各區(qu)(新區(qu)、深汕特別合作區(qu))教育行政部門,市局直屬各學校:
為深入貫徹(che)習近平新時(shi)代中(zhong)國特色社會主義思想和(he)黨(dang)的(de)十九大精(jing)神(shen),全面貫徹(che)黨(dang)的(de)教(jiao)育(yu)(yu)(yu)方(fang)針,落(luo)實立(li)德樹人(ren)(ren)根本任(ren)務,進(jin)一步(bu)規(gui)范(fan)普通中(zhong)小(xiao)學(xue)招生入學(xue)秩序,切實維護教(jiao)育(yu)(yu)(yu)公平,努力(li)讓每個孩子(zi)都能享有公平而有質量(liang)的(de)教(jiao)育(yu)(yu)(yu),根據《中(zhong)華人(ren)(ren)民(min)共(gong)和(he)國義務教(jiao)育(yu)(yu)(yu)法(fa)》《中(zhong)華人(ren)(ren)民(min)共(gong)和(he)國民(min)辦(ban)教(jiao)育(yu)(yu)(yu)促進(jin)法(fa)》和(he)《中(zhong)共(gong)中(zhong)央 國務院關(guan)于深化教(jiao)育(yu)(yu)(yu)教(jiao)學(xue)改革全面提高義務教(jiao)育(yu)(yu)(yu)質量(liang)的(de)意見(jian)》《國務院辦(ban)公廳(ting)(ting)關(guan)于新時(shi)代推(tui)進(jin)普通高中(zhong)育(yu)(yu)(yu)人(ren)(ren)方(fang)式改革的(de)指(zhi)導意見(jian)》《廣東省(sheng)教(jiao)育(yu)(yu)(yu)廳(ting)(ting)關(guan)于進(jin)一步(bu)規(gui)范(fan)普通中(zhong)小(xiao)學(xue)招生入學(xue)工作的(de)指(zhi)導意見(jian)》,以及《深圳(zhen)市(shi)非(fei)深戶籍人(ren)(ren)員(yuan)子(zi)女接(jie)受(shou)義務教(jiao)育(yu)(yu)(yu)管理辦(ban)法(fa)》《中(zhong)共(gong)深圳(zhen)市(shi)委 深圳(zhen)市(shi)人(ren)(ren)民(min)政(zheng)府(fu)印發(fa)〈關(guan)于推(tui)進(jin)教(jiao)育(yu)(yu)(yu)高質量(liang)發(fa)展的(de)意見(jian)〉的(de)通知》等法(fa)律法(fa)規(gui)、文件(jian)精(jing)神(shen),現就做好我市(shi)2020年普通中(zhong)小(xiao)學(xue)招生入學(xue)工作通知如下:
一、規(gui)范義務教(jiao)育(yu)招生行為
(一)強化屬地(di)責(ze)任,落實(shi) “兩為主”
1.落實(shi)“兩(liang)(liang)為主(zhu)(zhu)(zhu)”職責(ze)。各(ge)區(qu)(含(han)新區(qu)、深(shen)汕特別合作區(qu),下同)政府作為發展和管理(li)義務教(jiao)(jiao)育(yu)的(de)責(ze)任主(zhu)(zhu)(zhu)體和行(xing)為主(zhu)(zhu)(zhu)體,要(yao)強化責(ze)任意識,認真落實(shi)國家“兩(liang)(liang)為主(zhu)(zhu)(zhu)”要(yao)求,進一步提高進城務工(gong)人員隨遷子(zi)女在公辦(ban)義務教(jiao)(jiao)育(yu)學校(xiao)就讀的(de)比(bi)例,增加(jia)公辦(ban)學位供(gong)給,統籌公辦(ban)民辦(ban)學校(xiao)招(zhao)生(sheng),切實(shi)保(bao)障符合條件的(de)適(shi)齡兒(er)童(tong)、少年接受義務教(jiao)(jiao)育(yu)的(de)權利。堅決防止將(jiang)政府舉辦(ban)義務教(jiao)(jiao)育(yu)的(de)責(ze)任推向市場(chang)。各(ge)區(qu)要(yao)加(jia)強組(zu)織領導,成立義務教(jiao)(jiao)育(yu)招(zhao)生(sheng)工(gong)作領導小組(zu),主(zhu)(zhu)(zhu)管區(qu)領導為組(zu)長,及時妥善處理(li)本區(qu)義務教(jiao)(jiao)育(yu)招(zhao)生(sheng)中的(de)熱(re)點難點問題(ti),定(ding)期召開招(zhao)生(sheng)工(gong)作聯(lian)席(xi)會議,完善統籌協調工(gong)作機(ji)制(zhi)。
2.落(luo)實義務教育招(zhao)生(sheng)管理(li)職責。各區(qu)(qu)教育行(xing)政部門(men)要(yao)切實加(jia)強對(dui)義務教育招(zhao)生(sheng)工(gong)(gong)作(zuo)的(de)組織和管理(li),做(zuo)好學(xue)(xue)(xue)位(wei)預(yu)測,及(ji)時(shi)(shi)公布學(xue)(xue)(xue)位(wei)供(gong)需情況,建(jian)立招(zhao)生(sheng)預(yu)警(jing)機(ji)制(zhi),合(he)理(li)引導家長預(yu)期。要(yao)積極探索研制(zhi)招(zhao)生(sheng)電子地圖,便于實時(shi)(shi)分(fen)析研判各學(xue)(xue)(xue)區(qu)(qu)學(xue)(xue)(xue)位(wei)供(gong)給(gei)動(dong)態變化情況,方(fang)便學(xue)(xue)(xue)生(sheng)家長便捷查詢各學(xue)(xue)(xue)校招(zhao)生(sheng)范圍(wei)及(ji)學(xue)(xue)(xue)位(wei)供(gong)給(gei)信息。要(yao)科學(xue)(xue)(xue)制(zhi)定招(zhao)生(sheng)工(gong)(gong)作(zuo)方(fang)案(an),做(zuo)好網(wang)上招(zhao)生(sheng)報名的(de)組織工(gong)(gong)作(zuo),指導所(suo)屬學(xue)(xue)(xue)校及(ji)時(shi)(shi)、妥(tuo)善處理(li)招(zhao)生(sheng)工(gong)(gong)作(zuo)中出現的(de)信訪問題。要(yao)簡化入(ru)學(xue)(xue)(xue)手續,加(jia)強部門(men)聯動(dong),充分(fen)利(li)用現代信息技(ji)術手段實施多(duo)部門(men)聯網(wang)審核驗證(zheng),共(gong)同做(zuo)好適齡兒童、少年(nian)的(de)就讀資格(ge)驗核工(gong)(gong)作(zuo)。要(yao)加(jia)強風險預(yu)判,制(zhi)定完善應急預(yu)案(an),健全應急機(ji)制(zhi),及(ji)時(shi)(shi)發現并妥(tuo)善處置苗頭性、傾向性問題,快速穩妥(tuo)處理(li)突(tu)發事件,確保(bao)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)工(gong)(gong)作(zuo)平穩有序。要(yao)加(jia)強對(dui)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)工(gong)(gong)作(zuo)的(de)監督(du)檢查,建(jian)立完善招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)監督(du)工(gong)(gong)作(zuo)機(ji)制(zhi)。
3.落實義務教育階段學(xue)校(xiao)招(zhao)生(sheng)職責。各義務教育階段學(xue)校(xiao)要規范(fan)招(zhao)生(sheng)行為,應當公示(shi)招(zhao)生(sheng)政策(ce)、招(zhao)生(sheng)計劃、招(zhao)生(sheng)片(pian)區、招(zhao)生(sheng)程序(xu)、招(zhao)生(sheng)結(jie)果、咨詢投訴電話,不(bu)得擅自(zi)跨片(pian)區招(zhao)生(sheng),不(bu)得擅自(zi)接收學(xue)生(sheng)跨片(pian)區擇校(xiao)就讀。要指導適齡兒童、少(shao)年(nian)的家長按(an)時申請學(xue)位,按(an)要求(qiu)及時、準(zhun)確提供就讀信(xin)息(xi)。
(二(er))堅(jian)持免試就近入(ru)學,合(he)理確定招生范圍
1.堅持免試(shi)就近入(ru)學(xue)。所(suo)有公辦(ban)民(min)辦(ban)學(xue)校都要嚴格遵(zun)守并(bing)全面落實義(yi)務教(jiao)育(yu)免試(shi)入(ru)學(xue)規定。堅決整(zheng)治(zhi)公辦(ban)民(min)辦(ban)學(xue)校通過面試(shi)、面談、人機對話、體驗(yan)活動、簡歷材料等方式(shi)為依據的(de)“掐尖”招生(sheng)(sheng)(sheng)、提前(qian)招生(sheng)(sheng)(sheng)、違(wei)規爭搶生(sheng)(sheng)(sheng)源(yuan)的(de)行(xing)為。市(shi)局(ju)直屬(shu)學(xue)校義(yi)務教(jiao)育(yu)招生(sheng)(sheng)(sheng)工作納入(ru)所(suo)在區教(jiao)育(yu)行(xing)政部門統一管(guan)理。
2.合理確定(ding)(ding)招(zhao)(zhao)生范圍(wei)。各區教育(yu)行(xing)政(zheng)(zheng)部(bu)(bu)門要嚴格按照“學(xue)(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)招(zhao)(zhao)生、生源就近入(ru)學(xue)(xue)”的(de)(de)目標要求,綜合考慮適(shi)齡(ling)兒童(tong)、少年(nian)(nian)人數(shu)、學(xue)(xue)校(xiao)(xiao)(xiao)分(fen)布、學(xue)(xue)校(xiao)(xiao)(xiao)規(gui)模(mo)、交通狀況等因(yin)素,采(cai)取單(dan)校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)或多校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)(pian)等方式,為每所公辦義務教育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)定(ding)(ding)服務片(pian)(pian)區范圍(wei),確保各片(pian)(pian)區之間(jian)教育(yu)資源大致均衡。在(zai)對學(xue)(xue)校(xiao)(xiao)(xiao)原招(zhao)(zhao)生范圍(wei)進行(xing)較大調整時,要充分(fen)聽取群(qun)眾意見,審慎論證,提前公告(gao)。片(pian)(pian)區確定(ding)(ding)后,應在(zai)一(yi)段時期內保持相對穩定(ding)(ding)。民(min)辦義務教育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)原則(ze)上面向本區范圍(wei)內招(zhao)(zhao)生,在(zai)滿足(zu)本區符合條件的(de)(de)適(shi)齡(ling)兒童(tong)、少年(nian)(nian)入(ru)學(xue)(xue)需(xu)求后,仍有剩余招(zhao)(zhao)生計劃(hua)(hua)且有住宿條件的(de)(de),經學(xue)(xue)校(xiao)(xiao)(xiao)申請,區教育(yu)行(xing)政(zheng)(zheng)部(bu)(bu)門審核,報(bao)市教育(yu)局同意,可跨區招(zhao)(zhao)收少量(liang)學(xue)(xue)生。民(min)辦義務教育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)應在(zai)教育(yu)行(xing)政(zheng)(zheng)部(bu)(bu)門核定(ding)(ding)的(de)(de)招(zhao)(zhao)生范圍(wei)內招(zhao)(zhao)生。
(三)剛性實(shi)施(shi)入學(xue)政(zheng)策,完善積(ji)(ji)(ji)分(fen)(fen)入學(xue)細則。所有公(gong)(gong)辦民辦學(xue)校要(yao)(yao)嚴(yan)格按(an)照《深圳市(shi)非深戶籍人(ren)員子女(nv)(nv)(nv)接受義務(wu)教(jiao)育管理(li)辦法》規定的(de)入學(xue)條件(jian)招生。各區教(jiao)育行(xing)政(zheng)部門(men)要(yao)(yao)不斷優(you)(you)化和(he)完善積(ji)(ji)(ji)分(fen)(fen)入學(xue)實(shi)施(shi)細則,充分(fen)(fen)體現(xian)教(jiao)育公(gong)(gong)平,合(he)理(li)設置積(ji)(ji)(ji)分(fen)(fen)類別、項目、標準和(he)分(fen)(fen)值,根據(ju)積(ji)(ji)(ji)分(fen)(fen)情況(kuang)和(he)招生計劃安(an)排(pai)學(xue)位,實(shi)施(shi)過程中要(yao)(yao)做到積(ji)(ji)(ji)分(fen)(fen)標準、積(ji)(ji)(ji)分(fen)(fen)結果(guo)、學(xue)位安(an)排(pai)“三公(gong)(gong)開”。積(ji)(ji)(ji)分(fen)(fen)入學(xue)細則要(yao)(yao)充分(fen)(fen)征求轄區居民意(yi)見,在招生工作實(shi)施(shi)前報市(shi)教(jiao)育局備案。2020年全面取消各類特長生招生。對烈士子女(nv)(nv)(nv)、符合(he)條件(jian)的(de)現(xian)役軍人(ren)子女(nv)(nv)(nv)及復(fu)退(tui)軍人(ren)子女(nv)(nv)(nv)、消防救援隊伍人(ren)員子女(nv)(nv)(nv)、公(gong)(gong)安(an)英模和(he)因公(gong)(gong)犧牲(sheng)傷殘警察子女(nv)(nv)(nv)、高層次人(ren)才子女(nv)(nv)(nv)等享受優(you)(you)惠政(zheng)策人(ren)員子女(nv)(nv)(nv)實(shi)施(shi)教(jiao)育優(you)(you)待政(zheng)策,并向社(she)會公(gong)(gong)示(shi)。
(四)完善(shan)民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理(li)。各區(qu)教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)(zheng)部門(men)要將(jiang)民(min)(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)納入統一(yi)(yi)管(guan)理(li),與公辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)同步(bu)招(zhao)(zhao)生(sheng)(sheng)(sheng)。民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的學(xue)(xue)(xue)(xue)位由政(zheng)(zheng)(zheng)府(fu)統籌(chou)安排或(huo)者政(zheng)(zheng)(zheng)府(fu)直(zhi)接向(xiang)民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)購買學(xue)(xue)(xue)(xue)位的,具體(ti)辦(ban)(ban)法(fa)由區(qu)教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)(zheng)部門(men)確定。要進一(yi)(yi)步(bu)加強對(dui)民(min)(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)指導和管(guan)理(li),統一(yi)(yi)規(gui)范(fan)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)報(bao)讀(du)民(min)(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的方(fang)法(fa)和途徑。民(min)(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃和招(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)案,要報(bao)主管(guan)教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)(zheng)部門(men)審(shen)核(he)后實(shi)施。2020年對(dui)面(mian)向(xiang)全區(qu)招(zhao)(zhao)生(sheng)(sheng)(sheng)且報(bao)名人(ren)數超過(guo)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃數的民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),全部實(shi)行(xing)電(dian)(dian)腦(nao)隨(sui)機(ji)搖號錄取。辦(ban)(ban)學(xue)(xue)(xue)(xue)層次(ci)同時包括小學(xue)(xue)(xue)(xue)和初中(zhong)的民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),應(ying)首先通(tong)過(guo)直(zhi)升(sheng)或(huo)電(dian)(dian)腦(nao)隨(sui)機(ji)搖號方(fang)式(shi)招(zhao)(zhao)收本校(xiao)(xiao)(xiao)自愿(yuan)報(bao)讀(du)初中(zhong)的小學(xue)(xue)(xue)(xue)畢業(ye)生(sheng)(sheng)(sheng),剩余的招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃應(ying)公開報(bao)名,實(shi)行(xing)電(dian)(dian)腦(nao)隨(sui)機(ji)搖號錄取。民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)電(dian)(dian)腦(nao)隨(sui)機(ji)搖號錄取的實(shi)施辦(ban)(ban)法(fa)由市教(jiao)(jiao)(jiao)育(yu)(yu)局(ju)統一(yi)(yi)制(zhi)定,各區(qu)教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)(zheng)部門(men)制(zhi)定操作(zuo)細則并組織實(shi)施。電(dian)(dian)腦(nao)隨(sui)機(ji)錄取工作(zuo)要做到全程(cheng)錄像,并邀(yao)請公證機(ji)構(gou)人(ren)員、紀檢人(ren)員、人(ren)大代(dai)表(biao)、政(zheng)(zheng)(zheng)協(xie)委員、新聞媒體(ti)代(dai)表(biao)和學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家長代(dai)表(biao)全程(cheng)監督。
(五)提高殘疾兒童少年入學率,提升特殊教育質量。各區要按國家要求,確保2020年殘疾兒童、少年義務教育入學率達到95%以上。按照“全覆蓋、零拒絕”的要求,根據適齡殘疾兒童、少年的實際情況,制訂教育安置方案,落實“一人一案”,通過普通學校就讀、特殊教育學校就讀、送教上門等多種方式,逐一做好入學安置工作。原則上各區要建設至少1所獨立設置的義務教育階段綜合性特殊教育學校。招收殘疾學生5人以上的普通學校要按規定建設特殊教育資源教室,按標準配備專職資源教師。市、區特殊教育學校科學設置招生類別、學段,錯位發展,協調發展。視力障礙教育、聽力障礙教育以市為主,智力障(zhang)礙等其他類型的義務(wu)(wu)教育以區為主。市屬(shu)特(te)殊教育學(xue)校要擴大高(gao)中(zhong)階(jie)段招生規模(mo),讓完成義務(wu)(wu)教育的殘疾學(xue)生都能接受適宜的高(gao)中(zhong)階(jie)段教育。
(六)加強招生計(ji)劃管理,消除(chu)大班(ban)(ban)(ban)(ban)(ban)額(e)(e)。各(ge)區教(jiao)育(yu)行政部門(men)要結合學(xue)(xue)(xue)校(xiao)辦(ban)學(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)條件,科學(xue)(xue)(xue)核定(ding)公(gong)辦(ban)民辦(ban)學(xue)(xue)(xue)校(xiao)招生計(ji)劃,于招生工作啟動前1周向社會公(gong)布。嚴格(ge)控制存在大班(ban)(ban)(ban)(ban)(ban)額(e)(e)和大校(xiao)額(e)(e)學(xue)(xue)(xue)校(xiao)的招生計(ji)劃。嚴禁超(chao)計(ji)劃招生,各(ge)義務教(jiao)育(yu)學(xue)(xue)(xue)校(xiao)起(qi)始年(nian)級嚴格(ge)按照(zhao)標準(zhun)班(ban)(ban)(ban)(ban)(ban)額(e)(e)招生,堅決防止產生新的大班(ban)(ban)(ban)(ban)(ban)額(e)(e),確保2020年(nian)基本消除(chu)大班(ban)(ban)(ban)(ban)(ban)額(e)(e)。
(七)落(luo)實(shi)(shi)控(kong)輟保(bao)(bao)學(xue)法(fa)(fa)(fa)定(ding)(ding)職(zhi)責(ze)。各區教(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部(bu)門(men)和(he)學(xue)校(xiao)要嚴格(ge)落(luo)實(shi)(shi)《義務(wu)教(jiao)(jiao)(jiao)育(yu)法(fa)(fa)(fa)》《未成年(nian)人(ren)保(bao)(bao)護法(fa)(fa)(fa)》等法(fa)(fa)(fa)律(lv)規定(ding)(ding),依(yi)法(fa)(fa)(fa)保(bao)(bao)障適(shi)齡(ling)兒童(tong)、少年(nian)接受義務(wu)教(jiao)(jiao)(jiao)育(yu)的(de)權利,要嚴格(ge)履行(xing)(xing)控(kong)輟保(bao)(bao)學(xue)法(fa)(fa)(fa)定(ding)(ding)職(zhi)責(ze),完善聯控(kong)聯保(bao)(bao)工作機制,落(luo)實(shi)(shi)失學(xue)輟學(xue)學(xue)生勸(quan)返復學(xue)、登記(ji)和(he)書面報告責(ze)任(ren)制度(du),建立完善控(kong)輟保(bao)(bao)學(xue)工作臺賬(zhang),共同做(zuo)好控(kong)輟保(bao)(bao)學(xue)工作。適(shi)齡(ling)兒童(tong)、少年(nian)因身體(ti)狀況(kuang)確(que)需(xu)延緩入學(xue)或者休學(xue)的(de),其(qi)父母或者其(qi)他法(fa)(fa)(fa)定(ding)(ding)監護人(ren)應當提出申(shen)請,由所在(zai)區教(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部(bu)門(men)批準。依(yi)法(fa)(fa)(fa)查處以在(zai)家學(xue)習、接受“私(si)塾”“讀(du)經班”等培訓替代國家統(tong)一實(shi)(shi)施的(de)義務(wu)教(jiao)(jiao)(jiao)育(yu)的(de)行(xing)(xing)為(wei)。嚴格(ge)外籍人(ren)員(yuan)子女(nv)學(xue)校(xiao)招(zhao)生管理,不得招(zhao)收中國籍學(xue)生。
二、加(jia)強普通(tong)高中(zhong)招生管理
(一(yi))剛性執(zhi)行(xing)高(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)。各區教(jiao)(jiao)育(yu)行(xing)政(zheng)部門和高(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)要(yao)(yao)提高(gao)政(zheng)治站位,響(xiang)應市(shi)民對于(yu)我市(shi)高(gao)中(zhong)(zhong)學(xue)(xue)位供需(xu)矛盾關切,嚴(yan)格按(an)照教(jiao)(jiao)育(yu)部門下發的(de)招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)文件執(zhi)行(xing)招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)和招(zhao)(zhao)(zhao)生(sheng)范(fan)圍,不(bu)得隨意變更招(zhao)(zhao)(zhao)生(sheng)規(gui)模。招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)一(yi)經下達,原則(ze)上不(bu)再受理調整招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)的(de)申請(qing),確(que)保(bao)招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)的(de)嚴(yan)肅性。各級教(jiao)(jiao)育(yu)行(xing)政(zheng)部門、各高(gao)中(zhong)(zhong)階段學(xue)(xue)校(xiao)(xiao)根(gen)據招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)的(de)要(yao)(yao)求(qiu),認(ren)真做好招(zhao)(zhao)(zhao)生(sheng)的(de)各項準(zhun)備工作,確(que)保(bao)學(xue)(xue)校(xiao)(xiao)正(zheng)常開學(xue)(xue)。民辦(ban)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)納入統(tong)一(yi)管理,并(bing)與公辦(ban)學(xue)(xue)校(xiao)(xiao)同(tong)步(bu)招(zhao)(zhao)(zhao)生(sheng)。各校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)的(de)執(zhi)行(xing)情況,將作為(wei)學(xue)(xue)校(xiao)(xiao)自主招(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)安排(pai)、規(gui)范(fan)辦(ban)學(xue)(xue)、辦(ban)學(xue)(xue)水平、辦(ban)學(xue)(xue)效益評估以及評先、評優等的(de)主要(yao)(yao)指標(biao)。全(quan)市(shi)公辦(ban)高(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)應堅持滿規(gui)模招(zhao)(zhao)(zhao)生(sheng)。2020年全(quan)面取消直升生(sheng)。
(二(er))落實(shi)指(zhi)標(biao)到(dao)校(xiao)政(zheng)策。認真落實(shi)指(zhi)標(biao)到(dao)校(xiao)政(zheng)策要求(qiu),每所(suo)優質普通(tong)高中學校(xiao)要安排不(bu)低于50%的招生名額,主要按(an)初中學校(xiao)在校(xiao)生數(shu),直接分(fen)配到(dao)全市各初中學校(xiao)(含民辦),促進義(yi)務教育(yu)(yu)均衡發展和(he)初中教育(yu)(yu)質量全面提高。
(三)統籌規范(fan)全(quan)市高(gao)中(zhong)自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工作。根據廣東省教育廳關(guan)(guan)于(yu)進一(yi)步完善和規范(fan)自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)的(de)(de)相關(guan)(guan)要求,市教育局全(quan)面統籌高(gao)中(zhong)自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工作,規范(fan)普通(tong)高(gao)中(zhong)學(xue)校開展自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)改革試(shi)點(dian),自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)比例原則上不超過(guo)學(xue)校年度招(zhao)(zhao)生(sheng)(sheng)計劃的(de)(de)10%。自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)對象主(zhu)(zhu)要為具有創新(xin)潛質和學(xue)科(ke)特(te)長的(de)(de)學(xue)生(sheng)(sheng)。2020年全(quan)市普通(tong)高(gao)中(zhong)自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)按照市教育局出(chu)臺制定(ding)的(de)(de)《深圳市教育局關(guan)(guan)于(yu)做好(hao)2020年普通(tong)高(gao)中(zhong)學(xue)校自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工作的(de)(de)通(tong)知》實(shi)施。
(四)規范學(xue)(xue)(xue)校招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為(wei)。積極探(tan)索(suo)基于初中(zhong)學(xue)(xue)(xue)業水平(ping)考試(shi)成(cheng)績、結合(he)綜(zong)合(he)素質表現評價的(de)高(gao)中(zhong)階段學(xue)(xue)(xue)校考試(shi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取(qu)模式。所有(you)高(gao)中(zhong)學(xue)(xue)(xue)校(含(han)民辦(ban)普通高(gao)中(zhong))需嚴格按照規定的(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)式進行統(tong)一(yi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁(jin)違規爭搶生(sheng)(sheng)(sheng)(sheng)源(yuan)、“掐(qia)尖”招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、跨市招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁(jin)招(zhao)(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)(sheng)”、“擇校生(sheng)(sheng)(sheng)(sheng)”和變相招(zhao)(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)(sheng)(sheng)”。嚴格控制加分項目及分值,規范資(zi)格審查制度(du)。
三、加(jia)強新生入學管(guan)理(li)
(一)加(jia)強(qiang)學(xue)(xue)生(sheng)分班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)管理(li)。各義務教育(yu)階段學(xue)(xue)校要(yao)實(shi)行均衡編班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban),嚴(yan)禁舉辦重點(dian)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban),包(bao)括以特長(chang)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)、特色班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)、快(kuai)慢班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)、尖子班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)、興趣班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)、實(shi)驗(yan)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)、國際班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)等(deng)名義的(de)變(bian)相重點(dian)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)。普(pu)通高中(zhong)學(xue)(xue)校要(yao)根據普(pu)通高中(zhong)課(ke)(ke)程方案和學(xue)(xue)生(sheng)選課(ke)(ke)情況,合理(li)排課(ke)(ke)編班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban),科學(xue)(xue)制訂選課(ke)(ke)走班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)指南(nan)和課(ke)(ke)程實(shi)施(shi)方案,確保課(ke)(ke)程之間、年(nian)級之間的(de)均衡性和學(xue)(xue)科學(xue)(xue)習的(de)連貫性。
(二)嚴格(ge)規范學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管理(li)。學(xue)(xue)(xue)校(xiao)(xiao)應(ying)當從學(xue)(xue)(xue)生入(ru)學(xue)(xue)(xue)之日起(qi)1個月(yue)內為學(xue)(xue)(xue)生建(jian)立學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)檔案,其中(zhong),殘(can)疾程度(du)較重(zhong)、無法進入(ru)學(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)習的(de)(de)(de)學(xue)(xue)(xue)生,由(you)承擔送教上門的(de)(de)(de)學(xue)(xue)(xue)校(xiao)(xiao)建(jian)立學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。學(xue)(xue)(xue)校(xiao)(xiao)要(yao)嚴格(ge)落實學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管理(li)“一人(ren)一籍(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)隨(sui)人(ren)走”的(de)(de)(de)要(yao)求,不(bu)(bu)得以(yi)虛(xu)假信(xin)息(xi)建(jian)立學(xue)(xue)(xue)生學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)(bu)得重(zhong)復(fu)建(jian)立學(xue)(xue)(xue)生學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)(bu)得擅(shan)自刪除學(xue)(xue)(xue)生電子學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)信(xin)息(xi)。未(wei)經(jing)義務(wu)教育(yu)招生平臺(tai)報名錄取(qu)的(de)(de)(de)學(xue)(xue)(xue)生不(bu)(bu)予建(jian)立學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。對于未(wei)經(jing)學(xue)(xue)(xue)校(xiao)(xiao)批(pi)準,不(bu)(bu)按學(xue)(xue)(xue)校(xiao)(xiao)規定(ding)期限到校(xiao)(xiao)辦理(li)注冊者,不(bu)(bu)予以(yi)建(jian)立學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。各區教育(yu)行政(zheng)主管部門要(yao)加強對學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)工作的(de)(de)(de)核查,及時查處和糾正學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)建(jian)檔過程中(zhong)的(de)(de)(de)不(bu)(bu)規范行為,嚴禁“人(ren)籍(ji)(ji)(ji)(ji)分(fen)離”、“雙重(zhong)學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)”等(deng)情況(kuang)出現。
(三)加強(qiang)課(ke)(ke)(ke)程(cheng)教(jiao)(jiao)材(cai)管(guan)理(li)。各區(qu)教(jiao)(jiao)育行政部門要加強(qiang)對教(jiao)(jiao)材(cai)使用情況的(de)檢(jian)查,嚴格遵照《中(zhong)共中(zhong)央 國(guo)(guo)務院關于深化教(jiao)(jiao)育教(jiao)(jiao)學改革全面提高(gao)義務教(jiao)(jiao)育質量(liang)的(de)意(yi)見》和(he)《中(zhong)小學教(jiao)(jiao)材(cai)管(guan)理(li)辦法》要求,不得以地方課(ke)(ke)(ke)程(cheng)教(jiao)(jiao)材(cai)、校(xiao)本課(ke)(ke)(ke)程(cheng)教(jiao)(jiao)材(cai)等替代國(guo)(guo)家課(ke)(ke)(ke)程(cheng)教(jiao)(jiao)材(cai)。義務教(jiao)(jiao)育學校(xiao)不得引進境(jing)外課(ke)(ke)(ke)程(cheng)、使用境(jing)外教(jiao)(jiao)材(cai)、使用未經審定(ding)教(jiao)(jiao)材(cai)。普通高(gao)中(zhong)選用境(jing)外教(jiao)(jiao)材(cai),按照國(guo)(guo)家有關政策(ce)執行。
四、建立考核和問責雙機(ji)制(zhi),確保招生工作全面落地(di)
市(shi)、區(qu)教(jiao)育(yu)(yu)(yu)(yu)督(du)導部(bu)門(men)要將(jiang)中(zhong)(zhong)小學(xue)招(zhao)生(sheng)入學(xue)工作(zuo)納入責(ze)任督(du)學(xue)日常督(du)導范圍,嚴肅查處違(wei)反教(jiao)育(yu)(yu)(yu)(yu)部(bu)“十項(xiang)(xiang)嚴禁”紀律(lv)要求和省教(jiao)育(yu)(yu)(yu)(yu)廳“六項(xiang)(xiang)規(gui)定(ding)(ding)”等違(wei)反招(zhao)生(sheng)政策和紀律(lv)以及(ji)擾(rao)亂(luan)中(zhong)(zhong)小學(xue)入學(xue)招(zhao)生(sheng)秩序的行為。對違(wei)規(gui)操作(zuo),查有(you)實(shi)據,造成重大(da)輿情,引發社會不(bu)穩定(ding)(ding),造成不(bu)良影響(xiang)的單位和個人實(shi)行問責(ze)。對于(yu)未(wei)落實(shi)《中(zhong)(zhong)共中(zhong)(zhong)央 國(guo)務院關(guan)于(yu)深化教(jiao)育(yu)(yu)(yu)(yu)教(jiao)學(xue)改革全(quan)面提高義(yi)務教(jiao)育(yu)(yu)(yu)(yu)質(zhi)量(liang)的意見》中(zhong)(zhong)義(yi)務教(jiao)育(yu)(yu)(yu)(yu)招(zhao)生(sheng)入學(xue)規(gui)定(ding)(ding)要求,或者出現轄區(qu)內義(yi)務教(jiao)育(yu)(yu)(yu)(yu)階段學(xue)校違(wei)規(gui)考試招(zhao)生(sheng)行為的,視(shi)同為落實(shi)中(zhong)(zhong)央和國(guo)家重大(da)政策不(bu)力,納入政府(fu)履行教(jiao)育(yu)(yu)(yu)(yu)職責(ze)評價。
