為深入(ru)(ru)貫(guan)徹(che)習(xi)近平(ping)新(xin)時代中(zhong)(zhong)國(guo)(guo)特色社(she)會主義(yi)思想和黨的(de)(de)十九(jiu)大精(jing)神(shen),全面貫(guan)徹(che)黨的(de)(de)教(jiao)育(yu)(yu)方針,落(luo)實立德樹人(ren)(ren)(ren)根本任務,進一步規(gui)(gui)范普(pu)通中(zhong)(zhong)小(xiao)學招生入(ru)(ru)學秩序,切實維護教(jiao)育(yu)(yu)公平(ping),努(nu)力讓每個孩子都能享(xiang)有(you)公平(ping)而有(you)質量(liang)的(de)(de)教(jiao)育(yu)(yu),根據(ju)《中(zhong)(zhong)華(hua)人(ren)(ren)(ren)民共(gong)(gong)和國(guo)(guo)義(yi)務教(jiao)育(yu)(yu)法(fa)(fa)》《中(zhong)(zhong)華(hua)人(ren)(ren)(ren)民共(gong)(gong)和國(guo)(guo)民辦教(jiao)育(yu)(yu)促(cu)進法(fa)(fa)》和《中(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)央 國(guo)(guo)務院關于(yu)深化教(jiao)育(yu)(yu)教(jiao)學改(gai)革全面提高(gao)義(yi)務教(jiao)育(yu)(yu)質量(liang)的(de)(de)意見》《國(guo)(guo)務院辦公廳關于(yu)新(xin)時代推進普(pu)通高(gao)中(zhong)(zhong)育(yu)(yu)人(ren)(ren)(ren)方式改(gai)革的(de)(de)指導意見》《廣(guang)東省教(jiao)育(yu)(yu)廳關于(yu)進一步規(gui)(gui)范普(pu)通中(zhong)(zhong)小(xiao)學招生入(ru)(ru)學工作(zuo)的(de)(de)指導意見》,以及《深圳市(shi)非深戶籍人(ren)(ren)(ren)員(yuan)子女(nv)接(jie)受義(yi)務教(jiao)育(yu)(yu)管理(li)辦法(fa)(fa)》《中(zhong)(zhong)共(gong)(gong)深圳市(shi)委 深圳市(shi)人(ren)(ren)(ren)民政府(fu)印發〈關于(yu)推進教(jiao)育(yu)(yu)高(gao)質量(liang)發展(zhan)的(de)(de)意見〉的(de)(de)通知(zhi)》等法(fa)(fa)律法(fa)(fa)規(gui)(gui)、文(wen)件精(jing)神(shen),現就(jiu)做好我市(shi)2020年普(pu)通中(zhong)(zhong)小(xiao)學招生入(ru)(ru)學工作(zuo)通知(zhi)如下:
一、規范義務教育(yu)招生行為(wei)
(一)強化(hua)屬地(di)責任,落實(shi) “兩為主”
1.落實“兩為(wei)(wei)主(zhu)(zhu)(zhu)”職(zhi)責(ze)(ze)。各區(qu)(含新區(qu)、深汕特別合作(zuo)區(qu),下(xia)同)政府(fu)作(zuo)為(wei)(wei)發展和(he)管理義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)責(ze)(ze)任主(zhu)(zhu)(zhu)體(ti)(ti)和(he)行為(wei)(wei)主(zhu)(zhu)(zhu)體(ti)(ti),要(yao)強化責(ze)(ze)任意識,認真落實國家(jia)“兩為(wei)(wei)主(zhu)(zhu)(zhu)”要(yao)求,進一步提(ti)高進城務工(gong)人員隨(sui)遷子女在公辦義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)學校(xiao)就讀的(de)(de)(de)比例,增加(jia)(jia)公辦學位供給,統(tong)籌公辦民(min)辦學校(xiao)招(zhao)生,切實保障符合條件的(de)(de)(de)適齡兒童、少年接受義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)權利。堅決防止將(jiang)政府(fu)舉辦義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)責(ze)(ze)任推向市場。各區(qu)要(yao)加(jia)(jia)強組織(zhi)領(ling)導,成(cheng)立義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)招(zhao)生工(gong)作(zuo)領(ling)導小(xiao)組,主(zhu)(zhu)(zhu)管區(qu)領(ling)導為(wei)(wei)組長,及時(shi)妥善處(chu)理本區(qu)義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)(yu)招(zhao)生中的(de)(de)(de)熱點(dian)難點(dian)問(wen)題,定期召開招(zhao)生工(gong)作(zuo)聯席(xi)會議,完善統(tong)籌協調(diao)工(gong)作(zuo)機制。
2.落(luo)實義務(wu)教(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)管理(li)(li)職責。各區教(jiao)育(yu)行政(zheng)部門要(yao)(yao)切(qie)實加強(qiang)對(dui)義務(wu)教(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)的(de)組織(zhi)和(he)管理(li)(li),做(zuo)好(hao)學(xue)(xue)(xue)位(wei)預測,及時公布學(xue)(xue)(xue)位(wei)供需情況(kuang),建(jian)立(li)招(zhao)生(sheng)(sheng)(sheng)預警機制,合理(li)(li)引導家(jia)長預期。要(yao)(yao)積(ji)極探(tan)索研制招(zhao)生(sheng)(sheng)(sheng)電(dian)子地(di)圖,便于實時分析研判(pan)各學(xue)(xue)(xue)區學(xue)(xue)(xue)位(wei)供給動態(tai)變(bian)化(hua)(hua)情況(kuang),方便學(xue)(xue)(xue)生(sheng)(sheng)(sheng)家(jia)長便捷(jie)查詢各學(xue)(xue)(xue)校招(zhao)生(sheng)(sheng)(sheng)范圍及學(xue)(xue)(xue)位(wei)供給信(xin)(xin)息。要(yao)(yao)科學(xue)(xue)(xue)制定招(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)方案,做(zuo)好(hao)網上招(zhao)生(sheng)(sheng)(sheng)報(bao)名的(de)組織(zhi)工(gong)(gong)作(zuo)(zuo),指(zhi)導所(suo)屬(shu)學(xue)(xue)(xue)校及時、妥善處理(li)(li)招(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)中出現(xian)(xian)的(de)信(xin)(xin)訪問題(ti)。要(yao)(yao)簡(jian)化(hua)(hua)入(ru)學(xue)(xue)(xue)手續,加強(qiang)部門聯(lian)動,充分利用現(xian)(xian)代信(xin)(xin)息技術手段(duan)實施(shi)多部門聯(lian)網審(shen)核(he)(he)驗(yan)證(zheng),共同做(zuo)好(hao)適齡兒童、少(shao)年的(de)就讀資格驗(yan)核(he)(he)工(gong)(gong)作(zuo)(zuo)。要(yao)(yao)加強(qiang)風(feng)險預判(pan),制定完(wan)善應急預案,健全應急機制,及時發現(xian)(xian)并(bing)妥善處置苗(miao)頭性(xing)、傾向性(xing)問題(ti),快(kuai)速穩妥處理(li)(li)突發事件,確保(bao)招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)平(ping)穩有(you)序。要(yao)(yao)加強(qiang)對(dui)招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)的(de)監督檢查,建(jian)立(li)完(wan)善招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)監督工(gong)(gong)作(zuo)(zuo)機制。
3.落實義(yi)務(wu)教(jiao)育階段學校招(zhao)生(sheng)(sheng)(sheng)職責(ze)。各義(yi)務(wu)教(jiao)育階段學校要規范招(zhao)生(sheng)(sheng)(sheng)行為,應當公(gong)示(shi)招(zhao)生(sheng)(sheng)(sheng)政策(ce)、招(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)(sheng)片(pian)區(qu)、招(zhao)生(sheng)(sheng)(sheng)程序(xu)、招(zhao)生(sheng)(sheng)(sheng)結(jie)果、咨詢投訴電話,不得(de)擅自跨片(pian)區(qu)招(zhao)生(sheng)(sheng)(sheng),不得(de)擅自接收學生(sheng)(sheng)(sheng)跨片(pian)區(qu)擇校就(jiu)讀。要指導適(shi)齡兒(er)童、少年(nian)的家長按時申(shen)請(qing)學位,按要求及時、準確提供就(jiu)讀信息。
(二)堅持免試(shi)就近入學,合理(li)確定(ding)招生(sheng)范(fan)圍
1.堅(jian)持免試(shi)就近入學(xue)(xue)。所有公辦(ban)民辦(ban)學(xue)(xue)校(xiao)都要(yao)嚴格(ge)遵守(shou)并全(quan)面落實(shi)義務(wu)教育免試(shi)入學(xue)(xue)規(gui)定。堅(jian)決整治公辦(ban)民辦(ban)學(xue)(xue)校(xiao)通過(guo)面試(shi)、面談、人(ren)機對(dui)話(hua)、體(ti)驗(yan)活動、簡歷材料等方式為依(yi)據的“掐尖”招(zhao)生(sheng)、提前招(zhao)生(sheng)、違規(gui)爭搶生(sheng)源的行(xing)為。市局直屬學(xue)(xue)校(xiao)義務(wu)教育招(zhao)生(sheng)工作納入所在區教育行(xing)政部(bu)門(men)統一管理。
2.合理確定(ding)(ding)(ding)招(zhao)生(sheng)范圍(wei)(wei)。各區(qu)(qu)(qu)教(jiao)(jiao)育行(xing)(xing)政部門要嚴(yan)格按照“學(xue)(xue)校(xiao)劃(hua)片(pian)招(zhao)生(sheng)、生(sheng)源就近入學(xue)(xue)”的目標要求,綜合考慮(lv)適齡兒童、少年人數、學(xue)(xue)校(xiao)分(fen)布(bu)、學(xue)(xue)校(xiao)規模、交通狀況等因素,采(cai)取單校(xiao)劃(hua)片(pian)或(huo)多校(xiao)劃(hua)片(pian)等方(fang)式,為每所公(gong)(gong)辦義務(wu)教(jiao)(jiao)育學(xue)(xue)校(xiao)劃(hua)定(ding)(ding)(ding)服務(wu)片(pian)區(qu)(qu)(qu)范圍(wei)(wei),確保各片(pian)區(qu)(qu)(qu)之間教(jiao)(jiao)育資(zi)源大(da)致均(jun)衡(heng)。在對(dui)學(xue)(xue)校(xiao)原(yuan)招(zhao)生(sheng)范圍(wei)(wei)進行(xing)(xing)較(jiao)大(da)調整時(shi),要充分(fen)聽取群眾(zhong)意(yi)見,審(shen)慎論證,提前公(gong)(gong)告。片(pian)區(qu)(qu)(qu)確定(ding)(ding)(ding)后,應在一段(duan)時(shi)期內(nei)保持(chi)相(xiang)對(dui)穩定(ding)(ding)(ding)。民(min)辦義務(wu)教(jiao)(jiao)育學(xue)(xue)校(xiao)原(yuan)則上面向本區(qu)(qu)(qu)范圍(wei)(wei)內(nei)招(zhao)生(sheng),在滿足本區(qu)(qu)(qu)符合條件的適齡兒童、少年入學(xue)(xue)需求后,仍有剩余招(zhao)生(sheng)計(ji)劃(hua)且有住宿條件的,經學(xue)(xue)校(xiao)申請,區(qu)(qu)(qu)教(jiao)(jiao)育行(xing)(xing)政部門審(shen)核,報市(shi)教(jiao)(jiao)育局同意(yi),可(ke)跨(kua)區(qu)(qu)(qu)招(zhao)收少量學(xue)(xue)生(sheng)。民(min)辦義務(wu)教(jiao)(jiao)育學(xue)(xue)校(xiao)應在教(jiao)(jiao)育行(xing)(xing)政部門核定(ding)(ding)(ding)的招(zhao)生(sheng)范圍(wei)(wei)內(nei)招(zhao)生(sheng)。
(三(san))剛性實(shi)(shi)(shi)施入(ru)學(xue)(xue)(xue)(xue)政策,完善(shan)積(ji)(ji)分(fen)(fen)入(ru)學(xue)(xue)(xue)(xue)細(xi)(xi)則(ze)。所有(you)公辦(ban)民辦(ban)學(xue)(xue)(xue)(xue)校要(yao)嚴格按照《深圳市非深戶(hu)籍人(ren)(ren)(ren)員(yuan)子(zi)女(nv)(nv)(nv)接(jie)受(shou)(shou)義(yi)務教育管理(li)辦(ban)法(fa)》規(gui)定的(de)入(ru)學(xue)(xue)(xue)(xue)條件招(zhao)生(sheng)。各區(qu)教育行政部門要(yao)不(bu)斷優(you)(you)(you)化和完善(shan)積(ji)(ji)分(fen)(fen)入(ru)學(xue)(xue)(xue)(xue)實(shi)(shi)(shi)施細(xi)(xi)則(ze),充分(fen)(fen)體現教育公平,合理(li)設置積(ji)(ji)分(fen)(fen)類別、項(xiang)目、標準(zhun)和分(fen)(fen)值,根據(ju)積(ji)(ji)分(fen)(fen)情況和招(zhao)生(sheng)計劃安排(pai)(pai)學(xue)(xue)(xue)(xue)位,實(shi)(shi)(shi)施過程中要(yao)做(zuo)到積(ji)(ji)分(fen)(fen)標準(zhun)、積(ji)(ji)分(fen)(fen)結果(guo)、學(xue)(xue)(xue)(xue)位安排(pai)(pai)“三(san)公開”。積(ji)(ji)分(fen)(fen)入(ru)學(xue)(xue)(xue)(xue)細(xi)(xi)則(ze)要(yao)充分(fen)(fen)征(zheng)求轄區(qu)居民意見,在招(zhao)生(sheng)工作實(shi)(shi)(shi)施前報(bao)市教育局備案。2020年(nian)全面取消各類特長生(sheng)招(zhao)生(sheng)。對烈士子(zi)女(nv)(nv)(nv)、符(fu)合條件的(de)現役軍人(ren)(ren)(ren)子(zi)女(nv)(nv)(nv)及復退(tui)軍人(ren)(ren)(ren)子(zi)女(nv)(nv)(nv)、消防救援隊伍人(ren)(ren)(ren)員(yuan)子(zi)女(nv)(nv)(nv)、公安英(ying)模和因公犧牲傷殘警察子(zi)女(nv)(nv)(nv)、高層次人(ren)(ren)(ren)才子(zi)女(nv)(nv)(nv)等享受(shou)(shou)優(you)(you)(you)惠(hui)政策人(ren)(ren)(ren)員(yuan)子(zi)女(nv)(nv)(nv)實(shi)(shi)(shi)施教育優(you)(you)(you)待政策,并(bing)向社會公示。
(四)完善民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)管理。各區教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政部門(men)要(yao)將民(min)(min)辦(ban)(ban)義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)納(na)入統一(yi)管理,與公(gong)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)同步招(zhao)(zhao)生(sheng)(sheng)(sheng)。民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)位(wei)(wei)由政府(fu)統籌(chou)安排(pai)或(huo)(huo)者政府(fu)直接(jie)向(xiang)(xiang)民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)購(gou)買(mai)學(xue)(xue)(xue)(xue)(xue)(xue)位(wei)(wei)的(de)(de),具(ju)體(ti)辦(ban)(ban)法由區教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政部門(men)確定。要(yao)進一(yi)步加強對民(min)(min)辦(ban)(ban)義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作指導和管理,統一(yi)規范(fan)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)報(bao)讀民(min)(min)辦(ban)(ban)義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)的(de)(de)方(fang)(fang)法和途徑(jing)。民(min)(min)辦(ban)(ban)義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃和招(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)(fang)案,要(yao)報(bao)主(zhu)管教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政部門(men)審核后(hou)實施。2020年對面向(xiang)(xiang)全區招(zhao)(zhao)生(sheng)(sheng)(sheng)且報(bao)名人數(shu)超過招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃數(shu)的(de)(de)民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao),全部實行(xing)(xing)電腦(nao)隨機搖號(hao)錄(lu)取(qu)。辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)層次同時包括小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)和初中的(de)(de)民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao),應首(shou)先通過直升或(huo)(huo)電腦(nao)隨機搖號(hao)方(fang)(fang)式招(zhao)(zhao)收本(ben)校(xiao)自(zi)愿報(bao)讀初中的(de)(de)小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)畢業生(sheng)(sheng)(sheng),剩余的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃應公(gong)開報(bao)名,實行(xing)(xing)電腦(nao)隨機搖號(hao)錄(lu)取(qu)。民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)電腦(nao)隨機搖號(hao)錄(lu)取(qu)的(de)(de)實施辦(ban)(ban)法由市(shi)教(jiao)(jiao)育(yu)(yu)局統一(yi)制(zhi)定,各區教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政部門(men)制(zhi)定操作細則并組織實施。電腦(nao)隨機錄(lu)取(qu)工(gong)作要(yao)做到全程錄(lu)像,并邀請(qing)公(gong)證機構人員、紀檢人員、人大(da)代表(biao)、政協委員、新聞媒體(ti)代表(biao)和學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家長代表(biao)全程監督。
(五)提高殘疾兒童少年入學率,提升特殊教育質量。各區要按國家要求,確保2020年殘疾兒童、少年義務教育入學率達到95%以上。按照“全覆蓋、零拒絕”的要求,根據適齡殘疾兒童、少年的實際情況,制訂教育安置方案,落實“一人一案”,通過普通學校就讀、特殊教育學校就讀、送教上門等多種方式,逐一做好入學安置工作。原則上各區要建設至少1所獨立設置的義務教育階段綜合性特殊教育學校。招收殘疾學生5人以上的普通學校要按規定建設特殊教育資源教室,按標準配備專職資源教師。市、區特殊教育學校科學設置招生類別、學段,錯位發展,協調發展。視力障礙教育、聽力障礙教育以市為主,智力障礙等其他類型的義務教(jiao)(jiao)育(yu)以區為主。市屬特殊教(jiao)(jiao)育(yu)學校要擴大高中階段招(zhao)生規模(mo),讓(rang)完(wan)成義務教(jiao)(jiao)育(yu)的殘疾學生都能接(jie)受適宜的高中階段教(jiao)(jiao)育(yu)。
(六)加強招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃(hua)(hua)管理,消(xiao)除大(da)班(ban)額(e)。各區教育(yu)(yu)行政部門要(yao)結合學校(xiao)(xiao)辦學規(gui)模、辦學條件,科學核定公辦民辦學校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃(hua)(hua),于招(zhao)(zhao)生(sheng)(sheng)(sheng)工作啟動前1周(zhou)向(xiang)社會公布。嚴格控(kong)制(zhi)存(cun)在大(da)班(ban)額(e)和大(da)校(xiao)(xiao)額(e)學校(xiao)(xiao)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃(hua)(hua)。嚴禁超計劃(hua)(hua)招(zhao)(zhao)生(sheng)(sheng)(sheng),各義務(wu)教育(yu)(yu)學校(xiao)(xiao)起始(shi)年級嚴格按照標準班(ban)額(e)招(zhao)(zhao)生(sheng)(sheng)(sheng),堅(jian)決防(fang)止(zhi)產(chan)生(sheng)(sheng)(sheng)新(xin)的(de)大(da)班(ban)額(e),確保2020年基(ji)本消(xiao)除大(da)班(ban)額(e)。
(七(qi))落(luo)實(shi)控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)法(fa)定職責(ze)(ze)。各區教(jiao)(jiao)育(yu)行(xing)(xing)(xing)政部(bu)門和學(xue)(xue)(xue)(xue)校要嚴格(ge)(ge)落(luo)實(shi)《義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)法(fa)》《未成年(nian)人保護(hu)法(fa)》等法(fa)律規定,依法(fa)保障適(shi)齡兒童、少(shao)年(nian)接受(shou)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的(de)權利,要嚴格(ge)(ge)履行(xing)(xing)(xing)控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)法(fa)定職責(ze)(ze),完善聯(lian)控(kong)聯(lian)保工(gong)作機(ji)制(zhi),落(luo)實(shi)失學(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)(xue)、登記和書面(mian)報(bao)告責(ze)(ze)任制(zhi)度,建立(li)完善控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)工(gong)作臺賬(zhang),共同做(zuo)好(hao)控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)工(gong)作。適(shi)齡兒童、少(shao)年(nian)因身體狀況(kuang)確需延(yan)緩入(ru)學(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)的(de),其父母或者其他法(fa)定監護(hu)人應當提出申請,由所在區教(jiao)(jiao)育(yu)行(xing)(xing)(xing)政部(bu)門批準。依法(fa)查處以在家(jia)學(xue)(xue)(xue)(xue)習、接受(shou)“私塾”“讀經班”等培訓(xun)替代國家(jia)統一(yi)實(shi)施(shi)的(de)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的(de)行(xing)(xing)(xing)為(wei)。嚴格(ge)(ge)外籍人員子女學(xue)(xue)(xue)(xue)校招生管理,不得招收中國籍學(xue)(xue)(xue)(xue)生。
二、加強普通(tong)高中招生管理
(一)剛(gang)性執行(xing)高(gao)中(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃。各(ge)(ge)區教育行(xing)政(zheng)(zheng)部門(men)和高(gao)中(zhong)學(xue)(xue)(xue)(xue)校(xiao)要提(ti)高(gao)政(zheng)(zheng)治站位,響應(ying)市(shi)民對于(yu)我市(shi)高(gao)中(zhong)學(xue)(xue)(xue)(xue)位供需矛盾關切,嚴(yan)格按照教育部門(men)下發的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃文件執行(xing)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃和招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei),不得隨(sui)意(yi)變更招(zhao)(zhao)(zhao)生(sheng)(sheng)規模。招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃一經下達,原則上不再受理調整招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃的(de)申(shen)請,確(que)保(bao)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃的(de)嚴(yan)肅(su)性。各(ge)(ge)級教育行(xing)政(zheng)(zheng)部門(men)、各(ge)(ge)高(gao)中(zhong)階段(duan)學(xue)(xue)(xue)(xue)校(xiao)根據招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃的(de)要求(qiu),認真做好(hao)招(zhao)(zhao)(zhao)生(sheng)(sheng)的(de)各(ge)(ge)項準備(bei)工作,確(que)保(bao)學(xue)(xue)(xue)(xue)校(xiao)正常開學(xue)(xue)(xue)(xue)。民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納入統一管理,并與公辦(ban)學(xue)(xue)(xue)(xue)校(xiao)同(tong)步招(zhao)(zhao)(zhao)生(sheng)(sheng)。各(ge)(ge)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃的(de)執行(xing)情況,將作為學(xue)(xue)(xue)(xue)校(xiao)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃安排、規范辦(ban)學(xue)(xue)(xue)(xue)、辦(ban)學(xue)(xue)(xue)(xue)水(shui)平、辦(ban)學(xue)(xue)(xue)(xue)效益評(ping)估以及評(ping)先、評(ping)優(you)等(deng)的(de)主要指標(biao)。全(quan)市(shi)公辦(ban)高(gao)中(zhong)學(xue)(xue)(xue)(xue)校(xiao)應(ying)堅持滿規模招(zhao)(zhao)(zhao)生(sheng)(sheng)。2020年全(quan)面取(qu)消直升生(sheng)(sheng)。
(二)落實指標(biao)到(dao)校(xiao)(xiao)政策。認真落實指標(biao)到(dao)校(xiao)(xiao)政策要(yao)求,每所(suo)優質普通(tong)高中(zhong)學校(xiao)(xiao)要(yao)安(an)排不低(di)于50%的招生名額,主要(yao)按初中(zhong)學校(xiao)(xiao)在(zai)校(xiao)(xiao)生數,直(zhi)接分配到(dao)全市各初中(zhong)學校(xiao)(xiao)(含民辦),促進義(yi)務教育(yu)均(jun)衡發展(zhan)和初中(zhong)教育(yu)質量(liang)全面提高。
(三(san))統籌(chou)規(gui)范全市高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作。根據廣東省(sheng)教(jiao)(jiao)育(yu)廳關于進(jin)一步完善和規(gui)范自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)相關要求(qiu),市教(jiao)(jiao)育(yu)局全面統籌(chou)高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作,規(gui)范普(pu)通(tong)高(gao)(gao)中(zhong)學(xue)校開展自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)改革(ge)試點,自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)比例原則上不超過學(xue)校年度招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃的(de)10%。自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)對象主(zhu)(zhu)要為具有創新(xin)潛(qian)質和學(xue)科特長的(de)學(xue)生(sheng)(sheng)(sheng)(sheng)。2020年全市普(pu)通(tong)高(gao)(gao)中(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)按照市教(jiao)(jiao)育(yu)局出臺制定的(de)《深圳市教(jiao)(jiao)育(yu)局關于做好2020年普(pu)通(tong)高(gao)(gao)中(zhong)學(xue)校自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作的(de)通(tong)知》實施(shi)。
(四)規(gui)范學校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)行為。積極探索基于(yu)初(chu)中學業(ye)水平考試(shi)(shi)成績、結(jie)合綜(zong)合素質表現評價的(de)高中階段學校(xiao)考試(shi)(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)錄取模(mo)式。所有高中學校(xiao)(含(han)民辦普通高中)需嚴格(ge)(ge)按照規(gui)定(ding)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)、招(zhao)(zhao)(zhao)生(sheng)(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)式進行統一(yi)招(zhao)(zhao)(zhao)生(sheng)(sheng),嚴禁違規(gui)爭搶生(sheng)(sheng)源、“掐(qia)尖”招(zhao)(zhao)(zhao)生(sheng)(sheng)、跨(kua)市(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)、超計(ji)劃(hua)招(zhao)(zhao)(zhao)生(sheng)(sheng)和提前招(zhao)(zhao)(zhao)生(sheng)(sheng),嚴禁招(zhao)(zhao)(zhao)收(shou)“掛(gua)讀生(sheng)(sheng)”、“擇校(xiao)生(sheng)(sheng)”和變相招(zhao)(zhao)(zhao)收(shou)“借讀生(sheng)(sheng)”。嚴格(ge)(ge)控制加分(fen)項(xiang)目及(ji)分(fen)值,規(gui)范資格(ge)(ge)審查制度。
三、加強(qiang)新生入學管理
(一)加強學(xue)生分班(ban)管理。各義務教育階段學(xue)校要實行均(jun)衡編班(ban),嚴(yan)禁(jin)舉辦(ban)重(zhong)點(dian)班(ban),包括(kuo)以特(te)長班(ban)、特(te)色班(ban)、快(kuai)慢(man)班(ban)、尖子(zi)班(ban)、興趣班(ban)和(he)(he)“奧賽(sai)”班(ban)、實驗班(ban)、國(guo)際(ji)班(ban)等名義的變相重(zhong)點(dian)班(ban)。普(pu)(pu)通高(gao)中學(xue)校要根據普(pu)(pu)通高(gao)中課(ke)程(cheng)(cheng)方案和(he)(he)學(xue)生選(xuan)課(ke)情況,合理排(pai)課(ke)編班(ban),科學(xue)制訂選(xuan)課(ke)走班(ban)指南和(he)(he)課(ke)程(cheng)(cheng)實施方案,確保(bao)課(ke)程(cheng)(cheng)之間、年級(ji)之間的均(jun)衡性和(he)(he)學(xue)科學(xue)習(xi)的連貫(guan)性。
(二)嚴(yan)格規范(fan)學(xue)(xue)(xue)(xue)(xue)籍(ji)管(guan)理(li)(li)。學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應(ying)當(dang)從學(xue)(xue)(xue)(xue)(xue)生(sheng)入學(xue)(xue)(xue)(xue)(xue)之日起(qi)1個(ge)月內為學(xue)(xue)(xue)(xue)(xue)生(sheng)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)籍(ji)檔案,其中(zhong)(zhong),殘疾程度較重(zhong)、無法(fa)進入學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)習(xi)的學(xue)(xue)(xue)(xue)(xue)生(sheng),由(you)承擔(dan)送教(jiao)上門的學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)籍(ji)。學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要嚴(yan)格落實(shi)學(xue)(xue)(xue)(xue)(xue)籍(ji)管(guan)理(li)(li)“一(yi)人一(yi)籍(ji),籍(ji)隨人走(zou)”的要求,不(bu)(bu)得(de)以虛假信息建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)籍(ji),不(bu)(bu)得(de)重(zhong)復(fu)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)籍(ji),不(bu)(bu)得(de)擅自刪除學(xue)(xue)(xue)(xue)(xue)生(sheng)電子學(xue)(xue)(xue)(xue)(xue)籍(ji)信息。未(wei)經(jing)義務教(jiao)育招生(sheng)平臺報名錄取的學(xue)(xue)(xue)(xue)(xue)生(sheng)不(bu)(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)籍(ji)。對(dui)于未(wei)經(jing)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)批準,不(bu)(bu)按學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規定(ding)期限到校(xiao)(xiao)(xiao)辦(ban)理(li)(li)注冊者(zhe),不(bu)(bu)予以建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)籍(ji)。各(ge)區教(jiao)育行(xing)政(zheng)主(zhu)管(guan)部門要加(jia)強對(dui)學(xue)(xue)(xue)(xue)(xue)籍(ji)工作的核查(cha),及時查(cha)處和糾正(zheng)學(xue)(xue)(xue)(xue)(xue)籍(ji)建(jian)檔過程中(zhong)(zhong)的不(bu)(bu)規范(fan)行(xing)為,嚴(yan)禁(jin)“人籍(ji)分離”、“雙重(zhong)學(xue)(xue)(xue)(xue)(xue)籍(ji)”等情況出現。
(三(san))加強課(ke)程(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)管(guan)理。各區教(jiao)(jiao)(jiao)育(yu)行政部門要加強對教(jiao)(jiao)(jiao)材(cai)(cai)(cai)使(shi)用(yong)情況(kuang)的檢查,嚴(yan)格遵照《中(zhong)(zhong)共中(zhong)(zhong)央 國務院(yuan)關(guan)于深化教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)改(gai)革全面提高義務教(jiao)(jiao)(jiao)育(yu)質量的意見》和《中(zhong)(zhong)小(xiao)學(xue)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)管(guan)理辦法》要求,不(bu)得以(yi)地方課(ke)程(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)、校本課(ke)程(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)等替代(dai)國家課(ke)程(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)。義務教(jiao)(jiao)(jiao)育(yu)學(xue)校不(bu)得引進境外課(ke)程(cheng)、使(shi)用(yong)境外教(jiao)(jiao)(jiao)材(cai)(cai)(cai)、使(shi)用(yong)未經審定教(jiao)(jiao)(jiao)材(cai)(cai)(cai)。普通高中(zhong)(zhong)選用(yong)境外教(jiao)(jiao)(jiao)材(cai)(cai)(cai),按照國家有關(guan)政策執行。
四、建立考核和(he)問責(ze)雙機制,確保招(zhao)生工作全面落地
市、區教(jiao)(jiao)育(yu)(yu)督導部門要(yao)將(jiang)中(zhong)小(xiao)學(xue)(xue)招生入(ru)(ru)學(xue)(xue)工作納(na)入(ru)(ru)責任督學(xue)(xue)日常督導范圍,嚴肅(su)查(cha)處違反教(jiao)(jiao)育(yu)(yu)部“十項嚴禁”紀(ji)律(lv)要(yao)求和省教(jiao)(jiao)育(yu)(yu)廳(ting)“六項規(gui)定(ding)”等違反招生政策和紀(ji)律(lv)以及擾亂(luan)中(zhong)小(xiao)學(xue)(xue)入(ru)(ru)學(xue)(xue)招生秩序的行(xing)(xing)為(wei)。對(dui)違規(gui)操作,查(cha)有(you)實據,造成重大輿(yu)情,引發社會不(bu)穩定(ding),造成不(bu)良影響的單位和個人(ren)實行(xing)(xing)問責。對(dui)于未落(luo)實《中(zhong)共中(zhong)央 國務(wu)院關于深化教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)改(gai)革(ge)全面提高(gao)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)質(zhi)量的意見(jian)》中(zhong)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)招生入(ru)(ru)學(xue)(xue)規(gui)定(ding)要(yao)求,或者出現轄區內(nei)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)階段學(xue)(xue)校(xiao)違規(gui)考試招生行(xing)(xing)為(wei)的,視(shi)同(tong)為(wei)落(luo)實中(zhong)央和國家重大政策不(bu)力,納(na)入(ru)(ru)政府履行(xing)(xing)教(jiao)(jiao)育(yu)(yu)職責評價。
