為(wei)全面貫徹黨的(de)教(jiao)育(yu)(yu)方(fang)針,落(luo)實立德樹人(ren)根本任務,規(gui)范普通中(zhong)(zhong)(zhong)小學(xue)(xue)招(zhao)生入(ru)學(xue)(xue)秩序,切實維護(hu)教(jiao)育(yu)(yu)公(gong)平,努力(li)讓每(mei)個孩子都能享有公(gong)平而(er)有質量(liang)(liang)的(de)教(jiao)育(yu)(yu),根據《中(zhong)(zhong)(zhong)華(hua)人(ren)民(min)(min)共和國(guo)(guo)義務教(jiao)育(yu)(yu)法(fa)(fa)》《中(zhong)(zhong)(zhong)華(hua)人(ren)民(min)(min)共和國(guo)(guo)民(min)(min)辦教(jiao)育(yu)(yu)促進法(fa)(fa)》《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央(yang) 國(guo)(guo)務院(yuan)關于深化教(jiao)育(yu)(yu)教(jiao)學(xue)(xue)改(gai)革(ge)(ge)全面提高(gao)義務教(jiao)育(yu)(yu)質量(liang)(liang)的(de)意見(jian)》《國(guo)(guo)務院(yuan)辦公(gong)廳(ting)關于新(xin)時代推(tui)進普通高(gao)中(zhong)(zhong)(zhong)育(yu)(yu)人(ren)方(fang)式改(gai)革(ge)(ge)的(de)指(zhi)導(dao)意見(jian)》《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央(yang) 國(guo)(guo)務院(yuan)印(yin)發〈深化新(xin)時代教(jiao)育(yu)(yu)評價改(gai)革(ge)(ge)總體方(fang)案〉》《廣東省(sheng)教(jiao)育(yu)(yu)廳(ting)關于進一步規(gui)范普通中(zhong)(zhong)(zhong)小學(xue)(xue)招(zhao)生入(ru)學(xue)(xue)工作(zuo)的(de)指(zhi)導(dao)意見(jian)》《深圳(zhen)(zhen)市非(fei)深戶(hu)籍人(ren)員子女(nv)接(jie)受義務教(jiao)育(yu)(yu)管理辦法(fa)(fa)》《中(zhong)(zhong)(zhong)共深圳(zhen)(zhen)市委 深圳(zhen)(zhen)市人(ren)民(min)(min)政府(fu)印(yin)發〈關于推(tui)進教(jiao)育(yu)(yu)高(gao)質量(liang)(liang)發展的(de)意見(jian)〉的(de)通知》等法(fa)(fa)律法(fa)(fa)規(gui)文件精(jing)神,現就(jiu)做好(hao)我市2021年(nian)普通中(zhong)(zhong)(zhong)小學(xue)(xue)招(zhao)生入(ru)學(xue)(xue)工作(zuo)通知如下(xia):
一、規范義務教育招生行為
(一)強化屬地(di)責(ze)任,落(luo)實(shi)“兩為(wei)主”
1.落(luo)實(shi)(shi)(shi)“兩(liang)為主”職責。各(ge)區(qu)(含新區(qu)、深汕特別(bie)合作區(qu),下同(tong))政府要(yao)落(luo)實(shi)(shi)(shi)好(hao)舉辦(ban)、管理和發展義(yi)務教(jiao)育的(de)(de)主體責任(ren),認真落(luo)實(shi)(shi)(shi)國家“兩(liang)為主”要(yao)求,進一步提(ti)高進城務工人員隨遷子女在公辦(ban)義(yi)務教(jiao)育學校就(jiu)讀的(de)(de)比例(li),增(zeng)加(jia)公辦(ban)學位供(gong)給,統籌公辦(ban)民(min)辦(ban)學校招(zhao)生(sheng),切(qie)實(shi)(shi)(shi)保障符(fu)合條件的(de)(de)適齡兒(er)童、少年接受義(yi)務教(jiao)育的(de)(de)權利(li)。各(ge)區(qu)要(yao)加(jia)強組織領導(dao),成(cheng)立以區(qu)領導(dao)為組長的(de)(de)義(yi)務教(jiao)育招(zhao)生(sheng)工作領導(dao)小(xiao)組,定期(qi)召開招(zhao)生(sheng)工作聯席會議,完善統籌協調工作機(ji)制,及時妥善處理本區(qu)義(yi)務教(jiao)育招(zhao)生(sheng)中的(de)(de)熱點難點問題。
2.落實(shi)區(qu)(qu)教育(yu)(yu)行(xing)政(zheng)部(bu)(bu)門(men)招生(sheng)管(guan)理職(zhi)責。各區(qu)(qu)教育(yu)(yu)行(xing)政(zheng)部(bu)(bu)門(men)要(yao)切(qie)實(shi)加強(qiang)義務教育(yu)(yu)招生(sheng)工(gong)(gong)作(zuo)(zuo)的組織和管(guan)理,做好學(xue)(xue)(xue)(xue)位預(yu)測,及時(shi)(shi)公布學(xue)(xue)(xue)(xue)位供需(xu)情況,建(jian)立招生(sheng)預(yu)警機制(zhi)(zhi),合理引導家長(chang)預(yu)期。要(yao)積極探索研制(zhi)(zhi)招生(sheng)電子地(di)圖(tu),便(bian)于實(shi)時(shi)(shi)分(fen)析(xi)研判各學(xue)(xue)(xue)(xue)區(qu)(qu)學(xue)(xue)(xue)(xue)位供給動態變化(hua)情況,方便(bian)學(xue)(xue)(xue)(xue)生(sheng)家長(chang)便(bian)捷(jie)查詢各學(xue)(xue)(xue)(xue)校(xiao)招生(sheng)范圍及學(xue)(xue)(xue)(xue)位供給信(xin)息(xi)。要(yao)科(ke)學(xue)(xue)(xue)(xue)制(zhi)(zhi)定招生(sheng)工(gong)(gong)作(zuo)(zuo)方案(an),做好網上招生(sheng)報名的組織工(gong)(gong)作(zuo)(zuo)。要(yao)簡化(hua)入學(xue)(xue)(xue)(xue)手續,加強(qiang)部(bu)(bu)門(men)聯(lian)動,充(chong)分(fen)利用(yong)現(xian)代信(xin)息(xi)技術手段實(shi)施多部(bu)(bu)門(men)聯(lian)網審核(he)驗證(zheng),共同(tong)做好適齡兒(er)童、少年的就讀資格驗核(he)工(gong)(gong)作(zuo)(zuo)。要(yao)加強(qiang)風險預(yu)判,制(zhi)(zhi)定完善(shan)應急(ji)預(yu)案(an),健(jian)全(quan)應急(ji)機制(zhi)(zhi),及時(shi)(shi)發現(xian)并(bing)妥善(shan)處置苗頭性、傾向(xiang)性問題,快速穩(wen)妥處理突發事件,確保招生(sheng)入學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)平穩(wen)有序。要(yao)加強(qiang)對(dui)招生(sheng)入學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)的監督(du)檢(jian)查,建(jian)立完善(shan)招生(sheng)入學(xue)(xue)(xue)(xue)監督(du)工(gong)(gong)作(zuo)(zuo)機制(zhi)(zhi)。多形式加強(qiang)招生(sheng)入學(xue)(xue)(xue)(xue)政(zheng)策的宣講和解讀解釋工(gong)(gong)作(zuo)(zuo),積極回應市(shi)民(min)群眾關(guan)切(qie)。
3.落實(shi)學校招(zhao)生(sheng)(sheng)職(zhi)責(ze)。各義(yi)務教育階(jie)段學校要規范招(zhao)生(sheng)(sheng)行為,按要求公(gong)開招(zhao)生(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)程序、招(zhao)生(sheng)(sheng)結果、咨詢投訴電話等,不得擅(shan)自(zi)跨片區招(zhao)生(sheng)(sheng),不得擅(shan)自(zi)接收學生(sheng)(sheng)跨片區擇校就(jiu)(jiu)讀(du)。要指導(dao)適齡兒童、少年的家長按時申(shen)請學位,按要求及(ji)時、準確提(ti)供就(jiu)(jiu)讀(du)信息(xi)。
(二)堅持免試就近入學,合理確定(ding)招(zhao)生范圍
1.堅持免試(shi)就近入學(xue)。所有公(gong)(gong)辦民(min)辦學(xue)校(xiao)都要(yao)嚴格遵守并全面落實義(yi)務教育免試(shi)入學(xue)規定。嚴禁公(gong)(gong)辦民(min)辦學(xue)校(xiao)通過(guo)面試(shi)、面談(tan)、人機(ji)對話、體(ti)驗活動、簡歷材料(liao)等方式為依據的(de)“掐尖”招生、提(ti)前招生、違(wei)規爭搶(qiang)生源(yuan)的(de)行為。市局直屬學(xue)校(xiao)義(yi)務教育招生工(gong)作納入所在(zai)區教育行政部(bu)門統一管理。
2.合(he)理確定(ding)招(zhao)(zhao)(zhao)(zhao)生范圍(wei)。各區教(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)(zheng)部(bu)門要嚴格按照“學(xue)(xue)(xue)校(xiao)劃片(pian)招(zhao)(zhao)(zhao)(zhao)生、生源(yuan)就(jiu)近(jin)入學(xue)(xue)(xue)”的目(mu)標要求,綜合(he)考慮適(shi)齡學(xue)(xue)(xue)生人數(shu)、學(xue)(xue)(xue)校(xiao)分布、學(xue)(xue)(xue)校(xiao)規模、交通狀況等因素,為(wei)每所公辦義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)劃定(ding)服務(wu)片(pian)區范圍(wei),確保(bao)各片(pian)區之(zhi)間教(jiao)(jiao)育(yu)(yu)(yu)資(zi)源(yuan)大(da)致均衡(heng)。在(zai)對(dui)學(xue)(xue)(xue)校(xiao)原招(zhao)(zhao)(zhao)(zhao)生范圍(wei)進行較(jiao)大(da)調整時,要充分聽取群眾(zhong)意(yi)見,審慎論證,提前公告(gao)。片(pian)區確定(ding)后,應在(zai)一段時期內保(bao)持相對(dui)穩定(ding)。民(min)辦義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)不得超(chao)出教(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)(zheng)部(bu)門核定(ding)的招(zhao)(zhao)(zhao)(zhao)生計(ji)劃和招(zhao)(zhao)(zhao)(zhao)生范圍(wei)招(zhao)(zhao)(zhao)(zhao)生,在(zai)滿足本區符合(he)條件的適(shi)齡兒童、少(shao)年入學(xue)(xue)(xue)需求后,仍有剩余招(zhao)(zhao)(zhao)(zhao)生計(ji)劃的,經學(xue)(xue)(xue)校(xiao)申(shen)請,區教(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)(zheng)部(bu)門審核,報市教(jiao)(jiao)育(yu)(yu)(yu)局同(tong)意(yi),可跨區招(zhao)(zhao)(zhao)(zhao)生。
(三)剛性實施入學政策,完善(shan)積分入學細則
所有(you)公(gong)辦(ban)民辦(ban)學校(xiao)要(yao)嚴格按(an)照(zhao)《深圳市(shi)非深戶籍人(ren)(ren)員(yuan)(yuan)子(zi)女接受義務教育(yu)(yu)管(guan)理(li)辦(ban)法》等文件(jian)規定(ding)的入學條(tiao)(tiao)件(jian)招(zhao)生(sheng)(sheng),不(bu)(bu)(bu)得招(zhao)收不(bu)(bu)(bu)符合(he)我市(shi)就讀條(tiao)(tiao)件(jian)的學生(sheng)(sheng)。各區教育(yu)(yu)行政部門(men)要(yao)不(bu)(bu)(bu)斷(duan)優(you)(you)化積(ji)分入學實(shi)施細則,充分體現教育(yu)(yu)公(gong)平,合(he)理(li)設置積(ji)分類別(bie)、項(xiang)目、標準(zhun)和(he)分值,根(gen)據積(ji)分情況和(he)招(zhao)生(sheng)(sheng)計(ji)劃(hua)安(an)(an)排學位(wei),實(shi)施過程中要(yao)做到積(ji)分標準(zhun)、積(ji)分結果、學位(wei)安(an)(an)排“三公(gong)開”,公(gong)開過程中應依法做好未成年人(ren)(ren)隱私保護。積(ji)分入學細則要(yao)充分征求轄區居民意見(jian),在招(zhao)生(sheng)(sheng)工作實(shi)施前報市(shi)教育(yu)(yu)局備(bei)案。2021年繼(ji)續(xu)全(quan)面取消(xiao)各類特長生(sheng)(sheng)招(zhao)生(sheng)(sheng)。對烈士、符合(he)條(tiao)(tiao)件(jian)的現役軍人(ren)(ren)及(ji)復退(tui)軍人(ren)(ren)、消(xiao)防救援隊伍人(ren)(ren)員(yuan)(yuan)、公(gong)安(an)(an)英模(mo)和(he)因公(gong)犧牲(sheng)傷殘警察、高層次人(ren)(ren)才等享受優(you)(you)惠政策人(ren)(ren)員(yuan)(yuan)的子(zi)女實(shi)施教育(yu)(yu)優(you)(you)待政策,并向社會公(gong)示。
(四)完(wan)善(shan)民辦學(xue)校招(zhao)生(sheng)管理
各區(qu)教(jiao)育(yu)行(xing)(xing)(xing)政部(bu)門(men)要將民辦(ban)(ban)義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)納入(ru)統一管理,全(quan)面落實(shi)(shi)與公辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)同(tong)步(bu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。民辦(ban)(ban)義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)和(he)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)案,要報(bao)主(zhu)管教(jiao)育(yu)行(xing)(xing)(xing)政部(bu)門(men)審核(he)。面向(xiang)全(quan)區(qu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)且報(bao)名人數超(chao)過招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)數的(de)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao),全(quan)部(bu)實(shi)(shi)行(xing)(xing)(xing)電腦隨(sui)機搖(yao)號(hao)(hao)(hao)錄取。辦(ban)(ban)學(xue)(xue)層次(ci)同(tong)時包括小學(xue)(xue)和(he)初中的(de)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao),應(ying)首先通過直升或電腦隨(sui)機搖(yao)號(hao)(hao)(hao)方(fang)式招(zhao)(zhao)(zhao)(zhao)收本校(xiao)(xiao)(xiao)(xiao)自愿報(bao)讀初中的(de)小學(xue)(xue)畢業(ye)生(sheng)(sheng),剩(sheng)余的(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)應(ying)公開報(bao)名,實(shi)(shi)行(xing)(xing)(xing)電腦隨(sui)機搖(yao)號(hao)(hao)(hao)錄取。民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)電腦隨(sui)機搖(yao)號(hao)(hao)(hao)錄取工作由各區(qu)組(zu)織實(shi)(shi)施(shi),搖(yao)號(hao)(hao)(hao)過程(cheng)要做(zuo)到全(quan)程(cheng)錄像(xiang),并邀請公證機構人員、紀檢(jian)人員、人大代表、政協委員、新聞媒體代表和(he)學(xue)(xue)生(sheng)(sheng)家長代表全(quan)程(cheng)監(jian)督。受政府委托(tuo)承擔義務教(jiao)育(yu)學(xue)(xue)位任務的(de)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao),報(bao)名及錄取辦(ban)(ban)法由區(qu)教(jiao)育(yu)行(xing)(xing)(xing)政部(bu)門(men)另(ling)行(xing)(xing)(xing)確(que)定。
(五)提高殘(can)疾兒(er)童、少年(nian)入學率,提升特殊教育質量
各區(qu)要(yao)(yao)按國家要(yao)(yao)求(qiu),確保(bao)2021年殘(can)疾(ji)兒童、少年義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)入(ru)學(xue)率(lv)達到95%以上(shang)(shang)。按照“全覆蓋、零拒絕”的要(yao)(yao)求(qiu),根據適齡殘(can)疾(ji)兒童、少年的實際情況,制(zhi)訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)安置方(fang)案,落(luo)實“一人一案”,通過普通學(xue)校就讀、特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校就讀、送教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)(shang)門等多種方(fang)式(shi),逐(zhu)一做好入(ru)學(xue)安置工作。市、區(qu)特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校科學(xue)設置招生類(lei)別、學(xue)段,錯位發展,協調發展。義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階段,視障(zhang)(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、聽障(zhang)(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)主要(yao)(yao)由(you)市屬(shu)(shu)學(xue)校承擔,智(zhi)障(zhang)(zhang)等其他類(lei)型的特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)主要(yao)(yao)由(you)區(qu)屬(shu)(shu)學(xue)校承擔。市屬(shu)(shu)特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校要(yao)(yao)擴(kuo)大高中階段招生規模,讓完成(cheng)義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的殘(can)疾(ji)學(xue)生都能(neng)接受適宜(yi)的高中階段教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)。
(六)加強(qiang)招生計(ji)劃管(guan)理,嚴禁超標準班額招生
各區教育(yu)行政部門要結(jie)合學(xue)(xue)校(xiao)辦學(xue)(xue)規(gui)(gui)模、辦學(xue)(xue)條件,科(ke)學(xue)(xue)核定、及時(shi)公布公辦民辦學(xue)(xue)校(xiao)招生(sheng)計(ji)劃。嚴(yan)格(ge)控制存在超(chao)(chao)標(biao)準(zhun)班(ban)(ban)額學(xue)(xue)校(xiao)的(de)招生(sheng)計(ji)劃。各義務(wu)教育(yu)學(xue)(xue)校(xiao)起始(shi)年級嚴(yan)禁超(chao)(chao)標(biao)準(zhun)班(ban)(ban)額招生(sheng),堅(jian)決(jue)防止產(chan)生(sheng)新(xin)的(de)超(chao)(chao)標(biao)準(zhun)班(ban)(ban)額。嚴(yan)禁超(chao)(chao)核定辦學(xue)(xue)規(gui)(gui)模和超(chao)(chao)標(biao)準(zhun)班(ban)(ban)額的(de)學(xue)(xue)校(xiao)接(jie)收轉(zhuan)學(xue)(xue)插班(ban)(ban)學(xue)(xue)生(sheng)。
(七)落(luo)實(shi)控輟(chuo)保(bao)學法定(ding)職責
各(ge)區教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)部門和(he)學(xue)(xue)(xue)(xue)校要(yao)嚴格落實《中華人(ren)(ren)民共和(he)國(guo)義務教(jiao)(jiao)育(yu)(yu)法》《中華人(ren)(ren)民共和(he)國(guo)未成年人(ren)(ren)保(bao)護(hu)法》等法律規定(ding)(ding),依法保(bao)障適齡(ling)兒(er)童、少年接(jie)受(shou)義務教(jiao)(jiao)育(yu)(yu)的權利,要(yao)嚴格履行控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)法定(ding)(ding)職責,完(wan)善聯(lian)控(kong)聯(lian)保(bao)工(gong)作(zuo)機制,落實失學(xue)(xue)(xue)(xue)輟(chuo)(chuo)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生勸(quan)返(fan)復學(xue)(xue)(xue)(xue)、登記和(he)書面(mian)報告(gao)責任(ren)制度,建(jian)立完(wan)善控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)工(gong)作(zuo)臺賬,共同做好控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)工(gong)作(zuo)。適齡(ling)兒(er)童、少年因身(shen)體狀況確需延緩入學(xue)(xue)(xue)(xue)或者(zhe)休(xiu)學(xue)(xue)(xue)(xue)的,其父母或者(zhe)其他法定(ding)(ding)監護(hu)人(ren)(ren)應當提(ti)出(chu)申請,由所在(zai)區教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)部門批準(zhun)。依法查處以(yi)在(zai)家學(xue)(xue)(xue)(xue)習(xi)、接(jie)受(shou)“私塾”“讀經班”等培(pei)訓替代國(guo)家統一實施(shi)的義務教(jiao)(jiao)育(yu)(yu)的行為。嚴格外籍(ji)人(ren)(ren)員子女(nv)學(xue)(xue)(xue)(xue)校招(zhao)生管理,不得招(zhao)收中國(guo)籍(ji)學(xue)(xue)(xue)(xue)生。
二、加強普通高中招生管理
(一(yi))剛性執(zhi)行(xing)(xing)高(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃。高(gao)中(zhong)(zhong)學(xue)校要(yao)嚴格按照(zhao)市教(jiao)育局核定的(de)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃進行(xing)(xing)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃下達(da)后,不再受理調(diao)整招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃的(de)申請(qing)。各(ge)(ge)(ge)級教(jiao)育行(xing)(xing)政部(bu)門、各(ge)(ge)(ge)高(gao)中(zhong)(zhong)階段學(xue)校根據招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃的(de)要(yao)求,認真做好招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)各(ge)(ge)(ge)項準備工作,確保(bao)學(xue)校正(zheng)常開學(xue)。民辦(ban)學(xue)校招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入(ru)統(tong)一(yi)管理,并(bing)與公辦(ban)學(xue)校同步(bu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)(ge)(ge)校招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃的(de)執(zhi)行(xing)(xing)情況,將作為學(xue)校自主招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃安(an)排、規范辦(ban)學(xue)、辦(ban)學(xue)水平、辦(ban)學(xue)效(xiao)益評(ping)估以及評(ping)先、評(ping)優等的(de)主要(yao)指(zhi)標(biao)。全市公辦(ban)高(gao)中(zhong)(zhong)學(xue)校應按照(zhao)核定辦(ban)學(xue)規模招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。普通高(gao)中(zhong)(zhong)未經審批(pi)不得(de)面向市外招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。
(二)落實指標到(dao)校政策。認真落實指標到(dao)校政策要(yao)求,每所優(you)質普通(tong)高中(zhong)(zhong)學校要(yao)安(an)排不低于50%的(de)招(zhao)生(sheng)名(ming)額,主要(yao)按初(chu)中(zhong)(zhong)學校在校生(sheng)數,直接分配到(dao)全市各(ge)初(chu)中(zhong)(zhong)學校(含民辦(ban)),促進義務教(jiao)育優(you)質均衡發展。
(三)統籌(chou)規(gui)范全市(shi)高(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)(sheng)工作。根(gen)據(ju)廣東省教(jiao)育(yu)廳關(guan)于進一步完善(shan)和(he)規(gui)范自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)(sheng)的(de)(de)相關(guan)要求(qiu),市(shi)教(jiao)育(yu)局全面統籌(chou)高(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)(sheng)工作,進一步優化我市(shi)普通高(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)(sheng)布(bu)點,引(yin)導普通高(gao)中(zhong)學(xue)(xue)(xue)校(xiao)科學(xue)(xue)(xue)合理定(ding)位和(he)分層分類發展。自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)(sheng)對象主(zhu)(zhu)(zhu)要為具有(you)創新潛質和(he)學(xue)(xue)(xue)科特長的(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)。2021年(nian)全市(shi)普通高(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)(sheng)按照市(shi)教(jiao)育(yu)局出臺的(de)(de)《深圳市(shi)教(jiao)育(yu)局關(guan)于做好2021年(nian)普通高(gao)中(zhong)學(xue)(xue)(xue)校(xiao)自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)(sheng)工作的(de)(de)通知》實施。
(四)規范學校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為。積極探索(suo)基(ji)于初中(zhong)學業(ye)水平(ping)考試成績(ji)、結(jie)合(he)綜合(he)素質表(biao)現評價的高(gao)中(zhong)階段學校(xiao)考試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取模式。所有高(gao)中(zhong)學校(xiao)(含民辦普通高(gao)中(zhong))需嚴格按照(zhao)規定的招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)式進行統一(yi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁(jin)違(wei)規爭(zheng)搶生(sheng)(sheng)(sheng)(sheng)源、跨審批區域招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和(he)(he)提前招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁(jin)招(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)(sheng)”和(he)(he)“擇校(xiao)生(sheng)(sheng)(sheng)(sheng)”。
三、加強新生入學管理
(一(yi))規范學(xue)生(sheng)分(fen)班(ban)(ban)(ban)管(guan)理(li)。各義(yi)務(wu)教育(yu)階段學(xue)校要實行均(jun)衡編班(ban)(ban)(ban),嚴禁舉辦重點班(ban)(ban)(ban),包括以特長班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子班(ban)(ban)(ban)、興(xing)趣班(ban)(ban)(ban)和(he)“奧賽”班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等名(ming)義(yi)的變相重點班(ban)(ban)(ban)。普通(tong)高(gao)中學(xue)校要根據普通(tong)高(gao)中課程方案(an)和(he)學(xue)生(sheng)選(xuan)課情況,合(he)理(li)排課編班(ban)(ban)(ban),科學(xue)制訂選(xuan)課走(zou)班(ban)(ban)(ban)指南和(he)課程實施方案(an)。
(二)嚴(yan)(yan)格規(gui)范學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理。學(xue)(xue)(xue)(xue)校應當從學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)之日起1個(ge)月(yue)內為學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔(dang)案,其中,殘疾程度較重、無法進入學(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng),由承擔送教上門(men)的(de)學(xue)(xue)(xue)(xue)校建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)校要(yao)嚴(yan)(yan)格落實(shi)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理“一(yi)人(ren)一(yi)籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨人(ren)走”的(de)要(yao)求,不(bu)(bu)得以虛假信息(xi)建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)得重復建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)得擅自刪除學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)電(dian)子學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信息(xi)。未經(jing)義務教育招生(sheng)(sheng)(sheng)(sheng)平(ping)臺報名錄取的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)不(bu)(bu)予建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對于(yu)未經(jing)學(xue)(xue)(xue)(xue)校批準,不(bu)(bu)按學(xue)(xue)(xue)(xue)校規(gui)定期限到校辦理注冊者(zhe),不(bu)(bu)予建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教育行政部門(men)要(yao)加強(qiang)對學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作(zuo)的(de)核查,及(ji)時(shi)查處(chu)和糾正(zheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)(jian)檔(dang)過(guo)程中的(de)不(bu)(bu)規(gui)范行為,嚴(yan)(yan)禁“人(ren)籍(ji)(ji)(ji)分(fen)離”。
四、建立考核和問責雙機制,確保招生工作全面落地
市(shi)、區(qu)(qu)教(jiao)(jiao)(jiao)(jiao)育(yu)督導部門要將中(zhong)小學招(zhao)(zhao)生(sheng)入學工作納入責任督學日常督導范圍,嚴(yan)(yan)肅查處違(wei)反教(jiao)(jiao)(jiao)(jiao)育(yu)部“十項(xiang)嚴(yan)(yan)禁”紀(ji)律要求(qiu)和(he)省教(jiao)(jiao)(jiao)(jiao)育(yu)廳(ting)“六項(xiang)規定”等違(wei)反招(zhao)(zhao)生(sheng)政策(ce)和(he)紀(ji)律以及(ji)擾亂中(zhong)小學入學招(zhao)(zhao)生(sheng)秩序的(de)行為(wei)。對(dui)違(wei)規操(cao)作,查有實據,造成不良影(ying)響(xiang)的(de)單位和(he)個人實行問責。對(dui)于(yu)未落實《中(zhong)共(gong)中(zhong)央 國務院關于(yu)深化教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學改(gai)革全面提(ti)高(gao)義務教(jiao)(jiao)(jiao)(jiao)育(yu)質量的(de)意見》中(zhong)義務教(jiao)(jiao)(jiao)(jiao)育(yu)招(zhao)(zhao)生(sheng)入學規定要求(qiu),或者出現(xian)轄區(qu)(qu)內(nei)義務教(jiao)(jiao)(jiao)(jiao)育(yu)階(jie)段學校違(wei)規考試招(zhao)(zhao)生(sheng)行為(wei)的(de),視同為(wei)落實中(zhong)央和(he)國家重(zhong)大政策(ce)不力,納入政府履行教(jiao)(jiao)(jiao)(jiao)育(yu)職責評價。
