各(ge)區(qu)(新(xin)區(qu))、深汕特別(bie)合(he)作(zuo)區(qu)教育行政部門,市(shi)局直屬各(ge)學(xue)校:

  為(wei)深(shen)入(ru)貫徹黨的十九大精神(shen),努力讓每個孩子都能(neng)享有公(gong)平(ping)而有質量的教(jiao)(jiao)(jiao)育(yu),根據《中(zhong)(zhong)華(hua)人民共和(he)國義務(wu)教(jiao)(jiao)(jiao)育(yu)法(fa)》和(he)《教(jiao)(jiao)(jiao)育(yu)部辦(ban)公(gong)廳關(guan)于(yu)做(zuo)好(hao)2019年(nian)普通(tong)中(zhong)(zhong)小(xiao)學(xue)招(zhao)生入(ru)學(xue)工(gong)作(zuo)的通(tong)知》(教(jiao)(jiao)(jiao)基廳〔2019〕1號)、《廣東(dong)省教(jiao)(jiao)(jiao)育(yu)廳轉發關(guan)于(yu)做(zuo)好(hao)2019年(nian)普通(tong)中(zhong)(zhong)小(xiao)學(xue)招(zhao)生入(ru)學(xue)工(gong)作(zuo)的通(tong)知》(粵教(jiao)(jiao)(jiao)基函〔2019〕70號)及《深(shen)圳市非深(shen)戶籍人員子女接(jie)受義務(wu)教(jiao)(jiao)(jiao)育(yu)管(guan)理辦(ban)法(fa)》(深(shen)府規〔2018〕3號)要求,現就做(zuo)好(hao)我市2019年(nian)度普通(tong)中(zhong)(zhong)小(xiao)學(xue)招(zhao)生入(ru)學(xue)工(gong)作(zuo)通(tong)知如下:

   一、嚴格落實義務教育學校招生入學規定

  (一)落實(shi)(shi)(shi)區(qu)(qu)政(zheng)(zheng)府(fu)職責,實(shi)(shi)(shi)現“兩為主(zhu)”。各(ge)區(qu)(qu)(含(han)新區(qu)(qu)、深汕合(he)作(zuo)(zuo)區(qu)(qu),下(xia)同(tong))政(zheng)(zheng)府(fu)作(zuo)(zuo)為發展和管理(li)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)(de)(de)(de)責任主(zhu)體(ti)和行(xing)(xing)為主(zhu)體(ti),要(yao)(yao)堅持按照“以流入地政(zheng)(zheng)府(fu)為主(zhu)、以公(gong)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)為主(zhu)”的(de)(de)(de)(de)(de)(de)要(yao)(yao)求,增加公(gong)辦(ban)學(xue)(xue)(xue)位(wei)供(gong)給,統籌公(gong)民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),切實(shi)(shi)(shi)保障符合(he)條件的(de)(de)(de)(de)(de)(de)適齡兒童、少(shao)年(nian)接受義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)(de)(de)(de)權利。堅決防止將政(zheng)(zheng)府(fu)舉辦(ban)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)(de)(de)(de)責任推(tui)向市場(chang)。各(ge)區(qu)(qu)要(yao)(yao)加強(qiang)(qiang)組織領導(dao)和統籌協調(diao),成立義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)領導(dao)小組,主(zhu)管區(qu)(qu)領導(dao)為組長,及(ji)時(shi)(shi)妥(tuo)善(shan)(shan)處理(li)本區(qu)(qu)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)中(zhong)(zhong)的(de)(de)(de)(de)(de)(de)熱點難(nan)點問題(ti),定期召開(kai)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)聯(lian)席會議,建(jian)立長效協調(diao)工作(zuo)(zuo)機(ji)(ji)制。各(ge)區(qu)(qu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)部門(men)要(yao)(yao)切實(shi)(shi)(shi)加強(qiang)(qiang)對義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)組織和管理(li),做好(hao)學(xue)(xue)(xue)位(wei)預測(ce),及(ji)時(shi)(shi)公(gong)布(bu)學(xue)(xue)(xue)位(wei)供(gong)需(xu)情(qing)況,制定和落實(shi)(shi)(shi)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)方案(an)和應急預案(an),做好(hao)網上招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報名(ming)的(de)(de)(de)(de)(de)(de)組織工作(zuo)(zuo),指(zhi)導(dao)所屬學(xue)(xue)(xue)校(xiao)(xiao)及(ji)時(shi)(shi)、妥(tuo)善(shan)(shan)處理(li)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)中(zhong)(zhong)出現的(de)(de)(de)(de)(de)(de)信訪問題(ti);要(yao)(yao)加強(qiang)(qiang)與相關部門(men)的(de)(de)(de)(de)(de)(de)溝通和聯(lian)系(xi),充(chong)分利用現代信息技術手段(duan)實(shi)(shi)(shi)施多部門(men)聯(lian)網審核驗證,共同(tong)做好(hao)適齡兒童、少(shao)年(nian)的(de)(de)(de)(de)(de)(de)就(jiu)讀與免費資格(ge)驗核工作(zuo)(zuo);教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)部門(men)和中(zhong)(zhong)小學(xue)(xue)(xue)校(xiao)(xiao)要(yao)(yao)建(jian)立招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)監(jian)察機(ji)(ji)構并公(gong)布(bu)咨詢(xun)、監(jian)督(du)電話(hua)。各(ge)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)階(jie)段(duan)學(xue)(xue)(xue)校(xiao)(xiao)要(yao)(yao)規范(fan)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)程序(xu),指(zhi)導(dao)適齡兒童、少(shao)年(nian)的(de)(de)(de)(de)(de)(de)家長按時(shi)(shi)申請學(xue)(xue)(xue)位(wei),按要(yao)(yao)求及(ji)時(shi)(shi)、準(zhun)確提供(gong)就(jiu)讀信息。市局直屬學(xue)(xue)(xue)校(xiao)(xiao)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)階(jie)段(duan)新生(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)納入所在區(qu)(qu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)部門(men)統一管理(li)。

  (二)落實(shi)控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)法定(ding)(ding)職責(ze)。各區要(yao)切實(shi)履行義(yi)務教(jiao)(jiao)(jiao)育控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)法定(ding)(ding)職責(ze),做(zuo)(zuo)好失(shi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)適(shi)齡(ling)兒(er)(er)童情況排(pai)查(cha),建立失(shi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)適(shi)齡(ling)兒(er)(er)童、少年工作臺帳(zhang),加(jia)(jia)強學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管理(li),按照(zhao)“人籍(ji)一致(zhi)”原則及(ji)時做(zuo)(zuo)好學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)建檔工作,市教(jiao)(jiao)(jiao)育局將全面監控中(zhong)考報(bao)名人數(shu)(shu)與上一學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年初二學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)業水平考試人數(shu)(shu)的(de)變化,重(zhong)點查(cha)處差額較大的(de)區和學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao),杜絕以“強行分流”的(de)做(zuo)(zuo)法,剝奪符合(he)條(tiao)件的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)參(can)加(jia)(jia)中(zhong)考的(de)權利,切實(shi)做(zuo)(zuo)好控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)工作。適(shi)齡(ling)兒(er)(er)童、少年因身體狀況需要(yao)延緩(huan)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)或(huo)(huo)者休學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)的(de),其父(fu)(fu)母(mu)(mu)或(huo)(huo)者其他法定(ding)(ding)監護人應當提出申請,報(bao)區教(jiao)(jiao)(jiao)育行政(zheng)部門備案。各區要(yao)認(ren)真排(pai)查(cha)并嚴(yan)厲(li)查(cha)處社會培(pei)訓機構(gou)以“國學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)班”“讀經(jing)班”“私塾”等形式(shi)替(ti)代(dai)義(yi)務教(jiao)(jiao)(jiao)育的(de)非(fei)法辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)行為。父(fu)(fu)母(mu)(mu)或(huo)(huo)者其他法定(ding)(ding)監護人無正當理(li)由未(wei)送適(shi)齡(ling)兒(er)(er)童、少年入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)接受義(yi)務教(jiao)(jiao)(jiao)育或(huo)(huo)造成輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),情節嚴(yan)重(zhong)或(huo)(huo)構(gou)成犯(fan)罪的(de),依法追究法律責(ze)任。加(jia)(jia)強外籍(ji)人員子女(nv)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招生(sheng)管理(li),不得招收(shou)中(zhong)國籍(ji)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)。

  (三)落實特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)發展(zhan)(zhan)職(zhi)責。保障(zhang)適(shi)(shi)齡殘(can)疾(ji)(ji)(ji)(ji)兒童(tong)、少(shao)(shao)年(nian)接(jie)受義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)的(de)(de)權(quan)利,是各(ge)區(qu)(qu)(qu)政府的(de)(de)職(zhi)責。原則上(shang)全(quan)市(shi)各(ge)區(qu)(qu)(qu)(新區(qu)(qu)(qu))各(ge)建(jian)設(she)至少(shao)(shao)1所(suo)獨立設(she)置(zhi)的(de)(de)義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)階段(duan)(duan)綜合(he)性特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)。應(ying)根據區(qu)(qu)(qu)內特(te)(te)殊(shu)學(xue)(xue)生(sheng)(sheng)數量,因地(di)(di)制(zhi)宜(yi),實事求(qiu)是,合(he)理設(she)置(zhi)學(xue)(xue)校(xiao)規模。可采(cai)取借址辦學(xue)(xue)等多種(zhong)方式(shi)先(xian)把學(xue)(xue)校(xiao)辦起(qi)來,確保2019年(nian)9月開(kai)學(xue)(xue)。按(an)照“全(quan)覆蓋、零拒絕”的(de)(de)要(yao)(yao)求(qiu),根據適(shi)(shi)齡殘(can)疾(ji)(ji)(ji)(ji)兒童(tong)、少(shao)(shao)年(nian)的(de)(de)實際(ji)制(zhi)訂(ding)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)安置(zhi)方案,通(tong)過普(pu)(pu)通(tong)學(xue)(xue)校(xiao)就讀(du)、特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)就讀(du)、送教(jiao)(jiao)上(shang)門等多種(zhong)方式(shi),逐一做(zuo)好入(ru)(ru)學(xue)(xue)安置(zhi)工作。以融合(he)發展(zhan)(zhan)為導向,以普(pu)(pu)通(tong)學(xue)(xue)校(xiao)為特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)發展(zhan)(zhan)主(zhu)陣(zhen)地(di)(di),優先(xian)采(cai)用普(pu)(pu)通(tong)學(xue)(xue)校(xiao)就讀(du)的(de)(de)方式(shi),就近安排能(neng)接(jie)受普(pu)(pu)通(tong)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)的(de)(de)適(shi)(shi)齡殘(can)疾(ji)(ji)(ji)(ji)兒童(tong)、少(shao)(shao)年(nian)就讀(du)。招(zhao)收(shou)殘(can)疾(ji)(ji)(ji)(ji)兒童(tong)、少(shao)(shao)年(nian)5人以上(shang)的(de)(de)普(pu)(pu)通(tong)學(xue)(xue)校(xiao)要(yao)(yao)按(an)規定(ding)建(jian)設(she)特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)資源教(jiao)(jiao)室,按(an)標(biao)準配備專職(zhi)資源教(jiao)(jiao)師(shi)。努力實現到2020年(nian),殘(can)疾(ji)(ji)(ji)(ji)兒童(tong)、少(shao)(shao)年(nian)義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)入(ru)(ru)學(xue)(xue)率達到95%以上(shang)的(de)(de)目標(biao)任務。市(shi)、區(qu)(qu)(qu)特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)科學(xue)(xue)設(she)置(zhi)招(zhao)生(sheng)(sheng)類別、學(xue)(xue)段(duan)(duan),錯位發展(zhan)(zhan),協(xie)調發展(zhan)(zhan),形成視障(zhang)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)、聽障(zhang)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)以市(shi)為主(zhu),智障(zhang)等其他類型的(de)(de)義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)以區(qu)(qu)(qu)為主(zhu)的(de)(de)格局。市(shi)屬特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)要(yao)(yao)擴大高中階段(duan)(duan)招(zhao)生(sheng)(sheng)規模,讓完成義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)且有意愿的(de)(de)殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)都能(neng)接(jie)受適(shi)(shi)宜(yi)的(de)(de)高中階段(duan)(duan)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)。

  (四)落實隨(sui)遷(qian)子(zi)女(nv)入(ru)學(xue)(xue)政(zheng)策,嚴把招(zhao)(zhao)生入(ru)學(xue)(xue)關。所有(you)義(yi)(yi)務教(jiao)育(yu)階段公辦學(xue)(xue)校和民辦學(xue)(xue)校不得(de)招(zhao)(zhao)收不符合就讀條(tiao)件(jian)的學(xue)(xue)生入(ru)學(xue)(xue),要(yao)嚴格執行(xing)《深(shen)圳市非深(shen)戶籍人員子(zi)女(nv)接(jie)受義(yi)(yi)務教(jiao)育(yu)管理辦法》(深(shen)府(fu)規〔2018〕3號),以居住證作為主要(yao)入(ru)學(xue)(xue)依(yi)據,按照“兩(liang)個滿1年”條(tiao)件(jian)嚴把招(zhao)(zhao)生入(ru)學(xue)(xue)關,即父(fu)母雙方或一方持有(you)具有(you)使用功(gong)能的深(shen)圳經濟特區(qu)居住證,且在(zai)深(shen)圳居住滿1年、連(lian)續(xu)參加社會保險(養老(lao)保險和醫(yi)療保險)滿1年。符合就讀條(tiao)件(jian)在(zai)民辦學(xue)(xue)校就讀的學(xue)(xue)生可(ke)享受義(yi)(yi)務教(jiao)育(yu)學(xue)(xue)位(wei)補貼(tie)。

  (六)落實(shi)(shi)陽光招生(sheng)(sheng)(sheng)(sheng),完善積(ji)分(fen)入(ru)學(xue)(xue)政(zheng)策。按照(zhao)“合(he)(he)法穩定住所(suo),合(he)(he)法穩定職業(ye)”的政(zheng)策要(yao)(yao)求,各(ge)區(qu)要(yao)(yao)不斷(duan)優化和(he)完善積(ji)分(fen)入(ru)學(xue)(xue)實(shi)(shi)施細則(ze),充分(fen)體現教育(yu)(yu)公平,合(he)(he)理設置積(ji)分(fen)類(lei)別、項目、標準(zhun)和(he)分(fen)值,根據積(ji)分(fen)情(qing)況和(he)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)安排學(xue)(xue)位,實(shi)(shi)施過程中要(yao)(yao)做到積(ji)分(fen)標準(zhun)、積(ji)分(fen)結(jie)果(guo)、學(xue)(xue)位安排“三公開”。各(ge)區(qu)教育(yu)(yu)行(xing)政(zheng)部門制定的積(ji)分(fen)入(ru)學(xue)(xue)細則(ze)要(yao)(yao)在(zai)招生(sheng)(sheng)(sheng)(sheng)工作實(shi)(shi)施前報市教育(yu)(yu)局備案。繼續壓縮(suo)義務教育(yu)(yu)階段學(xue)(xue)校(xiao)(xiao)各(ge)類(lei)特(te)長生(sheng)(sheng)(sheng)(sheng)招生(sheng)(sheng)(sheng)(sheng)規模,縮(suo)減特(te)長生(sheng)(sheng)(sheng)(sheng)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua),至2020年全面(mian)取消(xiao)各(ge)類(lei)特(te)長生(sheng)(sheng)(sheng)(sheng)招生(sheng)(sheng)(sheng)(sheng)。2019年批準(zhun)招收(shou)特(te)長生(sheng)(sheng)(sheng)(sheng)的市局直屬學(xue)(xue)校(xiao)(xiao),就近在(zai)所(suo)在(zai)行(xing)政(zheng)區(qu)域內的小(xiao)學(xue)(xue)應(ying)屆(jie)畢(bi)業(ye)生(sheng)(sheng)(sheng)(sheng)中選拔(ba)特(te)長生(sheng)(sheng)(sheng)(sheng),錄(lu)取結(jie)果(guo)需通(tong)過學(xue)(xue)校(xiao)(xiao)網站向社會公示(shi)。對烈(lie)士子(zi)女(nv)、現役軍(jun)人子(zi)女(nv)、消(xiao)防救援隊伍人員(yuan)子(zi)女(nv)、公安英模和(he)因(yin)公犧牲傷殘警察子(zi)女(nv)落實(shi)(shi)教育(yu)(yu)優待政(zheng)策,對高(gao)層次人才子(zi)女(nv)落實(shi)(shi)教育(yu)(yu)優惠政(zheng)策,并向社會公示(shi)。

  (七)落實(shi)教(jiao)育(yu)優質均衡(heng)發展(zhan)要求,消除(chu)大(da)班(ban)額(e)。各區要合理配置教(jiao)育(yu)資源,增(zeng)加學(xue)位供(gong)給,切實(shi)采(cai)取措(cuo)施(shi)消除(chu)大(da)班(ban)額(e),確保中小學(xue)校起(qi)始年級(ji)嚴格按照(zhao)國家規定標(biao)準班(ban)額(e)(小學(xue)45人(ren),初中50人(ren))招生,堅決防止產生新(xin)的大(da)班(ban)額(e)。到2020年基本消除(chu)小學(xue)45人(ren)以(yi)上(shang)、初中50人(ren)以(yi)上(shang)大(da)班(ban)額(e)(進(jin)城務工(gong)人(ren)員隨遷子女占30%以(yi)上(shang)的學(xue)校,小學(xue)不超過50人(ren),初中不超過55人(ren))。

  二、嚴格規范普通高中招生行為

  (八)規(gui)(gui)范(fan)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃管理(li)(li)。科(ke)學(xue)編制高(gao)中(zhong)階段招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃,合(he)(he)理(li)(li)配置普通(tong)高(gao)中(zhong)和中(zhong)職教育學(xue)位(wei)資源。公辦(ban)普通(tong)高(gao)中(zhong)要嚴(yan)(yan)格(ge)按照(zhao)法定(ding)建設規(gui)(gui)模(mo)(mo)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),民(min)辦(ban)普通(tong)高(gao)中(zhong)要嚴(yan)(yan)格(ge)按照(zhao)核定(ding)規(gui)(gui)模(mo)(mo)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。積極探索基于初(chu)中(zhong)學(xue)業水平(ping)考試(shi)成績、結合(he)(he)綜合(he)(he)表現評(ping)價的高(gao)中(zhong)階段學(xue)校考試(shi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)錄取模(mo)(mo)式。所(suo)有高(gao)中(zhong)學(xue)校(包括民(min)辦(ban)普通(tong)高(gao)中(zhong))須嚴(yan)(yan)格(ge)按照(zhao)規(gui)(gui)定(ding)的招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)方式進行統一招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)(yan)禁違規(gui)(gui)爭搶生(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、跨區域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)(yan)禁招(zhao)(zhao)(zhao)(zhao)(zhao)收“掛讀(du)生(sheng)(sheng)”“擇校生(sheng)(sheng)”和變相招(zhao)(zhao)(zhao)(zhao)(zhao)收“借讀(du)生(sheng)(sheng)”。嚴(yan)(yan)格(ge)控制加分(fen)項(xiang)目及分(fen)值,規(gui)(gui)范(fan)資格(ge)審查制度。

  (九)規(gui)范指標(biao)生(sheng)管理。完善優質高中招生(sheng)名額合理分(fen)配到(dao)初中學校(xiao)的招生(sheng)辦法,2019年優質高中指標(biao)到(dao)校(xiao)比例(li)為50%,按(an)初中學校(xiao)在(zai)校(xiao)生(sheng)數,直接分(fen)配到(dao)區域內各初中學校(xiao)(含民辦)。

  (十)規范(fan)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、直(zhi)升生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理。進一步完(wan)善(shan)和(he)規范(fan)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),公(gong)(gong)(gong)辦(ban)普(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比例不(bu)(bu)得超(chao)過(guo)學(xue)(xue)(xue)校(xiao)(xiao)年(nian)(nian)度招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)(de)(de)10%。未完(wan)成招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)(de)(de)民(min)(min)辦(ban)普(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong),可(ke)申請自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。經審批(pi)(pi)可(ke)以開(kai)(kai)展自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)高(gao)中(zhong)(zhong)(zhong)學(xue)(xue)(xue)校(xiao)(xiao)須(xu)提前主(zhu)(zhu)(zhu)(zhu)動(dong)公(gong)(gong)(gong)開(kai)(kai)經市教育局(ju)備案的(de)(de)(de)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方案(含(han)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍、計(ji)(ji)劃(hua)、標準、辦(ban)法(fa)和(he)程序等);公(gong)(gong)(gong)辦(ban)普(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)校(xiao)(xiao)須(xu)在(zai)中(zhong)(zhong)(zhong)考結(jie)(jie)(jie)束后、中(zhong)(zhong)(zhong)考成績放(fang)榜前,嚴格按照自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)法(fa)和(he)程序組織(zhi)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),并主(zhu)(zhu)(zhu)(zhu)動(dong)公(gong)(gong)(gong)開(kai)(kai)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)各(ge)環節和(he)錄(lu)(lu)(lu)取(qu)結(jie)(jie)(jie)果。民(min)(min)辦(ban)普(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong)應在(zai)完(wan)成劃(hua)線(xian)錄(lu)(lu)(lu)取(qu)結(jie)(jie)(jie)束后一周內安排學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)報(bao)到注冊,逾(yu)期未報(bao)到的(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)視為主(zhu)(zhu)(zhu)(zhu)動(dong)放(fang)棄錄(lu)(lu)(lu)取(qu)資格,相(xiang)關計(ji)(ji)劃(hua)可(ke)轉為自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)。民(min)(min)辦(ban)普(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)不(bu)(bu)得招(zhao)(zhao)(zhao)(zhao)收(shou)被(bei)其它學(xue)(xue)(xue)校(xiao)(xiao)錄(lu)(lu)(lu)取(qu)的(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不(bu)(bu)得錄(lu)(lu)(lu)取(qu)未在(zai)我市參加中(zhong)(zhong)(zhong)考的(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。2019年(nian)(nian)經批(pi)(pi)準自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)高(gao)中(zhong)(zhong)(zhong)學(xue)(xue)(xue)校(xiao)(xiao),錄(lu)(lu)(lu)取(qu)結(jie)(jie)(jie)果需通(tong)(tong)(tong)過(guo)學(xue)(xue)(xue)校(xiao)(xiao)網(wang)站向社會公(gong)(gong)(gong)示。建(jian)立(li)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養(yang)跟蹤機制,須(xu)每(mei)年(nian)(nian)3月份向市教育局(ju)報(bao)送(song)上一年(nian)(nian)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)評估報(bao)告。對自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養(yang)工作成效差,出(chu)現弄(nong)虛作假行(xing)為的(de)(de)(de)學(xue)(xue)(xue)校(xiao)(xiao),市教育局(ju)將(jiang)取(qu)消其自(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)資格并通(tong)(tong)(tong)報(bao)批(pi)(pi)評。2019年(nian)(nian)直(zhi)升生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比例不(bu)(bu)超(chao)過(guo)5%,2020年(nian)(nian)全面取(qu)消直(zhi)升生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。直(zhi)升生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)必須(xu)體現公(gong)(gong)(gong)平、公(gong)(gong)(gong)正(zheng)、公(gong)(gong)(gong)開(kai)(kai)的(de)(de)(de)原(yuan)則。

  (十(shi)一(yi))規(gui)范特長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)管(guan)理(li)。為全面落實(shi)國家、省、市(shi)有關高中教育(yu)(yu)發展的相關意見和要求,我市(shi)堅(jian)持“規(gui)模嚴控、質量(liang)至上”的原則,緊緊圍(wei)繞特色團(tuan)隊建(jian)設主(zhu)線,鼓勵高中教育(yu)(yu)多樣化(hua)、特色化(hua)發展。我市(shi)將繼(ji)續實(shi)行高中特長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)政策,具(ju)(ju)備招(zhao)(zhao)收特長生(sheng)(sheng)條(tiao)件的高中學(xue)校(xiao)應在資源配置、招(zhao)(zhao)生(sheng)(sheng)項目、課程建(jian)設、績效(xiao)評價、風險管(guan)控等方面做好工作(zuo)(zuo)方案(具(ju)(ju)體(ti)招(zhao)(zhao)生(sheng)(sheng)方案由(you)市(shi)教育(yu)(yu)局(ju)德育(yu)(yu)與體(ti)育(yu)(yu)衛生(sheng)(sheng)藝術教育(yu)(yu)處制定并下達),確保特長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)工作(zuo)(zuo)有序、規(gui)范、公平、陽光、有效(xiao),杜絕對學(xue)校(xiao)特色發展作(zuo)(zuo)用不大的做法出現,避(bi)免(mian)“求大求全”。

  (十二)規范實(shi)驗班(ban)(ban)(ban)、試(shi)點(dian)班(ban)(ban)(ban)管理。普(pu)通高(gao)(gao)中(zhong)舉辦(ban)(ban)的各(ge)類實(shi)驗班(ban)(ban)(ban)、試(shi)點(dian)班(ban)(ban)(ban),要(yao)報(bao)省級教(jiao)育(yu)(yu)行(xing)政部門(men)登記備(bei)案(an),要(yao)嚴格控制規模,健全科學(xue)(xue)公(gong)(gong)開公(gong)(gong)正的選(xuan)拔機(ji)制,加(jia)強跟(gen)蹤研究和階段性(xing)評(ping)估(gu)。各(ge)區(qu)教(jiao)育(yu)(yu)行(xing)政部門(men)和市局(ju)直(zhi)屬高(gao)(gao)中(zhong)要(yao)認真開展(zhan)公(gong)(gong)、民辦(ban)(ban)普(pu)通高(gao)(gao)中(zhong)舉辦(ban)(ban)各(ge)類實(shi)驗班(ban)(ban)(ban)、試(shi)點(dian)班(ban)(ban)(ban)登記造冊工作,填寫好《XX區(qu)(市局(ju)直(zhi)屬學(xue)(xue)校)普(pu)通高(gao)(gao)中(zhong)實(shi)驗班(ban)(ban)(ban)、試(shi)點(dian)班(ban)(ban)(ban)統計(ji)表(biao)》(見附件(jian)5),于4月30日前(qian)由(you)各(ge)區(qu)教(jiao)育(yu)(yu)行(xing)政部門(men)負(fu)責分公(gong)(gong)、民辦(ban)(ban)普(pu)通高(gao)(gao)中(zhong)兩(liang)類,將加(jia)蓋(gai)公(gong)(gong)章的“XX區(qu)(市局(ju)直(zhi)屬學(xue)(xue)校)普(pu)通高(gao)(gao)中(zhong)實(shi)驗班(ban)(ban)(ban)、試(shi)點(dian)班(ban)(ban)(ban)統計(ji)表(biao)”(掃描(miao)版)通過電子(zi)郵件(jian)方式分別報(bao)市教(jiao)育(yu)(yu)局(ju)基礎教(jiao)育(yu)(yu)處和社會(hui)力量辦(ban)(ban)學(xue)(xue)管理處備(bei)案(an)(相關聯系人(ren)和郵箱地址詳見附件(jian)5)。

  (十三(san))規范中(zhong)考(kao)(kao)組(zu)織管(guan)(guan)理(li)。中(zhong)考(kao)(kao)組(zu)織管(guan)(guan)理(li)工(gong)(gong)作實行(xing)各(ge)區(qu)(市(shi)屬學校按屬地劃到區(qu))負責(ze)(ze)制,中(zhong)考(kao)(kao)考(kao)(kao)點(dian)(dian)(dian)實行(xing)分級管(guan)(guan)理(li)和(he)主(zhu)考(kao)(kao)負責(ze)(ze)制。各(ge)區(qu)教育(yu)行(xing)政部門、各(ge)考(kao)(kao)點(dian)(dian)(dian)要(yao)(yao)成立中(zhong)考(kao)(kao)工(gong)(gong)作領導(dao)小組(zu),建立責(ze)(ze)任追究(jiu)制,落實“誰主(zhu)管(guan)(guan)、誰負責(ze)(ze)”制度(du),簽訂工(gong)(gong)作責(ze)(ze)任書,確保(bao)(bao)責(ze)(ze)任落實到崗(gang)到人。各(ge)考(kao)(kao)點(dian)(dian)(dian)要(yao)(yao)對(dui)照《廣東省國家教育(yu)考(kao)(kao)試(shi)標準化考(kao)(kao)點(dian)(dian)(dian)管(guan)(guan)理(li)辦法(試(shi)行(xing))》,切實加強(qiang)考(kao)(kao)點(dian)(dian)(dian)硬(ying)件軟件建設(she),實現(xian)電子監(jian)控和(he)“網上巡考(kao)(kao)”。各(ge)區(qu)要(yao)(yao)按全市(shi)統一(yi)要(yao)(yao)求(qiu)和(he)布置(zhi),加強(qiang)對(dui)本(ben)區(qu)中(zhong)考(kao)(kao)保(bao)(bao)密、考(kao)(kao)試(shi)工(gong)(gong)作人員隊(dui)伍的(de)培訓,加強(qiang)對(dui)本(ben)區(qu)中(zhong)考(kao)(kao)保(bao)(bao)密、考(kao)(kao)務、考(kao)(kao)點(dian)(dian)(dian)的(de)管(guan)(guan)理(li)和(he)監(jian)督,2019年(nian)5月底前(qian)對(dui)本(ben)區(qu)考(kao)(kao)點(dian)(dian)(dian)軟硬(ying)件設(she)施(尤其是英語(yu)聽說(shuo)設(she)備)和(he)考(kao)(kao)務工(gong)(gong)作準備情況進行(xing)檢查驗(yan)收,切實排除(chu)各(ge)類風險隱患(huan),確保(bao)(bao)考(kao)(kao)務組(zu)織管(guan)(guan)理(li)工(gong)(gong)作安全有(you)序(xu)。

  三、嚴格執行“十項嚴禁”紀律要求

  嚴禁(jin)無計(ji)劃(hua)(hua)、超(chao)計(ji)劃(hua)(hua)組織(zhi)(zhi)(zhi)(zhi)招(zhao)(zhao)生(sheng)(sheng)(sheng),招(zhao)(zhao)生(sheng)(sheng)(sheng)結(jie)束后(hou),學(xue)(xue)(xue)(xue)校不(bu)得(de)擅自(zi)招(zhao)(zhao)收(shou)已被其他學(xue)(xue)(xue)(xue)校錄取(qu)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng);嚴禁(jin)自(zi)行組織(zhi)(zhi)(zhi)(zhi)或與社會培(pei)訓機(ji)構(gou)聯合組織(zhi)(zhi)(zhi)(zhi)以選拔(ba)生(sheng)(sheng)(sheng)源為目的(de)(de)的(de)(de)各類考(kao)(kao)(kao)試,或采(cai)用社會培(pei)訓機(ji)構(gou)自(zi)行組織(zhi)(zhi)(zhi)(zhi)的(de)(de)各類考(kao)(kao)(kao)試結(jie)果(guo); 嚴禁(jin)提前(qian)組織(zhi)(zhi)(zhi)(zhi)招(zhao)(zhao)生(sheng)(sheng)(sheng),變相(xiang)“掐尖”選生(sheng)(sheng)(sheng)源;嚴禁(jin)公(gong)辦(ban)(ban)學(xue)(xue)(xue)(xue)校與民辦(ban)(ban)學(xue)(xue)(xue)(xue)校混合招(zhao)(zhao)生(sheng)(sheng)(sheng)、混合編班(ban);嚴禁(jin)以高額物質(zhi)獎勵、虛假宣(xuan)傳(chuan)等(deng)(deng)不(bu)正當(dang)手段(duan)招(zhao)(zhao)攬(lan)生(sheng)(sheng)(sheng)源;嚴禁(jin)任(ren)何學(xue)(xue)(xue)(xue)校收(shou)取(qu)或變相(xiang)收(shou)取(qu)與入學(xue)(xue)(xue)(xue)掛鉤的(de)(de)“捐資助學(xue)(xue)(xue)(xue)款”;嚴禁(jin)義務教育階段(duan)學(xue)(xue)(xue)(xue)校以各類競(jing)(jing)賽證書、學(xue)(xue)(xue)(xue)科(ke)競(jing)(jing)賽成績(ji)(ji)或考(kao)(kao)(kao)級證明等(deng)(deng)作(zuo)為招(zhao)(zhao)生(sheng)(sheng)(sheng)依據;嚴禁(jin)義務教育階段(duan)學(xue)(xue)(xue)(xue)校設立任(ren)何名義的(de)(de)重點班(ban)、快(kuai)慢班(ban);嚴禁(jin)初高中(zhong)(zhong)學(xue)(xue)(xue)(xue)校對學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)進(jin)(jin)行中(zhong)(zhong)高考(kao)(kao)(kao)成績(ji)(ji)排名、宣(xuan)傳(chuan)中(zhong)(zhong)高考(kao)(kao)(kao)狀元和升(sheng)學(xue)(xue)(xue)(xue)率(lv),教育行政(zheng)部門也不(bu)得(de)對學(xue)(xue)(xue)(xue)校中(zhong)(zhong)高考(kao)(kao)(kao)情(qing)況進(jin)(jin)行排名,以及向學(xue)(xue)(xue)(xue)校提供非本校的(de)(de)中(zhong)(zhong)高考(kao)(kao)(kao)成績(ji)(ji)數據;嚴禁(jin)出(chu)現(xian)人籍分(fen)離(li)、空掛學(xue)(xue)(xue)(xue)籍、學(xue)(xue)(xue)(xue)籍造假等(deng)(deng)現(xian)象,不(bu)得(de)為違規(gui)跨區域招(zhao)(zhao)收(shou)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)和違規(gui)轉學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)辦(ban)(ban)理學(xue)(xue)(xue)(xue)籍轉接。

  四、嚴格執紀問責,營造良好氛圍

  各(ge)級教育行政部(bu)(bu)門(men)(men)要健(jian)全違(wei)規(gui)(gui)招生(sheng)(sheng)(sheng)(sheng)(sheng)查(cha)處和(he)(he)(he)責(ze)任追究(jiu)(jiu)機制(zhi),暢通(tong)舉報(bao)(bao)和(he)(he)(he)申訴受(shou)(shou)理渠道,主動(dong)接受(shou)(shou)社會監督(du)。招生(sheng)(sheng)(sheng)(sheng)(sheng)結束后(hou),按照隸屬關(guan)(guan)(guan)系,教育行政部(bu)(bu)門(men)(men)要組織(zhi)開(kai)(kai)展逐校排查(cha)工作,重(zhong)點(dian)(dian)排查(cha)曾經發生(sheng)(sheng)(sheng)(sheng)(sheng)違(wei)規(gui)(gui)招生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)學(xue)(xue)(xue)校,及(ji)時糾正(zheng)和(he)(he)(he)嚴肅查(cha)處各(ge)種違(wei)規(gui)(gui)違(wei)紀招生(sheng)(sheng)(sheng)(sheng)(sheng)行為。對(dui)于(yu)造成(cheng)(cheng)(cheng)不良影響或嚴重(zhong)后(hou)果的(de)學(xue)(xue)(xue)校,視情節輕重(zhong)給予(yu)約談、通(tong)報(bao)(bao)批評、追究(jiu)(jiu)相(xiang)關(guan)(guan)(guan)人(ren)員責(ze)任、依(yi)照有關(guan)(guan)(guan)規(gui)(gui)定(ding)(ding)給予(yu)減少(shao)下一年(nian)度(du)招生(sheng)(sheng)(sheng)(sheng)(sheng)計劃、停止當年(nian)招生(sheng)(sheng)(sheng)(sheng)(sheng)直(zhi)至吊銷辦學(xue)(xue)(xue)許可證等處罰。市(shi)、區教育督(du)導(dao)部(bu)(bu)門(men)(men)要將中小學(xue)(xue)(xue)招生(sheng)(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)工作納入(ru)責(ze)任督(du)學(xue)(xue)(xue)日(ri)常督(du)導(dao)范(fan)圍。對(dui)于(yu)造成(cheng)(cheng)(cheng)惡(e)劣社會影響的(de)違(wei)規(gui)(gui)招生(sheng)(sheng)(sheng)(sheng)(sheng)行為,相(xiang)關(guan)(guan)(guan)部(bu)(bu)門(men)(men)將依(yi)照有關(guan)(guan)(guan)規(gui)(gui)定(ding)(ding)嚴肅查(cha)處追責(ze)。各(ge)區教育行政部(bu)(bu)門(men)(men)要與新(xin)聞(wen)宣(xuan)(xuan)(xuan)傳(chuan)(chuan)部(bu)(bu)門(men)(men)和(he)(he)(he)有關(guan)(guan)(guan)單(dan)位通(tong)力(li)合作,充分(fen)(fen)、深入(ru)、細致解(jie)讀(du)積分(fen)(fen)入(ru)學(xue)(xue)(xue)政策,多(duo)渠道多(duo)形式開(kai)(kai)展招生(sheng)(sheng)(sheng)(sheng)(sheng)宣(xuan)(xuan)(xuan)傳(chuan)(chuan)工作。要組織(zhi)召開(kai)(kai)幼兒園、小學(xue)(xue)(xue)家(jia)長會議(yi),積極(ji)主動(dong)宣(xuan)(xuan)(xuan)傳(chuan)(chuan),要聯系社區工作站協助宣(xuan)(xuan)(xuan)傳(chuan)(chuan)。加強輿論(lun)宣(xuan)(xuan)(xuan)傳(chuan)(chuan)引導(dao),及(ji)時回(hui)應群(qun)眾關(guan)(guan)(guan)注的(de)教育熱點(dian)(dian)難點(dian)(dian)重(zhong)點(dian)(dian)問題(ti)。引導(dao)廣(guang)大(da)家(jia)長充分(fen)(fen)認識就近入(ru)學(xue)(xue)(xue)對(dui)于(yu)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)健(jian)康(kang)成(cheng)(cheng)(cheng)長的(de)價值和(he)(he)(he)意義,樹立科學(xue)(xue)(xue)教育觀念,把培養(yang)孩子(zi)的(de)好(hao)(hao)思想、好(hao)(hao)品行、好(hao)(hao)習(xi)慣作為家(jia)庭(ting)教育的(de)首要任務,理性幫助孩子(zi)確定(ding)(ding)成(cheng)(cheng)(cheng)長目標,克服唯分(fen)(fen)數、唯升學(xue)(xue)(xue)的(de)功利化(hua)傾向,避免盲目跟風(feng)擇(ze)校。

  各區(qu)(qu)教育(yu)行政部門須于(yu)4月30日前(qian)將本區(qu)(qu)的義務教育(yu)招(zhao)生(sheng)入學工(gong)(gong)作(zuo)指導意(yi)見報市教育(yu)局備案。招(zhao)生(sheng)工(gong)(gong)作(zuo)結(jie)(jie)束后,各區(qu)(qu)要(yao)及時對中小學招(zhao)生(sheng)入學工(gong)(gong)作(zuo)情(qing)況進行總(zong)結(jie)(jie),形(xing)成書面總(zong)結(jie)(jie)材料于(yu)9月2日前(qian)報市教育(yu)局基礎教育(yu)處。
