為(wei)深入(ru)(ru)貫徹(che)落實習近平(ping)新時代(dai)中國特色社會主義思想和黨的(de)十九大精神,努力讓每(mei)個孩(hai)子(zi)(zi)都(dou)能享有公平(ping)而有質量的(de)教育(yu),根據《中華人民(min)共和國義務教育(yu)法(fa)》和《教育(yu)部辦公廳(ting)關(guan)于(yu)做好2018年(nian)普通(tong)(tong)中小(xiao)學(xue)(xue)招(zhao)生入(ru)(ru)學(xue)(xue)工(gong)作的(de)通(tong)(tong)知》(教基(ji)廳(ting)〔2018〕5號(hao))、《廣(guang)東省教育(yu)廳(ting)轉發關(guan)于(yu)做好2018年(nian)普通(tong)(tong)中小(xiao)學(xue)(xue)招(zhao)生入(ru)(ru)學(xue)(xue)工(gong)作的(de)通(tong)(tong)知》(粵教基(ji)函〔2018〕34號(hao))及《深圳市非深戶(hu)籍人員(yuan)子(zi)(zi)女接受義務教育(yu)管理辦法(fa)》(深府規(gui)〔2018〕3號(hao))要求,現就做好我市2018年(nian)度普通(tong)(tong)中小(xiao)學(xue)(xue)招(zhao)生入(ru)(ru)學(xue)(xue)工(gong)作通(tong)(tong)知如(ru)下(xia):
一、統籌制定義務教育招生工作方案
各區(含新區,下同)要認(ren)真(zhen)貫(guan)徹教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部(bu)、省教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)廳印發的(de)關于做好(hao)2018年普通中小學(xue)招生(sheng)入(ru)(ru)(ru)學(xue)工(gong)作(zuo)(zuo)的(de)通知(zhi)要求,領(ling)會新時代對教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)工(gong)作(zuo)(zuo)的(de)新理念、新要求,結合本地實際,制(zhi)定(ding)義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)招生(sheng)工(gong)作(zuo)(zuo)方案,將義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段(duan)民辦(ban)(ban)學(xue)校(xiao)招生(sheng)入(ru)(ru)(ru)學(xue)工(gong)作(zuo)(zuo)納入(ru)(ru)(ru)各區教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行政部(bu)門統(tong)(tong)一管理,統(tong)(tong)籌(chou)做好(hao)義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段(duan)公辦(ban)(ban)和民辦(ban)(ban)學(xue)校(xiao)、戶籍學(xue)齡人口和隨遷(qian)子女的(de)招生(sheng)入(ru)(ru)(ru)學(xue)工(gong)作(zuo)(zuo),破解存在的(de)熱點(dian)難(nan)點(dian)問題,確保招生(sheng)入(ru)(ru)(ru)學(xue)平(ping)(ping)穩有序,促進教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)公平(ping)(ping),不(bu)斷(duan)提升教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)治(zhi)理水平(ping)(ping)。
二、嚴格執行義務教育免試就近入學要求
(一)堅持免(mian)試(shi)就近入(ru)學(xue)。各(ge)義務(wu)教(jiao)育階段(duan)公(gong)辦(ban)學(xue)校(xiao)要(yao)嚴格(ge)實行(xing)免(mian)試(shi)就近入(ru)學(xue)制度。各(ge)區(qu)要(yao)合理確定招生片(pian)區(qu),根據(ju)適齡(ling)兒童人數、學(xue)校(xiao)分布、所(suo)在社區(qu)、學(xue)校(xiao)規模(mo)、交通(tong)狀況等因(yin)素,按照就近入(ru)學(xue)的原則,為每所(suo)義務(wu)教(jiao)育學(xue)校(xiao)劃定片(pian)區(qu)范(fan)圍。義務(wu)教(jiao)育階段(duan)學(xue)校(xiao)應(ying)當公(gong)示招生政策、招生計劃、招生片(pian)區(qu)、招生程序、招生結果、新生名單、咨詢投訴電話,不(bu)得(de)擅自(zi)跨片(pian)區(qu)招生,不(bu)得(de)擅自(zi)接收(shou)學(xue)生跨片(pian)區(qu)擇校(xiao)就讀。
(二(er))堅持教育(yu)(yu)公平(ping),完善積(ji)(ji)(ji)分(fen)入學(xue)政策。堅持教育(yu)(yu)公平(ping),堅持城市治理(li)要(yao)(yao)求(qiu),以居住證作為主要(yao)(yao)入學(xue)依據,各(ge)區(qu)要(yao)(yao)在(zai)總結以往經驗和做法(fa)的(de)基礎上,結合本區(qu)實(shi)(shi)際,進(jin)一步(bu)優(you)化和完善積(ji)(ji)(ji)分(fen)入學(xue)實(shi)(shi)施(shi)細則,合理(li)設置積(ji)(ji)(ji)分(fen)類別(bie)、項(xiang)目(mu)、標準(zhun)和分(fen)值,并根據積(ji)(ji)(ji)分(fen)情況(kuang)和招(zhao)生計劃安(an)排學(xue)位(wei)(wei),實(shi)(shi)施(shi)過程中要(yao)(yao)做到積(ji)(ji)(ji)分(fen)標準(zhun)、積(ji)(ji)(ji)分(fen)結果(guo)、學(xue)位(wei)(wei)安(an)排“三公開”。各(ge)區(qu)教育(yu)(yu)行政部門(men)制定(ding)的(de)積(ji)(ji)(ji)分(fen)入學(xue)細則要(yao)(yao)在(zai)招(zhao)生工作實(shi)(shi)施(shi)前報市教育(yu)(yu)局備案。
(三(san))堅持(chi)“屬(shu)地管(guan)理(li),以區(qu)為(wei)(wei)主(zhu)(zhu)”的(de)(de)(de)(de)原則。根據(ju)《義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)法》的(de)(de)(de)(de)規定,義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)實(shi)行縣(區(qu))政(zheng)府(fu)為(wei)(wei)主(zhu)(zhu)的(de)(de)(de)(de)管(guan)理(li)體制,各(ge)區(qu)政(zheng)府(fu)作(zuo)(zuo)為(wei)(wei)發展(zhan)和管(guan)理(li)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)(de)責任主(zhu)(zhu)體和行為(wei)(wei)主(zhu)(zhu)體,要(yao)(yao)按照國務(wu)院關于義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)以流入(ru)地政(zheng)府(fu)為(wei)(wei)主(zhu)(zhu)、以公辦學(xue)(xue)校(xiao)為(wei)(wei)主(zhu)(zhu)的(de)(de)(de)(de)要(yao)(yao)求(qiu),進一步保障學(xue)(xue)位供(gong)(gong)給、完善招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)機(ji)(ji)制。各(ge)區(qu)要(yao)(yao)加強(qiang)組織領(ling)(ling)導(dao)和統籌(chou)協調,成立義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)小組,主(zhu)(zhu)管(guan)區(qu)領(ling)(ling)導(dao)為(wei)(wei)組長(chang)(chang),及(ji)時(shi)妥(tuo)善處(chu)理(li)本區(qu)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)中的(de)(de)(de)(de)熱點難點問題(ti),定期(qi)召(zhao)開招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)聯(lian)席會(hui)議(yi),建(jian)立長(chang)(chang)效協調工(gong)(gong)(gong)作(zuo)(zuo)機(ji)(ji)制。各(ge)區(qu)教(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)部(bu)(bu)門(men)(men)要(yao)(yao)切實(shi)加強(qiang)對(dui)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)組織和管(guan)理(li),做好(hao)學(xue)(xue)位預(yu)測,及(ji)時(shi)公布學(xue)(xue)位供(gong)(gong)需情況,制定和落(luo)實(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)方案和應急預(yu)案,做好(hao)網上招(zhao)(zhao)(zhao)生(sheng)(sheng)報名(ming)的(de)(de)(de)(de)組織工(gong)(gong)(gong)作(zuo)(zuo),指導(dao)所屬(shu)學(xue)(xue)校(xiao)及(ji)時(shi)、妥(tuo)善處(chu)理(li)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)中出現(xian)的(de)(de)(de)(de)信(xin)(xin)訪維(wei)穩問題(ti);要(yao)(yao)加強(qiang)與(yu)相關部(bu)(bu)門(men)(men)的(de)(de)(de)(de)溝通和聯(lian)系,充分(fen)利(li)用(yong)現(xian)代(dai)信(xin)(xin)息(xi)技術手段實(shi)施(shi)多部(bu)(bu)門(men)(men)聯(lian)網審核驗證,共同(tong)做好(hao)適齡(ling)兒童、少年的(de)(de)(de)(de)就讀與(yu)免費資格驗核工(gong)(gong)(gong)作(zuo)(zuo);各(ge)區(qu)教(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)部(bu)(bu)門(men)(men)和中小學(xue)(xue)校(xiao)要(yao)(yao)建(jian)立招(zhao)(zhao)(zhao)生(sheng)(sheng)監(jian)(jian)察機(ji)(ji)構并公布咨詢、監(jian)(jian)督電話(hua)。各(ge)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階段學(xue)(xue)校(xiao)要(yao)(yao)規范招(zhao)(zhao)(zhao)生(sheng)(sheng)程序,指導(dao)適齡(ling)兒童、少年的(de)(de)(de)(de)家長(chang)(chang)按時(shi)申請學(xue)(xue)位,按要(yao)(yao)求(qiu)及(ji)時(shi)、準確提供(gong)(gong)就讀信(xin)(xin)息(xi)材料,嚴把新生(sheng)(sheng)入(ru)學(xue)(xue)關。
在(zai)(zai)就近(jin)(jin)入學(xue)(xue)、免試入學(xue)(xue)、積分入學(xue)(xue)政策前(qian)提下,鼓(gu)勵各(ge)區積極探索學(xue)(xue)區制招生辦(ban)法。要(yao)積極推進融合教(jiao)育(yu)(yu),依法保障能(neng)夠接(jie)受普通教(jiao)育(yu)(yu)的適齡殘疾兒(er)童、少(shao)年(nian)就近(jin)(jin)就便(bian)隨班就讀。努力推進義務教(jiao)育(yu)(yu)優質均衡發展(zhan),嚴格(ge)按照國家規(gui)定的班額標準招生,嚴格(ge)控(kong)(kong)制存在(zai)(zai)大班額、大校額學(xue)(xue)校的招生計劃(hua)。積極采取措施消(xiao)除大班額,對現存大班額、大校額學(xue)(xue)校要(yao)嚴控(kong)(kong)轉學(xue)(xue)插班,逐步消(xiao)化存量(liang),嚴格(ge)控(kong)(kong)制增(zeng)量(liang)。
堅持“屬地管理,以區(qu)(qu)為主(zhu)”的原則(ze),市(shi)局直(zhi)屬學校義務(wu)教(jiao)育(yu)(yu)階段(duan)新生(sheng)(sheng)(sheng)招生(sheng)(sheng)(sheng)工作納入所(suo)在區(qu)(qu)教(jiao)育(yu)(yu)行(xing)政部門統一管理。逐步壓縮特(te)長生(sheng)(sheng)(sheng)招生(sheng)(sheng)(sheng)規模,直(zhi)至2020年(nian)前取(qu)消(xiao)各類特(te)長生(sheng)(sheng)(sheng)招生(sheng)(sheng)(sheng)。2018年(nian),經(jing)批準招收特(te)長生(sheng)(sheng)(sheng)的直(zhi)屬學校,就近在所(suo)在區(qu)(qu)域(yu)內的小學應屆(jie)畢業生(sheng)(sheng)(sheng)中選拔。
三、規范義務教育階段民辦學校招生行為
(一)加(jia)強對義(yi)務教育階段民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)指導(dao)和(he)(he)管理。各區(qu)教育行(xing)政(zheng)部(bu)門要根(gen)據學(xue)(xue)校(xiao)(xiao)(xiao)的(de)實(shi)際(ji)情況核(he)準(zhun)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃和(he)(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍(wei)。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)應(ying)在核(he)定的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃和(he)(he)范圍(wei)內(nei)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),有寄宿條件的(de)民(min)(min)辦(ban)(ban)(ban)初中(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)可(ke)跨區(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。義(yi)務教育階段民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)與公(gong)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)統一招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)平臺,同(tong)步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)制(zhi)定的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方案,報(bao)所屬(shu)區(qu)教育行(xing)政(zheng)部(bu)門審核(he)后實(shi)施。學(xue)(xue)校(xiao)(xiao)(xiao)依法自主招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)簡(jian)章及(ji)公(gong)告(gao),通過學(xue)(xue)校(xiao)(xiao)(xiao)網站向(xiang)社(she)會公(gong)布,同(tong)時(shi)向(xiang)所在區(qu)教育行(xing)政(zheng)部(bu)門備案。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡(jian)章公(gong)開(kai)內(nei)容(rong)應(ying)包括(kuo)學(xue)(xue)校(xiao)(xiao)(xiao)辦(ban)(ban)(ban)學(xue)(xue)情況、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)程(cheng)序(xu)、面談范圍(wei)、收費標準(zhun)、“三個承諾”(不提(ti)(ti)前開(kai)展(zhan)報(bao)名(ming)和(he)(he)面談等工作(zuo)、不收取(qu)(qu)各種特制(zhi)的(de)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)個人簡(jian)歷及(ji)各類獲獎證書、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取(qu)(qu)不與任何(he)社(she)會培訓機構(gou)掛鉤)等。民(min)(min)辦(ban)(ban)(ban)中(zhong)小(xiao)學(xue)(xue)不得提(ti)(ti)前組(zu)織(zhi)面向(xiang)幼兒(er)園大班幼兒(er)、小(xiao)學(xue)(xue)畢(bi)業生(sheng)(sheng)(sheng)(sheng)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)宣講(jiang)或變相遴選學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)。
(二)規(gui)范(fan)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階段民(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)程(cheng)(cheng)(cheng)序。義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階段民(min)(min)辦(ban)中小學(xue)(xue)(xue)(xue)(xue)招(zhao)生(sheng)(sheng)一(yi)律禁止筆(bi)試(shi)。各區教(jiao)(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部門(men)(men)要(yao)規(gui)范(fan)民(min)(min)辦(ban)中小學(xue)(xue)(xue)(xue)(xue)招(zhao)生(sheng)(sheng)面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)程(cheng)(cheng)(cheng)序。民(min)(min)辦(ban)中小學(xue)(xue)(xue)(xue)(xue)要(yao)將(jiang)面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)方案(an)(包括(kuo)面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)方式、面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)題目等(deng)(deng)(deng))密(mi)封(feng)并加蓋密(mi)封(feng)章封(feng)存后,報(bao)所在教(jiao)(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部門(men)(men)備查(cha)。民(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)僅可組(zu)織一(yi)輪(lun)面(mian)(mian)(mian)(mian)(mian)談(tan)(tan),嚴(yan)(yan)禁組(zu)織兩(liang)輪(lun)及(ji)以上的(de)面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)。要(yao)規(gui)范(fan)面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)程(cheng)(cheng)(cheng)序和方法,面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)應結(jie)合本校(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)(xue)(xue)(xue)理念與辦(ban)學(xue)(xue)(xue)(xue)(xue)特點,通過活(huo)動考察(cha)、面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)交流等(deng)(deng)(deng)方式,從行(xing)為習慣、學(xue)(xue)(xue)(xue)(xue)習習慣、團隊合作(zuo)(zuo)、實踐能力、身心素質、興趣愛好(hao)、家(jia)庭(ting)教(jiao)(jiao)育(yu)(yu)(yu)等(deng)(deng)(deng)方面(mian)(mian)(mian)(mian)(mian),選擇(ze)符合條件的(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)。民(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應安排面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)全(quan)程(cheng)(cheng)(cheng)錄音(yin)錄像,作(zuo)(zuo)為履(lv)行(xing)規(gui)范(fan)招(zhao)生(sheng)(sheng)的(de)證(zheng)據。嚴(yan)(yan)禁學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)利用面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)進(jin)行(xing)任何形式的(de)學(xue)(xue)(xue)(xue)(xue)科知識考試(shi)或(huo)測試(shi)。嚴(yan)(yan)禁對報(bao)讀民(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)家(jia)長(chang)組(zu)織任何形式的(de)測評、調研等(deng)(deng)(deng)活(huo)動。民(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)面(mian)(mian)(mian)(mian)(mian)談(tan)(tan)過程(cheng)(cheng)(cheng)應向市和區兩(liang)級教(jiao)(jiao)育(yu)(yu)(yu)行(xing)政(zheng)、督導(dao)、監察(cha)部門(men)(men)以及(ji)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)家(jia)委會代表(biao)等(deng)(deng)(deng)公開(kai),自(zi)覺接受社(she)會監督。民(min)(min)辦(ban)中小學(xue)(xue)(xue)(xue)(xue)舉(ju)辦(ban)的(de)“校(xiao)(xiao)(xiao)園開(kai)放(fang)日”向社(she)區學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)及(ji)其家(jia)長(chang)展(zhan)示(shi)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)(xue)(xue)(xue)理念、課(ke)程(cheng)(cheng)(cheng)設置、師資水平、辦(ban)學(xue)(xue)(xue)(xue)(xue)特色(se)時,不(bu)得(de)同(tong)時組(zu)織學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)報(bao)名,不(bu)得(de)組(zu)織測試(shi)或(huo)面(mian)(mian)(mian)(mian)(mian)談(tan)(tan),不(bu)得(de)收取學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)任何形式的(de)簡歷(包含各類(lei)證(zheng)書(shu))等(deng)(deng)(deng)材料(liao),也不(bu)得(de)留下家(jia)長(chang)的(de)聯系方式。
四、加強普通高中招生教育管理
積極探索(suo)基于初中學(xue)業水平考試成(cheng)績、結合(he)綜合(he)表現(xian)評(ping)價的(de)高中階段學(xue)校考試招(zhao)生(sheng)(sheng)(sheng)錄(lu)取模式。根(gen)據(ju)國家(jia)有(you)關(guan)規定(ding)嚴格控制加分項目和分值,健全(quan)考生(sheng)(sheng)(sheng)加分資(zi)(zi)格審核(he)(he)公(gong)示制度,體育(yu)(yu)、藝術(shu)和科技(ji)類等相關(guan)特長和表現(xian)記入學(xue)生(sheng)(sheng)(sheng)綜合(he)表現(xian)評(ping)價檔(dang)案。繼續(xu)推進(jin)優(you)質(zhi)高中指(zhi)標到校改革(ge),完善優(you)質(zhi)高中招(zhao)生(sheng)(sheng)(sheng)名額合(he)理(li)分配到初中學(xue)校的(de)招(zhao)生(sheng)(sheng)(sheng)辦法,2018年,優(you)質(zhi)高中指(zhi)標到校比例為(wei)50%。依(yi)法規范民辦普通高中招(zhao)生(sheng)(sheng)(sheng)行為(wei),根(gen)據(ju)核(he)(he)定(ding)的(de)招(zhao)生(sheng)(sheng)(sheng)計劃和確(que)定(ding)的(de)招(zhao)生(sheng)(sheng)(sheng)范圍加強監管,并與公(gong)辦學(xue)校同步(bu)招(zhao)生(sheng)(sheng)(sheng)。嚴禁擅自(zi)提前招(zhao)生(sheng)(sheng)(sheng),嚴禁違規跨市招(zhao)生(sheng)(sheng)(sheng),嚴禁招(zhao)生(sheng)(sheng)(sheng)亂收費和有(you)償招(zhao)生(sheng)(sheng)(sheng),維護正(zheng)常的(de)招(zhao)生(sheng)(sheng)(sheng)秩(zhi)序。做(zuo)好(hao)進(jin)城務(wu)(wu)工(gong)人員隨遷(qian)子女接(jie)受(shou)義務(wu)(wu)教育(yu)(yu)后在(zai)我市參加升學(xue)考試工(gong)作,完善學(xue)位建(jian)設機制,合(he)理(li)配置教育(yu)(yu)資(zi)(zi)源,通過信息技(ji)術(shu)手(shou)段方便隨遷(qian)子女報(bao)考,保障隨遷(qian)子女公(gong)平享受(shou)教育(yu)(yu)權利(li)和升學(xue)機會(hui)
五、加強宣傳引導
堅(jian)持陽光招(zhao)生(sheng),加強宣(xuan)傳(chuan)引導。市(shi)、區(qu)教(jiao)(jiao)育部門(men)(men)要(yao)編印宣(xuan)傳(chuan)手冊和(he)宣(xuan)傳(chuan)畫報等(deng)資料,多(duo)渠道多(duo)形(xing)式開展招(zhao)生(sheng)宣(xuan)傳(chuan)工(gong)(gong)作。各(ge)區(qu)要(yao)召開新聞通(tong)氣會(hui),解(jie)讀本區(qu)義(yi)務教(jiao)(jiao)育招(zhao)生(sheng)積分入學細(xi)則,要(yao)在門(men)(men)戶(hu)網站、官方微(wei)博、官方微(wei)信等(deng)媒(mei)介宣(xuan)傳(chuan)。要(yao)組織召開幼兒園、小學家(jia)長會(hui)議,積極主動宣(xuan)傳(chuan),要(yao)聯系(xi)社區(qu)工(gong)(gong)作站協助宣(xuan)傳(chuan),切實做好招(zhao)生(sheng)宣(xuan)傳(chuan)工(gong)(gong)作。對(dui)群眾關注的教(jiao)(jiao)育熱點(dian)難點(dian)重點(dian)問題,各(ge)區(qu)教(jiao)(jiao)育行政部門(men)(men)要(yao)摸(mo)(mo)清(qing)摸(mo)(mo)準(zhun),及時做好針對(dui)性(xing)的宣(xuan)傳(chuan)解(jie)釋工(gong)(gong)作。
六、加強監督檢查
(一(yi))嚴(yan)格(ge)落實教(jiao)育(yu)(yu)部“十項(xiang)嚴(yan)禁(jin)”紀(ji)律(lv)要求。嚴(yan)禁(jin)無計劃、超(chao)計劃組織招(zhao)生(sheng)(sheng),招(zhao)生(sheng)(sheng)結(jie)束(shu)后,學(xue)(xue)(xue)校(xiao)不(bu)得擅自(zi)招(zhao)收(shou)已被其他學(xue)(xue)(xue)校(xiao)錄取的(de)學(xue)(xue)(xue)生(sheng)(sheng);嚴(yan)禁(jin)自(zi)行(xing)(xing)組織或與(yu)(yu)(yu)社(she)會培(pei)訓機(ji)構(gou)聯合(he)組織以(yi)選(xuan)拔生(sheng)(sheng)源(yuan)(yuan)為目的(de)的(de)各(ge)類考(kao)試,或采用社(she)會培(pei)訓機(ji)構(gou)自(zi)行(xing)(xing)組織的(de)各(ge)類考(kao)試結(jie)果;嚴(yan)禁(jin)提前組織招(zhao)生(sheng)(sheng),變(bian)相“掐(qia)尖”選(xuan)生(sheng)(sheng)源(yuan)(yuan);嚴(yan)禁(jin)公(gong)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)與(yu)(yu)(yu)民辦(ban)(ban)學(xue)(xue)(xue)校(xiao)混合(he)招(zhao)生(sheng)(sheng)、混合(he)編班;嚴(yan)禁(jin)以(yi)高(gao)(gao)(gao)(gao)額物質獎(jiang)勵、虛假(jia)宣傳(chuan)等不(bu)正當(dang)手段(duan)招(zhao)攬生(sheng)(sheng)源(yuan)(yuan);嚴(yan)禁(jin)任(ren)何學(xue)(xue)(xue)校(xiao)收(shou)取或變(bian)相收(shou)取與(yu)(yu)(yu)入學(xue)(xue)(xue)掛鉤(gou)的(de)“捐資助學(xue)(xue)(xue)款”;嚴(yan)禁(jin)義務(wu)(wu)教(jiao)育(yu)(yu)階(jie)段(duan)學(xue)(xue)(xue)校(xiao)以(yi)各(ge)類競(jing)賽(sai)證書、學(xue)(xue)(xue)科競(jing)賽(sai)成(cheng)績(ji)或考(kao)級(ji)證明(ming)等作為招(zhao)生(sheng)(sheng)依據(ju);嚴(yan)禁(jin)義務(wu)(wu)教(jiao)育(yu)(yu)階(jie)段(duan)學(xue)(xue)(xue)校(xiao)設立任(ren)何名義的(de)重點班、快慢班;嚴(yan)禁(jin)初高(gao)(gao)(gao)(gao)中(zhong)學(xue)(xue)(xue)校(xiao)對(dui)學(xue)(xue)(xue)生(sheng)(sheng)進(jin)行(xing)(xing)中(zhong)高(gao)(gao)(gao)(gao)考(kao)成(cheng)績(ji)排(pai)名、宣傳(chuan)中(zhong)高(gao)(gao)(gao)(gao)考(kao)狀(zhuang)元(yuan)和(he)升學(xue)(xue)(xue)率,教(jiao)育(yu)(yu)行(xing)(xing)政部門也(ye)不(bu)得對(dui)學(xue)(xue)(xue)校(xiao)中(zhong)高(gao)(gao)(gao)(gao)考(kao)情(qing)況進(jin)行(xing)(xing)排(pai)名,以(yi)及(ji)向學(xue)(xue)(xue)校(xiao)提供非本校(xiao)的(de)中(zhong)高(gao)(gao)(gao)(gao)考(kao)成(cheng)績(ji)數據(ju);嚴(yan)禁(jin)出現人籍(ji)(ji)(ji)分離、空掛學(xue)(xue)(xue)籍(ji)(ji)(ji)、學(xue)(xue)(xue)籍(ji)(ji)(ji)造假(jia)等現象,不(bu)得為違(wei)規(gui)跨區域(yu)招(zhao)收(shou)的(de)學(xue)(xue)(xue)生(sheng)(sheng)和(he)違(wei)規(gui)轉學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)(sheng)辦(ban)(ban)理學(xue)(xue)(xue)籍(ji)(ji)(ji)轉接。
(二(er))全面(mian)強(qiang)化監(jian)督(du)問責。各區要完善違(wei)紀(ji)舉報和申訴(su)受理(li)機制,嚴(yan)肅(su)查處違(wei)規(gui)違(wei)紀(ji)行(xing)(xing)為。對(dui)(dui)于(yu)造成不良影(ying)響(xiang)或嚴(yan)重后果(guo)的學校(xiao),視情(qing)節輕重給予(yu)約(yue)談、通(tong)報批評(ping)、追究相(xiang)關人員責任(ren)等處罰。對(dui)(dui)于(yu)民辦學校(xiao),還可依照有關規(gui)定給予(yu)減少下一年(nian)度招(zhao)生(sheng)計劃、停止當年(nian)招(zhao)生(sheng)直至吊銷辦學許可證的處罰。市教育(yu)部門將于(yu)2018年(nian)秋(qiu)季(ji)開學后兩周(zhou)內,開展(zhan)義務教育(yu)招(zhao)生(sheng)工作專項檢查,對(dui)(dui)存在嚴(yan)重違(wei)規(gui)招(zhao)生(sheng)行(xing)(xing)為的學校(xiao)要予(yu)以(yi)通(tong)報。
