為貫徹(che)落實(shi)黨的十九大和(he)十九屆二中(zhong)(zhong)、三中(zhong)(zhong)、四中(zhong)(zhong)全會精(jing)神,進一步加強教(jiao)育收費(fei)治理(li)(li)體(ti)系和(he)治理(li)(li)能力建設,教(jiao)育部(bu)、國家(jia)發(fa)展改革委、財政(zheng)部(bu)、國家(jia)市(shi)場監(jian)管總局、國家(jia)新聞出版署研究制定了《關于進一步加強和(he)規范教(jiao)育收費(fei)管理(li)(li)的意見》,現(xian)印發(fa)給你們,請結(jie)合實(shi)際貫徹(che)執(zhi)行。
各地(di)要充分認識(shi)到,進(jin)(jin)(jin)一步加強和(he)(he)(he)規范(fan)教(jiao)育(yu)(yu)(yu)收(shou)費(fei)管(guan)理(li)(li)(li)是(shi)鞏固完善(shan)以政府(fu)投入為主(zhu)、多渠(qu)道籌集(ji)教(jiao)育(yu)(yu)(yu)經費(fei)的(de)體(ti)(ti)制(zhi)和(he)(he)(he)非(fei)義務(wu)(wu)教(jiao)育(yu)(yu)(yu)培養成(cheng)本分擔機制(zhi)的(de)重要內容,是(shi)各級治(zhi)理(li)(li)(li)教(jiao)育(yu)(yu)(yu)亂收(shou)費(fei)聯席會(hui)議辦公室的(de)一項重要職責,是(shi)加快推進(jin)(jin)(jin)教(jiao)育(yu)(yu)(yu)財務(wu)(wu)治(zhi)理(li)(li)(li)體(ti)(ti)系(xi)和(he)(he)(he)治(zhi)理(li)(li)(li)能(neng)力現代化的(de)重要舉(ju)措。要按(an)照規定的(de)管(guan)理(li)(li)(li)權限全面(mian)落實教(jiao)育(yu)(yu)(yu)收(shou)費(fei)管(guan)理(li)(li)(li)主(zhu)體(ti)(ti)責任(ren),正確(que)(que)(que)處(chu)理(li)(li)(li)好政府(fu)與社會(hui)、受教(jiao)育(yu)(yu)(yu)者的(de)關系(xi),正確(que)(que)(que)處(chu)理(li)(li)(li)好教(jiao)育(yu)(yu)(yu)收(shou)費(fei)與財政撥款(kuan)、學生資助(zhu)的(de)關系(xi),正確(que)(que)(que)處(chu)理(li)(li)(li)好簡(jian)政放權和(he)(he)(he)放管(guan)結合、優化服務(wu)(wu)的(de)關系(xi),進(jin)(jin)(jin)一步完善(shan)教(jiao)育(yu)(yu)(yu)收(shou)費(fei)政策體(ti)(ti)系(xi)、制(zhi)度體(ti)(ti)系(xi)、監管(guan)體(ti)(ti)系(xi),提升教(jiao)育(yu)(yu)(yu)收(shou)費(fei)治(zhi)理(li)(li)(li)能(neng)力。
各地出臺教(jiao)育(yu)(yu)收(shou)費政策,要綜合考慮經濟社會發展水(shui)平、教(jiao)育(yu)(yu)培養成(cheng)本(ben)和(he)群眾(zhong)承受能力等(deng)因素,認真履行(xing)成(cheng)本(ben)調查(或成(cheng)本(ben)監(jian)審,下同)、決策聽證(zheng)、公開公示等(deng)有關(guan)法定程序,把(ba)握好政策出臺的時機和(he)節奏,確保(bao)平穩(wen)有序推進(jin)各項工作。各省(sheng)教(jiao)育(yu)(yu)收(shou)費政策出臺及執行(xing)情況(kuang),要及時報告全(quan)國(guo)治理教(jiao)育(yu)(yu)亂收(shou)費聯席會議(yi)辦公室。
各地要調(diao)整完善(shan)各級治理(li)教育(yu)(yu)亂收費聯席會議(yi)制度,健全(quan)工作機制,認真履行職責,加大治理(li)力度,嚴(yan)肅(su)查處(chu)損(sun)害(hai)群眾利益的教育(yu)(yu)亂收費行為(wei)。

關于進一步加(jia)強和規(gui)范教育收費管理的意(yi)見
黨中(zhong)央、國(guo)(guo)務院歷來(lai)高度重視(shi)教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)費(fei)管(guan)理工(gong)作,自(zi)全國(guo)(guo)治理教(jiao)(jiao)(jiao)育(yu)(yu)亂(luan)(luan)收(shou)費(fei)部際聯席會議制度建立(li)以(yi)來(lai),在(zai)各(ge)有(you)(you)關(guan)(guan)部門、地(di)方各(ge)級政(zheng)府的(de)(de)共(gong)同努(nu)力下,教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)費(fei)水平保(bao)持(chi)了(le)基(ji)本穩定,教(jiao)(jiao)(jiao)育(yu)(yu)亂(luan)(luan)收(shou)費(fei)現象得到了(le)有(you)(you)效(xiao)遏(e)制。但隨著經濟社(she)會的(de)(de)發(fa)展(zhan),教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)費(fei)管(guan)理工(gong)作在(zai)體制機制、政(zheng)策執行(xing)、監督管(guan)理等(deng)方面(mian)仍(reng)然存(cun)在(zai)一些問題,與教(jiao)(jiao)(jiao)育(yu)(yu)改革發(fa)展(zhan)的(de)(de)需(xu)要和(he)人民(min)群眾的(de)(de)期(qi)待仍(reng)然存(cun)在(zai)一定差距。為貫徹落實《中(zhong)國(guo)(guo)教(jiao)(jiao)(jiao)育(yu)(yu)現代化2035》《國(guo)(guo)務院辦公廳關(guan)(guan)于進一步調整優(you)化結構 提高教(jiao)(jiao)(jiao)育(yu)(yu)經費(fei)使用(yong)效(xiao)益的(de)(de)意見》等(deng)文(wen)件(jian)精神,進一步加(jia)強(qiang)和(he)規范教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)費(fei)管(guan)理,現提出(chu)以(yi)下意見。
一、總體要求
(一)指導思想
以(yi)習近平新(xin)時(shi)代中國特色社(she)會主義(yi)思想為指(zhi)導,全(quan)面貫徹落(luo)實黨的十(shi)九大(da)和(he)十(shi)九屆二中、三中、四中全(quan)會精神,深(shen)入(ru)貫徹落(luo)實全(quan)國教(jiao)育(yu)(yu)(yu)(yu)大(da)會精神,始終堅(jian)持把教(jiao)育(yu)(yu)(yu)(yu)事業擺(bai)在優先位(wei)置,主動適(shi)應(ying)教(jiao)育(yu)(yu)(yu)(yu)、財稅、價格(ge)等領域改(gai)革(ge)新(xin)要求,鞏固(gu)完善以(yi)政府投(tou)入(ru)為主、多渠道籌集教(jiao)育(yu)(yu)(yu)(yu)經(jing)費(fei)體制,逐步完善各級各類教(jiao)育(yu)(yu)(yu)(yu)投(tou)入(ru)機(ji)制和(he)非義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)培養成(cheng)本分擔機(ji)制,建立健全(quan)教(jiao)育(yu)(yu)(yu)(yu)收費(fei)政策體系、制度(du)體系、監(jian)管(guan)體系,提升教(jiao)育(yu)(yu)(yu)(yu)收費(fei)治理能(neng)力,持續(xu)鞏固(gu)教(jiao)育(yu)(yu)(yu)(yu)亂收費(fei)治理成(cheng)果,促進教(jiao)育(yu)(yu)(yu)(yu)公平而有質量的發展。
(二)基本原則
——堅持(chi)公益屬性、分類管理(li)。堅持(chi)教(jiao)育(yu)(yu)的(de)(de)公益性,充分發揮政(zheng)府(fu)對教(jiao)育(yu)(yu)事業的(de)(de)主導(dao)作(zuo)用。區分義(yi)務教(jiao)育(yu)(yu)和(he)(he)非(fei)(fei)義(yi)務教(jiao)育(yu)(yu)的(de)(de)不同階(jie)段(duan),區分非(fei)(fei)營利性和(he)(he)營利性民辦教(jiao)育(yu)(yu)的(de)(de)不同屬性,正確處理(li)政(zheng)府(fu)與社會、受教(jiao)育(yu)(yu)者之間(jian)的(de)(de)關系,合理(li)分擔(dan)教(jiao)育(yu)(yu)培養成本。
——堅持分(fen)級(ji)審(shen)批、屬地(di)管(guan)理(li)。教育領(ling)域行(xing)政(zheng)事業性收(shou)(shou)費(fei)項(xiang)(xiang)目、標(biao)準(zhun)實(shi)(shi)行(xing)中(zhong)央和省(sheng)兩級(ji)審(shen)批,中(zhong)央部門所(suo)屬學校(xiao)收(shou)(shou)費(fei)標(biao)準(zhun)實(shi)(shi)行(xing)屬地(di)管(guan)理(li)。各省(sheng)、自治區(qu)、直轄市(以下簡稱(cheng)各省(sheng))按照(zhao)規定的管(guan)理(li)權限(xian),科學制定收(shou)(shou)費(fei)政(zheng)策(ce),加強收(shou)(shou)費(fei)項(xiang)(xiang)目管(guan)理(li),合理(li)確定收(shou)(shou)費(fei)標(biao)準(zhun),全面落(luo)實(shi)(shi)教育收(shou)(shou)費(fei)管(guan)理(li)主體(ti)責任。
——堅持(chi)問(wen)題導(dao)向、改革創(chuang)新(xin)。不斷健全教(jiao)育收費(fei)(fei)管(guan)理(li)體制,完善教(jiao)育收費(fei)(fei)政策,加(jia)強重點領域、重點單位的(de)收費(fei)(fei)治(zhi)理(li),著(zhu)力解(jie)決(jue)與教(jiao)育改革發展不相適應的(de)收費(fei)(fei)體制機制問(wen)題,著(zhu)力解(jie)決(jue)群眾反映強烈的(de)收費(fei)(fei)問(wen)題。全面依法治(zhi)教(jiao),堅持(chi)依法行政、依法理(li)財,強化(hua)事中事后監(jian)管(guan),將日(ri)常(chang)監(jian)督與專項監(jian)督相結合,創(chuang)新(xin)收費(fei)(fei)監(jian)管(guan)方式。
二、完善教育收費(fei)政策
(三(san))堅持實施九年義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)制(zhi)度(du)。義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)全(quan)面納入財政(zheng)保(bao)(bao)障范(fan)圍,公辦(ban)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校不(bu)收(shou)取(qu)學(xue)費(fei)(fei)(fei)、雜(za)費(fei)(fei)(fei)。各地要嚴(yan)格(ge)執(zhi)行(xing)(xing)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)法,鞏(gong)固完善城鄉義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)經費(fei)(fei)(fei)保(bao)(bao)障機(ji)制(zhi),堅持實行(xing)(xing)九年義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)制(zhi)度(du),嚴(yan)禁隨意(yi)擴大免費(fei)(fei)(fei)教(jiao)(jiao)(jiao)育(yu)(yu)政(zheng)策實施范(fan)圍。對民辦(ban)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校學(xue)生(sheng)免除學(xue)雜(za)費(fei)(fei)(fei)標準按(an)照生(sheng)均(jun)公用(yong)經費(fei)(fei)(fei)基準定額執(zhi)行(xing)(xing);對生(sheng)均(jun)教(jiao)(jiao)(jiao)育(yu)(yu)培養(yang)成本(ben)不(bu)足(zu)部分(fen),應(ying)嚴(yan)格(ge)落實非營(ying)利性法定要求,合理確定收(shou)費(fei)(fei)(fei)標準。嚴(yan)禁收(shou)取(qu)與(yu)招生(sheng)入學(xue)掛(gua)鉤的(de)捐資助學(xue)款(kuan)。按(an)照國家有關規(gui)定招收(shou)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段(duan)學(xue)生(sheng)進(jin)行(xing)(xing)文藝、體(ti)育(yu)(yu)等(deng)專(zhuan)業訓練的(de)學(xue)校或(huo)其他社會(hui)組織,收(shou)取(qu)的(de)學(xue)雜(za)費(fei)(fei)(fei)不(bu)應(ying)包括學(xue)生(sheng)完成九年義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)課程按(an)規(gui)定免除的(de)學(xue)雜(za)費(fei)(fei)(fei)。
(四)堅持實(shi)施非義(yi)務教(jiao)(jiao)(jiao)育(yu)培(pei)養(yang)成(cheng)(cheng)本(ben)(ben)(ben)(ben)分擔(dan)機(ji)制。非義(yi)務教(jiao)(jiao)(jiao)育(yu)實(shi)行以政府投入(ru)(ru)為主、受(shou)(shou)(shou)教(jiao)(jiao)(jiao)育(yu)者合理分擔(dan)、其他多種渠(qu)道籌措經(jing)費(fei)的(de)(de)投入(ru)(ru)機(ji)制。各(ge)(ge)省應(ying)根(gen)據(ju)辦(ban)學(xue)成(cheng)(cheng)本(ben)(ben)(ben)(ben)、經(jing)濟(ji)發展水平和(he)財力狀況,落實(shi)并動態調整公(gong)辦(ban)幼(you)兒園(yuan)(yuan)、普通高(gao)中(zhong)、中(zhong)等(deng)(deng)職(zhi)(zhi)業學(xue)校、高(gao)職(zhi)(zhi)院校、普通本(ben)(ben)(ben)(ben)科院校生均(jun)財政撥(bo)款標(biao)準(zhun)或(huo)生均(jun)公(gong)用經(jing)費(fei)標(biao)準(zhun)。學(xue)校(包括(kuo)幼(you)兒園(yuan)(yuan),下同)按照(zhao)年生均(jun)教(jiao)(jiao)(jiao)育(yu)培(pei)養(yang)成(cheng)(cheng)本(ben)(ben)(ben)(ben)的(de)(de)一(yi)定(ding)比例(li)向受(shou)(shou)(shou)教(jiao)(jiao)(jiao)育(yu)者收(shou)取學(xue)費(fei)(保育(yu)教(jiao)(jiao)(jiao)育(yu)費(fei)),綜合考慮實(shi)際(ji)成(cheng)(cheng)本(ben)(ben)(ben)(ben)(扣除(chu)財政撥(bo)款)等(deng)(deng)向住(zhu)宿生收(shou)取住(zhu)宿費(fei),家庭經(jing)濟(ji)困難學(xue)生按照(zhao)國家有關規定(ding)享受(shou)(shou)(shou)減免政策。各(ge)(ge)省應(ying)結合本(ben)(ben)(ben)(ben)地實(shi)際(ji),合理確定(ding)公(gong)辦(ban)幼(you)兒園(yuan)(yuan)、普通高(gao)中(zhong)、中(zhong)等(deng)(deng)職(zhi)(zhi)業學(xue)校學(xue)費(fei)(保育(yu)教(jiao)(jiao)(jiao)育(yu)費(fei))占年生均(jun)教(jiao)(jiao)(jiao)育(yu)培(pei)養(yang)成(cheng)(cheng)本(ben)(ben)(ben)(ben)的(de)(de)比例(li)。現階段,公(gong)辦(ban)高(gao)等(deng)(deng)學(xue)校學(xue)費(fei)占年生均(jun)教(jiao)(jiao)(jiao)育(yu)培(pei)養(yang)成(cheng)(cheng)本(ben)(ben)(ben)(ben)的(de)(de)比例(li)最高(gao)不得超(chao)過25%,各(ge)(ge)地應(ying)根(gen)據(ju)經(jing)濟(ji)社會(hui)發展水平、培(pei)養(yang)成(cheng)(cheng)本(ben)(ben)(ben)(ben)和(he)群(qun)眾承受(shou)(shou)(shou)能力等(deng)(deng)合理確定(ding)。
軍(jun)隊舉辦的(de)幼兒園(yuan)招(zhao)收(shou)地(di)方人員子女(nv),享受(shou)當地(di)人民(min)政(zheng)府補(bu)(bu)助的(de),應按照公(gong)辦幼兒園(yuan)有關(guan)規定收(shou)費(fei);未享受(shou)補(bu)(bu)助的(de),由軍(jun)隊依據(ju)國家有關(guan)政(zheng)策具體制(zhi)(zhi)定,合理確定收(shou)費(fei)標準。中外合作辦學(xue)和(he)非全日制(zhi)(zhi)研究生教育收(shou)費(fei)政(zheng)策,由各(ge)省制(zhi)(zhi)定。
(五)堅持實施民(min)(min)(min)辦(ban)(ban)(ban)(ban)教育(yu)收費(fei)(fei)分類管理。按照民(min)(min)(min)辦(ban)(ban)(ban)(ban)教育(yu)促進法(fa)有關規定(ding)(ding)(ding),非營利性(xing)(xing)民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)收費(fei)(fei)的具體辦(ban)(ban)(ban)(ban)法(fa),由省級人民(min)(min)(min)政府(fu)(fu)制定(ding)(ding)(ding);營利性(xing)(xing)民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)的收費(fei)(fei)標(biao)準,實行市場調節(jie),由學(xue)(xue)校(xiao)自主(zhu)決定(ding)(ding)(ding)。普(pu)(pu)惠性(xing)(xing)民(min)(min)(min)辦(ban)(ban)(ban)(ban)幼(you)兒(er)(er)園(yuan)收費(fei)(fei)標(biao)準根據各(ge)省級人民(min)(min)(min)政府(fu)(fu)出臺的普(pu)(pu)惠性(xing)(xing)民(min)(min)(min)辦(ban)(ban)(ban)(ban)幼(you)兒(er)(er)園(yuan)認定(ding)(ding)(ding)管理辦(ban)(ban)(ban)(ban)法(fa),統籌考慮(lv)公(gong)辦(ban)(ban)(ban)(ban)幼(you)兒(er)(er)園(yuan)和(he)普(pu)(pu)惠性(xing)(xing)民(min)(min)(min)辦(ban)(ban)(ban)(ban)幼(you)兒(er)(er)園(yuan)收費(fei)(fei)水平(ping),結合經(jing)濟發展水平(ping)、群(qun)眾承(cheng)受能力、辦(ban)(ban)(ban)(ban)園(yuan)成本和(he)財(cai)政補(bu)助(zhu)水平(ping)等因素(su)合理確定(ding)(ding)(ding)。各(ge)地要加快(kuai)制定(ding)(ding)(ding)并(bing)落(luo)實普(pu)(pu)惠性(xing)(xing)民(min)(min)(min)辦(ban)(ban)(ban)(ban)幼(you)兒(er)(er)園(yuan)財(cai)政補(bu)助(zhu)標(biao)準,落(luo)實義務教育(yu)階(jie)段民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)生均公(gong)用(yong)經(jing)費(fei)(fei)補(bu)助(zhu),加強(qiang)收費(fei)(fei)標(biao)準調控(kong),堅決防止過高收費(fei)(fei)。2016年11月7日(ri)以(yi)前(qian)設立的民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao),在未(wei)完成分類登記相關程序前(qian)收費(fei)(fei)政策按非營利性(xing)(xing)民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)管理。
(六)完善學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)服(fu)(fu)務(wu)(wu)(wu)(wu)性(xing)(xing)收(shou)(shou)費(fei)(fei)(fei)和代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei)等政策(ce)。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)在完成正常的(de)(de)(de)保育(yu)、教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)(xue)(xue)任務(wu)(wu)(wu)(wu)外,為(wei)在校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)提供(gong)學(xue)(xue)(xue)習、生(sheng)(sheng)(sheng)活(huo)所需(xu)的(de)(de)(de)相(xiang)關(guan)便利服(fu)(fu)務(wu)(wu)(wu)(wu),以(yi)(yi)及(ji)(ji)組織開展研學(xue)(xue)(xue)旅行、課后服(fu)(fu)務(wu)(wu)(wu)(wu)、社會(hui)實踐(jian)等活(huo)動,對應(ying)由學(xue)(xue)(xue)生(sheng)(sheng)(sheng)或(huo)(huo)(huo)(huo)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)家(jia)(jia)(jia)長承擔的(de)(de)(de)部分,可根據(ju)自(zi)愿(yuan)和非營利原則收(shou)(shou)取服(fu)(fu)務(wu)(wu)(wu)(wu)性(xing)(xing)費(fei)(fei)(fei)用。相(xiang)關(guan)服(fu)(fu)務(wu)(wu)(wu)(wu)由學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)之外的(de)(de)(de)機構或(huo)(huo)(huo)(huo)個人提供(gong)的(de)(de)(de),學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)可代(dai)(dai)收(shou)(shou)代(dai)(dai)付相(xiang)關(guan)費(fei)(fei)(fei)用。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)服(fu)(fu)務(wu)(wu)(wu)(wu)性(xing)(xing)收(shou)(shou)費(fei)(fei)(fei)和代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei)具體政策(ce),由各省制定(ding)(ding)。國(guo)家(jia)(jia)(jia)已明令禁止的(de)(de)(de)或(huo)(huo)(huo)(huo)明確規定(ding)(ding)由財(cai)政保障的(de)(de)(de)項(xiang)目不(bu)得(de)(de)納入服(fu)(fu)務(wu)(wu)(wu)(wu)性(xing)(xing)收(shou)(shou)費(fei)(fei)(fei)和代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei),學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)不(bu)得(de)(de)擅自(zi)設立服(fu)(fu)務(wu)(wu)(wu)(wu)性(xing)(xing)收(shou)(shou)費(fei)(fei)(fei)和代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei)項(xiang)目,不(bu)得(de)(de)在代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei)中獲取差價,不(bu)得(de)(de)強制或(huo)(huo)(huo)(huo)者暗示(shi)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)及(ji)(ji)家(jia)(jia)(jia)長購買指(zhi)定(ding)(ding)的(de)(de)(de)教(jiao)(jiao)輔軟件或(huo)(huo)(huo)(huo)資料(liao),不(bu)得(de)(de)通過提前開學(xue)(xue)(xue)等形式(shi)或(huo)(huo)(huo)(huo)變(bian)相(xiang)違規補課加收(shou)(shou)相(xiang)關(guan)費(fei)(fei)(fei)用。校(xiao)(xiao)(xiao)(xiao)內學(xue)(xue)(xue)生(sheng)(sheng)(sheng)宿(su)舍和社會(hui)力量舉辦的(de)(de)(de)校(xiao)(xiao)(xiao)(xiao)外學(xue)(xue)(xue)生(sheng)(sheng)(sheng)公寓,均不(bu)得(de)(de)強制提供(gong)相(xiang)關(guan)生(sheng)(sheng)(sheng)活(huo)服(fu)(fu)務(wu)(wu)(wu)(wu)或(huo)(huo)(huo)(huo)將服(fu)(fu)務(wu)(wu)(wu)(wu)性(xing)(xing)收(shou)(shou)費(fei)(fei)(fei)與住宿(su)費(fei)(fei)(fei)捆綁收(shou)(shou)取。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)自(zi)主(zhu)經營的(de)(de)(de)食(shi)堂向自(zi)愿(yuan)就餐的(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)收(shou)(shou)取伙食(shi)費(fei)(fei)(fei),應(ying)堅(jian)持公益性(xing)(xing)原則,不(bu)得(de)(de)以(yi)(yi)營利為(wei)目的(de)(de)(de)。
(七)完善(shan)在內(nei)地(di)(di)(祖(zu)(zu)國大(da)(da)陸(lu))學(xue)(xue)(xue)習(xi)的(de)港(gang)澳(ao)臺僑學(xue)(xue)(xue)生(sheng)收費(fei)政策。對(dui)于在內(nei)地(di)(di)(祖(zu)(zu)國大(da)(da)陸(lu))學(xue)(xue)(xue)習(xi)的(de)港(gang)澳(ao)臺地(di)(di)區學(xue)(xue)(xue)生(sheng)以及海外華僑學(xue)(xue)(xue)生(sheng),在中小學(xue)(xue)(xue)校(xiao)和幼兒(er)園學(xue)(xue)(xue)習(xi)的(de),按(an)照有(you)關規(gui)定(ding)執(zhi)行(xing)與內(nei)地(di)(di)(祖(zu)(zu)國大(da)(da)陸(lu))學(xue)(xue)(xue)生(sheng)相同(tong)(tong)的(de)收費(fei)政策;錄取到內(nei)地(di)(di)(祖(zu)(zu)國大(da)(da)陸(lu))普通高等(deng)學(xue)(xue)(xue)校(xiao)和科研院所學(xue)(xue)(xue)習(xi)的(de),按(an)照有(you)關規(gui)定(ding)執(zhi)行(xing)與內(nei)地(di)(di)(祖(zu)(zu)國大(da)(da)陸(lu))同(tong)(tong)類學(xue)(xue)(xue)生(sheng)相同(tong)(tong)的(de)收費(fei)標準。
(八)完善(shan)國(guo)際(ji)學(xue)(xue)生(sheng)收(shou)費(fei)政(zheng)(zheng)策(ce)。在公辦中小學(xue)(xue)、幼兒園就讀(du)的(de)國(guo)際(ji)學(xue)(xue)生(sheng),收(shou)費(fei)政(zheng)(zheng)策(ce)由各省(sheng)制(zhi)定。外籍(ji)人員(yuan)子女學(xue)(xue)校(xiao)收(shou)費(fei)政(zheng)(zheng)策(ce),由學(xue)(xue)校(xiao)自(zi)主制(zhi)定。高等(deng)學(xue)(xue)校(xiao)接收(shou)的(de)自(zi)費(fei)來華留(liu)學(xue)(xue)生(sheng)收(shou)費(fei)標準由學(xue)(xue)校(xiao)根據(ju)當地經(jing)濟社會發(fa)展水平和培養成本(ben)等(deng)因素(su)合理確(que)定,避免引發(fa)惡性競(jing)爭(zheng)。根據(ju)我國(guo)政(zheng)(zheng)府(fu)與派(pai)遣國(guo)協議來華接受教(jiao)育(yu)的(de)學(xue)(xue)生(sheng),收(shou)費(fei)政(zheng)(zheng)策(ce)按照有關規定執行。
三、健全教育收費(fei)管理制度
(九)建立(li)(li)健全教(jiao)(jiao)(jiao)育(yu)收(shou)費(fei)(fei)(fei)(fei)(fei)標準(zhun)(zhun)動(dong)態調整機制(zhi)(zhi)。各(ge)地應按(an)照(zhao)規(gui)定的(de)(de)管(guan)理(li)權限和(he)屬地化管(guan)理(li)原(yuan)則,綜合考慮經濟社會發展水平、教(jiao)(jiao)(jiao)育(yu)培養(yang)成(cheng)本和(he)群(qun)眾承受能(neng)力等(deng)因(yin)素(su),合理(li)確(que)定公辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)(保育(yu)教(jiao)(jiao)(jiao)育(yu)費(fei)(fei)(fei)(fei)(fei))、住宿(su)費(fei)(fei)(fei)(fei)(fei)等(deng)收(shou)費(fei)(fei)(fei)(fei)(fei)標準(zhun)(zhun),建立(li)(li)與(yu)撥(bo)款、資(zi)助(zhu)(zhu)水平等(deng)相適(shi)應的(de)(de)收(shou)費(fei)(fei)(fei)(fei)(fei)標準(zhun)(zhun)動(dong)態調整機制(zhi)(zhi)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校收(shou)費(fei)(fei)(fei)(fei)(fei)政(zheng)策有變(bian)化的(de)(de),應在招生(sheng)(sheng)簡章發布前向社會公示。鼓勵各(ge)地適(shi)應彈性(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)制(zhi)(zhi)下(xia)的(de)(de)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)組織(zhi)模式,探索實(shi)行(xing)高等(deng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)(zhi)收(shou)費(fei)(fei)(fei)(fei)(fei)管(guan)理(li)。經批(pi)準(zhun)(zhun)實(shi)行(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)(zhi)收(shou)費(fei)(fei)(fei)(fei)(fei)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校,學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)(zhi)培養(yang)方案正(zheng)常完成(cheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)業(ye)所繳(jiao)納的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)總額(e)(e)原(yuan)則上不得(de)高于實(shi)行(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)制(zhi)(zhi)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)總額(e)(e),加修其他專業(ye)課程或重修課程,學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校可按(an)所修課程規(gui)定的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分收(shou)費(fei)(fei)(fei)(fei)(fei)標準(zhun)(zhun)收(shou)取費(fei)(fei)(fei)(fei)(fei)用。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)、住宿(su)費(fei)(fei)(fei)(fei)(fei)的(de)(de)收(shou)取實(shi)行(xing)“老生(sheng)(sheng)老辦法(fa)、新(xin)生(sheng)(sheng)新(xin)辦法(fa)”,按(an)照(zhao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)或學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)期(qi)收(shou)取,不得(de)跨學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)(學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)期(qi))預收(shou)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)如因(yin)故休學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)、退(tui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)、提前結束(shu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)業(ye)或經批(pi)準(zhun)(zhun)轉(zhuan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校應根據(ju)實(shi)際(ji)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習時間(jian)合理(li)確(que)定退(tui)費(fei)(fei)(fei)(fei)(fei)額(e)(e)度。各(ge)地要全面落(luo)實(shi)國家各(ge)項資(zi)助(zhu)(zhu)政(zheng)策,幫助(zhu)(zhu)家庭經濟困難學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)解決實(shi)際(ji)問題,不得(de)因(yin)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)標準(zhun)(zhun)調整影響學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)的(de)(de)正(zheng)常學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習和(he)生(sheng)(sheng)活。
(十)加(jia)強教育培(pei)養成(cheng)(cheng)本調(diao)查(cha)。適時修訂完(wan)善《高(gao)等(deng)學校(xiao)教育培(pei)養成(cheng)(cheng)本監(jian)(jian)審(shen)辦法(fa)(fa)(試行(xing))》,組織做好高(gao)等(deng)學校(xiao)年生均(jun)教育培(pei)養成(cheng)(cheng)本監(jian)(jian)審(shen)工(gong)作。各(ge)省按照定價(jia)權限(xian)根據價(jia)格法(fa)(fa)、《政府(fu)制定價(jia)格成(cheng)(cheng)本監(jian)(jian)審(shen)辦法(fa)(fa)》等(deng),結(jie)合本地實際,主動開展(zhan)幼兒園、普通高(gao)中、中等(deng)職業學校(xiao)教育培(pei)養成(cheng)(cheng)本調(diao)查(cha)工(gong)作,規范(fan)教育培(pei)養成(cheng)(cheng)本調(diao)查(cha)行(xing)為。各(ge)級(ji)各(ge)類學校(xiao)應當(dang)加(jia)強成(cheng)(cheng)本核(he)算,完(wan)整(zheng)準確(que)記錄并核(he)算教育培(pei)養成(cheng)(cheng)本。
(十一)規范教(jiao)育(yu)收(shou)費決策聽(ting)證制(zhi)度。各(ge)地要嚴(yan)格按照國家(jia)規定(ding)的權限(xian)和程序(xu)制(zhi)定(ding)或調整政府舉辦的各(ge)級各(ge)類學校學費等收(shou)費標準,納入(ru)定(ding)價聽(ting)證目錄并實行聽(ting)證,充分(fen)征求社會有(you)關方面意見,確保教(jiao)育(yu)收(shou)費決策的民主性、科(ke)學性和透(tou)明度。降(jiang)低教(jiao)育(yu)收(shou)費標準,或教(jiao)育(yu)收(shou)費標準調整涉及(ji)面較小的,聽(ting)證會可(ke)采(cai)取簡易程序(xu)。制(zhi)定(ding)其(qi)他的教(jiao)育(yu)收(shou)費標準,認為有(you)必要的,也(ye)可(ke)以實行聽(ting)證。
(十(shi)二)嚴(yan)(yan)格(ge)執(zhi)行教(jiao)育(yu)收(shou)(shou)(shou)費(fei)公(gong)(gong)(gong)示(shi)制(zhi)度。各(ge)地(di)要(yao)(yao)嚴(yan)(yan)格(ge)執(zhi)行教(jiao)育(yu)收(shou)(shou)(shou)費(fei)公(gong)(gong)(gong)示(shi)制(zhi)度,未經公(gong)(gong)(gong)示(shi)不(bu)得(de)收(shou)(shou)(shou)費(fei)。各(ge)級(ji)各(ge)類學(xue)(xue)校(xiao)應(ying)建(jian)立健全規(gui)范化的收(shou)(shou)(shou)費(fei)公(gong)(gong)(gong)示(shi)動態(tai)管理制(zhi)度,主動接受社(she)會(hui)監督(du)。應(ying)將收(shou)(shou)(shou)費(fei)項目(mu)和標準在校(xiao)內(nei)醒目(mu)位(wei)置向學(xue)(xue)生公(gong)(gong)(gong)示(shi),在招生簡章和入學(xue)(xue)通知書中注明。義務教(jiao)育(yu)階(jie)段(duan)民辦學(xue)(xue)校(xiao)收(shou)(shou)(shou)費(fei)標準應(ying)和學(xue)(xue)校(xiao)獲得(de)的生均公(gong)(gong)(gong)用經費(fei)補助(zhu)一并公(gong)(gong)(gong)示(shi)。對按規(gui)定(ding)應(ying)當公(gong)(gong)(gong)示(shi)而未公(gong)(gong)(gong)示(shi)的收(shou)(shou)(shou)費(fei),或公(gong)(gong)(gong)示(shi)內(nei)容(rong)與規(gui)定(ding)政(zheng)策不(bu)符的收(shou)(shou)(shou)費(fei),學(xue)(xue)生有權拒絕繳納。收(shou)(shou)(shou)費(fei)政(zheng)策變動時,學(xue)(xue)校(xiao)要(yao)(yao)及時更新(xin)公(gong)(gong)(gong)示(shi)內(nei)容(rong),確保公(gong)(gong)(gong)示(shi)內(nei)容(rong)合法、有效。各(ge)地(di)要(yao)(yao)嚴(yan)(yan)格(ge)執(zhi)行教(jiao)育(yu)收(shou)(shou)(shou)費(fei)等行政(zheng)事業性(xing)收(shou)(shou)(shou)費(fei)目(mu)錄清(qing)單(dan),不(bu)得(de)擅自增加收(shou)(shou)(shou)費(fei)項目(mu)、擴大收(shou)(shou)(shou)費(fei)范圍(wei)。
(十三)加強教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)支(zhi)(zhi)管(guan)(guan)理(li)(li)。公辦(ban)普通(tong)高中和中等職(zhi)業學校(xiao)(xiao)(xiao)學費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)、住宿(su)(su)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei),公辦(ban)高等學校(xiao)(xiao)(xiao)學費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)、住宿(su)(su)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)、委(wei)托培養費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)、函大電大夜大及短期培訓費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)等收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru),作為事(shi)業收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru),按照“收(shou)(shou)(shou)(shou)支(zhi)(zhi)兩(liang)條(tiao)線(xian)”要求,納(na)(na)入(ru)(ru)(ru)(ru)財政(zheng)(zheng)專戶(hu)管(guan)(guan)理(li)(li)。公辦(ban)幼(you)兒(er)園收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)管(guan)(guan)理(li)(li)按現行規(gui)(gui)定(ding)執行。服(fu)務性(xing)(xing)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)由學校(xiao)(xiao)(xiao)按規(gui)(gui)定(ding)列支(zhi)(zhi);代收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)由學校(xiao)(xiao)(xiao)全(quan)部(bu)(bu)(bu)轉交提(ti)供(gong)服(fu)務的(de)(de)單(dan)位,不(bu)得計入(ru)(ru)(ru)(ru)學校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)。學校(xiao)(xiao)(xiao)要將(jiang)教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)支(zhi)(zhi)全(quan)部(bu)(bu)(bu)納(na)(na)入(ru)(ru)(ru)(ru)部(bu)(bu)(bu)門預(yu)(yu)算(suan)管(guan)(guan)理(li)(li),加大資金(jin)統(tong)籌力度;教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)安(an)排(pai)的(de)(de)相關(guan)支(zhi)(zhi)出按規(gui)(gui)定(ding)納(na)(na)入(ru)(ru)(ru)(ru)項目庫規(gui)(gui)范管(guan)(guan)理(li)(li)。結合教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)等其他收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)情況,統(tong)籌安(an)排(pai)財政(zheng)(zheng)撥款預(yu)(yu)算(suan),更好發(fa)揮(hui)財政(zheng)(zheng)資金(jin)使用效益。各地不(bu)得將(jiang)學校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)用于平衡預(yu)(yu)算(suan),不(bu)得以任何形式擠(ji)占、截留、平調、挪用學校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)資金(jin)。民(min)辦(ban)學校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)應(ying)(ying)全(quan)部(bu)(bu)(bu)繳(jiao)入(ru)(ru)(ru)(ru)經教(jiao)(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)部(bu)(bu)(bu)門備案的(de)(de)學校(xiao)(xiao)(xiao)銀(yin)行賬戶(hu),統(tong)一管(guan)(guan)理(li)(li),主要用于教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學活動、改善辦(ban)學條(tiao)件和保障教(jiao)(jiao)(jiao)職(zhi)工待遇并(bing)依據(ju)有關(guan)法(fa)律法(fa)規(gui)(gui)提(ti)取發(fa)展基金(jin)。學校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)取行政(zheng)(zheng)事(shi)業性(xing)(xing)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)時(shi)要按照財務隸(li)屬關(guan)系使用財政(zheng)(zheng)部(bu)(bu)(bu)門印(監)制的(de)(de)財政(zheng)(zheng)票據(ju),在(zai)收(shou)(shou)(shou)(shou)取服(fu)務性(xing)(xing)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)時(shi)應(ying)(ying)使用相應(ying)(ying)的(de)(de)稅務發(fa)票,代收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)(fei)時(shi)應(ying)(ying)使用資金(jin)往來結算(suan)票據(ju)。
四、加強(qiang)教(jiao)育收費治理
(十(shi)四)落(luo)實(shi)教(jiao)育收(shou)(shou)費(fei)(fei)(fei)監(jian)管責(ze)任。教(jiao)育收(shou)(shou)費(fei)(fei)(fei)堅持“誰(shui)審批、誰(shui)負責(ze)”的(de)原則。治(zhi)理教(jiao)育亂收(shou)(shou)費(fei)(fei)(fei)聯(lian)席會議成員單位按照各自職責(ze),將教(jiao)育收(shou)(shou)費(fei)(fei)(fei)納入(ru)目(mu)(mu)錄管理,適時(shi)動態調(diao)整并及時(shi)向社會公布(bu),依(yi)法(fa)對相關收(shou)(shou)費(fei)(fei)(fei)項目(mu)(mu)和收(shou)(shou)費(fei)(fei)(fei)標準(zhun)(zhun)的(de)執行情況實(shi)施(shi)監(jian)督;加強(qiang)教(jiao)育收(shou)(shou)費(fei)(fei)(fei)成本(ben)調(diao)查,建(jian)立(li)健全收(shou)(shou)費(fei)(fei)(fei)標準(zhun)(zhun)動態調(diao)整機制;加強(qiang)教(jiao)育領域的(de)收(shou)(shou)費(fei)(fei)(fei)監(jian)督檢查,依(yi)法(fa)查處違法(fa)違規收(shou)(shou)費(fei)(fei)(fei)行為(wei);加強(qiang)教(jiao)材、教(jiao)輔材料(liao)價格(ge)(ge)管理;指導各級各類學(xue)(xue)校落(luo)實(shi)教(jiao)育收(shou)(shou)費(fei)(fei)(fei)政策(ce),規范(fan)收(shou)(shou)費(fei)(fei)(fei)行為(wei)。各級各類學(xue)(xue)校要嚴(yan)格(ge)(ge)執行規定(ding)的(de)收(shou)(shou)費(fei)(fei)(fei)范(fan)圍、收(shou)(shou)費(fei)(fei)(fei)項目(mu)(mu)、收(shou)(shou)費(fei)(fei)(fei)標準(zhun)(zhun)和收(shou)(shou)費(fei)(fei)(fei)方式(shi),建(jian)立(li)健全學(xue)(xue)校收(shou)(shou)費(fei)(fei)(fei)管理制度。
(十五)完善教(jiao)(jiao)(jiao)育收(shou)費(fei)治(zhi)(zhi)理(li)工作機(ji)制(zhi)。各地要(yao)(yao)高度重(zhong)視教(jiao)(jiao)(jiao)育收(shou)費(fei)管(guan)理(li)工作,建立(li)健全領導體制(zhi)和工作機(ji)制(zhi),堅(jian)持系統(tong)推進(jin)(jin)教(jiao)(jiao)(jiao)育收(shou)費(fei)管(guan)理(li)工作。各地治(zhi)(zhi)理(li)教(jiao)(jiao)(jiao)育亂收(shou)費(fei)聯席會議成(cheng)員單位(wei)要(yao)(yao)統(tong)籌協(xie)調,完善定期會商、信息(xi)發布機(ji)制(zhi),形成(cheng)責任明確、協(xie)作聯動、互相促進(jin)(jin)的(de)收(shou)費(fei)管(guan)理(li)工作格局,加強重(zhong)點(dian)領域教(jiao)(jiao)(jiao)育收(shou)費(fei)治(zhi)(zhi)理(li)。要(yao)(yao)把教(jiao)(jiao)(jiao)育收(shou)費(fei)管(guan)理(li)納(na)入教(jiao)(jiao)(jiao)育督導范(fan)圍(wei)。探索(suo)建立(li)學(xue)校收(shou)費(fei)專項(xiang)審計制(zhi)度,重(zhong)點(dian)加強對非(fei)營(ying)(ying)利性民辦(ban)(ban)(ban)(ban)(ban)(ban)學(xue)校的(de)審計,嚴禁非(fei)營(ying)(ying)利性民辦(ban)(ban)(ban)(ban)(ban)(ban)學(xue)校舉辦(ban)(ban)(ban)(ban)(ban)(ban)者(zhe)和非(fei)營(ying)(ying)利性中外合作辦(ban)(ban)(ban)(ban)(ban)(ban)學(xue)者(zhe)通過(guo)各種方(fang)式從學(xue)費(fei)收(shou)入等(deng)辦(ban)(ban)(ban)(ban)(ban)(ban)學(xue)收(shou)益(yi)中取得收(shou)益(yi)、分(fen)配辦(ban)(ban)(ban)(ban)(ban)(ban)學(xue)結余(剩(sheng)余財產(chan))或(huo)通過(guo)關(guan)聯交易、關(guan)聯方(fang)轉移(yi)辦(ban)(ban)(ban)(ban)(ban)(ban)學(xue)收(shou)益(yi)等(deng)行為(wei)。
(十六(liu))加大(da)違(wei)(wei)規(gui)(gui)(gui)收(shou)(shou)費(fei)(fei)行為(wei)的(de)查(cha)(cha)處力度(du)。各地要(yao)加強對(dui)教(jiao)(jiao)育收(shou)(shou)費(fei)(fei)的(de)日(ri)常監督(du)和定期(qi)檢查(cha)(cha),建立完善教(jiao)(jiao)育收(shou)(shou)費(fei)(fei)風(feng)險預警、信訪受理(li)、督(du)查(cha)(cha)督(du)辦、公開通報及約談機(ji)制,對(dui)發(fa)現的(de)違(wei)(wei)規(gui)(gui)(gui)收(shou)(shou)費(fei)(fei)問題要(yao)嚴(yan)肅處理(li)。建立健全問責(ze)機(ji)制,對(dui)收(shou)(shou)費(fei)(fei)管理(li)主體責(ze)任不落實、措施不到(dao)位,損壞群(qun)眾切(qie)身利益,造成惡(e)(e)劣(lie)社會影響的(de)單(dan)位和相關(guan)責(ze)任人要(yao)嚴(yan)肅問責(ze)。對(dui)民(min)辦學校違(wei)(wei)規(gui)(gui)(gui)亂收(shou)(shou)費(fei)(fei)造成惡(e)(e)劣(lie)影響的(de),依(yi)法依(yi)規(gui)(gui)(gui)扣減(jian)招生計劃、財(cai)政(zheng)扶持資(zi)金(jin)等,直至撤銷、吊銷辦學許(xu)可證。
(十七(qi))加強教(jiao)育收(shou)(shou)(shou)費治理(li)基(ji)礎(chu)能力(li)建設。貫徹落實《全(quan)國教(jiao)育系統財務管理(li)干部培訓實施方(fang)案》,組(zu)織開展教(jiao)育收(shou)(shou)(shou)費管理(li)培訓,提高(gao)教(jiao)育收(shou)(shou)(shou)費治理(li)能力(li)和水平(ping)。各地要充分利(li)用現代信息技術,探索建立教(jiao)育收(shou)(shou)(shou)費年度統計(ji)報(bao)告制度,加強教(jiao)育收(shou)(shou)(shou)費管理(li),進一(yi)步(bu)強化服務意(yi)識,提高(gao)服務能力(li)和水平(ping)。
各級科(ke)研院所、黨校(xiao)等(deng)教育收費管理參照本(ben)意(yi)見執行,各級教育部門所屬事業單位收費管理政策另(ling)行制(zhi)定。
