  基層政務公開標準化規范化工作的實施意見

各地級以上(shang)市人(ren)民政府(fu)(fu),各縣(市、區(qu))人(ren)民政府(fu)(fu),省政府(fu)(fu)各部門、各直屬機(ji)構:

  為貫徹落(luo)實《國務(wu)院辦(ban)公廳關于全面推進基(ji)層(ceng)政(zheng)(zheng)務(wu)公開(kai)標(biao)準(zhun)化規范(fan)化工作的指(zhi)導意見》(國辦(ban)發〔2019〕54號),切實做好我省(sheng)基(ji)層(ceng)政(zheng)(zheng)務(wu)公開(kai)標(biao)準(zhun)化規范(fan)化工作,進一步密切黨和政(zheng)(zheng)府(fu)同(tong)人民群眾聯系,加強基(ji)層(ceng)行政(zheng)(zheng)權力監督制(zhi)約,提升(sheng)基(ji)層(ceng)政(zheng)(zheng)府(fu)治理(li)能力,經省(sheng)人民政(zheng)(zheng)府(fu)同(tong)意,結(jie)合我省(sheng)實際,提出如下(xia)實施意見。

  一、總體要求

  以習近平(ping)新(xin)時代(dai)中國特色(se)社會主(zhu)義思(si)想為(wei)指導,全(quan)(quan)面貫徹黨的(de)十九大和十九屆二中、三中、四中全(quan)(quan)會精神,深入落(luo)實(shi)(shi)(shi)黨中央、國務(wu)(wu)(wu)(wu)院有(you)關(guan)決(jue)策部署和政(zheng)(zheng)府信(xin)息(xi)公(gong)(gong)開(kai)(kai)條例,堅持以人(ren)民為(wei)中心(xin)的(de)發(fa)展思(si)想,堅持標準(zhun)引(yin)領、需求導向(xiang)、依(yi)法(fa)依(yi)規、改革(ge)創新(xin)的(de)原則,全(quan)(quan)面推進基(ji)層(ceng)政(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)標準(zhun)化(hua)規范(fan)化(hua)建設(she),全(quan)(quan)面落(luo)實(shi)(shi)(shi)基(ji)層(ceng)政(zheng)(zheng)務(wu)(wu)(wu)(wu)決(jue)策、執行、管(guan)理、服(fu)務(wu)(wu)(wu)(wu)、結果“五公(gong)(gong)開(kai)(kai)”,規范(fan)公(gong)(gong)開(kai)(kai)行為(wei),提(ti)升公(gong)(gong)開(kai)(kai)質量,加(jia)快實(shi)(shi)(shi)現基(ji)層(ceng)政(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)標準(zhun)化(hua)規范(fan)化(hua)全(quan)(quan)覆蓋,發(fa)揮廣東“數字政(zheng)(zheng)府”優(you)(you)勢,推進政(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)與政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)深度融合,增(zeng)強基(ji)層(ceng)政(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)的(de)針對性(xing)、實(shi)(shi)(shi)效性(xing),切實(shi)(shi)(shi)提(ti)升群眾(zhong)對基(ji)層(ceng)政(zheng)(zheng)務(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)的(de)滿意度及獲得感,為(wei)不斷增(zeng)強政(zheng)(zheng)府公(gong)(gong)信(xin)力(li)執行力(li)、深化(hua)“放管(guan)服(fu)”改革(ge)、優(you)(you)化(hua)營(ying)商(shang)環(huan)境、加(jia)快法(fa)治政(zheng)(zheng)府和服(fu)務(wu)(wu)(wu)(wu)型政(zheng)(zheng)府建設(she)提(ti)供重要(yao)支撐。

  二、工作目標

  2020年底前,全面梳理細化基(ji)層(ceng)(ceng)政(zheng)(zheng)府相關領域政(zheng)(zheng)務公開(kai)(kai)事項(xiang),編制(zhi)完成基(ji)層(ceng)(ceng)政(zheng)(zheng)府政(zheng)(zheng)務公開(kai)(kai)事項(xiang)標準目(mu)錄,政(zheng)(zheng)務公開(kai)(kai)專(zhuan)業隊伍向基(ji)層(ceng)(ceng)政(zheng)(zheng)府延(yan)伸,基(ji)層(ceng)(ceng)政(zheng)(zheng)府政(zheng)(zheng)務公開(kai)(kai)工作機制(zhi)基(ji)本完善,政(zheng)(zheng)務公開(kai)(kai)制(zhi)度持續規范,組織(zhi)保障更加有力。

  2021年底前,建成一(yi)套(tao)公(gong)開(kai)(kai)事項科學全面、工作流程(cheng)規(gui)(gui)范(fan)高效、平(ping)臺(tai)渠道豐富多元的(de)基層政務公(gong)開(kai)(kai)統一(yi)標準規(gui)(gui)范(fan),政務公(gong)開(kai)(kai)培訓(xun)、考評以及協(xie)同聯(lian)動機制更(geng)加完善,基層政務公(gong)開(kai)(kai)標準化規(gui)(gui)范(fan)化體系基本建立。

  2022年底(di)前,建成全省統一的基(ji)(ji)層政務(wu)公(gong)開(kai)標(biao)準體系(xi),覆蓋基(ji)(ji)層政府(fu)行政權力運(yun)行全過程和(he)政務(wu)服務(wu)全流程,基(ji)(ji)層政務(wu)公(gong)開(kai)標(biao)準化規(gui)范化水(shui)(shui)平(ping)大幅提高,基(ji)(ji)層政府(fu)政務(wu)公(gong)開(kai)工作(zuo)機制(zhi)、公(gong)開(kai)平(ping)臺、專(zhuan)業(ye)隊伍進(jin)一步健全完善(shan),政務(wu)公(gong)開(kai)的能力和(he)水(shui)(shui)平(ping)顯(xian)著提升。

  三、重點任務

  (一)編制基層政務公開事項標準目錄。基層(ceng)政(zheng)(zheng)(zheng)(zheng)府(fu)(包括縣、不(bu)設區的市、市轄區人民政(zheng)(zheng)(zheng)(zheng)府(fu)和(he)鄉鎮人民政(zheng)(zheng)(zheng)(zheng)府(fu)、街(jie)道(dao)辦(ban)事(shi)處(chu)(chu))要組織相關(guan)部門(men)(men)對照國務(wu)院部門(men)(men)制(zhi)定的26個試點(dian)領域(yu)標準指引(附件(jian)1),結合(he)本(ben)級政(zheng)(zheng)(zheng)(zheng)府(fu)權(quan)責清單和(he)公共服務(wu)事(shi)項清單(鄉鎮人民政(zheng)(zheng)(zheng)(zheng)府(fu)、街(jie)道(dao)辦(ban)事(shi)處(chu)(chu)結合(he)實(shi)際(ji)行(xing)政(zheng)(zheng)(zheng)(zheng)管理職能)全面梳理細化相關(guan)領域(yu)政(zheng)(zheng)(zheng)(zheng)務(wu)公開(kai)(kai)事(shi)項,并于2020年底(di)前編制(zhi)完(wan)成本(ben)級政(zheng)(zheng)(zheng)(zheng)務(wu)公開(kai)(kai)事(shi)項標準目(mu)錄(lu)。事(shi)項梳理堅持“應公開(kai)(kai)、盡公開(kai)(kai)”原則,除有(you)法(fa)律、法(fa)規、規章等(deng)明確規定不(bu)予公開(kai)(kai)的事(shi)項外,其余事(shi)項均(jun)應列(lie)入政(zheng)(zheng)(zheng)(zheng)務(wu)公開(kai)(kai)標準目(mu)錄(lu),做到公開(kai)(kai)事(shi)項分類科學、名稱規范。

  省直相關(guan)部(bu)門要對本領(ling)域(yu)(yu)(yu)基層政務(wu)公(gong)開(kai)標準指(zhi)引落(luo)實工作進行督(du)促指(zhi)導和跟蹤評估,形成本領(ling)域(yu)(yu)(yu)成果報告(gao),于2021年2月(yue)底(di)前報省政府辦公(gong)廳備案。積(ji)極配合國務(wu)院部(bu)門編(bian)制其他領(ling)域(yu)(yu)(yu)基層政務(wu)公(gong)開(kai)指(zhi)引。

  (二) 推廣使用政務公開通用地方標準。我(wo)省(sheng)(sheng)已圍繞政(zheng)務(wu)公(gong)(gong)開術語(yu)、基本要求、目錄(lu)編制(zhi)指南(nan)、運行管理、公(gong)(gong)眾(zhong)意見處置、公(gong)(gong)開程序等范疇,制(zhi)定發布了(le)六項政(zheng)務(wu)公(gong)(gong)開通用(yong)地方標(biao)(biao)準(附件2)。基層政(zheng)府要充分運用(yong)上述地方標(biao)(biao)準,做(zuo)好基層政(zheng)務(wu)公(gong)(gong)開標(biao)(biao)準化規范化公(gong)(gong)開平臺(tai)建設(she)和公(gong)(gong)開制(zhi)度建設(she)。同時,對(dui)標(biao)(biao)準應用(yong)中遇到的問(wen)題及(ji)時反(fan)饋省(sheng)(sheng)政(zheng)府信(xin)息與政(zheng)務(wu)公(gong)(gong)開辦公(gong)(gong)室。

  (三) 推進政府信息依申請公開工作規范化。認真落實《廣東省(sheng)政府(fu)信(xin)息(xi)公(gong)開(kai)申(shen)請辦(ban)理(li)答復(fu)規范(fan)》(粵辦(ban)函(han)〔2020〕42號)有關要(yao)求(qiu),加強政府(fu)信(xin)息(xi)依(yi)申(shen)請公(gong)開(kai)業(ye)務培訓,完善(shan)信(xin)息(xi)公(gong)開(kai)申(shen)請的接收、登記、審核、辦(ban)理(li)、答復(fu)、歸(gui)檔等閉環管理(li)機制,規范(fan)答復(fu)口徑,采用標(biao)準(zhun)文本,不斷提高答復(fu)專業(ye)化(hua)規范(fan)化(hua)水平。

  (四)發揮試點單位示范帶動作用。廣州(zhou)市(shi)(shi)(shi)(shi)海珠區、深(shen)圳(zhen)市(shi)(shi)(shi)(shi)羅(luo)湖區、佛山市(shi)(shi)(shi)(shi)禪(chan)城(cheng)(cheng)(cheng)區、梅州(zhou)市(shi)(shi)(shi)(shi)平(ping)遠縣、惠州(zhou)市(shi)(shi)(shi)(shi)博羅(luo)縣、肇慶市(shi)(shi)(shi)(shi)高(gao)要區、云浮市(shi)(shi)(shi)(shi)新興縣等7家(jia)國(guo)家(jia)基(ji)(ji)層(ceng)政(zheng)務(wu)(wu)公(gong)開(kai)標準(zhun)化規范化工作(zuo)試點(dian)單位要繼續深(shen)化有(you)關工作(zuo),根(gen)據26個(ge)指引(yin)進一步(bu)調整(zheng)完善(shan)本(ben)級政(zheng)務(wu)(wu)公(gong)開(kai)事(shi)項標準(zhun)目(mu)錄,于2020年(nian)9月30日前公(gong)布(bu);深(shen)圳(zhen)市(shi)(shi)(shi)(shi)龍華區、珠海市(shi)(shi)(shi)(shi)金(jin)灣區、惠州(zhou)市(shi)(shi)(shi)(shi)惠城(cheng)(cheng)(cheng)區、東莞市(shi)(shi)(shi)(shi)大朗鎮(zhen)、中(zhong)山市(shi)(shi)(shi)(shi)坦洲(zhou)鎮(zhen)、湛江(jiang)市(shi)(shi)(shi)(shi)廉(lian)江(jiang)市(shi)(shi)(shi)(shi)、肇慶市(shi)(shi)(shi)(shi)端州(zhou)區、清遠市(shi)(shi)(shi)(shi)清城(cheng)(cheng)(cheng)區等8家(jia)試點(dian)成果推廣應用(yong)單位要根(gen)據26個(ge)指引(yin)加(jia)快編制(zhi)(zhi)本(ben)級政(zheng)務(wu)(wu)公(gong)開(kai)事(shi)項標準(zhun)目(mu)錄,于2020年(nian)10月31日前公(gong)布(bu)。上述15家(jia)單位要積極發揮(hui)示范帶(dai)動作(zuo)用(yong),精心編制(zhi)(zhi)調整(zheng)本(ben)級政(zheng)務(wu)(wu)公(gong)開(kai)事(shi)項標準(zhun)目(mu)錄,及(ji)時制(zhi)(zhi)訂(ding)、修(xiu)訂(ding)政(zheng)務(wu)(wu)公(gong)開(kai)工作(zuo)制(zhi)(zhi)度,為我省(sheng)其他基(ji)(ji)層(ceng)政(zheng)府(fu)提供借鑒(jian)。

  (五)加強基層政府信息規范管理。加(jia)強(qiang)(qiang)對(dui)政府(fu)(fu)信(xin)(xin)息全生命周期管理(li),健全政府(fu)(fu)信(xin)(xin)息公(gong)(gong)(gong)(gong)(gong)開(kai)屬(shu)性的源頭認定機(ji)(ji)制,擬(ni)定公(gong)(gong)(gong)(gong)(gong)文時(shi)要提出公(gong)(gong)(gong)(gong)(gong)開(kai)屬(shu)性意(yi)見;嚴格(ge)執行(xing)保密審查制度,印(yin)發(fa)公(gong)(gong)(gong)(gong)(gong)文時(shi)明確標注公(gong)(gong)(gong)(gong)(gong)開(kai)方(fang)式;建立健全政府(fu)(fu)信(xin)(xin)息動態調整機(ji)(ji)制,每年度對(dui)不予公(gong)(gong)(gong)(gong)(gong)開(kai)的政府(fu)(fu)信(xin)(xin)息進行(xing)評估,對(dui)因情勢變化可以(yi)公(gong)(gong)(gong)(gong)(gong)開(kai)的信(xin)(xin)息予以(yi)公(gong)(gong)(gong)(gong)(gong)開(kai),對(dui)失效(xiao)政府(fu)(fu)信(xin)(xin)息進行(xing)清(qing)理(li)規范,及時(shi)公(gong)(gong)(gong)(gong)(gong)開(kai)清(qing)理(li)結果。積極依(yi)托(tuo)全省政府(fu)(fu)網站集約化平臺(tai)等信(xin)(xin)息化手(shou)段做好政府(fu)(fu)信(xin)(xin)息管理(li)工作,在集成發(fa)布、精(jing)準推送、智能查詢(xun)、整合利用等方(fang)面加(jia)強(qiang)(qiang)探索(suo)創新。

  (六)推進政府網站規范化建設。充分發揮政(zheng)府(fu)網(wang)站政(zheng)務公(gong)(gong)開(kai)(kai)第一平(ping)臺作用(yong),按照《國務院辦(ban)公(gong)(gong)廳(ting)政(zheng)府(fu)信息與政(zheng)務公(gong)(gong)開(kai)(kai)辦(ban)公(gong)(gong)室關于規(gui)(gui)范(fan)政(zheng)府(fu)信息公(gong)(gong)開(kai)(kai)平(ping)臺有關事項的通知》(國辦(ban)公(gong)(gong)開(kai)(kai)辦(ban)函(han)〔2019〕61號(hao))要求,規(gui)(gui)范(fan)建(jian)設政(zheng)府(fu)信息公(gong)(gong)開(kai)(kai)專欄,集中(zhong)發布(bu)縣級(ji)政(zheng)府(fu)及部門、鄉鎮(街道)應(ying)當主動公(gong)(gong)開(kai)(kai)的政(zheng)府(fu)信息,優化信息檢索和下載服務功能,方(fang)便(bian)群眾及時了解工(gong)作動態(tai),共(gong)享工(gong)作成(cheng)效。基層政(zheng)府(fu)要依托政(zheng)府(fu)門戶(hu)網(wang)站,整合本級(ji)部門資(zi)源(yuan)與數(shu)據,設置統(tong)一的辦(ban)事服務入(ru)口和互(hu)動交流入(ru)口,搭建(jian)辦(ban)事和互(hu)動平(ping)臺。建(jian)立健全網(wang)站意(yi)識形(xing)態(tai)安全和技術安全防(fang)護制度,強化監測預警和應(ying)急處置,確保網(wang)站運行穩(wen)定、可(ke)靠、安全。

  (七)推動政務新媒體做優做強。充分發揮政(zheng)(zheng)務新媒(mei)體(ti)(ti)傳(chuan)播速度快、受眾(zhong)面廣、互動性強(qiang)的(de)優勢,把基層政(zheng)(zheng)務新媒(mei)體(ti)(ti)打造成為(wei)政(zheng)(zheng)府信(xin)息公(gong)開和政(zheng)(zheng)務輿(yu)情(qing)回(hui)應、引導重要平臺,權威傳(chuan)播黨和政(zheng)(zheng)府聲音,鞏固拓展(zhan)主(zhu)流輿(yu)論陣地。積極借(jie)助基層融媒(mei)體(ti)(ti)中心(xin),做(zuo)(zuo)優做(zuo)(zuo)強(qiang)“兩(liang)微(wei)一端(duan)”主(zhu)賬號,為(wei)建(jian)設(she)省(sheng)、市、縣三級聯動、整(zheng)體(ti)(ti)發聲的(de)政(zheng)(zheng)務新媒(mei)體(ti)(ti)矩陣夯實基礎,結(jie)合地方特色為(wei)群(qun)眾(zhong)提(ti)供權威準確的(de)政(zheng)(zheng)務信(xin)息服務和便民服務。

  (八)拓寬基層政府線下公開渠道。依(yi)托縣(市、區)、鎮(街道)政(zheng)(zheng)(zheng)務(wu)服(fu)(fu)務(wu)大廳(ting)、便民服(fu)(fu)務(wu)中心、不動產登記中心等(deng)(deng)服(fu)(fu)務(wu)事項集中窗(chuang)口單(dan)位以及(ji)檔案館、圖書館等(deng)(deng)公(gong)(gong)(gong)共服(fu)(fu)務(wu)單(dan)位,設立政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)(gong)開(kai)(kai)專區,提供政(zheng)(zheng)(zheng)府信息(xi)查(cha)詢(xun)、信息(xi)公(gong)(gong)(gong)開(kai)(kai)申(shen)請(qing)、辦事咨詢(xun)答復等(deng)(deng)服(fu)(fu)務(wu),讓企業和群眾(zhong)辦事更(geng)明白、更(geng)便捷。將(jiang)政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)(gong)開(kai)(kai)觸角延伸(shen)到基層農(nong)村(cun)末端,完善基層政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)(gong)開(kai)(kai)與(yu)村(cun)(居)務(wu)公(gong)(gong)(gong)開(kai)(kai)協同(tong)發展機制(zhi),指導支持村(cun)(居)民委員會完善法(fa)定公(gong)(gong)(gong)開(kai)(kai)事項和依(yi)法(fa)自治(zhi)事項公(gong)(gong)(gong)開(kai)(kai)清單(dan),優化公(gong)(gong)(gong)開(kai)(kai)方式,綜(zong)合利用(yong)村(cun)(居)民微信群、益農(nong)信息(xi)社、公(gong)(gong)(gong)眾(zhong)號、農(nong)村(cun)(社區)公(gong)(gong)(gong)開(kai)(kai)欄以及(ji)廣播、電視、報(bao)紙等(deng)(deng)媒介(jie)發布政(zheng)(zheng)(zheng)務(wu)信息(xi),方便群眾(zhong)查(cha)詢(xun)獲取。

  (九)完善基層行政決策公眾參與機制。完善(shan)民意(yi)匯集機(ji)制,對涉及群眾切身利益、需要社(she)會廣泛知曉的公共政(zheng)(zheng)策措施(shi)、公共建(jian)(jian)設項目,要采取座談會、聽(ting)證會、實(shi)地走訪、書面征(zheng)求意(yi)見、向社(she)會公開征(zheng)求意(yi)見、問(wen)卷調查、民意(yi)調查等(deng)(deng)方(fang)式,充分聽(ting)取公眾意(yi)見,擴大公眾參與度(du)(du),提高決策透明度(du)(du)。完善(shan)網絡問(wen)政(zheng)(zheng)處理機(ji)制。依托政(zheng)(zheng)府網站、政(zheng)(zheng)務新(xin)媒體等(deng)(deng)載體建(jian)(jian)立完善(shan)留言咨詢渠道,建(jian)(jian)立快速高效的留言辦理工作機(ji)制,認真辦理網民給地方(fang)領導各(ge)類留言,及時(shi)釋(shi)疑(yi)解惑(huo)、引導預(yu)期。

   (十)推進辦事服務公開標準化。推行政務服(fu)務事(shi)(shi)項(xiang)(xiang)(xiang)(xiang)分級分層管理,規(gui)范、準(zhun)確(que)、及時公開(kai)和更新(xin)政務服(fu)務事(shi)(shi)項(xiang)(xiang)(xiang)(xiang)清單、辦事(shi)(shi)指(zhi)南(nan)等信(xin)息,確(que)保(bao)有(you)服(fu)務必有(you)指(zhi)南(nan)、指(zhi)南(nan)簡單易(yi)懂,實(shi)現線上線下一套標(biao)準(zhun);依(yi)托(tuo)廣東政務服(fu)務網、“粵省事(shi)(shi)”“粵商(shang)通(tong)”等平臺實(shi)現辦事(shi)(shi)過程信(xin)息公開(kai),方便辦事(shi)(shi)群眾(zhong)及時掌握辦事(shi)(shi)進展(zhan)情況;以(yi)高頻(pin)民生事(shi)(shi)項(xiang)(xiang)(xiang)(xiang)和涉企事(shi)(shi)項(xiang)(xiang)(xiang)(xiang)為切(qie)入點,推行政務服(fu)務事(shi)(shi)項(xiang)(xiang)(xiang)(xiang)辦事(shi)(shi)指(zhi)南(nan)標(biao)準(zhun)化、簡單化,并在廣東政務服(fu)務網專欄向(xiang)社(she)會(hui)公開(kai)。各級主管部(bu)門要指(zhi)導監督教育、衛生健康、生態環(huan)境、公共交通(tong)、供(gong)(gong)水(shui)、供(gong)(gong)電、供(gong)(gong)氣(qi)等與基層群眾(zhong)利益密(mi)切(qie)相(xiang)關的(de)公共企業(ye)事(shi)(shi)業(ye)單位,按(an)照基層政務公開(kai)標(biao)準(zhun)化規(gui)范化原(yuan)則要求,推進相(xiang)關公共服(fu)務信(xin)息公開(kai),方便基層群眾(zhong)生產生活。

  (十一)健全完善政策解讀工作機制。認真落(luo)實(shi)《廣(guang)東(dong)省人(ren)民政(zheng)府辦公(gong)廳關于(yu)印發(fa)廣(guang)東(dong)省政(zheng)府系統政(zheng)策(ce)解(jie)(jie)(jie)讀(du)(du)(du)工作(zuo)細則(試行)的(de)通知》(粵辦函(han)〔2018〕360號)相關規定,按照“引導預(yu)期、同(tong)步解(jie)(jie)(jie)讀(du)(du)(du)、跟(gen)蹤評(ping)估”總體要(yao)(yao)求和“誰起草、誰解(jie)(jie)(jie)讀(du)(du)(du)”原(yuan)則,做(zuo)實(shi)做(zuo)精做(zuo)細解(jie)(jie)(jie)讀(du)(du)(du)工作(zuo)。堅持解(jie)(jie)(jie)讀(du)(du)(du)方(fang)案、解(jie)(jie)(jie)讀(du)(du)(du)材(cai)料(liao)與政(zheng)策(ce)文件同(tong)步組織、同(tong)步審簽(qian)、同(tong)步部署,做(zuo)到政(zheng)策(ce)公(gong)布時(shi)同(tong)步組織開(kai)展(zhan)解(jie)(jie)(jie)讀(du)(du)(du),解(jie)(jie)(jie)讀(du)(du)(du)材(cai)料(liao)納入(ru)政(zheng)府信(xin)息公(gong)開(kai)目錄。對涉及企業發(fa)展(zhan)和民生問題的(de)重(zhong)要(yao)(yao)政(zheng)策(ce),要(yao)(yao)跟(gen)蹤評(ping)估政(zheng)策(ce)實(shi)施(shi)效(xiao)果(guo),及時(shi)對相關輿(yu)情(qing)和社(she)會(hui)關注點、誤解(jie)(jie)(jie)誤讀(du)(du)(du)點進行回應,有針對性地釋疑解(jie)(jie)(jie)惑(huo),必要(yao)(yao)時(shi)分段、多次、持續(xu)開(kai)展(zhan)解(jie)(jie)(jie)讀(du)(du)(du)。

  (十二)健全政務輿情回應工作機制。結合本地實際,推(tui)進建(jian)立政務公開(kai)工(gong)(gong)作主管部門(men)與宣傳、網(wang)信、公安、政務服務、大數據管理、融媒體中心等單位的協同聯動機制,根據各自職責分(fen)工(gong)(gong),進一步強(qiang)化對政務輿情的監測、研(yan)判和回應,共(gong)同做(zuo)好(hao)基層政務輿情風(feng)險預警和應急處置工(gong)(gong)作。

  (十三)探索開展政府信息精準推送工作。探索建立信息定向(xiang)推(tui)送(song)機制(zhi),對(dui)照政(zheng)務公開事項標準(zhun)(zhun)目錄(lu),通(tong)過微信、短(duan)信、電(dian)子郵箱、二維(wei)碼(ma)等(deng)方式向(xiang)特(te)定服務人群精準(zhun)(zhun)推(tui)送(song)政(zheng)府(fu)信息。充(chong)分利用數字政(zheng)府(fu)集約化(hua)建設規模效應,依托“粵省事”“粵商通(tong)”等(deng)數字平(ping)臺(tai)建立“政(zheng)策直通(tong)車”機制(zhi),為企(qi)業、群眾定向(xiang)提供個性(xing)化(hua)政(zheng)府(fu)信息推(tui)送(song)服務。

  四、保障措施

  (一)壓實工作責任。省政(zheng)(zheng)(zheng)府(fu)政(zheng)(zheng)(zheng)務(wu)(wu)公(gong)開(kai)(kai)(kai)主(zhu)管(guan)部門要(yao)充(chong)分發(fa)揮專業指(zhi)導(dao)作(zuo)(zuo)用,加強對(dui)全省基(ji)(ji)層政(zheng)(zheng)(zheng)務(wu)(wu)公(gong)開(kai)(kai)(kai)標準化(hua)規(gui)范(fan)化(hua)工(gong)作(zuo)(zuo)的(de)統籌協調(diao)和(he)督促指(zhi)導(dao)。各地(di)級以上市(shi)(shi)政(zheng)(zheng)(zheng)府(fu)政(zheng)(zheng)(zheng)務(wu)(wu)公(gong)開(kai)(kai)(kai)主(zhu)管(guan)部門要(yao)做好(hao)本(ben)市(shi)(shi)基(ji)(ji)層政(zheng)(zheng)(zheng)務(wu)(wu)公(gong)開(kai)(kai)(kai)標準化(hua)規(gui)范(fan)化(hua)的(de)指(zhi)導(dao)協調(diao)和(he)監(jian)督檢查工(gong)作(zuo)(zuo),將推進基(ji)(ji)層政(zheng)(zheng)(zheng)務(wu)(wu)公(gong)開(kai)(kai)(kai)標準化(hua)規(gui)范(fan)化(hua)作(zuo)(zuo)為本(ben)級政(zheng)(zheng)(zheng)務(wu)(wu)公(gong)開(kai)(kai)(kai)領導(dao)小(xiao)組重要(yao)工(gong)作(zuo)(zuo)予以部署推進。各縣(市(shi)(shi)、區)政(zheng)(zheng)(zheng)府(fu)要(yao)切實負起基(ji)(ji)層政(zheng)(zheng)(zheng)務(wu)(wu)公(gong)開(kai)(kai)(kai)標準化(hua)規(gui)范(fan)化(hua)工(gong)作(zuo)(zuo)主(zhu)體(ti)(ti)責任(ren),認真抓好(hao)國辦發(fa)〔2019〕54號文和(he)本(ben)實施意見有關工(gong)作(zuo)(zuo)任(ren)務(wu)(wu)落(luo)實,并對(dui)鄉鎮(街道(dao))加強具體(ti)(ti)指(zhi)導(dao)。

  (二)加強工作力量保障。全省各(ge)級政府(fu)特別是基(ji)層政府(fu),要進一步強化(hua)政務(wu)(wu)公開工作職(zhi)責(ze)(ze),明確(que)承(cheng)擔工作的(de)機構和人員,確(que)保基(ji)層政務(wu)(wu)公開工作有(you)機構承(cheng)擔、有(you)專人負責(ze)(ze);加大(da)教育培(pei)訓力(li)度,把政務(wu)(wu)公開工作交流和《政府(fu)信息公開條例》納入基(ji)層領(ling)導干部和公務(wu)(wu)員教育培(pei)訓內(nei)容,每年至少組織1次集中學習培(pei)訓,切實提升依(yi)法依(yi)規公開能(neng)力(li)。

  (三)加強監督檢查。各地(di)級以(yi)上(shang)市政(zheng)(zheng)(zheng)府要將基(ji)層(ceng)(ceng)政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)(kai)標準(zhun)(zhun)化(hua)(hua)規范(fan)(fan)(fan)化(hua)(hua)推進(jin)情況納(na)(na)入政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)(kai)工作(zuo)(zuo)評價內(nei)容,尚未納(na)(na)入的應在2020年年底(di)前(qian)納(na)(na)入。省政(zheng)(zheng)(zheng)府政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)(kai)工作(zuo)(zuo)主管部門(men)將把基(ji)層(ceng)(ceng)政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)(kai)標準(zhun)(zhun)化(hua)(hua)規范(fan)(fan)(fan)化(hua)(hua)工作(zuo)(zuo)納(na)(na)入省政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)(kai)考核(he)和(he)法治廣東建設考評范(fan)(fan)(fan)圍,并提(ti)高(gao)相關分值(zhi),切實(shi)加強對此項(xiang)工作(zuo)(zuo)的督(du)促(cu)、檢查和(he)考核(he);適時對各地(di)考核(he)制度(du)落實(shi)情況進(jin)行抽查、通報,確保基(ji)層(ceng)(ceng)政(zheng)(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)(kai)標準(zhun)(zhun)化(hua)(hua)規范(fan)(fan)(fan)化(hua)(hua)工作(zuo)(zuo)有序推進(jin)、取得(de)實(shi)效。
