  高職擴招專(zhuan)項工(gong)作(zuo)實施方案

  為貫徹落(luo)實2019年《政府工(gong)(gong)作(zuo)報告》關于高(gao)職大(da)規模擴招100萬人的有關要求,全面深化職業教(jiao)育(yu)改革(ge),統籌(chou)做好計劃安排、考試組織、招生錄取(qu)、教(jiao)育(yu)教(jiao)學、就業服務及政策保障工(gong)(gong)作(zuo),確保穩(wen)定有序(xu)、高(gao)質量(liang)完(wan)成擴招工(gong)(gong)作(zuo)任(ren)務,特制定本方(fang)案。

  一、指導思想 

  堅持以習近(jin)平新時代中國(guo)特色社會主(zhu)義思想為指導,全(quan)面加強黨的領導,深(shen)入貫(guan)徹黨的教育(yu)方針,認真落(luo)實黨中央(yang)、國(guo)務院決策(ce)部署和《國(guo)家(jia)職(zhi)業(ye)教育(yu)改革(ge)實施方案》,適應產(chan)業(ye)升級和經濟(ji)結構調整對技(ji)(ji)(ji)術技(ji)(ji)(ji)能人(ren)才(cai)越來越緊迫的需求,把發(fa)展(zhan)高(gao)(gao)等職(zhi)業(ye)教育(yu)作為緩解當前(qian)就業(ye)壓(ya)力、解決高(gao)(gao)技(ji)(ji)(ji)能人(ren)才(cai)短(duan)缺的戰略之(zhi)舉,堅持中央(yang)統(tong)籌、地方主(zhu)責、系統(tong)化推進、質量型擴招,以現代職(zhi)業(ye)教育(yu)的大(da)改革(ge)大(da)發(fa)展(zhan),加快培養(yang)國(guo)家(jia)發(fa)展(zhan)急(ji)需的各類技(ji)(ji)(ji)術技(ji)(ji)(ji)能人(ren)才(cai),讓更(geng)多(duo)青年憑借一技(ji)(ji)(ji)之(zhi)長實現人(ren)生(sheng)價值,讓三百六十行人(ren)才(cai)薈(hui)萃、繁星璀璨。

  二、工作(zuo)原則 

  (一(yi))統一(yi)認識。深刻(ke)認識高職擴招專項工作是(shi)黨中央、國務(wu)院的(de)(de)重大決策(ce)部署(shu),是(shi)職業教育的(de)(de)重大發展機遇,對教育改(gai)革和經(jing)濟社會發展具有重大影(ying)響,要切實把(ba)思(si)想和行動(dong)統一(yi)到(dao)黨中央、國務(wu)院的(de)(de)決策(ce)部署(shu)上來。

  (二)明確方(fang)(fang)向。堅持面向市場、服務發展(zhan)、促(cu)進就業(ye)的(de)辦學方(fang)(fang)向,統(tong)籌招生(sheng)、培養、就業(ye)各個環節,服務建設(she)現代化(hua)經濟體系和實(shi)現更高質量更充分就業(ye)需要。

  (三)質量(liang)(liang)為(wei)先。引導各地(di)科學研(yan)判職業(ye)教育發展水(shui)平,合理承擔(dan)擴(kuo)招任務,加大總量(liang)(liang)性、結構性政策供(gong)給,強化資源配置,提(ti)升(sheng)培養能(neng)力,確保質量(liang)(liang)型擴(kuo)招。

  (四)系統推進。中央和(he)地(di)方(fang)兩級聯動,突出地(di)方(fang)為(wei)主,加強指導督導,強化協調(diao)配合,營(ying)造(zao)良(liang)好氛(fen)圍,綜合施策(ce)、提(ti)升效率,確保高(gao)質(zhi)量完(wan)成目標任務。

  三、主要任務 

  (一)擴大招(zhao)生(sheng)(sheng)計劃。加(jia)強中央統籌(chou),綜合考慮各(ge)(ge)地(di)生(sheng)(sheng)源情況、辦學(xue)(xue)條件、經濟支(zhi)撐(cheng)等(deng)因素,合理確定2019年各(ge)(ge)省(sheng)份高(gao)(gao)職(zhi)(zhi)(zhi)擴招(zhao)計劃安排。各(ge)(ge)地(di)要科學(xue)(xue)分(fen)配擴招(zhao)計劃,重點布局在(zai)(zai)優質高(gao)(gao)職(zhi)(zhi)(zhi)院(yuan)校(xiao),區域經濟建設(she)急(ji)需、社(she)會民(min)(min)(min)(min)生(sheng)(sheng)領(ling)域緊缺和(he)就業(ye)率高(gao)(gao)的專(zhuan)業(ye),以及(ji)貧困(kun)地(di)區特別是連(lian)片特困(kun)地(di)區。引導各(ge)(ge)地(di)加(jia)強區域協作,加(jia)大東(dong)部地(di)區院(yuan)校(xiao)向中西部地(di)區的招(zhao)生(sheng)(sheng)計劃投放力度。針(zhen)對退(tui)役(yi)(yi)軍(jun)人(ren)(ren)(ren)、下崗(gang)失業(ye)人(ren)(ren)(ren)員(yuan)、農(nong)民(min)(min)(min)(min)工(gong)(gong)、新(xin)(xin)型職(zhi)(zhi)(zhi)業(ye)農(nong)民(min)(min)(min)(min)等(deng)群體(ti)單(dan)列計劃,一部分(fen)面向退(tui)役(yi)(yi)軍(jun)人(ren)(ren)(ren),一部分(fen)面向下崗(gang)失業(ye)人(ren)(ren)(ren)員(yuan)、農(nong)民(min)(min)(min)(min)工(gong)(gong)和(he)新(xin)(xin)型職(zhi)(zhi)(zhi)業(ye)農(nong)民(min)(min)(min)(min)。高(gao)(gao)職(zhi)(zhi)(zhi)院(yuan)校(xiao)要加(jia)強與現有獨(du)立設(she)置的特殊教(jiao)(jiao)育機構(gou)合作,加(jia)大殘疾學(xue)(xue)生(sheng)(sheng)培養力度,讓更(geng)多殘疾人(ren)(ren)(ren)接受適合的高(gao)(gao)等(deng)職(zhi)(zhi)(zhi)業(ye)教(jiao)(jiao)育。在(zai)(zai)學(xue)(xue)前教(jiao)(jiao)育、護理、家政、養老、健(jian)康服務、現代服務業(ye)等(deng)領(ling)域,擴大中高(gao)(gao)職(zhi)(zhi)(zhi)貫通(tong)培養招(zhao)生(sheng)(sheng)規模。統籌(chou)普(pu)通(tong)教(jiao)(jiao)育、職(zhi)(zhi)(zhi)業(ye)教(jiao)(jiao)育和(he)繼(ji)續(xu)教(jiao)(jiao)育,為各(ge)(ge)類(lei)群體(ti)提供靈活多樣的升學(xue)(xue)和(he)培養模式。

  (二(er))做好高(gao)(gao)職(zhi)(zhi)擴招(zhao)(zhao)的(de)補報(bao)名(ming)(ming)(ming)工(gong)(gong)作(zuo)。在2019年高(gao)(gao)考(kao)(kao)(kao)前組織一(yi)次參(can)加(jia)高(gao)(gao)職(zhi)(zhi)擴招(zhao)(zhao)專項考(kao)(kao)(kao)試的(de)補報(bao)名(ming)(ming)(ming)工(gong)(gong)作(zuo),主要面向普通(tong)高(gao)(gao)中(zhong)(zhong)畢業(ye)(ye)(ye)生(sheng)(sheng)(sheng)、中(zhong)(zhong)職(zhi)(zhi)(含中(zhong)(zhong)專、技(ji)工(gong)(gong)學校、職(zhi)(zhi)業(ye)(ye)(ye)高(gao)(gao)中(zhong)(zhong))畢業(ye)(ye)(ye)生(sheng)(sheng)(sheng)、退(tui)役(yi)軍(jun)人(ren)(ren)、下崗(gang)失(shi)(shi)業(ye)(ye)(ye)人(ren)(ren)員(yuan)(yuan)、農(nong)(nong)(nong)民(min)工(gong)(gong)和新(xin)型(xing)職(zhi)(zhi)業(ye)(ye)(ye)農(nong)(nong)(nong)民(min)等(deng)報(bao)考(kao)(kao)(kao)高(gao)(gao)職(zhi)(zhi)院(yuan)校的(de)群體。于10月份面向2019年退(tui)役(yi)的(de)軍(jun)人(ren)(ren)再增(zeng)加(jia)一(yi)次補報(bao)名(ming)(ming)(ming)。各(ge)省(sheng)份原(yuan)有(you)高(gao)(gao)考(kao)(kao)(kao)報(bao)名(ming)(ming)(ming)條件保(bao)持不變,已經參(can)加(jia)高(gao)(gao)考(kao)(kao)(kao)報(bao)名(ming)(ming)(ming)的(de)考(kao)(kao)(kao)生(sheng)(sheng)(sheng),不再參(can)加(jia)此次報(bao)名(ming)(ming)(ming)。聯合開展補報(bao)名(ming)(ming)(ming)宣傳(chuan)(chuan)動(dong)員(yuan)(yuan)和考(kao)(kao)(kao)生(sheng)(sheng)(sheng)資(zi)格審(shen)核(he),教育部門(men)(men)負責(ze)高(gao)(gao)中(zhong)(zhong)、中(zhong)(zhong)職(zhi)(zhi)應屆(jie)畢業(ye)(ye)(ye)生(sheng)(sheng)(sheng)的(de)宣傳(chuan)(chuan)動(dong)員(yuan)(yuan),會同(tong)公(gong)安部門(men)(men)審(shen)核(he)考(kao)(kao)(kao)生(sheng)(sheng)(sheng)戶(hu)籍、學籍信(xin)息;退(tui)役(yi)軍(jun)人(ren)(ren)事務部門(men)(men)負責(ze)退(tui)役(yi)軍(jun)人(ren)(ren)宣傳(chuan)(chuan)動(dong)員(yuan)(yuan),審(shen)核(he)退(tui)役(yi)軍(jun)人(ren)(ren)身(shen)份;人(ren)(ren)力資(zi)源社會保(bao)障(zhang)部門(men)(men)、農(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)村(cun)部門(men)(men)分別(bie)負責(ze)下崗(gang)失(shi)(shi)業(ye)(ye)(ye)人(ren)(ren)員(yuan)(yuan)和農(nong)(nong)(nong)民(min)工(gong)(gong)、新(xin)型(xing)職(zhi)(zhi)業(ye)(ye)(ye)農(nong)(nong)(nong)民(min)宣傳(chuan)(chuan)動(dong)員(yuan)(yuan)及身(shen)份界定(ding)工(gong)(gong)作(zuo)。取消高(gao)(gao)職(zhi)(zhi)招(zhao)(zhao)收(shou)中(zhong)(zhong)職(zhi)(zhi)畢業(ye)(ye)(ye)生(sheng)(sheng)(sheng)比例限(xian)制(zhi),允許符合高(gao)(gao)考(kao)(kao)(kao)報(bao)名(ming)(ming)(ming)條件的(de)往屆(jie)中(zhong)(zhong)職(zhi)(zhi)畢業(ye)(ye)(ye)生(sheng)(sheng)(sheng)參(can)加(jia)高(gao)(gao)職(zhi)(zhi)院(yuan)校單獨考(kao)(kao)(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)。

  (三)做好高(gao)職(zhi)(zhi)(zhi)(zhi)擴招專項考(kao)(kao)試(shi)(shi)(shi)工作。各(ge)(ge)地(di)根據(ju)工作實際合(he)(he)理安排考(kao)(kao)試(shi)(shi)(shi)時間,可(ke)在高(gao)考(kao)(kao)前,也可(ke)在高(gao)考(kao)(kao)后。針對不(bu)同群體特(te)點和受教(jiao)育狀況,改革完善考(kao)(kao)試(shi)(shi)(shi)形式和內容(rong),以高(gao)職(zhi)(zhi)(zhi)(zhi)院(yuan)(yuan)校(xiao)(xiao)(xiao)(xiao)單獨考(kao)(kao)試(shi)(shi)(shi)為主。對于中職(zhi)(zhi)(zhi)(zhi)畢業生,可(ke)采取(qu)現行的(de)(de)“文(wen)(wen)化素(su)質(zhi)+職(zhi)(zhi)(zhi)(zhi)業技(ji)(ji)能(neng)”考(kao)(kao)試(shi)(shi)(shi)方式,文(wen)(wen)化素(su)質(zhi)使用(yong)各(ge)(ge)省(sheng)份或(huo)各(ge)(ge)校(xiao)(xiao)(xiao)(xiao)組織(zhi)的(de)(de)文(wen)(wen)化考(kao)(kao)試(shi)(shi)(shi)成績(ji),職(zhi)(zhi)(zhi)(zhi)業技(ji)(ji)能(neng)使用(yong)各(ge)(ge)省(sheng)份或(huo)各(ge)(ge)校(xiao)(xiao)(xiao)(xiao)組織(zhi)的(de)(de)職(zhi)(zhi)(zhi)(zhi)業適應(ying)性(xing)測試(shi)(shi)(shi)成績(ji)或(huo)職(zhi)(zhi)(zhi)(zhi)業技(ji)(ji)能(neng)測試(shi)(shi)(shi)成績(ji)。對于退役軍人、下崗失業人員、農(nong)民工和新型職(zhi)(zhi)(zhi)(zhi)業農(nong)民,可(ke)免予(yu)文(wen)(wen)化素(su)質(zhi)考(kao)(kao)試(shi)(shi)(shi),由各(ge)(ge)校(xiao)(xiao)(xiao)(xiao)組織(zhi)與報考(kao)(kao)專業相(xiang)關的(de)(de)職(zhi)(zhi)(zhi)(zhi)業適應(ying)性(xing)測試(shi)(shi)(shi)或(huo)職(zhi)(zhi)(zhi)(zhi)業技(ji)(ji)能(neng)測試(shi)(shi)(shi)。對于符合(he)(he)免試(shi)(shi)(shi)條件的(de)(de)技(ji)(ji)能(neng)拔尖(jian)人才,由高(gao)職(zhi)(zhi)(zhi)(zhi)院(yuan)(yuan)校(xiao)(xiao)(xiao)(xiao)予(yu)以免試(shi)(shi)(shi)錄取(qu)。鼓勵有條件的(de)(de)省(sheng)份,對取(qu)得相(xiang)關職(zhi)(zhi)(zhi)(zhi)業技(ji)(ji)能(neng)等(deng)級證書的(de)(de)考(kao)(kao)生,報考(kao)(kao)相(xiang)關專業可(ke)免予(yu)職(zhi)(zhi)(zhi)(zhi)業技(ji)(ji)能(neng)測試(shi)(shi)(shi)。鼓勵高(gao)職(zhi)(zhi)(zhi)(zhi)院(yuan)(yuan)校(xiao)(xiao)(xiao)(xiao)通過聯合(he)(he)考(kao)(kao)試(shi)(shi)(shi)或(huo)成績(ji)互(hu)認等(deng)方式,減(jian)輕(qing)考(kao)(kao)生考(kao)(kao)試(shi)(shi)(shi)負擔(dan)。前期(qi)已(yi)在其他考(kao)(kao)試(shi)(shi)(shi)中被高(gao)職(zhi)(zhi)(zhi)(zhi)院(yuan)(yuan)校(xiao)(xiao)(xiao)(xiao)錄取(qu)的(de)(de)考(kao)(kao)生,不(bu)再參加本次(ci)高(gao)職(zhi)(zhi)(zhi)(zhi)擴招專項考(kao)(kao)試(shi)(shi)(shi)。

  (四(si))做好招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取(qu)工(gong)作。加強考(kao)(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)監督(du)管理,嚴(yan)(yan)格執(zhi)行(xing)(xing)高校考(kao)(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)政(zheng)策(ce)規定(ding)。針對不同群體考(kao)(kao)生(sheng)(sheng)(sheng)(sheng)特點,嚴(yan)(yan)格人才選拔(ba)標準,嚴(yan)(yan)肅考(kao)(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作紀律(lv),嚴(yan)(yan)厲打(da)擊虛假宣傳、有償招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、買賣(mai)生(sheng)(sheng)(sheng)(sheng)源等(deng)違(wei)規行(xing)(xing)為。各地綜合考(kao)(kao)慮(lv)計劃安排、專業(ye)培(pei)養(yang)要求和考(kao)(kao)生(sheng)(sheng)(sheng)(sheng)成績,分類確(que)定(ding)錄取(qu)標準,確(que)保(bao)有升學意愿且達到基(ji)本培(pei)養(yang)要求的(de)考(kao)(kao)生(sheng)(sheng)(sheng)(sheng)能被錄取(qu);根據考(kao)(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間安排確(que)定(ding)新生(sheng)(sheng)(sheng)(sheng)入(ru)學時間,10月份以前錄取(qu)的(de)新生(sheng)(sheng)(sheng)(sheng),可(ke)在2019年秋季入(ru)學,10月份以后錄取(qu)的(de)新生(sheng)(sheng)(sheng)(sheng),可(ke)在2020年春季入(ru)學。

  (五)做好(hao)分類教(jiao)(jiao)(jiao)育(yu)管(guan)理(li)(li)(li)工作。按照“標準(zhun)(zhun)不(bu)(bu)降、模(mo)式多(duo)(duo)(duo)元(yuan)、學(xue)制靈(ling)(ling)活”原(yuan)則(ze),提高人(ren)(ren)(ren)才培養的(de)針對(dui)性、適應(ying)性和(he)實(shi)效性。貫徹實(shi)施職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)國(guo)家教(jiao)(jiao)(jiao)學(xue)標準(zhun)(zhun)體系,針對(dui)應(ying)屆(jie)與非應(ying)屆(jie)、就(jiu)業(ye)(ye)(ye)與未就(jiu)業(ye)(ye)(ye)、不(bu)(bu)同(tong)年齡段等(deng)(deng)生源(yuan)(yuan)多(duo)(duo)(duo)樣化特點(dian),分類編制專業(ye)(ye)(ye)人(ren)(ren)(ren)才培養方(fang)案(an),采取彈性學(xue)制和(he)靈(ling)(ling)活多(duo)(duo)(duo)元(yuan)教(jiao)(jiao)(jiao)學(xue)模(mo)式,對(dui)退(tui)役(yi)軍人(ren)(ren)(ren)、下(xia)崗失業(ye)(ye)(ye)人(ren)(ren)(ren)員、農(nong)民(min)工和(he)新(xin)(xin)型職(zhi)(zhi)業(ye)(ye)(ye)農(nong)民(min)等(deng)(deng)群體可單(dan)獨(du)編班。鼓勵有機(ji)組合師資、教(jiao)(jiao)(jiao)學(xue)實(shi)訓、食宿等(deng)(deng)資源(yuan)(yuan),提高優質職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)資源(yuan)(yuan)使用效率,用優質校拉動一般校,整體提升辦學(xue)水平。加(jia)強教(jiao)(jiao)(jiao)學(xue)常(chang)規管(guan)理(li)(li)(li),適應(ying)不(bu)(bu)同(tong)生源(yuan)(yuan)、不(bu)(bu)同(tong)學(xue)習(xi)(xi)時間、不(bu)(bu)同(tong)學(xue)習(xi)(xi)方(fang)式,創(chuang)新(xin)(xin)教(jiao)(jiao)(jiao)學(xue)組織(zhi)和(he)考核評價。針對(dui)不(bu)(bu)同(tong)生源(yuan)(yuan)的(de)從(cong)業(ye)(ye)(ye)經歷、技(ji)術技(ji)能(neng)基礎和(he)學(xue)習(xi)(xi)需求,創(chuang)新(xin)(xin)實(shi)習(xi)(xi)管(guan)理(li)(li)(li)方(fang)式,開(kai)展(zhan)靈(ling)(ling)活多(duo)(duo)(duo)樣的(de)實(shi)踐教(jiao)(jiao)(jiao)學(xue)。加(jia)快(kuai)學(xue)歷證(zheng)書(shu)(shu)和(he)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)等(deng)(deng)級證(zheng)書(shu)(shu)互通銜(xian)接,有序開(kai)展(zhan)學(xue)習(xi)(xi)成果(guo)的(de)認(ren)定、積(ji)(ji)累和(he)轉(zhuan)換(huan),積(ji)(ji)極(ji)引導(dao)新(xin)(xin)增生源(yuan)(yuan)參與1+X證(zheng)書(shu)(shu)制度試(shi)點(dian),鼓勵高校學(xue)生積(ji)(ji)極(ji)取得多(duo)(duo)(duo)類職(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)等(deng)(deng)級證(zheng)書(shu)(shu),拓展(zhan)就(jiu)業(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)本領。對(dui)退(tui)役(yi)軍人(ren)(ren)(ren)、下(xia)崗失業(ye)(ye)(ye)人(ren)(ren)(ren)員、農(nong)民(min)工和(he)新(xin)(xin)型職(zhi)(zhi)業(ye)(ye)(ye)農(nong)民(min)等(deng)(deng)已積(ji)(ji)累的(de)學(xue)習(xi)(xi)成果(guo)(含技(ji)術技(ji)能(neng)),探索通過水平測試(shi)等(deng)(deng)方(fang)式進行學(xue)歷教(jiao)(jiao)(jiao)育(yu)學(xue)分認(ren)定。

  (六)推(tui)(tui)動(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)材教(jiao)(jiao)(jiao)(jiao)(jiao)法改(gai)革。落實(shi)立德(de)樹人根(gen)本任務,堅持全員全過程全方位育(yu)人,注重堅守(shou)專業(ye)(ye)精神(shen)、職(zhi)(zhi)業(ye)(ye)精神(shen)和工匠精神(shen),培(pei)養德(de)智體美勞全面(mian)發展的社會主義建設者和接(jie)班人。加(jia)(jia)強高職(zhi)(zhi)院校教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊(dui)伍建設,通過資(zi)源整(zheng)合挖潛一批、專項培(pei)訓培(pei)育(yu)一批、校企合作解決一批、“銀(yin)齡講學(xue)”補充(chong)一批、社會力量兼職(zhi)(zhi)一批,加(jia)(jia)快補充(chong)急需(xu)的專業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)。開(kai)發適用于不(bu)(bu)同生(sheng)(sheng)源類型(xing)的新型(xing)活頁式(shi)、工作手冊式(shi)等教(jiao)(jiao)(jiao)(jiao)(jiao)材,適應“互聯網(wang)+職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)”發展需(xu)求,建好(hao)用好(hao)職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)專業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)資(zi)源庫,促進(jin)優質資(zi)源共建共享。創(chuang)新技術(shu)技能人才(cai)培(pei)養培(pei)訓模式(shi),針對(dui)不(bu)(bu)同生(sheng)(sheng)源分類施(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)、因材施(shi)教(jiao)(jiao)(jiao)(jiao)(jiao),普及推(tui)(tui)廣項目教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)、案例教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)、情景(jing)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)、工作過程導(dao)向教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue),廣泛(fan)應用線上線下(xia)混合教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue),促進(jin)自(zi)主泛(fan)在個性化學(xue)習。

  (七)做(zuo)好就業服務。推動職(zhi)業院校畢(bi)業生(sheng)(sheng)在落戶、就業、參加(jia)機(ji)關事業單位招聘(pin)、職(zhi)稱(cheng)評審、職(zhi)級晉升(sheng)等(deng)方面與(yu)普(pu)通高校畢(bi)業生(sheng)(sheng)享受同(tong)等(deng)待遇。各(ge)地要(yao)結(jie)合就業形勢和生(sheng)(sheng)源類型特(te)點,加(jia)強就業指導和就業服務,強化職(zhi)業生(sheng)(sheng)涯發展(zhan)教育,幫助學生(sheng)(sheng)合理調整就業期望,找準職(zhi)業定位。人(ren)力資源社會保(bao)障、農(nong)(nong)(nong)業農(nong)(nong)(nong)村、退役(yi)軍人(ren)事務等(deng)部門要(yao)按照(zhao)職(zhi)責分別對(dui)退役(yi)軍人(ren)、下(xia)崗失業人(ren)員、農(nong)(nong)(nong)民工和新型職(zhi)業農(nong)(nong)(nong)民提供有針對(dui)性的(de)就業服務。

  (八)加大(da)財(cai)政(zheng)(zheng)(zheng)投入。中(zhong)央財(cai)政(zheng)(zheng)(zheng)加大(da)對(dui)高(gao)(gao)(gao)職(zhi)(zhi)(zhi)院(yuan)校(xiao)(xiao)擴招的(de)支持(chi)力(li)度(du)(du),引導(dao)地方政(zheng)(zheng)(zheng)府(fu)落(luo)實(shi)生(sheng)均(jun)撥款制度(du)(du)、獎(jiang)助(zhu)(zhu)學(xue)金提標擴面政(zheng)(zheng)(zheng)策(ce)(ce)等(deng)(deng),加強辦(ban)學(xue)條件薄(bo)弱公(gong)辦(ban)高(gao)(gao)(gao)職(zhi)(zhi)(zhi)院(yuan)校(xiao)(xiao)改造(zao),加大(da)政(zheng)(zheng)(zheng)府(fu)購買高(gao)(gao)(gao)職(zhi)(zhi)(zhi)教育服(fu)務(wu)力(li)度(du)(du)。完善和落(luo)實(shi)相(xiang)關獎(jiang)助(zhu)(zhu)學(xue)金、學(xue)費(fei)減免(mian)等(deng)(deng)資(zi)助(zhu)(zhu)政(zheng)(zheng)(zheng)策(ce)(ce),退役(yi)軍人(ren)學(xue)費(fei)資(zi)助(zhu)(zhu)按高(gao)(gao)(gao)職(zhi)(zhi)(zhi)院(yuan)校(xiao)(xiao)實(shi)際收取學(xue)費(fei)金額執行(xing),每生(sheng)每年(nian)最高(gao)(gao)(gao)不(bu)超過8000元(yuan),超出部分(fen)自(zi)行(xing)負擔;按規定給予退役(yi)軍人(ren)學(xue)生(sheng)助(zhu)(zhu)學(xue)金資(zi)助(zhu)(zhu),其他獎(jiang)助(zhu)(zhu)政(zheng)(zheng)(zheng)策(ce)(ce)按現(xian)行(xing)規定執行(xing)。下崗失業(ye)人(ren)員、農民工、新型職(zhi)(zhi)(zhi)業(ye)農民考入高(gao)(gao)(gao)職(zhi)(zhi)(zhi)院(yuan)校(xiao)(xiao),按照現(xian)行(xing)規定享受(shou)資(zi)助(zhu)(zhu)政(zheng)(zheng)(zheng)策(ce)(ce)。

  四(si)、組織實施 

  (一(yi))在國務院領導(dao)下,各(ge)(ge)有關部門切實(shi)(shi)履行職責(ze),積極主動(dong)作為,加強協同聯動(dong),抓緊研(yan)究制(zhi)定配套文(wen)件,形成工(gong)作合力。國務院教(jiao)育(yu)督導(dao)委(wei)員會辦(ban)公室組(zu)(zu)織督查(cha)組(zu)(zu),實(shi)(shi)地到31個省(sheng)(區(qu)、市)和(he)新(xin)疆生產建設兵團對各(ge)(ge)地擴(kuo)招(zhao)組(zu)(zu)織實(shi)(shi)施情況(kuang)進(jin)行事中(zhong)督查(cha),并將各(ge)(ge)地落實(shi)(shi)情況(kuang)作為年度省(sheng)級人民政府履行教(jiao)育(yu)職責(ze)督導(dao)評價的重要(yao)內容。

  (二)各(ge)地(di)要高(gao)(gao)度重(zhong)視,切實(shi)(shi)履行主體(ti)責任,嚴明(ming)工(gong)作(zuo)(zuo)紀律,狠抓工(gong)作(zuo)(zuo)落實(shi)(shi),堅(jian)決(jue)防止和(he)(he)克服(fu)形式主義(yi)、官僚主義(yi),確保擴招(zhao)任務(wu)落地(di)見效。要結合實(shi)(shi)際制定(ding)本地(di)高(gao)(gao)職擴招(zhao)工(gong)作(zuo)(zuo)實(shi)(shi)施方案(an),將高(gao)(gao)職擴招(zhao)專項工(gong)作(zuo)(zuo)任務(wu)作(zuo)(zuo)為(wei)落實(shi)(shi)《國家(jia)職業教(jiao)育改革實(shi)(shi)施方案(an)》的重(zhong)要內(nei)容,加(jia)(jia)大政策供給和(he)(he)經費(fei)保障,優化資源配置,有質(zhi)量地(di)擴大高(gao)(gao)素質(zhi)技(ji)術技(ji)能人才培養規(gui)模。要加(jia)(jia)強資金(jin)監管,建(jian)立常(chang)態(tai)督查(cha)機制,對資金(jin)使用中出現(xian)的虛報套取騙取、擠(ji)占(zhan)挪用、貪污侵吞資助資金(jin)等違法(fa)違規(gui)違紀行為(wei),依法(fa)依規(gui)堅(jian)決(jue)嚴肅查(cha)處。

  (三)各(ge)有關(guan)部門和各(ge)地要加(jia)(jia)大高職擴(kuo)(kuo)招(zhao)相關(guan)政(zheng)策的宣(xuan)傳力度(du),及時回應社(she)會(hui)關(guan)切,解疑釋(shi)(shi)惑、凝聚(ju)共識,營(ying)造良好社(she)會(hui)氛圍。各(ge)地要加(jia)(jia)強對高職擴(kuo)(kuo)招(zhao)專項工作的領(ling)導,充分(fen)(fen)發揮高職院校黨(dang)委的領(ling)導核(he)心(xin)作用(yong),為擴(kuo)(kuo)招(zhao)工作提供堅強組織保證。各(ge)高職院校要深化辦學體(ti)制、培養模(mo)式、資源配置等(deng)方面改革,充分(fen)(fen)釋(shi)(shi)放擴(kuo)(kuo)招(zhao)政(zheng)策效應,保證人才培養質量。
