深圳市教育局2020年工作思路

  2020年是深(shen)圳經濟特(te)(te)區建立(li)40周(zhou)年,是貫徹(che)黨的(de)十九屆四中(zhong)全會精神的(de)開局之(zhi)年,是全面建成小康社(she)會、“十三五”規劃的(de)收官之(zhi)年,是實(shi)現(xian)第一個百年奮(fen)斗目(mu)(mu)(mu)標的(de)決勝之(zhi)年,也是推進教(jiao)(jiao)育(yu)先(xian)行示(shi)范的(de)關鍵之(zhi)年。深(shen)圳教(jiao)(jiao)育(yu)工作的(de)總體思路是:以(yi)(yi)習近平新時(shi)代(dai)中(zhong)國特(te)(te)色社(she)會主義思想為(wei)(wei)(wei)指(zhi)導,以(yi)(yi)立(li)德樹人(ren)為(wei)(wei)(wei)根本,以(yi)(yi)“雙區驅動”為(wei)(wei)(wei)契機,以(yi)(yi)先(xian)行示(shi)范為(wei)(wei)(wei)標準,以(yi)(yi)“幼有善(shan)育(yu)、學有優(you)教(jiao)(jiao)”為(wei)(wei)(wei)目(mu)(mu)(mu)標,以(yi)(yi)提升教(jiao)(jiao)育(yu)領域治理體系和(he)治理能力現(xian)代(dai)化(hua)(hua)為(wei)(wei)(wei)核心,以(yi)(yi)教(jiao)(jiao)育(yu)信息化(hua)(hua)智慧化(hua)(hua)為(wei)(wei)(wei)依托,對(dui)標世界一流教(jiao)(jiao)育(yu),堅(jian)持問題導向,補齊短板,積(ji)極推進教(jiao)(jiao)育(yu)體制改(gai)革創新,大力推動教(jiao)(jiao)育(yu)高質(zhi)量內(nei)涵(han)發展,打造一批(pi)教(jiao)(jiao)育(yu)品牌項目(mu)(mu)(mu),為(wei)(wei)(wei)深(shen)圳教(jiao)(jiao)育(yu)先(xian)行示(shi)范開好(hao)局、起(qi)好(hao)步,為(wei)(wei)(wei)深(shen)圳經濟特(te)(te)區成立(li)四十周(zhou)年獻禮。

  一、統籌推進教育先行示范及(ji)治理(li)體系和治理(li)能(neng)力現代化建(jian)設

  一是全面加(jia)強(qiang)黨(dang)的(de)(de)領(ling)導。強(qiang)化(hua)政治統領(ling),提升(sheng)黨(dang)的(de)(de)建(jian)設能力(li)。完善市委教(jiao)育(yu)工作(zuo)領(ling)導小組(zu)議事規則和實施(shi)細(xi)則,深(shen)化(hua)、強(qiang)化(hua)黨(dang)對(dui)教(jiao)育(yu)工作(zuo)的(de)(de)領(ling)導,深(shen)入推(tui)進全面從嚴(yan)治黨(dang),進一步(bu)加(jia)強(qiang)群團(tuan)組(zu)織(zhi)建(jian)設強(qiang)化(hua)凝心(xin)聚(ju)力(li),提升(sheng)攻堅克難能力(li)。健全黨(dang)對(dui)學(xue)校全面領(ling)導的(de)(de)實施(shi)機制,探索總結立德(de)樹人(ren)工作(zuo)“深(shen)圳(zhen)經(jing)驗”。在中小學(xue)試點(dian)基層(ceng)黨(dang)組(zu)織(zhi)領(ling)導下的(de)(de)校長負(fu)責制。推(tui)動中小學(xue)黨(dang)建(jian)工作(zuo)標準化(hua)、規范(fan)(fan)化(hua)、特(te)色化(hua)發(fa)展。規范(fan)(fan)幼兒園和培訓機構(gou)黨(dang)建(jian)工作(zuo)。高質量(liang)完成扶貧和對(dui)口交流合作(zuo)任務。

  二是系(xi)統推進依法(fa)治教(jiao)(jiao),構建(jian)(jian)完備(bei)的(de)教(jiao)(jiao)育(yu)法(fa)律和(he)(he)制(zhi)度體系(xi)。充(chong)分利(li)用特(te)區(qu)立(li)(li)法(fa)權(quan),啟(qi)動《職業教(jiao)(jiao)育(yu)條(tiao)例(li)》、《教(jiao)(jiao)育(yu)督導條(tiao)例(li)》、《學(xue)前教(jiao)(jiao)育(yu)條(tiao)例(li)》、《家庭教(jiao)(jiao)育(yu)條(tiao)例(li)》、《高(gao)(gao)等(deng)教(jiao)(jiao)育(yu)條(tiao)例(li)》等(deng)地方教(jiao)(jiao)育(yu)法(fa)規(gui)研究(jiu)制(zhi)定工作。梳理、規(gui)范局(ju)機關內(nei)設機構職責(ze)權(quan)限,明(ming)晰責(ze)任邊(bian)界,強化機關作風建(jian)(jian)設和(he)(he)內(nei)部(bu)績效(xiao)(xiao)考核,提升行(xing)政(zheng)效(xiao)(xiao)能(neng)(neng)。探索深圳教(jiao)(jiao)育(yu)治理體系(xi)和(he)(he)治理能(neng)(neng)力現代化實現路徑,探索建(jian)(jian)立(li)(li)深圳市教(jiao)(jiao)育(yu)重大(da)政(zheng)策(ce)聽證制(zhi)度,健全多方參(can)與的(de)教(jiao)(jiao)育(yu)政(zheng)策(ce)民主決策(ce)機制(zhi)。建(jian)(jian)立(li)(li)現代學(xue)校(xiao)制(zhi)度,推動學(xue)校(xiao)內(nei)部(bu)治理結構改(gai)革,實行(xing)學(xue)校(xiao)扁平化管理。深入推進高(gao)(gao)等(deng)教(jiao)(jiao)育(yu)管、辦(ban)、評分離,探索建(jian)(jian)立(li)(li)高(gao)(gao)等(deng)學(xue)校(xiao)辦(ban)學(xue)績效(xiao)(xiao)評價(jia)制(zhi)度和(he)(he)指標體系(xi)。進一步建(jian)(jian)立(li)(li)健全家庭經(jing)濟困難學(xue)生(sheng)資助制(zhi)度,探索設立(li)(li)高(gao)(gao)等(deng)教(jiao)(jiao)育(yu)和(he)(he)職業教(jiao)(jiao)育(yu)政(zheng)府獎學(xue)金。

  三是始(shi)終堅持(chi)規(gui)劃(hua)引領,穩(wen)步推(tui)進(jin)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)先(xian)行(xing)(xing)(xing)(xing)示(shi)范(fan)(fan)(fan)。對標(biao)世界一流,以先(xian)行(xing)(xing)(xing)(xing)示(shi)范(fan)(fan)(fan)為(wei)標(biao)準(zhun),科(ke)學(xue)編制(zhi)(zhi)深圳(zhen)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)先(xian)行(xing)(xing)(xing)(xing)示(shi)范(fan)(fan)(fan)行(xing)(xing)(xing)(xing)動方案和(he) “十四五”發展規(gui)劃(hua),滾動編制(zhi)(zhi)中長期教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發展規(gui)劃(hua)。通過規(gui)劃(hua)實(shi)現(xian)前瞻布局、明確工作(zuo)(zuo)目標(biao)、落實(shi)工作(zuo)(zuo)責(ze)任,有序推(tui)進(jin)深圳(zhen)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)高(gao)質量發展。強化(hua)創新引領,探索高(gao)密度(du)城(cheng)市教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)用地用房保(bao)障(zhang)新機制(zhi)(zhi),鼓勵和(he)指導各區申(shen)報先(xian)行(xing)(xing)(xing)(xing)示(shi)范(fan)(fan)(fan)學(xue)校(xiao)、教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)先(xian)行(xing)(xing)(xing)(xing)示(shi)范(fan)(fan)(fan)區先(xian)行(xing)(xing)(xing)(xing)示(shi)范(fan)(fan)(fan)項目,將先(xian)行(xing)(xing)(xing)(xing)示(shi)范(fan)(fan)(fan)落實(shi)到具體教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)制(zhi)(zhi)度(du)、體系(xi)、標(biao)準(zhun),爭取形成(cheng)可(ke)推(tui)廣、可(ke)復制(zhi)(zhi)的經(jing)驗(yan)。全面梳理教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)“十三五”規(gui)劃(hua)落實(shi)情況,確保(bao)年底全部“交賬”;表彰一批先(xian)進(jin)典型(xing),評選(xuan)一批標(biao)志性事件,匯(hui)編一批優秀成(cheng)果。

  四是持續加(jia)強教(jiao)(jiao)育(yu)(yu)督(du)(du)導(dao),提(ti)升(sheng)督(du)(du)導(dao)實(shi)(shi)(shi)效。圍繞教(jiao)(jiao)育(yu)(yu)重點任(ren)務和民生(sheng)實(shi)(shi)(shi)事,積(ji)極開展公辦幼兒園建(jian)設和中小學(xue)學(xue)位建(jian)設等專項(xiang)督(du)(du)導(dao)工(gong)作。大(da)力推動(dong)教(jiao)(jiao)育(yu)(yu)質量監測結果運用,實(shi)(shi)(shi)現(xian)教(jiao)(jiao)育(yu)(yu)督(du)(du)導(dao)與(yu)質量監測一體化,切實(shi)(shi)(shi)做好報告(gao)解讀、問題改進、成效跟蹤等環(huan)節(jie)工(gong)作,推動(dong)我市教(jiao)(jiao)育(yu)(yu)質量不斷(duan)提(ti)升(sheng)。加(jia)強骨干督(du)(du)學(xue)隊伍建(jian)設,提(ti)升(sheng)教(jiao)(jiao)育(yu)(yu)督(du)(du)導(dao)水平,積(ji)極申報全國義務教(jiao)(jiao)育(yu)(yu)優質均衡發展區,率先實(shi)(shi)(shi)現(xian)“學(xue)有優督(du)(du)”。

  五是繼(ji)續實施教(jiao)(jiao)育(yu)(yu)優先戰略,加(jia)強資(zi)源(yuan)(yuan)保障。積(ji)(ji)極爭(zheng)取(qu)市編制(zhi)、發(fa)改、財政、人(ren)力資(zi)源(yuan)(yuan)、規劃國土、住房建(jian)設等部門(men)支持,確保教(jiao)(jiao)育(yu)(yu)優先發(fa)展戰略得到落(luo)實,推動形(xing)成支持教(jiao)(jiao)育(yu)(yu)優先發(fa)展的資(zi)源(yuan)(yuan)保障機制(zhi)。加(jia)強教(jiao)(jiao)育(yu)(yu)國際(ji)交流合作(zuo),積(ji)(ji)極引(yin)入優質國際(ji)教(jiao)(jiao)育(yu)(yu)資(zi)源(yuan)(yuan),開(kai)發(fa)教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)國際(ji)標準(zhun),引(yin)進國際(ji)通(tong)用(yong)職業資(zi)格證書(shu),健全(quan)外籍(ji)教(jiao)(jiao)師管理辦法(fa),按需增設外籍(ji)人(ren)員子女(nv)學(xue)校(xiao)。

  六(liu)是大力(li)提升風險防(fang)控能力(li),守住安全(quan)穩定(ding)底線。推進(jin)平安校園建設,構建職(zhi)責明確、監(jian)督有力(li)、防(fang)控到(dao)位的學校安全(quan)風險防(fang)控和(he)(he)處置(zhi)體系,提升校園安全(quan)應急處置(zhi)能力(li),確保教育系統(tong)政治穩定(ding)和(he)(he)校園安全(quan)。繼續打好(hao)抗擊新(xin)型冠狀病毒肺炎疫(yi)情攻堅戰,全(quan)方位、多(duo)角度、深層次排查教育系統(tong)“黑天鵝”“灰犀牛”,建立工作(zuo)臺賬,做好(hao)防(fang)范和(he)(he)化解(jie)預案,切(qie)實做到(dao)防(fang)患于未然(ran)。充分發(fa)揮新(xin)聞和(he)(he)宣傳的輿論導向作(zuo)用,系統(tong)謀(mou)劃、突(tu)出重點、主動發(fa)聲,強化正面輿論宣傳。

  二、對(dui)標世界一(yi)流(liu),大(da)力(li)推動各級各類教育高質量發展

  一(yi)是強化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)科學研(yan)究(jiu)的引領(ling)(ling)(ling)和服務職能(neng)。堅持科研(yan)規劃(hua)引領(ling)(ling)(ling),加(jia)(jia)強教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發(fa)展(zhan)改革重大(da)項目研(yan)究(jiu)。成立高等教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發(fa)展(zhan)咨詢(xun)委員(yuan)會、職業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)咨詢(xun)委員(yuan)會,以及(ji)基礎(chu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)各學科教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學指(zhi)導(dao)委員(yuan)會,為教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發(fa)展(zhan)領(ling)(ling)(ling)航指(zhi)路。順應(ying)職業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發(fa)展(zhan)形(xing)勢和我(wo)市實際(ji),加(jia)(jia)強中(zhong)職科研(yan)成果(guo)培育(yu)(yu)。深入研(yan)究(jiu)新中(zhong)考(kao)、新高考(kao)方案(an)。高標(biao)準開(kai)展(zhan)國(guo)家(jia)義務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量(liang)監測及(ji)研(yan)究(jiu)、各區(qu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量(liang)監測評(ping)價,爭取率先構建我(wo)市基礎(chu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量(liang)評(ping)價體系。以課(ke)題研(yan)究(jiu)引領(ling)(ling)(ling)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師轉變教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學方式,提(ti)升教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學效果(guo),提(ti)高教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量(liang)。

  二是高(gao)標準(zhun)辦(ban)(ban)好學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)(yu)。第一,建立(li)“公(gong)(gong)辦(ban)(ban)幼(you)兒園(yuan)建設攻(gong)堅戰”推(tui)進機制(zhi),開展公(gong)(gong)辦(ban)(ban)園(yuan)建設專項(xiang)督(du)導(dao),壓實各區(qu)主體責任,完成公(gong)(gong)辦(ban)(ban)園(yuan)、普(pu)惠園(yuan)在園(yuan)兒童(tong)分別占比(bi)50%、80%的任務。第二,擴充學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)(yu)名師(shi)(shi)隊伍。建設30個市級學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)(yu)名師(shi)(shi)(名園(yuan)長)工作室,研究(jiu)制(zhi)定公(gong)(gong)辦(ban)(ban)園(yuan)聘用(yong)制(zhi)教(jiao)(jiao)職工薪(xin)酬(chou)體系(xi),吸(xi)引并穩定優(you)秀人才。第三,提升(sheng)學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)(yu)保教(jiao)(jiao)質量。研制(zhi)學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)(yu)相(xiang)關辦(ban)(ban)學(xue)標準(zhun),制(zhi)定幼(you)兒園(yuan)課程建設指導(dao)意見,進一步提高(gao)幼(you)兒園(yuan)教(jiao)(jiao)師(shi)(shi)學(xue)歷(li)水平,力爭(zheng)實現大(da)專及以上學(xue)歷(li)教(jiao)(jiao)師(shi)(shi)占比(bi)100%、公(gong)(gong)辦(ban)(ban)園(yuan)教(jiao)(jiao)師(shi)(shi)本科比(bi)例(li)達到50%以上目標。第四,培育(yu)(yu)20個幼(you)兒園(yuan)優(you)質示(shi)范項(xiang)目和10個園(yuan)本特色課程,探索建設以公(gong)(gong)辦(ban)(ban)園(yuan)為核心(xin)、覆蓋(gai)全市的“學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)(yu)學(xue)區(qu)聯盟”,充分發揮(hui)優(you)質資源示(shi)范作用(yong)。第五,盡快研究(jiu)出臺公(gong)(gong)辦(ban)(ban)幼(you)兒園(yuan)招生指導(dao)方(fang)案,確保學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)(yu)普(pu)惠公(gong)(gong)平。

  三、深入推進重點(dian)領(ling)域和關鍵環節(jie)改革創新,推動教育體制(zhi)改革先行先試

  一是深化(hua)考(kao)(kao)試(shi)評(ping)價(jia)改(gai)革。推動招(zhao)生考(kao)(kao)試(shi)與教育評(ping)價(jia)、分析指(zhi)導有(you)機結(jie)合,健(jian)全以評(ping)促建、以評(ping)促教、以評(ping)促學(xue)的(de)教育評(ping)價(jia)體系。進一步深化(hua)中考(kao)(kao)改(gai)革,推動學(xue)業水平考(kao)(kao)試(shi)與中考(kao)(kao)“兩考(kao)(kao)合一”,試(shi)點將日語、俄語納入中考(kao)(kao)外語科目;堅持(chi)綜(zong)合素質評(ping)價(jia)作為中考(kao)(kao)錄取重要參考(kao)(kao),引導學(xue)生主(zhu)動提(ti)升綜(zong)合素養。鼓勵部分條件成熟的(de)中學(xue)加大自(zi)主(zhu)招(zhao)生力度,支持(chi)學(xue)校特(te)色發展。

  二是深(shen)化教育資源配(pei)置改革。根據(ju)經(jing)濟社會發展情況(kuang),以及(ji)國(guo)家(jia)相關要求,動態調整師資、經(jing)費(fei)、設施設備等(deng)辦(ban)(ban)學(xue)條件標準。探索大學(xue)區建(jian)設,探索優質校(xiao)+新校(xiao)、優質校(xiao)+民(min)校(xiao)等(deng)形式的集團化辦(ban)(ban)學(xue),大力推廣集團化辦(ban)(ban)學(xue)先(xian)進經(jing)驗。

  三(san)是(shi)深化民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)教育(yu)分類(lei)管(guan)(guan)理改革。研究提升民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)在中小(xiao)學(xue)教育(yu)中的支撐作用。研究對(dui)公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)和民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)的補(bu)貼標準問題,提出科學(xue)合(he)理的補(bu)貼方案(an)。實(shi)施(shi)(shi)民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)基(ji)本辦(ban)(ban)(ban)(ban)(ban)學(xue)條(tiao)件達(da)標和質量提升計劃(hua)。完善民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)教師(shi)(shi)培(pei)養工作機制(zhi),民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)教師(shi)(shi)與公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)教師(shi)(shi)在職稱評審、教師(shi)(shi)培(pei)訓(xun)、名師(shi)(shi)培(pei)養等方面實(shi)行同等政策(ce)、一體(ti)化管(guan)(guan)理。建設(she)民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)綜(zong)合(he)信息管(guan)(guan)理系統(tong)和數據庫(ku),推進(jin)民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)財(cai)務(wu)監管(guan)(guan)系統(tong)建設(she),提高管(guan)(guan)理水平(ping)。全(quan)面實(shi)施(shi)(shi)民(min)(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)與公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)校(xiao)同等招生條(tiao)件、統(tong)一招生平(ping)臺、同步(bu)招生。

  四是深化(hua)中小(xiao)學(xue)課(ke)(ke)程(cheng)改革(ge)。研究制定(ding)相(xiang)關(guan)的(de)學(xue)科教(jiao)(jiao)學(xue)標準及生涯教(jiao)(jiao)育(yu)、校本課(ke)(ke)程(cheng)體(ti)系(xi)建設(she)等方面指(zhi)南,引領中小(xiao)學(xue)課(ke)(ke)程(cheng)改革(ge)。加強校外實踐基地(di)建設(she),大(da)力(li)推進(jin)(jin)研究型、項目化(hua)、合作式學(xue)習(xi),促(cu)進(jin)(jin)課(ke)(ke)程(cheng)與(yu)人工智能深度(du)融合。加強勞動(dong)、審美(mei)、心(xin)理健康(kang)教(jiao)(jiao)育(yu),配齊配足心(xin)理教(jiao)(jiao)師。大(da)力(li)開展義務教(jiao)(jiao)育(yu)階段“四點(dian)半”活動(dong),進(jin)(jin)一步豐(feng)富學(xue)生課(ke)(ke)外實踐資源選擇。

  五是探索中(zhong)小學(xue)辦(ban)學(xue)體(ti)制(zhi)(zhi)改革(ge)。充(chong)分發(fa)揮名校、名校長品牌效應與(yu)優質教育資源輻射帶動作用,組建(jian)中(zhong)小學(xue)教育集(ji)團,推進(jin)集(ji)團化(hua)辦(ban)學(xue)、學(xue)區化(hua)管(guan)理(li)。加大(da)力度(du)(du)引進(jin)國內外品牌學(xue)校資源,實行多種(zhong)形式的合作辦(ban)學(xue)、委托管(guan)理(li)、創新發(fa)展。轉變政府管(guan)理(li)職能,深(shen)入(ru)推進(jin)管(guan)辦(ban)評(ping)分離,健全責任督學(xue)掛牌督導(dao)制(zhi)(zhi)度(du)(du),構建(jian)大(da)數據(ju)支持下(xia)的中(zhong)小學(xue)教育質量評(ping)價體(ti)系。鼓勵(li)初中(zhong)學(xue)校與(yu)學(xue)區內小學(xue)開展教育銜(xian)接研究,探索全市九年一貫制(zhi)(zhi)學(xue)校開展“五四分段”教育改革(ge)實驗。

  四、率先建設智慧教育(yu)城市,完善終身教育(yu)體系

  二是率(lv)先開(kai)展(zhan)(zhan)(zhan)智慧(hui)教(jiao)(jiao)(jiao)育城市建(jian)設。加速完成(cheng)全(quan)市5G無線網絡高密覆蓋(gai),構建(jian)校(xiao)內校(xiao)外互(hu)(hu)聯互(hu)(hu)通、線上線下有機結合(he)、支持(chi)泛(fan)在學(xue)(xue)(xue)習(xi)的(de)(de)新(xin)(xin)型學(xue)(xue)(xue)校(xiao)形態(tai)。推進人工智能與(yu)(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)分(fen)析技術(shu)應用(yong)(yong),圍繞(rao)教(jiao)(jiao)(jiao)育系統內部治理、對外一站式服務、決策支持(chi)、業務系統四個方面(mian)進行頂層設計,全(quan)面(mian)開(kai)創(chuang)教(jiao)(jiao)(jiao)育信息(xi)化新(xin)(xin)局(ju)面(mian)。深入開(kai)展(zhan)(zhan)(zhan)課堂(tang)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)與(yu)(yu)(yu)信息(xi)技術(shu)融合(he)研究,充分(fen)利(li)用(yong)(yong)信息(xi)化手段與(yu)(yu)(yu)互(hu)(hu)聯網思維重(zhong)構課堂(tang)教(jiao)(jiao)(jiao)學(xue)(xue)(xue),實(shi)現優質教(jiao)(jiao)(jiao)學(xue)(xue)(xue)資(zi)源共建(jian)共享,教(jiao)(jiao)(jiao)學(xue)(xue)(xue)大(da)數據分(fen)析與(yu)(yu)(yu)應用(yong)(yong),學(xue)(xue)(xue)生學(xue)(xue)(xue)習(xi)及其評(ping)價的(de)(de)個性(xing)化、可視化,學(xue)(xue)(xue)與(yu)(yu)(yu)教(jiao)(jiao)(jiao)的(de)(de)真正“翻轉”,讓信息(xi)技術(shu)融合(he)應用(yong)(yong)變成(cheng)課堂(tang)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)的(de)(de)常態(tai)。以人工智能技術(shu)為(wei)核心,開(kai)展(zhan)(zhan)(zhan)空(kong)間、技術(shu)、課程、管理等要素變革,培(pei)養智慧(hui)校(xiao)園2.0先行示范(fan)校(xiao),重(zhong)構課程生態(tai)、課堂(tang)生態(tai)、學(xue)(xue)(xue)校(xiao)生態(tai)和教(jiao)(jiao)(jiao)育生態(tai)。

  三(san)是統籌(chou)推進終(zhong)身教(jiao)育(yu)機制改(gai)革。利用(yong)互聯網和人工智能(neng)(neng)技(ji)術,建(jian)立數字化學(xue)習的(de)(de)職(zhi)業(ye)(ye)教(jiao)育(yu)生(sheng)態系統和人性化管理的(de)(de)職(zhi)業(ye)(ye)教(jiao)育(yu)生(sheng)活(huo)系統,加(jia)快開放職(zhi)業(ye)(ye)院校(xiao)教(jiao)育(yu)資源,創造(zao)人人皆學(xue)、處處能(neng)(neng)學(xue)、時時可學(xue)的(de)(de)環境和氛圍。推動(dong)各級各類學(xue)校(xiao)和企業(ye)(ye)積極參與“1+X”證(zheng)書制度建(jian)設,鼓(gu)勵社會人群積極取得多類職(zhi)業(ye)(ye)技(ji)能(neng)(neng)等(deng)級證(zheng)書(X證(zheng)書)。加(jia)大繼續教(jiao)育(yu)財政性經費(fei)(fei)投(tou)入占教(jiao)育(yu)總經費(fei)(fei)投(tou)入比例。

  四是構(gou)建家(jia)(jia)庭(ting)、學(xue)校(xiao)、社(she)區三位一體(ti)協同(tong)育(yu)(yu)(yu)人機制(zhi)(zhi)(zhi)。制(zhi)(zhi)(zhi)定深(shen)圳(zhen)3-18歲未成年人的(de)家(jia)(jia)庭(ting)養育(yu)(yu)(yu)標(biao)準,打造深(shen)圳(zhen)家(jia)(jia)庭(ting)教(jiao)(jiao)育(yu)(yu)(yu)大講壇(tan),建立(li)教(jiao)(jiao)育(yu)(yu)(yu)、民(min)政、衛健等(deng)相關部門(men)聯合(he)參與的(de)家(jia)(jia)庭(ting)養育(yu)(yu)(yu)保障機制(zhi)(zhi)(zhi)。構(gou)建教(jiao)(jiao)育(yu)(yu)(yu)部門(men)牽頭,民(min)政、衛健、發改、財政、婦(fu)聯、工會及(ji)各(ge)街道參與,各(ge)行(xing)業協會、專業學(xue)會、各(ge)類基金(jin)會及(ji)高校(xiao)或科研(yan)院所參與的(de)“家(jia)(jia)長(chang)終身(shen)學(xue)習(xi)”推(tui)進(jin)機制(zhi)(zhi)(zhi)。系統設計(ji)準家(jia)(jia)長(chang)教(jiao)(jiao)育(yu)(yu)(yu)、家(jia)(jia)長(chang)教(jiao)(jiao)育(yu)(yu)(yu)和隔代家(jia)(jia)長(chang)教(jiao)(jiao)育(yu)(yu)(yu)課程(cheng),推(tui)行(xing)市民(min)“家(jia)(jia)長(chang)終身(shen)學(xue)習(xi)”模塊課程(cheng)合(he)格證(zheng)書制(zhi)(zhi)(zhi)度,研(yan)制(zhi)(zhi)(zhi)家(jia)(jia)庭(ting)教(jiao)(jiao)育(yu)(yu)(yu)指導手冊,加強家(jia)(jia)長(chang)教(jiao)(jiao)育(yu)(yu)(yu),弘揚家(jia)(jia)國(guo)情懷,推(tui)動家(jia)(jia)風建設。

  五、以品牌項目帶動教(jiao)育對外交流(liu)合作

  一(yi)是著力打造(zao)一(yi)批具有國際影(ying)響力的品牌(pai)項目(mu)。把深(shen)(shen)(shen)港校長論(lun)壇(tan)(tan)升級(ji)為粵(yue)港澳大(da)(da)灣區(qu)教(jiao)育(yu)(yu)論(lun)壇(tan)(tan),粵(yue)方永久落(luo)地深(shen)(shen)(shen)圳,參(can)會人(ren)員范圍從深(shen)(shen)(shen)港澳擴(kuo)展至粵(yue)港澳大(da)(da)灣區(qu),參(can)與對象從校長擴(kuo)展至教(jiao)師、教(jiao)研人(ren)員。將聯合國教(jiao)科文組(zu)織高(gao)等(deng)教(jiao)育(yu)(yu)創新中心打造(zao)成為提(ti)升亞非國家高(gao)等(deng)教(jiao)育(yu)(yu)水平(ping)的先鋒。提(ti)前(qian)謀劃2020年(nian)深(shen)(shen)(shen)圳國際中學生(sheng)論(lun)壇(tan)(tan),豐富論(lun)壇(tan)(tan)形(xing)式,提(ti)高(gao)論(lun)壇(tan)(tan)參(can)與度,發出深(shen)(shen)(shen)圳青年(nian)學生(sheng)好聲音,擴(kuo)大(da)(da)論(lun)壇(tan)(tan)影(ying)響力。充分利用各區(qu)優(you)勢,打造(zao)一(yi)批既代表深(shen)(shen)(shen)圳水平(ping)又體(ti)現區(qu)域特色的教(jiao)育(yu)(yu)國際交流品牌(pai)項目(mu)。

  二(er)是充分利用兩個交(jiao)流合作平(ping)臺。積(ji)極(ji)推(tui)動(dong)(dong)(dong)我市學(xue)校(xiao)加入到教(jiao)育(yu)(yu)部(bu)和(he)省教(jiao)育(yu)(yu)廳(ting)推(tui)動(dong)(dong)(dong)的(de)(de)教(jiao)育(yu)(yu)交(jiao)流合作項目,為我市學(xue)校(xiao)開展國(guo)(guo)際教(jiao)育(yu)(yu)交(jiao)流合作搭建(jian)平(ping)臺。繼(ji)續推(tui)動(dong)(dong)(dong)深港澳(ao)姊(zi)妹學(xue)校(xiao)締(di)結(jie)工作,把姊(zi)妹學(xue)校(xiao)打造成三地(di)開展教(jiao)育(yu)(yu)交(jiao)流的(de)(de)重要平(ping)臺。打造深圳(zhen)(zhen)經典參觀(guan)線(xian)路(lu),建(jian)設若干學(xue)生(sheng)交(jiao)流基(ji)地(di),舉辦粵港澳(ao)大灣區學(xue)生(sheng)研學(xue)交(jiao)流活(huo)動(dong)(dong)(dong),組織(zhi)區內學(xue)生(sheng)互(hu)訪(fang)交(jiao)流,推(tui)進文(wen)化育(yu)(yu)人(ren)、文(wen)化樹人(ren)。繼(ji)續推(tui)動(dong)(dong)(dong)與國(guo)(guo)外教(jiao)育(yu)(yu)部(bu)門(men)簽訂區域性教(jiao)育(yu)(yu)合作備忘錄,有序推(tui)進國(guo)(guo)際友好學(xue)校(xiao)締(di)結(jie),拓展國(guo)(guo)際友好學(xue)校(xiao)分布范圍,服務深圳(zhen)(zhen)市中小學(xue)非通用語種教(jiao)育(yu)(yu)和(he)國(guo)(guo)際理(li)解教(jiao)育(yu)(yu)。

  三是精(jing)心(xin)籌辦(ban)兩項重大活動。辦(ban)好2020年(nian)(nian)粵港澳(ao)大灣區姊妹(mei)學(xue)校經典美(mei)文(wen)誦讀比賽,拓(tuo)展(zhan)參與學(xue)校范圍,通過初賽等方(fang)式優(you)(you)中(zhong)(zhong)選(xuan)優(you)(you),提(ti)高比賽質量,增(zeng)強中(zhong)(zhong)華優(you)(you)秀傳統文(wen)化的凝聚力(li)和向(xiang)心(xin)力(li)。高質量舉辦(ban)2020年(nian)(nian)外(wai)籍(ji)人員子女學(xue)校和中(zhong)(zhong)外(wai)合作辦(ban)學(xue)學(xue)校文(wen)藝匯演,充分展(zhan)示在深國際中(zhong)(zhong)小學(xue)生的風(feng)采風(feng)貌。

  四是重點管(guan)好(hao)兩(liang)類學校。開(kai)展外(wai)籍人員(yuan)子(zi)女學校常規檢查,繼續推(tui)動(dong)外(wai)籍人員(yuan)子(zi)女學校依法規范(fan)辦學。探索舉(ju)辦新型國(guo)(guo)際特色學校(學生不限國(guo)(guo)籍),爭取每個區(qu)至少(shao)布局1所。開(kai)展民(min)辦高(gao)中國(guo)(guo)際課(ke)程實驗(yan)(yan)專項評(ping)估,推(tui)動(dong)實驗(yan)(yan)效(xiao)果(guo)較好(hao)的學校轉型為(wei)中外(wai)合作辦學,依法清理終止近兩(liang)年未開(kai)展招生或辦學質(zhi)量差的學校的實驗(yan)(yan)資格(ge),努力提(ti)升民(min)辦高(gao)中國(guo)(guo)際課(ke)程質(zhi)量,滿足市民(min)多元(yuan)特色教育需求。

  六(liu)、打(da)造有擔當高素質專(zhuan)業化的(de)干部(bu)和(he)教師隊伍

  一是優(you)(you)化(hua)教(jiao)育人(ren)事制(zhi)度(du)。堅持以品行為(wei)先(xian)、能力為(wei)上、實績為(wei)主(zhu)的用(yong)人(ren)導向,優(you)(you)化(hua)考(kao)核和任用(yong),讓(rang)真正敬業(ye)奉獻、埋頭苦干的干部(bu)有為(wei)又(you)有位(wei)。修訂完善中小學(xue)校(xiao)長職(zhi)(zhi)級(ji)(ji)管理(li)辦(ban)(ban)法(fa)和工(gong)資制(zhi)度(du),制(zhi)定常態化(hua)校(xiao)長職(zhi)(zhi)級(ji)(ji)評(ping)(ping)定指(zhi)標(biao)體系,開展特級(ji)(ji)、一級(ji)(ji)及二級(ji)(ji)校(xiao)長評(ping)(ping)審(shen),拓寬(kuan)校(xiao)長專(zhuan)業(ye)發展通(tong)道。深化(hua)中小學(xue)教(jiao)師(shi)職(zhi)(zhi)稱(cheng)制(zhi)度(du)改(gai)革,出臺民辦(ban)(ban)學(xue)校(xiao)教(jiao)師(shi)、公辦(ban)(ban)學(xue)校(xiao)購(gou)買服務教(jiao)師(shi)職(zhi)(zhi)稱(cheng)評(ping)(ping)審(shen)辦(ban)(ban)法(fa),推(tui)(tui)動(dong)中職(zhi)(zhi)學(xue)校(xiao)教(jiao)師(shi)副(fu)高及以下職(zhi)(zhi)稱(cheng)評(ping)(ping)審(shen)下放到學(xue)校(xiao)。進一步(bu)推(tui)(tui)進“區管校(xiao)聘”改(gai)革,統籌優(you)(you)化(hua)編制(zhi)、崗(gang)位(wei)管理(li)資源,推(tui)(tui)動(dong)教(jiao)師(shi)輪崗(gang)、交流,促進教(jiao)育均衡優(you)(you)質(zhi)發展。

  二是加強師(shi)(shi)(shi)德師(shi)(shi)(shi)風建設。把(ba)師(shi)(shi)(shi)德師(shi)(shi)(shi)風作為(wei)教(jiao)(jiao)師(shi)(shi)(shi)考核、聘用(yong)、評價(jia)的(de)首要內(nei)容(rong)和第一標準(zhun)。修訂《深圳(zhen)市教(jiao)(jiao)師(shi)(shi)(shi)師(shi)(shi)(shi)德檔案管理規定》,進(jin)一步(bu)優化師(shi)(shi)(shi)德考核制(zhi)(zhi)度。建立(li)實施(shi)全市教(jiao)(jiao)師(shi)(shi)(shi)師(shi)(shi)(shi)德失范(fan)、違(wei)紀違(wei)法內(nei)部通報機制(zhi)(zhi),建立(li)教(jiao)(jiao)師(shi)(shi)(shi)師(shi)(shi)(shi)德失范(fan)黑名單。開(kai)展師(shi)(shi)(shi)德典型專項宣傳(chuan)工作,選樹和宣傳(chuan)優秀師(shi)(shi)(shi)德典范(fan),完善教(jiao)(jiao)師(shi)(shi)(shi)節表(biao)彰獎(jiang)勵制(zhi)(zhi)度,大(da)力(li)弘揚(yang)深圳(zhen)教(jiao)(jiao)師(shi)(shi)(shi)正能(neng)量。

  三是出臺基(ji)(ji)礎教(jiao)育(yu)高(gao)層次(ci)人(ren)(ren)才(cai)政策(ce)。出臺專(zhuan)門針對(dui)基(ji)(ji)礎教(jiao)育(yu)高(gao)層次(ci)人(ren)(ren)才(cai)支(zhi)持政策(ce),制定(ding)(ding)包括基(ji)(ji)礎教(jiao)育(yu)人(ren)(ren)才(cai)引(yin)進(jin)、人(ren)(ren)才(cai)認(ren)定(ding)(ding)、福利待遇和管理(li)考(kao)核等內容(rong)完備的(de)管理(li)辦(ban)法,滿足我市基(ji)(ji)礎教(jiao)育(yu)事業單位對(dui)高(gao)端(duan)人(ren)(ren)才(cai)的(de)迫切需(xu)求(qiu),發揮創新(xin)引(yin)領示范作(zuo)用(yong)。修訂教(jiao)師(shi)緊缺崗位工作(zuo)目錄,擴(kuo)寬特殊(shu)人(ren)(ren)才(cai)選聘入(ru)編綠色通道。建立退休(xiu)(xiu)教(jiao)師(shi)返聘支(zhi)持政策(ce),吸引(yin)一批全國退休(xiu)(xiu)名優教(jiao)師(shi)。爭(zheng)取提(ti)高(gao)教(jiao)師(shi)從教(jiao)津貼。逐步提(ti)高(gao)面向社會人(ren)(ren)員公開招聘教(jiao)師(shi)入(ru)職學(xue)歷和專(zhuan)業標準。

  四是深(shen)入推進校(xiao)(xiao)長(chang)教(jiao)(jiao)(jiao)師(shi)(shi)梯隊培(pei)養(yang)。成立市(shi)教(jiao)(jiao)(jiao)師(shi)(shi)發展中心(xin)并實體化(hua)運作,深(shen)化(hua)教(jiao)(jiao)(jiao)師(shi)(shi)繼續教(jiao)(jiao)(jiao)育課(ke)(ke)程(cheng)開發機制(zhi)改革,優化(hua)教(jiao)(jiao)(jiao)師(shi)(shi)繼續教(jiao)(jiao)(jiao)育課(ke)(ke)程(cheng)。修訂(ding)實施《深(shen)圳市(shi)基礎(chu)教(jiao)(jiao)(jiao)育系統(tong)名(ming)師(shi)(shi)工程(cheng)實施方案(an)》,實施新(xin)(xin)一(yi)輪名(ming)校(xiao)(xiao)長(chang)(園長(chang))、名(ming)教(jiao)(jiao)(jiao)師(shi)(shi)、名(ming)班主任和教(jiao)(jiao)(jiao)科研專(zhuan)家評審,建設新(xin)(xin)一(yi)批名(ming)師(shi)(shi)名(ming)校(xiao)(xiao)長(chang)工作室。舉辦直屬學校(xiao)(xiao)后備副校(xiao)(xiao)長(chang)培(pei)訓班,加(jia)強(qiang)校(xiao)(xiao)長(chang)隊伍階梯式培(pei)養(yang)建設。出(chu)臺非師(shi)(shi)范院校(xiao)(xiao)新(xin)(xin)進畢業教(jiao)(jiao)(jiao)師(shi)(shi)培(pei)養(yang)計劃,加(jia)強(qiang)對名(ming)校(xiao)(xiao)畢業生的吸引(yin)和培(pei)養(yang)。
