為貫(guan)徹《教(jiao)(jiao)育部(bu)等五部(bu)門關(guan)于(yu)印發〈職業(ye)學(xue)校(xiao)學(xue)生(sheng)實習管理規定〉的通知(zhi)》(教(jiao)(jiao)職成〔2016〕3號)、《中共深圳市委 深圳市人民政府印發〈關(guan)于(yu)促(cu)進人才優(you)先發展(zhan)的若(ruo)干措施〉的通知(zhi)》(深發〔2016〕9號)、《深圳市人民政府關(guan)于(yu)加(jia)快(kuai)建設現代職業(ye)教(jiao)(jiao)育體系(xi)的意見》(深府〔2017〕49號)等文(wen)件精神,促(cu)進我(wo)市職業(ye)教(jiao)(jiao)育校(xiao)企(qi)合作,創新技(ji)(ji)術技(ji)(ji)能(neng)人才培養模式,加(jia)強職業(ye)院校(xiao)(含技(ji)(ji)工(gong)院校(xiao),下同)學(xue)生(sheng)實習管理,完善實習補(bu)貼工(gong)作,現將有關(guan)事項通知(zhi)如下:
一、加強學生實習管理,健全考核評價制
職業(ye)院校應當建立健全學(xue)生實(shi)習實(shi)訓相關制度,確保學(xue)生實(shi)習實(shi)訓取得成效,并規(gui)范相關補貼的申報(bao)和發放工作。具(ju)體要(yao)求(qiu)如(ru)下:
(一)規范(fan)實(shi)(shi)(shi)習管理(li)基(ji)礎(chu)制(zhi)(zhi)(zhi)度。職業院校(xiao)校(xiao)外(wai)公共實(shi)(shi)(shi)訓(xun)基(ji)地、實(shi)(shi)(shi)習企業等應當根據(ju)工作的實(shi)(shi)(shi)際情(qing)況及管理(li)要求,制(zhi)(zhi)(zhi)定(ding)(ding)學(xue)(xue)生實(shi)(shi)(shi)習工作具體管理(li)辦法和安(an)全管理(li)規定(ding)(ding)、實(shi)(shi)(shi)習學(xue)(xue)生安(an)全及突發事件應急預案等制(zhi)(zhi)(zhi)度性(xing)文件,切實(shi)(shi)(shi)規范(fan)與完善學(xue)(xue)生實(shi)(shi)(shi)習有關管理(li)。建立學(xue)(xue)生實(shi)(shi)(shi)習強(qiang)制(zhi)(zhi)(zhi)保(bao)險(xian)制(zhi)(zhi)(zhi)度,職業院校(xiao)和實(shi)(shi)(shi)習單位(wei)應當根據(ju)國(guo)家有關規定(ding)(ding),為實(shi)(shi)(shi)習學(xue)(xue)生投保(bao)實(shi)(shi)(shi)習責任(ren)(ren)保(bao)險(xian),責任(ren)(ren)保(bao)險(xian)范(fan)圍應覆蓋實(shi)(shi)(shi)習活動全過程。
(二(er))嚴(yan)格實(shi)(shi)(shi)習(xi)考(kao)勤紀(ji)律。確(que)保(bao)相關申(shen)報(bao)數據(ju)的真實(shi)(shi)(shi)性,學(xue)(xue)(xue)校和(he)企(qi)業(ye)要加強實(shi)(shi)(shi)習(xi)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)的考(kao)勤管(guan)理,實(shi)(shi)(shi)習(xi)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)、帶隊(dui)教師、企(qi)業(ye)管(guan)理人員要對考(kao)勤情況的真實(shi)(shi)(shi)性負責。學(xue)(xue)(xue)校與企(qi)業(ye)應建立(li)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)實(shi)(shi)(shi)習(xi)考(kao)勤臺賬及實(shi)(shi)(shi)習(xi)檢查日志,并由實(shi)(shi)(shi)習(xi)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)、帶隊(dui)教師、企(qi)業(ye)管(guan)理人員共(gong)同簽名確(que)認(ren)。
(三)認真篩選(xuan)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)(dan)位(wei)(wei)。職(zhi)業院校(xiao)(xiao)應(ying)當選(xuan)擇(ze)合(he)法(fa)經(jing)營、管(guan)理規(gui)范、實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)設備完備、符合(he)安(an)全生(sheng)產法(fa)律法(fa)規(gui)要求的實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)(dan)位(wei)(wei)安(an)排學(xue)生(sheng)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)。一是評(ping)估實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)(dan)位(wei)(wei)。在確定實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)(dan)位(wei)(wei)前,學(xue)校(xiao)(xiao)應(ying)進行(xing)實(shi)(shi)(shi)(shi)地考(kao)(kao)察評(ping)估形成書面(mian)報(bao)(bao)告,考(kao)(kao)察內容應(ying)包括:單(dan)(dan)(dan)(dan)位(wei)(wei)資質、誠信狀況、管(guan)理水(shui)平、實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)崗位(wei)(wei)性(xing)質和內容、工(gong)作(zuo)時間、工(gong)作(zuo)環境、生(sheng)活環境以(yi)及(ji)健康保障、安(an)全防護(hu)(hu)、可接收實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)人(ren)(ren)數(shu)、是否與專業人(ren)(ren)才培養吻合(he)、實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)學(xue)生(sheng)占在崗人(ren)(ren)數(shu)比例等方面(mian)。二是制(zhi)定實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)計劃(hua)。職(zhi)業院校(xiao)(xiao)與評(ping)估合(he)格的單(dan)(dan)(dan)(dan)位(wei)(wei)共同(tong)制(zhi)訂實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)計劃(hua),明確實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)目標、實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)任(ren)務、必要的實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)準備、考(kao)(kao)核標準等。三是簽訂三方協(xie)議(yi)(yi)。學(xue)生(sheng)在頂崗實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)前,學(xue)校(xiao)(xiao)、實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)(dan)位(wei)(wei)、學(xue)生(sheng)三方應(ying)簽訂實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)協(xie)議(yi)(yi),實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)協(xie)議(yi)(yi)應(ying)明確各方責任(ren)、權利義(yi)務及(ji)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)報(bao)(bao)酬,未滿(man)18歲(sui)的學(xue)生(sheng)還(huan)應(ying)取得學(xue)生(sheng)監(jian)護(hu)(hu)人(ren)(ren)的知情同(tong)意書。四是支付實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)報(bao)(bao)酬。接收學(xue)生(sheng)頂崗實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)的實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)單(dan)(dan)(dan)(dan)位(wei)(wei),應(ying)支付不低于(yu)本單(dan)(dan)(dan)(dan)位(wei)(wei)相同(tong)崗位(wei)(wei)試(shi)用期(qi)工(gong)資標準80%的報(bao)(bao)酬。
(四)加強監督(du)管理(li)。職業學(xue)(xue)(xue)校(xiao)(xiao)和(he)實(shi)習企業不得向學(xue)(xue)(xue)生收取(qu)實(shi)習押金(jin)、頂崗實(shi)習報酬提(ti)成、管理(li)費或者其(qi)他形式的(de)實(shi)習費用,不得扣押學(xue)(xue)(xue)生的(de)居民身份證(zheng),不得要求學(xue)(xue)(xue)生提(ti)供擔保(bao)或者以(yi)其(qi)他名義收取(qu)學(xue)(xue)(xue)生財物。市(shi)教育、市(shi)人(ren)力資(zi)源(yuan)保(bao)障部門(men)(men)和(he)申報學(xue)(xue)(xue)校(xiao)(xiao)要做好補(bu)貼對(dui)象、補(bu)貼時間的(de)核對(dui)與認定(ding)工作。對(dui)于虛報、冒領、擠占、挪用、滯留國家相關(guan)補(bu)助(zhu)資(zi)金(jin)的(de)部門(men)(men)和(he)學(xue)(xue)(xue)校(xiao)(xiao),要予(yu)以(yi)嚴肅處(chu)理(li),涉嫌犯罪的(de),依法(fa)(fa)移(yi)送司法(fa)(fa)機關(guan)處(chu)理(li)。
(五)確保(bao)(bao)學(xue)(xue)生(sheng)(sheng)實(shi)習(xi)安(an)(an)(an)(an)全。不(bu)得(de)安(an)(an)(an)(an)排(pai)(pai)(pai)未成年(nian)學(xue)(xue)生(sheng)(sheng)從事《未成年(nian)工(gong)特殊保(bao)(bao)護規定(ding)(ding)》中(zhong)禁(jin)止(zhi)(zhi)從事的勞動,不(bu)得(de)安(an)(an)(an)(an)排(pai)(pai)(pai)女學(xue)(xue)生(sheng)(sheng)從事《女職工(gong)勞動保(bao)(bao)護特別規定(ding)(ding)》中(zhong)禁(jin)止(zhi)(zhi)從事的勞動,不(bu)得(de)安(an)(an)(an)(an)排(pai)(pai)(pai)學(xue)(xue)生(sheng)(sheng)到酒吧、夜總會、歌廳、洗浴中(zhong)心等營業(ye)性娛(yu)樂場所實(shi)習(xi),不(bu)得(de)通(tong)過中(zhong)介機(ji)構或(huo)有(you)償代理(li)組織、安(an)(an)(an)(an)排(pai)(pai)(pai)和(he)管理(li)學(xue)(xue)生(sheng)(sheng)實(shi)習(xi)工(gong)作(zuo)。除相關專業(ye)和(he)實(shi)習(xi)崗位有(you)特殊要求(qiu),并(bing)報上級主管部門(men)備案的實(shi)習(xi)安(an)(an)(an)(an)排(pai)(pai)(pai)外,接收職業(ye)院校(xiao)學(xue)(xue)生(sheng)(sheng)實(shi)習(xi)的企業(ye)應遵(zun)守國(guo)家關于工(gong)作(zuo)時間和(he)休(xiu)息休(xiu)假(jia)的規定(ding)(ding),不(bu)得(de)安(an)(an)(an)(an)排(pai)(pai)(pai)學(xue)(xue)生(sheng)(sheng)從事高空、放射性、有(you)毒、易燃易爆等較高安(an)(an)(an)(an)全風險的實(shi)習(xi),不(bu)得(de)安(an)(an)(an)(an)排(pai)(pai)(pai)學(xue)(xue)生(sheng)(sheng)在法(fa)定(ding)(ding)節假(jia)日實(shi)習(xi),不(bu)得(de)安(an)(an)(an)(an)排(pai)(pai)(pai)學(xue)(xue)生(sheng)(sheng)加班和(he)夜班。對安(an)(an)(an)(an)排(pai)(pai)(pai)、介紹或(huo)者接收未滿16周歲(sui)學(xue)(xue)生(sheng)(sheng)實(shi)習(xi)的學(xue)(xue)校(xiao)或(huo)企業(ye),人力資源部門(men)應當(dang)依(yi)據《禁(jin)止(zhi)(zhi)使用童工(gong)規定(ding)(ding)》進行查處(chu);涉(she)嫌犯罪的,依(yi)法(fa)移送司法(fa)機(ji)關處(chu)理(li)。
(六)健全(quan)考(kao)核評(ping)價制(zhi)(zhi)度(du)。切實(shi)(shi)做好學生(sheng)實(shi)(shi)習(xi)(xi)(xi)(xi)情(qing)況立卷(juan)歸檔(dang)工作(zuo),建立健全(quan)實(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)核評(ping)價制(zhi)(zhi)度(du)。學校應當依據實(shi)(shi)習(xi)(xi)(xi)(xi)計劃,制(zhi)(zhi)定具體(ti)考(kao)核方式和(he)標準,實(shi)(shi)習(xi)(xi)(xi)(xi)完成(cheng)后要及時做好學生(sheng)實(shi)(shi)習(xi)(xi)(xi)(xi)情(qing)況立卷(juan)歸檔(dang)工作(zuo),對(dui)實(shi)(shi)習(xi)(xi)(xi)(xi)單位評(ping)估報(bao)告(gao)(gao)、實(shi)(shi)習(xi)(xi)(xi)(xi)協議、實(shi)(shi)習(xi)(xi)(xi)(xi)計劃、實(shi)(shi)習(xi)(xi)(xi)(xi)責任保險單據、學生(sheng)實(shi)(shi)習(xi)(xi)(xi)(xi)報(bao)告(gao)(gao)、學生(sheng)實(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)核結果、實(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)勤日志、實(shi)(shi)習(xi)(xi)(xi)(xi)檢查記(ji)錄、實(shi)(shi)習(xi)(xi)(xi)(xi)總結等(deng)資料及時歸檔(dang)。
二、完善實習補貼工作,規范補貼申領流程
(一)調整頂崗實(shi)習補(bu)貼(tie)范圍。
自(zi)2018年(nian)秋(qiu)季學期起,對包括民辦職業院校在內的所(suo)有職業院校全(quan)日制學生頂崗(gang)實習(xi)給予補(bu)貼。
(二)實習補貼對象(xiang)、標(biao)準(zhun)及期限。
1.補貼對(dui)象。實習補貼對(dui)象包括:一是我市職(zhi)業(ye)院(yuan)校(xiao)參加實習實訓(xun)的(de)全日制在(zai)校(xiao)學(xue)生(sheng);二是經市教育(yu)(yu)局(ju)、市人力資源和社會保障局(ju)認(ren)定并接收職(zhi)業(ye)院(yuan)校(xiao)全日制學(xue)生(sheng)實習實訓(xun)的(de)職(zhi)業(ye)教育(yu)(yu)校(xiao)外公共(gong)實訓(xun)基地(di)所在(zai)企業(ye)。
2.補(bu)貼標準。參加實習(xi)實訓(xun)學生(sheng)每人每月可(ke)享受650元生(sheng)活補(bu)貼和教育部規定的學生(sheng)實習(xi)責(ze)任保(bao)險。校外公共實訓(xun)基(ji)地所在企業,按(an)接(jie)收(shou)實習(xi)實訓(xun)學生(sheng)人數給予每人每月300元的補(bu)貼。
3.補(bu)貼時(shi)間(jian)。教育部(bu)門(men)主(zhu)管的(de)職業學(xue)校學(xue)生(sheng)實(shi)習時(shi)間(jian)為6個月(yue),人(ren)力資源保障部(bu)門(men)主(zhu)管的(de)技工院校學(xue)生(sheng)實(shi)習時(shi)間(jian)為12個月(yue)。學(xue)生(sheng)實(shi)習補(bu)貼金額根據學(xue)生(sheng)實(shi)際實(shi)習工作時(shi)間(jian)確定。
(三(san))頂崗實(shi)習補貼申領(ling)流程。
頂崗實習(xi)補貼(tie)由參加實習(xi)實訓學(xue)生所在(zai)學(xue)校統一申領(ling)。
1.填(tian)報(bao)資料。學(xue)校在學(xue)生頂崗(gang)(gang)實(shi)(shi)(shi)習結束后(hou)應(ying)認真做(zuo)好學(xue)生實(shi)(shi)(shi)習補(bu)貼(tie)和校外(wai)公共(gong)實(shi)(shi)(shi)訓基地接收學(xue)生實(shi)(shi)(shi)習補(bu)貼(tie)報(bao)表、匯總表填(tian)報(bao)工(gong)作(zuo),報(bao)表信息包括學(xue)生姓(xing)名(ming)、身份證(zheng)號碼、所在班(ban)級、實(shi)(shi)(shi)習崗(gang)(gang)位、實(shi)(shi)(shi)習企業、實(shi)(shi)(shi)習時(shi)間、補(bu)貼(tie)金額、實(shi)(shi)(shi)習補(bu)貼(tie)發放賬號及學(xue)生本人簽名(ming)等內容(rong),確保上(shang)報(bao)信息完整、真實(shi)(shi)(shi)準確。
2.組(zu)織(zhi)核(he)(he)查(cha)。學校(xiao)應(ying)當對所申(shen)報(bao)學生(sheng)實(shi)(shi)(shi)習補貼的(de)申(shen)報(bao)材(cai)料進行核(he)(he)查(cha)。學校(xiao)可以聘請有資(zi)質的(de)會計師事務(wu)所開展(zhan)上述工作。學校(xiao)或者會計師事務(wu)所應(ying)認真核(he)(he)查(cha)實(shi)(shi)(shi)習企業評(ping)估(gu)報(bao)告、實(shi)(shi)(shi)習協議(包括知情同(tong)意(yi)書(shu))、實(shi)(shi)(shi)習計劃、實(shi)(shi)(shi)習責(ze)任保險單據、學生(sheng)實(shi)(shi)(shi)習報(bao)告、學生(sheng)實(shi)(shi)(shi)習考(kao)核(he)(he)結果、實(shi)(shi)(shi)習總結等資(zi)料,通過檢查(cha)學生(sheng)學籍(ji)、頂(ding)崗(gang)實(shi)(shi)(shi)習考(kao)勤(qin)日(ri)志、頂(ding)崗(gang)實(shi)(shi)(shi)習檢查(cha)記(ji)錄對頂(ding)崗(gang)實(shi)(shi)(shi)習人數、時間及補貼金額進行核(he)(he)查(cha),并形(xing)成(cheng)核(he)(he)查(cha)報(bao)告。
3.公(gong)示名(ming)單(dan)。學(xue)(xue)校(xiao)應將擬獲得(de)補貼的學(xue)(xue)生、實習所在單(dan)位及補貼金額在校(xiao)內(nei)公(gong)示7日(ri)。
4.報(bao)送(song)材料和(he)審(shen)核(he)。公示無異議后,學(xue)校將報(bao)表(biao)副本、匯(hui)總表(biao)和(he)公示文件(附電子文檔)及(ji)核(he)查報(bao)告報(bao)送(song)市(shi)教育部(bu)門或者市(shi)人力資源保障部(bu)門審(shen)核(he)。首(shou)次申請(qing)頂(ding)崗(gang)實(shi)(shi)習補貼的學(xue)校應(ying)當(dang)將實(shi)(shi)習管(guan)理(li)(li)相關(guan)制度(du)(du)文件報(bao)送(song)市(shi)教育部(bu)門或者市(shi)人力資源保障部(bu)門。制度(du)(du)文件包括:實(shi)(shi)習工作具體管(guan)理(li)(li)辦法和(he)安(an)全(quan)管(guan)理(li)(li)規定(ding)、實(shi)(shi)習學(xue)生(sheng)(sheng)(sheng)安(an)全(quan)及(ji)突發事件應(ying)急預案、學(xue)生(sheng)(sheng)(sheng)考勤管(guan)理(li)(li)規定(ding)等制度(du)(du)性文件。上述制度(du)(du)文件發生(sheng)(sheng)(sheng)變化、調整的,也應(ying)及(ji)時報(bao)送(song)。
市教育(yu)部(bu)門或(huo)者市人力資源保障部(bu)門自(zi)收到材料之日起,15個(ge)工(gong)作日內予(yu)以審核,并作出是否同(tong)(tong)意(yi)發(fa)放(fang)補貼的決定。作出不(bu)同(tong)(tong)意(yi)發(fa)放(fang)補貼決定的,將相關理由一并告(gao)知申報學(xue)校。
5.申(shen)(shen)報補(bu)貼(tie)(tie)時間。學(xue)校實(shi)習(xi)補(bu)貼(tie)(tie)每(mei)年(nian)按(an)學(xue)期(qi)申(shen)(shen)報兩次,即于每(mei)年(nian)4月(yue)1-15日(ri)(ri)申(shen)(shen)報秋(qiu)季學(xue)期(qi)頂崗(gang)實(shi)習(xi)補(bu)貼(tie)(tie)、每(mei)年(nian)10月(yue)1-15日(ri)(ri)申(shen)(shen)報春季學(xue)期(qi)頂崗(gang)實(shi)習(xi)補(bu)貼(tie)(tie)。
6.發(fa)(fa)(fa)放(fang)補貼。公辦學(xue)(xue)(xue)校(xiao)實(shi)習(xi)補貼經費(fei)按現行預(yu)算模式管理。民辦學(xue)(xue)(xue)校(xiao)實(shi)習(xi)補貼經費(fei)納入主(zhu)(zhu)管部(bu)門(men)年度部(bu)門(men)預(yu)算安(an)排,由市教(jiao)育部(bu)門(men)或者市人力資源保障部(bu)門(men)發(fa)(fa)(fa)放(fang)給各(ge)相關學(xue)(xue)(xue)校(xiao),學(xue)(xue)(xue)校(xiao)應(ying)在收到(dao)補貼經費(fei)后30日內通過轉(zhuan)賬(zhang)的方式及時發(fa)(fa)(fa)放(fang)到(dao)實(shi)習(xi)學(xue)(xue)(xue)生和企業(ye)提(ti)供(gong)的銀行賬(zhang)號(hao)。補貼發(fa)(fa)(fa)放(fang)結束后,學(xue)(xue)(xue)校(xiao)應(ying)及時將發(fa)(fa)(fa)放(fang)情(qing)況報主(zhu)(zhu)管部(bu)門(men)匯總。
三、保障措施
(一)加強組織領(ling)導,完(wan)善工(gong)(gong)作(zuo)機制。擴大頂崗實(shi)習補(bu)貼范(fan)圍(wei),調整實(shi)習時間,涉及面廣,政策性強,要(yao)按照教育部及市委(wei)、市政府的要(yao)求做(zuo)好各(ge)項工(gong)(gong)作(zuo)。各(ge)區(qu)(qu)(含(han)新區(qu)(qu),下(xia)同)、各(ge)職業院(yuan)校(xiao)要(yao)加強組織領(ling)導,抓(zhua)(zhua)緊制訂相(xiang)關實(shi)施方案,明(ming)確責(ze)任分工(gong)(gong),建立健全工(gong)(gong)作(zuo)制度,切實(shi)抓(zhua)(zhua)好工(gong)(gong)作(zuo)落實(shi),確保(bao)實(shi)習補(bu)貼工(gong)(gong)作(zuo)做(zuo)到公(gong)開、公(gong)平(ping)、公(gong)正。
(二(er))加強(qiang)監督(du)(du)檢(jian)查,明確管(guan)理(li)(li)(li)責(ze)任。市、區(qu)教育(yu)部門和(he)(he)人力資源保障部門要加強(qiang)監督(du)(du)檢(jian)查,加強(qiang)對職(zhi)業院校、校外公共實訓基(ji)地情況進行(xing)監督(du)(du)檢(jian)查,并公布檢(jian)查結果(guo);要嚴格規(gui)范學生學籍管(guan)理(li)(li)(li)工作,進一步(bu)完(wan)善(shan)學生信息管(guan)理(li)(li)(li)系(xi)統,杜絕冒名(ming)代領、弄虛作假、徇私舞弊等(deng)現象發生。實習補貼(tie)經費實行(xing)專款專用,對擠占、挪用和(he)(he)違規(gui)發放實習貼(tie)補專項經費的(de)(de)學校將追究相關責(ze)任人的(de)(de)責(ze)任;涉嫌犯罪的(de)(de),依法移(yi)送司(si)法機關處理(li)(li)(li)。
(三(san))加強績(ji)效考核,確(que)保(bao)取(qu)得實(shi)效。市教育部門(men)和市人力資源保(bao)障部門(men)要加強職業(ye)院校(xiao)學生實(shi)習管理(li)工作(zuo)的(de)(de)績(ji)效考核,對(dui)(dui)取(qu)得良(liang)好效益的(de)(de)學校(xiao),在學校(xiao)評優評先時予以優先支持;對(dui)(dui)管理(li)不善、出現問題的(de)(de)學校(xiao)和企(qi)業(ye)予以通報批評、限期整改等(deng)處理(li),并作(zuo)為(wei)評價學校(xiao)辦學情(qing)況的(de)(de)重要依據。
本通知自2019年8月1日起施(shi)行,有(you)效期5年。
