為深(shen)入貫徹落實(shi)習近平(ping)新時代(dai)中(zhong)國特色社會(hui)主(zhu)義(yi)思想和黨(dang)的(de)十九(jiu)大(da)精神,努力讓每個孩子(zi)都(dou)能享有公平(ping)而(er)有質量的(de)教(jiao)(jiao)育,根據《中(zhong)華人民共和國義(yi)務教(jiao)(jiao)育法》和《教(jiao)(jiao)育部辦(ban)公廳關于做(zuo)(zuo)好(hao)2018年普(pu)(pu)通(tong)中(zhong)小(xiao)學(xue)(xue)招(zhao)(zhao)生入學(xue)(xue)工(gong)作(zuo)的(de)通(tong)知》(教(jiao)(jiao)基廳〔2018〕5號)、《廣東省教(jiao)(jiao)育廳轉發關于做(zuo)(zuo)好(hao)2018年普(pu)(pu)通(tong)中(zhong)小(xiao)學(xue)(xue)招(zhao)(zhao)生入學(xue)(xue)工(gong)作(zuo)的(de)通(tong)知》(粵(yue)教(jiao)(jiao)基函〔2018〕34號)及《深(shen)圳(zhen)市(shi)非深(shen)戶籍人員(yuan)子(zi)女接受義(yi)務教(jiao)(jiao)育管理辦(ban)法》(深(shen)府規〔2018〕3號)要求,現就(jiu)做(zuo)(zuo)好(hao)我市(shi)2018年度普(pu)(pu)通(tong)中(zhong)小(xiao)學(xue)(xue)招(zhao)(zhao)生入學(xue)(xue)工(gong)作(zuo)通(tong)知如(ru)下:
一、統籌制定義務教育招生工作方案
各區(qu)(含新(xin)區(qu),下同)要認(ren)真貫徹教育(yu)(yu)部、省教育(yu)(yu)廳印發的(de)關于做好(hao)2018年普(pu)通中(zhong)小學(xue)招(zhao)生(sheng)入學(xue)工(gong)作(zuo)(zuo)(zuo)的(de)通知要求,領(ling)會新(xin)時代對教育(yu)(yu)工(gong)作(zuo)(zuo)(zuo)的(de)新(xin)理念、新(xin)要求,結合本地(di)實際,制定義務教育(yu)(yu)招(zhao)生(sheng)工(gong)作(zuo)(zuo)(zuo)方案,將義務教育(yu)(yu)階(jie)段民辦(ban)(ban)學(xue)校招(zhao)生(sheng)入學(xue)工(gong)作(zuo)(zuo)(zuo)納入各區(qu)教育(yu)(yu)行政部門統一管理,統籌做好(hao)義務教育(yu)(yu)階(jie)段公辦(ban)(ban)和(he)民辦(ban)(ban)學(xue)校、戶籍學(xue)齡人口和(he)隨(sui)遷子女(nv)的(de)招(zhao)生(sheng)入學(xue)工(gong)作(zuo)(zuo)(zuo),破解(jie)存在的(de)熱點難點問(wen)題(ti),確保招(zhao)生(sheng)入學(xue)平(ping)穩有序,促進教育(yu)(yu)公平(ping),不斷(duan)提升教育(yu)(yu)治理水平(ping)。
二、嚴格執行義務教育免試就近入學要求
(一)堅持(chi)免試(shi)就(jiu)(jiu)近入(ru)學(xue)(xue)。各義務教育(yu)階段(duan)公辦學(xue)(xue)校要嚴格(ge)實行免試(shi)就(jiu)(jiu)近入(ru)學(xue)(xue)制(zhi)度(du)。各區(qu)要合理確定招生(sheng)(sheng)(sheng)片(pian)(pian)區(qu),根據適齡(ling)兒童人數、學(xue)(xue)校分(fen)布(bu)、所在社區(qu)、學(xue)(xue)校規模(mo)、交通狀況(kuang)等因素(su),按照(zhao)就(jiu)(jiu)近入(ru)學(xue)(xue)的原(yuan)則,為每(mei)所義務教育(yu)學(xue)(xue)校劃(hua)定片(pian)(pian)區(qu)范(fan)圍。義務教育(yu)階段(duan)學(xue)(xue)校應(ying)當公示招生(sheng)(sheng)(sheng)政(zheng)策、招生(sheng)(sheng)(sheng)計(ji)劃(hua)、招生(sheng)(sheng)(sheng)片(pian)(pian)區(qu)、招生(sheng)(sheng)(sheng)程序、招生(sheng)(sheng)(sheng)結果、新生(sheng)(sheng)(sheng)名單、咨詢投訴電話,不得擅自跨(kua)片(pian)(pian)區(qu)招生(sheng)(sheng)(sheng),不得擅自接(jie)收學(xue)(xue)生(sheng)(sheng)(sheng)跨(kua)片(pian)(pian)區(qu)擇校就(jiu)(jiu)讀。
(二)堅(jian)持(chi)教(jiao)育公平,完善積(ji)分(fen)(fen)入(ru)學(xue)政策。堅(jian)持(chi)教(jiao)育公平,堅(jian)持(chi)城市治理(li)(li)要(yao)(yao)求,以(yi)居(ju)住證作為主要(yao)(yao)入(ru)學(xue)依據,各(ge)區要(yao)(yao)在總結(jie)以(yi)往經(jing)驗和(he)做(zuo)法的基礎上,結(jie)合本區實(shi)際,進一步優化和(he)完善積(ji)分(fen)(fen)入(ru)學(xue)實(shi)施(shi)細則,合理(li)(li)設置(zhi)積(ji)分(fen)(fen)類別(bie)、項目、標準和(he)分(fen)(fen)值,并根(gen)據積(ji)分(fen)(fen)情況和(he)招生計劃安排學(xue)位,實(shi)施(shi)過程中要(yao)(yao)做(zuo)到積(ji)分(fen)(fen)標準、積(ji)分(fen)(fen)結(jie)果、學(xue)位安排“三公開”。各(ge)區教(jiao)育行政部(bu)門制定(ding)的積(ji)分(fen)(fen)入(ru)學(xue)細則要(yao)(yao)在招生工作實(shi)施(shi)前(qian)報(bao)市教(jiao)育局備案(an)。
(三)堅(jian)持“屬(shu)地(di)管理(li)(li),以區(qu)為(wei)主”的(de)(de)(de)原則(ze)。根據《義(yi)(yi)務教育(yu)(yu)(yu)(yu)法》的(de)(de)(de)規定(ding)(ding),義(yi)(yi)務教育(yu)(yu)(yu)(yu)實(shi)(shi)行縣(xian)(區(qu))政(zheng)(zheng)府(fu)為(wei)主的(de)(de)(de)管理(li)(li)體(ti)(ti)制,各區(qu)政(zheng)(zheng)府(fu)作(zuo)(zuo)(zuo)為(wei)發展和(he)(he)管理(li)(li)義(yi)(yi)務教育(yu)(yu)(yu)(yu)的(de)(de)(de)責(ze)任主體(ti)(ti)和(he)(he)行為(wei)主體(ti)(ti),要按照國務院關(guan)(guan)于義(yi)(yi)務教育(yu)(yu)(yu)(yu)以流入(ru)地(di)政(zheng)(zheng)府(fu)為(wei)主、以公(gong)辦學(xue)(xue)校(xiao)(xiao)(xiao)為(wei)主的(de)(de)(de)要求,進(jin)一步保障學(xue)(xue)位供給、完善招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)機制。各區(qu)要加(jia)強組織(zhi)(zhi)領(ling)導(dao)和(he)(he)統(tong)籌協(xie)調,成立義(yi)(yi)務教育(yu)(yu)(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)領(ling)導(dao)小組,主管區(qu)領(ling)導(dao)為(wei)組長,及時妥善處理(li)(li)本區(qu)義(yi)(yi)務教育(yu)(yu)(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)中(zhong)(zhong)的(de)(de)(de)熱點(dian)(dian)難(nan)點(dian)(dian)問(wen)題,定(ding)(ding)期召開招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)聯席(xi)會議,建立長效協(xie)調工(gong)作(zuo)(zuo)(zuo)機制。各區(qu)教育(yu)(yu)(yu)(yu)行政(zheng)(zheng)部門(men)要切實(shi)(shi)加(jia)強對(dui)義(yi)(yi)務教育(yu)(yu)(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)組織(zhi)(zhi)和(he)(he)管理(li)(li),做(zuo)好學(xue)(xue)位預測,及時公(gong)布學(xue)(xue)位供需情況(kuang),制定(ding)(ding)和(he)(he)落實(shi)(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)方案和(he)(he)應急(ji)預案,做(zuo)好網上(shang)招(zhao)(zhao)生(sheng)(sheng)(sheng)報名的(de)(de)(de)組織(zhi)(zhi)工(gong)作(zuo)(zuo)(zuo),指導(dao)所屬(shu)學(xue)(xue)校(xiao)(xiao)(xiao)及時、妥善處理(li)(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)(zuo)中(zhong)(zhong)出現的(de)(de)(de)信(xin)訪(fang)維穩(wen)問(wen)題;要加(jia)強與(yu)相關(guan)(guan)部門(men)的(de)(de)(de)溝通(tong)和(he)(he)聯系,充(chong)分(fen)利(li)用現代信(xin)息技(ji)術手(shou)段實(shi)(shi)施多部門(men)聯網審核驗證,共(gong)同(tong)做(zuo)好適(shi)(shi)齡兒童(tong)、少年(nian)的(de)(de)(de)就讀(du)(du)與(yu)免(mian)費資格驗核工(gong)作(zuo)(zuo)(zuo);各區(qu)教育(yu)(yu)(yu)(yu)行政(zheng)(zheng)部門(men)和(he)(he)中(zhong)(zhong)小學(xue)(xue)校(xiao)(xiao)(xiao)要建立招(zhao)(zhao)生(sheng)(sheng)(sheng)監察機構并公(gong)布咨詢、監督電話(hua)。各義(yi)(yi)務教育(yu)(yu)(yu)(yu)階段學(xue)(xue)校(xiao)(xiao)(xiao)要規范招(zhao)(zhao)生(sheng)(sheng)(sheng)程序,指導(dao)適(shi)(shi)齡兒童(tong)、少年(nian)的(de)(de)(de)家長按時申請學(xue)(xue)位,按要求及時、準確提供就讀(du)(du)信(xin)息材料,嚴把新生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)關(guan)(guan)。
在(zai)就近入(ru)學、免試入(ru)學、積(ji)(ji)(ji)分入(ru)學政(zheng)策(ce)前提下(xia),鼓勵各區積(ji)(ji)(ji)極(ji)探索(suo)學區制(zhi)(zhi)招生辦法。要(yao)積(ji)(ji)(ji)極(ji)推進(jin)融合(he)教育(yu),依(yi)法保(bao)障能夠接受(shou)普通(tong)教育(yu)的(de)適齡殘(can)疾兒童、少年就近就便隨班(ban)就讀(du)。努力推進(jin)義務教育(yu)優質均(jun)衡發展,嚴(yan)格(ge)按照國家規(gui)定的(de)班(ban)額(e)標(biao)準招生,嚴(yan)格(ge)控制(zhi)(zhi)存(cun)(cun)在(zai)大班(ban)額(e)、大校額(e)學校的(de)招生計劃。積(ji)(ji)(ji)極(ji)采取措施(shi)消除大班(ban)額(e),對現(xian)存(cun)(cun)大班(ban)額(e)、大校額(e)學校要(yao)嚴(yan)控轉學插班(ban),逐步消化(hua)存(cun)(cun)量(liang),嚴(yan)格(ge)控制(zhi)(zhi)增量(liang)。
堅持“屬地(di)管(guan)理(li),以區(qu)(qu)為主”的(de)原(yuan)則(ze),市局直(zhi)屬學校義務教育階段新生(sheng)招(zhao)生(sheng)工作納入所在(zai)區(qu)(qu)教育行政(zheng)部門(men)統一管(guan)理(li)。逐步壓縮特(te)長生(sheng)招(zhao)生(sheng)規模,直(zhi)至2020年(nian)前取(qu)消各類特(te)長生(sheng)招(zhao)生(sheng)。2018年(nian),經批準招(zhao)收特(te)長生(sheng)的(de)直(zhi)屬學校,就近(jin)在(zai)所在(zai)區(qu)(qu)域內(nei)的(de)小學應屆畢業(ye)生(sheng)中選拔(ba)。
三、規范義務教育階段民辦學校招生行為
(一(yi))加強對義(yi)務(wu)教(jiao)育(yu)階段民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)指(zhi)導和(he)(he)管理。各(ge)區教(jiao)育(yu)行(xing)政部門要根(gen)據學(xue)(xue)(xue)(xue)校(xiao)的(de)(de)實際情況(kuang)核(he)(he)準招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)和(he)(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍(wei)。民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)應在核(he)(he)定(ding)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)和(he)(he)范圍(wei)內招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),有寄宿條件的(de)(de)民(min)(min)(min)(min)辦(ban)(ban)(ban)初中(zhong)學(xue)(xue)(xue)(xue)校(xiao)可跨區招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。義(yi)務(wu)教(jiao)育(yu)階段民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)與公(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)統一(yi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)平臺,同步(bu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)制定(ding)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方案,報(bao)所(suo)(suo)屬區教(jiao)育(yu)行(xing)政部門審核(he)(he)后(hou)實施。學(xue)(xue)(xue)(xue)校(xiao)依法(fa)自主招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)簡章及(ji)公(gong)告(gao),通過學(xue)(xue)(xue)(xue)校(xiao)網站向社會公(gong)布(bu),同時向所(suo)(suo)在區教(jiao)育(yu)行(xing)政部門備案。民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡章公(gong)開(kai)內容應包括(kuo)學(xue)(xue)(xue)(xue)校(xiao)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)情況(kuang)、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)程序、面(mian)談(tan)范圍(wei)、收費(fei)標準、“三個(ge)承諾”(不提前(qian)(qian)開(kai)展(zhan)報(bao)名(ming)和(he)(he)面(mian)談(tan)等工作、不收取各(ge)種特(te)制的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)個(ge)人簡歷及(ji)各(ge)類獲(huo)獎(jiang)證書、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取不與任何社會培訓機構掛鉤)等。民(min)(min)(min)(min)辦(ban)(ban)(ban)中(zhong)小學(xue)(xue)(xue)(xue)不得(de)提前(qian)(qian)組織面(mian)向幼兒園大班幼兒、小學(xue)(xue)(xue)(xue)畢業生(sheng)(sheng)(sheng)(sheng)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)宣(xuan)講(jiang)或變(bian)相遴選學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)。
(二)規范(fan)(fan)義(yi)務教育(yu)(yu)階(jie)段民(min)(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招生程(cheng)(cheng)序。義(yi)務教育(yu)(yu)階(jie)段民(min)(min)(min)辦(ban)(ban)中小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)招生一律禁止(zhi)筆試(shi)(shi)(shi)(shi)。各區(qu)教育(yu)(yu)行(xing)政部門要規范(fan)(fan)民(min)(min)(min)辦(ban)(ban)中小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)招生面(mian)(mian)(mian)談程(cheng)(cheng)序。民(min)(min)(min)辦(ban)(ban)中小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)要將面(mian)(mian)(mian)談方(fang)(fang)(fang)案(包(bao)括面(mian)(mian)(mian)談方(fang)(fang)(fang)式(shi)、面(mian)(mian)(mian)談題目等(deng)(deng))密封并加蓋密封章(zhang)封存后,報(bao)(bao)所在教育(yu)(yu)行(xing)政部門備查(cha)。民(min)(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)僅可(ke)組(zu)織一輪面(mian)(mian)(mian)談,嚴(yan)禁組(zu)織兩(liang)輪及(ji)以上的(de)(de)(de)(de)面(mian)(mian)(mian)談。要規范(fan)(fan)面(mian)(mian)(mian)談程(cheng)(cheng)序和(he)方(fang)(fang)(fang)法,面(mian)(mian)(mian)談應結合(he)本校(xiao)(xiao)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)理(li)(li)念(nian)與辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)特點,通過活動(dong)(dong)考察、面(mian)(mian)(mian)談交流(liu)等(deng)(deng)方(fang)(fang)(fang)式(shi),從(cong)行(xing)為習(xi)慣、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習(xi)習(xi)慣、團隊合(he)作、實踐能力、身心(xin)素(su)質、興(xing)趣愛好、家庭(ting)教育(yu)(yu)等(deng)(deng)方(fang)(fang)(fang)面(mian)(mian)(mian),選擇符合(he)條件(jian)的(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生。民(min)(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應安(an)排面(mian)(mian)(mian)談全程(cheng)(cheng)錄音錄像,作為履行(xing)規范(fan)(fan)招生的(de)(de)(de)(de)證據。嚴(yan)禁學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)利用面(mian)(mian)(mian)談進行(xing)任何形式(shi)的(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)科知識(shi)考試(shi)(shi)(shi)(shi)或測試(shi)(shi)(shi)(shi)。嚴(yan)禁對(dui)報(bao)(bao)讀民(min)(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生家長組(zu)織任何形式(shi)的(de)(de)(de)(de)測評(ping)、調研等(deng)(deng)活動(dong)(dong)。民(min)(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)面(mian)(mian)(mian)談過程(cheng)(cheng)應向(xiang)市和(he)區(qu)兩(liang)級教育(yu)(yu)行(xing)政、督導、監察部門以及(ji)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)家委會(hui)代表等(deng)(deng)公開(kai),自覺接受社(she)(she)會(hui)監督。民(min)(min)(min)辦(ban)(ban)中小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)舉(ju)辦(ban)(ban)的(de)(de)(de)(de)“校(xiao)(xiao)園開(kai)放日”向(xiang)社(she)(she)區(qu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生及(ji)其家長展示(shi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)理(li)(li)念(nian)、課程(cheng)(cheng)設置、師資(zi)水(shui)平、辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)特色時(shi),不得(de)同時(shi)組(zu)織學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生報(bao)(bao)名,不得(de)組(zu)織測試(shi)(shi)(shi)(shi)或面(mian)(mian)(mian)談,不得(de)收取學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生任何形式(shi)的(de)(de)(de)(de)簡歷(包(bao)含各類證書)等(deng)(deng)材(cai)料,也不得(de)留下家長的(de)(de)(de)(de)聯系方(fang)(fang)(fang)式(shi)。
四、加強普通高中招生教育管理
積極探索基于初(chu)中(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)業水平(ping)考試(shi)成績、結合綜合表(biao)現(xian)(xian)評價的(de)(de)高中(zhong)(zhong)(zhong)(zhong)階段學(xue)(xue)(xue)校考試(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取(qu)模(mo)式。根(gen)據(ju)國家有關(guan)規(gui)定嚴(yan)(yan)格(ge)控制加分(fen)項目和(he)分(fen)值,健全考生(sheng)(sheng)(sheng)加分(fen)資(zi)(zi)格(ge)審(shen)核(he)公(gong)示(shi)制度,體育、藝(yi)術(shu)和(he)科(ke)技類(lei)等相關(guan)特長和(he)表(biao)現(xian)(xian)記入學(xue)(xue)(xue)生(sheng)(sheng)(sheng)綜合表(biao)現(xian)(xian)評價檔案。繼續推(tui)進優質高中(zhong)(zhong)(zhong)(zhong)指(zhi)標到校改革,完善(shan)優質高中(zhong)(zhong)(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)名額合理分(fen)配到初(chu)中(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)校的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)辦法,2018年,優質高中(zhong)(zhong)(zhong)(zhong)指(zhi)標到校比例為50%。依法規(gui)范(fan)民辦普通(tong)高中(zhong)(zhong)(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)行為,根(gen)據(ju)核(he)定的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃和(he)確定的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍加強(qiang)監管,并與公(gong)辦學(xue)(xue)(xue)校同步招(zhao)(zhao)生(sheng)(sheng)(sheng)。嚴(yan)(yan)禁(jin)擅自(zi)提前招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)禁(jin)違規(gui)跨(kua)市招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)禁(jin)招(zhao)(zhao)生(sheng)(sheng)(sheng)亂收費和(he)有償招(zhao)(zhao)生(sheng)(sheng)(sheng),維護(hu)正常的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)秩序。做(zuo)好進城務工(gong)人員隨遷子女(nv)接受義務教育后在我市參加升學(xue)(xue)(xue)考試(shi)工(gong)作,完善(shan)學(xue)(xue)(xue)位建(jian)設(she)機制,合理配置教育資(zi)(zi)源,通(tong)過信息(xi)技術(shu)手(shou)段方便隨遷子女(nv)報考,保障隨遷子女(nv)公(gong)平(ping)享受教育權利和(he)升學(xue)(xue)(xue)機會
五、加強宣傳引導
堅持陽光招(zhao)生,加強宣(xuan)(xuan)(xuan)傳(chuan)(chuan)引(yin)導。市、區(qu)(qu)教(jiao)(jiao)育(yu)部(bu)門要編印宣(xuan)(xuan)(xuan)傳(chuan)(chuan)手冊和宣(xuan)(xuan)(xuan)傳(chuan)(chuan)畫報等資料(liao),多(duo)渠(qu)道多(duo)形式開(kai)展招(zhao)生宣(xuan)(xuan)(xuan)傳(chuan)(chuan)工(gong)(gong)作(zuo)。各區(qu)(qu)要召開(kai)新聞通氣會,解讀本區(qu)(qu)義務教(jiao)(jiao)育(yu)招(zhao)生積分入學細則,要在門戶網(wang)站、官方微博、官方微信等媒介宣(xuan)(xuan)(xuan)傳(chuan)(chuan)。要組(zu)織(zhi)召開(kai)幼兒園、小學家長(chang)會議,積極主動宣(xuan)(xuan)(xuan)傳(chuan)(chuan),要聯系(xi)社區(qu)(qu)工(gong)(gong)作(zuo)站協助宣(xuan)(xuan)(xuan)傳(chuan)(chuan),切實做(zuo)好(hao)招(zhao)生宣(xuan)(xuan)(xuan)傳(chuan)(chuan)工(gong)(gong)作(zuo)。對群(qun)眾關(guan)注的教(jiao)(jiao)育(yu)熱點(dian)難(nan)點(dian)重(zhong)點(dian)問題,各區(qu)(qu)教(jiao)(jiao)育(yu)行政部(bu)門要摸清摸準,及時(shi)做(zuo)好(hao)針對性(xing)的宣(xuan)(xuan)(xuan)傳(chuan)(chuan)解釋工(gong)(gong)作(zuo)。
六、加強監督檢查
(一)嚴(yan)(yan)(yan)(yan)(yan)格落(luo)實(shi)教(jiao)(jiao)(jiao)育部(bu)“十項嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)”紀(ji)律要求。嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)無計(ji)劃、超(chao)計(ji)劃組(zu)(zu)織(zhi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)結束(shu)后,學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)不(bu)得(de)擅自招(zhao)(zhao)收(shou)(shou)已被其他學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)錄取(qu)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)自行組(zu)(zu)織(zhi)或(huo)與(yu)社(she)會培訓機(ji)構(gou)聯合(he)(he)組(zu)(zu)織(zhi)以選拔生(sheng)(sheng)(sheng)(sheng)源為目的(de)的(de)各類考(kao)(kao)試,或(huo)采用(yong)社(she)會培訓機(ji)構(gou)自行組(zu)(zu)織(zhi)的(de)各類考(kao)(kao)試結果;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)提(ti)(ti)前組(zu)(zu)織(zhi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),變相“掐尖”選生(sheng)(sheng)(sheng)(sheng)源;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)公(gong)辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)與(yu)民辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)混合(he)(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、混合(he)(he)編(bian)班;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)以高(gao)(gao)額物質獎勵、虛(xu)假宣(xuan)傳(chuan)等不(bu)正當手段(duan)招(zhao)(zhao)攬生(sheng)(sheng)(sheng)(sheng)源;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)任(ren)何(he)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)收(shou)(shou)取(qu)或(huo)變相收(shou)(shou)取(qu)與(yu)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)掛鉤的(de)“捐資助學(xue)(xue)(xue)(xue)(xue)(xue)(xue)款(kuan)”;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)義務教(jiao)(jiao)(jiao)育階(jie)段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)以各類競賽證(zheng)書、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)科競賽成(cheng)績或(huo)考(kao)(kao)級證(zheng)明(ming)等作為招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)依據;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)義務教(jiao)(jiao)(jiao)育階(jie)段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)設(she)立任(ren)何(he)名(ming)義的(de)重點(dian)班、快慢班;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)初高(gao)(gao)中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)進行中(zhong)(zhong)高(gao)(gao)考(kao)(kao)成(cheng)績排名(ming)、宣(xuan)傳(chuan)中(zhong)(zhong)高(gao)(gao)考(kao)(kao)狀元和升(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)率,教(jiao)(jiao)(jiao)育行政部(bu)門也不(bu)得(de)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)中(zhong)(zhong)高(gao)(gao)考(kao)(kao)情(qing)況(kuang)進行排名(ming),以及向(xiang)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)提(ti)(ti)供非(fei)本(ben)校(xiao)(xiao)的(de)中(zhong)(zhong)高(gao)(gao)考(kao)(kao)成(cheng)績數據;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)出現人(ren)籍(ji)分(fen)離(li)、空掛學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)造(zao)假等現象,不(bu)得(de)為違規跨區域招(zhao)(zhao)收(shou)(shou)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)和違規轉學(xue)(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)辦理學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)轉接。
(二)全面(mian)強化監督(du)問責(ze)。各區要(yao)完(wan)善違(wei)紀(ji)舉(ju)報(bao)和(he)申(shen)訴(su)受(shou)理機制,嚴肅查處(chu)違(wei)規(gui)違(wei)紀(ji)行為(wei)。對于(yu)造成(cheng)不良影響(xiang)或嚴重(zhong)后果的學校,視(shi)情節輕重(zhong)給予約(yue)談、通報(bao)批(pi)評、追(zhui)究相關(guan)人員(yuan)責(ze)任(ren)等處(chu)罰(fa)。對于(yu)民辦學校,還(huan)可依照有(you)關(guan)規(gui)定給予減(jian)少下一年(nian)(nian)度招生(sheng)(sheng)(sheng)計劃、停止當年(nian)(nian)招生(sheng)(sheng)(sheng)直至吊銷辦學許可證的處(chu)罰(fa)。市(shi)教(jiao)育(yu)部門(men)將于(yu)2018年(nian)(nian)秋季開學后兩(liang)周內,開展義務教(jiao)育(yu)招生(sheng)(sheng)(sheng)工作(zuo)專(zhuan)項(xiang)檢查,對存(cun)在嚴重(zhong)違(wei)規(gui)招生(sheng)(sheng)(sheng)行為(wei)的學校要(yao)予以通報(bao)。
