  一、規范義務教育招生行為

  (一)強化屬(shu)地責(ze)任,落(luo)實(shi)“兩為主”

  1.落實“兩(liang)為(wei)主”職責。各區(qu)(qu)(qu)(含新區(qu)(qu)(qu)、深汕特別(bie)合(he)作區(qu)(qu)(qu),下同(tong))政(zheng)府要落實好舉(ju)辦(ban)、管理(li)和發展(zhan)義務(wu)教(jiao)育(yu)(yu)(yu)的(de)主體(ti)責任,認(ren)真落實國家“兩(liang)為(wei)主”要求,進(jin)一步提(ti)高進(jin)城務(wu)工(gong)(gong)人員隨遷子女在公(gong)辦(ban)義務(wu)教(jiao)育(yu)(yu)(yu)學(xue)(xue)校就讀的(de)比例,增加(jia)公(gong)辦(ban)學(xue)(xue)位供給,統(tong)籌公(gong)辦(ban)民辦(ban)學(xue)(xue)校招(zhao)生,切實保障符(fu)合(he)條件的(de)適齡兒童、少年(nian)接受義務(wu)教(jiao)育(yu)(yu)(yu)的(de)權利。各區(qu)(qu)(qu)要加(jia)強組織領導(dao)(dao),成(cheng)立以(yi)區(qu)(qu)(qu)領導(dao)(dao)為(wei)組長的(de)義務(wu)教(jiao)育(yu)(yu)(yu)招(zhao)生工(gong)(gong)作領導(dao)(dao)小組,定(ding)期(qi)召開招(zhao)生工(gong)(gong)作聯(lian)席會議,完善統(tong)籌協調工(gong)(gong)作機制,及時妥善處理(li)本區(qu)(qu)(qu)義務(wu)教(jiao)育(yu)(yu)(yu)招(zhao)生中的(de)熱點(dian)(dian)難(nan)點(dian)(dian)問題。

  2.落實區(qu)教育(yu)行(xing)政部(bu)門招(zhao)生(sheng)(sheng)(sheng)(sheng)管理(li)(li)職責(ze)。各(ge)區(qu)教育(yu)行(xing)政部(bu)門要切實加強(qiang)(qiang)(qiang)(qiang)義(yi)務教育(yu)招(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)的(de)(de)組(zu)織(zhi)和(he)(he)管理(li)(li),做好學(xue)位預(yu)測,及時(shi)公布學(xue)位供需情況(kuang),建(jian)立招(zhao)生(sheng)(sheng)(sheng)(sheng)預(yu)警機(ji)制(zhi),合理(li)(li)引(yin)導(dao)家長預(yu)期(qi)。要積極(ji)(ji)探索研制(zhi)招(zhao)生(sheng)(sheng)(sheng)(sheng)電子地圖,便(bian)(bian)于實時(shi)分析研判(pan)各(ge)學(xue)區(qu)學(xue)位供給動(dong)態變化(hua)(hua)情況(kuang),方(fang)便(bian)(bian)學(xue)生(sheng)(sheng)(sheng)(sheng)家長便(bian)(bian)捷查(cha)詢(xun)各(ge)學(xue)校招(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍及學(xue)位供給信(xin)息(xi)。要科學(xue)制(zhi)定(ding)(ding)招(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)方(fang)案(an),做好網上(shang)招(zhao)生(sheng)(sheng)(sheng)(sheng)報名的(de)(de)組(zu)織(zhi)工作(zuo)。要簡化(hua)(hua)入(ru)學(xue)手(shou)續(xu),加強(qiang)(qiang)(qiang)(qiang)部(bu)門聯(lian)動(dong),充(chong)分利用現代信(xin)息(xi)技術手(shou)段實施多(duo)(duo)部(bu)門聯(lian)網審(shen)核驗證,共同做好適齡兒童、少年的(de)(de)就讀(du)(du)資(zi)格驗核工作(zuo)。要加強(qiang)(qiang)(qiang)(qiang)風(feng)險預(yu)判(pan),制(zhi)定(ding)(ding)完善(shan)應急預(yu)案(an),健全應急機(ji)制(zhi),及時(shi)發現并(bing)妥(tuo)(tuo)善(shan)處置苗(miao)頭性、傾向性問題(ti),快(kuai)速穩妥(tuo)(tuo)處理(li)(li)突發事(shi)件,確保(bao)招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)工作(zuo)平穩有序。要加強(qiang)(qiang)(qiang)(qiang)對招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)工作(zuo)的(de)(de)監(jian)督檢(jian)查(cha),建(jian)立完善(shan)招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)監(jian)督工作(zuo)機(ji)制(zhi)。多(duo)(duo)形式加強(qiang)(qiang)(qiang)(qiang)招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)政策的(de)(de)宣講和(he)(he)解讀(du)(du)解釋(shi)工作(zuo),積極(ji)(ji)回應市民群眾(zhong)關切。

  3.落實(shi)學(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)職責。各義務(wu)教育階段(duan)學(xue)校(xiao)(xiao)要(yao)規范招(zhao)(zhao)生(sheng)(sheng)行為,按(an)要(yao)求(qiu)公(gong)開招(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)程(cheng)序、招(zhao)(zhao)生(sheng)(sheng)結果、咨詢投訴電話(hua)等,不得擅(shan)自跨(kua)片(pian)區招(zhao)(zhao)生(sheng)(sheng),不得擅(shan)自接收學(xue)生(sheng)(sheng)跨(kua)片(pian)區擇(ze)校(xiao)(xiao)就讀。要(yao)指導適(shi)齡兒童、少年的(de)家長(chang)按(an)時(shi)申請學(xue)位(wei),按(an)要(yao)求(qiu)及時(shi)、準確提供就讀信息。

  (二)堅持免試就近入學,合理確定招(zhao)生范圍

  1.堅持免試(shi)就(jiu)近入(ru)學(xue)。所有(you)公辦民(min)辦學(xue)校(xiao)都要嚴(yan)格遵守并(bing)全面落(luo)實義(yi)(yi)務教育免試(shi)入(ru)學(xue)規(gui)(gui)定(ding)。嚴(yan)禁(jin)公辦民(min)辦學(xue)校(xiao)通過(guo)面試(shi)、面談(tan)、人機對話、體驗活動、簡(jian)歷材(cai)料等(deng)方式為依據的“掐尖”招(zhao)(zhao)生、提前招(zhao)(zhao)生、違規(gui)(gui)爭搶生源的行(xing)為。市局直屬學(xue)校(xiao)義(yi)(yi)務教育招(zhao)(zhao)生工作納入(ru)所在(zai)區教育行(xing)政部門統一管(guan)理。

  2.合理確定招生(sheng)范(fan)圍(wei)。各區(qu)(qu)教(jiao)育(yu)(yu)行政(zheng)部(bu)(bu)門要嚴格按照“學(xue)(xue)校劃(hua)(hua)片(pian)招生(sheng)、生(sheng)源(yuan)就近入學(xue)(xue)”的目(mu)標要求(qiu),綜合考慮適齡學(xue)(xue)生(sheng)人(ren)數(shu)、學(xue)(xue)校分布(bu)、學(xue)(xue)校規(gui)模(mo)、交通狀況(kuang)等(deng)因素(su),為每所公(gong)(gong)辦(ban)義務教(jiao)育(yu)(yu)學(xue)(xue)校劃(hua)(hua)定服務片(pian)區(qu)(qu)范(fan)圍(wei),確保(bao)各片(pian)區(qu)(qu)之(zhi)間教(jiao)育(yu)(yu)資(zi)源(yuan)大致均衡(heng)。在(zai)對學(xue)(xue)校原招生(sheng)范(fan)圍(wei)進(jin)行較(jiao)大調整時,要充分聽取群(qun)眾意見,審慎論證,提前公(gong)(gong)告。片(pian)區(qu)(qu)確定后(hou),應在(zai)一段時期內(nei)保(bao)持相(xiang)對穩定。民辦(ban)義務教(jiao)育(yu)(yu)學(xue)(xue)校不得超出教(jiao)育(yu)(yu)行政(zheng)部(bu)(bu)門核定的招生(sheng)計(ji)劃(hua)(hua)和招生(sheng)范(fan)圍(wei)招生(sheng),在(zai)滿足(zu)本區(qu)(qu)符合條件的適齡兒童(tong)、少年入學(xue)(xue)需(xu)求(qiu)后(hou),仍有剩余招生(sheng)計(ji)劃(hua)(hua)的,經學(xue)(xue)校申請,區(qu)(qu)教(jiao)育(yu)(yu)行政(zheng)部(bu)(bu)門審核,報市教(jiao)育(yu)(yu)局(ju)同意,可跨區(qu)(qu)招生(sheng)。

  (三(san))剛性實施(shi)入(ru)學政策(ce),完(wan)善(shan)積分入(ru)學細則

  所有(you)公(gong)辦民辦學(xue)校(xiao)要嚴格按(an)照(zhao)《深(shen)(shen)圳市(shi)非(fei)深(shen)(shen)戶籍(ji)人員(yuan)(yuan)子(zi)女(nv)(nv)接受義務教育(yu)管理辦法》等文件(jian)規定的(de)(de)入學(xue)條件(jian)招(zhao)生(sheng)(sheng),不得招(zhao)收不符合我市(shi)就讀條件(jian)的(de)(de)學(xue)生(sheng)(sheng)。各區教育(yu)行(xing)政部門(men)要不斷優化積(ji)(ji)分(fen)(fen)(fen)入學(xue)實施細則(ze),充分(fen)(fen)(fen)體現(xian)教育(yu)公(gong)平,合理設置積(ji)(ji)分(fen)(fen)(fen)類別、項目、標準和(he)分(fen)(fen)(fen)值,根(gen)據積(ji)(ji)分(fen)(fen)(fen)情(qing)況和(he)招(zhao)生(sheng)(sheng)計劃(hua)安(an)排(pai)學(xue)位(wei),實施過(guo)程中要做到積(ji)(ji)分(fen)(fen)(fen)標準、積(ji)(ji)分(fen)(fen)(fen)結果、學(xue)位(wei)安(an)排(pai)“三公(gong)開(kai)”,公(gong)開(kai)過(guo)程中應(ying)依(yi)法做好未成年(nian)人隱私保護。積(ji)(ji)分(fen)(fen)(fen)入學(xue)細則(ze)要充分(fen)(fen)(fen)征求轄(xia)區居(ju)民意見,在(zai)招(zhao)生(sheng)(sheng)工(gong)作實施前報市(shi)教育(yu)局備案(an)。2021年(nian)繼續(xu)全面取消各類特長生(sheng)(sheng)招(zhao)生(sheng)(sheng)。對烈士(shi)、符合條件(jian)的(de)(de)現(xian)役軍人及復(fu)退軍人、消防(fang)救援(yuan)隊伍(wu)人員(yuan)(yuan)、公(gong)安(an)英(ying)模和(he)因(yin)公(gong)犧(xi)牲傷殘警察、高層次人才(cai)等享受優惠政策人員(yuan)(yuan)的(de)(de)子(zi)女(nv)(nv)實施教育(yu)優待政策,并(bing)向(xiang)社會公(gong)示。

  (四)完(wan)善民(min)辦學校招生管理(li)

  各區教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)政(zheng)(zheng)部(bu)(bu)門要(yao)將民(min)(min)(min)辦義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)納入統(tong)一管理,全(quan)面落實與公(gong)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)同步招(zhao)生(sheng)(sheng)。民(min)(min)(min)辦義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)招(zhao)生(sheng)(sheng)計(ji)劃和招(zhao)生(sheng)(sheng)方案,要(yao)報(bao)主管教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)政(zheng)(zheng)部(bu)(bu)門審核。面向全(quan)區招(zhao)生(sheng)(sheng)且報(bao)名(ming)人(ren)數超過招(zhao)生(sheng)(sheng)計(ji)劃數的(de)民(min)(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao),全(quan)部(bu)(bu)實行(xing)電腦(nao)隨機(ji)(ji)(ji)搖(yao)(yao)號(hao)錄(lu)取。辦學(xue)(xue)(xue)層次(ci)同時包(bao)括(kuo)小(xiao)(xiao)學(xue)(xue)(xue)和初中(zhong)的(de)民(min)(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao),應(ying)(ying)首先通(tong)過直升或電腦(nao)隨機(ji)(ji)(ji)搖(yao)(yao)號(hao)方式招(zhao)收本(ben)校(xiao)(xiao)(xiao)自(zi)愿(yuan)報(bao)讀(du)初中(zhong)的(de)小(xiao)(xiao)學(xue)(xue)(xue)畢業(ye)生(sheng)(sheng),剩(sheng)余(yu)的(de)招(zhao)生(sheng)(sheng)計(ji)劃應(ying)(ying)公(gong)開報(bao)名(ming),實行(xing)電腦(nao)隨機(ji)(ji)(ji)搖(yao)(yao)號(hao)錄(lu)取。民(min)(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)電腦(nao)隨機(ji)(ji)(ji)搖(yao)(yao)號(hao)錄(lu)取工作由各區組織實施,搖(yao)(yao)號(hao)過程要(yao)做到全(quan)程錄(lu)像,并邀請公(gong)證(zheng)機(ji)(ji)(ji)構人(ren)員、紀(ji)檢人(ren)員、人(ren)大代表(biao)、政(zheng)(zheng)協委員、新聞(wen)媒體代表(biao)和學(xue)(xue)(xue)生(sheng)(sheng)家(jia)長(chang)代表(biao)全(quan)程監(jian)督。受政(zheng)(zheng)府委托承擔義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)位任務的(de)民(min)(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao),報(bao)名(ming)及錄(lu)取辦法由區教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)政(zheng)(zheng)部(bu)(bu)門另行(xing)確定。

  (五)提(ti)高殘疾(ji)兒(er)童(tong)、少年入學率,提(ti)升(sheng)特殊教育質量

  各區要(yao)按(an)國家要(yao)求,確(que)保2021年殘(can)疾兒(er)(er)童、少年義務教(jiao)育(yu)(yu)(yu)(yu)(yu)入(ru)學(xue)(xue)(xue)(xue)率達到95%以上。按(an)照“全覆(fu)蓋(gai)、零拒絕”的要(yao)求,根據適齡殘(can)疾兒(er)(er)童、少年的實際情況,制訂教(jiao)育(yu)(yu)(yu)(yu)(yu)安置方案,落實“一人一案”,通(tong)過普通(tong)學(xue)(xue)(xue)(xue)校(xiao)就(jiu)讀、特(te)殊教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)就(jiu)讀、送教(jiao)上門等多(duo)種方式,逐一做(zuo)好入(ru)學(xue)(xue)(xue)(xue)安置工(gong)作。市(shi)、區特(te)殊教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)科學(xue)(xue)(xue)(xue)設置招(zhao)生(sheng)類(lei)別、學(xue)(xue)(xue)(xue)段(duan),錯位(wei)發展,協調發展。義務教(jiao)育(yu)(yu)(yu)(yu)(yu)階(jie)段(duan),視障(zhang)教(jiao)育(yu)(yu)(yu)(yu)(yu)、聽障(zhang)教(jiao)育(yu)(yu)(yu)(yu)(yu)主要(yao)由市(shi)屬學(xue)(xue)(xue)(xue)校(xiao)承擔(dan),智障(zhang)等其他(ta)類(lei)型的特(te)殊教(jiao)育(yu)(yu)(yu)(yu)(yu)主要(yao)由區屬學(xue)(xue)(xue)(xue)校(xiao)承擔(dan)。市(shi)屬特(te)殊教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)要(yao)擴大高中(zhong)階(jie)段(duan)招(zhao)生(sheng)規模,讓完成(cheng)義務教(jiao)育(yu)(yu)(yu)(yu)(yu)的殘(can)疾學(xue)(xue)(xue)(xue)生(sheng)都(dou)能接(jie)受(shou)適宜的高中(zhong)階(jie)段(duan)教(jiao)育(yu)(yu)(yu)(yu)(yu)。

  (六)加(jia)強招(zhao)生計劃管理(li),嚴禁超(chao)標準(zhun)班額招(zhao)生

  各(ge)區(qu)教(jiao)育行政(zheng)部門要結合(he)學(xue)校(xiao)辦(ban)學(xue)規(gui)模(mo)、辦(ban)學(xue)條件,科(ke)學(xue)核(he)定(ding)、及時公(gong)布公(gong)辦(ban)民辦(ban)學(xue)校(xiao)招生(sheng)計劃(hua)。嚴格控制存在超(chao)標(biao)準(zhun)班額學(xue)校(xiao)的(de)招生(sheng)計劃(hua)。各(ge)義務教(jiao)育學(xue)校(xiao)起始年級嚴禁超(chao)標(biao)準(zhun)班額招生(sheng),堅(jian)決防(fang)止(zhi)產生(sheng)新的(de)超(chao)標(biao)準(zhun)班額。嚴禁超(chao)核(he)定(ding)辦(ban)學(xue)規(gui)模(mo)和超(chao)標(biao)準(zhun)班額的(de)學(xue)校(xiao)接收轉學(xue)插班學(xue)生(sheng)。

  (七)落實控輟保學法定(ding)職責

  各區教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部門和(he)學校要嚴(yan)格落實(shi)《中(zhong)(zhong)華人民(min)共和(he)國義務(wu)教(jiao)(jiao)育(yu)(yu)法(fa)》《中(zhong)(zhong)華人民(min)共和(he)國未成年人保護法(fa)》等法(fa)律規定(ding),依法(fa)保障適(shi)齡(ling)兒童(tong)、少年接受(shou)義務(wu)教(jiao)(jiao)育(yu)(yu)的(de)權利(li),要嚴(yan)格履行(xing)控(kong)輟(chuo)保學法(fa)定(ding)職(zhi)責,完(wan)善聯控(kong)聯保工(gong)作(zuo)機制,落實(shi)失(shi)學輟(chuo)學學生(sheng)勸返復學、登(deng)記和(he)書面報告責任制度,建立完(wan)善控(kong)輟(chuo)保學工(gong)作(zuo)臺帳(zhang),共同做好控(kong)輟(chuo)保學工(gong)作(zuo)。適(shi)齡(ling)兒童(tong)、少年因身體狀況(kuang)確需延緩入學或者休學的(de),其父(fu)母或者其他法(fa)定(ding)監護人應(ying)當提出申請,由所在區教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)部門批準。依法(fa)查處以在家(jia)學習、接受(shou)“私塾”“讀經(jing)班”等培訓替代國家(jia)統(tong)一實(shi)施(shi)的(de)義務(wu)教(jiao)(jiao)育(yu)(yu)的(de)行(xing)為。嚴(yan)格外籍人員(yuan)子女(nv)學校招生(sheng)管理,不得招收中(zhong)(zhong)國籍學生(sheng)。

  二、加強普通高中招生管理

  (一)剛(gang)性執(zhi)行高中(zhong)(zhong)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)。高中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要嚴格按照市教育局核定的(de)(de)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)進(jin)行招(zhao)(zhao)生(sheng)。招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)下達(da)后,不再受理調整招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)的(de)(de)申(shen)請。各(ge)級教育行政(zheng)部門(men)、各(ge)高中(zhong)(zhong)階段學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)根據(ju)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)的(de)(de)要求,認真做好招(zhao)(zhao)生(sheng)的(de)(de)各(ge)項準備(bei)工作(zuo),確保學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)正常開(kai)學(xue)(xue)(xue)(xue)(xue)。民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)納入統一管理,并與公辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)同步招(zhao)(zhao)生(sheng)。各(ge)校(xiao)(xiao)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)的(de)(de)執(zhi)行情況,將作(zuo)為學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)自主招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)(hua)安排、規范辦(ban)學(xue)(xue)(xue)(xue)(xue)、辦(ban)學(xue)(xue)(xue)(xue)(xue)水平、辦(ban)學(xue)(xue)(xue)(xue)(xue)效益評估以及評先、評優等的(de)(de)主要指標。全市公辦(ban)高中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應按照核定辦(ban)學(xue)(xue)(xue)(xue)(xue)規模招(zhao)(zhao)生(sheng)。普通高中(zhong)(zhong)未經(jing)審(shen)批(pi)不得面向市外招(zhao)(zhao)生(sheng)。

  (二)落實指標(biao)到校(xiao)(xiao)政策(ce)。認真(zhen)落實指標(biao)到校(xiao)(xiao)政策(ce)要求,每所優(you)質普通高中(zhong)學校(xiao)(xiao)要安排不低于50%的招生名額,主要按初(chu)(chu)中(zhong)學校(xiao)(xiao)在校(xiao)(xiao)生數,直接(jie)分配到全市各初(chu)(chu)中(zhong)學校(xiao)(xiao)(含民辦),促進義(yi)務教(jiao)育優(you)質均衡發展。

  (三(san))統籌(chou)規(gui)(gui)范(fan)全市(shi)高(gao)中(zhong)(zhong)自(zi)主(zhu)招(zhao)(zhao)(zhao)生工(gong)(gong)作(zuo)。根據廣東省教(jiao)(jiao)(jiao)育廳關于進一(yi)步完善和(he)規(gui)(gui)范(fan)自(zi)主(zhu)招(zhao)(zhao)(zhao)生的相關要求,市(shi)教(jiao)(jiao)(jiao)育局(ju)全面統籌(chou)高(gao)中(zhong)(zhong)自(zi)主(zhu)招(zhao)(zhao)(zhao)生工(gong)(gong)作(zuo),進一(yi)步優化(hua)我市(shi)普(pu)(pu)通(tong)高(gao)中(zhong)(zhong)自(zi)主(zhu)招(zhao)(zhao)(zhao)生布(bu)點,引導(dao)普(pu)(pu)通(tong)高(gao)中(zhong)(zhong)學校(xiao)科(ke)學合理定位和(he)分(fen)層分(fen)類發(fa)展。自(zi)主(zhu)招(zhao)(zhao)(zhao)生對象主(zhu)要為具有創新潛(qian)質和(he)學科(ke)特長(chang)的學生。2021年(nian)全市(shi)普(pu)(pu)通(tong)高(gao)中(zhong)(zhong)自(zi)主(zhu)招(zhao)(zhao)(zhao)生按照市(shi)教(jiao)(jiao)(jiao)育局(ju)出臺的《深圳市(shi)教(jiao)(jiao)(jiao)育局(ju)關于做好(hao)2021年(nian)普(pu)(pu)通(tong)高(gao)中(zhong)(zhong)學校(xiao)自(zi)主(zhu)招(zhao)(zhao)(zhao)生工(gong)(gong)作(zuo)的通(tong)知(zhi)》實施(shi)。

  (四)規范(fan)學校(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)行為。積極探(tan)索基于初中學業水平考試成績、結合綜合素質表(biao)現評價的高中階段學校(xiao)考試招(zhao)(zhao)(zhao)(zhao)生(sheng)錄取模式。所有高中學校(xiao)(含(han)民辦普通高中)需嚴(yan)(yan)格(ge)按照規定的招(zhao)(zhao)(zhao)(zhao)生(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)、招(zhao)(zhao)(zhao)(zhao)生(sheng)時間、招(zhao)(zhao)(zhao)(zhao)生(sheng)方式進行統一招(zhao)(zhao)(zhao)(zhao)生(sheng),嚴(yan)(yan)禁違規爭搶(qiang)生(sheng)源、跨審批區域招(zhao)(zhao)(zhao)(zhao)生(sheng)、超計(ji)劃(hua)(hua)招(zhao)(zhao)(zhao)(zhao)生(sheng)和(he)提前招(zhao)(zhao)(zhao)(zhao)生(sheng),嚴(yan)(yan)禁招(zhao)(zhao)(zhao)(zhao)收“掛(gua)讀生(sheng)”和(he)“擇校(xiao)生(sheng)”。

  三、加強新生入學管理

  (一)規范(fan)學(xue)生分(fen)班(ban)管理。各義(yi)務教育階段學(xue)校要實行均衡(heng)編班(ban),嚴禁(jin)舉辦重點班(ban),包括以特長(chang)班(ban)、快慢班(ban)、尖子班(ban)、興趣班(ban)和“奧賽”班(ban)、國際班(ban)等名義(yi)的(de)變相重點班(ban)。普通高中學(xue)校要根據普通高中課(ke)(ke)程(cheng)方案和學(xue)生選課(ke)(ke)情況,合理排課(ke)(ke)編班(ban),科學(xue)制訂選課(ke)(ke)走班(ban)指南(nan)和課(ke)(ke)程(cheng)實施方案。

  (二(er))嚴格(ge)規范學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管理(li)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應當(dang)從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月內為(wei)(wei)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)檔案,其中,殘疾程度較重(zhong)、無法進入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生,由承擔送教(jiao)(jiao)上門(men)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要嚴格(ge)落實學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管理(li)“一人一籍(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)隨人走”的(de)要求,不(bu)得以虛(xu)假(jia)信息(xi)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)得重(zhong)復建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)得擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生電子學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)信息(xi)。未經(jing)義務(wu)教(jiao)(jiao)育(yu)(yu)招生平臺報名錄(lu)取(qu)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生不(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。對于未經(jing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規定期限到校(xiao)辦理(li)注冊者,不(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。各區教(jiao)(jiao)育(yu)(yu)行政(zheng)部門(men)要加(jia)強(qiang)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)工作(zuo)的(de)核查(cha),及時(shi)查(cha)處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)建(jian)檔過程中的(de)不(bu)規范行為(wei)(wei),嚴禁“人籍(ji)(ji)(ji)(ji)分離”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區(qu)(qu)教(jiao)(jiao)(jiao)育(yu)督(du)(du)導部門(men)要(yao)將(jiang)中(zhong)(zhong)小(xiao)學招生(sheng)(sheng)入(ru)學工作納入(ru)責任督(du)(du)學日常(chang)督(du)(du)導范圍,嚴肅(su)查(cha)(cha)處(chu)違反教(jiao)(jiao)(jiao)育(yu)部“十項嚴禁”紀律要(yao)求(qiu)和省教(jiao)(jiao)(jiao)育(yu)廳“六項規(gui)定”等違反招生(sheng)(sheng)政(zheng)策(ce)和紀律以及擾亂中(zhong)(zhong)小(xiao)學入(ru)學招生(sheng)(sheng)秩序的(de)行(xing)為(wei)。對違規(gui)操作,查(cha)(cha)有實(shi)(shi)(shi)據(ju),造成(cheng)不(bu)良影響的(de)單(dan)位和個人實(shi)(shi)(shi)行(xing)問責。對于(yu)未落實(shi)(shi)(shi)《中(zhong)(zhong)共中(zhong)(zhong)央 國務院關(guan)于(yu)深化教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學改革全面提(ti)高義(yi)務教(jiao)(jiao)(jiao)育(yu)質量(liang)的(de)意見》中(zhong)(zhong)義(yi)務教(jiao)(jiao)(jiao)育(yu)招生(sheng)(sheng)入(ru)學規(gui)定要(yao)求(qiu),或者出現轄(xia)區(qu)(qu)內義(yi)務教(jiao)(jiao)(jiao)育(yu)階段學校違規(gui)考試(shi)招生(sheng)(sheng)行(xing)為(wei)的(de),視同為(wei)落實(shi)(shi)(shi)中(zhong)(zhong)央和國家重大政(zheng)策(ce)不(bu)力(li),納入(ru)政(zheng)府履行(xing)教(jiao)(jiao)(jiao)育(yu)職責評價(jia)。
