  一、規范義務教育招生行為

  (一)強化屬(shu)地責(ze)任,落實“兩為主”

  1.落實(shi)“兩為主”職責。各(ge)區(qu)(含(han)新區(qu)、深汕特別合作區(qu),下同)政府要落實(shi)好舉辦(ban)(ban)(ban)、管(guan)理(li)和發展義(yi)務(wu)教(jiao)育(yu)(yu)的(de)主體責任,認真落實(shi)國家“兩為主”要求,進(jin)(jin)一步提高(gao)進(jin)(jin)城務(wu)工(gong)(gong)人員隨遷子(zi)女在公(gong)辦(ban)(ban)(ban)義(yi)務(wu)教(jiao)育(yu)(yu)學校(xiao)就讀的(de)比例,增加(jia)(jia)公(gong)辦(ban)(ban)(ban)學位(wei)供給,統籌公(gong)辦(ban)(ban)(ban)民辦(ban)(ban)(ban)學校(xiao)招生(sheng),切實(shi)保障符合條件(jian)的(de)適齡兒童、少年(nian)接受義(yi)務(wu)教(jiao)育(yu)(yu)的(de)權(quan)利。各(ge)區(qu)要加(jia)(jia)強組織領導(dao),成立以區(qu)領導(dao)為組長的(de)義(yi)務(wu)教(jiao)育(yu)(yu)招生(sheng)工(gong)(gong)作領導(dao)小(xiao)組,定期召(zhao)開(kai)招生(sheng)工(gong)(gong)作聯席會議,完(wan)善統籌協(xie)調工(gong)(gong)作機制,及時妥善處(chu)理(li)本(ben)區(qu)義(yi)務(wu)教(jiao)育(yu)(yu)招生(sheng)中的(de)熱(re)點難點問(wen)題。

  2.落實(shi)區(qu)教(jiao)育(yu)行(xing)政部(bu)門招(zhao)(zhao)生(sheng)(sheng)管(guan)理職(zhi)責。各(ge)區(qu)教(jiao)育(yu)行(xing)政部(bu)門要(yao)(yao)(yao)切實(shi)加強(qiang)(qiang)義務教(jiao)育(yu)招(zhao)(zhao)生(sheng)(sheng)工作的(de)(de)組織和管(guan)理,做(zuo)好學(xue)(xue)位預測,及(ji)(ji)時(shi)公布學(xue)(xue)位供需情(qing)況(kuang),建立(li)招(zhao)(zhao)生(sheng)(sheng)預警機制(zhi)(zhi)(zhi),合理引導(dao)家長(chang)預期(qi)。要(yao)(yao)(yao)積(ji)極(ji)探索研(yan)制(zhi)(zhi)(zhi)招(zhao)(zhao)生(sheng)(sheng)電子地圖,便于實(shi)時(shi)分(fen)析研(yan)判(pan)各(ge)學(xue)(xue)區(qu)學(xue)(xue)位供給(gei)(gei)動態(tai)變化(hua)情(qing)況(kuang),方便學(xue)(xue)生(sheng)(sheng)家長(chang)便捷查(cha)詢各(ge)學(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng)范(fan)圍及(ji)(ji)學(xue)(xue)位供給(gei)(gei)信息。要(yao)(yao)(yao)科學(xue)(xue)制(zhi)(zhi)(zhi)定(ding)招(zhao)(zhao)生(sheng)(sheng)工作方案,做(zuo)好網上招(zhao)(zhao)生(sheng)(sheng)報名的(de)(de)組織工作。要(yao)(yao)(yao)簡化(hua)入學(xue)(xue)手(shou)續,加強(qiang)(qiang)部(bu)門聯動,充分(fen)利用現(xian)代(dai)信息技(ji)術手(shou)段實(shi)施(shi)多部(bu)門聯網審核(he)(he)驗證,共同做(zuo)好適齡(ling)兒童、少年的(de)(de)就(jiu)讀資(zi)格驗核(he)(he)工作。要(yao)(yao)(yao)加強(qiang)(qiang)風險預判(pan),制(zhi)(zhi)(zhi)定(ding)完善(shan)應急(ji)預案,健全應急(ji)機制(zhi)(zhi)(zhi),及(ji)(ji)時(shi)發(fa)現(xian)并妥善(shan)處(chu)置苗頭性、傾向(xiang)性問題(ti),快速穩(wen)妥處(chu)理突發(fa)事件,確保招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)工作平穩(wen)有序(xu)。要(yao)(yao)(yao)加強(qiang)(qiang)對招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)工作的(de)(de)監督檢查(cha),建立(li)完善(shan)招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)監督工作機制(zhi)(zhi)(zhi)。多形式加強(qiang)(qiang)招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)政策的(de)(de)宣講(jiang)和解(jie)讀解(jie)釋(shi)工作,積(ji)極(ji)回(hui)應市民群眾關切。

  3.落實學(xue)校招(zhao)生職(zhi)責(ze)。各義(yi)務教育(yu)階段學(xue)校要規范招(zhao)生行(xing)為(wei),按(an)要求公開招(zhao)生計劃、招(zhao)生程序、招(zhao)生結(jie)果、咨詢投(tou)訴電話等,不得擅自跨片區(qu)招(zhao)生,不得擅自接收學(xue)生跨片區(qu)擇(ze)校就讀。要指(zhi)導適齡兒童、少年的家長按(an)時申請學(xue)位,按(an)要求及時、準(zhun)確提供就讀信息(xi)。

  (二(er))堅(jian)持(chi)免(mian)試就近入學,合(he)理確定招生范圍

  1.堅持免試就近(jin)入(ru)學(xue)(xue)。所有公辦(ban)民辦(ban)學(xue)(xue)校(xiao)都要嚴(yan)格遵守并全面落實義(yi)務(wu)教(jiao)育(yu)免試入(ru)學(xue)(xue)規定(ding)。嚴(yan)禁公辦(ban)民辦(ban)學(xue)(xue)校(xiao)通過(guo)面試、面談、人機對話、體驗活(huo)動、簡歷材料等方式為(wei)依據的(de)“掐尖”招(zhao)生(sheng)、提(ti)前招(zhao)生(sheng)、違規爭搶生(sheng)源的(de)行為(wei)。市局直屬學(xue)(xue)校(xiao)義(yi)務(wu)教(jiao)育(yu)招(zhao)生(sheng)工(gong)作納入(ru)所在區教(jiao)育(yu)行政部門統一管理。

  2.合理確定招(zhao)(zhao)(zhao)生范圍。各區(qu)教(jiao)(jiao)(jiao)(jiao)育行(xing)(xing)(xing)政(zheng)部門要(yao)嚴格(ge)按照“學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)劃片(pian)(pian)招(zhao)(zhao)(zhao)生、生源就近入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)”的目標要(yao)求,綜(zong)合考慮適齡(ling)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生人數、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)分布、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)規模(mo)、交通狀(zhuang)況等因素(su),為(wei)每所公(gong)辦(ban)義(yi)務教(jiao)(jiao)(jiao)(jiao)育學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)劃定服務片(pian)(pian)區(qu)范圍,確保各片(pian)(pian)區(qu)之(zhi)間教(jiao)(jiao)(jiao)(jiao)育資(zi)源大(da)致(zhi)均衡。在(zai)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)原招(zhao)(zhao)(zhao)生范圍進行(xing)(xing)(xing)較大(da)調整時(shi)(shi),要(yao)充(chong)分聽(ting)取群眾意見,審慎論證,提前公(gong)告。片(pian)(pian)區(qu)確定后,應(ying)在(zai)一段時(shi)(shi)期(qi)內保持相對穩定。民辦(ban)義(yi)務教(jiao)(jiao)(jiao)(jiao)育學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)不得(de)超出教(jiao)(jiao)(jiao)(jiao)育行(xing)(xing)(xing)政(zheng)部門核定的招(zhao)(zhao)(zhao)生計劃和招(zhao)(zhao)(zhao)生范圍招(zhao)(zhao)(zhao)生,在(zai)滿足本區(qu)符合條件的適齡(ling)兒(er)童、少(shao)年(nian)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)需求后,仍有剩余招(zhao)(zhao)(zhao)生計劃的,經(jing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)申請,區(qu)教(jiao)(jiao)(jiao)(jiao)育行(xing)(xing)(xing)政(zheng)部門審核,報市(shi)教(jiao)(jiao)(jiao)(jiao)育局同意,可跨區(qu)招(zhao)(zhao)(zhao)生。

  (三(san))剛(gang)性(xing)實施入(ru)學政策,完(wan)善(shan)積分入(ru)學細則

  所(suo)有(you)公(gong)辦民(min)辦學(xue)校要嚴格(ge)按(an)照《深(shen)圳市(shi)非深(shen)戶籍(ji)人(ren)員(yuan)子女(nv)(nv)接受(shou)義務教(jiao)育管理辦法》等文(wen)件規定的(de)入(ru)學(xue)條(tiao)件招(zhao)生(sheng),不(bu)得招(zhao)收(shou)不(bu)符合我(wo)市(shi)就讀條(tiao)件的(de)學(xue)生(sheng)。各(ge)區(qu)教(jiao)育行政(zheng)(zheng)部門要不(bu)斷(duan)優(you)化積分入(ru)學(xue)實施細則,充分體現教(jiao)育公(gong)平,合理設置積分類(lei)別、項目、標(biao)準(zhun)和(he)分值,根據積分情況和(he)招(zhao)生(sheng)計劃安排學(xue)位,實施過程(cheng)中要做到積分標(biao)準(zhun)、積分結果、學(xue)位安排“三公(gong)開(kai)”,公(gong)開(kai)過程(cheng)中應依(yi)法做好未成年人(ren)隱私保護。積分入(ru)學(xue)細則要充分征求轄(xia)區(qu)居民(min)意見,在招(zhao)生(sheng)工作實施前(qian)報市(shi)教(jiao)育局備(bei)案。2021年繼(ji)續全面(mian)取消各(ge)類(lei)特長生(sheng)招(zhao)生(sheng)。對烈士(shi)、符合條(tiao)件的(de)現役(yi)軍人(ren)及(ji)復退軍人(ren)、消防救援隊伍(wu)人(ren)員(yuan)、公(gong)安英模和(he)因公(gong)犧牲傷殘(can)警察、高層次(ci)人(ren)才等享受(shou)優(you)惠政(zheng)(zheng)策(ce)人(ren)員(yuan)的(de)子女(nv)(nv)實施教(jiao)育優(you)待政(zheng)(zheng)策(ce),并(bing)向(xiang)社會公(gong)示(shi)。

  (四)完善(shan)民(min)辦學校招生管理

  各區教(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部(bu)(bu)門(men)要將民(min)(min)辦義(yi)務(wu)(wu)教(jiao)育學(xue)(xue)校(xiao)招(zhao)生(sheng)納(na)入統一管理(li),全(quan)面落(luo)實與公(gong)辦學(xue)(xue)校(xiao)同步招(zhao)生(sheng)。民(min)(min)辦義(yi)務(wu)(wu)教(jiao)育學(xue)(xue)校(xiao)的(de)(de)(de)(de)招(zhao)生(sheng)計劃(hua)和招(zhao)生(sheng)方案,要報主管教(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部(bu)(bu)門(men)審核。面向(xiang)全(quan)區招(zhao)生(sheng)且報名人(ren)數超(chao)過招(zhao)生(sheng)計劃(hua)數的(de)(de)(de)(de)民(min)(min)辦學(xue)(xue)校(xiao),全(quan)部(bu)(bu)實行(xing)(xing)(xing)電(dian)腦隨(sui)(sui)機(ji)搖(yao)(yao)(yao)號錄(lu)取。辦學(xue)(xue)層次同時包括小(xiao)(xiao)學(xue)(xue)和初中(zhong)的(de)(de)(de)(de)民(min)(min)辦學(xue)(xue)校(xiao),應(ying)首先通(tong)過直升或(huo)電(dian)腦隨(sui)(sui)機(ji)搖(yao)(yao)(yao)號方式招(zhao)收本校(xiao)自愿報讀初中(zhong)的(de)(de)(de)(de)小(xiao)(xiao)學(xue)(xue)畢業生(sheng),剩余的(de)(de)(de)(de)招(zhao)生(sheng)計劃(hua)應(ying)公(gong)開報名,實行(xing)(xing)(xing)電(dian)腦隨(sui)(sui)機(ji)搖(yao)(yao)(yao)號錄(lu)取。民(min)(min)辦學(xue)(xue)校(xiao)電(dian)腦隨(sui)(sui)機(ji)搖(yao)(yao)(yao)號錄(lu)取工作由各區組織(zhi)實施,搖(yao)(yao)(yao)號過程(cheng)要做(zuo)到全(quan)程(cheng)錄(lu)像,并(bing)邀請公(gong)證機(ji)構(gou)人(ren)員、紀檢人(ren)員、人(ren)大代表(biao)(biao)(biao)、政(zheng)(zheng)協(xie)委(wei)員、新聞媒體代表(biao)(biao)(biao)和學(xue)(xue)生(sheng)家(jia)長(chang)代表(biao)(biao)(biao)全(quan)程(cheng)監督。受政(zheng)(zheng)府委(wei)托(tuo)承擔(dan)義(yi)務(wu)(wu)教(jiao)育學(xue)(xue)位(wei)任務(wu)(wu)的(de)(de)(de)(de)民(min)(min)辦學(xue)(xue)校(xiao),報名及(ji)錄(lu)取辦法由區教(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部(bu)(bu)門(men)另行(xing)(xing)(xing)確(que)定。

  (五)提(ti)高(gao)殘(can)疾兒童、少(shao)年入學率,提(ti)升特殊教育質量

  各區(qu)(qu)要(yao)(yao)按國(guo)家要(yao)(yao)求(qiu),確保(bao)2021年殘疾(ji)兒童(tong)、少年義(yi)(yi)務教育(yu)(yu)入學(xue)(xue)(xue)率達到95%以上。按照“全覆蓋、零拒絕(jue)”的要(yao)(yao)求(qiu),根據適齡殘疾(ji)兒童(tong)、少年的實際情況,制訂教育(yu)(yu)安置方案(an),落實“一(yi)(yi)人一(yi)(yi)案(an)”,通(tong)過(guo)普通(tong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)就讀、特(te)殊(shu)(shu)教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)就讀、送教上門等(deng)多種方式,逐一(yi)(yi)做好入學(xue)(xue)(xue)安置工(gong)作。市、區(qu)(qu)特(te)殊(shu)(shu)教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)科學(xue)(xue)(xue)設置招生類(lei)別(bie)、學(xue)(xue)(xue)段(duan)(duan)(duan),錯位發展(zhan),協調發展(zhan)。義(yi)(yi)務教育(yu)(yu)階段(duan)(duan)(duan),視障教育(yu)(yu)、聽障教育(yu)(yu)主要(yao)(yao)由(you)市屬學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)承擔,智障等(deng)其(qi)他類(lei)型(xing)的特(te)殊(shu)(shu)教育(yu)(yu)主要(yao)(yao)由(you)區(qu)(qu)屬學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)承擔。市屬特(te)殊(shu)(shu)教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)要(yao)(yao)擴大高中階段(duan)(duan)(duan)招生規(gui)模,讓完(wan)成(cheng)義(yi)(yi)務教育(yu)(yu)的殘疾(ji)學(xue)(xue)(xue)生都能接(jie)受(shou)適宜的高中階段(duan)(duan)(duan)教育(yu)(yu)。

  (六)加強招生計(ji)劃(hua)管理,嚴禁超標(biao)準班額招生

  各區教(jiao)育(yu)行政部門要結合學(xue)(xue)校(xiao)(xiao)辦(ban)學(xue)(xue)規模、辦(ban)學(xue)(xue)條(tiao)件,科學(xue)(xue)核(he)定、及時公布公辦(ban)民辦(ban)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)計劃。嚴格控(kong)制存在(zai)超(chao)(chao)標準班額(e)學(xue)(xue)校(xiao)(xiao)的招(zhao)(zhao)生(sheng)(sheng)計劃。各義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)起(qi)始年(nian)級嚴禁(jin)超(chao)(chao)標準班額(e)招(zhao)(zhao)生(sheng)(sheng),堅(jian)決防止產(chan)生(sheng)(sheng)新(xin)的超(chao)(chao)標準班額(e)。嚴禁(jin)超(chao)(chao)核(he)定辦(ban)學(xue)(xue)規模和超(chao)(chao)標準班額(e)的學(xue)(xue)校(xiao)(xiao)接收(shou)轉學(xue)(xue)插班學(xue)(xue)生(sheng)(sheng)。

  (七)落實控輟保(bao)學法定職責(ze)

  各區教(jiao)育行(xing)(xing)政部門和(he)學(xue)(xue)(xue)(xue)校要嚴(yan)格落(luo)實(shi)《中華(hua)人(ren)(ren)民共(gong)和(he)國義(yi)務(wu)教(jiao)育法》《中華(hua)人(ren)(ren)民共(gong)和(he)國未成年人(ren)(ren)保(bao)護(hu)法》等(deng)法律(lv)規(gui)定(ding),依(yi)法保(bao)障適(shi)(shi)齡兒(er)童(tong)、少年接受(shou)義(yi)務(wu)教(jiao)育的(de)(de)權利,要嚴(yan)格履行(xing)(xing)控(kong)(kong)輟(chuo)保(bao)學(xue)(xue)(xue)(xue)法定(ding)職責,完善(shan)(shan)聯控(kong)(kong)聯保(bao)工作(zuo)機制(zhi),落(luo)實(shi)失學(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)(xue)、登記和(he)書面報告責任制(zhi)度,建(jian)立完善(shan)(shan)控(kong)(kong)輟(chuo)保(bao)學(xue)(xue)(xue)(xue)工作(zuo)臺帳,共(gong)同做(zuo)好控(kong)(kong)輟(chuo)保(bao)學(xue)(xue)(xue)(xue)工作(zuo)。適(shi)(shi)齡兒(er)童(tong)、少年因身體狀況確(que)需延緩(huan)入(ru)學(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)的(de)(de),其(qi)父母或者其(qi)他法定(ding)監護(hu)人(ren)(ren)應當提(ti)出申(shen)請(qing),由所在區教(jiao)育行(xing)(xing)政部門批(pi)準。依(yi)法查處(chu)以在家(jia)學(xue)(xue)(xue)(xue)習、接受(shou)“私塾”“讀經班(ban)”等(deng)培訓替代國家(jia)統一實(shi)施的(de)(de)義(yi)務(wu)教(jiao)育的(de)(de)行(xing)(xing)為。嚴(yan)格外籍人(ren)(ren)員子(zi)女學(xue)(xue)(xue)(xue)校招(zhao)(zhao)生管理,不(bu)得招(zhao)(zhao)收中國籍學(xue)(xue)(xue)(xue)生。

  二、加強普通高中招生管理

  (一)剛(gang)性(xing)執(zhi)(zhi)行高中招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃。高中學(xue)(xue)校(xiao)要嚴格按照市(shi)(shi)教育局核(he)定(ding)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃進行招(zhao)(zhao)(zhao)生(sheng)(sheng)。招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃下達后,不(bu)再(zai)受理(li)調整招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃的(de)申(shen)請。各級(ji)教育行政(zheng)部門(men)、各高中階段學(xue)(xue)校(xiao)根據招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃的(de)要求(qiu),認(ren)真做好(hao)招(zhao)(zhao)(zhao)生(sheng)(sheng)的(de)各項準備工作(zuo),確保學(xue)(xue)校(xiao)正常(chang)開學(xue)(xue)。民辦(ban)(ban)學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納入(ru)統一管理(li),并與公(gong)辦(ban)(ban)學(xue)(xue)校(xiao)同步招(zhao)(zhao)(zhao)生(sheng)(sheng)。各校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃的(de)執(zhi)(zhi)行情(qing)況,將作(zuo)為學(xue)(xue)校(xiao)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃安(an)排、規范辦(ban)(ban)學(xue)(xue)、辦(ban)(ban)學(xue)(xue)水平(ping)、辦(ban)(ban)學(xue)(xue)效益評(ping)估以(yi)及評(ping)先、評(ping)優等(deng)的(de)主要指(zhi)標(biao)。全(quan)市(shi)(shi)公(gong)辦(ban)(ban)高中學(xue)(xue)校(xiao)應按照核(he)定(ding)辦(ban)(ban)學(xue)(xue)規模招(zhao)(zhao)(zhao)生(sheng)(sheng)。普通高中未經審批不(bu)得面向市(shi)(shi)外(wai)招(zhao)(zhao)(zhao)生(sheng)(sheng)。

  (二)落(luo)實指標到校(xiao)(xiao)政策(ce)。認真落(luo)實指標到校(xiao)(xiao)政策(ce)要求(qiu),每所優質普通高中(zhong)(zhong)學(xue)校(xiao)(xiao)要安排(pai)不低于(yu)50%的招生名額,主要按初中(zhong)(zhong)學(xue)校(xiao)(xiao)在校(xiao)(xiao)生數,直接分配(pei)到全市各初中(zhong)(zhong)學(xue)校(xiao)(xiao)(含民辦(ban)),促進(jin)義務教育優質均衡發展。

  (三)統籌規范(fan)全(quan)市(shi)高中(zhong)(zhong)(zhong)(zhong)自(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)。根據廣(guang)東省教(jiao)(jiao)育(yu)廳關于(yu)進一(yi)步(bu)完善和(he)規范(fan)自(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)的相(xiang)關要求(qiu),市(shi)教(jiao)(jiao)育(yu)局全(quan)面(mian)統籌高中(zhong)(zhong)(zhong)(zhong)自(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo),進一(yi)步(bu)優化我市(shi)普通(tong)高中(zhong)(zhong)(zhong)(zhong)自(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)布點(dian),引導普通(tong)高中(zhong)(zhong)(zhong)(zhong)學校科(ke)學合理定(ding)位(wei)和(he)分(fen)層分(fen)類(lei)發展。自(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)對象主要為具(ju)有(you)創新(xin)潛質和(he)學科(ke)特長(chang)的學生(sheng)(sheng)(sheng)(sheng)。2021年全(quan)市(shi)普通(tong)高中(zhong)(zhong)(zhong)(zhong)自(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)按照(zhao)市(shi)教(jiao)(jiao)育(yu)局出(chu)臺(tai)的《深圳市(shi)教(jiao)(jiao)育(yu)局關于(yu)做好2021年普通(tong)高中(zhong)(zhong)(zhong)(zhong)學校自(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)的通(tong)知》實施(shi)。

  (四)規(gui)范(fan)學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為。積極探索(suo)基于(yu)初中(zhong)(zhong)學(xue)業(ye)水平考(kao)試成績、結合(he)(he)綜合(he)(he)素質表現評價的(de)高中(zhong)(zhong)階段學(xue)校考(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取模式(shi)。所(suo)有(you)高中(zhong)(zhong)學(xue)校(含民辦普通高中(zhong)(zhong))需嚴(yan)格按(an)照規(gui)定的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方式(shi)進行統一招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴(yan)禁違(wei)規(gui)爭搶生(sheng)(sheng)(sheng)(sheng)源、跨審批區域招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超(chao)計劃(hua)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和提前(qian)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)(sheng)”和“擇校生(sheng)(sheng)(sheng)(sheng)”。

  三、加強新生入學管理

  (一(yi))規范(fan)學(xue)生(sheng)分班(ban)(ban)(ban)(ban)管理(li)。各(ge)義務教育階段學(xue)校(xiao)要(yao)(yao)實行均衡(heng)編班(ban)(ban)(ban)(ban),嚴禁舉辦重(zhong)點(dian)班(ban)(ban)(ban)(ban),包括以特長班(ban)(ban)(ban)(ban)、快(kuai)慢班(ban)(ban)(ban)(ban)、尖子班(ban)(ban)(ban)(ban)、興趣班(ban)(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)(ban)、國際班(ban)(ban)(ban)(ban)等名義的變相重(zhong)點(dian)班(ban)(ban)(ban)(ban)。普通(tong)高(gao)中(zhong)學(xue)校(xiao)要(yao)(yao)根據普通(tong)高(gao)中(zhong)課(ke)程(cheng)方案(an)(an)和學(xue)生(sheng)選(xuan)課(ke)情況,合理(li)排課(ke)編班(ban)(ban)(ban)(ban),科學(xue)制訂選(xuan)課(ke)走班(ban)(ban)(ban)(ban)指南和課(ke)程(cheng)實施(shi)方案(an)(an)。

  (二(er))嚴格(ge)規(gui)范(fan)(fan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管(guan)理。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校應當從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月內為學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)檔案,其中,殘疾程(cheng)度較(jiao)重(zhong)、無法進入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由承擔送教上門的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校要(yao)嚴格(ge)落實(shi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管(guan)理“一(yi)人一(yi)籍(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)隨(sui)人走(zou)”的(de)(de)要(yao)求,不(bu)得以虛假信息(xi)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)得重(zhong)復建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)得擅自刪除(chu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)信息(xi)。未經義務教育招生(sheng)(sheng)平臺報(bao)名錄(lu)取的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予(yu)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。對于(yu)未經學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校批準(zhun),不(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校規(gui)定期限到校辦理注冊者,不(bu)予(yu)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。各(ge)區(qu)教育行政部門要(yao)加強對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)工作的(de)(de)核查,及時(shi)查處(chu)和糾正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)建檔過(guo)程(cheng)中的(de)(de)不(bu)規(gui)范(fan)(fan)行為,嚴禁“人籍(ji)(ji)(ji)(ji)分離”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區(qu)(qu)教(jiao)(jiao)(jiao)(jiao)(jiao)育督(du)導部(bu)門要(yao)將中(zhong)(zhong)(zhong)(zhong)(zhong)小(xiao)學(xue)招生(sheng)(sheng)入學(xue)工(gong)作納入責任督(du)學(xue)日常督(du)導范圍,嚴肅查(cha)處違(wei)反(fan)教(jiao)(jiao)(jiao)(jiao)(jiao)育部(bu)“十項嚴禁”紀律要(yao)求和省教(jiao)(jiao)(jiao)(jiao)(jiao)育廳“六(liu)項規(gui)(gui)(gui)定”等違(wei)反(fan)招生(sheng)(sheng)政(zheng)策(ce)和紀律以及擾亂中(zhong)(zhong)(zhong)(zhong)(zhong)小(xiao)學(xue)入學(xue)招生(sheng)(sheng)秩序(xu)的行(xing)為(wei)(wei)。對違(wei)規(gui)(gui)(gui)操作,查(cha)有實據,造成(cheng)不良影響的單位和個人實行(xing)問責。對于(yu)未落實《中(zhong)(zhong)(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)(zhong)(zhong)央(yang) 國務院關于(yu)深(shen)化教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)改革(ge)全面(mian)提高義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育質(zhi)量的意見(jian)》中(zhong)(zhong)(zhong)(zhong)(zhong)義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育招生(sheng)(sheng)入學(xue)規(gui)(gui)(gui)定要(yao)求,或者(zhe)出現轄(xia)區(qu)(qu)內義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育階段學(xue)校違(wei)規(gui)(gui)(gui)考試招生(sheng)(sheng)行(xing)為(wei)(wei)的,視同為(wei)(wei)落實中(zhong)(zhong)(zhong)(zhong)(zhong)央(yang)和國家重大政(zheng)策(ce)不力,納入政(zheng)府履(lv)行(xing)教(jiao)(jiao)(jiao)(jiao)(jiao)育職責評價。
