為深入(ru)(ru)(ru)貫(guan)徹習近(jin)平新(xin)時(shi)代中(zhong)(zhong)國特色社會(hui)主義思(si)想和(he)黨(dang)的(de)(de)(de)十九大精神(shen),全面貫(guan)徹黨(dang)的(de)(de)(de)教(jiao)(jiao)(jiao)育(yu)方針,落實立(li)德樹人(ren)(ren)(ren)根本任(ren)務(wu)(wu)(wu),進(jin)(jin)一步(bu)規(gui)范普通中(zhong)(zhong)小(xiao)學(xue)(xue)招生(sheng)入(ru)(ru)(ru)學(xue)(xue)秩序,切(qie)實維護教(jiao)(jiao)(jiao)育(yu)公平,努力讓每(mei)個孩子都能享有公平而有質(zhi)量(liang)的(de)(de)(de)教(jiao)(jiao)(jiao)育(yu),根據(ju)《中(zhong)(zhong)華(hua)人(ren)(ren)(ren)民共和(he)國義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)法(fa)(fa)》《中(zhong)(zhong)華(hua)人(ren)(ren)(ren)民共和(he)國民辦(ban)教(jiao)(jiao)(jiao)育(yu)促進(jin)(jin)法(fa)(fa)》和(he)《中(zhong)(zhong)共中(zhong)(zhong)央 國務(wu)(wu)(wu)院(yuan)關(guan)于(yu)深化(hua)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)改(gai)(gai)革(ge)全面提高(gao)義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)質(zhi)量(liang)的(de)(de)(de)意(yi)見(jian)》《國務(wu)(wu)(wu)院(yuan)辦(ban)公廳(ting)關(guan)于(yu)新(xin)時(shi)代推進(jin)(jin)普通高(gao)中(zhong)(zhong)育(yu)人(ren)(ren)(ren)方式改(gai)(gai)革(ge)的(de)(de)(de)指(zhi)導意(yi)見(jian)》《廣東省教(jiao)(jiao)(jiao)育(yu)廳(ting)關(guan)于(yu)進(jin)(jin)一步(bu)規(gui)范普通中(zhong)(zhong)小(xiao)學(xue)(xue)招生(sheng)入(ru)(ru)(ru)學(xue)(xue)工作的(de)(de)(de)指(zhi)導意(yi)見(jian)》,以及《深圳市(shi)非深戶籍人(ren)(ren)(ren)員子女接受義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)管理辦(ban)法(fa)(fa)》《中(zhong)(zhong)共深圳市(shi)委 深圳市(shi)人(ren)(ren)(ren)民政府印發〈關(guan)于(yu)推進(jin)(jin)教(jiao)(jiao)(jiao)育(yu)高(gao)質(zhi)量(liang)發展的(de)(de)(de)意(yi)見(jian)〉的(de)(de)(de)通知(zhi)》等法(fa)(fa)律法(fa)(fa)規(gui)、文(wen)件精神(shen),現就做好我(wo)市(shi)2020年普通中(zhong)(zhong)小(xiao)學(xue)(xue)招生(sheng)入(ru)(ru)(ru)學(xue)(xue)工作通知(zhi)如下:
一、規范義務教育招生行為
(一)強(qiang)化屬地責任,落實 “兩(liang)為主”
1.落(luo)實(shi)“兩(liang)(liang)為(wei)(wei)主(zhu)”職責。各區(含新(xin)區、深汕特別合作(zuo)區,下同(tong))政府(fu)作(zuo)為(wei)(wei)發展和(he)(he)管理義(yi)務教(jiao)(jiao)育的(de)(de)責任(ren)主(zhu)體(ti)和(he)(he)行(xing)為(wei)(wei)主(zhu)體(ti),要(yao)強化(hua)責任(ren)意識,認真落(luo)實(shi)國家(jia)“兩(liang)(liang)為(wei)(wei)主(zhu)”要(yao)求,進(jin)一步提高(gao)進(jin)城務工(gong)人員(yuan)隨遷(qian)子女在(zai)公辦義(yi)務教(jiao)(jiao)育學校就讀的(de)(de)比例,增加公辦學位供給,統籌公辦民辦學校招(zhao)(zhao)生,切實(shi)保障符合條件的(de)(de)適齡(ling)兒童、少年接(jie)受(shou)義(yi)務教(jiao)(jiao)育的(de)(de)權利(li)。堅決防止將政府(fu)舉辦義(yi)務教(jiao)(jiao)育的(de)(de)責任(ren)推向(xiang)市場。各區要(yao)加強組(zu)織領(ling)導(dao),成立義(yi)務教(jiao)(jiao)育招(zhao)(zhao)生工(gong)作(zuo)領(ling)導(dao)小組(zu),主(zhu)管區領(ling)導(dao)為(wei)(wei)組(zu)長,及時妥善處理本區義(yi)務教(jiao)(jiao)育招(zhao)(zhao)生中的(de)(de)熱點難點問題,定期(qi)召開招(zhao)(zhao)生工(gong)作(zuo)聯席會議,完善統籌協調工(gong)作(zuo)機制。
2.落實(shi)(shi)(shi)義務(wu)教育招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管理(li)職責。各(ge)區教育行政部門(men)要(yao)切實(shi)(shi)(shi)加強(qiang)(qiang)對義務(wu)教育招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)組織和管理(li),做(zuo)好學(xue)(xue)(xue)位(wei)預測(ce),及(ji)時公布學(xue)(xue)(xue)位(wei)供需情況(kuang),建立(li)(li)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)預警機制(zhi)(zhi),合理(li)引導家(jia)長(chang)預期。要(yao)積極(ji)探索研制(zhi)(zhi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)電子地圖(tu),便于(yu)實(shi)(shi)(shi)時分析研判各(ge)學(xue)(xue)(xue)區學(xue)(xue)(xue)位(wei)供給動態變化情況(kuang),方便學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)家(jia)長(chang)便捷(jie)查(cha)(cha)詢各(ge)學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍及(ji)學(xue)(xue)(xue)位(wei)供給信息(xi)。要(yao)科學(xue)(xue)(xue)制(zhi)(zhi)定(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)方案,做(zuo)好網上招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)報名(ming)的(de)(de)組織工(gong)(gong)(gong)作(zuo)(zuo)(zuo),指導所(suo)屬學(xue)(xue)(xue)校(xiao)及(ji)時、妥善(shan)處(chu)理(li)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)中出現的(de)(de)信訪(fang)問題。要(yao)簡(jian)化入學(xue)(xue)(xue)手續,加強(qiang)(qiang)部門(men)聯動,充分利用現代信息(xi)技(ji)術手段(duan)實(shi)(shi)(shi)施多部門(men)聯網審核(he)驗(yan)證,共同做(zuo)好適齡兒童(tong)、少年的(de)(de)就讀(du)資格驗(yan)核(he)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。要(yao)加強(qiang)(qiang)風險預判,制(zhi)(zhi)定(ding)完善(shan)應急(ji)預案,健全(quan)應急(ji)機制(zhi)(zhi),及(ji)時發(fa)現并妥善(shan)處(chu)置苗頭(tou)性、傾(qing)向(xiang)性問題,快速穩妥處(chu)理(li)突(tu)發(fa)事(shi)件,確保招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)平穩有序。要(yao)加強(qiang)(qiang)對招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)監督檢查(cha)(cha),建立(li)(li)完善(shan)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)監督工(gong)(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi)(zhi)。
3.落實(shi)義務教育階(jie)段學(xue)校招(zhao)(zhao)(zhao)生(sheng)職(zhi)責。各義務教育階(jie)段學(xue)校要規范招(zhao)(zhao)(zhao)生(sheng)行為,應當公(gong)示招(zhao)(zhao)(zhao)生(sheng)政策(ce)、招(zhao)(zhao)(zhao)生(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)片區(qu)、招(zhao)(zhao)(zhao)生(sheng)程序、招(zhao)(zhao)(zhao)生(sheng)結果、咨詢投訴電話,不得(de)擅(shan)自(zi)跨片區(qu)招(zhao)(zhao)(zhao)生(sheng),不得(de)擅(shan)自(zi)接收學(xue)生(sheng)跨片區(qu)擇校就讀。要指導(dao)適齡兒童、少年的家長(chang)按時申請學(xue)位(wei),按要求(qiu)及時、準確提供就讀信息(xi)。
(二)堅持免(mian)試就(jiu)近入學,合(he)理確定招生范圍(wei)
1.堅(jian)持免試(shi)就近入學(xue)(xue)。所有公(gong)辦(ban)民辦(ban)學(xue)(xue)校(xiao)(xiao)都要(yao)嚴格遵守(shou)并全面落實義務教育免試(shi)入學(xue)(xue)規定。堅(jian)決整治公(gong)辦(ban)民辦(ban)學(xue)(xue)校(xiao)(xiao)通(tong)過面試(shi)、面談、人機對話、體驗活動、簡歷材(cai)料(liao)等(deng)方式為依據的(de)“掐尖”招(zhao)生、提前招(zhao)生、違規爭搶生源的(de)行為。市局直屬學(xue)(xue)校(xiao)(xiao)義務教育招(zhao)生工作納入所在區教育行政部門統一管理。
2.合理確定(ding)招(zhao)(zhao)生(sheng)(sheng)范圍(wei)(wei)。各區(qu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行政部(bu)門要嚴(yan)格按照“學(xue)校劃片招(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就(jiu)近(jin)入學(xue)”的目標要求,綜合考慮適齡兒(er)童、少年人數、學(xue)校分(fen)布、學(xue)校規模、交通狀況(kuang)等因素,采取單校劃片或多校劃片等方式(shi),為每所公(gong)辦(ban)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)校劃定(ding)服(fu)務片區(qu)范圍(wei)(wei),確保(bao)各片區(qu)之間教(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源(yuan)大致均(jun)衡。在(zai)對學(xue)校原招(zhao)(zhao)生(sheng)(sheng)范圍(wei)(wei)進行較大調整時(shi),要充分(fen)聽取群眾(zhong)意見,審慎論(lun)證,提(ti)前公(gong)告。片區(qu)確定(ding)后,應(ying)在(zai)一(yi)段時(shi)期內保(bao)持相對穩(wen)定(ding)。民辦(ban)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)校原則(ze)上面向本區(qu)范圍(wei)(wei)內招(zhao)(zhao)生(sheng)(sheng),在(zai)滿足本區(qu)符合條件(jian)的適齡兒(er)童、少年入學(xue)需(xu)求后,仍有(you)剩(sheng)余招(zhao)(zhao)生(sheng)(sheng)計劃且有(you)住(zhu)宿條件(jian)的,經學(xue)校申請(qing),區(qu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行政部(bu)門審核,報市教(jiao)(jiao)(jiao)育(yu)(yu)(yu)局(ju)同意,可跨區(qu)招(zhao)(zhao)收少量(liang)學(xue)生(sheng)(sheng)。民辦(ban)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)校應(ying)在(zai)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)行政部(bu)門核定(ding)的招(zhao)(zhao)生(sheng)(sheng)范圍(wei)(wei)內招(zhao)(zhao)生(sheng)(sheng)。
(三)剛性實(shi)(shi)施(shi)入學(xue)政(zheng)(zheng)策(ce),完(wan)善積分入學(xue)細則(ze)。所有公辦(ban)民辦(ban)學(xue)校要嚴格按照《深圳市非深戶籍人(ren)員(yuan)子(zi)女(nv)接受(shou)義務教育(yu)(yu)(yu)管理辦(ban)法》規定的入學(xue)條(tiao)件(jian)招(zhao)生。各區教育(yu)(yu)(yu)行政(zheng)(zheng)部門(men)要不斷優(you)(you)化和完(wan)善積分入學(xue)實(shi)(shi)施(shi)細則(ze),充(chong)分體現教育(yu)(yu)(yu)公平,合理設置積分類(lei)別、項目、標(biao)準和分值,根據積分情(qing)況和招(zhao)生計(ji)劃(hua)安排(pai)學(xue)位,實(shi)(shi)施(shi)過(guo)程(cheng)中要做到積分標(biao)準、積分結果、學(xue)位安排(pai)“三公開”。積分入學(xue)細則(ze)要充(chong)分征求轄區居民意見,在招(zhao)生工(gong)作(zuo)實(shi)(shi)施(shi)前報市教育(yu)(yu)(yu)局備(bei)案。2020年全面取消(xiao)各類(lei)特長生招(zhao)生。對烈士子(zi)女(nv)、符合條(tiao)件(jian)的現役軍人(ren)子(zi)女(nv)及復(fu)退軍人(ren)子(zi)女(nv)、消(xiao)防(fang)救(jiu)援隊伍人(ren)員(yuan)子(zi)女(nv)、公安英模和因(yin)公犧牲傷殘警察子(zi)女(nv)、高層次人(ren)才子(zi)女(nv)等享受(shou)優(you)(you)惠(hui)政(zheng)(zheng)策(ce)人(ren)員(yuan)子(zi)女(nv)實(shi)(shi)施(shi)教育(yu)(yu)(yu)優(you)(you)待(dai)政(zheng)(zheng)策(ce),并(bing)向社會公示。
(四)完善(shan)民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生管理(li)。各區教(jiao)(jiao)育(yu)行政部(bu)門(men)要將民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)義務(wu)教(jiao)(jiao)育(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生納入統一管理(li),與公(gong)(gong)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)同步(bu)招(zhao)(zhao)生。民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)學(xue)(xue)(xue)位(wei)由(you)政府統籌安(an)排或者政府直接向(xiang)民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)購買學(xue)(xue)(xue)位(wei)的(de)(de),具體(ti)辦(ban)(ban)(ban)(ban)法由(you)區教(jiao)(jiao)育(yu)行政部(bu)門(men)確(que)定(ding)(ding)。要進(jin)一步(bu)加強對民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)義務(wu)教(jiao)(jiao)育(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生工作指(zhi)導和管理(li),統一規(gui)范學(xue)(xue)(xue)生報(bao)讀民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)義務(wu)教(jiao)(jiao)育(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)方法和途徑。民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)義務(wu)教(jiao)(jiao)育(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)招(zhao)(zhao)生計劃(hua)和招(zhao)(zhao)生方案,要報(bao)主管教(jiao)(jiao)育(yu)行政部(bu)門(men)審核后實(shi)施。2020年對面向(xiang)全(quan)區招(zhao)(zhao)生且報(bao)名人(ren)數超過招(zhao)(zhao)生計劃(hua)數的(de)(de)民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao),全(quan)部(bu)實(shi)行電腦(nao)隨(sui)機(ji)(ji)搖(yao)號錄(lu)取(qu)。辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)層次同時(shi)包(bao)括小學(xue)(xue)(xue)和初中(zhong)的(de)(de)民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao),應(ying)首先通(tong)過直升或電腦(nao)隨(sui)機(ji)(ji)搖(yao)號方式招(zhao)(zhao)收本校(xiao)(xiao)(xiao)(xiao)自愿(yuan)報(bao)讀初中(zhong)的(de)(de)小學(xue)(xue)(xue)畢業生,剩余(yu)的(de)(de)招(zhao)(zhao)生計劃(hua)應(ying)公(gong)(gong)開(kai)報(bao)名,實(shi)行電腦(nao)隨(sui)機(ji)(ji)搖(yao)號錄(lu)取(qu)。民(min)(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)電腦(nao)隨(sui)機(ji)(ji)搖(yao)號錄(lu)取(qu)的(de)(de)實(shi)施辦(ban)(ban)(ban)(ban)法由(you)市教(jiao)(jiao)育(yu)局統一制(zhi)定(ding)(ding),各區教(jiao)(jiao)育(yu)行政部(bu)門(men)制(zhi)定(ding)(ding)操作細(xi)則(ze)并組(zu)織實(shi)施。電腦(nao)隨(sui)機(ji)(ji)錄(lu)取(qu)工作要做(zuo)到(dao)全(quan)程錄(lu)像,并邀請(qing)公(gong)(gong)證(zheng)機(ji)(ji)構人(ren)員(yuan)、紀檢人(ren)員(yuan)、人(ren)大代(dai)表(biao)、政協委員(yuan)、新聞媒體(ti)代(dai)表(biao)和學(xue)(xue)(xue)生家長代(dai)表(biao)全(quan)程監督(du)。
(五)提高殘疾兒童少年入學率,提升特殊教育質量。各區要按國家要求,確保2020年殘疾兒童、少年義務教育入學率達到95%以上。按照“全覆蓋、零拒絕”的要求,根據適齡殘疾兒童、少年的實際情況,制訂教育安置方案,落實“一人一案”,通過普通學校就讀、特殊教育學校就讀、送教上門等多種方式,逐一做好入學安置工作。原則上各區要建設至少1所獨立設置的義務教育階段綜合性特殊教育學校。招收殘疾學生5人以上的普通學校要按規定建設特殊教育資源教室,按標準配備專職資源教師。市、區特殊教育學校科學設置招生類別、學段,錯位發展,協調發展。視力障礙教育、聽力障礙教育以市為主,智力障(zhang)礙等其他類型的義務教育以(yi)區為(wei)主。市屬特殊教育學校要擴大高(gao)中階段招生(sheng)規模(mo),讓完(wan)成(cheng)義務教育的殘疾(ji)學生(sheng)都(dou)能接受適宜的高(gao)中階段教育。
(六)加強招(zhao)(zhao)生(sheng)(sheng)計劃(hua)(hua)管理,消除(chu)大(da)(da)(da)班額(e)(e)。各(ge)(ge)區教育行(xing)政部門要(yao)結合(he)學(xue)校(xiao)辦(ban)(ban)學(xue)規模(mo)、辦(ban)(ban)學(xue)條件(jian),科學(xue)核定公辦(ban)(ban)民(min)辦(ban)(ban)學(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)計劃(hua)(hua),于招(zhao)(zhao)生(sheng)(sheng)工作啟(qi)動(dong)前1周(zhou)向社會公布。嚴(yan)(yan)格(ge)控制存在大(da)(da)(da)班額(e)(e)和大(da)(da)(da)校(xiao)額(e)(e)學(xue)校(xiao)的招(zhao)(zhao)生(sheng)(sheng)計劃(hua)(hua)。嚴(yan)(yan)禁超計劃(hua)(hua)招(zhao)(zhao)生(sheng)(sheng),各(ge)(ge)義(yi)務(wu)教育學(xue)校(xiao)起(qi)始(shi)年級嚴(yan)(yan)格(ge)按照標準班額(e)(e)招(zhao)(zhao)生(sheng)(sheng),堅決防止產(chan)生(sheng)(sheng)新的大(da)(da)(da)班額(e)(e),確(que)保2020年基(ji)本消除(chu)大(da)(da)(da)班額(e)(e)。
(七)落實(shi)控輟(chuo)(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)法定職責。各區教育行(xing)政部門(men)和(he)學(xue)(xue)(xue)(xue)(xue)校要(yao)嚴(yan)(yan)格(ge)落實(shi)《義務(wu)教育法》《未(wei)成(cheng)年(nian)(nian)人保(bao)護(hu)法》等法律規定,依法保(bao)障適(shi)齡兒(er)童、少年(nian)(nian)接(jie)受義務(wu)教育的(de)權利,要(yao)嚴(yan)(yan)格(ge)履行(xing)控輟(chuo)(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)法定職責,完(wan)善聯控聯保(bao)工作機制,落實(shi)失學(xue)(xue)(xue)(xue)(xue)輟(chuo)(chuo)(chuo)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生勸(quan)返復學(xue)(xue)(xue)(xue)(xue)、登記和(he)書面報告責任制度,建立完(wan)善控輟(chuo)(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)工作臺賬,共同做好控輟(chuo)(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)工作。適(shi)齡兒(er)童、少年(nian)(nian)因身體狀況(kuang)確需延緩入學(xue)(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)(xue)的(de),其(qi)父母或者其(qi)他法定監護(hu)人應當(dang)提(ti)出申(shen)請,由(you)所在區教育行(xing)政部門(men)批(pi)準(zhun)。依法查處以(yi)在家(jia)學(xue)(xue)(xue)(xue)(xue)習、接(jie)受“私(si)塾”“讀經班”等培訓替(ti)代國(guo)(guo)家(jia)統一實(shi)施的(de)義務(wu)教育的(de)行(xing)為。嚴(yan)(yan)格(ge)外籍人員子女(nv)學(xue)(xue)(xue)(xue)(xue)校招生管理,不得招收中國(guo)(guo)籍學(xue)(xue)(xue)(xue)(xue)生。
二、加強(qiang)普通(tong)高中招生管(guan)理(li)
(一(yi)(yi)(yi))剛(gang)性(xing)執(zhi)行(xing)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)。各(ge)(ge)區(qu)教(jiao)育行(xing)政部門(men)和高(gao)(gao)中(zhong)學(xue)(xue)(xue)校(xiao)要(yao)提高(gao)(gao)政治站位,響應市民對于我(wo)市高(gao)(gao)中(zhong)學(xue)(xue)(xue)位供需(xu)矛盾關切(qie),嚴格(ge)按(an)照(zhao)教(jiao)育部門(men)下發的招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)文件(jian)執(zhi)行(xing)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)和招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍,不(bu)得隨(sui)意變更招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規模。招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)一(yi)(yi)(yi)經下達,原則上不(bu)再(zai)受理調整招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)的申(shen)請,確(que)保(bao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)的嚴肅性(xing)。各(ge)(ge)級教(jiao)育行(xing)政部門(men)、各(ge)(ge)高(gao)(gao)中(zhong)階段學(xue)(xue)(xue)校(xiao)根據招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)的要(yao)求,認真做好招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的各(ge)(ge)項(xiang)準備工作,確(que)保(bao)學(xue)(xue)(xue)校(xiao)正常開學(xue)(xue)(xue)。民辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入(ru)統一(yi)(yi)(yi)管(guan)理,并與公(gong)(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)同步招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)(ge)校(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)的執(zhi)行(xing)情況,將作為學(xue)(xue)(xue)校(xiao)自主招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)安(an)排、規范辦(ban)(ban)(ban)學(xue)(xue)(xue)、辦(ban)(ban)(ban)學(xue)(xue)(xue)水(shui)平、辦(ban)(ban)(ban)學(xue)(xue)(xue)效益評(ping)估以及評(ping)先、評(ping)優等的主要(yao)指標(biao)。全市公(gong)(gong)辦(ban)(ban)(ban)高(gao)(gao)中(zhong)學(xue)(xue)(xue)校(xiao)應堅持(chi)滿(man)規模招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。2020年全面取消直升生(sheng)(sheng)(sheng)。
(二)落(luo)實指標(biao)到(dao)校(xiao)政策。認(ren)真落(luo)實指標(biao)到(dao)校(xiao)政策要求,每所優質普(pu)通(tong)高中(zhong)學校(xiao)要安排不低于(yu)50%的招生(sheng)名額,主(zhu)要按初(chu)中(zhong)學校(xiao)在校(xiao)生(sheng)數,直接分配到(dao)全市各初(chu)中(zhong)學校(xiao)(含(han)民辦),促(cu)進義務教育(yu)均衡(heng)發展和初(chu)中(zhong)教育(yu)質量全面提高。
(三)統籌規范(fan)全市高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作。根據廣東(dong)省教(jiao)育(yu)廳(ting)關(guan)于進(jin)一步(bu)完善和規范(fan)自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)相關(guan)要(yao)求,市教(jiao)育(yu)局(ju)全面統籌高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作,規范(fan)普通(tong)高(gao)(gao)中(zhong)學(xue)校開展自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)改革試點,自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)比例(li)原則上(shang)不超過(guo)學(xue)校年度招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃的(de)10%。自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)對象主(zhu)(zhu)(zhu)要(yao)為具有創新(xin)潛質(zhi)和學(xue)科特長(chang)的(de)學(xue)生(sheng)(sheng)(sheng)。2020年全市普通(tong)高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)按照市教(jiao)育(yu)局(ju)出臺制(zhi)定的(de)《深(shen)圳市教(jiao)育(yu)局(ju)關(guan)于做好2020年普通(tong)高(gao)(gao)中(zhong)學(xue)校自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作的(de)通(tong)知(zhi)》實施。
(四)規范(fan)學校招(zhao)(zhao)(zhao)生(sheng)行為。積(ji)極探索基(ji)于初中(zhong)學業水平考試成績(ji)、結合綜合素質表現(xian)評價的高中(zhong)階段學校考試招(zhao)(zhao)(zhao)生(sheng)錄取模式。所有高中(zhong)學校(含(han)民辦普通高中(zhong))需嚴(yan)格按(an)照規定(ding)的招(zhao)(zhao)(zhao)生(sheng)范(fan)圍(wei)、招(zhao)(zhao)(zhao)生(sheng)計(ji)劃(hua)、招(zhao)(zhao)(zhao)生(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)方式進行統(tong)一招(zhao)(zhao)(zhao)生(sheng),嚴(yan)禁(jin)違規爭搶(qiang)生(sheng)源、“掐尖”招(zhao)(zhao)(zhao)生(sheng)、跨市招(zhao)(zhao)(zhao)生(sheng)、超計(ji)劃(hua)招(zhao)(zhao)(zhao)生(sheng)和(he)提前招(zhao)(zhao)(zhao)生(sheng),嚴(yan)禁(jin)招(zhao)(zhao)(zhao)收“掛讀生(sheng)”、“擇校生(sheng)”和(he)變相招(zhao)(zhao)(zhao)收“借讀生(sheng)”。嚴(yan)格控制(zhi)加(jia)分項目及分值,規范(fan)資格審查(cha)制(zhi)度。
三、加強新生入學管理
(一)加(jia)強學(xue)生(sheng)分班(ban)(ban)(ban)管理(li)。各(ge)義(yi)務教育階段學(xue)校要實(shi)行均(jun)衡編班(ban)(ban)(ban),嚴禁舉辦(ban)重點班(ban)(ban)(ban),包括以(yi)特長班(ban)(ban)(ban)、特色班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子班(ban)(ban)(ban)、興(xing)趣(qu)班(ban)(ban)(ban)和(he)“奧賽”班(ban)(ban)(ban)、實(shi)驗班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等名義(yi)的(de)變相(xiang)重點班(ban)(ban)(ban)。普(pu)(pu)通高(gao)中(zhong)學(xue)校要根據普(pu)(pu)通高(gao)中(zhong)課程(cheng)方案(an)和(he)學(xue)生(sheng)選課情況,合(he)理(li)排(pai)課編班(ban)(ban)(ban),科(ke)學(xue)制訂選課走班(ban)(ban)(ban)指南和(he)課程(cheng)實(shi)施方案(an),確保課程(cheng)之間、年級之間的(de)均(jun)衡性和(he)學(xue)科(ke)學(xue)習的(de)連貫性。
(二)嚴格規范學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)管(guan)理。學(xue)(xue)(xue)(xue)(xue)校(xiao)應當從學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)之(zhi)日起1個月內為(wei)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)檔案,其(qi)中(zhong),殘疾程(cheng)度較重(zhong)、無法(fa)進入學(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)習的學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由承擔送教(jiao)上(shang)門(men)的學(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)校(xiao)要嚴格落實學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)管(guan)理“一(yi)人一(yi)籍(ji)(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)(ji)隨人走”的要求,不(bu)得以虛假信息(xi)建(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji),不(bu)得重(zhong)復建(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji),不(bu)得擅自刪除(chu)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)信息(xi)。未(wei)經(jing)義(yi)務教(jiao)育(yu)招生(sheng)(sheng)平臺報名錄(lu)取的學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予建(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。對(dui)于未(wei)經(jing)學(xue)(xue)(xue)(xue)(xue)校(xiao)批(pi)準,不(bu)按(an)學(xue)(xue)(xue)(xue)(xue)校(xiao)規定期(qi)限到校(xiao)辦理注冊者(zhe),不(bu)予以建(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。各區教(jiao)育(yu)行(xing)政主(zhu)管(guan)部門(men)要加強對(dui)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)工(gong)作的核查,及時查處和糾正學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)建(jian)(jian)檔過程(cheng)中(zhong)的不(bu)規范行(xing)為(wei),嚴禁(jin)“人籍(ji)(ji)(ji)(ji)(ji)分離”、“雙重(zhong)學(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)”等(deng)情況出(chu)現。
(三(san))加強課(ke)程(cheng)教(jiao)(jiao)材(cai)(cai)管(guan)理。各區教(jiao)(jiao)育(yu)行政(zheng)部門要加強對教(jiao)(jiao)材(cai)(cai)使用情況(kuang)的(de)檢查,嚴格遵照(zhao)《中共(gong)中央 國(guo)(guo)務院關于深化(hua)教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)改革全面提高義務教(jiao)(jiao)育(yu)質量的(de)意見》和《中小(xiao)學(xue)教(jiao)(jiao)材(cai)(cai)管(guan)理辦法》要求,不得以地(di)方(fang)課(ke)程(cheng)教(jiao)(jiao)材(cai)(cai)、校本課(ke)程(cheng)教(jiao)(jiao)材(cai)(cai)等替代國(guo)(guo)家(jia)課(ke)程(cheng)教(jiao)(jiao)材(cai)(cai)。義務教(jiao)(jiao)育(yu)學(xue)校不得引進境外課(ke)程(cheng)、使用境外教(jiao)(jiao)材(cai)(cai)、使用未經(jing)審(shen)定教(jiao)(jiao)材(cai)(cai)。普通高中選(xuan)用境外教(jiao)(jiao)材(cai)(cai),按照(zhao)國(guo)(guo)家(jia)有關政(zheng)策(ce)執行。
四、建立考(kao)核和問責雙機制,確保招生工作全面落地
市、區教(jiao)育(yu)(yu)(yu)督(du)導(dao)部門要(yao)(yao)將(jiang)中(zhong)(zhong)小學(xue)招生入學(xue)工作納(na)入責任督(du)學(xue)日常督(du)導(dao)范圍,嚴肅查處違反教(jiao)育(yu)(yu)(yu)部“十項嚴禁”紀律要(yao)(yao)求(qiu)和(he)省教(jiao)育(yu)(yu)(yu)廳“六項規定”等違反招生政策和(he)紀律以及擾亂中(zhong)(zhong)小學(xue)入學(xue)招生秩序的(de)(de)行(xing)(xing)(xing)為。對(dui)違規操作,查有實據(ju),造成重大輿(yu)情,引(yin)發社(she)會不穩定,造成不良影響的(de)(de)單位(wei)和(he)個人實行(xing)(xing)(xing)問責。對(dui)于未落實《中(zhong)(zhong)共中(zhong)(zhong)央 國務院關于深(shen)化教(jiao)育(yu)(yu)(yu)教(jiao)學(xue)改革全面提高義務教(jiao)育(yu)(yu)(yu)質量的(de)(de)意見(jian)》中(zhong)(zhong)義務教(jiao)育(yu)(yu)(yu)招生入學(xue)規定要(yao)(yao)求(qiu),或者(zhe)出現轄(xia)區內義務教(jiao)育(yu)(yu)(yu)階段(duan)學(xue)校(xiao)違規考試招生行(xing)(xing)(xing)為的(de)(de),視同(tong)為落實中(zhong)(zhong)央和(he)國家重大政策不力,納(na)入政府履行(xing)(xing)(xing)教(jiao)育(yu)(yu)(yu)職責評價。
