一、規范義務教育招生行為
(一)強化(hua)屬地(di)責任,落(luo)實(shi)“兩為(wei)主”
1.落實(shi)“兩(liang)為主(zhu)”職責。各(ge)區(qu)(含新區(qu)、深汕(shan)特別合作(zuo)(zuo)區(qu),下(xia)同)政府要落實(shi)好舉辦、管理和發展義(yi)(yi)務教(jiao)(jiao)(jiao)育(yu)的(de)主(zhu)體(ti)責任,認真落實(shi)國(guo)家“兩(liang)為主(zhu)”要求(qiu),進(jin)一步提(ti)高進(jin)城務工人員隨遷子女在公(gong)辦義(yi)(yi)務教(jiao)(jiao)(jiao)育(yu)學校(xiao)就讀的(de)比例,增(zeng)加(jia)公(gong)辦學位供給,統(tong)籌公(gong)辦民辦學校(xiao)招(zhao)生(sheng)(sheng),切實(shi)保障符合條件的(de)適齡兒童(tong)、少年接受(shou)義(yi)(yi)務教(jiao)(jiao)(jiao)育(yu)的(de)權利。各(ge)區(qu)要加(jia)強組(zu)織領導(dao),成立(li)以區(qu)領導(dao)為組(zu)長的(de)義(yi)(yi)務教(jiao)(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)工作(zuo)(zuo)領導(dao)小組(zu),定期召開招(zhao)生(sheng)(sheng)工作(zuo)(zuo)聯席會議,完善(shan)統(tong)籌協調工作(zuo)(zuo)機制,及時妥善(shan)處理本區(qu)義(yi)(yi)務教(jiao)(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)中的(de)熱點(dian)難點(dian)問(wen)題(ti)。
2.落(luo)實(shi)(shi)區教育(yu)行政(zheng)部門招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理(li)職責。各區教育(yu)行政(zheng)部門要(yao)(yao)(yao)(yao)切(qie)(qie)實(shi)(shi)加(jia)強(qiang)義務教育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)(zuo)的組(zu)織(zhi)和(he)管(guan)理(li),做好(hao)學(xue)(xue)(xue)(xue)(xue)位(wei)預(yu)(yu)測,及時(shi)公(gong)布(bu)學(xue)(xue)(xue)(xue)(xue)位(wei)供需情況,建立招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)預(yu)(yu)警機制,合理(li)引導(dao)家(jia)長預(yu)(yu)期。要(yao)(yao)(yao)(yao)積極探(tan)索研制招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)電子地圖,便(bian)(bian)于實(shi)(shi)時(shi)分析研判各學(xue)(xue)(xue)(xue)(xue)區學(xue)(xue)(xue)(xue)(xue)位(wei)供給動態變化情況,方(fang)便(bian)(bian)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家(jia)長便(bian)(bian)捷查詢各學(xue)(xue)(xue)(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍及學(xue)(xue)(xue)(xue)(xue)位(wei)供給信(xin)息。要(yao)(yao)(yao)(yao)科學(xue)(xue)(xue)(xue)(xue)制定(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)(zuo)方(fang)案(an),做好(hao)網(wang)上招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報名(ming)的組(zu)織(zhi)工(gong)作(zuo)(zuo)(zuo)(zuo)。要(yao)(yao)(yao)(yao)簡化入(ru)學(xue)(xue)(xue)(xue)(xue)手續,加(jia)強(qiang)部門聯動,充分利用現代(dai)信(xin)息技術手段實(shi)(shi)施多(duo)部門聯網(wang)審核(he)驗證,共(gong)同(tong)做好(hao)適齡兒童、少(shao)年的就讀資格(ge)驗核(he)工(gong)作(zuo)(zuo)(zuo)(zuo)。要(yao)(yao)(yao)(yao)加(jia)強(qiang)風險預(yu)(yu)判,制定(ding)完(wan)(wan)善(shan)(shan)應急(ji)預(yu)(yu)案(an),健(jian)全應急(ji)機制,及時(shi)發現并妥善(shan)(shan)處置苗頭(tou)性、傾(qing)向性問題,快速穩妥處理(li)突發事件,確(que)保招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)(zuo)(zuo)平穩有序。要(yao)(yao)(yao)(yao)加(jia)強(qiang)對招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)(zuo)(zuo)的監(jian)(jian)督檢查,建立完(wan)(wan)善(shan)(shan)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)監(jian)(jian)督工(gong)作(zuo)(zuo)(zuo)(zuo)機制。多(duo)形式加(jia)強(qiang)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)政(zheng)策的宣講和(he)解(jie)讀解(jie)釋工(gong)作(zuo)(zuo)(zuo)(zuo),積極回應市民(min)群眾(zhong)關切(qie)(qie)。
3.落(luo)實學(xue)校招(zhao)(zhao)生(sheng)(sheng)職責。各義務教育(yu)階(jie)段學(xue)校要(yao)規范招(zhao)(zhao)生(sheng)(sheng)行為,按(an)要(yao)求公開招(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)程序、招(zhao)(zhao)生(sheng)(sheng)結(jie)果(guo)、咨詢投訴電話等,不得擅自跨(kua)片(pian)區(qu)招(zhao)(zhao)生(sheng)(sheng),不得擅自接(jie)收(shou)學(xue)生(sheng)(sheng)跨(kua)片(pian)區(qu)擇(ze)校就讀。要(yao)指導適齡(ling)兒童、少年(nian)的家長按(an)時申請學(xue)位,按(an)要(yao)求及時、準確提供就讀信息。
(二)堅持免試就(jiu)近入學,合理確定招生范圍
1.堅持免試(shi)就近入(ru)(ru)學。所有公辦民辦學校都要嚴格遵守并全(quan)面落實義(yi)務教(jiao)育免試(shi)入(ru)(ru)學規(gui)定(ding)。嚴禁(jin)公辦民辦學校通過(guo)面試(shi)、面談、人機對話(hua)、體驗活(huo)動、簡歷材料等(deng)方式為依據的(de)“掐尖”招(zhao)生(sheng)、提前(qian)招(zhao)生(sheng)、違規(gui)爭搶生(sheng)源(yuan)的(de)行為。市局直屬學校義(yi)務教(jiao)育招(zhao)生(sheng)工作納入(ru)(ru)所在區教(jiao)育行政(zheng)部(bu)門統一管理(li)。
2.合理確(que)定(ding)(ding)招生(sheng)范(fan)(fan)圍(wei)(wei)。各(ge)區(qu)(qu)教(jiao)育(yu)行(xing)(xing)政部門(men)要(yao)(yao)嚴格(ge)按(an)照“學(xue)校劃(hua)片(pian)招生(sheng)、生(sheng)源就近入學(xue)”的目標要(yao)(yao)求(qiu),綜(zong)合考慮適(shi)齡學(xue)生(sheng)人數、學(xue)校分布(bu)、學(xue)校規模、交通(tong)狀(zhuang)況等因(yin)素,為每所公辦義務(wu)(wu)教(jiao)育(yu)學(xue)校劃(hua)定(ding)(ding)服務(wu)(wu)片(pian)區(qu)(qu)范(fan)(fan)圍(wei)(wei),確(que)保(bao)各(ge)片(pian)區(qu)(qu)之(zhi)間教(jiao)育(yu)資(zi)源大致均衡。在(zai)對學(xue)校原招生(sheng)范(fan)(fan)圍(wei)(wei)進行(xing)(xing)較(jiao)大調整時(shi),要(yao)(yao)充分聽取群眾意見(jian),審慎(shen)論證(zheng),提(ti)前公告。片(pian)區(qu)(qu)確(que)定(ding)(ding)后(hou),應在(zai)一段(duan)時(shi)期內保(bao)持相對穩定(ding)(ding)。民辦義務(wu)(wu)教(jiao)育(yu)學(xue)校不得超出教(jiao)育(yu)行(xing)(xing)政部門(men)核定(ding)(ding)的招生(sheng)計劃(hua)和招生(sheng)范(fan)(fan)圍(wei)(wei)招生(sheng),在(zai)滿足(zu)本區(qu)(qu)符合條件的適(shi)齡兒(er)童、少(shao)年入學(xue)需求(qiu)后(hou),仍有剩余招生(sheng)計劃(hua)的,經(jing)學(xue)校申請,區(qu)(qu)教(jiao)育(yu)行(xing)(xing)政部門(men)審核,報市(shi)教(jiao)育(yu)局同意,可(ke)跨區(qu)(qu)招生(sheng)。
(三)剛性實施入學政策,完(wan)善積(ji)分入學細(xi)則
所有公(gong)(gong)(gong)辦民辦學(xue)校要(yao)(yao)嚴格(ge)按照《深圳(zhen)市非深戶籍人(ren)員(yuan)子女(nv)接受(shou)義(yi)務教(jiao)育(yu)(yu)(yu)(yu)管(guan)理(li)辦法(fa)》等文件(jian)規定的入學(xue)條件(jian)招(zhao)(zhao)生,不(bu)(bu)得招(zhao)(zhao)收不(bu)(bu)符(fu)合我市就(jiu)讀條件(jian)的學(xue)生。各區教(jiao)育(yu)(yu)(yu)(yu)行政部門要(yao)(yao)不(bu)(bu)斷優(you)(you)(you)化積(ji)(ji)分(fen)(fen)(fen)入學(xue)實(shi)施(shi)(shi)細(xi)則,充分(fen)(fen)(fen)體現教(jiao)育(yu)(yu)(yu)(yu)公(gong)(gong)(gong)平,合理(li)設置(zhi)積(ji)(ji)分(fen)(fen)(fen)類別、項目、標(biao)準(zhun)和(he)分(fen)(fen)(fen)值,根據積(ji)(ji)分(fen)(fen)(fen)情況和(he)招(zhao)(zhao)生計(ji)劃(hua)安(an)(an)排學(xue)位(wei),實(shi)施(shi)(shi)過程中要(yao)(yao)做到(dao)積(ji)(ji)分(fen)(fen)(fen)標(biao)準(zhun)、積(ji)(ji)分(fen)(fen)(fen)結果(guo)、學(xue)位(wei)安(an)(an)排“三公(gong)(gong)(gong)開”,公(gong)(gong)(gong)開過程中應(ying)依法(fa)做好未(wei)成年(nian)人(ren)隱(yin)私保(bao)護。積(ji)(ji)分(fen)(fen)(fen)入學(xue)細(xi)則要(yao)(yao)充分(fen)(fen)(fen)征求轄區居民意(yi)見,在招(zhao)(zhao)生工作(zuo)實(shi)施(shi)(shi)前報市教(jiao)育(yu)(yu)(yu)(yu)局備案。2021年(nian)繼續全面取消各類特長(chang)生招(zhao)(zhao)生。對烈(lie)士、符(fu)合條件(jian)的現役(yi)軍人(ren)及復退(tui)軍人(ren)、消防救援隊伍人(ren)員(yuan)、公(gong)(gong)(gong)安(an)(an)英模和(he)因公(gong)(gong)(gong)犧牲傷殘警察(cha)、高(gao)層次人(ren)才等享(xiang)受(shou)優(you)(you)(you)惠政策人(ren)員(yuan)的子女(nv)實(shi)施(shi)(shi)教(jiao)育(yu)(yu)(yu)(yu)優(you)(you)(you)待政策,并向社(she)會公(gong)(gong)(gong)示。
(四)完善民辦學校招生管(guan)理
各區(qu)教育(yu)(yu)行(xing)政(zheng)(zheng)部(bu)門要將民(min)辦(ban)義務教育(yu)(yu)學校(xiao)招(zhao)(zhao)生(sheng)納入統一管理,全(quan)(quan)(quan)面落實(shi)(shi)與公(gong)(gong)辦(ban)學校(xiao)同步招(zhao)(zhao)生(sheng)。民(min)辦(ban)義務教育(yu)(yu)學校(xiao)的(de)(de)招(zhao)(zhao)生(sheng)計(ji)劃和招(zhao)(zhao)生(sheng)方(fang)(fang)案(an),要報主管教育(yu)(yu)行(xing)政(zheng)(zheng)部(bu)門審核。面向全(quan)(quan)(quan)區(qu)招(zhao)(zhao)生(sheng)且報名(ming)人(ren)數超(chao)過(guo)招(zhao)(zhao)生(sheng)計(ji)劃數的(de)(de)民(min)辦(ban)學校(xiao),全(quan)(quan)(quan)部(bu)實(shi)(shi)行(xing)電(dian)腦(nao)(nao)隨機搖(yao)(yao)號錄取(qu)。辦(ban)學層次同時包括小學和初中的(de)(de)民(min)辦(ban)學校(xiao),應(ying)首(shou)先(xian)通過(guo)直升或電(dian)腦(nao)(nao)隨機搖(yao)(yao)號方(fang)(fang)式招(zhao)(zhao)收(shou)本(ben)校(xiao)自(zi)愿報讀初中的(de)(de)小學畢業生(sheng),剩余的(de)(de)招(zhao)(zhao)生(sheng)計(ji)劃應(ying)公(gong)(gong)開報名(ming),實(shi)(shi)行(xing)電(dian)腦(nao)(nao)隨機搖(yao)(yao)號錄取(qu)。民(min)辦(ban)學校(xiao)電(dian)腦(nao)(nao)隨機搖(yao)(yao)號錄取(qu)工作由各區(qu)組(zu)織實(shi)(shi)施,搖(yao)(yao)號過(guo)程要做到全(quan)(quan)(quan)程錄像,并(bing)邀請公(gong)(gong)證機構(gou)人(ren)員、紀檢人(ren)員、人(ren)大(da)代表、政(zheng)(zheng)協委員、新聞媒體代表和學生(sheng)家長代表全(quan)(quan)(quan)程監(jian)督。受政(zheng)(zheng)府委托承擔義務教育(yu)(yu)學位任務的(de)(de)民(min)辦(ban)學校(xiao),報名(ming)及錄取(qu)辦(ban)法由區(qu)教育(yu)(yu)行(xing)政(zheng)(zheng)部(bu)門另行(xing)確定。
(五)提高(gao)殘疾兒童、少年入(ru)學率,提升(sheng)特殊(shu)教育質量
各區(qu)要(yao)(yao)(yao)按國(guo)家要(yao)(yao)(yao)求,確保2021年殘疾兒童、少(shao)年義(yi)務(wu)教(jiao)育(yu)(yu)(yu)入學(xue)(xue)(xue)率達到95%以上。按照“全覆蓋、零拒絕(jue)”的(de)(de)要(yao)(yao)(yao)求,根據適(shi)齡(ling)殘疾兒童、少(shao)年的(de)(de)實際情況,制訂教(jiao)育(yu)(yu)(yu)安置(zhi)方案(an),落實“一(yi)人(ren)一(yi)案(an)”,通過普通學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)就(jiu)(jiu)讀、特(te)(te)殊教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)就(jiu)(jiu)讀、送教(jiao)上門等(deng)多(duo)種方式,逐一(yi)做好入學(xue)(xue)(xue)安置(zhi)工作。市、區(qu)特(te)(te)殊教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)科學(xue)(xue)(xue)設(she)置(zhi)招生類別、學(xue)(xue)(xue)段(duan),錯位發展,協調發展。義(yi)務(wu)教(jiao)育(yu)(yu)(yu)階(jie)段(duan),視障教(jiao)育(yu)(yu)(yu)、聽障教(jiao)育(yu)(yu)(yu)主(zhu)(zhu)要(yao)(yao)(yao)由市屬(shu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)承擔(dan),智(zhi)障等(deng)其他類型的(de)(de)特(te)(te)殊教(jiao)育(yu)(yu)(yu)主(zhu)(zhu)要(yao)(yao)(yao)由區(qu)屬(shu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)承擔(dan)。市屬(shu)特(te)(te)殊教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)要(yao)(yao)(yao)擴(kuo)大高中(zhong)(zhong)階(jie)段(duan)招生規模,讓完成義(yi)務(wu)教(jiao)育(yu)(yu)(yu)的(de)(de)殘疾學(xue)(xue)(xue)生都能接受適(shi)宜的(de)(de)高中(zhong)(zhong)階(jie)段(duan)教(jiao)育(yu)(yu)(yu)。
(六)加(jia)強招(zhao)生(sheng)(sheng)計劃管理(li),嚴禁超標準班額招(zhao)生(sheng)(sheng)
各區教育(yu)行(xing)政(zheng)部(bu)門要結合學(xue)(xue)(xue)(xue)(xue)校辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)規(gui)模、辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)條件,科學(xue)(xue)(xue)(xue)(xue)核定、及時公(gong)布公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校招(zhao)生(sheng)(sheng)計劃(hua)。嚴(yan)格控制存在超標(biao)準班(ban)額(e)(e)學(xue)(xue)(xue)(xue)(xue)校的招(zhao)生(sheng)(sheng)計劃(hua)。各義務教育(yu)學(xue)(xue)(xue)(xue)(xue)校起(qi)始年級嚴(yan)禁超標(biao)準班(ban)額(e)(e)招(zhao)生(sheng)(sheng),堅決防止產生(sheng)(sheng)新的超標(biao)準班(ban)額(e)(e)。嚴(yan)禁超核定辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)規(gui)模和超標(biao)準班(ban)額(e)(e)的學(xue)(xue)(xue)(xue)(xue)校接(jie)收轉學(xue)(xue)(xue)(xue)(xue)插班(ban)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)。
(七)落實控(kong)輟保學法(fa)定職責
各區教(jiao)育(yu)行政部門(men)和學(xue)(xue)校要嚴格落(luo)實《中華人(ren)(ren)民共(gong)和國(guo)義(yi)務教(jiao)育(yu)法(fa)》《中華人(ren)(ren)民共(gong)和國(guo)未(wei)成年(nian)人(ren)(ren)保護法(fa)》等(deng)法(fa)律規定,依法(fa)保障(zhang)適齡(ling)兒童(tong)、少年(nian)接受義(yi)務教(jiao)育(yu)的(de)權利,要嚴格履行控輟保學(xue)(xue)法(fa)定職(zhi)責,完善聯(lian)控聯(lian)保工作(zuo)機制,落(luo)實失學(xue)(xue)輟學(xue)(xue)學(xue)(xue)生(sheng)勸返復(fu)學(xue)(xue)、登(deng)記和書面報告(gao)責任制度,建立完善控輟保學(xue)(xue)工作(zuo)臺賬,共(gong)同(tong)做好(hao)控輟保學(xue)(xue)工作(zuo)。適齡(ling)兒童(tong)、少年(nian)因身體狀況確需延緩入學(xue)(xue)或者(zhe)休學(xue)(xue)的(de),其父母(mu)或者(zhe)其他法(fa)定監護人(ren)(ren)應當提(ti)出申請(qing),由所在(zai)區教(jiao)育(yu)行政部門(men)批準。依法(fa)查(cha)處以在(zai)家(jia)學(xue)(xue)習、接受“私塾”“讀經(jing)班”等(deng)培訓替代國(guo)家(jia)統(tong)一實施的(de)義(yi)務教(jiao)育(yu)的(de)行為。嚴格外(wai)籍人(ren)(ren)員子女學(xue)(xue)校招生(sheng)管(guan)理,不(bu)得(de)招收中國(guo)籍學(xue)(xue)生(sheng)。
二、加強普通高中招生管理
(一)剛(gang)性執行(xing)高(gao)中招(zhao)(zhao)生(sheng)計(ji)劃。高(gao)中學(xue)(xue)(xue)(xue)校(xiao)(xiao)要嚴格按照(zhao)市(shi)教(jiao)育(yu)局核(he)定的(de)(de)招(zhao)(zhao)生(sheng)計(ji)劃進行(xing)招(zhao)(zhao)生(sheng)。招(zhao)(zhao)生(sheng)計(ji)劃下達(da)后,不再受理調整招(zhao)(zhao)生(sheng)計(ji)劃的(de)(de)申請。各(ge)級(ji)教(jiao)育(yu)行(xing)政(zheng)部門、各(ge)高(gao)中階(jie)段(duan)學(xue)(xue)(xue)(xue)校(xiao)(xiao)根據招(zhao)(zhao)生(sheng)計(ji)劃的(de)(de)要求,認(ren)真做好招(zhao)(zhao)生(sheng)的(de)(de)各(ge)項準備工(gong)作,確(que)保學(xue)(xue)(xue)(xue)校(xiao)(xiao)正常開學(xue)(xue)(xue)(xue)。民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)納入統(tong)一管(guan)理,并與公(gong)辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)同(tong)步招(zhao)(zhao)生(sheng)。各(ge)校(xiao)(xiao)招(zhao)(zhao)生(sheng)計(ji)劃的(de)(de)執行(xing)情(qing)況,將作為(wei)學(xue)(xue)(xue)(xue)校(xiao)(xiao)自主(zhu)(zhu)招(zhao)(zhao)生(sheng)計(ji)劃安排、規范辦(ban)學(xue)(xue)(xue)(xue)、辦(ban)學(xue)(xue)(xue)(xue)水平、辦(ban)學(xue)(xue)(xue)(xue)效益(yi)評估(gu)以及(ji)評先、評優等的(de)(de)主(zhu)(zhu)要指標。全市(shi)公(gong)辦(ban)高(gao)中學(xue)(xue)(xue)(xue)校(xiao)(xiao)應按照(zhao)核(he)定辦(ban)學(xue)(xue)(xue)(xue)規模招(zhao)(zhao)生(sheng)。普通高(gao)中未經審批不得面向市(shi)外(wai)招(zhao)(zhao)生(sheng)。
(二)落(luo)實指(zhi)標到(dao)校政(zheng)策。認(ren)真(zhen)落(luo)實指(zhi)標到(dao)校政(zheng)策要(yao)求,每所優(you)質普(pu)通高中(zhong)學(xue)校要(yao)安排不低于(yu)50%的招(zhao)生名額,主要(yao)按初中(zhong)學(xue)校在校生數,直接分配到(dao)全市各初中(zhong)學(xue)校(含民辦),促進義(yi)務教(jiao)育優(you)質均(jun)衡發展。
(三(san))統籌規范全市(shi)高(gao)(gao)中自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生工(gong)作。根據廣東省教(jiao)育(yu)(yu)廳關于進(jin)一步(bu)完(wan)善和規范自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生的相(xiang)關要求,市(shi)教(jiao)育(yu)(yu)局全面統籌高(gao)(gao)中自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生工(gong)作,進(jin)一步(bu)優化(hua)我市(shi)普通高(gao)(gao)中自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生布點,引(yin)導普通高(gao)(gao)中學(xue)校科學(xue)合理(li)定位和分(fen)層分(fen)類發展(zhan)。自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生對象(xiang)主(zhu)(zhu)(zhu)要為(wei)具(ju)有創新潛質和學(xue)科特長的學(xue)生。2021年(nian)全市(shi)普通高(gao)(gao)中自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生按(an)照(zhao)市(shi)教(jiao)育(yu)(yu)局出臺的《深圳市(shi)教(jiao)育(yu)(yu)局關于做好2021年(nian)普通高(gao)(gao)中學(xue)校自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生工(gong)作的通知》實施。
(四)規(gui)范學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)行為。積極探(tan)索(suo)基于初中(zhong)學(xue)業水平考試成績、結(jie)合(he)綜合(he)素質表現評價的高(gao)中(zhong)階段學(xue)校考試招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模式。所有高(gao)中(zhong)學(xue)校(含民辦普通高(gao)中(zhong))需(xu)嚴格按照規(gui)定的招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)、招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)方式進行統一招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁違規(gui)爭搶生(sheng)(sheng)(sheng)源、跨(kua)審批(pi)區域招(zhao)(zhao)生(sheng)(sheng)(sheng)、超計(ji)劃招(zhao)(zhao)生(sheng)(sheng)(sheng)和提前招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁招(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)”和“擇校生(sheng)(sheng)(sheng)”。
三、加強新生入學管理
(一)規范學(xue)(xue)生分班(ban)(ban)(ban)管理。各義務教育階段學(xue)(xue)校要實(shi)行均(jun)衡編(bian)(bian)班(ban)(ban)(ban),嚴禁舉辦重(zhong)點(dian)班(ban)(ban)(ban),包括以(yi)特長班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子班(ban)(ban)(ban)、興趣班(ban)(ban)(ban)和(he)(he)“奧賽”班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等(deng)名義的變相重(zhong)點(dian)班(ban)(ban)(ban)。普通高中學(xue)(xue)校要根據普通高中課(ke)程方案(an)和(he)(he)學(xue)(xue)生選(xuan)課(ke)情況,合(he)理排(pai)課(ke)編(bian)(bian)班(ban)(ban)(ban),科學(xue)(xue)制(zhi)訂選(xuan)課(ke)走班(ban)(ban)(ban)指南和(he)(he)課(ke)程實(shi)施方案(an)。
(二)嚴(yan)(yan)格(ge)規(gui)(gui)范(fan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍管(guan)理(li)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應(ying)當從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)之日起(qi)1個月內為(wei)(wei)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍檔案(an),其中,殘疾(ji)程度較重、無法(fa)進入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),由承擔送(song)教(jiao)上門(men)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要嚴(yan)(yan)格(ge)落實(shi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍管(guan)理(li)“一(yi)人一(yi)籍,籍隨人走”的(de)(de)要求,不(bu)得以虛假信息(xi)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍,不(bu)得重復建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍,不(bu)得擅自刪(shan)除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍信息(xi)。未經(jing)義務教(jiao)育招生(sheng)(sheng)(sheng)平臺(tai)報名錄(lu)取(qu)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)予建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍。對于未經(jing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)批準,不(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規(gui)(gui)定期限到校(xiao)(xiao)辦理(li)注(zhu)冊者(zhe),不(bu)予建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍。各區教(jiao)育行政部(bu)門(men)要加強(qiang)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍工作的(de)(de)核(he)查,及時(shi)查處和糾正(zheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍建(jian)檔過(guo)程中的(de)(de)不(bu)規(gui)(gui)范(fan)行為(wei)(wei),嚴(yan)(yan)禁“人籍分離(li)”。
四、建立考核和問責雙機制,確保招生工作全面落地
市(shi)、區教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)督(du)導部門(men)要將中(zhong)小學招(zhao)生(sheng)入學工(gong)作(zuo)納入責(ze)(ze)任督(du)學日常督(du)導范圍,嚴肅查處違(wei)反(fan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部“十項嚴禁”紀律(lv)要求(qiu)和(he)(he)省教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)廳“六項規(gui)定”等違(wei)反(fan)招(zhao)生(sheng)政策和(he)(he)紀律(lv)以(yi)及擾亂中(zhong)小學入學招(zhao)生(sheng)秩序的行為。對違(wei)規(gui)操作(zuo),查有實(shi)據,造成不(bu)良影響的單位和(he)(he)個(ge)人(ren)實(shi)行問責(ze)(ze)。對于(yu)未落實(shi)《中(zhong)共中(zhong)央 國務(wu)院關于(yu)深化(hua)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學改(gai)革全(quan)面提高義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質量的意見》中(zhong)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)生(sheng)入學規(gui)定要求(qiu),或(huo)者(zhe)出現轄區內義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階段學校違(wei)規(gui)考試招(zhao)生(sheng)行為的,視同為落實(shi)中(zhong)央和(he)(he)國家重大政策不(bu)力,納入政府履行教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)職責(ze)(ze)評價(jia)。
