為貫徹(che)落(luo)實(shi)黨(dang)的(de)十(shi)九(jiu)大和十(shi)九(jiu)屆二中(zhong)、三中(zhong)、四中(zhong)全會(hui)精神,進一(yi)步加強(qiang)教育(yu)(yu)收(shou)費治(zhi)理體(ti)系和治(zhi)理能力建設,教育(yu)(yu)部(bu)(bu)、國家發展(zhan)改革委(wei)、財(cai)政(zheng)部(bu)(bu)、國家市場監管總局、國家新(xin)聞出(chu)版署(shu)研究(jiu)制(zhi)定了(le)《關于進一(yi)步加強(qiang)和規范教育(yu)(yu)收(shou)費管理的(de)意見》,現(xian)印發給你們,請結合實(shi)際(ji)貫徹(che)執(zhi)行。
各(ge)地(di)要充分認識到,進一步加(jia)強和(he)(he)規范教(jiao)(jiao)育(yu)收(shou)費管理(li)(li)是鞏固完(wan)善以政府投入為主、多渠道籌(chou)集教(jiao)(jiao)育(yu)經費的(de)體(ti)(ti)制和(he)(he)非(fei)義務(wu)教(jiao)(jiao)育(yu)培養成本分擔機制的(de)重要內容(rong),是各(ge)級治(zhi)(zhi)理(li)(li)教(jiao)(jiao)育(yu)亂收(shou)費聯席會(hui)議辦(ban)公室(shi)的(de)一項重要職責,是加(jia)快(kuai)推(tui)進教(jiao)(jiao)育(yu)財務(wu)治(zhi)(zhi)理(li)(li)體(ti)(ti)系(xi)(xi)(xi)(xi)(xi)和(he)(he)治(zhi)(zhi)理(li)(li)能力現代化的(de)重要舉措。要按照規定的(de)管理(li)(li)權(quan)限全面(mian)落(luo)實教(jiao)(jiao)育(yu)收(shou)費管理(li)(li)主體(ti)(ti)責任,正確處理(li)(li)好(hao)政府與社會(hui)、受教(jiao)(jiao)育(yu)者的(de)關(guan)系(xi)(xi)(xi)(xi)(xi),正確處理(li)(li)好(hao)教(jiao)(jiao)育(yu)收(shou)費與財政撥款、學生(sheng)資助的(de)關(guan)系(xi)(xi)(xi)(xi)(xi),正確處理(li)(li)好(hao)簡政放權(quan)和(he)(he)放管結合、優化服務(wu)的(de)關(guan)系(xi)(xi)(xi)(xi)(xi),進一步完(wan)善教(jiao)(jiao)育(yu)收(shou)費政策體(ti)(ti)系(xi)(xi)(xi)(xi)(xi)、制度體(ti)(ti)系(xi)(xi)(xi)(xi)(xi)、監管體(ti)(ti)系(xi)(xi)(xi)(xi)(xi),提升教(jiao)(jiao)育(yu)收(shou)費治(zhi)(zhi)理(li)(li)能力。
各(ge)地出臺(tai)(tai)教(jiao)育收(shou)(shou)費(fei)政策(ce),要綜合考(kao)慮經濟社會發展水平(ping)、教(jiao)育培養(yang)成(cheng)本(ben)和群(qun)眾承受能力等因素,認真履行成(cheng)本(ben)調查(或成(cheng)本(ben)監審,下同(tong))、決策(ce)聽證(zheng)、公開公示等有(you)關(guan)法(fa)定程(cheng)序,把握好政策(ce)出臺(tai)(tai)的時(shi)機和節奏,確保平(ping)穩有(you)序推進各(ge)項(xiang)工作(zuo)。各(ge)省教(jiao)育收(shou)(shou)費(fei)政策(ce)出臺(tai)(tai)及(ji)執行情況,要及(ji)時(shi)報告全(quan)國治理教(jiao)育亂收(shou)(shou)費(fei)聯(lian)席(xi)會議辦公室(shi)。
各地要(yao)調(diao)整完善各級(ji)治(zhi)理(li)教育亂收費(fei)聯席(xi)會議制度,健全工作機制,認真履(lv)行(xing)職(zhi)責(ze),加(jia)大治(zhi)理(li)力度,嚴肅查(cha)處損害群眾(zhong)利益的(de)教育亂收費(fei)行(xing)為。

關于進一(yi)步加強(qiang)和(he)規范教育收費管(guan)理(li)的意見
黨中央、國(guo)(guo)務院歷(li)來(lai)高度重視教(jiao)(jiao)(jiao)育(yu)收(shou)費(fei)管理(li)(li)工作,自全國(guo)(guo)治理(li)(li)教(jiao)(jiao)(jiao)育(yu)亂收(shou)費(fei)部(bu)際(ji)聯席會議制度建立以來(lai),在各有關部(bu)門、地方各級政府(fu)的共同努力下,教(jiao)(jiao)(jiao)育(yu)收(shou)費(fei)水平(ping)保持(chi)了基(ji)本穩(wen)定,教(jiao)(jiao)(jiao)育(yu)亂收(shou)費(fei)現象得到(dao)了有效遏制。但隨著經濟(ji)社會的發展,教(jiao)(jiao)(jiao)育(yu)收(shou)費(fei)管理(li)(li)工作在體(ti)制機制、政策(ce)執行、監督管理(li)(li)等方面(mian)仍然存(cun)在一些問(wen)題,與教(jiao)(jiao)(jiao)育(yu)改革(ge)發展的需要和(he)人(ren)民群(qun)眾的期待(dai)仍然存(cun)在一定差距(ju)。為貫(guan)徹落(luo)實《中國(guo)(guo)教(jiao)(jiao)(jiao)育(yu)現代(dai)化2035》《國(guo)(guo)務院辦公廳關于進一步調整優(you)化結構 提高教(jiao)(jiao)(jiao)育(yu)經費(fei)使用效益的意(yi)(yi)見(jian)》等文件精神,進一步加強(qiang)和(he)規范教(jiao)(jiao)(jiao)育(yu)收(shou)費(fei)管理(li)(li),現提出(chu)以下意(yi)(yi)見(jian)。
一、總體要求
(一)指導思想
以(yi)習近平新(xin)時(shi)代中國特色社(she)會主義思(si)想為指導,全面貫徹落實黨的十(shi)九(jiu)大和十(shi)九(jiu)屆二中、三中、四中全會精(jing)神,深(shen)入貫徹落實全國教(jiao)育(yu)大會精(jing)神,始(shi)終堅持(chi)把教(jiao)育(yu)事業擺在優(you)先位置,主動適(shi)應(ying)教(jiao)育(yu)、財稅、價格等領域改革新(xin)要求,鞏固(gu)完善(shan)以(yi)政府投入為主、多渠道(dao)籌集(ji)教(jiao)育(yu)經(jing)費(fei)(fei)體制(zhi),逐(zhu)步完善(shan)各級各類教(jiao)育(yu)投入機制(zhi)和非義務教(jiao)育(yu)培養成(cheng)本分擔機制(zhi),建立健全教(jiao)育(yu)收(shou)(shou)費(fei)(fei)政策體系、制(zhi)度體系、監(jian)管體系,提(ti)升教(jiao)育(yu)收(shou)(shou)費(fei)(fei)治理能力(li),持(chi)續鞏固(gu)教(jiao)育(yu)亂收(shou)(shou)費(fei)(fei)治理成(cheng)果,促進教(jiao)育(yu)公(gong)平而(er)有質(zhi)量(liang)的發展。
(二)基本原則
——堅持公(gong)益屬性(xing)、分(fen)(fen)類管理(li)(li)。堅持教(jiao)(jiao)育(yu)(yu)的(de)(de)公(gong)益性(xing),充分(fen)(fen)發揮政府對(dui)教(jiao)(jiao)育(yu)(yu)事業的(de)(de)主導作用。區分(fen)(fen)義務教(jiao)(jiao)育(yu)(yu)和(he)非義務教(jiao)(jiao)育(yu)(yu)的(de)(de)不同(tong)(tong)階段,區分(fen)(fen)非營(ying)利性(xing)和(he)營(ying)利性(xing)民(min)辦(ban)教(jiao)(jiao)育(yu)(yu)的(de)(de)不同(tong)(tong)屬性(xing),正(zheng)確處(chu)理(li)(li)政府與社會、受教(jiao)(jiao)育(yu)(yu)者之間的(de)(de)關系,合(he)理(li)(li)分(fen)(fen)擔教(jiao)(jiao)育(yu)(yu)培(pei)養(yang)成本(ben)。
——堅(jian)持分級審(shen)批、屬(shu)地管(guan)理(li)(li)(li)。教育(yu)領域行政事業性收(shou)(shou)費(fei)項(xiang)目、標(biao)準(zhun)實(shi)行中央和(he)省(sheng)兩級審(shen)批,中央部門所屬(shu)學(xue)校收(shou)(shou)費(fei)標(biao)準(zhun)實(shi)行屬(shu)地管(guan)理(li)(li)(li)。各省(sheng)、自治區、直轄市(以(yi)下簡稱各省(sheng))按照規定的(de)管(guan)理(li)(li)(li)權限,科學(xue)制(zhi)定收(shou)(shou)費(fei)政策,加強收(shou)(shou)費(fei)項(xiang)目管(guan)理(li)(li)(li),合(he)理(li)(li)(li)確定收(shou)(shou)費(fei)標(biao)準(zhun),全面落實(shi)教育(yu)收(shou)(shou)費(fei)管(guan)理(li)(li)(li)主體責任。
——堅(jian)持問(wen)(wen)題導向、改革創新。不斷(duan)健全教育收(shou)費(fei)管理體(ti)制(zhi)(zhi),完善教育收(shou)費(fei)政策,加強重(zhong)點領域、重(zhong)點單位的收(shou)費(fei)治理,著力(li)解(jie)(jie)決與教育改革發展不相適應(ying)的收(shou)費(fei)體(ti)制(zhi)(zhi)機制(zhi)(zhi)問(wen)(wen)題,著力(li)解(jie)(jie)決群眾反映強烈的收(shou)費(fei)問(wen)(wen)題。全面依法治教,堅(jian)持依法行政、依法理財,強化(hua)事中事后監(jian)(jian)管,將日常監(jian)(jian)督與專項監(jian)(jian)督相結(jie)合,創新收(shou)費(fei)監(jian)(jian)管方(fang)式。
二、完善教育(yu)收費政策
(三)堅持實施九(jiu)(jiu)年義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)制(zhi)度。義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)全(quan)面納入財政保障(zhang)范圍(wei),公(gong)辦(ban)(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)不收(shou)(shou)取(qu)學(xue)(xue)費(fei)(fei)(fei)、雜費(fei)(fei)(fei)。各地要(yao)嚴格執行(xing)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)法,鞏固(gu)完善城鄉義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)經費(fei)(fei)(fei)保障(zhang)機(ji)制(zhi),堅持實行(xing)九(jiu)(jiu)年義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)制(zhi)度,嚴禁隨意(yi)擴大(da)免費(fei)(fei)(fei)教(jiao)育(yu)(yu)(yu)(yu)(yu)政策實施范圍(wei)。對(dui)(dui)民辦(ban)(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)學(xue)(xue)生(sheng)免除學(xue)(xue)雜費(fei)(fei)(fei)標準按(an)照(zhao)生(sheng)均公(gong)用經費(fei)(fei)(fei)基準定(ding)(ding)(ding)額(e)執行(xing);對(dui)(dui)生(sheng)均教(jiao)育(yu)(yu)(yu)(yu)(yu)培(pei)養(yang)成本不足(zu)部分,應嚴格落(luo)實非營(ying)利(li)性法定(ding)(ding)(ding)要(yao)求,合(he)理確定(ding)(ding)(ding)收(shou)(shou)費(fei)(fei)(fei)標準。嚴禁收(shou)(shou)取(qu)與招生(sheng)入學(xue)(xue)掛鉤的(de)(de)捐資助學(xue)(xue)款。按(an)照(zhao)國家有關規定(ding)(ding)(ding)招收(shou)(shou)義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)階段學(xue)(xue)生(sheng)進行(xing)文藝、體育(yu)(yu)(yu)(yu)(yu)等專業(ye)訓練的(de)(de)學(xue)(xue)校(xiao)或其他(ta)社(she)會組織,收(shou)(shou)取(qu)的(de)(de)學(xue)(xue)雜費(fei)(fei)(fei)不應包(bao)括學(xue)(xue)生(sheng)完成九(jiu)(jiu)年義(yi)(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)課(ke)程(cheng)按(an)規定(ding)(ding)(ding)免除的(de)(de)學(xue)(xue)雜費(fei)(fei)(fei)。
(四)堅持實施非義(yi)務教(jiao)(jiao)育(yu)(yu)培(pei)(pei)養(yang)成(cheng)本(ben)分擔(dan)機制。非義(yi)務教(jiao)(jiao)育(yu)(yu)實行以(yi)政(zheng)府投入為(wei)主、受(shou)教(jiao)(jiao)育(yu)(yu)者(zhe)合(he)理分擔(dan)、其(qi)他(ta)多種渠道籌措經(jing)費的(de)(de)投入機制。各省應根據辦學(xue)(xue)成(cheng)本(ben)、經(jing)濟(ji)發(fa)展(zhan)水(shui)平和財(cai)力(li)(li)狀(zhuang)況,落實并動態調整公辦幼(you)兒園(yuan)、普通(tong)高(gao)中(zhong)、中(zhong)等職(zhi)業學(xue)(xue)校、高(gao)職(zhi)院校、普通(tong)本(ben)科院校生均(jun)(jun)財(cai)政(zheng)撥款標準或生均(jun)(jun)公用經(jing)費標準。學(xue)(xue)校(包括幼(you)兒園(yuan),下同(tong))按照(zhao)(zhao)年生均(jun)(jun)教(jiao)(jiao)育(yu)(yu)培(pei)(pei)養(yang)成(cheng)本(ben)的(de)(de)一定比例向(xiang)受(shou)教(jiao)(jiao)育(yu)(yu)者(zhe)收取(qu)學(xue)(xue)費(保育(yu)(yu)教(jiao)(jiao)育(yu)(yu)費),綜合(he)考慮實際成(cheng)本(ben)(扣除財(cai)政(zheng)撥款)等向(xiang)住(zhu)宿(su)生收取(qu)住(zhu)宿(su)費,家庭經(jing)濟(ji)困難學(xue)(xue)生按照(zhao)(zhao)國家有(you)關規定享受(shou)減免政(zheng)策。各省應結合(he)本(ben)地(di)(di)實際,合(he)理確(que)定公辦幼(you)兒園(yuan)、普通(tong)高(gao)中(zhong)、中(zhong)等職(zhi)業學(xue)(xue)校學(xue)(xue)費(保育(yu)(yu)教(jiao)(jiao)育(yu)(yu)費)占年生均(jun)(jun)教(jiao)(jiao)育(yu)(yu)培(pei)(pei)養(yang)成(cheng)本(ben)的(de)(de)比例。現(xian)階(jie)段,公辦高(gao)等學(xue)(xue)校學(xue)(xue)費占年生均(jun)(jun)教(jiao)(jiao)育(yu)(yu)培(pei)(pei)養(yang)成(cheng)本(ben)的(de)(de)比例最高(gao)不(bu)得超過25%,各地(di)(di)應根據經(jing)濟(ji)社會發(fa)展(zhan)水(shui)平、培(pei)(pei)養(yang)成(cheng)本(ben)和群眾(zhong)承受(shou)能力(li)(li)等合(he)理確(que)定。
軍隊舉辦的幼(you)(you)兒(er)園招收(shou)地方(fang)人員(yuan)子女,享受當地人民政府補(bu)助(zhu)的,應(ying)按照公辦幼(you)(you)兒(er)園有(you)關規(gui)定(ding)(ding)收(shou)費(fei);未享受補(bu)助(zhu)的,由(you)軍隊依據國家有(you)關政策(ce)(ce)具體制(zhi)定(ding)(ding),合理(li)確(que)定(ding)(ding)收(shou)費(fei)標準。中外合作辦學和非全(quan)日制(zhi)研究生教育收(shou)費(fei)政策(ce)(ce),由(you)各省(sheng)制(zhi)定(ding)(ding)。
(五)堅持實(shi)施民(min)(min)辦(ban)(ban)教(jiao)育(yu)收(shou)(shou)費分類(lei)管理(li)。按照民(min)(min)辦(ban)(ban)教(jiao)育(yu)促進法有關規定(ding),非營(ying)(ying)利(li)性民(min)(min)辦(ban)(ban)學校收(shou)(shou)費的具(ju)體辦(ban)(ban)法,由省(sheng)級(ji)人民(min)(min)政(zheng)府制(zhi)定(ding);營(ying)(ying)利(li)性民(min)(min)辦(ban)(ban)學校的收(shou)(shou)費標(biao)(biao)準(zhun)(zhun),實(shi)行(xing)市場調節,由學校自(zi)主決(jue)定(ding)。普(pu)惠(hui)(hui)性民(min)(min)辦(ban)(ban)幼(you)兒(er)(er)園(yuan)收(shou)(shou)費標(biao)(biao)準(zhun)(zhun)根據各(ge)省(sheng)級(ji)人民(min)(min)政(zheng)府出臺的普(pu)惠(hui)(hui)性民(min)(min)辦(ban)(ban)幼(you)兒(er)(er)園(yuan)認(ren)定(ding)管理(li)辦(ban)(ban)法,統(tong)籌(chou)考(kao)慮(lv)公(gong)辦(ban)(ban)幼(you)兒(er)(er)園(yuan)和(he)普(pu)惠(hui)(hui)性民(min)(min)辦(ban)(ban)幼(you)兒(er)(er)園(yuan)收(shou)(shou)費水(shui)(shui)平,結合(he)經濟(ji)發展水(shui)(shui)平、群眾(zhong)承受能力、辦(ban)(ban)園(yuan)成本和(he)財政(zheng)補助水(shui)(shui)平等因(yin)素合(he)理(li)確(que)定(ding)。各(ge)地(di)要加(jia)快制(zhi)定(ding)并落(luo)實(shi)普(pu)惠(hui)(hui)性民(min)(min)辦(ban)(ban)幼(you)兒(er)(er)園(yuan)財政(zheng)補助標(biao)(biao)準(zhun)(zhun),落(luo)實(shi)義務教(jiao)育(yu)階段民(min)(min)辦(ban)(ban)學校生均公(gong)用經費補助,加(jia)強收(shou)(shou)費標(biao)(biao)準(zhun)(zhun)調控(kong),堅決(jue)防止過(guo)高收(shou)(shou)費。2016年11月7日以前設立(li)的民(min)(min)辦(ban)(ban)學校,在未完成分類(lei)登記(ji)相關程序前收(shou)(shou)費政(zheng)策按非營(ying)(ying)利(li)性民(min)(min)辦(ban)(ban)學校管理(li)。
(六)完(wan)善學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)服(fu)務(wu)性(xing)(xing)收(shou)(shou)(shou)費(fei)(fei)和(he)代收(shou)(shou)(shou)費(fei)(fei)等(deng)(deng)政(zheng)策。學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)在完(wan)成正常的(de)保育、教(jiao)育教(jiao)學(xue)(xue)任務(wu)外(wai),為(wei)(wei)在校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)生(sheng)提供學(xue)(xue)習(xi)、生(sheng)活所需(xu)的(de)相(xiang)關(guan)便(bian)利(li)(li)服(fu)務(wu),以(yi)及組織開(kai)展研學(xue)(xue)旅行、課后服(fu)務(wu)、社會實踐等(deng)(deng)活動,對應(ying)(ying)由(you)(you)學(xue)(xue)生(sheng)或(huo)學(xue)(xue)生(sheng)家(jia)(jia)長承擔的(de)部分,可根據自愿和(he)非營利(li)(li)原(yuan)(yuan)則收(shou)(shou)(shou)取服(fu)務(wu)性(xing)(xing)費(fei)(fei)用。相(xiang)關(guan)服(fu)務(wu)由(you)(you)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)之外(wai)的(de)機構(gou)或(huo)個人提供的(de),學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)可代收(shou)(shou)(shou)代付相(xiang)關(guan)費(fei)(fei)用。學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)服(fu)務(wu)性(xing)(xing)收(shou)(shou)(shou)費(fei)(fei)和(he)代收(shou)(shou)(shou)費(fei)(fei)具體政(zheng)策,由(you)(you)各省制定(ding)。國(guo)家(jia)(jia)已明(ming)令禁止的(de)或(huo)明(ming)確規定(ding)由(you)(you)財政(zheng)保障的(de)項目不(bu)得(de)(de)納(na)入服(fu)務(wu)性(xing)(xing)收(shou)(shou)(shou)費(fei)(fei)和(he)代收(shou)(shou)(shou)費(fei)(fei),學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)不(bu)得(de)(de)擅自設立服(fu)務(wu)性(xing)(xing)收(shou)(shou)(shou)費(fei)(fei)和(he)代收(shou)(shou)(shou)費(fei)(fei)項目,不(bu)得(de)(de)在代收(shou)(shou)(shou)費(fei)(fei)中獲取差價,不(bu)得(de)(de)強(qiang)制或(huo)者暗示學(xue)(xue)生(sheng)及家(jia)(jia)長購買指(zhi)定(ding)的(de)教(jiao)輔軟件(jian)或(huo)資料,不(bu)得(de)(de)通過(guo)提前開(kai)學(xue)(xue)等(deng)(deng)形式或(huo)變(bian)相(xiang)違規補(bu)課加收(shou)(shou)(shou)相(xiang)關(guan)費(fei)(fei)用。校(xiao)(xiao)(xiao)(xiao)內學(xue)(xue)生(sheng)宿(su)舍(she)和(he)社會力量舉辦的(de)校(xiao)(xiao)(xiao)(xiao)外(wai)學(xue)(xue)生(sheng)公寓,均不(bu)得(de)(de)強(qiang)制提供相(xiang)關(guan)生(sheng)活服(fu)務(wu)或(huo)將服(fu)務(wu)性(xing)(xing)收(shou)(shou)(shou)費(fei)(fei)與住宿(su)費(fei)(fei)捆(kun)綁收(shou)(shou)(shou)取。學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)自主經營的(de)食(shi)堂向自愿就餐的(de)學(xue)(xue)生(sheng)收(shou)(shou)(shou)取伙(huo)食(shi)費(fei)(fei),應(ying)(ying)堅(jian)持(chi)公益性(xing)(xing)原(yuan)(yuan)則,不(bu)得(de)(de)以(yi)營利(li)(li)為(wei)(wei)目的(de)。
(七)完善在內(nei)地(di)(祖(zu)國(guo)大(da)陸)學(xue)(xue)(xue)習的(de)(de)港澳(ao)臺僑學(xue)(xue)(xue)生(sheng)收(shou)費(fei)政策。對于在內(nei)地(di)(祖(zu)國(guo)大(da)陸)學(xue)(xue)(xue)習的(de)(de)港澳(ao)臺地(di)區學(xue)(xue)(xue)生(sheng)以及海(hai)外華僑學(xue)(xue)(xue)生(sheng),在中(zhong)小(xiao)學(xue)(xue)(xue)校和(he)幼兒園學(xue)(xue)(xue)習的(de)(de),按照有(you)關(guan)規定執行與內(nei)地(di)(祖(zu)國(guo)大(da)陸)學(xue)(xue)(xue)生(sheng)相同(tong)的(de)(de)收(shou)費(fei)政策;錄取到內(nei)地(di)(祖(zu)國(guo)大(da)陸)普通高(gao)等(deng)學(xue)(xue)(xue)校和(he)科(ke)研院所學(xue)(xue)(xue)習的(de)(de),按照有(you)關(guan)規定執行與內(nei)地(di)(祖(zu)國(guo)大(da)陸)同(tong)類學(xue)(xue)(xue)生(sheng)相同(tong)的(de)(de)收(shou)費(fei)標準(zhun)。
(八)完善國際學(xue)生(sheng)收(shou)(shou)(shou)費(fei)政(zheng)(zheng)策(ce)(ce)。在公辦中(zhong)小學(xue)、幼兒(er)園就讀(du)的(de)國際學(xue)生(sheng),收(shou)(shou)(shou)費(fei)政(zheng)(zheng)策(ce)(ce)由(you)各省制定。外籍人員(yuan)子女學(xue)校(xiao)收(shou)(shou)(shou)費(fei)政(zheng)(zheng)策(ce)(ce),由(you)學(xue)校(xiao)自(zi)主制定。高等學(xue)校(xiao)接收(shou)(shou)(shou)的(de)自(zi)費(fei)來華留學(xue)生(sheng)收(shou)(shou)(shou)費(fei)標準由(you)學(xue)校(xiao)根據(ju)當地經濟社會(hui)發展水平(ping)和培養(yang)成本(ben)等因素合理確(que)定,避免引發惡性競爭(zheng)。根據(ju)我國政(zheng)(zheng)府與派遣(qian)國協議來華接受教育的(de)學(xue)生(sheng),收(shou)(shou)(shou)費(fei)政(zheng)(zheng)策(ce)(ce)按(an)照有(you)關(guan)規(gui)定執行。
三、健全教育收(shou)費管(guan)理制度
(九)建立健全教(jiao)(jiao)育收(shou)費(fei)(fei)標(biao)(biao)準(zhun)(zhun)(zhun)動態調整(zheng)(zheng)機(ji)制(zhi)。各(ge)地(di)(di)應(ying)(ying)按照規定的(de)(de)管理(li)權限和屬地(di)(di)化管理(li)原則,綜合考慮經(jing)濟社(she)會(hui)(hui)發展水平、教(jiao)(jiao)育培養成(cheng)本(ben)和群眾承受(shou)能(neng)力等(deng)(deng)因(yin)素,合理(li)確(que)定公(gong)(gong)辦(ban)(ban)學(xue)校(xiao)(xiao)學(xue)費(fei)(fei)(保育教(jiao)(jiao)育費(fei)(fei))、住宿費(fei)(fei)等(deng)(deng)收(shou)費(fei)(fei)標(biao)(biao)準(zhun)(zhun)(zhun),建立與撥(bo)款、資助水平等(deng)(deng)相(xiang)適(shi)應(ying)(ying)的(de)(de)收(shou)費(fei)(fei)標(biao)(biao)準(zhun)(zhun)(zhun)動態調整(zheng)(zheng)機(ji)制(zhi)。學(xue)校(xiao)(xiao)收(shou)費(fei)(fei)政策有變(bian)化的(de)(de),應(ying)(ying)在招生(sheng)(sheng)簡章發布前向社(she)會(hui)(hui)公(gong)(gong)示。鼓勵各(ge)地(di)(di)適(shi)應(ying)(ying)彈性學(xue)制(zhi)下(xia)的(de)(de)教(jiao)(jiao)學(xue)組織模式(shi),探索實行高(gao)等(deng)(deng)學(xue)校(xiao)(xiao)學(xue)分制(zhi)收(shou)費(fei)(fei)管理(li)。經(jing)批準(zhun)(zhun)(zhun)實行學(xue)分制(zhi)收(shou)費(fei)(fei)的(de)(de)學(xue)校(xiao)(xiao),學(xue)生(sheng)(sheng)按學(xue)分制(zhi)培養方案正(zheng)(zheng)常完(wan)成(cheng)學(xue)業(ye)所繳(jiao)納(na)的(de)(de)學(xue)費(fei)(fei)總(zong)額原則上不(bu)(bu)得(de)高(gao)于實行學(xue)年制(zhi)的(de)(de)學(xue)費(fei)(fei)總(zong)額,加修其他專業(ye)課程(cheng)或重修課程(cheng),學(xue)校(xiao)(xiao)可(ke)按所修課程(cheng)規定的(de)(de)學(xue)分收(shou)費(fei)(fei)標(biao)(biao)準(zhun)(zhun)(zhun)收(shou)取(qu)費(fei)(fei)用。學(xue)費(fei)(fei)、住宿費(fei)(fei)的(de)(de)收(shou)取(qu)實行“老生(sheng)(sheng)老辦(ban)(ban)法、新生(sheng)(sheng)新辦(ban)(ban)法”,按照學(xue)年或學(xue)期(qi)收(shou)取(qu),不(bu)(bu)得(de)跨學(xue)年(學(xue)期(qi))預收(shou)。學(xue)生(sheng)(sheng)如因(yin)故休學(xue)、退(tui)學(xue)、提前結束學(xue)業(ye)或經(jing)批準(zhun)(zhun)(zhun)轉學(xue),學(xue)校(xiao)(xiao)應(ying)(ying)根據實際學(xue)習時間合理(li)確(que)定退(tui)費(fei)(fei)額度。各(ge)地(di)(di)要全面落實國家各(ge)項資助政策,幫助家庭經(jing)濟困(kun)難學(xue)生(sheng)(sheng)解(jie)決(jue)實際問題,不(bu)(bu)得(de)因(yin)學(xue)費(fei)(fei)標(biao)(biao)準(zhun)(zhun)(zhun)調整(zheng)(zheng)影響學(xue)生(sheng)(sheng)的(de)(de)正(zheng)(zheng)常學(xue)習和生(sheng)(sheng)活。
(十(shi))加強教育培養(yang)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)調(diao)查(cha)。適時(shi)修訂(ding)完善《高(gao)(gao)等學校(xiao)教育培養(yang)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)監審辦法(fa)(試行(xing))》,組織(zhi)做好高(gao)(gao)等學校(xiao)年生均教育培養(yang)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)監審工作。各(ge)省按照定(ding)價權限根據價格法(fa)、《政府制定(ding)價格成(cheng)(cheng)(cheng)本(ben)(ben)(ben)監審辦法(fa)》等,結(jie)合本(ben)(ben)(ben)地實(shi)際,主動開展幼兒園、普通高(gao)(gao)中、中等職業學校(xiao)教育培養(yang)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)調(diao)查(cha)工作,規范(fan)教育培養(yang)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)調(diao)查(cha)行(xing)為。各(ge)級各(ge)類學校(xiao)應(ying)當加強成(cheng)(cheng)(cheng)本(ben)(ben)(ben)核算,完整準確記錄并核算教育培養(yang)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)。
(十一)規范教(jiao)(jiao)育(yu)(yu)收費決策(ce)聽證制度(du)。各地要嚴(yan)格按(an)照(zhao)國家規定(ding)的(de)(de)權限和程序制定(ding)或(huo)調整政府舉辦的(de)(de)各級(ji)各類學(xue)校(xiao)學(xue)費等(deng)收費標(biao)(biao)準,納入定(ding)價聽證目(mu)錄并實(shi)行聽證,充分征求社會(hui)有關(guan)方面意見,確保教(jiao)(jiao)育(yu)(yu)收費決策(ce)的(de)(de)民(min)主(zhu)性(xing)、科(ke)學(xue)性(xing)和透明度(du)。降低教(jiao)(jiao)育(yu)(yu)收費標(biao)(biao)準,或(huo)教(jiao)(jiao)育(yu)(yu)收費標(biao)(biao)準調整涉及面較小的(de)(de),聽證會(hui)可采取簡易程序。制定(ding)其他的(de)(de)教(jiao)(jiao)育(yu)(yu)收費標(biao)(biao)準,認為有必要的(de)(de),也可以實(shi)行聽證。
(十二)嚴(yan)(yan)格執行(xing)(xing)教育收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)制(zhi)度(du)。各地(di)(di)要(yao)(yao)嚴(yan)(yan)格執行(xing)(xing)教育收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)制(zhi)度(du),未(wei)經公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)不得(de)(de)收(shou)(shou)費(fei)(fei)(fei)。各級各類學(xue)(xue)校(xiao)(xiao)(xiao)應(ying)(ying)建立健(jian)全規范化的(de)收(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)動態管理(li)制(zhi)度(du),主動接受社會監督。應(ying)(ying)將收(shou)(shou)費(fei)(fei)(fei)項目和(he)標(biao)(biao)準在校(xiao)(xiao)(xiao)內(nei)(nei)醒(xing)目位置(zhi)向學(xue)(xue)生(sheng)公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi),在招(zhao)生(sheng)簡章(zhang)和(he)入學(xue)(xue)通知書中注(zhu)明。義務教育階(jie)段民(min)辦學(xue)(xue)校(xiao)(xiao)(xiao)收(shou)(shou)費(fei)(fei)(fei)標(biao)(biao)準應(ying)(ying)和(he)學(xue)(xue)校(xiao)(xiao)(xiao)獲得(de)(de)的(de)生(sheng)均公(gong)(gong)(gong)(gong)用(yong)經費(fei)(fei)(fei)補助(zhu)一并公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)。對按(an)規定應(ying)(ying)當(dang)公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)而未(wei)公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)的(de)收(shou)(shou)費(fei)(fei)(fei),或公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)內(nei)(nei)容與規定政策不符(fu)的(de)收(shou)(shou)費(fei)(fei)(fei),學(xue)(xue)生(sheng)有(you)權拒(ju)絕繳納(na)。收(shou)(shou)費(fei)(fei)(fei)政策變動時(shi),學(xue)(xue)校(xiao)(xiao)(xiao)要(yao)(yao)及時(shi)更(geng)新公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)內(nei)(nei)容,確保公(gong)(gong)(gong)(gong)示(shi)(shi)(shi)(shi)內(nei)(nei)容合法、有(you)效。各地(di)(di)要(yao)(yao)嚴(yan)(yan)格執行(xing)(xing)教育收(shou)(shou)費(fei)(fei)(fei)等行(xing)(xing)政事業性收(shou)(shou)費(fei)(fei)(fei)目錄清(qing)單,不得(de)(de)擅自(zi)增加收(shou)(shou)費(fei)(fei)(fei)項目、擴(kuo)大收(shou)(shou)費(fei)(fei)(fei)范圍。
(十三)加強教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)(fei)(fei)收(shou)(shou)支(zhi)(zhi)管(guan)(guan)(guan)理(li)。公辦普通(tong)高中和中等職業學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)、住宿(su)費(fei)(fei)(fei)(fei),公辦高等學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)、住宿(su)費(fei)(fei)(fei)(fei)、委托培養費(fei)(fei)(fei)(fei)、函大(da)電大(da)夜大(da)及(ji)短期培訓費(fei)(fei)(fei)(fei)等收(shou)(shou)入(ru)(ru),作(zuo)為事(shi)業收(shou)(shou)入(ru)(ru),按照“收(shou)(shou)支(zhi)(zhi)兩條線”要(yao)求(qiu),納入(ru)(ru)財(cai)政(zheng)(zheng)(zheng)專戶(hu)管(guan)(guan)(guan)理(li)。公辦幼兒(er)園(yuan)收(shou)(shou)費(fei)(fei)(fei)(fei)收(shou)(shou)入(ru)(ru)管(guan)(guan)(guan)理(li)按現(xian)行(xing)(xing)規(gui)(gui)(gui)定(ding)(ding)執行(xing)(xing)。服務性收(shou)(shou)費(fei)(fei)(fei)(fei)收(shou)(shou)入(ru)(ru)由學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)按規(gui)(gui)(gui)定(ding)(ding)列支(zhi)(zhi);代(dai)收(shou)(shou)費(fei)(fei)(fei)(fei)收(shou)(shou)入(ru)(ru)由學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)全部(bu)(bu)(bu)轉交(jiao)提供(gong)服務的單位,不(bu)得計(ji)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)(shou)入(ru)(ru)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)將(jiang)教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)(fei)(fei)收(shou)(shou)支(zhi)(zhi)全部(bu)(bu)(bu)納入(ru)(ru)部(bu)(bu)(bu)門(men)預(yu)算(suan)管(guan)(guan)(guan)理(li),加大(da)資金(jin)統籌(chou)力度(du);教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)(fei)(fei)安(an)排的相(xiang)關支(zhi)(zhi)出(chu)按規(gui)(gui)(gui)定(ding)(ding)納入(ru)(ru)項目庫規(gui)(gui)(gui)范管(guan)(guan)(guan)理(li)。結合教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)(fei)(fei)等其(qi)他收(shou)(shou)入(ru)(ru)情況,統籌(chou)安(an)排財(cai)政(zheng)(zheng)(zheng)撥款預(yu)算(suan),更好發揮財(cai)政(zheng)(zheng)(zheng)資金(jin)使用(yong)(yong)效益(yi)。各地不(bu)得將(jiang)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)(shou)費(fei)(fei)(fei)(fei)收(shou)(shou)入(ru)(ru)用(yong)(yong)于平衡預(yu)算(suan),不(bu)得以任何形式擠占、截留(liu)、平調、挪用(yong)(yong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)(shou)費(fei)(fei)(fei)(fei)資金(jin)。民辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)(shou)費(fei)(fei)(fei)(fei)收(shou)(shou)入(ru)(ru)應(ying)全部(bu)(bu)(bu)繳(jiao)入(ru)(ru)經(jing)教(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)(zheng)部(bu)(bu)(bu)門(men)備案的學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)銀(yin)行(xing)(xing)賬(zhang)戶(hu),統一管(guan)(guan)(guan)理(li),主要(yao)用(yong)(yong)于教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)活動、改善(shan)辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)條件(jian)和保障教(jiao)(jiao)(jiao)職工待(dai)遇并依據有關法(fa)律法(fa)規(gui)(gui)(gui)提取發展基金(jin)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)(shou)取行(xing)(xing)政(zheng)(zheng)(zheng)事(shi)業性收(shou)(shou)費(fei)(fei)(fei)(fei)時要(yao)按照財(cai)務隸屬關系使用(yong)(yong)財(cai)政(zheng)(zheng)(zheng)部(bu)(bu)(bu)門(men)印(監)制的財(cai)政(zheng)(zheng)(zheng)票據,在收(shou)(shou)取服務性收(shou)(shou)費(fei)(fei)(fei)(fei)時應(ying)使用(yong)(yong)相(xiang)應(ying)的稅(shui)務發票,代(dai)收(shou)(shou)費(fei)(fei)(fei)(fei)時應(ying)使用(yong)(yong)資金(jin)往來結算(suan)票據。
四(si)、加強教(jiao)育(yu)收(shou)費治理
(十四)落實(shi)教(jiao)育(yu)收費(fei)(fei)(fei)監管(guan)責(ze)任(ren)。教(jiao)育(yu)收費(fei)(fei)(fei)堅持“誰(shui)審(shen)批、誰(shui)負責(ze)”的(de)原(yuan)則。治理(li)(li)教(jiao)育(yu)亂收費(fei)(fei)(fei)聯席會議(yi)成員(yuan)單(dan)位按(an)照各自職責(ze),將(jiang)教(jiao)育(yu)收費(fei)(fei)(fei)納入目(mu)(mu)錄(lu)管(guan)理(li)(li),適時(shi)動(dong)態調整(zheng)并及時(shi)向社會公布,依(yi)法(fa)對相(xiang)關收費(fei)(fei)(fei)項(xiang)目(mu)(mu)和(he)收費(fei)(fei)(fei)標(biao)準的(de)執行情況實(shi)施監督;加強(qiang)(qiang)教(jiao)育(yu)收費(fei)(fei)(fei)成本調查(cha)(cha),建立(li)健全收費(fei)(fei)(fei)標(biao)準動(dong)態調整(zheng)機制;加強(qiang)(qiang)教(jiao)育(yu)領(ling)域的(de)收費(fei)(fei)(fei)監督檢(jian)查(cha)(cha),依(yi)法(fa)查(cha)(cha)處違法(fa)違規(gui)收費(fei)(fei)(fei)行為(wei);加強(qiang)(qiang)教(jiao)材、教(jiao)輔材料(liao)價格管(guan)理(li)(li);指導各級各類學(xue)(xue)校落實(shi)教(jiao)育(yu)收費(fei)(fei)(fei)政策,規(gui)范(fan)收費(fei)(fei)(fei)行為(wei)。各級各類學(xue)(xue)校要嚴格執行規(gui)定(ding)的(de)收費(fei)(fei)(fei)范(fan)圍(wei)、收費(fei)(fei)(fei)項(xiang)目(mu)(mu)、收費(fei)(fei)(fei)標(biao)準和(he)收費(fei)(fei)(fei)方(fang)式,建立(li)健全學(xue)(xue)校收費(fei)(fei)(fei)管(guan)理(li)(li)制度。
(十五)完善(shan)教育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)治理(li)工(gong)作(zuo)(zuo)機(ji)制(zhi)。各(ge)(ge)地要高(gao)度重視教育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)管理(li)工(gong)作(zuo)(zuo),建(jian)立健全(quan)領導體制(zhi)和工(gong)作(zuo)(zuo)機(ji)制(zhi),堅(jian)持系統推進(jin)(jin)教育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)管理(li)工(gong)作(zuo)(zuo)。各(ge)(ge)地治理(li)教育(yu)(yu)(yu)亂收(shou)(shou)費(fei)(fei)(fei)聯(lian)席(xi)會(hui)議成員單(dan)位要統籌協(xie)調,完善(shan)定期會(hui)商(shang)、信息發布機(ji)制(zhi),形成責任(ren)明確(que)、協(xie)作(zuo)(zuo)聯(lian)動、互相促進(jin)(jin)的收(shou)(shou)費(fei)(fei)(fei)管理(li)工(gong)作(zuo)(zuo)格局,加強重點領域教育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)治理(li)。要把教育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)管理(li)納入教育(yu)(yu)(yu)督導范圍(wei)。探索建(jian)立學(xue)校(xiao)收(shou)(shou)費(fei)(fei)(fei)專項(xiang)審計制(zhi)度,重點加強對非營利(li)(li)性(xing)民(min)辦(ban)學(xue)校(xiao)的審計,嚴禁非營利(li)(li)性(xing)民(min)辦(ban)學(xue)校(xiao)舉辦(ban)者和非營利(li)(li)性(xing)中外合作(zuo)(zuo)辦(ban)學(xue)者通過各(ge)(ge)種方(fang)式從學(xue)費(fei)(fei)(fei)收(shou)(shou)入等辦(ban)學(xue)收(shou)(shou)益(yi)中取得收(shou)(shou)益(yi)、分(fen)配辦(ban)學(xue)結余(yu)(剩余(yu)財產)或通過關(guan)聯(lian)交易、關(guan)聯(lian)方(fang)轉移(yi)辦(ban)學(xue)收(shou)(shou)益(yi)等行為。
(十六)加大違(wei)規(gui)收費行為的(de)查(cha)處力度。各地要(yao)加強對(dui)教育收費的(de)日(ri)常監督(du)和定(ding)期(qi)檢(jian)查(cha),建(jian)立(li)完(wan)善教育收費風險預警、信(xin)訪(fang)受理(li)、督(du)查(cha)督(du)辦、公開通報(bao)及約談機(ji)制(zhi),對(dui)發現的(de)違(wei)規(gui)收費問(wen)題要(yao)嚴(yan)肅處理(li)。建(jian)立(li)健(jian)全問(wen)責(ze)機(ji)制(zhi),對(dui)收費管理(li)主體責(ze)任(ren)不(bu)落實、措(cuo)施不(bu)到(dao)位,損壞(huai)群(qun)眾切(qie)身利(li)益,造成(cheng)惡劣社(she)會影響的(de)單位和相(xiang)關責(ze)任(ren)人要(yao)嚴(yan)肅問(wen)責(ze)。對(dui)民辦學(xue)(xue)校違(wei)規(gui)亂收費造成(cheng)惡劣影響的(de),依(yi)法依(yi)規(gui)扣減招生計劃、財政扶持資金等,直至撤銷(xiao)、吊(diao)銷(xiao)辦學(xue)(xue)許可證。
(十七)加強(qiang)教育收(shou)費(fei)(fei)治(zhi)理(li)基礎能(neng)力(li)建設。貫(guan)徹落實(shi)《全國教育系統(tong)財務管(guan)理(li)干部培訓實(shi)施方(fang)案》,組織(zhi)開展(zhan)教育收(shou)費(fei)(fei)管(guan)理(li)培訓,提高(gao)教育收(shou)費(fei)(fei)治(zhi)理(li)能(neng)力(li)和水(shui)平。各地要充分利用(yong)現代信(xin)息技術,探索建立教育收(shou)費(fei)(fei)年度統(tong)計報告制度,加強(qiang)教育收(shou)費(fei)(fei)管(guan)理(li),進一步強(qiang)化服務意(yi)識,提高(gao)服務能(neng)力(li)和水(shui)平。
各(ge)級科研院所(suo)、黨校等(deng)教育收費(fei)(fei)管(guan)理(li)參(can)照本意見執行,各(ge)級教育部門所(suo)屬事業單位收費(fei)(fei)管(guan)理(li)政策另行制定。
