1月10日(ri)至11日(ri),2020年全(quan)(quan)國教(jiao)(jiao)育(yu)(yu)(yu)工(gong)(gong)作(zuo)(zuo)會(hui)(hui)議(yi)在(zai)京召開。會(hui)(hui)議(yi)強(qiang)調(diao),要高(gao)舉中(zhong)(zhong)(zhong)國特色社會(hui)(hui)主(zhu)義偉大(da)(da)旗(qi)幟,以(yi)習近(jin)平(ping)新時(shi)代中(zhong)(zhong)(zhong)國特色社會(hui)(hui)主(zhu)義思想為指(zhi)導,深入(ru)貫(guan)徹黨(dang)(dang)(dang)的(de)十九(jiu)大(da)(da)和(he)(he)(he)十九(jiu)屆(jie)二中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)、四(si)中(zhong)(zhong)(zhong)全(quan)(quan)會(hui)(hui)精神,認真落實習近(jin)平(ping)總書(shu)記關于教(jiao)(jiao)育(yu)(yu)(yu)的(de)重(zhong)要論(lun)述,按照“五(wu)位一體”總體布局(ju)和(he)(he)(he)“四(si)個(ge)全(quan)(quan)面”戰略布局(ju),增強(qiang)“四(si)個(ge)意識(shi)”,堅定“四(si)個(ge)自信”,堅決(jue)做(zuo)到“兩個(ge)維護”,堅持穩(wen)中(zhong)(zhong)(zhong)求進工(gong)(gong)作(zuo)(zuo)總基調(diao),堅持高(gao)質量發展,堅持和(he)(he)(he)加強(qiang)黨(dang)(dang)(dang)對(dui)教(jiao)(jiao)育(yu)(yu)(yu)工(gong)(gong)作(zuo)(zuo)的(de)全(quan)(quan)面領(ling)導,全(quan)(quan)面貫(guan)徹黨(dang)(dang)(dang)的(de)教(jiao)(jiao)育(yu)(yu)(yu)方針,堅持發展抓(zhua)公平(ping)、改革抓(zhua)體制、安(an)全(quan)(quan)抓(zhua)責任、整體抓(zhua)質量、保證抓(zhua)黨(dang)(dang)(dang)建,更加注重(zhong)防(fang)范和(he)(he)(he)化(hua)解風(feng)險,提高(gao)教(jiao)(jiao)育(yu)(yu)(yu)治(zhi)理(li)水平(ping),加快教(jiao)(jiao)育(yu)(yu)(yu)現代化(hua)、建設教(jiao)(jiao)育(yu)(yu)(yu)強(qiang)國、辦(ban)好人民(min)滿意的(de)教(jiao)(jiao)育(yu)(yu)(yu),為決(jue)勝全(quan)(quan)面建成小康社會(hui)(hui)貢獻力量。教(jiao)(jiao)育(yu)(yu)(yu)部(bu)黨(dang)(dang)(dang)組(zu)書(shu)記、部(bu)長陳寶生(sheng)作(zuo)(zuo)工(gong)(gong)作(zuo)(zuo)報(bao)告。
會(hui)議指出(chu),剛剛過(guo)去的(de)2019年,在黨(dang)中(zhong)(zhong)央、國(guo)(guo)(guo)務院堅強(qiang)領導下,教育(yu)(yu)(yu)(yu)系統(tong)堅定不(bu)移(yi)貫徹落(luo)(luo)(luo)實習(xi)近平新時代中(zhong)(zhong)國(guo)(guo)(guo)特色社(she)會(hui)主(zhu)(zhu)義(yi)思想,牢牢堅持社(she)會(hui)主(zhu)(zhu)義(yi)辦學方向,全(quan)面貫徹黨(dang)的(de)教育(yu)(yu)(yu)(yu)方針(zhen),加強(qiang)黨(dang)對(dui)教育(yu)(yu)(yu)(yu)工作(zuo)的(de)全(quan)面領導,克服了各(ge)種困難挑(tiao)戰,各(ge)項工作(zuo)在開拓(tuo)奮(fen)進(jin)中(zhong)(zhong)取得(de)新進(jin)展,人民群眾(zhong)獲(huo)得(de)感(gan)進(jin)一步(bu)增強(qiang)。深入開展“不(bu)忘(wang)初心、牢記(ji)使命”主(zhu)(zhu)題教育(yu)(yu)(yu)(yu),教育(yu)(yu)(yu)(yu)系統(tong)奮(fen)進(jin)擔當報國(guo)(guo)(guo)的(de)思想根(gen)基(ji)更加牢固;喜迎新中(zhong)(zhong)國(guo)(guo)(guo)七(qi)十華誕(dan),干部師生在歷史回(hui)顧(gu)和今昔對(dui)比中(zhong)(zhong)激發了愛(ai)(ai)黨(dang)愛(ai)(ai)國(guo)(guo)(guo)愛(ai)(ai)社(she)會(hui)主(zhu)(zhu)義(yi)的(de)強(qiang)烈情感(gan);全(quan)力(li)打(da)好教育(yu)(yu)(yu)(yu)脫(tuo)貧攻堅戰,用實際(ji)行動踐行以人民為中(zhong)(zhong)心的(de)發展思想;堅持“落(luo)(luo)(luo)實落(luo)(luo)(luo)實再落(luo)(luo)(luo)實”,教育(yu)(yu)(yu)(yu)系統(tong)能力(li)作(zuo)風和成效進(jin)一步(bu)提升;妥善應對(dui)風險挑(tiao)戰,持續保(bao)持和諧穩定局面。
會(hui)議強(qiang)(qiang)調(diao),2020年是(shi)一個(ge)具有標志性(xing)、轉折性(xing)意義(yi)的年份,十(shi)分關鍵特(te)殊。教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)系(xi)統必(bi)須牢牢樹立起“收官”的強(qiang)(qiang)烈意識,在(zai)(zai)(zai)此基礎上開(kai)(kai)好(hao)局、開(kai)(kai)新(xin)局。一是(shi)堅持和(he)完善黨(dang)(dang)對(dui)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)工(gong)作全(quan)(quan)(quan)面領(ling)導的制度(du)體系(xi)。要(yao)(yao)推動(dong)(dong)學(xue)習(xi)習(xi)近平(ping)新(xin)時代中(zhong)國(guo)特(te)色(se)社會(hui)主義(yi)思想達到(dao)新(xin)高度(du),全(quan)(quan)(quan)面加(jia)強(qiang)(qiang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)系(xi)統黨(dang)(dang)的建(jian)設,牢牢堅持馬克思主義(yi)指(zhi)導地(di)位,加(jia)快提升學(xue)校思想政(zheng)治工(gong)作質(zhi)量(liang)水平(ping),堅定不移(yi)推進教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)系(xi)統全(quan)(quan)(quan)面從嚴治黨(dang)(dang)。二是(shi)提升落實(shi)(shi)立德(de)樹人根本任(ren)務的針對(dui)性(xing)實(shi)(shi)效性(xing),對(dui)準(zhun)“五育(yu)(yu)并舉”體系(xi)中(zhong)的短板(ban)弱項(xiang),保持定力、持續用力、精(jing)準(zhun)發(fa)力。要(yao)(yao)繪好(hao)愛國(guo)主義(yi)同心圓(yuan),推動(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)體融(rong)合,劃出美育(yu)(yu)硬杠杠,構建(jian)勞動(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)責(ze)任(ren)鏈條,打通家校連心橋。三(san)是(shi)聚(ju)焦(jiao)義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)有保障這一核心目標,聚(ju)焦(jiao)“三(san)區(qu)三(san)州”等深度(du)貧困地(di)區(qu)這一主戰場,聚(ju)焦(jiao)殘疾兒童(tong)少年、困難學(xue)生(sheng)等困難群體,堅決打贏教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)脫(tuo)貧攻堅戰。四(si)是(shi)構建(jian)服務全(quan)(quan)(quan)民終(zhong)身學(xue)習(xi)的教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體系(xi)。基礎教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)要(yao)(yao)在(zai)(zai)(zai)擴容和(he)深化上下功夫,職業教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)要(yao)(yao)在(zai)(zai)(zai)以質(zhi)圖強(qiang)(qiang)上下功夫,高等教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)要(yao)(yao)在(zai)(zai)(zai)高質(zhi)量(liang)內涵式發(fa)展上下功夫,繼續教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)要(yao)(yao)在(zai)(zai)(zai)供給能力和(he)服務水平(ping)上下功夫。全(quan)(quan)(quan)面加(jia)強(qiang)(qiang)語言文字工(gong)作。五是(shi)推動(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)改革(ge)開(kai)(kai)放實(shi)(shi)現(xian)新(xin)突破。要(yao)(yao)實(shi)(shi)質(zhi)性(xing)推進評價體系(xi)改革(ge),規范(fan)發(fa)展民辦教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu),促(cu)進教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)信息化與(yu)因材施教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)深度(du)融(rong)合,積極穩妥深化對(dui)外開(kai)(kai)放。六是(shi)全(quan)(quan)(quan)面加(jia)強(qiang)(qiang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師隊(dui)伍建(jian)設。要(yao)(yao)嚴師德(de)、促(cu)發(fa)展、優管(guan)理、立尊嚴,提高教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師社會(hui)地(di)位,大力營造(zao)尊師重教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)的社會(hui)氛(fen)圍(wei)。七是(shi)堅定不移(yi)落實(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)優先發(fa)展戰略地(di)位,千(qian)方百計籌好(hao)經費(fei),調(diao)整優化支出結(jie)構,嚴格(ge)規范(fan)經費(fei)管(guan)理。
會議(yi)要求,要進(jin)一步提(ti)高統(tong)籌謀劃、落實(shi)執行、依法治(zhi)(zhi)理(li)、組織動員(yuan)能力(li),推動教(jiao)育治(zhi)(zhi)理(li)能力(li)和治(zhi)(zhi)理(li)水(shui)平有大的提(ti)升進(jin)步,確保中央(yang)決策部署落到實(shi)處,實(shi)現“圓(yuan)滿收官”。
教(jiao)育(yu)部黨組成(cheng)(cheng)員(yuan)及各地(di)教(jiao)育(yu)部門(men)主要負(fu)責人(ren)、教(jiao)育(yu)部機關處級以(yi)上干部和(he)直屬(shu)單位(wei)負(fu)責人(ren),各地(di)教(jiao)育(yu)部門(men)、直屬(shu)高校、合建高校領導班(ban)子(zi)成(cheng)(cheng)員(yuan),分別(bie)在主會場(chang)(chang)和(he)分會場(chang)(chang)參(can)加會議。
