各(ge)區(新(xin)區)教育(yu)行(xing)政(zheng)部門(men)、人力資源和(he)社會保障部門(men)、財政(zheng)部門(men),各(ge)職業院校,各(ge)校外公共實訓(xun)基(ji)地:

  為貫徹《教(jiao)育(yu)部等五部門關于印發〈職業學校(xiao)學生(sheng)實習(xi)管理(li)規定〉的通(tong)(tong)知》(教(jiao)職成〔2016〕3號)、《中(zhong)共(gong)深(shen)圳(zhen)市(shi)委 深(shen)圳(zhen)市(shi)人民政府(fu)印發〈關于促(cu)進人才優先(xian)發展的若干措施〉的通(tong)(tong)知》(深(shen)發〔2016〕9號)、《深(shen)圳(zhen)市(shi)人民政府(fu)關于加(jia)快建設現代職業教(jiao)育(yu)體系的意見(jian)》(深(shen)府(fu)〔2017〕49號)等文件(jian)精神,促(cu)進我市(shi)職業教(jiao)育(yu)校(xiao)企合作,創(chuang)新技(ji)(ji)術技(ji)(ji)能(neng)人才培養(yang)模式,加(jia)強職業院校(xiao)(含(han)技(ji)(ji)工院校(xiao),下同(tong))學生(sheng)實習(xi)管理(li),完善實習(xi)補貼工作,現將有關事(shi)項通(tong)(tong)知如下:

  一、加強學生實習管理,健全考核評價制

  職業院校應當建立健全學生實(shi)習實(shi)訓相關制度,確保學生實(shi)習實(shi)訓取得(de)成(cheng)效,并規范(fan)相關補(bu)貼的申(shen)報和發放工作。具(ju)體要求如下:

  (一)規(gui)(gui)范實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)管(guan)理基礎制度。職業(ye)院校校外公(gong)共(gong)實(shi)(shi)(shi)(shi)(shi)(shi)訓基地、實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)企業(ye)等(deng)應(ying)當根據工作的實(shi)(shi)(shi)(shi)(shi)(shi)際情況(kuang)及管(guan)理要求,制定(ding)學(xue)生(sheng)實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)工作具(ju)體管(guan)理辦法(fa)和安全(quan)管(guan)理規(gui)(gui)定(ding)、實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)學(xue)生(sheng)安全(quan)及突發事(shi)件(jian)應(ying)急預案等(deng)制度性文(wen)件(jian),切實(shi)(shi)(shi)(shi)(shi)(shi)規(gui)(gui)范與完(wan)善學(xue)生(sheng)實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)有關管(guan)理。建立學(xue)生(sheng)實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)強制保險(xian)(xian)制度,職業(ye)院校和實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)單位應(ying)當根據國(guo)家有關規(gui)(gui)定(ding),為實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)學(xue)生(sheng)投(tou)保實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)責任保險(xian)(xian),責任保險(xian)(xian)范圍(wei)應(ying)覆蓋(gai)實(shi)(shi)(shi)(shi)(shi)(shi)習(xi)(xi)活動全(quan)過程。

  (二(er))嚴格實(shi)(shi)習(xi)(xi)考(kao)勤紀律。確保相關申報數據的(de)真實(shi)(shi)性,學(xue)(xue)校和(he)企(qi)(qi)業要加(jia)強實(shi)(shi)習(xi)(xi)學(xue)(xue)生(sheng)的(de)考(kao)勤管(guan)理(li)(li),實(shi)(shi)習(xi)(xi)學(xue)(xue)生(sheng)、帶(dai)(dai)隊教師、企(qi)(qi)業管(guan)理(li)(li)人員要對考(kao)勤情(qing)況的(de)真實(shi)(shi)性負責。學(xue)(xue)校與(yu)企(qi)(qi)業應建立學(xue)(xue)生(sheng)實(shi)(shi)習(xi)(xi)考(kao)勤臺賬(zhang)及(ji)實(shi)(shi)習(xi)(xi)檢查日志,并(bing)由實(shi)(shi)習(xi)(xi)學(xue)(xue)生(sheng)、帶(dai)(dai)隊教師、企(qi)(qi)業管(guan)理(li)(li)人員共同簽名確認。

  (三)認真(zhen)篩選實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)。職(zhi)(zhi)業院(yuan)校(xiao)應(ying)(ying)當選擇合(he)法經營(ying)、管(guan)理規(gui)范、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)設備(bei)完備(bei)、符合(he)安全生(sheng)產(chan)法律法規(gui)要(yao)求的(de)(de)(de)(de)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)安排學(xue)生(sheng)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)。一是(shi)評(ping)估(gu)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)。在確定實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)前,學(xue)校(xiao)應(ying)(ying)進行(xing)實(shi)(shi)(shi)地(di)考察評(ping)估(gu)形成書(shu)面(mian)報告,考察內(nei)容應(ying)(ying)包括:單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)資質、誠信狀況、管(guan)理水(shui)平、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)崗(gang)位(wei)(wei)(wei)(wei)性(xing)質和內(nei)容、工作時間、工作環(huan)境、生(sheng)活環(huan)境以及健康保障、安全防(fang)護、可接(jie)收實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)人數、是(shi)否與專業人才培養吻合(he)、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)學(xue)生(sheng)占在崗(gang)人數比(bi)例等方(fang)面(mian)。二是(shi)制定實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)計劃。職(zhi)(zhi)業院(yuan)校(xiao)與評(ping)估(gu)合(he)格的(de)(de)(de)(de)單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)共同(tong)制訂實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)計劃,明確實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)目標(biao)、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)任務(wu)、必要(yao)的(de)(de)(de)(de)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)準備(bei)、考核標(biao)準等。三是(shi)簽訂三方(fang)協(xie)議(yi)。學(xue)生(sheng)在頂(ding)崗(gang)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)前,學(xue)校(xiao)、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)、學(xue)生(sheng)三方(fang)應(ying)(ying)簽訂實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)協(xie)議(yi),實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)協(xie)議(yi)應(ying)(ying)明確各方(fang)責任、權利義務(wu)及實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)報酬,未滿(man)18歲的(de)(de)(de)(de)學(xue)生(sheng)還應(ying)(ying)取得學(xue)生(sheng)監護人的(de)(de)(de)(de)知(zhi)情(qing)同(tong)意書(shu)。四(si)是(shi)支付實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)報酬。接(jie)收學(xue)生(sheng)頂(ding)崗(gang)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)的(de)(de)(de)(de)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)(wei)(wei)(wei),應(ying)(ying)支付不低于本單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)相同(tong)崗(gang)位(wei)(wei)(wei)(wei)試用期工資標(biao)準80%的(de)(de)(de)(de)報酬。

  (四)加強監督管(guan)理。職業學(xue)(xue)校(xiao)和(he)(he)實習(xi)(xi)企業不(bu)(bu)得向學(xue)(xue)生收(shou)取實習(xi)(xi)押(ya)金、頂崗實習(xi)(xi)報酬提成、管(guan)理費或(huo)者(zhe)其他形式的實習(xi)(xi)費用(yong),不(bu)(bu)得扣押(ya)學(xue)(xue)生的居民身(shen)份證,不(bu)(bu)得要求學(xue)(xue)生提供(gong)擔保(bao)或(huo)者(zhe)以其他名義(yi)收(shou)取學(xue)(xue)生財物。市(shi)教(jiao)育、市(shi)人力資源保(bao)障(zhang)部門和(he)(he)申報學(xue)(xue)校(xiao)要做好(hao)補(bu)(bu)貼對象、補(bu)(bu)貼時間的核對與(yu)認定工作。對于虛報、冒領、擠占(zhan)、挪(nuo)用(yong)、滯留(liu)國(guo)家(jia)相關補(bu)(bu)助資金的部門和(he)(he)學(xue)(xue)校(xiao),要予(yu)以嚴(yan)肅處理,涉嫌犯罪的,依法移送司法機關處理。

  (五(wu))確保(bao)學(xue)生實(shi)習(xi)安(an)(an)(an)全(quan)。不(bu)得(de)(de)(de)安(an)(an)(an)排(pai)(pai)未(wei)成年(nian)學(xue)生從(cong)事(shi)(shi)《未(wei)成年(nian)工(gong)(gong)特殊保(bao)護規(gui)定(ding)(ding)》中禁止從(cong)事(shi)(shi)的(de)(de)勞(lao)動(dong),不(bu)得(de)(de)(de)安(an)(an)(an)排(pai)(pai)女學(xue)生從(cong)事(shi)(shi)《女職(zhi)工(gong)(gong)勞(lao)動(dong)保(bao)護特別規(gui)定(ding)(ding)》中禁止從(cong)事(shi)(shi)的(de)(de)勞(lao)動(dong),不(bu)得(de)(de)(de)安(an)(an)(an)排(pai)(pai)學(xue)生到酒(jiu)吧、夜(ye)總(zong)會(hui)、歌廳(ting)、洗浴(yu)中心等(deng)營業(ye)性(xing)娛樂場所實(shi)習(xi),不(bu)得(de)(de)(de)通過(guo)中介機構(gou)或(huo)(huo)有(you)(you)(you)償代理組織、安(an)(an)(an)排(pai)(pai)和管理學(xue)生實(shi)習(xi)工(gong)(gong)作。除相關專業(ye)和實(shi)習(xi)崗位(wei)有(you)(you)(you)特殊要(yao)求,并報上級主管部(bu)門(men)備案(an)的(de)(de)實(shi)習(xi)安(an)(an)(an)排(pai)(pai)外,接收(shou)職(zhi)業(ye)院校學(xue)生實(shi)習(xi)的(de)(de)企業(ye)應遵守(shou)國家關于工(gong)(gong)作時間(jian)和休息休假的(de)(de)規(gui)定(ding)(ding),不(bu)得(de)(de)(de)安(an)(an)(an)排(pai)(pai)學(xue)生從(cong)事(shi)(shi)高空、放射(she)性(xing)、有(you)(you)(you)毒、易(yi)燃易(yi)爆等(deng)較高安(an)(an)(an)全(quan)風險的(de)(de)實(shi)習(xi),不(bu)得(de)(de)(de)安(an)(an)(an)排(pai)(pai)學(xue)生在法定(ding)(ding)節假日實(shi)習(xi),不(bu)得(de)(de)(de)安(an)(an)(an)排(pai)(pai)學(xue)生加(jia)班(ban)和夜(ye)班(ban)。對安(an)(an)(an)排(pai)(pai)、介紹或(huo)(huo)者接收(shou)未(wei)滿16周歲學(xue)生實(shi)習(xi)的(de)(de)學(xue)校或(huo)(huo)企業(ye),人力資(zi)源部(bu)門(men)應當依據(ju)《禁止使用(yong)童工(gong)(gong)規(gui)定(ding)(ding)》進行查(cha)處;涉嫌犯(fan)罪的(de)(de),依法移送(song)司法機關處理。

  (六)健(jian)全考(kao)(kao)(kao)核(he)評(ping)價(jia)制度(du)。切實(shi)(shi)(shi)做好(hao)學(xue)生(sheng)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)情況立(li)卷(juan)(juan)歸檔工作(zuo),建立(li)健(jian)全實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)(kao)(kao)核(he)評(ping)價(jia)制度(du)。學(xue)校應當依(yi)據實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)計劃,制定(ding)具(ju)體考(kao)(kao)(kao)核(he)方式和標準,實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)完成后要(yao)及時做好(hao)學(xue)生(sheng)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)情況立(li)卷(juan)(juan)歸檔工作(zuo),對實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)單位(wei)評(ping)估報告、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)協(xie)議、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)計劃、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)責任保險(xian)單據、學(xue)生(sheng)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)報告、學(xue)生(sheng)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)(kao)(kao)核(he)結果、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)(kao)(kao)勤(qin)日(ri)志、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)檢查記錄、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)總結等(deng)資料及時歸檔。

  二、完善實習補貼工作,規范補貼申領流程

  (一)調(diao)整頂崗(gang)實(shi)習補貼(tie)范(fan)圍(wei)。

  自2018年秋季學(xue)期起,對包括民辦職業院(yuan)校(xiao)(xiao)在內的(de)所有職業院(yuan)校(xiao)(xiao)全(quan)日制學(xue)生頂(ding)崗實習給予補貼。

  (二)實習補貼對象(xiang)、標準及期限(xian)。

  1.補貼對象。實(shi)(shi)(shi)習補貼對象包括(kuo):一是我市職(zhi)業院(yuan)校參加實(shi)(shi)(shi)習實(shi)(shi)(shi)訓的(de)全日制在校學(xue)生(sheng);二(er)是經市教育局(ju)、市人(ren)力資源(yuan)和社會(hui)保障(zhang)局(ju)認定并接收(shou)職(zhi)業院(yuan)校全日制學(xue)生(sheng)實(shi)(shi)(shi)習實(shi)(shi)(shi)訓的(de)職(zhi)業教育校外公共(gong)實(shi)(shi)(shi)訓基(ji)地所在企業。

  2.補貼(tie)標準。參加實(shi)(shi)習(xi)實(shi)(shi)訓(xun)學生(sheng)(sheng)每人(ren)每月可享受650元生(sheng)(sheng)活補貼(tie)和教育部規定的(de)學生(sheng)(sheng)實(shi)(shi)習(xi)責任(ren)保險。校外公共(gong)實(shi)(shi)訓(xun)基地所在企(qi)業,按接收實(shi)(shi)習(xi)實(shi)(shi)訓(xun)學生(sheng)(sheng)人(ren)數給予(yu)每人(ren)每月300元的(de)補貼(tie)。

  3.補貼(tie)時(shi)間。教育(yu)部門主管的(de)職業學(xue)校學(xue)生(sheng)實(shi)(shi)習(xi)時(shi)間為(wei)6個(ge)月,人力資源保障部門主管的(de)技(ji)工(gong)院校學(xue)生(sheng)實(shi)(shi)習(xi)時(shi)間為(wei)12個(ge)月。學(xue)生(sheng)實(shi)(shi)習(xi)補貼(tie)金額(e)根(gen)據學(xue)生(sheng)實(shi)(shi)際實(shi)(shi)習(xi)工(gong)作時(shi)間確定。

  (三(san))頂崗實習(xi)補貼申領(ling)流程。

  頂崗(gang)實(shi)習補貼由(you)參(can)加實(shi)習實(shi)訓學生所(suo)在學校統一申領。

  1.填報資料。學(xue)校在學(xue)生頂崗(gang)實(shi)(shi)(shi)習(xi)(xi)結束(shu)后應認(ren)真做(zuo)好學(xue)生實(shi)(shi)(shi)習(xi)(xi)補(bu)貼(tie)和校外(wai)公共實(shi)(shi)(shi)訓基地(di)接收學(xue)生實(shi)(shi)(shi)習(xi)(xi)補(bu)貼(tie)報表、匯總表填報工作,報表信息(xi)包括學(xue)生姓名、身份(fen)證號(hao)碼、所在班(ban)級、實(shi)(shi)(shi)習(xi)(xi)崗(gang)位、實(shi)(shi)(shi)習(xi)(xi)企業、實(shi)(shi)(shi)習(xi)(xi)時間(jian)、補(bu)貼(tie)金(jin)額、實(shi)(shi)(shi)習(xi)(xi)補(bu)貼(tie)發放賬(zhang)號(hao)及學(xue)生本人簽名等內容(rong),確保(bao)上報信息(xi)完整、真實(shi)(shi)(shi)準確。

  2.組(zu)織核(he)查(cha)(cha)。學(xue)校(xiao)應當(dang)對(dui)所申(shen)報學(xue)生實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)補(bu)貼的申(shen)報材料(liao)進行(xing)核(he)查(cha)(cha)。學(xue)校(xiao)可以聘請(qing)有資(zi)(zi)質的會計(ji)師事務所開(kai)展(zhan)上(shang)述工(gong)作(zuo)。學(xue)校(xiao)或者會計(ji)師事務所應認(ren)真核(he)查(cha)(cha)實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)企業評估報告、實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)協議(包括知情同意書)、實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)計(ji)劃、實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)責任保險單據、學(xue)生實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)報告、學(xue)生實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)考核(he)結(jie)果、實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)總結(jie)等(deng)資(zi)(zi)料(liao),通過(guo)檢查(cha)(cha)學(xue)生學(xue)籍、頂(ding)崗(gang)實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)考勤日志、頂(ding)崗(gang)實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)檢查(cha)(cha)記錄對(dui)頂(ding)崗(gang)實(shi)(shi)(shi)(shi)(shi)習(xi)(xi)(xi)人數、時間(jian)及補(bu)貼金(jin)額進行(xing)核(he)查(cha)(cha),并形成核(he)查(cha)(cha)報告。

  3.公示名單。學(xue)校(xiao)應將擬獲得補貼的學(xue)生、實習所在單位及補貼金額在校(xiao)內公示7日(ri)。

  4.報(bao)(bao)(bao)送材料和(he)審核(he)。公示無異議后,學校(xiao)將報(bao)(bao)(bao)表副本、匯總表和(he)公示文(wen)件(jian)(jian)(附電子(zi)文(wen)檔(dang))及(ji)核(he)查報(bao)(bao)(bao)告報(bao)(bao)(bao)送市(shi)(shi)教育部門(men)或者市(shi)(shi)人力資(zi)源保障部門(men)審核(he)。首次申請頂崗實(shi)習補貼的學校(xiao)應當將實(shi)習管(guan)理(li)相關制(zhi)度(du)(du)文(wen)件(jian)(jian)報(bao)(bao)(bao)送市(shi)(shi)教育部門(men)或者市(shi)(shi)人力資(zi)源保障部門(men)。制(zhi)度(du)(du)文(wen)件(jian)(jian)包括(kuo):實(shi)習工作具體管(guan)理(li)辦法和(he)安(an)全(quan)管(guan)理(li)規定(ding)、實(shi)習學生(sheng)(sheng)安(an)全(quan)及(ji)突發(fa)事件(jian)(jian)應急預案、學生(sheng)(sheng)考勤管(guan)理(li)規定(ding)等制(zhi)度(du)(du)性文(wen)件(jian)(jian)。上(shang)述制(zhi)度(du)(du)文(wen)件(jian)(jian)發(fa)生(sheng)(sheng)變化(hua)、調整的,也應及(ji)時報(bao)(bao)(bao)送。

  市教(jiao)育(yu)部(bu)門(men)或者市人力(li)資源保(bao)障部(bu)門(men)自收(shou)到材料(liao)之日起(qi),15個工作(zuo)日內予以審核(he),并作(zuo)出是否(fou)同意發放補(bu)貼的(de)(de)決定(ding)。作(zuo)出不(bu)同意發放補(bu)貼決定(ding)的(de)(de),將相關理由(you)一并告知申(shen)報學校。

  5.申報(bao)補(bu)(bu)貼(tie)時間(jian)。學(xue)校實習補(bu)(bu)貼(tie)每年(nian)按學(xue)期(qi)申報(bao)兩次,即(ji)于每年(nian)4月(yue)(yue)1-15日申報(bao)秋季學(xue)期(qi)頂崗實習補(bu)(bu)貼(tie)、每年(nian)10月(yue)(yue)1-15日申報(bao)春季學(xue)期(qi)頂崗實習補(bu)(bu)貼(tie)。

  6.發(fa)放(fang)(fang)(fang)補(bu)貼(tie)。公辦(ban)學(xue)校實(shi)習補(bu)貼(tie)經(jing)費按(an)現行預算(suan)模式管理。民辦(ban)學(xue)校實(shi)習補(bu)貼(tie)經(jing)費納(na)入主管部(bu)(bu)門(men)年(nian)度部(bu)(bu)門(men)預算(suan)安排,由市教育部(bu)(bu)門(men)或者市人力(li)資源保障部(bu)(bu)門(men)發(fa)放(fang)(fang)(fang)給各相(xiang)關學(xue)校,學(xue)校應(ying)(ying)在收到補(bu)貼(tie)經(jing)費后30日內通過(guo)轉賬的(de)方(fang)式及時發(fa)放(fang)(fang)(fang)到實(shi)習學(xue)生和(he)企業(ye)提供的(de)銀行賬號。補(bu)貼(tie)發(fa)放(fang)(fang)(fang)結束后,學(xue)校應(ying)(ying)及時將(jiang)發(fa)放(fang)(fang)(fang)情況報主管部(bu)(bu)門(men)匯總(zong)。

  三、保障措施

  (一(yi))加(jia)強(qiang)(qiang)組(zu)織(zhi)領導,完善(shan)工(gong)(gong)作(zuo)機制。擴大(da)頂崗實(shi)習補(bu)貼范圍,調整實(shi)習時間,涉(she)及面廣,政(zheng)(zheng)策性強(qiang)(qiang),要(yao)按照(zhao)教育部及市委、市政(zheng)(zheng)府的(de)要(yao)求做好各項工(gong)(gong)作(zuo)。各區(含新區,下(xia)同)、各職業院校要(yao)加(jia)強(qiang)(qiang)組(zu)織(zhi)領導,抓緊制訂相關實(shi)施方(fang)案(an),明(ming)確責任分工(gong)(gong),建立健全工(gong)(gong)作(zuo)制度,切實(shi)抓好工(gong)(gong)作(zuo)落實(shi),確保(bao)實(shi)習補(bu)貼工(gong)(gong)作(zuo)做到(dao)公開、公平、公正。

  (二)加強監(jian)督(du)檢(jian)(jian)查(cha),明(ming)確(que)管(guan)(guan)理(li)(li)(li)責(ze)任。市(shi)、區教育部門(men)和(he)人(ren)力資(zi)源(yuan)保障部門(men)要加強監(jian)督(du)檢(jian)(jian)查(cha),加強對職業院(yuan)校、校外公共實訓(xun)基地情況進行(xing)監(jian)督(du)檢(jian)(jian)查(cha),并公布檢(jian)(jian)查(cha)結果;要嚴(yan)格規(gui)范學(xue)生(sheng)學(xue)籍管(guan)(guan)理(li)(li)(li)工作,進一步(bu)完善學(xue)生(sheng)信息管(guan)(guan)理(li)(li)(li)系統(tong),杜絕冒(mao)名代(dai)領(ling)、弄虛作假、徇私舞(wu)弊等(deng)現象發生(sheng)。實習(xi)補(bu)(bu)貼(tie)經(jing)費實行(xing)專款專用,對擠(ji)占、挪用和(he)違規(gui)發放實習(xi)貼(tie)補(bu)(bu)專項經(jing)費的學(xue)校將追究(jiu)相關責(ze)任人(ren)的責(ze)任;涉(she)嫌(xian)犯罪的,依法移(yi)送司(si)法機(ji)關處理(li)(li)(li)。

  (三(san))加(jia)(jia)強績(ji)效考核,確(que)保取得實(shi)效。市教育部(bu)門(men)和市人力資源保障部(bu)門(men)要加(jia)(jia)強職業院校學(xue)生實(shi)習管理工(gong)作的績(ji)效考核,對(dui)取得良(liang)好效益的學(xue)校,在學(xue)校評優評先(xian)時予(yu)以優先(xian)支持;對(dui)管理不善、出現問題(ti)的學(xue)校和企業予(yu)以通(tong)報批(pi)評、限期整改等處理,并作為評價學(xue)校辦(ban)學(xue)情況的重要依據(ju)。

  本通知(zhi)自2019年8月1日起施行,有(you)效(xiao)期5年。
