各地要充分認識(shi)到,進(jin)(jin)一步(bu)加強和(he)規(gui)范教(jiao)(jiao)育(yu)(yu)(yu)收(shou)費(fei)(fei)管理(li)(li)(li)(li)是鞏固完(wan)善以政(zheng)(zheng)府(fu)投入(ru)為主(zhu)、多渠道籌集(ji)教(jiao)(jiao)育(yu)(yu)(yu)經費(fei)(fei)的(de)體(ti)(ti)制和(he)非義務教(jiao)(jiao)育(yu)(yu)(yu)培養(yang)成本分擔機制的(de)重要內容,是各級治理(li)(li)(li)(li)教(jiao)(jiao)育(yu)(yu)(yu)亂收(shou)費(fei)(fei)聯席會(hui)議辦(ban)公(gong)室的(de)一項(xiang)重要職責,是加快推(tui)進(jin)(jin)教(jiao)(jiao)育(yu)(yu)(yu)財務治理(li)(li)(li)(li)體(ti)(ti)系(xi)和(he)治理(li)(li)(li)(li)能力現代化的(de)重要舉措。要按照規(gui)定的(de)管理(li)(li)(li)(li)權限全面落(luo)實教(jiao)(jiao)育(yu)(yu)(yu)收(shou)費(fei)(fei)管理(li)(li)(li)(li)主(zhu)體(ti)(ti)責任,正確處理(li)(li)(li)(li)好政(zheng)(zheng)府(fu)與(yu)社會(hui)、受(shou)教(jiao)(jiao)育(yu)(yu)(yu)者(zhe)的(de)關(guan)(guan)系(xi),正確處理(li)(li)(li)(li)好教(jiao)(jiao)育(yu)(yu)(yu)收(shou)費(fei)(fei)與(yu)財政(zheng)(zheng)撥款、學生資助的(de)關(guan)(guan)系(xi),正確處理(li)(li)(li)(li)好簡政(zheng)(zheng)放權和(he)放管結合、優化服務的(de)關(guan)(guan)系(xi),進(jin)(jin)一步(bu)完(wan)善教(jiao)(jiao)育(yu)(yu)(yu)收(shou)費(fei)(fei)政(zheng)(zheng)策體(ti)(ti)系(xi)、制度體(ti)(ti)系(xi)、監管體(ti)(ti)系(xi),提升(sheng)教(jiao)(jiao)育(yu)(yu)(yu)收(shou)費(fei)(fei)治理(li)(li)(li)(li)能力。
各地出臺(tai)(tai)教(jiao)育(yu)收費政策(ce),要(yao)綜合考慮經濟社會(hui)發展水平、教(jiao)育(yu)培養(yang)成本和群眾承受(shou)能力(li)等因素,認真履行成本調查(或成本監(jian)審,下同)、決策(ce)聽證(zheng)、公(gong)開公(gong)示等有(you)關法定程(cheng)序(xu),把握好政策(ce)出臺(tai)(tai)的(de)時機和節(jie)奏,確保平穩有(you)序(xu)推進各項工作。各省(sheng)教(jiao)育(yu)收費政策(ce)出臺(tai)(tai)及執行情況,要(yao)及時報(bao)告全國(guo)治理教(jiao)育(yu)亂收費聯席會(hui)議辦公(gong)室。
各(ge)地要調(diao)整完善各(ge)級治理(li)教育(yu)亂收(shou)費聯席會議制度(du),健全工作(zuo)機(ji)制,認(ren)真履行(xing)職(zhi)責,加大治理(li)力度(du),嚴肅(su)查(cha)處(chu)損害群眾(zhong)利(li)益的教育(yu)亂收(shou)費行(xing)為。

關于進一步加強和規范教育收費管理的意見
黨中央、國務院歷(li)來高度(du)重視教(jiao)育(yu)(yu)收(shou)費管理(li)工作,自全國治(zhi)理(li)教(jiao)育(yu)(yu)亂收(shou)費部際聯席會議制(zhi)度(du)建立以來,在各有(you)關(guan)部門、地方各級政府的共(gong)同努力下,教(jiao)育(yu)(yu)收(shou)費水平(ping)保持了(le)基本穩定(ding),教(jiao)育(yu)(yu)亂收(shou)費現象(xiang)得到了(le)有(you)效(xiao)(xiao)遏(e)制(zhi)。但隨著(zhu)經(jing)濟社(she)會的發展(zhan),教(jiao)育(yu)(yu)收(shou)費管理(li)工作在體制(zhi)機制(zhi)、政策(ce)執(zhi)行、監(jian)督管理(li)等方面仍(reng)然存在一(yi)些問題,與教(jiao)育(yu)(yu)改(gai)革發展(zhan)的需要和人民群眾(zhong)的期待仍(reng)然存在一(yi)定(ding)差距。為(wei)貫徹落(luo)實《中國教(jiao)育(yu)(yu)現代化(hua)2035》《國務院辦公廳關(guan)于進(jin)一(yi)步調(diao)整優化(hua)結構 提高教(jiao)育(yu)(yu)經(jing)費使用(yong)效(xiao)(xiao)益的意見(jian)》等文件精神,進(jin)一(yi)步加強(qiang)和規范教(jiao)育(yu)(yu)收(shou)費管理(li),現提出以下意見(jian)。
一、總體要求
(一)指導思想
以(yi)習(xi)近平新時代中(zhong)國特色社會(hui)主義(yi)思想(xiang)為指(zhi)導,全(quan)(quan)面貫(guan)徹落實黨的十(shi)九(jiu)大和(he)十(shi)九(jiu)屆二中(zhong)、三中(zhong)、四中(zhong)全(quan)(quan)會(hui)精(jing)神(shen),深入(ru)貫(guan)徹落實全(quan)(quan)國教(jiao)育(yu)(yu)大會(hui)精(jing)神(shen),始終堅持把(ba)教(jiao)育(yu)(yu)事業擺在優(you)先位(wei)置,主動適應教(jiao)育(yu)(yu)、財稅、價格等領(ling)域改革新要求(qiu),鞏(gong)固(gu)完善以(yi)政(zheng)府投入(ru)為主、多渠道籌(chou)集教(jiao)育(yu)(yu)經(jing)費體制(zhi),逐(zhu)步完善各(ge)級各(ge)類教(jiao)育(yu)(yu)投入(ru)機(ji)制(zhi)和(he)非義(yi)務教(jiao)育(yu)(yu)培(pei)養成(cheng)本(ben)分(fen)擔機(ji)制(zhi),建(jian)立(li)健(jian)全(quan)(quan)教(jiao)育(yu)(yu)收(shou)(shou)費政(zheng)策體系(xi)、制(zhi)度體系(xi)、監管體系(xi),提(ti)升教(jiao)育(yu)(yu)收(shou)(shou)費治理能力,持續鞏(gong)固(gu)教(jiao)育(yu)(yu)亂(luan)收(shou)(shou)費治理成(cheng)果,促進教(jiao)育(yu)(yu)公平而有質量的發展(zhan)。
(二)基本原則
——堅(jian)持公益(yi)屬性(xing)、分類管理(li)。堅(jian)持教(jiao)育(yu)的(de)公益(yi)性(xing),充分發揮政府(fu)對教(jiao)育(yu)事業的(de)主導(dao)作(zuo)用(yong)。區(qu)分義務教(jiao)育(yu)和非義務教(jiao)育(yu)的(de)不(bu)同(tong)階(jie)段,區(qu)分非營(ying)利性(xing)和營(ying)利性(xing)民(min)辦(ban)教(jiao)育(yu)的(de)不(bu)同(tong)屬性(xing),正確處理(li)政府(fu)與社會(hui)、受教(jiao)育(yu)者(zhe)之間的(de)關系,合理(li)分擔教(jiao)育(yu)培(pei)養成本。
——堅持(chi)分級(ji)審批(pi)、屬地(di)(di)管(guan)理(li)(li)。教(jiao)育領域行(xing)政(zheng)事業性(xing)收費項目、標(biao)準實行(xing)中央和省(sheng)兩(liang)級(ji)審批(pi),中央部門所屬學(xue)校收費標(biao)準實行(xing)屬地(di)(di)管(guan)理(li)(li)。各省(sheng)、自治區(qu)、直轄(xia)市(以下簡(jian)稱各省(sheng))按(an)照規定的管(guan)理(li)(li)權(quan)限,科(ke)學(xue)制定收費政(zheng)策,加強收費項目管(guan)理(li)(li),合理(li)(li)確定收費標(biao)準,全(quan)面落(luo)實教(jiao)育收費管(guan)理(li)(li)主體責任。
——堅持問題導向、改革(ge)創新。不斷健(jian)全教育收(shou)(shou)費管(guan)理(li)體制,完善教育收(shou)(shou)費政(zheng)策,加強(qiang)重點領(ling)域、重點單位的(de)收(shou)(shou)費治理(li),著(zhu)力解決與(yu)教育改革(ge)發展不相適應的(de)收(shou)(shou)費體制機制問題,著(zhu)力解決群眾反映強(qiang)烈的(de)收(shou)(shou)費問題。全面依(yi)法(fa)(fa)治教,堅持依(yi)法(fa)(fa)行政(zheng)、依(yi)法(fa)(fa)理(li)財,強(qiang)化事中事后監(jian)(jian)管(guan),將日常監(jian)(jian)督(du)與(yu)專項監(jian)(jian)督(du)相結(jie)合,創新收(shou)(shou)費監(jian)(jian)管(guan)方式。
二、完(wan)善教育收費政策
(三(san))堅(jian)持(chi)實(shi)施九年(nian)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)制度。義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)全(quan)面納入(ru)財政(zheng)保(bao)障范圍,公辦(ban)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校不收(shou)(shou)取(qu)學(xue)(xue)費、雜費。各地(di)要嚴(yan)格執行(xing)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)法,鞏固(gu)完(wan)善城鄉義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)經費保(bao)障機(ji)制,堅(jian)持(chi)實(shi)行(xing)九年(nian)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)制度,嚴(yan)禁(jin)(jin)隨意擴大免(mian)費教(jiao)育(yu)(yu)(yu)(yu)(yu)政(zheng)策(ce)實(shi)施范圍。對(dui)(dui)民辦(ban)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校學(xue)(xue)生(sheng)免(mian)除(chu)(chu)學(xue)(xue)雜費標準(zhun)(zhun)按(an)照生(sheng)均公用經費基準(zhun)(zhun)定(ding)(ding)(ding)額(e)執行(xing);對(dui)(dui)生(sheng)均教(jiao)育(yu)(yu)(yu)(yu)(yu)培養(yang)成本不足部分,應嚴(yan)格落實(shi)非營利性法定(ding)(ding)(ding)要求,合理確定(ding)(ding)(ding)收(shou)(shou)費標準(zhun)(zhun)。嚴(yan)禁(jin)(jin)收(shou)(shou)取(qu)與招生(sheng)入(ru)學(xue)(xue)掛鉤的捐資(zi)助學(xue)(xue)款(kuan)。按(an)照國家有關(guan)規定(ding)(ding)(ding)招收(shou)(shou)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)階段學(xue)(xue)生(sheng)進(jin)行(xing)文(wen)藝、體育(yu)(yu)(yu)(yu)(yu)等專業訓練的學(xue)(xue)校或其他社(she)會組織,收(shou)(shou)取(qu)的學(xue)(xue)雜費不應包括學(xue)(xue)生(sheng)完(wan)成九年(nian)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)課程(cheng)按(an)規定(ding)(ding)(ding)免(mian)除(chu)(chu)的學(xue)(xue)雜費。
(四)堅持實(shi)(shi)施非(fei)義(yi)務教(jiao)(jiao)(jiao)育培(pei)養(yang)(yang)成(cheng)(cheng)本(ben)(ben)分擔機制。非(fei)義(yi)務教(jiao)(jiao)(jiao)育實(shi)(shi)行(xing)以政(zheng)(zheng)府投(tou)入(ru)為主、受教(jiao)(jiao)(jiao)育者合(he)理分擔、其他多種渠道籌措經費(fei)的(de)投(tou)入(ru)機制。各(ge)省(sheng)(sheng)應根據辦(ban)學(xue)成(cheng)(cheng)本(ben)(ben)、經濟(ji)(ji)發展水平和財力(li)狀況,落實(shi)(shi)并動(dong)態(tai)調整公(gong)辦(ban)幼(you)兒(er)園、普(pu)(pu)通高(gao)中、中等(deng)職業學(xue)校、高(gao)職院校、普(pu)(pu)通本(ben)(ben)科院校生(sheng)均(jun)財政(zheng)(zheng)撥款標準或生(sheng)均(jun)公(gong)用(yong)經費(fei)標準。學(xue)校(包括幼(you)兒(er)園,下同)按照年(nian)生(sheng)均(jun)教(jiao)(jiao)(jiao)育培(pei)養(yang)(yang)成(cheng)(cheng)本(ben)(ben)的(de)一(yi)定比例(li)向(xiang)受教(jiao)(jiao)(jiao)育者收(shou)取學(xue)費(fei)(保育教(jiao)(jiao)(jiao)育費(fei)),綜合(he)考慮(lv)實(shi)(shi)際成(cheng)(cheng)本(ben)(ben)(扣除財政(zheng)(zheng)撥款)等(deng)向(xiang)住宿(su)生(sheng)收(shou)取住宿(su)費(fei),家(jia)庭經濟(ji)(ji)困難學(xue)生(sheng)按照國家(jia)有關(guan)規定享受減免政(zheng)(zheng)策。各(ge)省(sheng)(sheng)應結(jie)合(he)本(ben)(ben)地實(shi)(shi)際,合(he)理確(que)(que)定公(gong)辦(ban)幼(you)兒(er)園、普(pu)(pu)通高(gao)中、中等(deng)職業學(xue)校學(xue)費(fei)(保育教(jiao)(jiao)(jiao)育費(fei))占年(nian)生(sheng)均(jun)教(jiao)(jiao)(jiao)育培(pei)養(yang)(yang)成(cheng)(cheng)本(ben)(ben)的(de)比例(li)。現(xian)階段,公(gong)辦(ban)高(gao)等(deng)學(xue)校學(xue)費(fei)占年(nian)生(sheng)均(jun)教(jiao)(jiao)(jiao)育培(pei)養(yang)(yang)成(cheng)(cheng)本(ben)(ben)的(de)比例(li)最高(gao)不得超過25%,各(ge)地應根據經濟(ji)(ji)社(she)會(hui)發展水平、培(pei)養(yang)(yang)成(cheng)(cheng)本(ben)(ben)和群眾承(cheng)受能力(li)等(deng)合(he)理確(que)(que)定。
軍(jun)隊舉辦的幼兒園(yuan)(yuan)招收地方人員子(zi)女,享受當地人民政府補助(zhu)的,應按照(zhao)公辦幼兒園(yuan)(yuan)有(you)關規(gui)定(ding)(ding)收費(fei)(fei);未享受補助(zhu)的,由軍(jun)隊依據國家有(you)關政策(ce)具體制(zhi)(zhi)定(ding)(ding),合理確定(ding)(ding)收費(fei)(fei)標準。中外(wai)合作(zuo)辦學和非全日制(zhi)(zhi)研究生教育收費(fei)(fei)政策(ce),由各省制(zhi)(zhi)定(ding)(ding)。
(五)堅(jian)持實(shi)施民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)教育收(shou)(shou)費分類管(guan)理(li)。按照(zhao)民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)教育促進法(fa)有關(guan)(guan)規定,非(fei)營利性(xing)(xing)(xing)民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)學(xue)校收(shou)(shou)費的具體(ti)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)法(fa),由(you)省級人民(min)政(zheng)(zheng)(zheng)府制定;營利性(xing)(xing)(xing)民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)學(xue)校的收(shou)(shou)費標(biao)準(zhun),實(shi)行市場調節,由(you)學(xue)校自主決(jue)定。普惠(hui)性(xing)(xing)(xing)民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)幼(you)兒(er)園(yuan)收(shou)(shou)費標(biao)準(zhun)根據各省級人民(min)政(zheng)(zheng)(zheng)府出臺(tai)的普惠(hui)性(xing)(xing)(xing)民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)幼(you)兒(er)園(yuan)認(ren)定管(guan)理(li)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)法(fa),統籌考慮(lv)公辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)幼(you)兒(er)園(yuan)和普惠(hui)性(xing)(xing)(xing)民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)幼(you)兒(er)園(yuan)收(shou)(shou)費水(shui)平(ping)(ping),結合經(jing)濟(ji)發展水(shui)平(ping)(ping)、群眾承受(shou)能力(li)、辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)園(yuan)成本(ben)和財政(zheng)(zheng)(zheng)補助(zhu)水(shui)平(ping)(ping)等(deng)因(yin)素合理(li)確(que)定。各地要(yao)加快(kuai)制定并落(luo)實(shi)普惠(hui)性(xing)(xing)(xing)民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)幼(you)兒(er)園(yuan)財政(zheng)(zheng)(zheng)補助(zhu)標(biao)準(zhun),落(luo)實(shi)義(yi)務(wu)教育階段民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)學(xue)校生均公用經(jing)費補助(zhu),加強(qiang)收(shou)(shou)費標(biao)準(zhun)調控(kong),堅(jian)決(jue)防止過高收(shou)(shou)費。2016年11月7日以(yi)前設(she)立的民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)學(xue)校,在未完成分類登(deng)記(ji)相關(guan)(guan)程序前收(shou)(shou)費政(zheng)(zheng)(zheng)策(ce)按非(fei)營利性(xing)(xing)(xing)民(min)辦(ban)(ban)(ban)(ban)(ban)(ban)(ban)學(xue)校管(guan)理(li)。
(六)完善學(xue)(xue)(xue)校(xiao)(xiao)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)性收(shou)費(fei)(fei)(fei)(fei)和代(dai)(dai)收(shou)費(fei)(fei)(fei)(fei)等政(zheng)策(ce)。學(xue)(xue)(xue)校(xiao)(xiao)在(zai)完成(cheng)正常(chang)的(de)(de)保育、教(jiao)育教(jiao)學(xue)(xue)(xue)任務(wu)(wu)(wu)(wu)(wu)外,為在(zai)校(xiao)(xiao)學(xue)(xue)(xue)生提供(gong)學(xue)(xue)(xue)習(xi)、生活(huo)(huo)所(suo)需的(de)(de)相關(guan)便利(li)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu),以(yi)(yi)及組織開展研學(xue)(xue)(xue)旅行、課后(hou)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)、社(she)(she)會實踐等活(huo)(huo)動,對應(ying)由學(xue)(xue)(xue)生或(huo)學(xue)(xue)(xue)生家長承擔的(de)(de)部分,可(ke)根據自(zi)愿和非營利(li)原(yuan)則收(shou)取(qu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)性費(fei)(fei)(fei)(fei)用。相關(guan)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)由學(xue)(xue)(xue)校(xiao)(xiao)之外的(de)(de)機構或(huo)個人提供(gong)的(de)(de),學(xue)(xue)(xue)校(xiao)(xiao)可(ke)代(dai)(dai)收(shou)代(dai)(dai)付相關(guan)費(fei)(fei)(fei)(fei)用。學(xue)(xue)(xue)校(xiao)(xiao)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)性收(shou)費(fei)(fei)(fei)(fei)和代(dai)(dai)收(shou)費(fei)(fei)(fei)(fei)具體(ti)政(zheng)策(ce),由各省制(zhi)定(ding)(ding)。國家已明令(ling)禁止(zhi)的(de)(de)或(huo)明確規定(ding)(ding)由財(cai)政(zheng)保障的(de)(de)項目不得(de)納入服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)性收(shou)費(fei)(fei)(fei)(fei)和代(dai)(dai)收(shou)費(fei)(fei)(fei)(fei),學(xue)(xue)(xue)校(xiao)(xiao)不得(de)擅自(zi)設立服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)性收(shou)費(fei)(fei)(fei)(fei)和代(dai)(dai)收(shou)費(fei)(fei)(fei)(fei)項目,不得(de)在(zai)代(dai)(dai)收(shou)費(fei)(fei)(fei)(fei)中(zhong)獲取(qu)差價,不得(de)強制(zhi)或(huo)者暗示(shi)學(xue)(xue)(xue)生及家長購買指定(ding)(ding)的(de)(de)教(jiao)輔軟件或(huo)資(zi)料,不得(de)通(tong)過提前開學(xue)(xue)(xue)等形式或(huo)變相違規補課加收(shou)相關(guan)費(fei)(fei)(fei)(fei)用。校(xiao)(xiao)內學(xue)(xue)(xue)生宿舍和社(she)(she)會力量舉(ju)辦的(de)(de)校(xiao)(xiao)外學(xue)(xue)(xue)生公寓,均不得(de)強制(zhi)提供(gong)相關(guan)生活(huo)(huo)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)或(huo)將服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)性收(shou)費(fei)(fei)(fei)(fei)與住宿費(fei)(fei)(fei)(fei)捆綁收(shou)取(qu)。學(xue)(xue)(xue)校(xiao)(xiao)自(zi)主(zhu)經營的(de)(de)食堂向自(zi)愿就餐的(de)(de)學(xue)(xue)(xue)生收(shou)取(qu)伙(huo)食費(fei)(fei)(fei)(fei),應(ying)堅持公益性原(yuan)則,不得(de)以(yi)(yi)營利(li)為目的(de)(de)。
(七)完善在內(nei)地(di)(祖(zu)國大(da)陸(lu))學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)港澳臺(tai)僑學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)收費政策(ce)(ce)。對于在內(nei)地(di)(祖(zu)國大(da)陸(lu))學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)港澳臺(tai)地(di)區學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)以及海(hai)外華(hua)僑學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),在中小學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)和(he)幼兒園學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de),按(an)照有關規定(ding)執行(xing)與內(nei)地(di)(祖(zu)國大(da)陸(lu))學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)相同(tong)(tong)的(de)(de)收費政策(ce)(ce);錄取(qu)到內(nei)地(di)(祖(zu)國大(da)陸(lu))普通高等學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)和(he)科研院所學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de),按(an)照有關規定(ding)執行(xing)與內(nei)地(di)(祖(zu)國大(da)陸(lu))同(tong)(tong)類學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)相同(tong)(tong)的(de)(de)收費標準(zhun)。
(八(ba))完善國際(ji)(ji)學生(sheng)(sheng)收(shou)費政策(ce)。在(zai)公辦(ban)中小學、幼兒(er)園就讀的(de)國際(ji)(ji)學生(sheng)(sheng),收(shou)費政策(ce)由各省制定。外籍(ji)人員子女學校(xiao)收(shou)費政策(ce),由學校(xiao)自(zi)主制定。高等學校(xiao)接收(shou)的(de)自(zi)費來(lai)華(hua)留學生(sheng)(sheng)收(shou)費標準由學校(xiao)根據當地經濟(ji)社會發(fa)(fa)展水(shui)平和培養(yang)成本等因素合理(li)確定,避免(mian)引發(fa)(fa)惡(e)性競爭。根據我國政府與派遣國協議(yi)來(lai)華(hua)接受教育(yu)的(de)學生(sheng)(sheng),收(shou)費政策(ce)按照有(you)關規定執行。
三、健全教(jiao)育收(shou)費管理制度
(九)建(jian)立(li)(li)健全教(jiao)育收(shou)費(fei)(fei)(fei)標(biao)準(zhun)動(dong)態(tai)調(diao)(diao)整機制(zhi)(zhi)。各(ge)地應按照規定(ding)(ding)的(de)(de)(de)(de)管理(li)權限(xian)和屬地化管理(li)原則,綜合考慮經濟(ji)社會發展水(shui)平、教(jiao)育培養成(cheng)本(ben)和群眾(zhong)承受能(neng)力等因素,合理(li)確(que)定(ding)(ding)公(gong)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(保育教(jiao)育費(fei)(fei)(fei))、住宿費(fei)(fei)(fei)等收(shou)費(fei)(fei)(fei)標(biao)準(zhun),建(jian)立(li)(li)與(yu)撥(bo)款、資助(zhu)水(shui)平等相適(shi)應的(de)(de)(de)(de)收(shou)費(fei)(fei)(fei)標(biao)準(zhun)動(dong)態(tai)調(diao)(diao)整機制(zhi)(zhi)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)費(fei)(fei)(fei)政策有(you)變化的(de)(de)(de)(de),應在招生(sheng)簡章(zhang)發布前(qian)向社會公(gong)示。鼓勵(li)各(ge)地適(shi)應彈性學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)制(zhi)(zhi)下的(de)(de)(de)(de)教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)組織(zhi)模式,探索實(shi)(shi)行(xing)高(gao)等學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分(fen)制(zhi)(zhi)收(shou)費(fei)(fei)(fei)管理(li)。經批準(zhun)實(shi)(shi)行(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分(fen)制(zhi)(zhi)收(shou)費(fei)(fei)(fei)的(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)按學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分(fen)制(zhi)(zhi)培養方案正常(chang)完成(cheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)業(ye)所(suo)繳納的(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)總(zong)額(e)原則上不(bu)得(de)高(gao)于實(shi)(shi)行(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)制(zhi)(zhi)的(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)總(zong)額(e),加(jia)修(xiu)其他專業(ye)課程或(huo)重(zhong)修(xiu)課程,學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)可按所(suo)修(xiu)課程規定(ding)(ding)的(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分(fen)收(shou)費(fei)(fei)(fei)標(biao)準(zhun)收(shou)取費(fei)(fei)(fei)用。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)、住宿費(fei)(fei)(fei)的(de)(de)(de)(de)收(shou)取實(shi)(shi)行(xing)“老生(sheng)老辦(ban)法、新生(sheng)新辦(ban)法”,按照學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)或(huo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)期(qi)收(shou)取,不(bu)得(de)跨學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)(學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)期(qi))預(yu)收(shou)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)如因故(gu)休學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)、退(tui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)、提(ti)前(qian)結束(shu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)業(ye)或(huo)經批準(zhun)轉學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應根據實(shi)(shi)際學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習時間合理(li)確(que)定(ding)(ding)退(tui)費(fei)(fei)(fei)額(e)度。各(ge)地要(yao)全面落實(shi)(shi)國家各(ge)項資助(zhu)政策,幫助(zhu)家庭(ting)經濟(ji)困難學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)解決實(shi)(shi)際問題,不(bu)得(de)因學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)標(biao)準(zhun)調(diao)(diao)整影響學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)的(de)(de)(de)(de)正常(chang)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習和生(sheng)活。
(十)加強教(jiao)育(yu)(yu)培(pei)養(yang)成(cheng)本(ben)(ben)調(diao)查(cha)(cha)。適時修訂完善《高等(deng)學校(xiao)(xiao)教(jiao)育(yu)(yu)培(pei)養(yang)成(cheng)本(ben)(ben)監審(shen)辦(ban)法(fa)(試行)》,組織做好高等(deng)學校(xiao)(xiao)年生(sheng)均(jun)教(jiao)育(yu)(yu)培(pei)養(yang)成(cheng)本(ben)(ben)監審(shen)工作。各省(sheng)按照定(ding)價(jia)權限根據價(jia)格法(fa)、《政府制(zhi)定(ding)價(jia)格成(cheng)本(ben)(ben)監審(shen)辦(ban)法(fa)》等(deng),結合本(ben)(ben)地實際,主動開展幼(you)兒園、普(pu)通高中、中等(deng)職(zhi)業學校(xiao)(xiao)教(jiao)育(yu)(yu)培(pei)養(yang)成(cheng)本(ben)(ben)調(diao)查(cha)(cha)工作,規范教(jiao)育(yu)(yu)培(pei)養(yang)成(cheng)本(ben)(ben)調(diao)查(cha)(cha)行為。各級各類學校(xiao)(xiao)應當加強成(cheng)本(ben)(ben)核(he)算,完整準確記錄并核(he)算教(jiao)育(yu)(yu)培(pei)養(yang)成(cheng)本(ben)(ben)。
(十一(yi))規范(fan)教育(yu)收(shou)費(fei)決策(ce)聽(ting)(ting)證制(zhi)度。各地要嚴格按照國家規定(ding)(ding)的(de)(de)權限和程序制(zhi)定(ding)(ding)或(huo)(huo)調整(zheng)政(zheng)府舉辦(ban)的(de)(de)各級各類(lei)學校學費(fei)等收(shou)費(fei)標(biao)(biao)準(zhun),納入定(ding)(ding)價(jia)聽(ting)(ting)證目錄并實(shi)行聽(ting)(ting)證,充分征(zheng)求社會有(you)關方面意見,確(que)保教育(yu)收(shou)費(fei)決策(ce)的(de)(de)民主(zhu)性、科(ke)學性和透明(ming)度。降(jiang)低教育(yu)收(shou)費(fei)標(biao)(biao)準(zhun),或(huo)(huo)教育(yu)收(shou)費(fei)標(biao)(biao)準(zhun)調整(zheng)涉及(ji)面較小的(de)(de),聽(ting)(ting)證會可(ke)采(cai)取簡易程序。制(zhi)定(ding)(ding)其他的(de)(de)教育(yu)收(shou)費(fei)標(biao)(biao)準(zhun),認為有(you)必要的(de)(de),也可(ke)以(yi)實(shi)行聽(ting)(ting)證。
(十二)嚴格(ge)執(zhi)行教(jiao)(jiao)育(yu)收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)公(gong)(gong)示(shi)(shi)制(zhi)度(du)(du)。各(ge)地要嚴格(ge)執(zhi)行教(jiao)(jiao)育(yu)收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)公(gong)(gong)示(shi)(shi)制(zhi)度(du)(du),未(wei)經公(gong)(gong)示(shi)(shi)不(bu)得(de)收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)。各(ge)級(ji)各(ge)類(lei)學(xue)(xue)校(xiao)應建立健全規范(fan)化的收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)公(gong)(gong)示(shi)(shi)動(dong)態管理制(zhi)度(du)(du),主動(dong)接受社會監(jian)督。應將收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)項(xiang)目(mu)和(he)(he)標準在校(xiao)內(nei)醒目(mu)位置向學(xue)(xue)生(sheng)公(gong)(gong)示(shi)(shi),在招生(sheng)簡章(zhang)和(he)(he)入學(xue)(xue)通(tong)知(zhi)書中注明。義務教(jiao)(jiao)育(yu)階段民辦學(xue)(xue)校(xiao)收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)標準應和(he)(he)學(xue)(xue)校(xiao)獲得(de)的生(sheng)均公(gong)(gong)用經費(fei)(fei)(fei)(fei)(fei)(fei)補助一(yi)并(bing)公(gong)(gong)示(shi)(shi)。對按規定(ding)應當公(gong)(gong)示(shi)(shi)而未(wei)公(gong)(gong)示(shi)(shi)的收(shou)費(fei)(fei)(fei)(fei)(fei)(fei),或公(gong)(gong)示(shi)(shi)內(nei)容與規定(ding)政策不(bu)符(fu)的收(shou)費(fei)(fei)(fei)(fei)(fei)(fei),學(xue)(xue)生(sheng)有權拒絕(jue)繳納。收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)政策變動(dong)時,學(xue)(xue)校(xiao)要及時更新公(gong)(gong)示(shi)(shi)內(nei)容,確保(bao)公(gong)(gong)示(shi)(shi)內(nei)容合法(fa)、有效。各(ge)地要嚴格(ge)執(zhi)行教(jiao)(jiao)育(yu)收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)等行政事業性收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)目(mu)錄清單,不(bu)得(de)擅自(zi)增(zeng)加(jia)收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)項(xiang)目(mu)、擴大(da)收(shou)費(fei)(fei)(fei)(fei)(fei)(fei)范(fan)圍。
(十三)加強教(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)支(zhi)管(guan)(guan)理。公辦普通高(gao)中和中等職(zhi)業學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)(fei)、住宿費(fei)(fei)(fei)(fei)(fei)(fei),公辦高(gao)等學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)(fei)、住宿費(fei)(fei)(fei)(fei)(fei)(fei)、委托(tuo)培(pei)養費(fei)(fei)(fei)(fei)(fei)(fei)、函(han)大(da)電大(da)夜大(da)及短期培(pei)訓費(fei)(fei)(fei)(fei)(fei)(fei)等收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru),作為事業收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru),按照“收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)支(zhi)兩條線”要(yao)(yao)求(qiu),納入(ru)(ru)(ru)財(cai)(cai)政(zheng)(zheng)專(zhuan)戶管(guan)(guan)理。公辦幼(you)兒(er)園收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)管(guan)(guan)理按現行規定(ding)(ding)執行。服(fu)務(wu)性(xing)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)由學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)按規定(ding)(ding)列支(zhi);代(dai)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)由學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)全部轉(zhuan)交提(ti)供服(fu)務(wu)的(de)(de)單(dan)位,不得(de)計入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)要(yao)(yao)將(jiang)教(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)支(zhi)全部納入(ru)(ru)(ru)部門預算管(guan)(guan)理,加大(da)資(zi)金統籌(chou)力度;教(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)安排的(de)(de)相關支(zhi)出按規定(ding)(ding)納入(ru)(ru)(ru)項目庫規范(fan)管(guan)(guan)理。結(jie)(jie)合教(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)等其他(ta)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)情況,統籌(chou)安排財(cai)(cai)政(zheng)(zheng)撥款(kuan)預算,更好發揮財(cai)(cai)政(zheng)(zheng)資(zi)金使用效益(yi)。各(ge)地不得(de)將(jiang)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)用于平衡預算,不得(de)以任何形式擠占、截留、平調(diao)、挪用學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)資(zi)金。民辦學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)應全部繳入(ru)(ru)(ru)經教(jiao)育(yu)行政(zheng)(zheng)部門備案的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)銀行賬戶,統一管(guan)(guan)理,主要(yao)(yao)用于教(jiao)育(yu)教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)活動、改善辦學(xue)(xue)(xue)(xue)(xue)(xue)條件和保障(zhang)教(jiao)職(zhi)工待遇并(bing)依據有關法律法規提(ti)取(qu)發展基金。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)取(qu)行政(zheng)(zheng)事業性(xing)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)時(shi)要(yao)(yao)按照財(cai)(cai)務(wu)隸屬關系使用財(cai)(cai)政(zheng)(zheng)部門印(監)制的(de)(de)財(cai)(cai)政(zheng)(zheng)票據,在(zai)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)取(qu)服(fu)務(wu)性(xing)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)時(shi)應使用相應的(de)(de)稅務(wu)發票,代(dai)收(shou)(shou)(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)時(shi)應使用資(zi)金往來結(jie)(jie)算票據。
四、加強教育收費治(zhi)理
(十四)落(luo)實(shi)教(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)監管責(ze)任(ren)。教(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)堅持“誰審批、誰負責(ze)”的(de)原(yuan)則(ze)。治理(li)(li)教(jiao)育亂收(shou)(shou)(shou)(shou)(shou)費(fei)聯席(xi)會(hui)議成(cheng)員單位按照各(ge)自職責(ze),將教(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)納入目錄管理(li)(li),適(shi)時動態調(diao)整并及(ji)時向社會(hui)公布,依(yi)法(fa)對相關收(shou)(shou)(shou)(shou)(shou)費(fei)項目和(he)收(shou)(shou)(shou)(shou)(shou)費(fei)標(biao)(biao)準(zhun)(zhun)的(de)執(zhi)行(xing)情況(kuang)實(shi)施(shi)監督;加(jia)強教(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)成(cheng)本調(diao)查,建(jian)立健全收(shou)(shou)(shou)(shou)(shou)費(fei)標(biao)(biao)準(zhun)(zhun)動態調(diao)整機制;加(jia)強教(jiao)育領(ling)域的(de)收(shou)(shou)(shou)(shou)(shou)費(fei)監督檢查,依(yi)法(fa)查處違法(fa)違規收(shou)(shou)(shou)(shou)(shou)費(fei)行(xing)為(wei);加(jia)強教(jiao)材、教(jiao)輔(fu)材料價格(ge)(ge)管理(li)(li);指導各(ge)級各(ge)類(lei)學校(xiao)落(luo)實(shi)教(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)政策,規范收(shou)(shou)(shou)(shou)(shou)費(fei)行(xing)為(wei)。各(ge)級各(ge)類(lei)學校(xiao)要嚴格(ge)(ge)執(zhi)行(xing)規定的(de)收(shou)(shou)(shou)(shou)(shou)費(fei)范圍、收(shou)(shou)(shou)(shou)(shou)費(fei)項目、收(shou)(shou)(shou)(shou)(shou)費(fei)標(biao)(biao)準(zhun)(zhun)和(he)收(shou)(shou)(shou)(shou)(shou)費(fei)方式,建(jian)立健全學校(xiao)收(shou)(shou)(shou)(shou)(shou)費(fei)管理(li)(li)制度。
(十五)完善教(jiao)(jiao)育收(shou)(shou)(shou)費治理(li)(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi)。各(ge)地要高度(du)重(zhong)視教(jiao)(jiao)育收(shou)(shou)(shou)費管(guan)理(li)(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo),建(jian)立健全領(ling)導(dao)體制(zhi)和工(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi),堅持(chi)系(xi)統推進(jin)教(jiao)(jiao)育收(shou)(shou)(shou)費管(guan)理(li)(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo)。各(ge)地治理(li)(li)(li)教(jiao)(jiao)育亂收(shou)(shou)(shou)費聯(lian)席會議(yi)成員單位要統籌協調,完善定期會商、信息發布(bu)機制(zhi),形成責(ze)任(ren)明確、協作(zuo)(zuo)(zuo)聯(lian)動(dong)、互相(xiang)促(cu)進(jin)的收(shou)(shou)(shou)費管(guan)理(li)(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo)格(ge)局(ju),加強重(zhong)點領(ling)域教(jiao)(jiao)育收(shou)(shou)(shou)費治理(li)(li)(li)。要把教(jiao)(jiao)育收(shou)(shou)(shou)費管(guan)理(li)(li)(li)納入教(jiao)(jiao)育督導(dao)范圍。探索建(jian)立學校收(shou)(shou)(shou)費專(zhuan)項審計(ji)制(zhi)度(du),重(zhong)點加強對(dui)非營(ying)利(li)性民(min)(min)辦學校的審計(ji),嚴(yan)禁(jin)非營(ying)利(li)性民(min)(min)辦學校舉辦者和非營(ying)利(li)性中(zhong)外合作(zuo)(zuo)(zuo)辦學者通(tong)過各(ge)種方式從學費收(shou)(shou)(shou)入等辦學收(shou)(shou)(shou)益(yi)中(zhong)取得收(shou)(shou)(shou)益(yi)、分配辦學結余(yu)(剩余(yu)財產(chan))或通(tong)過關(guan)聯(lian)交易(yi)、關(guan)聯(lian)方轉移辦學收(shou)(shou)(shou)益(yi)等行為。
(十六(liu))加(jia)大違(wei)規收(shou)(shou)費(fei)行(xing)為的(de)查(cha)(cha)處力度。各地要加(jia)強(qiang)對教育收(shou)(shou)費(fei)的(de)日(ri)常監(jian)督(du)和定期檢(jian)查(cha)(cha),建(jian)立完善教育收(shou)(shou)費(fei)風險預警、信訪(fang)受理、督(du)查(cha)(cha)督(du)辦(ban)、公開通報及約(yue)談機制,對發現的(de)違(wei)規收(shou)(shou)費(fei)問(wen)題要嚴肅處理。建(jian)立健(jian)全問(wen)責機制,對收(shou)(shou)費(fei)管理主體責任(ren)不(bu)(bu)落實、措(cuo)施不(bu)(bu)到(dao)位,損壞群眾切身利益,造成惡(e)劣(lie)社會影響的(de)單(dan)位和相關責任(ren)人要嚴肅問(wen)責。對民辦(ban)學校違(wei)規亂收(shou)(shou)費(fei)造成惡(e)劣(lie)影響的(de),依(yi)法依(yi)規扣減招生計劃、財政扶持資(zi)金等,直(zhi)至撤(che)銷(xiao)、吊銷(xiao)辦(ban)學許可證。
(十(shi)七(qi))加強教育(yu)(yu)收(shou)費(fei)(fei)治理(li)(li)(li)基礎能力建設。貫徹落實《全國教育(yu)(yu)系(xi)統財務管理(li)(li)(li)干部培訓實施方案》,組織開展教育(yu)(yu)收(shou)費(fei)(fei)管理(li)(li)(li)培訓,提(ti)高(gao)教育(yu)(yu)收(shou)費(fei)(fei)治理(li)(li)(li)能力和水(shui)平(ping)。各地(di)要充分利(li)用現代信息技術,探索建立(li)教育(yu)(yu)收(shou)費(fei)(fei)年度統計報告制度,加強教育(yu)(yu)收(shou)費(fei)(fei)管理(li)(li)(li),進一步(bu)強化服務意識,提(ti)高(gao)服務能力和水(shui)平(ping)。
各級科研院所(suo)、黨校等(deng)教育收(shou)費管理參照本意(yi)見執行(xing),各級教育部門所(suo)屬事業單位收(shou)費管理政策另(ling)行(xing)制(zhi)定(ding)。
