各(ge)區(新(xin)區)教育行政部門、人力資源和社(she)會保(bao)障部門、財政部門,各(ge)職業院校(xiao)(xiao),各(ge)校(xiao)(xiao)外公(gong)共實(shi)訓基(ji)地:
為貫徹《教(jiao)育部(bu)等五(wu)部(bu)門關于印(yin)發〈職(zhi)(zhi)業(ye)學(xue)校學(xue)生(sheng)實習(xi)管理規定〉的通(tong)(tong)知(zhi)(zhi)》(教(jiao)職(zhi)(zhi)成〔2016〕3號)、《中共深圳(zhen)市委 深圳(zhen)市人(ren)(ren)(ren)(ren)民(min)政(zheng)府(fu)印(yin)發〈關于促進人(ren)(ren)(ren)(ren)才(cai)優先發展(zhan)的若干措施(shi)〉的通(tong)(tong)知(zhi)(zhi)》(深發〔2016〕9號)、《深圳(zhen)市人(ren)(ren)(ren)(ren)民(min)政(zheng)府(fu)關于加(jia)快建設(she)現代職(zhi)(zhi)業(ye)教(jiao)育體系的意見(jian)》(深府(fu)〔2017〕49號)等文件精(jing)神,促進我(wo)市職(zhi)(zhi)業(ye)教(jiao)育校企(qi)合作(zuo),創(chuang)新技(ji)術(shu)技(ji)能人(ren)(ren)(ren)(ren)才(cai)培養模式,加(jia)強職(zhi)(zhi)業(ye)院校(含技(ji)工(gong)院校,下同)學(xue)生(sheng)實習(xi)管理,完善實習(xi)補貼工(gong)作(zuo),現將有關事項通(tong)(tong)知(zhi)(zhi)如下:
一、加強(qiang)學生實習管理,健全考核評價制(zhi)
職(zhi)業院校(xiao)應當建立健全學生(sheng)(sheng)實(shi)習實(shi)訓(xun)相關(guan)制度,確保學生(sheng)(sheng)實(shi)習實(shi)訓(xun)取得成效,并(bing)規范相關(guan)補貼的申(shen)報和發放工作。具(ju)體要求如下:
(一)規范實(shi)(shi)(shi)(shi)習(xi)管(guan)(guan)理(li)基(ji)礎制度(du)。職業(ye)院(yuan)校(xiao)校(xiao)外公共實(shi)(shi)(shi)(shi)訓基(ji)地、實(shi)(shi)(shi)(shi)習(xi)企(qi)業(ye)等應(ying)(ying)當根據工作的實(shi)(shi)(shi)(shi)際情(qing)況及(ji)管(guan)(guan)理(li)要求(qiu),制定學生(sheng)(sheng)實(shi)(shi)(shi)(shi)習(xi)工作具體管(guan)(guan)理(li)辦(ban)法和安全(quan)管(guan)(guan)理(li)規定、實(shi)(shi)(shi)(shi)習(xi)學生(sheng)(sheng)安全(quan)及(ji)突發事件應(ying)(ying)急預案等制度(du)性(xing)文件,切實(shi)(shi)(shi)(shi)規范與完(wan)善學生(sheng)(sheng)實(shi)(shi)(shi)(shi)習(xi)有關管(guan)(guan)理(li)。建(jian)立學生(sheng)(sheng)實(shi)(shi)(shi)(shi)習(xi)強制保險制度(du),職業(ye)院(yuan)校(xiao)和實(shi)(shi)(shi)(shi)習(xi)單位應(ying)(ying)當根據國家有關規定,為實(shi)(shi)(shi)(shi)習(xi)學生(sheng)(sheng)投保實(shi)(shi)(shi)(shi)習(xi)責(ze)任保險,責(ze)任保險范圍應(ying)(ying)覆蓋(gai)實(shi)(shi)(shi)(shi)習(xi)活動全(quan)過(guo)程。
(二)嚴格實(shi)習(xi)考(kao)勤紀(ji)律。確保相關申報數據的(de)真實(shi)性(xing),學(xue)校和企業(ye)要加強(qiang)實(shi)習(xi)學(xue)生的(de)考(kao)勤管(guan)理,實(shi)習(xi)學(xue)生、帶隊教師、企業(ye)管(guan)理人(ren)員(yuan)要對考(kao)勤情(qing)況的(de)真實(shi)性(xing)負(fu)責(ze)。學(xue)校與企業(ye)應建立學(xue)生實(shi)習(xi)考(kao)勤臺(tai)賬(zhang)及實(shi)習(xi)檢查日志,并由實(shi)習(xi)學(xue)生、帶隊教師、企業(ye)管(guan)理人(ren)員(yuan)共同簽名確認(ren)。
(三(san)(san)(san)(san))認真篩選實(shi)(shi)習(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)。職(zhi)業(ye)(ye)院校應(ying)(ying)當選擇合法經(jing)營、管(guan)理(li)規范、實(shi)(shi)習(xi)(xi)(xi)(xi)設(she)備完(wan)備、符合安全生(sheng)產法律法規要(yao)求(qiu)的實(shi)(shi)習(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)安排(pai)學(xue)生(sheng)實(shi)(shi)習(xi)(xi)(xi)(xi)。一是評(ping)估實(shi)(shi)習(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)。在確定實(shi)(shi)習(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)前,學(xue)校應(ying)(ying)進行實(shi)(shi)地考察(cha)評(ping)估形(xing)成書面報告,考察(cha)內容(rong)應(ying)(ying)包括:單(dan)(dan)(dan)位(wei)資質、誠(cheng)信(xin)狀況(kuang)、管(guan)理(li)水平、實(shi)(shi)習(xi)(xi)(xi)(xi)崗(gang)位(wei)性質和(he)內容(rong)、工作時間、工作環(huan)境、生(sheng)活(huo)環(huan)境以及(ji)健康保障、安全防護(hu)、可接(jie)收(shou)(shou)實(shi)(shi)習(xi)(xi)(xi)(xi)人數、是否與專業(ye)(ye)人才培養吻(wen)合、實(shi)(shi)習(xi)(xi)(xi)(xi)學(xue)生(sheng)占在崗(gang)人數比例等方(fang)面。二(er)是制(zhi)定實(shi)(shi)習(xi)(xi)(xi)(xi)計(ji)劃。職(zhi)業(ye)(ye)院校與評(ping)估合格的單(dan)(dan)(dan)位(wei)共同制(zhi)訂實(shi)(shi)習(xi)(xi)(xi)(xi)計(ji)劃,明確實(shi)(shi)習(xi)(xi)(xi)(xi)目(mu)標、實(shi)(shi)習(xi)(xi)(xi)(xi)任務、必要(yao)的實(shi)(shi)習(xi)(xi)(xi)(xi)準(zhun)備、考核標準(zhun)等。三(san)(san)(san)(san)是簽訂三(san)(san)(san)(san)方(fang)協議。學(xue)生(sheng)在頂(ding)崗(gang)實(shi)(shi)習(xi)(xi)(xi)(xi)前,學(xue)校、實(shi)(shi)習(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei)、學(xue)生(sheng)三(san)(san)(san)(san)方(fang)應(ying)(ying)簽訂實(shi)(shi)習(xi)(xi)(xi)(xi)協議,實(shi)(shi)習(xi)(xi)(xi)(xi)協議應(ying)(ying)明確各方(fang)責任、權(quan)利義務及(ji)實(shi)(shi)習(xi)(xi)(xi)(xi)報酬,未滿18歲的學(xue)生(sheng)還(huan)應(ying)(ying)取得學(xue)生(sheng)監(jian)護(hu)人的知情同意書。四是支付實(shi)(shi)習(xi)(xi)(xi)(xi)報酬。接(jie)收(shou)(shou)學(xue)生(sheng)頂(ding)崗(gang)實(shi)(shi)習(xi)(xi)(xi)(xi)的實(shi)(shi)習(xi)(xi)(xi)(xi)單(dan)(dan)(dan)位(wei),應(ying)(ying)支付不低(di)于本(ben)單(dan)(dan)(dan)位(wei)相同崗(gang)位(wei)試用(yong)期工資標準(zhun)80%的報酬。
(四)加強監督(du)管理。職業學(xue)校和實習(xi)企業不(bu)得(de)(de)(de)向學(xue)生(sheng)(sheng)收取實習(xi)押(ya)金、頂崗實習(xi)報(bao)(bao)酬(chou)提成、管理費(fei)或(huo)者(zhe)(zhe)其(qi)他形式的(de)實習(xi)費(fei)用,不(bu)得(de)(de)(de)扣押(ya)學(xue)生(sheng)(sheng)的(de)居民身份證,不(bu)得(de)(de)(de)要(yao)求(qiu)學(xue)生(sheng)(sheng)提供擔保或(huo)者(zhe)(zhe)以其(qi)他名義(yi)收取學(xue)生(sheng)(sheng)財物。市教育、市人力資(zi)源保障部門和申(shen)報(bao)(bao)學(xue)校要(yao)做(zuo)好補(bu)貼(tie)對象、補(bu)貼(tie)時間的(de)核(he)對與認定工(gong)作。對于虛報(bao)(bao)、冒領、擠占、挪(nuo)用、滯(zhi)留國家相(xiang)關(guan)補(bu)助資(zi)金的(de)部門和學(xue)校,要(yao)予以嚴肅處(chu)(chu)理,涉(she)嫌犯罪的(de),依法移送(song)司法機(ji)關(guan)處(chu)(chu)理。
(五)確保學(xue)(xue)生(sheng)實(shi)(shi)習(xi)(xi)安(an)(an)(an)(an)(an)全(quan)。不(bu)(bu)得(de)安(an)(an)(an)(an)(an)排(pai)(pai)未(wei)成年(nian)學(xue)(xue)生(sheng)從(cong)事(shi)《未(wei)成年(nian)工(gong)特(te)(te)殊(shu)保護(hu)規(gui)(gui)定》中禁(jin)(jin)止(zhi)(zhi)從(cong)事(shi)的(de)(de)勞動(dong),不(bu)(bu)得(de)安(an)(an)(an)(an)(an)排(pai)(pai)女學(xue)(xue)生(sheng)從(cong)事(shi)《女職工(gong)勞動(dong)保護(hu)特(te)(te)別規(gui)(gui)定》中禁(jin)(jin)止(zhi)(zhi)從(cong)事(shi)的(de)(de)勞動(dong),不(bu)(bu)得(de)安(an)(an)(an)(an)(an)排(pai)(pai)學(xue)(xue)生(sheng)到酒(jiu)吧、夜總(zong)會、歌廳、洗浴中心等營業(ye)性娛(yu)樂場所實(shi)(shi)習(xi)(xi),不(bu)(bu)得(de)通(tong)過中介(jie)機構或(huo)(huo)有償代理(li)組織、安(an)(an)(an)(an)(an)排(pai)(pai)和(he)管(guan)理(li)學(xue)(xue)生(sheng)實(shi)(shi)習(xi)(xi)工(gong)作(zuo)。除相關(guan)專業(ye)和(he)實(shi)(shi)習(xi)(xi)崗位有特(te)(te)殊(shu)要(yao)求,并報上(shang)級主管(guan)部門(men)備案的(de)(de)實(shi)(shi)習(xi)(xi)安(an)(an)(an)(an)(an)排(pai)(pai)外(wai),接(jie)收職業(ye)院校(xiao)(xiao)學(xue)(xue)生(sheng)實(shi)(shi)習(xi)(xi)的(de)(de)企業(ye)應(ying)遵守(shou)國家關(guan)于(yu)工(gong)作(zuo)時間和(he)休息休假(jia)的(de)(de)規(gui)(gui)定,不(bu)(bu)得(de)安(an)(an)(an)(an)(an)排(pai)(pai)學(xue)(xue)生(sheng)從(cong)事(shi)高空、放射(she)性、有毒、易(yi)燃易(yi)爆(bao)等較高安(an)(an)(an)(an)(an)全(quan)風險的(de)(de)實(shi)(shi)習(xi)(xi),不(bu)(bu)得(de)安(an)(an)(an)(an)(an)排(pai)(pai)學(xue)(xue)生(sheng)在法(fa)定節假(jia)日(ri)實(shi)(shi)習(xi)(xi),不(bu)(bu)得(de)安(an)(an)(an)(an)(an)排(pai)(pai)學(xue)(xue)生(sheng)加班(ban)和(he)夜班(ban)。對安(an)(an)(an)(an)(an)排(pai)(pai)、介(jie)紹(shao)或(huo)(huo)者接(jie)收未(wei)滿16周歲學(xue)(xue)生(sheng)實(shi)(shi)習(xi)(xi)的(de)(de)學(xue)(xue)校(xiao)(xiao)或(huo)(huo)企業(ye),人力資源部門(men)應(ying)當依據《禁(jin)(jin)止(zhi)(zhi)使用童工(gong)規(gui)(gui)定》進行查處;涉嫌犯(fan)罪的(de)(de),依法(fa)移送司法(fa)機關(guan)處理(li)。
(六)健(jian)全考(kao)核(he)評(ping)價制(zhi)(zhi)度(du)。切(qie)實(shi)(shi)(shi)做(zuo)好學(xue)生實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)情況(kuang)立(li)卷歸(gui)檔(dang)工(gong)作,建立(li)健(jian)全實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)核(he)評(ping)價制(zhi)(zhi)度(du)。學(xue)校應當依據(ju)實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)計劃,制(zhi)(zhi)定具(ju)體考(kao)核(he)方式和標(biao)準,實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)完成后要及(ji)時做(zuo)好學(xue)生實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)情況(kuang)立(li)卷歸(gui)檔(dang)工(gong)作,對實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)單位評(ping)估報告、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)協議、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)計劃、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)責任保(bao)險單據(ju)、學(xue)生實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)報告、學(xue)生實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)核(he)結(jie)果、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)考(kao)勤日志(zhi)、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)檢查(cha)記錄、實(shi)(shi)(shi)習(xi)(xi)(xi)(xi)總結(jie)等資(zi)料及(ji)時歸(gui)檔(dang)。
二、完善實(shi)習補貼工作,規范補貼申(shen)領流程
(一)調(diao)整頂崗實習補貼范圍。
自2018年秋季學期起,對包(bao)括民辦職業院(yuan)校在(zai)內的所(suo)有職業院(yuan)校全日制學生頂崗實(shi)習給(gei)予補貼。
(二)實習補貼對象、標(biao)準及期(qi)限。
1.補(bu)貼對(dui)象(xiang)。實(shi)習(xi)補(bu)貼對(dui)象(xiang)包括(kuo):一(yi)是我市職業(ye)院校(xiao)參加(jia)實(shi)習(xi)實(shi)訓(xun)的(de)全日(ri)制(zhi)在校(xiao)學(xue)生;二是經市教育局(ju)(ju)、市人力(li)資(zi)源和社會(hui)保障局(ju)(ju)認(ren)定并(bing)接收職業(ye)院校(xiao)全日(ri)制(zhi)學(xue)生實(shi)習(xi)實(shi)訓(xun)的(de)職業(ye)教育校(xiao)外(wai)公共實(shi)訓(xun)基地所在企業(ye)。
2.補貼(tie)(tie)標準。參加實(shi)(shi)習(xi)(xi)實(shi)(shi)訓(xun)學(xue)(xue)生每人(ren)每月可享受(shou)650元生活補貼(tie)(tie)和(he)教育(yu)部規(gui)定的(de)(de)學(xue)(xue)生實(shi)(shi)習(xi)(xi)責任(ren)保險。校外公共(gong)實(shi)(shi)訓(xun)基地所在(zai)企業,按(an)接收實(shi)(shi)習(xi)(xi)實(shi)(shi)訓(xun)學(xue)(xue)生人(ren)數給(gei)予(yu)每人(ren)每月300元的(de)(de)補貼(tie)(tie)。
3.補貼(tie)時間(jian)(jian)(jian)。教育部(bu)門主管的職業學(xue)(xue)校學(xue)(xue)生(sheng)實習時間(jian)(jian)(jian)為6個月,人力資(zi)源保障部(bu)門主管的技工(gong)(gong)院校學(xue)(xue)生(sheng)實習時間(jian)(jian)(jian)為12個月。學(xue)(xue)生(sheng)實習補貼(tie)金額根據(ju)學(xue)(xue)生(sheng)實際實習工(gong)(gong)作時間(jian)(jian)(jian)確定。
(三)頂(ding)崗實習補貼申領流(liu)程(cheng)。
頂崗實(shi)習補貼(tie)由參加實(shi)習實(shi)訓學生所在學校統一申領。
1.填(tian)報(bao)(bao)資料。學(xue)校在(zai)學(xue)生頂崗實(shi)(shi)習(xi)(xi)結束后(hou)應認真做好學(xue)生實(shi)(shi)習(xi)(xi)補貼(tie)(tie)和校外公共實(shi)(shi)訓基地(di)接(jie)收學(xue)生實(shi)(shi)習(xi)(xi)補貼(tie)(tie)報(bao)(bao)表(biao)、匯(hui)總表(biao)填(tian)報(bao)(bao)工作,報(bao)(bao)表(biao)信息(xi)包(bao)括學(xue)生姓名、身份證號碼、所(suo)在(zai)班(ban)級、實(shi)(shi)習(xi)(xi)崗位、實(shi)(shi)習(xi)(xi)企業、實(shi)(shi)習(xi)(xi)時間、補貼(tie)(tie)金額、實(shi)(shi)習(xi)(xi)補貼(tie)(tie)發放(fang)賬號及學(xue)生本人簽名等內容,確保上報(bao)(bao)信息(xi)完整(zheng)、真實(shi)(shi)準確。
2.組織核查(cha)。學校應當對所申報(bao)(bao)學生實(shi)(shi)習(xi)(xi)補貼(tie)的(de)申報(bao)(bao)材料進行(xing)核查(cha)。學校可以聘請(qing)有(you)資質的(de)會計師事務(wu)所開(kai)展上述工(gong)作。學校或者會計師事務(wu)所應認真(zhen)核查(cha)實(shi)(shi)習(xi)(xi)企(qi)業評(ping)估報(bao)(bao)告(gao)、實(shi)(shi)習(xi)(xi)協(xie)議(yi)(包括知情同意(yi)書(shu))、實(shi)(shi)習(xi)(xi)計劃、實(shi)(shi)習(xi)(xi)責任(ren)保險(xian)單據、學生實(shi)(shi)習(xi)(xi)報(bao)(bao)告(gao)、學生實(shi)(shi)習(xi)(xi)考核結果、實(shi)(shi)習(xi)(xi)總(zong)結等(deng)資料,通過檢查(cha)學生學籍、頂崗實(shi)(shi)習(xi)(xi)考勤日志、頂崗實(shi)(shi)習(xi)(xi)檢查(cha)記錄(lu)對頂崗實(shi)(shi)習(xi)(xi)人(ren)數、時間(jian)及補貼(tie)金額進行(xing)核查(cha),并形成(cheng)核查(cha)報(bao)(bao)告(gao)。
3.公示(shi)(shi)名單(dan)。學(xue)校(xiao)應將擬獲得補貼(tie)(tie)的學(xue)生(sheng)、實習所(suo)在單(dan)位及(ji)補貼(tie)(tie)金額在校(xiao)內(nei)公示(shi)(shi)7日。
4.報送(song)材料和(he)審(shen)核(he)。公(gong)示無異議后(hou),學校將(jiang)報表副(fu)本、匯總表和(he)公(gong)示文(wen)件(jian)(jian)(附電子文(wen)檔)及(ji)核(he)查報告報送(song)市(shi)(shi)教(jiao)育部(bu)門或(huo)者(zhe)市(shi)(shi)人力(li)資(zi)源(yuan)保(bao)障部(bu)門審(shen)核(he)。首次申請頂(ding)崗實習(xi)(xi)補貼的(de)學校應當將(jiang)實習(xi)(xi)管(guan)理相關制度(du)(du)(du)文(wen)件(jian)(jian)報送(song)市(shi)(shi)教(jiao)育部(bu)門或(huo)者(zhe)市(shi)(shi)人力(li)資(zi)源(yuan)保(bao)障部(bu)門。制度(du)(du)(du)文(wen)件(jian)(jian)包括:實習(xi)(xi)工作具體管(guan)理辦法和(he)安全(quan)管(guan)理規(gui)定、實習(xi)(xi)學生安全(quan)及(ji)突發事件(jian)(jian)應急預案(an)、學生考勤管(guan)理規(gui)定等制度(du)(du)(du)性文(wen)件(jian)(jian)。上述(shu)制度(du)(du)(du)文(wen)件(jian)(jian)發生變化、調整的(de),也應及(ji)時報送(song)。
市(shi)教(jiao)育(yu)部(bu)門(men)或者市(shi)人力資(zi)源保障部(bu)門(men)自收(shou)到材(cai)料之日起,15個工作(zuo)日內予以(yi)審核,并(bing)作(zuo)出是否同(tong)(tong)意(yi)發(fa)放補貼(tie)的決定。作(zuo)出不同(tong)(tong)意(yi)發(fa)放補貼(tie)決定的,將(jiang)相關理由一并(bing)告(gao)知申報學校。
5.申(shen)報(bao)(bao)(bao)(bao)補貼(tie)時(shi)間。學(xue)校實(shi)(shi)習補貼(tie)每年(nian)按(an)學(xue)期申(shen)報(bao)(bao)(bao)(bao)兩次,即于每年(nian)4月(yue)1-15日申(shen)報(bao)(bao)(bao)(bao)秋季(ji)學(xue)期頂(ding)崗(gang)實(shi)(shi)習補貼(tie)、每年(nian)10月(yue)1-15日申(shen)報(bao)(bao)(bao)(bao)春季(ji)學(xue)期頂(ding)崗(gang)實(shi)(shi)習補貼(tie)。
6.發(fa)(fa)放(fang)(fang)(fang)補(bu)(bu)(bu)貼(tie)。公辦(ban)學校實(shi)習(xi)補(bu)(bu)(bu)貼(tie)經費(fei)按現行預算(suan)模式管理。民辦(ban)學校實(shi)習(xi)補(bu)(bu)(bu)貼(tie)經費(fei)納入主管部(bu)門年度部(bu)門預算(suan)安排,由市教育部(bu)門或者市人力資源保障部(bu)門發(fa)(fa)放(fang)(fang)(fang)給(gei)各(ge)相關學校,學校應在(zai)收(shou)到(dao)補(bu)(bu)(bu)貼(tie)經費(fei)后30日(ri)內通過轉(zhuan)賬(zhang)的方式及時發(fa)(fa)放(fang)(fang)(fang)到(dao)實(shi)習(xi)學生和企業提供的銀行賬(zhang)號。補(bu)(bu)(bu)貼(tie)發(fa)(fa)放(fang)(fang)(fang)結(jie)束(shu)后,學校應及時將發(fa)(fa)放(fang)(fang)(fang)情況報主管部(bu)門匯(hui)總。
三、保障措施
(一)加強(qiang)(qiang)組織領(ling)導,完善工作機制。擴大頂(ding)崗實(shi)習(xi)補(bu)貼范圍(wei),調整實(shi)習(xi)時間,涉及(ji)面廣,政策性強(qiang)(qiang),要按(an)照(zhao)教育部(bu)及(ji)市委、市政府的要求做(zuo)好各(ge)項(xiang)工作。各(ge)區(含新區,下同)、各(ge)職業院(yuan)校(xiao)要加強(qiang)(qiang)組織領(ling)導,抓(zhua)緊制訂(ding)相關實(shi)施方案(an),明(ming)確(que)(que)責(ze)任分工,建立健(jian)全工作制度,切實(shi)抓(zhua)好工作落(luo)實(shi),確(que)(que)保實(shi)習(xi)補(bu)貼工作做(zuo)到(dao)公(gong)(gong)開、公(gong)(gong)平、公(gong)(gong)正。
(二(er))加(jia)強監督(du)檢(jian)查,明確管理(li)責任(ren)。市(shi)、區教育(yu)部門(men)和人(ren)力資源保(bao)障部門(men)要加(jia)強監督(du)檢(jian)查,加(jia)強對職(zhi)業院校、校外公(gong)共實(shi)(shi)(shi)訓(xun)基地情況進(jin)行監督(du)檢(jian)查,并公(gong)布檢(jian)查結果;要嚴格規范學生學籍(ji)管理(li)工作,進(jin)一步完善學生信息管理(li)系統,杜(du)絕冒名代領、弄虛作假、徇私舞弊等現象(xiang)發生。實(shi)(shi)(shi)習補(bu)貼經費實(shi)(shi)(shi)行專(zhuan)款專(zhuan)用(yong),對擠占(zhan)、挪用(yong)和違(wei)規發放實(shi)(shi)(shi)習貼補(bu)專(zhuan)項經費的學校將(jiang)追究相關責任(ren)人(ren)的責任(ren);涉嫌犯罪的,依法(fa)移送司法(fa)機關處理(li)。
(三)加(jia)強(qiang)績(ji)效(xiao)(xiao)考核,確保(bao)取得實效(xiao)(xiao)。市教育部(bu)門(men)和(he)市人(ren)力(li)資源(yuan)保(bao)障部(bu)門(men)要(yao)加(jia)強(qiang)職業院校學(xue)生實習管理工(gong)作的績(ji)效(xiao)(xiao)考核,對取得良好效(xiao)(xiao)益的學(xue)校,在(zai)學(xue)校評(ping)優評(ping)先(xian)(xian)時予以優先(xian)(xian)支持;對管理不善、出現問題的學(xue)校和(he)企業予以通(tong)報(bao)批(pi)評(ping)、限期整(zheng)改等(deng)處理,并作為評(ping)價學(xue)校辦學(xue)情況的重要(yao)依據。
本通知自2019年8月1日起施行,有(you)效(xiao)期5年。
