各(ge)區(新區)、深汕(shan)特別合(he)作區教育行政部(bu)門,市局直屬(shu)各(ge)學校:
為深入(ru)貫徹黨的十九(jiu)大精神,努力讓每個(ge)孩子都(dou)能享(xiang)有公平(ping)而有質(zhi)量的教(jiao)(jiao)育,根據(ju)《中(zhong)華人民(min)共和(he)國(guo)義務(wu)教(jiao)(jiao)育法》和(he)《教(jiao)(jiao)育部辦公廳(ting)關(guan)于(yu)做好(hao)(hao)2019年(nian)(nian)普(pu)通(tong)(tong)中(zhong)小(xiao)學招生入(ru)學工(gong)作的通(tong)(tong)知(zhi)(zhi)》(教(jiao)(jiao)基(ji)廳(ting)〔2019〕1號(hao))、《廣東省教(jiao)(jiao)育廳(ting)轉(zhuan)發關(guan)于(yu)做好(hao)(hao)2019年(nian)(nian)普(pu)通(tong)(tong)中(zhong)小(xiao)學招生入(ru)學工(gong)作的通(tong)(tong)知(zhi)(zhi)》(粵教(jiao)(jiao)基(ji)函〔2019〕70號(hao))及《深圳市(shi)非深戶籍(ji)人員(yuan)子女(nv)接受義務(wu)教(jiao)(jiao)育管理辦法》(深府規〔2018〕3號(hao))要求(qiu),現(xian)就做好(hao)(hao)我市(shi)2019年(nian)(nian)度普(pu)通(tong)(tong)中(zhong)小(xiao)學招生入(ru)學工(gong)作通(tong)(tong)知(zhi)(zhi)如下(xia):
一、嚴格落實義務教育學校招生入學規定
(一(yi)(yi))落實(shi)(shi)區(qu)(qu)政(zheng)(zheng)府(fu)(fu)職責,實(shi)(shi)現(xian)“兩為主”。各(ge)區(qu)(qu)(含新(xin)區(qu)(qu)、深汕合(he)作區(qu)(qu),下(xia)同)政(zheng)(zheng)府(fu)(fu)作為發展和(he)(he)(he)(he)管(guan)理(li)(li)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)(de)(de)責任主體和(he)(he)(he)(he)行為主體,要(yao)(yao)堅(jian)持按照(zhao)“以(yi)流入地(di)政(zheng)(zheng)府(fu)(fu)為主、以(yi)公辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)為主”的(de)(de)(de)(de)(de)要(yao)(yao)求(qiu),增加公辦(ban)學(xue)(xue)(xue)位(wei)供(gong)給,統籌公民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng),切實(shi)(shi)保(bao)障符合(he)條件(jian)的(de)(de)(de)(de)(de)適齡兒童、少(shao)年接受(shou)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)(de)(de)權利。堅(jian)決防止將(jiang)政(zheng)(zheng)府(fu)(fu)舉辦(ban)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)(de)(de)責任推向市場。各(ge)區(qu)(qu)要(yao)(yao)加強(qiang)組(zu)織領導和(he)(he)(he)(he)統籌協調(diao),成立(li)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作領導小(xiao)組(zu),主管(guan)區(qu)(qu)領導為組(zu)長(chang),及時妥善處(chu)理(li)(li)本區(qu)(qu)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)中的(de)(de)(de)(de)(de)熱點難(nan)點問題,定期召開(kai)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作聯席會議,建立(li)長(chang)效協調(diao)工(gong)(gong)作機制。各(ge)區(qu)(qu)教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)部(bu)(bu)門(men)要(yao)(yao)切實(shi)(shi)加強(qiang)對義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作的(de)(de)(de)(de)(de)組(zu)織和(he)(he)(he)(he)管(guan)理(li)(li),做好(hao)學(xue)(xue)(xue)位(wei)預(yu)測,及時公布學(xue)(xue)(xue)位(wei)供(gong)需情況(kuang),制定和(he)(he)(he)(he)落實(shi)(shi)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作方案(an)和(he)(he)(he)(he)應急(ji)預(yu)案(an),做好(hao)網上招(zhao)(zhao)生(sheng)(sheng)報名(ming)的(de)(de)(de)(de)(de)組(zu)織工(gong)(gong)作,指導所屬(shu)學(xue)(xue)(xue)校(xiao)(xiao)及時、妥善處(chu)理(li)(li)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作中出現(xian)的(de)(de)(de)(de)(de)信訪問題;要(yao)(yao)加強(qiang)與(yu)相(xiang)關部(bu)(bu)門(men)的(de)(de)(de)(de)(de)溝通和(he)(he)(he)(he)聯系,充分利用現(xian)代信息技術手段實(shi)(shi)施多部(bu)(bu)門(men)聯網審(shen)核驗(yan)證,共同做好(hao)適齡兒童、少(shao)年的(de)(de)(de)(de)(de)就(jiu)讀(du)與(yu)免費資格驗(yan)核工(gong)(gong)作;教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)部(bu)(bu)門(men)和(he)(he)(he)(he)中小(xiao)學(xue)(xue)(xue)校(xiao)(xiao)要(yao)(yao)建立(li)招(zhao)(zhao)生(sheng)(sheng)監(jian)察機構并公布咨詢、監(jian)督電話(hua)。各(ge)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)階(jie)段學(xue)(xue)(xue)校(xiao)(xiao)要(yao)(yao)規范招(zhao)(zhao)生(sheng)(sheng)程(cheng)序,指導適齡兒童、少(shao)年的(de)(de)(de)(de)(de)家長(chang)按時申請學(xue)(xue)(xue)位(wei),按要(yao)(yao)求(qiu)及時、準確提供(gong)就(jiu)讀(du)信息。市局(ju)直屬(shu)學(xue)(xue)(xue)校(xiao)(xiao)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)階(jie)段新(xin)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作納(na)入所在區(qu)(qu)教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)部(bu)(bu)門(men)統一(yi)(yi)管(guan)理(li)(li)。
(二)落實(shi)控輟(chuo)保學(xue)(xue)(xue)法(fa)(fa)(fa)(fa)定職責。各區(qu)要切實(shi)履行(xing)義務(wu)(wu)教(jiao)(jiao)(jiao)育控輟(chuo)保學(xue)(xue)(xue)法(fa)(fa)(fa)(fa)定職責,做好失學(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)適(shi)齡兒童(tong)情況排(pai)查(cha),建立失學(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)適(shi)齡兒童(tong)、少年工(gong)作(zuo)臺帳,加強學(xue)(xue)(xue)籍(ji)(ji)管理(li),按照“人(ren)籍(ji)(ji)一(yi)致”原則(ze)及時做好學(xue)(xue)(xue)籍(ji)(ji)建檔(dang)工(gong)作(zuo),市教(jiao)(jiao)(jiao)育局(ju)將全(quan)面監(jian)控中(zhong)考(kao)報(bao)名(ming)人(ren)數(shu)與上(shang)一(yi)學(xue)(xue)(xue)年初二學(xue)(xue)(xue)業水平考(kao)試人(ren)數(shu)的(de)(de)(de)變(bian)化(hua),重點(dian)查(cha)處差額(e)較大的(de)(de)(de)區(qu)和學(xue)(xue)(xue)校,杜絕以“強行(xing)分流”的(de)(de)(de)做法(fa)(fa)(fa)(fa),剝(bo)奪符合(he)條件(jian)的(de)(de)(de)學(xue)(xue)(xue)生參加中(zhong)考(kao)的(de)(de)(de)權利,切實(shi)做好控輟(chuo)保學(xue)(xue)(xue)工(gong)作(zuo)。適(shi)齡兒童(tong)、少年因(yin)身(shen)體狀況需(xu)要延緩入(ru)學(xue)(xue)(xue)或(huo)(huo)者休學(xue)(xue)(xue)的(de)(de)(de),其父母或(huo)(huo)者其他(ta)法(fa)(fa)(fa)(fa)定監(jian)護(hu)人(ren)應當(dang)(dang)提(ti)出(chu)申請,報(bao)區(qu)教(jiao)(jiao)(jiao)育行(xing)政部門備案。各區(qu)要認真排(pai)查(cha)并嚴厲查(cha)處社會培訓機(ji)構(gou)以“國學(xue)(xue)(xue)班”“讀經班”“私塾(shu)”等形式替代義務(wu)(wu)教(jiao)(jiao)(jiao)育的(de)(de)(de)非法(fa)(fa)(fa)(fa)辦學(xue)(xue)(xue)行(xing)為。父母或(huo)(huo)者其他(ta)法(fa)(fa)(fa)(fa)定監(jian)護(hu)人(ren)無正當(dang)(dang)理(li)由未送(song)適(shi)齡兒童(tong)、少年入(ru)學(xue)(xue)(xue)接受義務(wu)(wu)教(jiao)(jiao)(jiao)育或(huo)(huo)造成輟(chuo)學(xue)(xue)(xue),情節嚴重或(huo)(huo)構(gou)成犯罪的(de)(de)(de),依法(fa)(fa)(fa)(fa)追究法(fa)(fa)(fa)(fa)律(lv)責任。加強外籍(ji)(ji)人(ren)員子女學(xue)(xue)(xue)校招生管理(li),不得招收中(zhong)國籍(ji)(ji)學(xue)(xue)(xue)生。
(三(san))落實(shi)(shi)特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)發展(zhan)職(zhi)責(ze)。保(bao)障(zhang)適齡(ling)殘疾(ji)(ji)兒(er)童、少(shao)年(nian)(nian)接受義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)的(de)(de)權利,是各區(qu)政府(fu)的(de)(de)職(zhi)責(ze)。原則上全(quan)(quan)市(shi)(shi)各區(qu)(新區(qu))各建設(she)至(zhi)少(shao)1所獨立設(she)置(zhi)的(de)(de)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)階段綜(zong)合(he)性特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)。應根據區(qu)內特(te)(te)(te)殊(shu)(shu)(shu)(shu)學(xue)(xue)(xue)生數量,因地制(zhi)宜(yi),實(shi)(shi)事求是,合(he)理設(she)置(zhi)學(xue)(xue)(xue)校(xiao)規模。可采取(qu)借址辦學(xue)(xue)(xue)等(deng)多種(zhong)方式先把學(xue)(xue)(xue)校(xiao)辦起來,確(que)保(bao)2019年(nian)(nian)9月開學(xue)(xue)(xue)。按照“全(quan)(quan)覆蓋、零(ling)拒絕”的(de)(de)要(yao)求,根據適齡(ling)殘疾(ji)(ji)兒(er)童、少(shao)年(nian)(nian)的(de)(de)實(shi)(shi)際制(zhi)訂教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)安(an)(an)置(zhi)方案,通(tong)過普(pu)通(tong)學(xue)(xue)(xue)校(xiao)就讀(du)(du)、特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)就讀(du)(du)、送教(jiao)(jiao)(jiao)(jiao)(jiao)上門(men)等(deng)多種(zhong)方式,逐(zhu)一做好入學(xue)(xue)(xue)安(an)(an)置(zhi)工作(zuo)。以(yi)融合(he)發展(zhan)為(wei)導向,以(yi)普(pu)通(tong)學(xue)(xue)(xue)校(xiao)為(wei)特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)發展(zhan)主(zhu)陣地,優先采用普(pu)通(tong)學(xue)(xue)(xue)校(xiao)就讀(du)(du)的(de)(de)方式,就近安(an)(an)排能(neng)接受普(pu)通(tong)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)的(de)(de)適齡(ling)殘疾(ji)(ji)兒(er)童、少(shao)年(nian)(nian)就讀(du)(du)。招(zhao)收殘疾(ji)(ji)兒(er)童、少(shao)年(nian)(nian)5人(ren)以(yi)上的(de)(de)普(pu)通(tong)學(xue)(xue)(xue)校(xiao)要(yao)按規定(ding)建設(she)特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)資源教(jiao)(jiao)(jiao)(jiao)(jiao)室,按標準配備專職(zhi)資源教(jiao)(jiao)(jiao)(jiao)(jiao)師。努力實(shi)(shi)現到(dao)2020年(nian)(nian),殘疾(ji)(ji)兒(er)童、少(shao)年(nian)(nian)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)入學(xue)(xue)(xue)率達(da)到(dao)95%以(yi)上的(de)(de)目(mu)標任務(wu)(wu)。市(shi)(shi)、區(qu)特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)科學(xue)(xue)(xue)設(she)置(zhi)招(zhao)生類別、學(xue)(xue)(xue)段,錯位發展(zhan),協調發展(zhan),形成視(shi)障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)、聽障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)以(yi)市(shi)(shi)為(wei)主(zhu),智(zhi)障(zhang)等(deng)其他類型的(de)(de)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)以(yi)區(qu)為(wei)主(zhu)的(de)(de)格局。市(shi)(shi)屬(shu)特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)要(yao)擴大高(gao)中(zhong)階段招(zhao)生規模,讓完成義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)且有(you)意愿的(de)(de)殘疾(ji)(ji)學(xue)(xue)(xue)生都能(neng)接受適宜(yi)的(de)(de)高(gao)中(zhong)階段教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)。
(四)落實隨遷子(zi)女(nv)入(ru)(ru)學(xue)(xue)政策,嚴把招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)關。所有義(yi)務(wu)(wu)教(jiao)育階段公辦(ban)學(xue)(xue)校(xiao)和(he)民(min)辦(ban)學(xue)(xue)校(xiao)不得招(zhao)收不符合就(jiu)讀條件(jian)的學(xue)(xue)生(sheng)入(ru)(ru)學(xue)(xue),要(yao)(yao)嚴格執(zhi)行《深圳(zhen)(zhen)市非深戶籍人員子(zi)女(nv)接受義(yi)務(wu)(wu)教(jiao)育管理辦(ban)法(fa)》(深府規〔2018〕3號),以居住(zhu)證(zheng)作為主要(yao)(yao)入(ru)(ru)學(xue)(xue)依據,按照“兩個滿(man)1年”條件(jian)嚴把招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)關,即父母雙(shuang)方(fang)(fang)或一方(fang)(fang)持(chi)有具有使用功能(neng)的深圳(zhen)(zhen)經濟特(te)區(qu)居住(zhu)證(zheng),且在深圳(zhen)(zhen)居住(zhu)滿(man)1年、連續參加社會(hui)保險(xian)(養老保險(xian)和(he)醫療保險(xian))滿(man)1年。符合就(jiu)讀條件(jian)在民(min)辦(ban)學(xue)(xue)校(xiao)就(jiu)讀的學(xue)(xue)生(sheng)可享受義(yi)務(wu)(wu)教(jiao)育學(xue)(xue)位補貼。
(五)落(luo)實(shi)免試(shi)就近(jin)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)規定。各(ge)區(qu)(qu)(qu)要(yao)合理確(que)定招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)片區(qu)(qu)(qu),根據適(shi)齡學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)人(ren)數、學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)分布(bu)、學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規模、交通(tong)狀(zhuang)況等(deng)因素,按照(zhao)就近(jin)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)的(de)(de)原(yuan)則,為(wei)每所義(yi)務(wu)(wu)(wu)教育(yu)(yu)(yu)階段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)科(ke)學(xue)(xue)(xue)(xue)(xue)(xue)劃定服(fu)務(wu)(wu)(wu)片區(qu)(qu)(qu)范圍。鼓勵各(ge)區(qu)(qu)(qu)積極探索學(xue)(xue)(xue)(xue)(xue)(xue)區(qu)(qu)(qu)制(zhi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)辦(ban)法,促進(jin)義(yi)務(wu)(wu)(wu)教育(yu)(yu)(yu)優(you)質均(jun)衡發(fa)展。義(yi)務(wu)(wu)(wu)教育(yu)(yu)(yu)階段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應當(dang)公(gong)示招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)政(zheng)策(ce)、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)片區(qu)(qu)(qu)、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)程序、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)結(jie)果、咨詢投訴電話(hua),不(bu)得擅(shan)自(zi)(zi)跨(kua)片區(qu)(qu)(qu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),不(bu)得擅(shan)自(zi)(zi)接(jie)收學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)跨(kua)片區(qu)(qu)(qu)擇校(xiao)就讀。所有(you)公(gong)辦(ban)、民(min)(min)(min)辦(ban)義(yi)務(wu)(wu)(wu)教育(yu)(yu)(yu)階段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)都要(yao)嚴(yan)格遵守(shou)義(yi)務(wu)(wu)(wu)教育(yu)(yu)(yu)免試(shi)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)規定,不(bu)得通(tong)過考試(shi)或變(bian)相考試(shi)等(deng)方(fang)式(shi)(shi)選拔學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)。民(min)(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)與公(gong)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)實(shi)施(shi)統一招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)平(ping)臺、同步招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),不(bu)得以面試(shi)、面談、人(ren)機對(dui)話(hua)、簡(jian)歷材(cai)料等(deng)任何形式(shi)(shi)為(wei)依據選擇生(sheng)(sheng)(sheng)(sheng)源。民(min)(min)(min)辦(ban)中(zhong)小學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應在核定的(de)(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃與范圍內招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),不(bu)得以“國(guo)際(ji)部(bu)(bu)”“國(guo)際(ji)課程班(ban)”“境外(wai)班(ban)”等(deng)名義(yi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),未經批(pi)準不(bu)得以“港澳(ao)班(ban)”名義(yi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。無寄宿(su)條件的(de)(de)民(min)(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)不(bu)得跨(kua)區(qu)(qu)(qu)域招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),有(you)寄宿(su)條件的(de)(de)民(min)(min)(min)辦(ban)初中(zhong)原(yuan)則上面向(xiang)審批(pi)地(di)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),面向(xiang)審批(pi)地(di)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃不(bu)得少于(yu)本校(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃的(de)(de)50%,跨(kua)區(qu)(qu)(qu)域招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)須經教育(yu)(yu)(yu)行(xing)(xing)政(zheng)部(bu)(bu)門(men)同意。適(shi)齡兒童只能填(tian)報(bao)一所跨(kua)區(qu)(qu)(qu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)民(min)(min)(min)辦(ban)初中(zhong)。民(min)(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)制(zhi)定的(de)(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)案,報(bao)所屬區(qu)(qu)(qu)教育(yu)(yu)(yu)行(xing)(xing)政(zheng)部(bu)(bu)門(men)審核后實(shi)施(shi)。各(ge)區(qu)(qu)(qu)教育(yu)(yu)(yu)行(xing)(xing)政(zheng)部(bu)(bu)門(men)要(yao)指導報(bao)名人(ren)數超過招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃的(de)(de)民(min)(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)采取電腦隨機派位(wei)方(fang)式(shi)(shi)進(jin)行(xing)(xing)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。《深(shen)圳市教育(yu)(yu)(yu)局關(guan)于(yu)做好2019年民(min)(min)(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)義(yi)務(wu)(wu)(wu)教育(yu)(yu)(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作的(de)(de)通(tong)知(zhi)》(深(shen)教〔2019〕52號)有(you)關(guan)規定與本通(tong)知(zhi)不(bu)符的(de)(de),以本通(tong)知(zhi)為(wei)準。
(六)落實(shi)陽光招生(sheng),完善積(ji)分(fen)入學(xue)(xue)政策(ce)。按照“合(he)法穩定住所(suo),合(he)法穩定職業(ye)”的政策(ce)要(yao)(yao)求(qiu),各(ge)(ge)區要(yao)(yao)不斷優化和(he)完善積(ji)分(fen)入學(xue)(xue)實(shi)施細則(ze),充分(fen)體現教(jiao)育(yu)公平,合(he)理設(she)置積(ji)分(fen)類別、項(xiang)目、標(biao)準和(he)分(fen)值(zhi),根(gen)據積(ji)分(fen)情況(kuang)和(he)招生(sheng)計(ji)(ji)劃安排學(xue)(xue)位,實(shi)施過程(cheng)中要(yao)(yao)做到積(ji)分(fen)標(biao)準、積(ji)分(fen)結果、學(xue)(xue)位安排“三(san)公開(kai)”。各(ge)(ge)區教(jiao)育(yu)行政部門制定的積(ji)分(fen)入學(xue)(xue)細則(ze)要(yao)(yao)在(zai)招生(sheng)工作實(shi)施前報市(shi)教(jiao)育(yu)局備案。繼續壓縮義務教(jiao)育(yu)階段學(xue)(xue)校各(ge)(ge)類特(te)長(chang)生(sheng)招生(sheng)規模(mo),縮減特(te)長(chang)生(sheng)招生(sheng)計(ji)(ji)劃,至2020年全面(mian)取消各(ge)(ge)類特(te)長(chang)生(sheng)招生(sheng)。2019年批準招收特(te)長(chang)生(sheng)的市(shi)局直屬學(xue)(xue)校,就近在(zai)所(suo)在(zai)行政區域內的小(xiao)學(xue)(xue)應屆畢業(ye)生(sheng)中選拔特(te)長(chang)生(sheng),錄取結果需通過學(xue)(xue)校網站向社(she)會(hui)公示。對烈士子(zi)女(nv)、現役軍人(ren)子(zi)女(nv)、消防救援隊伍人(ren)員子(zi)女(nv)、公安英模(mo)和(he)因公犧(xi)牲傷殘警察子(zi)女(nv)落實(shi)教(jiao)育(yu)優待政策(ce),對高(gao)層次人(ren)才子(zi)女(nv)落實(shi)教(jiao)育(yu)優惠政策(ce),并向社(she)會(hui)公示。
(七)落實(shi)教育優(you)質(zhi)均(jun)衡發展要求,消(xiao)除(chu)大(da)班(ban)額(e)。各區(qu)要合理(li)配置教育資源,增加學位(wei)供給,切實(shi)采(cai)取措施消(xiao)除(chu)大(da)班(ban)額(e),確保(bao)中(zhong)(zhong)小(xiao)(xiao)學校(xiao)(xiao)起始(shi)年級嚴格按照國家規定標(biao)準(zhun)班(ban)額(e)(小(xiao)(xiao)學45人(ren)(ren),初中(zhong)(zhong)50人(ren)(ren))招生(sheng),堅決防止(zhi)產(chan)生(sheng)新的(de)(de)大(da)班(ban)額(e)。到(dao)2020年基本(ben)消(xiao)除(chu)小(xiao)(xiao)學45人(ren)(ren)以(yi)上、初中(zhong)(zhong)50人(ren)(ren)以(yi)上大(da)班(ban)額(e)(進城(cheng)務工人(ren)(ren)員隨遷子女占30%以(yi)上的(de)(de)學校(xiao)(xiao),小(xiao)(xiao)學不(bu)(bu)超過(guo)50人(ren)(ren),初中(zhong)(zhong)不(bu)(bu)超過(guo)55人(ren)(ren))。
二、嚴格規范普通高中招生行為
(八)規(gui)(gui)范招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃管理。科學(xue)編制(zhi)高中階(jie)段(duan)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃,合理配置普(pu)通(tong)(tong)高中和中職教育學(xue)位資源(yuan)。公(gong)辦普(pu)通(tong)(tong)高中要(yao)(yao)嚴(yan)(yan)(yan)格按照法定(ding)建設規(gui)(gui)模招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),民(min)(min)辦普(pu)通(tong)(tong)高中要(yao)(yao)嚴(yan)(yan)(yan)格按照核定(ding)規(gui)(gui)模招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。積極探索基于初中學(xue)業(ye)水平考試成績、結合綜合表現(xian)評價的(de)(de)高中階(jie)段(duan)學(xue)校(xiao)考試招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)錄取模式。所(suo)有高中學(xue)校(xiao)(包括民(min)(min)辦普(pu)通(tong)(tong)高中)須嚴(yan)(yan)(yan)格按照規(gui)(gui)定(ding)的(de)(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)式進行統一招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)(yan)(yan)禁違(wei)規(gui)(gui)爭搶(qiang)生(sheng)(sheng)源(yuan)、“掐尖”招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、跨區域招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)(yan)(yan)禁招(zhao)(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)”“擇校(xiao)生(sheng)(sheng)”和變相招(zhao)(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)”。嚴(yan)(yan)(yan)格控制(zhi)加分項目及分值(zhi),規(gui)(gui)范資格審查(cha)制(zhi)度。
(九)規范指(zhi)標(biao)生(sheng)(sheng)(sheng)管理。完(wan)善(shan)優(you)(you)質高(gao)中招(zhao)生(sheng)(sheng)(sheng)名額合(he)理分配(pei)到初中學校(xiao)的(de)招(zhao)生(sheng)(sheng)(sheng)辦法,2019年優(you)(you)質高(gao)中指(zhi)標(biao)到校(xiao)比例為(wei)50%,按初中學校(xiao)在校(xiao)生(sheng)(sheng)(sheng)數,直接分配(pei)到區域內(nei)各初中學校(xiao)(含民(min)辦)。
(十)規范(fan)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、直升(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管理(li)。進一(yi)(yi)步完善和(he)(he)(he)規范(fan)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),公(gong)(gong)(gong)(gong)辦(ban)普(pu)通(tong)高(gao)(gao)中(zhong)(zhong)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比(bi)例不(bu)得(de)超過學(xue)(xue)校(xiao)年(nian)度(du)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)(de)(de)10%。未完成(cheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)(de)(de)民辦(ban)普(pu)通(tong)高(gao)(gao)中(zhong)(zhong),可申請(qing)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。經(jing)(jing)審批可以開展自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)高(gao)(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)須(xu)提(ti)前(qian)(qian)主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)公(gong)(gong)(gong)(gong)開經(jing)(jing)市教(jiao)育局備案的(de)(de)(de)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方案(含(han)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍、計劃(hua)、標準、辦(ban)法和(he)(he)(he)程(cheng)序等(deng));公(gong)(gong)(gong)(gong)辦(ban)普(pu)通(tong)高(gao)(gao)中(zhong)(zhong)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)校(xiao)須(xu)在中(zhong)(zhong)考結束后(hou)、中(zhong)(zhong)考成(cheng)績(ji)放榜前(qian)(qian),嚴格(ge)按照(zhao)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)法和(he)(he)(he)程(cheng)序組(zu)織自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),并(bing)主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)公(gong)(gong)(gong)(gong)開招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)各環節(jie)和(he)(he)(he)錄(lu)取結果。民辦(ban)普(pu)通(tong)高(gao)(gao)中(zhong)(zhong)應在完成(cheng)劃(hua)線錄(lu)取結束后(hou)一(yi)(yi)周內(nei)安排學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)報(bao)到(dao)注冊,逾期未報(bao)到(dao)的(de)(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)視為(wei)主(zhu)(zhu)(zhu)(zhu)(zhu)動(dong)放棄錄(lu)取資格(ge),相關計劃(hua)可轉為(wei)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)。民辦(ban)普(pu)通(tong)高(gao)(gao)中(zhong)(zhong)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)不(bu)得(de)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收被其它(ta)學(xue)(xue)校(xiao)錄(lu)取的(de)(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不(bu)得(de)錄(lu)取未在我市參加中(zhong)(zhong)考的(de)(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。2019年(nian)經(jing)(jing)批準自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)高(gao)(gao)中(zhong)(zhong)學(xue)(xue)校(xiao),錄(lu)取結果需通(tong)過學(xue)(xue)校(xiao)網站向社會公(gong)(gong)(gong)(gong)示。建立(li)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培(pei)養(yang)跟蹤機(ji)制(zhi),須(xu)每年(nian)3月份向市教(jiao)育局報(bao)送上(shang)一(yi)(yi)年(nian)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)評估報(bao)告。對自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培(pei)養(yang)工(gong)作成(cheng)效差,出現弄虛作假行為(wei)的(de)(de)(de)學(xue)(xue)校(xiao),市教(jiao)育局將取消(xiao)其自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)資格(ge)并(bing)通(tong)報(bao)批評。2019年(nian)直升(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比(bi)例不(bu)超過5%,2020年(nian)全面取消(xiao)直升(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。直升(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)必須(xu)體(ti)現公(gong)(gong)(gong)(gong)平、公(gong)(gong)(gong)(gong)正、公(gong)(gong)(gong)(gong)開的(de)(de)(de)原則。
(十一(yi))規(gui)范(fan)特長生(sheng)招(zhao)(zhao)生(sheng)管(guan)理(li)。為(wei)全面(mian)落實(shi)國家、省(sheng)、市(shi)(shi)有關(guan)高(gao)(gao)(gao)中(zhong)教育發(fa)(fa)展(zhan)的相(xiang)關(guan)意(yi)見和要求,我市(shi)(shi)堅持“規(gui)模嚴控、質(zhi)量至(zhi)上”的原(yuan)則,緊緊圍繞特色團隊建(jian)設主(zhu)線(xian),鼓(gu)勵高(gao)(gao)(gao)中(zhong)教育多樣(yang)化(hua)、特色化(hua)發(fa)(fa)展(zhan)。我市(shi)(shi)將(jiang)繼續(xu)實(shi)行高(gao)(gao)(gao)中(zhong)特長生(sheng)招(zhao)(zhao)生(sheng)政策,具(ju)備招(zhao)(zhao)收(shou)特長生(sheng)條件的高(gao)(gao)(gao)中(zhong)學校應(ying)在(zai)資源配置、招(zhao)(zhao)生(sheng)項目(mu)、課程(cheng)建(jian)設、績效(xiao)(xiao)評價、風險管(guan)控等方面(mian)做好工作(zuo)方案(an)(an)(具(ju)體招(zhao)(zhao)生(sheng)方案(an)(an)由市(shi)(shi)教育局德育與體育衛生(sheng)藝術教育處制(zhi)定并下達),確保(bao)特長生(sheng)招(zhao)(zhao)生(sheng)工作(zuo)有序、規(gui)范(fan)、公平、陽(yang)光、有效(xiao)(xiao),杜絕對學校特色發(fa)(fa)展(zhan)作(zuo)用不大(da)的做法(fa)出現,避免“求大(da)求全”。
(十二)規范實(shi)(shi)驗班(ban)(ban)(ban)、試(shi)(shi)(shi)點(dian)班(ban)(ban)(ban)管(guan)理。普(pu)(pu)通(tong)(tong)(tong)(tong)(tong)高(gao)(gao)中舉辦(ban)的各(ge)類實(shi)(shi)驗班(ban)(ban)(ban)、試(shi)(shi)(shi)點(dian)班(ban)(ban)(ban),要(yao)報省級教(jiao)育(yu)行政部(bu)門(men)登(deng)記備案,要(yao)嚴格(ge)控制(zhi)規模,健全(quan)科學(xue)(xue)公開(kai)公正的選(xuan)拔機制(zhi),加(jia)強跟蹤研究和階段性評估。各(ge)區教(jiao)育(yu)行政部(bu)門(men)和市(shi)局(ju)直(zhi)屬(shu)高(gao)(gao)中要(yao)認真開(kai)展公、民辦(ban)普(pu)(pu)通(tong)(tong)(tong)(tong)(tong)高(gao)(gao)中舉辦(ban)各(ge)類實(shi)(shi)驗班(ban)(ban)(ban)、試(shi)(shi)(shi)點(dian)班(ban)(ban)(ban)登(deng)記造(zao)冊工(gong)作,填寫好《XX區(市(shi)局(ju)直(zhi)屬(shu)學(xue)(xue)校)普(pu)(pu)通(tong)(tong)(tong)(tong)(tong)高(gao)(gao)中實(shi)(shi)驗班(ban)(ban)(ban)、試(shi)(shi)(shi)點(dian)班(ban)(ban)(ban)統(tong)計表》(見(jian)附件5),于(yu)4月30日前由各(ge)區教(jiao)育(yu)行政部(bu)門(men)負責分(fen)公、民辦(ban)普(pu)(pu)通(tong)(tong)(tong)(tong)(tong)高(gao)(gao)中兩類,將加(jia)蓋公章的“XX區(市(shi)局(ju)直(zhi)屬(shu)學(xue)(xue)校)普(pu)(pu)通(tong)(tong)(tong)(tong)(tong)高(gao)(gao)中實(shi)(shi)驗班(ban)(ban)(ban)、試(shi)(shi)(shi)點(dian)班(ban)(ban)(ban)統(tong)計表”(掃描版(ban))通(tong)(tong)(tong)(tong)(tong)過電子(zi)郵件方(fang)式分(fen)別報市(shi)教(jiao)育(yu)局(ju)基礎教(jiao)育(yu)處和社會力量辦(ban)學(xue)(xue)管(guan)理處備案(相關聯系人和郵箱地址詳見(jian)附件5)。
(十三)規范中(zhong)考(kao)(kao)(kao)(kao)(kao)(kao)組織(zhi)管(guan)理。中(zhong)考(kao)(kao)(kao)(kao)(kao)(kao)組織(zhi)管(guan)理工(gong)作(zuo)(zuo)實(shi)(shi)行各(ge)區(qu)(市(shi)屬學(xue)校按(an)屬地劃(hua)到區(qu))負責(ze)制(zhi)(zhi),中(zhong)考(kao)(kao)(kao)(kao)(kao)(kao)考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)(dian)實(shi)(shi)行分(fen)級(ji)管(guan)理和(he)主考(kao)(kao)(kao)(kao)(kao)(kao)負責(ze)制(zhi)(zhi)。各(ge)區(qu)教育行政部門、各(ge)考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)(dian)要(yao)(yao)成(cheng)立(li)中(zhong)考(kao)(kao)(kao)(kao)(kao)(kao)工(gong)作(zuo)(zuo)領(ling)導(dao)小組,建立(li)責(ze)任追(zhui)究制(zhi)(zhi),落實(shi)(shi)“誰(shui)主管(guan)、誰(shui)負責(ze)”制(zhi)(zhi)度,簽訂工(gong)作(zuo)(zuo)責(ze)任書,確(que)保(bao)責(ze)任落實(shi)(shi)到崗到人。各(ge)考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)(dian)要(yao)(yao)對照(zhao)《廣東省(sheng)國家教育考(kao)(kao)(kao)(kao)(kao)(kao)試標準(zhun)化考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)(dian)管(guan)理辦法(fa)(試行)》,切實(shi)(shi)加(jia)強考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)(dian)硬(ying)件(jian)(jian)軟(ruan)(ruan)件(jian)(jian)建設,實(shi)(shi)現電子(zi)監(jian)控和(he)“網(wang)上巡考(kao)(kao)(kao)(kao)(kao)(kao)”。各(ge)區(qu)要(yao)(yao)按(an)全市(shi)統一要(yao)(yao)求和(he)布置,加(jia)強對本區(qu)中(zhong)考(kao)(kao)(kao)(kao)(kao)(kao)保(bao)密(mi)、考(kao)(kao)(kao)(kao)(kao)(kao)試工(gong)作(zuo)(zuo)人員隊伍的培(pei)訓,加(jia)強對本區(qu)中(zhong)考(kao)(kao)(kao)(kao)(kao)(kao)保(bao)密(mi)、考(kao)(kao)(kao)(kao)(kao)(kao)務(wu)、考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)(dian)的管(guan)理和(he)監(jian)督,2019年(nian)5月底前對本區(qu)考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)(dian)軟(ruan)(ruan)硬(ying)件(jian)(jian)設施(尤(you)其是英語聽說(shuo)設備)和(he)考(kao)(kao)(kao)(kao)(kao)(kao)務(wu)工(gong)作(zuo)(zuo)準(zhun)備情況進行檢查驗收(shou),切實(shi)(shi)排除各(ge)類(lei)風險隱患(huan),確(que)保(bao)考(kao)(kao)(kao)(kao)(kao)(kao)務(wu)組織(zhi)管(guan)理工(gong)作(zuo)(zuo)安全有序。
三、嚴格執行“十項嚴禁”紀律要求
嚴(yan)(yan)禁(jin)(jin)無計劃(hua)、超計劃(hua)組(zu)織招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)結(jie)束后(hou),學(xue)(xue)(xue)校(xiao)(xiao)不(bu)得(de)擅(shan)自(zi)招(zhao)(zhao)(zhao)(zhao)收(shou)已被其他學(xue)(xue)(xue)校(xiao)(xiao)錄(lu)取(qu)(qu)的(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng);嚴(yan)(yan)禁(jin)(jin)自(zi)行組(zu)織或(huo)與(yu)社會(hui)培訓(xun)機(ji)構(gou)聯合組(zu)織以選(xuan)拔生(sheng)(sheng)(sheng)源為(wei)(wei)目的(de)(de)的(de)(de)各(ge)類考(kao)(kao)試,或(huo)采用社會(hui)培訓(xun)機(ji)構(gou)自(zi)行組(zu)織的(de)(de)各(ge)類考(kao)(kao)試結(jie)果(guo); 嚴(yan)(yan)禁(jin)(jin)提(ti)前組(zu)織招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),變相(xiang)(xiang)“掐尖”選(xuan)生(sheng)(sheng)(sheng)源;嚴(yan)(yan)禁(jin)(jin)公辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)與(yu)民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)混(hun)合招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、混(hun)合編班(ban);嚴(yan)(yan)禁(jin)(jin)以高額物質獎勵、虛假宣傳等不(bu)正當手段(duan)招(zhao)(zhao)(zhao)(zhao)攬生(sheng)(sheng)(sheng)源;嚴(yan)(yan)禁(jin)(jin)任(ren)何學(xue)(xue)(xue)校(xiao)(xiao)收(shou)取(qu)(qu)或(huo)變相(xiang)(xiang)收(shou)取(qu)(qu)與(yu)入學(xue)(xue)(xue)掛(gua)鉤的(de)(de)“捐資助學(xue)(xue)(xue)款(kuan)”;嚴(yan)(yan)禁(jin)(jin)義(yi)務教(jiao)育階段(duan)學(xue)(xue)(xue)校(xiao)(xiao)以各(ge)類競賽證(zheng)書、學(xue)(xue)(xue)科(ke)競賽成績(ji)或(huo)考(kao)(kao)級證(zheng)明(ming)等作(zuo)為(wei)(wei)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)依據;嚴(yan)(yan)禁(jin)(jin)義(yi)務教(jiao)育階段(duan)學(xue)(xue)(xue)校(xiao)(xiao)設(she)立任(ren)何名(ming)義(yi)的(de)(de)重點班(ban)、快慢班(ban);嚴(yan)(yan)禁(jin)(jin)初高中學(xue)(xue)(xue)校(xiao)(xiao)對學(xue)(xue)(xue)生(sheng)(sheng)(sheng)進行中高考(kao)(kao)成績(ji)排名(ming)、宣傳中高考(kao)(kao)狀元和升學(xue)(xue)(xue)率,教(jiao)育行政部(bu)門(men)也(ye)不(bu)得(de)對學(xue)(xue)(xue)校(xiao)(xiao)中高考(kao)(kao)情況進行排名(ming),以及向學(xue)(xue)(xue)校(xiao)(xiao)提(ti)供非本校(xiao)(xiao)的(de)(de)中高考(kao)(kao)成績(ji)數據;嚴(yan)(yan)禁(jin)(jin)出現人籍(ji)(ji)(ji)分離(li)、空掛(gua)學(xue)(xue)(xue)籍(ji)(ji)(ji)、學(xue)(xue)(xue)籍(ji)(ji)(ji)造假等現象(xiang),不(bu)得(de)為(wei)(wei)違(wei)規跨區域招(zhao)(zhao)(zhao)(zhao)收(shou)的(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)和違(wei)規轉學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)辦(ban)理(li)學(xue)(xue)(xue)籍(ji)(ji)(ji)轉接。

各(ge)級(ji)教(jiao)育(yu)行政部門(men)要健全(quan)違(wei)(wei)規(gui)招(zhao)生(sheng)(sheng)查(cha)(cha)處和(he)責任(ren)追(zhui)究機制(zhi),暢(chang)通舉報和(he)申訴(su)受(shou)理渠道,主動接受(shou)社會(hui)監(jian)督(du)。招(zhao)生(sheng)(sheng)結(jie)束后,按照隸屬(shu)關(guan)(guan)系,教(jiao)育(yu)行政部門(men)要組(zu)織開(kai)(kai)展逐校排(pai)查(cha)(cha)工作(zuo),重點排(pai)查(cha)(cha)曾(ceng)經發生(sheng)(sheng)違(wei)(wei)規(gui)招(zhao)生(sheng)(sheng)的(de)(de)學(xue)(xue)(xue)(xue)(xue)校,及(ji)時糾正和(he)嚴肅查(cha)(cha)處各(ge)種違(wei)(wei)規(gui)違(wei)(wei)紀招(zhao)生(sheng)(sheng)行為(wei)(wei)。對(dui)于(yu)造成不良影(ying)響或嚴重后果(guo)的(de)(de)學(xue)(xue)(xue)(xue)(xue)校,視情節輕重給予約談、通報批評(ping)、追(zhui)究相(xiang)關(guan)(guan)人員責任(ren)、依(yi)(yi)照有關(guan)(guan)規(gui)定(ding)給予減少下一年度(du)招(zhao)生(sheng)(sheng)計(ji)劃、停止當年招(zhao)生(sheng)(sheng)直至吊銷辦學(xue)(xue)(xue)(xue)(xue)許可證(zheng)等處罰(fa)。市、區教(jiao)育(yu)督(du)導(dao)(dao)部門(men)要將中小學(xue)(xue)(xue)(xue)(xue)招(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)工作(zuo)納入(ru)責任(ren)督(du)學(xue)(xue)(xue)(xue)(xue)日(ri)常督(du)導(dao)(dao)范圍。對(dui)于(yu)造成惡劣社會(hui)影(ying)響的(de)(de)違(wei)(wei)規(gui)招(zhao)生(sheng)(sheng)行為(wei)(wei),相(xiang)關(guan)(guan)部門(men)將依(yi)(yi)照有關(guan)(guan)規(gui)定(ding)嚴肅查(cha)(cha)處追(zhui)責。各(ge)區教(jiao)育(yu)行政部門(men)要與(yu)新聞(wen)宣(xuan)(xuan)(xuan)傳部門(men)和(he)有關(guan)(guan)單(dan)位通力合作(zuo),充分(fen)、深入(ru)、細致解讀(du)積分(fen)入(ru)學(xue)(xue)(xue)(xue)(xue)政策,多(duo)渠道多(duo)形式開(kai)(kai)展招(zhao)生(sheng)(sheng)宣(xuan)(xuan)(xuan)傳工作(zuo)。要組(zu)織召開(kai)(kai)幼兒園、小學(xue)(xue)(xue)(xue)(xue)家長(chang)會(hui)議(yi),積極(ji)主動宣(xuan)(xuan)(xuan)傳,要聯系社區工作(zuo)站(zhan)協助宣(xuan)(xuan)(xuan)傳。加強輿論宣(xuan)(xuan)(xuan)傳引導(dao)(dao),及(ji)時回應群(qun)眾(zhong)關(guan)(guan)注的(de)(de)教(jiao)育(yu)熱(re)點難點重點問(wen)題。引導(dao)(dao)廣大家長(chang)充分(fen)認識就近入(ru)學(xue)(xue)(xue)(xue)(xue)對(dui)于(yu)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)健康成長(chang)的(de)(de)價(jia)值和(he)意(yi)義,樹立科學(xue)(xue)(xue)(xue)(xue)教(jiao)育(yu)觀(guan)念(nian),把培(pei)養孩(hai)(hai)子的(de)(de)好(hao)思(si)想、好(hao)品行、好(hao)習慣作(zuo)為(wei)(wei)家庭教(jiao)育(yu)的(de)(de)首要任(ren)務,理性幫助孩(hai)(hai)子確定(ding)成長(chang)目(mu)標,克服唯分(fen)數、唯升學(xue)(xue)(xue)(xue)(xue)的(de)(de)功(gong)利化傾(qing)向,避(bi)免盲(mang)目(mu)跟風擇校。
各(ge)區教(jiao)育(yu)行(xing)政(zheng)部門須于(yu)4月30日前(qian)將本區的義務教(jiao)育(yu)招生入(ru)(ru)學工作指導意見報市(shi)教(jiao)育(yu)局備案。招生工作結束后(hou),各(ge)區要(yao)及時對(dui)中小(xiao)學招生入(ru)(ru)學工作情況進行(xing)總結,形成書(shu)面總結材料(liao)于(yu)9月2日前(qian)報市(shi)教(jiao)育(yu)局基礎教(jiao)育(yu)處。
