  一、規范義務教育招生行為

  (一)強化屬(shu)地責任,落實“兩為主”

  1.落實(shi)(shi)“兩為(wei)主(zhu)”職(zhi)責。各區(含(han)新(xin)區、深汕(shan)特別(bie)合作(zuo)區,下同)政府(fu)要落實(shi)(shi)好舉辦(ban)(ban)、管理和發(fa)展義務教(jiao)(jiao)(jiao)(jiao)育的主(zhu)體責任,認真落實(shi)(shi)國家(jia)“兩為(wei)主(zhu)”要求,進(jin)一步提高進(jin)城務工人員隨遷子女在公(gong)辦(ban)(ban)義務教(jiao)(jiao)(jiao)(jiao)育學(xue)校就讀的比例,增(zeng)加公(gong)辦(ban)(ban)學(xue)位供給,統籌(chou)公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學(xue)校招(zhao)(zhao)(zhao)生(sheng),切實(shi)(shi)保障符合條件(jian)的適齡兒童、少年接受義務教(jiao)(jiao)(jiao)(jiao)育的權(quan)利。各區要加強(qiang)組(zu)織(zhi)領導(dao),成立以區領導(dao)為(wei)組(zu)長的義務教(jiao)(jiao)(jiao)(jiao)育招(zhao)(zhao)(zhao)生(sheng)工作(zuo)領導(dao)小組(zu),定期召(zhao)開招(zhao)(zhao)(zhao)生(sheng)工作(zuo)聯席(xi)會議,完(wan)善(shan)統籌(chou)協調工作(zuo)機制,及時妥(tuo)善(shan)處(chu)理本區義務教(jiao)(jiao)(jiao)(jiao)育招(zhao)(zhao)(zhao)生(sheng)中的熱(re)點難點問題。

  2.落實(shi)區(qu)教(jiao)(jiao)育行政(zheng)部(bu)(bu)門招(zhao)生(sheng)(sheng)(sheng)(sheng)管(guan)理(li)職責。各(ge)(ge)區(qu)教(jiao)(jiao)育行政(zheng)部(bu)(bu)門要(yao)(yao)(yao)切實(shi)加強(qiang)義務教(jiao)(jiao)育招(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作(zuo)的(de)(de)組織(zhi)和(he)管(guan)理(li),做好(hao)學(xue)位(wei)預測,及(ji)時公布學(xue)位(wei)供需情(qing)況(kuang),建(jian)立招(zhao)生(sheng)(sheng)(sheng)(sheng)預警機(ji)制,合理(li)引導(dao)家長預期(qi)。要(yao)(yao)(yao)積(ji)極探(tan)索研(yan)制招(zhao)生(sheng)(sheng)(sheng)(sheng)電子地圖,便于實(shi)時分析研(yan)判各(ge)(ge)學(xue)區(qu)學(xue)位(wei)供給動(dong)態變(bian)化情(qing)況(kuang),方便學(xue)生(sheng)(sheng)(sheng)(sheng)家長便捷(jie)查詢各(ge)(ge)學(xue)校招(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍及(ji)學(xue)位(wei)供給信息(xi)(xi)。要(yao)(yao)(yao)科學(xue)制定(ding)招(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作(zuo)方案(an),做好(hao)網(wang)上招(zhao)生(sheng)(sheng)(sheng)(sheng)報名的(de)(de)組織(zhi)工(gong)作(zuo)。要(yao)(yao)(yao)簡(jian)化入(ru)學(xue)手續,加強(qiang)部(bu)(bu)門聯動(dong),充分利(li)用(yong)現代信息(xi)(xi)技術手段實(shi)施多(duo)部(bu)(bu)門聯網(wang)審核(he)驗(yan)證,共(gong)同做好(hao)適(shi)齡兒(er)童、少年的(de)(de)就讀資格(ge)驗(yan)核(he)工(gong)作(zuo)。要(yao)(yao)(yao)加強(qiang)風險(xian)預判,制定(ding)完善(shan)應(ying)急預案(an),健(jian)全應(ying)急機(ji)制,及(ji)時發(fa)(fa)現并妥善(shan)處置(zhi)苗頭性(xing)、傾向性(xing)問題(ti),快速穩妥處理(li)突(tu)發(fa)(fa)事件(jian),確保招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)工(gong)作(zuo)平穩有序。要(yao)(yao)(yao)加強(qiang)對(dui)招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)工(gong)作(zuo)的(de)(de)監督檢查,建(jian)立完善(shan)招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)監督工(gong)作(zuo)機(ji)制。多(duo)形式加強(qiang)招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)政(zheng)策(ce)的(de)(de)宣(xuan)講和(he)解(jie)讀解(jie)釋工(gong)作(zuo),積(ji)極回應(ying)市民群眾關切。

  3.落實學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)職責。各義務(wu)教育階(jie)段學(xue)校要規范(fan)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為,按要求公開(kai)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)程序、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)結果、咨詢投訴電(dian)話等,不得擅(shan)自(zi)跨片區(qu)(qu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),不得擅(shan)自(zi)接收學(xue)生(sheng)(sheng)(sheng)(sheng)跨片區(qu)(qu)擇校就讀。要指導適齡兒童、少年的家長按時申請學(xue)位,按要求及時、準確提供就讀信息。

  (二(er))堅持免試就近入(ru)學,合理確(que)定招生范(fan)圍

  1.堅(jian)持免(mian)試就近(jin)入(ru)(ru)學(xue)。所(suo)(suo)有(you)公辦民(min)辦學(xue)校都要嚴(yan)格遵守并全面落實義(yi)務教育(yu)免(mian)試入(ru)(ru)學(xue)規(gui)定。嚴(yan)禁公辦民(min)辦學(xue)校通過面試、面談、人(ren)機對話、體驗活動、簡歷材料(liao)等方式為(wei)依據的(de)“掐尖”招(zhao)生、提(ti)前招(zhao)生、違規(gui)爭搶(qiang)生源的(de)行為(wei)。市局直(zhi)屬學(xue)校義(yi)務教育(yu)招(zhao)生工(gong)作納入(ru)(ru)所(suo)(suo)在區(qu)教育(yu)行政(zheng)部門(men)統一管理。

  2.合理確定(ding)招(zhao)(zhao)(zhao)生(sheng)范(fan)圍。各區(qu)(qu)教(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門要(yao)嚴格按照“學(xue)(xue)(xue)校(xiao)劃(hua)片招(zhao)(zhao)(zhao)生(sheng)、生(sheng)源就近入學(xue)(xue)(xue)”的(de)(de)目標要(yao)求,綜合考慮(lv)適齡學(xue)(xue)(xue)生(sheng)人數(shu)、學(xue)(xue)(xue)校(xiao)分布(bu)、學(xue)(xue)(xue)校(xiao)規模(mo)、交通狀況等因素,為每所(suo)公(gong)辦(ban)義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)劃(hua)定(ding)服務(wu)片區(qu)(qu)范(fan)圍,確保各片區(qu)(qu)之間教(jiao)育(yu)(yu)資源大(da)(da)致均衡。在對(dui)學(xue)(xue)(xue)校(xiao)原(yuan)招(zhao)(zhao)(zhao)生(sheng)范(fan)圍進行(xing)較大(da)(da)調整時,要(yao)充分聽取群眾意見,審(shen)慎論證,提前公(gong)告。片區(qu)(qu)確定(ding)后(hou),應在一段時期(qi)內保持(chi)相(xiang)對(dui)穩定(ding)。民辦(ban)義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)不(bu)得超出(chu)教(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門核定(ding)的(de)(de)招(zhao)(zhao)(zhao)生(sheng)計劃(hua)和(he)招(zhao)(zhao)(zhao)生(sheng)范(fan)圍招(zhao)(zhao)(zhao)生(sheng),在滿足本區(qu)(qu)符合條件的(de)(de)適齡兒(er)童、少年入學(xue)(xue)(xue)需求后(hou),仍有剩余招(zhao)(zhao)(zhao)生(sheng)計劃(hua)的(de)(de),經學(xue)(xue)(xue)校(xiao)申請,區(qu)(qu)教(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)門審(shen)核,報市教(jiao)育(yu)(yu)局(ju)同意,可(ke)跨(kua)區(qu)(qu)招(zhao)(zhao)(zhao)生(sheng)。

  (三)剛(gang)性實施(shi)入學政策,完善積分入學細(xi)則

  所(suo)有公(gong)辦(ban)民辦(ban)學(xue)(xue)校要(yao)嚴格按照(zhao)《深圳市(shi)非深戶籍人(ren)員子女接受義(yi)務教(jiao)育管理辦(ban)法(fa)》等(deng)文件(jian)規定的(de)入(ru)學(xue)(xue)條件(jian)招(zhao)(zhao)生,不(bu)得招(zhao)(zhao)收不(bu)符合(he)我市(shi)就讀(du)條件(jian)的(de)學(xue)(xue)生。各區教(jiao)育行(xing)政部門要(yao)不(bu)斷優化積(ji)分(fen)(fen)入(ru)學(xue)(xue)實(shi)施細則(ze),充分(fen)(fen)體(ti)現教(jiao)育公(gong)平,合(he)理設(she)置積(ji)分(fen)(fen)類別、項目、標準和分(fen)(fen)值,根據積(ji)分(fen)(fen)情況和招(zhao)(zhao)生計劃安(an)(an)排(pai)學(xue)(xue)位,實(shi)施過程中要(yao)做到積(ji)分(fen)(fen)標準、積(ji)分(fen)(fen)結果(guo)、學(xue)(xue)位安(an)(an)排(pai)“三(san)公(gong)開”,公(gong)開過程中應依法(fa)做好(hao)未成年人(ren)隱私(si)保護。積(ji)分(fen)(fen)入(ru)學(xue)(xue)細則(ze)要(yao)充分(fen)(fen)征求轄區居民意見,在招(zhao)(zhao)生工作(zuo)實(shi)施前(qian)報市(shi)教(jiao)育局(ju)備案(an)。2021年繼續全面取消各類特(te)長生招(zhao)(zhao)生。對烈(lie)士(shi)、符合(he)條件(jian)的(de)現役軍人(ren)及復(fu)退(tui)軍人(ren)、消防救援隊伍人(ren)員、公(gong)安(an)(an)英模(mo)和因(yin)公(gong)犧牲傷殘警察、高(gao)層次(ci)人(ren)才等(deng)享受優惠政策人(ren)員的(de)子女實(shi)施教(jiao)育優待(dai)政策,并(bing)向社(she)會公(gong)示。

  (四)完善(shan)民辦學校招生管理(li)

  各區教育(yu)行政部門(men)(men)(men)要將民辦(ban)(ban)義務教育(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納(na)入統(tong)一管理,全面(mian)落實(shi)與公辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)同步招(zhao)(zhao)(zhao)生(sheng)(sheng)。民辦(ban)(ban)義務教育(yu)學(xue)(xue)校(xiao)(xiao)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃和招(zhao)(zhao)(zhao)生(sheng)(sheng)方案,要報主(zhu)管教育(yu)行政部門(men)(men)(men)審核。面(mian)向全區招(zhao)(zhao)(zhao)生(sheng)(sheng)且報名(ming)人數超過招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃數的(de)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao),全部實(shi)行電(dian)(dian)腦隨機搖(yao)號(hao)(hao)錄(lu)(lu)取(qu)(qu)。辦(ban)(ban)學(xue)(xue)層次同時包(bao)括(kuo)小學(xue)(xue)和初(chu)中的(de)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao),應首先通過直升或電(dian)(dian)腦隨機搖(yao)號(hao)(hao)方式(shi)招(zhao)(zhao)(zhao)收本校(xiao)(xiao)自愿報讀初(chu)中的(de)小學(xue)(xue)畢(bi)業(ye)生(sheng)(sheng),剩余(yu)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃應公開報名(ming),實(shi)行電(dian)(dian)腦隨機搖(yao)號(hao)(hao)錄(lu)(lu)取(qu)(qu)。民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)電(dian)(dian)腦隨機搖(yao)號(hao)(hao)錄(lu)(lu)取(qu)(qu)工(gong)作由各區組織實(shi)施,搖(yao)號(hao)(hao)過程(cheng)要做到全程(cheng)錄(lu)(lu)像,并邀(yao)請公證機構人員、紀檢人員、人大代表、政協委員、新聞媒體(ti)代表和學(xue)(xue)生(sheng)(sheng)家長(chang)代表全程(cheng)監督。受政府委托承擔義務教育(yu)學(xue)(xue)位(wei)任(ren)務的(de)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao),報名(ming)及(ji)錄(lu)(lu)取(qu)(qu)辦(ban)(ban)法由區教育(yu)行政部門(men)(men)(men)另行確(que)定。

  (五)提高殘疾兒童、少年入(ru)學(xue)率,提升特殊教(jiao)育質量(liang)

  各(ge)區(qu)要(yao)按國家要(yao)求,確保(bao)2021年(nian)(nian)殘(can)疾(ji)兒童、少年(nian)(nian)義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)入學(xue)率達到95%以上。按照“全覆蓋、零拒絕”的要(yao)求,根據適(shi)(shi)齡殘(can)疾(ji)兒童、少年(nian)(nian)的實(shi)際情況,制訂(ding)教(jiao)(jiao)(jiao)(jiao)育(yu)安置(zhi)方案,落實(shi)“一(yi)(yi)人一(yi)(yi)案”,通(tong)過普通(tong)學(xue)校(xiao)就讀(du)、特殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)就讀(du)、送教(jiao)(jiao)(jiao)(jiao)上門等多種(zhong)方式(shi),逐一(yi)(yi)做好入學(xue)安置(zhi)工作。市(shi)、區(qu)特殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)科學(xue)設置(zhi)招生(sheng)類別、學(xue)段,錯位發展,協(xie)調(diao)發展。義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)階(jie)段,視障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)、聽障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)主要(yao)由市(shi)屬(shu)學(xue)校(xiao)承(cheng)擔,智(zhi)障(zhang)等其(qi)他類型(xing)的特殊教(jiao)(jiao)(jiao)(jiao)育(yu)主要(yao)由區(qu)屬(shu)學(xue)校(xiao)承(cheng)擔。市(shi)屬(shu)特殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)要(yao)擴大高中(zhong)(zhong)階(jie)段招生(sheng)規模,讓完(wan)成義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)的殘(can)疾(ji)學(xue)生(sheng)都能接受適(shi)(shi)宜的高中(zhong)(zhong)階(jie)段教(jiao)(jiao)(jiao)(jiao)育(yu)。

  (六)加強招(zhao)生計劃管理,嚴禁超標準班額招(zhao)生

  各區(qu)教育行政部(bu)門要結合(he)學(xue)校(xiao)辦學(xue)規模(mo)、辦學(xue)條件(jian),科(ke)學(xue)核(he)定(ding)、及時公(gong)布公(gong)辦民(min)辦學(xue)校(xiao)招(zhao)(zhao)生(sheng)計(ji)劃。嚴格控制(zhi)存在超(chao)(chao)(chao)標(biao)準(zhun)班(ban)(ban)額(e)學(xue)校(xiao)的招(zhao)(zhao)生(sheng)計(ji)劃。各義務(wu)教育學(xue)校(xiao)起(qi)始年級嚴禁(jin)超(chao)(chao)(chao)標(biao)準(zhun)班(ban)(ban)額(e)招(zhao)(zhao)生(sheng),堅決防(fang)止產生(sheng)新的超(chao)(chao)(chao)標(biao)準(zhun)班(ban)(ban)額(e)。嚴禁(jin)超(chao)(chao)(chao)核(he)定(ding)辦學(xue)規模(mo)和超(chao)(chao)(chao)標(biao)準(zhun)班(ban)(ban)額(e)的學(xue)校(xiao)接收轉學(xue)插(cha)班(ban)(ban)學(xue)生(sheng)。

  (七)落實(shi)控(kong)輟保學法定職責(ze)

  各區教(jiao)育(yu)行(xing)政(zheng)部門(men)和(he)學(xue)校要嚴格落實(shi)《中(zhong)華人(ren)民共(gong)和(he)國(guo)(guo)義(yi)務(wu)教(jiao)育(yu)法(fa)》《中(zhong)華人(ren)民共(gong)和(he)國(guo)(guo)未成年人(ren)保(bao)護法(fa)》等法(fa)律規定(ding),依法(fa)保(bao)障適齡兒童、少年接受義(yi)務(wu)教(jiao)育(yu)的(de)權(quan)利(li),要嚴格履行(xing)控(kong)(kong)輟(chuo)保(bao)學(xue)法(fa)定(ding)職責(ze),完善聯控(kong)(kong)聯保(bao)工作(zuo)機制(zhi),落實(shi)失學(xue)輟(chuo)學(xue)學(xue)生(sheng)勸返復學(xue)、登記(ji)和(he)書(shu)面報告責(ze)任制(zhi)度(du),建立完善控(kong)(kong)輟(chuo)保(bao)學(xue)工作(zuo)臺帳,共(gong)同做好(hao)控(kong)(kong)輟(chuo)保(bao)學(xue)工作(zuo)。適齡兒童、少年因(yin)身體狀況確需延緩入學(xue)或者(zhe)休學(xue)的(de),其父(fu)母(mu)或者(zhe)其他(ta)法(fa)定(ding)監護人(ren)應當提出申(shen)請,由所在(zai)區教(jiao)育(yu)行(xing)政(zheng)部門(men)批準。依法(fa)查處以在(zai)家學(xue)習、接受“私塾”“讀經班”等培訓替代國(guo)(guo)家統一實(shi)施的(de)義(yi)務(wu)教(jiao)育(yu)的(de)行(xing)為。嚴格外(wai)籍人(ren)員子女學(xue)校招生(sheng)管理,不得招收中(zhong)國(guo)(guo)籍學(xue)生(sheng)。

  二、加強普通高中招生管理

  (一(yi))剛性執行(xing)(xing)高(gao)中(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)。高(gao)中(zhong)學(xue)(xue)(xue)(xue)校(xiao)要嚴格按(an)照(zhao)市教育(yu)局核(he)定的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)進行(xing)(xing)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)下達(da)后,不再受理調整招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)申請。各級教育(yu)行(xing)(xing)政(zheng)部門、各高(gao)中(zhong)階段學(xue)(xue)(xue)(xue)校(xiao)根據(ju)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)要求,認真做好招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)各項準備工(gong)作,確保學(xue)(xue)(xue)(xue)校(xiao)正常開學(xue)(xue)(xue)(xue)。民(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入統(tong)一(yi)管(guan)理,并與公辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)同步(bu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。各校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)執行(xing)(xing)情況(kuang),將作為(wei)學(xue)(xue)(xue)(xue)校(xiao)自主招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)安排、規范(fan)辦(ban)(ban)學(xue)(xue)(xue)(xue)、辦(ban)(ban)學(xue)(xue)(xue)(xue)水平(ping)、辦(ban)(ban)學(xue)(xue)(xue)(xue)效益評估以及評先、評優等的(de)主要指標。全市公辦(ban)(ban)高(gao)中(zhong)學(xue)(xue)(xue)(xue)校(xiao)應按(an)照(zhao)核(he)定辦(ban)(ban)學(xue)(xue)(xue)(xue)規模招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。普通(tong)高(gao)中(zhong)未經審批(pi)不得面向市外招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。

  (二)落實指標到(dao)(dao)校(xiao)政(zheng)策。認真落實指標到(dao)(dao)校(xiao)政(zheng)策要求,每所優質(zhi)普(pu)通高中學(xue)校(xiao)要安排不低(di)于50%的(de)招生(sheng)名額,主要按初中學(xue)校(xiao)在校(xiao)生(sheng)數,直接(jie)分配(pei)到(dao)(dao)全市各初中學(xue)校(xiao)(含民(min)辦),促進義(yi)務(wu)教育優質(zhi)均衡發展(zhan)。

  (三)統籌(chou)規(gui)范全(quan)(quan)市(shi)高(gao)中(zhong)(zhong)自(zi)主(zhu)招(zhao)生(sheng)(sheng)(sheng)工作。根據廣東省教育(yu)廳關于進一(yi)步完善(shan)和(he)規(gui)范自(zi)主(zhu)招(zhao)生(sheng)(sheng)(sheng)的(de)相(xiang)關要(yao)求,市(shi)教育(yu)局(ju)(ju)全(quan)(quan)面統籌(chou)高(gao)中(zhong)(zhong)自(zi)主(zhu)招(zhao)生(sheng)(sheng)(sheng)工作,進一(yi)步優化我市(shi)普(pu)通(tong)高(gao)中(zhong)(zhong)自(zi)主(zhu)招(zhao)生(sheng)(sheng)(sheng)布(bu)點,引導普(pu)通(tong)高(gao)中(zhong)(zhong)學校(xiao)科學合(he)理定位和(he)分(fen)層分(fen)類發展(zhan)。自(zi)主(zhu)招(zhao)生(sheng)(sheng)(sheng)對象主(zhu)要(yao)為具有創(chuang)新潛質和(he)學科特長的(de)學生(sheng)(sheng)(sheng)。2021年全(quan)(quan)市(shi)普(pu)通(tong)高(gao)中(zhong)(zhong)自(zi)主(zhu)招(zhao)生(sheng)(sheng)(sheng)按照市(shi)教育(yu)局(ju)(ju)出臺的(de)《深圳市(shi)教育(yu)局(ju)(ju)關于做好(hao)2021年普(pu)通(tong)高(gao)中(zhong)(zhong)學校(xiao)自(zi)主(zhu)招(zhao)生(sheng)(sheng)(sheng)工作的(de)通(tong)知》實施。

  (四(si))規(gui)范學(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)行為。積極探索(suo)基于初中(zhong)學(xue)業水平考試成績、結合綜合素質表現(xian)評價(jia)的(de)高(gao)中(zhong)階(jie)段學(xue)校(xiao)(xiao)考試招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模式。所有高(gao)中(zhong)學(xue)校(xiao)(xiao)(含(han)民辦普(pu)通高(gao)中(zhong))需嚴(yan)(yan)格按照規(gui)定的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)方式進(jin)行統(tong)一招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)禁(jin)違規(gui)爭搶生(sheng)(sheng)(sheng)源、跨審批區域(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)提(ti)前招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)禁(jin)招(zhao)(zhao)收“掛讀(du)生(sheng)(sheng)(sheng)”和(he)“擇(ze)校(xiao)(xiao)生(sheng)(sheng)(sheng)”。

  三、加強新生入學管理

  (一)規范學生(sheng)分班(ban)(ban)(ban)管(guan)理。各義務教育階段學校要(yao)實(shi)(shi)行均(jun)衡編班(ban)(ban)(ban),嚴(yan)禁(jin)舉(ju)辦重點班(ban)(ban)(ban),包括以特(te)長(chang)班(ban)(ban)(ban)、快(kuai)慢班(ban)(ban)(ban)、尖子班(ban)(ban)(ban)、興趣班(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)、國(guo)際班(ban)(ban)(ban)等(deng)名義的變相重點班(ban)(ban)(ban)。普通高(gao)(gao)中學校要(yao)根據普通高(gao)(gao)中課(ke)(ke)(ke)程(cheng)方案(an)和學生(sheng)選課(ke)(ke)(ke)情況,合理排課(ke)(ke)(ke)編班(ban)(ban)(ban),科學制訂(ding)選課(ke)(ke)(ke)走(zou)班(ban)(ban)(ban)指南(nan)和課(ke)(ke)(ke)程(cheng)實(shi)(shi)施(shi)方案(an)。

  (二)嚴(yan)格規(gui)范學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管(guan)(guan)理。學(xue)(xue)(xue)(xue)校(xiao)應當從(cong)學(xue)(xue)(xue)(xue)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)之日(ri)起1個月內為學(xue)(xue)(xue)(xue)生(sheng)(sheng)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔(dang)案,其中,殘疾程度(du)較重、無法(fa)進入學(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)習的學(xue)(xue)(xue)(xue)生(sheng)(sheng),由承擔(dan)送教上門的學(xue)(xue)(xue)(xue)校(xiao)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)校(xiao)要嚴(yan)格落實學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管(guan)(guan)理“一人一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨人走”的要求,不(bu)得(de)以虛假信息建(jian)立(li)(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)得(de)重復建(jian)立(li)(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)得(de)擅自刪除學(xue)(xue)(xue)(xue)生(sheng)(sheng)電子(zi)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信息。未(wei)經(jing)義務教育招生(sheng)(sheng)平臺(tai)報(bao)名錄取的學(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予建(jian)立(li)(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對于(yu)未(wei)經(jing)學(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)按學(xue)(xue)(xue)(xue)校(xiao)規(gui)定(ding)期限(xian)到(dao)校(xiao)辦理注冊者,不(bu)予建(jian)立(li)(li)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教育行(xing)政部門要加強對學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作的核查,及時查處和糾正學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)檔(dang)過程中的不(bu)規(gui)范行(xing)為,嚴(yan)禁“人籍(ji)(ji)(ji)分離”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區教育(yu)(yu)督導部(bu)門要將中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)招(zhao)(zhao)(zhao)生入(ru)(ru)學(xue)(xue)(xue)(xue)工作(zuo)納入(ru)(ru)責(ze)(ze)(ze)任(ren)督學(xue)(xue)(xue)(xue)日常督導范圍,嚴(yan)肅查(cha)處違(wei)反教育(yu)(yu)部(bu)“十項嚴(yan)禁”紀律要求和省教育(yu)(yu)廳(ting)“六項規定(ding)”等違(wei)反招(zhao)(zhao)(zhao)生政(zheng)策和紀律以(yi)及擾亂中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)入(ru)(ru)學(xue)(xue)(xue)(xue)招(zhao)(zhao)(zhao)生秩序的行為。對違(wei)規操(cao)作(zuo),查(cha)有實(shi)據,造成不良影響的單位(wei)和個人實(shi)行問責(ze)(ze)(ze)。對于(yu)(yu)未落實(shi)《中(zhong)(zhong)共中(zhong)(zhong)央 國務院關(guan)于(yu)(yu)深化教育(yu)(yu)教學(xue)(xue)(xue)(xue)改革全面提高義務教育(yu)(yu)質(zhi)量的意(yi)見》中(zhong)(zhong)義務教育(yu)(yu)招(zhao)(zhao)(zhao)生入(ru)(ru)學(xue)(xue)(xue)(xue)規定(ding)要求,或者出現轄區內義務教育(yu)(yu)階段學(xue)(xue)(xue)(xue)校違(wei)規考試招(zhao)(zhao)(zhao)生行為的,視(shi)同為落實(shi)中(zhong)(zhong)央和國家重大政(zheng)策不力,納入(ru)(ru)政(zheng)府履行教育(yu)(yu)職責(ze)(ze)(ze)評價。
