  為(wei)全面(mian)(mian)貫徹黨的教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)方針,落(luo)實立德(de)樹(shu)人(ren)根本任務(wu),規范(fan)(fan)普通中(zhong)小學(xue)(xue)(xue)招生入(ru)學(xue)(xue)(xue)秩(zhi)序,切(qie)實維護(hu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)公(gong)平,努力讓每個(ge)孩子都能(neng)享有公(gong)平而有質量的教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu),根據《中(zhong)華(hua)人(ren)民共(gong)(gong)(gong)和國(guo)義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法》《中(zhong)華(hua)人(ren)民共(gong)(gong)(gong)和國(guo)民辦(ban)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)促進(jin)法》《中(zhong)共(gong)(gong)(gong)中(zhong)央 國(guo)務(wu)院(yuan)關(guan)于(yu)深(shen)化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)改(gai)革全面(mian)(mian)提高義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)質量的意(yi)見》《國(guo)務(wu)院(yuan)辦(ban)公(gong)廳關(guan)于(yu)新時代推進(jin)普通高中(zhong)育(yu)(yu)(yu)(yu)人(ren)方式改(gai)革的指導意(yi)見》《中(zhong)共(gong)(gong)(gong)中(zhong)央 國(guo)務(wu)院(yuan)印(yin)發(fa)〈深(shen)化(hua)新時代教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)評價改(gai)革總體(ti)方案〉》《廣東省教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)廳關(guan)于(yu)進(jin)一步(bu)規范(fan)(fan)普通中(zhong)小學(xue)(xue)(xue)招生入(ru)學(xue)(xue)(xue)工(gong)作的指導意(yi)見》《深(shen)圳(zhen)市非(fei)深(shen)戶(hu)籍人(ren)員(yuan)子女接(jie)受(shou)義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)管(guan)理辦(ban)法》《中(zhong)共(gong)(gong)(gong)深(shen)圳(zhen)市委 深(shen)圳(zhen)市人(ren)民政府印(yin)發(fa)〈關(guan)于(yu)推進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)高質量發(fa)展的意(yi)見〉的通知》等法律法規文件精神,現就做(zuo)好(hao)我市2021年普通中(zhong)小學(xue)(xue)(xue)招生入(ru)學(xue)(xue)(xue)工(gong)作通知如下:

  一(yi)、規范義務教育(yu)招生行為(wei)

  (一)強化屬地責任,落實“兩為主”

  1.落實(shi)(shi)“兩為(wei)主(zhu)(zhu)”職責。各(ge)區(qu)(含新區(qu)、深汕(shan)特(te)別合作(zuo)(zuo)區(qu),下同)政府(fu)要落實(shi)(shi)好舉辦、管理和發展義(yi)(yi)務(wu)教(jiao)育的(de)(de)主(zhu)(zhu)體(ti)責任,認真落實(shi)(shi)國家“兩為(wei)主(zhu)(zhu)”要求,進一步(bu)提(ti)高進城(cheng)務(wu)工人員隨遷子女(nv)在公辦義(yi)(yi)務(wu)教(jiao)育學校就(jiu)讀的(de)(de)比例,增(zeng)加公辦學位供給,統籌公辦民辦學校招(zhao)生(sheng)(sheng),切實(shi)(shi)保障符合條件的(de)(de)適齡兒(er)童、少年接受義(yi)(yi)務(wu)教(jiao)育的(de)(de)權利(li)。各(ge)區(qu)要加強組(zu)(zu)織領導,成立(li)以(yi)區(qu)領導為(wei)組(zu)(zu)長(chang)的(de)(de)義(yi)(yi)務(wu)教(jiao)育招(zhao)生(sheng)(sheng)工作(zuo)(zuo)領導小組(zu)(zu),定期召開招(zhao)生(sheng)(sheng)工作(zuo)(zuo)聯席會議(yi),完(wan)善統籌協調工作(zuo)(zuo)機制,及(ji)時妥(tuo)善處(chu)理本區(qu)義(yi)(yi)務(wu)教(jiao)育招(zhao)生(sheng)(sheng)中的(de)(de)熱點難點問題。

  2.落實(shi)區教(jiao)育行(xing)政部(bu)門招(zhao)(zhao)生管理(li)職責。各(ge)(ge)區教(jiao)育行(xing)政部(bu)門要(yao)切(qie)實(shi)加(jia)強(qiang)義務(wu)教(jiao)育招(zhao)(zhao)生工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)組(zu)(zu)織(zhi)和管理(li),做(zuo)(zuo)好學(xue)(xue)(xue)(xue)位(wei)預測,及時公布學(xue)(xue)(xue)(xue)位(wei)供(gong)需情況(kuang),建(jian)立招(zhao)(zhao)生預警機制(zhi)(zhi)(zhi),合理(li)引導家長預期(qi)。要(yao)積極(ji)探索研制(zhi)(zhi)(zhi)招(zhao)(zhao)生電子地圖,便(bian)于實(shi)時分(fen)析研判各(ge)(ge)學(xue)(xue)(xue)(xue)區學(xue)(xue)(xue)(xue)位(wei)供(gong)給動(dong)態變化(hua)情況(kuang),方便(bian)學(xue)(xue)(xue)(xue)生家長便(bian)捷查詢各(ge)(ge)學(xue)(xue)(xue)(xue)校招(zhao)(zhao)生范圍(wei)及學(xue)(xue)(xue)(xue)位(wei)供(gong)給信(xin)息。要(yao)科學(xue)(xue)(xue)(xue)制(zhi)(zhi)(zhi)定(ding)招(zhao)(zhao)生工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)方案,做(zuo)(zuo)好網(wang)上招(zhao)(zhao)生報(bao)名的(de)組(zu)(zu)織(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。要(yao)簡化(hua)入(ru)學(xue)(xue)(xue)(xue)手續,加(jia)強(qiang)部(bu)門聯(lian)動(dong),充分(fen)利用(yong)現代信(xin)息技(ji)術(shu)手段實(shi)施多(duo)部(bu)門聯(lian)網(wang)審(shen)核驗證,共同做(zuo)(zuo)好適齡兒童、少年的(de)就(jiu)讀資格驗核工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。要(yao)加(jia)強(qiang)風險預判,制(zhi)(zhi)(zhi)定(ding)完(wan)(wan)善應(ying)(ying)急預案,健全應(ying)(ying)急機制(zhi)(zhi)(zhi),及時發現并妥善處(chu)置苗(miao)頭性、傾向性問(wen)題,快速穩妥處(chu)理(li)突發事件,確保招(zhao)(zhao)生入(ru)學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)平(ping)穩有序。要(yao)加(jia)強(qiang)對招(zhao)(zhao)生入(ru)學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)監(jian)督檢(jian)查,建(jian)立完(wan)(wan)善招(zhao)(zhao)生入(ru)學(xue)(xue)(xue)(xue)監(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)機制(zhi)(zhi)(zhi)。多(duo)形式加(jia)強(qiang)招(zhao)(zhao)生入(ru)學(xue)(xue)(xue)(xue)政策的(de)宣講和解(jie)讀解(jie)釋(shi)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo),積極(ji)回應(ying)(ying)市民群眾(zhong)關切(qie)。

  3.落實學校(xiao)招(zhao)(zhao)生職責。各義務教育階(jie)段學校(xiao)要規范招(zhao)(zhao)生行(xing)為,按(an)(an)要求(qiu)公開招(zhao)(zhao)生計劃、招(zhao)(zhao)生程序、招(zhao)(zhao)生結果、咨(zi)詢投訴電話(hua)等(deng),不得擅自跨(kua)片區招(zhao)(zhao)生,不得擅自接收學生跨(kua)片區擇(ze)校(xiao)就讀。要指導適齡兒童、少年的(de)家長按(an)(an)時申請學位,按(an)(an)要求(qiu)及時、準(zhun)確(que)提(ti)供(gong)就讀信息。

  (二)堅持免試就近入學,合理確定招生范圍

  1.堅持(chi)免試就近入(ru)(ru)(ru)學(xue)(xue)。所(suo)有公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校(xiao)都要嚴(yan)(yan)格遵守并全(quan)面落實義務教育免試入(ru)(ru)(ru)學(xue)(xue)規定。嚴(yan)(yan)禁公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校(xiao)通過(guo)面試、面談、人機對(dui)話、體驗活動、簡(jian)歷(li)材料等方式為依(yi)據的(de)“掐尖”招(zhao)生(sheng)(sheng)、提前招(zhao)生(sheng)(sheng)、違規爭搶生(sheng)(sheng)源的(de)行為。市局直屬學(xue)(xue)校(xiao)義務教育招(zhao)生(sheng)(sheng)工作納入(ru)(ru)(ru)所(suo)在區(qu)教育行政部門統一管理。

  2.合理確定(ding)招(zhao)生(sheng)范(fan)圍(wei)。各區教育(yu)(yu)行(xing)政部門要嚴格按照“學(xue)校劃片招(zhao)生(sheng)、生(sheng)源就近(jin)入學(xue)”的目標要求,綜(zong)合考慮適齡(ling)學(xue)生(sheng)人數、學(xue)校分(fen)(fen)布、學(xue)校規模、交通(tong)狀況等因素(su),為(wei)每所公(gong)辦(ban)義務(wu)教育(yu)(yu)學(xue)校劃定(ding)服務(wu)片區范(fan)圍(wei),確保各片區之間教育(yu)(yu)資源大致均衡。在(zai)對學(xue)校原招(zhao)生(sheng)范(fan)圍(wei)進(jin)行(xing)較(jiao)大調整時,要充(chong)分(fen)(fen)聽取群眾意(yi)見,審慎論證,提前(qian)公(gong)告(gao)。片區確定(ding)后,應在(zai)一段時期(qi)內(nei)保持相對穩定(ding)。民辦(ban)義務(wu)教育(yu)(yu)學(xue)校不得(de)超(chao)出教育(yu)(yu)行(xing)政部門核(he)定(ding)的招(zhao)生(sheng)計(ji)劃和(he)招(zhao)生(sheng)范(fan)圍(wei)招(zhao)生(sheng),在(zai)滿足本區符合條件(jian)的適齡(ling)兒童、少年(nian)入學(xue)需(xu)求后,仍有剩余招(zhao)生(sheng)計(ji)劃的,經學(xue)校申(shen)請(qing),區教育(yu)(yu)行(xing)政部門審核(he),報市教育(yu)(yu)局(ju)同意(yi),可跨區招(zhao)生(sheng)。

  (三)剛性實施入學政策,完善積分入學細則

  所有(you)公(gong)(gong)辦民辦學(xue)校要(yao)嚴格(ge)按照(zhao)《深(shen)圳市(shi)非深(shen)戶(hu)籍人(ren)員子(zi)女接(jie)受義務教育管理辦法》等文件規定的入(ru)學(xue)條件招(zhao)生(sheng)(sheng),不(bu)得招(zhao)收不(bu)符(fu)(fu)合(he)(he)我(wo)市(shi)就讀條件的學(xue)生(sheng)(sheng)。各區(qu)教育行政部門要(yao)不(bu)斷優(you)(you)化積(ji)分(fen)入(ru)學(xue)實(shi)(shi)(shi)施細則,充分(fen)體現(xian)(xian)教育公(gong)(gong)平,合(he)(he)理設置積(ji)分(fen)類(lei)別、項(xiang)目、標準和(he)(he)分(fen)值,根據(ju)積(ji)分(fen)情況和(he)(he)招(zhao)生(sheng)(sheng)計劃安(an)排(pai)(pai)學(xue)位,實(shi)(shi)(shi)施過(guo)程中(zhong)要(yao)做(zuo)到積(ji)分(fen)標準、積(ji)分(fen)結果、學(xue)位安(an)排(pai)(pai)“三公(gong)(gong)開”,公(gong)(gong)開過(guo)程中(zhong)應依法做(zuo)好未成年人(ren)隱私保護(hu)。積(ji)分(fen)入(ru)學(xue)細則要(yao)充分(fen)征(zheng)求轄區(qu)居民意見,在招(zhao)生(sheng)(sheng)工(gong)作實(shi)(shi)(shi)施前報市(shi)教育局備案。2021年繼(ji)續全面取消各類(lei)特長生(sheng)(sheng)招(zhao)生(sheng)(sheng)。對烈士、符(fu)(fu)合(he)(he)條件的現(xian)(xian)役(yi)軍人(ren)及復退軍人(ren)、消防救援隊伍(wu)人(ren)員、公(gong)(gong)安(an)英模和(he)(he)因公(gong)(gong)犧(xi)牲(sheng)傷殘警察、高層次人(ren)才等享受優(you)(you)惠政策人(ren)員的子(zi)女實(shi)(shi)(shi)施教育優(you)(you)待政策,并向社會公(gong)(gong)示。

  (四)完善民辦學校招生管理

  各區(qu)教育(yu)(yu)(yu)行(xing)政部門(men)要將民辦(ban)(ban)(ban)義(yi)務教育(yu)(yu)(yu)學(xue)校(xiao)(xiao)招生(sheng)(sheng)(sheng)(sheng)納入統一管理,全面(mian)落(luo)實(shi)與公辦(ban)(ban)(ban)學(xue)校(xiao)(xiao)同步招生(sheng)(sheng)(sheng)(sheng)。民辦(ban)(ban)(ban)義(yi)務教育(yu)(yu)(yu)學(xue)校(xiao)(xiao)的(de)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃和(he)(he)招生(sheng)(sheng)(sheng)(sheng)方(fang)案,要報主管教育(yu)(yu)(yu)行(xing)政部門(men)審核。面(mian)向(xiang)全區(qu)招生(sheng)(sheng)(sheng)(sheng)且報名(ming)人(ren)數(shu)(shu)超過(guo)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃數(shu)(shu)的(de)民辦(ban)(ban)(ban)學(xue)校(xiao)(xiao),全部實(shi)行(xing)電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)搖(yao)(yao)(yao)號(hao)錄(lu)(lu)取(qu)。辦(ban)(ban)(ban)學(xue)層次同時包括小學(xue)和(he)(he)初(chu)中的(de)民辦(ban)(ban)(ban)學(xue)校(xiao)(xiao),應首先通過(guo)直升或電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)搖(yao)(yao)(yao)號(hao)方(fang)式招收本校(xiao)(xiao)自愿報讀(du)初(chu)中的(de)小學(xue)畢業生(sheng)(sheng)(sheng)(sheng),剩余的(de)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃應公開報名(ming),實(shi)行(xing)電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)搖(yao)(yao)(yao)號(hao)錄(lu)(lu)取(qu)。民辦(ban)(ban)(ban)學(xue)校(xiao)(xiao)電(dian)腦(nao)隨(sui)(sui)(sui)機(ji)搖(yao)(yao)(yao)號(hao)錄(lu)(lu)取(qu)工作由(you)(you)各區(qu)組(zu)織實(shi)施,搖(yao)(yao)(yao)號(hao)過(guo)程要做(zuo)到全程錄(lu)(lu)像,并邀請(qing)公證(zheng)機(ji)構(gou)人(ren)員、紀檢人(ren)員、人(ren)大代表(biao)(biao)、政協委員、新聞媒體代表(biao)(biao)和(he)(he)學(xue)生(sheng)(sheng)(sheng)(sheng)家長代表(biao)(biao)全程監督。受政府委托承擔(dan)義(yi)務教育(yu)(yu)(yu)學(xue)位(wei)任務的(de)民辦(ban)(ban)(ban)學(xue)校(xiao)(xiao),報名(ming)及錄(lu)(lu)取(qu)辦(ban)(ban)(ban)法由(you)(you)區(qu)教育(yu)(yu)(yu)行(xing)政部門(men)另(ling)行(xing)確(que)定。

  (五)提高殘疾兒童、少年入學率,提升特殊教育質量

  各區(qu)要按國(guo)家要求,確保2021年(nian)殘疾兒(er)童、少年(nian)義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)入學(xue)(xue)率(lv)達到(dao)95%以上(shang)。按照“全覆蓋、零拒(ju)絕”的(de)(de)要求,根據適(shi)齡殘疾兒(er)童、少年(nian)的(de)(de)實(shi)(shi)際情況,制(zhi)訂教(jiao)(jiao)(jiao)(jiao)育(yu)安置方案(an),落實(shi)(shi)“一(yi)人一(yi)案(an)”,通過普通學(xue)(xue)校(xiao)(xiao)(xiao)就讀、特殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)就讀、送(song)教(jiao)(jiao)(jiao)(jiao)上(shang)門等(deng)多種方式,逐一(yi)做好入學(xue)(xue)安置工作。市(shi)、區(qu)特殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)科學(xue)(xue)設置招生(sheng)類別、學(xue)(xue)段,錯位發(fa)展,協調發(fa)展。義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)階段,視障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)、聽(ting)障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)主要由市(shi)屬(shu)學(xue)(xue)校(xiao)(xiao)(xiao)承擔,智障(zhang)等(deng)其他類型的(de)(de)特殊教(jiao)(jiao)(jiao)(jiao)育(yu)主要由區(qu)屬(shu)學(xue)(xue)校(xiao)(xiao)(xiao)承擔。市(shi)屬(shu)特殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)要擴大高(gao)中階段招生(sheng)規模,讓完成義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)的(de)(de)殘疾學(xue)(xue)生(sheng)都能接受適(shi)宜的(de)(de)高(gao)中階段教(jiao)(jiao)(jiao)(jiao)育(yu)。

  (六)加強招生計劃管理,嚴禁超標準班額招生

  各區(qu)教育(yu)行政部門要結合學(xue)(xue)(xue)(xue)(xue)校(xiao)辦學(xue)(xue)(xue)(xue)(xue)規模(mo)(mo)、辦學(xue)(xue)(xue)(xue)(xue)條件(jian),科學(xue)(xue)(xue)(xue)(xue)核定、及時公布(bu)公辦民辦學(xue)(xue)(xue)(xue)(xue)校(xiao)招生計劃(hua)。嚴(yan)格(ge)控制存(cun)在超(chao)標準(zhun)(zhun)班(ban)(ban)額(e)學(xue)(xue)(xue)(xue)(xue)校(xiao)的(de)招生計劃(hua)。各義務教育(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)起始年級嚴(yan)禁超(chao)標準(zhun)(zhun)班(ban)(ban)額(e)招生,堅決防(fang)止產生新的(de)超(chao)標準(zhun)(zhun)班(ban)(ban)額(e)。嚴(yan)禁超(chao)核定辦學(xue)(xue)(xue)(xue)(xue)規模(mo)(mo)和超(chao)標準(zhun)(zhun)班(ban)(ban)額(e)的(de)學(xue)(xue)(xue)(xue)(xue)校(xiao)接收轉學(xue)(xue)(xue)(xue)(xue)插班(ban)(ban)學(xue)(xue)(xue)(xue)(xue)生。

  (七)落實控輟保學法定職責

  各區教(jiao)育行(xing)政部門(men)(men)和(he)學(xue)校(xiao)要(yao)嚴(yan)格(ge)(ge)落實(shi)《中華(hua)人民共和(he)國(guo)(guo)義務(wu)教(jiao)育法(fa)(fa)(fa)》《中華(hua)人民共和(he)國(guo)(guo)未成年人保護法(fa)(fa)(fa)》等(deng)法(fa)(fa)(fa)律規定(ding),依法(fa)(fa)(fa)保障適齡兒(er)(er)童(tong)、少年接受義務(wu)教(jiao)育的權(quan)利(li),要(yao)嚴(yan)格(ge)(ge)履(lv)行(xing)控(kong)輟(chuo)(chuo)保學(xue)法(fa)(fa)(fa)定(ding)職責(ze),完善(shan)聯控(kong)聯保工作機制,落實(shi)失學(xue)輟(chuo)(chuo)學(xue)學(xue)生勸返(fan)復學(xue)、登記和(he)書(shu)面報告(gao)責(ze)任制度,建(jian)立完善(shan)控(kong)輟(chuo)(chuo)保學(xue)工作臺帳,共同做好控(kong)輟(chuo)(chuo)保學(xue)工作。適齡兒(er)(er)童(tong)、少年因身體狀況確需延緩入(ru)學(xue)或者休學(xue)的,其(qi)父母或者其(qi)他法(fa)(fa)(fa)定(ding)監護人應當(dang)提出(chu)申請,由所在區教(jiao)育行(xing)政部門(men)(men)批準。依法(fa)(fa)(fa)查處(chu)以(yi)在家學(xue)習、接受“私塾(shu)”“讀經班”等(deng)培訓替(ti)代國(guo)(guo)家統(tong)一(yi)實(shi)施的義務(wu)教(jiao)育的行(xing)為。嚴(yan)格(ge)(ge)外籍人員子女學(xue)校(xiao)招(zhao)生管理,不得招(zhao)收中國(guo)(guo)籍學(xue)生。

  二(er)、加強普(pu)通高中招(zhao)生管理

  (一)剛性執行高中招生計劃。高中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要嚴格按(an)照市(shi)教(jiao)育(yu)局核(he)定的(de)招生(sheng)(sheng)(sheng)(sheng)計劃(hua)進行(xing)(xing)招生(sheng)(sheng)(sheng)(sheng)。招生(sheng)(sheng)(sheng)(sheng)計劃(hua)下達后,不再受理(li)調(diao)整招生(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)申請。各(ge)級教(jiao)育(yu)行(xing)(xing)政部門(men)、各(ge)高中(zhong)(zhong)階(jie)段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)根據招生(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)要求,認(ren)真做好(hao)招生(sheng)(sheng)(sheng)(sheng)的(de)各(ge)項準(zhun)備工作,確(que)保學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)正常開學(xue)(xue)(xue)(xue)(xue)(xue)。民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招生(sheng)(sheng)(sheng)(sheng)納入統(tong)一管理(li),并與公(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)同(tong)步招生(sheng)(sheng)(sheng)(sheng)。各(ge)校(xiao)招生(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)執行(xing)(xing)情況,將作為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)自主招生(sheng)(sheng)(sheng)(sheng)計劃(hua)安排、規(gui)范辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)、辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)水(shui)平、辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)效益評估以及評先、評優等的(de)主要指標。全市(shi)公(gong)辦(ban)(ban)(ban)高中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應按(an)照核(he)定辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)規(gui)模招生(sheng)(sheng)(sheng)(sheng)。普通高中(zhong)(zhong)未經審批不得(de)面向市(shi)外招生(sheng)(sheng)(sheng)(sheng)。

  (二)落實指標到校政策。認真落實(shi)指(zhi)標到校(xiao)(xiao)政策要求(qiu),每(mei)所優質普通高(gao)中學(xue)校(xiao)(xiao)要安排不低于50%的(de)招生名額,主(zhu)要按初中學(xue)校(xiao)(xiao)在校(xiao)(xiao)生數,直(zhi)接分配到全市各(ge)初中學(xue)校(xiao)(xiao)(含民(min)辦),促進義(yi)務(wu)教(jiao)育(yu)優質均(jun)衡發展(zhan)。

  (三)統籌規范全市高中自主招生工作。根據(ju)廣(guang)東省(sheng)教(jiao)育(yu)廳關于(yu)進一(yi)(yi)步(bu)完(wan)善和(he)規(gui)范自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的相關要(yao)求(qiu),市(shi)(shi)教(jiao)育(yu)局(ju)全面統籌高(gao)中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo),進一(yi)(yi)步(bu)優化(hua)我市(shi)(shi)普(pu)通(tong)(tong)高(gao)中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)布點,引導(dao)普(pu)通(tong)(tong)高(gao)中(zhong)(zhong)學(xue)校(xiao)科學(xue)合(he)理定位(wei)和(he)分層(ceng)分類發展。自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)對(dui)象主(zhu)(zhu)要(yao)為具有創新潛(qian)質和(he)學(xue)科特長的學(xue)生(sheng)(sheng)(sheng)(sheng)。2021年全市(shi)(shi)普(pu)通(tong)(tong)高(gao)中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)按照(zhao)市(shi)(shi)教(jiao)育(yu)局(ju)出臺的《深(shen)圳市(shi)(shi)教(jiao)育(yu)局(ju)關于(yu)做好2021年普(pu)通(tong)(tong)高(gao)中(zhong)(zhong)學(xue)校(xiao)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)的通(tong)(tong)知》實施。

  (四)規范學校招生行為。積(ji)極探索基于初中(zhong)(zhong)(zhong)學業水平(ping)考試成績、結合(he)綜合(he)素質表(biao)現評價的高中(zhong)(zhong)(zhong)階段學校(xiao)(xiao)考試招(zhao)生(sheng)錄(lu)取模(mo)式。所有高中(zhong)(zhong)(zhong)學校(xiao)(xiao)(含民辦普(pu)通(tong)高中(zhong)(zhong)(zhong))需嚴格按(an)照(zhao)規定(ding)的招(zhao)生(sheng)范圍、招(zhao)生(sheng)計劃(hua)、招(zhao)生(sheng)時(shi)間、招(zhao)生(sheng)方式進行統一招(zhao)生(sheng),嚴禁違規爭搶生(sheng)源、跨(kua)審批區域招(zhao)生(sheng)、超計劃(hua)招(zhao)生(sheng)和提前(qian)招(zhao)生(sheng),嚴禁招(zhao)收“掛讀(du)生(sheng)”和“擇(ze)校(xiao)(xiao)生(sheng)”。

  三、加強新生(sheng)入(ru)學管理

  (一)規范學生分班管理。各義(yi)務教(jiao)育階段學(xue)校(xiao)要實行均衡(heng)編班(ban)(ban),嚴(yan)禁舉辦重點班(ban)(ban),包括以特長班(ban)(ban)、快慢班(ban)(ban)、尖子班(ban)(ban)、興趣(qu)班(ban)(ban)和“奧賽”班(ban)(ban)、國(guo)際班(ban)(ban)等(deng)名(ming)義(yi)的變相重點班(ban)(ban)。普通(tong)高中學(xue)校(xiao)要根據普通(tong)高中課(ke)(ke)程方案和學(xue)生選課(ke)(ke)情況,合(he)理排課(ke)(ke)編班(ban)(ban),科學(xue)制訂選課(ke)(ke)走班(ban)(ban)指南和課(ke)(ke)程實施方案。

  (二)嚴格規范學籍管理。學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應(ying)當從學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)之日起1個月內(nei)為學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)建立(li)(li)學(xue)(xue)(xue)(xue)(xue)籍檔案,其中,殘(can)疾程度較重、無(wu)法進入(ru)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),由承(cheng)擔送教上門的(de)(de)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)建立(li)(li)學(xue)(xue)(xue)(xue)(xue)籍。學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)嚴格落實學(xue)(xue)(xue)(xue)(xue)籍管理(li)“一人(ren)(ren)一籍,籍隨人(ren)(ren)走”的(de)(de)要(yao)求,不(bu)得以虛假信息建立(li)(li)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)籍,不(bu)得重復建立(li)(li)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)籍,不(bu)得擅自(zi)刪除學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)籍信息。未經義務(wu)教育(yu)招生(sheng)(sheng)(sheng)平臺報名(ming)錄取的(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)予建立(li)(li)學(xue)(xue)(xue)(xue)(xue)籍。對于未經學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)批準,不(bu)按學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規(gui)定期限(xian)到校(xiao)(xiao)辦理(li)注冊(ce)者,不(bu)予建立(li)(li)學(xue)(xue)(xue)(xue)(xue)籍。各區教育(yu)行(xing)(xing)政(zheng)部門要(yao)加強對學(xue)(xue)(xue)(xue)(xue)籍工作(zuo)的(de)(de)核查(cha),及時查(cha)處(chu)和糾正學(xue)(xue)(xue)(xue)(xue)籍建檔過程中的(de)(de)不(bu)規(gui)范行(xing)(xing)為,嚴禁“人(ren)(ren)籍分離”。

  四、建立考核(he)和問責(ze)雙機制,確保(bao)招生工作全面落(luo)地

  市、區(qu)教(jiao)(jiao)育(yu)(yu)督(du)導(dao)(dao)部門要將(jiang)中(zhong)小(xiao)學招(zhao)(zhao)生入(ru)學工作納入(ru)責(ze)(ze)任督(du)學日常督(du)導(dao)(dao)范圍,嚴肅查(cha)處違(wei)(wei)反教(jiao)(jiao)育(yu)(yu)部“十(shi)項嚴禁”紀(ji)律要求和省教(jiao)(jiao)育(yu)(yu)廳“六項規(gui)定(ding)”等違(wei)(wei)反招(zhao)(zhao)生政策(ce)(ce)和紀(ji)律以及擾亂中(zhong)小(xiao)學入(ru)學招(zhao)(zhao)生秩(zhi)序(xu)的行(xing)(xing)為。對違(wei)(wei)規(gui)操作,查(cha)有實據,造成不良影響的單(dan)位和個人實行(xing)(xing)問責(ze)(ze)。對于未落實《中(zhong)共中(zhong)央(yang) 國務院關于深化教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學改革全面提(ti)高義務教(jiao)(jiao)育(yu)(yu)質量的意見(jian)》中(zhong)義務教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生入(ru)學規(gui)定(ding)要求,或者出(chu)現轄區(qu)內義務教(jiao)(jiao)育(yu)(yu)階段學校違(wei)(wei)規(gui)考試招(zhao)(zhao)生行(xing)(xing)為的,視同為落實中(zhong)央(yang)和國家重大政策(ce)(ce)不力,納入(ru)政府履行(xing)(xing)教(jiao)(jiao)育(yu)(yu)職責(ze)(ze)評價。
