  為全面貫徹黨的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)方針,落實(shi)立德(de)樹人(ren)(ren)根本任務,規(gui)(gui)范普通(tong)(tong)中(zhong)小學(xue)招(zhao)生(sheng)入學(xue)秩序,切實(shi)維(wei)護(hu)教(jiao)(jiao)(jiao)(jiao)育(yu)公(gong)平(ping),努(nu)力讓每個(ge)孩子都能享有(you)公(gong)平(ping)而(er)有(you)質量的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu),根據《中(zhong)華(hua)人(ren)(ren)民(min)共(gong)(gong)和(he)國(guo)義務教(jiao)(jiao)(jiao)(jiao)育(yu)法(fa)》《中(zhong)華(hua)人(ren)(ren)民(min)共(gong)(gong)和(he)國(guo)民(min)辦(ban)(ban)教(jiao)(jiao)(jiao)(jiao)育(yu)促進(jin)法(fa)》《中(zhong)共(gong)(gong)中(zhong)央(yang) 國(guo)務院(yuan)關于(yu)(yu)深化(hua)教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)改革(ge)全面提高義務教(jiao)(jiao)(jiao)(jiao)育(yu)質量的(de)(de)意(yi)見(jian)》《國(guo)務院(yuan)辦(ban)(ban)公(gong)廳關于(yu)(yu)新時(shi)代推進(jin)普通(tong)(tong)高中(zhong)育(yu)人(ren)(ren)方式改革(ge)的(de)(de)指導意(yi)見(jian)》《中(zhong)共(gong)(gong)中(zhong)央(yang) 國(guo)務院(yuan)印(yin)發(fa)〈深化(hua)新時(shi)代教(jiao)(jiao)(jiao)(jiao)育(yu)評價改革(ge)總體方案〉》《廣(guang)東省教(jiao)(jiao)(jiao)(jiao)育(yu)廳關于(yu)(yu)進(jin)一步規(gui)(gui)范普通(tong)(tong)中(zhong)小學(xue)招(zhao)生(sheng)入學(xue)工(gong)(gong)作(zuo)的(de)(de)指導意(yi)見(jian)》《深圳(zhen)市非深戶(hu)籍人(ren)(ren)員(yuan)子女接受義務教(jiao)(jiao)(jiao)(jiao)育(yu)管理辦(ban)(ban)法(fa)》《中(zhong)共(gong)(gong)深圳(zhen)市委(wei) 深圳(zhen)市人(ren)(ren)民(min)政府印(yin)發(fa)〈關于(yu)(yu)推進(jin)教(jiao)(jiao)(jiao)(jiao)育(yu)高質量發(fa)展的(de)(de)意(yi)見(jian)〉的(de)(de)通(tong)(tong)知(zhi)》等法(fa)律法(fa)規(gui)(gui)文(wen)件精(jing)神,現(xian)就做好(hao)我(wo)市2021年(nian)普通(tong)(tong)中(zhong)小學(xue)招(zhao)生(sheng)入學(xue)工(gong)(gong)作(zuo)通(tong)(tong)知(zhi)如下:

  一、規范義務教育招生行為

  (一)強化(hua)屬地責任,落實“兩為主”

  1.落(luo)實“兩為主”職責。各區(qu)(含新區(qu)、深汕特別合(he)作(zuo)區(qu),下同(tong))政府要落(luo)實好舉辦、管理(li)和(he)發展義(yi)務(wu)(wu)教(jiao)育(yu)(yu)的主體責任,認真落(luo)實國(guo)家“兩為主”要求(qiu),進(jin)一步提高進(jin)城務(wu)(wu)工(gong)人員(yuan)隨遷子女在公(gong)辦義(yi)務(wu)(wu)教(jiao)育(yu)(yu)學(xue)校就(jiu)讀的比例,增加公(gong)辦學(xue)位供給(gei),統籌(chou)公(gong)辦民辦學(xue)校招(zhao)生(sheng),切(qie)實保障符合(he)條(tiao)件的適齡兒童、少年(nian)接受(shou)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)的權利。各區(qu)要加強組(zu)織(zhi)領(ling)導,成立以區(qu)領(ling)導為組(zu)長的義(yi)務(wu)(wu)教(jiao)育(yu)(yu)招(zhao)生(sheng)工(gong)作(zuo)領(ling)導小組(zu),定期召開招(zhao)生(sheng)工(gong)作(zuo)聯席會議(yi),完善(shan)統籌(chou)協(xie)調(diao)工(gong)作(zuo)機(ji)制,及時妥善(shan)處理(li)本區(qu)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)招(zhao)生(sheng)中的熱(re)點難點問(wen)題。

  2.落實(shi)區(qu)(qu)教育行(xing)政部(bu)門(men)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管(guan)理職(zhi)責(ze)。各(ge)區(qu)(qu)教育行(xing)政部(bu)門(men)要切(qie)實(shi)加強(qiang)義務教育招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)的組織和(he)管(guan)理,做好學(xue)位(wei)預(yu)(yu)測(ce),及(ji)時(shi)公(gong)布學(xue)位(wei)供需情況,建立(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)預(yu)(yu)警機制,合理引(yin)導家長預(yu)(yu)期。要積極探(tan)索研制招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)電子地(di)圖(tu),便(bian)于(yu)實(shi)時(shi)分析研判(pan)各(ge)學(xue)區(qu)(qu)學(xue)位(wei)供給(gei)動(dong)(dong)態變化(hua)情況,方(fang)便(bian)學(xue)生(sheng)(sheng)(sheng)(sheng)家長便(bian)捷(jie)查詢各(ge)學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍及(ji)學(xue)位(wei)供給(gei)信(xin)息(xi)。要科學(xue)制定招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)方(fang)案,做好網(wang)上招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)報(bao)名的組織工(gong)(gong)(gong)作(zuo)。要簡化(hua)入學(xue)手(shou)續,加強(qiang)部(bu)門(men)聯動(dong)(dong),充(chong)分利用現(xian)代信(xin)息(xi)技術手(shou)段實(shi)施多部(bu)門(men)聯網(wang)審核驗(yan)證,共同做好適齡兒童、少年的就讀資格驗(yan)核工(gong)(gong)(gong)作(zuo)。要加強(qiang)風險預(yu)(yu)判(pan),制定完善應急(ji)預(yu)(yu)案,健全應急(ji)機制,及(ji)時(shi)發現(xian)并妥善處(chu)置(zhi)苗(miao)頭性、傾(qing)向性問題(ti),快(kuai)速穩(wen)妥處(chu)理突(tu)發事件,確保(bao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)工(gong)(gong)(gong)作(zuo)平穩(wen)有序。要加強(qiang)對招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)工(gong)(gong)(gong)作(zuo)的監督檢查,建立(li)完善招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)監督工(gong)(gong)(gong)作(zuo)機制。多形式加強(qiang)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)政策(ce)的宣講(jiang)和(he)解讀解釋工(gong)(gong)(gong)作(zuo),積極回應市民群眾關(guan)切(qie)。

  3.落實學(xue)校招(zhao)生(sheng)職責。各(ge)義務教育階段學(xue)校要(yao)(yao)規(gui)范招(zhao)生(sheng)行為,按要(yao)(yao)求公開(kai)招(zhao)生(sheng)計劃(hua)、招(zhao)生(sheng)程序、招(zhao)生(sheng)結果、咨詢(xun)投訴電話等,不得擅(shan)自(zi)跨片區招(zhao)生(sheng),不得擅(shan)自(zi)接(jie)收學(xue)生(sheng)跨片區擇(ze)校就(jiu)(jiu)讀。要(yao)(yao)指導適齡兒童、少年的(de)家長按時申請學(xue)位,按要(yao)(yao)求及時、準確提供就(jiu)(jiu)讀信息。

  (二)堅持免試就近入學(xue),合(he)理(li)確(que)定招(zhao)生(sheng)范圍

  1.堅(jian)持(chi)免試(shi)就近入(ru)學(xue)。所有公辦(ban)(ban)(ban)(ban)民辦(ban)(ban)(ban)(ban)學(xue)校(xiao)都要嚴格遵守并全面(mian)落實(shi)義務教(jiao)育(yu)免試(shi)入(ru)學(xue)規定。嚴禁公辦(ban)(ban)(ban)(ban)民辦(ban)(ban)(ban)(ban)學(xue)校(xiao)通(tong)過面(mian)試(shi)、面(mian)談、人機對話、體驗活動、簡(jian)歷材料(liao)等(deng)方式為(wei)依(yi)據的“掐尖”招(zhao)(zhao)生、提前(qian)招(zhao)(zhao)生、違規爭搶(qiang)生源的行為(wei)。市局(ju)直屬學(xue)校(xiao)義務教(jiao)育(yu)招(zhao)(zhao)生工作(zuo)納入(ru)所在區教(jiao)育(yu)行政部(bu)門統(tong)一管理。

  2.合(he)(he)理確定招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍。各(ge)區(qu)教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部門要嚴格按照“學(xue)(xue)(xue)(xue)校(xiao)劃(hua)片(pian)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)(sheng)源就近入(ru)學(xue)(xue)(xue)(xue)”的(de)(de)目標要求,綜(zong)合(he)(he)考慮適齡學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)人數、學(xue)(xue)(xue)(xue)校(xiao)分布(bu)、學(xue)(xue)(xue)(xue)校(xiao)規模(mo)、交通狀況等因(yin)素,為每所公辦義務教(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)劃(hua)定服務片(pian)區(qu)范圍,確保(bao)各(ge)片(pian)區(qu)之間(jian)教(jiao)(jiao)育(yu)資源大致均衡。在(zai)對學(xue)(xue)(xue)(xue)校(xiao)原招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍進行(xing)(xing)較大調整時(shi),要充分聽取群眾(zhong)意(yi)見,審(shen)慎論證,提(ti)前公告。片(pian)區(qu)確定后,應在(zai)一段時(shi)期內保(bao)持相(xiang)對穩(wen)定。民辦義務教(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)不(bu)得(de)超出教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部門核定的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)和(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),在(zai)滿足本區(qu)符(fu)合(he)(he)條件的(de)(de)適齡兒(er)童(tong)、少年入(ru)學(xue)(xue)(xue)(xue)需求后,仍有(you)剩余招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)的(de)(de),經學(xue)(xue)(xue)(xue)校(xiao)申(shen)請(qing),區(qu)教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部門審(shen)核,報市教(jiao)(jiao)育(yu)局同意(yi),可跨(kua)區(qu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。

  (三)剛性實施入(ru)學(xue)政(zheng)策(ce),完善積(ji)分(fen)入(ru)學(xue)細則(ze)

  所(suo)有公(gong)(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校要嚴格按照《深圳市(shi)非深戶籍人(ren)(ren)(ren)員(yuan)子女接(jie)受義(yi)務教(jiao)育(yu)管理辦(ban)(ban)法(fa)》等(deng)(deng)文(wen)件(jian)規(gui)定(ding)的(de)(de)入(ru)(ru)學(xue)(xue)條(tiao)件(jian)招(zhao)生(sheng),不(bu)得招(zhao)收不(bu)符合我市(shi)就(jiu)讀(du)條(tiao)件(jian)的(de)(de)學(xue)(xue)生(sheng)。各區教(jiao)育(yu)行政部門要不(bu)斷優(you)化(hua)積(ji)分(fen)(fen)入(ru)(ru)學(xue)(xue)實施(shi)細(xi)則,充分(fen)(fen)體(ti)現(xian)教(jiao)育(yu)公(gong)(gong)平(ping),合理設(she)置積(ji)分(fen)(fen)類別、項目、標(biao)準和分(fen)(fen)值,根據積(ji)分(fen)(fen)情況和招(zhao)生(sheng)計(ji)劃安(an)排(pai)學(xue)(xue)位,實施(shi)過程中(zhong)要做到積(ji)分(fen)(fen)標(biao)準、積(ji)分(fen)(fen)結(jie)果、學(xue)(xue)位安(an)排(pai)“三公(gong)(gong)開(kai)”,公(gong)(gong)開(kai)過程中(zhong)應依(yi)法(fa)做好未成(cheng)年(nian)人(ren)(ren)(ren)隱私保護。積(ji)分(fen)(fen)入(ru)(ru)學(xue)(xue)細(xi)則要充分(fen)(fen)征求轄區居民意見,在招(zhao)生(sheng)工作實施(shi)前報市(shi)教(jiao)育(yu)局備案。2021年(nian)繼續全(quan)面取消(xiao)各類特(te)長生(sheng)招(zhao)生(sheng)。對烈(lie)士、符合條(tiao)件(jian)的(de)(de)現(xian)役軍人(ren)(ren)(ren)及復退軍人(ren)(ren)(ren)、消(xiao)防救(jiu)援隊伍人(ren)(ren)(ren)員(yuan)、公(gong)(gong)安(an)英模和因公(gong)(gong)犧牲(sheng)傷殘警察、高層次人(ren)(ren)(ren)才等(deng)(deng)享受優(you)惠政策(ce)人(ren)(ren)(ren)員(yuan)的(de)(de)子女實施(shi)教(jiao)育(yu)優(you)待政策(ce),并向社(she)會公(gong)(gong)示。

  (四)完善民辦學校招(zhao)生管理

  各(ge)區(qu)教(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部(bu)(bu)門(men)要將民(min)辦(ban)義務(wu)(wu)教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)納(na)入統一管理,全面落(luo)實與公辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)同(tong)步招(zhao)(zhao)生(sheng)。民(min)辦(ban)義務(wu)(wu)教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)的招(zhao)(zhao)生(sheng)計劃和(he)招(zhao)(zhao)生(sheng)方案,要報主管教(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部(bu)(bu)門(men)審核。面向全區(qu)招(zhao)(zhao)生(sheng)且(qie)報名人數超過(guo)(guo)招(zhao)(zhao)生(sheng)計劃數的民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao),全部(bu)(bu)實行(xing)電(dian)(dian)腦隨(sui)機(ji)搖(yao)號錄(lu)(lu)(lu)取(qu)(qu)。辦(ban)學(xue)(xue)(xue)層次同(tong)時包(bao)括小學(xue)(xue)(xue)和(he)初中的民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao),應(ying)首先通過(guo)(guo)直升或電(dian)(dian)腦隨(sui)機(ji)搖(yao)號方式招(zhao)(zhao)收本校(xiao)(xiao)(xiao)(xiao)(xiao)自愿報讀初中的小學(xue)(xue)(xue)畢業生(sheng),剩余的招(zhao)(zhao)生(sheng)計劃應(ying)公開報名,實行(xing)電(dian)(dian)腦隨(sui)機(ji)搖(yao)號錄(lu)(lu)(lu)取(qu)(qu)。民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)電(dian)(dian)腦隨(sui)機(ji)搖(yao)號錄(lu)(lu)(lu)取(qu)(qu)工(gong)作由(you)(you)各(ge)區(qu)組織實施,搖(yao)號過(guo)(guo)程要做到全程錄(lu)(lu)(lu)像,并邀請公證(zheng)機(ji)構人員、紀檢人員、人大代表(biao)(biao)、政(zheng)協委員、新(xin)聞媒體代表(biao)(biao)和(he)學(xue)(xue)(xue)生(sheng)家(jia)長代表(biao)(biao)全程監督。受政(zheng)府委托承擔義務(wu)(wu)教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)位任務(wu)(wu)的民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao),報名及錄(lu)(lu)(lu)取(qu)(qu)辦(ban)法由(you)(you)區(qu)教(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部(bu)(bu)門(men)另行(xing)確定。

  (五)提(ti)高殘疾兒童(tong)、少年入學率,提(ti)升特殊教育質量

  各區要(yao)按國家(jia)要(yao)求(qiu),確保2021年殘疾(ji)(ji)兒童(tong)、少年義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)入學(xue)率達(da)到(dao)95%以上。按照“全(quan)覆蓋、零拒絕(jue)”的(de)(de)要(yao)求(qiu),根據適(shi)齡殘疾(ji)(ji)兒童(tong)、少年的(de)(de)實際情況(kuang),制訂教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)安(an)置方(fang)案,落實“一人一案”,通過(guo)普通學(xue)校(xiao)就讀(du)、特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)校(xiao)就讀(du)、送教(jiao)(jiao)(jiao)(jiao)上門等(deng)多種(zhong)方(fang)式,逐(zhu)一做好入學(xue)安(an)置工作(zuo)。市(shi)、區特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)校(xiao)科學(xue)設置招生類(lei)別、學(xue)段,錯(cuo)位發展(zhan),協調發展(zhan)。義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)階段,視障教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)、聽(ting)障教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)主(zhu)要(yao)由市(shi)屬(shu)學(xue)校(xiao)承(cheng)擔,智障等(deng)其他類(lei)型(xing)的(de)(de)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)主(zhu)要(yao)由區屬(shu)學(xue)校(xiao)承(cheng)擔。市(shi)屬(shu)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)校(xiao)要(yao)擴大高中階段招生規模,讓(rang)完(wan)成義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)殘疾(ji)(ji)學(xue)生都能接受適(shi)宜的(de)(de)高中階段教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)。

  (六)加強招(zhao)生計劃管理,嚴(yan)禁超(chao)標準(zhun)班額招(zhao)生

  各區教育行政部(bu)門要結合學(xue)(xue)(xue)校(xiao)辦(ban)學(xue)(xue)(xue)規(gui)模、辦(ban)學(xue)(xue)(xue)條件,科學(xue)(xue)(xue)核(he)定(ding)、及時(shi)公布(bu)公辦(ban)民(min)辦(ban)學(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)計劃。嚴格(ge)控(kong)制存在超(chao)標準班(ban)額學(xue)(xue)(xue)校(xiao)的招(zhao)生(sheng)計劃。各義務教育學(xue)(xue)(xue)校(xiao)起始年級嚴禁超(chao)標準班(ban)額招(zhao)生(sheng),堅決防止產生(sheng)新的超(chao)標準班(ban)額。嚴禁超(chao)核(he)定(ding)辦(ban)學(xue)(xue)(xue)規(gui)模和超(chao)標準班(ban)額的學(xue)(xue)(xue)校(xiao)接收轉學(xue)(xue)(xue)插班(ban)學(xue)(xue)(xue)生(sheng)。

  (七)落實(shi)控輟保學法(fa)定職責

  各區教育(yu)(yu)行政部門和(he)學(xue)(xue)(xue)校(xiao)要嚴格落(luo)實(shi)《中(zhong)華(hua)人民共和(he)國(guo)義(yi)務(wu)教育(yu)(yu)法(fa)(fa)》《中(zhong)華(hua)人民共和(he)國(guo)未成年人保護(hu)法(fa)(fa)》等法(fa)(fa)律規定(ding),依法(fa)(fa)保障適齡兒(er)童、少(shao)年接受義(yi)務(wu)教育(yu)(yu)的(de)權利,要嚴格履行控輟(chuo)(chuo)保學(xue)(xue)(xue)法(fa)(fa)定(ding)職(zhi)責,完(wan)善(shan)聯(lian)控聯(lian)保工作(zuo)機制,落(luo)實(shi)失學(xue)(xue)(xue)輟(chuo)(chuo)學(xue)(xue)(xue)學(xue)(xue)(xue)生勸返復(fu)學(xue)(xue)(xue)、登記和(he)書(shu)面報告責任制度,建立完(wan)善(shan)控輟(chuo)(chuo)保學(xue)(xue)(xue)工作(zuo)臺(tai)帳,共同(tong)做好(hao)控輟(chuo)(chuo)保學(xue)(xue)(xue)工作(zuo)。適齡兒(er)童、少(shao)年因身(shen)體(ti)狀況確需(xu)延緩入學(xue)(xue)(xue)或者休學(xue)(xue)(xue)的(de),其父母或者其他法(fa)(fa)定(ding)監護(hu)人應當提出申請,由(you)所(suo)在(zai)區教育(yu)(yu)行政部門批準。依法(fa)(fa)查處(chu)以在(zai)家學(xue)(xue)(xue)習、接受“私塾(shu)”“讀經班(ban)”等培訓替代(dai)國(guo)家統一實(shi)施的(de)義(yi)務(wu)教育(yu)(yu)的(de)行為。嚴格外籍(ji)人員子女學(xue)(xue)(xue)校(xiao)招(zhao)生管理,不得招(zhao)收中(zhong)國(guo)籍(ji)學(xue)(xue)(xue)生。

  二、加強普通高中招生管理

  (一(yi))剛性(xing)執行(xing)高(gao)中(zhong)招(zhao)(zhao)生計(ji)劃(hua)(hua)。高(gao)中(zhong)學(xue)(xue)校(xiao)要嚴格按照市(shi)教育(yu)局(ju)核定(ding)(ding)的招(zhao)(zhao)生計(ji)劃(hua)(hua)進(jin)行(xing)招(zhao)(zhao)生。招(zhao)(zhao)生計(ji)劃(hua)(hua)下(xia)達后,不再受(shou)理調整招(zhao)(zhao)生計(ji)劃(hua)(hua)的申請(qing)。各(ge)級教育(yu)行(xing)政(zheng)部門、各(ge)高(gao)中(zhong)階段學(xue)(xue)校(xiao)根據招(zhao)(zhao)生計(ji)劃(hua)(hua)的要求(qiu),認(ren)真(zhen)做(zuo)好招(zhao)(zhao)生的各(ge)項(xiang)準備(bei)工作,確保學(xue)(xue)校(xiao)正常開(kai)學(xue)(xue)。民辦(ban)學(xue)(xue)校(xiao)招(zhao)(zhao)生納(na)入統一(yi)管(guan)理,并與(yu)公辦(ban)學(xue)(xue)校(xiao)同(tong)步招(zhao)(zhao)生。各(ge)校(xiao)招(zhao)(zhao)生計(ji)劃(hua)(hua)的執行(xing)情況(kuang),將作為學(xue)(xue)校(xiao)自主招(zhao)(zhao)生計(ji)劃(hua)(hua)安排、規范辦(ban)學(xue)(xue)、辦(ban)學(xue)(xue)水平、辦(ban)學(xue)(xue)效益評估以及評先、評優等(deng)的主要指標。全市(shi)公辦(ban)高(gao)中(zhong)學(xue)(xue)校(xiao)應(ying)按照核定(ding)(ding)辦(ban)學(xue)(xue)規模招(zhao)(zhao)生。普通高(gao)中(zhong)未(wei)經審(shen)批不得面向市(shi)外招(zhao)(zhao)生。

  (二)落(luo)(luo)實(shi)指標到校(xiao)(xiao)政(zheng)策。認真(zhen)落(luo)(luo)實(shi)指標到校(xiao)(xiao)政(zheng)策要求(qiu),每所優(you)質普通(tong)高中(zhong)學(xue)校(xiao)(xiao)要安(an)排不低于50%的招生名額,主要按初(chu)(chu)中(zhong)學(xue)校(xiao)(xiao)在校(xiao)(xiao)生數,直接分(fen)配到全市(shi)各初(chu)(chu)中(zhong)學(xue)校(xiao)(xiao)(含民辦),促(cu)進義務(wu)教育優(you)質均衡發展(zhan)。

  (三)統(tong)籌規范全市(shi)(shi)高(gao)中自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)。根據廣東(dong)省教育(yu)廳(ting)關于進(jin)一步(bu)(bu)完善和規范自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)的相(xiang)關要(yao)求,市(shi)(shi)教育(yu)局(ju)全面(mian)統(tong)籌高(gao)中自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo),進(jin)一步(bu)(bu)優化我(wo)市(shi)(shi)普通(tong)高(gao)中自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)布點,引導普通(tong)高(gao)中學(xue)(xue)校科學(xue)(xue)合(he)理定(ding)位和分層分類發(fa)展。自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)對象主(zhu)要(yao)為具有創新潛質和學(xue)(xue)科特長的學(xue)(xue)生(sheng)(sheng)。2021年(nian)全市(shi)(shi)普通(tong)高(gao)中自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)按照市(shi)(shi)教育(yu)局(ju)出臺(tai)的《深圳市(shi)(shi)教育(yu)局(ju)關于做好2021年(nian)普通(tong)高(gao)中學(xue)(xue)校自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)的通(tong)知(zhi)》實施。

  (四)規(gui)范(fan)(fan)學(xue)校(xiao)招(zhao)生(sheng)行為。積極探索基于初中學(xue)業水(shui)平考試成績、結合(he)綜合(he)素(su)質(zhi)表現評(ping)價的高(gao)(gao)中階段學(xue)校(xiao)考試招(zhao)生(sheng)錄取模式。所有高(gao)(gao)中學(xue)校(xiao)(含民辦普(pu)通高(gao)(gao)中)需嚴格按照規(gui)定的招(zhao)生(sheng)范(fan)(fan)圍、招(zhao)生(sheng)計劃(hua)、招(zhao)生(sheng)時間、招(zhao)生(sheng)方式進行統一招(zhao)生(sheng),嚴禁違(wei)規(gui)爭(zheng)搶生(sheng)源、跨審批區(qu)域招(zhao)生(sheng)、超計劃(hua)招(zhao)生(sheng)和提前招(zhao)生(sheng),嚴禁招(zhao)收“掛(gua)讀(du)生(sheng)”和“擇(ze)校(xiao)生(sheng)”。

  三、加強新生入學管理

  (一)規范學(xue)生分班(ban)管理(li)。各(ge)義(yi)務教育(yu)階段學(xue)校(xiao)要實(shi)(shi)行均衡編(bian)班(ban),嚴禁舉辦重(zhong)點班(ban),包括以特長班(ban)、快(kuai)慢班(ban)、尖子班(ban)、興趣班(ban)和“奧(ao)賽”班(ban)、國際班(ban)等名(ming)義(yi)的變相重(zhong)點班(ban)。普通高中學(xue)校(xiao)要根據普通高中課程方案(an)和學(xue)生選課情(qing)況,合理(li)排課編(bian)班(ban),科學(xue)制訂(ding)選課走班(ban)指南和課程實(shi)(shi)施方案(an)。

  (二)嚴(yan)格規范學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管(guan)理。學(xue)(xue)(xue)(xue)(xue)(xue)校應當從學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月內(nei)為學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)檔案,其中(zhong)(zhong),殘疾(ji)程度較重、無(wu)法(fa)進入學(xue)(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),由承(cheng)擔(dan)送教上門的(de)學(xue)(xue)(xue)(xue)(xue)(xue)校建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校要(yao)嚴(yan)格落(luo)實學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管(guan)理“一(yi)(yi)人一(yi)(yi)籍(ji),籍(ji)隨人走”的(de)要(yao)求,不(bu)得以虛(xu)假信息建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji),不(bu)得重復建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji),不(bu)得擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)信息。未(wei)經義務教育招生(sheng)(sheng)(sheng)平臺(tai)報名錄取的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)予建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。對于未(wei)經學(xue)(xue)(xue)(xue)(xue)(xue)校批準,不(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)校規定期限到(dao)校辦理注冊者,不(bu)予建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。各區(qu)教育行政部門要(yao)加強對學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)工(gong)作的(de)核查,及時(shi)查處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)建(jian)檔過程中(zhong)(zhong)的(de)不(bu)規范行為,嚴(yan)禁“人籍(ji)分離”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區教(jiao)(jiao)育(yu)(yu)督(du)導部門(men)要(yao)將中(zhong)(zhong)小學(xue)招生入學(xue)工作納(na)入責(ze)任(ren)督(du)學(xue)日(ri)常(chang)督(du)導范(fan)圍,嚴肅查處違(wei)反(fan)(fan)教(jiao)(jiao)育(yu)(yu)部“十項嚴禁”紀(ji)律要(yao)求和(he)(he)省教(jiao)(jiao)育(yu)(yu)廳“六(liu)項規(gui)定(ding)”等違(wei)反(fan)(fan)招生政策和(he)(he)紀(ji)律以及(ji)擾(rao)亂中(zhong)(zhong)小學(xue)入學(xue)招生秩序的(de)行為(wei)。對(dui)違(wei)規(gui)操作,查有實(shi)(shi)據,造成不良影(ying)響的(de)單位和(he)(he)個人實(shi)(shi)行問(wen)責(ze)。對(dui)于未落(luo)實(shi)(shi)《中(zhong)(zhong)共(gong)中(zhong)(zhong)央(yang) 國務(wu)院關于深化教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)改革全面(mian)提高義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)質(zhi)量的(de)意(yi)見》中(zhong)(zhong)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)招生入學(xue)規(gui)定(ding)要(yao)求,或者出現轄區內義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)階(jie)段學(xue)校違(wei)規(gui)考(kao)試招生行為(wei)的(de),視(shi)同為(wei)落(luo)實(shi)(shi)中(zhong)(zhong)央(yang)和(he)(he)國家重大政策不力,納(na)入政府履行教(jiao)(jiao)育(yu)(yu)職責(ze)評價。
