深圳市教育局2020年工作思路

  2020年(nian)是(shi)深(shen)(shen)圳經(jing)濟(ji)特(te)區(qu)建立(li)40周(zhou)年(nian),是(shi)貫徹黨的(de)(de)(de)十(shi)九屆四中全會精神(shen)的(de)(de)(de)開局之(zhi)(zhi)年(nian),是(shi)全面建成小康社(she)會、“十(shi)三五”規劃的(de)(de)(de)收官之(zhi)(zhi)年(nian),是(shi)實現(xian)第一個百年(nian)奮斗目標的(de)(de)(de)決勝之(zhi)(zhi)年(nian),也是(shi)推(tui)進教(jiao)(jiao)育(yu)(yu)(yu)(yu)先行(xing)示(shi)范的(de)(de)(de)關(guan)鍵之(zhi)(zhi)年(nian)。深(shen)(shen)圳教(jiao)(jiao)育(yu)(yu)(yu)(yu)工作的(de)(de)(de)總體思路是(shi):以(yi)(yi)習近平新(xin)時代(dai)中國特(te)色社(she)會主義思想(xiang)為(wei)指導(dao),以(yi)(yi)立(li)德樹人為(wei)根本,以(yi)(yi)“雙區(qu)驅動”為(wei)契機,以(yi)(yi)先行(xing)示(shi)范為(wei)標準,以(yi)(yi)“幼有善(shan)育(yu)(yu)(yu)(yu)、學有優教(jiao)(jiao)”為(wei)目標,以(yi)(yi)提升教(jiao)(jiao)育(yu)(yu)(yu)(yu)領域治理體系和(he)治理能力現(xian)代(dai)化為(wei)核(he)心,以(yi)(yi)教(jiao)(jiao)育(yu)(yu)(yu)(yu)信(xin)息化智(zhi)慧(hui)化為(wei)依托,對標世界(jie)一流教(jiao)(jiao)育(yu)(yu)(yu)(yu),堅持問(wen)題導(dao)向,補齊短板,積極推(tui)進教(jiao)(jiao)育(yu)(yu)(yu)(yu)體制改革(ge)創新(xin),大力推(tui)動教(jiao)(jiao)育(yu)(yu)(yu)(yu)高質量內涵發展,打造一批(pi)教(jiao)(jiao)育(yu)(yu)(yu)(yu)品牌項目,為(wei)深(shen)(shen)圳教(jiao)(jiao)育(yu)(yu)(yu)(yu)先行(xing)示(shi)范開好局、起好步,為(wei)深(shen)(shen)圳經(jing)濟(ji)特(te)區(qu)成立(li)四十(shi)周(zhou)年(nian)獻禮。

  一、統籌(chou)推進教育(yu)先行示范及治理(li)體系和治理(li)能(neng)力(li)現代化建設

  一(yi)是全(quan)(quan)面加強(qiang)(qiang)黨(dang)(dang)(dang)的領(ling)(ling)(ling)導(dao)(dao)。強(qiang)(qiang)化(hua)(hua)(hua)政治(zhi)統領(ling)(ling)(ling),提(ti)(ti)升(sheng)(sheng)黨(dang)(dang)(dang)的建(jian)(jian)設(she)能力。完善(shan)市委教育工(gong)作(zuo)領(ling)(ling)(ling)導(dao)(dao)小組(zu)(zu)議(yi)事規則和實(shi)施細則,深(shen)(shen)化(hua)(hua)(hua)、強(qiang)(qiang)化(hua)(hua)(hua)黨(dang)(dang)(dang)對教育工(gong)作(zuo)的領(ling)(ling)(ling)導(dao)(dao),深(shen)(shen)入推進全(quan)(quan)面從嚴治(zhi)黨(dang)(dang)(dang),進一(yi)步加強(qiang)(qiang)群(qun)團組(zu)(zu)織建(jian)(jian)設(she)強(qiang)(qiang)化(hua)(hua)(hua)凝心聚(ju)力,提(ti)(ti)升(sheng)(sheng)攻堅克難(nan)能力。健(jian)全(quan)(quan)黨(dang)(dang)(dang)對學校全(quan)(quan)面領(ling)(ling)(ling)導(dao)(dao)的實(shi)施機制,探索總結立德樹人工(gong)作(zuo)“深(shen)(shen)圳經驗”。在中(zhong)小學試點基(ji)層黨(dang)(dang)(dang)組(zu)(zu)織領(ling)(ling)(ling)導(dao)(dao)下的校長負(fu)責制。推動中(zhong)小學黨(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)標準化(hua)(hua)(hua)、規范化(hua)(hua)(hua)、特色化(hua)(hua)(hua)發展。規范幼兒園和培訓機構黨(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)。高質(zhi)量完成扶貧和對口交流合作(zuo)任務。

  二(er)是系統(tong)推進依法治教(jiao)(jiao)(jiao)(jiao),構(gou)建(jian)(jian)完備的教(jiao)(jiao)(jiao)(jiao)育(yu)法律和制(zhi)(zhi)(zhi)(zhi)度(du)(du)體系。充分利(li)用特區(qu)立法權(quan),啟(qi)動《職業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)條(tiao)(tiao)例》、《教(jiao)(jiao)(jiao)(jiao)育(yu)督導條(tiao)(tiao)例》、《學(xue)(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)條(tiao)(tiao)例》、《家庭(ting)教(jiao)(jiao)(jiao)(jiao)育(yu)條(tiao)(tiao)例》、《高等(deng)教(jiao)(jiao)(jiao)(jiao)育(yu)條(tiao)(tiao)例》等(deng)地(di)方教(jiao)(jiao)(jiao)(jiao)育(yu)法規研究制(zhi)(zhi)(zhi)(zhi)定工(gong)作。梳理(li)(li)、規范局機(ji)關內設機(ji)構(gou)職責權(quan)限,明晰責任邊界,強化機(ji)關作風建(jian)(jian)設和內部績效(xiao)考核(he),提升行(xing)政(zheng)效(xiao)能。探(tan)(tan)(tan)索(suo)深(shen)圳教(jiao)(jiao)(jiao)(jiao)育(yu)治理(li)(li)體系和治理(li)(li)能力現代化實現路徑,探(tan)(tan)(tan)索(suo)建(jian)(jian)立深(shen)圳市(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)重(zhong)大政(zheng)策(ce)聽證制(zhi)(zhi)(zhi)(zhi)度(du)(du),健全(quan)多(duo)方參與的教(jiao)(jiao)(jiao)(jiao)育(yu)政(zheng)策(ce)民(min)主決策(ce)機(ji)制(zhi)(zhi)(zhi)(zhi)。建(jian)(jian)立現代學(xue)(xue)(xue)(xue)校(xiao)制(zhi)(zhi)(zhi)(zhi)度(du)(du),推動學(xue)(xue)(xue)(xue)校(xiao)內部治理(li)(li)結(jie)構(gou)改革,實行(xing)學(xue)(xue)(xue)(xue)校(xiao)扁平化管理(li)(li)。深(shen)入推進高等(deng)教(jiao)(jiao)(jiao)(jiao)育(yu)管、辦、評(ping)分離,探(tan)(tan)(tan)索(suo)建(jian)(jian)立高等(deng)學(xue)(xue)(xue)(xue)校(xiao)辦學(xue)(xue)(xue)(xue)績效(xiao)評(ping)價制(zhi)(zhi)(zhi)(zhi)度(du)(du)和指標體系。進一步建(jian)(jian)立健全(quan)家庭(ting)經(jing)濟困難學(xue)(xue)(xue)(xue)生資助制(zhi)(zhi)(zhi)(zhi)度(du)(du),探(tan)(tan)(tan)索(suo)設立高等(deng)教(jiao)(jiao)(jiao)(jiao)育(yu)和職業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)政(zheng)府(fu)獎學(xue)(xue)(xue)(xue)金。

  三是始終堅持(chi)規劃(hua)(hua)(hua)引領,穩步推(tui)進教育(yu)先(xian)(xian)(xian)(xian)行(xing)(xing)示(shi)(shi)(shi)范。對(dui)標(biao)世界一(yi)流,以先(xian)(xian)(xian)(xian)行(xing)(xing)示(shi)(shi)(shi)范為標(biao)準,科學(xue)編(bian)制(zhi)(zhi)(zhi)深圳教育(yu)先(xian)(xian)(xian)(xian)行(xing)(xing)示(shi)(shi)(shi)范行(xing)(xing)動(dong)(dong)方案和(he) “十四(si)五(wu)(wu)”發展(zhan)規劃(hua)(hua)(hua),滾動(dong)(dong)編(bian)制(zhi)(zhi)(zhi)中長期教育(yu)發展(zhan)規劃(hua)(hua)(hua)。通(tong)過(guo)規劃(hua)(hua)(hua)實(shi)(shi)現前(qian)瞻布局、明確工作目標(biao)、落(luo)實(shi)(shi)工作責任(ren),有序推(tui)進深圳教育(yu)高(gao)質量發展(zhan)。強(qiang)化創新引領,探索(suo)高(gao)密度城市教育(yu)用(yong)(yong)地用(yong)(yong)房保障(zhang)新機制(zhi)(zhi)(zhi),鼓(gu)勵(li)和(he)指導(dao)各區(qu)(qu)申報先(xian)(xian)(xian)(xian)行(xing)(xing)示(shi)(shi)(shi)范學(xue)校、教育(yu)先(xian)(xian)(xian)(xian)行(xing)(xing)示(shi)(shi)(shi)范區(qu)(qu)先(xian)(xian)(xian)(xian)行(xing)(xing)示(shi)(shi)(shi)范項目,將先(xian)(xian)(xian)(xian)行(xing)(xing)示(shi)(shi)(shi)范落(luo)實(shi)(shi)到具體教育(yu)制(zhi)(zhi)(zhi)度、體系、標(biao)準,爭取形成可推(tui)廣、可復制(zhi)(zhi)(zhi)的(de)經驗。全面(mian)梳理教育(yu)“十三五(wu)(wu)”規劃(hua)(hua)(hua)落(luo)實(shi)(shi)情(qing)況(kuang),確保年底全部(bu)“交賬”;表彰一(yi)批先(xian)(xian)(xian)(xian)進典(dian)型(xing),評選一(yi)批標(biao)志(zhi)性事件,匯編(bian)一(yi)批優秀成果。

  四是持(chi)續加強(qiang)教(jiao)(jiao)(jiao)育督(du)(du)(du)導,提升督(du)(du)(du)導實(shi)效。圍繞教(jiao)(jiao)(jiao)育重點任(ren)務(wu)和民生(sheng)實(shi)事,積極開展(zhan)公辦幼兒(er)園建(jian)設和中小學學位(wei)建(jian)設等(deng)專項督(du)(du)(du)導工(gong)作(zuo)(zuo)。大力(li)推(tui)動教(jiao)(jiao)(jiao)育質(zhi)量監(jian)測結果(guo)運(yun)用(yong),實(shi)現教(jiao)(jiao)(jiao)育督(du)(du)(du)導與質(zhi)量監(jian)測一(yi)體化,切實(shi)做好報告解讀、問(wen)題改(gai)進(jin)、成效跟(gen)蹤等(deng)環節工(gong)作(zuo)(zuo),推(tui)動我(wo)市教(jiao)(jiao)(jiao)育質(zhi)量不斷提升。加強(qiang)骨(gu)干督(du)(du)(du)學隊伍建(jian)設,提升教(jiao)(jiao)(jiao)育督(du)(du)(du)導水(shui)平(ping),積極申報全國(guo)義務(wu)教(jiao)(jiao)(jiao)育優(you)質(zhi)均衡發展(zhan)區,率先實(shi)現“學有(you)優(you)督(du)(du)(du)”。

  五是繼(ji)續實施教(jiao)育(yu)優(you)先戰略,加強資(zi)源(yuan)(yuan)保障(zhang)。積極爭取市編制、發改、財政、人力資(zi)源(yuan)(yuan)、規劃國(guo)土、住房(fang)建設(she)等部門支(zhi)(zhi)持,確保教(jiao)育(yu)優(you)先發展戰略得到落實,推(tui)動形成支(zhi)(zhi)持教(jiao)育(yu)優(you)先發展的資(zi)源(yuan)(yuan)保障(zhang)機制。加強教(jiao)育(yu)國(guo)際交流合作,積極引(yin)入優(you)質國(guo)際教(jiao)育(yu)資(zi)源(yuan)(yuan),開發教(jiao)育(yu)教(jiao)學(xue)國(guo)際標準,引(yin)進國(guo)際通用職(zhi)業資(zi)格證書,健全外(wai)籍教(jiao)師管理辦法,按(an)需增(zeng)設(she)外(wai)籍人員(yuan)子女學(xue)校(xiao)。

  六是大力提(ti)升風(feng)險防(fang)控能(neng)力,守住(zhu)安全(quan)穩(wen)定底線。推進平(ping)安校園(yuan)(yuan)建設,構(gou)建職責明確、監督有(you)力、防(fang)控到位的(de)學校安全(quan)風(feng)險防(fang)控和(he)處置體系,提(ti)升校園(yuan)(yuan)安全(quan)應(ying)急(ji)處置能(neng)力,確保(bao)教育系統政(zheng)治穩(wen)定和(he)校園(yuan)(yuan)安全(quan)。繼(ji)續打好抗擊新型冠狀病毒肺炎疫情(qing)攻堅戰(zhan),全(quan)方位、多角度、深層次排查教育系統“黑天鵝”“灰犀牛(niu)”,建立(li)工作(zuo)臺(tai)賬(zhang),做(zuo)好防(fang)范(fan)和(he)化(hua)解預案,切實做(zuo)到防(fang)患于(yu)未然(ran)。充分(fen)發(fa)(fa)揮新聞和(he)宣傳(chuan)(chuan)的(de)輿論導向作(zuo)用,系統謀劃、突(tu)出重點、主動發(fa)(fa)聲,強(qiang)化(hua)正面輿論宣傳(chuan)(chuan)。

  二、對標世界一流(liu),大力(li)推(tui)動各級各類教(jiao)育高質(zhi)量發(fa)展

  一(yi)是強化教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)科(ke)學(xue)研(yan)究(jiu)(jiu)的引領和(he)服務(wu)職(zhi)(zhi)能。堅持科(ke)研(yan)規(gui)劃引領,加強教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)發展改革重大項目研(yan)究(jiu)(jiu)。成立(li)高(gao)等教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)發展咨(zi)詢委(wei)(wei)員會(hui)、職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)咨(zi)詢委(wei)(wei)員會(hui),以及基(ji)礎教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)各學(xue)科(ke)教(jiao)(jiao)(jiao)學(xue)指導委(wei)(wei)員會(hui),為教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)發展領航(hang)指路。順應職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)發展形勢(shi)和(he)我市實際,加強中職(zhi)(zhi)科(ke)研(yan)成果培(pei)育(yu)(yu)(yu)(yu)(yu)(yu)。深入(ru)研(yan)究(jiu)(jiu)新(xin)中考、新(xin)高(gao)考方案。高(gao)標準開展國家義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質量(liang)監測(ce)及研(yan)究(jiu)(jiu)、各區教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質量(liang)監測(ce)評價,爭取率先構建我市基(ji)礎教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質量(liang)評價體系。以課(ke)題研(yan)究(jiu)(jiu)引領教(jiao)(jiao)(jiao)師轉變(bian)教(jiao)(jiao)(jiao)學(xue)方式,提升教(jiao)(jiao)(jiao)學(xue)效果,提高(gao)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質量(liang)。

  二(er)是(shi)高標(biao)(biao)準辦(ban)(ban)好(hao)學(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)。第(di)(di)一(yi),建(jian)立“公(gong)辦(ban)(ban)幼兒園(yuan)(yuan)建(jian)設(she)攻堅戰(zhan)”推進機制(zhi),開(kai)展公(gong)辦(ban)(ban)園(yuan)(yuan)建(jian)設(she)專(zhuan)項督導,壓實各區主體(ti)責任(ren),完成公(gong)辦(ban)(ban)園(yuan)(yuan)、普(pu)(pu)惠園(yuan)(yuan)在(zai)園(yuan)(yuan)兒童分別占比50%、80%的(de)任(ren)務。第(di)(di)二(er),擴充學(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)名師(shi)(shi)(shi)隊(dui)伍。建(jian)設(she)30個市(shi)級學(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)名師(shi)(shi)(shi)(名園(yuan)(yuan)長)工(gong)(gong)作室,研(yan)(yan)究制(zhi)定(ding)公(gong)辦(ban)(ban)園(yuan)(yuan)聘用制(zhi)教(jiao)(jiao)(jiao)職工(gong)(gong)薪酬(chou)體(ti)系,吸引并穩定(ding)優秀人才。第(di)(di)三(san),提升學(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)保教(jiao)(jiao)(jiao)質量。研(yan)(yan)制(zhi)學(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)相關辦(ban)(ban)學(xue)(xue)標(biao)(biao)準,制(zhi)定(ding)幼兒園(yuan)(yuan)課(ke)程(cheng)建(jian)設(she)指導意見,進一(yi)步提高幼兒園(yuan)(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)學(xue)(xue)歷水平,力爭實現大(da)專(zhuan)及以上(shang)學(xue)(xue)歷教(jiao)(jiao)(jiao)師(shi)(shi)(shi)占比100%、公(gong)辦(ban)(ban)園(yuan)(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)本科比例達(da)到50%以上(shang)目標(biao)(biao)。第(di)(di)四,培育(yu)20個幼兒園(yuan)(yuan)優質示范項目和(he)10個園(yuan)(yuan)本特(te)色課(ke)程(cheng),探索建(jian)設(she)以公(gong)辦(ban)(ban)園(yuan)(yuan)為核心、覆蓋(gai)全市(shi)的(de)“學(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)區聯(lian)盟(meng)”,充分發揮優質資源示范作用。第(di)(di)五,盡快研(yan)(yan)究出臺公(gong)辦(ban)(ban)幼兒園(yuan)(yuan)招生指導方(fang)案,確保學(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)普(pu)(pu)惠公(gong)平。

  三、深入推進重點領域(yu)和關(guan)鍵環節(jie)改革創新,推動教育體(ti)制改革先行先試

  一(yi)是深化考(kao)試(shi)(shi)(shi)評(ping)價改革。推(tui)動(dong)招生考(kao)試(shi)(shi)(shi)與教(jiao)育(yu)評(ping)價、分(fen)析指(zhi)導有機結合,健(jian)全(quan)以(yi)評(ping)促(cu)建、以(yi)評(ping)促(cu)教(jiao)、以(yi)評(ping)促(cu)學的教(jiao)育(yu)評(ping)價體系。進一(yi)步深化中考(kao)改革,推(tui)動(dong)學業水(shui)平考(kao)試(shi)(shi)(shi)與中考(kao)“兩(liang)考(kao)合一(yi)”,試(shi)(shi)(shi)點將日(ri)語(yu)、俄語(yu)納入(ru)中考(kao)外語(yu)科(ke)目;堅(jian)持(chi)綜合素質評(ping)價作為(wei)中考(kao)錄取(qu)重(zhong)要參考(kao),引導學生主動(dong)提升綜合素養。鼓(gu)勵部(bu)分(fen)條件(jian)成熟的中學加大(da)自(zi)主招生力度,支持(chi)學校特(te)色發展。

  二是深化(hua)教育資源配置改革。根據經(jing)濟社會(hui)發展情況,以及國家相關要(yao)求,動態調整師(shi)資、經(jing)費、設(she)施設(she)備(bei)等辦(ban)(ban)學(xue)(xue)條件標準。探(tan)索大(da)學(xue)(xue)區建(jian)設(she),探(tan)索優質校(xiao)+新校(xiao)、優質校(xiao)+民(min)校(xiao)等形式的(de)集團化(hua)辦(ban)(ban)學(xue)(xue),大(da)力推廣集團化(hua)辦(ban)(ban)學(xue)(xue)先進經(jing)驗(yan)。

  四是深化中小學(xue)(xue)(xue)(xue)課(ke)程改(gai)革。研究(jiu)制定相關的學(xue)(xue)(xue)(xue)科教(jiao)學(xue)(xue)(xue)(xue)標準(zhun)及生(sheng)涯教(jiao)育(yu)(yu)、校(xiao)本課(ke)程體系建設(she)等方面指南,引領中小學(xue)(xue)(xue)(xue)課(ke)程改(gai)革。加強校(xiao)外實(shi)踐(jian)基地(di)建設(she),大(da)力推(tui)進(jin)研究(jiu)型、項目化、合作(zuo)式學(xue)(xue)(xue)(xue)習,促進(jin)課(ke)程與人工智能(neng)深度融(rong)合。加強勞動、審美、心理(li)健康教(jiao)育(yu)(yu),配齊配足(zu)心理(li)教(jiao)師(shi)。大(da)力開(kai)展(zhan)義務(wu)教(jiao)育(yu)(yu)階段(duan)“四點半”活(huo)動,進(jin)一步(bu)豐(feng)富學(xue)(xue)(xue)(xue)生(sheng)課(ke)外實(shi)踐(jian)資(zi)源選擇。

  五是(shi)探(tan)索(suo)中(zhong)小(xiao)學(xue)(xue)(xue)(xue)辦學(xue)(xue)(xue)(xue)體制(zhi)改革。充分(fen)發揮名(ming)校(xiao)、名(ming)校(xiao)長品(pin)牌效應(ying)與優質(zhi)教(jiao)(jiao)育(yu)資源輻射帶動作用,組建(jian)中(zhong)小(xiao)學(xue)(xue)(xue)(xue)教(jiao)(jiao)育(yu)集團,推(tui)進集團化辦學(xue)(xue)(xue)(xue)、學(xue)(xue)(xue)(xue)區(qu)(qu)化管(guan)理。加大(da)力度引進國內外(wai)品(pin)牌學(xue)(xue)(xue)(xue)校(xiao)資源,實行多種(zhong)形式的合(he)作辦學(xue)(xue)(xue)(xue)、委托(tuo)管(guan)理、創新發展(zhan)(zhan)。轉(zhuan)變政府(fu)管(guan)理職能(neng),深入(ru)推(tui)進管(guan)辦評分(fen)離,健全(quan)責任督學(xue)(xue)(xue)(xue)掛牌督導制(zhi)度,構建(jian)大(da)數(shu)據支持下的中(zhong)小(xiao)學(xue)(xue)(xue)(xue)教(jiao)(jiao)育(yu)質(zhi)量評價體系。鼓勵初中(zhong)學(xue)(xue)(xue)(xue)校(xiao)與學(xue)(xue)(xue)(xue)區(qu)(qu)內小(xiao)學(xue)(xue)(xue)(xue)開展(zhan)(zhan)教(jiao)(jiao)育(yu)銜(xian)接研究,探(tan)索(suo)全(quan)市九(jiu)年一(yi)貫制(zhi)學(xue)(xue)(xue)(xue)校(xiao)開展(zhan)(zhan)“五四分(fen)段”教(jiao)(jiao)育(yu)改革實驗。

  四、率先建設(she)智慧教育城市(shi),完(wan)善(shan)終(zhong)身教育體系

  一是(shi)明確智(zhi)慧教(jiao)育城市建設(she)路徑。引領(ling)人工智(zhi)能(neng)賦能(neng)教(jiao)育新革(ge)命,圍繞教(jiao)育改(gai)革(ge)創新、優質均(jun)衡、核心素(su)養(yang)、教(jiao)育治理四大要(yao)素(su),啟動(dong)智(zhi)慧教(jiao)育建設(she),助力(li)教(jiao)育信(xin)息化(hua)(hua)由應(ying)用(yong)驅動(dong)模式向創新引領(ling)轉(zhuan)變(bian),教(jiao)育資源由建設(she)為主向服(fu)務為主轉(zhuan)變(bian),師(shi)生能(neng)力(li)從(cong)應(ying)用(yong)能(neng)力(li)提升向核心素(su)養(yang)提升轉(zhuan)變(bian)。探索(suo)新時代教(jiao)育大數據(ju)治理新模式,以(yi)教(jiao)育信(xin)息化(hua)(hua)全面推動(dong)教(jiao)育現代化(hua)(hua)和(he)智(zhi)慧化(hua)(hua)。

  二是(shi)率先開(kai)(kai)(kai)展(zhan)智(zhi)慧教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)城市建(jian)設。加速完成全市5G無線(xian)(xian)網(wang)絡高密覆蓋(gai),構建(jian)校(xiao)(xiao)內校(xiao)(xiao)外互聯(lian)互通(tong)、線(xian)(xian)上線(xian)(xian)下有(you)機結合(he)(he)(he)、支持(chi)泛在學(xue)(xue)(xue)習的(de)(de)新(xin)型學(xue)(xue)(xue)校(xiao)(xiao)形(xing)態(tai)(tai)(tai)(tai)。推進(jin)人工(gong)智(zhi)能(neng)與(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)分析(xi)技(ji)術(shu)(shu)應(ying)用,圍繞(rao)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)系統(tong)內部治理、對(dui)外一站(zhan)式服務、決(jue)策支持(chi)、業務系統(tong)四個方面(mian)進(jin)行頂層設計,全面(mian)開(kai)(kai)(kai)創(chuang)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)信(xin)息(xi)化(hua)新(xin)局面(mian)。深(shen)入開(kai)(kai)(kai)展(zhan)課(ke)(ke)(ke)堂(tang)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)與(yu)(yu)信(xin)息(xi)技(ji)術(shu)(shu)融合(he)(he)(he)研究,充分利(li)用信(xin)息(xi)化(hua)手段與(yu)(yu)互聯(lian)網(wang)思維重(zhong)構課(ke)(ke)(ke)堂(tang)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue),實現優質教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)資(zi)源(yuan)共(gong)建(jian)共(gong)享,教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)大數據分析(xi)與(yu)(yu)應(ying)用,學(xue)(xue)(xue)生學(xue)(xue)(xue)習及其評價的(de)(de)個性化(hua)、可視化(hua),學(xue)(xue)(xue)與(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)的(de)(de)真正“翻(fan)轉(zhuan)”,讓信(xin)息(xi)技(ji)術(shu)(shu)融合(he)(he)(he)應(ying)用變成課(ke)(ke)(ke)堂(tang)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)的(de)(de)常(chang)態(tai)(tai)(tai)(tai)。以(yi)人工(gong)智(zhi)能(neng)技(ji)術(shu)(shu)為核心,開(kai)(kai)(kai)展(zhan)空間、技(ji)術(shu)(shu)、課(ke)(ke)(ke)程(cheng)(cheng)、管理等(deng)要素(su)變革,培養智(zhi)慧校(xiao)(xiao)園2.0先行示范校(xiao)(xiao),重(zhong)構課(ke)(ke)(ke)程(cheng)(cheng)生態(tai)(tai)(tai)(tai)、課(ke)(ke)(ke)堂(tang)生態(tai)(tai)(tai)(tai)、學(xue)(xue)(xue)校(xiao)(xiao)生態(tai)(tai)(tai)(tai)和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)生態(tai)(tai)(tai)(tai)。

  三是統(tong)籌(chou)推(tui)進(jin)終身(shen)教(jiao)(jiao)育(yu)機(ji)制(zhi)改革。利用互聯(lian)網和(he)人(ren)工智能技術,建立數字化學習的職業教(jiao)(jiao)育(yu)生態系統(tong)和(he)人(ren)性化管理的職業教(jiao)(jiao)育(yu)生活(huo)系統(tong),加快開放職業院校教(jiao)(jiao)育(yu)資(zi)源(yuan),創造人(ren)人(ren)皆(jie)學、處處能學、時時可(ke)學的環境和(he)氛圍(wei)。推(tui)動各(ge)(ge)級各(ge)(ge)類學校和(he)企業積極參與“1+X”證書(shu)制(zhi)度建設,鼓勵社會人(ren)群積極取得多類職業技能等級證書(shu)(X證書(shu))。加大繼續教(jiao)(jiao)育(yu)財政性經費投入占教(jiao)(jiao)育(yu)總經費投入比例(li)。

  四是構建家(jia)(jia)庭(ting)、學(xue)校、社(she)區三(san)位一體協同育(yu)人機制(zhi)(zhi)。制(zhi)(zhi)定(ding)深(shen)(shen)圳(zhen)3-18歲未成(cheng)年人的(de)家(jia)(jia)庭(ting)養育(yu)標準,打造(zao)深(shen)(shen)圳(zhen)家(jia)(jia)庭(ting)教(jiao)(jiao)(jiao)(jiao)育(yu)大(da)講(jiang)壇,建立教(jiao)(jiao)(jiao)(jiao)育(yu)、民(min)政、衛(wei)健等相關部門聯(lian)合(he)參與的(de)家(jia)(jia)庭(ting)養育(yu)保(bao)障機制(zhi)(zhi)。構建教(jiao)(jiao)(jiao)(jiao)育(yu)部門牽(qian)頭(tou),民(min)政、衛(wei)健、發(fa)改、財政、婦聯(lian)、工會(hui)及各街(jie)道參與,各行(xing)業(ye)(ye)協會(hui)、專(zhuan)業(ye)(ye)學(xue)會(hui)、各類基金會(hui)及高校或科研(yan)院所(suo)參與的(de)“家(jia)(jia)長(chang)(chang)終身學(xue)習(xi)”推(tui)(tui)進機制(zhi)(zhi)。系統設(she)計準家(jia)(jia)長(chang)(chang)教(jiao)(jiao)(jiao)(jiao)育(yu)、家(jia)(jia)長(chang)(chang)教(jiao)(jiao)(jiao)(jiao)育(yu)和隔代家(jia)(jia)長(chang)(chang)教(jiao)(jiao)(jiao)(jiao)育(yu)課程,推(tui)(tui)行(xing)市民(min)“家(jia)(jia)長(chang)(chang)終身學(xue)習(xi)”模塊課程合(he)格證(zheng)書制(zhi)(zhi)度,研(yan)制(zhi)(zhi)家(jia)(jia)庭(ting)教(jiao)(jiao)(jiao)(jiao)育(yu)指導手冊,加強(qiang)家(jia)(jia)長(chang)(chang)教(jiao)(jiao)(jiao)(jiao)育(yu),弘揚家(jia)(jia)國情懷,推(tui)(tui)動家(jia)(jia)風(feng)建設(she)。

  五、以品(pin)牌項(xiang)目帶動教育對(dui)外交流(liu)合作

  一是著力(li)(li)打造一批具(ju)有國(guo)際(ji)影(ying)響力(li)(li)的品牌項(xiang)目。把深(shen)港校長論(lun)壇(tan)升級為粵港澳大(da)(da)灣區教(jiao)(jiao)育(yu)論(lun)壇(tan),粵方永久落(luo)地深(shen)圳(zhen),參(can)會(hui)人員(yuan)范圍從(cong)深(shen)港澳擴(kuo)展(zhan)至粵港澳大(da)(da)灣區,參(can)與對象從(cong)校長擴(kuo)展(zhan)至教(jiao)(jiao)師(shi)、教(jiao)(jiao)研(yan)人員(yuan)。將(jiang)聯合國(guo)教(jiao)(jiao)科文組(zu)織高等(deng)(deng)教(jiao)(jiao)育(yu)創新中心打造成為提升亞非國(guo)家(jia)高等(deng)(deng)教(jiao)(jiao)育(yu)水平的先鋒。提前謀(mou)劃2020年深(shen)圳(zhen)國(guo)際(ji)中學生論(lun)壇(tan),豐富論(lun)壇(tan)形式,提高論(lun)壇(tan)參(can)與度(du),發出深(shen)圳(zhen)青年學生好聲音(yin),擴(kuo)大(da)(da)論(lun)壇(tan)影(ying)響力(li)(li)。充分利用各區優勢,打造一批既代表(biao)深(shen)圳(zhen)水平又體現區域特色(se)的教(jiao)(jiao)育(yu)國(guo)際(ji)交流品牌項(xiang)目。

  二是充分利用(yong)兩(liang)個交(jiao)(jiao)(jiao)流(liu)(liu)合(he)(he)作(zuo)(zuo)平(ping)臺。積極推(tui)動我市學校(xiao)加入到教(jiao)(jiao)育(yu)(yu)部和省教(jiao)(jiao)育(yu)(yu)廳推(tui)動的(de)教(jiao)(jiao)育(yu)(yu)交(jiao)(jiao)(jiao)流(liu)(liu)合(he)(he)作(zuo)(zuo)項目,為我市學校(xiao)開(kai)展國際(ji)(ji)教(jiao)(jiao)育(yu)(yu)交(jiao)(jiao)(jiao)流(liu)(liu)合(he)(he)作(zuo)(zuo)搭建平(ping)臺。繼續(xu)推(tui)動深(shen)港(gang)澳姊妹學校(xiao)締(di)結(jie)工(gong)作(zuo)(zuo),把姊妹學校(xiao)打造(zao)成(cheng)三地開(kai)展教(jiao)(jiao)育(yu)(yu)交(jiao)(jiao)(jiao)流(liu)(liu)的(de)重要平(ping)臺。打造(zao)深(shen)圳經典參觀(guan)線路,建設若干學生(sheng)交(jiao)(jiao)(jiao)流(liu)(liu)基地,舉(ju)辦粵(yue)港(gang)澳大灣(wan)區學生(sheng)研學交(jiao)(jiao)(jiao)流(liu)(liu)活動,組(zu)織區內(nei)學生(sheng)互訪交(jiao)(jiao)(jiao)流(liu)(liu),推(tui)進(jin)(jin)文化育(yu)(yu)人(ren)、文化樹人(ren)。繼續(xu)推(tui)動與(yu)國外教(jiao)(jiao)育(yu)(yu)部門簽訂區域(yu)性(xing)教(jiao)(jiao)育(yu)(yu)合(he)(he)作(zuo)(zuo)備忘錄,有序推(tui)進(jin)(jin)國際(ji)(ji)友好(hao)學校(xiao)締(di)結(jie),拓(tuo)展國際(ji)(ji)友好(hao)學校(xiao)分布(bu)范圍,服務深(shen)圳市中小學非通用(yong)語種(zhong)教(jiao)(jiao)育(yu)(yu)和國際(ji)(ji)理解(jie)教(jiao)(jiao)育(yu)(yu)。

  三(san)是精心(xin)籌辦(ban)兩(liang)項重大活動。辦(ban)好2020年粵港澳大灣區姊妹學(xue)校(xiao)(xiao)經(jing)典美文(wen)誦讀比(bi)賽,拓展(zhan)參與學(xue)校(xiao)(xiao)范圍,通過初賽等方式(shi)優(you)中選優(you),提高比(bi)賽質量,增強中華(hua)優(you)秀傳統文(wen)化的凝聚(ju)力和向心(xin)力。高質量舉(ju)辦(ban)2020年外籍人員子(zi)女學(xue)校(xiao)(xiao)和中外合作(zuo)辦(ban)學(xue)學(xue)校(xiao)(xiao)文(wen)藝匯演(yan),充分展(zhan)示在(zai)深(shen)國際(ji)中小(xiao)學(xue)生的風(feng)采風(feng)貌。

  四(si)是重點管(guan)好兩類學(xue)(xue)(xue)校。開展(zhan)外籍人員子女學(xue)(xue)(xue)校常(chang)規(gui)檢查,繼續(xu)推動外籍人員子女學(xue)(xue)(xue)校依法(fa)規(gui)范辦(ban)學(xue)(xue)(xue)。探(tan)索舉辦(ban)新型國(guo)際特色學(xue)(xue)(xue)校(學(xue)(xue)(xue)生不限(xian)國(guo)籍),爭取每個區至少布(bu)局1所(suo)。開展(zhan)民(min)辦(ban)高中(zhong)國(guo)際課程實驗專(zhuan)項評估(gu),推動實驗效(xiao)果較好的(de)學(xue)(xue)(xue)校轉型為中(zhong)外合作辦(ban)學(xue)(xue)(xue),依法(fa)清理終(zhong)止近兩年未開展(zhan)招生或辦(ban)學(xue)(xue)(xue)質(zhi)量(liang)差(cha)的(de)學(xue)(xue)(xue)校的(de)實驗資格,努力(li)提(ti)升(sheng)民(min)辦(ban)高中(zhong)國(guo)際課程質(zhi)量(liang),滿(man)足市(shi)民(min)多元(yuan)特色教(jiao)育需求。

  六、打造有擔當高(gao)素質專業化的干部(bu)和教師隊(dui)伍

  一(yi)是(shi)優(you)化教(jiao)育人事制度。堅(jian)持以(yi)品行為先、能力為上、實績(ji)為主的(de)用(yong)人導向,優(you)化考(kao)核(he)和任用(yong),讓真正敬業奉獻、埋(mai)頭苦干的(de)干部有為又有位。修(xiu)訂完善(shan)中小(xiao)學(xue)校(xiao)(xiao)長(chang)職(zhi)(zhi)(zhi)級(ji)管(guan)理辦(ban)(ban)法和工資(zi)(zi)制度,制定(ding)(ding)常態化校(xiao)(xiao)長(chang)職(zhi)(zhi)(zhi)級(ji)評(ping)定(ding)(ding)指標體系(xi),開(kai)展(zhan)特級(ji)、一(yi)級(ji)及(ji)二級(ji)校(xiao)(xiao)長(chang)評(ping)審(shen)(shen)(shen),拓寬校(xiao)(xiao)長(chang)專業發(fa)展(zhan)通道。深化中小(xiao)學(xue)教(jiao)師職(zhi)(zhi)(zhi)稱制度改(gai)革,出(chu)臺民辦(ban)(ban)學(xue)校(xiao)(xiao)教(jiao)師、公辦(ban)(ban)學(xue)校(xiao)(xiao)購買服務(wu)教(jiao)師職(zhi)(zhi)(zhi)稱評(ping)審(shen)(shen)(shen)辦(ban)(ban)法,推(tui)動中職(zhi)(zhi)(zhi)學(xue)校(xiao)(xiao)教(jiao)師副高及(ji)以(yi)下(xia)(xia)職(zhi)(zhi)(zhi)稱評(ping)審(shen)(shen)(shen)下(xia)(xia)放到(dao)學(xue)校(xiao)(xiao)。進一(yi)步推(tui)進“區(qu)管(guan)校(xiao)(xiao)聘”改(gai)革,統籌優(you)化編制、崗位管(guan)理資(zi)(zi)源,推(tui)動教(jiao)師輪崗、交流,促(cu)進教(jiao)育均(jun)衡優(you)質發(fa)展(zhan)。

  二是(shi)加(jia)強師(shi)德(de)師(shi)風建設。把(ba)師(shi)德(de)師(shi)風作為教(jiao)(jiao)師(shi)考(kao)核(he)、聘用、評價的(de)首(shou)要(yao)內容(rong)和第一標準。修訂《深圳市教(jiao)(jiao)師(shi)師(shi)德(de)檔案管理規定》,進一步(bu)優化師(shi)德(de)考(kao)核(he)制(zhi)度(du)。建立實施全市教(jiao)(jiao)師(shi)師(shi)德(de)失(shi)范、違紀違法(fa)內部(bu)通報機制(zhi),建立教(jiao)(jiao)師(shi)師(shi)德(de)失(shi)范黑名單。開展(zhan)師(shi)德(de)典(dian)型專項宣(xuan)傳工(gong)作,選樹(shu)和宣(xuan)傳優秀師(shi)德(de)典(dian)范,完善教(jiao)(jiao)師(shi)節(jie)表彰(zhang)獎勵制(zhi)度(du),大(da)力弘揚深圳教(jiao)(jiao)師(shi)正能量。

  三是出(chu)(chu)臺(tai)基礎教(jiao)育(yu)高(gao)(gao)層(ceng)次(ci)(ci)人才(cai)政(zheng)策(ce)。出(chu)(chu)臺(tai)專(zhuan)(zhuan)門針對(dui)基礎教(jiao)育(yu)高(gao)(gao)層(ceng)次(ci)(ci)人才(cai)支(zhi)持政(zheng)策(ce),制定(ding)包括基礎教(jiao)育(yu)人才(cai)引(yin)進、人才(cai)認(ren)定(ding)、福利待遇和(he)管(guan)理(li)考(kao)核等(deng)內容完備(bei)的管(guan)理(li)辦法,滿足我市基礎教(jiao)育(yu)事業單(dan)位對(dui)高(gao)(gao)端人才(cai)的迫切(qie)需求,發揮創新引(yin)領示范作(zuo)用(yong)。修訂教(jiao)師(shi)(shi)緊(jin)缺崗位工作(zuo)目錄,擴寬特(te)殊人才(cai)選聘(pin)(pin)入編綠色通道。建立退(tui)休(xiu)(xiu)教(jiao)師(shi)(shi)返聘(pin)(pin)支(zhi)持政(zheng)策(ce),吸引(yin)一(yi)批全國(guo)退(tui)休(xiu)(xiu)名優教(jiao)師(shi)(shi)。爭(zheng)取提高(gao)(gao)教(jiao)師(shi)(shi)從教(jiao)津貼。逐步(bu)提高(gao)(gao)面向社會人員公開招聘(pin)(pin)教(jiao)師(shi)(shi)入職學歷(li)和(he)專(zhuan)(zhuan)業標準(zhun)。

  四(si)是深(shen)入推進(jin)校(xiao)(xiao)(xiao)長(chang)(chang)(chang)教(jiao)(jiao)師(shi)(shi)梯(ti)隊(dui)培(pei)(pei)養(yang)。成立市(shi)教(jiao)(jiao)師(shi)(shi)發展中(zhong)心并(bing)實(shi)體化(hua)運作(zuo),深(shen)化(hua)教(jiao)(jiao)師(shi)(shi)繼續教(jiao)(jiao)育(yu)課程開發機制改革,優化(hua)教(jiao)(jiao)師(shi)(shi)繼續教(jiao)(jiao)育(yu)課程。修(xiu)訂實(shi)施(shi)《深(shen)圳(zhen)市(shi)基礎(chu)教(jiao)(jiao)育(yu)系統(tong)名(ming)師(shi)(shi)工程實(shi)施(shi)方案》,實(shi)施(shi)新一輪名(ming)校(xiao)(xiao)(xiao)長(chang)(chang)(chang)(園長(chang)(chang)(chang))、名(ming)教(jiao)(jiao)師(shi)(shi)、名(ming)班主任和教(jiao)(jiao)科研(yan)專家評(ping)審,建(jian)設(she)新一批名(ming)師(shi)(shi)名(ming)校(xiao)(xiao)(xiao)長(chang)(chang)(chang)工作(zuo)室(shi)。舉辦直屬學校(xiao)(xiao)(xiao)后備副校(xiao)(xiao)(xiao)長(chang)(chang)(chang)培(pei)(pei)訓班,加強(qiang)校(xiao)(xiao)(xiao)長(chang)(chang)(chang)隊(dui)伍階梯(ti)式培(pei)(pei)養(yang)建(jian)設(she)。出臺非師(shi)(shi)范院校(xiao)(xiao)(xiao)新進(jin)畢(bi)業教(jiao)(jiao)師(shi)(shi)培(pei)(pei)養(yang)計(ji)劃,加強(qiang)對名(ming)校(xiao)(xiao)(xiao)畢(bi)業生的吸引和培(pei)(pei)養(yang)。
