為全面(mian)貫徹黨的(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)方針,落實立德樹人(ren)根(gen)本(ben)任務(wu),規(gui)范(fan)普通(tong)(tong)中(zhong)(zhong)(zhong)小(xiao)學(xue)招生(sheng)(sheng)入(ru)學(xue)秩序(xu),切實維護教(jiao)(jiao)(jiao)育(yu)(yu)公(gong)平,努(nu)力讓每個孩子都(dou)能(neng)享有(you)公(gong)平而有(you)質(zhi)量的(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu),根(gen)據(ju)《中(zhong)(zhong)(zhong)華人(ren)民(min)共(gong)和(he)國(guo)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)法(fa)(fa)》《中(zhong)(zhong)(zhong)華人(ren)民(min)共(gong)和(he)國(guo)民(min)辦教(jiao)(jiao)(jiao)育(yu)(yu)促進法(fa)(fa)》《中(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)央 國(guo)務(wu)院(yuan)關(guan)(guan)于深化(hua)教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)改(gai)(gai)革全面(mian)提(ti)高義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量的(de)(de)意見》《國(guo)務(wu)院(yuan)辦公(gong)廳(ting)關(guan)(guan)于新時(shi)代推進普通(tong)(tong)高中(zhong)(zhong)(zhong)育(yu)(yu)人(ren)方式改(gai)(gai)革的(de)(de)指導意見》《中(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)央 國(guo)務(wu)院(yuan)印發〈深化(hua)新時(shi)代教(jiao)(jiao)(jiao)育(yu)(yu)評價(jia)改(gai)(gai)革總(zong)體方案〉》《廣東省教(jiao)(jiao)(jiao)育(yu)(yu)廳(ting)關(guan)(guan)于進一步規(gui)范(fan)普通(tong)(tong)中(zhong)(zhong)(zhong)小(xiao)學(xue)招生(sheng)(sheng)入(ru)學(xue)工作(zuo)的(de)(de)指導意見》《深圳(zhen)市(shi)非(fei)深戶籍人(ren)員子女(nv)接(jie)受義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)管理辦法(fa)(fa)》《中(zhong)(zhong)(zhong)共(gong)深圳(zhen)市(shi)委 深圳(zhen)市(shi)人(ren)民(min)政府印發〈關(guan)(guan)于推進教(jiao)(jiao)(jiao)育(yu)(yu)高質(zhi)量發展的(de)(de)意見〉的(de)(de)通(tong)(tong)知(zhi)》等法(fa)(fa)律法(fa)(fa)規(gui)文(wen)件(jian)精神,現(xian)就做(zuo)好(hao)我市(shi)2021年普通(tong)(tong)中(zhong)(zhong)(zhong)小(xiao)學(xue)招生(sheng)(sheng)入(ru)學(xue)工作(zuo)通(tong)(tong)知(zhi)如下:
一、規范義務教育招生行為
(一)強化屬地責任(ren),落實“兩為主(zhu)”
1.落實(shi)(shi)“兩(liang)為主(zhu)”職責。各(ge)區(qu)(含新區(qu)、深汕(shan)特別(bie)合作區(qu),下同)政府要落實(shi)(shi)好(hao)舉辦、管理和發展義(yi)務教(jiao)育(yu)的(de)主(zhu)體責任,認真(zhen)落實(shi)(shi)國家“兩(liang)為主(zhu)”要求,進一步提高進城務工(gong)人員隨遷(qian)子(zi)女在公辦義(yi)務教(jiao)育(yu)學校就讀(du)的(de)比例,增加公辦學位供給,統籌(chou)公辦民辦學校招生,切實(shi)(shi)保障符合條(tiao)件的(de)適齡兒童、少(shao)年接受義(yi)務教(jiao)育(yu)的(de)權利(li)。各(ge)區(qu)要加強(qiang)組(zu)織領(ling)(ling)導(dao)(dao),成立以(yi)區(qu)領(ling)(ling)導(dao)(dao)為組(zu)長的(de)義(yi)務教(jiao)育(yu)招生工(gong)作領(ling)(ling)導(dao)(dao)小(xiao)組(zu),定期召開招生工(gong)作聯席會(hui)議,完(wan)善(shan)統籌(chou)協調工(gong)作機制,及時妥善(shan)處理本(ben)區(qu)義(yi)務教(jiao)育(yu)招生中的(de)熱點難點問題(ti)。
2.落實(shi)區(qu)(qu)教育行政(zheng)(zheng)部門招生(sheng)(sheng)(sheng)管(guan)理(li)職責。各(ge)區(qu)(qu)教育行政(zheng)(zheng)部門要(yao)切實(shi)加(jia)(jia)(jia)強義(yi)務教育招生(sheng)(sheng)(sheng)工作(zuo)的(de)(de)組(zu)織(zhi)(zhi)和(he)(he)管(guan)理(li),做(zuo)好(hao)學(xue)(xue)(xue)(xue)位預(yu)測,及(ji)(ji)時(shi)公布學(xue)(xue)(xue)(xue)位供(gong)需(xu)情況(kuang),建(jian)立招生(sheng)(sheng)(sheng)預(yu)警機制(zhi)(zhi)(zhi),合理(li)引導(dao)家(jia)長(chang)預(yu)期。要(yao)積極探索(suo)研制(zhi)(zhi)(zhi)招生(sheng)(sheng)(sheng)電子地圖,便于(yu)實(shi)時(shi)分析研判各(ge)學(xue)(xue)(xue)(xue)區(qu)(qu)學(xue)(xue)(xue)(xue)位供(gong)給(gei)動態變化情況(kuang),方便學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家(jia)長(chang)便捷查詢各(ge)學(xue)(xue)(xue)(xue)校招生(sheng)(sheng)(sheng)范圍及(ji)(ji)學(xue)(xue)(xue)(xue)位供(gong)給(gei)信息(xi)。要(yao)科學(xue)(xue)(xue)(xue)制(zhi)(zhi)(zhi)定招生(sheng)(sheng)(sheng)工作(zuo)方案(an),做(zuo)好(hao)網上(shang)招生(sheng)(sheng)(sheng)報名的(de)(de)組(zu)織(zhi)(zhi)工作(zuo)。要(yao)簡化入(ru)學(xue)(xue)(xue)(xue)手續,加(jia)(jia)(jia)強部門聯動,充(chong)分利用現(xian)代(dai)信息(xi)技術手段(duan)實(shi)施(shi)多部門聯網審核驗(yan)證,共同(tong)做(zuo)好(hao)適(shi)齡兒童(tong)、少年(nian)的(de)(de)就讀資格驗(yan)核工作(zuo)。要(yao)加(jia)(jia)(jia)強風(feng)險(xian)預(yu)判,制(zhi)(zhi)(zhi)定完善應急(ji)預(yu)案(an),健全應急(ji)機制(zhi)(zhi)(zhi),及(ji)(ji)時(shi)發現(xian)并妥善處置(zhi)苗頭性、傾(qing)向性問(wen)題,快(kuai)速穩妥處理(li)突發事件,確保招生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)工作(zuo)平穩有(you)序。要(yao)加(jia)(jia)(jia)強對招生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)工作(zuo)的(de)(de)監(jian)督檢查,建(jian)立完善招生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)監(jian)督工作(zuo)機制(zhi)(zhi)(zhi)。多形式(shi)加(jia)(jia)(jia)強招生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)政(zheng)(zheng)策的(de)(de)宣講和(he)(he)解讀解釋工作(zuo),積極回應市民群眾關(guan)切。
3.落實學(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)職(zhi)責。各義務教(jiao)育(yu)階段學(xue)(xue)校(xiao)要規范招(zhao)生(sheng)(sheng)行為,按(an)要求公(gong)開招(zhao)生(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)程序、招(zhao)生(sheng)(sheng)結果、咨詢投訴電話等,不得擅自跨(kua)片區招(zhao)生(sheng)(sheng),不得擅自接收(shou)學(xue)(xue)生(sheng)(sheng)跨(kua)片區擇校(xiao)就讀(du)。要指導(dao)適齡(ling)兒(er)童、少年的家長按(an)時申請學(xue)(xue)位,按(an)要求及時、準確提供(gong)就讀(du)信息。
(二)堅(jian)持(chi)免試就(jiu)近(jin)入學(xue),合理確(que)定招(zhao)生范(fan)圍
1.堅持免(mian)試就近入學(xue)(xue)。所(suo)(suo)有公辦民辦學(xue)(xue)校都要嚴格遵守(shou)并(bing)全面落(luo)實義(yi)務(wu)教(jiao)育免(mian)試入學(xue)(xue)規(gui)定(ding)。嚴禁公辦民辦學(xue)(xue)校通過面試、面談、人機對話、體驗(yan)活動、簡歷材料等(deng)方式為依據的(de)“掐(qia)尖(jian)”招(zhao)生、提前招(zhao)生、違規(gui)爭搶生源的(de)行為。市局直屬學(xue)(xue)校義(yi)務(wu)教(jiao)育招(zhao)生工作納入所(suo)(suo)在區教(jiao)育行政部門統一管理。
2.合理確(que)定(ding)招生(sheng)(sheng)(sheng)(sheng)范圍(wei)(wei)。各區(qu)(qu)教(jiao)育行政(zheng)部門要嚴(yan)格按(an)照“學(xue)校(xiao)(xiao)劃片(pian)(pian)招生(sheng)(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)(sheng)源就近入學(xue)”的目標(biao)要求,綜合考慮(lv)適齡學(xue)生(sheng)(sheng)(sheng)(sheng)人(ren)數(shu)、學(xue)校(xiao)(xiao)分布、學(xue)校(xiao)(xiao)規(gui)模、交通狀況等因素,為(wei)每所公辦義務教(jiao)育學(xue)校(xiao)(xiao)劃定(ding)服務片(pian)(pian)區(qu)(qu)范圍(wei)(wei),確(que)保各片(pian)(pian)區(qu)(qu)之間教(jiao)育資(zi)源大(da)致均(jun)衡。在對學(xue)校(xiao)(xiao)原招生(sheng)(sheng)(sheng)(sheng)范圍(wei)(wei)進(jin)行較(jiao)大(da)調(diao)整時,要充(chong)分聽取群眾意見,審(shen)慎論證(zheng),提(ti)前公告。片(pian)(pian)區(qu)(qu)確(que)定(ding)后,應在一段時期內保持(chi)相(xiang)對穩定(ding)。民辦義務教(jiao)育學(xue)校(xiao)(xiao)不得超出教(jiao)育行政(zheng)部門核定(ding)的招生(sheng)(sheng)(sheng)(sheng)計(ji)劃和招生(sheng)(sheng)(sheng)(sheng)范圍(wei)(wei)招生(sheng)(sheng)(sheng)(sheng),在滿足本區(qu)(qu)符合條件的適齡兒童、少年入學(xue)需求后,仍(reng)有剩余招生(sheng)(sheng)(sheng)(sheng)計(ji)劃的,經(jing)學(xue)校(xiao)(xiao)申請(qing),區(qu)(qu)教(jiao)育行政(zheng)部門審(shen)核,報(bao)市教(jiao)育局同(tong)意,可跨區(qu)(qu)招生(sheng)(sheng)(sheng)(sheng)。
(三)剛性實(shi)施(shi)入(ru)學(xue)政策(ce),完(wan)善積分入(ru)學(xue)細則
所有(you)公(gong)(gong)辦(ban)民辦(ban)學(xue)校要(yao)嚴格按照《深圳市(shi)非深戶籍人(ren)員(yuan)子女接受義(yi)務教育(yu)管理(li)(li)辦(ban)法(fa)(fa)》等文件(jian)(jian)規定的(de)入(ru)學(xue)條(tiao)件(jian)(jian)招(zhao)生,不得招(zhao)收不符合(he)我(wo)市(shi)就讀條(tiao)件(jian)(jian)的(de)學(xue)生。各區教育(yu)行政部門(men)要(yao)不斷優化積(ji)分(fen)入(ru)學(xue)實(shi)施(shi)細(xi)則(ze),充(chong)分(fen)體(ti)現教育(yu)公(gong)(gong)平,合(he)理(li)(li)設置積(ji)分(fen)類(lei)別(bie)、項目、標準(zhun)和(he)分(fen)值,根據積(ji)分(fen)情況和(he)招(zhao)生計劃安排(pai)學(xue)位,實(shi)施(shi)過(guo)程中(zhong)要(yao)做到積(ji)分(fen)標準(zhun)、積(ji)分(fen)結(jie)果(guo)、學(xue)位安排(pai)“三公(gong)(gong)開”,公(gong)(gong)開過(guo)程中(zhong)應(ying)依法(fa)(fa)做好未(wei)成年人(ren)隱私保護(hu)。積(ji)分(fen)入(ru)學(xue)細(xi)則(ze)要(yao)充(chong)分(fen)征求轄(xia)區居民意見,在招(zhao)生工作實(shi)施(shi)前報市(shi)教育(yu)局(ju)備(bei)案。2021年繼續全面取消(xiao)各類(lei)特長生招(zhao)生。對(dui)烈士、符合(he)條(tiao)件(jian)(jian)的(de)現役軍(jun)人(ren)及復退(tui)軍(jun)人(ren)、消(xiao)防救援隊伍人(ren)員(yuan)、公(gong)(gong)安英(ying)模和(he)因公(gong)(gong)犧(xi)牲(sheng)傷殘警察、高層次人(ren)才等享受優惠(hui)政策人(ren)員(yuan)的(de)子女實(shi)施(shi)教育(yu)優待政策,并(bing)向社會公(gong)(gong)示。
(四)完善民辦學校招(zhao)生管理(li)
各區(qu)教育行政部(bu)(bu)(bu)門要將民(min)辦(ban)(ban)(ban)(ban)義務教育學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納入統一(yi)管(guan)理,全(quan)面落(luo)實與公(gong)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)同(tong)步招(zhao)(zhao)(zhao)生(sheng)(sheng)。民(min)辦(ban)(ban)(ban)(ban)義務教育學(xue)(xue)校(xiao)(xiao)(xiao)的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)和(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)案,要報(bao)主(zhu)管(guan)教育行政部(bu)(bu)(bu)門審核。面向全(quan)區(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)且報(bao)名(ming)人(ren)數(shu)超過招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)數(shu)的(de)(de)(de)民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),全(quan)部(bu)(bu)(bu)實行電(dian)腦(nao)隨(sui)機(ji)搖號(hao)錄(lu)(lu)取。辦(ban)(ban)(ban)(ban)學(xue)(xue)層次同(tong)時包括小學(xue)(xue)和(he)初中的(de)(de)(de)民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),應首先(xian)通過直(zhi)升或(huo)電(dian)腦(nao)隨(sui)機(ji)搖號(hao)方(fang)式招(zhao)(zhao)(zhao)收本校(xiao)(xiao)(xiao)自愿報(bao)讀初中的(de)(de)(de)小學(xue)(xue)畢業(ye)生(sheng)(sheng),剩余的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)應公(gong)開(kai)報(bao)名(ming),實行電(dian)腦(nao)隨(sui)機(ji)搖號(hao)錄(lu)(lu)取。民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)電(dian)腦(nao)隨(sui)機(ji)搖號(hao)錄(lu)(lu)取工作由(you)各區(qu)組織(zhi)實施(shi),搖號(hao)過程(cheng)要做到全(quan)程(cheng)錄(lu)(lu)像,并邀請公(gong)證機(ji)構(gou)人(ren)員(yuan)、紀檢人(ren)員(yuan)、人(ren)大代(dai)表、政協委員(yuan)、新聞媒體(ti)代(dai)表和(he)學(xue)(xue)生(sheng)(sheng)家(jia)長代(dai)表全(quan)程(cheng)監督。受(shou)政府委托承擔(dan)義務教育學(xue)(xue)位任務的(de)(de)(de)民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),報(bao)名(ming)及錄(lu)(lu)取辦(ban)(ban)(ban)(ban)法由(you)區(qu)教育行政部(bu)(bu)(bu)門另(ling)行確定。
(五)提(ti)高殘疾兒童(tong)、少年入學率,提(ti)升特殊教育質量
各區要(yao)按國家(jia)要(yao)求(qiu),確保2021年(nian)殘疾兒童、少年(nian)義(yi)務教(jiao)育(yu)入(ru)學(xue)(xue)(xue)率(lv)達(da)到95%以上。按照(zhao)“全覆(fu)蓋、零(ling)拒(ju)絕”的(de)(de)(de)(de)要(yao)求(qiu),根據適(shi)齡殘疾兒童、少年(nian)的(de)(de)(de)(de)實際情況,制(zhi)訂教(jiao)育(yu)安置(zhi)方案,落實“一(yi)人一(yi)案”,通過普通學(xue)(xue)(xue)校就讀(du)、特殊教(jiao)育(yu)學(xue)(xue)(xue)校就讀(du)、送教(jiao)上門等(deng)多種方式(shi),逐一(yi)做好入(ru)學(xue)(xue)(xue)安置(zhi)工作。市(shi)、區特殊教(jiao)育(yu)學(xue)(xue)(xue)校科學(xue)(xue)(xue)設(she)置(zhi)招(zhao)生(sheng)(sheng)類(lei)別、學(xue)(xue)(xue)段(duan),錯位發展,協調發展。義(yi)務教(jiao)育(yu)階(jie)(jie)段(duan),視障教(jiao)育(yu)、聽障教(jiao)育(yu)主(zhu)要(yao)由市(shi)屬(shu)學(xue)(xue)(xue)校承(cheng)擔(dan),智障等(deng)其(qi)他(ta)類(lei)型的(de)(de)(de)(de)特殊教(jiao)育(yu)主(zhu)要(yao)由區屬(shu)學(xue)(xue)(xue)校承(cheng)擔(dan)。市(shi)屬(shu)特殊教(jiao)育(yu)學(xue)(xue)(xue)校要(yao)擴大(da)高中階(jie)(jie)段(duan)招(zhao)生(sheng)(sheng)規模,讓完成義(yi)務教(jiao)育(yu)的(de)(de)(de)(de)殘疾學(xue)(xue)(xue)生(sheng)(sheng)都能接受適(shi)宜的(de)(de)(de)(de)高中階(jie)(jie)段(duan)教(jiao)育(yu)。
(六)加強招生計劃管(guan)理,嚴禁超標準班額招生
各區教(jiao)育(yu)行政部門(men)要結(jie)合學(xue)(xue)(xue)校(xiao)辦(ban)學(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)條件,科學(xue)(xue)(xue)核(he)定(ding)、及(ji)時公布(bu)公辦(ban)民辦(ban)學(xue)(xue)(xue)校(xiao)招生(sheng)計劃。嚴(yan)格(ge)控制(zhi)存在超(chao)標(biao)準(zhun)班額(e)(e)學(xue)(xue)(xue)校(xiao)的招生(sheng)計劃。各義務教(jiao)育(yu)學(xue)(xue)(xue)校(xiao)起(qi)始年級嚴(yan)禁超(chao)標(biao)準(zhun)班額(e)(e)招生(sheng),堅(jian)決防止產生(sheng)新(xin)的超(chao)標(biao)準(zhun)班額(e)(e)。嚴(yan)禁超(chao)核(he)定(ding)辦(ban)學(xue)(xue)(xue)規模和超(chao)標(biao)準(zhun)班額(e)(e)的學(xue)(xue)(xue)校(xiao)接收(shou)轉學(xue)(xue)(xue)插(cha)班學(xue)(xue)(xue)生(sheng)。
(七)落實控輟保學(xue)法定職責
各區(qu)教育(yu)(yu)行政部門和學(xue)(xue)(xue)(xue)校要嚴(yan)格(ge)落實《中華人民共和國(guo)義務(wu)教育(yu)(yu)法(fa)(fa)(fa)(fa)》《中華人民共和國(guo)未成年(nian)(nian)人保(bao)護(hu)法(fa)(fa)(fa)(fa)》等法(fa)(fa)(fa)(fa)律規定(ding),依法(fa)(fa)(fa)(fa)保(bao)障適(shi)齡(ling)兒童、少(shao)年(nian)(nian)接(jie)受(shou)義務(wu)教育(yu)(yu)的權利,要嚴(yan)格(ge)履行控(kong)(kong)輟保(bao)學(xue)(xue)(xue)(xue)法(fa)(fa)(fa)(fa)定(ding)職責(ze),完善聯(lian)(lian)控(kong)(kong)聯(lian)(lian)保(bao)工作(zuo)(zuo)機制(zhi),落實失學(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生勸返(fan)復(fu)學(xue)(xue)(xue)(xue)、登記和書面報告責(ze)任制(zhi)度,建立完善控(kong)(kong)輟保(bao)學(xue)(xue)(xue)(xue)工作(zuo)(zuo)臺帳(zhang),共同做好控(kong)(kong)輟保(bao)學(xue)(xue)(xue)(xue)工作(zuo)(zuo)。適(shi)齡(ling)兒童、少(shao)年(nian)(nian)因(yin)身體狀況確(que)需延緩入學(xue)(xue)(xue)(xue)或者(zhe)休學(xue)(xue)(xue)(xue)的,其父母或者(zhe)其他法(fa)(fa)(fa)(fa)定(ding)監護(hu)人應當提出申請,由所(suo)在區(qu)教育(yu)(yu)行政部門批準。依法(fa)(fa)(fa)(fa)查處以在家(jia)學(xue)(xue)(xue)(xue)習(xi)、接(jie)受(shou)“私塾”“讀經班(ban)”等培訓替(ti)代國(guo)家(jia)統(tong)一實施的義務(wu)教育(yu)(yu)的行為。嚴(yan)格(ge)外(wai)籍人員子女學(xue)(xue)(xue)(xue)校招(zhao)生管理,不得招(zhao)收中國(guo)籍學(xue)(xue)(xue)(xue)生。
二、加強普通高中招生管理
(一)剛性(xing)執(zhi)行(xing)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)。高(gao)(gao)中(zhong)學(xue)(xue)(xue)校要(yao)(yao)嚴格按(an)照市教(jiao)育局核(he)定(ding)(ding)的招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)進行(xing)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)下達后,不再受理調(diao)整招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)的申請。各(ge)(ge)級教(jiao)育行(xing)政部門、各(ge)(ge)高(gao)(gao)中(zhong)階段(duan)學(xue)(xue)(xue)校根據(ju)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)的要(yao)(yao)求,認真(zhen)做好招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)的各(ge)(ge)項準備工作,確(que)保學(xue)(xue)(xue)校正常開學(xue)(xue)(xue)。民辦(ban)學(xue)(xue)(xue)校招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)納入統(tong)一管(guan)理,并(bing)與(yu)公辦(ban)學(xue)(xue)(xue)校同步招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。各(ge)(ge)校招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)的執(zhi)行(xing)情況,將作為學(xue)(xue)(xue)校自主招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)安排、規范辦(ban)學(xue)(xue)(xue)、辦(ban)學(xue)(xue)(xue)水平、辦(ban)學(xue)(xue)(xue)效益評(ping)(ping)估(gu)以(yi)及評(ping)(ping)先、評(ping)(ping)優等(deng)的主要(yao)(yao)指標。全市公辦(ban)高(gao)(gao)中(zhong)學(xue)(xue)(xue)校應按(an)照核(he)定(ding)(ding)辦(ban)學(xue)(xue)(xue)規模(mo)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。普通(tong)高(gao)(gao)中(zhong)未經審批不得面向市外招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。
(二)落實指標(biao)到(dao)校政策(ce)。認真落實指標(biao)到(dao)校政策(ce)要(yao)求(qiu),每(mei)所優質普通高中(zhong)學校要(yao)安排不低于50%的招生(sheng)(sheng)名額,主(zhu)要(yao)按初(chu)中(zhong)學校在校生(sheng)(sheng)數,直(zhi)接分配(pei)到(dao)全市(shi)各初(chu)中(zhong)學校(含民辦),促進義務教育優質均衡(heng)發展(zhan)。
(三)統籌規(gui)范全市(shi)高(gao)中自主(zhu)(zhu)(zhu)招(zhao)生(sheng)工作。根據廣東省教(jiao)育(yu)廳關于(yu)進(jin)(jin)一(yi)步完善和規(gui)范自主(zhu)(zhu)(zhu)招(zhao)生(sheng)的(de)相關要求(qiu),市(shi)教(jiao)育(yu)局(ju)全面統籌高(gao)中自主(zhu)(zhu)(zhu)招(zhao)生(sheng)工作,進(jin)(jin)一(yi)步優化我市(shi)普(pu)通高(gao)中自主(zhu)(zhu)(zhu)招(zhao)生(sheng)布點,引(yin)導普(pu)通高(gao)中學(xue)校(xiao)(xiao)科學(xue)合理定位和分層分類發(fa)展。自主(zhu)(zhu)(zhu)招(zhao)生(sheng)對象主(zhu)(zhu)(zhu)要為具(ju)有(you)創新潛質和學(xue)科特長的(de)學(xue)生(sheng)。2021年全市(shi)普(pu)通高(gao)中自主(zhu)(zhu)(zhu)招(zhao)生(sheng)按照市(shi)教(jiao)育(yu)局(ju)出臺的(de)《深圳市(shi)教(jiao)育(yu)局(ju)關于(yu)做(zuo)好2021年普(pu)通高(gao)中學(xue)校(xiao)(xiao)自主(zhu)(zhu)(zhu)招(zhao)生(sheng)工作的(de)通知(zhi)》實施。
(四)規范(fan)學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為(wei)。積(ji)極探(tan)索(suo)基于初中學(xue)業水(shui)平考(kao)(kao)試成(cheng)績(ji)、結合(he)綜合(he)素質表(biao)現評價的高(gao)中階(jie)段學(xue)校考(kao)(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取(qu)模式。所有高(gao)中學(xue)校(含民辦普通高(gao)中)需嚴(yan)格按照規定的招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方式進行統一招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴(yan)禁違規爭搶生(sheng)(sheng)(sheng)(sheng)源、跨審批區域招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超計(ji)劃招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)(sheng)”和“擇校生(sheng)(sheng)(sheng)(sheng)”。
三、加強新生入學管理
(一)規范學(xue)(xue)生(sheng)分班(ban)(ban)管理。各(ge)義務教育階段學(xue)(xue)校(xiao)要(yao)實行均衡(heng)編班(ban)(ban),嚴禁舉(ju)辦(ban)重點班(ban)(ban),包括(kuo)以特長(chang)班(ban)(ban)、快(kuai)慢班(ban)(ban)、尖子班(ban)(ban)、興趣(qu)班(ban)(ban)和(he)(he)(he)“奧賽”班(ban)(ban)、國際班(ban)(ban)等名義的變相重點班(ban)(ban)。普(pu)(pu)通高中學(xue)(xue)校(xiao)要(yao)根據普(pu)(pu)通高中課程(cheng)方(fang)案(an)和(he)(he)(he)學(xue)(xue)生(sheng)選課情況,合理排課編班(ban)(ban),科學(xue)(xue)制(zhi)訂選課走班(ban)(ban)指南(nan)和(he)(he)(he)課程(cheng)實施方(fang)案(an)。
(二(er))嚴格規(gui)范學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應當從學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)之(zhi)日起1個月內為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建(jian)(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔案,其中,殘(can)疾程度較(jiao)重、無法進入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由承擔送教上門的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)嚴格落實(shi)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理“一人一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨(sui)人走(zou)”的(de)(de)要(yao)求,不(bu)(bu)得(de)(de)以虛假信息建(jian)(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)得(de)(de)重復建(jian)(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)得(de)(de)擅自(zi)刪除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信息。未經義務教育招(zhao)生(sheng)(sheng)平臺報名錄取的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)(bu)予建(jian)(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對于未經學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)批(pi)準,不(bu)(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規(gui)定期限到校(xiao)(xiao)辦理注冊者(zhe),不(bu)(bu)予建(jian)(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教育行政部門要(yao)加(jia)強對學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作(zuo)的(de)(de)核查,及(ji)時查處(chu)和糾正學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)(jian)(jian)檔過程中的(de)(de)不(bu)(bu)規(gui)范行為(wei),嚴禁“人籍(ji)(ji)(ji)分離(li)”。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區(qu)教(jiao)(jiao)(jiao)(jiao)育督導部(bu)門(men)要(yao)(yao)將中(zhong)(zhong)小學(xue)招(zhao)(zhao)生入(ru)學(xue)工作納入(ru)責任督學(xue)日常督導范圍,嚴肅(su)查(cha)處違反教(jiao)(jiao)(jiao)(jiao)育部(bu)“十項(xiang)嚴禁”紀(ji)律要(yao)(yao)求和(he)省(sheng)教(jiao)(jiao)(jiao)(jiao)育廳“六項(xiang)規(gui)定”等違反招(zhao)(zhao)生政(zheng)策和(he)紀(ji)律以及擾亂中(zhong)(zhong)小學(xue)入(ru)學(xue)招(zhao)(zhao)生秩(zhi)序的(de)行為(wei)。對違規(gui)操作,查(cha)有實據,造成不良影(ying)響(xiang)的(de)單位和(he)個人實行問責。對于未落(luo)實《中(zhong)(zhong)共中(zhong)(zhong)央 國務院關于深化教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學(xue)改革全面提高義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育質(zhi)量的(de)意見》中(zhong)(zhong)義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育招(zhao)(zhao)生入(ru)學(xue)規(gui)定要(yao)(yao)求,或者出現轄(xia)區(qu)內(nei)義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育階段學(xue)校違規(gui)考試招(zhao)(zhao)生行為(wei)的(de),視同為(wei)落(luo)實中(zhong)(zhong)央和(he)國家重大政(zheng)策不力,納入(ru)政(zheng)府履(lv)行教(jiao)(jiao)(jiao)(jiao)育職責評價。
