)(jiao)學(xue)(xue)質量(liang)的主題(ti)活動,注(zhu)重(zhong)培育、遴(lin)選和推(tui)廣優秀教(jiao)(jiao)(jiao)學(xue)(xue)模(mo)式(shi)(shi)、教(jiao)(jiao)(jiao)學(xue)(xue)案例。

  9.加(jia)強教(jiao)(jiao)學(xue)管理。省級(ji)教(jiao)(jiao)育部(bu)門(men)要(yao)分學(xue)科(ke)制(zhi)定(ding)課堂(tang)教(jiao)(jiao)學(xue)基本要(yao)求,市縣級(ji)教(jiao)(jiao)育部(bu)門(men)要(yao)指導(dao)學(xue)校(xiao)形成教(jiao)(jiao)學(xue)管理特色(se)。學(xue)校(xiao)要(yao)健(jian)全教(jiao)(jiao)學(xue)管理規(gui)程(cheng),統籌制(zhi)定(ding)教(jiao)(jiao)學(xue)計劃,優(you)化教(jiao)(jiao)學(xue)環節;開齊開足開好國家(jia)規(gui)定(ding)課程(cheng),不得隨意增(zeng)減課時(shi)、改(gai)變難度(du)(du)、調整進度(du)(du);嚴格按課程(cheng)標準零起點教(jiao)(jiao)學(xue),小(xiao)學(xue)一年級(ji)設置過渡性活動課程(cheng),注重做好幼小(xiao)銜接(jie);堅持和(he)完善集體(ti)備課制(zhi)度(du)(du),認真制(zhi)定(ding)教(jiao)(jiao)案(an)。各(ge)地(di)各(ge)校(xiao)要(yao)切實(shi)加(jia)強課程(cheng)實(shi)施日常監督,不得有提前結課備考(kao)、超標教(jiao)(jiao)學(xue)、違規(gui)統考(kao)、考(kao)試排名(ming)和(he)不履(lv)行教(jiao)(jiao)學(xue)責任等行為。

  10.完善作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)考(kao)試(shi)輔(fu)導。統(tong)籌調(diao)控(kong)不(bu)同年級、不(bu)同學(xue)(xue)科(ke)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)數(shu)量和(he)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)時間(jian),促進學(xue)(xue)生(sheng)完成(cheng)(cheng)好基礎(chu)性(xing)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye),強化實(shi)踐性(xing)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye),探索彈性(xing)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)和(he)跨學(xue)(xue)科(ke)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye),不(bu)斷(duan)提(ti)高(gao)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)設計質量。杜絕將學(xue)(xue)生(sheng)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)變成(cheng)(cheng)家(jia)長作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)或(huo)要求家(jia)長檢查(cha)批(pi)改作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye),不(bu)得布置懲(cheng)罰性(xing)作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)。教師要認真批(pi)改作(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye),強化面(mian)批(pi)講(jiang)解,及時做好反(fan)饋。從嚴控(kong)制(zhi)考(kao)試(shi)次數(shu),考(kao)試(shi)內容要符合課程標(biao)準(zhun)、聯(lian)系學(xue)(xue)生(sheng)生(sheng)活實(shi)際,考(kao)試(shi)成(cheng)(cheng)績實(shi)行(xing)等級評價,嚴禁以(yi)任何(he)方式(shi)公布學(xue)(xue)生(sheng)成(cheng)(cheng)績和(he)排名。建(jian)立(li)學(xue)(xue)有困難學(xue)(xue)生(sheng)幫扶(fu)制(zhi)度(du),為學(xue)(xue)有余力(li)學(xue)(xue)生(sheng)拓展(zhan)學(xue)(xue)習空間(jian)。各(ge)地要完善政策支(zhi)持措(cuo)施,不(bu)斷(duan)提(ti)高(gao)課后服務(wu)水平。

  11.促(cu)進(jin)信息技術與教(jiao)(jiao)育教(jiao)(jiao)學(xue)融合應用。推進(jin)“教(jiao)(jiao)育+互聯(lian)網(wang)”發(fa)展,按照服(fu)務(wu)(wu)(wu)教(jiao)(jiao)師教(jiao)(jiao)學(xue)、服(fu)務(wu)(wu)(wu)學(xue)生學(xue)習、服(fu)務(wu)(wu)(wu)學(xue)校(xiao)(xiao)管理的要(yao)求,建(jian)立覆蓋義務(wu)(wu)(wu)教(jiao)(jiao)育各年(nian)級各學(xue)科的數(shu)字教(jiao)(jiao)育資源體系(xi)。加(jia)快數(shu)字校(xiao)(xiao)園建(jian)設,積極(ji)探索基(ji)于互聯(lian)網(wang)的教(jiao)(jiao)學(xue)。免(mian)費為農村和邊(bian)遠貧困地區(qu)學(xue)校(xiao)(xiao)提(ti)供優質(zhi)學(xue)習資源,加(jia)快縮小城鄉教(jiao)(jiao)育差距。加(jia)強信息化終端設備及軟件管理,建(jian)立數(shu)字化教(jiao)(jiao)學(xue)資源進(jin)校(xiao)(xiao)園審(shen)核監管機制。

  四、按照“四有好老師”標準,建設高素質專業化教師隊伍

  13.優(you)化教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資(zi)源(yuan)配置(zhi)。各(ge)地要按(an)照中(zhong)小(xiao)學教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)職工編制(zhi)(zhi)標(biao)準(zhun)做(zuo)好編制(zhi)(zhi)核(he)定工作(zuo),并(bing)制(zhi)(zhi)定小(xiao)規模學校(xiao)編制(zhi)(zhi)核(he)定標(biao)準(zhun)和(he)通過政(zheng)(zheng)府(fu)購買服(fu)務方式為寄宿制(zhi)(zhi)學校(xiao)提供生活服(fu)務的(de)(de)實施辦法(fa)。對符合條件的(de)(de)非在(zai)編教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)要加快(kuai)入編,不得產生新的(de)(de)代課教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)。縣(xian)級教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)部門要按(an)照班(ban)額、生源(yuan)等情況(kuang),在(zai)核(he)定的(de)(de)總量內(nei)(nei),統籌調配各(ge)校(xiao)編制(zhi)(zhi)和(he)崗(gang)(gang)位數量,并(bing)向(xiang)同級機構編制(zhi)(zhi)、人力(li)資(zi)源(yuan)社會保障和(he)財政(zheng)(zheng)部門備案(an)。制(zhi)(zhi)定符合教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)職業特點的(de)(de)公(gong)開招(zhao)聘(pin)辦法(fa),充分發(fa)揮教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)部門和(he)學校(xiao)在(zai)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)招(zhao)聘(pin)中(zhong)的(de)(de)重要作(zuo)用,嚴(yan)格教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資(zi)格準(zhun)入制(zhi)(zhi)度。實行教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資(zi)格定期注(zhu)冊制(zhi)(zhi)度,對不適應(ying)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學的(de)(de)應(ying)及時調整。加大(da)縣(xian)域內(nei)(nei)城鎮(zhen)與鄉(xiang)村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)雙向(xiang)交流、定期輪崗(gang)(gang)力(li)度,建立學區(qu)(鄉(xiang)鎮(zhen))內(nei)(nei)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)走教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)制(zhi)(zhi)度。進(jin)一(yi)步實施好農村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)“特崗(gang)(gang)計劃”和(he)“銀齡講學計劃”。完(wan)善教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)崗(gang)(gang)位分級認定辦法(fa),適當提高(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)中(zhong)、高(gao)級崗(gang)(gang)位比(bi)例。

  14.依法(fa)保(bao)障教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)權益(yi)和(he)(he)待(dai)遇(yu)。制定(ding)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)優待(dai)辦法(fa),保(bao)障教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)享有健康體(ti)檢、旅游、住房、落戶等優待(dai)政策。堅持教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)投入(ru)優先(xian)保(bao)障并不斷(duan)提(ti)高教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)待(dai)遇(yu)。完善(shan)義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)績效(xiao)工(gong)資(zi)總量核定(ding)辦法(fa),建立聯動(dong)增長機(ji)制,確(que)保(bao)義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)平均(jun)工(gong)資(zi)收(shou)入(ru)水平不低(di)于當地(di)公務員平均(jun)工(gong)資(zi)收(shou)入(ru)水平。完善(shan)績效(xiao)工(gong)資(zi)分(fen)配辦法(fa),績效(xiao)工(gong)資(zi)增量主要用(yong)于獎勵性(xing)績效(xiao)工(gong)資(zi)分(fen)配;切實(shi)落實(shi)學(xue)校(xiao)(xiao)分(fen)配自主權,并向教(jiao)(jiao)(jiao)(jiao)學(xue)一線和(he)(he)教(jiao)(jiao)(jiao)(jiao)學(xue)實(shi)績突出(chu)的(de)(de)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)傾斜。落實(shi)鄉(xiang)村(cun)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)鄉(xiang)鎮工(gong)作補貼、集中連片特困地(di)區生活補助和(he)(he)艱苦邊遠地(di)區津貼等政策,有條件(jian)的(de)(de)地(di)方對在鄉(xiang)村(cun)有教(jiao)(jiao)(jiao)(jiao)學(xue)任務的(de)(de)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)給予交(jiao)通補助。加強(qiang)鄉(xiang)村(cun)學(xue)校(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)周(zhou)轉(zhuan)宿舍(she)建設。制定(ding)實(shi)施細則,明確(que)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)懲戒權。依法(fa)依規妥善(shan)處理涉及學(xue)校(xiao)(xiao)和(he)(he)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)的(de)(de)矛盾糾紛,堅決(jue)維護教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)合法(fa)權益(yi)。

  16.加(jia)強課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)教(jiao)(jiao)(jiao)(jiao)材建(jian)設。國(guo)家建(jian)立義務教(jiao)(jiao)(jiao)(jiao)育(yu)課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)方(fang)(fang)(fang)案(an)、課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)標準(zhun)修訂和(he)實施(shi)監(jian)測機(ji)(ji)制,完(wan)善教(jiao)(jiao)(jiao)(jiao)材管理辦(ban)法。省(sheng)級教(jiao)(jiao)(jiao)(jiao)育(yu)部(bu)門制定(ding)地方(fang)(fang)(fang)課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)和(he)校(xiao)本(ben)課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)開發與實施(shi)指南,并建(jian)立審議評估和(he)質(zhi)量監(jian)測制度。縣級教(jiao)(jiao)(jiao)(jiao)育(yu)部(bu)門要(yao)加(jia)強校(xiao)本(ben)課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)監(jian)管,構建(jian)學(xue)校(xiao)間共(gong)建(jian)共(gong)享機(ji)(ji)制。學(xue)校(xiao)要(yao)提高校(xiao)本(ben)課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)質(zhi)量,校(xiao)本(ben)課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)原則上(shang)不編寫教(jiao)(jiao)(jiao)(jiao)材。嚴禁(jin)用地方(fang)(fang)(fang)課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)、校(xiao)本(ben)課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)取代國(guo)家課(ke)(ke)程(cheng)(cheng)(cheng)(cheng),嚴禁(jin)使用未(wei)經審定(ding)的教(jiao)(jiao)(jiao)(jiao)材。義務教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)不得引(yin)進境(jing)(jing)外課(ke)(ke)程(cheng)(cheng)(cheng)(cheng)、使用境(jing)(jing)外教(jiao)(jiao)(jiao)(jiao)材。完(wan)善義務教(jiao)(jiao)(jiao)(jiao)育(yu)裝備基本(ben)標準(zhun),有條(tiao)件的地方(fang)(fang)(fang)可建(jian)設創新(xin)實驗室、綜(zong)合實驗室。

  17.完善招(zhao)(zhao)生(sheng)(sheng)(sheng)考(kao)試制(zhi)度。推進義務(wu)教(jiao)育學(xue)校(xiao)(xiao)免試就近入(ru)學(xue)全覆蓋(gai)。健全聯控聯保(bao)機(ji)制(zhi),精準(zhun)做好控輟保(bao)學(xue)工作。嚴禁以各類(lei)考(kao)試、競賽(sai)、培訓成績或證(zheng)書(shu)證(zheng)明等(deng)作為(wei)招(zhao)(zhao)生(sheng)(sheng)(sheng)依(yi)(yi)據,不(bu)(bu)得(de)以面試、評測等(deng)名義選拔學(xue)生(sheng)(sheng)(sheng)。民(min)辦義務(wu)教(jiao)育學(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)納入(ru)審(shen)(shen)批地(di)統一(yi)管理,與公辦學(xue)校(xiao)(xiao)同步招(zhao)(zhao)生(sheng)(sheng)(sheng);對(dui)報名人數超過招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)的(de),實行電腦(nao)隨機(ji)錄取。高(gao)中(zhong)(zhong)(zhong)階段學(xue)校(xiao)(xiao)實行基(ji)于初中(zhong)(zhong)(zhong)學(xue)業(ye)水平(ping)考(kao)試成績、結合綜合素(su)質(zhi)評價的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模(mo)式,落實優(you)質(zhi)普(pu)通高(gao)中(zhong)(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)指標分配(pei)到初中(zhong)(zhong)(zhong)政(zheng)策,公辦民(min)辦普(pu)通高(gao)中(zhong)(zhong)(zhong)按(an)審(shen)(shen)批機(ji)關(guan)統一(yi)批準(zhun)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)、范圍、標準(zhun)和方式同步招(zhao)(zhao)生(sheng)(sheng)(sheng)。穩步推進初中(zhong)(zhong)(zhong)學(xue)業(ye)水平(ping)考(kao)試省級統一(yi)命(ming)題,堅持以課程標準(zhun)為(wei)命(ming)題依(yi)(yi)據,不(bu)(bu)得(de)制(zhi)定(ding)考(kao)試大綱,不(bu)(bu)斷提(ti)高(gao)命(ming)題水平(ping)。

  20.激(ji)發(fa)學(xue)(xue)校(xiao)(xiao)(xiao)生(sheng)機活(huo)力。推進現(xian)代學(xue)(xue)校(xiao)(xiao)(xiao)制(zhi)度建設(she),落實學(xue)(xue)校(xiao)(xiao)(xiao)辦學(xue)(xue)自主(zhu)權,保障學(xue)(xue)校(xiao)(xiao)(xiao)自主(zhu)設(she)立內(nei)設(she)機構,依法依規實施教(jiao)育教(jiao)學(xue)(xue)活(huo)動(dong)、聘用(yong)教(jiao)師及(ji)其他工作人員、管(guan)理使用(yong)學(xue)(xue)校(xiao)(xiao)(xiao)經費等(deng)。各地(di)要完善統籌協調機制(zhi),嚴格控制(zhi)面(mian)向義務(wu)教(jiao)育學(xue)(xue)校(xiao)(xiao)(xiao)的各類審批、檢(jian)查驗收、創(chuang)建評比等(deng)活(huo)動(dong),未經當地(di)教(jiao)育部(bu)門同意,任何(he)單位(wei)不得到學(xue)(xue)校(xiao)(xiao)(xiao)開展有關活(huo)動(dong)。發(fa)揮(hui)優質(zhi)學(xue)(xue)校(xiao)(xiao)(xiao)示(shi)(shi)范(fan)輻(fu)射(she)作用(yong),完善強校(xiao)(xiao)(xiao)帶弱校(xiao)(xiao)(xiao)、城鄉對口(kou)支(zhi)援等(deng)辦學(xue)(xue)機制(zhi),促進新優質(zhi)學(xue)(xue)校(xiao)(xiao)(xiao)成(cheng)長。對提高(gao)教(jiao)育質(zhi)量(liang)成(cheng)效(xiao)顯(xian)著(zhu)和發(fa)揮(hui)示(shi)(shi)范(fan)輻(fu)射(she)作用(yong)突(tu)出的學(xue)(xue)校(xiao)(xiao)(xiao),應給予支(zhi)持和獎(jiang)勵。

  21.實施(shi)義(yi)(yi)(yi)務(wu)教(jiao)育質量(liang)提升工程。保障義(yi)(yi)(yi)務(wu)教(jiao)育財政經費(fei)投(tou)入,加(jia)大(da)對教(jiao)師隊伍建設(she)、教(jiao)育教(jiao)學(xue)改革、提高(gao)教(jiao)育質量(liang)經費(fei)支(zhi)持力度。實施(shi)優秀教(jiao)學(xue)成(cheng)果推廣應用計劃,整合建設(she)國家中小(xiao)學(xue)生網絡學(xue)習平臺。推進義(yi)(yi)(yi)務(wu)教(jiao)育薄弱環節改善與能力提升,重點加(jia)強(qiang)鄉村小(xiao)規模學(xue)校(xiao)和鄉鎮寄宿制學(xue)校(xiao)建設(she),打造“鄉村溫馨校(xiao)園”;加(jia)快消除城鎮大(da)班(ban)額,逐步降(jiang)低(di)班(ban)額標準(zhun),促(cu)進縣域義(yi)(yi)(yi)務(wu)教(jiao)育從基本(ben)均(jun)衡(heng)向優質均(jun)衡(heng)發展。

  六、加強組織領導,開創新時代義務教育改革發展新局面

  22.堅持(chi)黨的全面(mian)(mian)領(ling)導(dao)。各級(ji)黨委和(he)(he)政(zheng)(zheng)府(fu)要把辦好義(yi)務教(jiao)(jiao)育作(zuo)(zuo)(zuo)為重(zhong)中之重(zhong),全面(mian)(mian)加強(qiang)黨的領(ling)導(dao),切實(shi)履行省級(ji)和(he)(he)市級(ji)政(zheng)(zheng)府(fu)統(tong)籌實(shi)施、縣級(ji)政(zheng)(zheng)府(fu)為主管理責(ze)任(ren)。黨政(zheng)(zheng)有(you)關負責(ze)人要牢(lao)固樹立科(ke)學教(jiao)(jiao)育觀、正確政(zheng)(zheng)績觀,嚴(yan)禁下(xia)達升學指標或片面(mian)(mian)以升學率(lv)評(ping)價(jia)學校(xiao)和(he)(he)教(jiao)(jiao)師。要選優(you)配強(qiang)教(jiao)(jiao)育部(bu)門領(ling)導(dao)干(gan)部(bu),特別是縣級(ji)教(jiao)(jiao)育局局長。縣級(ji)黨委和(he)(he)政(zheng)(zheng)府(fu)每年要至少(shao)聽取1次義(yi)務教(jiao)(jiao)育工作(zuo)(zuo)(zuo)匯報,及時研究解決(jue)有(you)關重(zhong)大問題。加強(qiang)學校(xiao)黨的建(jian)設,充(chong)分發揮學校(xiao)黨組織領(ling)導(dao)作(zuo)(zuo)(zuo)用,強(qiang)化黨建(jian)帶團(tuan)建(jian)、隊建(jian)。將校(xiao)園安全納(na)入社會(hui)治理,完(wan)善校(xiao)園安全風險防(fang)控體(ti)系和(he)(he)依法處理機制,堅決(jue)杜絕(jue)“校(xiao)鬧”行為,維護正常教(jiao)(jiao)育教(jiao)(jiao)學秩序。
