各(ge)區(新區、深汕特(te)別合作(zuo)區)教育行政部(bu)門(men),市局直屬各(ge)學校:

  為全面(mian)貫徹黨的(de)教育(yu)(yu)(yu)(yu)方(fang)針,落實(shi)立(li)德(de)樹人根本(ben)任務(wu)(wu),規(gui)范(fan)普通(tong)(tong)中(zhong)(zhong)(zhong)小學招(zhao)生(sheng)入學秩序,切實(shi)維護教育(yu)(yu)(yu)(yu)公(gong)平(ping),努力讓每個孩子都(dou)能享有公(gong)平(ping)而有質量(liang)的(de)教育(yu)(yu)(yu)(yu),根據《中(zhong)(zhong)(zhong)華人民共(gong)和(he)國(guo)(guo)義(yi)(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)法(fa)》《中(zhong)(zhong)(zhong)華人民共(gong)和(he)國(guo)(guo)民辦教育(yu)(yu)(yu)(yu)促進法(fa)》《中(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)央(yang) 國(guo)(guo)務(wu)(wu)院關于(yu)(yu)深化(hua)教育(yu)(yu)(yu)(yu)教學改革全面(mian)提高義(yi)(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)質量(liang)的(de)意(yi)見》《國(guo)(guo)務(wu)(wu)院辦公(gong)廳關于(yu)(yu)新時代推進普通(tong)(tong)高中(zhong)(zhong)(zhong)育(yu)(yu)(yu)(yu)人方(fang)式(shi)改革的(de)指導意(yi)見》《中(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)央(yang) 國(guo)(guo)務(wu)(wu)院印發(fa)〈深化(hua)新時代教育(yu)(yu)(yu)(yu)評價改革總體方(fang)案〉》《廣東省教育(yu)(yu)(yu)(yu)廳關于(yu)(yu)進一步規(gui)范(fan)普通(tong)(tong)中(zhong)(zhong)(zhong)小學招(zhao)生(sheng)入學工(gong)作的(de)指導意(yi)見》《深圳市非深戶(hu)籍人員(yuan)子女接受義(yi)(yi)務(wu)(wu)教育(yu)(yu)(yu)(yu)管理辦法(fa)》《中(zhong)(zhong)(zhong)共(gong)深圳市委 深圳市人民政府印發(fa)〈關于(yu)(yu)推進教育(yu)(yu)(yu)(yu)高質量(liang)發(fa)展的(de)意(yi)見〉的(de)通(tong)(tong)知》等法(fa)律法(fa)規(gui)文(wen)件精神,現就(jiu)做好我市2021年普通(tong)(tong)中(zhong)(zhong)(zhong)小學招(zhao)生(sheng)入學工(gong)作通(tong)(tong)知如下:

  一、規范義務教育招生行為

  (一)強化屬地責任,落實(shi)“兩為(wei)主”

  1.落實“兩為主(zhu)”職責。各(ge)區(qu)(qu)(含新區(qu)(qu)、深汕特別(bie)合(he)作區(qu)(qu),下同)政府要落實好(hao)舉辦(ban)、管理(li)(li)和發(fa)展義(yi)務(wu)教(jiao)育的(de)(de)主(zhu)體(ti)責任,認(ren)真落實國家(jia)“兩為主(zhu)”要求,進一(yi)步(bu)提(ti)高進城(cheng)務(wu)工人員隨遷子女在公(gong)辦(ban)義(yi)務(wu)教(jiao)育學(xue)校就讀的(de)(de)比例,增加(jia)(jia)公(gong)辦(ban)學(xue)位供給,統(tong)籌(chou)公(gong)辦(ban)民辦(ban)學(xue)校招生(sheng),切實保障符(fu)合(he)條件的(de)(de)適齡兒(er)童、少年接(jie)受義(yi)務(wu)教(jiao)育的(de)(de)權利(li)。各(ge)區(qu)(qu)要加(jia)(jia)強(qiang)組(zu)(zu)織領導,成(cheng)立(li)以區(qu)(qu)領導為組(zu)(zu)長的(de)(de)義(yi)務(wu)教(jiao)育招生(sheng)工作領導小組(zu)(zu),定期召開招生(sheng)工作聯(lian)席會議,完善統(tong)籌(chou)協調工作機制(zhi),及時妥(tuo)善處理(li)(li)本區(qu)(qu)義(yi)務(wu)教(jiao)育招生(sheng)中的(de)(de)熱點難(nan)點問題。

  2.落實(shi)(shi)區教育(yu)行政部門招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)管理職責。各區教育(yu)行政部門要(yao)切實(shi)(shi)加(jia)強義務教育(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)的組織和管理,做好(hao)學(xue)位(wei)(wei)預(yu)(yu)測,及(ji)時(shi)(shi)公布學(xue)位(wei)(wei)供(gong)需情(qing)況,建立招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)預(yu)(yu)警機(ji)(ji)制(zhi),合理引(yin)導家長預(yu)(yu)期。要(yao)積極探索(suo)研制(zhi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)電子(zi)地圖,便(bian)(bian)于實(shi)(shi)時(shi)(shi)分析研判各學(xue)區學(xue)位(wei)(wei)供(gong)給動(dong)態(tai)變化(hua)(hua)情(qing)況,方(fang)便(bian)(bian)學(xue)生(sheng)(sheng)家長便(bian)(bian)捷查(cha)詢(xun)各學(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍及(ji)學(xue)位(wei)(wei)供(gong)給信息。要(yao)科(ke)學(xue)制(zhi)定招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)方(fang)案,做好(hao)網上招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)報名的組織工(gong)(gong)作(zuo)。要(yao)簡化(hua)(hua)入學(xue)手續,加(jia)強部門聯動(dong),充分利用(yong)現代(dai)信息技術手段實(shi)(shi)施多部門聯網審(shen)核(he)驗證(zheng),共同(tong)做好(hao)適齡兒童、少(shao)年(nian)的就(jiu)讀(du)資格驗核(he)工(gong)(gong)作(zuo)。要(yao)加(jia)強風險預(yu)(yu)判,制(zhi)定完善應急預(yu)(yu)案,健全應急機(ji)(ji)制(zhi),及(ji)時(shi)(shi)發現并妥(tuo)善處置苗頭(tou)性、傾向性問題,快(kuai)速(su)穩(wen)(wen)妥(tuo)處理突發事件,確(que)保招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)工(gong)(gong)作(zuo)平穩(wen)(wen)有序。要(yao)加(jia)強對(dui)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)工(gong)(gong)作(zuo)的監督(du)檢查(cha),建立完善招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)監督(du)工(gong)(gong)作(zuo)機(ji)(ji)制(zhi)。多形式加(jia)強招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)政策的宣(xuan)講和解讀(du)解釋工(gong)(gong)作(zuo),積極回應市民(min)群眾關(guan)切。

  3.落實學(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)職(zhi)責。各義務教育階(jie)段學(xue)(xue)校要規范招(zhao)(zhao)(zhao)生(sheng)(sheng)行(xing)為,按要求公開(kai)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)程序、招(zhao)(zhao)(zhao)生(sheng)(sheng)結(jie)果、咨詢投(tou)訴電話等(deng),不得擅自(zi)跨片區招(zhao)(zhao)(zhao)生(sheng)(sheng),不得擅自(zi)接收學(xue)(xue)生(sheng)(sheng)跨片區擇校就讀。要指(zhi)導適齡兒(er)童、少年的家長按時申(shen)請(qing)學(xue)(xue)位,按要求及時、準(zhun)確提供就讀信(xin)息。

  (二)堅持免試就近(jin)入(ru)學(xue),合(he)理(li)確定招生范(fan)圍

  1.堅持免試就近入學(xue)。所有公(gong)(gong)辦民辦學(xue)校(xiao)都要嚴(yan)格遵(zun)守并全面(mian)(mian)落(luo)實義務教(jiao)育免試入學(xue)規定。嚴(yan)禁公(gong)(gong)辦民辦學(xue)校(xiao)通過面(mian)(mian)試、面(mian)(mian)談、人機(ji)對話、體驗活動(dong)、簡歷材料等方式為依(yi)據的(de)“掐(qia)尖”招(zhao)生(sheng)、提前招(zhao)生(sheng)、違(wei)規爭搶生(sheng)源的(de)行為。市局直(zhi)屬(shu)學(xue)校(xiao)義務教(jiao)育招(zhao)生(sheng)工作納入所在區教(jiao)育行政部(bu)門(men)統一管理。

  2.合理確定(ding)招(zhao)(zhao)生(sheng)范圍。各(ge)區教(jiao)育(yu)(yu)行(xing)政部(bu)門要嚴格(ge)按照(zhao)“學(xue)(xue)(xue)校(xiao)劃片(pian)(pian)招(zhao)(zhao)生(sheng)、生(sheng)源就近入學(xue)(xue)(xue)”的目標要求,綜合考慮適齡(ling)學(xue)(xue)(xue)生(sheng)人數(shu)、學(xue)(xue)(xue)校(xiao)分(fen)布、學(xue)(xue)(xue)校(xiao)規模(mo)、交通(tong)狀況等因素,為(wei)每(mei)所公(gong)辦義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)劃定(ding)服務(wu)片(pian)(pian)區范圍,確保(bao)(bao)各(ge)片(pian)(pian)區之間(jian)教(jiao)育(yu)(yu)資(zi)源大致均衡。在對(dui)學(xue)(xue)(xue)校(xiao)原(yuan)招(zhao)(zhao)生(sheng)范圍進行(xing)較大調(diao)整時,要充分(fen)聽取群眾意(yi)(yi)見,審(shen)慎論證,提前(qian)公(gong)告(gao)。片(pian)(pian)區確定(ding)后,應在一段(duan)時期內(nei)保(bao)(bao)持相對(dui)穩定(ding)。民辦義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)不得(de)超出(chu)教(jiao)育(yu)(yu)行(xing)政部(bu)門核(he)定(ding)的招(zhao)(zhao)生(sheng)計(ji)劃和招(zhao)(zhao)生(sheng)范圍招(zhao)(zhao)生(sheng),在滿足本區符合條件的適齡(ling)兒童(tong)、少(shao)年入學(xue)(xue)(xue)需求后,仍(reng)有剩余招(zhao)(zhao)生(sheng)計(ji)劃的,經學(xue)(xue)(xue)校(xiao)申(shen)請,區教(jiao)育(yu)(yu)行(xing)政部(bu)門審(shen)核(he),報市教(jiao)育(yu)(yu)局同意(yi)(yi),可跨區招(zhao)(zhao)生(sheng)。

  (三(san))剛(gang)性(xing)實施入學(xue)政策,完善(shan)積分入學(xue)細則

  所有公(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)(xue)校要(yao)嚴格按照《深圳(zhen)市(shi)(shi)(shi)非(fei)深戶籍人(ren)員子女接受(shou)義務教(jiao)(jiao)(jiao)育(yu)管(guan)理(li)辦(ban)(ban)法(fa)(fa)》等文件(jian)(jian)(jian)規(gui)定的入學(xue)(xue)(xue)條件(jian)(jian)(jian)招(zhao)(zhao)生(sheng)(sheng)(sheng),不(bu)(bu)得招(zhao)(zhao)收不(bu)(bu)符合我(wo)市(shi)(shi)(shi)就讀(du)條件(jian)(jian)(jian)的學(xue)(xue)(xue)生(sheng)(sheng)(sheng)。各區教(jiao)(jiao)(jiao)育(yu)行政(zheng)部(bu)門要(yao)不(bu)(bu)斷(duan)優(you)化(hua)積(ji)(ji)分入學(xue)(xue)(xue)實(shi)施(shi)細則,充分體現教(jiao)(jiao)(jiao)育(yu)公(gong)平,合理(li)設置積(ji)(ji)分類別、項目、標準和(he)分值,根據積(ji)(ji)分情(qing)況和(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃安排學(xue)(xue)(xue)位,實(shi)施(shi)過程中(zhong)要(yao)做到(dao)積(ji)(ji)分標準、積(ji)(ji)分結果、學(xue)(xue)(xue)位安排“三公(gong)開”,公(gong)開過程中(zhong)應依法(fa)(fa)做好未成年人(ren)隱(yin)私保護。積(ji)(ji)分入學(xue)(xue)(xue)細則要(yao)充分征求轄區居民意(yi)見(jian),在招(zhao)(zhao)生(sheng)(sheng)(sheng)工作實(shi)施(shi)前報市(shi)(shi)(shi)教(jiao)(jiao)(jiao)育(yu)局備案。2021年繼續全面取消(xiao)各類特長生(sheng)(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)(sheng)。對(dui)烈士、符合條件(jian)(jian)(jian)的現役軍人(ren)及復退軍人(ren)、消(xiao)防(fang)救援隊伍人(ren)員、公(gong)安英(ying)模和(he)因公(gong)犧(xi)牲傷(shang)殘警(jing)察、高(gao)層次(ci)人(ren)才等享受(shou)優(you)惠政(zheng)策人(ren)員的子女實(shi)施(shi)教(jiao)(jiao)(jiao)育(yu)優(you)待政(zheng)策,并向社會公(gong)示。

  (四)完善民辦學校(xiao)招生管理

  各(ge)區教(jiao)(jiao)育(yu)(yu)行(xing)(xing)(xing)(xing)政部門要將民(min)辦(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)納入統一管(guan)理,全(quan)(quan)面落實與公(gong)辦(ban)學(xue)校(xiao)(xiao)(xiao)(xiao)同步招(zhao)(zhao)生(sheng)(sheng)。民(min)辦(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)的招(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)和招(zhao)(zhao)生(sheng)(sheng)方(fang)案,要報(bao)(bao)主管(guan)教(jiao)(jiao)育(yu)(yu)行(xing)(xing)(xing)(xing)政部門審核(he)。面向全(quan)(quan)區招(zhao)(zhao)生(sheng)(sheng)且報(bao)(bao)名人數(shu)(shu)超過招(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)數(shu)(shu)的民(min)辦(ban)學(xue)校(xiao)(xiao)(xiao)(xiao),全(quan)(quan)部實行(xing)(xing)(xing)(xing)電(dian)腦隨(sui)機搖號錄(lu)(lu)取(qu)(qu)(qu)。辦(ban)學(xue)層次(ci)同時包括小學(xue)和初中(zhong)的民(min)辦(ban)學(xue)校(xiao)(xiao)(xiao)(xiao),應首先通過直升或電(dian)腦隨(sui)機搖號方(fang)式招(zhao)(zhao)收(shou)本校(xiao)(xiao)(xiao)(xiao)自愿報(bao)(bao)讀初中(zhong)的小學(xue)畢業(ye)生(sheng)(sheng),剩余的招(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)應公(gong)開報(bao)(bao)名,實行(xing)(xing)(xing)(xing)電(dian)腦隨(sui)機搖號錄(lu)(lu)取(qu)(qu)(qu)。民(min)辦(ban)學(xue)校(xiao)(xiao)(xiao)(xiao)電(dian)腦隨(sui)機搖號錄(lu)(lu)取(qu)(qu)(qu)工(gong)作由各(ge)區組織實施,搖號過程(cheng)要做到全(quan)(quan)程(cheng)錄(lu)(lu)像,并邀請公(gong)證機構人員、紀(ji)檢人員、人大代(dai)表、政協委(wei)員、新聞媒體代(dai)表和學(xue)生(sheng)(sheng)家長代(dai)表全(quan)(quan)程(cheng)監督。受政府委(wei)托承擔義務教(jiao)(jiao)育(yu)(yu)學(xue)位任務的民(min)辦(ban)學(xue)校(xiao)(xiao)(xiao)(xiao),報(bao)(bao)名及錄(lu)(lu)取(qu)(qu)(qu)辦(ban)法由區教(jiao)(jiao)育(yu)(yu)行(xing)(xing)(xing)(xing)政部門另行(xing)(xing)(xing)(xing)確定。

  (五)提高殘疾(ji)兒童、少年入學率,提升特殊教育(yu)質量(liang)

  各(ge)區要(yao)(yao)按(an)國(guo)家(jia)要(yao)(yao)求,確保(bao)2021年殘(can)疾兒(er)童、少(shao)年義務(wu)教(jiao)(jiao)育(yu)入學率達到95%以上。按(an)照“全覆蓋、零拒絕”的(de)要(yao)(yao)求,根(gen)據適齡殘(can)疾兒(er)童、少(shao)年的(de)實際(ji)情況,制訂教(jiao)(jiao)育(yu)安置(zhi)方案(an),落實“一人(ren)一案(an)”,通過普通學校(xiao)(xiao)就讀、特(te)(te)殊教(jiao)(jiao)育(yu)學校(xiao)(xiao)就讀、送教(jiao)(jiao)上門等(deng)(deng)多種方式,逐一做好入學安置(zhi)工作。市、區特(te)(te)殊教(jiao)(jiao)育(yu)學校(xiao)(xiao)科學設置(zhi)招生類別、學段(duan),錯位發展,協調發展。義務(wu)教(jiao)(jiao)育(yu)階段(duan),視障教(jiao)(jiao)育(yu)、聽(ting)障教(jiao)(jiao)育(yu)主要(yao)(yao)由市屬(shu)(shu)學校(xiao)(xiao)承(cheng)擔(dan),智障等(deng)(deng)其他類型的(de)特(te)(te)殊教(jiao)(jiao)育(yu)主要(yao)(yao)由區屬(shu)(shu)學校(xiao)(xiao)承(cheng)擔(dan)。市屬(shu)(shu)特(te)(te)殊教(jiao)(jiao)育(yu)學校(xiao)(xiao)要(yao)(yao)擴大高中(zhong)階段(duan)招生規模(mo),讓完成義務(wu)教(jiao)(jiao)育(yu)的(de)殘(can)疾學生都(dou)能接受(shou)適宜的(de)高中(zhong)階段(duan)教(jiao)(jiao)育(yu)。

  (六)加(jia)強(qiang)招生(sheng)計劃管理,嚴禁超標準(zhun)班額招生(sheng)

  各區教(jiao)育(yu)行政部門要結合(he)學(xue)(xue)(xue)(xue)校辦(ban)學(xue)(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)(xue)條件(jian),科學(xue)(xue)(xue)(xue)核(he)定(ding)(ding)、及時公布公辦(ban)民辦(ban)學(xue)(xue)(xue)(xue)校招(zhao)生(sheng)計(ji)劃。嚴(yan)(yan)格(ge)控制存在超標(biao)準班額(e)(e)學(xue)(xue)(xue)(xue)校的招(zhao)生(sheng)計(ji)劃。各義務(wu)教(jiao)育(yu)學(xue)(xue)(xue)(xue)校起始年級嚴(yan)(yan)禁(jin)超標(biao)準班額(e)(e)招(zhao)生(sheng),堅決防止產生(sheng)新(xin)的超標(biao)準班額(e)(e)。嚴(yan)(yan)禁(jin)超核(he)定(ding)(ding)辦(ban)學(xue)(xue)(xue)(xue)規模和(he)超標(biao)準班額(e)(e)的學(xue)(xue)(xue)(xue)校接收轉學(xue)(xue)(xue)(xue)插班學(xue)(xue)(xue)(xue)生(sheng)。

  (七)落實(shi)控輟保學法(fa)定職責

  各(ge)區教育(yu)行(xing)政部門和(he)學(xue)(xue)(xue)(xue)校要嚴格落(luo)實(shi)《中(zhong)(zhong)(zhong)華(hua)人(ren)民共和(he)國(guo)(guo)義(yi)務教育(yu)法》《中(zhong)(zhong)(zhong)華(hua)人(ren)民共和(he)國(guo)(guo)未(wei)成年人(ren)保(bao)護(hu)法》等法律(lv)規定(ding)(ding),依法保(bao)障適(shi)齡兒(er)童(tong)、少(shao)年接(jie)受義(yi)務教育(yu)的(de)權利,要嚴格履行(xing)控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)法定(ding)(ding)職責(ze),完善(shan)聯(lian)控(kong)聯(lian)保(bao)工(gong)作(zuo)機制,落(luo)實(shi)失學(xue)(xue)(xue)(xue)輟(chuo)(chuo)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)(xue)、登(deng)記和(he)書(shu)面報告(gao)責(ze)任制度(du),建(jian)立完善(shan)控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)工(gong)作(zuo)臺帳,共同(tong)做好控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)工(gong)作(zuo)。適(shi)齡兒(er)童(tong)、少(shao)年因身體狀(zhuang)況(kuang)確需延緩入學(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)的(de),其父母或者其他法定(ding)(ding)監護(hu)人(ren)應當提出申請,由所在(zai)(zai)區教育(yu)行(xing)政部門批準。依法查(cha)處以(yi)在(zai)(zai)家學(xue)(xue)(xue)(xue)習、接(jie)受“私塾”“讀經班”等培訓替代國(guo)(guo)家統一實(shi)施的(de)義(yi)務教育(yu)的(de)行(xing)為。嚴格外籍人(ren)員子女(nv)學(xue)(xue)(xue)(xue)校招生管理,不(bu)得招收中(zhong)(zhong)(zhong)國(guo)(guo)籍學(xue)(xue)(xue)(xue)生。

  二、加強普通高中招生管理

  (一(yi))剛性執行(xing)高(gao)中(zhong)(zhong)招(zhao)生(sheng)計(ji)(ji)劃(hua)。高(gao)中(zhong)(zhong)學(xue)校要(yao)嚴格按照市(shi)教育局核定的招(zhao)生(sheng)計(ji)(ji)劃(hua)進(jin)行(xing)招(zhao)生(sheng)。招(zhao)生(sheng)計(ji)(ji)劃(hua)下(xia)達后,不再受理調(diao)整(zheng)招(zhao)生(sheng)計(ji)(ji)劃(hua)的申請。各級教育行(xing)政部(bu)門(men)、各高(gao)中(zhong)(zhong)階段學(xue)校根據招(zhao)生(sheng)計(ji)(ji)劃(hua)的要(yao)求(qiu),認真做好招(zhao)生(sheng)的各項準備工(gong)作,確保學(xue)校正常(chang)開學(xue)。民辦(ban)(ban)學(xue)校招(zhao)生(sheng)納入(ru)統一(yi)管理,并(bing)與(yu)公辦(ban)(ban)學(xue)校同步招(zhao)生(sheng)。各校招(zhao)生(sheng)計(ji)(ji)劃(hua)的執行(xing)情況(kuang),將作為學(xue)校自主招(zhao)生(sheng)計(ji)(ji)劃(hua)安排、規(gui)范辦(ban)(ban)學(xue)、辦(ban)(ban)學(xue)水平、辦(ban)(ban)學(xue)效益評估以及評先(xian)、評優(you)等的主要(yao)指(zhi)標。全市(shi)公辦(ban)(ban)高(gao)中(zhong)(zhong)學(xue)校應按照核定辦(ban)(ban)學(xue)規(gui)模招(zhao)生(sheng)。普通高(gao)中(zhong)(zhong)未經審批不得面向市(shi)外招(zhao)生(sheng)。

  (二)落實指(zhi)標到(dao)校政策。認真落實指(zhi)標到(dao)校政策要(yao)求(qiu),每所優質(zhi)普(pu)通高中學(xue)校要(yao)安(an)排不低(di)于50%的招生名額(e),主要(yao)按初中學(xue)校在校生數,直接(jie)分配(pei)到(dao)全市各初中學(xue)校(含民辦),促進義(yi)務教育優質(zhi)均衡發展。

  (三)統(tong)(tong)籌(chou)規(gui)范(fan)全(quan)市(shi)(shi)(shi)高中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)工作。根據廣東省(sheng)教(jiao)育廳關于(yu)進一(yi)步(bu)完善(shan)和規(gui)范(fan)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)的(de)相關要求,市(shi)(shi)(shi)教(jiao)育局(ju)全(quan)面統(tong)(tong)籌(chou)高中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)工作,進一(yi)步(bu)優(you)化我市(shi)(shi)(shi)普通高中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)布點,引(yin)導普通高中(zhong)學(xue)校(xiao)科(ke)學(xue)合理定位和分(fen)層分(fen)類發(fa)展。自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)對(dui)象主(zhu)(zhu)要為具有(you)創新潛質和學(xue)科(ke)特長的(de)學(xue)生(sheng)。2021年全(quan)市(shi)(shi)(shi)普通高中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)按照市(shi)(shi)(shi)教(jiao)育局(ju)出臺(tai)的(de)《深圳市(shi)(shi)(shi)教(jiao)育局(ju)關于(yu)做(zuo)好2021年普通高中(zhong)學(xue)校(xiao)自(zi)(zi)主(zhu)(zhu)招(zhao)生(sheng)工作的(de)通知》實施(shi)。

  (四)規(gui)范學(xue)(xue)校招生行(xing)為。積極探索基于初中(zhong)學(xue)(xue)業水平考試(shi)成(cheng)績、結合綜合素(su)質表現評價的(de)高中(zhong)階段學(xue)(xue)校考試(shi)招生錄取模式。所有高中(zhong)學(xue)(xue)校(含民辦普(pu)通高中(zhong))需嚴格按照規(gui)定的(de)招生范圍、招生計(ji)劃、招生時(shi)間、招生方式進行(xing)統一招生,嚴禁(jin)違規(gui)爭(zheng)搶生源、跨審批區域招生、超計(ji)劃招生和(he)提前招生,嚴禁(jin)招收“掛讀生”和(he)“擇校生”。

  三、加強新生入學管理

  (一)規(gui)范學生分(fen)班(ban)(ban)管理。各義(yi)務教育階段(duan)學校(xiao)要實(shi)行均衡編班(ban)(ban),嚴禁舉(ju)辦重(zhong)點班(ban)(ban),包括以特(te)長班(ban)(ban)、快(kuai)慢(man)班(ban)(ban)、尖子班(ban)(ban)、興趣(qu)班(ban)(ban)和“奧賽”班(ban)(ban)、國際班(ban)(ban)等名義(yi)的變相重(zhong)點班(ban)(ban)。普(pu)通(tong)高(gao)中(zhong)學校(xiao)要根據普(pu)通(tong)高(gao)中(zhong)課程(cheng)方案和學生選(xuan)課情況,合理排課編班(ban)(ban),科學制訂選(xuan)課走(zou)班(ban)(ban)指南和課程(cheng)實(shi)施(shi)方案。

  (二)嚴格規(gui)(gui)范學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理。學(xue)(xue)(xue)(xue)(xue)校應當從學(xue)(xue)(xue)(xue)(xue)生入(ru)學(xue)(xue)(xue)(xue)(xue)之日起1個(ge)月內為學(xue)(xue)(xue)(xue)(xue)生建立(li)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)檔案,其中(zhong),殘疾程度(du)較(jiao)重(zhong)、無法進(jin)入(ru)學(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)生,由承擔送(song)教上門(men)的(de)(de)學(xue)(xue)(xue)(xue)(xue)校建立(li)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)校要(yao)(yao)嚴格落實學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理“一人(ren)一籍(ji)(ji),籍(ji)(ji)隨人(ren)走”的(de)(de)要(yao)(yao)求(qiu),不(bu)得以(yi)虛(xu)假信(xin)息建立(li)學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得重(zhong)復建立(li)學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得擅自(zi)刪除學(xue)(xue)(xue)(xue)(xue)生電(dian)子學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)信(xin)息。未經(jing)義務教育(yu)招生平臺報(bao)名錄取的(de)(de)學(xue)(xue)(xue)(xue)(xue)生不(bu)予建立(li)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。對(dui)(dui)于(yu)未經(jing)學(xue)(xue)(xue)(xue)(xue)校批準,不(bu)按學(xue)(xue)(xue)(xue)(xue)校規(gui)(gui)定期限到校辦理注冊者(zhe),不(bu)予建立(li)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。各區教育(yu)行政部門(men)要(yao)(yao)加(jia)強對(dui)(dui)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)工(gong)作的(de)(de)核查,及(ji)時查處(chu)和糾正學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)建檔過(guo)程中(zhong)的(de)(de)不(bu)規(gui)(gui)范行為,嚴禁(jin)“人(ren)籍(ji)(ji)分離”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區教(jiao)(jiao)育(yu)(yu)(yu)督導部門要將中小學招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學工作納(na)(na)入(ru)(ru)責任(ren)督學日(ri)常督導范圍,嚴肅查(cha)處(chu)違(wei)反(fan)教(jiao)(jiao)育(yu)(yu)(yu)部“十(shi)項嚴禁(jin)”紀(ji)(ji)律要求(qiu)和(he)省教(jiao)(jiao)育(yu)(yu)(yu)廳“六項規定(ding)”等違(wei)反(fan)招(zhao)(zhao)生(sheng)(sheng)(sheng)政策(ce)和(he)紀(ji)(ji)律以及擾亂中小學入(ru)(ru)學招(zhao)(zhao)生(sheng)(sheng)(sheng)秩(zhi)序的(de)行(xing)為(wei)。對違(wei)規操作,查(cha)有實據,造成不良(liang)影響的(de)單(dan)位和(he)個人(ren)實行(xing)問責。對于未落(luo)實《中共(gong)中央 國務(wu)院關于深化教(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)學改革全面提高義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)質量(liang)的(de)意見》中義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學規定(ding)要求(qiu),或者出現轄區內義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階段學校違(wei)規考試招(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)為(wei)的(de),視同為(wei)落(luo)實中央和(he)國家重大政策(ce)不力,納(na)(na)入(ru)(ru)政府履(lv)行(xing)教(jiao)(jiao)育(yu)(yu)(yu)職責評價(jia)。
