為深入貫徹習(xi)近平新(xin)(xin)時(shi)代(dai)中(zhong)(zhong)(zhong)國特色社會主義(yi)思想和(he)黨的(de)(de)十九大精神,全(quan)(quan)面貫徹黨的(de)(de)教(jiao)(jiao)(jiao)育(yu)方(fang)針,落實立(li)德樹人(ren)(ren)根本任務,進一步規范普通(tong)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)(xue)招生(sheng)入學(xue)(xue)(xue)(xue)(xue)秩(zhi)序(xu),切實維護(hu)教(jiao)(jiao)(jiao)育(yu)公平,努(nu)力讓每個孩子都能享有公平而有質(zhi)量的(de)(de)教(jiao)(jiao)(jiao)育(yu),根據《中(zhong)(zhong)(zhong)華人(ren)(ren)民(min)共(gong)和(he)國義(yi)務教(jiao)(jiao)(jiao)育(yu)法(fa)(fa)》《中(zhong)(zhong)(zhong)華人(ren)(ren)民(min)共(gong)和(he)國民(min)辦(ban)教(jiao)(jiao)(jiao)育(yu)促進法(fa)(fa)》和(he)《中(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)央 國務院關于深化(hua)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)改(gai)(gai)革全(quan)(quan)面提高義(yi)務教(jiao)(jiao)(jiao)育(yu)質(zhi)量的(de)(de)意見》《國務院辦(ban)公廳關于新(xin)(xin)時(shi)代(dai)推(tui)(tui)進普通(tong)高中(zhong)(zhong)(zhong)育(yu)人(ren)(ren)方(fang)式(shi)改(gai)(gai)革的(de)(de)指(zhi)導意見》《廣東省教(jiao)(jiao)(jiao)育(yu)廳關于進一步規范普通(tong)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)(xue)招生(sheng)入學(xue)(xue)(xue)(xue)(xue)工作(zuo)的(de)(de)指(zhi)導意見》,以及《深圳(zhen)(zhen)市(shi)(shi)非深戶籍人(ren)(ren)員子女(nv)接受義(yi)務教(jiao)(jiao)(jiao)育(yu)管理辦(ban)法(fa)(fa)》《中(zhong)(zhong)(zhong)共(gong)深圳(zhen)(zhen)市(shi)(shi)委 深圳(zhen)(zhen)市(shi)(shi)人(ren)(ren)民(min)政府印發〈關于推(tui)(tui)進教(jiao)(jiao)(jiao)育(yu)高質(zhi)量發展的(de)(de)意見〉的(de)(de)通(tong)知》等(deng)法(fa)(fa)律法(fa)(fa)規、文件精神,現就做好我市(shi)(shi)2020年普通(tong)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)(xue)招生(sheng)入學(xue)(xue)(xue)(xue)(xue)工作(zuo)通(tong)知如下:
一、規范義務教育招生行為
(一)強化屬地責任,落實 “兩為主”
1.落實“兩(liang)為主(zhu)”職責(ze)。各(ge)區(qu)(含新區(qu)、深汕特別合(he)作(zuo)(zuo)區(qu),下同)政府(fu)作(zuo)(zuo)為發(fa)展(zhan)和管理義(yi)(yi)務(wu)教育(yu)的(de)責(ze)任(ren)主(zhu)體和行為主(zhu)體,要(yao)(yao)強化(hua)責(ze)任(ren)意識(shi),認真落實國(guo)家“兩(liang)為主(zhu)”要(yao)(yao)求,進一步提高(gao)進城務(wu)工人員隨遷(qian)子女在公辦義(yi)(yi)務(wu)教育(yu)學(xue)校就讀的(de)比例,增加公辦學(xue)位供給,統籌公辦民辦學(xue)校招(zhao)(zhao)生(sheng),切實保(bao)障(zhang)符合(he)條件的(de)適齡(ling)兒童、少年接(jie)受義(yi)(yi)務(wu)教育(yu)的(de)權利(li)。堅決防止將政府(fu)舉辦義(yi)(yi)務(wu)教育(yu)的(de)責(ze)任(ren)推向市(shi)場。各(ge)區(qu)要(yao)(yao)加強組(zu)織領導,成立義(yi)(yi)務(wu)教育(yu)招(zhao)(zhao)生(sheng)工作(zuo)(zuo)領導小組(zu),主(zhu)管區(qu)領導為組(zu)長,及時妥善處理本(ben)區(qu)義(yi)(yi)務(wu)教育(yu)招(zhao)(zhao)生(sheng)中(zhong)的(de)熱點難(nan)點問題,定期召開招(zhao)(zhao)生(sheng)工作(zuo)(zuo)聯席會議(yi),完善統籌協調工作(zuo)(zuo)機制。
2.落實(shi)義務(wu)教育(yu)招(zhao)生(sheng)管理(li)職責。各區(qu)教育(yu)行政(zheng)部門(men)要(yao)(yao)切(qie)實(shi)加(jia)強(qiang)對義務(wu)教育(yu)招(zhao)生(sheng)工(gong)作(zuo)的(de)組織和管理(li),做好學(xue)(xue)(xue)(xue)(xue)(xue)位(wei)(wei)預(yu)(yu)測,及(ji)時(shi)公布(bu)學(xue)(xue)(xue)(xue)(xue)(xue)位(wei)(wei)供需情況,建立招(zhao)生(sheng)預(yu)(yu)警機制(zhi)(zhi),合理(li)引(yin)導家長預(yu)(yu)期(qi)。要(yao)(yao)積(ji)極探(tan)索研(yan)制(zhi)(zhi)招(zhao)生(sheng)電子地圖,便(bian)于實(shi)時(shi)分析研(yan)判(pan)各學(xue)(xue)(xue)(xue)(xue)(xue)區(qu)學(xue)(xue)(xue)(xue)(xue)(xue)位(wei)(wei)供給動態變化(hua)情況,方便(bian)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)家長便(bian)捷查(cha)(cha)詢各學(xue)(xue)(xue)(xue)(xue)(xue)校招(zhao)生(sheng)范圍及(ji)學(xue)(xue)(xue)(xue)(xue)(xue)位(wei)(wei)供給信息。要(yao)(yao)科學(xue)(xue)(xue)(xue)(xue)(xue)制(zhi)(zhi)定(ding)招(zhao)生(sheng)工(gong)作(zuo)方案,做好網上招(zhao)生(sheng)報名的(de)組織工(gong)作(zuo),指導所屬學(xue)(xue)(xue)(xue)(xue)(xue)校及(ji)時(shi)、妥善(shan)(shan)處(chu)(chu)理(li)招(zhao)生(sheng)工(gong)作(zuo)中出(chu)現(xian)的(de)信訪(fang)問(wen)題。要(yao)(yao)簡化(hua)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)手續,加(jia)強(qiang)部門(men)聯(lian)(lian)動,充分利用現(xian)代(dai)信息技術手段實(shi)施多部門(men)聯(lian)(lian)網審(shen)核驗(yan)證(zheng),共(gong)同做好適齡兒童、少年的(de)就讀資(zi)格驗(yan)核工(gong)作(zuo)。要(yao)(yao)加(jia)強(qiang)風險預(yu)(yu)判(pan),制(zhi)(zhi)定(ding)完善(shan)(shan)應(ying)急(ji)預(yu)(yu)案,健全(quan)應(ying)急(ji)機制(zhi)(zhi),及(ji)時(shi)發(fa)現(xian)并(bing)妥善(shan)(shan)處(chu)(chu)置(zhi)苗頭(tou)性、傾(qing)向性問(wen)題,快速穩妥處(chu)(chu)理(li)突發(fa)事件,確(que)保招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)工(gong)作(zuo)平(ping)穩有序。要(yao)(yao)加(jia)強(qiang)對招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)工(gong)作(zuo)的(de)監督檢查(cha)(cha),建立完善(shan)(shan)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)監督工(gong)作(zuo)機制(zhi)(zhi)。
3.落實義(yi)務教育(yu)階段(duan)學校(xiao)招生(sheng)(sheng)(sheng)職責。各義(yi)務教育(yu)階段(duan)學校(xiao)要規范(fan)招生(sheng)(sheng)(sheng)行為,應當公示招生(sheng)(sheng)(sheng)政策、招生(sheng)(sheng)(sheng)計劃、招生(sheng)(sheng)(sheng)片(pian)區(qu)、招生(sheng)(sheng)(sheng)程序、招生(sheng)(sheng)(sheng)結果、咨(zi)詢投訴電(dian)話,不得擅自跨(kua)片(pian)區(qu)招生(sheng)(sheng)(sheng),不得擅自接收(shou)學生(sheng)(sheng)(sheng)跨(kua)片(pian)區(qu)擇校(xiao)就讀。要指(zhi)導適齡兒童(tong)、少年的家長按時(shi)申(shen)請學位(wei),按要求及時(shi)、準確提供就讀信息(xi)。
(二)堅持免(mian)試就近入學,合理確定招(zhao)生范圍
1.堅持免試(shi)就(jiu)近(jin)入(ru)學(xue)。所有公(gong)(gong)辦(ban)民辦(ban)學(xue)校(xiao)都要嚴格(ge)遵守并全面(mian)落實義(yi)務(wu)教育免試(shi)入(ru)學(xue)規定。堅決(jue)整治公(gong)(gong)辦(ban)民辦(ban)學(xue)校(xiao)通(tong)過面(mian)試(shi)、面(mian)談(tan)、人(ren)機對話、體驗活(huo)動(dong)、簡歷材料(liao)等(deng)方式為依據的“掐(qia)尖(jian)”招生(sheng)、提前招生(sheng)、違規爭搶生(sheng)源的行(xing)(xing)為。市(shi)局直屬學(xue)校(xiao)義(yi)務(wu)教育招生(sheng)工作(zuo)納入(ru)所在區教育行(xing)(xing)政部門(men)統一管理。
2.合理(li)確(que)定招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei)。各區教(jiao)育行(xing)政(zheng)(zheng)部(bu)門要(yao)(yao)嚴格按照(zhao)“學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)片招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)(yuan)就近(jin)入學(xue)(xue)(xue)(xue)”的目標要(yao)(yao)求(qiu),綜合考慮適齡兒(er)童、少(shao)年(nian)人(ren)數、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)分布、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規模、交通(tong)狀況等(deng)因素(su),采取單校(xiao)(xiao)(xiao)劃(hua)(hua)片或(huo)多校(xiao)(xiao)(xiao)劃(hua)(hua)片等(deng)方式,為(wei)每所(suo)公辦(ban)義(yi)務教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)定服務片區范圍(wei),確(que)保(bao)各片區之(zhi)間教(jiao)育資源(yuan)(yuan)大致均衡。在(zai)(zai)對(dui)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)原(yuan)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei)進(jin)行(xing)較(jiao)大調整時,要(yao)(yao)充分聽(ting)取群眾意見,審慎論證,提前公告。片區確(que)定后,應在(zai)(zai)一段時期內(nei)(nei)(nei)保(bao)持(chi)相(xiang)對(dui)穩定。民(min)辦(ban)義(yi)務教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)原(yuan)則(ze)上面(mian)向(xiang)本區范圍(wei)內(nei)(nei)(nei)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),在(zai)(zai)滿足本區符合條件(jian)的適齡兒(er)童、少(shao)年(nian)入學(xue)(xue)(xue)(xue)需求(qiu)后,仍有剩余招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)(hua)且有住(zhu)宿條件(jian)的,經(jing)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)申請(qing),區教(jiao)育行(xing)政(zheng)(zheng)部(bu)門審核,報(bao)市(shi)教(jiao)育局(ju)同(tong)意,可跨(kua)區招(zhao)(zhao)(zhao)(zhao)(zhao)收少(shao)量學(xue)(xue)(xue)(xue)生(sheng)(sheng)。民(min)辦(ban)義(yi)務教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應在(zai)(zai)教(jiao)育行(xing)政(zheng)(zheng)部(bu)門核定的招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei)內(nei)(nei)(nei)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。
(三)剛性實(shi)施入(ru)學(xue)(xue)政策,完(wan)善積(ji)(ji)分(fen)(fen)(fen)入(ru)學(xue)(xue)細(xi)則。所(suo)有(you)公辦民(min)辦學(xue)(xue)校要嚴格按照《深(shen)圳市非深(shen)戶籍人員(yuan)子(zi)(zi)女(nv)(nv)接受義務教(jiao)育(yu)管(guan)理辦法(fa)》規定(ding)的入(ru)學(xue)(xue)條(tiao)件招生(sheng)。各區教(jiao)育(yu)行(xing)政部(bu)門要不斷優(you)化和完(wan)善積(ji)(ji)分(fen)(fen)(fen)入(ru)學(xue)(xue)實(shi)施細(xi)則,充(chong)分(fen)(fen)(fen)體現教(jiao)育(yu)公平(ping),合理設置積(ji)(ji)分(fen)(fen)(fen)類(lei)別、項目、標準和分(fen)(fen)(fen)值(zhi),根(gen)據積(ji)(ji)分(fen)(fen)(fen)情況和招生(sheng)計劃(hua)安(an)排學(xue)(xue)位(wei),實(shi)施過程中要做到積(ji)(ji)分(fen)(fen)(fen)標準、積(ji)(ji)分(fen)(fen)(fen)結果(guo)、學(xue)(xue)位(wei)安(an)排“三公開”。積(ji)(ji)分(fen)(fen)(fen)入(ru)學(xue)(xue)細(xi)則要充(chong)分(fen)(fen)(fen)征求(qiu)轄區居民(min)意(yi)見,在招生(sheng)工作實(shi)施前報市教(jiao)育(yu)局備(bei)案。2020年全(quan)面取消各類(lei)特長生(sheng)招生(sheng)。對烈士子(zi)(zi)女(nv)(nv)、符合條(tiao)件的現役軍(jun)人子(zi)(zi)女(nv)(nv)及復退(tui)軍(jun)人子(zi)(zi)女(nv)(nv)、消防(fang)救援隊伍(wu)人員(yuan)子(zi)(zi)女(nv)(nv)、公安(an)英模和因公犧牲(sheng)傷(shang)殘警察子(zi)(zi)女(nv)(nv)、高層次人才子(zi)(zi)女(nv)(nv)等享受優(you)惠政策人員(yuan)子(zi)(zi)女(nv)(nv)實(shi)施教(jiao)育(yu)優(you)待政策,并向社會公示。
(四)完善(shan)民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管理。各區(qu)教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)部門(men)要(yao)(yao)(yao)將民(min)(min)辦(ban)(ban)(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入統(tong)(tong)一(yi)管理,與公辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)同步招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)學(xue)(xue)位(wei)由政(zheng)(zheng)府(fu)統(tong)(tong)籌安排(pai)或者政(zheng)(zheng)府(fu)直(zhi)接向民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)購買學(xue)(xue)位(wei)的(de)(de)(de)(de),具體(ti)辦(ban)(ban)(ban)(ban)法(fa)(fa)由區(qu)教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)部門(men)確定。要(yao)(yao)(yao)進一(yi)步加(jia)強對民(min)(min)辦(ban)(ban)(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)(zuo)指導和(he)管理,統(tong)(tong)一(yi)規范學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)報讀(du)民(min)(min)辦(ban)(ban)(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)方法(fa)(fa)和(he)途徑。民(min)(min)辦(ban)(ban)(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃和(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方案,要(yao)(yao)(yao)報主管教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)部門(men)審核后實(shi)(shi)施。2020年(nian)對面(mian)向全區(qu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)且報名人數(shu)超過招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃數(shu)的(de)(de)(de)(de)民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao),全部實(shi)(shi)行(xing)電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)搖(yao)號錄(lu)(lu)取(qu)。辦(ban)(ban)(ban)(ban)學(xue)(xue)層次同時包括小學(xue)(xue)和(he)初(chu)中(zhong)的(de)(de)(de)(de)民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao),應(ying)首先通過直(zhi)升或電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)搖(yao)號方式招(zhao)(zhao)收本校(xiao)(xiao)自愿報讀(du)初(chu)中(zhong)的(de)(de)(de)(de)小學(xue)(xue)畢(bi)業生(sheng)(sheng)(sheng)(sheng),剩余的(de)(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃應(ying)公開報名,實(shi)(shi)行(xing)電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)搖(yao)號錄(lu)(lu)取(qu)。民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)搖(yao)號錄(lu)(lu)取(qu)的(de)(de)(de)(de)實(shi)(shi)施辦(ban)(ban)(ban)(ban)法(fa)(fa)由市教(jiao)(jiao)育(yu)(yu)局(ju)統(tong)(tong)一(yi)制定,各區(qu)教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)部門(men)制定操作(zuo)(zuo)細則并組(zu)織實(shi)(shi)施。電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)錄(lu)(lu)取(qu)工作(zuo)(zuo)要(yao)(yao)(yao)做(zuo)到全程錄(lu)(lu)像,并邀請公證機(ji)構人員、紀檢人員、人大(da)代(dai)表、政(zheng)(zheng)協委員、新聞媒體(ti)代(dai)表和(he)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)家長代(dai)表全程監(jian)督。
(五)提高殘(can)(can)疾兒(er)童(tong)(tong)少年(nian)入(ru)學(xue)(xue)率,提升特(te)(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)質量(liang)。各(ge)區(qu)要按(an)國家要求,確保2020年(nian)殘(can)(can)疾兒(er)童(tong)(tong)、少年(nian)義務教(jiao)(jiao)育(yu)(yu)入(ru)學(xue)(xue)率達到95%以上(shang)(shang)。按(an)照“全覆蓋、零(ling)拒絕”的(de)要求,根(gen)據(ju)適齡殘(can)(can)疾兒(er)童(tong)(tong)、少年(nian)的(de)實際(ji)情況(kuang),制(zhi)訂教(jiao)(jiao)育(yu)(yu)安(an)置(zhi)方案,落實“一(yi)人(ren)一(yi)案”,通過普通學(xue)(xue)校就讀、特(te)(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校就讀、送(song)教(jiao)(jiao)上(shang)(shang)門等(deng)多(duo)種(zhong)方式,逐一(yi)做好入(ru)學(xue)(xue)安(an)置(zhi)工作。原(yuan)則上(shang)(shang)各(ge)區(qu)要建設(she)至少1所獨立(li)設(she)置(zhi)的(de)義務教(jiao)(jiao)育(yu)(yu)階段(duan)綜合(he)性特(te)(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校。招(zhao)收殘(can)(can)疾學(xue)(xue)生5人(ren)以上(shang)(shang)的(de)普通學(xue)(xue)校要按(an)規定建設(she)特(te)(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)資源教(jiao)(jiao)室,按(an)標準配(pei)備專(zhuan)職資源教(jiao)(jiao)師。市、區(qu)特(te)(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校科學(xue)(xue)設(she)置(zhi)招(zhao)生類別、學(xue)(xue)段(duan),錯位發展,協(xie)調發展。視障(zhang)教(jiao)(jiao)育(yu)(yu)、聽障(zhang)教(jiao)(jiao)育(yu)(yu)以市為主(zhu),智力(li)障(zhang)礙等(deng)其他類型的(de)義務教(jiao)(jiao)育(yu)(yu)以區(qu)為主(zhu)。市屬特(te)(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校要擴大(da)高中階段(duan)招(zhao)生規模,讓完成(cheng)義務教(jiao)(jiao)育(yu)(yu)的(de)殘(can)(can)疾學(xue)(xue)生都能接受適宜的(de)高中階段(duan)教(jiao)(jiao)育(yu)(yu)。
(六)加強招生(sheng)計(ji)劃(hua)管理,消除大班(ban)額(e)(e)(e)。各(ge)區教育行政部門要結合學(xue)(xue)校辦(ban)學(xue)(xue)規模、辦(ban)學(xue)(xue)條件,科學(xue)(xue)核定(ding)公(gong)辦(ban)民辦(ban)學(xue)(xue)校招生(sheng)計(ji)劃(hua),于招生(sheng)工作(zuo)啟(qi)動(dong)前1周向社會公(gong)布。嚴格(ge)控制(zhi)存在大班(ban)額(e)(e)(e)和大校額(e)(e)(e)學(xue)(xue)校的(de)招生(sheng)計(ji)劃(hua)。嚴禁超計(ji)劃(hua)招生(sheng),各(ge)義務教育學(xue)(xue)校起始年級嚴格(ge)按(an)照標準班(ban)額(e)(e)(e)招生(sheng),堅決防止產生(sheng)新的(de)大班(ban)額(e)(e)(e),確保2020年基本消除大班(ban)額(e)(e)(e)。
(七)落(luo)實控(kong)(kong)輟保(bao)學(xue)(xue)(xue)(xue)法(fa)定(ding)(ding)職責。各區(qu)教(jiao)育行政部門和學(xue)(xue)(xue)(xue)校要嚴(yan)格(ge)(ge)落(luo)實《義(yi)務教(jiao)育法(fa)》《未成年(nian)(nian)人保(bao)護法(fa)》等法(fa)律規(gui)定(ding)(ding),依法(fa)保(bao)障適齡兒童、少(shao)年(nian)(nian)接受義(yi)務教(jiao)育的(de)(de)權利,要嚴(yan)格(ge)(ge)履行控(kong)(kong)輟保(bao)學(xue)(xue)(xue)(xue)法(fa)定(ding)(ding)職責,完(wan)善聯控(kong)(kong)聯保(bao)工(gong)作機制(zhi),落(luo)實失學(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)(xue)、登記(ji)和書面報告(gao)責任制(zhi)度,建立(li)完(wan)善控(kong)(kong)輟保(bao)學(xue)(xue)(xue)(xue)工(gong)作臺賬(zhang),共同做好(hao)控(kong)(kong)輟保(bao)學(xue)(xue)(xue)(xue)工(gong)作。適齡兒童、少(shao)年(nian)(nian)因(yin)身體(ti)狀況(kuang)確需延緩入學(xue)(xue)(xue)(xue)或(huo)者(zhe)(zhe)休學(xue)(xue)(xue)(xue)的(de)(de),其(qi)父母或(huo)者(zhe)(zhe)其(qi)他法(fa)定(ding)(ding)監(jian)護人應當提出申請,由(you)所(suo)在(zai)區(qu)教(jiao)育行政部門批(pi)準。依法(fa)查處以在(zai)家學(xue)(xue)(xue)(xue)習、接受“私塾”“讀經班”等培訓替(ti)代(dai)國家統一(yi)實施的(de)(de)義(yi)務教(jiao)育的(de)(de)行為。嚴(yan)格(ge)(ge)外籍(ji)人員子女學(xue)(xue)(xue)(xue)校招(zhao)生管(guan)理,不(bu)得招(zhao)收(shou)中國籍(ji)學(xue)(xue)(xue)(xue)生。
二、加強普通高中招生管理
(一(yi))剛性(xing)執(zhi)行(xing)高(gao)(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)。各區教育行(xing)政部門(men)(men)和高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)要提(ti)高(gao)(gao)(gao)政治站(zhan)位(wei),響應市民對(dui)于我市高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)位(wei)供需矛盾關切,嚴格按照(zhao)教育部門(men)(men)下發的(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)文件執(zhi)行(xing)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)和招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)范(fan)圍,不得(de)隨意變更招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)規(gui)(gui)模。招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)一(yi)經(jing)下達,原則上不再受理調(diao)整招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)的(de)申請(qing),確保招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)的(de)嚴肅性(xing)。各級(ji)教育行(xing)政部門(men)(men)、各高(gao)(gao)(gao)中(zhong)(zhong)階段(duan)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)根據招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)的(de)要求,認真做(zuo)好招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)的(de)各項準備工(gong)作,確保學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)正常開學(xue)(xue)。民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)納(na)入(ru)統一(yi)管理,并與公辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)同步招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)。各校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)的(de)執(zhi)行(xing)情(qing)況(kuang),將作為學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)自主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)安排、規(gui)(gui)范(fan)辦(ban)(ban)學(xue)(xue)、辦(ban)(ban)學(xue)(xue)水平、辦(ban)(ban)學(xue)(xue)效益評估以及評先(xian)、評優等的(de)主(zhu)要指(zhi)標(biao)。全市公辦(ban)(ban)高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)應堅持滿規(gui)(gui)模招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)。2020年(nian)全面取消直升生(sheng)。
(二)落(luo)(luo)實指(zhi)標到校(xiao)政策。認真(zhen)落(luo)(luo)實指(zhi)標到校(xiao)政策要(yao)求,每所優質普(pu)通高中(zhong)學(xue)(xue)校(xiao)要(yao)安排不低于50%的招生名(ming)額(e),主要(yao)按初中(zhong)學(xue)(xue)校(xiao)在校(xiao)生數,直接分(fen)配到全(quan)市各初中(zhong)學(xue)(xue)校(xiao)(含民辦),促(cu)進義(yi)務教育(yu)均衡發展和初中(zhong)教育(yu)質量全(quan)面(mian)提高。
(三)統籌(chou)(chou)規(gui)范全(quan)市(shi)高中(zhong)自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作。根據廣東省(sheng)教育廳關(guan)于進(jin)一(yi)步(bu)完善和規(gui)范自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)相關(guan)要求,市(shi)教育局(ju)全(quan)面統籌(chou)(chou)高中(zhong)自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作,規(gui)范普通(tong)高中(zhong)學(xue)校開(kai)展自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)改革試點(dian),自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)比例原則上不超過學(xue)校年度招(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃的(de)10%。自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)對象主要為(wei)具(ju)有創新潛質和學(xue)科特長的(de)學(xue)生(sheng)(sheng)(sheng)(sheng)。2020年全(quan)市(shi)普通(tong)高中(zhong)自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)按照市(shi)教育局(ju)出臺制定的(de)《深(shen)圳(zhen)市(shi)教育局(ju)關(guan)于做好(hao)2020年普通(tong)高中(zhong)學(xue)校自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作的(de)通(tong)知》實施。
(四)規(gui)范(fan)學(xue)校(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行(xing)為。積極探索(suo)基于(yu)初(chu)中學(xue)業水平(ping)考試成績、結合綜合素質表現評價的(de)高中階段學(xue)校(xiao)考試招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取模式(shi)。所有高中學(xue)校(xiao)(含(han)民辦普(pu)通高中)需嚴(yan)(yan)格按照規(gui)定的(de)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍、招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)、招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式(shi)進(jin)行(xing)統一招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)(yan)禁違規(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)、“掐(qia)尖”招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨市招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計劃(hua)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和提前招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)(yan)禁招(zhao)收“掛讀(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”、“擇校(xiao)生(sheng)(sheng)(sheng)(sheng)(sheng)”和變相招(zhao)收“借讀(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”。嚴(yan)(yan)格控制加分項目及分值(zhi),規(gui)范(fan)資格審查制度。
三、加強新生入學管理
(一)加強學生(sheng)分班(ban)(ban)管理(li)。各義務教(jiao)育階段學校(xiao)要實行均衡編(bian)班(ban)(ban),嚴禁舉辦重點班(ban)(ban),包(bao)括以特長班(ban)(ban)、特色班(ban)(ban)、快慢(man)班(ban)(ban)、尖子班(ban)(ban)、興趣班(ban)(ban)和(he)“奧賽(sai)”班(ban)(ban)、實驗班(ban)(ban)、國際班(ban)(ban)等名義的(de)變相重點班(ban)(ban)。普通高中學校(xiao)要根據普通高中課程方案(an)和(he)學生(sheng)選(xuan)課情(qing)況,合(he)理(li)排課編(bian)班(ban)(ban),科學制訂(ding)選(xuan)課走班(ban)(ban)指南和(he)課程實施方案(an),確保(bao)課程之間、年級之間的(de)均衡性(xing)和(he)學科學習的(de)連貫性(xing)。
(二)嚴(yan)(yan)格(ge)規(gui)范(fan)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)。學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應當從學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)之日起1個月(yue)內為學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)建(jian)立學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔案(an),其中(zhong),殘(can)疾程度較重(zhong)、無法進入學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng),由(you)承(cheng)擔送教上門的(de)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)立學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要嚴(yan)(yan)格(ge)落實學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)“一人(ren)一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨人(ren)走”的(de)要求(qiu),不(bu)得(de)以虛假信息建(jian)立學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)得(de)重(zhong)復建(jian)立學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)得(de)擅自(zi)刪除學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)電(dian)子學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信息。未經(jing)義務教育(yu)招生(sheng)(sheng)(sheng)(sheng)平臺報名錄取的(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)不(bu)予建(jian)立學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對于未經(jing)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)批準,不(bu)按學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規(gui)定期限(xian)到(dao)校(xiao)(xiao)辦理(li)注冊者,不(bu)予以建(jian)立學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教育(yu)行政主管部門要加強(qiang)對學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作的(de)核查,及時查處和糾正學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)檔過程中(zhong)的(de)不(bu)規(gui)范(fan)行為,嚴(yan)(yan)禁“人(ren)籍(ji)(ji)(ji)分離(li)”、“雙(shuang)重(zhong)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)”等情況出現。
(三)加(jia)強課(ke)程教(jiao)材(cai)管理。各區教(jiao)育(yu)(yu)行政部(bu)門要加(jia)強對教(jiao)材(cai)使用(yong)情況(kuang)的(de)檢查,嚴(yan)格遵照(zhao)《中共中央 國(guo)務院關于深(shen)化教(jiao)育(yu)(yu)教(jiao)學改革(ge)全面提高義務教(jiao)育(yu)(yu)質量(liang)的(de)意見(jian)》和《中小(xiao)學教(jiao)材(cai)管理辦法》要求(qiu),不得以地方課(ke)程教(jiao)材(cai)、校本課(ke)程教(jiao)材(cai)等替代國(guo)家課(ke)程教(jiao)材(cai)。義務教(jiao)育(yu)(yu)學校不得引(yin)進(jin)境(jing)外課(ke)程、使用(yong)境(jing)外教(jiao)材(cai)、使用(yong)未(wei)經審(shen)定教(jiao)材(cai)。普通高中選用(yong)境(jing)外教(jiao)材(cai),按照(zhao)國(guo)家有關政策執行。
四、建立考核和問責雙機制,確保招生工作全面落地
市(shi)、區(qu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)督(du)導部(bu)門(men)要(yao)將中(zhong)小(xiao)學(xue)(xue)招(zhao)(zhao)生(sheng)入(ru)(ru)學(xue)(xue)工(gong)作(zuo)納(na)入(ru)(ru)責(ze)(ze)任督(du)學(xue)(xue)日常(chang)督(du)導范圍,嚴(yan)肅查處違(wei)(wei)反(fan)教(jiao)(jiao)育(yu)(yu)(yu)(yu)部(bu)“十項嚴(yan)禁”紀律要(yao)求(qiu)和(he)省教(jiao)(jiao)育(yu)(yu)(yu)(yu)廳“六項規(gui)(gui)(gui)定(ding)”等違(wei)(wei)反(fan)招(zhao)(zhao)生(sheng)政策和(he)紀律以及擾亂中(zhong)小(xiao)學(xue)(xue)入(ru)(ru)學(xue)(xue)招(zhao)(zhao)生(sheng)秩(zhi)序的(de)行為(wei)。對違(wei)(wei)規(gui)(gui)(gui)操作(zuo),查有實據,造成重大輿情,引發社會不(bu)(bu)穩定(ding),造成不(bu)(bu)良影(ying)響的(de)單位和(he)個人實行問(wen)責(ze)(ze)。對于(yu)未落實《中(zhong)共(gong)中(zhong)央 國務院關于(yu)深化教(jiao)(jiao)育(yu)(yu)(yu)(yu)教(jiao)(jiao)學(xue)(xue)改革全面提高義務教(jiao)(jiao)育(yu)(yu)(yu)(yu)質(zhi)量的(de)意見》中(zhong)義務教(jiao)(jiao)育(yu)(yu)(yu)(yu)招(zhao)(zhao)生(sheng)入(ru)(ru)學(xue)(xue)規(gui)(gui)(gui)定(ding)要(yao)求(qiu),或者出現(xian)轄區(qu)內義務教(jiao)(jiao)育(yu)(yu)(yu)(yu)階段學(xue)(xue)校違(wei)(wei)規(gui)(gui)(gui)考試招(zhao)(zhao)生(sheng)行為(wei)的(de),視同為(wei)落實中(zhong)央和(he)國家(jia)重大政策不(bu)(bu)力,納(na)入(ru)(ru)政府履行教(jiao)(jiao)育(yu)(yu)(yu)(yu)職(zhi)責(ze)(ze)評價。
