為深入(ru)貫徹(che)黨的(de)十九大精神,努力讓每個孩子(zi)都能享有公(gong)平而有質量的(de)教(jiao)(jiao)育,根據《中(zhong)華人民共(gong)和國義務教(jiao)(jiao)育法(fa)》和《教(jiao)(jiao)育部辦公(gong)廳關(guan)于做好(hao)2019年(nian)普通中(zhong)小學(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)工作(zuo)的(de)通知》(教(jiao)(jiao)基(ji)廳〔2019〕1號)、《廣(guang)東省教(jiao)(jiao)育廳轉發(fa)關(guan)于做好(hao)2019年(nian)普通中(zhong)小學(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)工作(zuo)的(de)通知》(粵教(jiao)(jiao)基(ji)函〔2019〕70號)及《深圳市非深戶(hu)籍人員子(zi)女接受義務教(jiao)(jiao)育管理(li)辦法(fa)》(深府規(gui)〔2018〕3號)要求,現就(jiu)做好(hao)我(wo)市2019年(nian)度(du)普通中(zhong)小學(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)工作(zuo)通知如下(xia):
一、嚴格落實義務教育學校招生入學規定
(一(yi))落實(shi)區(qu)(qu)(qu)政(zheng)府(fu)職責,實(shi)現“兩為(wei)主(zhu)”。各區(qu)(qu)(qu)(含新(xin)區(qu)(qu)(qu)、深汕合作區(qu)(qu)(qu),下同)政(zheng)府(fu)作為(wei)發展和(he)管理(li)(li)義(yi)務(wu)教育(yu)的(de)責任主(zhu)體(ti)和(he)行(xing)為(wei)主(zhu)體(ti),要(yao)(yao)(yao)(yao)堅持按(an)(an)(an)照“以流入地政(zheng)府(fu)為(wei)主(zhu)、以公辦學(xue)(xue)校(xiao)為(wei)主(zhu)”的(de)要(yao)(yao)(yao)(yao)求,增加(jia)(jia)公辦學(xue)(xue)位(wei)供(gong)給(gei),統(tong)籌公民(min)辦學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),切實(shi)保(bao)障符合條件(jian)的(de)適(shi)(shi)齡(ling)兒(er)(er)童(tong)(tong)、少(shao)年接受義(yi)務(wu)教育(yu)的(de)權(quan)利。堅決防止(zhi)將政(zheng)府(fu)舉辦義(yi)務(wu)教育(yu)的(de)責任推(tui)向市場。各區(qu)(qu)(qu)要(yao)(yao)(yao)(yao)加(jia)(jia)強(qiang)組(zu)織領(ling)導(dao)(dao)和(he)統(tong)籌協調(diao),成立(li)(li)義(yi)務(wu)教育(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作領(ling)導(dao)(dao)小組(zu),主(zhu)管區(qu)(qu)(qu)領(ling)導(dao)(dao)為(wei)組(zu)長,及(ji)時妥(tuo)善處(chu)理(li)(li)本區(qu)(qu)(qu)義(yi)務(wu)教育(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)中(zhong)的(de)熱(re)點難點問(wen)題,定(ding)期召開招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作聯席會議(yi),建(jian)(jian)立(li)(li)長效協調(diao)工(gong)(gong)作機(ji)制(zhi)。各區(qu)(qu)(qu)教育(yu)行(xing)政(zheng)部(bu)門要(yao)(yao)(yao)(yao)切實(shi)加(jia)(jia)強(qiang)對義(yi)務(wu)教育(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作的(de)組(zu)織和(he)管理(li)(li),做(zuo)(zuo)好(hao)學(xue)(xue)位(wei)預(yu)測,及(ji)時公布(bu)(bu)學(xue)(xue)位(wei)供(gong)需情況,制(zhi)定(ding)和(he)落實(shi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作方案和(he)應急預(yu)案,做(zuo)(zuo)好(hao)網上招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)報名的(de)組(zu)織工(gong)(gong)作,指導(dao)(dao)所屬學(xue)(xue)校(xiao)及(ji)時、妥(tuo)善處(chu)理(li)(li)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作中(zhong)出(chu)現的(de)信(xin)(xin)訪問(wen)題;要(yao)(yao)(yao)(yao)加(jia)(jia)強(qiang)與相關部(bu)門的(de)溝通和(he)聯系,充分(fen)利用現代信(xin)(xin)息技術(shu)手段實(shi)施多部(bu)門聯網審核驗證(zheng),共同做(zuo)(zuo)好(hao)適(shi)(shi)齡(ling)兒(er)(er)童(tong)(tong)、少(shao)年的(de)就讀與免費資格(ge)驗核工(gong)(gong)作;教育(yu)行(xing)政(zheng)部(bu)門和(he)中(zhong)小學(xue)(xue)校(xiao)要(yao)(yao)(yao)(yao)建(jian)(jian)立(li)(li)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)監(jian)(jian)察(cha)機(ji)構并公布(bu)(bu)咨詢、監(jian)(jian)督電話。各義(yi)務(wu)教育(yu)階(jie)(jie)段學(xue)(xue)校(xiao)要(yao)(yao)(yao)(yao)規范招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)程(cheng)序,指導(dao)(dao)適(shi)(shi)齡(ling)兒(er)(er)童(tong)(tong)、少(shao)年的(de)家長按(an)(an)(an)時申請學(xue)(xue)位(wei),按(an)(an)(an)要(yao)(yao)(yao)(yao)求及(ji)時、準確提供(gong)就讀信(xin)(xin)息。市局(ju)直(zhi)屬學(xue)(xue)校(xiao)義(yi)務(wu)教育(yu)階(jie)(jie)段新(xin)生(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作納入所在區(qu)(qu)(qu)教育(yu)行(xing)政(zheng)部(bu)門統(tong)一(yi)管理(li)(li)。
(二)落實控(kong)輟保(bao)學(xue)(xue)(xue)(xue)法(fa)定(ding)職責。各(ge)區要切實履(lv)行(xing)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)控(kong)輟保(bao)學(xue)(xue)(xue)(xue)法(fa)定(ding)職責,做(zuo)(zuo)(zuo)好失(shi)學(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)適齡(ling)兒童(tong)(tong)情況排查(cha),建(jian)立失(shi)學(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)適齡(ling)兒童(tong)(tong)、少年工作臺帳,加(jia)強學(xue)(xue)(xue)(xue)籍(ji)管(guan)理,按照“人(ren)籍(ji)一致”原(yuan)則及時做(zuo)(zuo)(zuo)好學(xue)(xue)(xue)(xue)籍(ji)建(jian)檔(dang)工作,市教(jiao)(jiao)育(yu)(yu)局將(jiang)全面(mian)監控(kong)中考報(bao)名人(ren)數與上一學(xue)(xue)(xue)(xue)年初二學(xue)(xue)(xue)(xue)業水平考試人(ren)數的(de)變化,重(zhong)點(dian)查(cha)處(chu)差額較大的(de)區和學(xue)(xue)(xue)(xue)校,杜(du)絕以“強行(xing)分流(liu)”的(de)做(zuo)(zuo)(zuo)法(fa),剝(bo)奪符合條件的(de)學(xue)(xue)(xue)(xue)生參加(jia)中考的(de)權利,切實做(zuo)(zuo)(zuo)好控(kong)輟保(bao)學(xue)(xue)(xue)(xue)工作。適齡(ling)兒童(tong)(tong)、少年因身體(ti)狀況需要延緩(huan)入(ru)(ru)學(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)的(de),其(qi)(qi)父母或者其(qi)(qi)他法(fa)定(ding)監護人(ren)應(ying)當提出申請,報(bao)區教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門備案。各(ge)區要認真排查(cha)并嚴(yan)厲查(cha)處(chu)社(she)會(hui)培訓機構以“國學(xue)(xue)(xue)(xue)班”“讀經班”“私塾”等形式替代義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)非法(fa)辦學(xue)(xue)(xue)(xue)行(xing)為。父母或者其(qi)(qi)他法(fa)定(ding)監護人(ren)無正當理由未送適齡(ling)兒童(tong)(tong)、少年入(ru)(ru)學(xue)(xue)(xue)(xue)接受(shou)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)或造成輟學(xue)(xue)(xue)(xue),情節嚴(yan)重(zhong)或構成犯罪(zui)的(de),依(yi)法(fa)追究法(fa)律(lv)責任。加(jia)強外籍(ji)人(ren)員子女學(xue)(xue)(xue)(xue)校招生管(guan)理,不得招收(shou)中國籍(ji)學(xue)(xue)(xue)(xue)生。
(三)落(luo)實(shi)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發展(zhan)職(zhi)(zhi)責。保障適(shi)(shi)(shi)齡殘(can)疾(ji)兒(er)童(tong)、少(shao)(shao)(shao)年(nian)(nian)接(jie)(jie)受義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)權(quan)利,是各(ge)區(qu)(qu)政府的(de)(de)職(zhi)(zhi)責。原則上(shang)全市(shi)各(ge)區(qu)(qu)(新(xin)區(qu)(qu))各(ge)建(jian)設(she)(she)(she)至少(shao)(shao)(shao)1所(suo)獨立(li)設(she)(she)(she)置(zhi)的(de)(de)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階段綜合(he)(he)性(xing)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)。應根(gen)據區(qu)(qu)內(nei)特(te)殊(shu)學(xue)(xue)(xue)(xue)(xue)生數量,因地制宜(yi),實(shi)事求是,合(he)(he)理設(she)(she)(she)置(zhi)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規模(mo)。可采(cai)取借(jie)址辦學(xue)(xue)(xue)(xue)(xue)等(deng)多種(zhong)方式(shi)先把(ba)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)辦起(qi)來,確保2019年(nian)(nian)9月開學(xue)(xue)(xue)(xue)(xue)。按(an)照“全覆(fu)蓋、零拒絕”的(de)(de)要求,根(gen)據適(shi)(shi)(shi)齡殘(can)疾(ji)兒(er)童(tong)、少(shao)(shao)(shao)年(nian)(nian)的(de)(de)實(shi)際(ji)制訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)安置(zhi)方案(an),通(tong)過普通(tong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)就讀(du)、特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)就讀(du)、送教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)門等(deng)多種(zhong)方式(shi),逐一(yi)做好入(ru)學(xue)(xue)(xue)(xue)(xue)安置(zhi)工作。以(yi)(yi)融合(he)(he)發展(zhan)為(wei)(wei)導(dao)向,以(yi)(yi)普通(tong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)為(wei)(wei)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發展(zhan)主陣(zhen)地,優先采(cai)用普通(tong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)就讀(du)的(de)(de)方式(shi),就近安排能接(jie)(jie)受普通(tong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)適(shi)(shi)(shi)齡殘(can)疾(ji)兒(er)童(tong)、少(shao)(shao)(shao)年(nian)(nian)就讀(du)。招收殘(can)疾(ji)兒(er)童(tong)、少(shao)(shao)(shao)年(nian)(nian)5人以(yi)(yi)上(shang)的(de)(de)普通(tong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要按(an)規定建(jian)設(she)(she)(she)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室,按(an)標準(zhun)配備(bei)專(zhuan)職(zhi)(zhi)資源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師。努力實(shi)現(xian)到2020年(nian)(nian),殘(can)疾(ji)兒(er)童(tong)、少(shao)(shao)(shao)年(nian)(nian)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)入(ru)學(xue)(xue)(xue)(xue)(xue)率達(da)到95%以(yi)(yi)上(shang)的(de)(de)目標任(ren)務(wu)(wu)。市(shi)、區(qu)(qu)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)科學(xue)(xue)(xue)(xue)(xue)設(she)(she)(she)置(zhi)招生類別、學(xue)(xue)(xue)(xue)(xue)段,錯位發展(zhan),協調(diao)發展(zhan),形(xing)成視(shi)障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、聽障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)以(yi)(yi)市(shi)為(wei)(wei)主,智障等(deng)其他類型的(de)(de)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)以(yi)(yi)區(qu)(qu)為(wei)(wei)主的(de)(de)格局(ju)。市(shi)屬特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要擴大高中階段招生規模(mo),讓完成義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)且有(you)意愿的(de)(de)殘(can)疾(ji)學(xue)(xue)(xue)(xue)(xue)生都能接(jie)(jie)受適(shi)(shi)(shi)宜(yi)的(de)(de)高中階段教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)。
(四)落實隨遷子女(nv)入(ru)(ru)學(xue)(xue)(xue)(xue)政策,嚴把招生入(ru)(ru)學(xue)(xue)(xue)(xue)關(guan)。所有義(yi)務教(jiao)育階(jie)段公辦(ban)(ban)學(xue)(xue)(xue)(xue)校和民辦(ban)(ban)學(xue)(xue)(xue)(xue)校不得招收(shou)不符合就讀(du)條件(jian)的(de)學(xue)(xue)(xue)(xue)生入(ru)(ru)學(xue)(xue)(xue)(xue),要嚴格執行(xing)《深(shen)(shen)圳(zhen)市非深(shen)(shen)戶籍人員子女(nv)接(jie)受義(yi)務教(jiao)育管理(li)辦(ban)(ban)法》(深(shen)(shen)府規(gui)〔2018〕3號),以居住(zhu)證(zheng)作為主要入(ru)(ru)學(xue)(xue)(xue)(xue)依據,按照“兩(liang)個滿(man)1年(nian)”條件(jian)嚴把招生入(ru)(ru)學(xue)(xue)(xue)(xue)關(guan),即父母雙(shuang)方或一方持(chi)有具有使用功能的(de)深(shen)(shen)圳(zhen)經(jing)濟特(te)區(qu)居住(zhu)證(zheng),且(qie)在深(shen)(shen)圳(zhen)居住(zhu)滿(man)1年(nian)、連(lian)續參加社會(hui)保險(養老保險和醫(yi)療(liao)保險)滿(man)1年(nian)。符合就讀(du)條件(jian)在民辦(ban)(ban)學(xue)(xue)(xue)(xue)校就讀(du)的(de)學(xue)(xue)(xue)(xue)生可享受義(yi)務教(jiao)育學(xue)(xue)(xue)(xue)位補貼。
(五)落實免試(shi)(shi)(shi)就(jiu)(jiu)(jiu)近(jin)入(ru)(ru)學(xue)(xue)(xue)規(gui)(gui)(gui)定(ding)。各(ge)區(qu)(qu)(qu)要合理確定(ding)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)片區(qu)(qu)(qu),根據適(shi)齡學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)人數、學(xue)(xue)(xue)校(xiao)(xiao)分布、學(xue)(xue)(xue)校(xiao)(xiao)規(gui)(gui)(gui)模(mo)、交通(tong)狀況(kuang)等(deng)因素,按照就(jiu)(jiu)(jiu)近(jin)入(ru)(ru)學(xue)(xue)(xue)的(de)(de)原則(ze),為(wei)每(mei)所義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階段(duan)學(xue)(xue)(xue)校(xiao)(xiao)科學(xue)(xue)(xue)劃定(ding)服務(wu)片區(qu)(qu)(qu)范圍。鼓勵各(ge)區(qu)(qu)(qu)積極探索學(xue)(xue)(xue)區(qu)(qu)(qu)制招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)(ban)法,促進義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)優質均衡發展。義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階段(duan)學(xue)(xue)(xue)校(xiao)(xiao)應當公示招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)政策、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)片區(qu)(qu)(qu)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)程(cheng)序、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)結果、咨(zi)詢(xun)投訴(su)電話,不(bu)(bu)得(de)(de)擅(shan)自(zi)(zi)跨(kua)(kua)(kua)片區(qu)(qu)(qu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不(bu)(bu)得(de)(de)擅(shan)自(zi)(zi)接(jie)收學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)跨(kua)(kua)(kua)片區(qu)(qu)(qu)擇(ze)校(xiao)(xiao)就(jiu)(jiu)(jiu)讀。所有公辦(ban)(ban)、民(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階段(duan)學(xue)(xue)(xue)校(xiao)(xiao)都(dou)要嚴格遵守義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)免試(shi)(shi)(shi)入(ru)(ru)學(xue)(xue)(xue)規(gui)(gui)(gui)定(ding),不(bu)(bu)得(de)(de)通(tong)過考(kao)試(shi)(shi)(shi)或變相考(kao)試(shi)(shi)(shi)等(deng)方(fang)式(shi)(shi)選拔學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)與公辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)實施統一招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)平臺(tai)、同(tong)步(bu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不(bu)(bu)得(de)(de)以面(mian)(mian)試(shi)(shi)(shi)、面(mian)(mian)談、人機(ji)對(dui)話、簡歷材料等(deng)任何(he)形(xing)式(shi)(shi)為(wei)依據選擇(ze)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)。民(min)辦(ban)(ban)中(zhong)小學(xue)(xue)(xue)校(xiao)(xiao)應在核定(ding)的(de)(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃與范圍內招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不(bu)(bu)得(de)(de)以“國際(ji)部”“國際(ji)課(ke)程(cheng)班(ban)(ban)”“境外班(ban)(ban)”等(deng)名義(yi)(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),未經批準不(bu)(bu)得(de)(de)以“港澳班(ban)(ban)”名義(yi)(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。無(wu)寄(ji)宿(su)條(tiao)件的(de)(de)民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)不(bu)(bu)得(de)(de)跨(kua)(kua)(kua)區(qu)(qu)(qu)域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),有寄(ji)宿(su)條(tiao)件的(de)(de)民(min)辦(ban)(ban)初中(zhong)原則(ze)上面(mian)(mian)向(xiang)審(shen)批地招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),面(mian)(mian)向(xiang)審(shen)批地招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃不(bu)(bu)得(de)(de)少于本(ben)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃的(de)(de)50%,跨(kua)(kua)(kua)區(qu)(qu)(qu)域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)須經教(jiao)(jiao)育(yu)(yu)(yu)行政部門(men)(men)同(tong)意。適(shi)齡兒童只能填報一所跨(kua)(kua)(kua)區(qu)(qu)(qu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)民(min)辦(ban)(ban)初中(zhong)。民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)制定(ding)的(de)(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方(fang)案,報所屬區(qu)(qu)(qu)教(jiao)(jiao)育(yu)(yu)(yu)行政部門(men)(men)審(shen)核后(hou)實施。各(ge)區(qu)(qu)(qu)教(jiao)(jiao)育(yu)(yu)(yu)行政部門(men)(men)要指導(dao)報名人數超過招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃的(de)(de)民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)采取電腦隨機(ji)派位方(fang)式(shi)(shi)進行招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。《深圳(zhen)市(shi)教(jiao)(jiao)育(yu)(yu)(yu)局關(guan)于做(zuo)好2019年民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)工作的(de)(de)通(tong)知(zhi)》(深教(jiao)(jiao)〔2019〕52號)有關(guan)規(gui)(gui)(gui)定(ding)與本(ben)通(tong)知(zhi)不(bu)(bu)符的(de)(de),以本(ben)通(tong)知(zhi)為(wei)準。
(六)落實(shi)陽光(guang)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),完善積分(fen)(fen)(fen)(fen)入(ru)學(xue)(xue)(xue)政策。按照(zhao)“合法穩定住所,合法穩定職業”的(de)政策要(yao)(yao)(yao)求,各區(qu)(qu)要(yao)(yao)(yao)不斷優(you)化和(he)完善積分(fen)(fen)(fen)(fen)入(ru)學(xue)(xue)(xue)實(shi)施細則,充分(fen)(fen)(fen)(fen)體現(xian)教(jiao)(jiao)育(yu)(yu)公平,合理設置積分(fen)(fen)(fen)(fen)類(lei)別、項目、標準(zhun)和(he)分(fen)(fen)(fen)(fen)值,根據積分(fen)(fen)(fen)(fen)情況和(he)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)安排學(xue)(xue)(xue)位,實(shi)施過(guo)程中(zhong)要(yao)(yao)(yao)做到積分(fen)(fen)(fen)(fen)標準(zhun)、積分(fen)(fen)(fen)(fen)結果(guo)(guo)、學(xue)(xue)(xue)位安排“三(san)公開”。各區(qu)(qu)教(jiao)(jiao)育(yu)(yu)行政部門制定的(de)積分(fen)(fen)(fen)(fen)入(ru)學(xue)(xue)(xue)細則要(yao)(yao)(yao)在(zai)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工作實(shi)施前報(bao)市教(jiao)(jiao)育(yu)(yu)局(ju)備(bei)案(an)。繼(ji)續壓縮義務(wu)教(jiao)(jiao)育(yu)(yu)階(jie)段學(xue)(xue)(xue)校各類(lei)特(te)(te)長(chang)生(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)規(gui)模,縮減特(te)(te)長(chang)生(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua),至2020年(nian)全(quan)面取消各類(lei)特(te)(te)長(chang)生(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。2019年(nian)批準(zhun)招(zhao)(zhao)(zhao)(zhao)收特(te)(te)長(chang)生(sheng)(sheng)的(de)市局(ju)直屬學(xue)(xue)(xue)校,就(jiu)近在(zai)所在(zai)行政區(qu)(qu)域內的(de)小學(xue)(xue)(xue)應屆(jie)畢業生(sheng)(sheng)中(zhong)選拔(ba)特(te)(te)長(chang)生(sheng)(sheng),錄取結果(guo)(guo)需通過(guo)學(xue)(xue)(xue)校網站向社會公示(shi)。對烈士(shi)子(zi)女(nv)、現(xian)役軍(jun)人子(zi)女(nv)、消防救援隊伍人員子(zi)女(nv)、公安英模和(he)因公犧牲傷殘警察(cha)子(zi)女(nv)落實(shi)教(jiao)(jiao)育(yu)(yu)優(you)待政策,對高層(ceng)次人才子(zi)女(nv)落實(shi)教(jiao)(jiao)育(yu)(yu)優(you)惠政策,并向社會公示(shi)。
(七)落(luo)實(shi)教育優質均衡發展要(yao)求,消除大(da)(da)班(ban)額(e)。各(ge)區要(yao)合理配(pei)置教育資源,增加學(xue)位(wei)供給(gei),切(qie)實(shi)采取措施消除大(da)(da)班(ban)額(e),確保中小學(xue)校起始年級嚴格按照(zhao)國(guo)家規(gui)定標(biao)準班(ban)額(e)(小學(xue)45人,初(chu)中50人)招(zhao)生,堅決防(fang)止(zhi)產(chan)生新(xin)的(de)大(da)(da)班(ban)額(e)。到2020年基本消除小學(xue)45人以上(shang)、初(chu)中50人以上(shang)大(da)(da)班(ban)額(e)(進城(cheng)務工人員隨遷子女占30%以上(shang)的(de)學(xue)校,小學(xue)不超過50人,初(chu)中不超過55人)。
二、嚴格規范普通高中招生行為
(八)規(gui)范(fan)(fan)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)管理。科學(xue)編(bian)制(zhi)(zhi)高(gao)(gao)中(zhong)階(jie)段(duan)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua),合理配(pei)置(zhi)普通高(gao)(gao)中(zhong)和(he)中(zhong)職教(jiao)育(yu)學(xue)位(wei)資(zi)源。公辦普通高(gao)(gao)中(zhong)要(yao)嚴(yan)格(ge)(ge)按(an)(an)照法定建設規(gui)模招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),民辦普通高(gao)(gao)中(zhong)要(yao)嚴(yan)格(ge)(ge)按(an)(an)照核定規(gui)模招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。積極探索(suo)基(ji)于初(chu)中(zhong)學(xue)業水平考試成績、結(jie)合綜合表現評價的(de)高(gao)(gao)中(zhong)階(jie)段(duan)學(xue)校(xiao)考試招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模式。所有高(gao)(gao)中(zhong)學(xue)校(xiao)(包(bao)括(kuo)民辦普通高(gao)(gao)中(zhong))須(xu)嚴(yan)格(ge)(ge)按(an)(an)照規(gui)定的(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)(fan)圍(wei)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)時間(jian)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)式進行統(tong)一招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁(jin)違規(gui)爭搶生(sheng)(sheng)(sheng)源、“掐(qia)尖”招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、跨區域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、超計(ji)劃(hua)(hua)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁(jin)招(zhao)(zhao)(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)”“擇(ze)校(xiao)生(sheng)(sheng)(sheng)”和(he)變(bian)相招(zhao)(zhao)(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)(sheng)”。嚴(yan)格(ge)(ge)控制(zhi)(zhi)加分項目及分值,規(gui)范(fan)(fan)資(zi)格(ge)(ge)審查制(zhi)(zhi)度。
(九)規(gui)范指(zhi)標(biao)生管理。完善優質高中招生名額合理分(fen)配(pei)到初中學校的招生辦法,2019年(nian)優質高中指(zhi)標(biao)到校比(bi)例為(wei)50%,按初中學校在校生數,直接分(fen)配(pei)到區域內各初中學校(含民辦)。
(十)規范自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、直(zhi)升生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管理(li)。進一步完(wan)善和(he)規范自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),公(gong)(gong)辦(ban)(ban)普通(tong)(tong)(tong)高(gao)(gao)中自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比例(li)不(bu)得超過學(xue)校(xiao)年(nian)(nian)度(du)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)的(de)(de)(de)10%。未完(wan)成(cheng)(cheng)(cheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)的(de)(de)(de)民辦(ban)(ban)普通(tong)(tong)(tong)高(gao)(gao)中,可(ke)申請自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。經審批(pi)可(ke)以開展自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)高(gao)(gao)中學(xue)校(xiao)須(xu)提前主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)公(gong)(gong)開經市教(jiao)(jiao)育(yu)(yu)局備案的(de)(de)(de)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方案(含招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范圍、計(ji)劃(hua)(hua)、標準(zhun)(zhun)、辦(ban)(ban)法和(he)程(cheng)序等);公(gong)(gong)辦(ban)(ban)普通(tong)(tong)(tong)高(gao)(gao)中自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)校(xiao)須(xu)在中考(kao)結(jie)束(shu)后(hou)、中考(kao)成(cheng)(cheng)(cheng)績放榜(bang)前,嚴格(ge)按照自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)(ban)法和(he)程(cheng)序組織(zhi)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),并(bing)(bing)主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)公(gong)(gong)開招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)各環節和(he)錄(lu)取(qu)結(jie)果(guo)。民辦(ban)(ban)普通(tong)(tong)(tong)高(gao)(gao)中應在完(wan)成(cheng)(cheng)(cheng)劃(hua)(hua)線錄(lu)取(qu)結(jie)束(shu)后(hou)一周內(nei)安排學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)報(bao)到注冊,逾期未報(bao)到的(de)(de)(de)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)視為(wei)主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)放棄錄(lu)取(qu)資(zi)格(ge),相關計(ji)劃(hua)(hua)可(ke)轉為(wei)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)。民辦(ban)(ban)普通(tong)(tong)(tong)高(gao)(gao)中自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)不(bu)得招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收被其(qi)它學(xue)校(xiao)錄(lu)取(qu)的(de)(de)(de)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不(bu)得錄(lu)取(qu)未在我市參加中考(kao)的(de)(de)(de)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。2019年(nian)(nian)經批(pi)準(zhun)(zhun)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)高(gao)(gao)中學(xue)校(xiao),錄(lu)取(qu)結(jie)果(guo)需通(tong)(tong)(tong)過學(xue)校(xiao)網(wang)站(zhan)向社會公(gong)(gong)示。建(jian)立自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養跟蹤機制,須(xu)每年(nian)(nian)3月份向市教(jiao)(jiao)育(yu)(yu)局報(bao)送上一年(nian)(nian)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)評估(gu)報(bao)告。對自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養工作成(cheng)(cheng)(cheng)效差(cha),出現弄(nong)虛作假行(xing)為(wei)的(de)(de)(de)學(xue)校(xiao),市教(jiao)(jiao)育(yu)(yu)局將(jiang)取(qu)消其(qi)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)資(zi)格(ge)并(bing)(bing)通(tong)(tong)(tong)報(bao)批(pi)評。2019年(nian)(nian)直(zhi)升生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比例(li)不(bu)超過5%,2020年(nian)(nian)全面取(qu)消直(zhi)升生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。直(zhi)升生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)必須(xu)體現公(gong)(gong)平(ping)、公(gong)(gong)正、公(gong)(gong)開的(de)(de)(de)原則。
(十一)規范(fan)特(te)長(chang)(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)管理。為全(quan)面落實(shi)國(guo)家、省、市有關(guan)高(gao)中(zhong)教育(yu)發(fa)展(zhan)的相關(guan)意見和要(yao)求(qiu),我(wo)市堅(jian)持“規模嚴控(kong)、質量至上”的原則,緊緊圍繞特(te)色團隊建設(she)主線,鼓勵高(gao)中(zhong)教育(yu)多樣化、特(te)色化發(fa)展(zhan)。我(wo)市將(jiang)繼續實(shi)行高(gao)中(zhong)特(te)長(chang)(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)政策,具(ju)備招(zhao)(zhao)收特(te)長(chang)(chang)生(sheng)(sheng)條件的高(gao)中(zhong)學(xue)校應在資(zi)源配置(zhi)、招(zhao)(zhao)生(sheng)(sheng)項目、課程(cheng)建設(she)、績效(xiao)(xiao)評價、風(feng)險管控(kong)等(deng)方(fang)面做好工(gong)作方(fang)案(an)(具(ju)體(ti)(ti)招(zhao)(zhao)生(sheng)(sheng)方(fang)案(an)由市教育(yu)局德育(yu)與體(ti)(ti)育(yu)衛生(sheng)(sheng)藝術教育(yu)處制定并下達),確保特(te)長(chang)(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)工(gong)作有序(xu)、規范(fan)、公平、陽(yang)光、有效(xiao)(xiao),杜(du)絕(jue)對學(xue)校特(te)色發(fa)展(zhan)作用不大(da)的做法出現,避免“求(qiu)大(da)求(qiu)全(quan)”。
(十二)規(gui)范實(shi)驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban)管理(li)(li)。普(pu)(pu)通(tong)高中舉(ju)辦(ban)的(de)各(ge)類實(shi)驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban),要(yao)報(bao)省(sheng)級教(jiao)育(yu)(yu)(yu)(yu)行政部門登記備(bei)案,要(yao)嚴(yan)格控制(zhi)規(gui)模,健全(quan)科學(xue)公(gong)開公(gong)正的(de)選拔(ba)機制(zhi),加(jia)強跟蹤研(yan)究(jiu)和階段(duan)性評估(gu)。各(ge)區(qu)(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行政部門和市局直屬(shu)高中要(yao)認真(zhen)開展公(gong)、民辦(ban)普(pu)(pu)通(tong)高中舉(ju)辦(ban)各(ge)類實(shi)驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban)登記造冊工(gong)作,填寫好《XX區(qu)(qu)(qu)(市局直屬(shu)學(xue)校)普(pu)(pu)通(tong)高中實(shi)驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban)統(tong)計表》(見附件5),于4月30日前由各(ge)區(qu)(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行政部門負責分公(gong)、民辦(ban)普(pu)(pu)通(tong)高中兩類,將加(jia)蓋公(gong)章的(de)“XX區(qu)(qu)(qu)(市局直屬(shu)學(xue)校)普(pu)(pu)通(tong)高中實(shi)驗(yan)(yan)班(ban)(ban)、試(shi)點(dian)班(ban)(ban)統(tong)計表”(掃描版(ban))通(tong)過電子郵(you)件方式(shi)分別報(bao)市教(jiao)育(yu)(yu)(yu)(yu)局基礎(chu)教(jiao)育(yu)(yu)(yu)(yu)處和社會力量(liang)辦(ban)學(xue)管理(li)(li)處備(bei)案(相(xiang)關聯系人(ren)和郵(you)箱地(di)址詳見附件5)。
(十三)規范中考(kao)(kao)組(zu)織管理(li)(li)。中考(kao)(kao)組(zu)織管理(li)(li)工(gong)(gong)(gong)作(zuo)實行各(ge)(ge)區(qu)(市屬學(xue)校按屬地劃到區(qu))負(fu)責(ze)(ze)制(zhi),中考(kao)(kao)考(kao)(kao)點實行分級(ji)管理(li)(li)和(he)(he)主考(kao)(kao)負(fu)責(ze)(ze)制(zhi)。各(ge)(ge)區(qu)教育行政部門、各(ge)(ge)考(kao)(kao)點要成立(li)中考(kao)(kao)工(gong)(gong)(gong)作(zuo)領(ling)導小組(zu),建(jian)立(li)責(ze)(ze)任追究制(zhi),落實“誰主管、誰負(fu)責(ze)(ze)”制(zhi)度,簽訂(ding)工(gong)(gong)(gong)作(zuo)責(ze)(ze)任書,確保(bao)(bao)責(ze)(ze)任落實到崗到人。各(ge)(ge)考(kao)(kao)點要對照《廣東省國家教育考(kao)(kao)試標(biao)準化(hua)考(kao)(kao)點管理(li)(li)辦法(fa)(試行)》,切實加(jia)強(qiang)考(kao)(kao)點硬件(jian)軟(ruan)件(jian)建(jian)設(she),實現(xian)電(dian)子監(jian)控和(he)(he)“網上巡考(kao)(kao)”。各(ge)(ge)區(qu)要按全市統(tong)一要求和(he)(he)布置(zhi),加(jia)強(qiang)對本區(qu)中考(kao)(kao)保(bao)(bao)密、考(kao)(kao)試工(gong)(gong)(gong)作(zuo)人員隊伍(wu)的(de)培訓,加(jia)強(qiang)對本區(qu)中考(kao)(kao)保(bao)(bao)密、考(kao)(kao)務、考(kao)(kao)點的(de)管理(li)(li)和(he)(he)監(jian)督(du),2019年5月底前對本區(qu)考(kao)(kao)點軟(ruan)硬件(jian)設(she)施(尤其是英語聽說設(she)備(bei))和(he)(he)考(kao)(kao)務工(gong)(gong)(gong)作(zuo)準備(bei)情況進行檢(jian)查驗收(shou),切實排除各(ge)(ge)類(lei)風險隱(yin)患(huan),確保(bao)(bao)考(kao)(kao)務組(zu)織管理(li)(li)工(gong)(gong)(gong)作(zuo)安全有(you)序。
三、嚴格執行“十項嚴禁”紀律要求
嚴(yan)禁無計劃、超計劃組(zu)(zu)(zu)(zu)織(zhi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)結束后,學(xue)(xue)校不(bu)(bu)得(de)(de)擅(shan)自(zi)招(zhao)(zhao)(zhao)收(shou)已被其他學(xue)(xue)校錄取的(de)學(xue)(xue)生(sheng)(sheng)(sheng);嚴(yan)禁自(zi)行(xing)(xing)組(zu)(zu)(zu)(zu)織(zhi)或(huo)(huo)與社會(hui)培(pei)訓(xun)機(ji)構(gou)聯(lian)合組(zu)(zu)(zu)(zu)織(zhi)以(yi)選拔生(sheng)(sheng)(sheng)源(yuan)為目的(de)的(de)各類(lei)考試,或(huo)(huo)采用社會(hui)培(pei)訓(xun)機(ji)構(gou)自(zi)行(xing)(xing)組(zu)(zu)(zu)(zu)織(zhi)的(de)各類(lei)考試結果(guo); 嚴(yan)禁提前組(zu)(zu)(zu)(zu)織(zhi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),變相(xiang)“掐(qia)尖”選生(sheng)(sheng)(sheng)源(yuan);嚴(yan)禁公(gong)辦(ban)(ban)學(xue)(xue)校與民辦(ban)(ban)學(xue)(xue)校混合招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、混合編班(ban);嚴(yan)禁以(yi)高額物質獎勵、虛假(jia)(jia)宣(xuan)傳等不(bu)(bu)正當手段(duan)(duan)(duan)招(zhao)(zhao)(zhao)攬生(sheng)(sheng)(sheng)源(yuan);嚴(yan)禁任何學(xue)(xue)校收(shou)取或(huo)(huo)變相(xiang)收(shou)取與入(ru)學(xue)(xue)掛(gua)鉤的(de)“捐資(zi)助(zhu)學(xue)(xue)款(kuan)”;嚴(yan)禁義(yi)務教育階段(duan)(duan)(duan)學(xue)(xue)校以(yi)各類(lei)競賽證書、學(xue)(xue)科競賽成績(ji)或(huo)(huo)考級證明(ming)等作為招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)依據;嚴(yan)禁義(yi)務教育階段(duan)(duan)(duan)學(xue)(xue)校設立任何名義(yi)的(de)重點班(ban)、快慢班(ban);嚴(yan)禁初高中(zhong)學(xue)(xue)校對(dui)學(xue)(xue)生(sheng)(sheng)(sheng)進(jin)行(xing)(xing)中(zhong)高考成績(ji)排(pai)名、宣(xuan)傳中(zhong)高考狀元和升學(xue)(xue)率(lv),教育行(xing)(xing)政部門(men)也不(bu)(bu)得(de)(de)對(dui)學(xue)(xue)校中(zhong)高考情況進(jin)行(xing)(xing)排(pai)名,以(yi)及向學(xue)(xue)校提供(gong)非(fei)本校的(de)中(zhong)高考成績(ji)數據;嚴(yan)禁出現人籍(ji)(ji)分(fen)離、空掛(gua)學(xue)(xue)籍(ji)(ji)、學(xue)(xue)籍(ji)(ji)造(zao)假(jia)(jia)等現象,不(bu)(bu)得(de)(de)為違規跨區域招(zhao)(zhao)(zhao)收(shou)的(de)學(xue)(xue)生(sheng)(sheng)(sheng)和違規轉(zhuan)學(xue)(xue)學(xue)(xue)生(sheng)(sheng)(sheng)辦(ban)(ban)理學(xue)(xue)籍(ji)(ji)轉(zhuan)接。
四、嚴格執紀問責,營造良好氛圍
各級教(jiao)(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)(bu)門要(yao)健全違規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)查處(chu)(chu)和(he)責(ze)任追(zhui)究(jiu)機制,暢(chang)通舉報(bao)和(he)申(shen)訴受理渠道,主(zhu)動接受社會(hui)監督。招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)結束后,按照(zhao)隸屬關(guan)(guan)系,教(jiao)(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)(bu)門要(yao)組(zu)織(zhi)開展(zhan)逐校(xiao)排(pai)查工(gong)作(zuo)(zuo),重點排(pai)查曾經發生(sheng)(sheng)(sheng)(sheng)(sheng)違規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的學(xue)(xue)校(xiao),及(ji)時糾正和(he)嚴肅查處(chu)(chu)各種違規(gui)違紀招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行(xing)為(wei)。對于造(zao)成(cheng)不良影響或嚴重后果的學(xue)(xue)校(xiao),視情節(jie)輕(qing)重給(gei)予約(yue)談(tan)、通報(bao)批評、追(zhui)究(jiu)相(xiang)關(guan)(guan)人(ren)員責(ze)任、依(yi)照(zhao)有(you)關(guan)(guan)規(gui)定(ding)給(gei)予減(jian)少下一年度招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃、停止當(dang)年招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)直(zhi)至吊銷辦學(xue)(xue)許可證(zheng)等處(chu)(chu)罰。市(shi)、區教(jiao)(jiao)(jiao)育(yu)督導部(bu)(bu)(bu)門要(yao)將中小學(xue)(xue)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)工(gong)作(zuo)(zuo)納(na)入(ru)責(ze)任督學(xue)(xue)日(ri)常督導范圍。對于造(zao)成(cheng)惡劣(lie)社會(hui)影響的違規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行(xing)為(wei),相(xiang)關(guan)(guan)部(bu)(bu)(bu)門將依(yi)照(zhao)有(you)關(guan)(guan)規(gui)定(ding)嚴肅查處(chu)(chu)追(zhui)責(ze)。各區教(jiao)(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)(bu)門要(yao)與(yu)新聞宣傳部(bu)(bu)(bu)門和(he)有(you)關(guan)(guan)單位通力合作(zuo)(zuo),充(chong)分、深(shen)入(ru)、細致解讀積分入(ru)學(xue)(xue)政策,多渠道多形式(shi)開展(zhan)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)宣傳工(gong)作(zuo)(zuo)。要(yao)組(zu)織(zhi)召開幼(you)兒(er)園、小學(xue)(xue)家長會(hui)議,積極主(zhu)動宣傳,要(yao)聯系社區工(gong)作(zuo)(zuo)站(zhan)協(xie)助宣傳。加(jia)強輿論(lun)宣傳引導,及(ji)時回應群眾(zhong)關(guan)(guan)注的教(jiao)(jiao)(jiao)育(yu)熱點難點重點問題。引導廣(guang)大家長充(chong)分認識(shi)就(jiu)近入(ru)學(xue)(xue)對于學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)健康成(cheng)長的價值和(he)意義,樹立科學(xue)(xue)教(jiao)(jiao)(jiao)育(yu)觀念,把培養(yang)孩子的好思想、好品行(xing)、好習慣作(zuo)(zuo)為(wei)家庭教(jiao)(jiao)(jiao)育(yu)的首要(yao)任務(wu),理性幫助孩子確(que)定(ding)成(cheng)長目標(biao),克(ke)服唯(wei)分數(shu)、唯(wei)升(sheng)學(xue)(xue)的功利化(hua)傾向,避(bi)免盲目跟風擇(ze)校(xiao)。
各區(qu)教(jiao)(jiao)育行政(zheng)部門須于4月30日(ri)前將本區(qu)的義務教(jiao)(jiao)育招(zhao)生(sheng)(sheng)入學(xue)工(gong)作指導意見報市教(jiao)(jiao)育局(ju)備案。招(zhao)生(sheng)(sheng)工(gong)作結束后,各區(qu)要及時對中小學(xue)招(zhao)生(sheng)(sheng)入學(xue)工(gong)作情況進行總結,形成書面總結材(cai)料于9月2日(ri)前報市教(jiao)(jiao)育局(ju)基礎教(jiao)(jiao)育處。
