一、規范義務教育招生行為
(一)強化屬地責任,落實“兩為(wei)主”
1.落(luo)實(shi)“兩為主”職責(ze)。各(ge)區(含(han)新(xin)區、深汕特別合作(zuo)(zuo)區,下同)政府要(yao)(yao)落(luo)實(shi)好舉辦(ban)(ban)、管理和發展義(yi)務(wu)(wu)教育的主體責(ze)任,認真(zhen)落(luo)實(shi)國家(jia)“兩為主”要(yao)(yao)求,進一步提高進城務(wu)(wu)工人員隨遷子女在公(gong)辦(ban)(ban)義(yi)務(wu)(wu)教育學校(xiao)就(jiu)讀的比(bi)例,增加公(gong)辦(ban)(ban)學位供給,統(tong)籌公(gong)辦(ban)(ban)民辦(ban)(ban)學校(xiao)招生,切實(shi)保障(zhang)符合條件的適齡兒(er)童、少年接受義(yi)務(wu)(wu)教育的權利(li)。各(ge)區要(yao)(yao)加強組織領導,成立(li)以(yi)區領導為組長的義(yi)務(wu)(wu)教育招生工作(zuo)(zuo)領導小組,定期召開(kai)招生工作(zuo)(zuo)聯席會(hui)議,完(wan)善統(tong)籌協(xie)調工作(zuo)(zuo)機制(zhi),及(ji)時妥善處理本區義(yi)務(wu)(wu)教育招生中的熱(re)點(dian)難點(dian)問(wen)題。
2.落實區(qu)(qu)(qu)教(jiao)(jiao)育(yu)行政(zheng)部(bu)(bu)門(men)招生(sheng)管理(li)職責。各(ge)區(qu)(qu)(qu)教(jiao)(jiao)育(yu)行政(zheng)部(bu)(bu)門(men)要(yao)(yao)切實加(jia)強義務教(jiao)(jiao)育(yu)招生(sheng)工(gong)作(zuo)的(de)組織(zhi)和(he)管理(li),做(zuo)好(hao)學(xue)(xue)(xue)位(wei)(wei)(wei)預測,及(ji)時公(gong)布學(xue)(xue)(xue)位(wei)(wei)(wei)供需情況(kuang),建立招生(sheng)預警機(ji)制(zhi),合理(li)引導家長預期。要(yao)(yao)積(ji)極探索(suo)研制(zhi)招生(sheng)電子地圖(tu),便于實時分析研判各(ge)學(xue)(xue)(xue)區(qu)(qu)(qu)學(xue)(xue)(xue)位(wei)(wei)(wei)供給動態變化情況(kuang),方便學(xue)(xue)(xue)生(sheng)家長便捷查詢(xun)各(ge)學(xue)(xue)(xue)校(xiao)招生(sheng)范圍及(ji)學(xue)(xue)(xue)位(wei)(wei)(wei)供給信(xin)息(xi)。要(yao)(yao)科學(xue)(xue)(xue)制(zhi)定(ding)招生(sheng)工(gong)作(zuo)方案(an),做(zuo)好(hao)網上(shang)招生(sheng)報名的(de)組織(zhi)工(gong)作(zuo)。要(yao)(yao)簡化入(ru)(ru)學(xue)(xue)(xue)手續,加(jia)強部(bu)(bu)門(men)聯動,充分利用(yong)現代(dai)信(xin)息(xi)技術(shu)手段實施多(duo)(duo)部(bu)(bu)門(men)聯網審核驗證,共同(tong)做(zuo)好(hao)適(shi)齡(ling)兒童(tong)、少(shao)年的(de)就讀(du)資格驗核工(gong)作(zuo)。要(yao)(yao)加(jia)強風險預判,制(zhi)定(ding)完善應(ying)急(ji)預案(an),健(jian)全(quan)應(ying)急(ji)機(ji)制(zhi),及(ji)時發現并妥(tuo)(tuo)善處(chu)置苗頭性(xing)、傾向性(xing)問題(ti),快速穩妥(tuo)(tuo)處(chu)理(li)突(tu)發事件,確保招生(sheng)入(ru)(ru)學(xue)(xue)(xue)工(gong)作(zuo)平穩有序。要(yao)(yao)加(jia)強對(dui)招生(sheng)入(ru)(ru)學(xue)(xue)(xue)工(gong)作(zuo)的(de)監督(du)檢查,建立完善招生(sheng)入(ru)(ru)學(xue)(xue)(xue)監督(du)工(gong)作(zuo)機(ji)制(zhi)。多(duo)(duo)形(xing)式加(jia)強招生(sheng)入(ru)(ru)學(xue)(xue)(xue)政(zheng)策的(de)宣講和(he)解讀(du)解釋工(gong)作(zuo),積(ji)極回應(ying)市民群(qun)眾關切。
3.落(luo)實學(xue)校(xiao)招(zhao)生職責。各義務教育階段學(xue)校(xiao)要(yao)規(gui)范招(zhao)生行為,按要(yao)求公開招(zhao)生計(ji)劃、招(zhao)生程序、招(zhao)生結果、咨詢投訴電(dian)話等(deng),不(bu)得擅(shan)自跨片(pian)區招(zhao)生,不(bu)得擅(shan)自接收學(xue)生跨片(pian)區擇校(xiao)就讀(du)。要(yao)指導適齡兒童(tong)、少年的家長(chang)按時申請(qing)學(xue)位(wei),按要(yao)求及時、準確提供就讀(du)信息(xi)。
(二(er))堅持免(mian)試(shi)就近入(ru)學,合(he)理確定招生范圍(wei)
1.堅持(chi)免試(shi)就近入學(xue)。所有公辦民辦學(xue)校都要嚴格遵守并全面(mian)落(luo)實義務(wu)(wu)教育免試(shi)入學(xue)規定。嚴禁公辦民辦學(xue)校通過面(mian)試(shi)、面(mian)談(tan)、人機對(dui)話、體驗活動、簡(jian)歷材料(liao)等方式為(wei)依(yi)據的“掐尖”招(zhao)生、提前招(zhao)生、違規爭搶生源的行為(wei)。市局直屬(shu)學(xue)校義務(wu)(wu)教育招(zhao)生工(gong)作納入所在區(qu)教育行政(zheng)部門統一(yi)管理(li)。
2.合(he)理確(que)定(ding)(ding)(ding)招(zhao)生范(fan)圍(wei)(wei)。各區教(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部(bu)(bu)門要(yao)嚴格按照“學(xue)(xue)(xue)校劃片招(zhao)生、生源就近入學(xue)(xue)(xue)”的(de)目標要(yao)求,綜合(he)考慮適齡(ling)學(xue)(xue)(xue)生人(ren)數、學(xue)(xue)(xue)校分布、學(xue)(xue)(xue)校規模、交通狀(zhuang)況等因素,為(wei)每所(suo)公(gong)辦義務教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校劃定(ding)(ding)(ding)服務片區范(fan)圍(wei)(wei),確(que)保各片區之間教(jiao)育(yu)(yu)(yu)資(zi)源大致(zhi)均衡。在對(dui)學(xue)(xue)(xue)校原(yuan)招(zhao)生范(fan)圍(wei)(wei)進行(xing)較大調整(zheng)時(shi),要(yao)充分聽取群眾(zhong)意見,審慎論證,提(ti)前公(gong)告(gao)。片區確(que)定(ding)(ding)(ding)后(hou),應在一段時(shi)期內保持相對(dui)穩(wen)定(ding)(ding)(ding)。民辦義務教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校不得(de)超出教(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部(bu)(bu)門核定(ding)(ding)(ding)的(de)招(zhao)生計劃和招(zhao)生范(fan)圍(wei)(wei)招(zhao)生,在滿足本區符合(he)條件的(de)適齡(ling)兒童、少年入學(xue)(xue)(xue)需求后(hou),仍有剩余(yu)招(zhao)生計劃的(de),經(jing)學(xue)(xue)(xue)校申請,區教(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部(bu)(bu)門審核,報市教(jiao)育(yu)(yu)(yu)局同意,可(ke)跨(kua)區招(zhao)生。
(三)剛性實施入學政策,完(wan)善積分入學細(xi)則
所有公辦民(min)辦學(xue)校要嚴格按照《深圳市非深戶籍人(ren)(ren)(ren)員(yuan)子女接受義務教(jiao)育管理辦法(fa)》等文件(jian)規(gui)定的(de)入學(xue)條(tiao)件(jian)招(zhao)(zhao)生,不得招(zhao)(zhao)收不符(fu)合(he)我市就讀條(tiao)件(jian)的(de)學(xue)生。各區(qu)教(jiao)育行政部門要不斷優化積分(fen)(fen)入學(xue)實(shi)施(shi)(shi)細(xi)則(ze),充分(fen)(fen)體現教(jiao)育公平,合(he)理設置積分(fen)(fen)類別(bie)、項目、標準和分(fen)(fen)值,根據積分(fen)(fen)情況和招(zhao)(zhao)生計(ji)劃安排(pai)學(xue)位,實(shi)施(shi)(shi)過程(cheng)中(zhong)要做(zuo)到積分(fen)(fen)標準、積分(fen)(fen)結果、學(xue)位安排(pai)“三公開(kai)”,公開(kai)過程(cheng)中(zhong)應依法(fa)做(zuo)好未成年人(ren)(ren)(ren)隱私(si)保護。積分(fen)(fen)入學(xue)細(xi)則(ze)要充分(fen)(fen)征求轄區(qu)居(ju)民(min)意見,在(zai)招(zhao)(zhao)生工作(zuo)實(shi)施(shi)(shi)前報市教(jiao)育局(ju)備案。2021年繼續全(quan)面(mian)取消(xiao)各類特長(chang)生招(zhao)(zhao)生。對烈士、符(fu)合(he)條(tiao)件(jian)的(de)現役軍人(ren)(ren)(ren)及復退軍人(ren)(ren)(ren)、消(xiao)防救(jiu)援(yuan)隊伍人(ren)(ren)(ren)員(yuan)、公安英模和因公犧牲傷殘警察、高層次人(ren)(ren)(ren)才等享受優惠政策(ce)人(ren)(ren)(ren)員(yuan)的(de)子女實(shi)施(shi)(shi)教(jiao)育優待政策(ce),并向社會公示(shi)。
(四)完善民辦學(xue)校招(zhao)生(sheng)管理
各(ge)區教育行(xing)(xing)(xing)政(zheng)部(bu)門要(yao)將民(min)辦(ban)(ban)(ban)義(yi)(yi)務教育學(xue)(xue)校招生(sheng)納(na)入統一管(guan)理,全面(mian)落實(shi)與公辦(ban)(ban)(ban)學(xue)(xue)校同步(bu)招生(sheng)。民(min)辦(ban)(ban)(ban)義(yi)(yi)務教育學(xue)(xue)校的(de)招生(sheng)計劃(hua)和(he)招生(sheng)方案,要(yao)報(bao)主管(guan)教育行(xing)(xing)(xing)政(zheng)部(bu)門審核。面(mian)向(xiang)全區招生(sheng)且(qie)報(bao)名(ming)人(ren)數超(chao)過招生(sheng)計劃(hua)數的(de)民(min)辦(ban)(ban)(ban)學(xue)(xue)校,全部(bu)實(shi)行(xing)(xing)(xing)電(dian)腦(nao)隨(sui)機(ji)搖(yao)(yao)號錄(lu)取。辦(ban)(ban)(ban)學(xue)(xue)層次同時(shi)包(bao)括(kuo)小學(xue)(xue)和(he)初中的(de)民(min)辦(ban)(ban)(ban)學(xue)(xue)校,應(ying)首先通過直升或(huo)電(dian)腦(nao)隨(sui)機(ji)搖(yao)(yao)號方式招收(shou)本校自愿報(bao)讀初中的(de)小學(xue)(xue)畢業生(sheng),剩余的(de)招生(sheng)計劃(hua)應(ying)公開報(bao)名(ming),實(shi)行(xing)(xing)(xing)電(dian)腦(nao)隨(sui)機(ji)搖(yao)(yao)號錄(lu)取。民(min)辦(ban)(ban)(ban)學(xue)(xue)校電(dian)腦(nao)隨(sui)機(ji)搖(yao)(yao)號錄(lu)取工作由各(ge)區組織(zhi)實(shi)施,搖(yao)(yao)號過程(cheng)要(yao)做到全程(cheng)錄(lu)像(xiang),并邀請公證機(ji)構人(ren)員(yuan)、紀檢人(ren)員(yuan)、人(ren)大代(dai)表、政(zheng)協委(wei)員(yuan)、新聞媒體代(dai)表和(he)學(xue)(xue)生(sheng)家長代(dai)表全程(cheng)監督。受政(zheng)府(fu)委(wei)托承(cheng)擔(dan)義(yi)(yi)務教育學(xue)(xue)位任務的(de)民(min)辦(ban)(ban)(ban)學(xue)(xue)校,報(bao)名(ming)及錄(lu)取辦(ban)(ban)(ban)法由區教育行(xing)(xing)(xing)政(zheng)部(bu)門另(ling)行(xing)(xing)(xing)確定(ding)。
(五)提高殘疾(ji)兒童、少(shao)年(nian)入學率(lv),提升特殊教育(yu)質量
各(ge)區(qu)要(yao)(yao)(yao)按國家要(yao)(yao)(yao)求,確保(bao)2021年(nian)殘疾兒童、少年(nian)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)入(ru)學(xue)(xue)(xue)(xue)率達到95%以(yi)上。按照(zhao)“全覆蓋、零拒絕”的要(yao)(yao)(yao)求,根據適(shi)齡殘疾兒童、少年(nian)的實(shi)際情況,制訂(ding)教(jiao)育(yu)(yu)(yu)(yu)安置(zhi)(zhi)方案,落實(shi)“一(yi)人一(yi)案”,通過普通學(xue)(xue)(xue)(xue)校就(jiu)讀、特殊(shu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校就(jiu)讀、送教(jiao)上門等多種(zhong)方式,逐一(yi)做好入(ru)學(xue)(xue)(xue)(xue)安置(zhi)(zhi)工(gong)作。市(shi)、區(qu)特殊(shu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校科學(xue)(xue)(xue)(xue)設置(zhi)(zhi)招(zhao)(zhao)生類別、學(xue)(xue)(xue)(xue)段,錯位發展(zhan),協調發展(zhan)。義務(wu)教(jiao)育(yu)(yu)(yu)(yu)階(jie)段,視障教(jiao)育(yu)(yu)(yu)(yu)、聽障教(jiao)育(yu)(yu)(yu)(yu)主要(yao)(yao)(yao)由(you)市(shi)屬(shu)學(xue)(xue)(xue)(xue)校承擔(dan),智障等其他類型的特殊(shu)教(jiao)育(yu)(yu)(yu)(yu)主要(yao)(yao)(yao)由(you)區(qu)屬(shu)學(xue)(xue)(xue)(xue)校承擔(dan)。市(shi)屬(shu)特殊(shu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校要(yao)(yao)(yao)擴大高中(zhong)階(jie)段招(zhao)(zhao)生規(gui)模(mo),讓完成義務(wu)教(jiao)育(yu)(yu)(yu)(yu)的殘疾學(xue)(xue)(xue)(xue)生都能接(jie)受適(shi)宜的高中(zhong)階(jie)段教(jiao)育(yu)(yu)(yu)(yu)。
(六)加強招生(sheng)計劃管理(li),嚴禁超標(biao)準班額招生(sheng)
各區(qu)教(jiao)育行政部(bu)門要結合學(xue)(xue)校(xiao)(xiao)辦(ban)(ban)學(xue)(xue)規(gui)模、辦(ban)(ban)學(xue)(xue)條(tiao)件,科(ke)學(xue)(xue)核定、及時公布公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)招生計劃。嚴(yan)格控制存在超標準班(ban)額學(xue)(xue)校(xiao)(xiao)的(de)(de)招生計劃。各義務教(jiao)育學(xue)(xue)校(xiao)(xiao)起始(shi)年級嚴(yan)禁超標準班(ban)額招生,堅決防止產(chan)生新的(de)(de)超標準班(ban)額。嚴(yan)禁超核定辦(ban)(ban)學(xue)(xue)規(gui)模和超標準班(ban)額的(de)(de)學(xue)(xue)校(xiao)(xiao)接(jie)收轉學(xue)(xue)插(cha)班(ban)學(xue)(xue)生。
(七)落實控輟保學法(fa)定職責
各區教(jiao)育行(xing)政(zheng)部(bu)門和學(xue)(xue)(xue)校(xiao)要嚴(yan)格落(luo)實《中華人(ren)民(min)共和國義務(wu)教(jiao)育法(fa)(fa)(fa)》《中華人(ren)民(min)共和國未(wei)成年人(ren)保(bao)(bao)護法(fa)(fa)(fa)》等(deng)(deng)法(fa)(fa)(fa)律規定,依(yi)法(fa)(fa)(fa)保(bao)(bao)障(zhang)適齡兒(er)童(tong)(tong)、少年接受義務(wu)教(jiao)育的權(quan)利,要嚴(yan)格履(lv)行(xing)控(kong)(kong)輟保(bao)(bao)學(xue)(xue)(xue)法(fa)(fa)(fa)定職責,完善聯控(kong)(kong)聯保(bao)(bao)工作(zuo)機制,落(luo)實失(shi)學(xue)(xue)(xue)輟學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)勸返(fan)復(fu)學(xue)(xue)(xue)、登(deng)記和書(shu)面報告責任制度(du),建立完善控(kong)(kong)輟保(bao)(bao)學(xue)(xue)(xue)工作(zuo)臺帳(zhang),共同做好控(kong)(kong)輟保(bao)(bao)學(xue)(xue)(xue)工作(zuo)。適齡兒(er)童(tong)(tong)、少年因身體狀況確(que)需延(yan)緩(huan)入學(xue)(xue)(xue)或(huo)者休學(xue)(xue)(xue)的,其父母(mu)或(huo)者其他法(fa)(fa)(fa)定監護人(ren)應(ying)當(dang)提出申(shen)請,由所在區教(jiao)育行(xing)政(zheng)部(bu)門批準。依(yi)法(fa)(fa)(fa)查處以在家(jia)學(xue)(xue)(xue)習、接受“私塾”“讀經班”等(deng)(deng)培訓替代國家(jia)統一實施的義務(wu)教(jiao)育的行(xing)為。嚴(yan)格外籍(ji)人(ren)員子女學(xue)(xue)(xue)校(xiao)招生(sheng)管(guan)理(li),不(bu)得(de)招收中國籍(ji)學(xue)(xue)(xue)生(sheng)。
二、加強普通高中招生管理
(一(yi))剛性執(zhi)行高(gao)中(zhong)(zhong)招(zhao)生(sheng)(sheng)計(ji)(ji)劃。高(gao)中(zhong)(zhong)學(xue)校(xiao)要(yao)嚴格按(an)(an)照(zhao)市(shi)教育(yu)局核定的(de)(de)(de)(de)招(zhao)生(sheng)(sheng)計(ji)(ji)劃進(jin)行招(zhao)生(sheng)(sheng)。招(zhao)生(sheng)(sheng)計(ji)(ji)劃下達后,不(bu)再受(shou)理調(diao)整招(zhao)生(sheng)(sheng)計(ji)(ji)劃的(de)(de)(de)(de)申請。各(ge)級教育(yu)行政(zheng)部門、各(ge)高(gao)中(zhong)(zhong)階段(duan)學(xue)校(xiao)根據招(zhao)生(sheng)(sheng)計(ji)(ji)劃的(de)(de)(de)(de)要(yao)求,認(ren)真做好招(zhao)生(sheng)(sheng)的(de)(de)(de)(de)各(ge)項準備工作,確保學(xue)校(xiao)正常開學(xue)。民辦(ban)學(xue)校(xiao)招(zhao)生(sheng)(sheng)納入統一(yi)管理,并(bing)與(yu)公辦(ban)學(xue)校(xiao)同步招(zhao)生(sheng)(sheng)。各(ge)校(xiao)招(zhao)生(sheng)(sheng)計(ji)(ji)劃的(de)(de)(de)(de)執(zhi)行情況,將(jiang)作為學(xue)校(xiao)自主招(zhao)生(sheng)(sheng)計(ji)(ji)劃安排、規(gui)范(fan)辦(ban)學(xue)、辦(ban)學(xue)水(shui)平(ping)、辦(ban)學(xue)效益評(ping)(ping)估以及評(ping)(ping)先、評(ping)(ping)優等的(de)(de)(de)(de)主要(yao)指標。全市(shi)公辦(ban)高(gao)中(zhong)(zhong)學(xue)校(xiao)應按(an)(an)照(zhao)核定辦(ban)學(xue)規(gui)模(mo)招(zhao)生(sheng)(sheng)。普通高(gao)中(zhong)(zhong)未經審批不(bu)得面向市(shi)外招(zhao)生(sheng)(sheng)。
(二)落實指標到校政策(ce)。認真落實指標到校政策(ce)要(yao)(yao)求(qiu),每(mei)所優質普通高中(zhong)(zhong)學校要(yao)(yao)安(an)排不低于50%的招生(sheng)名額,主要(yao)(yao)按初(chu)中(zhong)(zhong)學校在校生(sheng)數,直接(jie)分配(pei)到全(quan)市(shi)各(ge)初(chu)中(zhong)(zhong)學校(含民辦),促進義務(wu)教育優質均(jun)衡(heng)發展。
(三)統籌(chou)規范全市高(gao)(gao)中(zhong)自(zi)主(zhu)招(zhao)生(sheng)工(gong)作(zuo)。根據廣(guang)東省(sheng)教育(yu)廳關于進一(yi)步(bu)完善和(he)規范自(zi)主(zhu)招(zhao)生(sheng)的相關要求,市教育(yu)局(ju)全面(mian)統籌(chou)高(gao)(gao)中(zhong)自(zi)主(zhu)招(zhao)生(sheng)工(gong)作(zuo),進一(yi)步(bu)優化我市普(pu)通(tong)(tong)高(gao)(gao)中(zhong)自(zi)主(zhu)招(zhao)生(sheng)布點(dian),引(yin)導普(pu)通(tong)(tong)高(gao)(gao)中(zhong)學(xue)校(xiao)科(ke)學(xue)合理定位和(he)分層分類發展。自(zi)主(zhu)招(zhao)生(sheng)對象主(zhu)要為(wei)具有創(chuang)新潛質和(he)學(xue)科(ke)特長(chang)的學(xue)生(sheng)。2021年全市普(pu)通(tong)(tong)高(gao)(gao)中(zhong)自(zi)主(zhu)招(zhao)生(sheng)按(an)照市教育(yu)局(ju)出臺的《深圳市教育(yu)局(ju)關于做好2021年普(pu)通(tong)(tong)高(gao)(gao)中(zhong)學(xue)校(xiao)自(zi)主(zhu)招(zhao)生(sheng)工(gong)作(zuo)的通(tong)(tong)知》實施。
(四)規(gui)(gui)(gui)范學(xue)校(xiao)招(zhao)生(sheng)(sheng)(sheng)行(xing)為。積極探索基于初中學(xue)業(ye)水平考(kao)試成績、結合綜合素(su)質表現(xian)評價的(de)高中階段學(xue)校(xiao)考(kao)試招(zhao)生(sheng)(sheng)(sheng)錄取模式(shi)。所(suo)有高中學(xue)校(xiao)(含民辦普(pu)通高中)需嚴格按照規(gui)(gui)(gui)定的(de)招(zhao)生(sheng)(sheng)(sheng)范圍、招(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)生(sheng)(sheng)(sheng)方式(shi)進行(xing)統一招(zhao)生(sheng)(sheng)(sheng),嚴禁違規(gui)(gui)(gui)爭搶生(sheng)(sheng)(sheng)源、跨審批(pi)區域招(zhao)生(sheng)(sheng)(sheng)、超(chao)計劃招(zhao)生(sheng)(sheng)(sheng)和提前招(zhao)生(sheng)(sheng)(sheng),嚴禁招(zhao)收“掛讀(du)生(sheng)(sheng)(sheng)”和“擇校(xiao)生(sheng)(sheng)(sheng)”。
三、加強新生入學管理
(一)規范(fan)學(xue)生分班(ban)(ban)管理。各(ge)義務教(jiao)育階(jie)段學(xue)校(xiao)要實行均衡編班(ban)(ban),嚴(yan)禁舉辦重(zhong)點(dian)班(ban)(ban),包括以特(te)長班(ban)(ban)、快(kuai)慢班(ban)(ban)、尖子(zi)班(ban)(ban)、興(xing)趣班(ban)(ban)和“奧賽”班(ban)(ban)、國際班(ban)(ban)等名(ming)義的變相重(zhong)點(dian)班(ban)(ban)。普(pu)通高(gao)中學(xue)校(xiao)要根(gen)據普(pu)通高(gao)中課程方案和學(xue)生選(xuan)(xuan)課情況,合理排課編班(ban)(ban),科學(xue)制訂(ding)選(xuan)(xuan)課走班(ban)(ban)指南和課程實施(shi)方案。
(二)嚴(yan)(yan)格規范學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應當(dang)從學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月(yue)內(nei)為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔案,其中,殘疾程(cheng)度較重(zhong)、無法進(jin)入學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)習的學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng),由承擔送教(jiao)上門的學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要嚴(yan)(yan)格落實學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理“一人(ren)一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨人(ren)走”的要求,不(bu)(bu)得以虛(xu)假(jia)信息建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)得重(zhong)復(fu)建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)得擅(shan)自刪除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)電(dian)子學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信息。未(wei)經義務教(jiao)育招生(sheng)平臺(tai)報(bao)名錄取的學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)不(bu)(bu)予(yu)建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對于未(wei)經學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規定期限到(dao)校(xiao)辦理注(zhu)冊(ce)者(zhe),不(bu)(bu)予(yu)建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教(jiao)育行(xing)政(zheng)部門要加強對學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工(gong)作的核(he)查(cha),及時(shi)查(cha)處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)(jian)(jian)(jian)(jian)檔過程(cheng)中的不(bu)(bu)規范行(xing)為(wei),嚴(yan)(yan)禁“人(ren)籍(ji)(ji)(ji)分離”。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區(qu)(qu)教(jiao)(jiao)育(yu)督導(dao)(dao)部(bu)(bu)門要(yao)將中(zhong)小學招生(sheng)(sheng)入(ru)學工作納入(ru)責(ze)任(ren)督學日常督導(dao)(dao)范圍,嚴肅(su)查處違(wei)反教(jiao)(jiao)育(yu)部(bu)(bu)“十項(xiang)嚴禁(jin)”紀律要(yao)求(qiu)和省教(jiao)(jiao)育(yu)廳“六項(xiang)規(gui)定”等違(wei)反招生(sheng)(sheng)政(zheng)策(ce)和紀律以及擾亂中(zhong)小學入(ru)學招生(sheng)(sheng)秩序的(de)行(xing)為(wei)。對違(wei)規(gui)操作,查有實(shi)據,造成(cheng)不良影響的(de)單(dan)位(wei)和個人實(shi)行(xing)問責(ze)。對于未落實(shi)《中(zhong)共(gong)中(zhong)央 國務院關于深化(hua)教(jiao)(jiao)育(yu)教(jiao)(jiao)學改(gai)革全面提高義(yi)務教(jiao)(jiao)育(yu)質量的(de)意(yi)見(jian)》中(zhong)義(yi)務教(jiao)(jiao)育(yu)招生(sheng)(sheng)入(ru)學規(gui)定要(yao)求(qiu),或者出現轄區(qu)(qu)內義(yi)務教(jiao)(jiao)育(yu)階(jie)段學校違(wei)規(gui)考試招生(sheng)(sheng)行(xing)為(wei)的(de),視同為(wei)落實(shi)中(zhong)央和國家重大政(zheng)策(ce)不力,納入(ru)政(zheng)府履行(xing)教(jiao)(jiao)育(yu)職責(ze)評價。
