深(shen)圳市教育局關于做(zuo)好2018年普(pu)通中(zhong)小(xiao)學招生入學工作的通知(zhi)

各(ge)區(新區)教育行政部門,市局直(zhi)屬各(ge)學校:

  為深(shen)入貫徹落(luo)實習近平新時代中(zhong)國(guo)特(te)色社(she)會主義思想和(he)(he)黨(dang)的十九大(da)精神(shen),努力讓每個(ge)孩子(zi)都能享有公平而有質量的教(jiao)育,根(gen)據(ju)《中(zhong)華人(ren)民(min)共和(he)(he)國(guo)義務教(jiao)育法》和(he)(he)《教(jiao)育部(bu)辦(ban)公廳關(guan)于做好(hao)2018年普通中(zhong)小學(xue)(xue)(xue)(xue)招生入學(xue)(xue)(xue)(xue)工(gong)作(zuo)的通知》(教(jiao)基廳〔2018〕5號(hao))、《廣東省(sheng)教(jiao)育廳轉發(fa)關(guan)于做好(hao)2018年普通中(zhong)小學(xue)(xue)(xue)(xue)招生入學(xue)(xue)(xue)(xue)工(gong)作(zuo)的通知》(粵教(jiao)基函〔2018〕34號(hao))及《深(shen)圳(zhen)市(shi)非深(shen)戶籍人(ren)員子(zi)女(nv)接受義務教(jiao)育管理辦(ban)法》(深(shen)府(fu)規〔2018〕3號(hao))要求,現(xian)就做好(hao)我市(shi)2018年度普通中(zhong)小學(xue)(xue)(xue)(xue)招生入學(xue)(xue)(xue)(xue)工(gong)作(zuo)通知如下:

  一、統籌制定義務教育招生工作方案

  各區(qu)(含(han)新區(qu),下同)要認真貫徹教(jiao)(jiao)育(yu)部、省教(jiao)(jiao)育(yu)廳印發(fa)的(de)(de)關(guan)于做好(hao)2018年普(pu)通(tong)(tong)中小學(xue)(xue)招(zhao)生(sheng)入(ru)(ru)(ru)學(xue)(xue)工(gong)作(zuo)(zuo)的(de)(de)通(tong)(tong)知要求(qiu),領會(hui)新時代(dai)對教(jiao)(jiao)育(yu)工(gong)作(zuo)(zuo)的(de)(de)新理念、新要求(qiu),結(jie)合本地實際,制(zhi)定(ding)義(yi)務(wu)教(jiao)(jiao)育(yu)招(zhao)生(sheng)工(gong)作(zuo)(zuo)方(fang)案,將義(yi)務(wu)教(jiao)(jiao)育(yu)階段民(min)辦學(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)入(ru)(ru)(ru)學(xue)(xue)工(gong)作(zuo)(zuo)納(na)入(ru)(ru)(ru)各區(qu)教(jiao)(jiao)育(yu)行(xing)政部門(men)統(tong)一管理,統(tong)籌(chou)做好(hao)義(yi)務(wu)教(jiao)(jiao)育(yu)階段公(gong)辦和民(min)辦學(xue)(xue)校(xiao)(xiao)、戶籍(ji)學(xue)(xue)齡人口和隨(sui)遷子女的(de)(de)招(zhao)生(sheng)入(ru)(ru)(ru)學(xue)(xue)工(gong)作(zuo)(zuo),破解存在(zai)的(de)(de)熱點難點問題,確保(bao)招(zhao)生(sheng)入(ru)(ru)(ru)學(xue)(xue)平(ping)穩(wen)有序,促進教(jiao)(jiao)育(yu)公(gong)平(ping),不斷提升(sheng)教(jiao)(jiao)育(yu)治(zhi)理水平(ping)。

  二、嚴格執行義務教育免試就近入學要求

  (一)堅持(chi)免(mian)(mian)試(shi)就(jiu)近(jin)入(ru)學(xue)(xue)(xue)(xue)。各義務教育(yu)階段公辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)要嚴格實行免(mian)(mian)試(shi)就(jiu)近(jin)入(ru)學(xue)(xue)(xue)(xue)制度。各區要合(he)理確定招(zhao)(zhao)生(sheng)(sheng)片(pian)區,根(gen)據(ju)適齡兒童(tong)人數、學(xue)(xue)(xue)(xue)校(xiao)(xiao)分(fen)布、所在社(she)區、學(xue)(xue)(xue)(xue)校(xiao)(xiao)規模(mo)、交通(tong)狀(zhuang)況等因素,按(an)照就(jiu)近(jin)入(ru)學(xue)(xue)(xue)(xue)的(de)原則,為每所義務教育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)劃定片(pian)區范圍。義務教育(yu)階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)應當公示招(zhao)(zhao)生(sheng)(sheng)政策(ce)、招(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)片(pian)區、招(zhao)(zhao)生(sheng)(sheng)程序、招(zhao)(zhao)生(sheng)(sheng)結果、新生(sheng)(sheng)名單、咨詢(xun)投訴(su)電(dian)話,不得(de)擅自跨片(pian)區招(zhao)(zhao)生(sheng)(sheng),不得(de)擅自接收(shou)學(xue)(xue)(xue)(xue)生(sheng)(sheng)跨片(pian)區擇校(xiao)(xiao)就(jiu)讀。

  (二)堅(jian)持(chi)(chi)教(jiao)育公平,完善(shan)積(ji)分(fen)入(ru)(ru)學政策。堅(jian)持(chi)(chi)教(jiao)育公平,堅(jian)持(chi)(chi)城市治理要(yao)(yao)求,以居住證作為主要(yao)(yao)入(ru)(ru)學依據(ju),各(ge)區要(yao)(yao)在(zai)總(zong)結(jie)以往經驗(yan)和做法的(de)基(ji)礎(chu)上,結(jie)合本區實際,進一步優化(hua)和完善(shan)積(ji)分(fen)入(ru)(ru)學實施(shi)細則,合理設置積(ji)分(fen)類別(bie)、項目、標準(zhun)和分(fen)值,并(bing)根(gen)據(ju)積(ji)分(fen)情況和招生(sheng)計(ji)劃安(an)排(pai)學位(wei)(wei),實施(shi)過程(cheng)中要(yao)(yao)做到積(ji)分(fen)標準(zhun)、積(ji)分(fen)結(jie)果、學位(wei)(wei)安(an)排(pai)“三公開(kai)”。各(ge)區教(jiao)育行政部門制定(ding)的(de)積(ji)分(fen)入(ru)(ru)學細則要(yao)(yao)在(zai)招生(sheng)工作實施(shi)前(qian)報市教(jiao)育局備案。

  (三)堅(jian)持“屬地(di)管(guan)(guan)理(li),以(yi)區(qu)為主(zhu)”的(de)原則。根據《義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)法》的(de)規定(ding),義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)實(shi)(shi)行(xing)縣(xian)(區(qu))政府(fu)為主(zhu)的(de)管(guan)(guan)理(li)體制(zhi),各(ge)(ge)區(qu)政府(fu)作(zuo)為發展(zhan)和(he)(he)管(guan)(guan)理(li)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)的(de)責任(ren)主(zhu)體和(he)(he)行(xing)為主(zhu)體,要(yao)按(an)(an)(an)照(zhao)國務(wu)(wu)(wu)院關(guan)于義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)以(yi)流入地(di)政府(fu)為主(zhu)、以(yi)公辦(ban)學(xue)校為主(zhu)的(de)要(yao)求,進一(yi)步(bu)保障學(xue)位供(gong)給、完善招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)機(ji)(ji)制(zhi)。各(ge)(ge)區(qu)要(yao)加(jia)強(qiang)組(zu)織(zhi)領(ling)(ling)導(dao)和(he)(he)統籌協調(diao),成(cheng)立(li)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)領(ling)(ling)導(dao)小組(zu),主(zhu)管(guan)(guan)區(qu)領(ling)(ling)導(dao)為組(zu)長,及(ji)時妥(tuo)善處(chu)理(li)本(ben)區(qu)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)招(zhao)(zhao)生(sheng)中(zhong)的(de)熱點(dian)難點(dian)問題,定(ding)期召(zhao)開招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)聯席會議,建立(li)長效協調(diao)工(gong)(gong)作(zuo)機(ji)(ji)制(zhi)。各(ge)(ge)區(qu)教(jiao)育(yu)(yu)(yu)(yu)(yu)行(xing)政部門(men)要(yao)切實(shi)(shi)加(jia)強(qiang)對義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)的(de)組(zu)織(zhi)和(he)(he)管(guan)(guan)理(li),做好學(xue)位預測,及(ji)時公布學(xue)位供(gong)需情況,制(zhi)定(ding)和(he)(he)落實(shi)(shi)招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)方(fang)案和(he)(he)應急預案,做好網上(shang)招(zhao)(zhao)生(sheng)報(bao)名的(de)組(zu)織(zhi)工(gong)(gong)作(zuo),指導(dao)所屬學(xue)校及(ji)時、妥(tuo)善處(chu)理(li)招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)中(zhong)出現(xian)的(de)信(xin)訪維穩(wen)問題;要(yao)加(jia)強(qiang)與(yu)相關(guan)部門(men)的(de)溝通和(he)(he)聯系,充分利用現(xian)代信(xin)息技術手段實(shi)(shi)施多部門(men)聯網審核驗(yan)(yan)證(zheng),共同(tong)做好適齡兒(er)(er)童(tong)、少(shao)年(nian)(nian)的(de)就讀與(yu)免費資格驗(yan)(yan)核工(gong)(gong)作(zuo);各(ge)(ge)區(qu)教(jiao)育(yu)(yu)(yu)(yu)(yu)行(xing)政部門(men)和(he)(he)中(zhong)小學(xue)校要(yao)建立(li)招(zhao)(zhao)生(sheng)監(jian)察機(ji)(ji)構并公布咨詢、監(jian)督電話。各(ge)(ge)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)階段學(xue)校要(yao)規范招(zhao)(zhao)生(sheng)程序,指導(dao)適齡兒(er)(er)童(tong)、少(shao)年(nian)(nian)的(de)家長按(an)(an)(an)時申請學(xue)位,按(an)(an)(an)要(yao)求及(ji)時、準確提供(gong)就讀信(xin)息材料(liao),嚴(yan)把新生(sheng)入學(xue)關(guan)。

  在就近(jin)入(ru)學(xue)(xue)、免試入(ru)學(xue)(xue)、積(ji)分入(ru)學(xue)(xue)政策(ce)前(qian)提下,鼓勵各(ge)區(qu)積(ji)極(ji)探索學(xue)(xue)區(qu)制(zhi)招(zhao)生(sheng)辦法。要積(ji)極(ji)推進(jin)融合教育,依法保障能夠接受普(pu)通(tong)教育的適齡殘疾兒童、少(shao)年就近(jin)就便隨(sui)班(ban)(ban)就讀。努力推進(jin)義務教育優質均衡(heng)發展,嚴(yan)(yan)格(ge)按照國家規定的班(ban)(ban)額(e)(e)標準(zhun)招(zhao)生(sheng),嚴(yan)(yan)格(ge)控制(zhi)存(cun)在大(da)班(ban)(ban)額(e)(e)、大(da)校(xiao)額(e)(e)學(xue)(xue)校(xiao)的招(zhao)生(sheng)計(ji)劃(hua)。積(ji)極(ji)采取措施消除大(da)班(ban)(ban)額(e)(e),對現存(cun)大(da)班(ban)(ban)額(e)(e)、大(da)校(xiao)額(e)(e)學(xue)(xue)校(xiao)要嚴(yan)(yan)控轉學(xue)(xue)插班(ban)(ban),逐步消化存(cun)量,嚴(yan)(yan)格(ge)控制(zhi)增量。

  堅(jian)持(chi)“屬地管(guan)理,以區(qu)為(wei)主”的原則,市局直屬學校義(yi)務教(jiao)育階(jie)段新生(sheng)招生(sheng)工(gong)作納入所在(zai)區(qu)教(jiao)育行政部門(men)統(tong)一(yi)管(guan)理。逐步壓縮特長生(sheng)招生(sheng)規(gui)模(mo),直至2020年前取消各(ge)類特長生(sheng)招生(sheng)。2018年,經批準(zhun)招收特長生(sheng)的直屬學校,就近在(zai)所在(zai)區(qu)域內的小學應屆畢(bi)業生(sheng)中(zhong)選拔。

  三、規范義務教育階段民辦學校招生行為

  (一)加強對義務教(jiao)育(yu)階段民(min)辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)指導和(he)管理。各(ge)(ge)區教(jiao)育(yu)行(xing)政(zheng)部門要根據學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)(de)實(shi)際情況核(he)(he)(he)準招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃和(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍。民(min)辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)應(ying)(ying)在核(he)(he)(he)定的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃和(he)范圍內(nei)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),有(you)寄(ji)宿條件的(de)(de)(de)民(min)辦(ban)初中學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)可(ke)跨區招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。義務教(jiao)育(yu)階段民(min)辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)與(yu)公辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)統一招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)平臺(tai),同(tong)步招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。民(min)辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)制定的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方案(an),報所屬區教(jiao)育(yu)行(xing)政(zheng)部門審(shen)核(he)(he)(he)后實(shi)施(shi)。學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)依法(fa)自主招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)簡章及公告,通(tong)過學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)網(wang)站向社會公布(bu),同(tong)時向所在區教(jiao)育(yu)行(xing)政(zheng)部門備案(an)。民(min)辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡章公開(kai)內(nei)容應(ying)(ying)包括學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)(xue)(xue)情況、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)程序(xu)、面談范圍、收費標準、“三個承諾”(不提前(qian)開(kai)展(zhan)報名和(he)面談等工作(zuo)、不收取(qu)各(ge)(ge)種特制的(de)(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)個人(ren)簡歷及各(ge)(ge)類獲(huo)獎證(zheng)書、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取(qu)不與(yu)任何社會培訓機構掛鉤)等。民(min)辦(ban)中小學(xue)(xue)(xue)(xue)不得提前(qian)組織面向幼(you)兒(er)園大班(ban)幼(you)兒(er)、小學(xue)(xue)(xue)(xue)畢業生(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)宣講或變相遴選學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)。

  (二(er))規(gui)范(fan)義務教(jiao)(jiao)(jiao)育階(jie)段民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)程序。義務教(jiao)(jiao)(jiao)育階(jie)段民辦(ban)(ban)(ban)中小(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)(sheng)一(yi)律禁(jin)止(zhi)筆試(shi)。各區教(jiao)(jiao)(jiao)育行(xing)(xing)政部(bu)門(men)要(yao)規(gui)范(fan)民辦(ban)(ban)(ban)中小(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)(sheng)面(mian)(mian)談(tan)(tan)(tan)程序。民辦(ban)(ban)(ban)中小(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)要(yao)將面(mian)(mian)談(tan)(tan)(tan)方案(包(bao)括面(mian)(mian)談(tan)(tan)(tan)方式(shi)、面(mian)(mian)談(tan)(tan)(tan)題目(mu)等(deng)(deng)(deng))密封(feng)并加蓋密封(feng)章(zhang)封(feng)存后(hou),報(bao)所在教(jiao)(jiao)(jiao)育行(xing)(xing)政部(bu)門(men)備查(cha)。民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)僅可組織一(yi)輪(lun)面(mian)(mian)談(tan)(tan)(tan),嚴禁(jin)組織兩輪(lun)及(ji)以上的(de)(de)(de)面(mian)(mian)談(tan)(tan)(tan)。要(yao)規(gui)范(fan)面(mian)(mian)談(tan)(tan)(tan)程序和方法,面(mian)(mian)談(tan)(tan)(tan)應(ying)(ying)結合(he)(he)本校(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)理(li)念(nian)與辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)特點,通過(guo)活(huo)動(dong)(dong)考察、面(mian)(mian)談(tan)(tan)(tan)交流等(deng)(deng)(deng)方式(shi),從行(xing)(xing)為習(xi)(xi)慣(guan)、學(xue)(xue)(xue)(xue)(xue)(xue)習(xi)(xi)習(xi)(xi)慣(guan)、團隊合(he)(he)作(zuo)、實(shi)踐能(neng)力、身心(xin)素質、興趣愛好、家(jia)庭教(jiao)(jiao)(jiao)育等(deng)(deng)(deng)方面(mian)(mian),選(xuan)擇符合(he)(he)條件(jian)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)。民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)應(ying)(ying)安(an)排面(mian)(mian)談(tan)(tan)(tan)全(quan)程錄(lu)音(yin)錄(lu)像,作(zuo)為履行(xing)(xing)規(gui)范(fan)招(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)證(zheng)(zheng)據。嚴禁(jin)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)利用面(mian)(mian)談(tan)(tan)(tan)進行(xing)(xing)任(ren)何(he)形式(shi)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)科知識(shi)考試(shi)或(huo)測試(shi)。嚴禁(jin)對報(bao)讀民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)家(jia)長(chang)組織任(ren)何(he)形式(shi)的(de)(de)(de)測評、調(diao)研(yan)等(deng)(deng)(deng)活(huo)動(dong)(dong)。民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)(de)面(mian)(mian)談(tan)(tan)(tan)過(guo)程應(ying)(ying)向市和區兩級教(jiao)(jiao)(jiao)育行(xing)(xing)政、督導、監察部(bu)門(men)以及(ji)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)家(jia)委會(hui)代表等(deng)(deng)(deng)公(gong)開,自覺接受社(she)(she)會(hui)監督。民辦(ban)(ban)(ban)中小(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)舉辦(ban)(ban)(ban)的(de)(de)(de)“校(xiao)(xiao)(xiao)(xiao)園開放(fang)日”向社(she)(she)區學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)及(ji)其家(jia)長(chang)展(zhan)示學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)理(li)念(nian)、課程設置(zhi)、師資水平、辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)特色時,不得(de)同時組織學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)報(bao)名(ming),不得(de)組織測試(shi)或(huo)面(mian)(mian)談(tan)(tan)(tan),不得(de)收取學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)任(ren)何(he)形式(shi)的(de)(de)(de)簡歷(包(bao)含各類證(zheng)(zheng)書)等(deng)(deng)(deng)材料,也不得(de)留下家(jia)長(chang)的(de)(de)(de)聯系(xi)方式(shi)。

  四、加強普通高中招生教育管理

  積(ji)極探索基于初中(zhong)(zhong)(zhong)學(xue)(xue)業(ye)水(shui)平考(kao)試(shi)成績、結合綜合表(biao)(biao)現評價(jia)的(de)高中(zhong)(zhong)(zhong)階段(duan)學(xue)(xue)校考(kao)試(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模式。根據國家有關(guan)規定嚴格控制(zhi)加分項目和分值,健(jian)全考(kao)生(sheng)(sheng)(sheng)加分資格審核公示(shi)制(zhi)度,體育(yu)、藝術和科技類等相關(guan)特長和表(biao)(biao)現記入學(xue)(xue)生(sheng)(sheng)(sheng)綜合表(biao)(biao)現評價(jia)檔(dang)案。繼續(xu)推進(jin)優(you)質高中(zhong)(zhong)(zhong)指(zhi)標(biao)到(dao)(dao)校改革,完善(shan)(shan)優(you)質高中(zhong)(zhong)(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)名額合理(li)分配到(dao)(dao)初中(zhong)(zhong)(zhong)學(xue)(xue)校的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)辦(ban)法,2018年,優(you)質高中(zhong)(zhong)(zhong)指(zhi)標(biao)到(dao)(dao)校比(bi)例為50%。依法規范民辦(ban)普(pu)通高中(zhong)(zhong)(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行為,根據核定的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃和確(que)定的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)加強監管,并與公辦(ban)學(xue)(xue)校同步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。嚴禁擅自提前招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁違規跨(kua)市(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)亂收費和有償招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),維(wei)護正常的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)秩序。做(zuo)好進(jin)城務(wu)工人員隨(sui)(sui)遷子女接受義(yi)務(wu)教育(yu)后(hou)在我市(shi)參加升學(xue)(xue)考(kao)試(shi)工作,完善(shan)(shan)學(xue)(xue)位建設機制(zhi),合理(li)配置教育(yu)資源(yuan),通過(guo)信息(xi)技術手段(duan)方(fang)便(bian)隨(sui)(sui)遷子女報考(kao),保障隨(sui)(sui)遷子女公平享受教育(yu)權(quan)利和升學(xue)(xue)機會

  五、加強宣傳引導

  堅(jian)持陽光招(zhao)生,加強宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan)引導。市、區(qu)(qu)(qu)(qu)教育部門要(yao)編印(yin)宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan)手(shou)冊(ce)和宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan)畫報等資料,多(duo)渠(qu)道多(duo)形式開展(zhan)招(zhao)生宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan)工作。各區(qu)(qu)(qu)(qu)要(yao)召開新(xin)聞通(tong)氣會,解讀本區(qu)(qu)(qu)(qu)義務教育招(zhao)生積(ji)分入(ru)學細(xi)則(ze),要(yao)在門戶網站(zhan)、官(guan)方(fang)微(wei)博、官(guan)方(fang)微(wei)信等媒介(jie)宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan)。要(yao)組(zu)織召開幼(you)兒園、小學家長(chang)會議,積(ji)極主動宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan),要(yao)聯系社(she)區(qu)(qu)(qu)(qu)工作站(zhan)協助(zhu)宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan),切實(shi)做好(hao)招(zhao)生宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan)工作。對群眾關注的教育熱點難點重點問題,各區(qu)(qu)(qu)(qu)教育行(xing)政部門要(yao)摸清摸準(zhun),及時(shi)做好(hao)針(zhen)對性(xing)的宣(xuan)(xuan)(xuan)傳(chuan)(chuan)(chuan)解釋工作。

  六、加強監督檢查

  (一)嚴(yan)(yan)格(ge)落實教(jiao)育(yu)部“十項(xiang)嚴(yan)(yan)禁(jin)(jin)(jin)(jin)”紀律要求。嚴(yan)(yan)禁(jin)(jin)(jin)(jin)無計(ji)劃(hua)、超計(ji)劃(hua)組(zu)(zu)織招生(sheng),招生(sheng)結束后,學(xue)(xue)(xue)(xue)校(xiao)(xiao)不得(de)(de)擅自招收(shou)已被其他學(xue)(xue)(xue)(xue)校(xiao)(xiao)錄取(qu)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)自行(xing)組(zu)(zu)織或與社會(hui)培訓機構(gou)聯合組(zu)(zu)織以選(xuan)拔(ba)生(sheng)源(yuan)為目的(de)(de)的(de)(de)各類考(kao)試,或采用(yong)社會(hui)培訓機構(gou)自行(xing)組(zu)(zu)織的(de)(de)各類考(kao)試結果;嚴(yan)(yan)禁(jin)(jin)(jin)(jin)提(ti)前組(zu)(zu)織招生(sheng),變相“掐尖(jian)”選(xuan)生(sheng)源(yuan);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)公辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)與民(min)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)混合招生(sheng)、混合編班;嚴(yan)(yan)禁(jin)(jin)(jin)(jin)以高額物質獎勵、虛假宣(xuan)傳等不正當手段(duan)招攬生(sheng)源(yuan);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)任(ren)何(he)學(xue)(xue)(xue)(xue)校(xiao)(xiao)收(shou)取(qu)或變相收(shou)取(qu)與入學(xue)(xue)(xue)(xue)掛(gua)鉤(gou)的(de)(de)“捐(juan)資助學(xue)(xue)(xue)(xue)款”;嚴(yan)(yan)禁(jin)(jin)(jin)(jin)義務教(jiao)育(yu)階段(duan)學(xue)(xue)(xue)(xue)校(xiao)(xiao)以各類競賽(sai)證書、學(xue)(xue)(xue)(xue)科競賽(sai)成(cheng)(cheng)績或考(kao)級證明等作為招生(sheng)依(yi)據(ju);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)義務教(jiao)育(yu)階段(duan)學(xue)(xue)(xue)(xue)校(xiao)(xiao)設立任(ren)何(he)名義的(de)(de)重點班、快慢班;嚴(yan)(yan)禁(jin)(jin)(jin)(jin)初高中學(xue)(xue)(xue)(xue)校(xiao)(xiao)對學(xue)(xue)(xue)(xue)生(sheng)進行(xing)中高考(kao)成(cheng)(cheng)績排(pai)名、宣(xuan)傳中高考(kao)狀元和(he)升(sheng)學(xue)(xue)(xue)(xue)率(lv),教(jiao)育(yu)行(xing)政(zheng)部門也(ye)不得(de)(de)對學(xue)(xue)(xue)(xue)校(xiao)(xiao)中高考(kao)情況進行(xing)排(pai)名,以及向學(xue)(xue)(xue)(xue)校(xiao)(xiao)提(ti)供非(fei)本校(xiao)(xiao)的(de)(de)中高考(kao)成(cheng)(cheng)績數據(ju);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)出(chu)現(xian)人籍分(fen)離、空(kong)掛(gua)學(xue)(xue)(xue)(xue)籍、學(xue)(xue)(xue)(xue)籍造假等現(xian)象,不得(de)(de)為違規跨區域(yu)招收(shou)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)和(he)違規轉(zhuan)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)辦理學(xue)(xue)(xue)(xue)籍轉(zhuan)接。

  (二)全面強化監督問責(ze)。各區(qu)要完善違紀舉報和申訴受理機制,嚴(yan)肅查處(chu)(chu)(chu)違規違紀行為(wei)。對于造成不良影響或嚴(yan)重(zhong)后果的學校(xiao),視情節(jie)輕重(zhong)給(gei)予約(yue)談、通(tong)報批評、追究相(xiang)關人員責(ze)任等處(chu)(chu)(chu)罰(fa)。對于民辦學校(xiao),還可(ke)依照有關規定給(gei)予減(jian)少下(xia)一年(nian)度招生(sheng)計(ji)劃(hua)、停(ting)止當(dang)年(nian)招生(sheng)直至吊銷辦學許可(ke)證的處(chu)(chu)(chu)罰(fa)。市(shi)教育部(bu)門將(jiang)于2018年(nian)秋季開(kai)學后兩(liang)周內,開(kai)展義(yi)務(wu)教育招生(sheng)工作專項檢查,對存在嚴(yan)重(zhong)違規招生(sheng)行為(wei)的學校(xiao)要予以通(tong)報。
