各區(qu)(qu)(新區(qu)(qu)、深汕特別合作區(qu)(qu))教育行政部門,市局直屬各學校:

  為深(shen)入貫徹習近平(ping)(ping)新時代中(zhong)國(guo)(guo)特(te)色社會主義思想和黨的(de)(de)(de)十(shi)九大精神,全(quan)面貫徹黨的(de)(de)(de)教(jiao)育(yu)(yu)方(fang)針,落(luo)實(shi)立德樹人(ren)(ren)根(gen)本任務,進一步規(gui)范普通(tong)中(zhong)小學(xue)(xue)招生(sheng)入學(xue)(xue)秩序(xu),切實(shi)維護(hu)教(jiao)育(yu)(yu)公(gong)平(ping)(ping),努力(li)讓(rang)每個孩子都能享有公(gong)平(ping)(ping)而有質(zhi)量的(de)(de)(de)教(jiao)育(yu)(yu),根(gen)據《中(zhong)華人(ren)(ren)民(min)共(gong)和國(guo)(guo)義務教(jiao)育(yu)(yu)法(fa)(fa)》《中(zhong)華人(ren)(ren)民(min)共(gong)和國(guo)(guo)民(min)辦教(jiao)育(yu)(yu)促進法(fa)(fa)》和《中(zhong)共(gong)中(zhong)央 國(guo)(guo)務院關(guan)于深(shen)化教(jiao)育(yu)(yu)教(jiao)學(xue)(xue)改(gai)(gai)革全(quan)面提高義務教(jiao)育(yu)(yu)質(zhi)量的(de)(de)(de)意見(jian)》《國(guo)(guo)務院辦公(gong)廳(ting)關(guan)于新時代推進普通(tong)高中(zhong)育(yu)(yu)人(ren)(ren)方(fang)式(shi)改(gai)(gai)革的(de)(de)(de)指(zhi)(zhi)導(dao)意見(jian)》《廣東省教(jiao)育(yu)(yu)廳(ting)關(guan)于進一步規(gui)范普通(tong)中(zhong)小學(xue)(xue)招生(sheng)入學(xue)(xue)工作(zuo)的(de)(de)(de)指(zhi)(zhi)導(dao)意見(jian)》,以及(ji)《深(shen)圳市非深(shen)戶(hu)籍人(ren)(ren)員子女接(jie)受(shou)義務教(jiao)育(yu)(yu)管理辦法(fa)(fa)》《中(zhong)共(gong)深(shen)圳市委 深(shen)圳市人(ren)(ren)民(min)政府印發〈關(guan)于推進教(jiao)育(yu)(yu)高質(zhi)量發展的(de)(de)(de)意見(jian)〉的(de)(de)(de)通(tong)知(zhi)(zhi)》等(deng)法(fa)(fa)律法(fa)(fa)規(gui)、文件精神,現就做好我(wo)市2020年(nian)普通(tong)中(zhong)小學(xue)(xue)招生(sheng)入學(xue)(xue)工作(zuo)通(tong)知(zhi)(zhi)如(ru)下:

  一、規(gui)范義務教育(yu)招生(sheng)行為

  (一(yi))強(qiang)化(hua)屬地責任,落(luo)實 “兩為主”

  1.落實“兩(liang)為主(zhu)”職(zhi)責。各區(qu)(qu)(含(han)新區(qu)(qu)、深汕特別(bie)合作(zuo)(zuo)(zuo)(zuo)區(qu)(qu),下同(tong))政府(fu)作(zuo)(zuo)(zuo)(zuo)為發展和管(guan)理義(yi)(yi)務(wu)教(jiao)育(yu)的(de)責任(ren)主(zhu)體和行為主(zhu)體,要(yao)(yao)強(qiang)(qiang)化責任(ren)意識,認真落實國家“兩(liang)為主(zhu)”要(yao)(yao)求,進一步提高進城(cheng)務(wu)工人員(yuan)隨遷子女在公(gong)辦(ban)義(yi)(yi)務(wu)教(jiao)育(yu)學校就讀的(de)比例,增加(jia)公(gong)辦(ban)學位供(gong)給(gei),統籌公(gong)辦(ban)民辦(ban)學校招生(sheng),切(qie)實保障符合條件的(de)適齡兒童(tong)、少年接受義(yi)(yi)務(wu)教(jiao)育(yu)的(de)權利(li)。堅決防止將(jiang)政府(fu)舉辦(ban)義(yi)(yi)務(wu)教(jiao)育(yu)的(de)責任(ren)推向(xiang)市(shi)場。各區(qu)(qu)要(yao)(yao)加(jia)強(qiang)(qiang)組織領(ling)導,成(cheng)立義(yi)(yi)務(wu)教(jiao)育(yu)招生(sheng)工作(zuo)(zuo)(zuo)(zuo)領(ling)導小組,主(zhu)管(guan)區(qu)(qu)領(ling)導為組長,及時妥善處理本區(qu)(qu)義(yi)(yi)務(wu)教(jiao)育(yu)招生(sheng)中的(de)熱點(dian)難點(dian)問題,定期召開招生(sheng)工作(zuo)(zuo)(zuo)(zuo)聯(lian)席會議,完善統籌協調工作(zuo)(zuo)(zuo)(zuo)機(ji)制。

  2.落實義務教(jiao)(jiao)育招(zhao)(zhao)生(sheng)(sheng)管(guan)理職(zhi)責。各區教(jiao)(jiao)育行政部門要切實加(jia)強對義務教(jiao)(jiao)育招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)的(de)組(zu)織和管(guan)理,做(zuo)好學(xue)位(wei)(wei)預測,及(ji)時(shi)(shi)公布學(xue)位(wei)(wei)供(gong)需情(qing)況(kuang),建(jian)(jian)立招(zhao)(zhao)生(sheng)(sheng)預警機制,合(he)理引導(dao)家(jia)長預期。要積(ji)極探索(suo)研制招(zhao)(zhao)生(sheng)(sheng)電(dian)子地圖,便于實時(shi)(shi)分析(xi)研判各學(xue)區學(xue)位(wei)(wei)供(gong)給動(dong)態變化情(qing)況(kuang),方便學(xue)生(sheng)(sheng)家(jia)長便捷(jie)查(cha)詢各學(xue)校招(zhao)(zhao)生(sheng)(sheng)范圍及(ji)學(xue)位(wei)(wei)供(gong)給信(xin)息。要科學(xue)制定(ding)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)方案(an),做(zuo)好網上招(zhao)(zhao)生(sheng)(sheng)報名的(de)組(zu)織工(gong)(gong)作(zuo),指導(dao)所屬學(xue)校及(ji)時(shi)(shi)、妥(tuo)善(shan)(shan)處(chu)(chu)理招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)中(zhong)出現(xian)的(de)信(xin)訪問(wen)題。要簡化入(ru)學(xue)手續,加(jia)強部門聯(lian)動(dong),充分利用現(xian)代(dai)信(xin)息技術手段實施(shi)多(duo)部門聯(lian)網審核驗證,共同(tong)做(zuo)好適齡(ling)兒童(tong)、少年的(de)就讀資格驗核工(gong)(gong)作(zuo)。要加(jia)強風險預判,制定(ding)完善(shan)(shan)應急(ji)預案(an),健全應急(ji)機制,及(ji)時(shi)(shi)發現(xian)并妥(tuo)善(shan)(shan)處(chu)(chu)置苗(miao)頭性(xing)、傾向(xiang)性(xing)問(wen)題,快速穩(wen)妥(tuo)處(chu)(chu)理突發事(shi)件(jian),確保(bao)招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)平穩(wen)有(you)序(xu)。要加(jia)強對招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)的(de)監督(du)檢查(cha),建(jian)(jian)立完善(shan)(shan)招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)監督(du)工(gong)(gong)作(zuo)機制。

  3.落實義務教育階(jie)段學(xue)校(xiao)招(zhao)生職責。各(ge)義務教育階(jie)段學(xue)校(xiao)要(yao)規范招(zhao)生行為,應當公示招(zhao)生政策、招(zhao)生計(ji)劃、招(zhao)生片區、招(zhao)生程(cheng)序(xu)、招(zhao)生結果、咨詢(xun)投訴電(dian)話,不得(de)(de)擅自跨片區招(zhao)生,不得(de)(de)擅自接收學(xue)生跨片區擇校(xiao)就讀。要(yao)指導適齡兒童(tong)、少年的家長(chang)按(an)時申請學(xue)位(wei),按(an)要(yao)求(qiu)及(ji)時、準確提供就讀信息。

  (二)堅持免試就近入學,合理(li)確定招生范圍

  1.堅持免(mian)試就近(jin)入學(xue)。所有公辦民辦學(xue)校(xiao)都(dou)要嚴格(ge)遵(zun)守并全面(mian)落實義務教育(yu)(yu)(yu)免(mian)試入學(xue)規定。堅決整(zheng)治公辦民辦學(xue)校(xiao)通過面(mian)試、面(mian)談、人(ren)機對話、體驗活動、簡歷材料等方式為(wei)依據(ju)的(de)(de)“掐尖”招(zhao)生、提(ti)前招(zhao)生、違規爭搶(qiang)生源(yuan)的(de)(de)行為(wei)。市局直(zhi)屬(shu)學(xue)校(xiao)義務教育(yu)(yu)(yu)招(zhao)生工(gong)作納入所在區教育(yu)(yu)(yu)行政部門統一管理。

  2.合理確定(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)(fan)圍(wei)(wei)(wei)。各區(qu)教(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部門(men)(men)要(yao)嚴格(ge)按照“學(xue)(xue)(xue)(xue)校(xiao)(xiao)劃片(pian)招(zhao)(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就(jiu)近入學(xue)(xue)(xue)(xue)”的目(mu)標要(yao)求,綜合考慮適齡(ling)兒童、少(shao)年人數、學(xue)(xue)(xue)(xue)校(xiao)(xiao)分(fen)(fen)布、學(xue)(xue)(xue)(xue)校(xiao)(xiao)規(gui)模、交(jiao)通狀況等(deng)因素,采(cai)取(qu)單校(xiao)(xiao)劃片(pian)或多校(xiao)(xiao)劃片(pian)等(deng)方式,為(wei)每所公辦(ban)義務(wu)(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)劃定(ding)服(fu)務(wu)(wu)片(pian)區(qu)范(fan)(fan)圍(wei)(wei)(wei),確保各片(pian)區(qu)之(zhi)間教(jiao)育(yu)(yu)資源(yuan)大(da)致(zhi)均衡。在(zai)(zai)對學(xue)(xue)(xue)(xue)校(xiao)(xiao)原招(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)(fan)圍(wei)(wei)(wei)進行(xing)(xing)較大(da)調整時,要(yao)充分(fen)(fen)聽取(qu)群眾意見,審(shen)慎(shen)論證,提(ti)前(qian)公告。片(pian)區(qu)確定(ding)后(hou),應在(zai)(zai)一段時期內保持相對穩(wen)定(ding)。民辦(ban)義務(wu)(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)原則上面向本(ben)區(qu)范(fan)(fan)圍(wei)(wei)(wei)內招(zhao)(zhao)(zhao)生(sheng)(sheng),在(zai)(zai)滿足本(ben)區(qu)符合條(tiao)件(jian)的適齡(ling)兒童、少(shao)年入學(xue)(xue)(xue)(xue)需求后(hou),仍(reng)有剩余招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃且有住宿條(tiao)件(jian)的,經學(xue)(xue)(xue)(xue)校(xiao)(xiao)申請,區(qu)教(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部門(men)(men)審(shen)核,報市教(jiao)育(yu)(yu)局同意,可跨區(qu)招(zhao)(zhao)(zhao)收(shou)少(shao)量學(xue)(xue)(xue)(xue)生(sheng)(sheng)。民辦(ban)義務(wu)(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)應在(zai)(zai)教(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部門(men)(men)核定(ding)的招(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)(fan)圍(wei)(wei)(wei)內招(zhao)(zhao)(zhao)生(sheng)(sheng)。

  (三)剛性實施(shi)入(ru)學(xue)(xue)政(zheng)(zheng)策,完(wan)善積(ji)(ji)(ji)分(fen)入(ru)學(xue)(xue)細則(ze)。所有公(gong)辦民辦學(xue)(xue)校要嚴格按照《深圳市非深戶籍人(ren)員子(zi)(zi)女(nv)接受義務教育(yu)管理辦法》規定的(de)(de)入(ru)學(xue)(xue)條件(jian)招(zhao)生。各(ge)區(qu)教育(yu)行政(zheng)(zheng)部(bu)門要不(bu)斷優化和(he)完(wan)善積(ji)(ji)(ji)分(fen)入(ru)學(xue)(xue)實施(shi)細則(ze),充(chong)分(fen)體現(xian)教育(yu)公(gong)平,合理設置積(ji)(ji)(ji)分(fen)類(lei)別、項目、標(biao)(biao)準和(he)分(fen)值,根據積(ji)(ji)(ji)分(fen)情況和(he)招(zhao)生計(ji)劃安(an)排學(xue)(xue)位,實施(shi)過(guo)程(cheng)中要做(zuo)到積(ji)(ji)(ji)分(fen)標(biao)(biao)準、積(ji)(ji)(ji)分(fen)結果、學(xue)(xue)位安(an)排“三公(gong)開”。積(ji)(ji)(ji)分(fen)入(ru)學(xue)(xue)細則(ze)要充(chong)分(fen)征求轄區(qu)居民意見,在招(zhao)生工(gong)作實施(shi)前報市教育(yu)局備案。2020年全面取消(xiao)各(ge)類(lei)特長生招(zhao)生。對烈士子(zi)(zi)女(nv)、符合條件(jian)的(de)(de)現(xian)役(yi)軍(jun)人(ren)子(zi)(zi)女(nv)及(ji)復退軍(jun)人(ren)子(zi)(zi)女(nv)、消(xiao)防救援(yuan)隊(dui)伍人(ren)員子(zi)(zi)女(nv)、公(gong)安(an)英模(mo)和(he)因(yin)公(gong)犧(xi)牲傷殘警(jing)察子(zi)(zi)女(nv)、高層次人(ren)才子(zi)(zi)女(nv)等享受優惠政(zheng)(zheng)策人(ren)員子(zi)(zi)女(nv)實施(shi)教育(yu)優待政(zheng)(zheng)策,并(bing)向社(she)會(hui)公(gong)示(shi)。

  (四)完(wan)善民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)管(guan)理。各區(qu)教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部(bu)(bu)(bu)門(men)要將民(min)辦(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)納入統一(yi)(yi)管(guan)理,與(yu)公(gong)(gong)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)同(tong)步招(zhao)生(sheng)(sheng)。民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)的(de)學(xue)(xue)(xue)位由(you)政(zheng)府(fu)統籌安(an)排或者政(zheng)府(fu)直接(jie)向(xiang)民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)購買(mai)學(xue)(xue)(xue)位的(de),具(ju)體辦(ban)(ban)法由(you)區(qu)教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部(bu)(bu)(bu)門(men)確定。要進一(yi)(yi)步加(jia)強對(dui)民(min)辦(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)工作(zuo)指導和(he)管(guan)理,統一(yi)(yi)規范學(xue)(xue)(xue)生(sheng)(sheng)報讀(du)民(min)辦(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)的(de)方(fang)法和(he)途(tu)徑。民(min)辦(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)的(de)招(zhao)生(sheng)(sheng)計劃和(he)招(zhao)生(sheng)(sheng)方(fang)案,要報主管(guan)教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部(bu)(bu)(bu)門(men)審核后(hou)實(shi)施。2020年對(dui)面向(xiang)全(quan)(quan)區(qu)招(zhao)生(sheng)(sheng)且報名人數超(chao)過招(zhao)生(sheng)(sheng)計劃數的(de)民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao),全(quan)(quan)部(bu)(bu)(bu)實(shi)行(xing)(xing)電腦(nao)(nao)隨機(ji)搖(yao)號(hao)(hao)錄(lu)取(qu)。辦(ban)(ban)學(xue)(xue)(xue)層(ceng)次同(tong)時包括小學(xue)(xue)(xue)和(he)初(chu)中的(de)民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao),應首先通過直升或電腦(nao)(nao)隨機(ji)搖(yao)號(hao)(hao)方(fang)式招(zhao)收本(ben)校(xiao)自愿報讀(du)初(chu)中的(de)小學(xue)(xue)(xue)畢業生(sheng)(sheng),剩余的(de)招(zhao)生(sheng)(sheng)計劃應公(gong)(gong)開報名,實(shi)行(xing)(xing)電腦(nao)(nao)隨機(ji)搖(yao)號(hao)(hao)錄(lu)取(qu)。民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)電腦(nao)(nao)隨機(ji)搖(yao)號(hao)(hao)錄(lu)取(qu)的(de)實(shi)施辦(ban)(ban)法由(you)市教(jiao)(jiao)育(yu)(yu)局統一(yi)(yi)制(zhi)定,各區(qu)教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部(bu)(bu)(bu)門(men)制(zhi)定操作(zuo)細則并組(zu)織實(shi)施。電腦(nao)(nao)隨機(ji)錄(lu)取(qu)工作(zuo)要做到全(quan)(quan)程(cheng)錄(lu)像,并邀請(qing)公(gong)(gong)證(zheng)機(ji)構(gou)人員(yuan)、紀檢人員(yuan)、人大代表、政(zheng)協委員(yuan)、新聞媒體代表和(he)學(xue)(xue)(xue)生(sheng)(sheng)家長代表全(quan)(quan)程(cheng)監督。

  (五)提高殘疾兒童少年入(ru)學(xue)(xue)(xue)(xue)率(lv),提升特殊(shu)(shu)教(jiao)育(yu)(yu)(yu)(yu)(yu)質量(liang)。各(ge)區要(yao)按(an)國家要(yao)求(qiu),確保2020年殘疾兒童、少年義(yi)(yi)務教(jiao)育(yu)(yu)(yu)(yu)(yu)入(ru)學(xue)(xue)(xue)(xue)率(lv)達到95%以(yi)上。按(an)照“全覆蓋(gai)、零拒絕”的要(yao)求(qiu),根據適齡殘疾兒童、少年的實際情況,制(zhi)訂教(jiao)育(yu)(yu)(yu)(yu)(yu)安置(zhi)方案,落(luo)實“一人(ren)一案”,通(tong)(tong)過普通(tong)(tong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)就讀(du)、特殊(shu)(shu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)就讀(du)、送(song)教(jiao)上門等多種(zhong)方式,逐一做好入(ru)學(xue)(xue)(xue)(xue)安置(zhi)工作。原則上各(ge)區要(yao)建(jian)設(she)至少1所獨立設(she)置(zhi)的義(yi)(yi)務教(jiao)育(yu)(yu)(yu)(yu)(yu)階(jie)段(duan)綜合(he)性(xing)特殊(shu)(shu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)。招(zhao)收殘疾學(xue)(xue)(xue)(xue)生5人(ren)以(yi)上的普通(tong)(tong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)按(an)規定建(jian)設(she)特殊(shu)(shu)教(jiao)育(yu)(yu)(yu)(yu)(yu)資(zi)源(yuan)教(jiao)室,按(an)標準配備專職(zhi)資(zi)源(yuan)教(jiao)師(shi)。市(shi)、區特殊(shu)(shu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)科(ke)學(xue)(xue)(xue)(xue)設(she)置(zhi)招(zhao)生類別、學(xue)(xue)(xue)(xue)段(duan),錯(cuo)位發(fa)展(zhan),協調(diao)發(fa)展(zhan)。視(shi)力(li)障礙教(jiao)育(yu)(yu)(yu)(yu)(yu)、聽(ting)力(li)障礙教(jiao)育(yu)(yu)(yu)(yu)(yu)以(yi)市(shi)為主,智力(li)障礙等其(qi)他(ta)類型的義(yi)(yi)務教(jiao)育(yu)(yu)(yu)(yu)(yu)以(yi)區為主。市(shi)屬特殊(shu)(shu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)擴(kuo)大高中(zhong)階(jie)段(duan)招(zhao)生規模,讓完成義(yi)(yi)務教(jiao)育(yu)(yu)(yu)(yu)(yu)的殘疾學(xue)(xue)(xue)(xue)生都(dou)能接受適宜的高中(zhong)階(jie)段(duan)教(jiao)育(yu)(yu)(yu)(yu)(yu)。

  (六)加強招(zhao)生計(ji)(ji)劃管理,消(xiao)除(chu)大班(ban)額(e)。各區教育行政部門要結合學(xue)(xue)校(xiao)辦學(xue)(xue)規模、辦學(xue)(xue)條件,科學(xue)(xue)核定(ding)公(gong)(gong)辦民辦學(xue)(xue)校(xiao)招(zhao)生計(ji)(ji)劃,于招(zhao)生工作啟(qi)動前1周向社會公(gong)(gong)布。嚴格控(kong)制存在大班(ban)額(e)和大校(xiao)額(e)學(xue)(xue)校(xiao)的(de)招(zhao)生計(ji)(ji)劃。嚴禁超(chao)計(ji)(ji)劃招(zhao)生,各義務教育學(xue)(xue)校(xiao)起始年級嚴格按照標準班(ban)額(e)招(zhao)生,堅決防止產生新的(de)大班(ban)額(e),確(que)保2020年基本消(xiao)除(chu)大班(ban)額(e)。

  (七)落實控輟保學法定職責。各區教育行政部門和學校要嚴格落實《中華人民共和國(guo)義務教(jiao)育(yu)法》《中(zhong)華人民(min)共和國(guo)未成年人保(bao)(bao)(bao)護法》等(deng)法律規定,依法保(bao)(bao)(bao)障適(shi)齡兒童、少(shao)年接(jie)受(shou)(shou)義務教(jiao)育(yu)的權利,要嚴格(ge)履行控(kong)輟(chuo)保(bao)(bao)(bao)學(xue)法定職責,完善(shan)聯(lian)控(kong)聯(lian)保(bao)(bao)(bao)工(gong)作機制,落實失學(xue)輟(chuo)學(xue)學(xue)生勸返(fan)復學(xue)、登記和書面(mian)報告責任(ren)制度,建立(li)完善(shan)控(kong)輟(chuo)保(bao)(bao)(bao)學(xue)工(gong)作臺(tai)賬(zhang),共同做好控(kong)輟(chuo)保(bao)(bao)(bao)學(xue)工(gong)作。適(shi)齡兒童、少(shao)年因身體狀(zhuang)況確需延緩(huan)入學(xue)或者休學(xue)的,其父母或者其他法定監護人應當(dang)提(ti)出申請(qing),由所在區教(jiao)育(yu)行政部門(men)批準。依法查(cha)處以在家(jia)學(xue)習、接(jie)受(shou)(shou)“私塾”“讀經班”等(deng)培訓替代國(guo)家(jia)統一(yi)實施的義務教(jiao)育(yu)的行為(wei)。嚴格(ge)外籍人員子(zi)女學(xue)校招(zhao)生管理,不(bu)得招(zhao)收中(zhong)國(guo)籍學(xue)生。

  二、加(jia)強普通高中招生(sheng)管理

  (一(yi))剛性(xing)執(zhi)行高(gao)(gao)中招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)。各區教育行政(zheng)部(bu)門(men)和高(gao)(gao)中學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)要(yao)提高(gao)(gao)政(zheng)治站位(wei),響應市(shi)民(min)對于我市(shi)高(gao)(gao)中學(xue)(xue)(xue)位(wei)供(gong)需矛盾關切,嚴格按(an)照(zhao)教育部(bu)門(men)下發的招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)文件(jian)執(zhi)行招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)和招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)范圍,不得隨意變(bian)更招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)規模。招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)一(yi)經(jing)下達,原則(ze)上不再受理調(diao)整招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)的申(shen)請,確(que)保招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)的嚴肅性(xing)。各級教育行政(zheng)部(bu)門(men)、各高(gao)(gao)中階段學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)根據(ju)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)的要(yao)求,認真做好(hao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)的各項準(zhun)備工作,確(que)保學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)正常開學(xue)(xue)(xue)。民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)納入統一(yi)管理,并與公辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)同(tong)步招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)。各校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)的執(zhi)行情況,將(jiang)作為學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)自主(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃(hua)安排(pai)、規范辦(ban)學(xue)(xue)(xue)、辦(ban)學(xue)(xue)(xue)水平、辦(ban)學(xue)(xue)(xue)效益評(ping)估(gu)以及評(ping)先、評(ping)優等的主(zhu)(zhu)要(yao)指標。全市(shi)公辦(ban)高(gao)(gao)中學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)應堅持滿規模招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)。2020年全面(mian)取消直升生(sheng)。

  (二(er))落(luo)實指(zhi)標到(dao)校(xiao)政(zheng)(zheng)策(ce)。認真落(luo)實指(zhi)標到(dao)校(xiao)政(zheng)(zheng)策(ce)要(yao)(yao)求,每所優(you)質(zhi)普通高(gao)中學校(xiao)要(yao)(yao)安排不低于50%的(de)招生名額,主要(yao)(yao)按初中學校(xiao)在校(xiao)生數,直接分配(pei)到(dao)全(quan)市(shi)各初中學校(xiao)(含民辦(ban)),促(cu)進(jin)義務教(jiao)育(yu)均衡發展和初中教(jiao)育(yu)質(zhi)量全(quan)面提高(gao)。

  (三)統籌規(gui)范(fan)(fan)全市高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)。根據廣東省(sheng)教(jiao)育(yu)廳(ting)關于進一步完(wan)善和規(gui)范(fan)(fan)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)的(de)相關要求,市教(jiao)育(yu)局(ju)全面統籌高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)作(zuo),規(gui)范(fan)(fan)普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)學校開(kai)展自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)改革試點(dian),自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)比例原則上不超過學校年度招(zhao)(zhao)生(sheng)計劃的(de)10%。自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)對(dui)象主(zhu)(zhu)要為具有(you)創(chuang)新潛(qian)質和學科(ke)特長的(de)學生(sheng)。2020年全市普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)按照市教(jiao)育(yu)局(ju)出臺制定的(de)《深(shen)圳市教(jiao)育(yu)局(ju)關于做(zuo)好2020年普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)學校自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)的(de)通(tong)(tong)知》實(shi)施(shi)。

  (四)規范學校招(zhao)生(sheng)(sheng)(sheng)行(xing)為。積極探索基于(yu)初中(zhong)學業(ye)水平考試成績、結合綜合素(su)質(zhi)表現評價的高(gao)中(zhong)階段(duan)學校考試招(zhao)生(sheng)(sheng)(sheng)錄取模式。所有高(gao)中(zhong)學校(含(han)民辦普通(tong)高(gao)中(zhong))需嚴格(ge)(ge)(ge)按照規定的招(zhao)生(sheng)(sheng)(sheng)范圍、招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)、招(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)生(sheng)(sheng)(sheng)方式進行(xing)統(tong)一招(zhao)生(sheng)(sheng)(sheng),嚴禁(jin)違規爭(zheng)搶生(sheng)(sheng)(sheng)源、“掐(qia)尖”招(zhao)生(sheng)(sheng)(sheng)、跨市招(zhao)生(sheng)(sheng)(sheng)、超計(ji)劃(hua)招(zhao)生(sheng)(sheng)(sheng)和提(ti)前招(zhao)生(sheng)(sheng)(sheng),嚴禁(jin)招(zhao)收“掛讀生(sheng)(sheng)(sheng)”、“擇校生(sheng)(sheng)(sheng)”和變(bian)相招(zhao)收“借讀生(sheng)(sheng)(sheng)”。嚴格(ge)(ge)(ge)控制加分項目及分值,規范資格(ge)(ge)(ge)審(shen)查制度(du)。

  三、加強新生入學管理

  (一)加強(qiang)學(xue)生分班(ban)管理。各義(yi)務教育階(jie)段(duan)學(xue)校要實行(xing)均(jun)衡(heng)編(bian)班(ban),嚴(yan)禁舉辦重點(dian)班(ban),包括以特(te)(te)長班(ban)、特(te)(te)色班(ban)、快慢班(ban)、尖子班(ban)、興趣班(ban)和“奧(ao)賽”班(ban)、實驗班(ban)、國(guo)際班(ban)等名義(yi)的(de)變(bian)相重點(dian)班(ban)。普通高(gao)中學(xue)校要根據普通高(gao)中課(ke)(ke)程(cheng)方案和學(xue)生選(xuan)課(ke)(ke)情況,合理排課(ke)(ke)編(bian)班(ban),科學(xue)制訂(ding)選(xuan)課(ke)(ke)走班(ban)指南(nan)和課(ke)(ke)程(cheng)實施方案,確保(bao)課(ke)(ke)程(cheng)之(zhi)間、年級之(zhi)間的(de)均(jun)衡(heng)性和學(xue)科學(xue)習(xi)的(de)連貫性。

  (二)嚴(yan)格規范(fan)學(xue)(xue)(xue)籍(ji)(ji)(ji)管(guan)理(li)。學(xue)(xue)(xue)校(xiao)應當從學(xue)(xue)(xue)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)之日起1個月內(nei)為學(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)(jian)(jian)立(li)(li)學(xue)(xue)(xue)籍(ji)(ji)(ji)檔(dang)(dang)案,其(qi)中,殘(can)疾程度(du)較重(zhong)、無法進入學(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)習的學(xue)(xue)(xue)生(sheng)(sheng)(sheng),由承擔送教上(shang)門(men)的學(xue)(xue)(xue)校(xiao)建(jian)(jian)(jian)立(li)(li)學(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)校(xiao)要嚴(yan)格落實(shi)學(xue)(xue)(xue)籍(ji)(ji)(ji)管(guan)理(li)“一人一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨人走”的要求(qiu),不(bu)得以虛假信息建(jian)(jian)(jian)立(li)(li)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)得重(zhong)復建(jian)(jian)(jian)立(li)(li)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)得擅自刪除(chu)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)電子學(xue)(xue)(xue)籍(ji)(ji)(ji)信息。未經義務教育招生(sheng)(sheng)(sheng)平臺報名錄取的學(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)予建(jian)(jian)(jian)立(li)(li)學(xue)(xue)(xue)籍(ji)(ji)(ji)。對于未經學(xue)(xue)(xue)校(xiao)批(pi)準,不(bu)按學(xue)(xue)(xue)校(xiao)規定期(qi)限到校(xiao)辦理(li)注冊者,不(bu)予以建(jian)(jian)(jian)立(li)(li)學(xue)(xue)(xue)籍(ji)(ji)(ji)。各區(qu)教育行政主(zhu)管(guan)部(bu)門(men)要加強(qiang)對學(xue)(xue)(xue)籍(ji)(ji)(ji)工作的核查,及時查處(chu)和(he)糾正學(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)(jian)(jian)檔(dang)(dang)過程中的不(bu)規范(fan)行為,嚴(yan)禁“人籍(ji)(ji)(ji)分(fen)離(li)”、“雙重(zhong)學(xue)(xue)(xue)籍(ji)(ji)(ji)”等情況出(chu)現(xian)。

  (三)加強課程(cheng)(cheng)教(jiao)(jiao)材(cai)(cai)(cai)管理。各區(qu)教(jiao)(jiao)育行政部門要(yao)加強對教(jiao)(jiao)材(cai)(cai)(cai)使(shi)用情(qing)況的(de)檢查(cha),嚴格遵(zun)照(zhao)《中共中央 國務(wu)(wu)院關(guan)于深化(hua)教(jiao)(jiao)育教(jiao)(jiao)學改革全面提高義務(wu)(wu)教(jiao)(jiao)育質量(liang)的(de)意見》和《中小學教(jiao)(jiao)材(cai)(cai)(cai)管理辦法(fa)》要(yao)求(qiu),不(bu)得以(yi)地方課程(cheng)(cheng)教(jiao)(jiao)材(cai)(cai)(cai)、校本課程(cheng)(cheng)教(jiao)(jiao)材(cai)(cai)(cai)等替代(dai)國家課程(cheng)(cheng)教(jiao)(jiao)材(cai)(cai)(cai)。義務(wu)(wu)教(jiao)(jiao)育學校不(bu)得引進境外課程(cheng)(cheng)、使(shi)用境外教(jiao)(jiao)材(cai)(cai)(cai)、使(shi)用未(wei)經(jing)審定教(jiao)(jiao)材(cai)(cai)(cai)。普通高中選(xuan)用境外教(jiao)(jiao)材(cai)(cai)(cai),按(an)照(zhao)國家有關(guan)政策執行。

  四、建(jian)立(li)考核和問(wen)責雙機制(zhi),確保(bao)招生工作全面落地

  市、區教(jiao)(jiao)育(yu)(yu)督導(dao)部門要將(jiang)中(zhong)小(xiao)(xiao)學(xue)(xue)招生(sheng)(sheng)入(ru)學(xue)(xue)工作(zuo)納入(ru)責(ze)任督學(xue)(xue)日常督導(dao)范圍,嚴(yan)肅查處(chu)違反(fan)教(jiao)(jiao)育(yu)(yu)部“十項嚴(yan)禁(jin)”紀律(lv)要求和(he)省教(jiao)(jiao)育(yu)(yu)廳“六項規定(ding)(ding)(ding)”等違反(fan)招生(sheng)(sheng)政策(ce)和(he)紀律(lv)以及擾(rao)亂中(zhong)小(xiao)(xiao)學(xue)(xue)入(ru)學(xue)(xue)招生(sheng)(sheng)秩序的行(xing)為。對(dui)違規操作(zuo),查有實(shi)據(ju),造(zao)成重大輿情(qing),引發社會不穩定(ding)(ding)(ding),造(zao)成不良影響(xiang)的單(dan)位和(he)個人實(shi)行(xing)問責(ze)。對(dui)于未(wei)落(luo)實(shi)《中(zhong)共中(zhong)央 國(guo)務院關于深化教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)改革全面提高(gao)義(yi)務教(jiao)(jiao)育(yu)(yu)質量(liang)的意(yi)見》中(zhong)義(yi)務教(jiao)(jiao)育(yu)(yu)招生(sheng)(sheng)入(ru)學(xue)(xue)規定(ding)(ding)(ding)要求,或者出現(xian)轄區內(nei)義(yi)務教(jiao)(jiao)育(yu)(yu)階段學(xue)(xue)校違規考(kao)試招生(sheng)(sheng)行(xing)為的,視(shi)同(tong)為落(luo)實(shi)中(zhong)央和(he)國(guo)家重大政策(ce)不力,納入(ru)政府履行(xing)教(jiao)(jiao)育(yu)(yu)職(zhi)責(ze)評價。
