為貫(guan)徹落實黨的十(shi)九大和十(shi)九屆二(er)中(zhong)、三(san)中(zhong)、四中(zhong)全會精神,進一步(bu)加強教(jiao)育(yu)(yu)收(shou)費(fei)(fei)治(zhi)理體(ti)系和治(zhi)理能力建設,教(jiao)育(yu)(yu)部(bu)、國(guo)家發展改(gai)革委、財(cai)政部(bu)、國(guo)家市場監管(guan)總(zong)局、國(guo)家新聞出版署(shu)研究制定了《關于進一步(bu)加強和規范教(jiao)育(yu)(yu)收(shou)費(fei)(fei)管(guan)理的意見》,現印發給你們,請結(jie)合(he)實際貫(guan)徹執行。
各地要(yao)(yao)充分(fen)認識到,進(jin)一步加強和規范教(jiao)(jiao)(jiao)育(yu)(yu)收費(fei)(fei)管理(li)(li)(li)是鞏固完善(shan)以政府投入(ru)為主(zhu)、多(duo)渠道籌(chou)集教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)費(fei)(fei)的(de)(de)體制(zhi)和非(fei)義務教(jiao)(jiao)(jiao)育(yu)(yu)培養成本分(fen)擔機制(zhi)的(de)(de)重要(yao)(yao)內容,是各級(ji)治理(li)(li)(li)教(jiao)(jiao)(jiao)育(yu)(yu)亂收費(fei)(fei)聯席會(hui)議辦公室(shi)的(de)(de)一項重要(yao)(yao)職責,是加快(kuai)推進(jin)教(jiao)(jiao)(jiao)育(yu)(yu)財(cai)(cai)務治理(li)(li)(li)體系(xi)和治理(li)(li)(li)能力現(xian)代化(hua)(hua)的(de)(de)重要(yao)(yao)舉措。要(yao)(yao)按照規定的(de)(de)管理(li)(li)(li)權限全面落實(shi)教(jiao)(jiao)(jiao)育(yu)(yu)收費(fei)(fei)管理(li)(li)(li)主(zhu)體責任(ren),正(zheng)(zheng)(zheng)確(que)(que)處理(li)(li)(li)好政府與(yu)社會(hui)、受(shou)教(jiao)(jiao)(jiao)育(yu)(yu)者的(de)(de)關(guan)系(xi),正(zheng)(zheng)(zheng)確(que)(que)處理(li)(li)(li)好教(jiao)(jiao)(jiao)育(yu)(yu)收費(fei)(fei)與(yu)財(cai)(cai)政撥款、學生資助的(de)(de)關(guan)系(xi),正(zheng)(zheng)(zheng)確(que)(que)處理(li)(li)(li)好簡政放權和放管結(jie)合(he)、優化(hua)(hua)服務的(de)(de)關(guan)系(xi),進(jin)一步完善(shan)教(jiao)(jiao)(jiao)育(yu)(yu)收費(fei)(fei)政策體系(xi)、制(zhi)度(du)體系(xi)、監管體系(xi),提升教(jiao)(jiao)(jiao)育(yu)(yu)收費(fei)(fei)治理(li)(li)(li)能力。
各(ge)地出臺教育(yu)收費(fei)政(zheng)策(ce),要綜合(he)考慮(lv)經(jing)濟(ji)社會發展水平、教育(yu)培養成本和群眾承受(shou)能力等因(yin)素,認真履行成本調(diao)查(或成本監審(shen),下同)、決策(ce)聽證、公開公示等有(you)關(guan)法(fa)定程(cheng)序(xu)(xu),把握好政(zheng)策(ce)出臺的時(shi)機和節奏,確保平穩有(you)序(xu)(xu)推進各(ge)項工作(zuo)。各(ge)省教育(yu)收費(fei)政(zheng)策(ce)出臺及執行情況,要及時(shi)報告(gao)全國治理教育(yu)亂收費(fei)聯席會議辦公室。
各地要調整完善(shan)各級治理(li)教育(yu)(yu)亂收(shou)費(fei)聯席會議(yi)制(zhi)度,健全工作機制(zhi),認真履行職責(ze),加大治理(li)力度,嚴肅查處(chu)損害群眾利益的教育(yu)(yu)亂收(shou)費(fei)行為。

關(guan)于進一步加(jia)強(qiang)和規(gui)范教育收費管理的意(yi)見(jian)
黨中央、國務院歷來(lai)高度重視教(jiao)(jiao)(jiao)育(yu)收(shou)費管(guan)理工(gong)作(zuo),自全國治理教(jiao)(jiao)(jiao)育(yu)亂(luan)收(shou)費部際聯(lian)席會議制度建立以來(lai),在(zai)(zai)(zai)各有(you)關部門、地方各級政(zheng)府(fu)的共同努力下(xia),教(jiao)(jiao)(jiao)育(yu)收(shou)費水平保持了基本穩定,教(jiao)(jiao)(jiao)育(yu)亂(luan)收(shou)費現(xian)象得到了有(you)效遏制。但(dan)隨著經(jing)濟(ji)社會的發展,教(jiao)(jiao)(jiao)育(yu)收(shou)費管(guan)理工(gong)作(zuo)在(zai)(zai)(zai)體制機制、政(zheng)策執行(xing)、監督管(guan)理等方面仍然存(cun)在(zai)(zai)(zai)一(yi)些(xie)問題(ti),與(yu)教(jiao)(jiao)(jiao)育(yu)改革發展的需要和人民群眾的期待仍然存(cun)在(zai)(zai)(zai)一(yi)定差(cha)距。為貫徹(che)落實(shi)《中國教(jiao)(jiao)(jiao)育(yu)現(xian)代化2035》《國務院辦公廳關于進一(yi)步(bu)調整優化結構 提高教(jiao)(jiao)(jiao)育(yu)經(jing)費使(shi)用效益的意見》等文(wen)件精神(shen),進一(yi)步(bu)加強(qiang)和規(gui)范教(jiao)(jiao)(jiao)育(yu)收(shou)費管(guan)理,現(xian)提出以下(xia)意見。
一、總體要求
(一)指導思想
以習近(jin)平(ping)(ping)新時代(dai)中(zhong)國(guo)特(te)色(se)社會主(zhu)義思想為指導,全面貫徹落(luo)實(shi)(shi)黨的十九(jiu)大和十九(jiu)屆二中(zhong)、三(san)中(zhong)、四中(zhong)全會精神,深入(ru)貫徹落(luo)實(shi)(shi)全國(guo)教(jiao)(jiao)(jiao)育(yu)大會精神,始終堅(jian)持(chi)把(ba)教(jiao)(jiao)(jiao)育(yu)事業擺在優先位置,主(zhu)動(dong)適應教(jiao)(jiao)(jiao)育(yu)、財稅、價格等領域改革新要求,鞏固(gu)完善(shan)以政府投(tou)入(ru)為主(zhu)、多渠(qu)道籌集教(jiao)(jiao)(jiao)育(yu)經費體(ti)制(zhi),逐步完善(shan)各級各類教(jiao)(jiao)(jiao)育(yu)投(tou)入(ru)機制(zhi)和非義務教(jiao)(jiao)(jiao)育(yu)培養成本分擔機制(zhi),建立健(jian)全教(jiao)(jiao)(jiao)育(yu)收(shou)費政策體(ti)系、制(zhi)度體(ti)系、監管體(ti)系,提升(sheng)教(jiao)(jiao)(jiao)育(yu)收(shou)費治(zhi)(zhi)理能力,持(chi)續鞏固(gu)教(jiao)(jiao)(jiao)育(yu)亂收(shou)費治(zhi)(zhi)理成果,促進教(jiao)(jiao)(jiao)育(yu)公(gong)平(ping)(ping)而有質量的發展。
(二)基本原則
——堅持(chi)公益(yi)屬(shu)性、分(fen)(fen)類(lei)管理。堅持(chi)教(jiao)(jiao)(jiao)(jiao)育的(de)公益(yi)性,充(chong)分(fen)(fen)發揮政府對教(jiao)(jiao)(jiao)(jiao)育事業的(de)主導(dao)作用。區分(fen)(fen)義務教(jiao)(jiao)(jiao)(jiao)育和(he)非(fei)義務教(jiao)(jiao)(jiao)(jiao)育的(de)不(bu)同階(jie)段,區分(fen)(fen)非(fei)營利性和(he)營利性民辦教(jiao)(jiao)(jiao)(jiao)育的(de)不(bu)同屬(shu)性,正(zheng)確處理政府與社(she)會、受(shou)教(jiao)(jiao)(jiao)(jiao)育者之間的(de)關(guan)系,合理分(fen)(fen)擔教(jiao)(jiao)(jiao)(jiao)育培養成本(ben)。
——堅持(chi)分級(ji)審(shen)批、屬(shu)地管理(li)。教(jiao)(jiao)育領域(yu)行(xing)政(zheng)事業性(xing)收費(fei)(fei)項(xiang)目、標準(zhun)實(shi)行(xing)中央和(he)省兩級(ji)審(shen)批,中央部(bu)門所(suo)屬(shu)學校收費(fei)(fei)標準(zhun)實(shi)行(xing)屬(shu)地管理(li)。各省、自治區、直轄(xia)市(以下簡稱(cheng)各省)按照規定(ding)的管理(li)權限,科學制定(ding)收費(fei)(fei)政(zheng)策,加強收費(fei)(fei)項(xiang)目管理(li),合(he)理(li)確定(ding)收費(fei)(fei)標準(zhun),全面(mian)落實(shi)教(jiao)(jiao)育收費(fei)(fei)管理(li)主(zhu)體責任。
——堅(jian)持問題(ti)導向、改(gai)革創(chuang)(chuang)新。不(bu)斷健全教育(yu)收(shou)(shou)費(fei)(fei)(fei)管(guan)(guan)理(li)體制,完善教育(yu)收(shou)(shou)費(fei)(fei)(fei)政策,加強(qiang)重(zhong)點領(ling)域、重(zhong)點單位的收(shou)(shou)費(fei)(fei)(fei)治理(li),著力(li)解決(jue)與教育(yu)改(gai)革發展不(bu)相(xiang)適(shi)應(ying)的收(shou)(shou)費(fei)(fei)(fei)體制機制問題(ti),著力(li)解決(jue)群眾(zhong)反(fan)映強(qiang)烈的收(shou)(shou)費(fei)(fei)(fei)問題(ti)。全面(mian)依法治教,堅(jian)持依法行政、依法理(li)財(cai),強(qiang)化事中事后監管(guan)(guan),將日常監督與專項監督相(xiang)結合,創(chuang)(chuang)新收(shou)(shou)費(fei)(fei)(fei)監管(guan)(guan)方式。
二、完善教育收費(fei)政策
(三)堅(jian)持(chi)實(shi)(shi)施(shi)九(jiu)年義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)制度。義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)全(quan)面納入(ru)財政保障范(fan)圍,公(gong)辦義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)不(bu)(bu)收(shou)取學(xue)(xue)(xue)費(fei)(fei)、雜費(fei)(fei)。各地(di)要(yao)嚴格(ge)執行(xing)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)法(fa)(fa),鞏(gong)固(gu)完善城鄉義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)經費(fei)(fei)保障機(ji)制,堅(jian)持(chi)實(shi)(shi)行(xing)九(jiu)年義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)制度,嚴禁(jin)隨意擴大免(mian)(mian)費(fei)(fei)教(jiao)(jiao)育(yu)(yu)政策實(shi)(shi)施(shi)范(fan)圍。對民(min)辦義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)生(sheng)(sheng)免(mian)(mian)除(chu)學(xue)(xue)(xue)雜費(fei)(fei)標(biao)準按(an)(an)照生(sheng)(sheng)均(jun)公(gong)用經費(fei)(fei)基準定額執行(xing);對生(sheng)(sheng)均(jun)教(jiao)(jiao)育(yu)(yu)培養(yang)成本不(bu)(bu)足部(bu)分,應嚴格(ge)落實(shi)(shi)非營利性(xing)法(fa)(fa)定要(yao)求(qiu),合理確定收(shou)費(fei)(fei)標(biao)準。嚴禁(jin)收(shou)取與招生(sheng)(sheng)入(ru)學(xue)(xue)(xue)掛鉤的(de)捐資(zi)助(zhu)學(xue)(xue)(xue)款(kuan)。按(an)(an)照國(guo)家有(you)關規定招收(shou)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)階段(duan)學(xue)(xue)(xue)生(sheng)(sheng)進行(xing)文藝、體育(yu)(yu)等專(zhuan)業訓練的(de)學(xue)(xue)(xue)校(xiao)或其他社會組織,收(shou)取的(de)學(xue)(xue)(xue)雜費(fei)(fei)不(bu)(bu)應包括(kuo)學(xue)(xue)(xue)生(sheng)(sheng)完成九(jiu)年義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)課程按(an)(an)規定免(mian)(mian)除(chu)的(de)學(xue)(xue)(xue)雜費(fei)(fei)。
(四)堅持(chi)實(shi)(shi)(shi)施非(fei)義(yi)務教(jiao)(jiao)育(yu)培(pei)(pei)養成(cheng)本(ben)(ben)(ben)(ben)分(fen)擔機(ji)制。非(fei)義(yi)務教(jiao)(jiao)育(yu)實(shi)(shi)(shi)行以政(zheng)(zheng)府投入為主、受教(jiao)(jiao)育(yu)者(zhe)合(he)理分(fen)擔、其他多(duo)種(zhong)渠道籌措經費的(de)投入機(ji)制。各(ge)省應根據辦學(xue)(xue)成(cheng)本(ben)(ben)(ben)(ben)、經濟(ji)發展水平和(he)財(cai)力(li)(li)狀況,落實(shi)(shi)(shi)并動態(tai)調整公辦幼兒園、普通(tong)(tong)(tong)高(gao)中(zhong)、中(zhong)等(deng)(deng)職業(ye)學(xue)(xue)校(xiao)、高(gao)職院(yuan)校(xiao)、普通(tong)(tong)(tong)本(ben)(ben)(ben)(ben)科院(yuan)校(xiao)生均財(cai)政(zheng)(zheng)撥(bo)款標(biao)準(zhun)或生均公用經費標(biao)準(zhun)。學(xue)(xue)校(xiao)(包(bao)括幼兒園,下同)按照年(nian)(nian)生均教(jiao)(jiao)育(yu)培(pei)(pei)養成(cheng)本(ben)(ben)(ben)(ben)的(de)一(yi)定比(bi)例向受教(jiao)(jiao)育(yu)者(zhe)收取(qu)學(xue)(xue)費(保育(yu)教(jiao)(jiao)育(yu)費),綜合(he)考慮實(shi)(shi)(shi)際成(cheng)本(ben)(ben)(ben)(ben)(扣除財(cai)政(zheng)(zheng)撥(bo)款)等(deng)(deng)向住(zhu)宿生收取(qu)住(zhu)宿費,家庭經濟(ji)困難學(xue)(xue)生按照國家有關(guan)規定享受減免政(zheng)(zheng)策。各(ge)省應結合(he)本(ben)(ben)(ben)(ben)地(di)實(shi)(shi)(shi)際,合(he)理確(que)定公辦幼兒園、普通(tong)(tong)(tong)高(gao)中(zhong)、中(zhong)等(deng)(deng)職業(ye)學(xue)(xue)校(xiao)學(xue)(xue)費(保育(yu)教(jiao)(jiao)育(yu)費)占年(nian)(nian)生均教(jiao)(jiao)育(yu)培(pei)(pei)養成(cheng)本(ben)(ben)(ben)(ben)的(de)比(bi)例。現階段,公辦高(gao)等(deng)(deng)學(xue)(xue)校(xiao)學(xue)(xue)費占年(nian)(nian)生均教(jiao)(jiao)育(yu)培(pei)(pei)養成(cheng)本(ben)(ben)(ben)(ben)的(de)比(bi)例最(zui)高(gao)不得(de)超(chao)過(guo)25%,各(ge)地(di)應根據經濟(ji)社會發展水平、培(pei)(pei)養成(cheng)本(ben)(ben)(ben)(ben)和(he)群眾(zhong)承(cheng)受能力(li)(li)等(deng)(deng)合(he)理確(que)定。
軍(jun)隊舉(ju)辦(ban)的幼兒園招收(shou)地(di)方人員(yuan)子(zi)女,享受當(dang)地(di)人民政府補助(zhu)的,應按照(zhao)公(gong)辦(ban)幼兒園有關規定(ding)收(shou)費(fei);未享受補助(zhu)的,由(you)軍(jun)隊依據國家有關政策具體制定(ding),合理確定(ding)收(shou)費(fei)標準。中外合作辦(ban)學和非全日制研究(jiu)生教(jiao)育收(shou)費(fei)政策,由(you)各省(sheng)制定(ding)。
(五)堅(jian)持實(shi)施民(min)(min)(min)辦(ban)(ban)教育(yu)收(shou)(shou)(shou)費(fei)(fei)分類管理。按照民(min)(min)(min)辦(ban)(ban)教育(yu)促進法(fa)有關規定(ding),非(fei)營利性(xing)民(min)(min)(min)辦(ban)(ban)學(xue)校收(shou)(shou)(shou)費(fei)(fei)的具體(ti)辦(ban)(ban)法(fa),由省級人民(min)(min)(min)政(zheng)府制(zhi)定(ding);營利性(xing)民(min)(min)(min)辦(ban)(ban)學(xue)校的收(shou)(shou)(shou)費(fei)(fei)標準,實(shi)行市(shi)場調(diao)節,由學(xue)校自主決定(ding)。普(pu)(pu)(pu)惠(hui)性(xing)民(min)(min)(min)辦(ban)(ban)幼(you)(you)兒(er)(er)園(yuan)收(shou)(shou)(shou)費(fei)(fei)標準根(gen)據各省級人民(min)(min)(min)政(zheng)府出臺的普(pu)(pu)(pu)惠(hui)性(xing)民(min)(min)(min)辦(ban)(ban)幼(you)(you)兒(er)(er)園(yuan)認定(ding)管理辦(ban)(ban)法(fa),統(tong)籌考慮(lv)公辦(ban)(ban)幼(you)(you)兒(er)(er)園(yuan)和普(pu)(pu)(pu)惠(hui)性(xing)民(min)(min)(min)辦(ban)(ban)幼(you)(you)兒(er)(er)園(yuan)收(shou)(shou)(shou)費(fei)(fei)水平(ping)(ping),結合經(jing)濟(ji)發展(zhan)水平(ping)(ping)、群(qun)眾承受(shou)能力、辦(ban)(ban)園(yuan)成本和財(cai)政(zheng)補(bu)助(zhu)水平(ping)(ping)等因(yin)素合理確定(ding)。各地要加(jia)快制(zhi)定(ding)并(bing)落實(shi)普(pu)(pu)(pu)惠(hui)性(xing)民(min)(min)(min)辦(ban)(ban)幼(you)(you)兒(er)(er)園(yuan)財(cai)政(zheng)補(bu)助(zhu)標準,落實(shi)義務(wu)教育(yu)階段(duan)民(min)(min)(min)辦(ban)(ban)學(xue)校生均公用(yong)經(jing)費(fei)(fei)補(bu)助(zhu),加(jia)強收(shou)(shou)(shou)費(fei)(fei)標準調(diao)控(kong),堅(jian)決防(fang)止過高收(shou)(shou)(shou)費(fei)(fei)。2016年11月7日(ri)以前設立的民(min)(min)(min)辦(ban)(ban)學(xue)校,在未完成分類登記相關程序(xu)前收(shou)(shou)(shou)費(fei)(fei)政(zheng)策(ce)按非(fei)營利性(xing)民(min)(min)(min)辦(ban)(ban)學(xue)校管理。
(六)完善學(xue)(xue)(xue)校(xiao)(xiao)(xiao)服(fu)(fu)務(wu)性(xing)收(shou)費(fei)(fei)(fei)(fei)和(he)(he)代(dai)收(shou)費(fei)(fei)(fei)(fei)等(deng)政策。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)在(zai)(zai)完成正常的(de)(de)(de)保育、教育教學(xue)(xue)(xue)任務(wu)外,為在(zai)(zai)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)提供(gong)學(xue)(xue)(xue)習(xi)、生(sheng)(sheng)(sheng)活所需的(de)(de)(de)相(xiang)(xiang)關(guan)便利服(fu)(fu)務(wu),以及組織開展研學(xue)(xue)(xue)旅(lv)行、課(ke)后服(fu)(fu)務(wu)、社(she)會(hui)實踐等(deng)活動(dong),對應由學(xue)(xue)(xue)生(sheng)(sheng)(sheng)或學(xue)(xue)(xue)生(sheng)(sheng)(sheng)家(jia)長(chang)(chang)承擔的(de)(de)(de)部(bu)分,可根據自愿(yuan)(yuan)和(he)(he)非營利原則收(shou)取(qu)服(fu)(fu)務(wu)性(xing)費(fei)(fei)(fei)(fei)用。相(xiang)(xiang)關(guan)服(fu)(fu)務(wu)由學(xue)(xue)(xue)校(xiao)(xiao)(xiao)之(zhi)外的(de)(de)(de)機構或個(ge)人提供(gong)的(de)(de)(de),學(xue)(xue)(xue)校(xiao)(xiao)(xiao)可代(dai)收(shou)代(dai)付相(xiang)(xiang)關(guan)費(fei)(fei)(fei)(fei)用。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)服(fu)(fu)務(wu)性(xing)收(shou)費(fei)(fei)(fei)(fei)和(he)(he)代(dai)收(shou)費(fei)(fei)(fei)(fei)具體(ti)政策,由各省制定(ding)(ding)(ding)。國家(jia)已明令禁止的(de)(de)(de)或明確規定(ding)(ding)(ding)由財政保障(zhang)的(de)(de)(de)項目(mu)不(bu)得(de)(de)納入服(fu)(fu)務(wu)性(xing)收(shou)費(fei)(fei)(fei)(fei)和(he)(he)代(dai)收(shou)費(fei)(fei)(fei)(fei),學(xue)(xue)(xue)校(xiao)(xiao)(xiao)不(bu)得(de)(de)擅自設立服(fu)(fu)務(wu)性(xing)收(shou)費(fei)(fei)(fei)(fei)和(he)(he)代(dai)收(shou)費(fei)(fei)(fei)(fei)項目(mu),不(bu)得(de)(de)在(zai)(zai)代(dai)收(shou)費(fei)(fei)(fei)(fei)中獲(huo)取(qu)差價,不(bu)得(de)(de)強制或者暗示(shi)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)及家(jia)長(chang)(chang)購買指定(ding)(ding)(ding)的(de)(de)(de)教輔軟件或資料,不(bu)得(de)(de)通(tong)過提前(qian)開學(xue)(xue)(xue)等(deng)形式或變相(xiang)(xiang)違(wei)規補課(ke)加收(shou)相(xiang)(xiang)關(guan)費(fei)(fei)(fei)(fei)用。校(xiao)(xiao)(xiao)內學(xue)(xue)(xue)生(sheng)(sheng)(sheng)宿舍(she)和(he)(he)社(she)會(hui)力量舉辦的(de)(de)(de)校(xiao)(xiao)(xiao)外學(xue)(xue)(xue)生(sheng)(sheng)(sheng)公寓,均不(bu)得(de)(de)強制提供(gong)相(xiang)(xiang)關(guan)生(sheng)(sheng)(sheng)活服(fu)(fu)務(wu)或將(jiang)服(fu)(fu)務(wu)性(xing)收(shou)費(fei)(fei)(fei)(fei)與住宿費(fei)(fei)(fei)(fei)捆(kun)綁收(shou)取(qu)。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)自主經營的(de)(de)(de)食堂向自愿(yuan)(yuan)就餐的(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)收(shou)取(qu)伙食費(fei)(fei)(fei)(fei),應堅持(chi)公益(yi)性(xing)原則,不(bu)得(de)(de)以營利為目(mu)的(de)(de)(de)。
(七(qi))完善(shan)在(zai)內(nei)地(di)(di)(di)(祖國(guo)(guo)大(da)(da)陸(lu)(lu))學(xue)習的港澳臺僑學(xue)生收費政(zheng)策。對于(yu)在(zai)內(nei)地(di)(di)(di)(祖國(guo)(guo)大(da)(da)陸(lu)(lu))學(xue)習的港澳臺地(di)(di)(di)區學(xue)生以及海外華僑學(xue)生,在(zai)中小學(xue)校和(he)幼兒園學(xue)習的,按照(zhao)有(you)關規定(ding)執(zhi)行與(yu)內(nei)地(di)(di)(di)(祖國(guo)(guo)大(da)(da)陸(lu)(lu))學(xue)生相同的收費政(zheng)策;錄取到(dao)內(nei)地(di)(di)(di)(祖國(guo)(guo)大(da)(da)陸(lu)(lu))普(pu)通高(gao)等(deng)學(xue)校和(he)科研(yan)院所學(xue)習的,按照(zhao)有(you)關規定(ding)執(zhi)行與(yu)內(nei)地(di)(di)(di)(祖國(guo)(guo)大(da)(da)陸(lu)(lu))同類學(xue)生相同的收費標準。
(八(ba))完善國(guo)(guo)際學(xue)生(sheng)收費(fei)(fei)政(zheng)(zheng)(zheng)策(ce)(ce)。在公辦(ban)中小學(xue)、幼兒(er)園就讀的(de)國(guo)(guo)際學(xue)生(sheng),收費(fei)(fei)政(zheng)(zheng)(zheng)策(ce)(ce)由各(ge)省(sheng)制定。外(wai)籍人員子(zi)女學(xue)校(xiao)(xiao)收費(fei)(fei)政(zheng)(zheng)(zheng)策(ce)(ce),由學(xue)校(xiao)(xiao)自主制定。高等(deng)學(xue)校(xiao)(xiao)接收的(de)自費(fei)(fei)來華留學(xue)生(sheng)收費(fei)(fei)標準由學(xue)校(xiao)(xiao)根(gen)(gen)據(ju)當地經濟社會發(fa)展水平和培養成本(ben)等(deng)因素合理確定,避免引(yin)發(fa)惡性競爭。根(gen)(gen)據(ju)我國(guo)(guo)政(zheng)(zheng)(zheng)府與派遣國(guo)(guo)協議來華接受教育的(de)學(xue)生(sheng),收費(fei)(fei)政(zheng)(zheng)(zheng)策(ce)(ce)按照有關規定執行。
三、健(jian)全教育收費管(guan)理制度
(九)建立健全教(jiao)(jiao)(jiao)育(yu)收(shou)(shou)費(fei)標(biao)準(zhun)動態調整(zheng)機制(zhi)(zhi)。各地(di)應(ying)按(an)(an)照(zhao)規定(ding)的(de)(de)管(guan)(guan)理權限和屬地(di)化管(guan)(guan)理原則,綜合考慮經(jing)濟(ji)社會發展(zhan)水(shui)平、教(jiao)(jiao)(jiao)育(yu)培(pei)(pei)養(yang)成本和群眾承(cheng)受能力等因(yin)素(su),合理確(que)定(ding)公辦學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(保(bao)育(yu)教(jiao)(jiao)(jiao)育(yu)費(fei))、住(zhu)宿(su)費(fei)等收(shou)(shou)費(fei)標(biao)準(zhun),建立與撥(bo)款、資助水(shui)平等相適應(ying)的(de)(de)收(shou)(shou)費(fei)標(biao)準(zhun)動態調整(zheng)機制(zhi)(zhi)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)收(shou)(shou)費(fei)政策(ce)有變化的(de)(de),應(ying)在招生(sheng)簡章發布(bu)前(qian)向社會公示(shi)。鼓勵各地(di)適應(ying)彈性學(xue)(xue)(xue)(xue)(xue)(xue)制(zhi)(zhi)下的(de)(de)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)組(zu)織模(mo)式,探索實行(xing)高等學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)(zhi)收(shou)(shou)費(fei)管(guan)(guan)理。經(jing)批準(zhun)實行(xing)學(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)(zhi)收(shou)(shou)費(fei)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)按(an)(an)學(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)(zhi)培(pei)(pei)養(yang)方(fang)案正常完成學(xue)(xue)(xue)(xue)(xue)(xue)業所繳納的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)總(zong)額(e)原則上不(bu)得(de)(de)高于(yu)實行(xing)學(xue)(xue)(xue)(xue)(xue)(xue)年制(zhi)(zhi)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)總(zong)額(e),加(jia)修(xiu)(xiu)其他專(zhuan)業課程或重修(xiu)(xiu)課程,學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)可按(an)(an)所修(xiu)(xiu)課程規定(ding)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)分收(shou)(shou)費(fei)標(biao)準(zhun)收(shou)(shou)取費(fei)用。學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)、住(zhu)宿(su)費(fei)的(de)(de)收(shou)(shou)取實行(xing)“老生(sheng)老辦法(fa)、新生(sheng)新辦法(fa)”,按(an)(an)照(zhao)學(xue)(xue)(xue)(xue)(xue)(xue)年或學(xue)(xue)(xue)(xue)(xue)(xue)期(qi)收(shou)(shou)取,不(bu)得(de)(de)跨學(xue)(xue)(xue)(xue)(xue)(xue)年(學(xue)(xue)(xue)(xue)(xue)(xue)期(qi))預(yu)收(shou)(shou)。學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)如(ru)因(yin)故休學(xue)(xue)(xue)(xue)(xue)(xue)、退學(xue)(xue)(xue)(xue)(xue)(xue)、提前(qian)結束學(xue)(xue)(xue)(xue)(xue)(xue)業或經(jing)批準(zhun)轉學(xue)(xue)(xue)(xue)(xue)(xue),學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應(ying)根據實際(ji)學(xue)(xue)(xue)(xue)(xue)(xue)習時間合理確(que)定(ding)退費(fei)額(e)度(du)。各地(di)要全面(mian)落實國(guo)家各項(xiang)資助政策(ce),幫助家庭(ting)經(jing)濟(ji)困(kun)難學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)解(jie)決實際(ji)問(wen)題,不(bu)得(de)(de)因(yin)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)標(biao)準(zhun)調整(zheng)影響學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)的(de)(de)正常學(xue)(xue)(xue)(xue)(xue)(xue)習和生(sheng)活。
(十)加(jia)強教(jiao)(jiao)育(yu)培(pei)養成(cheng)本(ben)調查(cha)。適時(shi)修訂完(wan)善《高(gao)(gao)(gao)等(deng)(deng)(deng)學(xue)(xue)校(xiao)教(jiao)(jiao)育(yu)培(pei)養成(cheng)本(ben)監(jian)審辦法(試(shi)行)》,組織做好高(gao)(gao)(gao)等(deng)(deng)(deng)學(xue)(xue)校(xiao)年生均教(jiao)(jiao)育(yu)培(pei)養成(cheng)本(ben)監(jian)審工作(zuo)。各(ge)省按(an)照定價(jia)(jia)權限根據價(jia)(jia)格(ge)法、《政府(fu)制定價(jia)(jia)格(ge)成(cheng)本(ben)監(jian)審辦法》等(deng)(deng)(deng),結合本(ben)地(di)實際,主動開展幼兒(er)園(yuan)、普通高(gao)(gao)(gao)中、中等(deng)(deng)(deng)職業(ye)學(xue)(xue)校(xiao)教(jiao)(jiao)育(yu)培(pei)養成(cheng)本(ben)調查(cha)工作(zuo),規范教(jiao)(jiao)育(yu)培(pei)養成(cheng)本(ben)調查(cha)行為。各(ge)級各(ge)類(lei)學(xue)(xue)校(xiao)應(ying)當加(jia)強成(cheng)本(ben)核(he)算,完(wan)整準確記錄并核(he)算教(jiao)(jiao)育(yu)培(pei)養成(cheng)本(ben)。
(十(shi)一)規范教(jiao)育(yu)(yu)收(shou)(shou)費決(jue)策聽(ting)證制(zhi)度(du)。各地要(yao)嚴格按照國(guo)家規定(ding)的(de)權限和程序制(zhi)定(ding)或調(diao)整政府舉辦的(de)各級各類(lei)學校學費等收(shou)(shou)費標準(zhun),納入定(ding)價(jia)聽(ting)證目錄并實(shi)(shi)行聽(ting)證,充分征(zheng)求社會有關(guan)方面意見,確保教(jiao)育(yu)(yu)收(shou)(shou)費決(jue)策的(de)民(min)主性(xing)、科學性(xing)和透明度(du)。降低(di)教(jiao)育(yu)(yu)收(shou)(shou)費標準(zhun),或教(jiao)育(yu)(yu)收(shou)(shou)費標準(zhun)調(diao)整涉及面較小的(de),聽(ting)證會可(ke)采取簡易程序。制(zhi)定(ding)其他的(de)教(jiao)育(yu)(yu)收(shou)(shou)費標準(zhun),認為(wei)有必(bi)要(yao)的(de),也可(ke)以(yi)實(shi)(shi)行聽(ting)證。
(十二(er))嚴(yan)格執行(xing)教(jiao)育收(shou)費(fei)(fei)(fei)公示(shi)(shi)(shi)制度。各(ge)(ge)地要嚴(yan)格執行(xing)教(jiao)育收(shou)費(fei)(fei)(fei)公示(shi)(shi)(shi)制度,未(wei)經公示(shi)(shi)(shi)不得收(shou)費(fei)(fei)(fei)。各(ge)(ge)級各(ge)(ge)類學(xue)校應建立(li)健全規范化的收(shou)費(fei)(fei)(fei)公示(shi)(shi)(shi)動態管理制度,主動接受(shou)社會監(jian)督。應將收(shou)費(fei)(fei)(fei)項(xiang)目(mu)(mu)(mu)和(he)標準(zhun)在校內(nei)醒目(mu)(mu)(mu)位置向學(xue)生(sheng)公示(shi)(shi)(shi),在招生(sheng)簡章和(he)入學(xue)通知書(shu)中注明。義務教(jiao)育階段民(min)辦學(xue)校收(shou)費(fei)(fei)(fei)標準(zhun)應和(he)學(xue)校獲得的生(sheng)均公用經費(fei)(fei)(fei)補助一并公示(shi)(shi)(shi)。對按規定(ding)應當公示(shi)(shi)(shi)而未(wei)公示(shi)(shi)(shi)的收(shou)費(fei)(fei)(fei),或(huo)公示(shi)(shi)(shi)內(nei)容與規定(ding)政策(ce)不符的收(shou)費(fei)(fei)(fei),學(xue)生(sheng)有(you)(you)權拒絕繳納(na)。收(shou)費(fei)(fei)(fei)政策(ce)變動時,學(xue)校要及(ji)時更(geng)新公示(shi)(shi)(shi)內(nei)容,確保公示(shi)(shi)(shi)內(nei)容合法、有(you)(you)效。各(ge)(ge)地要嚴(yan)格執行(xing)教(jiao)育收(shou)費(fei)(fei)(fei)等(deng)行(xing)政事業性收(shou)費(fei)(fei)(fei)目(mu)(mu)(mu)錄清單,不得擅自增加(jia)收(shou)費(fei)(fei)(fei)項(xiang)目(mu)(mu)(mu)、擴(kuo)大收(shou)費(fei)(fei)(fei)范圍。
(十三)加強教(jiao)育(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)支(zhi)(zhi)管(guan)理(li)。公(gong)辦普通高中(zhong)和中(zhong)等(deng)職業學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)、住宿(su)費(fei)(fei)(fei)(fei)(fei)(fei)(fei),公(gong)辦高等(deng)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)、住宿(su)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)、委托培養費(fei)(fei)(fei)(fei)(fei)(fei)(fei)、函大(da)(da)電大(da)(da)夜大(da)(da)及短期培訓費(fei)(fei)(fei)(fei)(fei)(fei)(fei)等(deng)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru),作為事業收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru),按照(zhao)“收(shou)(shou)(shou)(shou)支(zhi)(zhi)兩條(tiao)線”要求,納入(ru)(ru)(ru)(ru)(ru)財(cai)(cai)政(zheng)專(zhuan)戶管(guan)理(li)。公(gong)辦幼兒園收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)管(guan)理(li)按現行(xing)規(gui)定(ding)執行(xing)。服(fu)(fu)務(wu)性收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)由(you)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)按規(gui)定(ding)列(lie)支(zhi)(zhi);代收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)由(you)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)全部(bu)(bu)轉交提供(gong)服(fu)(fu)務(wu)的單位,不(bu)得(de)計入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)。學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)要將(jiang)教(jiao)育(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)支(zhi)(zhi)全部(bu)(bu)納入(ru)(ru)(ru)(ru)(ru)部(bu)(bu)門預(yu)算(suan)(suan)管(guan)理(li),加大(da)(da)資金(jin)統籌(chou)力度;教(jiao)育(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)安排(pai)的相(xiang)關支(zhi)(zhi)出按規(gui)定(ding)納入(ru)(ru)(ru)(ru)(ru)項(xiang)目庫規(gui)范管(guan)理(li)。結(jie)合教(jiao)育(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)等(deng)其他收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)情況,統籌(chou)安排(pai)財(cai)(cai)政(zheng)撥款預(yu)算(suan)(suan),更好發(fa)(fa)揮財(cai)(cai)政(zheng)資金(jin)使用(yong)效益(yi)。各地不(bu)得(de)將(jiang)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)用(yong)于(yu)平(ping)衡預(yu)算(suan)(suan),不(bu)得(de)以任何形(xing)式擠占(zhan)、截留(liu)、平(ping)調、挪用(yong)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)資金(jin)。民(min)辦學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)應(ying)全部(bu)(bu)繳入(ru)(ru)(ru)(ru)(ru)經教(jiao)育(yu)行(xing)政(zheng)部(bu)(bu)門備案的學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)銀行(xing)賬戶,統一管(guan)理(li),主要用(yong)于(yu)教(jiao)育(yu)教(jiao)學(xue)(xue)活動、改善辦學(xue)(xue)條(tiao)件和保(bao)障教(jiao)職工待遇并(bing)依據有關法律(lv)法規(gui)提取(qu)發(fa)(fa)展(zhan)基金(jin)。學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)取(qu)行(xing)政(zheng)事業性收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)時(shi)要按照(zhao)財(cai)(cai)務(wu)隸屬(shu)關系使用(yong)財(cai)(cai)政(zheng)部(bu)(bu)門印(監(jian))制的財(cai)(cai)政(zheng)票(piao)據,在收(shou)(shou)(shou)(shou)取(qu)服(fu)(fu)務(wu)性收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)時(shi)應(ying)使用(yong)相(xiang)應(ying)的稅務(wu)發(fa)(fa)票(piao),代收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)(fei)時(shi)應(ying)使用(yong)資金(jin)往來結(jie)算(suan)(suan)票(piao)據。

(十(shi)四)落實(shi)教(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)監(jian)管責(ze)任(ren)。教(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)堅持“誰(shui)審批、誰(shui)負責(ze)”的原(yuan)則。治理(li)教(jiao)(jiao)育(yu)亂收(shou)(shou)費(fei)(fei)聯席會議(yi)成員(yuan)單位按(an)照(zhao)各(ge)自職責(ze),將教(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)納入目錄(lu)管理(li),適時動(dong)態調整并及時向社會公布,依法對(dui)相(xiang)關收(shou)(shou)費(fei)(fei)項目和收(shou)(shou)費(fei)(fei)標準的執(zhi)行(xing)(xing)情況實(shi)施(shi)監(jian)督;加(jia)強教(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)成本調查,建(jian)立(li)健全收(shou)(shou)費(fei)(fei)標準動(dong)態調整機制(zhi);加(jia)強教(jiao)(jiao)育(yu)領域(yu)的收(shou)(shou)費(fei)(fei)監(jian)督檢查,依法查處違(wei)法違(wei)規收(shou)(shou)費(fei)(fei)行(xing)(xing)為;加(jia)強教(jiao)(jiao)材(cai)、教(jiao)(jiao)輔材(cai)料價格管理(li);指導各(ge)級各(ge)類學(xue)校落實(shi)教(jiao)(jiao)育(yu)收(shou)(shou)費(fei)(fei)政策(ce),規范(fan)收(shou)(shou)費(fei)(fei)行(xing)(xing)為。各(ge)級各(ge)類學(xue)校要嚴格執(zhi)行(xing)(xing)規定的收(shou)(shou)費(fei)(fei)范(fan)圍、收(shou)(shou)費(fei)(fei)項目、收(shou)(shou)費(fei)(fei)標準和收(shou)(shou)費(fei)(fei)方式,建(jian)立(li)健全學(xue)校收(shou)(shou)費(fei)(fei)管理(li)制(zhi)度(du)。
(十五)完善教育(yu)(yu)收費(fei)(fei)治(zhi)理(li)(li)工(gong)作(zuo)(zuo)機制(zhi)。各(ge)(ge)地要高度(du)重視教育(yu)(yu)收費(fei)(fei)管(guan)理(li)(li)工(gong)作(zuo)(zuo),建(jian)立(li)健全領(ling)導(dao)(dao)體制(zhi)和工(gong)作(zuo)(zuo)機制(zhi),堅持(chi)系(xi)統推進(jin)教育(yu)(yu)收費(fei)(fei)管(guan)理(li)(li)工(gong)作(zuo)(zuo)。各(ge)(ge)地治(zhi)理(li)(li)教育(yu)(yu)亂收費(fei)(fei)聯席會議成(cheng)員單位(wei)要統籌協調,完善定期會商(shang)、信息發布機制(zhi),形成(cheng)責任明確、協作(zuo)(zuo)聯動、互相(xiang)促進(jin)的(de)收費(fei)(fei)管(guan)理(li)(li)工(gong)作(zuo)(zuo)格局,加強重點領(ling)域教育(yu)(yu)收費(fei)(fei)治(zhi)理(li)(li)。要把教育(yu)(yu)收費(fei)(fei)管(guan)理(li)(li)納入教育(yu)(yu)督導(dao)(dao)范圍。探索建(jian)立(li)學校收費(fei)(fei)專項(xiang)審計制(zhi)度(du),重點加強對非(fei)營利性民辦(ban)(ban)學校的(de)審計,嚴禁(jin)非(fei)營利性民辦(ban)(ban)學校舉辦(ban)(ban)者(zhe)和非(fei)營利性中外(wai)合作(zuo)(zuo)辦(ban)(ban)學者(zhe)通(tong)過各(ge)(ge)種方式從學費(fei)(fei)收入等(deng)辦(ban)(ban)學收益中取得收益、分配(pei)辦(ban)(ban)學結余(yu)(剩余(yu)財產)或通(tong)過關(guan)聯交易、關(guan)聯方轉移辦(ban)(ban)學收益等(deng)行為。
(十(shi)六)加大違規(gui)(gui)收(shou)費行為的(de)查(cha)處力度。各地要(yao)(yao)加強(qiang)對(dui)教(jiao)育收(shou)費的(de)日常監督和定期(qi)檢(jian)查(cha),建立完善教(jiao)育收(shou)費風險(xian)預警、信訪受理(li)(li)、督查(cha)督辦(ban)(ban)、公(gong)開(kai)通報及約(yue)談機制,對(dui)發現(xian)的(de)違規(gui)(gui)收(shou)費問題(ti)要(yao)(yao)嚴肅處理(li)(li)。建立健全問責機制,對(dui)收(shou)費管理(li)(li)主體責任不(bu)落實、措施不(bu)到位,損壞群(qun)眾(zhong)切身利益,造(zao)成惡(e)劣(lie)社(she)會影響的(de)單(dan)位和相(xiang)關(guan)責任人要(yao)(yao)嚴肅問責。對(dui)民辦(ban)(ban)學(xue)校違規(gui)(gui)亂收(shou)費造(zao)成惡(e)劣(lie)影響的(de),依法(fa)依規(gui)(gui)扣減招生計劃、財政扶持資金等,直(zhi)至(zhi)撤銷、吊(diao)銷辦(ban)(ban)學(xue)許(xu)可證。
(十七)加(jia)(jia)強教(jiao)育(yu)(yu)收(shou)費治理基(ji)礎能力建(jian)(jian)設。貫徹落(luo)實《全國(guo)教(jiao)育(yu)(yu)系統財務(wu)管理干(gan)部培訓(xun)實施方案》,組(zu)織(zhi)開(kai)展教(jiao)育(yu)(yu)收(shou)費管理培訓(xun),提高教(jiao)育(yu)(yu)收(shou)費治理能力和水(shui)平。各地要充分利(li)用現代信息技術,探索建(jian)(jian)立教(jiao)育(yu)(yu)收(shou)費年度統計報告制度,加(jia)(jia)強教(jiao)育(yu)(yu)收(shou)費管理,進一步強化(hua)服務(wu)意(yi)識,提高服務(wu)能力和水(shui)平。
各級科研院所、黨校等教(jiao)育(yu)收費管(guan)理(li)參照本意見(jian)執行,各級教(jiao)育(yu)部門(men)所屬事業單位(wei)收費管(guan)理(li)政策另行制(zhi)定(ding)。
