  基層政務公開標準化規范化工作的實施意見

各(ge)地(di)級以上市人民(min)政(zheng)府(fu),各(ge)縣(市、區)人民(min)政(zheng)府(fu),省政(zheng)府(fu)各(ge)部門、各(ge)直(zhi)屬機(ji)構(gou):

  為(wei)貫徹落實《國務院辦公廳關(guan)于(yu)全(quan)面推進基層(ceng)(ceng)政(zheng)(zheng)務公開標準化規范化工作的(de)指導意(yi)見(jian)》(國辦發〔2019〕54號(hao)),切實做好我省(sheng)基層(ceng)(ceng)政(zheng)(zheng)務公開標準化規范化工作,進一(yi)步密切黨和政(zheng)(zheng)府(fu)同(tong)人(ren)民群(qun)眾(zhong)聯系,加強基層(ceng)(ceng)行政(zheng)(zheng)權力(li)(li)監(jian)督制約,提升基層(ceng)(ceng)政(zheng)(zheng)府(fu)治理能力(li)(li),經省(sheng)人(ren)民政(zheng)(zheng)府(fu)同(tong)意(yi),結合我省(sheng)實際,提出(chu)如(ru)下實施意(yi)見(jian)。

  一、總體要求

  以習近平新時代中(zhong)國特色社會主(zhu)義思想(xiang)(xiang)為指導(dao),全(quan)面(mian)貫(guan)徹(che)黨(dang)的十(shi)九大和(he)十(shi)九屆二中(zhong)、三中(zhong)、四(si)中(zhong)全(quan)會精神(shen),深(shen)入落(luo)實(shi)(shi)黨(dang)中(zhong)央、國務(wu)(wu)院有關決策(ce)部署和(he)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)信息公(gong)(gong)(gong)開(kai)條例,堅持以人民為中(zhong)心的發(fa)(fa)展思想(xiang)(xiang),堅持標(biao)準引領、需求導(dao)向、依法依規(gui)、改革創新的原(yuan)則,全(quan)面(mian)推(tui)進基層(ceng)政(zheng)(zheng)(zheng)(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)標(biao)準化規(gui)范(fan)化建設,全(quan)面(mian)落(luo)實(shi)(shi)基層(ceng)政(zheng)(zheng)(zheng)(zheng)務(wu)(wu)決策(ce)、執行(xing)、管理、服務(wu)(wu)、結果“五公(gong)(gong)(gong)開(kai)”,規(gui)范(fan)公(gong)(gong)(gong)開(kai)行(xing)為,提升公(gong)(gong)(gong)開(kai)質量(liang),加(jia)(jia)快實(shi)(shi)現基層(ceng)政(zheng)(zheng)(zheng)(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)標(biao)準化規(gui)范(fan)化全(quan)覆(fu)蓋,發(fa)(fa)揮廣(guang)東“數字政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)”優勢,推(tui)進政(zheng)(zheng)(zheng)(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)與政(zheng)(zheng)(zheng)(zheng)務(wu)(wu)服務(wu)(wu)深(shen)度(du)融合,增(zeng)(zeng)強基層(ceng)政(zheng)(zheng)(zheng)(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)的針對性、實(shi)(shi)效性,切實(shi)(shi)提升群眾對基層(ceng)政(zheng)(zheng)(zheng)(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)的滿意(yi)度(du)及獲得感,為不斷(duan)增(zeng)(zeng)強政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)公(gong)(gong)(gong)信力執行(xing)力、深(shen)化“放(fang)管服”改革、優化營商環(huan)境、加(jia)(jia)快法治政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)和(he)服務(wu)(wu)型(xing)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)建設提供重要支撐。

  二、工作目標

  2020年底前,全面梳(shu)理細化基層(ceng)政(zheng)府(fu)相關(guan)領域政(zheng)務(wu)(wu)公(gong)(gong)開(kai)(kai)事項(xiang),編制完(wan)成基層(ceng)政(zheng)府(fu)政(zheng)務(wu)(wu)公(gong)(gong)開(kai)(kai)事項(xiang)標準目(mu)錄,政(zheng)務(wu)(wu)公(gong)(gong)開(kai)(kai)專業隊伍向基層(ceng)政(zheng)府(fu)延伸(shen),基層(ceng)政(zheng)府(fu)政(zheng)務(wu)(wu)公(gong)(gong)開(kai)(kai)工作(zuo)機制基本(ben)完(wan)善,政(zheng)務(wu)(wu)公(gong)(gong)開(kai)(kai)制度持(chi)續規范(fan),組(zu)織保障更加(jia)有力。

  2021年(nian)底前,建成一套公(gong)(gong)開事項科學全面、工作流(liu)程規(gui)范高效、平臺渠道豐富多元(yuan)的基層政(zheng)務(wu)(wu)公(gong)(gong)開統一標準規(gui)范,政(zheng)務(wu)(wu)公(gong)(gong)開培訓、考評以及(ji)協(xie)同聯(lian)動機制更加完善,基層政(zheng)務(wu)(wu)公(gong)(gong)開標準化規(gui)范化體系(xi)基本建立。

  2022年(nian)底前,建成全省統一(yi)的(de)基層(ceng)政(zheng)(zheng)務(wu)公(gong)開(kai)(kai)標準體系,覆蓋(gai)基層(ceng)政(zheng)(zheng)府行政(zheng)(zheng)權力運行全過程和(he)政(zheng)(zheng)務(wu)服(fu)務(wu)全流程,基層(ceng)政(zheng)(zheng)務(wu)公(gong)開(kai)(kai)標準化(hua)(hua)規范化(hua)(hua)水(shui)平大幅提(ti)高,基層(ceng)政(zheng)(zheng)府政(zheng)(zheng)務(wu)公(gong)開(kai)(kai)工作機制、公(gong)開(kai)(kai)平臺、專業(ye)隊伍進(jin)一(yi)步健全完善,政(zheng)(zheng)務(wu)公(gong)開(kai)(kai)的(de)能(neng)力和(he)水(shui)平顯著提(ti)升(sheng)。

  三、重點任務

  (一)編制基層政務公開事項標準目錄。基(ji)層政(zheng)府(包括縣、不(bu)設(she)區(qu)的市(shi)、市(shi)轄區(qu)人民政(zheng)府和鄉(xiang)鎮人民政(zheng)府、街道(dao)辦事處)要組織相關部門對(dui)照國務(wu)(wu)(wu)院部門制定的26個試(shi)點(dian)領域(yu)(yu)標準指引(附件1),結(jie)(jie)合(he)本級政(zheng)府權責清單和公(gong)(gong)(gong)(gong)共服務(wu)(wu)(wu)事項(xiang)(xiang)清單(鄉(xiang)鎮人民政(zheng)府、街道(dao)辦事處結(jie)(jie)合(he)實際行政(zheng)管理(li)職(zhi)能)全面梳理(li)細化(hua)相關領域(yu)(yu)政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)事項(xiang)(xiang),并于(yu)2020年底(di)前編制完成本級政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)事項(xiang)(xiang)標準目錄(lu)。事項(xiang)(xiang)梳理(li)堅持“應公(gong)(gong)(gong)(gong)開(kai)、盡公(gong)(gong)(gong)(gong)開(kai)”原則,除有法(fa)律、法(fa)規、規章等明確(que)規定不(bu)予公(gong)(gong)(gong)(gong)開(kai)的事項(xiang)(xiang)外,其(qi)余事項(xiang)(xiang)均應列入政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)標準目錄(lu),做到公(gong)(gong)(gong)(gong)開(kai)事項(xiang)(xiang)分(fen)類科學、名稱規范。

  省(sheng)直相關(guan)部門(men)要對(dui)本領域基層政(zheng)務(wu)公開標準指引落(luo)實(shi)工作(zuo)進行督促指導和跟蹤(zong)評估,形成本領域成果報告,于2021年(nian)2月底前報省(sheng)政(zheng)府辦公廳備案(an)。積極配合國(guo)務(wu)院部門(men)編制其他領域基層政(zheng)務(wu)公開指引。

  (二) 推廣使用政務公開通用地方標準。我省已圍繞政務(wu)公開(kai)(kai)(kai)術語、基本要(yao)求、目錄編制(zhi)指南、運(yun)行管理、公眾(zhong)意(yi)見處置、公開(kai)(kai)(kai)程序等范疇,制(zhi)定(ding)發布了六(liu)項政務(wu)公開(kai)(kai)(kai)通用地(di)(di)方(fang)標準(zhun)(附件2)。基層(ceng)政府要(yao)充(chong)分運(yun)用上述地(di)(di)方(fang)標準(zhun),做好基層(ceng)政務(wu)公開(kai)(kai)(kai)標準(zhun)化規范化公開(kai)(kai)(kai)平臺(tai)建設和公開(kai)(kai)(kai)制(zhi)度建設。同時,對標準(zhun)應用中遇到(dao)的(de)問(wen)題(ti)及時反饋省政府信息與政務(wu)公開(kai)(kai)(kai)辦(ban)公室(shi)。

  (三) 推進政府信息依申請公開工作規范化。認(ren)真落實(shi)《廣(guang)東省政府信息公(gong)(gong)開(kai)(kai)申請(qing)辦理答復(fu)(fu)規范》(粵辦函〔2020〕42號)有關要求,加強(qiang)政府信息依(yi)申請(qing)公(gong)(gong)開(kai)(kai)業務培訓,完(wan)善(shan)信息公(gong)(gong)開(kai)(kai)申請(qing)的接收、登記、審核、辦理、答復(fu)(fu)、歸(gui)檔等(deng)閉環管(guan)理機(ji)制,規范答復(fu)(fu)口徑,采用標準文本,不斷提高答復(fu)(fu)專業化規范化水平。

  (四)發揮試點單位示范帶動作用。廣州(zhou)市(shi)海(hai)珠區(qu)(qu)、深(shen)圳市(shi)羅湖區(qu)(qu)、佛(fo)山(shan)市(shi)禪(chan)城(cheng)區(qu)(qu)、梅(mei)州(zhou)市(shi)平遠縣(xian)、惠州(zhou)市(shi)博羅縣(xian)、肇(zhao)慶(qing)市(shi)高要區(qu)(qu)、云(yun)浮市(shi)新興(xing)縣(xian)等(deng)7家(jia)國(guo)家(jia)基層(ceng)政(zheng)務公(gong)(gong)開(kai)(kai)(kai)標準化規范化工作(zuo)試點單(dan)位(wei)要繼(ji)續深(shen)化有(you)關(guan)工作(zuo),根據(ju)26個指引(yin)進一步調(diao)整(zheng)完善本級政(zheng)務公(gong)(gong)開(kai)(kai)(kai)事(shi)項標準目錄,于2020年(nian)9月(yue)(yue)30日前公(gong)(gong)布;深(shen)圳市(shi)龍華區(qu)(qu)、珠海(hai)市(shi)金灣區(qu)(qu)、惠州(zhou)市(shi)惠城(cheng)區(qu)(qu)、東莞市(shi)大朗鎮、中山(shan)市(shi)坦洲鎮、湛江市(shi)廉江市(shi)、肇(zhao)慶(qing)市(shi)端州(zhou)區(qu)(qu)、清遠市(shi)清城(cheng)區(qu)(qu)等(deng)8家(jia)試點成果(guo)推廣應用(yong)單(dan)位(wei)要根據(ju)26個指引(yin)加快(kuai)編制本級政(zheng)務公(gong)(gong)開(kai)(kai)(kai)事(shi)項標準目錄,于2020年(nian)10月(yue)(yue)31日前公(gong)(gong)布。上述15家(jia)單(dan)位(wei)要積極發揮示范帶動作(zuo)用(yong),精心(xin)編制調(diao)整(zheng)本級政(zheng)務公(gong)(gong)開(kai)(kai)(kai)事(shi)項標準目錄,及時制訂、修訂政(zheng)務公(gong)(gong)開(kai)(kai)(kai)工作(zuo)制度(du),為(wei)我省其他基層(ceng)政(zheng)府提供借鑒。

  (五)加強基層政府信息規范管理。加強對政(zheng)(zheng)府(fu)(fu)(fu)信(xin)息(xi)全(quan)生命周期(qi)管(guan)理,健全(quan)政(zheng)(zheng)府(fu)(fu)(fu)信(xin)息(xi)公(gong)開(kai)屬性的(de)(de)源(yuan)頭認定(ding)機制,擬定(ding)公(gong)文時(shi)要提出公(gong)開(kai)屬性意(yi)見;嚴格執行(xing)保密(mi)審查制度,印發公(gong)文時(shi)明確標注(zhu)公(gong)開(kai)方式;建立健全(quan)政(zheng)(zheng)府(fu)(fu)(fu)信(xin)息(xi)動態(tai)調整機制,每年度對不予(yu)公(gong)開(kai)的(de)(de)政(zheng)(zheng)府(fu)(fu)(fu)信(xin)息(xi)進(jin)行(xing)評估,對因情勢變化(hua)可(ke)以(yi)公(gong)開(kai)的(de)(de)信(xin)息(xi)予(yu)以(yi)公(gong)開(kai),對失效政(zheng)(zheng)府(fu)(fu)(fu)信(xin)息(xi)進(jin)行(xing)清理規(gui)范,及時(shi)公(gong)開(kai)清理結果。積極依托(tuo)全(quan)省政(zheng)(zheng)府(fu)(fu)(fu)網站(zhan)集約化(hua)平臺等(deng)信(xin)息(xi)化(hua)手段做好政(zheng)(zheng)府(fu)(fu)(fu)信(xin)息(xi)管(guan)理工作(zuo),在集成發布(bu)、精(jing)準(zhun)推送(song)、智能查詢、整合利用等(deng)方面加強探索創新。

  (六)推進政府網站規范化建設。充(chong)分發揮政(zheng)(zheng)(zheng)府(fu)(fu)網(wang)站政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)開(kai)第一平(ping)臺(tai)作(zuo)用,按(an)照《國務(wu)院辦(ban)(ban)(ban)公(gong)(gong)廳政(zheng)(zheng)(zheng)府(fu)(fu)信(xin)息與(yu)政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)開(kai)辦(ban)(ban)(ban)公(gong)(gong)室關于規(gui)范(fan)政(zheng)(zheng)(zheng)府(fu)(fu)信(xin)息公(gong)(gong)開(kai)平(ping)臺(tai)有關事項的(de)通知》(國辦(ban)(ban)(ban)公(gong)(gong)開(kai)辦(ban)(ban)(ban)函〔2019〕61號)要(yao)求,規(gui)范(fan)建(jian)設政(zheng)(zheng)(zheng)府(fu)(fu)信(xin)息公(gong)(gong)開(kai)專欄(lan),集中發布縣級政(zheng)(zheng)(zheng)府(fu)(fu)及部門、鄉(xiang)鎮(街道)應當主動公(gong)(gong)開(kai)的(de)政(zheng)(zheng)(zheng)府(fu)(fu)信(xin)息,優化(hua)信(xin)息檢索和(he)(he)(he)下載(zai)服務(wu)功(gong)能,方便群眾(zhong)及時了解工作(zuo)動態(tai),共享工作(zuo)成(cheng)效。基(ji)層政(zheng)(zheng)(zheng)府(fu)(fu)要(yao)依托政(zheng)(zheng)(zheng)府(fu)(fu)門戶網(wang)站,整合本(ben)級部門資源與(yu)數(shu)據(ju),設置統(tong)一的(de)辦(ban)(ban)(ban)事服務(wu)入(ru)口和(he)(he)(he)互動交流入(ru)口,搭建(jian)辦(ban)(ban)(ban)事和(he)(he)(he)互動平(ping)臺(tai)。建(jian)立健全(quan)(quan)網(wang)站意識(shi)形態(tai)安(an)全(quan)(quan)和(he)(he)(he)技術(shu)安(an)全(quan)(quan)防(fang)護制(zhi)度,強化(hua)監測預警和(he)(he)(he)應急處置,確(que)保網(wang)站運(yun)行穩定(ding)、可(ke)靠(kao)、安(an)全(quan)(quan)。

  (七)推動政務新媒體做優做強。充(chong)分發(fa)揮政(zheng)務(wu)新(xin)(xin)媒(mei)體傳(chuan)播(bo)速度(du)快、受眾(zhong)面(mian)廣、互動(dong)性強(qiang)的優(you)勢(shi),把(ba)基(ji)層政(zheng)務(wu)新(xin)(xin)媒(mei)體打造成為(wei)政(zheng)府(fu)信息公開和(he)政(zheng)務(wu)輿情(qing)回應、引導重要平臺(tai),權威傳(chuan)播(bo)黨和(he)政(zheng)府(fu)聲音,鞏(gong)固(gu)拓(tuo)展主流輿論陣地(di)。積(ji)極借助(zhu)基(ji)層融媒(mei)體中心(xin),做(zuo)優(you)做(zuo)強(qiang)“兩(liang)微一端(duan)”主賬號,為(wei)建設省、市(shi)、縣三級聯動(dong)、整(zheng)體發(fa)聲的政(zheng)務(wu)新(xin)(xin)媒(mei)體矩(ju)陣夯實基(ji)礎,結合地(di)方特色為(wei)群眾(zhong)提供(gong)權威準確的政(zheng)務(wu)信息服(fu)務(wu)和(he)便民服(fu)務(wu)。

  (八)拓寬基層政府線下公開渠道。依托縣(市、區)、鎮(街道(dao))政(zheng)(zheng)務(wu)服務(wu)大廳、便民(min)服務(wu)中(zhong)心(xin)、不動產登記中(zhong)心(xin)等(deng)服務(wu)事(shi)項集中(zhong)窗口(kou)單位以及(ji)檔案館、圖(tu)書(shu)館等(deng)公共服務(wu)單位,設立政(zheng)(zheng)務(wu)公開(kai)(kai)(kai)專區,提供政(zheng)(zheng)府信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)查詢、信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)公開(kai)(kai)(kai)申(shen)請(qing)、辦事(shi)咨詢答復等(deng)服務(wu),讓企業和(he)群(qun)眾(zhong)辦事(shi)更明白、更便捷。將政(zheng)(zheng)務(wu)公開(kai)(kai)(kai)觸角延伸到基層農村末端(duan),完(wan)(wan)善基層政(zheng)(zheng)務(wu)公開(kai)(kai)(kai)與村(居)務(wu)公開(kai)(kai)(kai)協同發(fa)展機制,指導(dao)支持村(居)民(min)委(wei)員會完(wan)(wan)善法定公開(kai)(kai)(kai)事(shi)項和(he)依法自(zi)治事(shi)項公開(kai)(kai)(kai)清(qing)單,優化公開(kai)(kai)(kai)方式,綜合利用村(居)民(min)微信(xin)(xin)(xin)群(qun)、益農信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)社、公眾(zhong)號、農村(社區)公開(kai)(kai)(kai)欄以及(ji)廣播、電視、報紙(zhi)等(deng)媒介發(fa)布政(zheng)(zheng)務(wu)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi),方便群(qun)眾(zhong)查詢獲取。

  (九)完善基層行政決策公眾參與機制。完(wan)善(shan)民(min)意(yi)匯(hui)集機(ji)制,對涉及(ji)群(qun)眾切身利(li)益、需(xu)要(yao)社會(hui)廣泛知曉的公(gong)共(gong)(gong)政策措(cuo)施(shi)、公(gong)共(gong)(gong)建設項目,要(yao)采取座談會(hui)、聽證會(hui)、實地(di)走(zou)訪、書面征求(qiu)意(yi)見(jian)、向社會(hui)公(gong)開(kai)征求(qiu)意(yi)見(jian)、問卷調(diao)查(cha)、民(min)意(yi)調(diao)查(cha)等方式,充(chong)分聽取公(gong)眾意(yi)見(jian),擴大公(gong)眾參與度,提高決策透明度。完(wan)善(shan)網(wang)(wang)絡問政處理機(ji)制。依托政府網(wang)(wang)站、政務新媒體等載體建立完(wan)善(shan)留言咨詢渠道,建立快速高效的留言辦理工作機(ji)制,認真辦理網(wang)(wang)民(min)給地(di)方領導各類留言,及(ji)時釋疑解惑、引(yin)導預期。

   (十)推進辦事服務公開標準化。推(tui)行政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)事(shi)(shi)(shi)(shi)項(xiang)分級(ji)(ji)分層(ceng)管(guan)理,規范(fan)(fan)、準(zhun)確、及時(shi)公開(kai)和(he)更新政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)事(shi)(shi)(shi)(shi)項(xiang)清單(dan)、辦(ban)事(shi)(shi)(shi)(shi)指(zhi)南(nan)等(deng)信(xin)息(xi),確保有服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)必有指(zhi)南(nan)、指(zhi)南(nan)簡單(dan)易懂(dong),實現(xian)線(xian)上線(xian)下一套標(biao)準(zhun);依(yi)托(tuo)廣東政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)網、“粵省事(shi)(shi)(shi)(shi)”“粵商通”等(deng)平(ping)臺(tai)實現(xian)辦(ban)事(shi)(shi)(shi)(shi)過程信(xin)息(xi)公開(kai),方便辦(ban)事(shi)(shi)(shi)(shi)群(qun)眾(zhong)(zhong)及時(shi)掌握辦(ban)事(shi)(shi)(shi)(shi)進展情況;以高頻(pin)民生事(shi)(shi)(shi)(shi)項(xiang)和(he)涉企(qi)事(shi)(shi)(shi)(shi)項(xiang)為切入點(dian),推(tui)行政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)事(shi)(shi)(shi)(shi)項(xiang)辦(ban)事(shi)(shi)(shi)(shi)指(zhi)南(nan)標(biao)準(zhun)化(hua)(hua)、簡單(dan)化(hua)(hua),并(bing)在(zai)廣東政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)網專欄(lan)向社會(hui)公開(kai)。各級(ji)(ji)主管(guan)部門要(yao)指(zhi)導監督教育、衛生健(jian)康、生態環境(jing)、公共(gong)交通、供水、供電、供氣等(deng)與基層(ceng)群(qun)眾(zhong)(zhong)利益密切相(xiang)關的公共(gong)企(qi)業(ye)事(shi)(shi)(shi)(shi)業(ye)單(dan)位,按照基層(ceng)政(zheng)(zheng)務(wu)(wu)(wu)(wu)公開(kai)標(biao)準(zhun)化(hua)(hua)規范(fan)(fan)化(hua)(hua)原則要(yao)求,推(tui)進相(xiang)關公共(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)信(xin)息(xi)公開(kai),方便基層(ceng)群(qun)眾(zhong)(zhong)生產(chan)生活(huo)。

  (十一)健全完善政策解讀工作機制。認(ren)真落實《廣東省人(ren)民政(zheng)(zheng)府辦公(gong)廳關(guan)(guan)于(yu)印發廣東省政(zheng)(zheng)府系統政(zheng)(zheng)策(ce)解(jie)讀(du)(du)(du)(du)工(gong)作(zuo)細則(ze)(ze)(試行)的通(tong)知》(粵辦函〔2018〕360號)相關(guan)(guan)規(gui)定(ding),按照(zhao)“引(yin)導預期(qi)、同步(bu)(bu)解(jie)讀(du)(du)(du)(du)、跟(gen)蹤(zong)評估(gu)”總體要(yao)求和“誰起草、誰解(jie)讀(du)(du)(du)(du)”原則(ze)(ze),做(zuo)(zuo)實做(zuo)(zuo)精做(zuo)(zuo)細解(jie)讀(du)(du)(du)(du)工(gong)作(zuo)。堅(jian)持(chi)解(jie)讀(du)(du)(du)(du)方案、解(jie)讀(du)(du)(du)(du)材料與政(zheng)(zheng)策(ce)文件同步(bu)(bu)組織、同步(bu)(bu)審簽、同步(bu)(bu)部署,做(zuo)(zuo)到政(zheng)(zheng)策(ce)公(gong)布時(shi)同步(bu)(bu)組織開展(zhan)解(jie)讀(du)(du)(du)(du),解(jie)讀(du)(du)(du)(du)材料納入政(zheng)(zheng)府信息公(gong)開目(mu)錄(lu)。對(dui)涉及(ji)企業發展(zhan)和民生問題的重要(yao)政(zheng)(zheng)策(ce),要(yao)跟(gen)蹤(zong)評估(gu)政(zheng)(zheng)策(ce)實施效果(guo),及(ji)時(shi)對(dui)相關(guan)(guan)輿情和社會關(guan)(guan)注點(dian)、誤解(jie)誤讀(du)(du)(du)(du)點(dian)進(jin)行回應(ying),有針對(dui)性地釋疑解(jie)惑,必(bi)要(yao)時(shi)分段、多次、持(chi)續開展(zhan)解(jie)讀(du)(du)(du)(du)。

  (十二)健全政務輿情回應工作機制。結(jie)合(he)本(ben)地(di)實際,推進建立(li)政務(wu)公(gong)開工作(zuo)主管部門(men)與宣(xuan)傳、網(wang)信、公(gong)安、政務(wu)服務(wu)、大數據管理、融媒(mei)體中(zhong)心等單位的協同聯動機制(zhi),根據各自(zi)職(zhi)責分工,進一步(bu)強(qiang)化對政務(wu)輿(yu)(yu)情的監測、研判和回應,共(gong)同做好基層政務(wu)輿(yu)(yu)情風險預警和應急處置工作(zuo)。

  (十三)探索開展政府信息精準推送工作。探索建立(li)信(xin)息(xi)定(ding)向(xiang)推(tui)(tui)送(song)機制(zhi),對照(zhao)政(zheng)務公(gong)開(kai)事(shi)(shi)項標準目錄,通(tong)過微(wei)信(xin)、短信(xin)、電子郵箱、二維碼等方(fang)式向(xiang)特定(ding)服(fu)務人群(qun)精準推(tui)(tui)送(song)政(zheng)府信(xin)息(xi)。充(chong)分利用數字(zi)政(zheng)府集約化建設規模效應,依(yi)托“粵省事(shi)(shi)”“粵商(shang)通(tong)”等數字(zi)平臺建立(li)“政(zheng)策(ce)直通(tong)車”機制(zhi),為企業、群(qun)眾定(ding)向(xiang)提(ti)供個(ge)性(xing)化政(zheng)府信(xin)息(xi)推(tui)(tui)送(song)服(fu)務。

  四、保障措施

  (一)壓實工作責任。省政(zheng)(zheng)(zheng)府(fu)政(zheng)(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開主管部門要(yao)(yao)充(chong)分發揮專業指導(dao)作(zuo)用,加強對全省基(ji)層政(zheng)(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開標準化規(gui)(gui)(gui)(gui)范(fan)(fan)化工(gong)(gong)(gong)作(zuo)的統籌(chou)協(xie)調(diao)和督促指導(dao)。各地級以(yi)上市(shi)政(zheng)(zheng)(zheng)府(fu)政(zheng)(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開主管部門要(yao)(yao)做好本市(shi)基(ji)層政(zheng)(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開標準化規(gui)(gui)(gui)(gui)范(fan)(fan)化的指導(dao)協(xie)調(diao)和監督檢查工(gong)(gong)(gong)作(zuo),將推進基(ji)層政(zheng)(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開標準化規(gui)(gui)(gui)(gui)范(fan)(fan)化作(zuo)為(wei)本級政(zheng)(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開領導(dao)小組(zu)重要(yao)(yao)工(gong)(gong)(gong)作(zuo)予以(yi)部署(shu)推進。各縣(xian)(市(shi)、區)政(zheng)(zheng)(zheng)府(fu)要(yao)(yao)切實(shi)負(fu)起基(ji)層政(zheng)(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開標準化規(gui)(gui)(gui)(gui)范(fan)(fan)化工(gong)(gong)(gong)作(zuo)主體(ti)責任,認真抓好國辦發〔2019〕54號文和本實(shi)施意見(jian)有關(guan)工(gong)(gong)(gong)作(zuo)任務(wu)(wu)(wu)(wu)落實(shi),并對鄉鎮(街道)加強具體(ti)指導(dao)。

  (二)加強工作力量保障。全省各級政府(fu)特別是基(ji)層政府(fu),要(yao)進一(yi)步強化(hua)政務(wu)公(gong)(gong)開(kai)工(gong)作(zuo)(zuo)職責,明確承擔工(gong)作(zuo)(zuo)的機構和(he)人員(yuan)(yuan),確保基(ji)層政務(wu)公(gong)(gong)開(kai)工(gong)作(zuo)(zuo)有機構承擔、有專(zhuan)人負責;加大教(jiao)育培(pei)訓(xun)力度,把政務(wu)公(gong)(gong)開(kai)工(gong)作(zuo)(zuo)交流和(he)《政府(fu)信(xin)息公(gong)(gong)開(kai)條例》納入基(ji)層領導(dao)干部和(he)公(gong)(gong)務(wu)員(yuan)(yuan)教(jiao)育培(pei)訓(xun)內容,每年至少(shao)組(zu)織1次集中(zhong)學習培(pei)訓(xun),切實提升(sheng)依法(fa)依規公(gong)(gong)開(kai)能力。

  (三)加強監督檢查。各地級(ji)以上(shang)市政(zheng)府要(yao)將基(ji)層政(zheng)務(wu)(wu)公開(kai)標準化規范(fan)化推進(jin)情況納(na)(na)入(ru)政(zheng)務(wu)(wu)公開(kai)工(gong)作(zuo)評價內容,尚(shang)未納(na)(na)入(ru)的應(ying)在2020年(nian)年(nian)底前納(na)(na)入(ru)。省(sheng)政(zheng)府政(zheng)務(wu)(wu)公開(kai)工(gong)作(zuo)主管部門將把基(ji)層政(zheng)務(wu)(wu)公開(kai)標準化規范(fan)化工(gong)作(zuo)納(na)(na)入(ru)省(sheng)政(zheng)務(wu)(wu)公開(kai)考核和法治廣東建設(she)考評范(fan)圍,并提高相關分值(zhi),切實(shi)(shi)加(jia)強對(dui)此項工(gong)作(zuo)的督促、檢查(cha)和考核;適時對(dui)各地考核制度落實(shi)(shi)情況進(jin)行抽查(cha)、通報,確保基(ji)層政(zheng)務(wu)(wu)公開(kai)標準化規范(fan)化工(gong)作(zuo)有序推進(jin)、取得實(shi)(shi)效。
