深圳市教育局關于做好2022年普通中小學招生入學工作的通知

各(ge)區(新區、深汕特別(bie)合作區)教(jiao)育行(xing)政部門,市局直(zhi)屬各(ge)學校:

  為全面(mian)貫徹黨的教(jiao)育方針,落實立德樹人根(gen)本任務,規范普(pu)通(tong)(tong)中(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)秩序,切實維護教(jiao)育公平(ping),努(nu)力讓每個孩(hai)子都能享有公平(ping)而有質量的教(jiao)育,根(gen)據《教(jiao)育部辦公廳關(guan)于進一步(bu)做好普(pu)通(tong)(tong)中(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)工作(zuo)的通(tong)(tong)知(zhi)》《廣東(dong)省教(jiao)育廳轉發教(jiao)育部關(guan)于進一步(bu)做好普(pu)通(tong)(tong)中(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)工作(zuo)的通(tong)(tong)知(zhi)》《深圳市(shi)非深戶(hu)籍人員(yuan)子女接受義(yi)務教(jiao)育管理辦法》等文件(jian)精神,現(xian)就做好我市(shi)2022年普(pu)通(tong)(tong)中(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)工作(zuo)通(tong)(tong)知(zhi)如下(xia):

  一、規范義務教育招生行為

  (一)強化屬地責任,落實“兩為主”

  1.落實(shi)(shi)“兩為主(zhu)”職責(ze)。各區(qu)(qu)(qu)(含新(xin)區(qu)(qu)(qu)、深汕特別(bie)合作區(qu)(qu)(qu),下(xia)同)政府(fu)要(yao)(yao)落實(shi)(shi)好舉辦、管理和發展(zhan)義務(wu)(wu)教育的主(zhu)體責(ze)任(ren),認真(zhen)落實(shi)(shi)國家“兩為主(zhu)、兩納入、以居住證(zheng)為主(zhu)要(yao)(yao)依(yi)據”要(yao)(yao)求,進(jin)一步提高進(jin)城務(wu)(wu)工人員隨遷(qian)子(zi)女(nv)在公辦義務(wu)(wu)教育學校就讀的比(bi)例,增加公辦學位供(gong)給,統籌公辦民辦學校招(zhao)生(sheng)(sheng),切(qie)實(shi)(shi)保障符(fu)合條件的適齡兒(er)童少年接受義務(wu)(wu)教育的權(quan)利。各區(qu)(qu)(qu)要(yao)(yao)加強(qiang)組(zu)織領(ling)導(dao),成(cheng)立以區(qu)(qu)(qu)領(ling)導(dao)為組(zu)長的義務(wu)(wu)教育招(zhao)生(sheng)(sheng)工作領(ling)導(dao)小組(zu),定(ding)期召開(kai)招(zhao)生(sheng)(sheng)工作聯席會議,完善(shan)統籌協調工作機制,及時妥(tuo)善(shan)處理本(ben)區(qu)(qu)(qu)義務(wu)(wu)教育招(zhao)生(sheng)(sheng)中的熱點(dian)難(nan)點(dian)問題。

  2.落實區(qu)教育(yu)行(xing)政(zheng)部門招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理職責。各(ge)區(qu)教育(yu)行(xing)政(zheng)部門要(yao)(yao)切實加強義務(wu)教育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)的(de)組(zu)織和管(guan)理,建立義務(wu)教育(yu)階段常住人口學(xue)(xue)(xue)齡(ling)兒(er)童摸(mo)底(di)調查制度,加強生(sheng)(sheng)(sheng)源分(fen)(fen)布情(qing)況分(fen)(fen)析,做好學(xue)(xue)(xue)位預(yu)(yu)測,及(ji)時(shi)公布學(xue)(xue)(xue)位供(gong)需情(qing)況,科(ke)學(xue)(xue)(xue)制定招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)方案,做好網(wang)上(shang)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報名的(de)組(zu)織工作(zuo)(zuo),引導(dao)家長形成合(he)理就學(xue)(xue)(xue)預(yu)(yu)期。要(yao)(yao)簡化入學(xue)(xue)(xue)手續,加強部門聯(lian)動,充分(fen)(fen)利用政(zheng)府(fu)政(zheng)務(wu)大(da)數據平(ping)臺(tai)進行(xing)適齡(ling)兒(er)童少(shao)年的(de)就讀資格驗核工作(zuo)(zuo)。要(yao)(yao)加強風險(xian)預(yu)(yu)判,健全應(ying)急機制,確保招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)工作(zuo)(zuo)平(ping)穩有序。多形式加強招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)政(zheng)策的(de)宣講和解(jie)讀工作(zuo)(zuo),積極回應(ying)市民關切。要(yao)(yao)健全招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)監(jian)督工作(zuo)(zuo)機制。

  3.落(luo)實(shi)學(xue)校(xiao)(xiao)(xiao)招生(sheng)(sheng)職(zhi)責。各(ge)義(yi)務教育(yu)階段學(xue)校(xiao)(xiao)(xiao)要(yao)規范招生(sheng)(sheng)行(xing)為,按要(yao)求(qiu)公開招生(sheng)(sheng)計劃(hua)、招生(sheng)(sheng)程序(xu)、招生(sheng)(sheng)結果、咨詢(xun)投(tou)訴電話等(deng),不得(de)擅自跨(kua)片區(qu)招生(sheng)(sheng),不得(de)擅自接收學(xue)生(sheng)(sheng)跨(kua)片區(qu)擇校(xiao)(xiao)(xiao)就讀(du)。要(yao)指(zhi)導(dao)適(shi)齡(ling)兒(er)童少(shao)年的家(jia)長按時(shi)申(shen)請學(xue)位,按要(yao)求(qiu)及時(shi)、準確提供就讀(du)信息。

  (二)科學合理劃定招生范圍

  各區(qu)教(jiao)育行(xing)(xing)(xing)政部(bu)門嚴格按照“學(xue)(xue)校(xiao)劃片(pian)(pian)招(zhao)生、生源就近(jin)入(ru)學(xue)(xue)”的(de)目標要求,綜(zong)合(he)考慮適齡兒(er)童人數、學(xue)(xue)校(xiao)分布(bu)、學(xue)(xue)校(xiao)規模、交通狀況等因素(su),為每所公(gong)辦義務教(jiao)育學(xue)(xue)校(xiao)劃定(ding)招(zhao)生片(pian)(pian)區(qu)范圍(wei),確(que)保各片(pian)(pian)區(qu)之間教(jiao)育資源大(da)致均衡。在保持(chi)現有(you)學(xue)(xue)區(qu)相對穩定(ding)的(de)基礎上,穩步推行(xing)(xing)(xing)大(da)學(xue)(xue)區(qu)實施范圍(wei),新(xin)建學(xue)(xue)校(xiao)學(xue)(xue)區(qu)劃分方式以加入(ru)現有(you)學(xue)(xue)區(qu)為主。片(pian)(pian)區(qu)確(que)定(ding)后,應在一段時期(qi)內保持(chi)相對穩定(ding)。在對學(xue)(xue)校(xiao)原招(zhao)生范圍(wei)進行(xing)(xing)(xing)較(jiao)大(da)調整時,要充(chong)分聽取群眾意(yi)見,審慎(shen)論證,提前公(gong)告,并深入(ru)細(xi)致做好宣傳解釋工(gong)作。

  (三)堅持免試就近入學積分入學

  1.堅持免試(shi)就(jiu)(jiu)近入(ru)學。所(suo)有(you)公辦(ban)民辦(ban)學校都要嚴(yan)格遵守并全面落(luo)實義(yi)務教育(yu)免試(shi)入(ru)學規定(ding),嚴(yan)格按照《深圳市(shi)非深戶籍人(ren)員子女接(jie)受義(yi)務教育(yu)管(guan)理辦(ban)法(fa)》等文(wen)件規定(ding)的(de)入(ru)學條件招生,不得招收不符合我市(shi)就(jiu)(jiu)讀條件的(de)學生。嚴(yan)禁公辦(ban)民辦(ban)學校通過面試(shi)、面談、人(ren)機對話、體驗活動、簡歷材料(liao)等方式為(wei)依據(ju)的(de)“掐尖”招生、提前(qian)招生、違規爭(zheng)搶(qiang)生源的(de)行為(wei)。市(shi)局直(zhi)屬(shu)學校義(yi)務教育(yu)招生工作納(na)入(ru)所(suo)在區教育(yu)行政部門(men)統(tong)一管(guan)理。

  2.優(you)(you)化積(ji)分入(ru)學(xue)(xue)(xue)細則(ze)(ze)。各區(qu)教(jiao)育(yu)行政(zheng)部門要不斷優(you)(you)化積(ji)分入(ru)學(xue)(xue)(xue)實(shi)施(shi)(shi)細則(ze)(ze),充(chong)分體(ti)現(xian)教(jiao)育(yu)公(gong)平,合理設置積(ji)分類別、項目、標(biao)準和分值,根據積(ji)分情況和招(zhao)生計劃(hua)安排(pai)學(xue)(xue)(xue)位,實(shi)施(shi)(shi)過(guo)(guo)程中要做到積(ji)分標(biao)準、積(ji)分結果(guo)、學(xue)(xue)(xue)位安排(pai)“三公(gong)開(kai)”,公(gong)開(kai)過(guo)(guo)程中應依法(fa)做好未成年人隱私(si)保護。積(ji)分入(ru)學(xue)(xue)(xue)細則(ze)(ze)要充(chong)分征求轄區(qu)居民(min)意見,在招(zhao)生工作實(shi)施(shi)(shi)前報(bao)市教(jiao)育(yu)局備案。對烈士、符(fu)合條件的(de)現(xian)役軍人及復退軍人、消(xiao)防救援隊(dui)伍人員(yuan)、公(gong)安英模(mo)和因公(gong)犧牲傷殘(can)警(jing)察、持“鵬城優(you)(you)才(cai)卡(ka)”或(huo)高(gao)層次人才(cai)證書(shu)人員(yuan)等享受優(you)(you)待(dai)優(you)(you)惠政(zheng)策(ce)人員(yuan)的(de)子女(nv)實(shi)施(shi)(shi)教(jiao)育(yu)優(you)(you)待(dai)優(you)(you)惠政(zheng)策(ce),并向社會公(gong)示。

  (四)完善民辦學校招生管理

  1.全面落實公(gong)民(min)同招(zhao)(zhao)。各區要認(ren)真落實中央(yang)有關文(wen)件(jian)關于規范(fan)民(min)辦(ban)義(yi)務教(jiao)(jiao)育(yu)發展和公(gong)民(min)辦(ban)義(yi)務教(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)同步招(zhao)(zhao)生(sheng)(sheng)的規定要求,堅持民(min)辦(ban)義(yi)務教(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)納入(ru)審批地統(tong)一(yi)管理(li),優先(xian)滿(man)足學(xue)校(xiao)(xiao)(xiao)所在區學(xue)生(sheng)(sheng)入(ru)學(xue)需求。民(min)辦(ban)義(yi)務教(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)不得超(chao)出教(jiao)(jiao)育(yu)行(xing)政部(bu)門核定的招(zhao)(zhao)生(sheng)(sheng)計劃(hua)和招(zhao)(zhao)生(sheng)(sheng)范(fan)圍招(zhao)(zhao)生(sheng)(sheng),在滿(man)足本區符合條件(jian)的適(shi)齡兒童少年(nian)入(ru)學(xue)需求后,仍有剩余招(zhao)(zhao)生(sheng)(sheng)計劃(hua)的,經學(xue)校(xiao)(xiao)(xiao)申請(qing),區教(jiao)(jiao)育(yu)行(xing)政部(bu)門審核,報市教(jiao)(jiao)育(yu)局同意,可跨(kua)區招(zhao)(zhao)生(sheng)(sheng)。對報名人數超(chao)過招(zhao)(zhao)生(sheng)(sheng)計劃(hua)的,實行(xing)積分錄(lu)取(qu)或電腦隨機(ji)錄(lu)取(qu)。加強外籍(ji)人員(yuan)子女(nv)學(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)管理(li),不得假(jia)借民(min)辦(ban)學(xue)校(xiao)(xiao)(xiao)等名義(yi)招(zhao)(zhao)收中國籍(ji)學(xue)生(sheng)(sheng)。

  2.穩(wen)妥落實“民轉公(gong)”學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)。對擬在2022年(nian)舉(ju)辦(ban)成公(gong)辦(ban)學(xue)(xue)校(xiao)的“公(gong)參民”學(xue)(xue)校(xiao)或民辦(ban)義務教育學(xue)(xue)校(xiao),市、區教育行政(zheng)部(bu)門應及早著手(shou)做好招(zhao)(zhao)(zhao)生(sheng)方(fang)案(an)調(diao)整。在調(diao)整前須充分研判(pan)存在的風險點,做實風險評估報告和引導預(yu)案(an)。政(zheng)策調(diao)整過程(cheng)中要(yao)廣泛(fan)征求(qiu)聽取群(qun)眾意見(jian),及時解答群(qun)眾疑問、審(shen)慎論證并(bing)(bing)提前發布相(xiang)關信息公(gong)告。要(yao)按照“學(xue)(xue)校(xiao)劃(hua)片(pian)招(zhao)(zhao)(zhao)生(sheng)、生(sheng)源就近入學(xue)(xue)”的目標要(yao)求(qiu),綜(zong)合考慮(lv)學(xue)(xue)校(xiao)辦(ban)學(xue)(xue)規模、現有學(xue)(xue)生(sheng)人(ren)數、教職(zhi)工(gong)配備(bei)、交通(tong)狀況等因素,采取單校(xiao)劃(hua)片(pian)(對口直升)、多校(xiao)劃(hua)片(pian)或電腦(nao)派(pai)位(wei)等方(fang)式(shi),為學(xue)(xue)校(xiao)科學(xue)(xue)合理劃(hua)定服務片(pian)區范(fan)圍,并(bing)(bing)確(que)保相(xiang)對穩(wen)定。對矛盾突出的學(xue)(xue)校(xiao),可適當設置政(zheng)策調(diao)整過渡期,確(que)保招(zhao)(zhao)(zhao)生(sheng)工(gong)作平穩(wen)有序推進。

  (五)鞏固提高殘疾兒童少年入學安置

  各區要(yao)(yao)(yao)按(an)國家(jia)要(yao)(yao)(yao)求(qiu),確(que)保(bao)2022年殘疾兒(er)童(tong)少(shao)年義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)入(ru)學(xue)安置率達到100%。按(an)照“全覆蓋、零拒絕(jue)”的(de)(de)要(yao)(yao)(yao)求(qiu),根(gen)據適齡殘疾兒(er)童(tong)少(shao)年的(de)(de)實際情況(kuang),制訂(ding)教(jiao)(jiao)育(yu)(yu)(yu)安置方案,落(luo)實“一(yi)人一(yi)案”,通(tong)過(guo)普通(tong)學(xue)校就(jiu)讀、特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)校就(jiu)讀、送(song)教(jiao)(jiao)上(shang)門(men)等(deng)多種方式,逐一(yi)做好入(ru)學(xue)安置工(gong)作。義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)階段(duan)視障(zhang)教(jiao)(jiao)育(yu)(yu)(yu)、聽(ting)障(zhang)教(jiao)(jiao)育(yu)(yu)(yu)主(zhu)要(yao)(yao)(yao)由(you)深圳元平(ping)特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)校承(cheng)擔(dan),智障(zhang)等(deng)其(qi)他(ta)類(lei)型(xing)的(de)(de)特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)主(zhu)要(yao)(yao)(yao)由(you)區屬學(xue)校承(cheng)擔(dan)。市屬特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)校要(yao)(yao)(yao)擴大高中階段(duan)招(zhao)生規模(mo),讓(rang)完成義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)殘疾學(xue)生都(dou)能接受適宜的(de)(de)高中階段(duan)教(jiao)(jiao)育(yu)(yu)(yu)。

  (六)加強招生計劃管理,嚴禁超標準班額招生

  各(ge)區(qu)教育行政部門要結合學(xue)(xue)(xue)校(xiao)(xiao)辦(ban)學(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)條件,科學(xue)(xue)(xue)核定、及時公布公辦(ban)民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生計劃(hua)。嚴(yan)格控制存在超標(biao)準班額(e)(e)學(xue)(xue)(xue)校(xiao)(xiao)的招(zhao)(zhao)生計劃(hua)。各(ge)義務(wu)教育學(xue)(xue)(xue)校(xiao)(xiao)起始年(nian)級嚴(yan)禁(jin)超標(biao)準班額(e)(e)招(zhao)(zhao)生,堅(jian)決防止產(chan)生新的超標(biao)準班額(e)(e)。嚴(yan)禁(jin)超核定辦(ban)學(xue)(xue)(xue)規模和(he)超標(biao)準班額(e)(e)的學(xue)(xue)(xue)校(xiao)(xiao)接(jie)收轉學(xue)(xue)(xue)插(cha)班學(xue)(xue)(xue)生。

  (七)落實控輟保學法定職責

  各(ge)區教(jiao)(jiao)育(yu)行政(zheng)部門(men)和學(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)嚴格落實《中(zhong)華人(ren)(ren)民共(gong)(gong)和國義務(wu)教(jiao)(jiao)育(yu)法(fa)》《中(zhong)華人(ren)(ren)民共(gong)(gong)和國未(wei)成年人(ren)(ren)保(bao)(bao)護法(fa)》等(deng)法(fa)律規定(ding)(ding),依法(fa)保(bao)(bao)障適(shi)齡(ling)兒童(tong)少(shao)(shao)年接受義務(wu)教(jiao)(jiao)育(yu)的權利,要(yao)嚴格履行控(kong)輟(chuo)(chuo)(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)法(fa)定(ding)(ding)職(zhi)責(ze),健全“戶籍地”追(zhui)蹤(zong)報告(gao)(gao)制度,對(dui)轄區內(nei)所有適(shi)齡(ling)兒童(tong)少(shao)(shao)年就(jiu)讀(du)情況(kuang)實行跟蹤(zong)監測。落實失學(xue)(xue)(xue)(xue)(xue)輟(chuo)(chuo)(chuo)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng)勸返(fan)復學(xue)(xue)(xue)(xue)(xue)、登記和書(shu)面(mian)報告(gao)(gao)責(ze)任制度,建立完善控(kong)輟(chuo)(chuo)(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)工(gong)作臺賬,共(gong)(gong)同做好控(kong)輟(chuo)(chuo)(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)工(gong)作。適(shi)齡(ling)兒童(tong)少(shao)(shao)年因(yin)身體狀況(kuang)確需延緩入(ru)學(xue)(xue)(xue)(xue)(xue)或(huo)(huo)者(zhe)休學(xue)(xue)(xue)(xue)(xue)的,其(qi)父(fu)母或(huo)(huo)者(zhe)其(qi)他法(fa)定(ding)(ding)監護人(ren)(ren)應當(dang)提出申(shen)請,由(you)所在(zai)區教(jiao)(jiao)育(yu)行政(zheng)部門(men)批準。依法(fa)查(cha)處以在(zai)家(jia)學(xue)(xue)(xue)(xue)(xue)習、接受“私塾”“讀(du)經班”等(deng)培訓替代國家(jia)統一(yi)實施的義務(wu)教(jiao)(jiao)育(yu)的行為(wei)。每學(xue)(xue)(xue)(xue)(xue)期開(kai)學(xue)(xue)(xue)(xue)(xue)后(hou)1個月內(nei),各(ge)學(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)對(dui)學(xue)(xue)(xue)(xue)(xue)生(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)、變動、輟(chuo)(chuo)(chuo)學(xue)(xue)(xue)(xue)(xue)情況(kuang)及(ji)學(xue)(xue)(xue)(xue)(xue)籍變化情況(kuang)進行全面(mian)排查(cha)、統計,及(ji)時(shi)了解去向。要(yao)及(ji)時(shi)將學(xue)(xue)(xue)(xue)(xue)生(sheng)失學(xue)(xue)(xue)(xue)(xue)輟(chuo)(chuo)(chuo)學(xue)(xue)(xue)(xue)(xue)信(xin)息(含已在(zai)中(zhong)職(zhi)學(xue)(xue)(xue)(xue)(xue)校(xiao)、技工(gong)院(yuan)校(xiao)就(jiu)讀(du)的未(wei)完成九年義務(wu)教(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)生(sheng))報告(gao)(gao)街道辦事處或(huo)(huo)區教(jiao)(jiao)育(yu)行政(zheng)部門(men),并積極(ji)開(kai)展勸返(fan),確保(bao)(bao)不(bu)漏一(yi)生(sheng)。

  二、加強普(pu)通高中招(zhao)生管理

  (一)嚴格執行招生計劃。高(gao)中學(xue)校(xiao)(xiao)要(yao)嚴格按照(zhao)市教育局核(he)定的招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃進行招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃下達(da)后(hou),不再受理調整(zheng)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃的申請。各(ge)級教育行政部門、各(ge)高(gao)中階段(duan)學(xue)校(xiao)(xiao)根(gen)據招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃的要(yao)求,認真做好(hao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的各(ge)項(xiang)準備工作,確保學(xue)校(xiao)(xiao)正常(chang)開學(xue)。民辦學(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入統一(yi)管理,并與公辦學(xue)校(xiao)(xiao)同步招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃的執行情況,將作為學(xue)校(xiao)(xiao)自主(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃安(an)排(pai)、規范辦學(xue)、各(ge)類評估以及評先、評優(you)等的主(zhu)要(yao)指(zhi)標(biao)。普通(tong)高(gao)中未經審(shen)批不得面向市外(wai)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。

  (二)落實指標到校政策。推進指(zhi)標到校政策(ce)改革,每(mei)所(suo)優質普通高中學校要安排不低于50%的招生名額,主要按初中學校在校生數(shu),直接分配到全市(shi)各(ge)初中學校(含民辦(ban)),落實指(zhi)標生單獨(du)批(pi)次錄取,促進義務教育優質均衡發展。

  (三)統籌高中自主招生。根(gen)據廣東省(sheng)教育(yu)(yu)廳關(guan)于(yu)進(jin)一步(bu)完(wan)善和規范(fan)自主(zhu)(zhu)(zhu)招生(sheng)(sheng)的相關(guan)要(yao)求(qiu),市教育(yu)(yu)局全(quan)面(mian)統(tong)籌高(gao)中(zhong)自主(zhu)(zhu)(zhu)招生(sheng)(sheng)工作(zuo)(zuo),進(jin)一步(bu)優化我市普通(tong)高(gao)中(zhong)自主(zhu)(zhu)(zhu)招生(sheng)(sheng)布(bu)點,引導普通(tong)高(gao)中(zhong)學(xue)校科(ke)學(xue)合(he)理定(ding)位和分(fen)層分(fen)類(lei)發展。自主(zhu)(zhu)(zhu)招生(sheng)(sheng)對(dui)象(xiang)主(zhu)(zhu)(zhu)要(yao)為具有創新潛(qian)質和學(xue)科(ke)特長的學(xue)生(sheng)(sheng)。2022年全(quan)市普通(tong)高(gao)中(zhong)自主(zhu)(zhu)(zhu)招生(sheng)(sheng)按照市教育(yu)(yu)局出(chu)臺的《深圳(zhen)市教育(yu)(yu)局關(guan)于(yu)做好(hao)2022年普通(tong)高(gao)中(zhong)學(xue)校自主(zhu)(zhu)(zhu)招生(sheng)(sheng)工作(zuo)(zuo)的通(tong)知》實(shi)施。

  (四)規范學校招生行為。積極探索基于初中(zhong)學(xue)(xue)(xue)業水平考試成績、結(jie)合(he)綜合(he)素(su)質表現評價的高中(zhong)階段學(xue)(xue)(xue)校(xiao)(xiao)考試招(zhao)(zhao)(zhao)生(sheng)錄取模式。所(suo)有(you)高中(zhong)學(xue)(xue)(xue)校(xiao)(xiao)(含民(min)辦普通高中(zhong))需嚴(yan)(yan)格按照規定的招(zhao)(zhao)(zhao)生(sheng)范圍、招(zhao)(zhao)(zhao)生(sheng)計(ji)劃、招(zhao)(zhao)(zhao)生(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)方式進行統一招(zhao)(zhao)(zhao)生(sheng),嚴(yan)(yan)禁(jin)違規爭搶生(sheng)源、跨(kua)審批區(qu)域招(zhao)(zhao)(zhao)生(sheng)、超計(ji)劃招(zhao)(zhao)(zhao)生(sheng)和提前招(zhao)(zhao)(zhao)生(sheng),嚴(yan)(yan)禁(jin)以“掛讀(du)”“擇(ze)校(xiao)(xiao)”等名義(yi)招(zhao)(zhao)(zhao)收借(jie)讀(du)生(sheng)。

  三、加強(qiang)新生入(ru)學管理(li)

  (一)規范學生分班管理。各(ge)義(yi)務教育階(jie)段學(xue)(xue)校要實行均(jun)衡(heng)編(bian)班(ban)(ban),嚴禁舉辦重(zhong)點班(ban)(ban),包括以特(te)長班(ban)(ban)、快慢班(ban)(ban)、尖子班(ban)(ban)等名義(yi)的變相重(zhong)點班(ban)(ban)。普通(tong)高中(zhong)學(xue)(xue)校要根據普通(tong)高中(zhong)課程方(fang)案(an)和學(xue)(xue)生選課情況,合理(li)排(pai)課編(bian)班(ban)(ban),科學(xue)(xue)制訂選課走班(ban)(ban)指南和課程實施方(fang)案(an)。

  (二)嚴格規范學籍管理。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應當從學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)之(zhi)日起(qi)1個月(yue)內為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)檔案,其中(zhong),殘疾程度較重、無(wu)法進入學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)習的學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng),由承(cheng)擔送教(jiao)(jiao)(jiao)上門的學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)嚴(yan)(yan)格落實(shi)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)理(li)“一(yi)人(ren)(ren)一(yi)籍(ji)(ji),籍(ji)(ji)隨(sui)人(ren)(ren)走(zou)”的要(yao)求,不(bu)(bu)(bu)得(de)以虛(xu)假(jia)信息建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)(bu)得(de)重復建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)(bu)得(de)擅自刪(shan)除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)電(dian)子學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)信息。未(wei)(wei)經義務(wu)教(jiao)(jiao)(jiao)育招(zhao)生(sheng)平臺報名錄取的學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)不(bu)(bu)(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。對于未(wei)(wei)經學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)批準,不(bu)(bu)(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規定期限(xian)到校(xiao)(xiao)(xiao)辦(ban)理(li)注(zhu)冊者,不(bu)(bu)(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。各區教(jiao)(jiao)(jiao)育行政部門要(yao)加(jia)強對學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)工作的核(he)查,建(jian)立(li)健全學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)信息與在(zai)校(xiao)(xiao)(xiao)就讀學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)比對核(he)查機制(zhi),及時查處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)建(jian)檔過(guo)程中(zhong)的不(bu)(bu)(bu)規范行為(wei),嚴(yan)(yan)禁(jin)“人(ren)(ren)籍(ji)(ji)分(fen)離”、空(kong)掛學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)和學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)造假(jia),杜(du)絕插班借讀現象。

  四、持續深化招生治理(li)

  各級教(jiao)(jiao)育(yu)(yu)(yu)部門(men)和(he)中小學校(xiao)要(yao)(yao)(yao)嚴(yan)(yan)格執行(xing)教(jiao)(jiao)育(yu)(yu)(yu)部“十項嚴(yan)(yan)禁”紀律要(yao)(yao)(yao)求和(he)廣東(dong)省教(jiao)(jiao)育(yu)(yu)(yu)廳“六(liu)項規定”“九個嚴(yan)(yan)禁”要(yao)(yao)(yao)求,暢通舉報受理渠(qu)道,嚴(yan)(yan)肅(su)查處違法違規招生行(xing)為(wei)。各區要(yao)(yao)(yao)將深入(ru)推進義務教(jiao)(jiao)育(yu)(yu)(yu)優質(zhi)均衡發展(zhan)(zhan)和(he)普通高中多樣化有特色發展(zhan)(zhan)作為(wei)解決(jue)招生矛盾(dun)問題(ti)的治本之策,優先改善(shan)、加快提升薄弱學校(xiao)辦學水平,為(wei)更好保障適齡(ling)兒(er)童少(shao)年享有公(gong)平優質(zhi)的基(ji)礎(chu)教(jiao)(jiao)育(yu)(yu)(yu)創造條(tiao)件。
