為深(shen)(shen)(shen)入(ru)貫徹習近(jin)平(ping)新時代中(zhong)國(guo)(guo)(guo)特(te)色社(she)會(hui)主(zhu)義(yi)思想和黨(dang)的(de)(de)十九大精(jing)神,全面貫徹黨(dang)的(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)方針,落實(shi)立(li)德樹人(ren)根本任(ren)務(wu),進(jin)(jin)一步(bu)規范(fan)普(pu)通中(zhong)小學(xue)招(zhao)生入(ru)學(xue)秩序,切實(shi)維護教(jiao)(jiao)(jiao)育(yu)(yu)公(gong)平(ping),努(nu)力讓每個孩子(zi)都能享有公(gong)平(ping)而有質量(liang)(liang)的(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu),根據《中(zhong)華(hua)(hua)人(ren)民(min)共(gong)和國(guo)(guo)(guo)義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)法》《中(zhong)華(hua)(hua)人(ren)民(min)共(gong)和國(guo)(guo)(guo)民(min)辦教(jiao)(jiao)(jiao)育(yu)(yu)促進(jin)(jin)法》和《中(zhong)共(gong)中(zhong)央 國(guo)(guo)(guo)務(wu)院(yuan)關于(yu)深(shen)(shen)(shen)化教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)改革全面提(ti)高義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)質量(liang)(liang)的(de)(de)意見》《國(guo)(guo)(guo)務(wu)院(yuan)辦公(gong)廳關于(yu)新時代推進(jin)(jin)普(pu)通高中(zhong)育(yu)(yu)人(ren)方式改革的(de)(de)指導(dao)(dao)意見》《廣東省教(jiao)(jiao)(jiao)育(yu)(yu)廳關于(yu)進(jin)(jin)一步(bu)規范(fan)普(pu)通中(zhong)小學(xue)招(zhao)生入(ru)學(xue)工(gong)作的(de)(de)指導(dao)(dao)意見》,以及《深(shen)(shen)(shen)圳(zhen)市非(fei)深(shen)(shen)(shen)戶籍人(ren)員(yuan)子(zi)女接受義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)管(guan)理辦法》《中(zhong)共(gong)深(shen)(shen)(shen)圳(zhen)市委 深(shen)(shen)(shen)圳(zhen)市人(ren)民(min)政(zheng)府印發(fa)(fa)〈關于(yu)推進(jin)(jin)教(jiao)(jiao)(jiao)育(yu)(yu)高質量(liang)(liang)發(fa)(fa)展的(de)(de)意見〉的(de)(de)通知》等法律法規、文件精(jing)神,現就做好(hao)我市2020年普(pu)通中(zhong)小學(xue)招(zhao)生入(ru)學(xue)工(gong)作通知如(ru)下(xia):
一、規范義務教育招生行(xing)為(wei)
(一)強(qiang)化屬地責任,落實 “兩為主(zhu)”
1.落(luo)(luo)實“兩為(wei)(wei)(wei)(wei)主(zhu)”職責(ze)。各區(qu)(qu)(qu)(含(han)新區(qu)(qu)(qu)、深汕特別合(he)作區(qu)(qu)(qu),下同)政府(fu)作為(wei)(wei)(wei)(wei)發展(zhan)和(he)管理義(yi)(yi)務(wu)教(jiao)育的(de)(de)責(ze)任(ren)主(zhu)體(ti)(ti)和(he)行為(wei)(wei)(wei)(wei)主(zhu)體(ti)(ti),要強(qiang)化責(ze)任(ren)意識,認真落(luo)(luo)實國家“兩為(wei)(wei)(wei)(wei)主(zhu)”要求,進(jin)一步(bu)提高進(jin)城務(wu)工人員(yuan)隨(sui)遷子(zi)女在公(gong)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)育學(xue)校就(jiu)讀的(de)(de)比(bi)例(li),增加(jia)公(gong)辦(ban)(ban)學(xue)位供(gong)給(gei),統籌公(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)校招生(sheng),切實保障符合(he)條件的(de)(de)適齡兒童、少年接受義(yi)(yi)務(wu)教(jiao)育的(de)(de)權利。堅決防(fang)止將政府(fu)舉辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)育的(de)(de)責(ze)任(ren)推向(xiang)市場。各區(qu)(qu)(qu)要加(jia)強(qiang)組(zu)織領導(dao),成立義(yi)(yi)務(wu)教(jiao)育招生(sheng)工作領導(dao)小組(zu),主(zhu)管區(qu)(qu)(qu)領導(dao)為(wei)(wei)(wei)(wei)組(zu)長,及時(shi)妥善(shan)處理本(ben)區(qu)(qu)(qu)義(yi)(yi)務(wu)教(jiao)育招生(sheng)中的(de)(de)熱點難點問題,定期召開招生(sheng)工作聯席會議(yi),完善(shan)統籌協調工作機(ji)制。
2.落實義務教育招(zhao)(zhao)生(sheng)(sheng)(sheng)管理職責。各區(qu)教育行政部門(men)要(yao)切(qie)實加強(qiang)對(dui)義務教育招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)的組織和管理,做(zuo)好學(xue)(xue)(xue)(xue)(xue)位(wei)預測,及(ji)(ji)時公布學(xue)(xue)(xue)(xue)(xue)位(wei)供(gong)需(xu)情(qing)況,建立(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)預警機(ji)制(zhi)(zhi),合理引導家長(chang)預期。要(yao)積極探索研(yan)(yan)制(zhi)(zhi)招(zhao)(zhao)生(sheng)(sheng)(sheng)電子地圖,便(bian)于實時分析(xi)研(yan)(yan)判各學(xue)(xue)(xue)(xue)(xue)區(qu)學(xue)(xue)(xue)(xue)(xue)位(wei)供(gong)給動態變化(hua)情(qing)況,方便(bian)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家長(chang)便(bian)捷查(cha)詢各學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍及(ji)(ji)學(xue)(xue)(xue)(xue)(xue)位(wei)供(gong)給信(xin)息。要(yao)科學(xue)(xue)(xue)(xue)(xue)制(zhi)(zhi)定招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)方案,做(zuo)好網上招(zhao)(zhao)生(sheng)(sheng)(sheng)報名的組織工(gong)(gong)作(zuo)(zuo)(zuo),指導所(suo)屬學(xue)(xue)(xue)(xue)(xue)校(xiao)及(ji)(ji)時、妥善(shan)(shan)處(chu)理招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)中出(chu)現(xian)的信(xin)訪問(wen)題。要(yao)簡化(hua)入學(xue)(xue)(xue)(xue)(xue)手續,加強(qiang)部門(men)聯(lian)動,充分利用(yong)現(xian)代信(xin)息技術手段實施多部門(men)聯(lian)網審核驗證(zheng),共同做(zuo)好適(shi)齡(ling)兒童、少年的就讀資格驗核工(gong)(gong)作(zuo)(zuo)(zuo)。要(yao)加強(qiang)風險預判,制(zhi)(zhi)定完善(shan)(shan)應急預案,健全應急機(ji)制(zhi)(zhi),及(ji)(ji)時發(fa)現(xian)并妥善(shan)(shan)處(chu)置苗(miao)頭性、傾向性問(wen)題,快速穩妥處(chu)理突發(fa)事件,確保招(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)(zuo)平穩有序。要(yao)加強(qiang)對(dui)招(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)(zuo)的監督(du)(du)檢查(cha),建立(li)完善(shan)(shan)招(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)監督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制(zhi)(zhi)。
3.落實義(yi)務(wu)教育(yu)階段學校(xiao)招(zhao)生(sheng)(sheng)職責。各(ge)義(yi)務(wu)教育(yu)階段學校(xiao)要(yao)規范招(zhao)生(sheng)(sheng)行(xing)為(wei),應(ying)當公示招(zhao)生(sheng)(sheng)政策(ce)、招(zhao)生(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)片(pian)(pian)區、招(zhao)生(sheng)(sheng)程序、招(zhao)生(sheng)(sheng)結果、咨詢(xun)投訴電話(hua),不得擅自跨片(pian)(pian)區招(zhao)生(sheng)(sheng),不得擅自接收學生(sheng)(sheng)跨片(pian)(pian)區擇校(xiao)就(jiu)讀(du)。要(yao)指(zhi)導適齡兒(er)童、少年的家長按時申請學位,按要(yao)求(qiu)及時、準確提供就(jiu)讀(du)信息。
(二(er))堅持免試就近(jin)入學(xue),合理(li)確定招生范圍
1.堅持免試(shi)就近入學。所有公辦(ban)民(min)辦(ban)學校都(dou)要嚴格(ge)遵守并全面(mian)落實(shi)義(yi)務教育(yu)免試(shi)入學規(gui)定(ding)。堅決整(zheng)治公辦(ban)民(min)辦(ban)學校通過面(mian)試(shi)、面(mian)談(tan)、人(ren)機(ji)對話(hua)、體驗活動、簡歷材(cai)料等方式為依據的“掐尖”招生(sheng)(sheng)、提(ti)前招生(sheng)(sheng)、違規(gui)爭搶生(sheng)(sheng)源的行(xing)為。市局直(zhi)屬(shu)學校義(yi)務教育(yu)招生(sheng)(sheng)工作納入所在區教育(yu)行(xing)政部門統一管(guan)理。
2.合理確定(ding)招(zhao)生(sheng)范(fan)圍(wei)(wei)(wei)。各區(qu)(qu)教育(yu)行(xing)政部門(men)要(yao)嚴格(ge)按照“學(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)(pian)招(zhao)生(sheng)、生(sheng)源就近入(ru)學(xue)”的(de)目標(biao)要(yao)求(qiu),綜(zong)合考慮適齡兒童(tong)、少(shao)年人數、學(xue)校(xiao)(xiao)(xiao)分布、學(xue)校(xiao)(xiao)(xiao)規模、交通(tong)狀(zhuang)況等因素,采取單校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)(pian)或多校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)(pian)等方式(shi),為每所公辦(ban)(ban)(ban)義(yi)務(wu)教育(yu)學(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)定(ding)服務(wu)片(pian)(pian)(pian)區(qu)(qu)范(fan)圍(wei)(wei)(wei),確保(bao)各片(pian)(pian)(pian)區(qu)(qu)之(zhi)間教育(yu)資源大(da)(da)致均衡。在(zai)(zai)對學(xue)校(xiao)(xiao)(xiao)原招(zhao)生(sheng)范(fan)圍(wei)(wei)(wei)進(jin)行(xing)較大(da)(da)調整時,要(yao)充分聽取群(qun)眾(zhong)意見,審(shen)慎論證,提前公告。片(pian)(pian)(pian)區(qu)(qu)確定(ding)后,應(ying)(ying)在(zai)(zai)一段時期內(nei)(nei)保(bao)持相對穩定(ding)。民辦(ban)(ban)(ban)義(yi)務(wu)教育(yu)學(xue)校(xiao)(xiao)(xiao)原則上面向本區(qu)(qu)范(fan)圍(wei)(wei)(wei)內(nei)(nei)招(zhao)生(sheng),在(zai)(zai)滿(man)足本區(qu)(qu)符合條件的(de)適齡兒童(tong)、少(shao)年入(ru)學(xue)需求(qiu)后,仍有剩余招(zhao)生(sheng)計劃(hua)(hua)且(qie)有住宿條件的(de),經學(xue)校(xiao)(xiao)(xiao)申請,區(qu)(qu)教育(yu)行(xing)政部門(men)審(shen)核(he)(he),報市教育(yu)局同意,可跨區(qu)(qu)招(zhao)收少(shao)量學(xue)生(sheng)。民辦(ban)(ban)(ban)義(yi)務(wu)教育(yu)學(xue)校(xiao)(xiao)(xiao)應(ying)(ying)在(zai)(zai)教育(yu)行(xing)政部門(men)核(he)(he)定(ding)的(de)招(zhao)生(sheng)范(fan)圍(wei)(wei)(wei)內(nei)(nei)招(zhao)生(sheng)。
(三)剛性實(shi)(shi)施(shi)入學(xue)政策(ce),完(wan)善(shan)積(ji)(ji)分入學(xue)細則(ze)。所有(you)公辦民辦學(xue)校(xiao)要嚴格按照《深(shen)圳市(shi)非(fei)深(shen)戶籍人(ren)(ren)員(yuan)子(zi)(zi)(zi)女(nv)(nv)接受(shou)義(yi)務教(jiao)育管理(li)辦法》規(gui)定的入學(xue)條件(jian)(jian)招生(sheng)。各區教(jiao)育行政部(bu)門要不斷優化和完(wan)善(shan)積(ji)(ji)分入學(xue)實(shi)(shi)施(shi)細則(ze),充分體現教(jiao)育公平,合(he)理(li)設置(zhi)積(ji)(ji)分類(lei)別、項目、標準和分值,根(gen)據積(ji)(ji)分情況和招生(sheng)計劃安(an)排學(xue)位,實(shi)(shi)施(shi)過程(cheng)中要做到(dao)積(ji)(ji)分標準、積(ji)(ji)分結(jie)果(guo)、學(xue)位安(an)排“三公開(kai)”。積(ji)(ji)分入學(xue)細則(ze)要充分征求(qiu)轄區居民意見,在招生(sheng)工作(zuo)實(shi)(shi)施(shi)前報(bao)市(shi)教(jiao)育局備案(an)。2020年全面取消各類(lei)特長(chang)生(sheng)招生(sheng)。對烈士子(zi)(zi)(zi)女(nv)(nv)、符合(he)條件(jian)(jian)的現役軍人(ren)(ren)子(zi)(zi)(zi)女(nv)(nv)及復(fu)退軍人(ren)(ren)子(zi)(zi)(zi)女(nv)(nv)、消防(fang)救援隊伍人(ren)(ren)員(yuan)子(zi)(zi)(zi)女(nv)(nv)、公安(an)英(ying)模和因公犧牲傷殘警察子(zi)(zi)(zi)女(nv)(nv)、高(gao)層次人(ren)(ren)才子(zi)(zi)(zi)女(nv)(nv)等享受(shou)優惠(hui)政策(ce)人(ren)(ren)員(yuan)子(zi)(zi)(zi)女(nv)(nv)實(shi)(shi)施(shi)教(jiao)育優待政策(ce),并向社(she)會公示。
(四)完(wan)善(shan)民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理。各區(qu)教(jiao)育(yu)行(xing)(xing)政(zheng)部(bu)(bu)(bu)門要將民(min)(min)辦(ban)(ban)(ban)(ban)(ban)義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入統(tong)(tong)一(yi)管(guan)理,與(yu)公辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)同(tong)步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)的(de)學(xue)(xue)位由政(zheng)府(fu)統(tong)(tong)籌安排或者政(zheng)府(fu)直(zhi)接向(xiang)民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)購買學(xue)(xue)位的(de),具(ju)體(ti)辦(ban)(ban)(ban)(ban)(ban)法(fa)由區(qu)教(jiao)育(yu)行(xing)(xing)政(zheng)部(bu)(bu)(bu)門確(que)定(ding)。要進一(yi)步加強對民(min)(min)辦(ban)(ban)(ban)(ban)(ban)義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作指導和(he)管(guan)理,統(tong)(tong)一(yi)規范學(xue)(xue)生(sheng)(sheng)(sheng)報(bao)讀民(min)(min)辦(ban)(ban)(ban)(ban)(ban)義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)的(de)方(fang)法(fa)和(he)途徑。民(min)(min)辦(ban)(ban)(ban)(ban)(ban)義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃和(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)案,要報(bao)主管(guan)教(jiao)育(yu)行(xing)(xing)政(zheng)部(bu)(bu)(bu)門審核(he)后實(shi)施。2020年對面向(xiang)全(quan)(quan)區(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)且報(bao)名人數(shu)超過(guo)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃數(shu)的(de)民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),全(quan)(quan)部(bu)(bu)(bu)實(shi)行(xing)(xing)電(dian)腦隨(sui)機(ji)搖(yao)號(hao)(hao)錄(lu)(lu)取。辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)層次(ci)同(tong)時包括小(xiao)學(xue)(xue)和(he)初中的(de)民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),應(ying)首先通過(guo)直(zhi)升或電(dian)腦隨(sui)機(ji)搖(yao)號(hao)(hao)方(fang)式招(zhao)(zhao)(zhao)收本校(xiao)(xiao)(xiao)自愿報(bao)讀初中的(de)小(xiao)學(xue)(xue)畢業生(sheng)(sheng)(sheng),剩余(yu)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃應(ying)公開報(bao)名,實(shi)行(xing)(xing)電(dian)腦隨(sui)機(ji)搖(yao)號(hao)(hao)錄(lu)(lu)取。民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)電(dian)腦隨(sui)機(ji)搖(yao)號(hao)(hao)錄(lu)(lu)取的(de)實(shi)施辦(ban)(ban)(ban)(ban)(ban)法(fa)由市教(jiao)育(yu)局統(tong)(tong)一(yi)制(zhi)定(ding),各區(qu)教(jiao)育(yu)行(xing)(xing)政(zheng)部(bu)(bu)(bu)門制(zhi)定(ding)操(cao)作細則并(bing)組織實(shi)施。電(dian)腦隨(sui)機(ji)錄(lu)(lu)取工作要做到全(quan)(quan)程錄(lu)(lu)像,并(bing)邀請公證機(ji)構人員(yuan)、紀檢人員(yuan)、人大代(dai)表(biao)、政(zheng)協委(wei)員(yuan)、新聞媒(mei)體(ti)代(dai)表(biao)和(he)學(xue)(xue)生(sheng)(sheng)(sheng)家長代(dai)表(biao)全(quan)(quan)程監督。
(五)提高(gao)殘(can)(can)疾兒(er)童(tong)少年入(ru)學(xue)(xue)率,提升特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質量。各(ge)區(qu)(qu)要按(an)國家要求,確保2020年殘(can)(can)疾兒(er)童(tong)、少年義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)入(ru)學(xue)(xue)率達到(dao)95%以上。按(an)照“全覆蓋、零拒絕”的(de)(de)(de)(de)要求,根(gen)據(ju)適齡殘(can)(can)疾兒(er)童(tong)、少年的(de)(de)(de)(de)實(shi)際情(qing)況,制(zhi)訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)安(an)置方(fang)案,落(luo)實(shi)“一人一案”,通(tong)過普通(tong)學(xue)(xue)校(xiao)就讀、特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)就讀、送教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上門等多種方(fang)式,逐一做(zuo)好入(ru)學(xue)(xue)安(an)置工作。原則上各(ge)區(qu)(qu)要建設(she)(she)至少1所獨立設(she)(she)置的(de)(de)(de)(de)義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)階段(duan)(duan)綜(zong)合性特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)。招收殘(can)(can)疾學(xue)(xue)生(sheng)5人以上的(de)(de)(de)(de)普通(tong)學(xue)(xue)校(xiao)要按(an)規定建設(she)(she)特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)資源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室,按(an)標準配備專(zhuan)職資源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)。市(shi)、區(qu)(qu)特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)科(ke)學(xue)(xue)設(she)(she)置招生(sheng)類別、學(xue)(xue)段(duan)(duan),錯位(wei)發(fa)展,協調發(fa)展。視力障礙教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)、聽力障礙教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)以市(shi)為(wei)主,智力障礙等其他(ta)類型(xing)的(de)(de)(de)(de)義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)以區(qu)(qu)為(wei)主。市(shi)屬(shu)特殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)要擴大(da)高(gao)中(zhong)階段(duan)(duan)招生(sheng)規模(mo),讓完成義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)的(de)(de)(de)(de)殘(can)(can)疾學(xue)(xue)生(sheng)都(dou)能接受適宜的(de)(de)(de)(de)高(gao)中(zhong)階段(duan)(duan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)。
(六)加(jia)強(qiang)招(zhao)生(sheng)計(ji)(ji)劃(hua)管(guan)理(li),消除(chu)大班額(e)。各(ge)區(qu)教(jiao)育(yu)行政部(bu)門要結合學(xue)校(xiao)(xiao)(xiao)辦(ban)(ban)學(xue)規(gui)模、辦(ban)(ban)學(xue)條件(jian),科學(xue)核(he)定公辦(ban)(ban)民辦(ban)(ban)學(xue)校(xiao)(xiao)(xiao)招(zhao)生(sheng)計(ji)(ji)劃(hua),于招(zhao)生(sheng)工作啟動前1周向社會公布。嚴格(ge)控制存在大班額(e)和大校(xiao)(xiao)(xiao)額(e)學(xue)校(xiao)(xiao)(xiao)的(de)招(zhao)生(sheng)計(ji)(ji)劃(hua)。嚴禁超計(ji)(ji)劃(hua)招(zhao)生(sheng),各(ge)義務教(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)起(qi)始年級嚴格(ge)按照標準班額(e)招(zhao)生(sheng),堅決防止產生(sheng)新的(de)大班額(e),確保2020年基本消除(chu)大班額(e)。
(七)落實控輟保學法定職責。各區教育行政部門和學校要嚴格落實《中(zhong)華人(ren)民共和國義務(wu)(wu)教育法(fa)(fa)(fa)》《中華(hua)人(ren)民共(gong)(gong)和國未成年(nian)人(ren)保(bao)護(hu)(hu)法(fa)(fa)(fa)》等法(fa)(fa)(fa)律規定(ding),依(yi)法(fa)(fa)(fa)保(bao)障適(shi)(shi)齡(ling)兒童(tong)、少年(nian)接受義務(wu)(wu)教育的權(quan)利,要嚴(yan)格履行控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)法(fa)(fa)(fa)定(ding)職責,完善聯控(kong)聯保(bao)工作(zuo)機(ji)制,落實(shi)失學(xue)(xue)(xue)輟(chuo)(chuo)學(xue)(xue)(xue)學(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)、登記和書面報(bao)告責任(ren)制度,建(jian)立完善控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)工作(zuo)臺賬,共(gong)(gong)同做好控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)工作(zuo)。適(shi)(shi)齡(ling)兒童(tong)、少年(nian)因身體狀況確需(xu)延緩入(ru)學(xue)(xue)(xue)或(huo)者(zhe)休學(xue)(xue)(xue)的,其父母或(huo)者(zhe)其他法(fa)(fa)(fa)定(ding)監護(hu)(hu)人(ren)應當提出申請,由所在區(qu)教育行政部門批準。依(yi)法(fa)(fa)(fa)查處以在家學(xue)(xue)(xue)習、接受“私塾”“讀(du)經班”等培訓替(ti)代國家統一實(shi)施(shi)的義務(wu)(wu)教育的行為。嚴(yan)格外籍(ji)人(ren)員子女學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生管理,不得招(zhao)(zhao)收中國籍(ji)學(xue)(xue)(xue)生。
二、加強(qiang)普通(tong)高中(zhong)招生(sheng)管理
(一)剛性(xing)執行(xing)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)。各(ge)(ge)區教(jiao)育行(xing)政部(bu)(bu)門和高(gao)(gao)中(zhong)學(xue)校(xiao)(xiao)要(yao)提高(gao)(gao)政治站位,響(xiang)應市民(min)對于我市高(gao)(gao)中(zhong)學(xue)位供需矛盾關切,嚴格按照(zhao)教(jiao)育部(bu)(bu)門下(xia)發(fa)的招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)文件執行(xing)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)和招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍,不(bu)得隨意變更招(zhao)(zhao)(zhao)生(sheng)(sheng)規(gui)模。招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)一經下(xia)達,原(yuan)則上(shang)不(bu)再受理調整(zheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)的申請,確保招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)的嚴肅性(xing)。各(ge)(ge)級教(jiao)育行(xing)政部(bu)(bu)門、各(ge)(ge)高(gao)(gao)中(zhong)階段學(xue)校(xiao)(xiao)根據(ju)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)的要(yao)求(qiu),認真做好招(zhao)(zhao)(zhao)生(sheng)(sheng)的各(ge)(ge)項準備工作,確保學(xue)校(xiao)(xiao)正(zheng)常開學(xue)。民(min)辦學(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納(na)入(ru)統(tong)一管理,并(bing)與公(gong)辦學(xue)校(xiao)(xiao)同步招(zhao)(zhao)(zhao)生(sheng)(sheng)。各(ge)(ge)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)的執行(xing)情況,將(jiang)作為學(xue)校(xiao)(xiao)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)安排(pai)、規(gui)范辦學(xue)、辦學(xue)水平(ping)、辦學(xue)效益評(ping)估以及評(ping)先、評(ping)優等的主要(yao)指標。全市公(gong)辦高(gao)(gao)中(zhong)學(xue)校(xiao)(xiao)應堅(jian)持滿(man)規(gui)模招(zhao)(zhao)(zhao)生(sheng)(sheng)。2020年全面(mian)取消(xiao)直(zhi)升(sheng)生(sheng)(sheng)。
(二)落實指(zhi)標到(dao)校(xiao)(xiao)政策。認(ren)真落實指(zhi)標到(dao)校(xiao)(xiao)政策要(yao)求,每所(suo)優質普(pu)通高中(zhong)(zhong)學(xue)校(xiao)(xiao)要(yao)安排不低于50%的招生名額,主要(yao)按初中(zhong)(zhong)學(xue)校(xiao)(xiao)在校(xiao)(xiao)生數,直接分配到(dao)全(quan)市各(ge)初中(zhong)(zhong)學(xue)校(xiao)(xiao)(含民辦),促進(jin)義務(wu)教育均(jun)衡(heng)發展和初中(zhong)(zhong)教育質量全(quan)面提高。
(三)統籌(chou)規范(fan)全市高中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)(sheng)工作(zuo)。根據(ju)廣東省教(jiao)育廳(ting)關(guan)(guan)于進一步完善和規范(fan)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)(sheng)的相關(guan)(guan)要(yao)求,市教(jiao)育局全面(mian)統籌(chou)高中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)(sheng)工作(zuo),規范(fan)普(pu)(pu)通(tong)高中(zhong)學校(xiao)開展(zhan)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)(sheng)改革試點(dian),自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)(sheng)比例原則上不(bu)超過學校(xiao)年(nian)度招(zhao)生(sheng)(sheng)計劃的10%。自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)(sheng)對象主(zhu)(zhu)要(yao)為具有創新潛質和學科特長的學生(sheng)(sheng)。2020年(nian)全市普(pu)(pu)通(tong)高中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)(sheng)按照(zhao)市教(jiao)育局出臺制定的《深圳(zhen)市教(jiao)育局關(guan)(guan)于做(zuo)好2020年(nian)普(pu)(pu)通(tong)高中(zhong)學校(xiao)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)(sheng)工作(zuo)的通(tong)知》實施(shi)。
(四)規范(fan)學(xue)校(xiao)招(zhao)(zhao)生(sheng)行(xing)為。積極探索基(ji)于初中學(xue)業水平考試(shi)成績、結合綜合素質(zhi)表(biao)現評價的高(gao)中階段學(xue)校(xiao)考試(shi)招(zhao)(zhao)生(sheng)錄取模(mo)式。所有高(gao)中學(xue)校(xiao)(含民辦普通高(gao)中)需嚴(yan)格按照(zhao)規定的招(zhao)(zhao)生(sheng)范(fan)圍(wei)、招(zhao)(zhao)生(sheng)計劃、招(zhao)(zhao)生(sheng)時(shi)間、招(zhao)(zhao)生(sheng)方(fang)式進行(xing)統一招(zhao)(zhao)生(sheng),嚴(yan)禁違規爭搶生(sheng)源、“掐尖”招(zhao)(zhao)生(sheng)、跨市招(zhao)(zhao)生(sheng)、超計劃招(zhao)(zhao)生(sheng)和提前招(zhao)(zhao)生(sheng),嚴(yan)禁招(zhao)(zhao)收(shou)(shou)“掛讀(du)生(sheng)”、“擇校(xiao)生(sheng)”和變相招(zhao)(zhao)收(shou)(shou)“借(jie)讀(du)生(sheng)”。嚴(yan)格控制加分項目及分值,規范(fan)資格審查制度。
三、加強(qiang)新生(sheng)入學管理
(一)加強(qiang)學(xue)(xue)生分班(ban)(ban)(ban)管理(li)。各義務教育階段(duan)學(xue)(xue)校(xiao)要(yao)實(shi)行(xing)均(jun)衡(heng)編(bian)班(ban)(ban)(ban),嚴禁舉辦重(zhong)點(dian)班(ban)(ban)(ban),包括以(yi)特(te)長班(ban)(ban)(ban)、特(te)色班(ban)(ban)(ban)、快(kuai)慢班(ban)(ban)(ban)、尖子(zi)班(ban)(ban)(ban)、興趣班(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)、實(shi)驗班(ban)(ban)(ban)、國(guo)際班(ban)(ban)(ban)等(deng)名義的(de)(de)變(bian)相重(zhong)點(dian)班(ban)(ban)(ban)。普(pu)通高(gao)中學(xue)(xue)校(xiao)要(yao)根據(ju)普(pu)通高(gao)中課(ke)(ke)(ke)程方(fang)案和學(xue)(xue)生選課(ke)(ke)(ke)情況,合理(li)排課(ke)(ke)(ke)編(bian)班(ban)(ban)(ban),科(ke)(ke)學(xue)(xue)制訂選課(ke)(ke)(ke)走班(ban)(ban)(ban)指南和課(ke)(ke)(ke)程實(shi)施方(fang)案,確保(bao)課(ke)(ke)(ke)程之間、年級之間的(de)(de)均(jun)衡(heng)性和學(xue)(xue)科(ke)(ke)學(xue)(xue)習(xi)的(de)(de)連貫性。
(二)嚴(yan)格規范(fan)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應當從學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月內為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔(dang)(dang)案(an),其中,殘疾(ji)程度較重、無法進入學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),由(you)承擔送教(jiao)上門的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要嚴(yan)格落實學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)“一(yi)人(ren)一(yi)籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨人(ren)走”的(de)(de)要求,不(bu)(bu)(bu)得(de)以(yi)虛假信(xin)息建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)(bu)得(de)重復建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)(bu)得(de)擅自(zi)刪除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信(xin)息。未經義務教(jiao)育招生(sheng)(sheng)(sheng)平(ping)臺(tai)報名錄取(qu)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)(bu)(bu)予建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對(dui)于未經學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)批(pi)準(zhun),不(bu)(bu)(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規定期限(xian)到校(xiao)(xiao)辦(ban)理(li)注冊者(zhe),不(bu)(bu)(bu)予以(yi)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教(jiao)育行政主管部門要加強對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作的(de)(de)核查,及時查處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)檔(dang)(dang)過程中的(de)(de)不(bu)(bu)(bu)規范(fan)行為(wei),嚴(yan)禁“人(ren)籍(ji)(ji)(ji)分離”、“雙重學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)”等情(qing)況出現。
(三)加強課程(cheng)教(jiao)材(cai)管(guan)理。各區教(jiao)育(yu)(yu)行(xing)(xing)政部門要(yao)加強對教(jiao)材(cai)使(shi)用(yong)情(qing)況的檢查,嚴(yan)格遵(zun)照《中(zhong)共(gong)中(zhong)央 國(guo)務院關(guan)(guan)于深化教(jiao)育(yu)(yu)教(jiao)學(xue)改(gai)革(ge)全(quan)面提高(gao)義務教(jiao)育(yu)(yu)質量的意見》和《中(zhong)小學(xue)教(jiao)材(cai)管(guan)理辦法》要(yao)求,不(bu)得以(yi)地方課程(cheng)教(jiao)材(cai)、校(xiao)本(ben)課程(cheng)教(jiao)材(cai)等替代(dai)國(guo)家課程(cheng)教(jiao)材(cai)。義務教(jiao)育(yu)(yu)學(xue)校(xiao)不(bu)得引進境(jing)外課程(cheng)、使(shi)用(yong)境(jing)外教(jiao)材(cai)、使(shi)用(yong)未經審(shen)定(ding)教(jiao)材(cai)。普通高(gao)中(zhong)選用(yong)境(jing)外教(jiao)材(cai),按照國(guo)家有關(guan)(guan)政策執(zhi)行(xing)(xing)。
四(si)、建立考核和問責雙機(ji)制,確保招生(sheng)工作(zuo)全面(mian)落(luo)地
市、區教(jiao)育(yu)(yu)(yu)督(du)導(dao)部門要將(jiang)中(zhong)小學(xue)招(zhao)(zhao)生(sheng)入(ru)(ru)學(xue)工作納入(ru)(ru)責任督(du)學(xue)日常督(du)導(dao)范圍,嚴肅查(cha)處違(wei)(wei)反教(jiao)育(yu)(yu)(yu)部“十項嚴禁(jin)”紀律(lv)要求和(he)省(sheng)教(jiao)育(yu)(yu)(yu)廳“六項規定(ding)”等違(wei)(wei)反招(zhao)(zhao)生(sheng)政(zheng)(zheng)策和(he)紀律(lv)以及(ji)擾亂中(zhong)小學(xue)入(ru)(ru)學(xue)招(zhao)(zhao)生(sheng)秩序的(de)行(xing)為(wei)。對(dui)違(wei)(wei)規操作,查(cha)有實(shi)據,造(zao)成重大輿(yu)情(qing),引發(fa)社(she)會(hui)不(bu)穩定(ding),造(zao)成不(bu)良影響的(de)單位和(he)個(ge)人實(shi)行(xing)問責。對(dui)于(yu)未落實(shi)《中(zhong)共中(zhong)央 國務院關于(yu)深化教(jiao)育(yu)(yu)(yu)教(jiao)學(xue)改革(ge)全(quan)面提高義務教(jiao)育(yu)(yu)(yu)質量的(de)意見》中(zhong)義務教(jiao)育(yu)(yu)(yu)招(zhao)(zhao)生(sheng)入(ru)(ru)學(xue)規定(ding)要求,或者出(chu)現轄區內義務教(jiao)育(yu)(yu)(yu)階段學(xue)校違(wei)(wei)規考試招(zhao)(zhao)生(sheng)行(xing)為(wei)的(de),視同為(wei)落實(shi)中(zhong)央和(he)國家重大政(zheng)(zheng)策不(bu)力(li),納入(ru)(ru)政(zheng)(zheng)府(fu)履行(xing)教(jiao)育(yu)(yu)(yu)職(zhi)責評價(jia)。
