廣東省促進特殊教育公平融合發展行動方案
為全面貫(guan)(guan)徹(che)黨的(de)(de)十九大精(jing)神(shen),深入貫(guan)(guan)徹(che)習近平總書記(ji)對廣東(dong)(dong)重要(yao)講話和指(zhi)示批示精(jing)神(shen),辦好(hao)特(te)(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu),促進特(te)(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)公(gong)(gong)平融(rong)合發(fa)展,讓每個孩子都能享用公(gong)(gong)平而有質量的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu),根據《殘疾(ji)人(ren)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)條例》《教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)部等四部門(men)關于(yu)加快發(fa)展殘疾(ji)人(ren)職業教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)若(ruo)干(gan)意見》《廣東(dong)(dong)省實施〈中(zhong)華(hua)人(ren)民共和國殘疾(ji)人(ren)保障(zhang)法(fa)〉辦法(fa)》和《廣東(dong)(dong)省第二期特(te)(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)提(ti)升計劃(2017-2020年(nian))》,制定本行動方案(an)。
一、全面提高特殊教育普及水平
(一(yi))鞏固提高(gao)殘疾(ji)(ji)兒(er)(er)童少年(nian)(nian)義務教(jiao)(jiao)育(yu)普及水(shui)平(ping)。按照“全覆蓋、零拒絕”的(de)(de)要求(qiu),通(tong)過普通(tong)學(xue)校(xiao)就(jiu)(jiu)讀(du)(du)、特殊教(jiao)(jiao)育(yu)學(xue)校(xiao)就(jiu)(jiu)讀(du)(du)、兒(er)(er)童福(fu)利機構(gou)(gou)(含未成年(nian)(nian)人(ren)(ren)救助保護(hu)機構(gou)(gou))特教(jiao)(jiao)班就(jiu)(jiu)讀(du)(du)、送(song)教(jiao)(jiao)上(shang)門(men)等多種方式(shi)(shi),落實“一(yi)人(ren)(ren)一(yi)案”,做好教(jiao)(jiao)育(yu)安置。以(yi)融合發展為(wei)導向,以(yi)普通(tong)學(xue)校(xiao)為(wei)特殊教(jiao)(jiao)育(yu)發展主(zhu)陣(zhen)地,優先(xian)采用(yong)普通(tong)學(xue)校(xiao)就(jiu)(jiu)讀(du)(du)的(de)(de)方式(shi)(shi),就(jiu)(jiu)近安排能接受(shou)普通(tong)教(jiao)(jiao)育(yu)的(de)(de)適齡殘疾(ji)(ji)兒(er)(er)童少年(nian)(nian)就(jiu)(jiu)讀(du)(du)。研究(jiu)制(zhi)定《關于加(jia)強殘疾(ji)(ji)兒(er)(er)童少年(nian)(nian)送(song)教(jiao)(jiao)上(shang)門(men)工(gong)作的(de)(de)指(zhi)導意見(jian)》,明(ming)確送(song)教(jiao)(jiao)上(shang)門(men)的(de)(de)服(fu)務對象、服(fu)務時間(jian)、經費和(he)人(ren)(ren)員保障等方面的(de)(de)要求(qiu)。加(jia)強并規范殘疾(ji)(ji)學(xue)生學(xue)籍(ji)管理。到2020年(nian)(nian),殘疾(ji)(ji)兒(er)(er)童少年(nian)(nian)義務教(jiao)(jiao)育(yu)入(ru)學(xue)率達到95%以(yi)上(shang)。(省教(jiao)(jiao)育(yu)廳、民政廳,省殘聯,排名第(di)一(yi)位為(wei)牽頭單位,下同)
(二(er))加大力度發(fa)展殘(can)(can)疾(ji)(ji)兒(er)(er)童(tong)學(xue)(xue)前(qian)教(jiao)(jiao)育(yu)。根(gen)據殘(can)(can)疾(ji)(ji)幼(you)兒(er)(er)身心發(fa)展情況、家庭(ting)意(yi)愿和當地特殊(shu)教(jiao)(jiao)育(yu)資源狀況,通(tong)過普通(tong)幼(you)兒(er)(er)園(yuan)就學(xue)(xue)、特殊(shu)教(jiao)(jiao)育(yu)幼(you)兒(er)(er)園(yuan)(含學(xue)(xue)前(qian)部)就學(xue)(xue)、兒(er)(er)童(tong)福利機構和康復機構接納等方(fang)式,提(ti)高(gao)殘(can)(can)疾(ji)(ji)幼(you)兒(er)(er)學(xue)(xue)前(qian)三年入(ru)園(yuan)率。到(dao)2020年,珠三角地區(qu)和粵東西(xi)北地區(qu)持證殘(can)(can)疾(ji)(ji)幼(you)兒(er)(er)學(xue)(xue)前(qian)三年入(ru)園(yuan)率分別(bie)達到(dao)85%和75%以上(shang)。優先采用(yong)普通(tong)幼(you)兒(er)(er)園(yuan)隨(sui)班(ban)就學(xue)(xue)方(fang)式,就近安(an)排適齡(ling)殘(can)(can)疾(ji)(ji)幼(you)兒(er)(er)接受學(xue)(xue)前(qian)教(jiao)(jiao)育(yu),大力實施學(xue)(xue)前(qian)融合教(jiao)(jiao)育(yu)。鼓勵各(ge)地整合資源,為殘(can)(can)疾(ji)(ji)兒(er)(er)童(tong)提(ti)供(gong)半日制、小(xiao)時制、親子(zi)同訓(xun)等多種形式的早期康復教(jiao)(jiao)育(yu)服(fu)務。為學(xue)(xue)前(qian)教(jiao)(jiao)育(yu)機構中符合條件的殘(can)(can)疾(ji)(ji)兒(er)(er)童(tong)提(ti)供(gong)功能評估、訓(xun)練(lian)、康復輔助器具等基本(ben)康復服(fu)務。(省教(jiao)(jiao)育(yu)廳、民政廳、衛生健康委,省殘(can)(can)聯)
(三)加(jia)快發展以職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)為主的(de)(de)(de)殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)人(ren)高(gao)中(zhong)階段(duan)教(jiao)(jiao)(jiao)(jiao)育(yu)。各(ge)地(di)市(shi)要統籌(chou)高(gao)中(zhong)階段(duan)殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)人(ren)教(jiao)(jiao)(jiao)(jiao)育(yu)資(zi)源,大(da)力發展殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)人(ren)中(zhong)等職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu),使完成義務教(jiao)(jiao)(jiao)(jiao)育(yu)且有(you)意愿的(de)(de)(de)殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)學(xue)生(sheng)都能接受適(shi)宜的(de)(de)(de)中(zhong)等職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)。普通高(gao)中(zhong)和(he)中(zhong)等職(zhi)業(ye)學(xue)校(xiao)(xiao)(含技(ji)工學(xue)校(xiao)(xiao),下同(tong))要積極招(zhao)(zhao)(zhao)收(shou)符(fu)合錄取標準的(de)(de)(de)殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)考(kao)生(sheng),不得因其殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)而拒絕招(zhao)(zhao)(zhao)收(shou),通過隨班就讀、舉辦特(te)教(jiao)(jiao)(jiao)(jiao)班等形式擴大(da)招(zhao)(zhao)(zhao)收(shou)殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)學(xue)生(sheng)的(de)(de)(de)規模。招(zhao)(zhao)(zhao)生(sheng)考(kao)試機構(gou)為殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)學(xue)生(sheng)參(can)加(jia)中(zhong)考(kao)提供合理便利。繼續(xu)辦好現(xian)有(you)殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)人(ren)中(zhong)等職(zhi)業(ye)學(xue)校(xiao)(xiao),擴大(da)殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)人(ren)中(zhong)等職(zhi)業(ye)學(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)規模,根據社會需要和(he)殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)人(ren)的(de)(de)(de)身心特(te)性合理設置專業(ye)。地(di)市(shi)特(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)和(he)其他有(you)條(tiao)件的(de)(de)(de)特(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)應舉辦殘(can)(can)(can)(can)(can)疾(ji)(ji)(ji)人(ren)高(gao)中(zhong)階段(duan)教(jiao)(jiao)(jiao)(jiao)育(yu)。(省教(jiao)(jiao)(jiao)(jiao)育(yu)廳(ting)、人(ren)力資(zi)源社會保(bao)障廳(ting),省殘(can)(can)(can)(can)(can)聯)
(四)穩(wen)步(bu)發展(zhan)殘(can)(can)疾(ji)人高(gao)等教育(yu)。普通(tong)高(gao)等學校(xiao)要積極招收(shou)符合(he)錄取標準的(de)(de)殘(can)(can)疾(ji)考生(sheng),不(bu)得因其殘(can)(can)疾(ji)而拒絕(jue)招收(shou)。普通(tong)高(gao)等學校(xiao)應進行必要的(de)(de)無障礙(ai)環境改造,給予殘(can)(can)疾(ji)學生(sheng)學業、生(sheng)活上的(de)(de)支持和幫助。統(tong)籌(chou)殘(can)(can)疾(ji)人高(gao)等教育(yu)資源的(de)(de)布局,增(zeng)設適(shi)合(he)殘(can)(can)疾(ji)人學習的(de)(de)相(xiang)關專業,增(zeng)加招生(sheng)總量。(省教育(yu)廳、人力資源社會保(bao)障廳,省殘(can)(can)聯(lian))
(五(wu))大力(li)(li)開(kai)展(zhan)殘疾(ji)(ji)(ji)人繼續(xu)教(jiao)育和掃(sao)盲工作(zuo)。支(zhi)(zhi)持(chi)普通高校、開(kai)放大學、成人高校等面向殘疾(ji)(ji)(ji)學生開(kai)展(zhan)繼續(xu)教(jiao)育,支(zhi)(zhi)持(chi)各種(zhong)職業教(jiao)育培(pei)訓機構加(jia)強(qiang)殘疾(ji)(ji)(ji)人職業技能(neng)培(pei)訓,拓寬和完善殘疾(ji)(ji)(ji)人終身學習通道。加(jia)強(qiang)就業指導,做好殘疾(ji)(ji)(ji)人教(jiao)育與就業銜接工作(zuo)。實施《“十(shi)三五(wu)”殘疾(ji)(ji)(ji)青壯年文盲掃(sao)盲行動方案》,多種(zhong)形式開(kai)展(zhan)殘疾(ji)(ji)(ji)青壯年文盲掃(sao)盲工作(zuo)。(省教(jiao)育廳、人力(li)(li)資源社會保(bao)障(zhang)廳,省殘聯)
二、加快完善特殊教育體系
(六)繼續推進標(biao)(biao)準(zhun)化特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)(jian)(jian)設。每(mei)個(ge)地(di)級以(yi)上(shang)(shang)(shang)市(shi)應建(jian)(jian)(jian)有(you)相當規模的(de)(de)義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)階段(duan)綜(zong)合(he)(he)性(xing)特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao),每(mei)個(ge)縣(市(shi))和(he)30萬人(ren)(ren)(ren)(ren)口以(yi)上(shang)(shang)(shang)的(de)(de)區(qu)應建(jian)(jian)(jian)有(you)1所以(yi)上(shang)(shang)(shang)符合(he)(he)國(guo)(guo)家(jia)標(biao)(biao)準(zhun)的(de)(de)義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)階段(duan)綜(zong)合(he)(he)性(xing)特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(東莞市(shi)、中山市(shi)應根(gen)據(ju)常(chang)住人(ren)(ren)(ren)(ren)口規模及分布(bu)特(te)(te)點,建(jian)(jian)(jian)有(you)2所以(yi)上(shang)(shang)(shang)符合(he)(he)國(guo)(guo)家(jia)標(biao)(biao)準(zhun)的(de)(de)義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)階段(duan)綜(zong)合(he)(he)性(xing)特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)),30萬人(ren)(ren)(ren)(ren)口以(yi)下(xia)的(de)(de)區(qu)要(yao)(yao)根(gen)據(ju)實際建(jian)(jian)(jian)設特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)或在普通中小學(xue)(xue)(xue)設置特(te)(te)教(jiao)(jiao)(jiao)(jiao)(jiao)班。支(zhi)持地(di)級以(yi)上(shang)(shang)(shang)市(shi)兒(er)童福利機構和(he)有(you)條件且殘(can)疾兒(er)童人(ren)(ren)(ren)(ren)數(shu)較多的(de)(de)縣(市(shi)、區(qu))兒(er)童福利機構依(yi)托現(xian)(xian)有(you)場地(di)、設備(bei)和(he)人(ren)(ren)(ren)(ren)員設立特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao),支(zhi)持其他縣(市(shi)、區(qu))級兒(er)童福利機構依(yi)托現(xian)(xian)有(you)場地(di)、設備(bei)和(he)人(ren)(ren)(ren)(ren)員設立特(te)(te)教(jiao)(jiao)(jiao)(jiao)(jiao)班。已(yi)建(jian)(jian)(jian)有(you)特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)(de)地(di)區(qu)要(yao)(yao)對照國(guo)(guo)家(jia)《特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)(jian)(jian)設標(biao)(biao)準(zhun)(建(jian)(jian)(jian)標(biao)(biao)156-2011)》,對未達(da)標(biao)(biao)的(de)(de)特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)進行(xing)改建(jian)(jian)(jian)、擴建(jian)(jian)(jian)。特(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)(yao)加強教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)信息化建(jian)(jian)(jian)設,按照國(guo)(guo)家(jia)配(pei)備(bei)標(biao)(biao)準(zhun)要(yao)(yao)求(qiu)配(pei)備(bei)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)、康(kang)復訓練儀器設備(bei)等。(省(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)廳、發展(zhan)改革(ge)委、民(min)政(zheng)廳、財政(zheng)廳,省(sheng)殘(can)聯)
(七)加快(kuai)(kuai)殘(can)(can)疾(ji)(ji)(ji)人(ren)中(zhong)(zhong)、高等(deng)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)建(jian)設(she)。支(zhi)持地市特(te)(te)(te)殊教(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)和其他(ta)有條件的特(te)(te)(te)殊教(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)建(jian)設(she)殘(can)(can)疾(ji)(ji)(ji)人(ren)普通高中(zhong)(zhong)或中(zhong)(zhong)職教(jiao)育(yu)(yu)部,支(zhi)持中(zhong)(zhong)等(deng)職業(ye)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)特(te)(te)(te)教(jiao)班建(jian)設(she),支(zhi)持殘(can)(can)疾(ji)(ji)(ji)人(ren)中(zhong)(zhong)等(deng)職業(ye)技術學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)建(jian)設(she),加快(kuai)(kuai)推(tui)進(jin)廣東省(sheng)培英職業(ye)技術學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)異地重建(jian);支(zhi)持高等(deng)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)設(she)置(zhi)招收殘(can)(can)疾(ji)(ji)(ji)學(xue)生(sheng)的特(te)(te)(te)殊教(jiao)育(yu)(yu)學(xue)院(yuan)或者相關專業(ye)。招收殘(can)(can)疾(ji)(ji)(ji)學(xue)生(sheng)的院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)應實施必(bi)要的無障(zhang)礙(ai)環境改(gai)造,建(jian)立(li)特(te)(te)(te)殊教(jiao)育(yu)(yu)資源教(jiao)室,適當改(gai)造校(xiao)(xiao)(xiao)(xiao)(xiao)內外實習實訓場所。鼓勵職業(ye)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)與現有獨立(li)設(she)置(zhi)的特(te)(te)(te)殊教(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)共(gong)建(jian)共(gong)享(xiang)實訓實習和創(chuang)業(ye)孵化(hua)基地。(省(sheng)教(jiao)育(yu)(yu)廳(ting)、發展改(gai)革委、民政廳(ting)、財政廳(ting)、人(ren)力資源社會保障(zhang)廳(ting),省(sheng)殘(can)(can)聯)
(八)加快學(xue)(xue)前特殊(shu)(shu)教育(yu)(yu)機(ji)構(gou)建設(she)。在(zai)特殊(shu)(shu)教育(yu)(yu)學(xue)(xue)校(xiao)和(he)有條(tiao)(tiao)件(jian)的兒(er)童(tong)福利(li)機(ji)構(gou)、殘疾(ji)兒(er)童(tong)康(kang)復(fu)機(ji)構(gou)普遍增加學(xue)(xue)前部或附設(she)幼兒(er)園。在(zai)有條(tiao)(tiao)件(jian)的地(di)區設(she)置專(zhuan)門(men)招收(shou)殘疾(ji)孩子的特殊(shu)(shu)幼兒(er)園。招收(shou)殘疾(ji)幼兒(er)的學(xue)(xue)前教育(yu)(yu)機(ji)構(gou)應(ying)當根(gen)據(ju)自身條(tiao)(tiao)件(jian)配備必要的康(kang)復(fu)設(she)施、設(she)備和(he)專(zhuan)業康(kang)復(fu)人員。(省(sheng)教育(yu)(yu)廳(ting)、發展改革委、民(min)政廳(ting)、財政廳(ting)、人力(li)資(zi)源社會保障廳(ting),省(sheng)殘聯)
三、健全特殊教育經費投入機制
(九)繼續推動(dong)實(shi)施(shi)殘(can)(can)疾(ji)學(xue)生(sheng)15年免費教(jiao)(jiao)育(yu)(yu)。在全省實(shi)施(shi)從義務教(jiao)(jiao)育(yu)(yu)到(dao)高(gao)中(zhong)階段(duan)教(jiao)(jiao)育(yu)(yu)殘(can)(can)疾(ji)學(xue)生(sheng)12年免費教(jiao)(jiao)育(yu)(yu)的基礎(chu)上,推動(dong)有(you)條件(jian)的地區實(shi)施(shi)從學(xue)前教(jiao)(jiao)育(yu)(yu)到(dao)高(gao)中(zhong)階段(duan)教(jiao)(jiao)育(yu)(yu)殘(can)(can)疾(ji)學(xue)生(sheng)15年免費教(jiao)(jiao)育(yu)(yu)。(省教(jiao)(jiao)育(yu)(yu)廳(ting)(ting)、財政廳(ting)(ting)、人力資源(yuan)社會(hui)保障(zhang)廳(ting)(ting),省殘(can)(can)聯)

五、建設專業化特殊教育教師隊伍
(十九)完(wan)善特殊教(jiao)育(yu)(yu)教(jiao)師(shi)(shi)培(pei)養(yang)體系。科(ke)學規劃(hua)(hua)高(gao)(gao)校(xiao)特殊教(jiao)育(yu)(yu)專(zhuan)業(ye)布(bu)局(ju)和培(pei)養(yang)規模(mo),支(zhi)持(chi)有關(guan)高(gao)(gao)校(xiao)擴大(da)特殊教(jiao)育(yu)(yu)專(zhuan)業(ye)招生規模(mo)。擴大(da)特殊教(jiao)育(yu)(yu)相(xiang)關(guan)專(zhuan)業(ye)的(de)碩士、博士研究生培(pei)養(yang)規模(mo)。支(zhi)持(chi)和鼓勵高(gao)(gao)等學校(xiao)創造條(tiao)件(jian)加強學前、高(gao)(gao)中及(ji)職(zhi)業(ye)教(jiao)育(yu)(yu)的(de)特教(jiao)師(shi)(shi)資(zi)培(pei)養(yang)。普通師(shi)(shi)范院(yuan)(yuan)校(xiao)和綜合(he)性(xing)院(yuan)(yuan)校(xiao)的(de)師(shi)(shi)范專(zhuan)業(ye)普遍開設特教(jiao)課程。在教(jiao)師(shi)(shi)資(zi)格考(kao)試中要含(han)有一(yi)定比(bi)例的(de)特殊教(jiao)育(yu)(yu)相(xiang)關(guan)內容。將特殊教(jiao)育(yu)(yu)專(zhuan)業(ye)列(lie)入省(sheng)中小(xiao)學教(jiao)師(shi)(shi)公(gong)費定向培(pei)養(yang)計劃(hua)(hua),為(wei)粵東西北(bei)地區培(pei)養(yang)一(yi)批特殊教(jiao)育(yu)(yu)教(jiao)師(shi)(shi)。(省(sheng)教(jiao)育(yu)(yu)廳、人力(li)資(zi)源社(she)會保(bao)障(zhang)廳,省(sheng)殘(can)聯)
