中(zhong)共中(zhong)央 國務院關于深化(hua)教育(yu)教學改革全面提高義務教育(yu)質量的意(yi)見

  (2019年(nian)6月23日)

  義務教(jiao)育(yu)質(zhi)量(liang)事關(guan)億萬少年兒童健康成長,事關(guan)國家發展,事關(guan)民族未(wei)來(lai)。為深(shen)入貫徹黨的(de)十九大精神(shen)和全(quan)國教(jiao)育(yu)大會部署,加快推進教(jiao)育(yu)現代化,建設教(jiao)育(yu)強國,辦(ban)好人民滿意的(de)教(jiao)育(yu),現就深(shen)化教(jiao)育(yu)教(jiao)學改(gai)革、全(quan)面(mian)提(ti)高義務教(jiao)育(yu)質(zhi)量(liang)提(ti)出(chu)如下意見。

  一、堅持立德樹人,著力培養擔當民族復興大任的時代新人

  1.指導思(si)想。堅持以習(xi)近平(ping)新時代中國特色社會主(zhu)義(yi)思(si)想為指導,全面貫徹黨的教育(yu)方針,落實立德樹人(ren)(ren)(ren)根(gen)本任務,遵循教育(yu)規律,強化教師隊(dui)伍基礎(chu)作用,圍繞凝聚人(ren)(ren)(ren)心、完善人(ren)(ren)(ren)格、開(kai)發人(ren)(ren)(ren)力(li)、培(pei)育(yu)人(ren)(ren)(ren)才(cai)、造福(fu)人(ren)(ren)(ren)民(min)的工作目標,發展(zhan)(zhan)素質(zhi)教育(yu),培(pei)養德智體美(mei)勞(lao)全面發展(zhan)(zhan)的社會主(zhu)義(yi)建設者(zhe)和接班人(ren)(ren)(ren)。

  2.基本要求。樹立科學(xue)(xue)的教(jiao)育質量觀,深(shen)化改革,構建德(de)智體(ti)美勞(lao)全面培養(yang)(yang)的教(jiao)育體(ti)系,健全立德(de)樹人落實機制,著力在堅(jian)(jian)(jian)定(ding)理想信(xin)念、厚植愛(ai)國主義情懷、加強品德(de)修養(yang)(yang)、增長知(zhi)識見識、培養(yang)(yang)奮斗精神、增強綜合素質上(shang)下功夫(fu)。堅(jian)(jian)(jian)持(chi)德(de)育為(wei)先,教(jiao)育引導(dao)學(xue)(xue)生愛(ai)黨愛(ai)國愛(ai)人民愛(ai)社(she)會主義;堅(jian)(jian)(jian)持(chi)全面發(fa)展,為(wei)學(xue)(xue)生終身(shen)發(fa)展奠基;堅(jian)(jian)(jian)持(chi)面向全體(ti),辦好每所學(xue)(xue)校、教(jiao)好每名(ming)學(xue)(xue)生;堅(jian)(jian)(jian)持(chi)知(zhi)行合一,讓學(xue)(xue)生成為(wei)生活和學(xue)(xue)習的主人。

  二、堅持“五育”并舉,全面發展素質教育

  3.突出(chu)德(de)(de)育(yu)(yu)(yu)實效。完善德(de)(de)育(yu)(yu)(yu)工作體(ti)系,認真制定德(de)(de)育(yu)(yu)(yu)工作實施方案,深(shen)化(hua)(hua)課(ke)程育(yu)(yu)(yu)人(ren)(ren)(ren)、文(wen)化(hua)(hua)育(yu)(yu)(yu)人(ren)(ren)(ren)、活動育(yu)(yu)(yu)人(ren)(ren)(ren)、實踐育(yu)(yu)(yu)人(ren)(ren)(ren)、管理育(yu)(yu)(yu)人(ren)(ren)(ren)、協(xie)同育(yu)(yu)(yu)人(ren)(ren)(ren)。大力開(kai)(kai)展理想信念(nian)、社(she)會(hui)主(zhu)義(yi)核心價值觀、中(zhong)華優秀傳(chuan)統文(wen)化(hua)(hua)、生態文(wen)明和心理健(jian)康(kang)教(jiao)(jiao)育(yu)(yu)(yu)。加強愛國主(zhu)義(yi)、集(ji)體(ti)主(zhu)義(yi)、社(she)會(hui)主(zhu)義(yi)教(jiao)(jiao)育(yu)(yu)(yu),引導少(shao)年兒童聽黨(dang)話、跟黨(dang)走。加強品德(de)(de)修養(yang)教(jiao)(jiao)育(yu)(yu)(yu),強化(hua)(hua)學(xue)(xue)生良好行(xing)為習慣和法(fa)治(zhi)(zhi)意識養(yang)成(cheng)。打造(zao)(zao)中(zhong)小(xiao)學(xue)(xue)生社(she)會(hui)實踐大課(ke)堂,充(chong)分(fen)發揮愛國主(zhu)義(yi)、優秀傳(chuan)統文(wen)化(hua)(hua)等教(jiao)(jiao)育(yu)(yu)(yu)基地和各類公共文(wen)化(hua)(hua)設施與自然資(zi)源的重要育(yu)(yu)(yu)人(ren)(ren)(ren)作用,向(xiang)學(xue)(xue)生免費或優惠(hui)開(kai)(kai)放。廣泛開(kai)(kai)展先進典型、英(ying)雄模范學(xue)(xue)習宣傳(chuan)活動,積極創建文(wen)明校(xiao)園。健(jian)全創作激(ji)勵與宣傳(chuan)推介機制,提供寓教(jiao)(jiao)于樂的優秀兒童文(wen)化(hua)(hua)精品;強化(hua)(hua)對網絡游戲、微視頻等的價值引領與管控,創造(zao)(zao)綠(lv)色健(jian)康(kang)網上空(kong)間(jian)。突出(chu)政治(zhi)(zhi)啟蒙和價值觀塑造(zao)(zao),充(chong)分(fen)發揮共青團(tuan)、少(shao)先隊組織育(yu)(yu)(yu)人(ren)(ren)(ren)作用。

  4.提(ti)升智育(yu)水平(ping)。著力(li)培養認知(zhi)能力(li),促進(jin)思(si)維發(fa)展,激發(fa)創新意識。嚴格(ge)按照國(guo)家課程(cheng)方(fang)案和課程(cheng)標(biao)準實施教(jiao)學(xue),確保(bao)學(xue)生(sheng)達到國(guo)家規定學(xue)業質量標(biao)準。充分(fen)發(fa)揮教(jiao)師(shi)主導作(zuo)用,引導教(jiao)師(shi)深入理解學(xue)科特點、知(zhi)識結構、思(si)想方(fang)法,科學(xue)把握(wo)學(xue)生(sheng)認知(zhi)規律,上好每一堂課。突出學(xue)生(sheng)主體(ti)地位,注重保(bao)護學(xue)生(sheng)好奇心、想象力(li)、求知(zhi)欲(yu),激發(fa)學(xue)習興趣,提(ti)高學(xue)習能力(li)。加(jia)(jia)強科學(xue)教(jiao)育(yu)和實驗教(jiao)學(xue),廣泛開展多(duo)種形式的讀書活動。各地要加(jia)(jia)強監(jian)測(ce)和督導,堅決(jue)防止學(xue)生(sheng)學(xue)業負擔過重。

  5.強化體(ti)育(yu)(yu)(yu)(yu)鍛(duan)煉。堅持健(jian)(jian)(jian)康第一,實施學(xue)(xue)(xue)校(xiao)體(ti)育(yu)(yu)(yu)(yu)固本行(xing)(xing)動(dong)(dong)(dong)。嚴格(ge)執行(xing)(xing)學(xue)(xue)(xue)生體(ti)質(zhi)健(jian)(jian)(jian)康合(he)格(ge)標(biao)(biao)準(zhun),健(jian)(jian)(jian)全國家監測制度。除體(ti)育(yu)(yu)(yu)(yu)免(mian)修(xiu)學(xue)(xue)(xue)生外,未達體(ti)質(zhi)健(jian)(jian)(jian)康合(he)格(ge)標(biao)(biao)準(zhun)的,不得發放(fang)畢業證書。開(kai)齊開(kai)足體(ti)育(yu)(yu)(yu)(yu)課,將(jiang)體(ti)育(yu)(yu)(yu)(yu)科目(mu)納入高(gao)中階段學(xue)(xue)(xue)校(xiao)考試(shi)招生錄取計分(fen)科目(mu)。科學(xue)(xue)(xue)安(an)排體(ti)育(yu)(yu)(yu)(yu)課運動(dong)(dong)(dong)負荷,開(kai)展好學(xue)(xue)(xue)校(xiao)特色(se)體(ti)育(yu)(yu)(yu)(yu)項(xiang)目(mu),大力發展校(xiao)園(yuan)足球(qiu),讓每位(wei)學(xue)(xue)(xue)生掌握1至2項(xiang)運動(dong)(dong)(dong)技能。廣泛(fan)開(kai)展校(xiao)園(yuan)普及性體(ti)育(yu)(yu)(yu)(yu)運動(dong)(dong)(dong),定(ding)期舉辦學(xue)(xue)(xue)生運動(dong)(dong)(dong)會或體(ti)育(yu)(yu)(yu)(yu)節。鼓勵地方(fang)向(xiang)學(xue)(xue)(xue)生免(mian)費或優惠開(kai)放(fang)公共運動(dong)(dong)(dong)場所。通過購買服務等方(fang)式,鼓勵體(ti)育(yu)(yu)(yu)(yu)社會組織為(wei)學(xue)(xue)(xue)生提供高(gao)質(zhi)量體(ti)育(yu)(yu)(yu)(yu)服務。精準(zhun)實施農村(cun)義務教育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)生營養改善計劃。健(jian)(jian)(jian)全學(xue)(xue)(xue)生視(shi)力健(jian)(jian)(jian)康綜合(he)干預(yu)體(ti)系,保障學(xue)(xue)(xue)生充(chong)足睡眠時間(jian)。

  6.增強美育熏陶。實施學(xue)校(xiao)美育提升(sheng)行動,嚴(yan)格落實音樂、美術(shu)(shu)、書法等課程,結合地方(fang)文(wen)化(hua)設立藝(yi)(yi)術(shu)(shu)特(te)色(se)(se)課程。廣泛開(kai)展校(xiao)園藝(yi)(yi)術(shu)(shu)活動,幫(bang)助每位學(xue)生學(xue)會1至2項(xiang)藝(yi)(yi)術(shu)(shu)技能、會唱主旋律(lv)歌(ge)曲(qu)。引導學(xue)生了解世界(jie)優秀藝(yi)(yi)術(shu)(shu),增強文(wen)化(hua)理(li)解。鼓(gu)(gu)勵學(xue)校(xiao)組建特(te)色(se)(se)藝(yi)(yi)術(shu)(shu)團隊,辦(ban)好中小(xiao)學(xue)生藝(yi)(yi)術(shu)(shu)展演,推進中華優秀傳(chuan)統文(wen)化(hua)藝(yi)(yi)術(shu)(shu)傳(chuan)承學(xue)校(xiao)建設。通過購買(mai)服務等方(fang)式,鼓(gu)(gu)勵專業藝(yi)(yi)術(shu)(shu)人才(cai)到中小(xiao)學(xue)兼職任教。支持藝(yi)(yi)術(shu)(shu)院校(xiao)在中小(xiao)學(xue)建立對口支援基地。

  7.加(jia)(jia)強(qiang)勞動(dong)教育(yu)(yu)。充分發(fa)揮(hui)勞動(dong)綜(zong)合育(yu)(yu)人功能(neng),制(zhi)定勞動(dong)教育(yu)(yu)指導綱要,加(jia)(jia)強(qiang)學生生活實(shi)踐(jian)、勞動(dong)技(ji)術(shu)和(he)(he)(he)職業(ye)體驗教育(yu)(yu)。優(you)化綜(zong)合實(shi)踐(jian)活動(dong)課程結構(gou),確(que)保勞動(dong)教育(yu)(yu)課時不少(shao)于一(yi)半。家長要給孩(hai)子(zi)安排(pai)力所能(neng)及的(de)家務(wu)(wu)勞動(dong),學校要堅持學生值日制(zhi)度,組織學生參(can)加(jia)(jia)校園勞動(dong),積極開(kai)展校外(wai)勞動(dong)實(shi)踐(jian)和(he)(he)(he)社(she)區(qu)志愿服(fu)務(wu)(wu)。創建一(yi)批勞動(dong)教育(yu)(yu)實(shi)驗區(qu),農村地區(qu)要安排(pai)相應田地、山林(lin)、草場等作為學農實(shi)踐(jian)基地,城鎮地區(qu)要為學生參(can)加(jia)(jia)農業(ye)生產、工業(ye)體驗、商(shang)業(ye)和(he)(he)(he)服(fu)務(wu)(wu)業(ye)實(shi)踐(jian)等提供保障。

  三、強化課堂主陣地作用,切實提高課堂教學質量

  8.優化(hua)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)方式(shi)。堅持教(jiao)(jiao)(jiao)學(xue)(xue)(xue)相長,注重(zhong)啟發式(shi)、互動(dong)(dong)式(shi)、探究(jiu)式(shi)教(jiao)(jiao)(jiao)學(xue)(xue)(xue),教(jiao)(jiao)(jiao)師課前要指導(dao)學(xue)(xue)(xue)生做好預習(xi),課上要講清重(zhong)點難點、知識(shi)體系,引導(dao)學(xue)(xue)(xue)生主動(dong)(dong)思考、積極提問(wen)、自主探究(jiu)。融合運用傳統與現代(dai)技(ji)術(shu)手段,重(zhong)視情境教(jiao)(jiao)(jiao)學(xue)(xue)(xue);探索(suo)基于學(xue)(xue)(xue)科的(de)課程綜合化(hua)教(jiao)(jiao)(jiao)學(xue)(xue)(xue),開展(zhan)研究(jiu)型、項(xiang)目化(hua)、合作(zuo)式(shi)學(xue)(xue)(xue)習(xi)。精準(zhun)分析學(xue)(xue)(xue)情,重(zhong)視差異化(hua)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)和個別化(hua)指導(dao)。各(ge)地要定期開展(zhan)聚焦課堂教(jiao)(jiao)(jiao)學(xue)(xue)(xue)質量的(de)主題活(huo)動(dong)(dong),注重(zhong)培育、遴(lin)選和推(tui)廣優秀教(jiao)(jiao)(jiao)學(xue)(xue)(xue)模式(shi)、教(jiao)(jiao)(jiao)學(xue)(xue)(xue)案(an)例。

  9.加強教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)管(guan)理(li)。省級教(jiao)(jiao)育部門要(yao)分學(xue)(xue)(xue)(xue)(xue)科(ke)制(zhi)定(ding)課(ke)(ke)堂教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)基本要(yao)求(qiu),市縣級教(jiao)(jiao)育部門要(yao)指導學(xue)(xue)(xue)(xue)(xue)校形成教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)管(guan)理(li)特色。學(xue)(xue)(xue)(xue)(xue)校要(yao)健全教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)管(guan)理(li)規(gui)程(cheng)(cheng),統籌制(zhi)定(ding)教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)計劃(hua),優化教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)環節;開齊開足開好國(guo)家規(gui)定(ding)課(ke)(ke)程(cheng)(cheng),不得隨意增減課(ke)(ke)時、改變難度(du)(du)、調整(zheng)進度(du)(du);嚴格按(an)課(ke)(ke)程(cheng)(cheng)標準零(ling)起點教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue),小學(xue)(xue)(xue)(xue)(xue)一年(nian)級設(she)置過渡性活動課(ke)(ke)程(cheng)(cheng),注重(zhong)做(zuo)好幼小銜(xian)接(jie);堅持和完善集體備課(ke)(ke)制(zhi)度(du)(du),認真制(zhi)定(ding)教(jiao)(jiao)案。各(ge)(ge)地各(ge)(ge)校要(yao)切實(shi)加強課(ke)(ke)程(cheng)(cheng)實(shi)施日常監督,不得有提前結課(ke)(ke)備考(kao)、超標教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)、違(wei)規(gui)統考(kao)、考(kao)試排名和不履行教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)責(ze)任等(deng)行為。

  10.完善作(zuo)業(ye)考(kao)試(shi)輔導。統(tong)籌調(diao)控不同(tong)年(nian)級(ji)、不同(tong)學(xue)科(ke)作(zuo)業(ye)數量和(he)作(zuo)業(ye)時間,促(cu)進學(xue)生完成(cheng)(cheng)好基(ji)礎性作(zuo)業(ye),強化實踐性作(zuo)業(ye),探索彈(dan)性作(zuo)業(ye)和(he)跨(kua)學(xue)科(ke)作(zuo)業(ye),不斷提高作(zuo)業(ye)設計質量。杜絕將(jiang)學(xue)生作(zuo)業(ye)變成(cheng)(cheng)家長作(zuo)業(ye)或要(yao)求家長檢查批(pi)(pi)改(gai)作(zuo)業(ye),不得布置懲罰性作(zuo)業(ye)。教師要(yao)認真批(pi)(pi)改(gai)作(zuo)業(ye),強化面批(pi)(pi)講解,及時做好反饋。從(cong)嚴控制(zhi)考(kao)試(shi)次數,考(kao)試(shi)內(nei)容要(yao)符(fu)合課(ke)程標(biao)準(zhun)、聯系學(xue)生生活實際,考(kao)試(shi)成(cheng)(cheng)績(ji)實行等級(ji)評價,嚴禁以(yi)任何方式公布學(xue)生成(cheng)(cheng)績(ji)和(he)排名。建(jian)立學(xue)有困(kun)難(nan)學(xue)生幫扶制(zhi)度,為學(xue)有余力學(xue)生拓展學(xue)習(xi)空間。各地要(yao)完善政策(ce)支持措施,不斷提高課(ke)后服務水(shui)平(ping)。

  11.促進(jin)(jin)信息(xi)技(ji)術與教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)融合應用。推(tui)進(jin)(jin)“教(jiao)(jiao)(jiao)育(yu)(yu)+互聯網”發展,按照服(fu)務教(jiao)(jiao)(jiao)師教(jiao)(jiao)(jiao)學(xue)、服(fu)務學(xue)生學(xue)習(xi)(xi)、服(fu)務學(xue)校管(guan)理的要(yao)求,建立(li)(li)覆蓋(gai)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)各年級(ji)各學(xue)科的數(shu)(shu)字教(jiao)(jiao)(jiao)育(yu)(yu)資源體系(xi)。加(jia)快數(shu)(shu)字校園(yuan)建設(she),積極探索基于互聯網的教(jiao)(jiao)(jiao)學(xue)。免費為農村和邊遠貧困地區學(xue)校提供(gong)優(you)質(zhi)學(xue)習(xi)(xi)資源,加(jia)快縮小(xiao)城鄉(xiang)教(jiao)(jiao)(jiao)育(yu)(yu)差(cha)距。加(jia)強(qiang)信息(xi)化終端設(she)備及(ji)軟件管(guan)理,建立(li)(li)數(shu)(shu)字化教(jiao)(jiao)(jiao)學(xue)資源進(jin)(jin)校園(yuan)審核(he)監管(guan)機制(zhi)。

  四、按照“四有好老師”標準,建設高素質專業化教師隊伍

  12.大力提(ti)高(gao)教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)能力。以新時代教(jiao)(jiao)(jiao)(jiao)師素質要(yao)求和國(guo)家課程標準為導(dao)向(xiang),改革和加強(qiang)師范教(jiao)(jiao)(jiao)(jiao)育(yu),提(ti)高(gao)教(jiao)(jiao)(jiao)(jiao)師培(pei)養培(pei)訓(xun)(xun)質量。實(shi)施(shi)全(quan)員(yuan)輪訓(xun)(xun),突出新課程、新教(jiao)(jiao)(jiao)(jiao)材、新方法、新技術培(pei)訓(xun)(xun),強(qiang)化師德(de)教(jiao)(jiao)(jiao)(jiao)育(yu)和教(jiao)(jiao)(jiao)(jiao)學(xue)基本(ben)功訓(xun)(xun)練(lian),不斷提(ti)高(gao)教(jiao)(jiao)(jiao)(jiao)師育(yu)德(de)、課堂教(jiao)(jiao)(jiao)(jiao)學(xue)、作業與考試命題(ti)設計(ji)、實(shi)驗操作和家庭教(jiao)(jiao)(jiao)(jiao)育(yu)指導(dao)等能力。進一步實(shi)施(shi)好(hao)“國(guo)培(pei)計(ji)劃”,增加農(nong)村教(jiao)(jiao)(jiao)(jiao)師培(pei)訓(xun)(xun)機會(hui),加強(qiang)緊缺學(xue)科教(jiao)(jiao)(jiao)(jiao)師培(pei)訓(xun)(xun)。實(shi)施(shi)鄉村優秀青年教(jiao)(jiao)(jiao)(jiao)師培(pei)養獎勵計(ji)劃,定期開展(zhan)教(jiao)(jiao)(jiao)(jiao)學(xue)素養展(zhan)示(shi)和教(jiao)(jiao)(jiao)(jiao)學(xue)名(ming)師評選活動,對(dui)教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)業績突出的教(jiao)(jiao)(jiao)(jiao)師予以表彰(zhang)獎勵。

  13.優(you)化(hua)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資(zi)源配(pei)置。各(ge)地要(yao)按(an)照(zhao)中(zhong)小學教(jiao)(jiao)(jiao)(jiao)職工編制(zhi)(zhi)(zhi)標準做好編制(zhi)(zhi)(zhi)核定(ding)工作,并制(zhi)(zhi)(zhi)定(ding)小規模學校編制(zhi)(zhi)(zhi)核定(ding)標準和通(tong)過政府購(gou)買服務(wu)方式為寄宿制(zhi)(zhi)(zhi)學校提(ti)供生活服務(wu)的(de)實施辦(ban)法(fa)(fa)。對符(fu)(fu)合(he)條件的(de)非在編教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)要(yao)加快入編,不(bu)得產生新的(de)代(dai)課教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)。縣(xian)級(ji)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部門要(yao)按(an)照(zhao)班額(e)、生源等情(qing)況,在核定(ding)的(de)總量內,統籌調(diao)配(pei)各(ge)校編制(zhi)(zhi)(zhi)和崗(gang)位(wei)數量,并向同級(ji)機構編制(zhi)(zhi)(zhi)、人(ren)力(li)資(zi)源社會保障和財政部門備案。制(zhi)(zhi)(zhi)定(ding)符(fu)(fu)合(he)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)職業特點的(de)公開(kai)招聘辦(ban)法(fa)(fa),充分(fen)發揮教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部門和學校在教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)招聘中(zhong)的(de)重要(yao)作用,嚴(yan)格(ge)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資(zi)格(ge)準入制(zhi)(zhi)(zhi)度(du)(du)。實行教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資(zi)格(ge)定(ding)期(qi)注冊制(zhi)(zhi)(zhi)度(du)(du),對不(bu)適應教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學的(de)應及(ji)時調(diao)整。加大縣(xian)域內城鎮與鄉村教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)雙(shuang)向交流、定(ding)期(qi)輪崗(gang)力(li)度(du)(du),建立學區(鄉鎮)內教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)走教(jiao)(jiao)(jiao)(jiao)制(zhi)(zhi)(zhi)度(du)(du)。進(jin)一(yi)步實施好農村教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)“特崗(gang)計劃(hua)”和“銀齡(ling)講學計劃(hua)”。完善教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)崗(gang)位(wei)分(fen)級(ji)認(ren)定(ding)辦(ban)法(fa)(fa),適當提(ti)高教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)中(zhong)、高級(ji)崗(gang)位(wei)比例。

  14.依(yi)(yi)法(fa)保(bao)(bao)障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)權(quan)益和(he)待遇。制定(ding)(ding)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)優(you)待辦(ban)法(fa),保(bao)(bao)障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)享有健康體檢、旅(lv)游、住房(fang)、落戶等(deng)優(you)待政(zheng)策(ce)。堅持教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)投入(ru)(ru)優(you)先保(bao)(bao)障(zhang)并不斷提高教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)待遇。完善(shan)(shan)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)績效(xiao)(xiao)工(gong)資總量核定(ding)(ding)辦(ban)法(fa),建立聯動增長機制,確保(bao)(bao)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)平均(jun)工(gong)資收入(ru)(ru)水(shui)(shui)平不低于當(dang)地(di)(di)(di)公務(wu)員平均(jun)工(gong)資收入(ru)(ru)水(shui)(shui)平。完善(shan)(shan)績效(xiao)(xiao)工(gong)資分(fen)配辦(ban)法(fa),績效(xiao)(xiao)工(gong)資增量主(zhu)要用于獎勵(li)性績效(xiao)(xiao)工(gong)資分(fen)配;切實(shi)落實(shi)學(xue)校分(fen)配自主(zhu)權(quan),并向教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)一線和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)實(shi)績突(tu)出的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)傾斜。落實(shi)鄉村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)鄉鎮工(gong)作補貼、集中連片特困地(di)(di)(di)區生活補助和(he)艱苦邊遠地(di)(di)(di)區津貼等(deng)政(zheng)策(ce),有條(tiao)件的(de)地(di)(di)(di)方對在鄉村(cun)有教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)任務(wu)的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)給予交通補助。加強鄉村(cun)學(xue)校教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)周轉宿舍建設。制定(ding)(ding)實(shi)施細(xi)則(ze),明(ming)確教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)懲戒權(quan)。依(yi)(yi)法(fa)依(yi)(yi)規妥善(shan)(shan)處理涉及(ji)學(xue)校和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)的(de)矛盾糾(jiu)紛,堅決(jue)維護教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)合(he)法(fa)權(quan)益。

  五、深化關鍵領域改革,為提高教育質量創造條件

  16.加(jia)強(qiang)課(ke)(ke)程(cheng)(cheng)(cheng)教(jiao)(jiao)材建設(she)。國家(jia)建立(li)(li)義務教(jiao)(jiao)育(yu)(yu)課(ke)(ke)程(cheng)(cheng)(cheng)方(fang)(fang)(fang)(fang)案、課(ke)(ke)程(cheng)(cheng)(cheng)標準(zhun)修訂和(he)實(shi)施監(jian)測(ce)機制,完善教(jiao)(jiao)材管理辦法。省級教(jiao)(jiao)育(yu)(yu)部(bu)(bu)門制定地方(fang)(fang)(fang)(fang)課(ke)(ke)程(cheng)(cheng)(cheng)和(he)校本(ben)(ben)課(ke)(ke)程(cheng)(cheng)(cheng)開(kai)發與實(shi)施指南,并建立(li)(li)審(shen)議(yi)評估和(he)質量監(jian)測(ce)制度(du)。縣(xian)級教(jiao)(jiao)育(yu)(yu)部(bu)(bu)門要加(jia)強(qiang)校本(ben)(ben)課(ke)(ke)程(cheng)(cheng)(cheng)監(jian)管,構建學校間(jian)共建共享機制。學校要提高(gao)校本(ben)(ben)課(ke)(ke)程(cheng)(cheng)(cheng)質量,校本(ben)(ben)課(ke)(ke)程(cheng)(cheng)(cheng)原則上不(bu)編寫教(jiao)(jiao)材。嚴禁用地方(fang)(fang)(fang)(fang)課(ke)(ke)程(cheng)(cheng)(cheng)、校本(ben)(ben)課(ke)(ke)程(cheng)(cheng)(cheng)取(qu)代國家(jia)課(ke)(ke)程(cheng)(cheng)(cheng),嚴禁使用未經(jing)審(shen)定的教(jiao)(jiao)材。義務教(jiao)(jiao)育(yu)(yu)學校不(bu)得(de)引進境外(wai)課(ke)(ke)程(cheng)(cheng)(cheng)、使用境外(wai)教(jiao)(jiao)材。完善義務教(jiao)(jiao)育(yu)(yu)裝備基本(ben)(ben)標準(zhun),有條(tiao)件的地方(fang)(fang)(fang)(fang)可建設(she)創(chuang)新實(shi)驗室、綜合實(shi)驗室。

  17.完善招(zhao)生(sheng)考試(shi)(shi)制(zhi)度。推進(jin)義(yi)務教育學(xue)(xue)(xue)(xue)校(xiao)免試(shi)(shi)就近入(ru)學(xue)(xue)(xue)(xue)全覆蓋。健(jian)全聯控聯保機(ji)制(zhi),精準做好(hao)控輟保學(xue)(xue)(xue)(xue)工作(zuo)。嚴禁以各類考試(shi)(shi)、競賽、培訓(xun)成績或證書證明(ming)等(deng)作(zuo)為招(zhao)生(sheng)依據,不得以面試(shi)(shi)、評測等(deng)名義(yi)選拔學(xue)(xue)(xue)(xue)生(sheng)。民(min)辦義(yi)務教育學(xue)(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)納入(ru)審批(pi)地統(tong)一(yi)(yi)管理,與公辦學(xue)(xue)(xue)(xue)校(xiao)同步招(zhao)生(sheng);對報名人數超過招(zhao)生(sheng)計劃(hua)的,實(shi)(shi)行(xing)電腦隨機(ji)錄(lu)取(qu)。高(gao)中階段學(xue)(xue)(xue)(xue)校(xiao)實(shi)(shi)行(xing)基于初(chu)(chu)(chu)中學(xue)(xue)(xue)(xue)業水平(ping)考試(shi)(shi)成績、結(jie)合綜(zong)合素質評價的招(zhao)生(sheng)錄(lu)取(qu)模式,落實(shi)(shi)優質普(pu)通(tong)高(gao)中招(zhao)生(sheng)指標分配到初(chu)(chu)(chu)中政策,公辦民(min)辦普(pu)通(tong)高(gao)中按審批(pi)機(ji)關統(tong)一(yi)(yi)批(pi)準的招(zhao)生(sheng)計劃(hua)、范圍、標準和方式同步招(zhao)生(sheng)。穩步推進(jin)初(chu)(chu)(chu)中學(xue)(xue)(xue)(xue)業水平(ping)考試(shi)(shi)省級統(tong)一(yi)(yi)命題(ti),堅(jian)持以課程標準為命題(ti)依據,不得制(zhi)定考試(shi)(shi)大綱(gang),不斷提高(gao)命題(ti)水平(ping)。

  18.健(jian)全質(zhi)(zhi)量(liang)評(ping)價(jia)監(jian)測體系。建(jian)立以(yi)發(fa)展(zhan)素(su)質(zhi)(zhi)教(jiao)育(yu)(yu)為(wei)導向的科學(xue)(xue)評(ping)價(jia)體系,國家制定(ding)縣(xian)域義(yi)(yi)務教(jiao)育(yu)(yu)質(zhi)(zhi)量(liang)、學(xue)(xue)校(xiao)辦(ban)(ban)學(xue)(xue)質(zhi)(zhi)量(liang)和學(xue)(xue)生(sheng)(sheng)發(fa)展(zhan)質(zhi)(zhi)量(liang)評(ping)價(jia)標準。縣(xian)域教(jiao)育(yu)(yu)質(zhi)(zhi)量(liang)評(ping)價(jia)突出考(kao)查地方黨委和政府對教(jiao)育(yu)(yu)教(jiao)學(xue)(xue)改革的價(jia)值導向、組(zu)織領導、條件保障(zhang)和義(yi)(yi)務教(jiao)育(yu)(yu)均衡發(fa)展(zhan)情況等(deng)。學(xue)(xue)校(xiao)辦(ban)(ban)學(xue)(xue)質(zhi)(zhi)量(liang)評(ping)價(jia)突出考(kao)查學(xue)(xue)校(xiao)堅持(chi)全面培養、提高學(xue)(xue)生(sheng)(sheng)綜合素(su)質(zhi)(zhi)以(yi)及辦(ban)(ban)學(xue)(xue)行為(wei)、隊伍建(jian)設、學(xue)(xue)業負擔、社會滿意度等(deng)。學(xue)(xue)生(sheng)(sheng)發(fa)展(zhan)質(zhi)(zhi)量(liang)評(ping)價(jia)突出考(kao)查學(xue)(xue)生(sheng)(sheng)品德發(fa)展(zhan)、學(xue)(xue)業發(fa)展(zhan)、身心(xin)健(jian)康(kang)、興趣特(te)長和勞動(dong)實踐(jian)等(deng)。堅持(chi)和完善國家義(yi)(yi)務教(jiao)育(yu)(yu)質(zhi)(zhi)量(liang)監(jian)測制度,強(qiang)化過程性和發(fa)展(zhan)性評(ping)價(jia),建(jian)立監(jian)測平臺,定(ding)期發(fa)布監(jian)測報(bao)告。

  20.激發學(xue)(xue)(xue)校(xiao)(xiao)生機(ji)活(huo)力。推進現代(dai)學(xue)(xue)(xue)校(xiao)(xiao)制(zhi)(zhi)度建(jian)設,落實學(xue)(xue)(xue)校(xiao)(xiao)辦學(xue)(xue)(xue)自主(zhu)權(quan),保障(zhang)學(xue)(xue)(xue)校(xiao)(xiao)自主(zhu)設立內設機(ji)構,依法依規實施教(jiao)(jiao)育教(jiao)(jiao)學(xue)(xue)(xue)活(huo)動、聘用(yong)教(jiao)(jiao)師及其他工作人(ren)員、管(guan)理使用(yong)學(xue)(xue)(xue)校(xiao)(xiao)經(jing)(jing)費等(deng)。各(ge)地(di)要完善(shan)統籌(chou)協調機(ji)制(zhi)(zhi),嚴格控制(zhi)(zhi)面(mian)向義務教(jiao)(jiao)育學(xue)(xue)(xue)校(xiao)(xiao)的(de)各(ge)類審批、檢查驗收、創建(jian)評比等(deng)活(huo)動,未經(jing)(jing)當(dang)地(di)教(jiao)(jiao)育部門同意,任(ren)何(he)單位(wei)不得到學(xue)(xue)(xue)校(xiao)(xiao)開(kai)展(zhan)有關活(huo)動。發揮優(you)質(zhi)學(xue)(xue)(xue)校(xiao)(xiao)示范輻射作用(yong),完善(shan)強校(xiao)(xiao)帶弱校(xiao)(xiao)、城鄉對口支援等(deng)辦學(xue)(xue)(xue)機(ji)制(zhi)(zhi),促進新優(you)質(zhi)學(xue)(xue)(xue)校(xiao)(xiao)成長。對提(ti)高教(jiao)(jiao)育質(zhi)量成效顯著(zhu)和發揮示范輻射作用(yong)突出的(de)學(xue)(xue)(xue)校(xiao)(xiao),應給予支持和獎勵。

  21.實施義(yi)務(wu)教(jiao)育質量(liang)提(ti)升(sheng)工程(cheng)。保障義(yi)務(wu)教(jiao)育財政經(jing)(jing)費投入(ru),加大對教(jiao)師(shi)隊(dui)伍(wu)建(jian)設(she)(she)、教(jiao)育教(jiao)學(xue)改革、提(ti)高教(jiao)育質量(liang)經(jing)(jing)費支(zhi)持力度。實施優秀教(jiao)學(xue)成果推(tui)廣應(ying)用計劃,整(zheng)合建(jian)設(she)(she)國家中小學(xue)生網絡(luo)學(xue)習平臺。推(tui)進義(yi)務(wu)教(jiao)育薄(bo)弱環(huan)節改善與能力提(ti)升(sheng),重(zhong)點(dian)加強鄉(xiang)(xiang)村(cun)小規模學(xue)校和(he)鄉(xiang)(xiang)鎮寄宿制學(xue)校建(jian)設(she)(she),打造“鄉(xiang)(xiang)村(cun)溫馨校園”;加快消除城(cheng)鎮大班(ban)額(e),逐步降低班(ban)額(e)標準,促(cu)進縣域義(yi)務(wu)教(jiao)育從基本均衡向(xiang)優質均衡發展(zhan)。

  六、加強組織領導,開創新時代義務教育改革發展新局面

  22.堅持(chi)黨(dang)的全(quan)面(mian)領導。各(ge)級(ji)黨(dang)委和(he)(he)(he)政(zheng)府要(yao)(yao)把辦好義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)作(zuo)為(wei)重(zhong)(zhong)中之重(zhong)(zhong),全(quan)面(mian)加(jia)強黨(dang)的領導,切實履(lv)行省級(ji)和(he)(he)(he)市(shi)級(ji)政(zheng)府統(tong)籌(chou)實施、縣級(ji)政(zheng)府為(wei)主(zhu)管理(li)責任。黨(dang)政(zheng)有關負(fu)責人要(yao)(yao)牢(lao)固樹立科學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)育(yu)觀、正(zheng)確政(zheng)績觀,嚴禁(jin)下達升(sheng)(sheng)學(xue)(xue)指標或(huo)片面(mian)以升(sheng)(sheng)學(xue)(xue)率評(ping)價(jia)學(xue)(xue)校和(he)(he)(he)教(jiao)(jiao)(jiao)(jiao)師。要(yao)(yao)選優配(pei)強教(jiao)(jiao)(jiao)(jiao)育(yu)部門領導干部,特別是縣級(ji)教(jiao)(jiao)(jiao)(jiao)育(yu)局(ju)局(ju)長。縣級(ji)黨(dang)委和(he)(he)(he)政(zheng)府每年要(yao)(yao)至少聽取(qu)1次義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)工作(zuo)匯報,及(ji)時研究解決有關重(zhong)(zhong)大問題。加(jia)強學(xue)(xue)校黨(dang)的建(jian)(jian)設,充分發揮(hui)學(xue)(xue)校黨(dang)組織領導作(zuo)用(yong),強化(hua)黨(dang)建(jian)(jian)帶(dai)團建(jian)(jian)、隊建(jian)(jian)。將校園安全(quan)納(na)入社(she)會治理(li),完善校園安全(quan)風險(xian)防控體系(xi)和(he)(he)(he)依(yi)法處理(li)機制,堅決杜(du)絕“校鬧(nao)”行為(wei),維護正(zheng)常教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)秩序。

  23.落(luo)實部(bu)(bu)(bu)門(men)職責(ze)。教(jiao)(jiao)(jiao)育部(bu)(bu)(bu)門(men)要(yao)(yao)會(hui)(hui)同有(you)關部(bu)(bu)(bu)門(men)為深化(hua)(hua)教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學改革、提高義務(wu)教(jiao)(jiao)(jiao)育質量提供(gong)保(bao)(bao)(bao)障條件,切實管(guan)好(hao)學校(xiao)。組織部(bu)(bu)(bu)門(men)要(yao)(yao)加(jia)強對(dui)黨(dang)政(zheng)領導(dao)班子及有(you)關領導(dao)干(gan)(gan)部(bu)(bu)(bu)履行教(jiao)(jiao)(jiao)育職責(ze)的考核(he),按照干(gan)(gan)部(bu)(bu)(bu)管(guan)理(li)權(quan)限做(zuo)(zuo)(zuo)(zuo)好(hao)教(jiao)(jiao)(jiao)育部(bu)(bu)(bu)門(men)和(he)單(dan)位領導(dao)干(gan)(gan)部(bu)(bu)(bu)選拔任用工(gong)(gong)(gong)作,指(zhi)導(dao)學校(xiao)做(zuo)(zuo)(zuo)(zuo)好(hao)黨(dang)建(jian)工(gong)(gong)(gong)作。宣傳部(bu)(bu)(bu)門(men)要(yao)(yao)抓(zhua)好(hao)正面宣傳和(he)輿論引導(dao)工(gong)(gong)(gong)作,營造教(jiao)(jiao)(jiao)書育人良(liang)好(hao)氛圍。機(ji)構(gou)(gou)編(bian)制部(bu)(bu)(bu)門(men)要(yao)(yao)做(zuo)(zuo)(zuo)(zuo)好(hao)學校(xiao)編(bian)制核(he)定工(gong)(gong)(gong)作。發展(zhan)(zhan)改革部(bu)(bu)(bu)門(men)要(yao)(yao)將義務(wu)教(jiao)(jiao)(jiao)育發展(zhan)(zhan)納入國(guo)民經濟和(he)社(she)會(hui)(hui)發展(zhan)(zhan)規劃。自(zi)然(ran)資源、住房城(cheng)鄉建(jian)設部(bu)(bu)(bu)門(men)要(yao)(yao)配合(he)做(zuo)(zuo)(zuo)(zuo)好(hao)學校(xiao)布局規劃,統籌做(zuo)(zuo)(zuo)(zuo)好(hao)土地供(gong)給和(he)學校(xiao)建(jian)設工(gong)(gong)(gong)作。財政(zheng)部(bu)(bu)(bu)門(men)要(yao)(yao)加(jia)大(da)財政(zheng)投入,優(you)化(hua)(hua)支(zhi)出結構(gou)(gou),確保(bao)(bao)(bao)義務(wu)教(jiao)(jiao)(jiao)育經費落(luo)實到位。人力(li)資源社(she)會(hui)(hui)保(bao)(bao)(bao)障部(bu)(bu)(bu)門(men)要(yao)(yao)依(yi)法落(luo)實教(jiao)(jiao)(jiao)師待遇,為學校(xiao)招(zhao)聘教(jiao)(jiao)(jiao)師提供(gong)支(zhi)持。民政(zheng)部(bu)(bu)(bu)門(men)要(yao)(yao)牽頭(tou)做(zuo)(zuo)(zuo)(zuo)好(hao)農村留守兒童關愛保(bao)(bao)(bao)護工(gong)(gong)(gong)作。網信、文化(hua)(hua)和(he)旅游部(bu)(bu)(bu)門(men)要(yao)(yao)推動提供(gong)更(geng)多兒童優(you)秀文化(hua)(hua)產品,凈化(hua)(hua)網絡文化(hua)(hua)環境(jing)。黨(dang)委政(zheng)法委要(yao)(yao)協調公(gong)安、司(si)法行政(zheng)等政(zheng)法機(ji)關和(he)有(you)關部(bu)(bu)(bu)門(men),加(jia)強校(xiao)園(yuan)及周邊綜(zong)合(he)治理(li),維護校(xiao)園(yuan)正常秩序(xu)和(he)師生合(he)法權(quan)益(yi)。市場監(jian)督管(guan)理(li)部(bu)(bu)(bu)門(men)要(yao)(yao)做(zuo)(zuo)(zuo)(zuo)好(hao)校(xiao)外(wai)培(pei)訓(xun)機(ji)構(gou)(gou)登記、收費、廣告(gao)、反壟斷(duan)等監(jian)管(guan)工(gong)(gong)(gong)作。共(gong)青團組織要(yao)(yao)積極開展(zhan)(zhan)思(si)想(xiang)政(zheng)治引領和(he)價值引領。婦聯要(yao)(yao)加(jia)強社(she)區(qu)家庭教(jiao)(jiao)(jiao)育指(zhi)導(dao)服(fu)務(wu),少先隊(dui)等群(qun)團組織和(he)關心下一代工(gong)(gong)(gong)作委員會(hui)(hui)要(yao)(yao)做(zuo)(zuo)(zuo)(zuo)好(hao)少年(nian)兒童有(you)關教(jiao)(jiao)(jiao)育引導(dao)和(he)關愛保(bao)(bao)(bao)護工(gong)(gong)(gong)作。

  24.重視(shi)家(jia)庭(ting)教(jiao)(jiao)育。加(jia)快家(jia)庭(ting)教(jiao)(jiao)育立法(fa),強化監護主(zhu)體(ti)責任。加(jia)強社區(qu)家(jia)長學校、家(jia)庭(ting)教(jiao)(jiao)育指(zhi)導(dao)服(fu)(fu)務(wu)站點建設(she),為家(jia)長提供公益性(xing)(xing)家(jia)庭(ting)教(jiao)(jiao)育指(zhi)導(dao)服(fu)(fu)務(wu)。充分發揮(hui)學校主(zhu)導(dao)作用,密切家(jia)校聯系(xi)。家(jia)長要樹(shu)立科學育兒觀(guan)念,切實履行家(jia)庭(ting)教(jiao)(jiao)育職(zhi)責,加(jia)強與孩子(zi)(zi)(zi)溝通(tong)交流,培養(yang)孩子(zi)(zi)(zi)的好思想(xiang)、好品行、好習慣(guan),理性(xing)(xing)幫助孩子(zi)(zi)(zi)確定成長目標,克服(fu)(fu)盲目攀(pan)比(bi),防止增加(jia)孩子(zi)(zi)(zi)過重課外負擔。

  25.強化考(kao)核督(du)導。各級黨(dang)委和(he)政(zheng)(zheng)府(fu)要(yao)把全(quan)面提高義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質量納(na)入黨(dang)政(zheng)(zheng)領導干(gan)部(bu)考(kao)核督(du)查范圍,并將(jiang)結(jie)果作為干(gan)部(bu)選任、表彰獎(jiang)勵(li)的重要(yao)參(can)考(kao)。強化教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)督(du)導,將(jiang)其(qi)作為對(dui)(dui)省(sheng)、市、縣級政(zheng)(zheng)府(fu)履行(xing)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)職(zhi)責督(du)導評估的重要(yao)內容,把結(jie)果作為評價政(zheng)(zheng)府(fu)履職(zhi)行(xing)為、學(xue)校辦學(xue)水平(ping)、實施績效獎(jiang)勵(li)的重要(yao)依據。對(dui)(dui)辦學(xue)方(fang)(fang)向、教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)投入、學(xue)校建設(she)、教(jiao)(jiao)(jiao)(jiao)(jiao)師隊伍、教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)生(sheng)態(tai)等方(fang)(fang)面存在(zai)嚴重問題的地(di)方(fang)(fang),要(yao)依法依規(gui)追(zhui)(zhui)究當地(di)政(zheng)(zheng)府(fu)和(he)主要(yao)領導責任;對(dui)(dui)違背黨(dang)的教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)方(fang)(fang)針(zhen)、背離素質教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)導向、不按(an)國家課程方(fang)(fang)案和(he)課程標準實施教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)等行(xing)為,要(yao)依法依規(gui)追(zhui)(zhui)究教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)部(bu)門(men)、學(xue)校、教(jiao)(jiao)(jiao)(jiao)(jiao)師和(he)有關人員責任。

  26.營造良好生態。全黨全社會都要(yao)關心支持(chi)深化教(jiao)育(yu)(yu)教(jiao)學(xue)改革、全面提高義(yi)務教(jiao)育(yu)(yu)質量工作(zuo)。新聞媒體要(yao)堅持(chi)正確輿論導向,做好黨的教(jiao)育(yu)(yu)方針、科學(xue)教(jiao)育(yu)(yu)觀(guan)念和(he)教(jiao)育(yu)(yu)教(jiao)學(xue)改革典型經驗宣傳報(bao)道。堅決治(zhi)理(li)校(xiao)外違規培訓和(he)競(jing)賽行為。大力(li)營造義(yi)務教(jiao)育(yu)(yu)持(chi)續健康協調發(fa)展(zhan)的良好氛圍,更(geng)好發(fa)揮義(yi)務教(jiao)育(yu)(yu)在實現中華民族偉大復(fu)興中國夢中的奠(dian)基(ji)作(zuo)用。(新華社北京7月(yue)8日電)
