為全面貫徹(che)黨的(de)教(jiao)(jiao)育(yu)(yu)(yu)(yu)方針,落實(shi)(shi)立(li)德(de)樹人根本任(ren)務(wu),規(gui)范(fan)普通中(zhong)小(xiao)學招生入(ru)學秩序,切實(shi)(shi)維護教(jiao)(jiao)育(yu)(yu)(yu)(yu)公平(ping),努力(li)讓每個孩子都能享有公平(ping)而有質量的(de)教(jiao)(jiao)育(yu)(yu)(yu)(yu),根據《中(zhong)華人民(min)共(gong)(gong)和(he)國(guo)(guo)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)法》《中(zhong)華人民(min)共(gong)(gong)和(he)國(guo)(guo)民(min)辦(ban)教(jiao)(jiao)育(yu)(yu)(yu)(yu)促進法》《中(zhong)共(gong)(gong)中(zhong)央 國(guo)(guo)務(wu)院關(guan)(guan)于深(shen)(shen)化教(jiao)(jiao)育(yu)(yu)(yu)(yu)教(jiao)(jiao)學改(gai)革(ge)全面提高義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)質量的(de)意(yi)見》《國(guo)(guo)務(wu)院辦(ban)公廳關(guan)(guan)于新(xin)時代推進普通高中(zhong)育(yu)(yu)(yu)(yu)人方式改(gai)革(ge)的(de)指(zhi)導意(yi)見》《中(zhong)共(gong)(gong)中(zhong)央 國(guo)(guo)務(wu)院印(yin)發(fa)(fa)〈深(shen)(shen)化新(xin)時代教(jiao)(jiao)育(yu)(yu)(yu)(yu)評(ping)價改(gai)革(ge)總(zong)體方案〉》《廣東省教(jiao)(jiao)育(yu)(yu)(yu)(yu)廳關(guan)(guan)于進一步規(gui)范(fan)普通中(zhong)小(xiao)學招生入(ru)學工(gong)作的(de)指(zhi)導意(yi)見》《深(shen)(shen)圳市(shi)(shi)非深(shen)(shen)戶籍人員(yuan)子女接受(shou)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)管理辦(ban)法》《中(zhong)共(gong)(gong)深(shen)(shen)圳市(shi)(shi)委 深(shen)(shen)圳市(shi)(shi)人民(min)政府印(yin)發(fa)(fa)〈關(guan)(guan)于推進教(jiao)(jiao)育(yu)(yu)(yu)(yu)高質量發(fa)(fa)展的(de)意(yi)見〉的(de)通知》等法律(lv)法規(gui)文件精神,現就做好我(wo)市(shi)(shi)2021年普通中(zhong)小(xiao)學招生入(ru)學工(gong)作通知如下:
一、規范義務教育招生行為
(一)強(qiang)化屬地(di)責(ze)任,落實“兩(liang)為主”
1.落實“兩(liang)為(wei)主(zhu)(zhu)”職責。各區(qu)(qu)(含新(xin)區(qu)(qu)、深汕(shan)特(te)別合作(zuo)區(qu)(qu),下同)政府要落實好(hao)舉辦(ban)、管理和發(fa)展(zhan)義(yi)務(wu)(wu)教育(yu)(yu)的(de)(de)主(zhu)(zhu)體(ti)責任,認真(zhen)落實國(guo)家(jia)“兩(liang)為(wei)主(zhu)(zhu)”要求(qiu),進一步提高進城務(wu)(wu)工(gong)(gong)人(ren)員隨遷子女在公辦(ban)義(yi)務(wu)(wu)教育(yu)(yu)學校就(jiu)讀的(de)(de)比例,增加公辦(ban)學位供(gong)給,統(tong)籌(chou)公辦(ban)民(min)辦(ban)學校招(zhao)生(sheng)(sheng),切實保障符(fu)合條件的(de)(de)適齡兒童、少(shao)年接(jie)受義(yi)務(wu)(wu)教育(yu)(yu)的(de)(de)權(quan)利。各區(qu)(qu)要加強組織領導,成立以(yi)區(qu)(qu)領導為(wei)組長的(de)(de)義(yi)務(wu)(wu)教育(yu)(yu)招(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)領導小組,定期召(zhao)開(kai)招(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)聯席會議(yi),完(wan)善統(tong)籌(chou)協調工(gong)(gong)作(zuo)機制,及(ji)時妥善處理本區(qu)(qu)義(yi)務(wu)(wu)教育(yu)(yu)招(zhao)生(sheng)(sheng)中(zhong)的(de)(de)熱點(dian)難點(dian)問題。
2.落(luo)實(shi)(shi)區(qu)教(jiao)育行政部門(men)招(zhao)(zhao)(zhao)生(sheng)(sheng)管理(li)(li)職(zhi)責。各區(qu)教(jiao)育行政部門(men)要(yao)切實(shi)(shi)加(jia)(jia)(jia)強(qiang)義務教(jiao)育招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)的(de)組織和管理(li)(li),做好學(xue)(xue)(xue)(xue)位預(yu)測,及時公布學(xue)(xue)(xue)(xue)位供需情(qing)況,建立招(zhao)(zhao)(zhao)生(sheng)(sheng)預(yu)警(jing)機制(zhi),合理(li)(li)引導家長預(yu)期(qi)。要(yao)積極探索研(yan)制(zhi)招(zhao)(zhao)(zhao)生(sheng)(sheng)電子地圖,便于實(shi)(shi)時分析研(yan)判各學(xue)(xue)(xue)(xue)區(qu)學(xue)(xue)(xue)(xue)位供給動態變化(hua)情(qing)況,方(fang)便學(xue)(xue)(xue)(xue)生(sheng)(sheng)家長便捷查詢各學(xue)(xue)(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei)及學(xue)(xue)(xue)(xue)位供給信息(xi)。要(yao)科學(xue)(xue)(xue)(xue)制(zhi)定招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)方(fang)案,做好網(wang)上招(zhao)(zhao)(zhao)生(sheng)(sheng)報(bao)名的(de)組織工(gong)作(zuo)。要(yao)簡化(hua)入學(xue)(xue)(xue)(xue)手續(xu),加(jia)(jia)(jia)強(qiang)部門(men)聯動,充(chong)分利用(yong)現(xian)代信息(xi)技術手段實(shi)(shi)施多部門(men)聯網(wang)審核(he)(he)驗證(zheng),共同做好適齡兒(er)童、少年的(de)就(jiu)讀(du)資格驗核(he)(he)工(gong)作(zuo)。要(yao)加(jia)(jia)(jia)強(qiang)風(feng)險預(yu)判,制(zhi)定完善(shan)應(ying)急預(yu)案,健全應(ying)急機制(zhi),及時發(fa)現(xian)并(bing)妥善(shan)處(chu)置苗(miao)頭(tou)性(xing)、傾向性(xing)問題,快速穩妥處(chu)理(li)(li)突發(fa)事件,確保(bao)招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)工(gong)作(zuo)平穩有序。要(yao)加(jia)(jia)(jia)強(qiang)對招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)工(gong)作(zuo)的(de)監(jian)督檢查,建立完善(shan)招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)監(jian)督工(gong)作(zuo)機制(zhi)。多形式(shi)加(jia)(jia)(jia)強(qiang)招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)政策的(de)宣講和解(jie)(jie)讀(du)解(jie)(jie)釋工(gong)作(zuo),積極回(hui)應(ying)市(shi)民群(qun)眾關(guan)切。
3.落實學校招(zhao)生(sheng)職責。各義務教育(yu)階(jie)段學校要規范招(zhao)生(sheng)行為,按(an)要求(qiu)公開招(zhao)生(sheng)計劃、招(zhao)生(sheng)程序、招(zhao)生(sheng)結果(guo)、咨(zi)詢投(tou)訴(su)電話等(deng),不得擅自跨片區招(zhao)生(sheng),不得擅自接收(shou)學生(sheng)跨片區擇校就讀。要指導適齡(ling)兒童、少(shao)年的(de)家長按(an)時申請學位,按(an)要求(qiu)及時、準確(que)提供就讀信(xin)息。
(二)堅持(chi)免(mian)試就近入學,合理確定招(zhao)生范(fan)圍
1.堅持(chi)免試(shi)(shi)就近入(ru)學。所(suo)有(you)公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學校(xiao)都要嚴格(ge)遵守并全面(mian)落實(shi)義務教(jiao)育免試(shi)(shi)入(ru)學規定。嚴禁(jin)公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學校(xiao)通過面(mian)試(shi)(shi)、面(mian)談、人機(ji)對(dui)話、體驗活動(dong)、簡歷材料(liao)等方式為(wei)依據的(de)“掐(qia)尖”招(zhao)生(sheng)、提(ti)前招(zhao)生(sheng)、違規爭(zheng)搶生(sheng)源的(de)行為(wei)。市局直屬學校(xiao)義務教(jiao)育招(zhao)生(sheng)工作納(na)入(ru)所(suo)在區教(jiao)育行政部門(men)統(tong)一管理。
2.合(he)理確(que)定(ding)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)。各區(qu)(qu)(qu)教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)門要嚴格按(an)照“學(xue)校劃(hua)片(pian)(pian)(pian)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)(sheng)(sheng)源就近入學(xue)”的目標(biao)要求(qiu)(qiu),綜合(he)考慮(lv)適(shi)齡(ling)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)人數、學(xue)校分布(bu)、學(xue)校規模、交通狀況等因素,為每所公辦義務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)校劃(hua)定(ding)服務(wu)片(pian)(pian)(pian)區(qu)(qu)(qu)范(fan)圍(wei),確(que)保各片(pian)(pian)(pian)區(qu)(qu)(qu)之間(jian)教(jiao)(jiao)育(yu)(yu)資源大致均衡。在對(dui)(dui)學(xue)校原招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)進(jin)行較大調整時,要充(chong)分聽取群眾意(yi)見,審慎論證(zheng),提前公告。片(pian)(pian)(pian)區(qu)(qu)(qu)確(que)定(ding)后,應在一(yi)段時期內(nei)保持相對(dui)(dui)穩定(ding)。民辦義務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)校不得超(chao)出教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)門核定(ding)的招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)和招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),在滿足本區(qu)(qu)(qu)符合(he)條件的適(shi)齡(ling)兒童、少年入學(xue)需(xu)求(qiu)(qiu)后,仍有剩余招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)的,經學(xue)校申(shen)請,區(qu)(qu)(qu)教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)門審核,報市教(jiao)(jiao)育(yu)(yu)局(ju)同(tong)意(yi),可(ke)跨(kua)區(qu)(qu)(qu)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。
(三(san))剛性實(shi)施入(ru)(ru)學政策,完善積分入(ru)(ru)學細則
所(suo)有(you)公(gong)(gong)(gong)(gong)辦(ban)民(min)(min)辦(ban)學校要(yao)(yao)嚴格按照《深圳市非深戶籍人員(yuan)子女接受義(yi)務教(jiao)(jiao)育(yu)(yu)管(guan)理辦(ban)法(fa)》等(deng)文件規(gui)定的入學條(tiao)件招(zhao)(zhao)生(sheng),不得招(zhao)(zhao)收(shou)不符合(he)(he)(he)我市就(jiu)讀條(tiao)件的學生(sheng)。各區教(jiao)(jiao)育(yu)(yu)行政(zheng)部門要(yao)(yao)不斷優(you)化(hua)積(ji)分(fen)入學實(shi)(shi)(shi)施(shi)細則(ze),充(chong)(chong)分(fen)體現教(jiao)(jiao)育(yu)(yu)公(gong)(gong)(gong)(gong)平,合(he)(he)(he)理設置積(ji)分(fen)類別(bie)、項目(mu)、標(biao)(biao)準和(he)分(fen)值,根據(ju)積(ji)分(fen)情況和(he)招(zhao)(zhao)生(sheng)計(ji)劃安排學位,實(shi)(shi)(shi)施(shi)過程中要(yao)(yao)做(zuo)到積(ji)分(fen)標(biao)(biao)準、積(ji)分(fen)結果、學位安排“三公(gong)(gong)(gong)(gong)開”,公(gong)(gong)(gong)(gong)開過程中應依法(fa)做(zuo)好未成年人隱私保護。積(ji)分(fen)入學細則(ze)要(yao)(yao)充(chong)(chong)分(fen)征(zheng)求轄區居民(min)(min)意見,在(zai)招(zhao)(zhao)生(sheng)工作(zuo)實(shi)(shi)(shi)施(shi)前報市教(jiao)(jiao)育(yu)(yu)局備案。2021年繼續全面取消各類特長(chang)生(sheng)招(zhao)(zhao)生(sheng)。對烈士、符合(he)(he)(he)條(tiao)件的現役軍(jun)人及(ji)復退軍(jun)人、消防救援隊(dui)伍人員(yuan)、公(gong)(gong)(gong)(gong)安英(ying)模和(he)因公(gong)(gong)(gong)(gong)犧牲傷殘警察、高層(ceng)次人才等(deng)享受優(you)惠政(zheng)策人員(yuan)的子女實(shi)(shi)(shi)施(shi)教(jiao)(jiao)育(yu)(yu)優(you)待政(zheng)策,并向社會公(gong)(gong)(gong)(gong)示。
(四(si))完善民辦學(xue)校(xiao)招生管理
各區(qu)教(jiao)育(yu)(yu)行政(zheng)部門要將民辦(ban)(ban)義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生納入統(tong)一(yi)管理,全(quan)面(mian)落實與(yu)公(gong)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)同(tong)步招(zhao)(zhao)生。民辦(ban)(ban)義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)的招(zhao)(zhao)生計劃(hua)(hua)和(he)招(zhao)(zhao)生方案,要報主管教(jiao)育(yu)(yu)行政(zheng)部門審核。面(mian)向(xiang)全(quan)區(qu)招(zhao)(zhao)生且(qie)報名人(ren)數(shu)超過招(zhao)(zhao)生計劃(hua)(hua)數(shu)的民辦(ban)(ban)學(xue)(xue)(xue)校(xiao),全(quan)部實行電腦(nao)隨機(ji)搖(yao)(yao)號(hao)錄(lu)取(qu)(qu)。辦(ban)(ban)學(xue)(xue)(xue)層次(ci)同(tong)時包括小(xiao)學(xue)(xue)(xue)和(he)初中(zhong)的民辦(ban)(ban)學(xue)(xue)(xue)校(xiao),應首(shou)先通過直(zhi)升或電腦(nao)隨機(ji)搖(yao)(yao)號(hao)方式招(zhao)(zhao)收本校(xiao)自愿報讀(du)初中(zhong)的小(xiao)學(xue)(xue)(xue)畢(bi)業生,剩余的招(zhao)(zhao)生計劃(hua)(hua)應公(gong)開報名,實行電腦(nao)隨機(ji)搖(yao)(yao)號(hao)錄(lu)取(qu)(qu)。民辦(ban)(ban)學(xue)(xue)(xue)校(xiao)電腦(nao)隨機(ji)搖(yao)(yao)號(hao)錄(lu)取(qu)(qu)工作由各區(qu)組織實施,搖(yao)(yao)號(hao)過程(cheng)要做(zuo)到全(quan)程(cheng)錄(lu)像,并(bing)邀請公(gong)證(zheng)機(ji)構人(ren)員、紀檢人(ren)員、人(ren)大代(dai)表(biao)(biao)、政(zheng)協(xie)委(wei)員、新聞媒(mei)體代(dai)表(biao)(biao)和(he)學(xue)(xue)(xue)生家長代(dai)表(biao)(biao)全(quan)程(cheng)監督。受政(zheng)府委(wei)托承(cheng)擔義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)位任務(wu)的民辦(ban)(ban)學(xue)(xue)(xue)校(xiao),報名及錄(lu)取(qu)(qu)辦(ban)(ban)法由區(qu)教(jiao)育(yu)(yu)行政(zheng)部門另行確(que)定。
(五(wu))提高殘(can)疾(ji)兒童、少年(nian)入(ru)學率(lv),提升特殊教(jiao)育質量
各區(qu)要(yao)按(an)國(guo)家要(yao)求,確保(bao)2021年殘(can)疾兒(er)童、少(shao)年義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)入學率達到95%以上。按(an)照“全覆蓋、零拒絕”的(de)要(yao)求,根據適齡殘(can)疾兒(er)童、少(shao)年的(de)實(shi)際情況,制訂教(jiao)(jiao)(jiao)育(yu)(yu)安置方(fang)案(an),落實(shi)“一(yi)人一(yi)案(an)”,通過普通學校(xiao)就讀、特殊教(jiao)(jiao)(jiao)育(yu)(yu)學校(xiao)就讀、送教(jiao)(jiao)(jiao)上門等多種方(fang)式,逐一(yi)做好(hao)入學安置工作。市、區(qu)特殊教(jiao)(jiao)(jiao)育(yu)(yu)學校(xiao)科學設置招生類別、學段,錯(cuo)位發(fa)展(zhan),協調(diao)發(fa)展(zhan)。義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段,視障(zhang)(zhang)(zhang)教(jiao)(jiao)(jiao)育(yu)(yu)、聽障(zhang)(zhang)(zhang)教(jiao)(jiao)(jiao)育(yu)(yu)主要(yao)由市屬學校(xiao)承擔(dan),智障(zhang)(zhang)(zhang)等其他類型的(de)特殊教(jiao)(jiao)(jiao)育(yu)(yu)主要(yao)由區(qu)屬學校(xiao)承擔(dan)。市屬特殊教(jiao)(jiao)(jiao)育(yu)(yu)學校(xiao)要(yao)擴大高中階(jie)段招生規(gui)模,讓完成義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)的(de)殘(can)疾學生都能接(jie)受(shou)適宜的(de)高中階(jie)段教(jiao)(jiao)(jiao)育(yu)(yu)。
(六)加強招生(sheng)(sheng)計(ji)劃管理,嚴禁超標準班額(e)招生(sheng)(sheng)
各區教育(yu)行(xing)政部門要結合學(xue)(xue)校(xiao)(xiao)(xiao)辦學(xue)(xue)規模、辦學(xue)(xue)條件,科學(xue)(xue)核(he)定(ding)、及時公布公辦民辦學(xue)(xue)校(xiao)(xiao)(xiao)招生計劃。嚴格控制存(cun)在超標準班(ban)額(e)(e)學(xue)(xue)校(xiao)(xiao)(xiao)的(de)(de)招生計劃。各義務教育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)起始(shi)年級嚴禁超標準班(ban)額(e)(e)招生,堅決防止產生新的(de)(de)超標準班(ban)額(e)(e)。嚴禁超核(he)定(ding)辦學(xue)(xue)規模和(he)超標準班(ban)額(e)(e)的(de)(de)學(xue)(xue)校(xiao)(xiao)(xiao)接收轉學(xue)(xue)插班(ban)學(xue)(xue)生。
(七)落(luo)實(shi)控(kong)輟保學(xue)法(fa)定(ding)職責
各區教育(yu)(yu)行(xing)(xing)政部門和(he)(he)(he)學(xue)(xue)校要(yao)嚴格(ge)(ge)落(luo)實(shi)《中華人(ren)(ren)民共和(he)(he)(he)國(guo)義務教育(yu)(yu)法(fa)》《中華人(ren)(ren)民共和(he)(he)(he)國(guo)未成年(nian)(nian)人(ren)(ren)保(bao)(bao)護(hu)法(fa)》等(deng)法(fa)律規定(ding),依法(fa)保(bao)(bao)障適齡(ling)兒(er)童、少年(nian)(nian)接受(shou)義務教育(yu)(yu)的(de)權(quan)利,要(yao)嚴格(ge)(ge)履行(xing)(xing)控輟(chuo)保(bao)(bao)學(xue)(xue)法(fa)定(ding)職責(ze),完善聯(lian)控聯(lian)保(bao)(bao)工作機制(zhi),落(luo)實(shi)失學(xue)(xue)輟(chuo)學(xue)(xue)學(xue)(xue)生勸(quan)返復學(xue)(xue)、登記和(he)(he)(he)書面(mian)報(bao)告責(ze)任制(zhi)度,建立完善控輟(chuo)保(bao)(bao)學(xue)(xue)工作臺帳,共同做好(hao)控輟(chuo)保(bao)(bao)學(xue)(xue)工作。適齡(ling)兒(er)童、少年(nian)(nian)因身體狀(zhuang)況確需延緩入學(xue)(xue)或(huo)者休(xiu)學(xue)(xue)的(de),其(qi)父(fu)母或(huo)者其(qi)他法(fa)定(ding)監護(hu)人(ren)(ren)應當提出申請,由所(suo)在區教育(yu)(yu)行(xing)(xing)政部門批準。依法(fa)查處以在家學(xue)(xue)習、接受(shou)“私塾”“讀經班”等(deng)培訓替代(dai)國(guo)家統(tong)一實(shi)施的(de)義務教育(yu)(yu)的(de)行(xing)(xing)為。嚴格(ge)(ge)外籍人(ren)(ren)員子女學(xue)(xue)校招生管(guan)理,不(bu)得招收中國(guo)籍學(xue)(xue)生。
二、加強普通高中招生管理
(一)剛性執行高(gao)中招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)。高(gao)中學(xue)校要(yao)嚴格按照市(shi)教(jiao)(jiao)育(yu)局核定(ding)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)進(jin)行招(zhao)(zhao)生(sheng)(sheng)(sheng)。招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)下達后,不(bu)再(zai)受理調整招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)(de)申請。各級教(jiao)(jiao)育(yu)行政部門、各高(gao)中階段學(xue)校根據招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)(de)要(yao)求,認真做(zuo)好招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)(de)各項準(zhun)備工作(zuo),確(que)保學(xue)校正常開學(xue)。民辦(ban)學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)納入統一管理,并與(yu)公辦(ban)學(xue)校同步招(zhao)(zhao)生(sheng)(sheng)(sheng)。各校招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)的(de)(de)執行情況,將作(zuo)為學(xue)校自(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua)安(an)排、規(gui)范辦(ban)學(xue)、辦(ban)學(xue)水平、辦(ban)學(xue)效益評(ping)估以及(ji)評(ping)先(xian)、評(ping)優等的(de)(de)主(zhu)要(yao)指標。全市(shi)公辦(ban)高(gao)中學(xue)校應按照核定(ding)辦(ban)學(xue)規(gui)模招(zhao)(zhao)生(sheng)(sheng)(sheng)。普通高(gao)中未(wei)經(jing)審批不(bu)得面向市(shi)外招(zhao)(zhao)生(sheng)(sheng)(sheng)。
(二)落(luo)(luo)實指標到(dao)校(xiao)(xiao)政(zheng)策(ce)。認真落(luo)(luo)實指標到(dao)校(xiao)(xiao)政(zheng)策(ce)要(yao)求,每所優質(zhi)普通高中學校(xiao)(xiao)要(yao)安(an)排不低(di)于50%的招生名額,主要(yao)按初中學校(xiao)(xiao)在校(xiao)(xiao)生數,直接分配到(dao)全市各初中學校(xiao)(xiao)(含民辦),促進義務教育優質(zhi)均(jun)衡發展。
(三)統(tong)籌規范全(quan)市(shi)高中(zhong)(zhong)自(zi)(zi)主(zhu)招(zhao)生工(gong)(gong)作(zuo)(zuo)(zuo)。根(gen)據廣東(dong)省(sheng)教(jiao)(jiao)育廳關于進一步(bu)完(wan)善和規范自(zi)(zi)主(zhu)招(zhao)生的(de)(de)(de)相關要(yao)求,市(shi)教(jiao)(jiao)育局全(quan)面統(tong)籌高中(zhong)(zhong)自(zi)(zi)主(zhu)招(zhao)生工(gong)(gong)作(zuo)(zuo)(zuo),進一步(bu)優化(hua)我(wo)市(shi)普(pu)通(tong)(tong)高中(zhong)(zhong)自(zi)(zi)主(zhu)招(zhao)生布點,引(yin)導普(pu)通(tong)(tong)高中(zhong)(zhong)學(xue)(xue)校科學(xue)(xue)合理定位和分(fen)層分(fen)類發(fa)展(zhan)。自(zi)(zi)主(zhu)招(zhao)生對(dui)象主(zhu)要(yao)為具有創新潛質和學(xue)(xue)科特長的(de)(de)(de)學(xue)(xue)生。2021年全(quan)市(shi)普(pu)通(tong)(tong)高中(zhong)(zhong)自(zi)(zi)主(zhu)招(zhao)生按照(zhao)市(shi)教(jiao)(jiao)育局出臺的(de)(de)(de)《深圳市(shi)教(jiao)(jiao)育局關于做好2021年普(pu)通(tong)(tong)高中(zhong)(zhong)學(xue)(xue)校自(zi)(zi)主(zhu)招(zhao)生工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)通(tong)(tong)知》實施。
(四(si))規(gui)(gui)范(fan)學校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行(xing)(xing)為。積(ji)極探索基于初中(zhong)學業水平考(kao)(kao)試成績、結合綜(zong)合素質表(biao)現評(ping)價的高中(zhong)階段學校(xiao)考(kao)(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取(qu)模式。所有高中(zhong)學校(xiao)(含民辦(ban)普通高中(zhong))需嚴格按照規(gui)(gui)定的招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方式進行(xing)(xing)統一招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁(jin)違規(gui)(gui)爭(zheng)搶生(sheng)(sheng)(sheng)(sheng)源、跨審批區域招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超計劃(hua)(hua)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和(he)提前(qian)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁(jin)招(zhao)(zhao)收(shou)“掛讀生(sheng)(sheng)(sheng)(sheng)”和(he)“擇校(xiao)生(sheng)(sheng)(sheng)(sheng)”。
三、加強新生入學管理
(一(yi))規范學(xue)生分班(ban)(ban)(ban)管理。各義(yi)務(wu)教育(yu)階段學(xue)校要實行均衡編(bian)班(ban)(ban)(ban),嚴禁舉(ju)辦(ban)重點班(ban)(ban)(ban),包括以(yi)特(te)長班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子班(ban)(ban)(ban)、興(xing)趣班(ban)(ban)(ban)和(he)(he)“奧賽”班(ban)(ban)(ban)、國(guo)際(ji)班(ban)(ban)(ban)等(deng)名義(yi)的變(bian)相重點班(ban)(ban)(ban)。普(pu)(pu)通高(gao)中學(xue)校要根(gen)據普(pu)(pu)通高(gao)中課(ke)程方(fang)案和(he)(he)學(xue)生選課(ke)情況,合理排課(ke)編(bian)班(ban)(ban)(ban),科學(xue)制訂選課(ke)走(zou)班(ban)(ban)(ban)指(zhi)南(nan)和(he)(he)課(ke)程實施(shi)方(fang)案。
(二)嚴格規(gui)范學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)(li)(li)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應當從(cong)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)之(zhi)日起1個月內(nei)為學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建(jian)(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔案,其中(zhong),殘疾程度較重、無法進入學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由(you)承擔(dan)送教上門的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)嚴格落實學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)(li)(li)“一人(ren)一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨(sui)人(ren)走”的(de)(de)要(yao)求(qiu),不(bu)得(de)(de)以虛假(jia)信息(xi)建(jian)(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)得(de)(de)重復建(jian)(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)得(de)(de)擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電子(zi)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信息(xi)。未經(jing)義務教育招生(sheng)(sheng)平(ping)臺報名錄(lu)取的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予建(jian)(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對(dui)(dui)于未經(jing)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)批(pi)準,不(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規(gui)定(ding)期限到校(xiao)辦理(li)(li)(li)注冊(ce)者,不(bu)予建(jian)(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教育行(xing)政部(bu)門要(yao)加強對(dui)(dui)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作的(de)(de)核查(cha),及時查(cha)處(chu)和糾正(zheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)(jian)檔過程中(zhong)的(de)(de)不(bu)規(gui)范行(xing)為,嚴禁“人(ren)籍(ji)(ji)(ji)分離”。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區(qu)教(jiao)(jiao)(jiao)育(yu)督(du)(du)導部(bu)(bu)門要將中(zhong)小(xiao)學(xue)(xue)(xue)招(zhao)(zhao)生入(ru)(ru)學(xue)(xue)(xue)工作納入(ru)(ru)責任督(du)(du)學(xue)(xue)(xue)日常督(du)(du)導范圍,嚴肅查處(chu)違(wei)(wei)反(fan)教(jiao)(jiao)(jiao)育(yu)部(bu)(bu)“十項(xiang)嚴禁”紀律(lv)要求和省教(jiao)(jiao)(jiao)育(yu)廳“六項(xiang)規(gui)定”等(deng)違(wei)(wei)反(fan)招(zhao)(zhao)生政(zheng)(zheng)策和紀律(lv)以及(ji)擾(rao)亂中(zhong)小(xiao)學(xue)(xue)(xue)入(ru)(ru)學(xue)(xue)(xue)招(zhao)(zhao)生秩序的行(xing)為。對違(wei)(wei)規(gui)操作,查有(you)實(shi)(shi)據,造成(cheng)不(bu)良影響的單位和個人實(shi)(shi)行(xing)問(wen)責。對于(yu)未落(luo)(luo)實(shi)(shi)《中(zhong)共(gong)中(zhong)央 國務(wu)院(yuan)關(guan)于(yu)深(shen)化(hua)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)改革(ge)全面提高義務(wu)教(jiao)(jiao)(jiao)育(yu)質(zhi)量(liang)的意見》中(zhong)義務(wu)教(jiao)(jiao)(jiao)育(yu)招(zhao)(zhao)生入(ru)(ru)學(xue)(xue)(xue)規(gui)定要求,或者出現轄區(qu)內義務(wu)教(jiao)(jiao)(jiao)育(yu)階段學(xue)(xue)(xue)校(xiao)違(wei)(wei)規(gui)考試招(zhao)(zhao)生行(xing)為的,視同為落(luo)(luo)實(shi)(shi)中(zhong)央和國家重大政(zheng)(zheng)策不(bu)力,納入(ru)(ru)政(zheng)(zheng)府履行(xing)教(jiao)(jiao)(jiao)育(yu)職責評價。
