  為深入貫(guan)徹習(xi)近平(ping)新(xin)時代(dai)中(zhong)(zhong)(zhong)(zhong)國特色社會主義(yi)思想和黨的(de)十九(jiu)大(da)精(jing)神,全(quan)面貫(guan)徹黨的(de)教育(yu)方(fang)針(zhen),落實(shi)立德樹(shu)人(ren)根本任務(wu)(wu)(wu),進(jin)一步規范普通(tong)中(zhong)(zhong)(zhong)(zhong)小(xiao)學(xue)招(zhao)生入學(xue)秩序(xu),切實(shi)維護教育(yu)公(gong)平(ping),努力讓每個(ge)孩(hai)子都能享有(you)公(gong)平(ping)而有(you)質量的(de)教育(yu),根據《中(zhong)(zhong)(zhong)(zhong)華(hua)人(ren)民(min)(min)共(gong)和國義(yi)務(wu)(wu)(wu)教育(yu)法》《中(zhong)(zhong)(zhong)(zhong)華(hua)人(ren)民(min)(min)共(gong)和國民(min)(min)辦教育(yu)促進(jin)法》和《中(zhong)(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)(zhong)央 國務(wu)(wu)(wu)院(yuan)關于深化教育(yu)教學(xue)改革全(quan)面提高(gao)義(yi)務(wu)(wu)(wu)教育(yu)質量的(de)意(yi)(yi)見(jian)》《國務(wu)(wu)(wu)院(yuan)辦公(gong)廳(ting)關于新(xin)時代(dai)推(tui)進(jin)普通(tong)高(gao)中(zhong)(zhong)(zhong)(zhong)育(yu)人(ren)方(fang)式(shi)改革的(de)指(zhi)導(dao)意(yi)(yi)見(jian)》《廣東省教育(yu)廳(ting)關于進(jin)一步規范普通(tong)中(zhong)(zhong)(zhong)(zhong)小(xiao)學(xue)招(zhao)生入學(xue)工作的(de)指(zhi)導(dao)意(yi)(yi)見(jian)》,以(yi)及《深圳市(shi)(shi)非(fei)深戶籍人(ren)員子女接受(shou)義(yi)務(wu)(wu)(wu)教育(yu)管(guan)理辦法》《中(zhong)(zhong)(zhong)(zhong)共(gong)深圳市(shi)(shi)委 深圳市(shi)(shi)人(ren)民(min)(min)政府印發(fa)(fa)〈關于推(tui)進(jin)教育(yu)高(gao)質量發(fa)(fa)展的(de)意(yi)(yi)見(jian)〉的(de)通(tong)知(zhi)》等法律法規、文件精(jing)神,現就做好我市(shi)(shi)2020年普通(tong)中(zhong)(zhong)(zhong)(zhong)小(xiao)學(xue)招(zhao)生入學(xue)工作通(tong)知(zhi)如下:

  一、規范義務教育招生行為

  (一(yi))強化(hua)屬地責任(ren),落實 “兩為(wei)主(zhu)”

  1.落(luo)實“兩為(wei)(wei)主”職責(ze)。各區(qu)(含新(xin)區(qu)、深汕特別合作(zuo)(zuo)區(qu),下(xia)同)政(zheng)府作(zuo)(zuo)為(wei)(wei)發展和管(guan)理義(yi)務教(jiao)育(yu)(yu)的(de)(de)(de)責(ze)任(ren)(ren)主體和行為(wei)(wei)主體,要(yao)強(qiang)化責(ze)任(ren)(ren)意識,認真落(luo)實國家“兩為(wei)(wei)主”要(yao)求,進一(yi)步提高進城務工(gong)(gong)人員隨(sui)遷子女(nv)在公(gong)辦(ban)義(yi)務教(jiao)育(yu)(yu)學(xue)校就讀的(de)(de)(de)比例,增(zeng)加公(gong)辦(ban)學(xue)位供給(gei),統籌(chou)公(gong)辦(ban)民辦(ban)學(xue)校招生,切實保障(zhang)符(fu)合條(tiao)件的(de)(de)(de)適齡兒童(tong)、少年(nian)接受義(yi)務教(jiao)育(yu)(yu)的(de)(de)(de)權利。堅決防(fang)止將政(zheng)府舉(ju)辦(ban)義(yi)務教(jiao)育(yu)(yu)的(de)(de)(de)責(ze)任(ren)(ren)推向市(shi)場。各區(qu)要(yao)加強(qiang)組織領(ling)導,成(cheng)立義(yi)務教(jiao)育(yu)(yu)招生工(gong)(gong)作(zuo)(zuo)領(ling)導小組,主管(guan)區(qu)領(ling)導為(wei)(wei)組長,及時妥(tuo)善處(chu)理本區(qu)義(yi)務教(jiao)育(yu)(yu)招生中的(de)(de)(de)熱點難點問題,定期召開招生工(gong)(gong)作(zuo)(zuo)聯席(xi)會議,完善統籌(chou)協調(diao)工(gong)(gong)作(zuo)(zuo)機制。

  2.落實(shi)義(yi)(yi)務教(jiao)育(yu)招(zhao)(zhao)生(sheng)(sheng)管(guan)理(li)(li)職責。各區教(jiao)育(yu)行政(zheng)部門(men)要切實(shi)加強(qiang)(qiang)對(dui)義(yi)(yi)務教(jiao)育(yu)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)的組織和管(guan)理(li)(li),做好(hao)學(xue)(xue)(xue)位預(yu)測,及(ji)(ji)時(shi)公布(bu)學(xue)(xue)(xue)位供需情況(kuang),建立(li)招(zhao)(zhao)生(sheng)(sheng)預(yu)警機(ji)制,合(he)理(li)(li)引(yin)導家(jia)長預(yu)期(qi)。要積極(ji)探索研(yan)制招(zhao)(zhao)生(sheng)(sheng)電子(zi)地圖,便(bian)于實(shi)時(shi)分析研(yan)判(pan)各學(xue)(xue)(xue)區學(xue)(xue)(xue)位供給動態變(bian)化(hua)情況(kuang),方便(bian)學(xue)(xue)(xue)生(sheng)(sheng)家(jia)長便(bian)捷查詢各學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)范圍及(ji)(ji)學(xue)(xue)(xue)位供給信(xin)(xin)息。要科學(xue)(xue)(xue)制定招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)方案,做好(hao)網上(shang)招(zhao)(zhao)生(sheng)(sheng)報名的組織工(gong)(gong)(gong)(gong)作(zuo),指導所屬學(xue)(xue)(xue)校(xiao)及(ji)(ji)時(shi)、妥善(shan)處(chu)(chu)(chu)理(li)(li)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)中出現(xian)的信(xin)(xin)訪問(wen)題。要簡化(hua)入學(xue)(xue)(xue)手續(xu),加強(qiang)(qiang)部門(men)聯(lian)(lian)動,充分利用現(xian)代信(xin)(xin)息技術(shu)手段實(shi)施多(duo)部門(men)聯(lian)(lian)網審核驗(yan)證,共同做好(hao)適齡兒童、少年的就讀資格驗(yan)核工(gong)(gong)(gong)(gong)作(zuo)。要加強(qiang)(qiang)風險(xian)預(yu)判(pan),制定完(wan)善(shan)應(ying)急預(yu)案,健全應(ying)急機(ji)制,及(ji)(ji)時(shi)發(fa)現(xian)并(bing)妥善(shan)處(chu)(chu)(chu)置(zhi)苗頭性(xing)、傾向性(xing)問(wen)題,快速(su)穩(wen)妥處(chu)(chu)(chu)理(li)(li)突(tu)發(fa)事件,確保招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)工(gong)(gong)(gong)(gong)作(zuo)平穩(wen)有序。要加強(qiang)(qiang)對(dui)招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)工(gong)(gong)(gong)(gong)作(zuo)的監督檢查,建立(li)完(wan)善(shan)招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)監督工(gong)(gong)(gong)(gong)作(zuo)機(ji)制。

  3.落實義務(wu)教育階段學校招(zhao)生(sheng)職責。各義務(wu)教育階段學校要(yao)規范招(zhao)生(sheng)行為,應(ying)當公示(shi)招(zhao)生(sheng)政策、招(zhao)生(sheng)計(ji)劃(hua)、招(zhao)生(sheng)片區、招(zhao)生(sheng)程序、招(zhao)生(sheng)結果、咨(zi)詢投訴電話(hua),不(bu)得擅(shan)自跨(kua)片區招(zhao)生(sheng),不(bu)得擅(shan)自接收學生(sheng)跨(kua)片區擇校就(jiu)讀。要(yao)指導(dao)適齡(ling)兒童、少年的家長按時(shi)申(shen)請學位,按要(yao)求及(ji)時(shi)、準確提供就(jiu)讀信息(xi)。

  (二(er))堅持免試就近(jin)入學(xue),合理確定招生范圍(wei)

  1.堅(jian)(jian)持免(mian)試(shi)(shi)就近入學(xue)。所有公(gong)辦民辦學(xue)校(xiao)都要嚴格(ge)遵守并全面(mian)落實(shi)義務教育免(mian)試(shi)(shi)入學(xue)規(gui)定(ding)。堅(jian)(jian)決整(zheng)治公(gong)辦民辦學(xue)校(xiao)通過(guo)面(mian)試(shi)(shi)、面(mian)談、人機對話、體驗(yan)活動、簡歷材料等方式為(wei)依據的(de)“掐(qia)尖”招(zhao)生(sheng)(sheng)、提前招(zhao)生(sheng)(sheng)、違規(gui)爭搶生(sheng)(sheng)源(yuan)的(de)行為(wei)。市局直(zhi)屬學(xue)校(xiao)義務教育招(zhao)生(sheng)(sheng)工作(zuo)納入所在區教育行政部門統一(yi)管(guan)理(li)。

  2.合理確定(ding)招(zhao)生(sheng)范圍(wei)。各區(qu)(qu)教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門(men)(men)要(yao)嚴格(ge)按照“學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃(hua)片(pian)招(zhao)生(sheng)、生(sheng)源就(jiu)近(jin)入學(xue)(xue)(xue)(xue)”的目標(biao)要(yao)求(qiu),綜(zong)合考慮(lv)適齡兒童(tong)、少(shao)年人數、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)分(fen)(fen)布(bu)、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規模、交通狀況等因素,采取單(dan)校(xiao)(xiao)(xiao)劃(hua)片(pian)或多校(xiao)(xiao)(xiao)劃(hua)片(pian)等方(fang)式,為(wei)每所公辦(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃(hua)定(ding)服務片(pian)區(qu)(qu)范圍(wei),確保(bao)各片(pian)區(qu)(qu)之間教(jiao)(jiao)育(yu)(yu)資源大致(zhi)均衡(heng)。在對(dui)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)原招(zhao)生(sheng)范圍(wei)進行(xing)較大調整時,要(yao)充分(fen)(fen)聽取群眾意(yi)(yi)見,審(shen)慎論證,提前公告。片(pian)區(qu)(qu)確定(ding)后(hou),應在一段時期內(nei)保(bao)持相對(dui)穩(wen)定(ding)。民(min)辦(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)原則上面(mian)向本(ben)區(qu)(qu)范圍(wei)內(nei)招(zhao)生(sheng),在滿足本(ben)區(qu)(qu)符合條件的適齡兒童(tong)、少(shao)年入學(xue)(xue)(xue)(xue)需求(qiu)后(hou),仍(reng)有剩(sheng)余招(zhao)生(sheng)計劃(hua)且有住宿條件的,經學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)申(shen)請,區(qu)(qu)教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門(men)(men)審(shen)核,報市教(jiao)(jiao)育(yu)(yu)局同意(yi)(yi),可跨區(qu)(qu)招(zhao)收少(shao)量學(xue)(xue)(xue)(xue)生(sheng)。民(min)辦(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應在教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門(men)(men)核定(ding)的招(zhao)生(sheng)范圍(wei)內(nei)招(zhao)生(sheng)。

  (三)剛(gang)性實(shi)(shi)(shi)(shi)施(shi)入(ru)(ru)(ru)學政(zheng)策,完(wan)善(shan)積(ji)(ji)(ji)分(fen)(fen)(fen)入(ru)(ru)(ru)學細(xi)則。所(suo)有公(gong)辦民辦學校要嚴格按照《深圳市(shi)非(fei)深戶籍人(ren)(ren)(ren)員(yuan)子(zi)女(nv)(nv)接受(shou)義(yi)務教育管(guan)理辦法》規定的(de)入(ru)(ru)(ru)學條(tiao)件招生。各區教育行政(zheng)部門(men)要不斷優(you)(you)化和(he)(he)(he)完(wan)善(shan)積(ji)(ji)(ji)分(fen)(fen)(fen)入(ru)(ru)(ru)學實(shi)(shi)(shi)(shi)施(shi)細(xi)則,充分(fen)(fen)(fen)體(ti)現教育公(gong)平,合(he)理設(she)置積(ji)(ji)(ji)分(fen)(fen)(fen)類別、項(xiang)目、標(biao)準和(he)(he)(he)分(fen)(fen)(fen)值,根據積(ji)(ji)(ji)分(fen)(fen)(fen)情況和(he)(he)(he)招生計劃安排學位(wei),實(shi)(shi)(shi)(shi)施(shi)過程中要做到積(ji)(ji)(ji)分(fen)(fen)(fen)標(biao)準、積(ji)(ji)(ji)分(fen)(fen)(fen)結果、學位(wei)安排“三公(gong)開”。積(ji)(ji)(ji)分(fen)(fen)(fen)入(ru)(ru)(ru)學細(xi)則要充分(fen)(fen)(fen)征(zheng)求轄區居民意(yi)見,在招生工作實(shi)(shi)(shi)(shi)施(shi)前報(bao)市(shi)教育局備(bei)案。2020年(nian)全面(mian)取消各類特長生招生。對(dui)烈士(shi)子(zi)女(nv)(nv)、符(fu)合(he)條(tiao)件的(de)現役軍人(ren)(ren)(ren)子(zi)女(nv)(nv)及復退軍人(ren)(ren)(ren)子(zi)女(nv)(nv)、消防救援隊伍人(ren)(ren)(ren)員(yuan)子(zi)女(nv)(nv)、公(gong)安英(ying)模(mo)和(he)(he)(he)因公(gong)犧牲(sheng)傷殘(can)警(jing)察(cha)子(zi)女(nv)(nv)、高層次人(ren)(ren)(ren)才(cai)子(zi)女(nv)(nv)等享受(shou)優(you)(you)惠政(zheng)策人(ren)(ren)(ren)員(yuan)子(zi)女(nv)(nv)實(shi)(shi)(shi)(shi)施(shi)教育優(you)(you)待政(zheng)策,并向(xiang)社(she)會公(gong)示。

  (四)完善(shan)民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管(guan)理。各區(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)(bu)門(men)要(yao)將民(min)辦(ban)義(yi)務教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納(na)入統一(yi)(yi)(yi)管(guan)理,與公辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)同步(bu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)位由政府(fu)統籌安排或者(zhe)政府(fu)直接向(xiang)民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)購買學(xue)(xue)(xue)(xue)(xue)(xue)位的(de),具體(ti)辦(ban)法(fa)(fa)由區(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)(bu)門(men)確定。要(yao)進一(yi)(yi)(yi)步(bu)加強(qiang)對民(min)辦(ban)義(yi)務教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)指導和管(guan)理,統一(yi)(yi)(yi)規范學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)報(bao)讀民(min)辦(ban)義(yi)務教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)方(fang)法(fa)(fa)和途徑(jing)。民(min)辦(ban)義(yi)務教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃和招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)案,要(yao)報(bao)主管(guan)教(jiao)育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)(bu)門(men)審核后實(shi)施。2020年對面向(xiang)全區(qu)(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)且(qie)報(bao)名人(ren)數超(chao)過招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃數的(de)民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao),全部(bu)(bu)實(shi)行(xing)(xing)電(dian)腦(nao)隨(sui)(sui)機(ji)(ji)(ji)搖(yao)號(hao)錄(lu)取(qu)。辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)層次(ci)同時包括小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)和初中的(de)民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao),應首先(xian)通過直升或電(dian)腦(nao)隨(sui)(sui)機(ji)(ji)(ji)搖(yao)號(hao)方(fang)式招(zhao)(zhao)(zhao)收本(ben)校(xiao)(xiao)自愿報(bao)讀初中的(de)小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)畢(bi)業生(sheng)(sheng)(sheng)(sheng),剩余的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃應公開(kai)報(bao)名,實(shi)行(xing)(xing)電(dian)腦(nao)隨(sui)(sui)機(ji)(ji)(ji)搖(yao)號(hao)錄(lu)取(qu)。民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)電(dian)腦(nao)隨(sui)(sui)機(ji)(ji)(ji)搖(yao)號(hao)錄(lu)取(qu)的(de)實(shi)施辦(ban)法(fa)(fa)由市(shi)教(jiao)育(yu)(yu)(yu)(yu)局統一(yi)(yi)(yi)制定,各區(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行(xing)(xing)政部(bu)(bu)門(men)制定操作(zuo)細則并(bing)組織實(shi)施。電(dian)腦(nao)隨(sui)(sui)機(ji)(ji)(ji)錄(lu)取(qu)工作(zuo)要(yao)做到全程(cheng)錄(lu)像,并(bing)邀請公證機(ji)(ji)(ji)構(gou)人(ren)員(yuan)(yuan)、紀檢人(ren)員(yuan)(yuan)、人(ren)大代表(biao)(biao)、政協委員(yuan)(yuan)、新聞媒體(ti)代表(biao)(biao)和學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)家長代表(biao)(biao)全程(cheng)監督。

  (五)提(ti)高(gao)(gao)殘(can)(can)疾(ji)兒童(tong)(tong)少年入學(xue)(xue)率,提(ti)升特殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)質量。各(ge)(ge)區(qu)要(yao)按國家要(yao)求,確保(bao)2020年殘(can)(can)疾(ji)兒童(tong)(tong)、少年義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)入學(xue)(xue)率達(da)到95%以上。按照“全覆蓋(gai)、零拒絕”的要(yao)求,根據適齡(ling)殘(can)(can)疾(ji)兒童(tong)(tong)、少年的實際(ji)情況,制訂教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)安(an)置(zhi)方案,落實“一人(ren)一案”,通過普通學(xue)(xue)校就(jiu)讀、特殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校就(jiu)讀、送教(jiao)(jiao)(jiao)(jiao)上門等多種(zhong)方式,逐一做好入學(xue)(xue)安(an)置(zhi)工作(zuo)。原則上各(ge)(ge)區(qu)要(yao)建(jian)設至少1所獨立設置(zhi)的義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)階(jie)段綜合性特殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校。招(zhao)收殘(can)(can)疾(ji)學(xue)(xue)生(sheng)5人(ren)以上的普通學(xue)(xue)校要(yao)按規定建(jian)設特殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)資源教(jiao)(jiao)(jiao)(jiao)室,按標準配備專職資源教(jiao)(jiao)(jiao)(jiao)師(shi)。市(shi)、區(qu)特殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校科(ke)學(xue)(xue)設置(zhi)招(zhao)生(sheng)類別(bie)、學(xue)(xue)段,錯位發展,協調發展。視障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)、聽(ting)障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)以市(shi)為主,智(zhi)力障(zhang)礙等其他類型的義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)以區(qu)為主。市(shi)屬特殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校要(yao)擴大高(gao)(gao)中階(jie)段招(zhao)生(sheng)規模,讓完成義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的殘(can)(can)疾(ji)學(xue)(xue)生(sheng)都能接受(shou)適宜的高(gao)(gao)中階(jie)段教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)。

  (六)加(jia)強招(zhao)(zhao)生(sheng)計(ji)劃(hua)管理,消除大(da)班(ban)額(e)。各(ge)區(qu)教(jiao)(jiao)育行政部(bu)門要結合學(xue)校(xiao)(xiao)(xiao)辦學(xue)規模、辦學(xue)條件,科學(xue)核定(ding)公辦民辦學(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)計(ji)劃(hua),于(yu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)啟(qi)動前1周向(xiang)社(she)會公布。嚴(yan)格(ge)(ge)控制存在大(da)班(ban)額(e)和大(da)校(xiao)(xiao)(xiao)額(e)學(xue)校(xiao)(xiao)(xiao)的(de)招(zhao)(zhao)生(sheng)計(ji)劃(hua)。嚴(yan)禁(jin)超計(ji)劃(hua)招(zhao)(zhao)生(sheng),各(ge)義務教(jiao)(jiao)育學(xue)校(xiao)(xiao)(xiao)起始年(nian)級嚴(yan)格(ge)(ge)按照(zhao)標準班(ban)額(e)招(zhao)(zhao)生(sheng),堅(jian)決防止產生(sheng)新(xin)的(de)大(da)班(ban)額(e),確保2020年(nian)基(ji)本(ben)消除大(da)班(ban)額(e)。

  (七)落(luo)實控(kong)輟保學(xue)(xue)法(fa)(fa)(fa)定(ding)職責(ze)(ze)。各區教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部門和(he)學(xue)(xue)校(xiao)要(yao)嚴格落(luo)實《義務教(jiao)(jiao)育(yu)(yu)法(fa)(fa)(fa)》《未成(cheng)年人保護(hu)法(fa)(fa)(fa)》等法(fa)(fa)(fa)律規定(ding),依法(fa)(fa)(fa)保障適齡(ling)兒(er)(er)童、少年接受(shou)義務教(jiao)(jiao)育(yu)(yu)的(de)權(quan)利(li),要(yao)嚴格履行(xing)控(kong)輟保學(xue)(xue)法(fa)(fa)(fa)定(ding)職責(ze)(ze),完善聯(lian)控(kong)聯(lian)保工(gong)作機(ji)制,落(luo)實失學(xue)(xue)輟學(xue)(xue)學(xue)(xue)生勸返(fan)復學(xue)(xue)、登記和(he)書面報告責(ze)(ze)任制度,建立完善控(kong)輟保學(xue)(xue)工(gong)作臺(tai)賬,共(gong)同做好(hao)控(kong)輟保學(xue)(xue)工(gong)作。適齡(ling)兒(er)(er)童、少年因身體狀況確(que)需(xu)延緩入學(xue)(xue)或者休學(xue)(xue)的(de),其(qi)父母或者其(qi)他法(fa)(fa)(fa)定(ding)監護(hu)人應當提(ti)出申請,由所在區教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部門批準。依法(fa)(fa)(fa)查處以在家學(xue)(xue)習、接受(shou)“私塾”“讀經班”等培(pei)訓替代國家統一實施的(de)義務教(jiao)(jiao)育(yu)(yu)的(de)行(xing)為。嚴格外籍人員(yuan)子(zi)女學(xue)(xue)校(xiao)招生管理,不得招收中國籍學(xue)(xue)生。

  二、加強普通高中招生管理

  (一(yi))剛性執(zhi)行(xing)高(gao)中(zhong)(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)。各區(qu)教(jiao)育行(xing)政部(bu)門(men)和(he)高(gao)中(zhong)(zhong)(zhong)學(xue)校要(yao)提高(gao)政治站位,響應市民(min)對于我市高(gao)中(zhong)(zhong)(zhong)學(xue)位供需矛盾關切(qie),嚴格按照(zhao)教(jiao)育部(bu)門(men)下(xia)發的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)文件執(zhi)行(xing)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)和(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍,不得隨意變更招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)規模。招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)一(yi)經(jing)下(xia)達,原則上不再(zai)受理(li)(li)調整招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)申請,確(que)(que)保招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)嚴肅性。各級教(jiao)育行(xing)政部(bu)門(men)、各高(gao)中(zhong)(zhong)(zhong)階段學(xue)校根(gen)據招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)要(yao)求,認真(zhen)做(zuo)好招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)各項準備工作(zuo),確(que)(que)保學(xue)校正常開學(xue)。民(min)辦(ban)(ban)學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入統一(yi)管理(li)(li),并與公(gong)辦(ban)(ban)學(xue)校同(tong)步(bu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。各校招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)執(zhi)行(xing)情況,將作(zuo)為學(xue)校自主招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)安(an)排、規范辦(ban)(ban)學(xue)、辦(ban)(ban)學(xue)水平、辦(ban)(ban)學(xue)效益(yi)評估以及(ji)評先、評優等的(de)主要(yao)指標。全(quan)市公(gong)辦(ban)(ban)高(gao)中(zhong)(zhong)(zhong)學(xue)校應堅持滿規模招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。2020年全(quan)面取消直升(sheng)生(sheng)(sheng)(sheng)(sheng)。

  (二)落實指標到(dao)校(xiao)(xiao)政策(ce)(ce)。認真落實指標到(dao)校(xiao)(xiao)政策(ce)(ce)要求,每(mei)所優質(zhi)普通(tong)高中學(xue)校(xiao)(xiao)要安排不低于50%的招生名額,主要按初(chu)中學(xue)校(xiao)(xiao)在校(xiao)(xiao)生數,直接(jie)分(fen)配到(dao)全(quan)市各初(chu)中學(xue)校(xiao)(xiao)(含民辦(ban)),促進義務教(jiao)育均(jun)衡(heng)發展和(he)初(chu)中教(jiao)育質(zhi)量全(quan)面提高。

  (三)統籌規范(fan)全(quan)市(shi)高(gao)中(zhong)(zhong)自主招生(sheng)工(gong)作(zuo)。根據廣東省教(jiao)(jiao)育廳關于進一步完(wan)善和規范(fan)自主招生(sheng)的相關要求,市(shi)教(jiao)(jiao)育局全(quan)面統籌高(gao)中(zhong)(zhong)自主招生(sheng)工(gong)作(zuo),規范(fan)普(pu)(pu)通(tong)高(gao)中(zhong)(zhong)學(xue)校(xiao)(xiao)開展自主招生(sheng)改革試點(dian),自主招生(sheng)比例原則上不(bu)超過學(xue)校(xiao)(xiao)年(nian)度招生(sheng)計劃的10%。自主招生(sheng)對象主要為(wei)具有(you)創新潛質和學(xue)科特長的學(xue)生(sheng)。2020年(nian)全(quan)市(shi)普(pu)(pu)通(tong)高(gao)中(zhong)(zhong)自主招生(sheng)按照市(shi)教(jiao)(jiao)育局出臺制定的《深圳市(shi)教(jiao)(jiao)育局關于做好2020年(nian)普(pu)(pu)通(tong)高(gao)中(zhong)(zhong)學(xue)校(xiao)(xiao)自主招生(sheng)工(gong)作(zuo)的通(tong)知》實施。

  (四(si))規范學校招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)為(wei)。積極探索基于初中學業水平考(kao)試成績、結合綜合素質表現(xian)評價的高(gao)中階段學校考(kao)試招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)錄(lu)取模式。所有高(gao)中學校(含民辦普(pu)通高(gao)中)需(xu)嚴(yan)格按照規定(ding)的招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)時(shi)間、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方式進行(xing)統一招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁違規爭搶(qiang)生(sheng)(sheng)(sheng)源(yuan)、“掐尖”招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、跨市招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)”、“擇(ze)校生(sheng)(sheng)(sheng)”和變相(xiang)招(zhao)(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)(sheng)”。嚴(yan)格控制加分項目(mu)及分值,規范資格審查(cha)制度(du)。

  三、加強新生入學管理

  (一(yi))加強學(xue)(xue)生分班(ban)(ban)(ban)(ban)(ban)管理(li)(li)。各義務教育階(jie)段學(xue)(xue)校要實(shi)(shi)行均衡編班(ban)(ban)(ban)(ban)(ban),嚴禁舉辦重(zhong)(zhong)點班(ban)(ban)(ban)(ban)(ban),包括以特長班(ban)(ban)(ban)(ban)(ban)、特色班(ban)(ban)(ban)(ban)(ban)、快慢班(ban)(ban)(ban)(ban)(ban)、尖子班(ban)(ban)(ban)(ban)(ban)、興趣(qu)班(ban)(ban)(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)(ban)(ban)、實(shi)(shi)驗(yan)班(ban)(ban)(ban)(ban)(ban)、國際班(ban)(ban)(ban)(ban)(ban)等名義的變相重(zhong)(zhong)點班(ban)(ban)(ban)(ban)(ban)。普通高中學(xue)(xue)校要根據普通高中課(ke)程方案(an)和學(xue)(xue)生選課(ke)情(qing)況,合(he)理(li)(li)排課(ke)編班(ban)(ban)(ban)(ban)(ban),科(ke)學(xue)(xue)制訂選課(ke)走班(ban)(ban)(ban)(ban)(ban)指南和課(ke)程實(shi)(shi)施方案(an),確保課(ke)程之(zhi)間、年級之(zhi)間的均衡性(xing)(xing)和學(xue)(xue)科(ke)學(xue)(xue)習的連貫性(xing)(xing)。

  (二)嚴(yan)格規范學(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)(guan)理。學(xue)(xue)(xue)(xue)校(xiao)應當(dang)從學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)之日起1個月內(nei)為學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)檔(dang)案,其中,殘(can)疾程(cheng)度(du)較重(zhong)(zhong)、無法進入(ru)學(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),由(you)承擔送教上門的(de)學(xue)(xue)(xue)(xue)校(xiao)建(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)校(xiao)要嚴(yan)格落實(shi)學(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)(guan)理“一人(ren)一籍(ji)(ji),籍(ji)(ji)隨人(ren)走(zou)”的(de)要求,不(bu)得(de)以(yi)虛假信息建(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得(de)重(zhong)(zhong)復建(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得(de)擅自刪(shan)除學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)電(dian)子(zi)學(xue)(xue)(xue)(xue)籍(ji)(ji)信息。未(wei)經(jing)義務教育招生(sheng)(sheng)(sheng)平臺報名錄取(qu)的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)。對(dui)(dui)于未(wei)經(jing)學(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)按學(xue)(xue)(xue)(xue)校(xiao)規定期(qi)限到校(xiao)辦理注(zhu)冊者,不(bu)予以(yi)建(jian)立(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)。各區教育行(xing)政主管(guan)(guan)部門要加(jia)強對(dui)(dui)學(xue)(xue)(xue)(xue)籍(ji)(ji)工作的(de)核(he)查,及時查處和糾(jiu)正(zheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)建(jian)檔(dang)過程(cheng)中的(de)不(bu)規范行(xing)為,嚴(yan)禁(jin)“人(ren)籍(ji)(ji)分(fen)離(li)”、“雙重(zhong)(zhong)學(xue)(xue)(xue)(xue)籍(ji)(ji)”等情況出現。

  (三)加(jia)強課(ke)程教(jiao)(jiao)(jiao)(jiao)材管理。各(ge)區教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政部門要(yao)加(jia)強對教(jiao)(jiao)(jiao)(jiao)材使用情況的(de)檢查,嚴格遵照《中(zhong)共中(zhong)央 國務院關(guan)于深(shen)化教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學改(gai)革全面提高義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量的(de)意見》和《中(zhong)小學教(jiao)(jiao)(jiao)(jiao)材管理辦(ban)法》要(yao)求,不得以地方課(ke)程教(jiao)(jiao)(jiao)(jiao)材、校(xiao)本課(ke)程教(jiao)(jiao)(jiao)(jiao)材等替代國家(jia)課(ke)程教(jiao)(jiao)(jiao)(jiao)材。義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學校(xiao)不得引進(jin)境外課(ke)程、使用境外教(jiao)(jiao)(jiao)(jiao)材、使用未經審定教(jiao)(jiao)(jiao)(jiao)材。普(pu)通高中(zhong)選用境外教(jiao)(jiao)(jiao)(jiao)材,按(an)照國家(jia)有關(guan)政策執行(xing)。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區(qu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)督導(dao)部門要將中(zhong)小學(xue)招生(sheng)(sheng)入學(xue)工作納入責任督學(xue)日常督導(dao)范(fan)圍,嚴肅查處(chu)違(wei)反教(jiao)(jiao)育(yu)(yu)(yu)(yu)部“十項嚴禁”紀(ji)律要求和(he)(he)省教(jiao)(jiao)育(yu)(yu)(yu)(yu)廳“六項規(gui)(gui)定”等違(wei)反招生(sheng)(sheng)政策和(he)(he)紀(ji)律以(yi)及擾亂中(zhong)小學(xue)入學(xue)招生(sheng)(sheng)秩序的(de)行為(wei)。對違(wei)規(gui)(gui)操作,查有實(shi)據(ju),造(zao)(zao)成重大(da)輿情,引發社(she)會不(bu)穩定,造(zao)(zao)成不(bu)良(liang)影響的(de)單位和(he)(he)個人實(shi)行問責。對于(yu)(yu)未落實(shi)《中(zhong)共中(zhong)央 國(guo)務(wu)院關(guan)于(yu)(yu)深(shen)化教(jiao)(jiao)育(yu)(yu)(yu)(yu)教(jiao)(jiao)學(xue)改(gai)革全面(mian)提(ti)高義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)質量(liang)的(de)意見》中(zhong)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)招生(sheng)(sheng)入學(xue)規(gui)(gui)定要求,或者(zhe)出現轄區(qu)內義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)階段(duan)學(xue)校(xiao)違(wei)規(gui)(gui)考試招生(sheng)(sheng)行為(wei)的(de),視(shi)同為(wei)落實(shi)中(zhong)央和(he)(he)國(guo)家重大(da)政策不(bu)力,納入政府履行教(jiao)(jiao)育(yu)(yu)(yu)(yu)職責評價。
