各區(qu)(新區(qu)、深汕(shan)特別合作區(qu))教育(yu)行(xing)政部門,市局直屬各學校:
為深入貫徹習近平新時代(dai)中(zhong)國特色社會主義(yi)思(si)想和(he)黨的(de)(de)(de)十(shi)九(jiu)大(da)精神,全面(mian)(mian)貫徹黨的(de)(de)(de)教(jiao)(jiao)育(yu)(yu)(yu)方針,落實立德樹(shu)人(ren)根本任務(wu)(wu)(wu),進一步規(gui)范普通(tong)(tong)(tong)中(zhong)小學(xue)(xue)招(zhao)(zhao)生(sheng)入學(xue)(xue)秩序,切實維(wei)護教(jiao)(jiao)育(yu)(yu)(yu)公(gong)平,努力讓(rang)每個孩(hai)子都能(neng)享(xiang)有公(gong)平而有質(zhi)量(liang)的(de)(de)(de)教(jiao)(jiao)育(yu)(yu)(yu),根據(ju)《中(zhong)華人(ren)民共(gong)(gong)和(he)國義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)法(fa)》《中(zhong)華人(ren)民共(gong)(gong)和(he)國民辦教(jiao)(jiao)育(yu)(yu)(yu)促進法(fa)》和(he)《中(zhong)共(gong)(gong)中(zhong)央 國務(wu)(wu)(wu)院關(guan)于(yu)深化教(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)學(xue)(xue)改革(ge)全面(mian)(mian)提高(gao)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)質(zhi)量(liang)的(de)(de)(de)意見》《國務(wu)(wu)(wu)院辦公(gong)廳(ting)關(guan)于(yu)新時代(dai)推進普通(tong)(tong)(tong)高(gao)中(zhong)育(yu)(yu)(yu)人(ren)方式改革(ge)的(de)(de)(de)指(zhi)導(dao)意見》《廣(guang)東(dong)省教(jiao)(jiao)育(yu)(yu)(yu)廳(ting)關(guan)于(yu)進一步規(gui)范普通(tong)(tong)(tong)中(zhong)小學(xue)(xue)招(zhao)(zhao)生(sheng)入學(xue)(xue)工作的(de)(de)(de)指(zhi)導(dao)意見》,以及《深圳市(shi)非(fei)深戶(hu)籍(ji)人(ren)員子女接(jie)受義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)管理辦法(fa)》《中(zhong)共(gong)(gong)深圳市(shi)委 深圳市(shi)人(ren)民政府印發〈關(guan)于(yu)推進教(jiao)(jiao)育(yu)(yu)(yu)高(gao)質(zhi)量(liang)發展的(de)(de)(de)意見〉的(de)(de)(de)通(tong)(tong)(tong)知》等法(fa)律法(fa)規(gui)、文件精神,現就做好(hao)我市(shi)2020年普通(tong)(tong)(tong)中(zhong)小學(xue)(xue)招(zhao)(zhao)生(sheng)入學(xue)(xue)工作通(tong)(tong)(tong)知如下:
一、規范義(yi)務教育招生行為
(一)強化屬地(di)責任,落實 “兩為(wei)主(zhu)”
1.落實“兩為(wei)主(zhu)”職責(ze)。各區(含新區、深(shen)汕特別合(he)作(zuo)區,下同(tong))政(zheng)府作(zuo)為(wei)發展和(he)管理(li)義(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)的責(ze)任(ren)主(zhu)體(ti)和(he)行為(wei)主(zhu)體(ti),要(yao)強(qiang)化責(ze)任(ren)意識,認真落實國家“兩為(wei)主(zhu)”要(yao)求,進(jin)一(yi)步提高進(jin)城務(wu)(wu)工人員隨遷子女在公辦義(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學校就讀的比例,增加公辦學位(wei)供給,統籌公辦民辦學校招(zhao)(zhao)生(sheng),切實保障符合(he)條件的適齡兒童、少年接受(shou)義(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)的權利(li)。堅決防止(zhi)將政(zheng)府舉辦義(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)的責(ze)任(ren)推(tui)向(xiang)市場。各區要(yao)加強(qiang)組織領(ling)導,成立義(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)工作(zuo)領(ling)導小組,主(zhu)管區領(ling)導為(wei)組長,及時妥善(shan)處理(li)本(ben)區義(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)中的熱點難(nan)點問題,定期召開(kai)招(zhao)(zhao)生(sheng)工作(zuo)聯席會議,完善(shan)統籌協調工作(zuo)機制(zhi)。
2.落(luo)實(shi)義務(wu)教育招(zhao)(zhao)生(sheng)(sheng)管理(li)(li)職責。各(ge)(ge)區教育行政部門要(yao)(yao)切實(shi)加強(qiang)(qiang)對義務(wu)教育招(zhao)(zhao)生(sheng)(sheng)工作(zuo)(zuo)的組織(zhi)和管理(li)(li),做好(hao)學(xue)位(wei)預(yu)測,及時(shi)(shi)(shi)公布(bu)學(xue)位(wei)供(gong)需情況(kuang),建立招(zhao)(zhao)生(sheng)(sheng)預(yu)警機(ji)(ji)制(zhi),合理(li)(li)引導家(jia)長預(yu)期。要(yao)(yao)積極探索研(yan)(yan)制(zhi)招(zhao)(zhao)生(sheng)(sheng)電子地圖,便(bian)于(yu)實(shi)時(shi)(shi)(shi)分析研(yan)(yan)判(pan)各(ge)(ge)學(xue)區學(xue)位(wei)供(gong)給動態變化情況(kuang),方(fang)便(bian)學(xue)生(sheng)(sheng)家(jia)長便(bian)捷查(cha)詢(xun)各(ge)(ge)學(xue)校招(zhao)(zhao)生(sheng)(sheng)范(fan)圍及學(xue)位(wei)供(gong)給信(xin)(xin)(xin)息。要(yao)(yao)科(ke)學(xue)制(zhi)定招(zhao)(zhao)生(sheng)(sheng)工作(zuo)(zuo)方(fang)案(an),做好(hao)網上招(zhao)(zhao)生(sheng)(sheng)報名的組織(zhi)工作(zuo)(zuo),指(zhi)導所(suo)屬學(xue)校及時(shi)(shi)(shi)、妥(tuo)(tuo)善(shan)處理(li)(li)招(zhao)(zhao)生(sheng)(sheng)工作(zuo)(zuo)中(zhong)出現(xian)的信(xin)(xin)(xin)訪問題。要(yao)(yao)簡化入(ru)(ru)學(xue)手續(xu),加強(qiang)(qiang)部門聯動,充(chong)分利用現(xian)代信(xin)(xin)(xin)息技術手段實(shi)施(shi)多部門聯網審核(he)驗(yan)證,共同(tong)做好(hao)適(shi)齡兒童、少(shao)年的就(jiu)讀資格(ge)驗(yan)核(he)工作(zuo)(zuo)。要(yao)(yao)加強(qiang)(qiang)風險預(yu)判(pan),制(zhi)定完善(shan)應急預(yu)案(an),健(jian)全應急機(ji)(ji)制(zhi),及時(shi)(shi)(shi)發現(xian)并妥(tuo)(tuo)善(shan)處置苗頭性(xing)、傾向性(xing)問題,快速穩妥(tuo)(tuo)處理(li)(li)突發事件,確(que)保招(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)工作(zuo)(zuo)平穩有序。要(yao)(yao)加強(qiang)(qiang)對招(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)工作(zuo)(zuo)的監督檢查(cha),建立完善(shan)招(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)監督工作(zuo)(zuo)機(ji)(ji)制(zhi)。
3.落實義(yi)務教育階(jie)段學校招(zhao)(zhao)生職(zhi)責。各義(yi)務教育階(jie)段學校要規范招(zhao)(zhao)生行為,應當(dang)公(gong)示招(zhao)(zhao)生政策(ce)、招(zhao)(zhao)生計劃、招(zhao)(zhao)生片(pian)區、招(zhao)(zhao)生程序、招(zhao)(zhao)生結果、咨詢投訴(su)電話(hua),不(bu)得擅(shan)自跨(kua)片(pian)區招(zhao)(zhao)生,不(bu)得擅(shan)自接收學生跨(kua)片(pian)區擇校就(jiu)讀。要指導適齡兒童(tong)、少年的家(jia)長按(an)時申請(qing)學位,按(an)要求及時、準(zhun)確提供就(jiu)讀信息。
(二)堅持免(mian)試(shi)就近入學,合理(li)確定(ding)招(zhao)生范圍(wei)
1.堅(jian)持免試就近入學。所有公(gong)(gong)辦(ban)民(min)辦(ban)學校都要嚴格遵守并全面(mian)落實義(yi)務教(jiao)育(yu)免試入學規(gui)定。堅(jian)決(jue)整治公(gong)(gong)辦(ban)民(min)辦(ban)學校通過面(mian)試、面(mian)談(tan)、人機對(dui)話、體驗活動、簡歷材料等方式為依據的“掐尖”招生、提前招生、違規(gui)爭搶生源的行為。市局直屬學校義(yi)務教(jiao)育(yu)招生工作納入所在區教(jiao)育(yu)行政部門(men)統一管(guan)理。
2.合(he)理確(que)定(ding)招(zhao)(zhao)生范(fan)(fan)圍(wei)(wei)。各區(qu)(qu)教(jiao)(jiao)育行政(zheng)部(bu)門要(yao)嚴(yan)格按(an)照(zhao)“學(xue)校(xiao)(xiao)(xiao)劃(hua)片招(zhao)(zhao)生、生源(yuan)就近入學(xue)”的目標(biao)要(yao)求,綜(zong)合(he)考慮適(shi)齡兒童、少(shao)年人數(shu)、學(xue)校(xiao)(xiao)(xiao)分(fen)布(bu)、學(xue)校(xiao)(xiao)(xiao)規模、交通狀況等因素(su),采取單校(xiao)(xiao)(xiao)劃(hua)片或多校(xiao)(xiao)(xiao)劃(hua)片等方式,為每所公(gong)辦(ban)(ban)義務教(jiao)(jiao)育學(xue)校(xiao)(xiao)(xiao)劃(hua)定(ding)服務片區(qu)(qu)范(fan)(fan)圍(wei)(wei),確(que)保各片區(qu)(qu)之間教(jiao)(jiao)育資源(yuan)大致均(jun)衡。在對學(xue)校(xiao)(xiao)(xiao)原招(zhao)(zhao)生范(fan)(fan)圍(wei)(wei)進(jin)行較大調整時,要(yao)充(chong)分(fen)聽取群眾(zhong)意見,審慎論證(zheng),提前(qian)公(gong)告。片區(qu)(qu)確(que)定(ding)后,應在一(yi)段(duan)時期內(nei)保持相對穩定(ding)。民辦(ban)(ban)義務教(jiao)(jiao)育學(xue)校(xiao)(xiao)(xiao)原則(ze)上面(mian)向本(ben)區(qu)(qu)范(fan)(fan)圍(wei)(wei)內(nei)招(zhao)(zhao)生,在滿足本(ben)區(qu)(qu)符合(he)條件(jian)(jian)的適(shi)齡兒童、少(shao)年入學(xue)需求后,仍有剩余招(zhao)(zhao)生計劃(hua)且(qie)有住(zhu)宿條件(jian)(jian)的,經學(xue)校(xiao)(xiao)(xiao)申請,區(qu)(qu)教(jiao)(jiao)育行政(zheng)部(bu)門審核,報市教(jiao)(jiao)育局同意,可跨區(qu)(qu)招(zhao)(zhao)收(shou)少(shao)量(liang)學(xue)生。民辦(ban)(ban)義務教(jiao)(jiao)育學(xue)校(xiao)(xiao)(xiao)應在教(jiao)(jiao)育行政(zheng)部(bu)門核定(ding)的招(zhao)(zhao)生范(fan)(fan)圍(wei)(wei)內(nei)招(zhao)(zhao)生。
(三)剛性(xing)實(shi)施(shi)入(ru)學(xue)(xue)政(zheng)策(ce),完善(shan)積分(fen)(fen)(fen)入(ru)學(xue)(xue)細則(ze)。所有公(gong)辦民(min)辦學(xue)(xue)校要嚴格按照《深(shen)圳市非深(shen)戶(hu)籍人(ren)(ren)(ren)員子女(nv)(nv)(nv)(nv)接受義務教(jiao)育(yu)管理(li)辦法》規定的入(ru)學(xue)(xue)條件招(zhao)生(sheng)(sheng)。各區(qu)教(jiao)育(yu)行政(zheng)部門要不斷優化(hua)和完善(shan)積分(fen)(fen)(fen)入(ru)學(xue)(xue)實(shi)施(shi)細則(ze),充(chong)分(fen)(fen)(fen)體現(xian)教(jiao)育(yu)公(gong)平,合理(li)設(she)置積分(fen)(fen)(fen)類別、項目(mu)、標準和分(fen)(fen)(fen)值,根據積分(fen)(fen)(fen)情況(kuang)和招(zhao)生(sheng)(sheng)計劃安(an)(an)排學(xue)(xue)位,實(shi)施(shi)過(guo)程(cheng)中要做到積分(fen)(fen)(fen)標準、積分(fen)(fen)(fen)結果、學(xue)(xue)位安(an)(an)排“三公(gong)開”。積分(fen)(fen)(fen)入(ru)學(xue)(xue)細則(ze)要充(chong)分(fen)(fen)(fen)征求轄區(qu)居民(min)意見(jian),在招(zhao)生(sheng)(sheng)工(gong)作實(shi)施(shi)前報市教(jiao)育(yu)局備案。2020年全(quan)面取(qu)消各類特長生(sheng)(sheng)招(zhao)生(sheng)(sheng)。對烈士子女(nv)(nv)(nv)(nv)、符合條件的現(xian)役軍人(ren)(ren)(ren)子女(nv)(nv)(nv)(nv)及復退軍人(ren)(ren)(ren)子女(nv)(nv)(nv)(nv)、消防(fang)救援(yuan)隊伍人(ren)(ren)(ren)員子女(nv)(nv)(nv)(nv)、公(gong)安(an)(an)英模(mo)和因公(gong)犧牲傷殘警察子女(nv)(nv)(nv)(nv)、高層次人(ren)(ren)(ren)才子女(nv)(nv)(nv)(nv)等享(xiang)受優惠政(zheng)策(ce)人(ren)(ren)(ren)員子女(nv)(nv)(nv)(nv)實(shi)施(shi)教(jiao)育(yu)優待政(zheng)策(ce),并向社會公(gong)示。
(四)完(wan)善民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)管(guan)(guan)理(li)。各區(qu)教育(yu)(yu)(yu)(yu)行(xing)政(zheng)部門(men)要將(jiang)民(min)(min)辦(ban)(ban)(ban)義(yi)(yi)務(wu)教育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)納入統一(yi)管(guan)(guan)理(li),與公(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)同(tong)步招(zhao)(zhao)生(sheng)。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)學(xue)(xue)(xue)位(wei)由政(zheng)府統籌(chou)安排或者政(zheng)府直接向民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)購買學(xue)(xue)(xue)位(wei)的(de),具體辦(ban)(ban)(ban)法(fa)由區(qu)教育(yu)(yu)(yu)(yu)行(xing)政(zheng)部門(men)確定(ding)。要進一(yi)步加強對民(min)(min)辦(ban)(ban)(ban)義(yi)(yi)務(wu)教育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)工(gong)作指(zhi)導和(he)管(guan)(guan)理(li),統一(yi)規范學(xue)(xue)(xue)生(sheng)報(bao)讀(du)民(min)(min)辦(ban)(ban)(ban)義(yi)(yi)務(wu)教育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)方(fang)法(fa)和(he)途徑。民(min)(min)辦(ban)(ban)(ban)義(yi)(yi)務(wu)教育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)招(zhao)(zhao)生(sheng)計劃和(he)招(zhao)(zhao)生(sheng)方(fang)案,要報(bao)主管(guan)(guan)教育(yu)(yu)(yu)(yu)行(xing)政(zheng)部門(men)審(shen)核后實(shi)施。2020年對面向全區(qu)招(zhao)(zhao)生(sheng)且報(bao)名人(ren)數超(chao)過(guo)招(zhao)(zhao)生(sheng)計劃數的(de)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao),全部實(shi)行(xing)電(dian)(dian)腦(nao)(nao)隨(sui)(sui)機(ji)(ji)搖號錄(lu)取。辦(ban)(ban)(ban)學(xue)(xue)(xue)層次同(tong)時包括小(xiao)學(xue)(xue)(xue)和(he)初中的(de)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao),應首先(xian)通(tong)過(guo)直升或電(dian)(dian)腦(nao)(nao)隨(sui)(sui)機(ji)(ji)搖號方(fang)式招(zhao)(zhao)收本(ben)校(xiao)(xiao)(xiao)自愿報(bao)讀(du)初中的(de)小(xiao)學(xue)(xue)(xue)畢業(ye)生(sheng),剩余(yu)的(de)招(zhao)(zhao)生(sheng)計劃應公(gong)開報(bao)名,實(shi)行(xing)電(dian)(dian)腦(nao)(nao)隨(sui)(sui)機(ji)(ji)搖號錄(lu)取。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)電(dian)(dian)腦(nao)(nao)隨(sui)(sui)機(ji)(ji)搖號錄(lu)取的(de)實(shi)施辦(ban)(ban)(ban)法(fa)由市教育(yu)(yu)(yu)(yu)局統一(yi)制定(ding),各區(qu)教育(yu)(yu)(yu)(yu)行(xing)政(zheng)部門(men)制定(ding)操(cao)作細則并(bing)組織實(shi)施。電(dian)(dian)腦(nao)(nao)隨(sui)(sui)機(ji)(ji)錄(lu)取工(gong)作要做(zuo)到(dao)全程錄(lu)像,并(bing)邀請公(gong)證機(ji)(ji)構人(ren)員(yuan)(yuan)、紀檢(jian)人(ren)員(yuan)(yuan)、人(ren)大代表、政(zheng)協委(wei)員(yuan)(yuan)、新聞(wen)媒體代表和(he)學(xue)(xue)(xue)生(sheng)家(jia)長(chang)代表全程監(jian)督(du)。
(五)提(ti)高殘疾(ji)(ji)兒(er)童(tong)(tong)少年(nian)入學(xue)率,提(ti)升特(te)殊(shu)教(jiao)育(yu)(yu)(yu)(yu)質(zhi)量。各(ge)區(qu)要(yao)按(an)國家要(yao)求,確保2020年(nian)殘疾(ji)(ji)兒(er)童(tong)(tong)、少年(nian)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)入學(xue)率達到95%以(yi)上(shang)。按(an)照“全覆蓋、零(ling)拒絕”的(de)(de)要(yao)求,根(gen)據適齡殘疾(ji)(ji)兒(er)童(tong)(tong)、少年(nian)的(de)(de)實(shi)際(ji)情(qing)況,制訂教(jiao)育(yu)(yu)(yu)(yu)安(an)置方(fang)案,落實(shi)“一人一案”,通過普通學(xue)校(xiao)(xiao)就(jiu)讀(du)、特(te)殊(shu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)就(jiu)讀(du)、送(song)教(jiao)上(shang)門等多(duo)種(zhong)方(fang)式,逐一做好入學(xue)安(an)置工作。原則上(shang)各(ge)區(qu)要(yao)建(jian)設(she)至少1所(suo)獨立(li)設(she)置的(de)(de)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)階段(duan)綜合性特(te)殊(shu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)。招(zhao)收(shou)殘疾(ji)(ji)學(xue)生(sheng)5人以(yi)上(shang)的(de)(de)普通學(xue)校(xiao)(xiao)要(yao)按(an)規定建(jian)設(she)特(te)殊(shu)教(jiao)育(yu)(yu)(yu)(yu)資源教(jiao)室,按(an)標(biao)準配備專職資源教(jiao)師。市(shi)、區(qu)特(te)殊(shu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)科學(xue)設(she)置招(zhao)生(sheng)類(lei)別、學(xue)段(duan),錯位(wei)發(fa)展,協(xie)調發(fa)展。視力(li)障礙教(jiao)育(yu)(yu)(yu)(yu)、聽力(li)障礙教(jiao)育(yu)(yu)(yu)(yu)以(yi)市(shi)為主,智力(li)障礙等其他類(lei)型的(de)(de)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)以(yi)區(qu)為主。市(shi)屬特(te)殊(shu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)要(yao)擴大高中階段(duan)招(zhao)生(sheng)規模,讓完(wan)成(cheng)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)的(de)(de)殘疾(ji)(ji)學(xue)生(sheng)都能(neng)接受(shou)適宜的(de)(de)高中階段(duan)教(jiao)育(yu)(yu)(yu)(yu)。
(六(liu))加強招(zhao)(zhao)生(sheng)計(ji)(ji)劃管(guan)理,消除(chu)大(da)班(ban)額(e)(e)。各(ge)區教育行(xing)政部門(men)要(yao)結合學(xue)校(xiao)辦(ban)學(xue)規模、辦(ban)學(xue)條件(jian),科學(xue)核定(ding)公(gong)辦(ban)民辦(ban)學(xue)校(xiao)招(zhao)(zhao)生(sheng)計(ji)(ji)劃,于招(zhao)(zhao)生(sheng)工作啟動(dong)前1周(zhou)向社會(hui)公(gong)布。嚴格控制存在(zai)大(da)班(ban)額(e)(e)和大(da)校(xiao)額(e)(e)學(xue)校(xiao)的招(zhao)(zhao)生(sheng)計(ji)(ji)劃。嚴禁超計(ji)(ji)劃招(zhao)(zhao)生(sheng),各(ge)義務教育學(xue)校(xiao)起始年級嚴格按照(zhao)標準(zhun)班(ban)額(e)(e)招(zhao)(zhao)生(sheng),堅決(jue)防止(zhi)產(chan)生(sheng)新(xin)的大(da)班(ban)額(e)(e),確(que)保(bao)2020年基本消除(chu)大(da)班(ban)額(e)(e)。
(七)落實控輟保學法定職責。各區教育行政部門和學校要嚴格落實《中華人民共和國義(yi)(yi)務(wu)(wu)教(jiao)育(yu)(yu)法(fa)(fa)》《中(zhong)華人(ren)民(min)共和國未(wei)成(cheng)年(nian)人(ren)保(bao)護法(fa)(fa)》等法(fa)(fa)律規定(ding),依法(fa)(fa)保(bao)障適齡(ling)兒童(tong)、少年(nian)接(jie)受義(yi)(yi)務(wu)(wu)教(jiao)育(yu)(yu)的(de)權利,要嚴(yan)(yan)格履行控(kong)輟保(bao)學(xue)法(fa)(fa)定(ding)職責(ze)(ze),完善聯控(kong)聯保(bao)工作機(ji)制,落(luo)實(shi)失學(xue)輟學(xue)學(xue)生勸返復學(xue)、登記和書面(mian)報告責(ze)(ze)任制度(du),建立(li)完善控(kong)輟保(bao)學(xue)工作臺賬,共同做好控(kong)輟保(bao)學(xue)工作。適齡(ling)兒童(tong)、少年(nian)因身體(ti)狀況確(que)需延緩(huan)入(ru)學(xue)或(huo)者休(xiu)學(xue)的(de),其父母(mu)或(huo)者其他法(fa)(fa)定(ding)監護人(ren)應當提出申(shen)請,由所在區(qu)教(jiao)育(yu)(yu)行政部門(men)批(pi)準(zhun)。依法(fa)(fa)查(cha)處(chu)以在家學(xue)習、接(jie)受“私塾”“讀經班”等培訓替(ti)代國家統一實(shi)施的(de)義(yi)(yi)務(wu)(wu)教(jiao)育(yu)(yu)的(de)行為。嚴(yan)(yan)格外籍人(ren)員子女學(xue)校招生管理,不得(de)招收中(zhong)國籍學(xue)生。
二、加強普通高中(zhong)招生管理
(一)剛(gang)性執行高(gao)中招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)。各(ge)區教(jiao)育行政部(bu)門(men)和高(gao)中學(xue)(xue)校要提高(gao)政治站位,響應市民對于我市高(gao)中學(xue)(xue)位供需矛盾關切,嚴(yan)格按照(zhao)教(jiao)育部(bu)門(men)下發的(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)文(wen)件(jian)執行招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)和招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍,不(bu)得隨意變(bian)更招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規(gui)模。招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)一經下達(da),原則上不(bu)再受理調整招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)申請,確(que)保招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)嚴(yan)肅性。各(ge)級教(jiao)育行政部(bu)門(men)、各(ge)高(gao)中階段(duan)學(xue)(xue)校根據招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)要求,認真做好(hao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)各(ge)項準備工作,確(que)保學(xue)(xue)校正常開學(xue)(xue)。民辦學(xue)(xue)校招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入(ru)統一管理,并(bing)與(yu)公辦學(xue)(xue)校同步招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)校招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)執行情況,將作為(wei)學(xue)(xue)校自主招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)安(an)排、規(gui)范(fan)辦學(xue)(xue)、辦學(xue)(xue)水平、辦學(xue)(xue)效益評估以及評先、評優等的(de)主要指標(biao)。全市公辦高(gao)中學(xue)(xue)校應堅持滿規(gui)模招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。2020年全面取(qu)消直升生(sheng)(sheng)(sheng)。
(二(er))落實(shi)指(zhi)標到校政策。認真(zhen)落實(shi)指(zhi)標到校政策要(yao)求(qiu),每所優質普通高(gao)中學校要(yao)安排不低于50%的招生(sheng)(sheng)名額,主要(yao)按(an)初中學校在校生(sheng)(sheng)數(shu),直接分(fen)配到全市各(ge)初中學校(含民辦),促進義務教(jiao)(jiao)育均(jun)衡發展和初中教(jiao)(jiao)育質量(liang)全面提高(gao)。
(三)統(tong)(tong)籌規(gui)范(fan)(fan)全(quan)(quan)市(shi)(shi)高中自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)工作。根據廣東省教(jiao)(jiao)育(yu)廳關于進(jin)一步完(wan)善和(he)規(gui)范(fan)(fan)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)的相(xiang)關要求,市(shi)(shi)教(jiao)(jiao)育(yu)局全(quan)(quan)面(mian)統(tong)(tong)籌高中自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)工作,規(gui)范(fan)(fan)普(pu)通(tong)高中學(xue)校(xiao)(xiao)開展自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)改革試(shi)點(dian),自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)比例原則(ze)上不超(chao)過學(xue)校(xiao)(xiao)年(nian)度招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃的10%。自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)對象(xiang)主(zhu)(zhu)要為具有(you)創新潛質和(he)學(xue)科特長的學(xue)生(sheng)(sheng)。2020年(nian)全(quan)(quan)市(shi)(shi)普(pu)通(tong)高中自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)按照市(shi)(shi)教(jiao)(jiao)育(yu)局出臺制定的《深(shen)圳市(shi)(shi)教(jiao)(jiao)育(yu)局關于做好2020年(nian)普(pu)通(tong)高中學(xue)校(xiao)(xiao)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)工作的通(tong)知(zhi)》實施。
(四(si))規范(fan)(fan)學校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行為。積極探(tan)索基于(yu)初中學業水平考(kao)試成績、結合綜(zong)合素質表(biao)現評(ping)價的高中階段(duan)學校(xiao)考(kao)試招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取模式。所有高中學校(xiao)(含(han)民辦普(pu)通高中)需嚴(yan)格按照(zhao)規定的招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)(fan)圍、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式進行統一招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁(jin)違規爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨(kua)市招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計劃(hua)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁(jin)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收“掛讀(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”、“擇校(xiao)生(sheng)(sheng)(sheng)(sheng)(sheng)”和變相招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收“借讀(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”。嚴(yan)格控制加分(fen)項目及分(fen)值,規范(fan)(fan)資格審查制度。
三(san)、加(jia)強(qiang)新生入(ru)學管理
(一)加(jia)強學(xue)(xue)生(sheng)分班(ban)(ban)(ban)管(guan)理(li)。各(ge)義務(wu)教育階段學(xue)(xue)校(xiao)要實行均衡(heng)編(bian)班(ban)(ban)(ban),嚴(yan)禁舉辦(ban)重點班(ban)(ban)(ban),包括以特長班(ban)(ban)(ban)、特色班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子班(ban)(ban)(ban)、興趣班(ban)(ban)(ban)和(he)“奧賽”班(ban)(ban)(ban)、實驗班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等名義的(de)變相重點班(ban)(ban)(ban)。普通(tong)高中學(xue)(xue)校(xiao)要根據普通(tong)高中課程方案(an)和(he)學(xue)(xue)生(sheng)選(xuan)課情況,合理(li)排課編(bian)班(ban)(ban)(ban),科(ke)學(xue)(xue)制訂選(xuan)課走班(ban)(ban)(ban)指南和(he)課程實施方案(an),確(que)保課程之間、年級之間的(de)均衡(heng)性和(he)學(xue)(xue)科(ke)學(xue)(xue)習的(de)連貫性。
(二)嚴格規(gui)范(fan)學(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)理。學(xue)(xue)(xue)(xue)校(xiao)應當從學(xue)(xue)(xue)(xue)生(sheng)入(ru)學(xue)(xue)(xue)(xue)之日起1個(ge)月內為學(xue)(xue)(xue)(xue)生(sheng)建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)檔(dang)案,其中(zhong),殘疾程度較重(zhong)、無法進(jin)入(ru)學(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)習的(de)(de)(de)學(xue)(xue)(xue)(xue)生(sheng),由(you)承擔送教上門(men)的(de)(de)(de)學(xue)(xue)(xue)(xue)校(xiao)建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)校(xiao)要(yao)(yao)嚴格落(luo)實學(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)理“一人一籍(ji)(ji),籍(ji)(ji)隨(sui)人走(zou)”的(de)(de)(de)要(yao)(yao)求(qiu),不(bu)得以虛假信息建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得重(zhong)復(fu)建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得擅自刪除(chu)學(xue)(xue)(xue)(xue)生(sheng)電(dian)子學(xue)(xue)(xue)(xue)籍(ji)(ji)信息。未(wei)經義務(wu)教育招生(sheng)平臺報名(ming)錄取的(de)(de)(de)學(xue)(xue)(xue)(xue)生(sheng)不(bu)予(yu)建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)。對于未(wei)經學(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)按學(xue)(xue)(xue)(xue)校(xiao)規(gui)定期(qi)限到校(xiao)辦理注冊者(zhe),不(bu)予(yu)以建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)。各區教育行政主(zhu)管(guan)部門(men)要(yao)(yao)加(jia)強對學(xue)(xue)(xue)(xue)籍(ji)(ji)工作(zuo)的(de)(de)(de)核(he)查(cha),及時查(cha)處和糾正學(xue)(xue)(xue)(xue)籍(ji)(ji)建(jian)(jian)檔(dang)過程中(zhong)的(de)(de)(de)不(bu)規(gui)范(fan)行為,嚴禁(jin)“人籍(ji)(ji)分離”、“雙重(zhong)學(xue)(xue)(xue)(xue)籍(ji)(ji)”等(deng)情況出現。
(三)加強課程(cheng)(cheng)(cheng)教(jiao)(jiao)材(cai)管理。各(ge)區教(jiao)(jiao)育行政(zheng)部門要加強對教(jiao)(jiao)材(cai)使用(yong)(yong)情況的檢(jian)查,嚴格遵照(zhao)《中共中央 國務(wu)院關(guan)于深化教(jiao)(jiao)育教(jiao)(jiao)學(xue)改革全面提高(gao)義務(wu)教(jiao)(jiao)育質(zhi)量的意見》和《中小學(xue)教(jiao)(jiao)材(cai)管理辦法》要求,不(bu)得(de)以地方(fang)課程(cheng)(cheng)(cheng)教(jiao)(jiao)材(cai)、校本課程(cheng)(cheng)(cheng)教(jiao)(jiao)材(cai)等替代國家(jia)課程(cheng)(cheng)(cheng)教(jiao)(jiao)材(cai)。義務(wu)教(jiao)(jiao)育學(xue)校不(bu)得(de)引進境(jing)外課程(cheng)(cheng)(cheng)、使用(yong)(yong)境(jing)外教(jiao)(jiao)材(cai)、使用(yong)(yong)未(wei)經審定教(jiao)(jiao)材(cai)。普通高(gao)中選用(yong)(yong)境(jing)外教(jiao)(jiao)材(cai),按照(zhao)國家(jia)有關(guan)政(zheng)策執行。
四、建立考(kao)核和問(wen)責雙機制,確保招生工作全面(mian)落地
市、區(qu)教(jiao)育督(du)導部門(men)要將中(zhong)(zhong)(zhong)小學招生(sheng)(sheng)入(ru)(ru)學工作納入(ru)(ru)責(ze)(ze)任督(du)學日常督(du)導范圍,嚴(yan)肅查(cha)處違(wei)(wei)反教(jiao)育部“十項(xiang)嚴(yan)禁”紀(ji)律要求和(he)省教(jiao)育廳“六項(xiang)規定”等違(wei)(wei)反招生(sheng)(sheng)政(zheng)(zheng)(zheng)策和(he)紀(ji)律以及擾亂中(zhong)(zhong)(zhong)小學入(ru)(ru)學招生(sheng)(sheng)秩序(xu)的(de)(de)行(xing)為(wei)。對違(wei)(wei)規操作,查(cha)有實(shi)據,造成重大(da)(da)輿情(qing),引(yin)發社會不穩定,造成不良影響的(de)(de)單位和(he)個人實(shi)行(xing)問(wen)責(ze)(ze)。對于未落實(shi)《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央 國(guo)務(wu)院關于深(shen)化教(jiao)育教(jiao)學改革全(quan)面提高義務(wu)教(jiao)育質量的(de)(de)意(yi)見》中(zhong)(zhong)(zhong)義務(wu)教(jiao)育招生(sheng)(sheng)入(ru)(ru)學規定要求,或者出(chu)現轄區(qu)內義務(wu)教(jiao)育階段學校(xiao)違(wei)(wei)規考試招生(sheng)(sheng)行(xing)為(wei)的(de)(de),視同為(wei)落實(shi)中(zhong)(zhong)(zhong)央和(he)國(guo)家重大(da)(da)政(zheng)(zheng)(zheng)策不力,納入(ru)(ru)政(zheng)(zheng)(zheng)府履行(xing)教(jiao)育職責(ze)(ze)評(ping)價(jia)。
