為深入(ru)貫徹習近平新時代(dai)中(zhong)(zhong)國特色(se)社會主義(yi)思想和(he)黨的(de)十九(jiu)大精神,全(quan)面貫徹黨的(de)教(jiao)(jiao)(jiao)育(yu)方(fang)針,落實立德樹人(ren)(ren)根本任務,進(jin)(jin)(jin)一(yi)步規(gui)(gui)范普通(tong)(tong)中(zhong)(zhong)小學(xue)(xue)招生入(ru)學(xue)(xue)秩序,切實維護教(jiao)(jiao)(jiao)育(yu)公平,努力讓每個孩子(zi)都(dou)能享有(you)公平而有(you)質(zhi)量的(de)教(jiao)(jiao)(jiao)育(yu),根據《中(zhong)(zhong)華人(ren)(ren)民(min)(min)共(gong)(gong)和(he)國義(yi)務教(jiao)(jiao)(jiao)育(yu)法(fa)(fa)》《中(zhong)(zhong)華人(ren)(ren)民(min)(min)共(gong)(gong)和(he)國民(min)(min)辦教(jiao)(jiao)(jiao)育(yu)促進(jin)(jin)(jin)法(fa)(fa)》和(he)《中(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)央 國務院(yuan)關于(yu)深化教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)改革(ge)全(quan)面提高(gao)義(yi)務教(jiao)(jiao)(jiao)育(yu)質(zhi)量的(de)意見(jian)》《國務院(yuan)辦公廳(ting)關于(yu)新時代(dai)推(tui)進(jin)(jin)(jin)普通(tong)(tong)高(gao)中(zhong)(zhong)育(yu)人(ren)(ren)方(fang)式改革(ge)的(de)指導意見(jian)》《廣(guang)東(dong)省教(jiao)(jiao)(jiao)育(yu)廳(ting)關于(yu)進(jin)(jin)(jin)一(yi)步規(gui)(gui)范普通(tong)(tong)中(zhong)(zhong)小學(xue)(xue)招生入(ru)學(xue)(xue)工(gong)作的(de)指導意見(jian)》,以(yi)及《深圳市非深戶籍人(ren)(ren)員子(zi)女接受義(yi)務教(jiao)(jiao)(jiao)育(yu)管理辦法(fa)(fa)》《中(zhong)(zhong)共(gong)(gong)深圳市委(wei) 深圳市人(ren)(ren)民(min)(min)政府印發(fa)〈關于(yu)推(tui)進(jin)(jin)(jin)教(jiao)(jiao)(jiao)育(yu)高(gao)質(zhi)量發(fa)展的(de)意見(jian)〉的(de)通(tong)(tong)知(zhi)》等法(fa)(fa)律法(fa)(fa)規(gui)(gui)、文件精神,現就(jiu)做好(hao)我(wo)市2020年普通(tong)(tong)中(zhong)(zhong)小學(xue)(xue)招生入(ru)學(xue)(xue)工(gong)作通(tong)(tong)知(zhi)如(ru)下:
一、規范義務教育招生(sheng)行為
(一)強化屬地責任,落實 “兩為主”
1.落實“兩為(wei)主(zhu)”職責(ze)(ze)。各(ge)區(qu)(含新區(qu)、深(shen)汕特(te)別合作(zuo)區(qu),下同)政(zheng)府作(zuo)為(wei)發(fa)展和管(guan)理義務(wu)教育(yu)的(de)(de)責(ze)(ze)任(ren)主(zhu)體(ti)和行為(wei)主(zhu)體(ti),要強化責(ze)(ze)任(ren)意識,認(ren)真落實國家“兩為(wei)主(zhu)”要求,進一步提高進城務(wu)工(gong)人員隨遷子女在公(gong)辦(ban)義務(wu)教育(yu)學(xue)(xue)校就讀的(de)(de)比(bi)例,增(zeng)加(jia)公(gong)辦(ban)學(xue)(xue)位(wei)供給,統(tong)籌公(gong)辦(ban)民辦(ban)學(xue)(xue)校招(zhao)(zhao)生(sheng),切(qie)實保障符(fu)合條(tiao)件的(de)(de)適齡兒(er)童、少年接(jie)受義務(wu)教育(yu)的(de)(de)權(quan)利。堅(jian)決防止將政(zheng)府舉辦(ban)義務(wu)教育(yu)的(de)(de)責(ze)(ze)任(ren)推向市場。各(ge)區(qu)要加(jia)強組織(zhi)領導,成立義務(wu)教育(yu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)領導小組,主(zhu)管(guan)區(qu)領導為(wei)組長,及時妥善(shan)處理本區(qu)義務(wu)教育(yu)招(zhao)(zhao)生(sheng)中的(de)(de)熱點難點問題(ti),定期(qi)召開招(zhao)(zhao)生(sheng)工(gong)作(zuo)聯席會議,完(wan)善(shan)統(tong)籌協調工(gong)作(zuo)機(ji)制。
2.落實(shi)義(yi)務教(jiao)育招(zhao)生(sheng)(sheng)(sheng)管理(li)職責(ze)。各區教(jiao)育行(xing)政部門要(yao)(yao)(yao)(yao)切實(shi)加強(qiang)對(dui)義(yi)務教(jiao)育招(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)的(de)組(zu)織和(he)管理(li),做好(hao)學(xue)位(wei)(wei)預(yu)測,及時(shi)公布學(xue)位(wei)(wei)供需情況,建立招(zhao)生(sheng)(sheng)(sheng)預(yu)警機(ji)制,合理(li)引導家長(chang)預(yu)期(qi)。要(yao)(yao)(yao)(yao)積極探索研制招(zhao)生(sheng)(sheng)(sheng)電子(zi)地圖,便(bian)于實(shi)時(shi)分析研判各學(xue)區學(xue)位(wei)(wei)供給(gei)動態變(bian)化(hua)情況,方便(bian)學(xue)生(sheng)(sheng)(sheng)家長(chang)便(bian)捷(jie)查詢各學(xue)校招(zhao)生(sheng)(sheng)(sheng)范圍及學(xue)位(wei)(wei)供給(gei)信息。要(yao)(yao)(yao)(yao)科學(xue)制定招(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)方案(an),做好(hao)網(wang)(wang)上(shang)招(zhao)生(sheng)(sheng)(sheng)報名(ming)的(de)組(zu)織工(gong)(gong)(gong)作(zuo)(zuo),指導所屬學(xue)校及時(shi)、妥(tuo)善(shan)處理(li)招(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)中出現(xian)的(de)信訪問題。要(yao)(yao)(yao)(yao)簡化(hua)入(ru)學(xue)手續,加強(qiang)部門聯動,充分利(li)用現(xian)代信息技術手段實(shi)施多部門聯網(wang)(wang)審(shen)核驗(yan)證,共同(tong)做好(hao)適齡兒童、少年的(de)就讀資格驗(yan)核工(gong)(gong)(gong)作(zuo)(zuo)。要(yao)(yao)(yao)(yao)加強(qiang)風險預(yu)判,制定完善(shan)應(ying)急(ji)預(yu)案(an),健全(quan)應(ying)急(ji)機(ji)制,及時(shi)發(fa)現(xian)并妥(tuo)善(shan)處置(zhi)苗頭性、傾向性問題,快速穩妥(tuo)處理(li)突發(fa)事件,確保招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)工(gong)(gong)(gong)作(zuo)(zuo)平穩有序(xu)。要(yao)(yao)(yao)(yao)加強(qiang)對(dui)招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)工(gong)(gong)(gong)作(zuo)(zuo)的(de)監督檢(jian)查,建立完善(shan)招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)監督工(gong)(gong)(gong)作(zuo)(zuo)機(ji)制。
3.落實義務教育階(jie)段學(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)職責。各(ge)義務教育階(jie)段學(xue)校(xiao)要規范招(zhao)(zhao)生(sheng)(sheng)行為,應當公示招(zhao)(zhao)生(sheng)(sheng)政策、招(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)片(pian)區、招(zhao)(zhao)生(sheng)(sheng)程序、招(zhao)(zhao)生(sheng)(sheng)結果(guo)、咨詢投訴電(dian)話,不得(de)擅自跨片(pian)區招(zhao)(zhao)生(sheng)(sheng),不得(de)擅自接收學(xue)生(sheng)(sheng)跨片(pian)區擇校(xiao)就讀(du)。要指導適齡兒童、少年的家長(chang)按時(shi)申請學(xue)位,按要求及時(shi)、準確提供就讀(du)信息(xi)。
(二)堅持免試就近入學(xue),合理(li)確定(ding)招(zhao)生范(fan)圍
1.堅持(chi)免試就近(jin)入學(xue)。所有(you)公辦(ban)民(min)辦(ban)學(xue)校(xiao)都要嚴格遵(zun)守并全面落實義務(wu)教育(yu)免試入學(xue)規定。堅決(jue)整治公辦(ban)民(min)辦(ban)學(xue)校(xiao)通過(guo)面試、面談(tan)、人機對話、體驗活(huo)動、簡歷材料等方式(shi)為依據的(de)“掐尖”招(zhao)(zhao)生(sheng)、提前招(zhao)(zhao)生(sheng)、違(wei)規爭搶生(sheng)源的(de)行(xing)為。市局直屬學(xue)校(xiao)義務(wu)教育(yu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)納(na)入所在區教育(yu)行(xing)政部(bu)門(men)統(tong)一管理。
2.合理確定(ding)(ding)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍。各區(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行(xing)政(zheng)部(bu)門(men)要(yao)(yao)嚴格按(an)照“學(xue)校(xiao)(xiao)劃片(pian)(pian)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)(sheng)源(yuan)就近(jin)入(ru)(ru)學(xue)”的(de)(de)目標要(yao)(yao)求(qiu),綜合考慮適(shi)齡兒童、少年人數(shu)、學(xue)校(xiao)(xiao)分布、學(xue)校(xiao)(xiao)規(gui)模、交(jiao)通狀況等(deng)因素(su),采取(qu)單校(xiao)(xiao)劃片(pian)(pian)或多校(xiao)(xiao)劃片(pian)(pian)等(deng)方式(shi),為每所公辦(ban)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)劃定(ding)(ding)服務(wu)片(pian)(pian)區(qu)(qu)范(fan)圍,確保(bao)各片(pian)(pian)區(qu)(qu)之間教(jiao)育(yu)(yu)(yu)(yu)資源(yuan)大(da)致均衡。在(zai)對學(xue)校(xiao)(xiao)原招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍進行(xing)較大(da)調整時,要(yao)(yao)充分聽取(qu)群眾(zhong)意見,審(shen)慎論證,提前(qian)公告(gao)。片(pian)(pian)區(qu)(qu)確定(ding)(ding)后(hou),應在(zai)一段時期內(nei)(nei)保(bao)持相對穩(wen)定(ding)(ding)。民(min)辦(ban)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)原則上面向(xiang)本(ben)區(qu)(qu)范(fan)圍內(nei)(nei)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),在(zai)滿足本(ben)區(qu)(qu)符(fu)合條件的(de)(de)適(shi)齡兒童、少年入(ru)(ru)學(xue)需求(qiu)后(hou),仍(reng)有剩余招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃且有住宿條件的(de)(de),經學(xue)校(xiao)(xiao)申請,區(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)行(xing)政(zheng)部(bu)門(men)審(shen)核,報市教(jiao)育(yu)(yu)(yu)(yu)局同意,可跨(kua)區(qu)(qu)招(zhao)(zhao)收少量(liang)學(xue)生(sheng)(sheng)(sheng)(sheng)。民(min)辦(ban)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)校(xiao)(xiao)應在(zai)教(jiao)育(yu)(yu)(yu)(yu)行(xing)政(zheng)部(bu)門(men)核定(ding)(ding)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍內(nei)(nei)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。
(三)剛性實(shi)施入學(xue)政(zheng)(zheng)策,完(wan)善(shan)積分(fen)(fen)(fen)(fen)(fen)入學(xue)細(xi)則。所有(you)公辦民(min)辦學(xue)校要(yao)嚴格按照(zhao)《深圳市非深戶籍(ji)人(ren)員(yuan)子(zi)女(nv)接受義務教(jiao)(jiao)(jiao)育管理(li)(li)辦法》規定的入學(xue)條(tiao)件招生(sheng)(sheng)。各區教(jiao)(jiao)(jiao)育行政(zheng)(zheng)部(bu)門要(yao)不斷優化和(he)完(wan)善(shan)積分(fen)(fen)(fen)(fen)(fen)入學(xue)實(shi)施細(xi)則,充分(fen)(fen)(fen)(fen)(fen)體(ti)現(xian)教(jiao)(jiao)(jiao)育公平,合理(li)(li)設置積分(fen)(fen)(fen)(fen)(fen)類別、項目、標(biao)(biao)準和(he)分(fen)(fen)(fen)(fen)(fen)值(zhi),根據積分(fen)(fen)(fen)(fen)(fen)情況和(he)招生(sheng)(sheng)計劃安(an)排學(xue)位,實(shi)施過程中要(yao)做到積分(fen)(fen)(fen)(fen)(fen)標(biao)(biao)準、積分(fen)(fen)(fen)(fen)(fen)結(jie)果、學(xue)位安(an)排“三公開(kai)”。積分(fen)(fen)(fen)(fen)(fen)入學(xue)細(xi)則要(yao)充分(fen)(fen)(fen)(fen)(fen)征求轄區居(ju)民(min)意見,在招生(sheng)(sheng)工(gong)作實(shi)施前(qian)報市教(jiao)(jiao)(jiao)育局(ju)備案(an)。2020年全(quan)面取消各類特長(chang)生(sheng)(sheng)招生(sheng)(sheng)。對烈士(shi)子(zi)女(nv)、符合條(tiao)件的現(xian)役軍人(ren)子(zi)女(nv)及復退軍人(ren)子(zi)女(nv)、消防救援隊伍人(ren)員(yuan)子(zi)女(nv)、公安(an)英模和(he)因公犧牲傷殘警(jing)察子(zi)女(nv)、高層次(ci)人(ren)才子(zi)女(nv)等享受優惠政(zheng)(zheng)策人(ren)員(yuan)子(zi)女(nv)實(shi)施教(jiao)(jiao)(jiao)育優待政(zheng)(zheng)策,并(bing)向社會公示。
(四(si))完善民(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)管理。各區教(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)要(yao)(yao)將民(min)辦(ban)(ban)(ban)(ban)(ban)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)納入統(tong)一管理,與公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)同(tong)步(bu)招(zhao)(zhao)生(sheng)(sheng)(sheng)。民(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)的(de)(de)(de)學(xue)(xue)(xue)(xue)位由政(zheng)(zheng)府統(tong)籌安排或者政(zheng)(zheng)府直接向(xiang)民(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)購買(mai)學(xue)(xue)(xue)(xue)位的(de)(de)(de),具體(ti)辦(ban)(ban)(ban)(ban)(ban)法由區教(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)確定。要(yao)(yao)進一步(bu)加強對民(min)辦(ban)(ban)(ban)(ban)(ban)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作指導和(he)管理,統(tong)一規范學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)報(bao)讀(du)民(min)辦(ban)(ban)(ban)(ban)(ban)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)的(de)(de)(de)方(fang)(fang)法和(he)途徑(jing)。民(min)辦(ban)(ban)(ban)(ban)(ban)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃和(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)(fang)案,要(yao)(yao)報(bao)主(zhu)管教(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)審核后實施(shi)。2020年(nian)對面向(xiang)全(quan)區招(zhao)(zhao)生(sheng)(sheng)(sheng)且(qie)報(bao)名人數超過招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃數的(de)(de)(de)民(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao),全(quan)部(bu)實行(xing)(xing)電(dian)(dian)腦隨(sui)機(ji)(ji)搖號錄(lu)取(qu)。辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)層次同(tong)時(shi)包(bao)括(kuo)小學(xue)(xue)(xue)(xue)和(he)初中的(de)(de)(de)民(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao),應(ying)(ying)首先通過直升或電(dian)(dian)腦隨(sui)機(ji)(ji)搖號方(fang)(fang)式招(zhao)(zhao)收本校(xiao)自愿報(bao)讀(du)初中的(de)(de)(de)小學(xue)(xue)(xue)(xue)畢業(ye)生(sheng)(sheng)(sheng),剩余(yu)的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃應(ying)(ying)公(gong)開報(bao)名,實行(xing)(xing)電(dian)(dian)腦隨(sui)機(ji)(ji)搖號錄(lu)取(qu)。民(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)電(dian)(dian)腦隨(sui)機(ji)(ji)搖號錄(lu)取(qu)的(de)(de)(de)實施(shi)辦(ban)(ban)(ban)(ban)(ban)法由市教(jiao)(jiao)育(yu)(yu)(yu)局統(tong)一制定,各區教(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)制定操作細(xi)則并組(zu)織實施(shi)。電(dian)(dian)腦隨(sui)機(ji)(ji)錄(lu)取(qu)工作要(yao)(yao)做到全(quan)程錄(lu)像,并邀(yao)請(qing)公(gong)證機(ji)(ji)構(gou)人員(yuan)、紀檢人員(yuan)、人大代(dai)表、政(zheng)(zheng)協委員(yuan)、新聞媒體(ti)代(dai)表和(he)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家長代(dai)表全(quan)程監(jian)督。
(五)提高殘疾兒童少年入學率,提升特殊教育質量。各區要按國家要求,確保2020年殘疾兒童、少年義務教育入學率達到95%以上。按照“全覆蓋、零拒絕”的要求,根據適齡殘疾兒童、少年的實際情況,制訂教育安置方案,落實“一人一案”,通過普通學校就讀、特殊教育學校就讀、送教上門等多種方式,逐一做好入學安置工作。原則上各區要建設至少1所獨立設置的義務教育階段綜合性特殊教育學校。招收殘疾學生5人以上的普通學校要按規定建設特殊教育資源教室,按標準配備專職資源教師。市、區特殊教育學校科學設置招生類別、學段,錯位發展,協調發展。視力障礙教育、聽力障礙教育以市為主,智力障(zhang)礙(ai)等其(qi)他類(lei)型的(de)義務(wu)教育(yu)以區為主。市屬特殊教育(yu)學校要擴大高(gao)中階(jie)段招(zhao)生規(gui)模(mo),讓完成義務(wu)教育(yu)的(de)殘疾學生都能接(jie)受適宜的(de)高(gao)中階(jie)段教育(yu)。
(六)加強招(zhao)生(sheng)計(ji)劃(hua)管理,消除大(da)班(ban)額(e)(e)。各(ge)區教(jiao)育行政部門要結合學(xue)校(xiao)辦(ban)學(xue)規模、辦(ban)學(xue)條件,科學(xue)核定(ding)公辦(ban)民辦(ban)學(xue)校(xiao)招(zhao)生(sheng)計(ji)劃(hua),于招(zhao)生(sheng)工作啟動前1周向社會公布。嚴(yan)(yan)格控制存在大(da)班(ban)額(e)(e)和大(da)校(xiao)額(e)(e)學(xue)校(xiao)的招(zhao)生(sheng)計(ji)劃(hua)。嚴(yan)(yan)禁超(chao)計(ji)劃(hua)招(zhao)生(sheng),各(ge)義務教(jiao)育學(xue)校(xiao)起始年(nian)級嚴(yan)(yan)格按照標準班(ban)額(e)(e)招(zhao)生(sheng),堅決防(fang)止產(chan)生(sheng)新的大(da)班(ban)額(e)(e),確保2020年(nian)基本消除大(da)班(ban)額(e)(e)。
(七(qi))落實(shi)控輟保(bao)(bao)(bao)(bao)學(xue)(xue)(xue)法(fa)定(ding)職(zhi)責。各區(qu)教(jiao)育(yu)(yu)(yu)行(xing)政部(bu)門(men)和學(xue)(xue)(xue)校(xiao)(xiao)要嚴格落實(shi)《義務教(jiao)育(yu)(yu)(yu)法(fa)》《未成年人保(bao)(bao)(bao)(bao)護(hu)法(fa)》等法(fa)律規定(ding),依(yi)法(fa)保(bao)(bao)(bao)(bao)障(zhang)適齡兒(er)童、少(shao)年接受義務教(jiao)育(yu)(yu)(yu)的(de)權利(li),要嚴格履行(xing)控輟保(bao)(bao)(bao)(bao)學(xue)(xue)(xue)法(fa)定(ding)職(zhi)責,完善聯控聯保(bao)(bao)(bao)(bao)工(gong)作(zuo)機制,落實(shi)失(shi)學(xue)(xue)(xue)輟學(xue)(xue)(xue)學(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)、登記和書(shu)面報告責任制度(du),建立完善控輟保(bao)(bao)(bao)(bao)學(xue)(xue)(xue)工(gong)作(zuo)臺(tai)賬,共同做好(hao)控輟保(bao)(bao)(bao)(bao)學(xue)(xue)(xue)工(gong)作(zuo)。適齡兒(er)童、少(shao)年因身體狀況確(que)需延緩入(ru)學(xue)(xue)(xue)或者休學(xue)(xue)(xue)的(de),其父(fu)母或者其他法(fa)定(ding)監護(hu)人應當提出申(shen)請,由所在(zai)(zai)區(qu)教(jiao)育(yu)(yu)(yu)行(xing)政部(bu)門(men)批準。依(yi)法(fa)查處以(yi)在(zai)(zai)家(jia)學(xue)(xue)(xue)習、接受“私塾”“讀經班(ban)”等培(pei)訓替代(dai)國(guo)家(jia)統一實(shi)施的(de)義務教(jiao)育(yu)(yu)(yu)的(de)行(xing)為。嚴格外(wai)籍人員(yuan)子女學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生管理,不得招(zhao)收中國(guo)籍學(xue)(xue)(xue)生。
二、加強普通高中招生管理(li)
(一(yi)(yi))剛性(xing)執行(xing)高(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)。各(ge)區教育(yu)行(xing)政(zheng)部門(men)和高(gao)(gao)中(zhong)(zhong)學校(xiao)(xiao)要提高(gao)(gao)政(zheng)治站位,響應市民對于我市高(gao)(gao)中(zhong)(zhong)學位供需矛盾(dun)關切,嚴格按(an)照教育(yu)部門(men)下發(fa)的(de)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)文(wen)件執行(xing)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)和招(zhao)(zhao)生(sheng)范圍(wei),不得(de)隨意變更招(zhao)(zhao)生(sheng)規模。招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)一(yi)(yi)經下達,原則上不再受(shou)理調整招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)的(de)申請,確保招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)的(de)嚴肅性(xing)。各(ge)級教育(yu)行(xing)政(zheng)部門(men)、各(ge)高(gao)(gao)中(zhong)(zhong)階段學校(xiao)(xiao)根(gen)據招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)的(de)要求,認真做好招(zhao)(zhao)生(sheng)的(de)各(ge)項準備工作(zuo),確保學校(xiao)(xiao)正常開(kai)學。民辦(ban)(ban)學校(xiao)(xiao)招(zhao)(zhao)生(sheng)納(na)入(ru)統一(yi)(yi)管理,并與(yu)公辦(ban)(ban)學校(xiao)(xiao)同步招(zhao)(zhao)生(sheng)。各(ge)校(xiao)(xiao)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)的(de)執行(xing)情況,將作(zuo)為學校(xiao)(xiao)自(zi)主(zhu)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)安排、規范辦(ban)(ban)學、辦(ban)(ban)學水平、辦(ban)(ban)學效益評估以(yi)及評先、評優(you)等(deng)的(de)主(zhu)要指標。全市公辦(ban)(ban)高(gao)(gao)中(zhong)(zhong)學校(xiao)(xiao)應堅持滿規模招(zhao)(zhao)生(sheng)。2020年全面(mian)取消直升生(sheng)。
(二)落實指標到校(xiao)政策。認(ren)真落實指標到校(xiao)政策要求,每所(suo)優質普通高中學校(xiao)要安(an)排(pai)不低于50%的招生名額,主(zhu)要按初(chu)中學校(xiao)在校(xiao)生數,直(zhi)接分配(pei)到全(quan)市各初(chu)中學校(xiao)(含(han)民辦),促進義務教(jiao)育(yu)均衡發展和初(chu)中教(jiao)育(yu)質量全(quan)面提高。
(三)統籌規(gui)范全市(shi)(shi)高(gao)(gao)中(zhong)自主(zhu)(zhu)招(zhao)(zhao)(zhao)生工作(zuo)。根據(ju)廣東(dong)省教(jiao)(jiao)(jiao)育(yu)廳關于進(jin)一步完善和(he)規(gui)范自主(zhu)(zhu)招(zhao)(zhao)(zhao)生的(de)相關要求,市(shi)(shi)教(jiao)(jiao)(jiao)育(yu)局(ju)全面統籌高(gao)(gao)中(zhong)自主(zhu)(zhu)招(zhao)(zhao)(zhao)生工作(zuo),規(gui)范普(pu)通高(gao)(gao)中(zhong)學校(xiao)開展(zhan)自主(zhu)(zhu)招(zhao)(zhao)(zhao)生改革試點,自主(zhu)(zhu)招(zhao)(zhao)(zhao)生比例原則(ze)上不(bu)超過學校(xiao)年度招(zhao)(zhao)(zhao)生計劃(hua)的(de)10%。自主(zhu)(zhu)招(zhao)(zhao)(zhao)生對象主(zhu)(zhu)要為具有創新潛質(zhi)和(he)學科特長(chang)的(de)學生。2020年全市(shi)(shi)普(pu)通高(gao)(gao)中(zhong)自主(zhu)(zhu)招(zhao)(zhao)(zhao)生按照市(shi)(shi)教(jiao)(jiao)(jiao)育(yu)局(ju)出臺制定的(de)《深圳市(shi)(shi)教(jiao)(jiao)(jiao)育(yu)局(ju)關于做好2020年普(pu)通高(gao)(gao)中(zhong)學校(xiao)自主(zhu)(zhu)招(zhao)(zhao)(zhao)生工作(zuo)的(de)通知》實施。
(四)規(gui)范學(xue)校招(zhao)(zhao)生(sheng)行為。積極探索(suo)基于初(chu)中(zhong)學(xue)業水平考(kao)試成績、結(jie)合綜合素質表(biao)現評價的高(gao)(gao)中(zhong)階段學(xue)校考(kao)試招(zhao)(zhao)生(sheng)錄取模(mo)式。所有高(gao)(gao)中(zhong)學(xue)校(含(han)民(min)辦普通高(gao)(gao)中(zhong))需(xu)嚴(yan)(yan)格(ge)按照(zhao)規(gui)定的招(zhao)(zhao)生(sheng)范圍(wei)、招(zhao)(zhao)生(sheng)計(ji)劃(hua)、招(zhao)(zhao)生(sheng)時間、招(zhao)(zhao)生(sheng)方(fang)式進行統一(yi)招(zhao)(zhao)生(sheng),嚴(yan)(yan)禁(jin)違(wei)規(gui)爭搶生(sheng)源、“掐尖(jian)”招(zhao)(zhao)生(sheng)、跨市(shi)招(zhao)(zhao)生(sheng)、超計(ji)劃(hua)招(zhao)(zhao)生(sheng)和提前招(zhao)(zhao)生(sheng),嚴(yan)(yan)禁(jin)招(zhao)(zhao)收“掛讀生(sheng)”、“擇校生(sheng)”和變(bian)相招(zhao)(zhao)收“借讀生(sheng)”。嚴(yan)(yan)格(ge)控制(zhi)加分(fen)項目及(ji)分(fen)值,規(gui)范資(zi)格(ge)審查制(zhi)度。
三(san)、加強新生入學管理
(一)加強(qiang)學(xue)(xue)(xue)(xue)生(sheng)分班(ban)(ban)(ban)(ban)管理。各(ge)義務教育階段學(xue)(xue)(xue)(xue)校要實行(xing)均(jun)衡編(bian)班(ban)(ban)(ban)(ban),嚴禁舉辦重(zhong)點班(ban)(ban)(ban)(ban),包括以(yi)特(te)長班(ban)(ban)(ban)(ban)、特(te)色班(ban)(ban)(ban)(ban)、快慢班(ban)(ban)(ban)(ban)、尖子班(ban)(ban)(ban)(ban)、興趣班(ban)(ban)(ban)(ban)和(he)“奧賽”班(ban)(ban)(ban)(ban)、實驗班(ban)(ban)(ban)(ban)、國際班(ban)(ban)(ban)(ban)等名(ming)義的(de)變相(xiang)重(zhong)點班(ban)(ban)(ban)(ban)。普通高中學(xue)(xue)(xue)(xue)校要根據(ju)普通高中課(ke)程方案(an)和(he)學(xue)(xue)(xue)(xue)生(sheng)選課(ke)情況,合理排課(ke)編(bian)班(ban)(ban)(ban)(ban),科(ke)學(xue)(xue)(xue)(xue)制(zhi)訂選課(ke)走班(ban)(ban)(ban)(ban)指南和(he)課(ke)程實施(shi)方案(an),確保課(ke)程之(zhi)(zhi)間(jian)、年級之(zhi)(zhi)間(jian)的(de)均(jun)衡性和(he)學(xue)(xue)(xue)(xue)科(ke)學(xue)(xue)(xue)(xue)習的(de)連貫性。
(二(er))嚴(yan)格規(gui)范(fan)學(xue)(xue)(xue)(xue)籍(ji)(ji)管理。學(xue)(xue)(xue)(xue)校應當(dang)從學(xue)(xue)(xue)(xue)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)之日起1個(ge)月(yue)內為(wei)學(xue)(xue)(xue)(xue)生(sheng)(sheng)建立學(xue)(xue)(xue)(xue)籍(ji)(ji)檔案,其中,殘疾程度(du)較(jiao)重(zhong)、無法進入(ru)(ru)學(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)習的學(xue)(xue)(xue)(xue)生(sheng)(sheng),由(you)承擔(dan)送(song)教上門的學(xue)(xue)(xue)(xue)校建立學(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)校要(yao)嚴(yan)格落實學(xue)(xue)(xue)(xue)籍(ji)(ji)管理“一人(ren)一籍(ji)(ji),籍(ji)(ji)隨(sui)人(ren)走(zou)”的要(yao)求,不(bu)(bu)得以(yi)虛假信息建立學(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)得重(zhong)復(fu)建立學(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)得擅(shan)自刪(shan)除(chu)學(xue)(xue)(xue)(xue)生(sheng)(sheng)電子學(xue)(xue)(xue)(xue)籍(ji)(ji)信息。未經義務教育(yu)招生(sheng)(sheng)平臺報名錄取的學(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)(bu)予(yu)建立學(xue)(xue)(xue)(xue)籍(ji)(ji)。對(dui)于未經學(xue)(xue)(xue)(xue)校批(pi)準,不(bu)(bu)按學(xue)(xue)(xue)(xue)校規(gui)定期限到校辦理注(zhu)冊(ce)者(zhe),不(bu)(bu)予(yu)以(yi)建立學(xue)(xue)(xue)(xue)籍(ji)(ji)。各區(qu)教育(yu)行(xing)政主管部門要(yao)加強(qiang)對(dui)學(xue)(xue)(xue)(xue)籍(ji)(ji)工(gong)作的核查(cha),及時(shi)查(cha)處和糾正學(xue)(xue)(xue)(xue)籍(ji)(ji)建檔過程中的不(bu)(bu)規(gui)范(fan)行(xing)為(wei),嚴(yan)禁“人(ren)籍(ji)(ji)分離(li)”、“雙(shuang)重(zhong)學(xue)(xue)(xue)(xue)籍(ji)(ji)”等(deng)情況出現。
(三(san))加強課程教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)管理。各區(qu)教(jiao)(jiao)(jiao)(jiao)(jiao)育行(xing)政(zheng)部門要加強對教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)使(shi)用情(qing)況(kuang)的檢查,嚴格遵照(zhao)(zhao)《中(zhong)共中(zhong)央 國(guo)務院(yuan)關于深化教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)學改革全面(mian)提高義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育質(zhi)量的意(yi)見》和《中(zhong)小學教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)管理辦法》要求,不得(de)以地方課程教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)、校(xiao)本課程教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)等(deng)替代國(guo)家課程教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)。義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育學校(xiao)不得(de)引進境(jing)外(wai)課程、使(shi)用境(jing)外(wai)教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)、使(shi)用未經審(shen)定教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)。普通高中(zhong)選用境(jing)外(wai)教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai),按照(zhao)(zhao)國(guo)家有關政(zheng)策執(zhi)行(xing)。
四、建立考(kao)核(he)和(he)問責雙機制(zhi),確(que)保(bao)招生(sheng)工作(zuo)全面落地
市、區(qu)教(jiao)(jiao)育(yu)督導部(bu)門要將中小學(xue)招(zhao)生入(ru)學(xue)工作納(na)入(ru)責(ze)任督學(xue)日常督導范圍,嚴肅查(cha)處違(wei)反教(jiao)(jiao)育(yu)部(bu)“十項嚴禁”紀律要求(qiu)和(he)(he)省教(jiao)(jiao)育(yu)廳(ting)“六項規定(ding)”等違(wei)反招(zhao)生政(zheng)策和(he)(he)紀律以及擾亂中小學(xue)入(ru)學(xue)招(zhao)生秩序的行(xing)(xing)為。對違(wei)規操(cao)作,查(cha)有實(shi)據,造(zao)成(cheng)重大輿情(qing),引發(fa)社會不穩定(ding),造(zao)成(cheng)不良影響的單(dan)位(wei)和(he)(he)個人實(shi)行(xing)(xing)問責(ze)。對于未(wei)落(luo)實(shi)《中共中央(yang) 國務(wu)院關于深(shen)化教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)改革(ge)全面提高義務(wu)教(jiao)(jiao)育(yu)質量(liang)的意見》中義務(wu)教(jiao)(jiao)育(yu)招(zhao)生入(ru)學(xue)規定(ding)要求(qiu),或(huo)者出現轄(xia)區(qu)內義務(wu)教(jiao)(jiao)育(yu)階段學(xue)校違(wei)規考試招(zhao)生行(xing)(xing)為的,視同為落(luo)實(shi)中央(yang)和(he)(he)國家重大政(zheng)策不力,納(na)入(ru)政(zheng)府履(lv)行(xing)(xing)教(jiao)(jiao)育(yu)職責(ze)評(ping)價。
