
深圳市教育局關于做(zuo)好2019年普通中小(xiao)學招生入學工(gong)作的通知

各區(新(xin)區)、深汕特別合(he)作區教育(yu)行(xing)政部門,市局直屬各學校:
為深(shen)入貫徹黨(dang)的十九大精神,努(nu)力(li)讓每個孩子都能享有(you)公(gong)平(ping)而有(you)質量的教(jiao)育(yu),根據《中(zhong)華(hua)人(ren)民共(gong)和(he)國(guo)義務(wu)教(jiao)育(yu)法》和(he)《教(jiao)育(yu)部辦(ban)公(gong)廳關于(yu)做好(hao)2019年(nian)普(pu)通中(zhong)小學(xue)(xue)(xue)招(zhao)生入學(xue)(xue)(xue)工(gong)作的通知(zhi)》(教(jiao)基廳〔2019〕1號(hao))、《廣東省教(jiao)育(yu)廳轉發(fa)關于(yu)做好(hao)2019年(nian)普(pu)通中(zhong)小學(xue)(xue)(xue)招(zhao)生入學(xue)(xue)(xue)工(gong)作的通知(zhi)》(粵教(jiao)基函(han)〔2019〕70號(hao))及(ji)《深(shen)圳(zhen)市非(fei)深(shen)戶(hu)籍人(ren)員子女接(jie)受義務(wu)教(jiao)育(yu)管理辦(ban)法》(深(shen)府規〔2018〕3號(hao))要求,現就做好(hao)我市2019年(nian)度普(pu)通中(zhong)小學(xue)(xue)(xue)招(zhao)生入學(xue)(xue)(xue)工(gong)作通知(zhi)如下:
一、嚴格落實義務教育學校招生入學規定
(一(yi)(yi))落(luo)實區政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)職責(ze)(ze),實現“兩為(wei)主”。各(ge)區(含新(xin)區、深汕合作(zuo)(zuo)區,下同)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)作(zuo)(zuo)為(wei)發展和(he)管理(li)義(yi)務教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)(de)責(ze)(ze)任主體和(he)行為(wei)主體,要(yao)(yao)(yao)堅持按(an)照“以流入地政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)為(wei)主、以公辦學(xue)校(xiao)為(wei)主”的(de)(de)(de)(de)要(yao)(yao)(yao)求(qiu),增加公辦學(xue)位(wei)(wei)供給(gei),統籌公民辦學(xue)校(xiao)招(zhao)(zhao)生(sheng),切(qie)實保(bao)障(zhang)符合條件的(de)(de)(de)(de)適齡兒(er)童(tong)、少(shao)年接受義(yi)務教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)(de)權利。堅決防止(zhi)將政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)舉辦義(yi)務教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)(de)責(ze)(ze)任推向市場(chang)。各(ge)區要(yao)(yao)(yao)加強(qiang)(qiang)組織領導和(he)統籌協調,成立義(yi)務教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)領導小(xiao)組,主管區領導為(wei)組長(chang),及(ji)時(shi)(shi)妥善處(chu)理(li)本區義(yi)務教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)中(zhong)的(de)(de)(de)(de)熱點(dian)難點(dian)問題,定(ding)期(qi)召開招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)聯(lian)(lian)席會議(yi),建(jian)立長(chang)效協調工(gong)作(zuo)(zuo)機制。各(ge)區教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)(zheng)(zheng)部(bu)(bu)門要(yao)(yao)(yao)切(qie)實加強(qiang)(qiang)對義(yi)務教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)組織和(he)管理(li),做(zuo)好(hao)學(xue)位(wei)(wei)預(yu)測,及(ji)時(shi)(shi)公布(bu)學(xue)位(wei)(wei)供需情況,制定(ding)和(he)落(luo)實招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)方案(an)和(he)應急預(yu)案(an),做(zuo)好(hao)網(wang)上招(zhao)(zhao)生(sheng)報名的(de)(de)(de)(de)組織工(gong)作(zuo)(zuo),指(zhi)導所屬學(xue)校(xiao)及(ji)時(shi)(shi)、妥善處(chu)理(li)招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)中(zhong)出(chu)現的(de)(de)(de)(de)信(xin)(xin)訪問題;要(yao)(yao)(yao)加強(qiang)(qiang)與(yu)相關部(bu)(bu)門的(de)(de)(de)(de)溝通和(he)聯(lian)(lian)系,充分利用現代信(xin)(xin)息技術手段(duan)實施多部(bu)(bu)門聯(lian)(lian)網(wang)審核驗(yan)證,共同做(zuo)好(hao)適齡兒(er)童(tong)、少(shao)年的(de)(de)(de)(de)就讀(du)與(yu)免費資(zi)格驗(yan)核工(gong)作(zuo)(zuo);教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)(zheng)(zheng)部(bu)(bu)門和(he)中(zhong)小(xiao)學(xue)校(xiao)要(yao)(yao)(yao)建(jian)立招(zhao)(zhao)生(sheng)監(jian)察(cha)機構并公布(bu)咨(zi)詢、監(jian)督電(dian)話(hua)。各(ge)義(yi)務教(jiao)(jiao)育(yu)(yu)階(jie)(jie)段(duan)學(xue)校(xiao)要(yao)(yao)(yao)規范招(zhao)(zhao)生(sheng)程(cheng)序,指(zhi)導適齡兒(er)童(tong)、少(shao)年的(de)(de)(de)(de)家(jia)長(chang)按(an)時(shi)(shi)申請學(xue)位(wei)(wei),按(an)要(yao)(yao)(yao)求(qiu)及(ji)時(shi)(shi)、準確提供就讀(du)信(xin)(xin)息。市局(ju)直屬學(xue)校(xiao)義(yi)務教(jiao)(jiao)育(yu)(yu)階(jie)(jie)段(duan)新(xin)生(sheng)招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)納入所在區教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)(zheng)(zheng)部(bu)(bu)門統一(yi)(yi)管理(li)。
(二)落(luo)實控輟(chuo)保(bao)學(xue)(xue)(xue)法定職(zhi)責(ze)。各區(qu)要切(qie)實履行義務教(jiao)育控輟(chuo)保(bao)學(xue)(xue)(xue)法定職(zhi)責(ze),做(zuo)好失學(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)適(shi)齡(ling)兒童情(qing)況排查(cha),建立(li)失學(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)適(shi)齡(ling)兒童、少(shao)(shao)年工作臺帳,加強學(xue)(xue)(xue)籍(ji)管理,按(an)照“人(ren)籍(ji)一(yi)(yi)致”原則(ze)及時做(zuo)好學(xue)(xue)(xue)籍(ji)建檔工作,市教(jiao)育局(ju)將全面監控中考報名(ming)人(ren)數與上一(yi)(yi)學(xue)(xue)(xue)年初二學(xue)(xue)(xue)業水平考試人(ren)數的(de)(de)(de)變(bian)化,重點(dian)查(cha)處(chu)(chu)差額較(jiao)大的(de)(de)(de)區(qu)和學(xue)(xue)(xue)校(xiao),杜(du)絕以(yi)“強行分流”的(de)(de)(de)做(zuo)法,剝奪符合條件的(de)(de)(de)學(xue)(xue)(xue)生參加中考的(de)(de)(de)權利(li),切(qie)實做(zuo)好控輟(chuo)保(bao)學(xue)(xue)(xue)工作。適(shi)齡(ling)兒童、少(shao)(shao)年因身體狀(zhuang)況需(xu)要延緩入學(xue)(xue)(xue)或(huo)(huo)者(zhe)休學(xue)(xue)(xue)的(de)(de)(de),其(qi)父(fu)母(mu)或(huo)(huo)者(zhe)其(qi)他法定監護人(ren)應當提(ti)出申(shen)請,報區(qu)教(jiao)育行政部門備案。各區(qu)要認真排查(cha)并嚴(yan)厲(li)查(cha)處(chu)(chu)社會培訓機構(gou)以(yi)“國(guo)學(xue)(xue)(xue)班”“讀(du)經(jing)班”“私塾”等形式替代(dai)義務教(jiao)育的(de)(de)(de)非法辦學(xue)(xue)(xue)行為。父(fu)母(mu)或(huo)(huo)者(zhe)其(qi)他法定監護人(ren)無正當理由未(wei)送適(shi)齡(ling)兒童、少(shao)(shao)年入學(xue)(xue)(xue)接受(shou)義務教(jiao)育或(huo)(huo)造(zao)成(cheng)輟(chuo)學(xue)(xue)(xue),情(qing)節嚴(yan)重或(huo)(huo)構(gou)成(cheng)犯罪的(de)(de)(de),依(yi)法追(zhui)究法律(lv)責(ze)任。加強外籍(ji)人(ren)員(yuan)子女(nv)學(xue)(xue)(xue)校(xiao)招生管理,不得招收中國(guo)籍(ji)學(xue)(xue)(xue)生。
(三)落(luo)實(shi)特(te)(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)發展(zhan)職責(ze)。保障(zhang)適(shi)齡(ling)殘(can)疾(ji)兒(er)童(tong)、少年接受義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)的(de)(de)權(quan)利(li),是各區(qu)(qu)政府的(de)(de)職責(ze)。原則上(shang)全市(shi)各區(qu)(qu)(新區(qu)(qu))各建設至少1所獨立設置(zhi)的(de)(de)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)階(jie)段(duan)綜合(he)性特(te)(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)。應根(gen)據區(qu)(qu)內(nei)特(te)(te)(te)(te)殊(shu)(shu)學(xue)生數(shu)量,因(yin)地制(zhi)宜(yi),實(shi)事求是,合(he)理(li)設置(zhi)學(xue)校(xiao)(xiao)(xiao)規模。可采(cai)取借址辦學(xue)等多種(zhong)方式(shi)(shi)先(xian)把(ba)學(xue)校(xiao)(xiao)(xiao)辦起來,確保2019年9月開(kai)學(xue)。按(an)照“全覆蓋(gai)、零拒絕”的(de)(de)要求,根(gen)據適(shi)齡(ling)殘(can)疾(ji)兒(er)童(tong)、少年的(de)(de)實(shi)際制(zhi)訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)安(an)(an)置(zhi)方案,通(tong)過(guo)普通(tong)學(xue)校(xiao)(xiao)(xiao)就(jiu)讀(du)、特(te)(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)就(jiu)讀(du)、送教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)門等多種(zhong)方式(shi)(shi),逐一做好入學(xue)安(an)(an)置(zhi)工作。以(yi)融(rong)合(he)發展(zhan)為導(dao)向,以(yi)普通(tong)學(xue)校(xiao)(xiao)(xiao)為特(te)(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)發展(zhan)主(zhu)陣地,優先(xian)采(cai)用普通(tong)學(xue)校(xiao)(xiao)(xiao)就(jiu)讀(du)的(de)(de)方式(shi)(shi),就(jiu)近安(an)(an)排(pai)能接受普通(tong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)的(de)(de)適(shi)齡(ling)殘(can)疾(ji)兒(er)童(tong)、少年就(jiu)讀(du)。招收殘(can)疾(ji)兒(er)童(tong)、少年5人以(yi)上(shang)的(de)(de)普通(tong)學(xue)校(xiao)(xiao)(xiao)要按(an)規定建設特(te)(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)資源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室,按(an)標準配(pei)備(bei)專職資源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師。努力實(shi)現到2020年,殘(can)疾(ji)兒(er)童(tong)、少年義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)入學(xue)率達到95%以(yi)上(shang)的(de)(de)目標任(ren)務(wu)(wu)。市(shi)、區(qu)(qu)特(te)(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)科學(xue)設置(zhi)招生類(lei)別、學(xue)段(duan),錯(cuo)位發展(zhan),協調發展(zhan),形成視障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)、聽障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)以(yi)市(shi)為主(zhu),智障(zhang)等其他類(lei)型的(de)(de)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)以(yi)區(qu)(qu)為主(zhu)的(de)(de)格局。市(shi)屬特(te)(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)要擴大高(gao)中階(jie)段(duan)招生規模,讓完成義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)且有(you)意愿的(de)(de)殘(can)疾(ji)學(xue)生都能接受適(shi)宜(yi)的(de)(de)高(gao)中階(jie)段(duan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)。
(四)落實隨遷子女(nv)入(ru)(ru)學(xue)(xue)(xue)(xue)政策,嚴把招生(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)關。所有義務(wu)教(jiao)育(yu)階段公(gong)辦學(xue)(xue)(xue)(xue)校(xiao)和(he)(he)民(min)辦學(xue)(xue)(xue)(xue)校(xiao)不(bu)得招收不(bu)符合就(jiu)讀條(tiao)件(jian)的(de)學(xue)(xue)(xue)(xue)生(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue),要(yao)嚴格執(zhi)行《深(shen)圳(zhen)市非深(shen)戶籍人員子女(nv)接受(shou)義務(wu)教(jiao)育(yu)管理辦法》(深(shen)府(fu)規〔2018〕3號),以(yi)居住證作為主(zhu)要(yao)入(ru)(ru)學(xue)(xue)(xue)(xue)依據,按照(zhao)“兩個(ge)滿(man)1年”條(tiao)件(jian)嚴把招生(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)關,即父母雙方或一方持有具有使用功(gong)能(neng)的(de)深(shen)圳(zhen)經濟特區居住證,且在深(shen)圳(zhen)居住滿(man)1年、連(lian)續參加社(she)會保險(養老保險和(he)(he)醫療保險)滿(man)1年。符合就(jiu)讀條(tiao)件(jian)在民(min)辦學(xue)(xue)(xue)(xue)校(xiao)就(jiu)讀的(de)學(xue)(xue)(xue)(xue)生(sheng)可(ke)享受(shou)義務(wu)教(jiao)育(yu)學(xue)(xue)(xue)(xue)位(wei)補貼(tie)。

(六)落實陽(yang)光(guang)招(zhao)(zhao)生(sheng)(sheng),完善積分(fen)入(ru)(ru)學(xue)政策(ce)。按(an)照“合法穩定(ding)住(zhu)所,合法穩定(ding)職業(ye)”的政策(ce)要(yao)(yao)(yao)求,各區要(yao)(yao)(yao)不(bu)斷優(you)(you)(you)化和完善積分(fen)入(ru)(ru)學(xue)實施(shi)細則,充分(fen)體現教育公平,合理設置積分(fen)類(lei)別、項目、標準(zhun)和分(fen)值,根據積分(fen)情況(kuang)和招(zhao)(zhao)生(sheng)(sheng)計劃安(an)(an)排(pai)學(xue)位,實施(shi)過程中要(yao)(yao)(yao)做到積分(fen)標準(zhun)、積分(fen)結(jie)果、學(xue)位安(an)(an)排(pai)“三公開”。各區教育行政部(bu)門制定(ding)的積分(fen)入(ru)(ru)學(xue)細則要(yao)(yao)(yao)在招(zhao)(zhao)生(sheng)(sheng)工作實施(shi)前報市教育局備案。繼續壓縮(suo)義務(wu)教育階段(duan)學(xue)校各類(lei)特(te)長(chang)(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)規模,縮(suo)減(jian)特(te)長(chang)(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)計劃,至2020年全面取消(xiao)各類(lei)特(te)長(chang)(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)。2019年批準(zhun)招(zhao)(zhao)收特(te)長(chang)(chang)生(sheng)(sheng)的市局直屬學(xue)校,就(jiu)近在所在行政區域內的小學(xue)應屆畢業(ye)生(sheng)(sheng)中選拔特(te)長(chang)(chang)生(sheng)(sheng),錄取結(jie)果需通過學(xue)校網站(zhan)向社會公示。對烈(lie)士子(zi)(zi)女(nv)、現役(yi)軍人(ren)子(zi)(zi)女(nv)、消(xiao)防救援隊(dui)伍人(ren)員子(zi)(zi)女(nv)、公安(an)(an)英模和因公犧牲傷(shang)殘警察子(zi)(zi)女(nv)落實教育優(you)(you)(you)待政策(ce),對高層次人(ren)才(cai)子(zi)(zi)女(nv)落實教育優(you)(you)(you)惠政策(ce),并向社會公示。
(七)落(luo)實教育優質均(jun)衡發展(zhan)要求,消除大(da)班(ban)額(e)。各區要合(he)理配置(zhi)教育資(zi)源(yuan),增加學位供給,切實采取措施消除大(da)班(ban)額(e),確(que)保中(zhong)小(xiao)學校起(qi)始年(nian)級嚴格按照國家規定標準班(ban)額(e)(小(xiao)學45人(ren),初(chu)中(zhong)50人(ren))招生,堅決(jue)防止產生新的(de)大(da)班(ban)額(e)。到(dao)2020年(nian)基本消除小(xiao)學45人(ren)以上、初(chu)中(zhong)50人(ren)以上大(da)班(ban)額(e)(進城務工人(ren)員隨遷子女占30%以上的(de)學校,小(xiao)學不超(chao)過50人(ren),初(chu)中(zhong)不超(chao)過55人(ren))。
二、嚴格規范普通高中招生行為
(八(ba))規(gui)(gui)范招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃管(guan)理。科(ke)學編(bian)制(zhi)高中(zhong)(zhong)階段招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃,合(he)理配置普通(tong)高中(zhong)(zhong)和中(zhong)(zhong)職教育學位資源。公(gong)辦普通(tong)高中(zhong)(zhong)要嚴格按(an)(an)(an)照法定(ding)(ding)建設規(gui)(gui)模招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),民辦普通(tong)高中(zhong)(zhong)要嚴格按(an)(an)(an)照核定(ding)(ding)規(gui)(gui)模招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。積極(ji)探(tan)索基于初(chu)中(zhong)(zhong)學業水平考試成績、結合(he)綜(zong)合(he)表現(xian)評(ping)價的(de)高中(zhong)(zhong)階段學校考試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取模式。所有高中(zhong)(zhong)學校(包括民辦普通(tong)高中(zhong)(zhong))須嚴格按(an)(an)(an)照規(gui)(gui)定(ding)(ding)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時(shi)間、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式進行(xing)統一招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴禁違規(gui)(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖”招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨區域招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計(ji)(ji)劃招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴禁招(zhao)(zhao)收(shou)“掛讀生(sheng)(sheng)(sheng)(sheng)(sheng)”“擇校生(sheng)(sheng)(sheng)(sheng)(sheng)”和變(bian)相招(zhao)(zhao)收(shou)“借讀生(sheng)(sheng)(sheng)(sheng)(sheng)”。嚴格控制(zhi)加分項目及分值,規(gui)(gui)范資格審查制(zhi)度(du)。
(九)規范指(zhi)標(biao)生管理(li)。完善(shan)優質高(gao)中(zhong)(zhong)招生名額合理(li)分配到(dao)(dao)初(chu)中(zhong)(zhong)學校(xiao)的招生辦法,2019年(nian)優質高(gao)中(zhong)(zhong)指(zhi)標(biao)到(dao)(dao)校(xiao)比例為50%,按(an)初(chu)中(zhong)(zhong)學校(xiao)在(zai)校(xiao)生數,直接(jie)分配到(dao)(dao)區(qu)域內各初(chu)中(zhong)(zhong)學校(xiao)(含民辦)。
(十)規(gui)范自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、直(zhi)(zhi)(zhi)升(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管理(li)。進一步完善和(he)規(gui)范自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),公(gong)(gong)(gong)辦(ban)普通(tong)(tong)(tong)高中(zhong)(zhong)(zhong)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比(bi)例(li)不(bu)得(de)(de)超過學(xue)(xue)校(xiao)(xiao)年(nian)(nian)度招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)的(de)(de)10%。未(wei)(wei)完成(cheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)的(de)(de)民(min)辦(ban)普通(tong)(tong)(tong)高中(zhong)(zhong)(zhong),可申請(qing)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。經(jing)審批(pi)可以開(kai)展自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)高中(zhong)(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)須提前主(zhu)(zhu)(zhu)(zhu)動公(gong)(gong)(gong)開(kai)經(jing)市教(jiao)育(yu)局備案(an)的(de)(de)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方案(an)(含招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范圍、計劃(hua)(hua)、標準、辦(ban)法(fa)和(he)程序等);公(gong)(gong)(gong)辦(ban)普通(tong)(tong)(tong)高中(zhong)(zhong)(zhong)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)校(xiao)(xiao)須在中(zhong)(zhong)(zhong)考(kao)結(jie)(jie)束(shu)后(hou)(hou)、中(zhong)(zhong)(zhong)考(kao)成(cheng)績放榜前,嚴格(ge)按照自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)法(fa)和(he)程序組織自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),并(bing)(bing)主(zhu)(zhu)(zhu)(zhu)動公(gong)(gong)(gong)開(kai)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)各(ge)環節和(he)錄(lu)取(qu)(qu)結(jie)(jie)果。民(min)辦(ban)普通(tong)(tong)(tong)高中(zhong)(zhong)(zhong)應在完成(cheng)劃(hua)(hua)線錄(lu)取(qu)(qu)結(jie)(jie)束(shu)后(hou)(hou)一周內安排學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)報(bao)到注冊,逾期未(wei)(wei)報(bao)到的(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)視為(wei)主(zhu)(zhu)(zhu)(zhu)動放棄錄(lu)取(qu)(qu)資格(ge),相關計劃(hua)(hua)可轉為(wei)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)。民(min)辦(ban)普通(tong)(tong)(tong)高中(zhong)(zhong)(zhong)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)不(bu)得(de)(de)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收被其(qi)它(ta)學(xue)(xue)校(xiao)(xiao)錄(lu)取(qu)(qu)的(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不(bu)得(de)(de)錄(lu)取(qu)(qu)未(wei)(wei)在我(wo)市參加中(zhong)(zhong)(zhong)考(kao)的(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。2019年(nian)(nian)經(jing)批(pi)準自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)高中(zhong)(zhong)(zhong)學(xue)(xue)校(xiao)(xiao),錄(lu)取(qu)(qu)結(jie)(jie)果需通(tong)(tong)(tong)過學(xue)(xue)校(xiao)(xiao)網站向社會(hui)公(gong)(gong)(gong)示。建立(li)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養跟蹤(zong)機制,須每年(nian)(nian)3月份向市教(jiao)育(yu)局報(bao)送上一年(nian)(nian)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)評估(gu)報(bao)告。對自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養工作(zuo)成(cheng)效(xiao)差,出現(xian)弄虛作(zuo)假(jia)行為(wei)的(de)(de)學(xue)(xue)校(xiao)(xiao),市教(jiao)育(yu)局將(jiang)取(qu)(qu)消其(qi)自(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)資格(ge)并(bing)(bing)通(tong)(tong)(tong)報(bao)批(pi)評。2019年(nian)(nian)直(zhi)(zhi)(zhi)升(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比(bi)例(li)不(bu)超過5%,2020年(nian)(nian)全面取(qu)(qu)消直(zhi)(zhi)(zhi)升(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。直(zhi)(zhi)(zhi)升(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)必(bi)須體(ti)現(xian)公(gong)(gong)(gong)平、公(gong)(gong)(gong)正、公(gong)(gong)(gong)開(kai)的(de)(de)原則(ze)。
(十一)規范特(te)(te)(te)(te)長(chang)生(sheng)招(zhao)生(sheng)管(guan)理。為全面落實國家(jia)、省(sheng)、市(shi)有(you)關(guan)高中(zhong)(zhong)教(jiao)(jiao)育發展的(de)相關(guan)意見和要(yao)求,我(wo)市(shi)堅(jian)持“規模嚴(yan)控(kong)、質量至上”的(de)原則(ze),緊緊圍繞特(te)(te)(te)(te)色(se)(se)團隊建設主(zhu)線,鼓勵高中(zhong)(zhong)教(jiao)(jiao)育多樣化、特(te)(te)(te)(te)色(se)(se)化發展。我(wo)市(shi)將繼續(xu)實行高中(zhong)(zhong)特(te)(te)(te)(te)長(chang)生(sheng)招(zhao)生(sheng)政策,具備(bei)招(zhao)收特(te)(te)(te)(te)長(chang)生(sheng)條件的(de)高中(zhong)(zhong)學(xue)校(xiao)應在資源配置、招(zhao)生(sheng)項目、課程建設、績效評(ping)價、風險管(guan)控(kong)等方面做好工作方案(an)(具體(ti)(ti)招(zhao)生(sheng)方案(an)由市(shi)教(jiao)(jiao)育局德育與(yu)體(ti)(ti)育衛生(sheng)藝(yi)術(shu)教(jiao)(jiao)育處制(zhi)定并下(xia)達),確(que)保特(te)(te)(te)(te)長(chang)生(sheng)招(zhao)生(sheng)工作有(you)序(xu)、規范、公平、陽光、有(you)效,杜絕(jue)對(dui)學(xue)校(xiao)特(te)(te)(te)(te)色(se)(se)發展作用不大(da)的(de)做法出現,避免“求大(da)求全”。
(十二)規范實(shi)驗(yan)(yan)班(ban)(ban)(ban)(ban)、試(shi)點班(ban)(ban)(ban)(ban)管理。普通(tong)(tong)高中(zhong)舉辦(ban)的各類實(shi)驗(yan)(yan)班(ban)(ban)(ban)(ban)、試(shi)點班(ban)(ban)(ban)(ban),要報省級(ji)教(jiao)育(yu)行政部門(men)登記(ji)備案,要嚴(yan)格控制規模,健全科學(xue)公(gong)(gong)(gong)開(kai)(kai)公(gong)(gong)(gong)正的選拔機制,加強跟蹤研究和(he)階段性(xing)評估。各區(qu)教(jiao)育(yu)行政部門(men)和(he)市局(ju)直(zhi)屬高中(zhong)要認真(zhen)開(kai)(kai)展公(gong)(gong)(gong)、民辦(ban)普通(tong)(tong)高中(zhong)舉辦(ban)各類實(shi)驗(yan)(yan)班(ban)(ban)(ban)(ban)、試(shi)點班(ban)(ban)(ban)(ban)登記(ji)造冊工作,填(tian)寫(xie)好《XX區(qu)(市局(ju)直(zhi)屬學(xue)校(xiao))普通(tong)(tong)高中(zhong)實(shi)驗(yan)(yan)班(ban)(ban)(ban)(ban)、試(shi)點班(ban)(ban)(ban)(ban)統計表》(見附件(jian)5),于4月30日(ri)前由(you)各區(qu)教(jiao)育(yu)行政部門(men)負責分公(gong)(gong)(gong)、民辦(ban)普通(tong)(tong)高中(zhong)兩類,將(jiang)加蓋公(gong)(gong)(gong)章(zhang)的“XX區(qu)(市局(ju)直(zhi)屬學(xue)校(xiao))普通(tong)(tong)高中(zhong)實(shi)驗(yan)(yan)班(ban)(ban)(ban)(ban)、試(shi)點班(ban)(ban)(ban)(ban)統計表”(掃描版)通(tong)(tong)過電子郵件(jian)方式分別(bie)報市教(jiao)育(yu)局(ju)基礎教(jiao)育(yu)處和(he)社會力量辦(ban)學(xue)管理處備案(相關(guan)聯系(xi)人和(he)郵箱地(di)址詳見附件(jian)5)。
(十三)規范中考(kao)(kao)組(zu)織(zhi)管(guan)理。中考(kao)(kao)組(zu)織(zhi)管(guan)理工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)實(shi)(shi)行(xing)各(ge)(ge)(ge)區(qu)(市屬(shu)學校按(an)屬(shu)地劃到區(qu))負責制,中考(kao)(kao)考(kao)(kao)點(dian)(dian)(dian)實(shi)(shi)行(xing)分(fen)級管(guan)理和(he)主考(kao)(kao)負責制。各(ge)(ge)(ge)區(qu)教育行(xing)政(zheng)部門(men)、各(ge)(ge)(ge)考(kao)(kao)點(dian)(dian)(dian)要(yao)成立中考(kao)(kao)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)領導小(xiao)組(zu),建(jian)立責任追(zhui)究制,落實(shi)(shi)“誰(shui)主管(guan)、誰(shui)負責”制度,簽訂工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)責任書,確保責任落實(shi)(shi)到崗到人。各(ge)(ge)(ge)考(kao)(kao)點(dian)(dian)(dian)要(yao)對(dui)照《廣東省國家教育考(kao)(kao)試(shi)標準化考(kao)(kao)點(dian)(dian)(dian)管(guan)理辦法(試(shi)行(xing))》,切(qie)實(shi)(shi)加(jia)強(qiang)考(kao)(kao)點(dian)(dian)(dian)硬件軟件建(jian)設(she)(she),實(shi)(shi)現電子(zi)監控和(he)“網上巡考(kao)(kao)”。各(ge)(ge)(ge)區(qu)要(yao)按(an)全市統一要(yao)求和(he)布置,加(jia)強(qiang)對(dui)本(ben)區(qu)中考(kao)(kao)保密(mi)、考(kao)(kao)試(shi)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)人員隊(dui)伍(wu)的培訓,加(jia)強(qiang)對(dui)本(ben)區(qu)中考(kao)(kao)保密(mi)、考(kao)(kao)務、考(kao)(kao)點(dian)(dian)(dian)的管(guan)理和(he)監督,2019年5月底前對(dui)本(ben)區(qu)考(kao)(kao)點(dian)(dian)(dian)軟硬件設(she)(she)施(shi)(尤其(qi)是英語聽說設(she)(she)備)和(he)考(kao)(kao)務工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)準備情(qing)況進行(xing)檢查(cha)驗收(shou),切(qie)實(shi)(shi)排除(chu)各(ge)(ge)(ge)類風險(xian)隱患(huan),確保考(kao)(kao)務組(zu)織(zhi)管(guan)理工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)安全有序。
三、嚴格執行“十項嚴禁”紀律要求
嚴(yan)(yan)(yan)禁(jin)無計劃(hua)、超計劃(hua)組(zu)(zu)織(zhi)(zhi)招生(sheng),招生(sheng)結束(shu)后,學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)不得(de)擅自招收(shou)(shou)已被其(qi)他學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)錄取的(de)(de)(de)學(xue)(xue)(xue)(xue)生(sheng);嚴(yan)(yan)(yan)禁(jin)自行組(zu)(zu)織(zhi)(zhi)或(huo)與社會培(pei)訓機(ji)構聯合(he)(he)組(zu)(zu)織(zhi)(zhi)以(yi)選拔生(sheng)源為(wei)目的(de)(de)(de)的(de)(de)(de)各(ge)(ge)類考(kao)試,或(huo)采用社會培(pei)訓機(ji)構自行組(zu)(zu)織(zhi)(zhi)的(de)(de)(de)各(ge)(ge)類考(kao)試結果; 嚴(yan)(yan)(yan)禁(jin)提前組(zu)(zu)織(zhi)(zhi)招生(sheng),變(bian)相“掐尖”選生(sheng)源;嚴(yan)(yan)(yan)禁(jin)公辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)與民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)混合(he)(he)招生(sheng)、混合(he)(he)編班(ban);嚴(yan)(yan)(yan)禁(jin)以(yi)高額物質獎勵、虛假宣(xuan)傳等不正(zheng)當手段招攬(lan)生(sheng)源;嚴(yan)(yan)(yan)禁(jin)任何(he)(he)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)取或(huo)變(bian)相收(shou)(shou)取與入學(xue)(xue)(xue)(xue)掛(gua)鉤的(de)(de)(de)“捐(juan)資助學(xue)(xue)(xue)(xue)款”;嚴(yan)(yan)(yan)禁(jin)義(yi)務教育階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)以(yi)各(ge)(ge)類競(jing)賽證書、學(xue)(xue)(xue)(xue)科(ke)競(jing)賽成績或(huo)考(kao)級(ji)證明等作為(wei)招生(sheng)依據;嚴(yan)(yan)(yan)禁(jin)義(yi)務教育階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)設立任何(he)(he)名(ming)義(yi)的(de)(de)(de)重(zhong)點班(ban)、快(kuai)慢班(ban);嚴(yan)(yan)(yan)禁(jin)初高中(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)對學(xue)(xue)(xue)(xue)生(sheng)進行中(zhong)高考(kao)成績排名(ming)、宣(xuan)傳中(zhong)高考(kao)狀元和升學(xue)(xue)(xue)(xue)率,教育行政部門也不得(de)對學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)中(zhong)高考(kao)情況(kuang)進行排名(ming),以(yi)及(ji)向學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)提供非本校(xiao)(xiao)(xiao)(xiao)的(de)(de)(de)中(zhong)高考(kao)成績數據;嚴(yan)(yan)(yan)禁(jin)出現人籍分離(li)、空掛(gua)學(xue)(xue)(xue)(xue)籍、學(xue)(xue)(xue)(xue)籍造假等現象,不得(de)為(wei)違規跨(kua)區域招收(shou)(shou)的(de)(de)(de)學(xue)(xue)(xue)(xue)生(sheng)和違規轉(zhuan)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)辦(ban)理學(xue)(xue)(xue)(xue)籍轉(zhuan)接。
四、嚴格執紀問責,營造良好氛圍
各級教育(yu)行(xing)政部(bu)門(men)(men)要(yao)(yao)健全(quan)違(wei)(wei)規(gui)(gui)(gui)招(zhao)生(sheng)查(cha)處(chu)(chu)和(he)(he)責任追(zhui)究(jiu)(jiu)機制(zhi),暢通舉(ju)報和(he)(he)申訴受理(li)渠道(dao),主動(dong)接受社會(hui)監督。招(zhao)生(sheng)結束后(hou),按照隸屬關系,教育(yu)行(xing)政部(bu)門(men)(men)要(yao)(yao)組(zu)織開展逐校(xiao)排查(cha)工作,重點(dian)排查(cha)曾經發生(sheng)違(wei)(wei)規(gui)(gui)(gui)招(zhao)生(sheng)的(de)(de)(de)(de)(de)學(xue)(xue)校(xiao),及(ji)時糾正(zheng)和(he)(he)嚴肅查(cha)處(chu)(chu)各種違(wei)(wei)規(gui)(gui)(gui)違(wei)(wei)紀招(zhao)生(sheng)行(xing)為。對于造成(cheng)(cheng)不良(liang)影響(xiang)或嚴重后(hou)果的(de)(de)(de)(de)(de)學(xue)(xue)校(xiao),視情節輕重給予約(yue)談(tan)、通報批評、追(zhui)究(jiu)(jiu)相(xiang)關人員責任、依(yi)照有關規(gui)(gui)(gui)定(ding)給予減少下一年度(du)招(zhao)生(sheng)計劃、停止當年招(zhao)生(sheng)直至吊銷辦學(xue)(xue)許(xu)可證等(deng)處(chu)(chu)罰(fa)。市、區教育(yu)督導(dao)(dao)部(bu)門(men)(men)要(yao)(yao)將(jiang)中(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)工作納入(ru)(ru)責任督學(xue)(xue)日常督導(dao)(dao)范圍。對于造成(cheng)(cheng)惡劣社會(hui)影響(xiang)的(de)(de)(de)(de)(de)違(wei)(wei)規(gui)(gui)(gui)招(zhao)生(sheng)行(xing)為,相(xiang)關部(bu)門(men)(men)將(jiang)依(yi)照有關規(gui)(gui)(gui)定(ding)嚴肅查(cha)處(chu)(chu)追(zhui)責。各區教育(yu)行(xing)政部(bu)門(men)(men)要(yao)(yao)與新(xin)聞宣(xuan)傳部(bu)門(men)(men)和(he)(he)有關單(dan)位通力合作,充分(fen)、深入(ru)(ru)、細致解讀積(ji)分(fen)入(ru)(ru)學(xue)(xue)政策(ce),多渠道(dao)多形式開展招(zhao)生(sheng)宣(xuan)傳工作。要(yao)(yao)組(zu)織召開幼兒園、小(xiao)學(xue)(xue)家長(chang)會(hui)議,積(ji)極主動(dong)宣(xuan)傳,要(yao)(yao)聯系社區工作站(zhan)協助宣(xuan)傳。加強(qiang)輿論宣(xuan)傳引(yin)導(dao)(dao),及(ji)時回應群眾關注的(de)(de)(de)(de)(de)教育(yu)熱點(dian)難點(dian)重點(dian)問(wen)題。引(yin)導(dao)(dao)廣大家長(chang)充分(fen)認識就近入(ru)(ru)學(xue)(xue)對于學(xue)(xue)生(sheng)健康成(cheng)(cheng)長(chang)的(de)(de)(de)(de)(de)價(jia)值和(he)(he)意義,樹立科(ke)學(xue)(xue)教育(yu)觀念,把培(pei)養孩子的(de)(de)(de)(de)(de)好思想、好品行(xing)、好習慣作為家庭(ting)教育(yu)的(de)(de)(de)(de)(de)首要(yao)(yao)任務,理(li)性(xing)幫助孩子確定(ding)成(cheng)(cheng)長(chang)目標,克服唯分(fen)數、唯升學(xue)(xue)的(de)(de)(de)(de)(de)功利化傾(qing)向,避免(mian)盲目跟風擇(ze)校(xiao)。
各區教(jiao)育(yu)行(xing)政(zheng)部門須于4月(yue)30日前(qian)(qian)將本區的義(yi)務教(jiao)育(yu)招(zhao)生(sheng)入學工作(zuo)(zuo)指導意見報(bao)(bao)市教(jiao)育(yu)局備(bei)案。招(zhao)生(sheng)工作(zuo)(zuo)結(jie)(jie)(jie)束后,各區要(yao)及時對(dui)中小(xiao)學招(zhao)生(sheng)入學工作(zuo)(zuo)情(qing)況進(jin)行(xing)總結(jie)(jie)(jie),形成書面總結(jie)(jie)(jie)材料于9月(yue)2日前(qian)(qian)報(bao)(bao)市教(jiao)育(yu)局基礎教(jiao)育(yu)處。
