深圳市教育局關于做好2021年(nian)普通中小學招生入學工(gong)作的通知(zhi)

各區(新區、深汕特別合作區)教育行政部門,市局直屬各學校:

  為全(quan)面(mian)(mian)貫徹黨的(de)教(jiao)(jiao)(jiao)育(yu)(yu)方針,落實立德樹人(ren)(ren)根本任務,規范(fan)普通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)秩(zhi)序,切實維護教(jiao)(jiao)(jiao)育(yu)(yu)公平,努力讓每(mei)個(ge)孩子都(dou)能享(xiang)有公平而有質量的(de)教(jiao)(jiao)(jiao)育(yu)(yu),根據(ju)《中(zhong)(zhong)華人(ren)(ren)民(min)(min)共和(he)國(guo)義務教(jiao)(jiao)(jiao)育(yu)(yu)法(fa)》《中(zhong)(zhong)華人(ren)(ren)民(min)(min)共和(he)國(guo)民(min)(min)辦(ban)教(jiao)(jiao)(jiao)育(yu)(yu)促進法(fa)》《中(zhong)(zhong)共中(zhong)(zhong)央 國(guo)務院關于深(shen)(shen)(shen)化教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)改革(ge)全(quan)面(mian)(mian)提高義務教(jiao)(jiao)(jiao)育(yu)(yu)質量的(de)意見(jian)》《國(guo)務院辦(ban)公廳(ting)關于新(xin)時代推(tui)進普通(tong)(tong)高中(zhong)(zhong)育(yu)(yu)人(ren)(ren)方式改革(ge)的(de)指(zhi)導意見(jian)》《中(zhong)(zhong)共中(zhong)(zhong)央 國(guo)務院印發(fa)〈深(shen)(shen)(shen)化新(xin)時代教(jiao)(jiao)(jiao)育(yu)(yu)評價(jia)改革(ge)總體方案〉》《廣(guang)東省教(jiao)(jiao)(jiao)育(yu)(yu)廳(ting)關于進一步規范(fan)普通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)工作的(de)指(zhi)導意見(jian)》《深(shen)(shen)(shen)圳(zhen)市(shi)非(fei)深(shen)(shen)(shen)戶籍人(ren)(ren)員子女(nv)接受(shou)義務教(jiao)(jiao)(jiao)育(yu)(yu)管理辦(ban)法(fa)》《中(zhong)(zhong)共深(shen)(shen)(shen)圳(zhen)市(shi)委 深(shen)(shen)(shen)圳(zhen)市(shi)人(ren)(ren)民(min)(min)政(zheng)府印發(fa)〈關于推(tui)進教(jiao)(jiao)(jiao)育(yu)(yu)高質量發(fa)展(zhan)的(de)意見(jian)〉的(de)通(tong)(tong)知(zhi)》等法(fa)律法(fa)規文件精神,現就做好我市(shi)2021年普通(tong)(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)工作通(tong)(tong)知(zhi)如下:

  一、規范義務教育招生行為

  (一)強化屬地責任,落實“兩為(wei)主”

  1.落(luo)實(shi)(shi)“兩為(wei)(wei)主(zhu)”職責。各區(qu)(含新區(qu)、深汕特別合(he)作區(qu),下同(tong))政府要(yao)落(luo)實(shi)(shi)好舉(ju)辦(ban)(ban)(ban)、管理(li)和發展義(yi)務教(jiao)育(yu)的(de)主(zhu)體責任,認真落(luo)實(shi)(shi)國家(jia)“兩為(wei)(wei)主(zhu)”要(yao)求,進一步提高進城務工人(ren)員隨遷子女在公(gong)辦(ban)(ban)(ban)義(yi)務教(jiao)育(yu)學校(xiao)(xiao)就讀的(de)比例,增加(jia)公(gong)辦(ban)(ban)(ban)學位供給,統(tong)籌公(gong)辦(ban)(ban)(ban)民(min)辦(ban)(ban)(ban)學校(xiao)(xiao)招生(sheng),切實(shi)(shi)保障符合(he)條件的(de)適齡兒童、少(shao)年接受義(yi)務教(jiao)育(yu)的(de)權利(li)。各區(qu)要(yao)加(jia)強(qiang)組織領導,成立以區(qu)領導為(wei)(wei)組長(chang)的(de)義(yi)務教(jiao)育(yu)招生(sheng)工作領導小(xiao)組,定(ding)期(qi)召開招生(sheng)工作聯(lian)席(xi)會議,完善統(tong)籌協調(diao)工作機制(zhi),及時妥(tuo)善處理(li)本區(qu)義(yi)務教(jiao)育(yu)招生(sheng)中的(de)熱點難點問題。

  2.落實區教(jiao)育行政(zheng)部(bu)門招(zhao)(zhao)(zhao)(zhao)(zhao)生管(guan)理(li)(li)職(zhi)責。各區教(jiao)育行政(zheng)部(bu)門要(yao)(yao)(yao)(yao)(yao)切實加強義務教(jiao)育招(zhao)(zhao)(zhao)(zhao)(zhao)生工(gong)作的(de)組織和管(guan)理(li)(li),做好學(xue)位(wei)預測,及(ji)(ji)時公布學(xue)位(wei)供需情(qing)況(kuang),建(jian)立(li)招(zhao)(zhao)(zhao)(zhao)(zhao)生預警(jing)機制,合理(li)(li)引導(dao)家長預期(qi)。要(yao)(yao)(yao)(yao)(yao)積極探索研制招(zhao)(zhao)(zhao)(zhao)(zhao)生電子(zi)地圖(tu),便于實時分析研判各學(xue)區學(xue)位(wei)供給動態變化情(qing)況(kuang),方便學(xue)生家長便捷查詢各學(xue)校招(zhao)(zhao)(zhao)(zhao)(zhao)生范圍及(ji)(ji)學(xue)位(wei)供給信息(xi)。要(yao)(yao)(yao)(yao)(yao)科學(xue)制定(ding)招(zhao)(zhao)(zhao)(zhao)(zhao)生工(gong)作方案,做好網(wang)上招(zhao)(zhao)(zhao)(zhao)(zhao)生報(bao)名的(de)組織工(gong)作。要(yao)(yao)(yao)(yao)(yao)簡化入(ru)學(xue)手續,加強部(bu)門聯動,充(chong)分利用(yong)現代信息(xi)技(ji)術手段實施多部(bu)門聯網(wang)審核驗(yan)證(zheng),共同(tong)做好適齡(ling)兒童(tong)、少年的(de)就讀資格(ge)驗(yan)核工(gong)作。要(yao)(yao)(yao)(yao)(yao)加強風險預判,制定(ding)完(wan)善應急(ji)預案,健全(quan)應急(ji)機制,及(ji)(ji)時發現并妥善處置苗(miao)頭(tou)性、傾(qing)向性問(wen)題,快速穩(wen)妥處理(li)(li)突發事(shi)件(jian),確保招(zhao)(zhao)(zhao)(zhao)(zhao)生入(ru)學(xue)工(gong)作平(ping)穩(wen)有序。要(yao)(yao)(yao)(yao)(yao)加強對招(zhao)(zhao)(zhao)(zhao)(zhao)生入(ru)學(xue)工(gong)作的(de)監(jian)督(du)檢(jian)查,建(jian)立(li)完(wan)善招(zhao)(zhao)(zhao)(zhao)(zhao)生入(ru)學(xue)監(jian)督(du)工(gong)作機制。多形式(shi)加強招(zhao)(zhao)(zhao)(zhao)(zhao)生入(ru)學(xue)政(zheng)策的(de)宣講和解讀解釋工(gong)作,積極回應市民群眾(zhong)關切。

  3.落實(shi)學(xue)(xue)校招生(sheng)職責。各(ge)義(yi)務教育階(jie)段學(xue)(xue)校要(yao)(yao)規范招生(sheng)行為,按要(yao)(yao)求公開招生(sheng)計劃、招生(sheng)程序、招生(sheng)結果、咨詢投訴電話等,不(bu)得擅自(zi)跨片區招生(sheng),不(bu)得擅自(zi)接(jie)收學(xue)(xue)生(sheng)跨片區擇校就(jiu)讀(du)。要(yao)(yao)指(zhi)導適(shi)齡兒童(tong)、少(shao)年的家長按時申請(qing)學(xue)(xue)位,按要(yao)(yao)求及(ji)時、準確提供就(jiu)讀(du)信息。

  (二)堅持(chi)免試就近入學,合(he)理確定(ding)招生范圍

  1.堅持免試(shi)就近(jin)入(ru)(ru)(ru)學(xue)(xue)。所有(you)公辦(ban)民辦(ban)學(xue)(xue)校(xiao)都要嚴(yan)格遵守(shou)并全面落實(shi)義務(wu)教育免試(shi)入(ru)(ru)(ru)學(xue)(xue)規定(ding)。嚴(yan)禁公辦(ban)民辦(ban)學(xue)(xue)校(xiao)通過面試(shi)、面談、人機對(dui)話、體驗活(huo)動、簡歷材(cai)料(liao)等方式為(wei)依據的“掐尖”招(zhao)生(sheng)、提前招(zhao)生(sheng)、違規爭(zheng)搶生(sheng)源的行為(wei)。市局直屬(shu)學(xue)(xue)校(xiao)義務(wu)教育招(zhao)生(sheng)工(gong)作納(na)入(ru)(ru)(ru)所在區教育行政部門統一(yi)管理。

  2.合(he)理確定(ding)(ding)招(zhao)(zhao)生(sheng)(sheng)范(fan)圍(wei)。各區(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政(zheng)部門要(yao)(yao)嚴格按照“學(xue)(xue)校(xiao)(xiao)(xiao)劃片(pian)招(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源就(jiu)近入學(xue)(xue)”的(de)(de)目標要(yao)(yao)求,綜合(he)考(kao)慮適(shi)齡學(xue)(xue)生(sheng)(sheng)人數、學(xue)(xue)校(xiao)(xiao)(xiao)分布(bu)、學(xue)(xue)校(xiao)(xiao)(xiao)規模、交通狀況(kuang)等(deng)因素,為每所公辦義(yi)務教(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)劃定(ding)(ding)服(fu)務片(pian)區(qu)(qu)范(fan)圍(wei),確保各片(pian)區(qu)(qu)之間教(jiao)(jiao)育(yu)資源大致均衡。在(zai)對學(xue)(xue)校(xiao)(xiao)(xiao)原招(zhao)(zhao)生(sheng)(sheng)范(fan)圍(wei)進行(xing)較大調整(zheng)時,要(yao)(yao)充分聽取群眾意見,審慎論(lun)證(zheng),提前公告。片(pian)區(qu)(qu)確定(ding)(ding)后,應在(zai)一(yi)段時期內(nei)保持相對穩定(ding)(ding)。民辦義(yi)務教(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)不得超(chao)出(chu)教(jiao)(jiao)育(yu)行(xing)政(zheng)部門核定(ding)(ding)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)計(ji)劃和(he)招(zhao)(zhao)生(sheng)(sheng)范(fan)圍(wei)招(zhao)(zhao)生(sheng)(sheng),在(zai)滿足本(ben)區(qu)(qu)符合(he)條(tiao)件(jian)的(de)(de)適(shi)齡兒(er)童、少年入學(xue)(xue)需求后,仍有剩余招(zhao)(zhao)生(sheng)(sheng)計(ji)劃的(de)(de),經(jing)學(xue)(xue)校(xiao)(xiao)(xiao)申請,區(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政(zheng)部門審核,報市教(jiao)(jiao)育(yu)局同意,可(ke)跨區(qu)(qu)招(zhao)(zhao)生(sheng)(sheng)。

  (三)剛性(xing)實施入學政策,完善(shan)積(ji)分入學細則

  所有公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學(xue)(xue)(xue)校要(yao)(yao)嚴格按照《深圳市(shi)(shi)非深戶籍人(ren)(ren)員(yuan)子(zi)女接受義務教(jiao)育(yu)管理辦(ban)(ban)法》等文件規定的入(ru)(ru)學(xue)(xue)(xue)條(tiao)件招生,不得招收不符合我市(shi)(shi)就讀條(tiao)件的學(xue)(xue)(xue)生。各區教(jiao)育(yu)行政部門要(yao)(yao)不斷優(you)化積分(fen)入(ru)(ru)學(xue)(xue)(xue)實(shi)施細(xi)(xi)則,充分(fen)體現教(jiao)育(yu)公(gong)平,合理設(she)置積分(fen)類別(bie)、項目、標準(zhun)(zhun)和分(fen)值,根據積分(fen)情況和招生計劃安(an)排學(xue)(xue)(xue)位,實(shi)施過(guo)程中(zhong)要(yao)(yao)做到積分(fen)標準(zhun)(zhun)、積分(fen)結果、學(xue)(xue)(xue)位安(an)排“三公(gong)開”,公(gong)開過(guo)程中(zhong)應依法做好未成年人(ren)(ren)隱私(si)保(bao)護(hu)。積分(fen)入(ru)(ru)學(xue)(xue)(xue)細(xi)(xi)則要(yao)(yao)充分(fen)征求轄區居(ju)民(min)意見,在(zai)招生工作(zuo)實(shi)施前報市(shi)(shi)教(jiao)育(yu)局備案。2021年繼續全(quan)面取(qu)消各類特長生招生。對烈士、符合條(tiao)件的現役軍人(ren)(ren)及復退(tui)軍人(ren)(ren)、消防救援(yuan)隊伍人(ren)(ren)員(yuan)、公(gong)安(an)英模和因公(gong)犧牲傷殘警察、高(gao)層次人(ren)(ren)才(cai)等享(xiang)受優(you)惠政策人(ren)(ren)員(yuan)的子(zi)女實(shi)施教(jiao)育(yu)優(you)待政策,并向社會公(gong)示。

  (四)完善民(min)辦學校(xiao)招生管理

  各區(qu)(qu)教(jiao)育行(xing)政(zheng)(zheng)部門(men)(men)要(yao)將(jiang)民辦義務(wu)(wu)教(jiao)育學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招生(sheng)(sheng)(sheng)納入統一管理,全(quan)面(mian)落實(shi)(shi)與公(gong)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)同步招生(sheng)(sheng)(sheng)。民辦義務(wu)(wu)教(jiao)育學(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)(de)(de)招生(sheng)(sheng)(sheng)計劃(hua)和招生(sheng)(sheng)(sheng)方案,要(yao)報(bao)(bao)主管教(jiao)育行(xing)政(zheng)(zheng)部門(men)(men)審核。面(mian)向(xiang)全(quan)區(qu)(qu)招生(sheng)(sheng)(sheng)且報(bao)(bao)名(ming)人(ren)數超過(guo)招生(sheng)(sheng)(sheng)計劃(hua)數的(de)(de)(de)民辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao),全(quan)部實(shi)(shi)行(xing)電(dian)腦(nao)隨(sui)機(ji)搖號(hao)錄取。辦學(xue)(xue)(xue)層次同時包(bao)括小(xiao)(xiao)學(xue)(xue)(xue)和初中的(de)(de)(de)民辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao),應首先通(tong)過(guo)直升或(huo)電(dian)腦(nao)隨(sui)機(ji)搖號(hao)方式(shi)招收本校(xiao)(xiao)(xiao)自愿(yuan)報(bao)(bao)讀初中的(de)(de)(de)小(xiao)(xiao)學(xue)(xue)(xue)畢業生(sheng)(sheng)(sheng),剩余的(de)(de)(de)招生(sheng)(sheng)(sheng)計劃(hua)應公(gong)開(kai)報(bao)(bao)名(ming),實(shi)(shi)行(xing)電(dian)腦(nao)隨(sui)機(ji)搖號(hao)錄取。民辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)電(dian)腦(nao)隨(sui)機(ji)搖號(hao)錄取工作由各區(qu)(qu)組(zu)織實(shi)(shi)施,搖號(hao)過(guo)程要(yao)做到全(quan)程錄像(xiang),并邀請公(gong)證機(ji)構人(ren)員、紀(ji)檢人(ren)員、人(ren)大代表(biao)、政(zheng)(zheng)協(xie)委(wei)員、新聞(wen)媒體(ti)代表(biao)和學(xue)(xue)(xue)生(sheng)(sheng)(sheng)家長代表(biao)全(quan)程監督(du)。受(shou)政(zheng)(zheng)府委(wei)托承擔(dan)義務(wu)(wu)教(jiao)育學(xue)(xue)(xue)位(wei)任務(wu)(wu)的(de)(de)(de)民辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao),報(bao)(bao)名(ming)及(ji)錄取辦法由區(qu)(qu)教(jiao)育行(xing)政(zheng)(zheng)部門(men)(men)另(ling)行(xing)確定。

  (五)提高殘(can)疾兒童、少年入(ru)學率(lv),提升特殊教育質量(liang)

  各區(qu)(qu)要按(an)(an)國家要求(qiu),確保(bao)2021年(nian)殘疾(ji)兒(er)童、少年(nian)義務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)入學(xue)率達到95%以上。按(an)(an)照(zhao)“全覆(fu)蓋、零拒絕”的要求(qiu),根據適齡(ling)殘疾(ji)兒(er)童、少年(nian)的實際情況,制(zhi)訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)安置(zhi)方(fang)案(an)(an),落(luo)實“一(yi)人一(yi)案(an)(an)”,通過普通學(xue)校(xiao)(xiao)就(jiu)讀、特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)就(jiu)讀、送(song)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上門等多種方(fang)式,逐一(yi)做(zuo)好入學(xue)安置(zhi)工(gong)作。市(shi)(shi)、區(qu)(qu)特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)科學(xue)設置(zhi)招生類(lei)別、學(xue)段,錯位發展,協調發展。義務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)階段,視障(zhang)(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)、聽(ting)障(zhang)(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)主要由市(shi)(shi)屬學(xue)校(xiao)(xiao)承擔,智障(zhang)(zhang)等其他類(lei)型的特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)主要由區(qu)(qu)屬學(xue)校(xiao)(xiao)承擔。市(shi)(shi)屬特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)要擴大高中階段招生規模(mo),讓完成義務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)的殘疾(ji)學(xue)生都能接受(shou)適宜的高中階段教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)。

  (六)加(jia)強(qiang)招(zhao)生(sheng)計劃管(guan)理,嚴禁超標準班額招(zhao)生(sheng)

  各(ge)區教育(yu)行政部門要結合學(xue)(xue)(xue)(xue)校辦(ban)(ban)學(xue)(xue)(xue)(xue)規模(mo)、辦(ban)(ban)學(xue)(xue)(xue)(xue)條(tiao)件,科(ke)學(xue)(xue)(xue)(xue)核(he)定、及時公布公辦(ban)(ban)民(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校招(zhao)生(sheng)(sheng)計劃。嚴格(ge)控制(zhi)存在超(chao)(chao)標(biao)準(zhun)班(ban)額學(xue)(xue)(xue)(xue)校的招(zhao)生(sheng)(sheng)計劃。各(ge)義務教育(yu)學(xue)(xue)(xue)(xue)校起始年級嚴禁超(chao)(chao)標(biao)準(zhun)班(ban)額招(zhao)生(sheng)(sheng),堅決防止產(chan)生(sheng)(sheng)新(xin)的超(chao)(chao)標(biao)準(zhun)班(ban)額。嚴禁超(chao)(chao)核(he)定辦(ban)(ban)學(xue)(xue)(xue)(xue)規模(mo)和超(chao)(chao)標(biao)準(zhun)班(ban)額的學(xue)(xue)(xue)(xue)校接(jie)收轉學(xue)(xue)(xue)(xue)插班(ban)學(xue)(xue)(xue)(xue)生(sheng)(sheng)。

  (七(qi))落(luo)實控輟(chuo)保學法定職責

  各區(qu)教(jiao)育(yu)行政(zheng)部門和學(xue)校(xiao)要嚴(yan)(yan)格(ge)落實(shi)《中(zhong)華(hua)人(ren)民(min)共(gong)和國義(yi)務教(jiao)育(yu)法(fa)(fa)》《中(zhong)華(hua)人(ren)民(min)共(gong)和國未成(cheng)年人(ren)保護法(fa)(fa)》等法(fa)(fa)律規定(ding)(ding),依法(fa)(fa)保障(zhang)適齡兒(er)童(tong)、少年接受(shou)義(yi)務教(jiao)育(yu)的(de)權利,要嚴(yan)(yan)格(ge)履(lv)行控(kong)輟保學(xue)法(fa)(fa)定(ding)(ding)職責,完善聯控(kong)聯保工(gong)作機制,落實(shi)失學(xue)輟學(xue)學(xue)生勸返復學(xue)、登(deng)記和書面報告責任制度,建立完善控(kong)輟保學(xue)工(gong)作臺帳(zhang),共(gong)同做好控(kong)輟保學(xue)工(gong)作。適齡兒(er)童(tong)、少年因身(shen)體狀況確需(xu)延緩入學(xue)或者休學(xue)的(de),其父母或者其他法(fa)(fa)定(ding)(ding)監護人(ren)應當提出申請,由所在(zai)區(qu)教(jiao)育(yu)行政(zheng)部門批準。依法(fa)(fa)查處以在(zai)家學(xue)習、接受(shou)“私塾”“讀經班(ban)”等培訓替(ti)代國家統一實(shi)施的(de)義(yi)務教(jiao)育(yu)的(de)行為。嚴(yan)(yan)格(ge)外籍人(ren)員子(zi)女(nv)學(xue)校(xiao)招生管理,不得招收中(zhong)國籍學(xue)生。

  二、加強普通高中招生管理

  (一)剛性執行(xing)(xing)高中(zhong)招(zhao)(zhao)生計(ji)劃。高中(zhong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)要嚴格按照市(shi)(shi)教育局核定(ding)的(de)(de)招(zhao)(zhao)生計(ji)劃進行(xing)(xing)招(zhao)(zhao)生。招(zhao)(zhao)生計(ji)劃下達后,不(bu)(bu)再(zai)受理(li)調整招(zhao)(zhao)生計(ji)劃的(de)(de)申(shen)請。各級教育行(xing)(xing)政部門、各高中(zhong)階段(duan)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)根(gen)據招(zhao)(zhao)生計(ji)劃的(de)(de)要求(qiu),認真做好(hao)招(zhao)(zhao)生的(de)(de)各項準備工作(zuo),確保(bao)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)正(zheng)常開學(xue)(xue)(xue)。民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生納入統一管理(li),并與公辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)同(tong)步招(zhao)(zhao)生。各校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生計(ji)劃的(de)(de)執行(xing)(xing)情況,將作(zuo)為學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)自主(zhu)招(zhao)(zhao)生計(ji)劃安排(pai)、規范辦(ban)學(xue)(xue)(xue)、辦(ban)學(xue)(xue)(xue)水平、辦(ban)學(xue)(xue)(xue)效(xiao)益(yi)評估以(yi)及評先(xian)、評優等的(de)(de)主(zhu)要指標。全市(shi)(shi)公辦(ban)高中(zhong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)應(ying)按照核定(ding)辦(ban)學(xue)(xue)(xue)規模招(zhao)(zhao)生。普(pu)通高中(zhong)未經審批不(bu)(bu)得面向市(shi)(shi)外(wai)招(zhao)(zhao)生。

  (二)落實指標到校(xiao)(xiao)政策。認真落實指標到校(xiao)(xiao)政策要求(qiu),每(mei)所(suo)優質普通高中學(xue)校(xiao)(xiao)要安排(pai)不低(di)于50%的(de)招生名額,主要按初中學(xue)校(xiao)(xiao)在校(xiao)(xiao)生數,直接分配到全市各初中學(xue)校(xiao)(xiao)(含民辦),促進(jin)義務(wu)教(jiao)育優質均衡發(fa)展。

  (三(san))統(tong)籌(chou)(chou)規(gui)(gui)范全(quan)市(shi)(shi)高(gao)中自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)。根據廣東(dong)省教(jiao)(jiao)育廳(ting)關于進(jin)一步完善和規(gui)(gui)范自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)的(de)相關要求(qiu),市(shi)(shi)教(jiao)(jiao)育局全(quan)面統(tong)籌(chou)(chou)高(gao)中自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)作(zuo),進(jin)一步優化我市(shi)(shi)普(pu)通(tong)高(gao)中自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)布點,引(yin)導普(pu)通(tong)高(gao)中學校(xiao)(xiao)科學合理定位和分層分類發(fa)展。自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)對象(xiang)主(zhu)(zhu)要為(wei)具(ju)有創新(xin)潛質和學科特(te)長的(de)學生(sheng)。2021年(nian)全(quan)市(shi)(shi)普(pu)通(tong)高(gao)中自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)按照(zhao)市(shi)(shi)教(jiao)(jiao)育局出臺的(de)《深(shen)圳(zhen)市(shi)(shi)教(jiao)(jiao)育局關于做好2021年(nian)普(pu)通(tong)高(gao)中學校(xiao)(xiao)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工(gong)作(zuo)的(de)通(tong)知》實施。

  (四)規(gui)(gui)范學(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)行為。積(ji)極(ji)探索基于初中(zhong)(zhong)(zhong)學(xue)業水平考試(shi)成(cheng)績、結合綜(zong)合素質表現評(ping)價的(de)高中(zhong)(zhong)(zhong)階段學(xue)校(xiao)考試(shi)招(zhao)(zhao)(zhao)生(sheng)錄取模式。所有高中(zhong)(zhong)(zhong)學(xue)校(xiao)(含民辦普通高中(zhong)(zhong)(zhong))需嚴格按照規(gui)(gui)定的(de)招(zhao)(zhao)(zhao)生(sheng)范圍、招(zhao)(zhao)(zhao)生(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)方式進行統一招(zhao)(zhao)(zhao)生(sheng),嚴禁(jin)違規(gui)(gui)爭搶生(sheng)源(yuan)、跨(kua)審批區域招(zhao)(zhao)(zhao)生(sheng)、超計劃招(zhao)(zhao)(zhao)生(sheng)和提前招(zhao)(zhao)(zhao)生(sheng),嚴禁(jin)招(zhao)(zhao)(zhao)收“掛(gua)讀(du)生(sheng)”和“擇校(xiao)生(sheng)”。

  三、加強新生入學管理

  (一)規范學(xue)生分班(ban)(ban)(ban)(ban)管(guan)理(li)。各義務教育階段學(xue)校要實(shi)行均衡編(bian)班(ban)(ban)(ban)(ban),嚴禁舉(ju)辦重(zhong)點班(ban)(ban)(ban)(ban),包括以特長班(ban)(ban)(ban)(ban)、快慢(man)班(ban)(ban)(ban)(ban)、尖子(zi)班(ban)(ban)(ban)(ban)、興趣(qu)班(ban)(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)(ban)、國際班(ban)(ban)(ban)(ban)等名義的變相重(zhong)點班(ban)(ban)(ban)(ban)。普通高(gao)中學(xue)校要根據普通高(gao)中課程方案和學(xue)生選(xuan)課情況,合理(li)排課編(bian)班(ban)(ban)(ban)(ban),科學(xue)制訂(ding)選(xuan)課走班(ban)(ban)(ban)(ban)指南和課程實(shi)施(shi)方案。

  (二(er))嚴格規(gui)范學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)。學(xue)(xue)(xue)(xue)校(xiao)應當從學(xue)(xue)(xue)(xue)生(sheng)入學(xue)(xue)(xue)(xue)之日起1個月(yue)內為學(xue)(xue)(xue)(xue)生(sheng)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔案(an),其中,殘疾程度較重(zhong)、無法進入學(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)生(sheng),由承(cheng)擔送教(jiao)上門的(de)(de)學(xue)(xue)(xue)(xue)校(xiao)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)校(xiao)要嚴格落實學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)“一人一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨人走”的(de)(de)要求,不(bu)(bu)(bu)得以虛假信(xin)息(xi)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)(bu)得重(zhong)復(fu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)(bu)得擅自(zi)刪除學(xue)(xue)(xue)(xue)生(sheng)電子(zi)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信(xin)息(xi)。未經義務教(jiao)育招生(sheng)平臺報名錄取的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)不(bu)(bu)(bu)予(yu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對(dui)于未經學(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)(bu)(bu)按學(xue)(xue)(xue)(xue)校(xiao)規(gui)定期限到校(xiao)辦理(li)注冊者,不(bu)(bu)(bu)予(yu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教(jiao)育行政部門要加強對(dui)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作的(de)(de)核查,及時查處和糾正(zheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)檔過程中的(de)(de)不(bu)(bu)(bu)規(gui)范行為,嚴禁“人籍(ji)(ji)(ji)分離”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區(qu)教(jiao)育(yu)督導部(bu)門要將中(zhong)(zhong)(zhong)小學(xue)招生入(ru)學(xue)工(gong)作(zuo)(zuo)納(na)入(ru)責任督學(xue)日常督導范(fan)圍,嚴肅查處(chu)違(wei)反教(jiao)育(yu)部(bu)“十項嚴禁”紀律(lv)要求和省教(jiao)育(yu)廳(ting)“六(liu)項規定”等違(wei)反招生政策和紀律(lv)以(yi)及擾亂(luan)中(zhong)(zhong)(zhong)小學(xue)入(ru)學(xue)招生秩序的行(xing)(xing)為(wei)。對違(wei)規操作(zuo)(zuo),查有(you)實(shi)(shi)據(ju),造成不良影響(xiang)的單位和個人實(shi)(shi)行(xing)(xing)問責。對于未落實(shi)(shi)《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央 國務院關于深化教(jiao)育(yu)教(jiao)學(xue)改革全面提高義(yi)務教(jiao)育(yu)質量的意見(jian)》中(zhong)(zhong)(zhong)義(yi)務教(jiao)育(yu)招生入(ru)學(xue)規定要求,或者出現(xian)轄區(qu)內義(yi)務教(jiao)育(yu)階段學(xue)校違(wei)規考試招生行(xing)(xing)為(wei)的,視同為(wei)落實(shi)(shi)中(zhong)(zhong)(zhong)央和國家重大政策不力,納(na)入(ru)政府(fu)履(lv)行(xing)(xing)教(jiao)育(yu)職責評價。
