為貫徹落實黨的十九(jiu)大和(he)十九(jiu)屆(jie)二中(zhong)、三(san)中(zhong)、四(si)中(zhong)全會(hui)精神(shen),進一步加(jia)強教育收(shou)費治理體系和(he)治理能力建設,教育部、國家(jia)發展改(gai)革(ge)委、財政部、國家(jia)市場監管總局、國家(jia)新聞出版署研究制定了《關(guan)于進一步加(jia)強和(he)規(gui)范(fan)教育收(shou)費管理的意見》,現印(yin)發給你們(men),請(qing)結合實際貫徹執行。
各(ge)地要(yao)充分(fen)認識到,進(jin)一(yi)步加(jia)強(qiang)和(he)規范教(jiao)育(yu)(yu)(yu)收(shou)費(fei)管(guan)理(li)(li)是(shi)鞏固完善以(yi)政(zheng)府投入為主、多(duo)渠道籌集教(jiao)育(yu)(yu)(yu)經費(fei)的(de)(de)(de)(de)體制(zhi)和(he)非義務教(jiao)育(yu)(yu)(yu)培養成本分(fen)擔機(ji)制(zhi)的(de)(de)(de)(de)重要(yao)內(nei)容(rong),是(shi)各(ge)級(ji)治(zhi)理(li)(li)教(jiao)育(yu)(yu)(yu)亂收(shou)費(fei)聯(lian)席會(hui)(hui)議辦公室(shi)的(de)(de)(de)(de)一(yi)項(xiang)重要(yao)職責(ze),是(shi)加(jia)快推(tui)進(jin)教(jiao)育(yu)(yu)(yu)財務治(zhi)理(li)(li)體系(xi)和(he)治(zhi)理(li)(li)能(neng)力現代(dai)化的(de)(de)(de)(de)重要(yao)舉措。要(yao)按照規定的(de)(de)(de)(de)管(guan)理(li)(li)權限全(quan)面落實(shi)教(jiao)育(yu)(yu)(yu)收(shou)費(fei)管(guan)理(li)(li)主體責(ze)任,正(zheng)(zheng)(zheng)確處理(li)(li)好政(zheng)府與(yu)社會(hui)(hui)、受教(jiao)育(yu)(yu)(yu)者的(de)(de)(de)(de)關系(xi),正(zheng)(zheng)(zheng)確處理(li)(li)好教(jiao)育(yu)(yu)(yu)收(shou)費(fei)與(yu)財政(zheng)撥(bo)款、學生資助的(de)(de)(de)(de)關系(xi),正(zheng)(zheng)(zheng)確處理(li)(li)好簡政(zheng)放權和(he)放管(guan)結合、優(you)化服務的(de)(de)(de)(de)關系(xi),進(jin)一(yi)步完善教(jiao)育(yu)(yu)(yu)收(shou)費(fei)政(zheng)策體系(xi)、制(zhi)度體系(xi)、監管(guan)體系(xi),提(ti)升(sheng)教(jiao)育(yu)(yu)(yu)收(shou)費(fei)治(zhi)理(li)(li)能(neng)力。
各地(di)出(chu)臺(tai)教育收費(fei)政(zheng)策,要綜合(he)考慮經濟社會(hui)發展水平、教育培(pei)養成本(ben)和群眾承受(shou)能力等(deng)因素,認真履(lv)行(xing)成本(ben)調查(或成本(ben)監審(shen),下同)、決策聽證(zheng)、公開公示(shi)等(deng)有(you)關法定(ding)程(cheng)序(xu),把握好政(zheng)策出(chu)臺(tai)的時(shi)機和節(jie)奏,確(que)保平穩有(you)序(xu)推進各項工作。各省教育收費(fei)政(zheng)策出(chu)臺(tai)及(ji)執行(xing)情(qing)況,要及(ji)時(shi)報告全國治(zhi)理(li)教育亂收費(fei)聯席會(hui)議辦(ban)公室(shi)。
各地要調整完(wan)善各級治(zhi)理教育亂收費聯(lian)席會議(yi)制度(du),健全(quan)工(gong)作機制,認(ren)真履行(xing)職責,加大治(zhi)理力度(du),嚴肅查處損害群眾利益的教育亂收費行(xing)為(wei)。

關(guan)于進(jin)一步加(jia)強和規范教育收費管理(li)的(de)意見
黨中(zhong)央、國(guo)務院歷來高(gao)(gao)度(du)重視(shi)教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)(fei)管(guan)理(li)(li)工(gong)作(zuo),自全國(guo)治理(li)(li)教(jiao)(jiao)(jiao)育(yu)(yu)亂(luan)收(shou)費(fei)(fei)(fei)部(bu)際(ji)聯席會議制(zhi)(zhi)度(du)建立(li)以來,在(zai)各有關部(bu)門(men)、地(di)方各級政府的(de)(de)共同努力下,教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)(fei)水平保持了基本穩(wen)定,教(jiao)(jiao)(jiao)育(yu)(yu)亂(luan)收(shou)費(fei)(fei)(fei)現象得到了有效遏制(zhi)(zhi)。但隨著(zhu)經濟社會的(de)(de)發展,教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)(fei)管(guan)理(li)(li)工(gong)作(zuo)在(zai)體(ti)制(zhi)(zhi)機制(zhi)(zhi)、政策執(zhi)行、監督管(guan)理(li)(li)等方面仍(reng)然存在(zai)一(yi)些問題,與教(jiao)(jiao)(jiao)育(yu)(yu)改革發展的(de)(de)需要(yao)和(he)人民(min)群(qun)眾的(de)(de)期待仍(reng)然存在(zai)一(yi)定差距。為貫(guan)徹(che)落實《中(zhong)國(guo)教(jiao)(jiao)(jiao)育(yu)(yu)現代化2035》《國(guo)務院辦公廳關于進(jin)一(yi)步調(diao)整(zheng)優化結構 提(ti)(ti)高(gao)(gao)教(jiao)(jiao)(jiao)育(yu)(yu)經費(fei)(fei)(fei)使用效益的(de)(de)意(yi)見》等文件精(jing)神(shen),進(jin)一(yi)步加(jia)強和(he)規范教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)(fei)管(guan)理(li)(li),現提(ti)(ti)出以下意(yi)見。
一、總體要求
(一)指導思想
以習近平新時代中(zhong)國特(te)色社(she)會(hui)主義(yi)思想(xiang)為指導,全面貫徹落實黨的十(shi)九大(da)和(he)十(shi)九屆二中(zhong)、三中(zhong)、四中(zhong)全會(hui)精(jing)(jing)神,深(shen)入貫徹落實全國教(jiao)(jiao)(jiao)育(yu)大(da)會(hui)精(jing)(jing)神,始終堅持把教(jiao)(jiao)(jiao)育(yu)事業擺在優先位置,主動適應教(jiao)(jiao)(jiao)育(yu)、財(cai)稅、價(jia)格等領域改革新要求,鞏(gong)固完善(shan)以政(zheng)(zheng)府(fu)投(tou)入為主、多渠道籌集教(jiao)(jiao)(jiao)育(yu)經費體制(zhi),逐步完善(shan)各級各類教(jiao)(jiao)(jiao)育(yu)投(tou)入機制(zhi)和(he)非義(yi)務教(jiao)(jiao)(jiao)育(yu)培養成(cheng)本(ben)分擔機制(zhi),建立健全教(jiao)(jiao)(jiao)育(yu)收(shou)費政(zheng)(zheng)策體系、制(zhi)度體系、監管體系,提升教(jiao)(jiao)(jiao)育(yu)收(shou)費治理能力,持續鞏(gong)固教(jiao)(jiao)(jiao)育(yu)亂(luan)收(shou)費治理成(cheng)果(guo),促進教(jiao)(jiao)(jiao)育(yu)公平而有質量(liang)的發展。
(二)基本原則
——堅(jian)持公(gong)益(yi)(yi)屬性(xing)、分類管理(li)。堅(jian)持教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)公(gong)益(yi)(yi)性(xing),充分發揮政府對教(jiao)(jiao)(jiao)育(yu)(yu)(yu)事(shi)業的(de)(de)主導作用。區(qu)分義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)和(he)非義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)不同階(jie)段,區(qu)分非營(ying)利(li)性(xing)和(he)營(ying)利(li)性(xing)民辦教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)不同屬性(xing),正確處理(li)政府與社(she)會(hui)、受教(jiao)(jiao)(jiao)育(yu)(yu)(yu)者之間(jian)的(de)(de)關系,合(he)理(li)分擔(dan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)培養成(cheng)本。
——堅持分級審(shen)批(pi)、屬(shu)(shu)地管(guan)理(li)。教育領域行政事業性收(shou)(shou)費(fei)項(xiang)目(mu)、標準(zhun)實行中央和省(sheng)兩級審(shen)批(pi),中央部(bu)門所屬(shu)(shu)學校收(shou)(shou)費(fei)標準(zhun)實行屬(shu)(shu)地管(guan)理(li)。各(ge)省(sheng)、自治區、直轄市(以下簡稱各(ge)省(sheng))按照(zhao)規定的(de)管(guan)理(li)權限,科學制定收(shou)(shou)費(fei)政策,加強收(shou)(shou)費(fei)項(xiang)目(mu)管(guan)理(li),合理(li)確(que)定收(shou)(shou)費(fei)標準(zhun),全面落實教育收(shou)(shou)費(fei)管(guan)理(li)主體責任。
——堅持問(wen)題(ti)導向、改革(ge)創新。不斷健全教育(yu)收(shou)費(fei)(fei)(fei)(fei)管(guan)理體制,完善教育(yu)收(shou)費(fei)(fei)(fei)(fei)政策,加強重點(dian)領域、重點(dian)單位的(de)(de)收(shou)費(fei)(fei)(fei)(fei)治(zhi)理,著(zhu)力解(jie)(jie)決(jue)與(yu)教育(yu)改革(ge)發展不相適(shi)應的(de)(de)收(shou)費(fei)(fei)(fei)(fei)體制機(ji)制問(wen)題(ti),著(zhu)力解(jie)(jie)決(jue)群眾(zhong)反映強烈的(de)(de)收(shou)費(fei)(fei)(fei)(fei)問(wen)題(ti)。全面依(yi)法治(zhi)教,堅持依(yi)法行政、依(yi)法理財,強化(hua)事中事后監(jian)管(guan),將日常(chang)監(jian)督與(yu)專項監(jian)督相結合,創新收(shou)費(fei)(fei)(fei)(fei)監(jian)管(guan)方式。
二、完善教育收費政策(ce)
(三)堅持(chi)實(shi)施九(jiu)年(nian)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)制度(du)。義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)全(quan)面納入(ru)財政(zheng)保障(zhang)范圍,公辦(ban)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)不收(shou)取(qu)學(xue)(xue)(xue)費、雜費。各地要(yao)嚴(yan)(yan)格(ge)執行義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)法(fa),鞏固完善城鄉義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)經費保障(zhang)機(ji)制,堅持(chi)實(shi)行九(jiu)年(nian)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)制度(du),嚴(yan)(yan)禁隨意擴(kuo)大免(mian)(mian)費教(jiao)育(yu)(yu)(yu)(yu)(yu)政(zheng)策實(shi)施范圍。對民辦(ban)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)生(sheng)免(mian)(mian)除學(xue)(xue)(xue)雜費標準按(an)(an)(an)照(zhao)生(sheng)均公用經費基準定(ding)(ding)(ding)額執行;對生(sheng)均教(jiao)育(yu)(yu)(yu)(yu)(yu)培養成(cheng)(cheng)本不足(zu)部(bu)分,應嚴(yan)(yan)格(ge)落實(shi)非營利性法(fa)定(ding)(ding)(ding)要(yao)求(qiu),合(he)理確定(ding)(ding)(ding)收(shou)費標準。嚴(yan)(yan)禁收(shou)取(qu)與招生(sheng)入(ru)學(xue)(xue)(xue)掛鉤的(de)(de)(de)捐(juan)資助學(xue)(xue)(xue)款。按(an)(an)(an)照(zhao)國家有(you)關規(gui)定(ding)(ding)(ding)招收(shou)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)階段學(xue)(xue)(xue)生(sheng)進行文藝(yi)、體育(yu)(yu)(yu)(yu)(yu)等專業訓練的(de)(de)(de)學(xue)(xue)(xue)校(xiao)或其(qi)他社會組織,收(shou)取(qu)的(de)(de)(de)學(xue)(xue)(xue)雜費不應包(bao)括(kuo)學(xue)(xue)(xue)生(sheng)完成(cheng)(cheng)九(jiu)年(nian)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)課程(cheng)按(an)(an)(an)規(gui)定(ding)(ding)(ding)免(mian)(mian)除的(de)(de)(de)學(xue)(xue)(xue)雜費。
(四(si))堅持(chi)實(shi)施非義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)培(pei)養成本(ben)(ben)分擔(dan)機制(zhi)(zhi)。非義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)實(shi)行以政(zheng)府投入(ru)為主(zhu)、受教(jiao)(jiao)(jiao)育(yu)(yu)者合(he)理分擔(dan)、其(qi)他多種渠(qu)道籌措經費(fei)(fei)(fei)的投入(ru)機制(zhi)(zhi)。各(ge)省應根(gen)據辦(ban)學(xue)成本(ben)(ben)、經濟發展(zhan)水平(ping)和財(cai)力狀況,落實(shi)并動態(tai)調整公(gong)辦(ban)幼兒(er)園、普通高中(zhong)、中(zhong)等(deng)職(zhi)業學(xue)校(xiao)、高職(zhi)院校(xiao)、普通本(ben)(ben)科院校(xiao)生(sheng)(sheng)均(jun)(jun)財(cai)政(zheng)撥(bo)款標準或生(sheng)(sheng)均(jun)(jun)公(gong)用經費(fei)(fei)(fei)標準。學(xue)校(xiao)(包括幼兒(er)園,下(xia)同(tong))按照(zhao)(zhao)年(nian)(nian)(nian)生(sheng)(sheng)均(jun)(jun)教(jiao)(jiao)(jiao)育(yu)(yu)培(pei)養成本(ben)(ben)的一定比(bi)(bi)例向(xiang)受教(jiao)(jiao)(jiao)育(yu)(yu)者收取學(xue)費(fei)(fei)(fei)(保(bao)育(yu)(yu)教(jiao)(jiao)(jiao)育(yu)(yu)費(fei)(fei)(fei)),綜合(he)考慮實(shi)際成本(ben)(ben)(扣除財(cai)政(zheng)撥(bo)款)等(deng)向(xiang)住宿(su)生(sheng)(sheng)收取住宿(su)費(fei)(fei)(fei),家(jia)庭經濟困難(nan)學(xue)生(sheng)(sheng)按照(zhao)(zhao)國家(jia)有關規定享受減免政(zheng)策。各(ge)省應結(jie)合(he)本(ben)(ben)地實(shi)際,合(he)理確(que)定公(gong)辦(ban)幼兒(er)園、普通高中(zhong)、中(zhong)等(deng)職(zhi)業學(xue)校(xiao)學(xue)費(fei)(fei)(fei)(保(bao)育(yu)(yu)教(jiao)(jiao)(jiao)育(yu)(yu)費(fei)(fei)(fei))占(zhan)年(nian)(nian)(nian)生(sheng)(sheng)均(jun)(jun)教(jiao)(jiao)(jiao)育(yu)(yu)培(pei)養成本(ben)(ben)的比(bi)(bi)例。現階段,公(gong)辦(ban)高等(deng)學(xue)校(xiao)學(xue)費(fei)(fei)(fei)占(zhan)年(nian)(nian)(nian)生(sheng)(sheng)均(jun)(jun)教(jiao)(jiao)(jiao)育(yu)(yu)培(pei)養成本(ben)(ben)的比(bi)(bi)例最高不得(de)超(chao)過25%,各(ge)地應根(gen)據經濟社會發展(zhan)水平(ping)、培(pei)養成本(ben)(ben)和群(qun)眾承(cheng)受能力等(deng)合(he)理確(que)定。
軍隊(dui)舉(ju)辦(ban)的(de)幼兒(er)園(yuan)(yuan)招(zhao)收地(di)方人(ren)員子(zi)女,享受(shou)當地(di)人(ren)民政(zheng)府補(bu)助的(de),應按(an)照公辦(ban)幼兒(er)園(yuan)(yuan)有(you)關規定(ding)收費;未享受(shou)補(bu)助的(de),由(you)(you)軍隊(dui)依據(ju)國家(jia)有(you)關政(zheng)策(ce)具(ju)體制(zhi)(zhi)定(ding),合(he)(he)理(li)確(que)定(ding)收費標(biao)準。中外合(he)(he)作辦(ban)學和非全日制(zhi)(zhi)研(yan)究生(sheng)教育收費政(zheng)策(ce),由(you)(you)各省制(zhi)(zhi)定(ding)。
(五(wu))堅持實(shi)施民(min)(min)(min)(min)辦(ban)教育(yu)收(shou)(shou)費(fei)(fei)(fei)分(fen)類管(guan)理(li)。按(an)照民(min)(min)(min)(min)辦(ban)教育(yu)促進(jin)法有關(guan)規定(ding),非營利性(xing)(xing)民(min)(min)(min)(min)辦(ban)學校(xiao)收(shou)(shou)費(fei)(fei)(fei)的(de)具體(ti)辦(ban)法,由省級(ji)人(ren)民(min)(min)(min)(min)政(zheng)府制定(ding);營利性(xing)(xing)民(min)(min)(min)(min)辦(ban)學校(xiao)的(de)收(shou)(shou)費(fei)(fei)(fei)標準(zhun),實(shi)行市(shi)場(chang)調節,由學校(xiao)自(zi)主決定(ding)。普惠(hui)性(xing)(xing)民(min)(min)(min)(min)辦(ban)幼兒園收(shou)(shou)費(fei)(fei)(fei)標準(zhun)根據各省級(ji)人(ren)民(min)(min)(min)(min)政(zheng)府出臺的(de)普惠(hui)性(xing)(xing)民(min)(min)(min)(min)辦(ban)幼兒園認定(ding)管(guan)理(li)辦(ban)法,統(tong)籌考慮(lv)公辦(ban)幼兒園和普惠(hui)性(xing)(xing)民(min)(min)(min)(min)辦(ban)幼兒園收(shou)(shou)費(fei)(fei)(fei)水(shui)平,結合經濟(ji)發(fa)展(zhan)水(shui)平、群眾承(cheng)受能力(li)、辦(ban)園成(cheng)本和財(cai)政(zheng)補(bu)助水(shui)平等(deng)因(yin)素合理(li)確定(ding)。各地要(yao)加快(kuai)制定(ding)并(bing)落實(shi)普惠(hui)性(xing)(xing)民(min)(min)(min)(min)辦(ban)幼兒園財(cai)政(zheng)補(bu)助標準(zhun),落實(shi)義務(wu)教育(yu)階(jie)段民(min)(min)(min)(min)辦(ban)學校(xiao)生(sheng)均公用經費(fei)(fei)(fei)補(bu)助,加強收(shou)(shou)費(fei)(fei)(fei)標準(zhun)調控,堅決防止過高收(shou)(shou)費(fei)(fei)(fei)。2016年11月(yue)7日以前(qian)(qian)設(she)立(li)的(de)民(min)(min)(min)(min)辦(ban)學校(xiao),在未(wei)完(wan)成(cheng)分(fen)類登記(ji)相關(guan)程序前(qian)(qian)收(shou)(shou)費(fei)(fei)(fei)政(zheng)策按(an)非營利性(xing)(xing)民(min)(min)(min)(min)辦(ban)學校(xiao)管(guan)理(li)。
(六(liu))完善學(xue)(xue)(xue)校(xiao)(xiao)服(fu)(fu)務(wu)(wu)性(xing)收(shou)(shou)費(fei)(fei)(fei)和(he)代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei)等(deng)政策。學(xue)(xue)(xue)校(xiao)(xiao)在(zai)完成正常的(de)(de)(de)保(bao)育(yu)、教育(yu)教學(xue)(xue)(xue)任務(wu)(wu)外,為在(zai)校(xiao)(xiao)學(xue)(xue)(xue)生(sheng)(sheng)提供學(xue)(xue)(xue)習、生(sheng)(sheng)活(huo)(huo)所需的(de)(de)(de)相(xiang)關(guan)(guan)便(bian)利(li)服(fu)(fu)務(wu)(wu),以及組織開展研學(xue)(xue)(xue)旅行、課(ke)后服(fu)(fu)務(wu)(wu)、社會實踐等(deng)活(huo)(huo)動,對(dui)應由(you)學(xue)(xue)(xue)生(sheng)(sheng)或(huo)(huo)學(xue)(xue)(xue)生(sheng)(sheng)家(jia)長承擔(dan)的(de)(de)(de)部分,可(ke)(ke)根據自(zi)愿和(he)非(fei)營(ying)利(li)原則(ze)收(shou)(shou)取服(fu)(fu)務(wu)(wu)性(xing)費(fei)(fei)(fei)用。相(xiang)關(guan)(guan)服(fu)(fu)務(wu)(wu)由(you)學(xue)(xue)(xue)校(xiao)(xiao)之外的(de)(de)(de)機構或(huo)(huo)個(ge)人提供的(de)(de)(de),學(xue)(xue)(xue)校(xiao)(xiao)可(ke)(ke)代(dai)(dai)收(shou)(shou)代(dai)(dai)付相(xiang)關(guan)(guan)費(fei)(fei)(fei)用。學(xue)(xue)(xue)校(xiao)(xiao)服(fu)(fu)務(wu)(wu)性(xing)收(shou)(shou)費(fei)(fei)(fei)和(he)代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei)具體政策,由(you)各省制定。國家(jia)已明令禁止(zhi)的(de)(de)(de)或(huo)(huo)明確規(gui)定由(you)財政保(bao)障的(de)(de)(de)項(xiang)目(mu)不(bu)得納入(ru)服(fu)(fu)務(wu)(wu)性(xing)收(shou)(shou)費(fei)(fei)(fei)和(he)代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei),學(xue)(xue)(xue)校(xiao)(xiao)不(bu)得擅自(zi)設立服(fu)(fu)務(wu)(wu)性(xing)收(shou)(shou)費(fei)(fei)(fei)和(he)代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei)項(xiang)目(mu),不(bu)得在(zai)代(dai)(dai)收(shou)(shou)費(fei)(fei)(fei)中獲取差價,不(bu)得強制或(huo)(huo)者暗示學(xue)(xue)(xue)生(sheng)(sheng)及家(jia)長購買(mai)指定的(de)(de)(de)教輔軟件或(huo)(huo)資料(liao),不(bu)得通過提前開學(xue)(xue)(xue)等(deng)形(xing)式或(huo)(huo)變相(xiang)違規(gui)補(bu)課(ke)加收(shou)(shou)相(xiang)關(guan)(guan)費(fei)(fei)(fei)用。校(xiao)(xiao)內學(xue)(xue)(xue)生(sheng)(sheng)宿(su)舍(she)和(he)社會力量舉辦(ban)的(de)(de)(de)校(xiao)(xiao)外學(xue)(xue)(xue)生(sheng)(sheng)公寓,均不(bu)得強制提供相(xiang)關(guan)(guan)生(sheng)(sheng)活(huo)(huo)服(fu)(fu)務(wu)(wu)或(huo)(huo)將服(fu)(fu)務(wu)(wu)性(xing)收(shou)(shou)費(fei)(fei)(fei)與住宿(su)費(fei)(fei)(fei)捆綁收(shou)(shou)取。學(xue)(xue)(xue)校(xiao)(xiao)自(zi)主經營(ying)的(de)(de)(de)食(shi)堂向自(zi)愿就餐的(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)收(shou)(shou)取伙(huo)食(shi)費(fei)(fei)(fei),應堅持公益性(xing)原則(ze),不(bu)得以營(ying)利(li)為目(mu)的(de)(de)(de)。
(七)完善(shan)在(zai)內地(di)(di)(祖(zu)(zu)國(guo)大陸(lu)(lu)(lu))學(xue)(xue)(xue)(xue)(xue)習(xi)的(de)(de)港(gang)澳臺僑(qiao)學(xue)(xue)(xue)(xue)(xue)生(sheng)收(shou)費政策(ce)。對(dui)于在(zai)內地(di)(di)(祖(zu)(zu)國(guo)大陸(lu)(lu)(lu))學(xue)(xue)(xue)(xue)(xue)習(xi)的(de)(de)港(gang)澳臺地(di)(di)區(qu)學(xue)(xue)(xue)(xue)(xue)生(sheng)以及海外華僑(qiao)學(xue)(xue)(xue)(xue)(xue)生(sheng),在(zai)中小學(xue)(xue)(xue)(xue)(xue)校和幼(you)兒(er)園學(xue)(xue)(xue)(xue)(xue)習(xi)的(de)(de),按照(zhao)有關規(gui)定執行(xing)與內地(di)(di)(祖(zu)(zu)國(guo)大陸(lu)(lu)(lu))學(xue)(xue)(xue)(xue)(xue)生(sheng)相同(tong)的(de)(de)收(shou)費政策(ce);錄取(qu)到內地(di)(di)(祖(zu)(zu)國(guo)大陸(lu)(lu)(lu))普通高等學(xue)(xue)(xue)(xue)(xue)校和科(ke)研院所(suo)學(xue)(xue)(xue)(xue)(xue)習(xi)的(de)(de),按照(zhao)有關規(gui)定執行(xing)與內地(di)(di)(祖(zu)(zu)國(guo)大陸(lu)(lu)(lu))同(tong)類(lei)學(xue)(xue)(xue)(xue)(xue)生(sheng)相同(tong)的(de)(de)收(shou)費標準。
(八)完善國際學(xue)(xue)(xue)生(sheng)(sheng)收(shou)(shou)費(fei)(fei)政(zheng)(zheng)(zheng)策(ce)。在公(gong)辦(ban)中小學(xue)(xue)(xue)、幼兒園就讀的國際學(xue)(xue)(xue)生(sheng)(sheng),收(shou)(shou)費(fei)(fei)政(zheng)(zheng)(zheng)策(ce)由各省制(zhi)定(ding)。外籍(ji)人員子女學(xue)(xue)(xue)校(xiao)(xiao)收(shou)(shou)費(fei)(fei)政(zheng)(zheng)(zheng)策(ce),由學(xue)(xue)(xue)校(xiao)(xiao)自主制(zhi)定(ding)。高等學(xue)(xue)(xue)校(xiao)(xiao)接收(shou)(shou)的自費(fei)(fei)來華留(liu)學(xue)(xue)(xue)生(sheng)(sheng)收(shou)(shou)費(fei)(fei)標(biao)準由學(xue)(xue)(xue)校(xiao)(xiao)根據當地(di)經濟社會發(fa)(fa)展(zhan)水(shui)平和培養成本等因素合(he)理確定(ding),避免引發(fa)(fa)惡性競爭。根據我國政(zheng)(zheng)(zheng)府與派遣國協(xie)議(yi)來華接受教育的學(xue)(xue)(xue)生(sheng)(sheng),收(shou)(shou)費(fei)(fei)政(zheng)(zheng)(zheng)策(ce)按照有關規定(ding)執(zhi)行。
三、健全教育收費管理(li)制度(du)
(九)建(jian)立(li)(li)健全(quan)教(jiao)(jiao)(jiao)育收(shou)費(fei)(fei)(fei)(fei)標準(zhun)動態調整機(ji)制(zhi)。各(ge)(ge)(ge)地(di)(di)應(ying)按(an)(an)照(zhao)規(gui)定(ding)的(de)(de)(de)管(guan)理(li)權(quan)限(xian)和屬地(di)(di)化管(guan)理(li)原(yuan)則,綜合考慮(lv)經(jing)濟社(she)會發(fa)展(zhan)水平、教(jiao)(jiao)(jiao)育培養成(cheng)本(ben)和群眾(zhong)承受(shou)能(neng)力(li)等因(yin)素,合理(li)確定(ding)公辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(保育教(jiao)(jiao)(jiao)育費(fei)(fei)(fei)(fei))、住宿(su)費(fei)(fei)(fei)(fei)等收(shou)費(fei)(fei)(fei)(fei)標準(zhun),建(jian)立(li)(li)與撥款、資助水平等相適應(ying)的(de)(de)(de)收(shou)費(fei)(fei)(fei)(fei)標準(zhun)動態調整機(ji)制(zhi)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)費(fei)(fei)(fei)(fei)政(zheng)策有(you)變化的(de)(de)(de),應(ying)在招生簡章發(fa)布(bu)前向社(she)會公示。鼓勵各(ge)(ge)(ge)地(di)(di)適應(ying)彈性學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)制(zhi)下的(de)(de)(de)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)組(zu)織模式,探索實(shi)(shi)行(xing)(xing)(xing)高等學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)收(shou)費(fei)(fei)(fei)(fei)管(guan)理(li)。經(jing)批準(zhun)實(shi)(shi)行(xing)(xing)(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)收(shou)費(fei)(fei)(fei)(fei)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生按(an)(an)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)培養方(fang)案正(zheng)常(chang)完成(cheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)業所繳納(na)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)總(zong)(zong)額原(yuan)則上(shang)不(bu)得高于實(shi)(shi)行(xing)(xing)(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)制(zhi)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)總(zong)(zong)額,加修其他專業課(ke)程或(huo)重修課(ke)程,學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)可按(an)(an)所修課(ke)程規(gui)定(ding)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)分收(shou)費(fei)(fei)(fei)(fei)標準(zhun)收(shou)取費(fei)(fei)(fei)(fei)用(yong)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)、住宿(su)費(fei)(fei)(fei)(fei)的(de)(de)(de)收(shou)取實(shi)(shi)行(xing)(xing)(xing)“老(lao)生老(lao)辦法(fa)、新生新辦法(fa)”,按(an)(an)照(zhao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)或(huo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)期收(shou)取,不(bu)得跨學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)年(nian)(學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)期)預收(shou)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生如因(yin)故休學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)、退(tui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)、提前結(jie)束(shu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)業或(huo)經(jing)批準(zhun)轉學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應(ying)根據實(shi)(shi)際學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習時(shi)間合理(li)確定(ding)退(tui)費(fei)(fei)(fei)(fei)額度。各(ge)(ge)(ge)地(di)(di)要全(quan)面落實(shi)(shi)國家各(ge)(ge)(ge)項資助政(zheng)策,幫(bang)助家庭經(jing)濟困難學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生解決(jue)實(shi)(shi)際問題,不(bu)得因(yin)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)標準(zhun)調整影響學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生的(de)(de)(de)正(zheng)常(chang)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習和生活。
(十)加強(qiang)教(jiao)(jiao)育培(pei)(pei)養成(cheng)(cheng)(cheng)本(ben)(ben)調(diao)(diao)查。適時修訂完善《高等學(xue)校(xiao)教(jiao)(jiao)育培(pei)(pei)養成(cheng)(cheng)(cheng)本(ben)(ben)監(jian)審辦法(試行)》,組織做好高等學(xue)校(xiao)年生均教(jiao)(jiao)育培(pei)(pei)養成(cheng)(cheng)(cheng)本(ben)(ben)監(jian)審工作。各省按照定(ding)價(jia)權限根據(ju)價(jia)格法、《政府制定(ding)價(jia)格成(cheng)(cheng)(cheng)本(ben)(ben)監(jian)審辦法》等,結合本(ben)(ben)地實際,主動開展(zhan)幼兒園、普通高中、中等職業學(xue)校(xiao)教(jiao)(jiao)育培(pei)(pei)養成(cheng)(cheng)(cheng)本(ben)(ben)調(diao)(diao)查工作,規范教(jiao)(jiao)育培(pei)(pei)養成(cheng)(cheng)(cheng)本(ben)(ben)調(diao)(diao)查行為。各級各類學(xue)校(xiao)應當加強(qiang)成(cheng)(cheng)(cheng)本(ben)(ben)核算(suan)(suan),完整準確記錄并核算(suan)(suan)教(jiao)(jiao)育培(pei)(pei)養成(cheng)(cheng)(cheng)本(ben)(ben)。
(十一)規(gui)范教(jiao)育(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)決策(ce)聽證制(zhi)度(du)。各地要嚴格按(an)照國家規(gui)定(ding)(ding)的(de)權限和程序制(zhi)定(ding)(ding)或調(diao)整政(zheng)府舉辦(ban)的(de)各級各類(lei)學校學費(fei)(fei)(fei)等收(shou)(shou)費(fei)(fei)(fei)標(biao)準(zhun),納入定(ding)(ding)價聽證目錄并實(shi)行(xing)聽證,充分征求社會有(you)關(guan)方面意見(jian),確保教(jiao)育(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)決策(ce)的(de)民主性、科學性和透明度(du)。降低教(jiao)育(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)標(biao)準(zhun),或教(jiao)育(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)標(biao)準(zhun)調(diao)整涉(she)及面較小的(de),聽證會可采取簡易程序。制(zhi)定(ding)(ding)其他的(de)教(jiao)育(yu)(yu)收(shou)(shou)費(fei)(fei)(fei)標(biao)準(zhun),認為有(you)必(bi)要的(de),也(ye)可以實(shi)行(xing)聽證。
(十(shi)二)嚴格執(zhi)(zhi)行教育(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示制(zhi)度。各(ge)(ge)(ge)地要(yao)(yao)嚴格執(zhi)(zhi)行教育(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示制(zhi)度,未經公(gong)(gong)(gong)(gong)示不(bu)得收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)。各(ge)(ge)(ge)級(ji)各(ge)(ge)(ge)類(lei)學校(xiao)應建立健全規(gui)(gui)范化的收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示動(dong)態管理(li)制(zhi)度,主動(dong)接受社會監(jian)督(du)。應將(jiang)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)項目(mu)和標(biao)準在校(xiao)內(nei)(nei)醒目(mu)位置向學生(sheng)(sheng)公(gong)(gong)(gong)(gong)示,在招生(sheng)(sheng)簡章和入學通知書中(zhong)注(zhu)明。義務(wu)教育(yu)階段民辦學校(xiao)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)標(biao)準應和學校(xiao)獲(huo)得的生(sheng)(sheng)均公(gong)(gong)(gong)(gong)用經費(fei)(fei)(fei)(fei)(fei)補(bu)助一并公(gong)(gong)(gong)(gong)示。對按規(gui)(gui)定(ding)應當公(gong)(gong)(gong)(gong)示而(er)未公(gong)(gong)(gong)(gong)示的收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei),或公(gong)(gong)(gong)(gong)示內(nei)(nei)容(rong)與規(gui)(gui)定(ding)政(zheng)策(ce)不(bu)符的收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei),學生(sheng)(sheng)有權拒絕繳納。收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)政(zheng)策(ce)變動(dong)時(shi),學校(xiao)要(yao)(yao)及(ji)時(shi)更新公(gong)(gong)(gong)(gong)示內(nei)(nei)容(rong),確保公(gong)(gong)(gong)(gong)示內(nei)(nei)容(rong)合(he)法、有效。各(ge)(ge)(ge)地要(yao)(yao)嚴格執(zhi)(zhi)行教育(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)等行政(zheng)事業性收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)目(mu)錄清單(dan),不(bu)得擅(shan)自增加收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)項目(mu)、擴大收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)范圍(wei)。
(十三)加(jia)強教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)支(zhi)管(guan)理(li)。公辦普通(tong)高中和(he)中等職(zhi)業學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)、住(zhu)宿(su)費(fei)(fei)(fei)(fei)(fei),公辦高等學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(fei)、住(zhu)宿(su)費(fei)(fei)(fei)(fei)(fei)、委托培養費(fei)(fei)(fei)(fei)(fei)、函大電大夜(ye)大及短期培訓費(fei)(fei)(fei)(fei)(fei)等收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru),作為事(shi)業收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru),按(an)照“收(shou)(shou)(shou)(shou)(shou)(shou)支(zhi)兩條(tiao)線”要求,納(na)入(ru)(ru)(ru)財政(zheng)專戶(hu)管(guan)理(li)。公辦幼兒園(yuan)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)管(guan)理(li)按(an)現行(xing)(xing)(xing)(xing)規(gui)定(ding)執行(xing)(xing)(xing)(xing)。服務(wu)性(xing)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)由(you)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)按(an)規(gui)定(ding)列支(zhi);代收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)由(you)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)全(quan)部轉交提(ti)供服務(wu)的單位,不得計入(ru)(ru)(ru)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)要將教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)支(zhi)全(quan)部納(na)入(ru)(ru)(ru)部門預算管(guan)理(li),加(jia)大資(zi)金統籌(chou)力(li)度;教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)安(an)排(pai)的相關(guan)支(zhi)出按(an)規(gui)定(ding)納(na)入(ru)(ru)(ru)項(xiang)目庫規(gui)范管(guan)理(li)。結(jie)(jie)合教(jiao)(jiao)(jiao)育(yu)(yu)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)等其(qi)他收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)情(qing)況,統籌(chou)安(an)排(pai)財政(zheng)撥款預算,更(geng)好發揮財政(zheng)資(zi)金使(shi)用(yong)(yong)效益。各地(di)不得將學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)用(yong)(yong)于(yu)平衡預算,不得以(yi)任何形(xing)式擠(ji)占(zhan)、截留、平調、挪用(yong)(yong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)資(zi)金。民辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)應全(quan)部繳入(ru)(ru)(ru)經教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)(xing)(xing)(xing)政(zheng)部門備案的學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)銀行(xing)(xing)(xing)(xing)賬(zhang)戶(hu),統一管(guan)理(li),主要用(yong)(yong)于(yu)教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)活動、改善辦學(xue)(xue)(xue)條(tiao)件和(he)保障教(jiao)(jiao)(jiao)職(zhi)工待遇并依據有關(guan)法(fa)(fa)律(lv)法(fa)(fa)規(gui)提(ti)取發展(zhan)基金。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)取行(xing)(xing)(xing)(xing)政(zheng)事(shi)業性(xing)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)時(shi)要按(an)照財務(wu)隸屬關(guan)系使(shi)用(yong)(yong)財政(zheng)部門印(yin)(監)制的財政(zheng)票據,在(zai)收(shou)(shou)(shou)(shou)(shou)(shou)取服務(wu)性(xing)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)時(shi)應使(shi)用(yong)(yong)相應的稅務(wu)發票,代收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)時(shi)應使(shi)用(yong)(yong)資(zi)金往來結(jie)(jie)算票據。
四、加(jia)強(qiang)教育收費治理
(十四)落(luo)實(shi)教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)監管責任。教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)堅持(chi)“誰審(shen)批、誰負責”的原(yuan)則。治理(li)(li)教(jiao)(jiao)(jiao)育(yu)亂收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)聯席會(hui)(hui)議(yi)成員單位按照(zhao)各自職(zhi)責,將教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)納入(ru)目(mu)錄(lu)管理(li)(li),適(shi)時動(dong)態調(diao)整并及時向社(she)會(hui)(hui)公布,依法對相關收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)項(xiang)(xiang)目(mu)和收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)標(biao)(biao)準的執(zhi)行情(qing)況實(shi)施(shi)監督(du);加(jia)強(qiang)教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)成本調(diao)查,建立健(jian)全收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)標(biao)(biao)準動(dong)態調(diao)整機制;加(jia)強(qiang)教(jiao)(jiao)(jiao)育(yu)領域的收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)監督(du)檢(jian)查,依法查處違(wei)法違(wei)規收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)行為;加(jia)強(qiang)教(jiao)(jiao)(jiao)材、教(jiao)(jiao)(jiao)輔材料價格管理(li)(li);指導各級(ji)各類學校(xiao)(xiao)落(luo)實(shi)教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)政策,規范(fan)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)行為。各級(ji)各類學校(xiao)(xiao)要(yao)嚴格執(zhi)行規定(ding)的收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)范(fan)圍、收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)項(xiang)(xiang)目(mu)、收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)標(biao)(biao)準和收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)方式,建立健(jian)全學校(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)管理(li)(li)制度。
(十五)完(wan)善教(jiao)育(yu)(yu)收(shou)(shou)費(fei)治理(li)(li)工(gong)(gong)作(zuo)機制。各地要(yao)高(gao)度重視(shi)教(jiao)育(yu)(yu)收(shou)(shou)費(fei)管(guan)(guan)(guan)理(li)(li)工(gong)(gong)作(zuo),建立(li)健全領(ling)(ling)導體(ti)制和工(gong)(gong)作(zuo)機制,堅持系統(tong)推進(jin)教(jiao)育(yu)(yu)收(shou)(shou)費(fei)管(guan)(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)。各地治理(li)(li)教(jiao)育(yu)(yu)亂(luan)收(shou)(shou)費(fei)聯(lian)席會議(yi)成員單(dan)位要(yao)統(tong)籌協調(diao),完(wan)善定期會商(shang)、信息發布(bu)機制,形(xing)成責任明確、協作(zuo)聯(lian)動、互相促進(jin)的收(shou)(shou)費(fei)管(guan)(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)格局,加強(qiang)重點(dian)領(ling)(ling)域(yu)教(jiao)育(yu)(yu)收(shou)(shou)費(fei)治理(li)(li)。要(yao)把教(jiao)育(yu)(yu)收(shou)(shou)費(fei)管(guan)(guan)(guan)理(li)(li)納入教(jiao)育(yu)(yu)督導范圍。探索(suo)建立(li)學(xue)校(xiao)(xiao)(xiao)收(shou)(shou)費(fei)專項審計制度,重點(dian)加強(qiang)對非營利性(xing)(xing)民辦(ban)學(xue)校(xiao)(xiao)(xiao)的審計,嚴(yan)禁非營利性(xing)(xing)民辦(ban)學(xue)校(xiao)(xiao)(xiao)舉辦(ban)者和非營利性(xing)(xing)中(zhong)(zhong)外合作(zuo)辦(ban)學(xue)者通(tong)過各種方(fang)式從學(xue)費(fei)收(shou)(shou)入等辦(ban)學(xue)收(shou)(shou)益(yi)(yi)(yi)中(zhong)(zhong)取得收(shou)(shou)益(yi)(yi)(yi)、分配辦(ban)學(xue)結余(剩余財產)或通(tong)過關(guan)聯(lian)交易、關(guan)聯(lian)方(fang)轉(zhuan)移辦(ban)學(xue)收(shou)(shou)益(yi)(yi)(yi)等行為。
(十六)加大違規收(shou)費(fei)(fei)行為的(de)(de)查(cha)處力(li)度。各(ge)地要(yao)加強對(dui)(dui)(dui)教育收(shou)費(fei)(fei)的(de)(de)日(ri)常監督和定期(qi)檢查(cha),建(jian)立(li)完善教育收(shou)費(fei)(fei)風險(xian)預(yu)警、信訪受理(li)、督查(cha)督辦、公開(kai)通報(bao)及約(yue)談(tan)機制(zhi),對(dui)(dui)(dui)發現(xian)的(de)(de)違規收(shou)費(fei)(fei)問(wen)(wen)題要(yao)嚴肅(su)處理(li)。建(jian)立(li)健全(quan)問(wen)(wen)責(ze)機制(zhi),對(dui)(dui)(dui)收(shou)費(fei)(fei)管理(li)主體(ti)責(ze)任不(bu)落實、措施(shi)不(bu)到位(wei),損壞群眾切身利益,造成(cheng)惡劣社會影(ying)響的(de)(de)單位(wei)和相關責(ze)任人要(yao)嚴肅(su)問(wen)(wen)責(ze)。對(dui)(dui)(dui)民辦學校違規亂收(shou)費(fei)(fei)造成(cheng)惡劣影(ying)響的(de)(de),依法依規扣(kou)減招(zhao)生(sheng)計劃、財政扶(fu)持資金(jin)等,直(zhi)至撤(che)銷、吊銷辦學許可證。
(十七)加(jia)強(qiang)(qiang)教(jiao)育(yu)收(shou)費治理基礎(chu)能(neng)力(li)建設。貫徹落(luo)實《全國教(jiao)育(yu)系統財務管(guan)理干部培訓實施(shi)方案(an)》,組織(zhi)開(kai)展(zhan)教(jiao)育(yu)收(shou)費管(guan)理培訓,提高教(jiao)育(yu)收(shou)費治理能(neng)力(li)和水平(ping)。各地要充分利用現代信息(xi)技術,探索建立(li)教(jiao)育(yu)收(shou)費年度統計報告制度,加(jia)強(qiang)(qiang)教(jiao)育(yu)收(shou)費管(guan)理,進一步強(qiang)(qiang)化(hua)服務意識,提高服務能(neng)力(li)和水平(ping)。
各級(ji)科研(yan)院所、黨(dang)校等(deng)教育收費(fei)管理參照本意見執行,各級(ji)教育部門所屬事(shi)業(ye)單位收費(fei)管理政策另行制定。
