以(yi)習(xi)近平新時(shi)代(dai)中(zhong)國(guo)(guo)特色社(she)(she)(she)會主(zhu)(zhu)義(yi)思想為指(zhi)導,深入(ru)學習(xi)貫徹習(xi)近平總書(shu)記(ji)重(zhong)要(yao)講話和重(zhong)要(yao)批示指(zhi)示精神(shen),貫徹落實市(shi)委六屆(jie)十一(yi)次全(quan)會精神(shen)和市(shi)政府工作部署,高舉(ju)新時(shi)代(dai)改(gai)革開放旗幟,以(yi)新擔當(dang)新作為推(tui)動深圳(zhen)(zhen)教育高質量發展,為深圳(zhen)(zhen)“朝(chao)著建設中(zhong)國(guo)(guo)特色社(she)(she)(she)會主(zhu)(zhu)義(yi)先行(xing)示范(fan)區的方(fang)向前(qian)行(xing),努力創建社(she)(she)(she)會主(zhu)(zhu)義(yi)現(xian)代(dai)化強國(guo)(guo)的城市(shi)范(fan)例”做出(chu)新的貢(gong)獻。
(一(yi))切實(shi)(shi)(shi)加強黨(dang)(dang)(dang)(dang)(dang)對(dui)教(jiao)(jiao)(jiao)(jiao)育工(gong)(gong)作(zuo)的全(quan)面(mian)領導(dao)。一(yi)是(shi)把(ba)黨(dang)(dang)(dang)(dang)(dang)的政(zheng)(zheng)治(zhi)建(jian)(jian)設(she)放在(zai)首位。各(ge)(ge)區教(jiao)(jiao)(jiao)(jiao)育部門和(he)各(ge)(ge)級各(ge)(ge)類學(xue)校的黨(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)要切實(shi)(shi)(shi)增強“四(si)個意識”、堅(jian)定(ding)“四(si)個自(zi)信”,堅(jian)定(ding)不移(yi)維護黨(dang)(dang)(dang)(dang)(dang)中央權威和(he)集(ji)中統一(yi)領導(dao),自(zi)覺(jue)在(zai)政(zheng)(zheng)治(zhi)立場、政(zheng)(zheng)治(zhi)方向、政(zheng)(zheng)治(zhi)原則、政(zheng)(zheng)治(zhi)道(dao)路上(shang)同(tong)黨(dang)(dang)(dang)(dang)(dang)中央保持高(gao)度(du)一(yi)致。二是(shi)全(quan)面(mian)貫徹(che)黨(dang)(dang)(dang)(dang)(dang)的教(jiao)(jiao)(jiao)(jiao)育方針。深(shen)刻領會(hui)(hui)把(ba)握習近平(ping)(ping)總(zong)書(shu)記(ji)關于教(jiao)(jiao)(jiao)(jiao)育事業發展的新(xin)理(li)念(nian)新(xin)思想新(xin)觀(guan)(guan)點(dian),把(ba)“九個堅(jian)持”全(quan)面(mian)貫徹(che)落實(shi)(shi)(shi)到教(jiao)(jiao)(jiao)(jiao)育工(gong)(gong)作(zuo)各(ge)(ge)環(huan)節,引(yin)導(dao)廣大師(shi)生加深(shen)對(dui)習近平(ping)(ping)新(xin)時代(dai)中國(guo)特色(se)社(she)會(hui)(hui)主(zhu)義思想的思想認同(tong)、理(li)論認同(tong)、情感(gan)認同(tong),把(ba)培育和(he)踐行社(she)會(hui)(hui)主(zhu)義核心價值(zhi)觀(guan)(guan)貫穿(chuan)教(jiao)(jiao)(jiao)(jiao)書(shu)育人全(quan)過(guo)程(cheng)(cheng)。三是(shi)夯(hang)實(shi)(shi)(shi)基層黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)基礎(chu)。全(quan)力推(tui)進(jin)基層黨(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)強基工(gong)(gong)程(cheng)(cheng)、達(da)標創優工(gong)(gong)程(cheng)(cheng)、黨(dang)(dang)(dang)(dang)(dang)員先鋒工(gong)(gong)程(cheng)(cheng)等(deng),推(tui)動各(ge)(ge)區均成立區委教(jiao)(jiao)(jiao)(jiao)育工(gong)(gong)委,開展中小學(xue)校黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)作(zuo)示范校創建(jian)(jian)活動,抓(zhua)實(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)書(shu)記(ji)黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)述職(zhi)評議,切實(shi)(shi)(shi)提(ti)升基層黨(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)建(jian)(jian)設(she)水平(ping)(ping)和(he)戰斗力。四(si)是(shi)深(shen)入推(tui)進(jin)全(quan)面(mian)從(cong)嚴治(zhi)黨(dang)(dang)(dang)(dang)(dang)。深(shen)化對(dui)巡(xun)(xun)視(shi)巡(xun)(xun)察問題的整改落實(shi)(shi)(shi),進(jin)一(yi)步完善(shan)陽(yang)光招生、校園(yuan)采購等(deng)制度(du)規范,鞏固巡(xun)(xun)視(shi)巡(xun)(xun)察問題整改成果,提(ti)升市民群眾(zhong)滿意度(du)。
(二(er))完善立(li)(li)(li)德樹(shu)人(ren)(ren)長效機制。一是(shi)加(jia)快制定(ding)加(jia)強(qiang)和改(gai)進(jin)學校立(li)(li)(li)德樹(shu)人(ren)(ren)工(gong)作的(de)(de)實(shi)(shi)施意見(jian)。以新(xin)的(de)(de)思(si)路、實(shi)(shi)的(de)(de)措施,構建以社(she)會主(zhu)義核(he)心價(jia)值(zhi)觀為(wei)引領的(de)(de)大(da)中小幼一體(ti)化(hua)德育(yu)體(ti)系(xi)(xi),爭(zheng)取上半年全(quan)市(shi)(shi)教育(yu)大(da)會召開(kai)時(shi)出臺。二(er)是(shi)要創新(xin)立(li)(li)(li)德樹(shu)人(ren)(ren)思(si)路方法。積極(ji)探索以新(xin)的(de)(de)思(si)路推進(jin)立(li)(li)(li)德樹(shu)人(ren)(ren)工(gong)作,結合(he)深(shen)圳市(shi)(shi)情、城市(shi)(shi)特質,在教材編撰、課(ke)程改(gai)革、學生實(shi)(shi)踐等(deng)(deng)方面大(da)膽創新(xin),提(ti)升學生品德、身心、學習(xi)、創新(xin)等(deng)(deng)核(he)心素(su)養。總結經(jing)驗,對德智體(ti)美(mei)勞分別采取有針對性(xing)的(de)(de)教育(yu)與(yu)評價(jia)方法,樹(shu)立(li)(li)(li)科學的(de)(de)、適應新(xin)時(shi)代(dai)特點(dian)的(de)(de)立(li)(li)(li)德樹(shu)人(ren)(ren)體(ti)系(xi)(xi)。三是(shi)要扎實(shi)(shi)做(zuo)好(hao)意識形(xing)態(tai)管理及政治維穩工(gong)作。教育(yu)系(xi)(xi)統各級(ji)黨(dang)組織切實(shi)(shi)落實(shi)(shi)意識形(xing)態(tai)主(zhu)體(ti)責任,一把(ba)手(shou)帶頭抓,帶頭管陣(zhen)地(di)把(ba)導向,對錯(cuo)誤觀點(dian)、錯(cuo)誤傾(qing)向敢于(yu)斗爭(zheng)、善于(yu)斗爭(zheng)。加(jia)強(qiang)對論壇、講座等(deng)(deng)各種活(huo)動的(de)(de)指(zhi)導與(yu)監管,加(jia)強(qiang)對境外原版教材的(de)(de)使用管理,確保全(quan)市(shi)(shi)教育(yu)系(xi)(xi)統政治安全(quan)。
(三)全力完(wan)(wan)成(cheng)教育(yu)(yu)(yu)民生(sheng)(sheng)實(shi)事。一是(shi)完(wan)(wan)成(cheng)新(xin)改(gai)擴建18所公(gong)辦(ban)中小學(xue)(xue)、新(xin)增3.1萬(wan)個學(xue)(xue)位建設任務(wu),完(wan)(wan)成(cheng)新(xin)增2萬(wan)個幼(you)兒(er)園(yuan)學(xue)(xue)位任務(wu)。二是(shi)出臺深化(hua)改(gai)革促(cu)進學(xue)(xue)前(qian)(qian)(qian)教育(yu)(yu)(yu)普惠優(you)質發(fa)展的(de)意見,從根本(ben)上解(jie)決學(xue)(xue)前(qian)(qian)(qian)教育(yu)(yu)(yu)“入園(yuan)難”“入園(yuan)貴”問(wen)題(ti)。實(shi)現新(xin)型公(gong)辦(ban)園(yuan)和普惠性民辦(ban)園(yuan)在園(yuan)兒(er)童(tong)占比達到(dao)80%。三是(shi)出臺規范校(xiao)外(wai)培訓機(ji)構發(fa)展的(de)實(shi)施意見,拿出可行、過(guo)硬的(de)措施,開展專項行動,堅決制止應試(shi)、超標、超前(qian)(qian)(qian)培訓及與招生(sheng)(sheng)入學(xue)(xue)掛鉤(gou)亂象,切(qie)實(shi)減輕學(xue)(xue)生(sheng)(sheng)負擔,確保學(xue)(xue)生(sheng)(sheng)健康(kang)成(cheng)長。四是(shi)全市(shi)提(ti)供午餐(can)午休服務(wu)的(de)義務(wu)教育(yu)(yu)(yu)學(xue)(xue)校(xiao)比例(li)要達到(dao)90%左右(you)。五是(shi)試(shi)點推行學(xue)(xue)生(sheng)(sheng)營養餐(can)計劃,實(shi)施學(xue)(xue)校(xiao)、幼(you)兒(er)園(yuan)食堂量化(hua)等級提(ti)A工程(cheng)。公(gong)辦(ban)學(xue)(xue)校(xiao)食堂量化(hua)等級A級比例(li)要達到(dao)100%,民辦(ban)學(xue)(xue)校(xiao)比例(li)要達到(dao)40%,讓學(xue)(xue)生(sheng)(sheng)吃(chi)的(de)更加營養、更加放心。
(四)加(jia)(jia)(jia)快高水(shui)平大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)建(jian)設(she)(she)和新(xin)籌(chou)建(jian)一(yi)(yi)批(pi)高校(xiao)。一(yi)(yi)是加(jia)(jia)(jia)快深(shen)(shen)圳(zhen)(zhen)大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、南(nan)方科(ke)技大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、香(xiang)港(gang)中(zhong)(zhong)文大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(深(shen)(shen)圳(zhen)(zhen))、哈爾濱(bin)工(gong)業大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(深(shen)(shen)圳(zhen)(zhen))等(deng)(deng)高水(shui)平大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)建(jian)設(she)(she);二(er)是建(jian)成深(shen)(shen)圳(zhen)(zhen)北理莫斯科(ke)大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)校(xiao)區(qu),推(tui)進深(shen)(shen)圳(zhen)(zhen)技術大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、清(qing)華大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)深(shen)(shen)圳(zhen)(zhen)國際研(yan)究生院(yuan)建(jian)設(she)(she);三是搶抓(zhua)粵港(gang)澳大(da)(da)(da)(da)(da)灣區(qu)建(jian)設(she)(she)機遇,加(jia)(jia)(jia)快籌(chou)建(jian)一(yi)(yi)批(pi)新(xin)校(xiao)。加(jia)(jia)(jia)快與北京(jing)大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)合作(zuo)辦(ban)學(xue)(xue)(xue)(xue)步伐;加(jia)(jia)(jia)快中(zhong)(zhong)科(ke)院(yuan)深(shen)(shen)圳(zhen)(zhen)理工(gong)大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、深(shen)(shen)圳(zhen)(zhen)創(chuang)新(xin)創(chuang)意設(she)(she)計學(xue)(xue)(xue)(xue)院(yuan)、深(shen)(shen)圳(zhen)(zhen)師范大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、深(shen)(shen)圳(zhen)(zhen)音樂學(xue)(xue)(xue)(xue)院(yuan)等(deng)(deng)新(xin)校(xiao)籌(chou)建(jian);積(ji)極推(tui)動香(xiang)港(gang)中(zhong)(zhong)文大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(深(shen)(shen)圳(zhen)(zhen))醫學(xue)(xue)(xue)(xue)院(yuan)、香(xiang)港(gang)大(da)(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(醫學(xue)(xue)(xue)(xue)院(yuan))在深(shen)(shen)圳(zhen)(zhen)合作(zuo)辦(ban)學(xue)(xue)(xue)(xue)項目進度。
(五(wu))推(tui)動基礎教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)優質均(jun)衡發展。一(yi)是(shi)努力(li)打造基礎教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)“深圳特(te)色”。總(zong)結(jie)經驗、系統謀劃、逐步推(tui)開,讓(rang)創新教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)、智(zhi)慧(hui)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)成為深圳教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)鮮明的(de)特(te)質,重點推(tui)動龍(long)華區(qu)申報創建全國智(zhi)慧(hui)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)示(shi)范區(qu)成功(gong),在全市(shi)全面開展學(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)智(zhi)慧(hui)化管理。二(er)是(shi)大力(li)提升教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)質量(liang),積極應(ying)對新高(gao)(gao)(gao)考改革(ge)。全力(li)以赴做好高(gao)(gao)(gao)考相關改革(ge)工(gong)作(zuo)。市(shi)、區(qu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)科研部門和(he)各高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)要集(ji)中(zhong)(zhong)力(li)量(liang)、下大力(li)氣有(you)針對性地對高(gao)(gao)(gao)考政(zheng)策、備考策略進(jin)行研究,及時摸索規律、總(zong)結(jie)經驗,特(te)別(bie)是(shi)要針對我市(shi)高(gao)(gao)(gao)考存在的(de)薄(bo)弱(ruo)環節,加強對各高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)特(te)別(bie)是(shi)薄(bo)弱(ruo)學(xue)(xue)校(xiao)(xiao)、民(min)(min)(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)的(de)指導支持,幫助他們把教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)質量(liang)提高(gao)(gao)(gao)上(shang)去。三是(shi)完善民(min)(min)(min)辦(ban)(ban)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)發展長效(xiao)機(ji)制。認真貫徹新修訂的(de)《民(min)(min)(min)辦(ban)(ban)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)促進(jin)法》,推(tui)動民(min)(min)(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)分類管理、分類扶(fu)持。修訂《深圳市(shi)民(min)(min)(min)辦(ban)(ban)中(zhong)(zhong)小(xiao)學(xue)(xue)設置標準(zhun)》,提高(gao)(gao)(gao)民(min)(min)(min)辦(ban)(ban)中(zhong)(zhong)小(xiao)學(xue)(xue)辦(ban)(ban)學(xue)(xue)門檻(jian)。大力(li)舉辦(ban)(ban)優質民(min)(min)(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao),推(tui)動薄(bo)弱(ruo)民(min)(min)(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)上(shang)水平(ping)。四(si)是(shi)大力(li)發展特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)。落實深圳市(shi)第二(er)期特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)提升計劃,實施我市(shi)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)質量(liang)提升工(gong)程(cheng),加快特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)(xiao)建設進(jin)度。
(六)加快職(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)高質量發(fa)展(zhan)。一(yi)是推進職(zhi)業(ye)(ye)(ye)(ye)院(yuan)校(xiao)創一(yi)流(liu)和(he)示范(fan)校(xiao)建(jian)設。積極支持深圳(zhen)職(zhi)業(ye)(ye)(ye)(ye)技(ji)術學(xue)院(yuan)和(he)深圳(zhen)信息(xi)職(zhi)業(ye)(ye)(ye)(ye)技(ji)術學(xue)院(yuan)從全國(guo)一(yi)流(liu)邁進世(shi)界一(yi)流(liu),加大省級重(zhong)點中(zhong)(zhong)職(zhi)學(xue)校(xiao)創建(jian)力(li)度,舉辦一(yi)批優質特色中(zhong)(zhong)職(zhi)學(xue)校(xiao),切實增強職(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)吸引(yin)力(li)。二是繼續集聚優質國(guo)際(ji)職(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源。認真落實深德職(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)合(he)作協議(yi),加強與德國(guo)、瑞(rui)士(shi)等(deng)國(guo)家職(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)合(he)作,真正把國(guo)際(ji)一(yi)流(liu)的職(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)體系、標準、課(ke)程引(yin)進過來。三是進一(yi)步(bu)深化校(xiao)企(qi)合(he)作。計劃建(jian)設20個(ge)以(yi)上職(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)校(xiao)外實訓基地,新增2000個(ge)以(yi)上實習(xi)實訓崗(gang)位。
(七)打造高(gao)素(su)質(zhi)專(zhuan)業化(hua)創新型教(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍。一是(shi)認真(zhen)貫徹(che)落實(shi)中央和(he)省關于新時代(dai)教(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍建設的改(gai)革(ge)(ge)(ge)意見。逐(zhu)條對照,逐(zhu)一落實(shi),拿出具體(ti)(ti)(ti)舉(ju)措(cuo),讓“善(shan)待(dai)教(jiao)師(shi)(shi)(shi)(shi)(shi)”落到實(shi)處。二是(shi)大力(li)培(pei)養和(he)引進(jin)基(ji)礎(chu)教(jiao)育人才(cai)。用(yong)足用(yong)好(hao)市(shi)里的人才(cai)政(zheng)策,新評(ping)選一批名(ming)師(shi)(shi)(shi)(shi)(shi)、名(ming)校(xiao)(xiao)長(chang)。同時,要積極匯(hui)聚人才(cai),用(yong)“真(zhen)心實(shi)意”“真(zhen)金白銀”的舉(ju)措(cuo)大力(li)引進(jin)基(ji)礎(chu)教(jiao)育高(gao)端人才(cai)。三是(shi)深化(hua)校(xiao)(xiao)長(chang)職級制(zhi)(zhi)和(he)職稱改(gai)革(ge)(ge)(ge)。認真(zhen)研(yan)究校(xiao)(xiao)長(chang)職級制(zhi)(zhi)改(gai)革(ge)(ge)(ge)中遇到的問題,拿出相應的解決辦法。制(zhi)(zhi)定教(jiao)師(shi)(shi)(shi)(shi)(shi)職稱改(gai)革(ge)(ge)(ge)具體(ti)(ti)(ti)實(shi)施方案,理(li)順職稱評(ping)審體(ti)(ti)(ti)制(zhi)(zhi)。四是(shi)大力(li)提升(sheng)(sheng)教(jiao)師(shi)(shi)(shi)(shi)(shi)能力(li)素(su)質(zhi)。出臺全(quan)(quan)市(shi)中小(xiao)幼(you)教(jiao)師(shi)(shi)(shi)(shi)(shi)學歷提升(sheng)(sheng)計(ji)劃,重點提升(sheng)(sheng)幼(you)兒園教(jiao)師(shi)(shi)(shi)(shi)(shi)和(he)民辦教(jiao)師(shi)(shi)(shi)(shi)(shi)的學歷水(shui)平(ping),強(qiang)(qiang)化(hua)教(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍梯(ti)隊(dui)(dui)培(pei)養,健全(quan)(quan)完善(shan)教(jiao)師(shi)(shi)(shi)(shi)(shi)繼續教(jiao)育工作(zuo)體(ti)(ti)(ti)系(xi)。五(wu)是(shi)加強(qiang)(qiang)師(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)風建設。嚴(yan)格師(shi)(shi)(shi)(shi)(shi)德(de)紅線管理(li),探索依托(tuo)教(jiao)師(shi)(shi)(shi)(shi)(shi)信息管理(li)平(ping)臺建設,建立全(quan)(quan)市(shi)師(shi)(shi)(shi)(shi)(shi)德(de)黑名(ming)單制(zhi)(zhi)度。
(八)強化教(jiao)(jiao)育督(du)導督(du)政(zheng)。一(yi)是強化重(zhong)點(dian)工(gong)作專項督(du)政(zheng)。總結推(tui)(tui)廣學(xue)位建(jian)設督(du)政(zheng)經驗(yan),進一(yi)步創新(xin)督(du)政(zheng)方(fang)式,督(du)促(cu)各(ge)區完(wan)成(cheng)新(xin)型公辦(ban)幼兒(er)園(yuan)建(jian)設、校外培訓機(ji)構整(zheng)治、公辦(ban)義(yi)務教(jiao)(jiao)育學(xue)校學(xue)位建(jian)設等(deng)教(jiao)(jiao)育重(zhong)點(dian)任(ren)務。二是爭創全(quan)國(guo)義(yi)務教(jiao)(jiao)育優(you)質均衡發展區。各(ge)區要高度重(zhong)視,對照評估指標體(ti)系,逐一(yi)自評自查,梳(shu)理未(wei)達(da)標項目及原因,落實整(zheng)改措施,在(zai)全(quan)省(sheng)率先申報(bao)并(bing)通過(guo)(guo)國(guo)家驗(yan)收(shou)。三(san)是繼續推(tui)(tui)進全(quan)國(guo)中小學(xue)責任(ren)督(du)導掛牌創新(xin)區建(jian)設。積極推(tui)(tui)動龍華、坪山兩區通過(guo)(guo)國(guo)家驗(yan)收(shou),光明區通過(guo)(guo)省(sheng)級驗(yan)收(shou)。四是大力推(tui)(tui)動義(yi)務教(jiao)(jiao)育質量監測結果(guo)運用。切實做好報(bao)告解(jie)讀、問(wen)題改進、成(cheng)效跟蹤(zong)等(deng)環(huan)節工(gong)作,推(tui)(tui)動我市義(yi)務教(jiao)(jiao)育質量不斷提升。
(九)加強校(xiao)園安全(quan)(quan)及做好教(jiao)育幫(bang)扶工作(zuo)。一是(shi)守住(zhu)校(xiao)園安全(quan)(quan)底線。夯實(shi)(shi)安全(quan)(quan)基礎、打造嚴密的(de)防(fang)(fang)范網絡(luo)。要(yao)完善中小學幼兒園風(feng)險防(fang)(fang)控(kong)體系,建立職責(ze)明確的(de)學校(xiao)安全(quan)(quan)風(feng)險預防(fang)(fang)、管控(kong)與處(chu)(chu)置體系,持續開展掃黑除惡專項(xiang)斗(dou)爭,讓(rang)校(xiao)園成(cheng)為最安全(quan)(quan)的(de)地(di)方(fang)。二是(shi)扎(zha)實(shi)(shi)做好教(jiao)育對(dui)口幫(bang)扶。幫(bang)扶落后地(di)區打贏脫貧攻堅戰是(shi)一項(xiang)重(zhong)大(da)政治任務,使命光榮,責(ze)任重(zhong)大(da)。要(yao)切實(shi)(shi)增強政治意識、責(ze)任意識,主動(dong)(dong)擔當、主動(dong)(dong)作(zuo)為,全(quan)(quan)力以(yi)赴把對(dui)口幫(bang)扶工作(zuo)落到實(shi)(shi)處(chu)(chu)。
