  為深入貫(guan)徹習近平新(xin)時代中(zhong)國(guo)特色(se)社會主義(yi)思想和(he)黨的(de)十(shi)九大精(jing)神,全面貫(guan)徹黨的(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)方針(zhen),落實立德樹人(ren)根本(ben)任務(wu)(wu)(wu)(wu),進(jin)(jin)(jin)一步(bu)規范普通(tong)(tong)(tong)中(zhong)小(xiao)學招(zhao)生(sheng)(sheng)入學秩序,切實維護教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)公平,努力(li)讓每個(ge)孩子都能享有公平而有質(zhi)量的(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu),根據(ju)《中(zhong)華人(ren)民共(gong)和(he)國(guo)義(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)法》《中(zhong)華人(ren)民共(gong)和(he)國(guo)民辦教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)促進(jin)(jin)(jin)法》和(he)《中(zhong)共(gong)中(zhong)央 國(guo)務(wu)(wu)(wu)(wu)院關于深化教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學改革(ge)全面提(ti)高(gao)義(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量的(de)意(yi)見》《國(guo)務(wu)(wu)(wu)(wu)院辦公廳(ting)關于新(xin)時代推進(jin)(jin)(jin)普通(tong)(tong)(tong)高(gao)中(zhong)育(yu)(yu)人(ren)方式改革(ge)的(de)指(zhi)導(dao)(dao)意(yi)見》《廣(guang)東省教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)廳(ting)關于進(jin)(jin)(jin)一步(bu)規范普通(tong)(tong)(tong)中(zhong)小(xiao)學招(zhao)生(sheng)(sheng)入學工(gong)作(zuo)的(de)指(zhi)導(dao)(dao)意(yi)見》,以及(ji)《深圳市非深戶籍人(ren)員子女接受(shou)義(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)管(guan)理辦法》《中(zhong)共(gong)深圳市委 深圳市人(ren)民政府印發(fa)〈關于推進(jin)(jin)(jin)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)高(gao)質(zhi)量發(fa)展的(de)意(yi)見〉的(de)通(tong)(tong)(tong)知》等法律法規、文(wen)件(jian)精(jing)神,現就做好(hao)我(wo)市2020年普通(tong)(tong)(tong)中(zhong)小(xiao)學招(zhao)生(sheng)(sheng)入學工(gong)作(zuo)通(tong)(tong)(tong)知如(ru)下:

  一、規范義務教育招生行為

  (一)強(qiang)化(hua)屬地責任,落實 “兩為(wei)主(zhu)”

  1.落實“兩(liang)為(wei)(wei)主(zhu)”職責(ze)(ze)。各區(qu)(含新區(qu)、深汕特別合(he)作(zuo)(zuo)區(qu),下同)政府作(zuo)(zuo)為(wei)(wei)發展和管理義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)的(de)責(ze)(ze)任(ren)主(zhu)體和行(xing)為(wei)(wei)主(zhu)體,要強化責(ze)(ze)任(ren)意識,認真落實國家“兩(liang)為(wei)(wei)主(zhu)”要求(qiu),進(jin)一(yi)步提高進(jin)城務(wu)工(gong)(gong)人員(yuan)隨遷子(zi)女在公(gong)(gong)辦(ban)(ban)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校就讀的(de)比例,增(zeng)加公(gong)(gong)辦(ban)(ban)學(xue)(xue)位供給(gei),統(tong)籌(chou)公(gong)(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校招生,切實保障符(fu)合(he)條件的(de)適齡兒童、少(shao)年接受義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)的(de)權利。堅決防止(zhi)將政府舉辦(ban)(ban)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)的(de)責(ze)(ze)任(ren)推向市場。各區(qu)要加強組(zu)織領(ling)(ling)導,成立義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)招生工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小組(zu),主(zhu)管區(qu)領(ling)(ling)導為(wei)(wei)組(zu)長,及時妥善處理本區(qu)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)招生中(zhong)的(de)熱點難點問題(ti),定期召開招生工(gong)(gong)作(zuo)(zuo)聯席會議,完善統(tong)籌(chou)協調工(gong)(gong)作(zuo)(zuo)機制。

  2.落實義(yi)務(wu)教(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管理職責。各區教(jiao)育(yu)行政部門要(yao)(yao)切實加強對義(yi)務(wu)教(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)組織和管理,做(zuo)好學(xue)(xue)(xue)(xue)(xue)(xue)位預測,及時公布學(xue)(xue)(xue)(xue)(xue)(xue)位供需(xu)情(qing)況(kuang),建(jian)立招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)預警機(ji)制,合理引(yin)導(dao)家長預期(qi)。要(yao)(yao)積極探索研(yan)制招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)電子地(di)圖,便于實時分析研(yan)判(pan)(pan)各學(xue)(xue)(xue)(xue)(xue)(xue)區學(xue)(xue)(xue)(xue)(xue)(xue)位供給動態變化情(qing)況(kuang),方(fang)便學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家長便捷查(cha)詢(xun)各學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍及學(xue)(xue)(xue)(xue)(xue)(xue)位供給信(xin)息。要(yao)(yao)科學(xue)(xue)(xue)(xue)(xue)(xue)制定(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)方(fang)案(an),做(zuo)好網上招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報名的(de)(de)(de)組織工(gong)(gong)(gong)作(zuo)(zuo),指導(dao)所屬學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)及時、妥善處(chu)(chu)理招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)中出現(xian)的(de)(de)(de)信(xin)訪問題。要(yao)(yao)簡化入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)手(shou)續(xu),加強部門聯動,充分利用現(xian)代(dai)信(xin)息技術手(shou)段實施多部門聯網審(shen)核驗證,共同(tong)做(zuo)好適齡兒童、少(shao)年(nian)的(de)(de)(de)就讀(du)資格(ge)驗核工(gong)(gong)(gong)作(zuo)(zuo)。要(yao)(yao)加強風險(xian)預判(pan)(pan),制定(ding)完善應急預案(an),健全應急機(ji)制,及時發現(xian)并妥善處(chu)(chu)置苗頭性、傾向性問題,快(kuai)速穩妥處(chu)(chu)理突發事(shi)件,確(que)保招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)平穩有序。要(yao)(yao)加強對招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)監督檢查(cha),建(jian)立完善招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)監督工(gong)(gong)(gong)作(zuo)(zuo)機(ji)制。

  3.落實義務(wu)教育階段學校招(zhao)生職責。各義務(wu)教育階段學校要(yao)規范招(zhao)生行為,應(ying)當(dang)公示招(zhao)生政策、招(zhao)生計劃(hua)、招(zhao)生片區(qu)、招(zhao)生程序(xu)、招(zhao)生結果、咨詢投訴電話,不(bu)得(de)擅自跨(kua)片區(qu)招(zhao)生,不(bu)得(de)擅自接(jie)收學生跨(kua)片區(qu)擇校就讀(du)。要(yao)指導適齡(ling)兒童、少年的家長按(an)時申請學位(wei),按(an)要(yao)求及時、準確提供就讀(du)信(xin)息。

  (二(er))堅持免試(shi)就近入學,合理(li)確定招生范圍

  1.堅持(chi)免(mian)試就近入學(xue)。所有公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學(xue)校都要嚴(yan)格遵守并全面落(luo)實義(yi)務教(jiao)(jiao)(jiao)育免(mian)試入學(xue)規(gui)定(ding)。堅決整治公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學(xue)校通過面試、面談、人機(ji)對話、體驗(yan)活動、簡歷材料等(deng)方式為(wei)依據(ju)的“掐(qia)尖”招生、提前招生、違規(gui)爭搶(qiang)生源(yuan)的行為(wei)。市局直屬學(xue)校義(yi)務教(jiao)(jiao)(jiao)育招生工作納入所在區教(jiao)(jiao)(jiao)育行政部門(men)統一管理。

  2.合(he)(he)理確(que)定(ding)招(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)。各區教(jiao)(jiao)育(yu)行(xing)政(zheng)部(bu)門要(yao)嚴格按照“學(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)招(zhao)生(sheng)(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)(sheng)源(yuan)就近入學(xue)”的(de)(de)(de)目(mu)標要(yao)求,綜合(he)(he)考慮適(shi)齡(ling)兒(er)童、少年人數(shu)、學(xue)校(xiao)(xiao)(xiao)分布、學(xue)校(xiao)(xiao)(xiao)規模、交通狀況(kuang)等(deng)因素,采取(qu)單校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)或多校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)等(deng)方式,為每所公辦(ban)義(yi)務教(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)定(ding)服(fu)務片(pian)(pian)區范(fan)圍(wei),確(que)保各片(pian)(pian)區之間教(jiao)(jiao)育(yu)資源(yuan)大(da)致均衡(heng)。在對學(xue)校(xiao)(xiao)(xiao)原招(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)進行(xing)較大(da)調整時(shi),要(yao)充分聽(ting)取(qu)群眾(zhong)意見,審(shen)慎論證,提(ti)前公告。片(pian)(pian)區確(que)定(ding)后,應(ying)在一段時(shi)期(qi)內(nei)保持(chi)相對穩定(ding)。民辦(ban)義(yi)務教(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)原則上(shang)面(mian)向本區范(fan)圍(wei)內(nei)招(zhao)生(sheng)(sheng)(sheng)(sheng),在滿足(zu)本區符合(he)(he)條(tiao)(tiao)件(jian)的(de)(de)(de)適(shi)齡(ling)兒(er)童、少年入學(xue)需(xu)求后,仍有(you)剩余招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)且(qie)有(you)住宿條(tiao)(tiao)件(jian)的(de)(de)(de),經學(xue)校(xiao)(xiao)(xiao)申請,區教(jiao)(jiao)育(yu)行(xing)政(zheng)部(bu)門審(shen)核(he),報(bao)市教(jiao)(jiao)育(yu)局同(tong)意,可跨區招(zhao)收少量學(xue)生(sheng)(sheng)(sheng)(sheng)。民辦(ban)義(yi)務教(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)應(ying)在教(jiao)(jiao)育(yu)行(xing)政(zheng)部(bu)門核(he)定(ding)的(de)(de)(de)招(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)內(nei)招(zhao)生(sheng)(sheng)(sheng)(sheng)。

  (三(san))剛(gang)性(xing)實(shi)施入學政(zheng)策,完善積(ji)(ji)分(fen)入學細則(ze)。所有公(gong)辦民辦學校要(yao)嚴格按照《深圳(zhen)市非深戶(hu)籍人(ren)員(yuan)子(zi)(zi)(zi)女接(jie)受(shou)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)管理(li)辦法(fa)》規定(ding)的(de)入學條件(jian)招生(sheng)。各區(qu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)部(bu)門(men)要(yao)不斷優化和完善積(ji)(ji)分(fen)入學實(shi)施細則(ze),充分(fen)體現教(jiao)(jiao)(jiao)育(yu)(yu)(yu)公(gong)平,合(he)理(li)設(she)置積(ji)(ji)分(fen)類別、項目(mu)、標準和分(fen)值,根據(ju)積(ji)(ji)分(fen)情況和招生(sheng)計劃安排學位(wei),實(shi)施過程(cheng)中要(yao)做到積(ji)(ji)分(fen)標準、積(ji)(ji)分(fen)結(jie)果、學位(wei)安排“三(san)公(gong)開”。積(ji)(ji)分(fen)入學細則(ze)要(yao)充分(fen)征(zheng)求(qiu)轄(xia)區(qu)居(ju)民意見,在(zai)招生(sheng)工(gong)作實(shi)施前報市教(jiao)(jiao)(jiao)育(yu)(yu)(yu)局(ju)備案。2020年全面取消各類特長生(sheng)招生(sheng)。對烈士子(zi)(zi)(zi)女、符合(he)條件(jian)的(de)現役軍人(ren)子(zi)(zi)(zi)女及(ji)復退軍人(ren)子(zi)(zi)(zi)女、消防救(jiu)援隊伍(wu)人(ren)員(yuan)子(zi)(zi)(zi)女、公(gong)安英模和因公(gong)犧(xi)牲(sheng)傷殘警察子(zi)(zi)(zi)女、高層次人(ren)才子(zi)(zi)(zi)女等(deng)享受(shou)優惠政(zheng)策人(ren)員(yuan)子(zi)(zi)(zi)女實(shi)施教(jiao)(jiao)(jiao)育(yu)(yu)(yu)優待政(zheng)策,并向社(she)會公(gong)示。

  (四)完善民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)管(guan)(guan)理(li)。各區教(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部(bu)(bu)門(men)(men)要(yao)將民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)納(na)入統一(yi)(yi)管(guan)(guan)理(li),與公辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)同步招(zhao)(zhao)生(sheng)(sheng)。民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)學(xue)(xue)(xue)(xue)位由(you)政府統籌(chou)安排或(huo)者政府直(zhi)接向民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)購買學(xue)(xue)(xue)(xue)位的(de)(de),具體(ti)辦(ban)(ban)(ban)(ban)法由(you)區教(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部(bu)(bu)門(men)(men)確(que)定。要(yao)進(jin)一(yi)(yi)步加強對民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)工(gong)作指導和(he)管(guan)(guan)理(li),統一(yi)(yi)規范(fan)學(xue)(xue)(xue)(xue)生(sheng)(sheng)報讀(du)民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)方法和(he)途徑。民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)計劃和(he)招(zhao)(zhao)生(sheng)(sheng)方案,要(yao)報主管(guan)(guan)教(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部(bu)(bu)門(men)(men)審核(he)后實(shi)施。2020年對面向全(quan)區招(zhao)(zhao)生(sheng)(sheng)且報名人數(shu)超過招(zhao)(zhao)生(sheng)(sheng)計劃數(shu)的(de)(de)民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao),全(quan)部(bu)(bu)實(shi)行(xing)(xing)電(dian)腦隨(sui)(sui)(sui)機(ji)搖號(hao)(hao)錄(lu)取。辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)層次同時包括小(xiao)學(xue)(xue)(xue)(xue)和(he)初中的(de)(de)民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao),應首先通過直(zhi)升或(huo)電(dian)腦隨(sui)(sui)(sui)機(ji)搖號(hao)(hao)方式(shi)招(zhao)(zhao)收本校(xiao)(xiao)自愿報讀(du)初中的(de)(de)小(xiao)學(xue)(xue)(xue)(xue)畢業生(sheng)(sheng),剩余(yu)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)計劃應公開報名,實(shi)行(xing)(xing)電(dian)腦隨(sui)(sui)(sui)機(ji)搖號(hao)(hao)錄(lu)取。民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)電(dian)腦隨(sui)(sui)(sui)機(ji)搖號(hao)(hao)錄(lu)取的(de)(de)實(shi)施辦(ban)(ban)(ban)(ban)法由(you)市(shi)教(jiao)(jiao)(jiao)育(yu)局統一(yi)(yi)制定,各區教(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部(bu)(bu)門(men)(men)制定操作細則并組織(zhi)實(shi)施。電(dian)腦隨(sui)(sui)(sui)機(ji)錄(lu)取工(gong)作要(yao)做到全(quan)程錄(lu)像,并邀請(qing)公證機(ji)構(gou)人員(yuan)(yuan)、紀檢人員(yuan)(yuan)、人大(da)代(dai)(dai)表(biao)(biao)、政協委員(yuan)(yuan)、新聞媒體(ti)代(dai)(dai)表(biao)(biao)和(he)學(xue)(xue)(xue)(xue)生(sheng)(sheng)家長(chang)代(dai)(dai)表(biao)(biao)全(quan)程監督。

  (五)提(ti)高殘(can)(can)疾兒童(tong)少年(nian)(nian)入(ru)學(xue)(xue)(xue)率,提(ti)升特殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質量。各(ge)區(qu)要(yao)按國(guo)家要(yao)求(qiu),確保(bao)2020年(nian)(nian)殘(can)(can)疾兒童(tong)、少年(nian)(nian)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)入(ru)學(xue)(xue)(xue)率達(da)到95%以(yi)上(shang)。按照“全覆蓋(gai)、零拒絕”的要(yao)求(qiu),根據適齡殘(can)(can)疾兒童(tong)、少年(nian)(nian)的實際情況(kuang),制訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)安置(zhi)(zhi)方案,落實“一(yi)人一(yi)案”,通(tong)過普(pu)通(tong)學(xue)(xue)(xue)校(xiao)(xiao)就讀(du)、特殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)就讀(du)、送教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)門等多(duo)種方式(shi),逐一(yi)做(zuo)好入(ru)學(xue)(xue)(xue)安置(zhi)(zhi)工作。原(yuan)則上(shang)各(ge)區(qu)要(yao)建設至少1所獨立設置(zhi)(zhi)的義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段(duan)綜合(he)性特殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)。招(zhao)收(shou)殘(can)(can)疾學(xue)(xue)(xue)生(sheng)(sheng)5人以(yi)上(shang)的普(pu)通(tong)學(xue)(xue)(xue)校(xiao)(xiao)要(yao)按規定建設特殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室(shi),按標準配備專職資源(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師。市(shi)、區(qu)特殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)科學(xue)(xue)(xue)設置(zhi)(zhi)招(zhao)生(sheng)(sheng)類別(bie)、學(xue)(xue)(xue)段(duan),錯位發展,協調發展。視障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、聽障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)以(yi)市(shi)為主,智力障礙等其他(ta)類型(xing)的義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)以(yi)區(qu)為主。市(shi)屬(shu)特殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)要(yao)擴(kuo)大高中階(jie)段(duan)招(zhao)生(sheng)(sheng)規模,讓(rang)完成義(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的殘(can)(can)疾學(xue)(xue)(xue)生(sheng)(sheng)都能接受適宜的高中階(jie)段(duan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)。

  (六(liu))加強招生(sheng)(sheng)計(ji)(ji)劃管理,消(xiao)除(chu)大(da)(da)(da)班(ban)額(e)(e)。各區教(jiao)育行政部門要結合學校辦學規模(mo)、辦學條件(jian),科學核定公辦民辦學校招生(sheng)(sheng)計(ji)(ji)劃,于招生(sheng)(sheng)工(gong)作啟動前1周向社(she)會公布。嚴(yan)格(ge)控制存在大(da)(da)(da)班(ban)額(e)(e)和大(da)(da)(da)校額(e)(e)學校的(de)招生(sheng)(sheng)計(ji)(ji)劃。嚴(yan)禁超計(ji)(ji)劃招生(sheng)(sheng),各義務教(jiao)育學校起(qi)始年級嚴(yan)格(ge)按(an)照(zhao)標準班(ban)額(e)(e)招生(sheng)(sheng),堅決防(fang)止(zhi)產(chan)生(sheng)(sheng)新的(de)大(da)(da)(da)班(ban)額(e)(e),確保2020年基本(ben)消(xiao)除(chu)大(da)(da)(da)班(ban)額(e)(e)。

  (七(qi))落(luo)實控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)法(fa)定(ding)職(zhi)責。各區教(jiao)(jiao)育(yu)行政部(bu)門和學(xue)(xue)(xue)(xue)(xue)校要(yao)嚴格(ge)(ge)落(luo)實《義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)法(fa)》《未成年人保(bao)(bao)護法(fa)》等(deng)法(fa)律規定(ding),依法(fa)保(bao)(bao)障適(shi)齡(ling)兒童、少年接受義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)的(de)(de)權利(li),要(yao)嚴格(ge)(ge)履行控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)法(fa)定(ding)職(zhi)責,完(wan)善聯控聯保(bao)(bao)工(gong)作機制,落(luo)實失學(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)(xue)(xue)、登記和書面(mian)報告責任制度,建(jian)立完(wan)善控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)工(gong)作臺賬,共同做(zuo)好控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)工(gong)作。適(shi)齡(ling)兒童、少年因身體(ti)狀況確需延緩入學(xue)(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)(xue)的(de)(de),其(qi)(qi)父(fu)母或者其(qi)(qi)他(ta)法(fa)定(ding)監護人應當(dang)提出申請,由所在區教(jiao)(jiao)育(yu)行政部(bu)門批準(zhun)。依法(fa)查處以在家學(xue)(xue)(xue)(xue)(xue)習(xi)、接受“私塾”“讀經班”等(deng)培訓替代國(guo)家統一實施的(de)(de)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)的(de)(de)行為。嚴格(ge)(ge)外(wai)籍(ji)人員(yuan)子女學(xue)(xue)(xue)(xue)(xue)校招生管理,不得招收(shou)中(zhong)國(guo)籍(ji)學(xue)(xue)(xue)(xue)(xue)生。

  二、加強普通高中招生管理

  (一)剛(gang)性執行高中招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)。各(ge)(ge)區教育(yu)行政(zheng)部(bu)(bu)門和高中學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)要提高政(zheng)治(zhi)站(zhan)位(wei)(wei),響(xiang)應市(shi)民對(dui)于(yu)我市(shi)高中學(xue)位(wei)(wei)供(gong)需矛盾關切,嚴格按(an)照教育(yu)部(bu)(bu)門下發的(de)招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)文件(jian)執行招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)和招(zhao)生范圍,不(bu)得隨意(yi)變更招(zhao)生規(gui)模。招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)一經下達(da),原則上不(bu)再受理調(diao)整招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)的(de)申請,確保(bao)招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)的(de)嚴肅性。各(ge)(ge)級教育(yu)行政(zheng)部(bu)(bu)門、各(ge)(ge)高中階段學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)根據(ju)招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)的(de)要求(qiu),認真做好招(zhao)生的(de)各(ge)(ge)項準備(bei)工作,確保(bao)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)正常(chang)開學(xue)。民辦(ban)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)生納入統一管理,并與公(gong)辦(ban)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)同步招(zhao)生。各(ge)(ge)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)的(de)執行情況,將作為學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)自主招(zhao)生計(ji)(ji)(ji)劃(hua)(hua)(hua)(hua)安排、規(gui)范辦(ban)學(xue)、辦(ban)學(xue)水(shui)平、辦(ban)學(xue)效益評估以及(ji)評先、評優等的(de)主要指標。全市(shi)公(gong)辦(ban)高中學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)應堅(jian)持滿規(gui)模招(zhao)生。2020年(nian)全面取消直升生。

  (二(er))落實(shi)指標(biao)到(dao)校(xiao)政(zheng)策。認真落實(shi)指標(biao)到(dao)校(xiao)政(zheng)策要求,每所優質普通(tong)高中學(xue)(xue)校(xiao)要安排(pai)不低于50%的(de)招生(sheng)名額,主要按初中學(xue)(xue)校(xiao)在校(xiao)生(sheng)數,直接分配到(dao)全市各初中學(xue)(xue)校(xiao)(含民辦(ban)),促進(jin)義(yi)務教育均(jun)衡發(fa)展和初中教育質量(liang)全面(mian)提高。

  (三)統籌規范(fan)(fan)全(quan)市(shi)高(gao)(gao)中(zhong)(zhong)自(zi)主(zhu)(zhu)(zhu)招生(sheng)工(gong)作。根據廣東省教(jiao)(jiao)育(yu)(yu)廳關(guan)于進一步(bu)完(wan)善和(he)規范(fan)(fan)自(zi)主(zhu)(zhu)(zhu)招生(sheng)的(de)相關(guan)要(yao)求,市(shi)教(jiao)(jiao)育(yu)(yu)局全(quan)面統籌高(gao)(gao)中(zhong)(zhong)自(zi)主(zhu)(zhu)(zhu)招生(sheng)工(gong)作,規范(fan)(fan)普(pu)通高(gao)(gao)中(zhong)(zhong)學(xue)校(xiao)開展自(zi)主(zhu)(zhu)(zhu)招生(sheng)改(gai)革試點,自(zi)主(zhu)(zhu)(zhu)招生(sheng)比例(li)原則(ze)上不超過學(xue)校(xiao)年度招生(sheng)計劃(hua)的(de)10%。自(zi)主(zhu)(zhu)(zhu)招生(sheng)對象主(zhu)(zhu)(zhu)要(yao)為具(ju)有創新潛(qian)質和(he)學(xue)科特長的(de)學(xue)生(sheng)。2020年全(quan)市(shi)普(pu)通高(gao)(gao)中(zhong)(zhong)自(zi)主(zhu)(zhu)(zhu)招生(sheng)按照市(shi)教(jiao)(jiao)育(yu)(yu)局出臺(tai)制定的(de)《深圳市(shi)教(jiao)(jiao)育(yu)(yu)局關(guan)于做(zuo)好2020年普(pu)通高(gao)(gao)中(zhong)(zhong)學(xue)校(xiao)自(zi)主(zhu)(zhu)(zhu)招生(sheng)工(gong)作的(de)通知(zhi)》實施。

  (四)規(gui)范學(xue)校招(zhao)(zhao)生(sheng)行為。積極探索基于初中學(xue)業水平(ping)考試成(cheng)績、結合綜(zong)合素質表現評價的高(gao)中階段學(xue)校考試招(zhao)(zhao)生(sheng)錄取(qu)模(mo)式(shi)。所有高(gao)中學(xue)校(含(han)民辦普通(tong)高(gao)中)需嚴(yan)(yan)格(ge)按照規(gui)定(ding)的招(zhao)(zhao)生(sheng)范圍、招(zhao)(zhao)生(sheng)計(ji)(ji)劃、招(zhao)(zhao)生(sheng)時間(jian)、招(zhao)(zhao)生(sheng)方式(shi)進(jin)行統一招(zhao)(zhao)生(sheng),嚴(yan)(yan)禁(jin)違規(gui)爭搶生(sheng)源(yuan)、“掐尖”招(zhao)(zhao)生(sheng)、跨市招(zhao)(zhao)生(sheng)、超計(ji)(ji)劃招(zhao)(zhao)生(sheng)和(he)提前招(zhao)(zhao)生(sheng),嚴(yan)(yan)禁(jin)招(zhao)(zhao)收“掛讀(du)生(sheng)”、“擇校生(sheng)”和(he)變(bian)相(xiang)招(zhao)(zhao)收“借讀(du)生(sheng)”。嚴(yan)(yan)格(ge)控制加分項目及分值,規(gui)范資(zi)格(ge)審查制度(du)。

  三、加強新生入學管理

  (一)加(jia)強學(xue)生(sheng)分班(ban)(ban)(ban)(ban)管理。各(ge)義(yi)務教育階段(duan)學(xue)校要實行均衡(heng)編(bian)班(ban)(ban)(ban)(ban),嚴(yan)禁舉辦重(zhong)點班(ban)(ban)(ban)(ban),包括以特(te)長班(ban)(ban)(ban)(ban)、特(te)色班(ban)(ban)(ban)(ban)、快慢(man)班(ban)(ban)(ban)(ban)、尖(jian)子班(ban)(ban)(ban)(ban)、興趣班(ban)(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)(ban)、實驗班(ban)(ban)(ban)(ban)、國際班(ban)(ban)(ban)(ban)等名義(yi)的變相重(zhong)點班(ban)(ban)(ban)(ban)。普(pu)通高中學(xue)校要根據普(pu)通高中課程(cheng)方案和學(xue)生(sheng)選課情況,合理排課編(bian)班(ban)(ban)(ban)(ban),科學(xue)制(zhi)訂選課走班(ban)(ban)(ban)(ban)指南和課程(cheng)實施方案,確保課程(cheng)之(zhi)間、年級之(zhi)間的均衡(heng)性和學(xue)科學(xue)習(xi)的連(lian)貫性。

  (二)嚴(yan)格規(gui)范學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理(li)(li)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應當(dang)從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)之(zhi)日起1個月內為學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)檔案,其中(zhong),殘疾程度較重、無法進入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng),由(you)承擔送教上(shang)門的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要嚴(yan)格落實(shi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理(li)(li)“一(yi)人一(yi)籍(ji)(ji),籍(ji)(ji)隨人走”的(de)(de)要求,不(bu)得以虛假信息建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得重復(fu)建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得擅自刪(shan)除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)電(dian)子學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)信息。未經義務(wu)教育(yu)招生(sheng)平(ping)臺報名(ming)錄取的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)不(bu)予建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。對于(yu)未經學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)批準,不(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規(gui)定期限到校(xiao)(xiao)辦理(li)(li)注冊者,不(bu)予以建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。各區(qu)教育(yu)行(xing)政主(zhu)管部門要加強(qiang)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)工作的(de)(de)核查(cha),及時查(cha)處(chu)和(he)糾(jiu)正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)建(jian)(jian)(jian)檔過程中(zhong)的(de)(de)不(bu)規(gui)范行(xing)為,嚴(yan)禁“人籍(ji)(ji)分離”、“雙重學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)”等情況出現。

  (三)加(jia)強課(ke)程教(jiao)(jiao)(jiao)材(cai)管(guan)理。各(ge)區教(jiao)(jiao)(jiao)育(yu)(yu)行政部門(men)要(yao)加(jia)強對教(jiao)(jiao)(jiao)材(cai)使用情況的檢查,嚴(yan)格遵(zun)照(zhao)《中共(gong)中央 國(guo)務(wu)院關(guan)于深化(hua)教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)改(gai)革全面提高義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)質量的意見》和《中小學(xue)教(jiao)(jiao)(jiao)材(cai)管(guan)理辦法》要(yao)求,不得(de)以地方課(ke)程教(jiao)(jiao)(jiao)材(cai)、校本(ben)課(ke)程教(jiao)(jiao)(jiao)材(cai)等替代國(guo)家(jia)課(ke)程教(jiao)(jiao)(jiao)材(cai)。義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校不得(de)引進境外(wai)課(ke)程、使用境外(wai)教(jiao)(jiao)(jiao)材(cai)、使用未經審(shen)定教(jiao)(jiao)(jiao)材(cai)。普通高中選(xuan)用境外(wai)教(jiao)(jiao)(jiao)材(cai),按照(zhao)國(guo)家(jia)有關(guan)政策執行。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區教(jiao)育(yu)(yu)督(du)導(dao)部門(men)要將(jiang)中(zhong)(zhong)小學(xue)招(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)工作(zuo)納入(ru)(ru)責任督(du)學(xue)日(ri)常督(du)導(dao)范(fan)圍,嚴(yan)肅查處違(wei)反(fan)教(jiao)育(yu)(yu)部“十項嚴(yan)禁”紀(ji)律要求和(he)省教(jiao)育(yu)(yu)廳“六項規(gui)定”等違(wei)反(fan)招(zhao)生(sheng)(sheng)政策和(he)紀(ji)律以(yi)及擾亂中(zhong)(zhong)小學(xue)入(ru)(ru)學(xue)招(zhao)生(sheng)(sheng)秩序的行為(wei)。對違(wei)規(gui)操作(zuo),查有實(shi)據,造成重大(da)(da)輿情,引發社會不穩定,造成不良影響的單位和(he)個人(ren)實(shi)行問責。對于(yu)未落實(shi)《中(zhong)(zhong)共中(zhong)(zhong)央 國(guo)務(wu)(wu)院關于(yu)深化教(jiao)育(yu)(yu)教(jiao)學(xue)改(gai)革全面(mian)提高義務(wu)(wu)教(jiao)育(yu)(yu)質量的意(yi)見》中(zhong)(zhong)義務(wu)(wu)教(jiao)育(yu)(yu)招(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)規(gui)定要求,或者出(chu)現轄(xia)區內義務(wu)(wu)教(jiao)育(yu)(yu)階段學(xue)校(xiao)違(wei)規(gui)考(kao)試(shi)招(zhao)生(sheng)(sheng)行為(wei)的,視同為(wei)落實(shi)中(zhong)(zhong)央和(he)國(guo)家重大(da)(da)政策不力,納入(ru)(ru)政府履(lv)行教(jiao)育(yu)(yu)職責評(ping)價。
