為深(shen)入貫(guan)徹習近平新時(shi)代中國特色社會主義(yi)(yi)(yi)思想和黨的(de)(de)(de)(de)十(shi)九大精神,全面貫(guan)徹黨的(de)(de)(de)(de)教(jiao)育(yu)(yu)(yu)(yu)方針,落(luo)實立德樹人根本任(ren)務,進一步規(gui)范(fan)普通(tong)(tong)(tong)中小學(xue)(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)(xue)秩序(xu),切實維(wei)護教(jiao)育(yu)(yu)(yu)(yu)公(gong)平,努(nu)力讓每個孩子都能享有公(gong)平而有質(zhi)量(liang)的(de)(de)(de)(de)教(jiao)育(yu)(yu)(yu)(yu),根據《中華人民共和國義(yi)(yi)(yi)務教(jiao)育(yu)(yu)(yu)(yu)法(fa)(fa)》《中華人民共和國民辦教(jiao)育(yu)(yu)(yu)(yu)促進法(fa)(fa)》和《中共中央 國務院(yuan)(yuan)關(guan)于深(shen)化教(jiao)育(yu)(yu)(yu)(yu)教(jiao)學(xue)(xue)(xue)改(gai)革全面提(ti)高義(yi)(yi)(yi)務教(jiao)育(yu)(yu)(yu)(yu)質(zhi)量(liang)的(de)(de)(de)(de)意見(jian)(jian)》《國務院(yuan)(yuan)辦公(gong)廳(ting)關(guan)于新時(shi)代推(tui)進普通(tong)(tong)(tong)高中育(yu)(yu)(yu)(yu)人方式改(gai)革的(de)(de)(de)(de)指(zhi)導意見(jian)(jian)》《廣東(dong)省(sheng)教(jiao)育(yu)(yu)(yu)(yu)廳(ting)關(guan)于進一步規(gui)范(fan)普通(tong)(tong)(tong)中小學(xue)(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)(xue)工(gong)(gong)作(zuo)的(de)(de)(de)(de)指(zhi)導意見(jian)(jian)》,以及《深(shen)圳市非深(shen)戶(hu)籍(ji)人員子女接(jie)受(shou)義(yi)(yi)(yi)務教(jiao)育(yu)(yu)(yu)(yu)管理辦法(fa)(fa)》《中共深(shen)圳市委 深(shen)圳市人民政府印(yin)發〈關(guan)于推(tui)進教(jiao)育(yu)(yu)(yu)(yu)高質(zhi)量(liang)發展(zhan)的(de)(de)(de)(de)意見(jian)(jian)〉的(de)(de)(de)(de)通(tong)(tong)(tong)知》等(deng)法(fa)(fa)律法(fa)(fa)規(gui)、文件精神,現就(jiu)做好(hao)我市2020年(nian)普通(tong)(tong)(tong)中小學(xue)(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)(xue)工(gong)(gong)作(zuo)通(tong)(tong)(tong)知如下(xia):
一、規范義務教育招生行為
(一)強化屬地責任,落實(shi) “兩為主”
1.落實(shi)“兩為主(zhu)”職責(ze)(ze)。各區(qu)(含(han)新區(qu)、深汕特別(bie)合(he)作(zuo)(zuo)區(qu),下同)政府作(zuo)(zuo)為發展和管理義務(wu)教(jiao)(jiao)育(yu)的責(ze)(ze)任主(zhu)體和行為主(zhu)體,要強化(hua)責(ze)(ze)任意識,認真落實(shi)國家“兩為主(zhu)”要求,進一(yi)步提(ti)高進城務(wu)工(gong)人(ren)員隨遷子女在公辦(ban)義務(wu)教(jiao)(jiao)育(yu)學校(xiao)就讀的比例,增加(jia)公辦(ban)學位供給,統籌公辦(ban)民辦(ban)學校(xiao)招生,切實(shi)保障符合(he)條件的適齡兒童、少年接受義務(wu)教(jiao)(jiao)育(yu)的權利。堅(jian)決防止(zhi)將政府舉辦(ban)義務(wu)教(jiao)(jiao)育(yu)的責(ze)(ze)任推向市場(chang)。各區(qu)要加(jia)強組(zu)(zu)織領導,成立(li)義務(wu)教(jiao)(jiao)育(yu)招生工(gong)作(zuo)(zuo)領導小組(zu)(zu),主(zhu)管區(qu)領導為組(zu)(zu)長(chang),及時妥善處理本(ben)區(qu)義務(wu)教(jiao)(jiao)育(yu)招生中的熱(re)點(dian)難(nan)點(dian)問題,定期(qi)召(zhao)開招生工(gong)作(zuo)(zuo)聯(lian)席(xi)會議,完善統籌協調工(gong)作(zuo)(zuo)機制。
2.落實(shi)義務教育招(zhao)(zhao)生(sheng)(sheng)管(guan)理(li)(li)(li)職責。各(ge)(ge)區教育行(xing)政部門(men)要(yao)切(qie)實(shi)加(jia)強(qiang)對(dui)義務教育招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)(zuo)的(de)組(zu)織和管(guan)理(li)(li)(li),做好學(xue)(xue)位(wei)(wei)預測,及(ji)時(shi)(shi)公布學(xue)(xue)位(wei)(wei)供(gong)需情(qing)況,建(jian)立(li)招(zhao)(zhao)生(sheng)(sheng)預警機制,合(he)理(li)(li)(li)引導家(jia)(jia)長預期。要(yao)積(ji)極探索研(yan)制招(zhao)(zhao)生(sheng)(sheng)電子地圖(tu),便(bian)于實(shi)時(shi)(shi)分析研(yan)判(pan)各(ge)(ge)學(xue)(xue)區學(xue)(xue)位(wei)(wei)供(gong)給動態變(bian)化(hua)情(qing)況,方(fang)便(bian)學(xue)(xue)生(sheng)(sheng)家(jia)(jia)長便(bian)捷查詢各(ge)(ge)學(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng)范圍及(ji)學(xue)(xue)位(wei)(wei)供(gong)給信(xin)息。要(yao)科學(xue)(xue)制定招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)(zuo)方(fang)案,做好網上招(zhao)(zhao)生(sheng)(sheng)報名的(de)組(zu)織工(gong)作(zuo)(zuo),指導所屬學(xue)(xue)校及(ji)時(shi)(shi)、妥(tuo)善(shan)處理(li)(li)(li)招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)(zuo)中出現的(de)信(xin)訪問題。要(yao)簡(jian)化(hua)入學(xue)(xue)手續,加(jia)強(qiang)部門(men)聯動,充分利用現代信(xin)息技術手段實(shi)施多部門(men)聯網審核驗證,共(gong)同(tong)做好適齡兒(er)童(tong)、少年(nian)的(de)就讀(du)資(zi)格驗核工(gong)作(zuo)(zuo)。要(yao)加(jia)強(qiang)風(feng)險預判(pan),制定完善(shan)應急(ji)預案,健全(quan)應急(ji)機制,及(ji)時(shi)(shi)發現并(bing)妥(tuo)善(shan)處置苗頭(tou)性、傾向性問題,快速(su)穩妥(tuo)處理(li)(li)(li)突發事(shi)件,確保招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)工(gong)作(zuo)(zuo)平穩有序。要(yao)加(jia)強(qiang)對(dui)招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)工(gong)作(zuo)(zuo)的(de)監(jian)督檢查,建(jian)立(li)完善(shan)招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)監(jian)督工(gong)作(zuo)(zuo)機制。
3.落實義(yi)務(wu)(wu)教育(yu)階段(duan)學(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)職責(ze)。各義(yi)務(wu)(wu)教育(yu)階段(duan)學(xue)(xue)校要(yao)規范招(zhao)(zhao)(zhao)生(sheng)行(xing)為,應(ying)當公示招(zhao)(zhao)(zhao)生(sheng)政策(ce)、招(zhao)(zhao)(zhao)生(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)片區(qu)、招(zhao)(zhao)(zhao)生(sheng)程序、招(zhao)(zhao)(zhao)生(sheng)結果、咨詢投訴(su)電話,不得擅(shan)(shan)自跨(kua)片區(qu)招(zhao)(zhao)(zhao)生(sheng),不得擅(shan)(shan)自接收學(xue)(xue)生(sheng)跨(kua)片區(qu)擇校就讀。要(yao)指導適齡兒童(tong)、少年的家長按時申請學(xue)(xue)位,按要(yao)求及時、準(zhun)確提(ti)供就讀信息。
(二(er))堅(jian)持免(mian)試就近入學,合理確定招生范圍
1.堅持(chi)免(mian)試(shi)就(jiu)近(jin)入學(xue)(xue)。所有公(gong)辦(ban)民辦(ban)學(xue)(xue)校都要嚴格遵守并全面落(luo)實義(yi)務教(jiao)育免(mian)試(shi)入學(xue)(xue)規定。堅決(jue)整治公(gong)辦(ban)民辦(ban)學(xue)(xue)校通過面試(shi)、面談、人機對話、體(ti)驗活(huo)動(dong)、簡歷材料等方式為依據的“掐尖”招(zhao)生、提前招(zhao)生、違(wei)規爭搶生源(yuan)的行為。市局(ju)直屬學(xue)(xue)校義(yi)務教(jiao)育招(zhao)生工作納(na)入所在區(qu)教(jiao)育行政(zheng)部門統一管(guan)理。
2.合理確定招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei)(wei)(wei)。各(ge)區教(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門要(yao)嚴格按照“學(xue)(xue)校(xiao)劃(hua)片招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源就近(jin)入學(xue)(xue)”的目標要(yao)求(qiu),綜合考慮(lv)適(shi)齡(ling)兒(er)童、少(shao)年人數(shu)、學(xue)(xue)校(xiao)分布、學(xue)(xue)校(xiao)規模、交通狀況等因素,采取單校(xiao)劃(hua)片或(huo)多校(xiao)劃(hua)片等方式,為每所公辦義務(wu)(wu)教(jiao)育(yu)學(xue)(xue)校(xiao)劃(hua)定服務(wu)(wu)片區范圍(wei)(wei)(wei),確保各(ge)片區之(zhi)間教(jiao)育(yu)資源大(da)致均(jun)衡。在(zai)(zai)對(dui)學(xue)(xue)校(xiao)原招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei)(wei)(wei)進行(xing)(xing)較大(da)調整時,要(yao)充分聽取群眾意見,審(shen)慎(shen)論證(zheng),提(ti)前(qian)公告。片區確定后,應在(zai)(zai)一段時期(qi)內(nei)保持相對(dui)穩定。民(min)辦義務(wu)(wu)教(jiao)育(yu)學(xue)(xue)校(xiao)原則上面向(xiang)本(ben)區范圍(wei)(wei)(wei)內(nei)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),在(zai)(zai)滿足本(ben)區符合條件(jian)的適(shi)齡(ling)兒(er)童、少(shao)年入學(xue)(xue)需求(qiu)后,仍有剩(sheng)余(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)且有住宿條件(jian)的,經學(xue)(xue)校(xiao)申請,區教(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門審(shen)核,報市(shi)教(jiao)育(yu)局(ju)同(tong)意,可跨區招(zhao)(zhao)(zhao)(zhao)(zhao)收少(shao)量(liang)學(xue)(xue)生(sheng)(sheng)。民(min)辦義務(wu)(wu)教(jiao)育(yu)學(xue)(xue)校(xiao)應在(zai)(zai)教(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門核定的招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei)(wei)(wei)內(nei)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。
(三)剛性實(shi)施(shi)(shi)(shi)入(ru)學(xue)(xue)(xue)政(zheng)策,完(wan)善(shan)積分(fen)(fen)入(ru)學(xue)(xue)(xue)細則。所有公辦民辦學(xue)(xue)(xue)校要嚴格按照《深(shen)(shen)圳市非深(shen)(shen)戶籍人員子(zi)(zi)(zi)女接受(shou)義(yi)務教育(yu)管理(li)辦法》規定的入(ru)學(xue)(xue)(xue)條(tiao)件(jian)招生(sheng)。各區教育(yu)行政(zheng)部門要不斷優(you)(you)化和完(wan)善(shan)積分(fen)(fen)入(ru)學(xue)(xue)(xue)實(shi)施(shi)(shi)(shi)細則,充分(fen)(fen)體現教育(yu)公平,合(he)(he)理(li)設置(zhi)積分(fen)(fen)類別、項目(mu)、標(biao)準(zhun)和分(fen)(fen)值,根據積分(fen)(fen)情況和招生(sheng)計劃安(an)(an)(an)排(pai)學(xue)(xue)(xue)位,實(shi)施(shi)(shi)(shi)過(guo)程中要做到(dao)積分(fen)(fen)標(biao)準(zhun)、積分(fen)(fen)結果、學(xue)(xue)(xue)位安(an)(an)(an)排(pai)“三公開”。積分(fen)(fen)入(ru)學(xue)(xue)(xue)細則要充分(fen)(fen)征求轄區居民意見(jian),在招生(sheng)工作實(shi)施(shi)(shi)(shi)前報市教育(yu)局(ju)備案。2020年全面取消各類特長生(sheng)招生(sheng)。對烈士(shi)子(zi)(zi)(zi)女、符合(he)(he)條(tiao)件(jian)的現役(yi)軍人子(zi)(zi)(zi)女及復退(tui)軍人子(zi)(zi)(zi)女、消防救(jiu)援隊伍人員子(zi)(zi)(zi)女、公安(an)(an)(an)英(ying)模和因公犧牲傷殘警(jing)察子(zi)(zi)(zi)女、高(gao)層(ceng)次人才子(zi)(zi)(zi)女等享(xiang)受(shou)優(you)(you)惠政(zheng)策人員子(zi)(zi)(zi)女實(shi)施(shi)(shi)(shi)教育(yu)優(you)(you)待政(zheng)策,并向(xiang)社會(hui)公示。
(四(si))完善民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)管理(li)(li)。各區教(jiao)育(yu)(yu)(yu)行政部門(men)要(yao)將民(min)辦(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納入統(tong)(tong)一管理(li)(li),與公辦(ban)(ban)(ban)學(xue)(xue)校(xiao)同(tong)步招(zhao)(zhao)(zhao)生(sheng)(sheng)。民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)的(de)學(xue)(xue)位(wei)由政府(fu)統(tong)(tong)籌安排或者政府(fu)直接向(xiang)民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)購(gou)買(mai)學(xue)(xue)位(wei)的(de),具體(ti)辦(ban)(ban)(ban)法(fa)由區教(jiao)育(yu)(yu)(yu)行政部門(men)確定。要(yao)進一步加(jia)強對民(min)辦(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)工作(zuo)指導和(he)(he)管理(li)(li),統(tong)(tong)一規(gui)范學(xue)(xue)生(sheng)(sheng)報(bao)讀民(min)辦(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)的(de)方(fang)法(fa)和(he)(he)途徑。民(min)辦(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)和(he)(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)案,要(yao)報(bao)主管教(jiao)育(yu)(yu)(yu)行政部門(men)審(shen)核后實(shi)施。2020年對面向(xiang)全區招(zhao)(zhao)(zhao)生(sheng)(sheng)且報(bao)名人數(shu)(shu)超過招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)數(shu)(shu)的(de)民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao),全部實(shi)行電腦(nao)隨(sui)機(ji)(ji)搖(yao)號(hao)錄取(qu)(qu)。辦(ban)(ban)(ban)學(xue)(xue)層次同(tong)時包括(kuo)小學(xue)(xue)和(he)(he)初中的(de)民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao),應(ying)首先通過直升或電腦(nao)隨(sui)機(ji)(ji)搖(yao)號(hao)方(fang)式招(zhao)(zhao)(zhao)收本校(xiao)自愿(yuan)報(bao)讀初中的(de)小學(xue)(xue)畢業(ye)生(sheng)(sheng),剩余的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)應(ying)公開報(bao)名,實(shi)行電腦(nao)隨(sui)機(ji)(ji)搖(yao)號(hao)錄取(qu)(qu)。民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)電腦(nao)隨(sui)機(ji)(ji)搖(yao)號(hao)錄取(qu)(qu)的(de)實(shi)施辦(ban)(ban)(ban)法(fa)由市教(jiao)育(yu)(yu)(yu)局統(tong)(tong)一制(zhi)定,各區教(jiao)育(yu)(yu)(yu)行政部門(men)制(zhi)定操(cao)作(zuo)細則并組織實(shi)施。電腦(nao)隨(sui)機(ji)(ji)錄取(qu)(qu)工作(zuo)要(yao)做到全程錄像,并邀請公證機(ji)(ji)構(gou)人員、紀檢人員、人大代表、政協委員、新聞媒體(ti)代表和(he)(he)學(xue)(xue)生(sheng)(sheng)家(jia)長代表全程監督。
(五(wu))提(ti)(ti)高殘疾兒童少(shao)年(nian)入學(xue)(xue)(xue)(xue)率,提(ti)(ti)升特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)質(zhi)量。各區(qu)(qu)要(yao)(yao)按(an)國家要(yao)(yao)求,確保2020年(nian)殘疾兒童、少(shao)年(nian)義務教(jiao)(jiao)(jiao)(jiao)育(yu)入學(xue)(xue)(xue)(xue)率達(da)到95%以上(shang)(shang)(shang)。按(an)照“全覆蓋、零拒絕”的(de)(de)要(yao)(yao)求,根(gen)據適齡殘疾兒童、少(shao)年(nian)的(de)(de)實(shi)際(ji)情況,制訂教(jiao)(jiao)(jiao)(jiao)育(yu)安置(zhi)(zhi)方案(an),落實(shi)“一(yi)人一(yi)案(an)”,通過普(pu)通學(xue)(xue)(xue)(xue)校(xiao)(xiao)就(jiu)(jiu)讀、特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)就(jiu)(jiu)讀、送(song)教(jiao)(jiao)(jiao)(jiao)上(shang)(shang)(shang)門等(deng)多種方式,逐一(yi)做好(hao)入學(xue)(xue)(xue)(xue)安置(zhi)(zhi)工作。原則(ze)上(shang)(shang)(shang)各區(qu)(qu)要(yao)(yao)建設至少(shao)1所獨(du)立設置(zhi)(zhi)的(de)(de)義務教(jiao)(jiao)(jiao)(jiao)育(yu)階段綜合性特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)。招收殘疾學(xue)(xue)(xue)(xue)生(sheng)5人以上(shang)(shang)(shang)的(de)(de)普(pu)通學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)(yao)按(an)規定(ding)建設特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)資源教(jiao)(jiao)(jiao)(jiao)室,按(an)標準配備專職(zhi)資源教(jiao)(jiao)(jiao)(jiao)師(shi)。市、區(qu)(qu)特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)科學(xue)(xue)(xue)(xue)設置(zhi)(zhi)招生(sheng)類別(bie)、學(xue)(xue)(xue)(xue)段,錯位發(fa)展,協調發(fa)展。視障教(jiao)(jiao)(jiao)(jiao)育(yu)、聽障教(jiao)(jiao)(jiao)(jiao)育(yu)以市為主(zhu),智力障礙(ai)等(deng)其他類型的(de)(de)義務教(jiao)(jiao)(jiao)(jiao)育(yu)以區(qu)(qu)為主(zhu)。市屬(shu)特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)(yao)擴大高中階段招生(sheng)規模,讓完成(cheng)義務教(jiao)(jiao)(jiao)(jiao)育(yu)的(de)(de)殘疾學(xue)(xue)(xue)(xue)生(sheng)都能接(jie)受適宜的(de)(de)高中階段教(jiao)(jiao)(jiao)(jiao)育(yu)。
(六)加強(qiang)招生計(ji)劃管(guan)理(li),消(xiao)除大班(ban)額(e)。各區教育行政部門(men)要(yao)結合學(xue)(xue)(xue)(xue)校辦(ban)學(xue)(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)(xue)條件,科學(xue)(xue)(xue)(xue)核定公辦(ban)民辦(ban)學(xue)(xue)(xue)(xue)校招生計(ji)劃,于招生工作(zuo)啟動前1周向社會公布。嚴(yan)格(ge)控制(zhi)存在大班(ban)額(e)和大校額(e)學(xue)(xue)(xue)(xue)校的(de)招生計(ji)劃。嚴(yan)禁超計(ji)劃招生,各義務(wu)教育學(xue)(xue)(xue)(xue)校起(qi)始年級(ji)嚴(yan)格(ge)按照(zhao)標(biao)準班(ban)額(e)招生,堅決(jue)防(fang)止產生新的(de)大班(ban)額(e),確保2020年基本消(xiao)除大班(ban)額(e)。
(七(qi))落實(shi)控(kong)輟保(bao)學(xue)(xue)(xue)法定(ding)職責(ze)(ze)。各區教育(yu)行(xing)(xing)政部門和學(xue)(xue)(xue)校要嚴格(ge)落實(shi)《義(yi)務教育(yu)法》《未成(cheng)年人(ren)保(bao)護法》等法律規(gui)定(ding),依(yi)法保(bao)障(zhang)適齡兒童、少年接(jie)受(shou)(shou)義(yi)務教育(yu)的(de)權利,要嚴格(ge)履行(xing)(xing)控(kong)輟保(bao)學(xue)(xue)(xue)法定(ding)職責(ze)(ze),完善聯(lian)控(kong)聯(lian)保(bao)工(gong)作(zuo)機制,落實(shi)失學(xue)(xue)(xue)輟學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)勸返復學(xue)(xue)(xue)、登記和書面報告(gao)責(ze)(ze)任制度,建(jian)立完善控(kong)輟保(bao)學(xue)(xue)(xue)工(gong)作(zuo)臺賬,共(gong)同(tong)做好控(kong)輟保(bao)學(xue)(xue)(xue)工(gong)作(zuo)。適齡兒童、少年因身體狀況確需延緩入學(xue)(xue)(xue)或者休學(xue)(xue)(xue)的(de),其(qi)父(fu)母(mu)或者其(qi)他(ta)法定(ding)監護人(ren)應(ying)當提出申(shen)請,由所在(zai)區教育(yu)行(xing)(xing)政部門批準。依(yi)法查處(chu)以在(zai)家學(xue)(xue)(xue)習、接(jie)受(shou)(shou)“私(si)塾”“讀經班”等培訓替代國(guo)(guo)家統一實(shi)施的(de)義(yi)務教育(yu)的(de)行(xing)(xing)為。嚴格(ge)外籍人(ren)員(yuan)子女學(xue)(xue)(xue)校招生(sheng)管理(li),不得(de)招收中國(guo)(guo)籍學(xue)(xue)(xue)生(sheng)。
二、加強普通高中招生管理
(一(yi))剛性執行(xing)高(gao)(gao)中招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)。各(ge)(ge)區教育行(xing)政(zheng)部(bu)門和高(gao)(gao)中學(xue)(xue)校(xiao)要提高(gao)(gao)政(zheng)治站位(wei),響應市民對(dui)于我市高(gao)(gao)中學(xue)(xue)位(wei)供需矛盾關切,嚴(yan)格(ge)按照(zhao)教育部(bu)門下(xia)發的招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)文件(jian)執行(xing)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)和招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍,不得(de)隨意變更招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規(gui)(gui)模。招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)一(yi)經(jing)下(xia)達(da),原則上不再受(shou)理調整招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的申請(qing),確(que)保招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的嚴(yan)肅性。各(ge)(ge)級教育行(xing)政(zheng)部(bu)門、各(ge)(ge)高(gao)(gao)中階段(duan)學(xue)(xue)校(xiao)根(gen)據(ju)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的要求,認真做好招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的各(ge)(ge)項準備(bei)工作(zuo),確(que)保學(xue)(xue)校(xiao)正(zheng)常開學(xue)(xue)。民辦(ban)(ban)學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納(na)入(ru)統一(yi)管理,并(bing)與公(gong)辦(ban)(ban)學(xue)(xue)校(xiao)同步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)(ge)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的執行(xing)情況,將作(zuo)為學(xue)(xue)校(xiao)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)安排、規(gui)(gui)范(fan)辦(ban)(ban)學(xue)(xue)、辦(ban)(ban)學(xue)(xue)水平、辦(ban)(ban)學(xue)(xue)效益評估以及評先、評優等的主要指標。全(quan)市公(gong)辦(ban)(ban)高(gao)(gao)中學(xue)(xue)校(xiao)應堅(jian)持(chi)滿規(gui)(gui)模招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。2020年全(quan)面取(qu)消直(zhi)升生(sheng)(sheng)(sheng)。
(二)落實指(zhi)標到(dao)校(xiao)政策(ce)。認真落實指(zhi)標到(dao)校(xiao)政策(ce)要求,每所優質(zhi)普通(tong)高中(zhong)學(xue)校(xiao)要安(an)排不低于50%的招生名額,主要按初(chu)中(zhong)學(xue)校(xiao)在(zai)校(xiao)生數,直(zhi)接分(fen)配到(dao)全市各初(chu)中(zhong)學(xue)校(xiao)(含民辦),促(cu)進(jin)義務教(jiao)育(yu)均(jun)衡發展和初(chu)中(zhong)教(jiao)育(yu)質(zhi)量全面提高。
(三)統籌(chou)規(gui)(gui)范全市高中自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作。根據(ju)廣(guang)東省教(jiao)(jiao)育(yu)(yu)廳關于(yu)進一步(bu)完善和規(gui)(gui)范自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)相(xiang)關要求(qiu),市教(jiao)(jiao)育(yu)(yu)局(ju)(ju)(ju)全面統籌(chou)高中自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作,規(gui)(gui)范普(pu)通(tong)(tong)高中學(xue)校(xiao)(xiao)開展(zhan)自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)改(gai)革試(shi)點,自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)比例原則(ze)上不超過學(xue)校(xiao)(xiao)年度(du)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃的(de)10%。自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)對象主(zhu)(zhu)(zhu)要為具有創新潛質和學(xue)科特長的(de)學(xue)生(sheng)(sheng)(sheng)(sheng)。2020年全市普(pu)通(tong)(tong)高中自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)按照市教(jiao)(jiao)育(yu)(yu)局(ju)(ju)(ju)出(chu)臺制定的(de)《深圳市教(jiao)(jiao)育(yu)(yu)局(ju)(ju)(ju)關于(yu)做(zuo)好2020年普(pu)通(tong)(tong)高中學(xue)校(xiao)(xiao)自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作的(de)通(tong)(tong)知》實施。
(四)規(gui)范(fan)學(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為(wei)。積極探索基于初中(zhong)學(xue)業(ye)水平考(kao)(kao)試(shi)成績、結(jie)合綜合素質表現評價的高中(zhong)階段學(xue)校考(kao)(kao)試(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取模式。所有高中(zhong)學(xue)校(含民辦(ban)普通(tong)高中(zhong))需嚴(yan)格按(an)照規(gui)定的招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時(shi)間、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)式進行統一(yi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴(yan)禁違規(gui)爭搶生(sheng)(sheng)(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、跨市招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和(he)提(ti)前招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)(sheng)”、“擇校生(sheng)(sheng)(sheng)(sheng)”和(he)變相招(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)(sheng)(sheng)”。嚴(yan)格控制加分(fen)項目及分(fen)值,規(gui)范(fan)資(zi)格審查制度。
三、加強新生入學管理
(一(yi))加(jia)強學(xue)生分班(ban)(ban)(ban)管理。各義(yi)務教育(yu)階段學(xue)校要實行均衡編(bian)班(ban)(ban)(ban),嚴禁舉辦重點班(ban)(ban)(ban),包括以特長(chang)班(ban)(ban)(ban)、特色班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子(zi)班(ban)(ban)(ban)、興趣班(ban)(ban)(ban)和(he)(he)“奧(ao)賽”班(ban)(ban)(ban)、實驗班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等名義(yi)的(de)(de)變相(xiang)重點班(ban)(ban)(ban)。普(pu)通高中(zhong)學(xue)校要根據普(pu)通高中(zhong)課程方案和(he)(he)學(xue)生選課情況,合理排課編(bian)班(ban)(ban)(ban),科學(xue)制訂選課走(zou)班(ban)(ban)(ban)指南和(he)(he)課程實施方案,確(que)保課程之間、年級(ji)之間的(de)(de)均衡性(xing)和(he)(he)學(xue)科學(xue)習的(de)(de)連(lian)貫性(xing)。
(二)嚴格(ge)規范學(xue)籍(ji)(ji)管理(li)(li)。學(xue)校應當(dang)從學(xue)生(sheng)入(ru)學(xue)之(zhi)日起1個(ge)月內為學(xue)生(sheng)建(jian)(jian)立(li)(li)學(xue)籍(ji)(ji)檔案,其中,殘疾程度較重(zhong)(zhong)、無(wu)法進入(ru)學(xue)校學(xue)習的(de)(de)學(xue)生(sheng),由承擔送教(jiao)上門(men)的(de)(de)學(xue)校建(jian)(jian)立(li)(li)學(xue)籍(ji)(ji)。學(xue)校要(yao)嚴格(ge)落實學(xue)籍(ji)(ji)管理(li)(li)“一人一籍(ji)(ji),籍(ji)(ji)隨人走”的(de)(de)要(yao)求,不(bu)得以虛假信息(xi)建(jian)(jian)立(li)(li)學(xue)生(sheng)學(xue)籍(ji)(ji),不(bu)得重(zhong)(zhong)復(fu)建(jian)(jian)立(li)(li)學(xue)生(sheng)學(xue)籍(ji)(ji),不(bu)得擅自刪除學(xue)生(sheng)電子學(xue)籍(ji)(ji)信息(xi)。未經義務教(jiao)育招生(sheng)平(ping)臺(tai)報名錄取(qu)的(de)(de)學(xue)生(sheng)不(bu)予建(jian)(jian)立(li)(li)學(xue)籍(ji)(ji)。對于未經學(xue)校批(pi)準,不(bu)按(an)學(xue)校規定(ding)期(qi)限到校辦(ban)理(li)(li)注冊者,不(bu)予以建(jian)(jian)立(li)(li)學(xue)籍(ji)(ji)。各區教(jiao)育行(xing)政(zheng)主管部門(men)要(yao)加強對學(xue)籍(ji)(ji)工作的(de)(de)核(he)查,及時查處和糾正(zheng)學(xue)籍(ji)(ji)建(jian)(jian)檔過程中的(de)(de)不(bu)規范行(xing)為,嚴禁“人籍(ji)(ji)分離”、“雙(shuang)重(zhong)(zhong)學(xue)籍(ji)(ji)”等(deng)情況出現。
(三(san))加強(qiang)課(ke)程教(jiao)(jiao)(jiao)(jiao)材(cai)管理(li)(li)。各區教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行政部門(men)要加強(qiang)對教(jiao)(jiao)(jiao)(jiao)材(cai)使(shi)用情況的檢查(cha),嚴格遵照《中(zhong)共中(zhong)央 國務院關(guan)于深化教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學改(gai)革全(quan)面提高義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質量的意見》和《中(zhong)小學教(jiao)(jiao)(jiao)(jiao)材(cai)管理(li)(li)辦法》要求,不得以(yi)地方課(ke)程教(jiao)(jiao)(jiao)(jiao)材(cai)、校(xiao)本(ben)課(ke)程教(jiao)(jiao)(jiao)(jiao)材(cai)等(deng)替代國家課(ke)程教(jiao)(jiao)(jiao)(jiao)材(cai)。義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學校(xiao)不得引(yin)進境外(wai)課(ke)程、使(shi)用境外(wai)教(jiao)(jiao)(jiao)(jiao)材(cai)、使(shi)用未經審定教(jiao)(jiao)(jiao)(jiao)材(cai)。普通高中(zhong)選用境外(wai)教(jiao)(jiao)(jiao)(jiao)材(cai),按照國家有關(guan)政策執行。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區(qu)教育(yu)督導部門(men)要將中小學(xue)(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)工作納(na)入(ru)責任督學(xue)(xue)(xue)日常督導范圍,嚴(yan)肅查處違(wei)反(fan)教育(yu)部“十項嚴(yan)禁”紀律(lv)要求和(he)省(sheng)教育(yu)廳“六項規定”等(deng)違(wei)反(fan)招(zhao)(zhao)生(sheng)(sheng)政(zheng)策(ce)和(he)紀律(lv)以及擾亂中小學(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)秩序的(de)行為(wei)。對違(wei)規操作,查有實據(ju),造成重(zhong)大(da)輿(yu)情,引(yin)發社會不穩定,造成不良影響的(de)單位和(he)個人實行問責。對于未落實《中共(gong)中央 國務(wu)院(yuan)關(guan)于深化教育(yu)教學(xue)(xue)(xue)改革全面提高義務(wu)教育(yu)質量的(de)意見》中義務(wu)教育(yu)招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)規定要求,或者出現(xian)轄(xia)區(qu)內義務(wu)教育(yu)階段學(xue)(xue)(xue)校違(wei)規考(kao)試招(zhao)(zhao)生(sheng)(sheng)行為(wei)的(de),視同為(wei)落實中央和(he)國家(jia)重(zhong)大(da)政(zheng)策(ce)不力,納(na)入(ru)政(zheng)府履行教育(yu)職責評價。
